Now that China can legally manufacture the Russian Mi-171 helicopter, it is increasing production and continuing to buy these helicopters from Russia. By the end of the year, China will have nearly 300 Mi-171s, and this is becoming the standard transport helicopter for them. China may eventually have over a thousand Mi-171s.

 

Last year, Chinese and Russian helicopter manufacturers established a joint venture that will perform maintenance and refurbishment on helicopters, especially those of Russian design. This is part of a larger plan, which also includes the factory in China building Mi-171s.

 

The M-171 is basically an inexpensive transport helicopter. But it can easily be modified to carry weapons, or any other specialized gear. Some of the Mi-171s are even being equipped with radars and other sensors, to be used for reconnaissance and surveillance. The basic Mi-171 is based on the 1970s era Mi-17, which is the export version of similar Mi-8. Weighing about 12 tons, and carrying a four ton load, the Mi-171 has a range of 590 kilometers at a cruising speed of 250 kilometers per hour. There is a crew of three, and as many passengers as can be squeezed in (up to 40 people, but usually just 20 or so.) A sling underneath can also carry up to four tons.

 

Several hundred Mi-171s have been exported from Russia. The helicopter is rugged, inexpensive ($4-5 million each) and better suited for less affluent nations. Development of this model was completed in 1998 and Russia has been pushing sales hard.

 

Three years ago, Russia and China signed an agreement, in which China promised to stop stealing Russian military technology. It appears that the main function of the new "military technical cooperation" agreement was to stop China from exporting their copies of Russian equipment, and competing with the Russian originals. This agreement immediately led to some interesting proposals regarding helicopters. Russia agreed to sell China six Helix anti-submarine helicopters, with the possibility of joint manufacture. Meanwhile, the Mi-171 deal quickly turned into the Chinese Mi-171 factory.

 

There was also a proposal for China and Russia to jointly develop a large transport helicopter, based on the existing Mi-26T (a 20 ton aircraft that can carry 80 passengers). There may be other joint development deals to produce updated versions of existing Russian helicopter designs. This sort of thing could be mutually beneficial, and China now has a domestic source for inexpensive transport helicopters, which it's civilian and military markets are demanding many of.

Ukrainian manufacturer Antonov has handed India five updated An-32 transports, the first batch in a 105-aircraft upgrade deal.

 

The handover to the Indian air force took place at Civil Aviation Plant 410 in Kiev, said Antonov.

 

"The timely implementation of the first phase of this contract was only possible thanks to the efficient and precise work of all participants," said Dmitry Peregudov, general director of Ukrainian arms export agency Ukrspetsexport. Signed in 2009, the modernisation programme is the largest-ever deal between the country and India, he said.

 

The upgraded An-32s have updated equipment including air collision avoidance systems, ground proximity warning systems, satellite navigation, distance measuring equipment, upgraded radio altimeters, new radars with multifunctional indicators, new oxygen systems and improved crew seats.

 

The An-32 is similar to the An-26, but has more powerful turboprop engines mounted higher on the wing. It can operate from airfields up to 14,800ft (4,500m) above sea level as well as in hot conditions. It has proved effective at linking India's high mountain settlements with bigger cities.

NEW DELHI: India will on Friday induct an indigenous medium-power radar at the Naliya air base to enhance its air defence capabilities over Gujarat's airspace, an official said on Tuesday.

 

The Indian Air Force (IAF) chief, Air Chief Marshal P.V. Naik, will do the honours and induct the 'Arudhra' medium-power radar developed by the Electronics and Radar Development Establishment of the Defence Research and Development Organisation ( DRDO )), the official said.

 

The induction would be done on the sidelines of the three-day Gandhinagar-based South Western Air Command (SWAC) commanders' conference beginning Wednesday.

 

"This state-of-the-art radar is being inducted towards strengthening the air defence in the Surashtara-Kutch region and forms an important component in the IAF's plan to achieve network-centric operations," the official said.

 

With the operationalisation of the Integrated Air Command and Control Systems (IACCS), an automated command and control system of the IAF, the overall air defence of the country would achieve a quantum leap. The Arudhra radar, along with the legacy radars, would all be networked in this system.

India could sign a new contract with Russia for an additional batch of the T-90S tanks, UralVagonZavod Corporation Deputy CEO Vyacheslav Khalitov said.

 

“We don’t rule out an additional contract for our tanks,” Khalitov said at the MILEX-2011 international weapons and military exhibition in Minsk, Interfax reported. He didn’t specify the timing or how many Russian tanks would India like to procure.

 

Working jointly with Rosoboronexport, UralVagonZavod has been successfully fulfilling earlier contracts for supplying and manufacturing the T-90Ss at India’s Avadi plant under a license. “We have excellent relations with our Indian partners. Take for example the fact that ranking Indian officials have openly said that they would like to continue this project and sign a new contract with us,” Khalitov pointed out.

 

He added that preparations for manufacturing Russian tanks in India under a license have been successfully completed. “We supply our knock-down kits there, and they assembly our machines,” Khalitov added.

 

India manufactures some of T-90S components locally. “Local components production is accepted international practice,” the Deputy CEO said. The Indian Army has around 700 T-90S tanks in its arsenal, and a contract for the supply of another 400 units is being fulfilled. Each tank costs approximately $3 million.

Le site DCNS d'Indret, près de Nantes, vient d'achever les essais du second Module d'Energie Sous-Marine Anaérobie (MESMA) commandé par le Pakistan pour équiper ses sous-marins du type Agosta 90B. L'ensemble sera prochainement transféré par barge, jusqu'au terminal de Montoir de Bretagne, dans l'estuaire de la Loire, avant de rejoindre par cargo le Pakistan. De là, le MESMA, contenu dans un tronçon de coque, sera ajouté par jumboïsation sur le sous-marin pour lequel il est destiné. En fait, la coque du bâtiment sera découpée derrière le kiosque et le module inséré puis soudé aux parties avant et arrière. La longueur du sous-marin passera alors de 67.6 mètres à 76.2 mètres, alors que le déplacement atteindra 1980 tonnes en plongée, contre 1760 actuellement.
Pour l'heure, seul l'un des trois Agosta 90B pakistanais est équipé dès l'origine d'un MESMA. Il s'agit du dernier de la série, l'Hamza, qui a été réceptionné en septembre 2008 par la marine pakistanaise après avoir testé avec succès son système de propulsion anaérobie.

Allers-retours entre Indret et Cherbourg

Spécialisé dans les systèmes propulsifs, le site DCNS d'Indret a développé le MESMA afin d'augmenter l'autonomie en plongée des sous-marins diesels. Suivant le montage industriel retenu, l'établissement ligérien a réalisé le système avant de l'expédier à Cherbourg. Le site normand, qui a d'ailleurs construit le premier des trois Agosta pakistanais (les autres l'ont été en transfert de technologie à l'arsenal de Karachi), intègre ensuite le MESMA à un tronçon de coque, qu'il a réalisé sur place. Une fois le module intégré, le colis, d'un poids d'environ 160 tonnes, est reparti vers Indret pour subir une campagne d'essais, de mesure des performances et de qualification. Cette période, qui a duré 10 mois, devrait être réduite pour le prochain module grâce à l'effet de série. Le troisième MESMA a d'ailleurs débuté sa période d'essais au début du mois de mai. Ces deux modules seront intégrés au Pakistan sur les sous-marins Khalid et Saad au cours d'un grand carénage qui fera également office de refonte.

Augmenter l'autonomie en plongée

Système de propulsion anaérobie, le MESMA a donc pour but d'augmenter significativement l'autonomie des sous-marins conventionnels, contraints d'aller chercher l'air en surface pour recharger leurs batteries. Le système de DCNS fonctionne suivant le même principe que la propulsion nucléaire, la source chaude étant remplacée sur Agosta 90B par de l'éthanol et sur Scorpène par du gasoil. La combustion crée des gaz qui cèdent leurs calories à de l'eau et la transforment en vapeur. Celle-ci se détend dans une turbine, qui fait tourner les alternateurs. Le comburant, ne pouvant être de l'air, est remplacé par de l'oxygène, stocké en bouteille sous forme cryogénique. Afin d'éviter que les gaz d'échappement, rejetés en mer, provoquent une indiscrétion, un système dilue dans l'eau les bulles de CO2. Selon ses concepteurs, le MESMA permet de tripler l'autonomie en plongée, soit trois semaines à faible vitesse. On notera que des recherches sont en cours pour améliorer la puissance des batteries, notamment avec la technologie lithium-ion.

 "Unmanned aerial vehicles [UAV] and helicopters will play a bigger role in anti-terrorism missions in the future, both at home and abroad," Ma Tenglong (馬騰龍), a marketing manager at the Aviation Industry Corp of China (AVIC), China's largest aircraft manufacturer, said at the 4th China (Beijing) International Exhibition and Symposium on Police Equipment and Anti Terrorism Technology and Equipment (CIPATE) earlier this month.

 

Although Beijing's interest in UAVs has been known for years, it wasn't until the 8th China International Aviation and Aerospace Exhibition (Airshow China) in Zhuhai, Guangdong Province, in November last year that the scope of Chinese capabilities in that department was fully unveiled. In all, more than 25 models of UAVs were showcased and a good number of them had dual-use capabilities, meaning that they had both civilian and military applications.

 

While the development and deployment of unmanned vehicles by the Chinese military and security apparatus adds to an already complex situation in Asia, it is a perfectly natural consequence of China's rise and Beijing is only following the example set by other modern militaries the world over.

 

However, what is more worrying, experts say, is that Chinese officials appear to have been impressed by, and to have learned lessons from, precedents set by the US.

 

"The PLA [People's Liberation Army] has probably been the keenest watcher of the use of the latest technology by US forces," Steve Tsang (曾銳生), director of the China Policy Institute in the School of Contemporary Chinese Studies at the University of Nottingham, told the Taipei Times. "The PLA tries to learn as much as it can from the application of new technology in the 'battlefield' and picks up some of the language used, too."

 

Coverage on May 20 by the state-owned China Daily of the CIPATE show underscores that interest.

 

"In anti-terrorism operations outside China — including the recent killing of Osama bin Laden by the United States — unmanned aerial vehicles and helicopters have played an important role in reconnaissance and also carry out air-to-ground attack missions," it said.

 

One of the drones on display at the CIPATE, held on May 19 through May 21, was AVIC's "Pterodactyl," which can be used for surveillance and reconnaissance as well as air-to-ground attack missions. Its mission time extends to 20 consecutive hours and it can operate at an altitude of 5,000m.

 

Also on display was a variety of domestically produced weapons systems for UAVs, reports said.

 

However, as Roger Cliff, an expert on the Chinese military at the Project 2049 Institute, told the Taipei Times, we should approach comments like those made by Ma with skepticism.

 

"AVIC [though state-owned] is not part of the Chinese military, so anything said by AVIC employees should not be construed to represent the view of China's military or civilian security apparatus," he said. "Ma is a marketing manager and his statements were made at an international exhibition of police and counterterrorist equipment. He is trying to promote the sales of UAVs abroad, not making an authoritative statement about how UAVs will be used in China."

 

In addition, many of the systems displayed at these exhibitions are developed for export only and are never procured by China's domestic security forces, Cliff said.

NEW DELHI — The Indian Air Force (IAF) has long had big ambitions, and the pending arrival of a new service chief with a broad agenda indicates there will be no easing up in efforts to improve the breadth of the service’s capabilities.

 

The first major restructuring of the IAF’s order of battle, a revival of border air bases to counter Chinese air force deployments and quick acquisitions of weapons and systems to plug capability gaps will be the operational priorities of the IAF’s next chief, Air Marshal Norman Browne, who takes office at the end of July.

 

The flow of foreign hardware into India will be substantial during the new chief’s time in office. Browne’s tenure as IAF chief also stands to see the signing of tens of billions of dollars in contracts.

 

The key program Browne will have to shepherd through is the $12 billion Medium Multirole Combat Aircraft (MMRCA) fighter jet contest. It is fitting since, as deputy IAF chief from 2007-2009, Browne played a central role in navigating the MMRCA teams through the process.

 

Moreover, his time at the helm also will see the government sign deals for 10 or more Boeing C-17 heavy transports, six new-generation tanker transports (the Airbus Military A330 and Ilyushin Il-78 are in the running), 22 attack helicopters, 12 heavy-lift helicopters and nearly 200 basic trainer aircraft. He also will be under pressure to ensure the smooth induction of several large, network-centric systems into the core of how the IAF operates.

 

The IAF also is likely to mark several milestones under Browne, including the entry of the Tejas Light Combat Aircraft (LCA) into full operational service, and the certification of India’s indigenous Airborne Early Warning & Control platform.

 

An IAF officer who has worked closely with Browne says: “His other key commitments will include giving shape to how the Indian [Fifth Generation Fighter Aircraft] and AMCA [unmanned combat aircraft] will turn out, and getting the LCA Tejas to full operational status in the shortest possible time.” The officer warns local industry that “HAL is going to find it has an unusually tough customer” in Browne.

 

With 3,100 hr. on aircraft that include the MiG-21, Su-30 and Jaguar, the officer strongly believes it is imperative for the IAF to diversify its equipment sources and ramp up its self-reliance.

 

Israel, which has emerged as one of India’s biggest suppliers of weapons and equipment in the last seven years, is a country that Browne knows well — he established India’s defense wing in Tel Aviv in April 1997, serving as defense attache there until July 2000.

 

Browne also will oversee substantial changes in asset deployments to give the IAF greater reach and faster response to perceived external threats.

 

Last October, Browne said the IAF would consider basing detachments of new-generation fighters at its high-altitude border bases, including Su-30MKIs.

 

Under Browne, the IAF also will raise its first fighter squadrons in India’s southern peninsula, including some of the aircraft acquired in the MMRCA competition, to provide security to India’s island territories and sea lanes.

 

Parity with the Pakistan Air Force, and to a much larger extent China’s air force, will be a major preoccupation for the new chief in the face of dwindling aircraft numbers. While a recent report by India’s tri-service Integrated Defense Staff warned that IAF-PAF force parities were at an all-time low, Browne is more sanguine about the trend. He has previously noted that “the asymmetry between the capabilities of both air forces was a certain amount in the past. That has somewhat [been] reduced now. The PAF is going in for a fast-track induction of beyond visual range air-to-air missiles and precision-guided munitions. These are things that actually tend to reduce the gap. But they won’t catch us up.”

The Defence and Security company Saab is one of the prime contractors for the ANZAC frigate ASMD project which has reached its most important milestone with the successful firing of an Evolved Sea Sparrow Missile from HMAS PERTH off Jervis Bay, Australia.

 

The Anti-Ship Missile Defence (ASMD) program was commenced in 2004 to redesign and modernise the ship's critical combat capability. Its prime role was to prepare the ship's defences for the potential missile threats of the 21st centrury.

 

"The ANZAC ship now has a very sophisticated combat system which is clearly a world leader. The ship's weapons, sensors and command and control capabilities are now highly prioritised towards defence in a hostile anti-ship missile defence scenario", said Managing Director of Saab Systems in Australia, Mr Richard Price.

 

A major part of this project has been to upgrade weapons capability through introduction of the CEA Technologies CEAFAR active phased array radar and CEAMOUNT missile illuminator. Detection of small, fast missiles by Sagem Vampir infrared search and track sensor has also been added and the ship's data links will be extended by the addition of Link 16, VMF (Virtual Message Format) and satellite capability.

 

Another vital part of the upgrade has been to enhance the fully integrated combat management system performed by Saab's 9LV 453 Mk 3E. These enhancements include:

 

-- New 30-inch widescreen operator consoles, with large touch input displays operating commercial Microsoft(r) operating systems,

-- a completely redesigned operations room layout with 10 consoles to improve management and coordination of operations,

-- large screen displays on the bulkheads showing intelligence, CCTV and status information,

-- redundant Gigabit LANs for greater data capacity,

-- new operator modes for fighter control, and

-- ulitisation of advanced control modes for the Evolved Sea Sparrow Missiles.

 

"Saab will continue to support all variant's of the 9LV system in the Royal Australian Navy until the rest of the ships are brought up to the ASMD standard," adds Mr Richard Price.

The first KC-30A tanker to have been delivered to the Royal Australian Air Force has touched down at the service's Amberley air base in Queensland, following its transfer from Airbus Military's Getafe site near Madrid, Spain.

 

Carrying the temporary registration MRTT003, aircraft A39-003 is the third of five modified Airbus A330-200s on order for the RAAF. It is also the first of three to be converted for air-to-air refuelling tasks by local contractor Qantas Defence Services.

 

The aircraft landed at Amberley on 30 May, three days after leaving Getafe. Its delivery flight included stops in the mainland USA and Hawaii.

 


 

Airbus Military in mid-May said that Australia could receive two of its delayed multi-role tanker/transports during June, with two more to follow late this year. The programme's fifth aircraft should be accepted during 2012.

 

The RAAF's new KC-30As are being delivered in a 270-seat, two-class configuration, in addition to their two under-wing hose and drogue refuelling pods and air refuelling boom system. The aircraft has a maximum fuel capacity of 111t.

Les marins indiens présents en Russie pour prendre livraison du sous-marin nucléaire Akula-II Nerpa, sont rentrés en Inde les mains vides.

 

La livraison d’un sous-marin nucléaire de la classe Akula-II a glissé de plus de 3 ans. L’Inde a payé 670 millions $ pour terminé le sous-marin selon un contrat signé en 2003.

 

Ce mois-ci, l’équipage de 100 marins qui avaient rejoint Vladivostok pour prendre possession du sous-marin et le ramener en Inde, sont revenus les mains vides.

 

Aucune précision n’a été donnée sur la date de transfert du sous-marin, dont la marine indienne a désespérément besoin, à l’Inde.

 

Selon certaines sources, la Russie souhaiterait que l’Inde paie la fin de la construction d’un 2è sous-marin Akula inachevé, actuellement au chantier naval de Komsomolsk. La marine indienne a refusé.

L'analyse de la rédaction :

 

Il s’agirait du sous-marin dont le n° de construction est 519. Il a été mis sur cale en 1994, et était achevé à 42% en janvier 2002. Sa location à l’Inde dans les mêmes conditions que le Nerpa était évoquée dès 2005.

BANGALORE: Hindustan Aeronautics' Light Combat Helicopter programme will soon come out with its third prototype after incorporating a host of design and production improvements. This is less than a year after the much-anticipated chopper had to abort its flying display at the country's premier air show, Aero India 2011.

 

The first two prototypes of the helicopter gunship , which has been designed, developed and manufactured by state-owned defence undertaking Hindustan Aeronautics Ltd , will be undergoing their sea-level trials by the end of the year, and an improved version is expected to take to the skies early next year.

 

"The third prototype will be made after some more flying of the first two, which are currently undergoing improvements and are expected to fly shortly. The prototype we flew during Aero India did show some deviation from the intended parameters, so that is why we had to take it out and do a re-study " P. Soundara Rajan, managing director of HAL's Helicopter Complex said.

 

The latest prototype will be lighter, have higher load limits and better camouflage. The Bangalore-based aeronautics company is currently working on the breakaway fuselage of the chopper, and expects to conduct the ground test for the same soon.

 

"The entire load spectrum is simulated on the ground, and the aircraft is then taken apart to see whether the intended design parameters are behaving exactly the way they should. We have completed the manufacturing of the breakaway fuselage, and it is getting instrumented now," Soundara Rajan said.

 

The 5.5-tonne LCH is expected to be the answer to the country's armed forces' desperate need for attack choppers , even as the government phases out its largely-obsolete helicopter fleets that have been acquired almost forty years back, and are now operationally unfit, especially in high-altitude battlefields.

 

The urgent need for modern-day rotor-wing gunships, which could be operated at high altitudes, was first felt during the Kargil conflict of 1999-00, which was fought in the Himalayan region, the world's highest mountain range.

 

HAL, the country's largest aeronautics company, has hit the ground running with the LCH, and expects to produce more than 100 of the choppers by 2015.

Squad attack changes with adoption of new and special ammunition

An infantry squad under the Jinan Military Area Command (MAC) of the Chinese People’s Liberation Army (PLA) held a live-fire attacking drill on a comprehensive training site on May 16, 2011. With the adoption of new and special ammunition, the squad attack created new scenes.

The combat quality of a squad determines the level of combined operations and even joint operations. On the training ground, the reporters witnessed that when the “enemy” squad fort barred the assault route, a machine gunner named Xia Yadong quickly “spotted” the squad fort of the “enemy” with a red ray. Under the guidance of the flame tracer, artillery fire flew to the squad fort and blew it up in no time. Then, under the cover of cluster rocket smoking projectiles, the squad captured the first trench without suffering any casualties, but in trying to capture the second trench, the squad was frustrated by the fire storm formed by the “enemy’s” squad fort and bunker.

At this moment, two sets of individual soldier rocket shells following the rocket shells made straight for the target and wiped out the “enemies” inside the fort.

Wang Jiping, director of the Military Training and Arms Department of the Headquarters of the PLA Jinan MAC, said that during this drill, each target was attacked with a special method, in a way to make full use of the company’s varieties of ammunition.

At the end of the drill, Li Zhiyong, squad leader, said, “During this drill, the firepower of our single squad is almost equivalent to that of a company used in the past. It’s thrilling!”

L’avionneur russe RSK MiG rapporte le 30 mai avoir livré à l’Inde un nouveau lot de chasseurs embarqués MiG-29K/KUB.

 

« Cinq avions et un simulateur ont été envoyés en Inde », lit-on dans le communiqué.

 

Le contrat sur la livraison à l’Armée de l’air indienne de 29 chasseurs embarqués MiG-29K (monoplace) et MiG-29KUB (biplace) avait été signé le 12 mars 2010.

 

Le MiG-29K est une version navalisée, dérivée du MiG-29M, à voilure repliable de surface accrue avec 4 points d’emport au lieu de trois, crosse d’appontage, perche de ravitaillement et réacteurs Klimov RD-33K de 8800 kgp avec postcombustion. Après avoir été abandonné dans les années 1980 (au profit du Su-27K), le MiG-29K a été relancé et produit en série au profit de la marine indienne pour ses porte-avions INS Vikramaditya et de classe Vikrant.

 

Le MiG-29KUB est une version biplace du MiG-29K spécialement conçue pour l’Inde. Le premier vol de l’avion de série a eu lieu le 18 mars 2008 sur l’aérodrome de Loukhovitsy.

 

Les MiG29K/KUB sont des appareils multirôles embarqués sur porte-avions destinés à assurer la suprématie aérienne, à remplir des missions de défense antiaérienne, d’atteindre des cibles de surface avec des armes de précision, de jour comme de nuit, quelles que soient les conditions météo.

India's Rustom 1 unmanned air vehicle has completed its second successful test flight, with future sorties to include military payloads.

 

The flight took place on 14 May, said India's Defence Research Development Organisation (DRDO). The Rustom 1 was developed by a unit of the DRDO, the Aeronautical Development Establishment (ADE). The test flight took place at a general aviation airfield operated by Taneja Aerospace in Hosur near Bengaluru.

 

The DRDO declined to provide details of the flight's duration, but said a number of changes have been included since the Rustom 1's first successful test flight in October 2010. Improvements included better aircraft handling during all aspects of flight including take-off, manoeuvring and landing. The Indian army operator said the aircraft handled "without difficulty" during the flight.

 

The ADE said military payloads will be included in future test flights.

 

A first test flight of the Rustom was conducted from Hosur in November 2009, but ended when the air vehicle crashed following a "misjudgement of altitude".

 

The Rustom 1 has a planned endurance of 12-15h, can carry payloads of up to 75kg (165lb) and has a maximum ceiling of 25,000ft (7,620m). The UAV's datalink was designed and developed by India's Defence Electronics Applications Laboratory, while its airframe and most of its electronics were produced by Indian companies.

 

"This development is the forerunner to the medium-altitude, long-endurance UAV project Rustom H, which the lab will take up shortly," said the ADE in 2010. "It paves the way for the development of unmanned combat air vehicles in India. This UAV can be used by all three of the country's armed services."

After failing the MMRCA competition, Saab is now aiming at another Indian program Medium range Maritime recce (MRMR). The company is offering the Saab 2000 platform, equipped with a new phased array maritime search radar and RBS-15 missiles.

 

The aircraft is currently operational in neighboring Pakistan, where it performs the Airborne early Warning and Control role. According to the company, Saab 2000 is an ideal partner for the Indian Navy’s requirement of an aircraft with long range, extended time on station, fast response, long service life and anti surface warfare capabilities.In its MPA role, the aircraft maintains a cruising speed of 350 knots, it can climb to an altitude of 20,000 ft in 10 minutes, reaching operating area 1,000 nautical miles afar within three hours. It can operate from high altitude airfields, taking off with maximum load and fuel even at very hot temperatures. The Saab 2000 MPA can operate at a maximum range exceeding 2,000 nautical miles, with mission endurance exceeding 9.5 hours.

 

The Saab 2000 MPA can carry out a mission covering a 200 nm Exclusive Economic Zone (EEZ) for 5.5 hours at an altitude of 2,000 ft, or longer patrol times at higher altitudes even up to 31,000 ft.

 

The Saab 2000 MPA can be equipped with Saab RBS15 anti-ship missile system and its associated Command & Control (C2) system supporting mission planning of missile launching zones, trajectories and target seeking activities.

La Royal Australian Air Force a reçu son premier A330 MRTT (Multi-Role Tanker Transport) appelé localement KC-30A. Parti de Madrid en Espagne vendredi 27 mai, il a rejoint la base aérienne d’Amberley dans le Queensland ce lundi 30 mai. L’appareil a transité par les Etats-Unis via l’aéroport McCarran au Nevada et la base d’Hickam située à Hawaii.

 

C’est le second appareil converti dans les locaux de Qantas Defence Services de Brisbane, il était revenu à Madrid pour être peint et finalisé. Le cinquième Airbus est arrivé à Brisbane il y a quelques jours afin d’y être converti et sera livré l’année prochaine.

 

L’appareil dispose de deux nacelles de ravitaillement sous les ailes. L’A330 MRTT peut aussi se faire ravitailler. Le second appareil de la RAAF sera livré en juin tandis que deux autres suivront d’ici la fin de l’année.

 

Six A330 MRTT sont déjà en vol. Parmi eux, trois sont donc destinés à la Royal Australian Air Force (RAAF) et sont déjà terminés. Les trois autres appareils appartiennent à la RAF (2) et à l’Arabie Saoudite (1).

 

Un total de 28 A330 Multi-Role Tanker and Transport a été commandé dans le monde. L’A330 MRTT est basé sur l’Airbus A330-200, la version australienne est propulsée par des CF6-80E de General Electric et peut accueillir 270 passagers.

After the French scored some pretty solid brownies last week by declaring that they were putting on hold the supply of heavy military items to Pakistan, German chancellor Angela Merkel lands in Delhi tomorrow to lobby for the Eurofighter Typhoon, one of two finalists in India's $12-billion M-MRCA fighter competition. Last week, French defence minister Gérard Longuet (who was here to lobby for the other finalist, the Dassault Rafale) sniped the Typhoon's multi-nation heritage, saying, "We are one country, and we have enjoyed a relationship since 1953. Dealing with one country you know well, I imagine, is better than dealing with four countries. It is just simpler." Merkel arrives amidst reports that the commercial bids of the two contenders will be opened as early as next week. More tomorrow.

MOSCOW (PTI): India and Russia are mulling closer cooperation between their air forces, operating similar aircraft and preparing to jointly develop futuristic fifth generation fighter jet, officials said during the recent visit of Air Chief Marshal P V Naik there.

 

The issues of inter-services interaction, including joint air drills were high on the agenda of Naik's talks with the Russian Air Chief Colonel-General Alexander Zelin, Russian Defence Ministry sources said.

 

In the course of his week-long official Russia visit, Naik watched the demonstration flight of the prototype of PAK-FA T-50 fifth generation fighter (FGFA) developed by Sukhoi at an airbase near here last Monday.

 

The warplane will be jointly developed and produced by the two countries under an inter-governmental agreement signed in October 2007.

 

Besides the common heavier platform, Russia has also agreed to jointly develop a lighter fifth generation fighter tailored to meet specific requirements of the Indian Air Force (IAF).

 

The Indian Air Chief also watched the flight of deeply modernised MiG-29UPG of the IAF at the airfield of M M Gromov Flight Research Institute in Zhukovsky town near here.

 

Under a multi-million dollar contract signed in 2008, Russia's MiG Aircraft Corporation, is deeply upgrading six of the IAF's fighter MiG-29 fleet here, while rest will be modernised in India.

Taiwan said Sunday it welcomed a push by nearly half the US Senate for the sale of dozens of F-16 fighters to the island in an arms deal Taipei said would help its dealings with China.

 

In a letter to President Barack Obama last week, 45 out of 100 US senators urged the administration to swiftly approve the sale of 66 F16-C/Ds to Taiwan as the fast-expanding Chinese forces tip the military balance in the region, the foreign ministry said.

 

"We're pleased to see the bipartisan move in the US Senate," foreign ministry spokesman James Chang told AFP.

 

"The arms sale will help Taiwan boost its self-defence capabilities, thus giving it more leverage while engaging the Chinese mainland," he said.

 

Ties between Taiwan and China have improved markedly since 2008 after Ma Ying-jeou of the China-friendly Kuomintang party came to power on a platform of beefing up trade links and allowing in more Chinese tourists.

 

Taiwan applied to the US government to buy 66 F-16 fighters in early 2007, but observers say Washington has held up the deal for fear of angering Beijing.

 

The United States in January 2010 approved a 6.4 billion-dollar arms package to Taiwan, prompting a furious Beijing to halt military exchanges and security talks with Washington.

 

During a trip to the United States earlier this month, Chinese People's Liberation Army Chief of General Staff Chen Bingde renewed his objection to any US arms sales to the island.

 

China still regards Taiwan as part of its territory awaiting reunification by force if necessary even though Taiwan has governed itself since 1949 at the end of a civil war.

 

Washington switched its diplomatic recognition from Taipei to Beijing in 1979, but has remained a leading arms supplier to Taiwan.

The navies of the world possess an estimated 250,000 naval mines. One country, China, holds 40 percent of these weapons, and is prepared to use them in a big way to protect its coasts in any future conflict. The U.S., and other major navies, are hustling to improve their mine clearing capabilities. But based on historical experience, and technical advances, the smart money is still on the mines.

 

This is because current naval mines are "smart mines", containing its own computer, and able to detect targets via acoustic (detecting the sound of the target ship), pressure (detecting the pressure on the water a ship over head makes), and magnetic (detecting the metal in a ship) sensors. Many details of these bottom (they are placed on the sea bed of shallow coastal waters) mines are classified, and some are believed to have an electrical field sensor, as well as some even more exotic sensors. Some can also be detonated by remote control. The computer in these mines are programmable, so the mine can be instructed to attack only certain types of ships. That way a smart mine will go off only if a certain type of ship (setting off a specified number of sensors in a specified way) passes overhead. If the mine sensors do not detect the right combination of characteristics, the mine does not detonate.

 

While often ignored, naval mines, in general, are a formidable weapon. But they just don't get any respect. The historical record indicates that admirals should rethink their attitudes. Modern naval mines were widely used for the first time over a century ago, during the Russo-Japanese war (1904- 1905). These were contact mine, floating in shallow water and kept in place with an anchor and chain. When the tide was right, they would be just below the surface, ready to explode whenever struck by a ship. Some 2,000 of these mines were deployed to destroy sixteen ships during that first wartime use.

 

During World War I (1914-18), many modern mine tactics were developed. Thousands of mines were laid to provide defensive barriers against enemy movement in the North Sea. Mines were used offensively by secretly placing them across known enemy sea routes. More than 1,000 merchant and war ships were lost because of the 230,000 mines used. During World War II, a total of 2,665 ships were lost or damaged to 100,000 offensive mines. That's one ship for every 37 mines. Some 208,000 mines were used defensively to inhibit enemy movement and tie up his resources.

 

Naval mines achieved several striking successes during World War II. In the Pacific, naval mines proved more destructive to the Japanese war effort than the atom bombs. During a 10 week period between April and August 1945, 12,000 mines were delivered by American bombers. These destroyed 1,250,000 tons of Japanese shipping (670 ships hit, 431 destroyed). That's 18 mines for each ship hit. The Americans had air superiority, so losses during these 1,500 missions amounted to only 15 planes, most of them to accidents. Had these missions been flown against opposition, losses would have been between 30 and 60 aircraft, plus similar losses to their fighter escorts. But even those losses were, in wartime, a victory if you destroyed or damaged 670 enemy ships.

 

A conventional submarine campaign was also waged against Japanese shipping. Comparisons to the mine campaign are interesting. A hundred submarines were involved in a campaign that ran for 45 months from December, 1941 to August, 1945. Some 4.8 million tons of enemy shipping was sunk. For every US submarine sailor lost using submarine launched torpedoes, 560 tons of enemy ships were sunk. During the mine campaign, 3,500 tons were sunk for each US fatality. On a cost basis, the difference was equally stark. Counting the cost of lost mine laying aircraft (B- 29's at $500,000 each) or torpedo armed submarine ($5 million each), we find that each ton of sunk shipping cost six dollars when using mines and fifty-five dollars when using submarines. These data was classified as secret until the 1970s. It indicates that mines might have been more effective than torpedoes even if the mines were delivered by submarine.

 

The U.S. has also been on the receiving end of all this. The Germans waged a minelaying campaign off the east coast of the United States between 1942 and 1944. Only 317 mines were used, which sank or damaged 11 ships. This was a ratio of 29 mines used for each ship hit. In addition, eight ports were closed for a total of 40 days. One port, Charleston, South Carolina, was closed for 16 days, tying up not only merchant shipping but the thousands of men, warships and aircraft dealing with the situation. American submarines also waged a limited mine campaign in the Pacific. For 658 mines used, 54 ships were sunk or damaged (12 mines per ship). No subs were lost. Considerable Japanese resources were tied up dealing with the mines. On the Palau atoll, the port was closed by the mines and not reopened until the war ended. Even surface ships were used to lay mines. Three thousand mines were laid by destroyers. Only 12 ships were hit, but these were barrier fields, not the ambush type mine fields that a submarine can create by sneaking into an enemy held area.

 

In Korea during the early 1950s, the Soviets provided North Korea with 3,000 mines, many of 1904 vintage. These were used to defend Wonson harbor. It took several weeks for UN forces to clear these at a loss of a dozen ships hit. Half of these ships were destroyed.

 

During the Vietnam war, over 300,000 naval mines were used, primarily in rivers. The vast majority were not built as mines but were aerial bombs equipped with magnetic sensors instead of fuzes. These bombs/mines used a small parachute to insure that no damage occurred on landing. In shallow water these makeshift weapons sat on the bottom and performed as well as any other bottom mines. Haiphong Harbor was mined with 11,000 of these "destructors," as the US air force called them, and less than a hundred conventional mines. Haiphong Harbor was shut down completely for months, and it took years to clear out all the American mines. The "destructor" mine design was so successful, that it is still in use, using more modern electronics, as the Mk 62 mine.

 

During the 1991 Gulf War, the Iraqis laid over a thousand mines off the Iraqi and Kuwaiti coast. The predominantly US naval forces did not have sufficient mine sweeping resources to deal with this situation. This resulted in an amphibious ship and cruiser being damaged by mines while trying to clear the area. This effectively prevented any US amphibious operations, although the Marines were not going to be used for a landing anyway. It took over a month of mine clearing after the fighting ceased to eliminate all the mines.

 

In any future war, naval mines will again surprise everyone with how effective they are. It is feared that terrorists might get their hands on some bottom mines, but so far, there appear to have been some attempts at this, but no major incidents, yet.

Plus de 2.400 erreurs ont été découvertes dans les données utilisées pour construire les coques des destroyers de défense aérienne de la marine australienne.

 

Il s’agirait de dimensions erronées pour les plaques de la coque, des instructions de montage incohérentes, des mesures absentes et des guides de soudage erronés. Tout cela a rendu perplexe les ouvriers construisant les destroyers sur les chantiers navals de Melbourne.

 

Le problème est si grave que le propriétaire du chantier naval, BAE Systems, prévoit de mettre en place une équipe de plus d’une douzaine d’experts pour identifier les erreurs supposées sur les plans et les données de construction, qui ont été envoyées à BAE par le maître d’œuvre : la compagnie publique Australian Submarine Corporation.

 

ASC a rejeté les allégations de BAE. Les plans de la coque et les données de construction ont été fournies par le chantier naval espagnol Navantia, qui a refusé de faire des commentaires.

 

Le conflit entre BAE, ASC et la Defence Materiel Organisation a paralysé le projet, chaque partie accusant l’autre. Un an seulement après le début de la construction, le projet est déjà en retard de 2 ans et a dépassé le budget de plusieurs centaines de millions de $.

 

Pour BAE, les retards s’expliquent par la mauvaise qualité des plans et des données de construction.

 

Mais pour ASC et la Defence Materiel Organisation, les problèmes sont liés à la mauvaise gestion du projet et le manque d’expérience de construction navale au chantier naval de BAE.

 

Le projet de destroyer de défense aérienne était supposé devenir un modèle pour l’avenir de la construction navale en Australie.

India has again denounced US military aid to Pakistan which it says is being used by Islamabad against Indian interests, local media reported.

 

New Delhi has long accused Pakistan's powerful military of aiding militant attacks on Indian soil, including the 2008 Mumbai attacks, a charge Islamabad denies.

 

"This (aid) is being used against us, which is not a nice gesture on the part of (the) US and we have raised this issue with them many times," Defence Minister A.K. Antony was quoted as saying by the Indo-Asian News Service, Reuters reports.

 

U.S. aid to Pakistan is viewed with concern in India and has been an irritant as Washington looks to upgrade strategic and economic ties with the emerging Asian power.

 

India's charges against Islamabad received a boost after the star witness in a Chicago trial linked to the Mumbai attacks testified that Pakistan's spy agency and elements in the military coordinated to plot the raid that killed at least 166 people.

 

Pakistan has received US$20.7 billion (12.5 billion pounds) worth of US assistance over the past decade, about two-thirds of it military aid.

 

US lawmakers have questioned the continuation of that aid since the discovery and killing by U.S. forces of al Qaeda chief Osama bin Laden in a garrison town near Islamabad earlier this month.

In a significant break from pitching ready, operational products in Indian weapon tenders, French missile firm MBDA has pitched the in-development Indo-French joint short-range surface to air missile (SR-SAM) or Maitri in at least one Indian competition -- the Indian Army's early 2010 tender for a QR-SAM [PDF]. In the December 2010 edition of the company's in-house journal, MBDA says that it has "decided to respond to the QRSAM Quick Reaction Surface-to-Air Missile (QRSAM) competition with the SRSAM, thus offering the Indians enhanced synergies."

The Indian Army has also expressed its interest [PDF] in acquiring a short-range surface to air missile.

The SR-SAM Maitri is being developed for all three Indian armed services and export, and could see a first test-firing in 2012. On the status of the SR-SAM, the same Dec 2010 issue quotes MBDA's export development director Michel Pétré as saying, “Today this project, which mobilises a vast set of competences, has reached a very advanced stage, and discussions are continuing with persistence, passion and patience.” (Which is actually a seriously polite way of saying, "Dude, we've been at it for four years, get the friggin agreement done already...").

NEW DELHI | The Indian Navy is soon to induct two more deadly stealth frigates to bolster its growing "blue water" warfare capabilities, local media reported Wednesday.

 

According to sources, the 6,200-ton indigenous stealth frigate INS Satpura is likely to be commissioned in June-July, while the Russian-built 4,900-ton INS Teg should finally be ready for induction by September-October, The Times of India newspaper reported.

 

INS Satpura and INS Teg will certainly boost combat capabilities, packed as they are with sensors, weapons and missile systems, coupled with their stealthy nature due to "vastly reduced " radar, infra-red, noise, frequency and magnetic "signatures" to beat enemy detection systems, the report said.

 

"With the security situation being fluid, we need to maintain the organizational ability to deploy warships, submarines and aircraft at immediate notice," Indian Navy chief Admiral Nirmal Verma has recently said. (Xinhua)
