Angela Merkel met en garde contre de possibles affrontements armés entre pays des Balkans, par où transitent la plupart des réfugiés, dans l'hypothèse où l'Allemagne fermerait sa frontière avec l'Autriche. La crise migratoire continue d'alimenter le débat outre-Rhin.

Il y a déjà dans les pays de l'ouest des Balkans des tensions et "je ne veux pas qu'on en arrive à des affrontements militaires là-bas", a déclaré lundi soir Mme Merkel lors d'un rassemblement de la CDU, son parti, à Darmstadt, dans l'ouest de l'Allemagne, selon des propos rapportés mardi par des médias allemands.

De nombreux experts ont mis en garde sur le fait que, si l'Allemagne, principale destination des migrants fuyant notamment la guerre en Syrie, venait à fermer sa frontière avec l'Autriche, les pays des Balkans par lesquels transitent migrants et réfugiés en feraient de même.

L'Union européenne a annoncé fin octobre la création de 100'000 places d'accueil pour les réfugiés en Grèce et dans les Balkans afin de juguler la crise migratoire alors que des tensions ont déjà surgi entre la Slovénie, la Croatie, la Serbie et la Hongrie ces derniers mois autour du transit de dizaines de milliers de migrants.

Sur le front intérieur, la question des réfugiés continue de diviser la coalition conservateurs/sociaux-démocrates au pouvoir en Allemagne. Dimanche, les deux courants ont échoué à s'entendre lors d'une réunion. Les conservateurs bavarois de la CSU réclament que l'Allemagne accepte moins de réfugiés sur son territoire alors qu'elle en attend entre 800'000 et un million cette année.

Un nouveau round de négociations est prévu jeudi, notamment autour de la création, voulue par les conservateurs, de "zones de transit" à la frontière germano-autrichienne pour accélérer l'examen des dossiers et les expulsions. Mais cette idée est rejetée en l'état par le parti social-démocrate SPD (gauche).

Si cette nouvelle réunion ne devait donner aucun résultat, "nous continuerons à négocier", a souligné Angela Merkel. "Ce n'est pas la première fois que nous devrons convaincre les sociaux-démocrates de la justesse de certaines choses", a-t-elle ajouté.

Sweden Submits Gripen Bid to Croatia

FXM, the Swedish Defence and Security Export Agency, responded today, Friday 23 October, to a request for information from Croatia concerning the procurement of Gripen aircraft.

 

The request concerns 8 to 12 newly built aircraft of the C/D model. The request for information that FXM responded to was sent from the Croatian Ministry of Defence in June this year. Sweden has had a positive dialogue with Croatia regarding the Gripen since the year 2007. With today’s answer FXM wishes to emphasize that Croatia is seen as a possible valuable future Gripen partner in an important region where other countries already are flying the Gripen. JAS Gripen is operational in the Czech Republic, Hungary, Sweden, South Africa and Thailand. Brazil has procured the next generation Gripen, Gripen NG.

Croatia’s air force suffered a double blow while participating in national celebrations on 5 August – unusually with the same pilot involved in both incidents.

Lt Col Stanko Hrženjak made an emergency landing at Zadar-Zemunik air base after the left leg of his Mikoyan MiG-21’s main landing gear failed to extend at the end of a flight to mark the 19th anniversary of the last major battle in Croatia’s war for independence. He overcame the problem by hydraulically retracting and re-extending the landing gear.

Ex-Yemen air force fighter 135 – which had recently been introduced after being returned to flight status in Ukraine – was grounded for technical inspection following the incident.

ZAGREB, Croatia-- More than two dozen U.S.-made armored vehicles are now operational with the Croatian military following their donation by the U.S. government.

 

The 30 vehicles are MaxxPro mine-resistant ambush-protected vehicles by Navistar Defense.

 

The Croatian Ministry of Defense said the MRAPs are part of a larger donation of 212 armored vehicles and will be used for patrolling, convoy security, reconnaissance, medical evacuation and personnel transport.

 

"The MRAP vehicles will provide the ballistic and counter-mine protection to the members of the Croatian armed forces, enhancing operational safety and security of task performance and upgrading the existing capabilities, and thus enable the Croatian armed forces respond to new challenges and threats of the unforeseeable future," said Gen. Drago Lovrić, Chief of the General Staff of the Croatian armed forces.

 

"It (the donation) is another confirmation of the United States of America being the foremost strategic defense partner of the Republic of Croatia."

 

The MRAPs were officially taken over by the Croatian military on April 7, the Ministry of Defense said.

Croatia's defence ministry says the current turmoil in Ukraine “has nothing to do” with a roughly five-month delay in returning its Mikoyan MiG-21bisD fighters and UMD-model trainers that are being overhauled in Odessa, instead citing “technical problems”.

 

These include issues with integrating new navigation and communication equipment from Czech supplier CLS, along with “digital to analogue signal conversion”.

 

Being performed under a €13.9 million ($19.3 million) deal forged through Ukraine's Ukrspecexport organisation, the project includes the overhaul of the seven aircraft and the provision of five additional single-seat examples, which are being refurbished and equipped to Croatian air force specifications.

 

Assistant defence minister and former air force commander-in-chief Viktor Koprivnjak says the service's original five aircraft are “finished, except for a problematic navcomm device”, while its two UMDs are “about 95%” complete. A solution to the issue is believed to have been found, a military source says, meaning the first fighters could be returned in the coming weeks.

 

The air force on 21 February took delivery of its first two Mil Mi-8MTV/-17 transport helicopters to have been overhauled under a co-operation agreement between repair facilities in Sevastopol, Motor Sich in Ukraine and a technical facility in Velika Gorica, Croatia.

 

A second batch of four helicopters scheduled to undergo the same process this year are unlikely to be sent to the same facility in Crimea, due to tensions in the region, although a final decision will not be made for around two months.

 

Meanwhile, the Croatian defence ministry has signed a deal to train 16 student pilots from Oman for 150h each, using its Pilatus PC-9s. Also involving two Omani flight instructors, the activity will be performed at the air force flight academy in Zadar.

EDA Welcomes Croatia as Participating Member State

With the accession of the Republic of Croatia to the European Union on 1 July 2013 and following the formal endorsement of the Agency’s Steering Board, the European Defence Agency welcomes Croatia as its 27th participating Member State (all EU Member States except Denmark).

 

During a visit to Croatia in March this year, Claude-France Arnould, EDA’s Chief Executive, met with the President of Croatia Ivo Josipovic, Foreign Minister Vesna Pusic, Defence Minister Ante Kotromanovic, the Chief of Defence General Drago Lovric and the Commander of Croatian Navy, Admiral Robert Hranj to discuss possible joint activities. Ensuing discussions confirmed common interests in the areas of maritime surveillance, naval research & technology and support to Croatia’s technological and industrial base.

Belgrade - The Croatian government has formally decided to refurbish part of its current Mikoyan MiG-21-based fleet, and to add more examples of the type to have one operational squadron, as a shortage of funds continues to thwart plans to acquire a new type.

 

The nation's defence ministry has shortlisted Romania's Aerostar and Ukraine's SE Odessa Aircraft Plant as potential contractors for the overhaul of seven air force MiG-21s, and the provision of five additional aircraft.

 

A decision is expected soon, with Croatian media reporting bids from the companies valued at a respective €18.6 million ($24.7 million) and €13.9 million. The latter offer includes the proposed delivery of aircraft left from a partially cancelled deal with Yemen, which took delivery of only 20 MiG-21s from a 28-unit order, says Ukrainian ambassador to Croatia Alexander Lavachenko.

 

Aerostar has previously conducted an overhaul and limited upgrade to eight MiG-21bis fighters for Croatia, and added four enhanced UMD-model two-seat trainers in 2003.

 

Possible replacements for the MiG-21s had included used Lockheed Martin F-16s or Saab Gripens, with Sweden's FXM organisation having tabled an offer for eight of the latter in October 2012. Other potential solutions could have included acquiring secondhand MiG-29s from RAC MiG, retired McDonnell Douglas F-4 Phantoms from the German air force or surplus Dassault Mirage F1s or Israel Aircraft Industries-built Kfirs.

 

Separately, Croatia has selected Ukrainian overhaul facilities in Sevastopol and at Motor Sich in Zaporozhye to support the overhaul of six Mil Mi-8/17 utility helicopters, with work on the first aircraft expected to be complete in October 2013.

Kongsberg Group has been awarded a contract by Ðuro Ðakovic to supply its M151 12.7mm calibre Protector remote weapon stations (RWS) to the Croatian Army.

 

Valued at $17.03m, the order forms part of a contract signed between Ðuro Ðakovic and the Croatia defence ministry for the acquisition and installation of Protector systems on the national army's AMV 8x8 armoured combat vehicles.

 

After signing the contract, Croatian defence minister Ante Kotromanovic said the continued cooperation with Ðuro Ðakovic on combat armoured vehicle project represents another step in the ministry's efforts to build a small, but modern and mobile army.

 

"This is another confirmation that the Croatian Government and the Ministry of Defence remain firmly dedicated to continuously supporting the Croatian defence industry as one of the most potent Croatian export industries," Kotromanovic said.

 

Ðuro Ðakovic management board president Vladimir Kovacevic said the contract reaffirms the long-lasting successful cooperation that exists between the company and the defence ministry.

 

"We are happy that the armed forces are continuing the equipment and modernisation of their existing technology relying on Croatian producers as much as possible," Kovacevic added.

Manufactured by Kongsberg Defence and Aerospace, M151 Protector is a combat proven system, and is designed to enhance military troop protection and combat capabilities by enabling target acquisition and engagement from safer distances in the battlefield.

 

Equipped with a stabilised firing platform, a fire control system and control grips, the system can be mounted to an array of platforms, including the M249 and M240machine guns, Browning M2, MK19 40mm automatic grenade launcher and Javelin anti-tank guided missile (ATGM) amongst others.

 

The system is currently operational with Australia, Canada, Czech Republic, Finland, France, Ireland, Kuwait, Luxembourg, Netherlands, Norway, Portugal, Slovenia, Sweden, Switzerland, as well as the US and the UK.

Kongsberg signed a new Contract today with ÐURO ÐAKOVIĆ Specijalna vozila d.d. for an order of additional Protector Remote Weapon Stations for the Croatian Army.

 

These Protector Remote Weapon Stations will be installed on the AMV platform that is license produced by ÐURO ÐAKOVIĆ Specijalna vozila d.d.

 

The value of this new contract is just over 100 MNOK.
