Rheinmetall and Sikorsky will collaborate to lead a team of German industrial providers to offer the best solution for STH, including dependable maintenance, training and other program support for the German Armed Forces

L'armée de l'air s'offre quatre Hercules C-130J neufs, des avions de transport tactique américains.

 

La Direction générale de l'armement (DGA) a commandé vendredi à l'armée de l'air des États-Unis (USAF) quatre Hercules C-130J neufs. Deux des quatre appareils disposeront d'une capacité de ravitaillement en vol des hélicoptères conformément aux annonces qui avaient été faites en avril 2015 lors de la réactualisation de la loi de programmation militaire. Cette commande fait suite à la décision prise par du ministre de la Défense, Jean-Yves Le Drian, le 15 décembre en comité ministériel d'investissement (CMI). Le 1er janvier, il avait confirmé que "l'acquisition attendue a été confirmée par mes soins il y a quelques jours".

Cette acquisition "permettra de renforcer nos capacités de transport aérien tactique, qui sont excessivement sollicitées", avait expliqué Jean-Yves Le Drian le 4 juin à l'Assemblée nationale.

Les deux premiers avions seront livrés fin 2017 et début 2018 et les deux ravitailleurs en 2019. Ces quatre C-130J viendront renforcer le segment médian de la flotte de transport tactique de l'armée de l'air, actuellement composé des C-160 Transall et C-130H Hercules. Ces appareils sont "en effet particulièrement sollicités et éprouvés par les différentes opérations extérieures dont les conditions environnementales mettent à rude épreuve les matériels", a expliqué ce lundi le communiqué de la DGA.

 

Une facture de 640 millions de dollars

"Mesure phare de l'actualisation de la loi de programmation militaire, cette acquisition a été réalisée dans des délais très brefs", a estimé la DGA. Elle est effectuée dans le cadre d'une procédure d'acquisition FMS (Foreign Military Sales). Elle comprend également le système de soutien, la formation du personnel et le maintien en condition opérationnelle initial. Mais cette commande n'aura pas été sans mal. Car l'enveloppe budgétaire prévue dans le cadre de cet achat était au départ très serrée : 330 millions d'euros. En août, la DGA avait donc également lancé en parallèle une demande d'information pour l'acquisition de 4 C130 d'occasion.

Car la facture était beaucoup trop serrée, avait estimé dans un premier temps la DGA, pour s'offrir quatre C130 neufs produits par Lockheed Martin avec les équipements demandés, la logistique et les formations nécessaires. Le prix unitaire d'un C130 s'élève à 90 millions de dollars environ, avait même précisé le délégué général pour l'armement, Laurent Collet-Billon, le 21 mai dernier à l'Assemblée nationale. Mais il avait estimé que l'acquisition de quatre C-130J neufs s'élèverait à 800 millions d'euros environ. Selon nos informations, la facture s'élèverait finalement à environ 640 millions de dollars.

Un F-35 du 461st Flight Test Squadron a tiré un missile AIM-9X pour la première fois au-dessus de la zone d'essais du Pacifique le 12 janvier. L'appareil, AF-1, était piloté par David Nelson, chef pilote d'essais du Lockheed Martin F-35 à la base aérienne d'Edwards AFB. Le missile a été tiré à une altitude de 6 000 pieds (1 828 m).

L’US Navy annonce le retrait de service de ses derniers Lockheed S-3B Viking. Un avion discret et pourtant remarquablement polyvalent, qui reste pour l’heure sans véritable remplaçant.

L’appareil avait quitté les unités de combat et le pont des porte-avions depuis 2009. Mais trois exemplaires volaient encore depuis cette date au sein du VX30 Air Test and Evaluation Squadron de Point Mugu en Californie. Leur mission, sans gloire, consistait à « blanchir » [1] les zones d’essais en mer. Sur ces trois avions, un premier avait été retiré du service en novembre dernier et les deux autres viennent à leur tour de quitter l’uniforme. La NASA, toujours à l’affut de bonnes affaires, en a toutefois récupéré un. L’autre est parti pour un stockage longue durée. Il ne va pas s’y ennuyer, puisqu’il y va retrouver environ 90 de ses petits camarades...

Après celle des Tomcat, Intruder et autres Prowler [2] , la mise à la retraite du Viking est une étape de plus dans la mutation de l’aviation embarquée américaine. Tous les avions spécialisés qui assurèrent son hégémonie dès la fin des années 70 sont à présent remplacés sur les ponts d’envol par un cortège uniformément gris et déprimant de F/A-18 Hornet et Super Hornet.

La Norvège va devoir très certainement revoir le nombre de F-35 commandés. Avec un prix du baril de pétrole toujours au plus bas et une monnaie nationale qui rend les JSF encore plus coûteux une fois leur prix converti en dollars américains, la ministre de la défense Ine Eriksen Søreide travaille actuellement sur un plan à long terme afin d'enrayer le sous-financement chronique des forces armées norvégiennes. Ce plan pourrait être révélé ce printemps.

Si le nombre de F-35 commandés n'est pas revu à la baisse, la Norvège se verra très certainement obligée de procéder à des coupes claires dans le budget de la défense ou de faire appel de manière beaucoup plus importante à l'Otan.

Lockheed Martin (NYSE: LMT) will deliver 78 C-130J Super Hercules to the U.S. government through a C-130J Multiyear II contract, which was announced by the U.S. government on Dec. 30, 2015.

Yesterday, the Department of Defense announced the award of more than $1 billion in funding for the first 32 aircraft of the Multiyear contract. The overall contract, worth $5.3 billion, provides Super Hercules aircraft to the U.S. Air Force (30 MC-130Js, 13 HC-130Js and 29 C-130J-30s) and the U.S. Marine Corps (six KC-130Js). Also through this contract, the U.S. Coast Guard has the option to acquire five HC-130Js. Aircraft purchased through the multiyear contract will deliver between 2016 and 2020.

Lockheed Martin provided 60 C-130Js to the U.S. government through an initial multiyear contract announced in 2003, which delivered aircraft to the U.S. Air Force and U.S Marine Corps from 2003-2008.

Singapore - Korea Aerospace Industries (KAI) has revealed the prototype that will form the basis of Lockheed Martin’s bid for the US Air Force’s T-X next generation trainer competition.

 

Based on the T-50 family of trainer/light fighter aircraft, the company’s “T-X demonstrator aircraft” will conduct ground and flight tests in 2016, says KAI in an email to Flightglobal. In 2017, KAI plans flight tests in the USA. The aircraft features several new features, including a large area display (LAD), embedded training systems, and an aerial refuelling capability.

Lockheed Martin, Pilatus Aircraft and Hawker Pacific Contracted to Deliver AIR 5428 Pilot Training System

 

The Australian Department of Defence has awarded the AIR 5428 Pilot Training System contract to Lockheed Martin-led Team 21 to train the next generation of Australian Defence Force pilots.

The initial seven year program is valued at AU$1.2 billion. Performance-based options for up to 25 years will provide the opportunity to extend the length and increase the value of the total contract. Lockheed Martin will lead the delivery of an integrated solution tailored for all future pilots for the Royal Australian Air Force, Royal Australian Navy and the Australian Army.

“We are honoured to partner with Australia to deliver a comprehensive training solution that is customised for their needs and focused on fifth-generation mission readiness,” said Jon Rambeau, vice president and general manager for Lockheed Martin Training and Logistics Solutions. “Our proven, innovative training system will help the Australian Defence Force meet the challenge of preparing pilots to perform in today’s complex global environment.”

As prime contractor, Lockheed Martin will provide overall project management for the pilot training system and deliver a family of integrated ground-based training technologies.

“Our approach will be tailored to the particular needs of Australia’s future defence requirements and will leverage proven turn-key training capabilities from Lockheed Martin, as well as those of our partners – Pilatus Aircraft and Hawker Pacific,“ said Raydon Gates, Chief Executive, Lockheed Martin Australia and New Zealand.

Pilatus Aircraft will provide PC-21 turboprop training aircraft and through-life engineering and airworthiness support. Hawker Pacific will provide maintenance services and fleet support and leverage its established supply chain in Australia.

With this selection, Australia joins Singapore in employing Lockheed Martin-led integrated turn-key training solutions. As a performance-based system, turn-key training provides increased pilot competency, shorter training times and lower training cost. Team 21 is in the ninth year of a 20-year performance-based flight training contract to provide the Basic Wings Course to the Republic of Singapore Air Force, at Royal Australian Air Force Base Pearce in Western Australia.

Le groupe européen Airbus prend un coup, sur le plan commercial, avec l’achat par la France, son pays d’origine, de plusieurs appareils concurrents. Les Etats-Unis ont validé la vente à la France de quatre avions de la société américaine Lockheed Martin, pour 606 millions d’euros, a annoncé l’Agence américaine de coopération militaire (DSCA). Il s’agit de deux avions de transport C-130J, modèle proche de l’A400M d’Airbus, et deux avions ravitailleurs KC-130J. Mais alors que le C-130J est entré en service dans les années 1950 et est devenu un produit standard vendu à beaucoup d’armées dans le monde, l’A400M d’Airbus a connu plusieurs déboires techniques et subit de surcroît les conséquences de l’accident mortel d’un de ses avions à Séville en mai, lors d’un vol d’essai.

 

Les avions américains présentent également l’avantage de permettre le parachutage et le ravitaillement aérien. Chaque appareil sera équipé de moteurs AE-2100D du groupe britannique Rolls-Royce, et la France va acheter quatre moteurs de rechange ainsi que d’autres matériels, comme des radars ou des radios.

Le Département d'Etat américain vient d'approuver la vente possible à la France de quatre avions C-130 Hercules de Lockheed-Martin, deux cargos et deux ravitailleurs, et leurs équipements et supports logistiques associés. Le coût de la transaction est estimé à 650 millions de dollars par l'Agence américaine de coopération de défense et de sécurité...

Voici un achat en urgence qui rappelle que l'A400M connaît des sérieux problèmes dans ses standards plus évolués, notamment en ravitaillement des hélicoptères et en largage (par la porte latérale). La prochaine commande française concerne deux C-130J et deux ravitailleurs KC-130J (355 millions de dollars, 331 millions d'euros pour les quatre avions). Parmi les équipements associés, on relève notamment six appareils de contre-mesures électroniques, six d'alerte missiles, six radars d'alerte et des terminaux de communication vocale sécurisée.

LM Transitions to Digital Engineering in Program's 60th Year

 

The U.S. Navy conducted successful test flights Nov. 7 and 9 of two Trident II D5 Fleet Ballistic Missiles built by Lockheed Martin (NYSE: LMT). The world’s most reliable large ballistic missile, the D5 missile has achieved a total of 157 successful test flights since design completion in 1989. The D5 is the sixth in a series of missile generations deployed since the sea-based deterrent program began 60 years ago. The Navy launched the unarmed missiles in the Pacific Ocean from a submerged Ohio-class submarine. The missiles were converted into test configurations using kits produced by Lockheed Martin that contain range safety devices and flight telemetry instrumentation. The test flights were part of a demonstration and shakedown operation, which the Navy uses to certify a submarine for deployment following an overhaul.

The State Department has made a determination approving a possible Foreign Military Sale to France for C-130J aircraft and associated equipment, parts and logistical support for an estimated cost of $650 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

 

The Government of France has requested a possible sale of:

 

Major Defense Equipment (MDE):

    Two (2) C-130J aircraft with Rolls Royce AE-2100D Turboprop Engines

    Two (2) KC-130J aircraft with Rolls Royce AE-2100D Turboprop Engines

    Four (4) Rolls Royce AE-2100D Turboprop Engines (spares)

 

Non-Major Defense Equipment (Non-MDE):

    Six (6) AN/ALE 47 Electronic Countermeasure Dispensers (1 per aircraft, plus 2 spares)

    Six (6) AN/AAR-47A(V)2 Missile Warning Systems (1 per aircraft, plus 2 spares)

    Six (6) AN/ALR-56M Radar Warning Receivers (1 per aircraft, plus 2 spares)

    Ten (10) Embedded Global Positioning/Inertial Navigation Systems (2 per aircraft, plus 2 spares)

    Ten (10) AN/ARC-210 Radios (2 per aircraft, plus 2 spares)

    Ten (10) AN/ARC-164 UHF/VF Radios (2 per aircraft, plus 2 spares)

Also provided are support and test equipment; publications and technical documentation; personnel training and training equipment; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistical and program support. The estimated MDE value is $355 million. The total overall estimated value is $650 million.

 

This proposed sale will contribute to the foreign policy and national security of the United States by improving the capability of a NATO ally. It is vital to U.S. national interests to assist the French Air Force to increase its airlift, air refueling, and air drop capabilities. These aircraft will provide these capabilities and will be used to support national, NATO, United Nations, and other coalition operations. Providing these aircraft to the French Air Force will greatly increase interoperability between the U.S. Air Force and the French Air Force, as well as other NATO allies.

 

The C-130Js will provide critical transport, airdrop, and resupply to thousands of French troops in support of current and future operations. The KC-130Js will provide crucial air refueling capability to France's fighter aircraft, light transport aircraft, and helicopters. France will have no difficulty absorbing these aircraft into its armed forces.

 

The proposed sale of this equipment and support will not alter the basic military balance in the region.

 

France requests that Lockheed Martin be the sole source provider for the C-130J aircraft. There are no known offset agreements proposed in connection with this potential sale.

 

Implementation of this proposed sale may require multiple trips for U.S. contractor representatives to France and potentially to deployed locations to provide initial launch, recovery, and maintenance support.

 

This notice of a potential sale is required by law and does not mean the sale has been concluded.

In late 2015 U.S. SOCOM (Special Operations Command) two more MC-130J all-weather transports. SOCOM has already received most of the 37 on order and deliveries are supposed to be complete by 2017. This is part of a major program to upgrade and expand the SOCOM fleet of specialized aircraft. Despite cuts in the American defense budget since 2010 SOCOM gets money for its aircraft program because SOCOM personnel are still in big demand worldwide.

 

Since 2009 SOCOM  has been devoting the largest chunk of its procurement budget to aircraft and most of that is going for one type of aircraft; the C-130J. SOCOM wants to buy about a hundred C-130Js and use them as commando transports (MC-130J) or gunships (AC-130J). In addition several hundred million dollars is being spent on sensors and weapons that can be quickly installed in MC-130Js to turn them into temporary gunships.

 

All this spending on aircraft is because the SOCOM air force has been worked hard since September 11, 2001 and has been constantly short of aircraft and qualified pilots. Back in 2009 SOCOM looked at their air force (some 300 MC-130s MH-53s AC-130s MH-6s MH-60s CV-22s and a few other types) and drew up a plan to shrink and update this overworked and aging collection of transports and helicopters. Having fewer, but more capable aircraft was seen as the only way out of the chronic shortages of aircraft and pilots. There was also the problem of aircraft worn out from heavy use and combat damage. So in addition to replacing the elderly C-130s SOCOM also sought to take the 31 MH-47Ds and E helicopters  (which have additional navigation gear) and upgraded them to MH-47F standards while the fleet was expanded to 61 helicopters. Most other SOCOM aircraft were also to be upgraded or refurbished.

 

Meanwhile the expansion and refurbishment program could not keep up with the demand in Afghanistan. Worse, there was never been enough logistics support to service all the jobs SOCOM is called on to do. In response, SOCOM improvised as much as they could. They borrowed aircraft and logistics support from other units. SOCOM is a high priority outfit, and can often get some of what they need. When SOCOM is providing specialized support for the combat units they borrow resources from they don't have a problem.

 

However when it's a pure SOCOM mission the army and air force are not as eager to part with scarce resources. What it means is that troops are operating at less than peak efficiency because they don't have all the tools they need to get the job done. Missions get cancelled, and opportunities are lost. SOCOM is a flexible outfit, and adaptations are often made. More commando operations were carried out using ground transportation. More troops, and equipment, were parachuted in. SOCOM is even obtained UAVs that can carry supplies. SOCOM is all about innovation, and a helicopter shortage is just seen as another opportunity to be creative. But there was always an ultimate solution for a lot of the air transportation and it was the new C-130J.

 

Back in 2011 SOCOM received its first MC-130J. This was part of a larger U.S. Air Force effort to replace 200 worn out C-130Es. The C-130J transport proved to be more than just another model in the fifty year old C-130 design. This is mainly because it's cheaper and easier to use. Like most new commercial transports, the C-130J emphasizes saving money. The new engines generate 29 percent more thrust while using 15 percent less fuel. Increased automation reduced crew size from four to three. The rear ramp door can now be opened in flight when the aircraft is going as fast as 450 kilometers an hour, versus the current 270 kilometers an hour.

 

The SOCOM MC-130s are all-weather aircraft used for everything from moving SOCOM personnel and equipment around the combat zone, to parachuting supplies, refueling helicopters in the air, dropping bombs and propaganda leaflets, or loading a pallet or two of electronic gear for special reconnaissance or psychological warfare missions. MC-130s are particularly useful because they have terrain following radar that enables them to fly at low altitude, especially at night or during bad weather. MC-130s have several additional navigation and communication systems, which allow them to fly in all weather, especially low enough to avoid radar detection.

 

C-130Js have cost nearly twenty percent less per hour than previous models. The most common version of the C-130 still in service is the C-130H. It has a range of 8,368 kilometers, a top speed of 601 kilometers per hour, and can carry up to 18 tons of cargo, 92 troops, or 64 paratroopers. The latest version, the C-130J, has a top speed of 644 kilometers, 40 percent more range than the C-130H, and can carry 20 tons of cargo. The stretched C-130J-30 can carry more bulky cargo, and goes for about $100 million each. The C-130J has a top speed of 644 kilometers, 40 percent more range than the C130H. The C-130 has been in service for over half a century, and has been flying for over 50 countries.

The sensor suite includes Sniper ® Advanced Targeting Pods (ATP), LANTIRN Extended Range (ER) navigation pods and Infrared Search and Track (IRST) systems. Under the contract, Lockheed Martin will collaborate with Advanced Electronics Company (AEC) to perform Sniper ATP and LANTIRN ER sustainment services as well as LANTIRN ER pod upgrades at the Sniper Expanded Repair Capability facility in Saudi Arabia. Lockheed Martin will support IRST sustainment at its IRST depot in Orlando, Florida.

DALLAS, Nov. 9, 2015 – Lockheed Martin

 

Lockheed Martin’s (NYSE: LMT) Army Tactical Missile System (ATACMS) and Guided Multiple Launch Rocket System (GMLRS) Unitary munitions recently underwent successful stockpile reliability tests. All rockets were launched from a High Mobility Artillery Rocket System (HIMARS) at White Sands Missile Range, New Mexico.

 

The tests included eight GMLRS rockets that were conditioned at hot and ambient temperatures. The ATACMS Unitary missile, which is the current production configuration, was conditioned hot for the test. The HIMARS launcher can fire ATACMS and GMLRS munitions ranging between 15km and 300km.

 

The flight tests, which were part of the U.S. Army’s tactical munitions reliability program, were conducted using simulated targets. Soldiers were inside the HIMARS’ Improved Armored Cab, where they initiated the launches.

 

“Lockheed Martin’s HIMARS, ATACMS and GMLRS precision fire solutions provide critical, quick-strike capabilities to U.S. and allied forces worldwide,” said Ken Musculus, vice president of tactical missiles at Lockheed Martin Missiles and Fire Control.

 

In service since 2005, HIMARS brings MLRS firepower to a wheeled chassis. It carries a single six-pack of rockets or one ATACMS missile, and can launch the entire MLRS family of munitions. It is C-130-transportable and can be deployed into areas previously inaccessible to heavier launchers.

Le contrat pourrait s'élever à 130 millions de dollars.

Republic of China's approval marks end to successful and comprehensive regulatory review process

 

Lockheed Martin (NYSE: LMT) has received the final regulatory approval needed to close its acquisition of Sikorsky Aircraft, a world leader in military and commercial rotary-wing aircraft, from United Technologies Corp. The completion of the regulatory review by the Ministry of Commerce of the People's Republic of China marks the end of a successful and comprehensive regulatory review process in eight jurisdictions.

Lockheed Martin (NYSE:LMT) announced today that Jeff Babione has been named the executive vice president and general manager of the F-35 Program, effective January 1, 2016. Babione succeeds Lorraine Martin who has been appointed to the newly created position of deputy executive vice president, Mission Systems and Training (MST).

As head of Lockheed Martin’s F-35 team, Babione will lead development, production, and sustainment efforts across the three F-35 variants for 13 military services in nine partner countries and a growing list of foreign military sales customers. Under his leadership, the F-35 team will focus on completing the System Development and Demonstration Program, ramping up production and supporting the Initial Operational Capability of the U.S. Air Force in 2016 and the U.S. Navy in 2018.

Park demande que la durée de développement de l’avion de chasse sud-coréen soit respectée

 

SEOUL, 27 oct. (Yonhap)

 

La présidente Park Geun-hye a demandé ce mardi à l’Administration du programme d’acquisition de défense (DAPA) de s’assurer que le chasseur sud-coréen soit développé dans les délais prévus, a fait savoir la DAPA.

 

Le président de la DAPA Chang Myoung-jin a indiqué que la présidente a fait cette recommandation après qu’il lui a présenté le projet de développement des avions de chasse, doté d’un budget de 18.000 milliards de wons (15,9 milliards de dollars). Ces avions devraient être fabriqués d’ici 2025.

 

Les Etats-Unis ont récemment refusé le transfert de quatre technologies sur les 25 que le constructeur Lockheed Martin avait initialement proposées à la Corée du Sud. Ce transfert de technologie était une condition de l’achat par Séoul de 40 avions de chasse F-35 Lightning II.

 

Le conseiller à la sécurité nationale Kim Kwan-jin a affirmé la semaine dernière que la Corée du Sud est capable de développer les quatre technologies manquantes, à savoir un radar à balayage électronique actif, un système infrarouge de détection et de poursuite, un pod de ciblage optique et un brouilleur de fréquences radio.

 

La DAPA et le fabriquant de matériel de défense local LIG Nex 1 comptent mettre au point le radar à balayage électronique actif d’ici 2021. Une source de la DAPA a fait savoir que l’organisation cherchera l’assistance d’Israël, de la Grande-Bretagne et de la Suède lors du développement du radar.

Le programme F-35 pourrait être malmené au Canada, allié pourtant indéfectible des Etats-Unis. Justin Trudeau, qui a été élu Premier ministre le 19 octobre, a fait la promesse que son pays se retirerait du programme F-35. Bien que le jeune fils de Pierre Elliott Trudeau n’ait pas encore pris ses fonctions, Washington a déjà manœuvré pour empêcher le Canada de quitter le couteux programme.  Car si Ottawa abandonne le programme de recherche et développement et l’achat des 65 appareils, Washington espère compenser cette perte par l’augmentation du prix d’achat unitaire de 1 million de dollars pour les autres pays acquéreurs. C’est ce qu’a déclaré le chef du programme F-35 au Pentagone, le Lieutenant Général Chris Bogdan de l’U.S. Air Force.
