The 62 armoured personnel carriers ordered last month by the United States Department of Defence for five African nations are Bastion vehicles manufactured by French company Acmat.


On 25 September the US Department of Defence said that Mack Defense of Allentown, Pennsylvania, would supply 62 APCs to United States Africa Command partner nations. Mack Defense on 6 October told IHS Jane’s that all the vehicles are Bastion APCs – Acmat is owned by Renault Trucks Defense which along with Mack Defense is part of the Volvo group.


The vehicles will be manufactured in France with an estimated completion date of 30 December 2016. Mack Defense said 32 vehicles will be delivered to Somalia in 2016, 17 to the Ugandan contingent of the African Union Mission in Somalia (AMISOM) and another 13 to AMISOM's Somali contingent. Tunisia will receive four, Cameroon 15 and Ethiopia 12 before the end of 2016. All the countries will also receive at least one spares kit.


However, these figures add up to 93 in total, so it is not clear from which contract the remaining 31 vehicles will be coming from.


The Bastion range of tactical armoured vehicles features STANAG 4569 protection and can carry ten to 12 people. They are based on the VLRA TDN-TDE platform for easy maintenance and logistics. The Bastion APC is configured for troop transport while the Bastion Patsas is a semi-open-top design developed with French Special Forces for reconnaissance and assault.


In Africa, Acmat customers include Angola, Botswana, Zambia, Mozambique and Kenya. In June last year Togo’s armed forces received 30 Bastion vehicles.


Also on 25 September the US Department of Defense announced it had awarded Oshkosh Defense LLC a $21 774 963 modification to an existing foreign military sales contract for Djibouti, Jordan, Kenya, Tunisia, Uganda and Ethiopia for an additional 84 Medium Tactical Vehicle trucks and 59 B-kits (supplemental armour). The estimated completion date of the truck contract is 28 February 2017.


Oskosh offers its Family of Medium Tactical Vehicles in a variety of configurations, such as five ton tractor, 8.8 ton Load Handling System, 4x4 and 6x6 cargo, ten ton dump truck and five ton wrecker.


One of the other contracts awarded late last month include the delivery of one Insitu Scan Eagle unmanned aerial vehicle (UAV) system (comprising multiple aircraft) to Kenya and another to Cameroon. In-country work will be carried out in Nanyuki in central Kenya and the Cameroonian port city of Doula. Both contracts are expected to be completed by September 2016.

Land Mobility Technologies (LMT) will officially unveil its new LM14 cost effective armoured personnel carrier (APC) next month at the South African Army’s annual infantry conference.


The company funded LM14 is a completely new design that was developed in response to a need for a cost effective solution aimed at the African market as well as the United Nations and South African National Defence Force (SANDF).


Development began on 26 January, with design and development being concluded in nine months. The first vehicle rolled out of the prototype shop on 16 September. At the moment LMT is busy with certification of the vehicle and will go into production as soon as a first order is received.


Vinesh Selvan, Head of Business Development at LMT, told defenceWeb that the market for the vehicle is of a significant size as there appears a genuine demand for low cost APCs and the company has already had some expressions of interest from certain parties.


The LM14 is a candidate to meet the South African Army’s Project Sepula to replace some of its aging armoured vehicles, particularly Casspirs and Mambas, although this project is currently stalled.


The LM14 carries eight troops in addition to a driver, commander and a gunner, with all ten having firing ports. Turrets can be mounted on top – at the moment the prototype is fitted with a manned .50 Browning machinegun mount on the roof. The vehicle is ballistically and mine protected.


In addition to armoured personnel carrier configuration, the LM14 is also offered in armoured ambulance and command and control configurations.


LMT developed three new vehicles (the LM8 special operations vehicle, LM13 Multi-purpose combat vehicle and LM18 Protected transport vehicle) for a country in the Middle East and is currently working on another two new vehicles. It is also doing some design work for countries in the Middle East.


LMT specialises in ballistic, landmine and improvised explosive devices (IEDs) protection and the integration of these protection technologies into armoured vehicles, and has the ability to design and manufacture mine-protected vehicles with amongst others, flat or semi-flat floor mine protection. Vehicles with this technology are generally lower and more spacious than vehicles with a conventional V-hull design and have a smaller profile.


LMT designed and qualified the flat floor landmine protection for the South African Army’s new Badger infantry fighting vehicles (IFVs). Among LMT’s other products are the Gecko 8x8 tactical vehicle, used by the South African National Defence Force, armoured truck cabs, the AV55 light-protected vehicle and explosive ordnance disposal vehicles. LMT’s protected cabs are manufactured for Mercedes Benz in Germany and used by at least three NATO countries in areas such as Afghanistan. The company recently supplied more than 130 armoured cabs to Mercedes Benz.


Denel Group has a majority stake in LMT Holdings. The acquisition of LMT in 2012 expanded Denel’s range of vehicles and products, adding a capacity for mine-protected vehicles, hulls and cabs as well as product testing, simulations, maintenance and support of other products within the Denel Group.


For the 2014/15 financial year, LMT earned revenues of R231 million, up from R110 million the year before. Earnings before interest and taxation (EBIT) amounted to R13 million, up 225% from R4 million the year before and R6 million in 2013. Export revenues rose dramatically from R60 to 205 million, while employee numbers also rose from 135 to 285 for the 2015 financial year, according to the 2015 Denel annual report.

Growing African armoured vehicles market worth $1.2 billion by 2024

The demand for armoured and counter-IED vehicles in Africa is expected to reach $1.2 billion by 2024 as the market shifts to North Africa, the Middle East and Asia, according to a new report.


The Global Armoured and Counter IED Vehicles Market 2014-2024 report said that budget cuts in Europe and the United States and the withdrawal of the US and its allies from Iraq and Afghanistan have shifted the market to the Middle East and Asia. The report predicted that the global armoured and counter IED vehicles market is expected to experience a compound annual growth rate (CAGR) of 3.33% during 2014-2024.


The Asia Pacific followed by North America are expected to be the largest armoured and counter IED vehicle markets with cumulative market share of more than 55%. Demand for mine-resistant, ambush protected (MRAP) vehicles from the Middle East is expected to be robust due to security concerns in the region. Saudi Arabia and Israel are expected to lead the armoured and counter IED vehicles market in the Middle East.


The establishment of production facilities in the United Arab Emirates, Jordan and Algeria will further boost the armoured vehicles market in the region, especially as these countries export to their neighbours.


In Africa, security threats are increasing the defence budgets of African countries, especially the growing threat of Islamist militants. Despite limited budgets, a number of modernisation programmes and procurement initiatives are valued continent-wide at up to $20 billion over the next decade for armoured and tactical vehicles alone, according to forecasts at the Armoured Vehicles Africa conference in July 2013.


The conference predicted that of the $20 billion to be spent in Africa by 2023, Algeria will account for most spending. The country is buying around 1 200 Fuchs APCs from Germany, which will assemble them in the North African nation. Algeria is also jointly producing the NIMR vehicle in conjunction with the United Arab Emirates and recently ordered more than 300 T-90 tanks from Russia.


Algeria’s neighbour Morocco is also upgrading its armour, having recently received 88 BearCat APCs. Libya, slowly rebuilding its armed forces, recently ordered 350 BRDM wheeled reconnaissance vehicles and BVP-1 infantry fighting vehicles.


Nigeria is a large market for armoured vehicles and is procuring many diverse types, from China and the West and has unveiled its own indigenously produced APC as well.


Some of the big spenders identified by the conference include Nigeria, Kenya and South Africa, although North Africa is the biggest market. An indication of the state of the market came earlier this month when Streit Group signed a deal for 480 armoured vehicles with a North African country.


Due to the Badger infantry fighting vehicle (IFV) programme in South Africa, which will see the delivery of 238 vehicles over ten years, the market for MRAPS is expected to grow at a CAGR of 14.1% over the forecast period there. Projects Sapula and Vistula are also expected to contribute to market growth in South Africa (these projects will replace Pumas and Casspirs and acquire new trucks).


According to South African vehicle manufacturer BAE Systems Land Systems South Africa, the company is seeing new vehicle projects emerging with an uptick in business expected in 2016 in both police and military markets. Demand is expected to come mainly from Africa, the Middle East, South America and Eastern Europe.


“A lot of African and European countries will, within the next few years, need to start replacing old and now obsolete armoured vehicles that are now 30 to 40 years old,” Land Systems South Africa business development and communications director Natasha Pheiffer told Engineering News recently.


South Africa, long regarded as a leader in armoured vehicle development, sold 452 new and refurbished armoured vehicles to 20 different countries in 2013 alone, in deals worth R2.421 billion.


Certain African countries face notable threats, including Mali, the Central African Republic, the Democratic Republic of Congo, Somalia and Sudan. Conflict in these countries has driven the armoured vehicles market and alkso resulted in international peacekeeping forces becoming involved and even supplying vehicles – for instance, the United States has arranged the supply of Puma vehicles to Mali.


Due to the growing demand in Africa, many foreign countries are offering their armoured vehicles to the continent, such as Russia, China, Italy, the UAE, Serbia and the Ukraine.


According to the Global Armoured and Counter IED Vehicles Market 2014-2024 report, infantry fighting vehicles are expected to dominate the wold armoured vehicles market with a share of 28.1% while the market for MRAPs will decline. The demand for Main Battle Tanks is projected to increase, with the market size of MBTs expected to grow at a CAGR of 4.18% during forecast period. Armoured Personnel Carriers are expected to record a marginal increase.


Peacekeeping missions, security threats, the rise in asymmetric warfare, international peacekeeping missions and modernization initiatives are expected to channel more funds towards the armoured vehicles market. However, challenges to the market include global budget cuts, the withdrawal from Iraq and Afghanistan by the United States and its allies and the high cost of high tech armour solutions. In addition, the increase in demand for refurbished vehicles poses a threat to new projects and unmanned systems are increasingly taking the place of manned armoured and counter-IED vehicles.


On the technology front, the report noted that hybrid engines are becoming increasingly popular while vehicle-mounted directed energy weapons, using laser beams, will be the new weapons for armoured vehicles, the report said. Other technological developments include E-Camouflage technology and active protection systems.

KRAMATORSK (Ukraine) - Trois blindés légers et un camion transportant des hommes en armes sans insignes et arborant un drapeau russe circulaient mercredi matin à Kramatorsk, dans l'est de l'Ukraine, a constaté un photographe de l'AFP sur place.


Le convoi s'est dirigé vers Slaviansk, à quelques kilomètres au nord, ville emblématique de la dernière série d'insurrections pro-russes, contrôlée depuis dimanche par des insurgés armés. On ignorait dans l'immédiat la provenance des blindés.


L'agence Interfax-Ukraine a affirmé qu'il s'agissait de blindés participant à l'opération antiterroriste lancée par le gouvernment pro-européen de Kiev contre les séparatistes, qui étaient entrés dans la localité et auraient été bloqués puis pris par des manifestants pro-russes.


Le ministère ukrainien de la Défense, interrogé par l'AFP, a indiqué qu'aucun blindé de l'armée n'avait été pris sur le territoire ukrainien et renvoyé sur la ministère de l'Intérieur, qui n'avait immédiatement pas de commentaire.


Les hommes installés sur les blindés vus par le photographe de l'AFP portaient des uniformes semblables sans insignes, mais avec de rubans de Saint-Georges orange et noir, ordre honorifique des forces armées russes. Ils étaient équipés d'armes de guerre et nombre d'entre eux portaient des cagoules noires.

Colombian Army Acquires 28 Additional COMMANDO Armored Personnel Carriers from Textron Marine & Land Systems

NEW ORLEANS, LA - Textron Marine & Land Systems (TM&LS), an operating unit of Textron Systems, a Textron Inc. (NYSE: TXT) company, announced today a $31.6 million contract award from the U.S. Army Tank-Automotive and Armaments Command (TACOM) to provide 28 COMMANDOTM Advanced Armored Personnel Carriers (APCs), with 40mm/.50 cal remote turrets, to the Colombian Army (COLAR). Initial APC deliveries to the U.S. Army, for shipping to Colombia, are expected to begin in November, with all vehicles scheduled to be completed and transferred by April 2014.


The contract also includes repair services on two damaged Armored Personnel Carriers in the COLAR's inventory, which consists of 39 COMMANDO Advanced APCs in operation with its Armored Cavalry units. These repairs will coincide with vehicle support service work on COLAR APCs awarded to TM&LS earlier this year.


Since fielding its APCs in May 2010, the COLAR has employed them extensively while combating internal revolutionary forces in Colombia. These vehicles have provided the mobility, protection and firepower needed to meet all COLAR tactical armored vehicle requirements.
