USS Ford Decommissioned After 28 Years of Service

The Navy bade farewell to the Oliver Hazard Perry-class guided missile frigate USS Ford (FFG 54) after more than 28 years of service during a decommissioning ceremony at Naval Station Everett, Oct. 31.

 

The ceremony featured former USS Ford commanding officers, plankowners and family of the ship's namesake.

THE HAGUE, Netherlands (AP) – The Dutch government is sending 368 troops to join a U.N. peacekeeping force in the conflict-torn West African nation of Mali, Prime Minister Mark Rutte announced Friday.

 

In a letter sent to Parliament, Foreign Minister Frans Timmermans said the Dutch contingent will include 220 troops, including 90 special forces commandos, who will take part in intelligence gathering and operate four Apache helicopters. Ten police officers and a small group of civilian support staff also will join the mission.

 

Sending soldiers to U.N. peacekeeping missions is an emotionally charged decision for the Dutch, who suffered a national trauma when the country’s soldiers were unable to prevent Bosnian Serb forces from storming the Srebrenica enclave in Bosnia in July 1995, and killing some 8,000 Muslim men and boys in the worst massacre on European soil since World War II.

 

Rutte said the decision to deploy Dutch troops was a tough one, but that “all lessons from previous missions have been learned.”

Russia Delivers 12 Helos for Afghan Army

LONDON — Russia’s military export organization Rosoboronexport said Nov. 1 that it had completed deliveries to the US government of 12 transport helicopters destined for the Afghan National Army.

 

Deliveries were completed last month, said the state-owned company in a statement. The 12 Mi-17V-5s were ordered in 2012 when the US government took up a $217 million option to purchase additional machines as a result of an earlier 2011 deal.

 

That deal involved the purchase by the US of 21 Mi-17s to bolster Afghan military transport capabilities in the run-up to the withdrawal of NATO combat forces by the end of next year.

 

At one point, the US Congress tried to block the purchase of helicopters from Rosoboronexport due to Russia’s continuing supply of military equipment to the Syrian regime of Bashar al-Assad, which is fighting a civil war with rebels. The Pentagon managed to sidestep the attempted ban.

 

Completion of deliveries of the latest batch of Mi-17s leaves a further 30 of the rotorcraft to be handed over to the US in 2014 under a $572 million deal Rosoboronexport signed earlier this year.

Russia Fires Two Missiles From Its Subs In An Unannounced Test

Radio Free Europe has an item about the Russian military reportedly holding unannounced missile drills on Wednesday, which included the test-firing of missiles from the Delta IV-class ballistic missile submarine Bryansk in the northern Barents Sea, and the Delta III-class boat Svyatoy Georgiy Pobedonosets from the Sea of Okhotsk, in the country’s Far East.

 

Both missiles are said to have hit their targets in Northern Russia and on the Kamchatka Peninsula, respectively, according to the report.

 

The missiles were fired while the submarines were submerged, though reports did not indicate which type of missiles were fired.

RCAF To Participate In Multinational Exercise In Brazil

8 WING/CFB TRENTON, Ont. – Two CC-130J Hercules aircraft and over 40 members of the Royal Canadian Air Force (RCAF) from 8 Wing Trenton, 3 Wing Bagotville, and 1 Canadian Air Division, as well as the Canadian Army Advanced Warfare Centre, Princess Patricia’s Canadian Light Infantry (PPCLI) and the 3rd Battalion of The Royal Canadian Regiment (3 RCR) will be participating in CRUZEX FLIGHT 13, a key Latin American multinational exercise, from 2-15 November 2013 in Natal, Brazil.

 

“We are honoured to have been invited to participate in this premiere multinational training event,” said Colonel David Lowthian, Commander of 8 Wing Trenton. “Our participation in CRUZEX FLIGHT 13 is part of our Global Engagement Strategy, which fosters a spirit of cooperation, understanding, and mutual respect between partner nations.”

 

Nine allied countries are participating in this year’s exercise: Argentina, Brazil, Canada, Chile, Colombia, Ecuador, Uruguay, U.S.A., and Venezuela.

 

During CRUZEX FLIGHT 13, the RCAF will have the opportunity to exercise transport missions in conventional war scenarios in a combined environment, exchange doctrinal procedures, and upgrade training levels of aerial units participating. The CC-130J will be used as a transport platform to parachute United States Air Force and Brazilian Air Force members into a robust tactical environment, demonstrating the spirit of mutual trust and cooperation.

 

“In this exercise, our team will be able to validate our knowledge and skills in a combined, robust training environment,” said Lieutenant-Colonel Mark Goulden, Commanding Officer of 436 (Transport) Squadron and RCAF Detachment Commander. “Exercises such as CRUZEX FLIGHT 13 are valuable as we get to work with our allies under realistic training scenarios, exchange best practices, and learn how we can better operate with other nations’ militaries.”

 

In addition to flying tactical missions, the CC130 J model Hercules crew will also engage in academic discussions regarding the use of Night Vision Goggles, building relationships with partner nations.

Lockheed Martin’s SR-72 – A Mach 6 Armed ISR Aircraft Revealed

Lockheed Martin’s Skunk Works has revealed to AW&ST details of long-running plans for what it describes as an affordable hypersonic intelligence, surveillance and reconnaissance (ISR) and strike platform that could enter development in demonstrator form as soon as 2018.

“Dubbed the SR-72, the twin-engine aircraft is designed for a Mach 6 cruise, around twice the speed of its forebear, and will have the optional capability to strike targets.

 

A vehicle penetrating at high altitude and Mach 6, a speed viewed by Lockheed Martin as the “sweet spot” for practical air-breathing hypersonics, is expected to survive where even stealthy, advanced subsonic or supersonic aircraft and unmanned vehicles might not. Moreover, an armed ISR platform would also have the ability to strike targets before they could hide.

 

“The Skunk Works has been working with Aerojet Rocketdyne for the past seven years to develop a method to integrate an off-the-shelf turbine with a scramjet to power the aircraft from standstill to Mach 6 plus,” says Brad Leland, portfolio manager for air-breathing hypersonic technologies. “Our approach builds on HTV-3X, but this extends a lot beyond that and addresses the one key technical issue that remained on that program: the high-speed turbine engine,” he adds, referring to the U.S. Air Force/Defense Advanced Research Projects Agency (Darpa) reusable hypersonic demonstrator canceled in 2008.:

Israel Will Buy 6 Osprey Aircraft, Hagel Announces

Sikorsky Completes Initial Tests of 1st Rotor Blades for CH-53K Helicopter

Sikorsky Aircraft has successfully completed the initial phase of testing for the first-ever main and tail rotor blades manufactured for the U.S. Marine Corps' CH-53K heavy lift helicopter program. Designed specially to help meet the Marine Corps requirement to lift the aircraft's maximum gross weight of 88,000 pounds, the all-composite blades are the largest and most technologically advanced ever produced by Sikorsky, a subsidiary of United Technologies Corp. (NYSE: UTX).

Standard Missile-3 IIA completes Critical Design Review

    US-Japan co-development program on track for 2015 flight testing

 

Raytheon Company and its Japanese partner, Mitsubishi Heavy Industries, have completed the Standard Missile-3 (SM-3) Block IIA guided missile Critical Design Review (CDR). The CDR verified that the missile's design will meet the stringent, specific operational performance requirements necessary to defeat the projected threats. The SM-3 Block IIA will defeat incoming ballistic missile threats by colliding with them in space, and the program is on track to begin flight testing in 2015.

 

In a precedent-setting co-development effort between allies, the U.S. and Japan have determined an equitable workshare agreement that defines by missile section the development responsibility between each country.

    Unmanned Helicopter to Provide Greater Endurance, Payload and Range

 

Northrop Grumman Corporation and the U.S. Navy successfully completed the first flight of the next-generation MQ-8C Fire Scout unmanned helicopter at Naval Base Ventura County, Point Mugu, Calif.

 

At 12:05 p.m. the MQ-8C Fire Scout took off and flew for seven minutes in restricted airspace to validate the autonomous control systems. A second flight that took off at 2:39 p.m. for nine minutes was also flown in a pattern around the airfield, reaching 500 feet altitude.

Elle rappelle les règles principales applicables aux militaires en matière de cumul d’activités, précise les conditions d’exercice des activités autorisées ainsi que les responsabilités et obligations.

 

Devant consacrer l’intégralité de leur activité professionnelle aux tâches qui leur sont confiées, le cumul d’activités à titre accessoire est en principe interdit aux militaires (article L. 4122-2 du code de la défense). Une instruction publiée le 30 octobre 2013 vient toutefois rappeler les exceptions qui peuvent s’appliquer.

 

Elle rappelle les règles principales applicables aux militaires en matière de cumul d’activités, précise les conditions d’exercice des activités autorisées ainsi que les responsabilités et obligations du demandeur et de son autorité hiérarchique.

Dissolution du 110e régiment d’infanterie de Donaueschingen

Depuis 1989, la Brigade franco-allemande (BFA) est un symbole fort du haut niveau de coopération franco-allemand en matière de défense. Elle constitue également un outil politique et militaire  au service des intérêts de sécurité de nos deux pays et de l'Europe. Elle s'est déployée dans les Balkans et en Afghanistan. Elle évolue constamment et se modernise pour s'adapter à l'évolution de notre environnement et de nos outils de défense.

 

Les contraintes budgétaires auxquelles la France est soumise, comme l'ensemble des pays européens, impliquent aujourd'hui des choix difficiles quant aux formats de nos forces, conformément aux orientations du Livre blanc sur la défense et la sécurité nationale. Le gouvernement français a donc décidé et annoncé le 30 septembre dernier la dissolution de différentes unités. Un seul cas avait été réservé jusqu’à ce jour pour s’assurer d’échanges préalables approfondis avec nos partenaires allemands : le 110e régiment d’infanterie, actuellement stationné à Donaueschingen, qui sera dissout dans le courant de l’année 2014. Cette décision a fait l’objet d’une information préalable de nos partenaires allemands.

 

Elle n'entame en rien le plein engagement de la France dans la BFA et notre volonté de promouvoir l’utilisation de cette grande unité, comme le rappelle la loi de programmation militaire en cours de discussion au Parlement.

 

A ce titre, un nouveau régiment, aux capacités d’action supérieures, sera rattaché à la BFA afin de renforcer son efficacité opérationnelle. Nous maintenons également notre attachement au principe d’un stationnement croisé des troupes françaises et allemandes : la France conservera un niveau d'effectif stationné en Allemagne équivalent à celui des forces allemandes stationnées en France (environ 500 personnels).

 

Enfin, l’optimisation de la brigade fait actuellement l'objet d'une concertation entre Berlin et Paris dans le but de renforcer son efficacité et ses perspectives d’emploi au profit de la défense européenne. Ce projet s’inscrit dans le cadre plus global de la relance de l'Europe de la défense et de ses outils militaires voulue par le gouvernement.

 

ACCOMPAGNEMENT SOCIAL

 

Le général commandant les forces françaises et éléments civils stationnés en Allemagne et le délégué ministériel à la mise en œuvre territoriale de la réforme sont chargés du dispositif d’accompagnement de cette mesure.

 

Notamment, un dispositif d’accompagnement social personnalisé intégrant pleinement les spécificités locales sera mis en place sans attendre. Le délégué ministériel à la mise en œuvre territoriale de la réforme veillera tout particulièrement, en liaison avec la Mission d’accompagnement des réorganisations (MAR) et la Direction des ressources humaines de l’armée de terre (DRHAT), à la mise en œuvre des mesures de reclassement du personnel, afin que chaque situation individuelle soit prise en compte et que le personnel ait la priorité dans le choix de sa future affectation et bénéficie des mesures d’accompagnement ou de celles d’aide au départ prévues.

Un grand exercice militaire air-terre-mer de l’Otan, le plus important depuis 2006, a été lancé samedi en Pologne et dans les pays baltes, a annoncé dans un communiqué le ministère polonais de la Défense.

 

 

Dénommé «Steadfast Jazz», l’exercice réunit jusqu’au 9 novembre quelque 6.000 soldats de plus 20 pays membres ou partenaires de l’Otan, dont l’Ukraine et la Finlande.

L’exercice de cette année vise principalement à entraîner la Force de réaction rapide de l’Otan (NRF), forte de 13.000 hommes, une force qui doit lui permettre de réagir à une crise émergente, n’importe où dans le monde.

«Le but de cet exercice est de s’assurer que notre Force de réaction rapide, la Force de réaction de l’Otan, est prête à défendre tous les alliés, à se déployer partout et à affronter tous les danger», a déclaré samedi le secrétaire général de l’Alliance, Anders Fogh Rasmussen, selon un communiqué de l’Otan.

«Cet exercice sera un défi pour le personnel de l’Otan avec des situations complexes, tels que des cyber-menaces, des crimes de guerre, des perturbations logistiques, les menaces pour les populations civiles, et d’autres difficultés que nous pourrions rencontrer lors d’opérations futures», a déclaré le général Hans-Lothar Domröse, commandant de l’état-major interallié de Brunssum, cité par le communiqué.

3.000 soldats polonais participent à cet exercice qui vise à renforcer la coopération des armées des pays membres conformément à l’article 5 du Traité de Washington sur la solidarité de l’Alliance en cas d’agression extérieure.

La Pologne, ancien pays communiste et membre du Pacte de Varsovie, a rejoint l’Otan en 1999.

La Pologne tient énormément à cet exercice non seulement parce qu’il se déroule sur son territoire, mais parce que la Pologne espère que ces exercices de l’Otan se tiendront le plus souvent possible, avait déclaré jeudi le ministre polonais de la Défense Tomasz Siemoniak.

Steadfast se déroule pour la 18e fois. Selon le ministre polonais de la Défense, l’édition de cette année ouvre une série d’importants exercices qui se dérouleront dans différents pays de l’Otan tous les deux ans.

Au cours de ces derniers jours, les opérations aériennes se sont poursuivies avec près de 80 sorties, dont environ 40 effectuées par les avions de chasse. Une vingtaine de sorties ont été dédiées aux missions de transport et une quinzaine aux missions de ravitaillement et de renseignement.

 

Au sol,la force Serval poursuit les opérations autour de la boucle du Niger, et dans le Nord du pays, en coordination avec les unités de la MINUSMA et des FAMa.

 

L’opération Hydre qui a débuté le 20 octobre se poursuit. Cette opération conjointe et coordonnée est conduite de part et d’autre de la boucle du Niger par plusieurs centaines de militaires des FAMA, de la MINUSMA et de Serval. Son objectif est de maintenir la pression sur les groupes terroristes.

 

Cette semaine, trois convois majeurs totalisant 1500 km ont été menés par les logisticiens de la force Serval. Ces missions de ravitaillement se font au profit des bases avancées de Gao, Tessalit et Kidal et des unités déployées sur le terrain.

 

Parallèlement, les manœuvres de relèves du bataillon logistique se poursuivent.

 

Moins de 3000 militaires français sont actuellement présents sur le sol malien et poursuivent une mission de sécurisation visant à affaiblir durablement les groupes terroristes, tout en appuyant le transfert de la zone aux contingents relevant de la MINUSMA.

South Korean Stealth Paint Reduces Radar Signatures

South Korean military scientists have developed a stealthy paint capable of absorbing radar signals.

 

Produced by the Stealth Technology Center at South Korea's Maritime and Ocean University, the paint could act to protect combat aircraft, armoured vehicles and naval vessels alike.

 

The product debuted at the most recent Marine Week event held in Busan, South Korea, between 22-25 October 2013. First staged in 1980, South Korea's International Shipbuilding, Marine Equipment and Defence Exhibition is primarily a trade event but, on the final day, members of the public are admitted. Some 50,000 people attended the 2011 edition, which also attracted exhibitors from 12 nations.

 

South Korean Stealth Paint

 

The South Korean stealth paint was just one of numerous new military technologies on show this year.

 

As per comments made to South Korean news agency Yonhap by former Republic of Korea Navy captain Kim Yong-hwan - now the Stealth Technology Center's director - the spray-on stealth paint offers several advantages over traditional electromagnetic wave absorption systems. These include reduced weight and increased durability.

 

"This paint greatly decreases warships' visibility on radars to help raise their survivability from missile attacks", Stealth Technology Center vice president, Hwang Young-woo, told Yonhap. "It is easy to apply evenly to any surface as it is a spray, saving considerable time compared to other sheets or tiles. Plus, it's much cheaper than the normal paint."

 

Reduced Radar Signatures

 

Reduced radar signature techniques are these days in widespread military use.

 

Stealth technology, now widely-deployed, acts to reduced radar cross-section profiles significantly. The United States is a key stealth technology exponent, as shown in the Northrop B-2 Spirit, F-117A Nighthawk and F-22 Raptor designs.

 

Stealth also features heavily in the US Navy's brand-new DDG-1000 Zumwalt-class ships while, elsewhere, China is among the other nations now integrating stealth elements into its latest military designs. "As other advanced countries are developing stealth jets and anti-stealth radars, South Korea should speed up developing technology to counter potential threats in future warfare", Hwang concluded.

Hot on the heels of China's recent nuclear submarine fleet unveiling, Taiwan has now showcased its first delivered submarine-hunting Lockheed P-3C Orion maritime patrol aircraft.

 

The first Taiwanese Orion made its public debut at a handover event staged on 31 October 2013, in the presence of defence officials and Ma Ying-yeou - the President of Taiwan. The aircraft is one of 12 ultimately set to equip the Republic of China (Taiwanese) Navy, with three more airframes scheduled to arrive in coming weeks and the remainder by 2015.

 

According to President Ma, the Taiwanese P-3C fleet is "the most advanced among the hundreds that are serving many countries in the world." He added: "I believe that after the aircraft join the air force, we will see our underwater anti-submarine, ship-to-ship and air attack capabilities greatly enhanced."

 

Taiwanese Navy Orions

 

The Taiwanese Navy Orions are refurbished P-3C models. Capable of carrying out sustained 17 hour patrol missions, each carries MK46 torpedoes and Harpoon missiles. Military experts suggest that, equipped with these advanced maritime patrol aircraft, Taiwan's submarine-hunting capability will become no less than ten times more effective than at present.

 

In Republic of China Navy service, the Orions are the replacement for Taiwan's Grumman S-2T Turbo Trackers, which arrived in 1999. 27 Turbo Trackers were supplied but barely 50 per cent of them remain active. All Taiwanese Turbo Trackers now serve within the Republic of China Air Force.

 

A key component of NATO's maritime patrol capability, the Orion was originally the US Navy's Lockheed P-2 Neptune replacement and has now been in service for more than 50 years. Adapted from the Lockheed L-188 Electra airliner, it was given a weapons bay and a MAD (magnetic anomaly detector) system, used to detect submarines.

 

Taiwanese Submarine Hunters

 

News of the Taiwanese P-3C submarine hunters purchase first emerged in 2007, after former President Chen Shui-bian stressed the need for strengthened defences against China.

 

Almost six years on, his successor yesterday announced: "Although ties with the Chinese mainland have improved significantly in the last five years, they have not changed their military deployments targeting Taiwan. We must not relax our military preparations."

 

Right now, it's thought that China's PLA (People's Liberation Army) has some 1,500 missiles pointed Taiwan's way.

BAE Awarded Contract to Begin Production of PIM

BAE Systems received a contract worth up to $688 million from the U.S. Army to begin Low-Rate Initial Production (LRIP) of the Paladin Integrated Management (PIM) program.

 

The PIM is a significant upgrade of the M109A6 Paladin Self-Propelled Howitzer, restoring space, weight, and power-cooling, while providing growth potential for emerging technologies.

Boeing Delivers 12th Production P-8A Poseidon Aircraft to US Navy

Boeing delivered the 12th production P-8A Poseidon on schedule on Oct. 25, enhancing the long-range maritime patrol capabilities of the U.S. Navy.

 

The P-8A departed Boeing Field in Seattle for Naval Air Station Jacksonville, Fla., where it joined the other Poseidon aircraft being used to train Navy crews. The aircraft is the sixth from the second low-rate initial production contract lot awarded in November 2011.

Orbit International Receives Follow-on Order for E-2D Advanced Hawkeye Aircraft

Orbit International Corp., an electronics manufacturer and software solutions provider, today announced that its Electronics Group, through its Orbit Instrument Division, received an order to supply mission control data entry devices for the E-2D Advanced Hawkeye, the all weather carrier-capable Airborne Early Warning (AEW) aircraft. The contract is valued in excess of $480,000, and deliveries are expected to commence in the first quarter of 2014 and continue through the second quarter of 2014.

 

Currently in development, the E-2D Advanced Hawkeye is the newest variant of the E-2 aircraft platform. The E-2D enjoys a number of upgrades over its predecessor, including completely new radar, advanced IFF systems, a modernized communications and data link suite.

Bouclier antimissile US: rencontre Russie-Japon le 2 novembre

Moscou évoquera le déploiement au Japon du bouclier antimissile (ABM) américain lors d'une rencontre à Tokyo le 2 novembre entre les ministres russes et japonais des Affaires étrangères et de la Défense, a annoncé mercredi le vice-ministre russe des Affaires étrangères Igor Morgoulov.

 

"Nous avons pas mal de questions sur les projets de déploiement au Japon d'éléments de l'ABM américain. Nous exposerons nos idées sur ce point et écouterons attentivement celles de nos partenaires nippons", a déclaré le diplomate dans une interview accordée à RIA Novosti.

 

Et d'ajouter que les ministres comptaient également échanger leurs évaluations de la situation au niveau de la sécurité en Asie-Pacifique.

 

"Ce sera l'occasion pour les parties d'exposer leur vision des risques et des défis liés à la stabilité dans la région", a indiqué le vice-ministre.

 

Les Etats-Unis comptent déployer leur système de défense antimissile en dehors de l'Europe, y compris en Asie-Pacifique.

Trois insurgés ont été tués ce jeudi 31 octobre par des tirs de drones américains au Pakistan, à la frontière avec l’Afghanistan, une information donnée par les services secrets pakistanais. Ce sont les premiers tirs de drones depuis la visite du Premier ministre Nawaz Sharif à Washington la semaine dernière, une visite au cours de laquelle il avait pourtant demandé solennellement l’arrêt de ces tirs à l’allié américain.

A new warship has been handed over to the Royal Navy of Oman amid colourful celebrations on HM Naval Base Portsmouth this morning.

 

AL RAHMANI is the second of three 99 metre corvettes designed, built and delivered for the Royal Navy of Oman as part of Project Khareef. Her Interim Acceptance, in which the ship’s title is transferred before sailing to Oman, marks an important milestone for the project.

Le Brésil va recevoir deux S-70B

L’US Navy a notifié à Sikorsky un contrat de 86,7 millions de dollars pour la fourniture de deux hélicoptères S-70B destinés au Brésil, par le biais du programme FMS (Foreign Military Sales). Les deux appareils devraient être livrés au plus tard en juin 2017 et viendront compléter la flotte de la marine brésilienne, qui avait réceptionné ses deux premiers hélicoptères en août 2012, selon deux commandes passées en 2009 et 2011. Les S-70B Seahawk sont destinés aux missions de surveillance et de lutte anti-sous-marine et de lutte en surface.
