Foundation stone of EATC new building

Friday 11 September - by EATC

Dutch Air Chief laid the foundation stone for the new EATC building on 10th September 2015.

On the occasion of its steering-board meeting on 10th September 2015, the EATC is also celebrating the construction of its future permanent building at Eindhoven Air Base.

Dutch Air Chief General Schnitger and Mr Job Dura, CEO of construction company Dura Vermeer, laid the foundation stone of the new EATC building. Expected to be ready for use by Summer 2016, this building will host the seven Participating Nations of the EATC, thus a total of over 220 personnel from the Netherlands, Belgium, France, Germany, Luxembourg, Italy and Spain.

With the construction of the new building NLD has fulfilled the Host Nation’s offer made in 2007 to accommodate the EATC in an infrastructure tailored to its needs. The success of the EATC will be reflected in this new building : it offers the space for the new Participating Nations, Spain and Italy, that joined EATC last year.

Established in September 2010, the EATC is today at the finish of its 5th year and has successfully developed into the leading organization within Europe for military Air Transport, Air-to-Air Refuelling and Aeromedical Evacuation.

Zaragoza - 09 September, 2015 European Defence Agency

Seven aircraft from six countries (Czech Republic, Germany, France, Italy, the Netherlands and Spain) currently gather at Zaragoza Airbase in Spain for the fourth training event this year organised in the framework of the European Air Transport Fleet (EATF). From 6 to 18 September, participants of the European Advanced Airlift Tactics Training Course (EAATTC) will undergo a robust training in order to enhance interoperability between European air forces. A total of 130 flight hours and 63 sorties are planned.

The first week of the course will start with tactical awareness academics spread over four half-days and basic flying sorties. The complexity of the missions will increase over the course of the second week to involve low-level flying, cargo and personnel air drop, engine running operations, air-to-air (F18 and Eurofighters) and surface-to-air threats as well as maximum effort landings. At the end of the two weeks course, crews will receive a graduation certificate and patch.

Host country: Spain

The European Air Transport Command (EATC), EDA and Spain as host nation constitute the “Core Planning Team” of the flying event. Together with a team of international tactical instructors from seven different countries (Belgium, Italy, Spain, The Netherlands, France and Germany), they will challenge the course participants. This is the fourth time that Spain is hosting an EATF event. Moreover Spain has been selected to host the permanent European Airlift Centre (ETAC) with its tactical arrangement currently under development. The Initial Operating Capability (IOC) of the centre is foreseen for September 2016.

Improving interoperability

Initiated by the European Defence Agency and run by the European Air Transport Command, the EAATTC series of courses aim to provide air transport crews with a robust airlift tactics training syllabus in order to enhance interoperability between European air forces. It takes crews into a theatre-deployment mindset, exposing them to airland and airdrop missions in a tactically-challenging environment. Emphasis is put on aircraft operations and on application of procedures in a changing environment. The EAATTC series of courses is one of the deliverables of the European Air Transport Fleet partnership, launched in 2011 by 20 participating nations under the framework of the European Defence Agency.

With unmanned aircraft changing the dynamics of warfare, it should come as no surprise that the technology is changing peacekeeping as well.

Since the end of 2013, the United Nations has used unmanned aerial vehicles, also known as UAVs and drones, to fly over the volatile eastern Democratic Republic of the Congo (DRC). The 5-meter-long Selex ES Falco drones monitor remote regions that U.N. peacekeeping troops can’t reach. The drones, equipped with cameras, heat-signature equipment and night-vision technology, can conduct surveillance in the dark and detect movement below a thick tree canopy — a new frontier in intelligence-gathering. The drones patrol the eastern border at a low altitude, monitoring rebels and militia, and also track illegal mining in the region. The DRC mission known by the acronym MONUSCO is the first time the U.N. has used drones for peacekeeping. Although the sophisticated UAVs aren’t cheap, they are becoming more affordable. The initial cost of the two-drone mission was estimated at $15 million per year, or about 1 percent of the mission’s annual budget. The mission has since added three more drones, although one of them crashed in October 2014. “They provide a very good bang for the buck,” a U.N. official told FoxNews.com. “When you are thinly spread in the region, these UAVs provide an extra set of eyes for our peacekeepers in the DRC.” Drone use in the military is here to stay. As of early 2012, at least 10 African countries had established some type of drone program.

West Africa's ECOWAS extends mission in crisis-hit Guinea-Bissau

14 September 2015 defenceWeb (Reuters)

West Africa's ECOWAS regional bloc on Saturday extended a security force in Guinea-Bissau into 2016 to help protect state institutions amid a political crisis that has left the country without a government.

Senegal President Macky Sall, who heads the Economic Community Of West African States (ECOWAS), called the extraordinary summit to discuss a political crisis in coup-prone Guinea-Bissau sparked when President Jose Mario Vaz dismissed the prime minister a month ago.

He later replaced him with a new premier but a Supreme Court ruling this week deemed the new appointment unconstitutional and cabinet was dissolved.

"Given the fragility of the political situation in the country, the conference decided to extend the mandate of ECOMIB for six months from January to June 2016," ECOWAS said in a statement, referring to its 600-strong force. Mediation efforts by the bloc will continue, it added.

The former Portuguese colony has suffered nine coups or attempted coups since 1980. But after a peaceful election in 2014, former prime minister Domingos Simoes Pereira helped convince donors to pledge over 1 billion euros (£0.73 billion)in financial assistance to the poor cashew exporter.

"The new prospects opened by the March 2015 (donors') conference are seriously threatened by the crisis," Kadré Désiré Ouedraogo, president of the ECOWAS commission, told reporters at the summit, which was attended by 8 heads of state including Guinea Bissau's Vaz.

October presidential elections scheduled in Guinea, Burkina Faso and Ivory Coast were also discussed and ECOWAS underscored the need for free, credible, transparent and peaceful polls.

14 September 2015 by defenceWeb

SAS Protea (A324), the South African Navy’s hydrographic vessel, will be the lead South African platform in the upcoming Exercise Oxide later this month.

She, along with the offshore patrol vessel SAS Isaac Dyobha (P1565) and the Type 209 submarine SAS Queen Modjadji (S103) make up the South African complement for the exercise starting in Richards Bay on September 21.

The French light surveillance frigate, FNS Floreal (F730), part of the French naval force stationed at La Reunion, will be the sole French vessel taking part in this year’s exercise. The previous Exercise Oxide took place off the Mozambican port of Maputo.

This year’s exercise will again emphasise the search and rescue aspect of naval operations and will also include a high value target extraction, giving French Commandos and South African maritime reaction squadron members and Special Forces the opportunity to hone their particular skills.

Other French forces taking part will be a seaborne Commando group and an infantry section aboard a CASA CN235.

Other South African military elements to be deployed for the exercise, which ends on October 2, include a 28 Squadron C-130BZ, a 35 Squadron C-47TP and possibly a Super Lynx maritime helicopter (22 Squadron) as well as Special Forces comprising a submarine team, a submarine parachute action group and an airborne team. SA Military Health Services (SAMHS) will have task teams ashore and aboard with an operational emergency care practitioner on each of the SA Navy platforms taking part.

The search and rescue component will be co-ordinated by the Maritime Rescue Co-ordination Centre in Cape Town and the Maritime Rescue Sub-regional Centre on La Reunion. It will centre round a distressed passenger liner scenario about 20 kilometres offshore from Richards Bay and will see all Exercise Oxide forces involved as well as the Richards Bay Port Authority and other government departments and agencies.

Military operations to be exercised include establishing an airhead either at Mtubatuba or Richards Bay airport, moving to Naval Island for the simulated high value extraction. Combat swimmers, attack divers, kayaks, inflatables, and delta boats will be utilised by Special Forces and the Maritime Reaction Squadron detachment.

The first week of sea operations coincide with World Maritime Day on September 24 and a number of events are planned for Richards Bay to mark the day.

Hawkeye VS Land Cruiser mounted mobile surveillance system - Chess Dynamics

Hawkeye VS Land Cruiser mounted mobile surveillance system - Chess Dynamics

14 September 2015 by defenceWeb

A North African country has ordered long-range Hawkeye VS Land Cruiser mounted mobile surveillance systems to monitor and protect its borders.

The systems were ordered from Chess Dynamics in a multi-million pound contract by an unspecified North African customer, the company said. Chess Dynamics will initially provide 14 systems, which will be integrated onto all-terrain Toyota Land Cruiser vehicles. These will undergo extensive testing before deployment on border surveillance and intelligence gathering duties. Further batches will be delivered over the coming months following the initial training and deployment.

The Hawkeye VS system combines electro-optical sensors, including a thermal imaging and high resolution colour TV cameras, with a laser range finder and a Blighter Revolution 360 radar mounted on a pneumatic mast. The mast can raise the sensors 3 metres above the vehicle.

“We have developed the Hawkeye VS to provide defence and security forces with a highly mobile system which can quickly provide surveillance once it arrives in the operational area, plugging the gap on porous, ill-defined borders and giving a strong deterrent to illegal cross border activity,” said Graham Beall, Managing Director of Chess Dynamics.

“We see a tremendous potential for Hawkeye VS across not only Africa but in many parts of the world where borders are ill-defined or mobile surveillance systems are required”, he added.

The system starts operating when the FMCW (Frequency Modulated Continuous Wave) Doppler fastscan radar detects a target, which could be as small as a single walking person 7 km away, over a full 360 degree sector using a rotary positioner. Information from the radar is then passed by built-in tracker software to the cameras.

The cameras, which work in day or night conditions, slew-to-cue. The Thermal Imager recognises a person at a distance of over 2 kilometres while the high resolution TV camera provides a range of greater than 5 kilometres in daytime. The operator is then able to monitor the selected target and direct further assets to intercept and manage the situation.

The system operator sits in the rear seat of the vehicle with two 15 inch flat panel colour displays providing mapping, radar and EO imagery. The system can be controlled either by the built-in automatic software video tracker or via joystick, tracker ball and touch screen according to the user’s preference. In both cases the system locks onto the selected objects to control the head and follow objects. Images can be recorded for evidence and later analysis.

For the North African customer Hawkeye VS is being fitted to the Toyota Land Cruisers by Polish system integrators Germaz.

The UK-based Chess Dynamics is an aerospace and defence subsystem supplier that provides design, development and manufacturing solutions for land, maritime and airborne applications. The company specialises in precision stabilised and non-stabilised platforms, directors and positioners for electro-optic, radar, communication, security and surveillance systems, inclusive of thermal and daylight cameras and special sensors. The company has supplied several hundred of the core Cobra directors to the British Army for route survey and reconnaissance armoured vehicles during the past six years.

L'offensive terrestre progresse au Yémen

Leclerc MBT - source Twitter

Sept 12, 2015 defense-aerospace.com (Source: Australian Department of Defence)

The Australian Air Task Group (ATG) completed its first operational mission in Syria overnight, retuning to base in the Middle East without incident.

No weapons were released during the mission.

The mission provided on-call interdiction and dynamic targeting support as part of the international coalition’s effort to disrupt and degrade Daesh.

Two Royal Australian Air Force F/A-18A Hornets, a KC-30A air-to-air refuelling aircraft and E-7A Airborne Early Warning and Control aircraft combined during the mission.

ATG Commander, Air Commodore Stu Bellingham said the Hornets searched points of interest for enemy activity in eastern Syria, reporting to the international coalition’s Combined Air Operations Centre through the E-7A aircraft.

“Daesh controls a large amount of territory in eastern Syria that serves as a source of recruitment and oil revenues, and as a base from which it continues to launch attacks into Iraq”, Air Commodore Bellingham said.

“The Hornets were also prepared for any short notice high priority tasking which could include surveillance and weapons release,” Air Commodore Bellingham said.

The KC-30A provided air-to-air refuelling support to the F/A-18A Hornets throughout the mission.

The ATG is part of Operation OKRA, the Australian Defence Force’s contribution to the international effort to combat the Daesh terrorist threat in Iraq and Syria.

The Australian ATG will continue to plan and conduct air strikes against Daesh in Iraq and Syria as part of coalition strike operations aimed at disrupting and degrading Daesh strongholds.

Basel al-Assad International Airport

Basel al-Assad International Airport

September 13, 2015 defense-aerospace.com (Source: Deutsche Welle German radio)

A group monitoring the conflict in Syria says Russian forces are expanding a major airport in Latakia province. Russia has reiterated its support for the Syrian regime, but denies it is staging a military build-up.

The Britain-based Syrian Observatory for Human Rights said on Sunday that Russian forces were working to extend an airstrip near a military airport in Latakia province, a stronghold of Syrian President Bashar al-Assad and his minority Alawite sect.

"Russian forces are building a long runway capable of accommodating large aircraft near the Hemeimeem military airport in Latakia province," the Observatory said, adding that hundreds of Russian technicians and military advisers had been brought to the site.

It also reported that the Russians were "preventing Syrians, whether military or civilian, from entering the area where they are building the runway."

The Hemeimeem airport, which houses a military base, is the second most important government-controlled airport after Damascus airport. It has come under shelling from rebel militants as they advance through the region.

The Observatory's director, Rami Abdurrahman, said sources had also reported that Russia was extending the Hamadiyeh airport in Tartus province, another regime stronghold, where Russia has a naval facility (photo above).

The Observatory bases its reports on a network of civilian, military and medical sources inside Syria.

Washington's fears

The claims come as US officials increasingly voice concerns that Russia is stepping up its military activities within the country, with President Barack Obama warning Moscow against propping up Assad. Washington says Russian aid is helping Assad avoid negotiating a political solution to the conflict.

Moscow, a long-time Assad ally, has freely admitted its support for the Syrian government, but denies any claims of a military build-up in the country, saying it is simply taking part in international efforts to combat the jihadist group "Islamic State" ("IS), which has made large territorial gains in both Syria and Iraq.

Continued Russian help

On Sunday, Russian Foreign Minister Sergei Lavrov said Russia would continue to back Assad's regime in "its efforts to fight terrorism."

He also criticized the West for refusing to cooperate with Syrian forces in the fight against "IS," calling the government armed forces "the most efficient military force in the country."

Syria has been embroiled for more than four years in a civil conflict that began with anti-government protests in March 2011. More than 250,000 people have been killed in the violence, which has seen the government lose considerable swathes of territory to rebels and various jihadist groups such as "IS."

Australia: Government invests $14 million in Defence technology

14 Sept. 2015 Pacific Sentinel

Seven Australian organisations will receive Australian Government funding of $14.2 million to develop and demonstrate innovative technologies that can enhance defence capability.

The funding is made available under the Capability and Demonstrator Program managed by the Defence Science and Technology Group.

Seven technology proposals from Australian companies, universities and science organisations have been selected this year to demonstrate possible defence application.

These proposals have the potential to advance Defence capability, produce innovative products for Defence and civilian use, and stimulate Australian industry growth.

This year’s successful proposals include:

  • a low profile body armour for better soldier protection;

  • a miniaturised wide-band, low-noise radio frequency antenna;

  • mobile x-ray imagers for use during field deployments and detecting improvised explosive devices;

  • a stealthy unmanned surface vessel to track submarines and torpedoes;

  • a tactile flight display that improves helicopter safety in poor visibility and threat environments;

  • technology to securely transmit three-dimensional geospatial data to ships at sea; and

  • a low-cost, high-G centrifuge for simulators used in pilot training.

The successful proposals were submitted by Armor Composite Engineering, CSIRO, Micro-X Pty Ltd, Ocius Technology, University of Canberra, the Bureau of Meteorology and Deakin University.

I congratulate all those involved in putting forward proposals and supporting innovative research and development for defence applications.

Since the Capability and Technology Demonstrator Program began, Defence has invested $270 million in 118 projects, half of them proposed by small-to-medium enterprises.

Of these, 104 projects have successfully demonstrated the feasibility of their technologies.

These are very good results for high risk research and development projects that benefit Defence and Australian industry.

September 14, 2015 By Eurofighter GmgH

Germany: The Eurofighter Consortium today welcomes the State of Kuwait as a new member of the Eurofighter community.

This new international success follows an order from the Sultanate of Oman for 12 aircraft in December 2012 and it is a further evidence of growing interest in the Eurofighter Typhoon across the globe and in the Gulf Region in particular with the Kingdom of Saudi Arabia and the Sultanate of Oman who have already ordered this combat aircraft.

On behalf of the consortium and its Eurofighter Partner Companies (EPC) the CEO of Eurofighter, Alberto Gutierrez, said: “This new agreement is the confirmation of the superiority of the Eurofighter over its competitors and will provide a great opportunity for further Eurofighter orders. We are delighted to welcome Kuwait as the newest member of our Eurofighter Typhoon family. The Eurofighter is already proven and trusted by six nations to perform in all operational environments.”

With Kuwait, the Eurofighter Typhoon confirms its role as Europe’s largest military collaborative programme with a total of 599 aircraft committed. It provides leading-edge technologies and strengthens Europe’s defence industry in international competition. More than 100,000 jobs in 400 supplier companies are involved in this four-nation programme and deliver significant contributions.

Since entry into service of the first Eurofighter Typhoon at the end of 2003, 444 aircraft have been delivered to six nations: Germany, the United Kingdom, Italy, Spain, Austria and Saudi Arabia. In December 2012, Oman became the seventh customer and ordered a total of twelve aircraft.

Eurofighter Typhoon is currently in service at 22 operational units and up to now, the whole fleet has completed more than 300,000 flying hours worldwide.

EUNAVFOR Med: Council adopts a positive assessment on the conditions to move to the first step of phase 2 on the high seas

The Council adopted a positive assessment that the conditions to move to the first step of phase two on the high seas of EUNAVFOR MED have been met, the naval operation having fulfilled all military objectives related to phase 1 focusing upon the collection and analysis of information and intelligence.

This assessment is part of the formal steps required in the process of transitioning the operation to phase 2 on the high seas and will be followed soon by a force generation conference and approval of rules of engagement for phase 2 on the high seas. Once these rules are agreed and the Operation Commander indicates that he has the required assets, the EU Ambassadors within the Political and Security Committee will decide when to launch the first step of phase 2.

This important transition will enable the EU naval operation against human smugglers and traffickers in the Mediterranean to conduct boarding, search, seizure and diversion on the high seas of vessels suspected of being used for human smuggling or trafficking, within international law.
