Rolls-Royce Unveils New Maritime Patrol Vessel Design

Rolls-Royce has unveiled a new design of maritime patrol craft at the Defence & Security Event International (DSEI) in London.

 

The first of a 'protection vessel family' of designs, is a new 55-metre craft featuring a range of equipment from Rolls-Royce (stabilisers, thrusters, steering gear, fixed pitch propellers) and MTU (diesels, diesel generators, Callosum IPMS), offering a cost-effective design that can be tailored to mission requirements.

 

Weighing around 500 tonnes, the new vessel is suited to patrol, search and rescue and interception duties. A 90-metre version of the craft will be on offer by the end of the year, with a 75-metre design following in 2014.

 

Garry Mills, Rolls-Royce, Chief of Naval Ship Design, said: "Coastal protection and offshore patrol vessels is a growing sector and this new design offers multi-purpose capability, incorporating core design elements that are replicated across the family of vessels.

 

"Our customers often face short timescales in the procurement of this type of craft, and having a scalable, cost effective offering is essential.

 

"There is a growing trend of commercial marine technology crossing into naval markets as governments seek cost reduction through proven capability. Naval vessels generally comprise many disparate and complex technologies, and that’s what Rolls-Royce, with its broad product base, is good at integrating bespoke whole-ship systems to minimise programme risk."

LONDON — One of the UK Royal Navy’s new Type 45 destroyers is conducting tests to establish whether the warships could provide British forces with theater ballistic-missile defense (TBMD) capabilities for the first time, according to the head of the Royal Navy.

 

First Sea Lord Adm. Sir George Zambellas, said during a speech to industry executives and military personnel on the opening day of the DSEi defense exhibition on Tuesday that “The type is on trials in the Pacific to explore the ballistic-missile defense capabilities that are ready to be exploited, bringing strategic opportunities to the vessel.”

 

The Type 45 destroyer Daring, one of six Type 45s built by BAE for the Royal Navy, has been in the Pacific for several weeks, having departed its Portsmouth base this summer for a wide-ranging nine-month deployment, which the Royal Navy said in May would include science and technology trials.

 

The work is being done as part of a US Missile Defense Agency (MDA) research and development test.

 

In March, the UK Missile Defence Centre (MDC) revealed it was collaborating with industry and the MDA to “explore the potential of the Royal Navy’s destroyers to conduct TBMD missions.”

 

The MDC said at the time that the new BAE Systems Sampson radar fitted to the Type 45s would be used in detecting and tracking ballistic targets during the MDA tests.

 

The radar is part of the Sea Viper anti-air missile system, which includes the MBDA-developed Aster 30 weapon.

 

Successful satellite tracking experiments involving Sampson have already been conducted.

 

In May, the UK Defence Ministry confirmed it was talking to Aster 30 partners France and Italy about developing an extended-range version of a missile already used by the French and Italian armies to intercept incoming missiles

 

While there is no program to adapt the Type 45 to include TBMD capability, the trials support the possibility of such a move once a decision whether to go down that route is made by the British government.

 

NATO is already moving to strengthen its TBMD capabilities, including on the maritime front. Raytheon has been doing preparatory technology work as part of an effort to interest European navies, such as the Dutch and Germans in its Standard Missile-3.

 

While Zambellas pointed to tests that could see the Royal Navy adding capabilities to allow it to work alongside the US Navy’s Aegis-equipped ballistic-missile defense warships, Britain’s Defence Secretary Philip Hammond also boosted the Royal Navy’s air defenses with a contract announcement on the Sea Ceptor missile.

 

Speaking at DSEi, Hammond said the MoD had signed a £250 million (US $392 million) production contract to provide the anti-air missile defenses for the Type 23 frigate starting 2016 and future Type 26 frigate sometime in the early 2020s.

 

The UK government and MBDA signed a £483 million development contract in late 2011.

 

Overall, naval matters dominated the opening day of DSEi.

 

BAE announced a £22 million contract to support and maintain the Royal Navy’s River-class offshore patrol vessels.

 

Rolls-Royce unveiled the design for a new family of maritime patrol craft starting with a 500-ton, 55-meter vessel, while first time DSEi exhibitor CTruk launched an 11-meter, twin-hulled, fast-attack raider capable of speeds in excess of 40 knots.

 

The marine side of the British engine maker set up a naval ship design team last year, and the patrol craft, complete with Rolls-Royce systems ranging from propellers to steering gear, is the first product of that effort.

 

A 90-meter design is set to follow by the end of the year and a 75-meter variant sometime in 2014.

 

The Rolls-Royce marine business is expected to be named the gas turbine supplier for the Type 26 on Wednesday, as BAE announces a first wave of equipment selections for the upcoming frigate program.

 

CTruk is a small, British-based boat designer best known for building offshore wind-support vessels, although it is moving into the defense sector.

EADS vise plus de cessions que d'acquisitions dans la défense

EADS mettra davantage l'accent sur les cessions d'actifs que sur les acquisitions dans le cadre de la fusion annoncée de ses activités militaires et spatiales, a déclaré mercredi le directeur commercial de Cassidian, la branche défense du groupe européen.

 

EADS a annoncé fin juillet son intention de regrouper ses différentes filiales de défense et spatiales dans le cadre de la réorganisation de ses activités en trois divisions: Airbus (avions civils), Airbus Defence & Space et Airbus Helicopters (Eurocopter). (Voir )

 

Les filiales font l'objet d'une revue de portefeuille et le groupe pourrait céder des activités "petites et facilement séparées du reste", a dit mercredi Christian Scherer, directeur commercial de Cassidian.

 

"Cela doit se traduire par une simplification de ce que nous faisons et non par une complexité accrue par l'ajout d'activités supplémentaires. Nous ne sommes pas à l'affût d'acquisitions", a-t-il ajouté en marge d'une conférence sur la défense à Londres.

 

Mardi, Marwan Lahoud, le responsable de la stratégie d'EADS, a déclaré que des cessions et des acquisitions étaient possibles à l'issue de la fusion des activités militaires et spatiales du groupe au sein d'une même division.

 

Christian Scherer s'est refusé à préciser quelles activités pourraient être vendues mais il a dit que la défense et l'aérospatiale constituaient le coeur de métier de Cassidian et que des activités telles que la cybersécurité, qui offrent un potentiel de croissance, étaient considérées comme capitales.

 

"Cassidian fait tout, des petits modules radars jusqu'aux avions de chasse et aux grands projets de contrôle aux frontières, nous avons des milliers de produits", a-t-il dit.

Russian Army to Receive Vityaz Air Defense Systems in 2016

MOSCOW, September 11 (RIA Novosti)

 

Russia’s Almaz-Antei defense corporation is planning to start deliveries of its newest S-350E Vityaz mid-range air defense system to the Russian army in 2016, the company said Wednesday.

The Vityaz, which is expected to replace the outdated S-300 systems, was showcased for the first time during the recent MAKS-2013 airshow near Moscow.

“We are planning to complete [Vityaz] testing in 2014, [and] start mass production in 2015 and deliveries to the military in 2016,” Almaz-Antey general director Vitaly Neskorodov told RIA Novosti.

The system has been in the works since 2007 and features advanced all-aspect phased array radar, a new mobile command post and a launcher capable of carrying 12 vertical-launch missiles planned to be variants of the 9M96 active radar homing missile, according to the company.

The Vityaz will complement the Morfey, the S-400 and the S-500 air defense systems in the future aerospace defense network to engage targets at ranges from five to 400 kilometers, and at altitudes from five meters to near space.

Russia Set to Launch Rokot Rocket After Long Suspension

Russia will launch a light-class Rokot carrier rocket early on Thursday following a nine-month suspension due to attempts to fix a glitch in the rocket’s booster, a Russian Defense Ministry’s spokesman said Wednesday.

 

“The launch of a Rokot carrier rocket with three Gonets-M telecom satellites from the Plesetsk space center is scheduled for 3:23 a.m. Moscow time on Thursday [23:23 GMT Wednesday],” Col. Alexey Zolotukhin said.

 

All launches of Rokots were suspended in January after the rocket’s Briz-KM booster failed to deliver three military satellites into their designated orbits, resulting in the loss of one of the satellites.

 

The light-class Rokot launch vehicle is a modified version of the Russian RS-18 (SS-19 Stiletto) intercontinental ballistic missile. It uses the two original lower stages of the ICBM, in conjunction with an upper-stage block containing the Breeze-KM booster and space-bound payloads.

 

According to the Russian Defense Ministry, a total of 16 Rokot launches have been carried out from the Plesetsk site since the first launch on May 16, 2000.

 

The Gonets-M satellites will be part of Russia’s low-orbit grouping of telecoms satellites designed to provide communications services for remote areas of Russia.

 

As of September 2013, the grouping consists of three Gonets-M and two Gonets-D1 satellites.

Development of S-500 Air Defense System on Schedule – Maker

The development of Russia's formidable S-500 air defense system will be completed in 2015, and the system could be put in service with the Russian military as early as in 2017, the manufacturer, Almaz-Antey, said Wednesday.

 

“We must finish the S-500 development in 2015. There have been no changes in schedule,” Almaz-Antey general director Vitaly Neskorodov told RIA Novosti, commenting on reports that the development could be delayed.

 

“The testing will take two or three years, so the first deliveries could take place in 2017-2018,” Neskorodov said.

 

The S-500, a long-range air defense missile system, is expected to become the backbone of a unified aerospace defense system being formed in Russia.

 

The system will have an extended range of up to 600 kilometers (370 miles) and simultaneously engage up to 10 targets.

 

The Russian military has demanded that the system must be capable of intercepting ballistic missiles and hypersonic cruise missiles, and plans to order at least 10 battalions of S-500s for the future Russian Aerospace Defense Forces.

 

The S-500 could become a trump card in Russia’s response to the US-backed European missile shield, which Moscow believes may threaten Russia’s nuclear deterrent.

La Russie a officiellement informé les autorités ukrainiennes qu'à partir de 2014, elle ne comptait plus utiliser le polygone Nitka (Crimée) pour la formation de ses pilotes pour l'aviation de la marine russe, écrit mercredi le quotidien Novye Izvestia.

 

Le ministère ukrainien de la Défense avait déjà annoncé son intention de mettre le polygone à disposition d'autres Etats – la Chine et l’Inde notamment - pour qu’ils forment leurs pilotes.

 

L'agence RIA Novosti a dévoilé cette information en se référant à une source du ministère de la Défense russe. Jusqu'à hier soir le ministère ukrainien de la Défense n'avait fait aucun commentaire. L'abandon du polygone en Ukraine est dû au fait que la construction du nouveau complexe russe Nitka est pratiquement achevée sur le littoral de la mer Noire à Eïsk. On affirme même que mi-juillet les avions MiG-29KUB y ont effectué leurs premiers vols d'entraînement. Toutefois ces informations ne se recoupent pas avec les récentes déclarations des représentants du ministère de la Défense russe. L'amiral Viktor Tchirkov, commandant de la marine, avait notamment annoncé que le simulateur d'Eïsk ne serait complètement mis en service que fin 2013-début 2014.

 

D'après les experts ukrainiens, ce renoncement russe n’était pas une surprise. "Cette décision était attendue par l'Ukraine car Kiev est au courant de la construction d'un polygone identique en Russie", a déclaré Alexeï Melnik, codirecteur des programmes de politique étrangère et de sécurité internationale au centre Razoumkov.

 

En service depuis 1982, Nitka est un centre d'entraînement pour l’aviation situé sur l'aérodrome de Saki, en Crimée. Il sert à mettre au point les techniques de décollage et d'atterrissage sur un porte-avions. Le centre a la forme d'un aérodrome avec une rampe sous forme de pont d'envol, dont les dimensions sont équivalentes à la taille du pont de décollage du porte-avions russe Amiral Kouznetsov. Comme la flotte ukrainienne ne dispose pas de porte-avion, c'est donc la Russie qui utilise ce polygone. Un accord a été signé à cet effet entre les deux gouvernements en 1997 avant d’être ratifié par l'Ukraine en 2004.

 

Nitka est récemment devenu un problème dans les relations entre les deux pays. L'Ukraine n'était plus satisfaite par les conditions de la location, payée en pièces détachées pour les forces armées ukrainiennes. En août, à l’initiative du gouvernement ukrainien, des amendements ont été apportés à l'accord de 1997 prévoyant, entre autre, un paiement monétaire. Cette information a immédiatement suscité des discussions sur un éventuel retrait russe de Crimée.

 

En août dernier, le vice-ministre ukrainien de la Défense Vladimir Mojarovski a annoncé que l'armée russe n'était pas la seule à témoigner de l'intérêt pour le polygone. "L'Inde et la Chine sont notamment intéressées", a-t-il déclaré. Cependant, les experts sont très sceptiques quant à la perspective d’une apparition de militaires chinois et indiens sur le littoral de la mer Noire.

 

Alexeï Melnik estime pour sa part que le polygone sera simplement fermé, ce qui serait au final plus bénéfique qu’une location pour les autorités ukrainiennes.

Singapore - BAE Systems has announced that it will team with CAE and Beechcraft to bid for Australia's military pilot training system project.

 

BAE will lead the consortium, with CAE will providing training, simulation and support services. Beechcraft will provide the T-6C Texan II as the primary trainer aircraft on a non-exclusive basis.

 

John Quaife, general manager aviation solutions for BAE Systems Australia says that Beechcraft and BAE already work together to deliver pilot training to the US Navy. CAE was also selected by BAE to provide three simulators for the Royal Australian Air Force's Hawk Lead-In Fighter programme.

 

Since 1992, BAE has operated the Australian Defence Force's Basic Flight Training School (BFTS) at Tamworth, which provides ab intio training and pilot screening for all ADF pilots using a fleet of Pacific Aerospace CT-4B piston trainer aircraft.

 

"These experiences and our combined track record in military flight training, complex project management and mission systems sustainment mean we can offer the Commonwealth a low risk, value for money solution to train the world's best military aviators at a location of its choosing," says Quaife.

 

The consortium is the first to announce its teaming arrangements in response to the Australian Department of Defence's Air 5428 project, which seeks to provide a complete pilot training system for all undergraduate pilots across the RAAF, Royal Australian Navy and Army.

 

Currently, pilots who graduate from BFTS are then posted to the RAAF's No 2 Flight Training School at RAAF Pearce in Western Australia for advanced training on the Pilatus PC-9/A, after which they are then posted to an operational squadron.

 

Under Air 5428, the respective training aircraft would be replaced by a new integrated training system run by the successful contractor. Australia would also likely acquire the same aircraft for use with the Aircraft Research and Development Unit and Forward Air Control Development Unit of the RAAF.

 

Lockheed Martin is expected to announce its teaming for the project soon, with industry sources indicating that it is likely to choose the Pilatus PC-21 as its main flying platform and will team with Hawker Pacific for sustainment. The three companies already provide a similar training package for pilots from the Republic of Singapore Air Force at RAAF Pearce under the Basic Wings programme.

 

Boeing, Thales and Raytheon are also expected to announce partners for their respective bids soon.

 

The tender will close in February 2014, with selection expected by the end of June 2015. Initial operating capability has been targeted for 2015-17.

WASHINGTON — US aircraft in Afghanistan fired their weapons 158 times in August, the lowest monthly total in more than a year.

 

The numbers were released Wednesday as part of the monthly Combined Forces Air Component Commander Airpower statistics put out by US Air Forces Central Command (AFCENT). Among the statistics included in the report are how many sorties were flown, how many sorties saw at least one weapon release and overall number of weapon releases.

 

Overall, 1,051 of the 15,239 sorties flown in Afghanistan this year saw at least one weapons release.

 

August now becomes only the fourth month since the start of 2009 to require fewer than 160 weapons releases in Afghanistan, joining January 2010 (156), February 2010 (154) and February 2012 (116). The drop is also notable for occurring in August; data show a pattern of heaviest action from June through October.

 

In comparison, AFCENT reported 588 weapons releases in August 2012 and 516 during the same period in 2011.

L’Etat hébreu dispose aujourd’hui de trois satellites de reconnaissance militaire : Ofek-5, Ofek-7 et Tack SAR, tous conçus par l’IAI (Israel Aerospace Industries) et d’envergure classique. Lancés respectivement en 2002 et 2007, Ofek 5 et Ofek 7 présentent la particularité d’être placés en orbite rétrograde, de sorte que leurs débris, en cas d’échec, ne puissent retomber en territoire hostile et révéler des secrets de fabrication. Véritable chef-d’œuvre technologique, Ofek 7 est doté de caméras d’une résolution inférieure à 50 centimètres. A cette panoplie s’ajoute le Tack SAR, placé sur orbite en 2008 depuis le centre spatial de Sriheikkota en Inde. Pesant tout juste 300 kilos, ce satellite est supposé surveiller l’évolution des installations nucléaires iraniennes.

 

Au cours de cette même période, Israël a enregistré le lancement de plusieurs satellites de télécommunication couvrant tout le Moyen-Orient et utilisables aussi bien à des fins civiles que militaires. En 1996, le premier d’entre eux, AMOS-1, est placé en orbite géosynchrone à 36 000 kilomètres d’altitude. AMOS-2 le rejoint en 2003, suivi par AMOS-3, le 28 avril 2008. L’industrie spatiale israélienne développe enfin EROS, une nouvelle série de satellite d’observation à très haute définition. Lancé en 2006, EROS-B est stationné à 480 kilomètres de la Terre. Son positionnement sur une orbite synchrone par rapport au soleil en fait un excellent instrument de veille stratégique.

 

Cette dynamique spatiale devrait activement se poursuivre au cours des prochaines années. Depuis janvier 2010, l’armée de l’air israélienne a choisi de concentrer ses efforts sur les microsatellites dont le lancement s’effectue à partir d’avions. A la fois légers et de petite dimension, ces engins ont la capacité de pouvoir recueillir des informations dans un laps de temps très court et sur des cibles extrêmement précises. Outre l’avantage opérationnel qu’ils présentent en étant déployés à une distance plus rapprochée de la terre (300 km), les microsatellites consolident un peu plus l’expertise israélienne en matière de technologie spatiale. L’entreprise Rafael, qui développe actuellement plusieurs gammes de satellites pesant moins de 120 kilos, a été désignée pour mener à bien ce projet militaire qui doit aboutir en 2015.

Tirs balistiques: les radars russes ont montré leurs capacités (général)

Le lancement de missiles-cibles israéliens en Méditerranée la semaine dernière a permis à la Russie de montrer ses capacités en matière de détection radar, poussant ses ennemis potentiels à tirer les conclusions qui s'imposent, a déclaré mercredi le vice-ministre russe de la Défense, le général Oleg Ostapenko.

"Nos ennemis potentiels ont tiré des conclusions. Nous avons montré de quoi nous étions capables et que nous pourrions utiliser nos possibilités au besoin", a affirmé le général interrogé par des journalistes.

La semaine dernière, les systèmes d'alerte précoce russes ont détecté le tir de deux "engins balistiques" dans l'est de la Méditerranée. Leurs trajectoires laissaient supposer que les tirs étaient dirigés contre la Syrie. Le ministre russe de la Défense Sergueï Choïgou en a immédiatement informé le président Vladimir Poutine.

Après avoir nié au départ son implication dans cet épisode, le ministère israélien de la Défense a par la suite avoué avoir testé avec le Pentagone un système de défense antimissile.

Début septembre les industries aérospatiales israéliennes (IAI), fleuron de l’industrie militaire, plaçaient en orbite le satellite de télécommunications AMOS-4 depuis un lanceur russe situé au Kazakhstan. Contrairement aux tirs d’essai en Méditerranée, la manœuvre s’est cette fois déroulée dans un relatif anonymat.

 

Le succès est pourtant retentissant pour Israël : AMOS-4 serait le « plus grand et le plus sophistiqué » des satellites de communications du pays. Fabriqué pour un coût de 365 millions de dollars, il assurera d’ici deux mois les télécommunications DHT, VSAT et Internet sur les territoires de la Russie, du Moyen-Orient et de l’Asie centrale et du Sud-Est.

 

Les responsables militaires israéliens sont restés muets sur ce lancement. Seul le ministre de la Science et de la Technologie, Yaacov Peri, a expliqué que les questions relatives à l’espace étaient « essentielles pour la sécurité d’Israël ».

 

Pour l’Etat hébreu, la suprématie technologique dans l’espace est appelée à devenir l’élément déterminant de la guerre du futur. Ses activités spatiales remontent aux années 1970 avec le développement d’infrastructures destinées à la recherche et l’exploration en haute sphère. En 1988, Israël entre officiellement dans le club des puissances spatiales. Ofek lui permet même de devenir le 9ème pays au monde à lancer un satellite avec son propre lanceur.

Les révélations de l'ancien sous-traitant de la NSA sur les écoutes des conversations de leur présidente ont poussé les Brésiliens à stopper les négociations avec Boeing. Une chance pour l'avion français.


 

Le coup semblait pourtant parfait. Après avoir longtemps fait figure de challenger face au Rafale de Dassault sur la compétition brésilienne pour 36 avions de chasse, le F-18 de Boeing, soutenu par la surpuissante machine de guerre diplomatique américaine, semblait bien parti pour emporter la décision ces prochains mois. Une dépêche de Reuters évoquait même en juin une décision officielle en octobre prochain  sur ce contrat estimé à quatre milliards de dollars, lors de la visite de la présidente Dilma Rousseff aux Etats-Unis.

Et là, coup de théâtre: les révélations de la chaîne brésilienne Globo cette semaine, après celles d’août dernier, sont en train de rebattre totalement les cartes. La chaîne, sur la foi de documents transmis par l’ancien sous-traitant de la NSA (National Security Agency) Edward Snowden, a révélé que la NSA avait espionné les communications de Dilma Rousseff elle-même, de ses proches collaborateurs mais aussi de millions de Brésiliens et du fleuron pétrolier national Petrobras.

De quoi déclencher l’ire de la présidente brésilienne, qui conditionne désormais sa visite aux Etats-Unis à la réponse des Etats-Unis sur ces accusations d’espionnage: "Si les faits sont avérés, il est évident que le motif de cet espionnage n’est pas la sécurité nationale ou la lutte contre le terrorisme, mais des intérêts économiques et stratégiques, assure Dilma Rousseff. Ces tentatives de violation et d’espionnage de données et d'informations sont incompatibles avec la cohabitation démocratique entre des pays amis."

WASHINGTON — Like other US defense companies looking for international opportunities amid Pentagon spending cuts, Lockheed Martin executives say they’re aggressively pursuing missile defense business in the Middle East and Europe, and hope to make a controversial program the centerpiece of this effort.

 

The Medium Extended Air Defense System (MEADS), a partnership between the United States, Italy and Germany, is gearing up for its final test in November, after which the US Army — after spending $2 billion on the program — will back out, leaving its two European partners to decide what to do next.

 

Germany and Italy have long vowed to continue work on the 360-degree missile-detection radar system. However, there is little chance they can pool the money to make up for the US funding that will go away.

 

Still, Mike Trotsky, vice president of Air & Missile Defense at Lockheed Martin Missiles and Fire Control, which has helped develop the program, told reporters on Tuesday that the company is looking at a Polish missile defense program as a possible landing pad for MEADS.

 

“The Poles have the most mature acquisition that’s going on right now,” he said. “But we see a market for anybody who has aging short to medium-range air missile defense systems.”

 

Trotsky also said that the German and Italian governments might also be able to join with the Polish government to keep MEADS going after the Americans pull the plug, incorporating it into a larger Europe-wide missile defense system.

 

There are other opportunities for the system elsewhere in the Middle East and Asia, he said, where governments “have expressed informal interest, but nothing as formal as the Polish program, which actually has a budget.”

 

MEADS would have to beat out other European and Israeli systems to win the Polish deal.

 

While the US Army is backing out of continued funding for the program, Congress has mandated that the government consider harvesting what it can from the $2 billion investment already made in developing the system.

 

“The US also has a 30-year plan for air and missile defense that runs into the tens of billions of dollars,” Trotsky pointed out. Since Lockheed has developed two modern sensors, “I suspect what you’ll see is that those items get merged” into the long-term missile defense strategy, he said.

 

A day before Trotsky’s comments, Lockheed announced that a German launcher had arrived in the United States for integration ahead to the November test at the White Sands Missile Range in New Mexico.

 

MEADS had a successful intercept test there last November using the Italian configuration launcher, and MEADS authorities are planning to use the two European launchers in this year’s two-target flight test.

Bell Helicopter, a Textron Inc. company (NYSE: TXT), is pleased to announce it has been awarded a contract with the U.S. Army valued at more than $61 million to supply 12 new metal OH-58D Kiowa Warrior cabins and 12 supplemental parts kits. The new metal cabins will be manufactured at Bell Helicopter's facility in Amarillo, Texas with deliveries to begin January 2015.

 

"This agreement is a significant milestone in the Kiowa Warrior's legacy, proving the Army's continued confidence in the OH-58 aircraft. With its remarkable record for reliability and our continuous improvement roadmap, the OH-58 will continue to meet the needs of the Army for many years to come," said Mike Miller, director of Military Business Development at Bell Helicopter.

 

The OH-58 has been in continuous use by the U.S. Army, flying more than 836,000 combat hours with the highest readiness and highest OPTEMPO in the Army fleet. During a program update last April at the 2013 Army Aviation Association of America's Annual Professional Forum and Exposition, Bell Helicopter shared that the OH-58 consistently ranks as the Army's most affordable combat aircraft. Combining new metal cabins with the ongoing cockpit and sensor upgrade program will enhance the capabilities of this proven workhorse while also extending its service life.

Harris has introduced a new airborne mission radio for enhanced international ground-to-air tactical communications at the ongoing Defence Security and Equipment International (DSEI) exhibition in London, UK.

 

Dubbed RF-7850A, the new tactical radio is designed to deliver secure and reliable voice and wideband data communications for a range of ground-to-air missions, including intelligence, surveillance and reconnaissance (ISR), close-air support (CAS) and border patrol.

 

Harris RF communications international business president, Brendan O'Connell, said the radio enables international forces on both ground and in aircraft to exchange real-time information through interoperable voice, video, images and other ISR applications.

 

''With more information in hand, air crews will be able to respond quickly and appropriately, resulting in improved mission success,'' O'Connell said.

 

The radio has been launched in two configurations, namely RF-7850A-UA and RF-7850A-MR, to help offer a better solution than current systems for a broad range of platforms..

 

A lightweight and single-channel radio, RF-7850A-UA is designed for use with unmanned aerial systems (UAS) for rapid data transmission from ISR platforms to air and ground forces, as well as range extension for ground tactical networks.

 

Featuring significant size, weight and power advantages over the existing communication systems, RF-7850A-MR is a multiband dual-channel radio engineered for use in helicopters and fixed-wing aircraft.

 

Capable of easily integrating with airframe intercom systems, the radio delivers two independent channels in the same physical space as legacy single-channel solutions. It also has cross-banding capabilities for bridging of disparate radio networks.

 

The radios feature a simple user interface and are fully interoperable with all members of the company's Falcon II and Falcon III families, including the RF-7800M wideband radio.

 

In addition, the radios use the Harris adaptive networking wideband waveform (ANW2) and the new time division multiple access (TDMA) networking waveform for wideband networking.

General Dynamics Land Systems  Awarded $118 M for Stryker Double-V Hull Vehicles

General Dynamics Land Systems has been awarded a $118 million contract by the U.S. Army TACOM Life Cycle Management Command to convert 66 flat-bottom Stryker infantry combat vehicles to a newer, more survivable double-V hull (DVH) design. Deliveries of the vehicles will begin in July 2014 and be completed by February 2015. General Dynamics Land Systems is a business unit of General Dynamics (NYSE: GD).

 

The Army partnered with General Dynamics in 2012 and launched a Stryker DVH-exchange pilot program to validate that components from traditional Stryker flat-bottom variants can be quickly refurbished and installed on a new, more survivable double-V hull variant, at less cost than producing a new vehicle. General Dynamics and the Anniston Army Depot in Anniston, Ala., successfully completed the DVH pilot program in April 2013 and delivered 52 Stryker vehicles on time and under budget.

 

The first brigade of Strykers equipped with double-V hulls was fielded in 2011 to provide Stryker-borne soldiers increased protection from the effects of roadside mines and improvised explosive devices. With MRAP-like or better survivability, the DVH configuration also includes a more rugged suspension system that has greatly improved mobility and reduced operating costs. Two brigades of double-V hull Stryker vehicles were produced between July 2010 and July 2013.

 

The final assembly work will be performed at the Anniston Army Depot and will help to sustain the jobs of 80 employees who support the program. The contract will also preserve several jobs at General Dynamics' plant in Scranton, Penn.

Surprise ! Savamment entretenu par une campagne de communication originale, le suspens agitait le petit monde de la défense depuis quelques semaines, avec une question en tête :  quel est ce nouveau véhicule dont Nexter s’attache précieusement à garder le secret. Le voile vient d’être levé ce matin au salon DSEI sur le stand du constructeur français. Et oui, pour cette édition 2013, la grande nouveauté de ce salon anglais est française !

 

Titus: une famille

 

Il s’appelle Titus et c’est un beau bébé de 20 tonnes, haut perché sur un châssis 6X6. Véhicule de transport de troupe blindé, le Titus affiche une haute mobilité grâce au châssis performant du tchèque Tatra (rayon de braquage de 6 ,5 mètres) et à un moteur développant 440 chevaux (vitesse max de 110 km/h, autonomie de 700 km). Spacieux avec un volume interne unique de plus de 14 m3, moteur à l’avant, le Titus peut accueillir dix fantassins en plus de son équipage de 3 soldats.

Très protégé, jusqu’au niveau 4 normes selon les standards OTAN (résistant à un IED de 150 kg d’explosif) , il peut recevoir un armement téléopéré, comme l’ARX20 (20 mm) du constructeur. Pourvu d’un système moderne de vétronique, le Titus se veut également modulaire et adaptable à la mission. Il se décline ainsi en plusieurs versions formant une famille de véhicules : transport ; PC (4 radios et 3 postes opérateurs) ; acquisition d’objectif (mat d’observation et kit de transmission de données) ; support médical ; version zone urbaine (grillage ; échelle…) ; version mortier embarquée ; soutien ou dépannage.

Depuis quelques jours certaines rumeurs annonçaient que Nexter allait dévoiler sa solution pour le programme VBMR (Véhicule Blindé Multirôles) qui doit venir remplacer le vénérable VAB, mais en réalité le Titus ne correspond pas aux spécifications françaises. Trop haut, roues trop grosses, non félinisé. Décidément non, le Titus est exclusivement tourné vers l’export. Son origine est d’ailleurs là « nous nous sommes rendu compte du besoin pour un tel véhicule à travers nos clients, notamment ceux qui ont choisi l’Aravis » confiait Philippe Burtin, PDG de Nexter à FOB ce matin. Les marchés visés par le Titus se situent donc au Moyen-Orient (Arabie Saoudite, pays du Golfe) et en Asie du sud. Le Titus vient donc utilement compléter la gamme de Nexter entre le VBCI et l’Aravis. Il confirme les ambitions du groupe terrestre français pour l’export. Tout en explorant le besoin français. Pour l’instant un seul prototype a été développé, mais un second devrait voir le jour l’année prochaine.

Le 19 août 2013, le général Patrice Sauvé a pris ses nouvelles fonctions à la tête du centre d’études stratégiques aérospatiales (CESA), localisé à l’École Militaire de Paris.

 

Issu de la promotion  « Général d’Arcourt » de l’École de l’air (EA 1982), le général Sauvé a servi comme pilote de Mirage 2000 sur les bases aériennes (BA) d’Orange, de Dijon et de Cambrai où il a notamment commandé l'escadron de chasse 1/12 "Cambrésis" de 1999 à 2001.

 

En 2006, il prend la tête de la BA 115 d’Orange puis, en 2010, de la BA 110 et de la base de Défense de Creil, avant d'être nommé général adjoint soutien à l’officier général de zone de défense et de sécurité Est (OGZDE) en 2012.

German Variant MEADS Launcher Arrives for Integration into Flight Test Configuration

The first Medium Extended Air Defense System (MEADS) launcher on a German truck has arrived in the United States, ready for integration into a future test scenario.

 

Based on the success of the intercept test last November at White Sands Missile Range, N.M., MEADS authorities are planning to use two launchers in the two-target flight test scheduled for later this year. The original launcher is in the Italian configuration and has been used in previous tests. Originally, only the Italian-configured launcher was planned for use in this year’s flight test.

 

In addition to the Italian and German configuration launchers, there is also a U.S. design that is easily transportable and tactically mobile. Each MEADS launcher can carry up to eight PAC-3 Missile Segment Enhancement (MSE) Missiles and achieve launch readiness in just minutes.

 

The MEADS launchers have two main features that stand out from the air and missile defense (AMD) launchers currently fielded. The first is the ability of the MEADS launchers to self-load. An integrated crane arm can pick up and release expended missile packs, then grab and position a full eight-missile reload within minutes. The second is the ability to launch the PAC-3 MSE in a near-vertical position to defend assets in all 360 degrees of possible attack space.

 

In two previous tests at White Sands Missile Range, the MEADS launchers have demonstrated unprecedented over-the-shoulder launches of a PAC-3 MSE against targets attacking from behind.

 

“360-degree coverage has become increasingly important as our nations deal with evolving threats from highly maneuverable cruise missiles to easily re-locatable short- and medium-range tactical ballistic missiles,” said NATO MEADS Management Agency (NAMEADSMA) General Manager Gregory Kee. “As our forces enter future conflicts, the threat will no longer stay in front of them – that’s why the investment in MEADS 360-degree technology is so important.”

 

Using its 360-degree defensive capability and advanced radars, MEADS can defend up to eight times the coverage area of other systems while deploying far fewer system assets. MEADS needs fewer deployed personnel and less equipment to get to the fight sooner.

 

“MEADS can see and intercept 21st century threats from farther away without blind spots,” said MEADS International President Dave Berganini. “The networked, plug-and-fight MEADS system elements continue to demonstrate capabilities of an AMD force of the future that also dramatically reduces operational and support costs.”

 

MEADS International, a multinational joint venture headquartered in Orlando, Fla., is the prime contractor for the MEADS system. Major subcontractors and joint venture partners are MBDA in Germany and Italy, and Lockheed Martin in the United States. MBDA Germany is the Design Authority for the MEADS launcher.

MBDA and UTC to Transform Development of Missile Guidance and Control

MBDA and UTC Aerospace Systems have initiated a pioneering development programme of an Inertial Measurement Unit (IMU) for a multitude of programmes within, and potentially beyond, MBDA’s current Complex Weapons (CW) Portfolio. This is being achieved with a focus on Value for Money (VfM) through Modularity and Reuse (M&R) at all levels of a missile system.

 

To help facilitate a successful programme, MBDA and UTC Aerospace Systems are transforming the way they work together with a joint desire to move towards a much closer, more collaborative business relationship.

 

IMUs, which are a critical element of the missile’s guidance, navigation and control functions, have traditionally been based on a number of differing technologies including high cost fibre-optics. UTC Aerospace Systems, which is the Design Authority, will use Micro-Electro-Mechanical Systems (MEMS)-based IMUs, through investment in their operationally-proven MEMS sensor technology. One outcome will be a high performance IMU that meets the MBDA performance requirements but is smaller, more versatile and offers unparalleled value for money when compared to traditional technologies.

 

This high performance IMU is being developed to be backwards compatible with one of existing UTC Aerospace Systems MEMS IMUs. This allows its adoption within multiple programmes whilst providing a form and fit interchangeable system upgrade opportunity for scenarios that require increased range and performance.
