Schiebel and FLIR Systems Polytec AB are proud to announce the successful integration of the Schiebel CAMCOPTER® S-100 Unmanned Air System (UAS) with the CORONA 350 Airborne Sensor. This successful integration marked the first time that this airborne sensor was flown on board a UAV.

 

The Schiebel CAMCOPTER® S-100 has carried out a series of successful test flights in Grossmittel, Austria, to fully evaluate the combined capability of both systems.

 

The Corona 350 is a four axis gyro-stabilized gimbal containing four different cameras including an ultraviolet camera for corona detection, a thermal imaging camera for detecting hot-spots in power lines, a visual light camera and a digital frame camera.

 

 

What makes the Corona 350 unique is its ability to overlay its ultraviolet and color TV video data to create a combined image that allows operators to detect and identify coronal discharges – areas of ionized air – that are known to damage power line insulators and other electrical components.

 

The powerful combination of the Schiebel S-100 and the FLIR Corona 350 allows.to carry out aerial inspections quickly and efficiently. Additionally it is the perfect method of reducing costs making it an ideal solution for utility companies to perform inspection and maintenance of transmission lines, distribution networks and substations.

 

This application typically requires repetitive surveying of power lines and is usually carried out by manned helicopters or ground patrols. The advantage of using the unmanned CAMCOPTER® S-100 UAS over manned helicopters are that the system is uniquely capable of operating without any need for a prepared operating area, with up to 10 hours of endurance and line of site ranges out to 200kms, making the S-100 far more cost-effective than any manned alternative.

Le radar I-Master de Thales a réalisé avec succès ses vols d’essai à bord d’un avion Diamond DA42MPP Guardian.

 

Réalisé en partenariat avec Diamond Aircraft Industries et Diamond Airborne Sensing sur le site de celui-ci à Wiener Neustadt, en Autriche, cet essai d’une semaine (juin 2013) portait sur différents modes de fonctionnement du radar à diverses altitudes et vitesses. Il consistait notamment à utiliser l’appareil embarqué pour transmettre des images radar à pleine résolution et des images électro-optiques/infrarouges (EO/IR) aux contrôleurs de la station au sol au moyen d’une liaison de données de ligne de visée à large bande.

 

Grâce à sa protection TKS de dégivrage, le DA42MPP NG peut voler par tous les temps, ce qui permet d’utiliser le radar I-Master de Thales pour détecter les cibles. Une fois détectées, les cibles peuvent être identifiées par la tourelle EO/IR, également montée sur la plate-forme, avant d’envoyer les images au quartier général en visibilité directe.

Le radar I-Master est un système tout-temps, léger, facile à installer sur un châssis gyrostabilisé classique de 15 pouces. Son système de radar à hautes performances possède deux modes de fonctionnement : indication de cibles terrestres mouvantes (GMTI) et radar à ouverture synthétique (SAR). L’imagerie GMTI sert à détecter les cibles mouvantes, qu’il s’agisse de véhicules rapides ou de cibles marchant au pas. Son champ de 360° couvre de larges étendues (déserts, savane, frontières, réseaux routiers...) et son utilisation prolongée permet d’obtenir une image des « présences vivantes  ».

 

L’imagerie SAR sert, quant à elle, à l’acquisition d’images fixes à longue portée, aussi bien des images focalisées à haute résolution que des « cartes en bandes  » étendues. Elle peut se substituer à l’acquisition par caméra. Sa longue portée permet aux avions d’éviter les situations dangereuses et son efficacité n’est altérée ni par les intempéries, ni par le manque de lumière.

Hot Blade 2013: Preparing Together for Operations

Starting today, Portugal hosts the multinational helicopter exercise HOT BLADE 2013 (HB13) at Ovar Military Airfield, near Porto. More than 700 military personnel, 26 helicopters and seven fixed wing aircraft from Austria, Belgium, Germany, the Netherlands and Portugal participate in the exercise, which lasts until 31 July 2013. HB13 is part of the European Defence Agency's Helicopter Training Programme.

 

HB13 allows European helicopter crews to practice operations in a hot, high and dusty environment, simulating the challenge and the dynamic conditions that participating forces encounter if they deploy to current theatres of operation.
Besides the focus on flying in challenging environmental conditions, the exercise is developed to train joint interoperability tasks including Air Assault (AA), Special Operations Aviation (SOA), Combat Service Support (CSS), Close Air Support (CAS) including Urban CAS and Emergency CAS, Convoy/helicopter escorts, Reconnaissance and Security (R&S) operations, Combat Search and Rescue (CSAR), Personnel Recovery (PR), Military/Non Military extractions (NEO Ops), Medical Evacuation (MEDEVAC) and Casualty Evacuation (CASEVAC).
The exercise is developed on a building block approach design, starting with cross-training activities on small COMAO missions, in order to build a mutual understanding of each participant’s equipment and standard operational procedures. As the exercises progresses the complexity and numbers of assets in each COMAO missions increase. Crews from all nations will use for the first time standing operating procedures.
 

Helicopter Training Programme

HB13 builds on EDA’s Helicopter Training Programme which is consisting of the HEP (Helicopter Exercise Programme), HTC (Helicopter Tactics Course), EHTIC (European Helicopter Tactics Instructors Course), OELC (Operational English Language Course), DisSim CCD (Distributed Simulation Capability Concept Demonstrator) and the Basic Helicopter Flying Training (BHFT) projects/programmes.
The exercise programme has so far delivered five multinational exercises with 123 helicopters, 227 crews and over 5,000 personnel participating. Over 50% crews that have attended these exercises later subsequently deployed to Afghanistan. In November 2012, defence ministers of thirteen nations signed a ten years programme arrangement for the Helicopter Exercise Programme. This commitment is a concrete indication that training together is an integral part of European capability and interoperability.

“HB13 is the 6th EDA helicopter exercise, but it is also the first in many ways. It is the first exercise in a 10-year programme agreed by thirteen countries, it is the first exercise where we are flying to commonly agreed procedures, and most excitingly for me, it is the first exercise where we have been able to introduce instructors – who themselves are graduates from the first European Helicopter Tactics Instructors Course. These instructors drawn from Germany, Sweden and UK are the ‘best of the best’ and I am looking forward to seeing them mentor some of the less experienced crews, as they meet the planning and flying challenges of the exercise”, said Wing Commander Andy Gray, in charge of EDA’s Helicopter Training Programme.

Workshop: Doing Business with European Security and Defence Bodies

On 12 June 2012, the European Defence Agency together with the Austrian Ministry of Defence and Sports and the Austrian Defence and Security Industry Association was hosting a workshop on Doing Business with European Security and Defence Bodies in Vienna.

 
The workshop targeting governmental and industrial representatives from Austria and the Visegrad countries brought together European customers and suppliers in the field of security and defence and provided specific guidance to industries on how to successfully engage with defence and security related entities in Europe. Speakers included the Austrian Armaments Director, LtGen Freyo Apfalter, the EDA’s Armaments Director, Giampaolo Lillo and NSPA’s Director of Procurement, Patrick Fesquet, as well as high-level representatives of the European Commission, Frontex, Athena and OCCAr.
 
The workshop tackled different fields of the European Security and Defence Market, including Security Research, Defence R&T, European Development Programmes and Off-the-Shelf Purchases of both goods and services, which are increasingly conducted through common or centralised procurement by or through EU bodies.
 

Co-organiser Karl-Heinz Dernoschegg from the Austrian Defence and Security Industry Association stated at the end of the event that this was a perfect way to bridge the gap between supply and demand in the area of defence and security. He continued by saying that his association would be happy to host events of this kind on a more regular basis and considers this a very good model for other countries and associations to follow.

Golan: l'Onu demande à l'Autriche d'étaler son départ jusqu'à fin juillet

L'Onu demande à l'Autriche à ne pas retirer ses casques bleus du plateau du Golan, de la zone de désengagement entre la Syrie et Israël, avant fin juillet afin de pourvoir à leur remplacement, a annoncé jeudi le porte-parole de l'organisation, Martin Nesirky.

 

"Le Département des opérations de maintien de la paix de l'Onu a officiellement demandé à l'Autriche d'achever le retrait de son contingent fin juillet au plus tôt pour assurer son remplacement par des casques bleus d'autres pays", a déclaré M.Nesirky devant les journalistes à New York.

 

Le président russe Vladimir Poutine a indiqué récemment que la Russie était prête à remplacer sur le plateau du Golan les casques bleus autrichiens sur demande de l'Onu et à condition que les pays de la région l'acceptent.

 

M.Nesirky a expliqué toutefois que l'accord de désengagement et le protocole signés entre la Syrie et Israël n'autorisaient pas la participation des membres permanents du Conseil de sécurité de l'Onu aux opérations onusiennes dans le Golan.

 

L'Autriche a récemment annoncé sa décision de retirer son contingent de casques bleus du Golan, jugeant la situation intenable. Si pendant 40 ans, cette frontière entre la Syrie et Israël a été l'une des plus calmes de la région, la zone démilitarisée est devenue aujourd'hui un terrain d'affrontement entre l'armée et les rebelles syriens.

 

Le retrait des soldats autrichiens porte un coup sévère à la Force des Nations unies chargée d'observer le désengagement sur le plateau du Golan (FNUOD), les 377 Autrichiens constituant plus d'un tiers du contingent. Les casques bleus japonais et croates sont déjà partis. Sans les Autrichiens, il ne restera dans le Golan qu'environ 500 soldats indiens et philippins. Les Philippines ont évoqué un possible retrait.

 

Aussi l'Onu doit-elle maintenant trouver des pays volontaires pour envoyer de nouveaux casques bleus dans le Golan, sans lesquels la mission ne pourra plus fonctionner.

On 30 May, Austria, the Czech Republic, Estonia, Greece, Finland, and the Netherlands signed a letter of intent to work towards the Pooling & Sharing of available and future resources for cyber defence training, exercise and testing. The project, called cyber ranges, aims at maintaining and improving cyber resilience as well as the levels of awareness, insight and expertise of personnel Member States. 
 
By signing the letter of intent, the Member States confirmed to participate and cooperate in the development of a Common Staff Target which will for example determine the functional requirements for cyber ranges. These requirements will have to be agreed by the EDA Steering Board at a later stage. The initiative on cyber ranges has also been recommended by the recently presented EDA cyber defence landscaping study as a viable opportunity with respect to the practical implementation of Pooling and Sharing.
 
Cyber ranges are multipurpose environments supporting three primary process: knowledge development, assurance and dissemination. Under the Pooling & Sharing initiative, cyber ranges may consist of three complementary functionality packages: Cyber Research Range, Cyber Simulation & Test Range as well as Cyber Training & Exercise Range.

L’Armée suisse s’entraîne à surmonter un incident en collaboration avec l’Allemagne et l’Autriche

L’exercice « ALPENDREIECK » permet aux troupes sanitaires de trois armées de s’exercer à la collaboration à Kempten (DEU). L’accent est principalement mis sur le personnel, le matériel et les processus engagés. L’Armée suisse prend part à l’exercice qui se déroule du 3 au 14 juin 2013 en engageant 41 spécialistes et trois systèmes.

 

Pour la première fois, les trois domaines sanitaires des armées allemande, autrichienne et suisse ont l'occasion de tester en direct la compatibilité de leurs organisations en matière de gestion de blessés et de soins chirurgicaux d'urgence dans un centre de secours. L'exercice « Alpendreieck » est dirigé par le service sanitaire central de la Bundeswehr allemande.

L'Armée suisse y participe avec 41 personnes, parmi lesquelles se trouvent des médecins, des soldats sanitaires, des chauffeurs et du personnel professionnel militaire. Au niveau du matériel, il est prévu qu'un poste de secours sanitaire (ESM 2), des véhicules sanitaires légers, des chars sanitaires et le gestionnaire de poste de secours sanitaire avec le stylo numérique destiné à la gestion des données des patients soient engagés.

VIENNE - L'Autriche va retirer son contingent de casques bleus présents sur le plateau du Golan face à l'extension du conflit syrien dans cette zone de contact entre Israël et la Syrie, a annoncé le gouvernement jeudi.

 

Les événements de ce matin ont montré qu'il n'était plus justifié d'attendre plus longtemps, ont expliqué Werner Faymann, chancelier, et Michael Spindelegger, vice-chancelier et ministre des Affaires étrangères, dans un communiqué commun, faisant allusion aux troubles autour d'un point de passage sur la ligne de cessez-le-feu avec Israël sur le plateau du Golan.

 

Le maintien de la mission n'est plus possible, ont-ils indiqué, ajoutant que la sécurité de nos soldates et soldats (était) prioritaire.

 

Le ministre autrichien de la Défense, Gerald Klug a annoncé en conférence de presse que le retrait devrait durer entre deux et quatre semaines, et que les premiers soldats pourraient quitter le Golan dès le 11 juin, lors de la prochaine rotation prévue. Il s'agit d'une date réaliste, a-t-il indiqué.

 

Israël a dit regretter le retrait autrichien de la Force des Nations unies pour l'observation du désengagement (FNUOD), déployée depuis 1974 pour faire respecter le cessez-le-feu entre L'Etat hébreu et la Syrie sur la plateau du Golan, et qui compte un millier de soldats.

 

Nous regrettons cette décision et espérons qu'elle ne conduira pas à une escalade supplémentaire dans la région, a indiqué jeudi le ministère israélien des Affaires étrangères dans un communiqué.

 

Le total de soldats autrichiens présents à l'étranger (1.243) devrait rester stable et les effectifs dédiés à la FNUOD pourraient être redéployés sur les différentes zones de présence autrichienne (Balkans et Moyen-Orient essentiellement), a précisé le chancelier Werner Faymann.

 

La petite république alpine, présente au Golan depuis la création de la FNUOD, fournit avec les Philippines et l'Inde l'un des trois principaux contingents de cette force, qui compte au total un millier de soldats.

 

Le Canada, le Japon et la Croatie avaient retiré leurs soldats il y a quelques mois.

 

Jeudi, l'armée syrienne a repris le contrôle du point de passage de Qouneitra -sur la ligne de cessez-le-feu avec Israël sur le plateau du Golan-, tombé dans la matinée aux mains des rebelles, selon des sources concordantes.

 

Cet événement a précipité la décision de l'Autriche, qui avait déjà menacé de se retirer mi-mai si l'embargo sur les livraisons d'armes en Syrie décidée par l'Union européenne fin février n'était pas prolongé au-delà du 1er juin, de crainte de ne plus être en mesure d'assurer la sécurité de ses casques bleus sur place.

 

Au cours d'une réunion fin mai, les ministres des Affaires étrangères de l'UE avaient décidé de lever cet embargo pour les rebelles syriens, tout en maintenant l'ensemble des sanctions prises ces deux dernières années contre le régime de Bachar al-Assad, au grand dam de l'Autriche.

 

Michael Spindelegger a prévenu le secrétaire général des Nations unies, le Sud-Coréen Ban Ki-moon, de la décision de son pays.

 

La décision pour la suite de la mission relève de l'ONU, a expliqué le chef de la diplomatie autrichienne, précisant que le choix de l'Autriche n'était surprenant pour personne.

 

Nous allons avoir des discussions avec le gouvernement pour savoir comment les choses vont se dérouler, notamment concernant le calendrier envisagé, a indiqué à l'AFP Kieran Dwyer, le porte-parole du département de maintien de la paix de l'ONU.

 

Des discussions vont également avoir lieu avec d'autres pays pour envoyer des troupes sur le Golan, a-t-il ajouté.

 

L'Autriche, pays neutre membre de la zone euro, déploie sur le Golan (378) son plus important contingent de soldats à l'étranger, devant le Kosovo (357) et la Bosnie (314).

A year ago a Japanese warship passed by a Chinese frigate that appeared to be flying a helicopter UAV (unmanned aerial vehicle) off its helicopter pad. The Japanese took photos and passed them around. At first it was noted that the helicopter looked like the Schiebel S-100 Camcopter. Schiebel is an Austrian firm which markets the S-100 in many countries via the U.S. firm Boeing Aircraft. But Schiebel continues to sell the S-100 itself, and a little digging revealed that the Chinese had bought 18 S-100s in 2010. While the three S-100s seen on the aft deck of the Chinese frigate do look like the S-100, there also appear to be some differences. It appears that a Chinese firm copied the design of S-100 and created a workable S-100 clone.

 

European nations are not supposed to sell China weapons (because of an arms embargo), but the S-100s were apparently sold to Chinese police organizations (which is legal and the S-100 does have civilian users). One Chinese firm has since offered a helicopter UAV similar to the S-100. China has become more blatant in copying foreign designs, and then selling them to foreign customers and competing with the original. Suing the Chinese usually does not work, as Chinese courts favor the Chinese copycats, not the original creator of the technology.

The S-100 weighs 200 kg (440 pounds), can stay aloft six hours per sortie, and operates at a max altitude of 5,500 meters (18,000 feet). Max speed is 220 kilometers an hour. So far, some 200 S-100s have been sold to military and civilian customers.

 

Before the S-100 clone came along Chinese firms had already developed several helicopter UAV designs. For example, the Chinese V750 weighs 757 kg (1,665 pounds) and has a payload of 80 kg (176 pounds). Max speed is 161 kilometers an hour and endurance is four hours. The V750 can fly a pre-programmed route or be controlled by a ground operator (up to 150 kilometers away). The manufacturer is offering the V750 for civilian (scientific survey, search and rescue, police surveillance) and military uses. There are over a dozen other Chinese helicopter UAVs on the market, many of them very similar in appearance and performance to foreign designs.

 

Meanwhile, the U.S. has taken the lead in this area, with several models developed in the last decade. The one most similar to V750 is the MQ-8B Fire Scout which is operating in Afghanistan and aboard warships. The U.S. Navy developed, and put into use, the MQ-8B. A similar model, the RQ-8B, died because the U.S. Army already had plenty of UAVs that got the job done. The navy kept Fire Scout because helicopters are more practical on most navy ships (for landings and takeoffs). Navy Fire Scouts have been successfully used on frigates (in both the Atlantic and Pacific). There is a huge demand for UAVs in Afghanistan, so the navy sent some there.

 

The 1.5 ton Fire Scout is based upon the Schweitzer 333 unmanned helicopter, which in turn is derived from the Schweitzer 330 commercial lightweight manned helicopter. Fire Scout has a payload of 272 kg (600 pounds), a cruising speed of 200 kilometers an hour, max altitude of 6,100 meters (20,000 feet), and endurance of eight hours. The U.S. Navy plans to acquire over 160 Fire Scouts.

 

Several other navies have been testing helicopter UAVs on their warships, and this type of UAV seems destined to replace a lot of manned helicopters on warships and enable smaller warships (that cannot handle the larger manned helicopters) to operate unmanned helicopters.

First European Helicopter Tactics Instructor Course Delivered Successfully

Fourteen students from Germany and Sweden together with four observers from Austria and Hungary participated in the first European Helicopter Tactics Instructor Course (EHTIC) which was successfully organised in two parts. The classroom and simulator phase took place from 08 - 28 April in the UK (RAF Linton-on-Ouse) and the life flying phase was hosted and located by Sweden at the Vidsel Test Range (06 – 24 May) 2013. The complete course is part of the EDA Helicopter Training Programme (HTP). 

 

The aim of course is to give selected European helicopter aircrew tactical depth and expertise, leading to an enhanced awareness of helicopter tactics and employment and multi-national integration.  At the end of the course graduates are adept at imparting tactical instruction during training and on operations and are also competent in providing helicopter tactical advice at one star level, as well as leading multi-platform complex Composite Air Operations (COMAOs).

 

Classroom and simulator phase

The classroom and simulator phase was executed in the simulator assets of the Helicopter Tactics Course (HTC) and followed the syllabus of the UK QHTI (Qualified Helicopter Tactics Instructor) course as the baseline. Fourteen instructors of the UK instructor team of the ROWETU (Rotary-Wing Operational Evaluation and Trials Unit) ran the course which allowed a ratio of one instructor per student. This allowed a very individual and supportive training with a high-value output.

The focus of the course is to not only train the pilots, but the rear crew (chiefs and door-gunners) as well. Not only the “Pitchers” (German nickname for the front crew) had to prepare the missions or give related briefings, the “Mixers” (German nickname for the crew chiefs) and the door-gunners where challenged as well.

 

Life flying phase

For the life flying phase, one CH-53 (Germany), one AS332 (Sweden, Super Puma) and two UH-1D (Germany) were available.The life flying phase was executed in cooperation with the UK 100 Squadron which deployed their two HAWK fast jets as red air for the evasion training phase. Swedish GRIPPEN jets were involved in this part of the course as well.

Excellent support was provided by the Swedish Ministry of Defence organisation, FMV, which is running the Vidsel Test Range and which provided all necessary organisational requirements for the live flying phase in Sweden.

 

Results and way forward

The EHTI course delivers an outstanding opportunity to expose helicopter crews to the training methodology and tactical knowledge of another Member State. “An extremely challenging course, delivered by highly professional instructors, we have to keep this going”, said Major Sascha Pink from the German Army Aviation. It is also the first step in delivering a sustainable European course where successful graduates can be awarded a qualification recognised by all pMS. Additionally, on returning home, these graduates can pass on the common understanding and methodologies to their own crews and can interact as mentors vis-à-vis other helicopter programmes.

During the HOT BLADE Exercise of the Helicopter Exercise Progamme (HEP) in Portugal this July, many of the freshly trained instructors will meet together with UK instructors at OVAR Airbase and form together the first Mentor Team for an HEP Exercise, ready to support the multinational crews in preparation and execution of the challenging COMAO missions.

This year’s students will become next year’s instructors.  This will allow the gradual build-up of expertise and create a self-sustaining course using European Qualified Helicopter Tactics Instructors.
