The Navy of Brazil passed a major milestone in the PROSUB Submarine Development Program when, on September 2, the Nuclebrás Heavy Equipment SA (NUCLEP) delivered to Itaguaí Construção Naval (ICN), the final section of the pressure hull of the first conventional submarine (S-BR1), the "Riachuelo."

The ceremony marking the delivery, presided by the Commander of the Navy, Admiral- Eduardo Bacellar Leal Ferreira, marked the completion of the first phase of construction of the submarine "Riachuelo".

This delivery will now allow all sections of the pressure hull to move to the next phase of equipment and systems installation. The pressure hull is composed of cylindrical sections structurally reinforced to withstand the maximum operating pressure of the submarine.

PROSUB is a partnership between Brazil and France and provides, among other things, the transfer of technology necessary to the construction of four conventional diesel-electric submarines and one submarine with nuclear propulsion.

L’OTAN a lancé le 11 septembre au large de la Sicile l’exercice Dynamic Manta 2015. Des sous-marins français, grecs, italiens, espagnols, turcs, britanniques et américains participent à cet exercice. L’exercice se déroule au centre de la Méditerranée jusqu’au 23 septembre.

Les frégates française Jean de Vienne, allemande Hamburg, italienne Grecale, américaine USS Porter et turque Yildrim, participeront à l’exercice.

Des hélicoptères HH-101A Caesar italiens, des avions de patrouille maritime Atlantique 2, CN235-100M turcs, CP140 Aurora canadiens et P-3C Orion américains représenteront le caractère multi-menace. Ils seront basés sur la base de Sigonella.

Note Portail des Sous-Marins : Sur sa page facebook, le NATO Maritime Command précise que le sous-marin Perle (équipage rouge) participe à cet exercice.

Douchanbe (Tadjikistan) - Vladimir Poutine a défendu mardi sa stratégie de soutien au régime du président syrien Bachar al-Assad en réponse aux accusations de Washington concernant un déploiement récent de matériel militaire et de soldats russes dans le nord de la Syrie.

Dans le même temps, le chef de l'Etat russe a estimé que la plupart des migrants syriens cherchant à se rendre en Europe fuyait les groupes radicaux, notamment le groupe Etat islamique, et non les bombardements de l'armée syrienne régulière. Et si la Russie cessait son soutien à Bachar al-Assad, le flot de réfugiés serait encore plus important, a défendu Vladimir Poutine.

Nous soutenons le gouvernement syrien dans sa lutte contre l'agression terroriste, nous lui avons proposé et nous continuerons de lui offrir une aide militaire technique, a déclaré M. Poutine à Douchanbe, faisant référence aux contrats de livraison d'armements signés avec Damas, dont la Russie est un des principaux alliés.

Depuis plusieurs jours, Washington accuse la Russie de renforcer sa présence militaire en Syrie, notamment à Lattaquié, un des fiefs alaouites du régime.

Des responsables américains ont ainsi estimé que la Russie construisait une base aérienne avancée à Lattaquié et évoqué la construction de préfabriqués, d'une tour de contrôle aérien mobile, l'arrivée de dizaines de soldats, d'artillerie et de chars.

Une source anonyme au sein du ministère russe de la Défense citée mardi par le quotidien Vedomosti a affirmé que Moscou reconstruisait l'aéroport parce qu'il est en mauvais état.

Officiellement, la Russie n'est présente militairement en Syrie que via ses installations logistiques dans le port de Tartous, un autre fief de Bachar al-Assad.

Vladimir Poutine, qui s'exprimait dans le cadre du sommet à Douchanbé de l'Organisation du traité de sécurité collective (OTSC) regroupant plusieurs ex-républiques soviétiques, a de nouveau appelé à une coalition contre l'EI, qui inclurait la Syrie et l'Irak.

La priorité aujourd'hui est la nécessaire union de nos forces contre le terrorisme. Sans cela, il est impossible de résoudre d'autres problèmes urgents, comme le problème des réfugiés, a-t-il déclaré.

Si la Russie ne soutenait pas la Syrie alors la situation dans ce pays serait encore pire qu'en Libye et le flot de réfugiés serait encore plus important, a affirmé M. Poutine.

Nous ne déstabilisons pas la situation (dans les pays d'où sont originaires les réfugiés). Ce n'est pas nous qui y détruisons et y avons détruit les instances gouvernementales du pouvoir, créé un vide autour du pouvoir qui a vite été occupé par les terroristes, a-t-il accusé.

En quatre ans, le conflit syrien a fait plus de 240.000 morts et provoqué la plus grave crise migratoire depuis la Seconde guerre mondiale. Des dizaines de milliers de Syriens, Libyens, Afghans, Somaliens et Érythréens sont arrivés ces dernières semaines en Europe.

The U.S. Air Force expects to increase the number of B-2 stealth bombers available for combat by one full jet and reduce fleet sustainment costs significantly under a new maintenance agreement worked out with B-2 prime contractor Northrop Grumman Corporation (NYSE:NOC).

Under the contract modification signed in April, Northrop Grumman will give each B-2 a major, end-to-end overhaul – a process called programmed depot maintenance (PDM) – once every nine years. Each jet currently undergoes PDM once every seven years. The PDM process, which includes a complete restoration of the jet's exterior surfaces, is performed at the company's Aircraft Integration Center of Excellence in Palmdale.

"This new approach to B-2 maintenance is a win-win for the Air Force and the nation," said Brig. Gen Eric Fick, Program Executive Officer for Fighters and Bombers within the Air Force Life Cycle Management Center, Wright Patterson AFB, Ohio. "It will enhance the jet's readiness to conduct global security missions, and is expected to save taxpayers about $900 million in maintenance costs over the life of the fleet."

"The nine-year PDM cycle is part of an aggressive on-going effort by Northrop Grumman and the Air Force to increase bomber availability," said Pat McMahon, sector vice president and general manager for military aircraft systems, Northrop Grumman Aerospace Systems. "Our experienced work force has critically reviewed every PDM material and process for potential improvements. As a result, we've been able to reduce the length of the PDM process, and increase the time between PDM periods."

Bolstered by the adoption of USAF best practices used by other Northrop Grumman programs, the new nine-year overhaul cycle will reduce the average length of B-2 PDM to 365 days, down from more than 400 days in previous years. Under the new rhythm, Northrop Grumman will induct a B-2 into PDM approximately once every six months.

"Our delivery of the B-2 Spirit of Ohio back to the Air Force in August marked the last time we expect to have more than two jets in PDM at any one time," said McMahon. "Fewer jets undergoing PDM in Palmdale will keep more B-2s ready to serve the nation's security needs."

The B-2 is the only long-range, large-payload U.S. military aircraft that can penetrate deeply into denied access enemy air space. It can fly 6,000 nautical miles unrefueled and more than 10,000 nautical miles with just one aerial refueling, giving it the ability to reach any point on the globe within hours and hold at risk an enemy's most heavily defended targets.

The Royal Navy’s anti-submarine warfare helicopter, the Merlin Mk2, has achieved Full Operating Capability (FOC), on time and under budget.

The significant milestone of the £807 million programme has now been met, following the delivery of 24 out of a total of 30 Merlin helicopters to the Royal Navy.

The upgraded Merlin Mk2s are the world’s most advanced maritime helicopter and have undergone improvements to their anti-submarine/surface warfare combat capabilities, including radar upgrade, as well as being fitted with advanced glass cockpits.

Each aircraft has improved aircrew consoles, touch-screen displays and are fitted with over 40km of new wiring. The new technology gives them the enhanced ability to detect and track targets, and to share data with other aircraft and ships while airborne.

The considerable investment the UK Government has made in these next-generation Merlin helicopters will ensure that we continue to deliver a flexible capability that meets the needs of our Armed Forces.

This programme forms part of this Government’s commitment to invest £11 billion in our helicopter fleet over the next 10 years as part of our £160 billion Equipment Plan to provide our people with the very best equipment and support.

The Merlin Mk2 is an exceptional aircraft providing a variety of specialist warfare and general roles, and this programme has been delivered on time and under budget making it a great procurement success.

It is an important part of our overall helicopter force, and has proved itself countless times fulfilling a number of tasks including counter-piracy measures and providing humanitarian relief.

The upgrade programme was carried out by Lockheed Martin, based in Havant and AgustaWestland in Yeovil, and supported around 1,000 jobs.

The helicopters roles include carrying out counter-piracy and casualty evacuation duties. They have delivered vital support to the UK effort in Sierra Leone to tackle the spread of Ebola and supported the rescuing of migrants in the Mediterranean.

The Merlin Mk2 helicopters are expected to be deployed on the Royal Navy’s next generation Queen Elizabeth class aircraft carriers, as well as frigates, destroyers and support ships world-wide to help keep Britain safe.

L'équipement électronique du chasseur fonctionne aussi bien que celui du F-35 américain, indique Defense World.

La Chine a entamé les exercices du septième et dernier prototype du chasseur Chengdu J-20, rapporte Defense World, se référant à l'édition chinoise Duowei News. "Si les exercices se déroulent avec succès, la production d'un petit nombre de J-20 pour la Force aérienne chinoise pourra commencer", indique l'édition. D'après la source, l'équipement électronique de ce chasseur fonctionne aussi bien que celui du F-35 américain. Le Chengdu J-20, souvent nommé Black Eagle ("l'aigle noir", ndlr), est un avion de chasse furtif de 5ème génération. Des experts militaires remarquent de forte ressemblances avec le prototype de chasseur russe Mikoyan Project 1.44/1.42 et les chasseurs américains de 5ème génération F-22 et F-35. Quant aux désavantages, les experts notent le manque de puissance de son système propulsif pour effectuer des vols à vitesse supersonique, l’imperfection de son radar ainsi que de la technologie "Stealth", permettant de réduire sa signature radar. En outre, la Chine a l'intention d'élaborer un nouveau chasseur de 5ème génération, le J-31.

Depuis cet été, l’état-major de force n°3 (EMF 3) est dirigé par un nouveau commandant, le général de division Thierry Corbet.

Dans ce cadre, une cérémonie s’est tenue le 4 septembre au Quartier Rendu à Marseille. Après la traditionnelle revue des troupes, le général s’est adressé au personnel de l’état-major afin de lui livrer ses premières lignes directrices et lui témoigner sa fierté et son plaisir d’être son nouveau chef.

Le général Corbet a pris officiellement le commandement de l’EMF 3 le 1er août 2015, succédant au général Philippe Pontiès,  promu général de corps d’armée et inspecteur de l’armée de Terre à Paris.

Avant de rejoindre la garnison de Marseille, le général Corbet occupait les fonctions de chef d’état-major du corps européen de Strasbourg. Après des études au lycée militaire d’Aix-en-Provence et à l’Ecole spéciale militaire de Saint-Cyr, il a successivement servi au sein des régiments d’infanterie de montagne et dans différents états-majors. Il a également été déployé à plusieurs reprises en opération extérieure au Liban, au Kosovo et en Afghanistan.

London  - The Euroradar consortium is closing in on the flight-test phase for its Captor E-Scan active electronically scanned array (AESA) radar, for the Eurofighter Typhoon.

A pair of instrumented production aircraft (IPA) will be used for the test effort – IPA5 from the UK and IPA8 from Germany – and are nearly ready for radar installation, says consortium chairman Andrew Cowdery. “Both aircraft are nearing completion in terms of accepting the radar,” he says. The €1 billion ($1.1 billion) programme – which is part of a broader capability enhancement for the Typhoon – is "on track" to launch the next phase, which will require a "significant amount" of flight testing to complete the calibration and integration of the new radar.

The MIDCAS (Mid Air Collision Avoidance System) consortium together with the European Defence Agency (EDA) announced the final results of the MIDCAS project at the final stakeholder workshop in Brussels. Major milestones included flight tests with fully automatic avoidance manoeuvres of a Remotely Piloted Aircraft System (RPAS). 

Remotely Piloted Aircraft Systems (RPAS) represent an important part of future aviation. RPAS operations are expected to benefit European citizens in the fields of security, disaster relief and many other activities. It is therefore important that RPAS can fly in non-segregated airspace together with today's manned aviation. MIDCAS as the European Detect and Avoid project is a cornerstone to prepare a safe integration of RPAS in non-segregated airspace. 

The sixth and final MIDCAS Workshop in Brussels 

Since 2010, five MIDCAS stakeholder workshops have been organised providing opportunity for valuable discussions and exchange of information with stakeholders about the project results and findings. The final workshop, which took place 8 and 9 September, provided a summary of the project, final results and conclusions regarding operational and technical recommendations. ”About a hundred committed and engaged stakeholders from around the world took part in the workshop. This manifests the will and necessity of working together to bring Detect and Avoid to a conclusion” says Johan Pellebergs, MIDCAS project leader. 

Flights with a demonstrator Detect & Avoid (D&A) system integrated in the Sky-Y RPAS test bed have been successful. Fully automatic coupled avoidance manoeuvres were performed by the RPAS based on combined cooperative and non-cooperative detection as well as non-cooperative detection only against manned aircraft on collision course. Flight tests have covered numerous scenarios and sensor combinations bringing RPAS traffic integration a significant step closer to reality. The Detect and Avoid system tested, performs collision avoidance and traffic avoidance using data fusion for various combinations of the included detection technologies. 

Several types of simulations including Monte Carlo simulations, real-time simulations and Air Traffic Control operational simulations have also been performed to validate the system and operational requirements successfully. 

MIDCAS is the European Detect & Avoid Project 

The MIDCAS project was launched in 2009 by five contributing Member States (France, Germany, Italy and Spain under the lead of Sweden) under the framework of the European Defence Agency, with a total budget of €50 million. “EDA together with its participating Member States are committed to the operation of RPAS in European airspace coordinated with all other military and civilian traffic. MIDCAS has taken a key step forward to prepare the next generation of high performance European RPAS”, Peter Round, EDA Capability, Armament & Technology Director, says. 

MIDCAS has been carried out by an industrial consortium composed of eleven partners: Saab (project leader) from Sweden, Sagem and Thales from France, Airbus D&S, Diehl BGT Defence, DLR and ESG from Germany, Alenia Aermacchi, Selex ES, CIRA from Italy and Indra from Spain. Throughout the project, external stakeholders such as EASA, EUROCONTROL, EUROCAE and JARUS, were involved in the process.
