Russia will sign contract on Mi-35 deliveries to Afghanistan in October. The Afghan government intends to buy Mi-35 attack helicopters from Russia in a bid to boost the capabilities of the Afghan Air Force. The Afghan Air Force received the first six Armed MD-530s last month with the NATO Train, Assist, Advise Command-Air and 438th Air Expeditionary Wing, saying that the armed MD-530s will increase the Afghan Air Force aerial fires capability. Armed Mi-17s and MD-530s give the Afghan Air Force six times the number of armed aircraft for Fighting Season 2015 as compared to last fighting season, which only employed five Mi-35s.

HOLLOMAN AIR FORCE BASE, N.M., Oct. 8 (UPI)

 

The U.S. Air Force is expanding its training program for remotely piloted aircraft at the Holloman Air Force Base, including the MQ-1 Predator and the MQ-9 Reaper, officials announced Wednesday.

The announcement comes as the U.S. Air Force reports increased demand for its remotely piloted aircraft for surveillance, reconnaissance, and intelligence gathering operations. The Holloman Air Force Base is set to increase its rate of student production from 603 pilots and sensor operators in fiscal year 2015, to 818 students in fiscal 2016.

"By the time we are done with this expansion, Holloman will be the largest aircrew training base in the Air Force," said Maj. Christopher, the assistant director of operations for programmed flying training in a statement.

It will take a bout 18 months for the Air Force to train and expand the unit, taking into account training new instructors and expanding student facilities. Christopher added it takes about six months to train a new instructor. Air Force officials say the expansion will help fix manning and maintenance issues with the remotely piloted aircraft. Christopher says the solution is not a quick fix for the challenges students have had, however the easier workload will be better for the RPA community.

"This seems like leadership is truly focused on a long-term sustainable fix that is going to keep the RPA community healthy as a whole and keep us there," Christopher said. "It is going to hurt for a little while because we have got a lot of work to do, but the demand is still there and we need to do our best to meet that."

Des combats ont été signalés aux alentours de Sibut en Centrafrique ce samedi 10 octobre entre la force française Sangaris et des miliciens armés issus de l'ex-Seleka. On ignore le bilan mais il y a des morts. Les forces internationales voulaient manifestement empêcher une colonne de descendre vers Bangui.

 

ll est environ 13h30 ce samedi à Sibut quand retentissent au loin des détonations. En ville tout le monde comprend de quoi il s'agit. « Depuis hier matin, un important groupe d'hommes armés est signalé à une douzaine de km vers l'est aux abords de la route qui mène à Bambari », nous explique une source bien informée sur place.

 

Selon nos informations, il s'agit d'éléments du FPRC, branche de l'ex-Seleka conduite par Nourredine Adam. Depuis plusieurs jours, des dizaines d'hommes du FPRC en provenance du Nord étaient bloqués à Dékoa par la Minusca. Ils seraient donc finalement parvenus à contourner Dékoa et se sont retrouvés là, en espérant pouvoir descendre vers Bangui.

 

Ce samedi matin, des discussions avaient été engagées entre les chefs de cette colonne, conduite par un certain général Adoum, les autorités de Sibut et le chef du contingent deCasques bleus qui y sont déployés. Négociations qui n'ont rien donné.

 

En début d'après-midi donc, une patrouille des forces internationales repère ce groupe d'environ 150 à 200 hommes et leurs pick-up. Un hélicoptère de combat français pris à partie ouvrira le feu provoquant d'importants dégâts humains et matériels sur le convoi Seleka.

Du 21 septembre au 2 octobre 2015, l’École de spécialisation sur hélicoptères embarqués (ESHE) a accueilli et formé à l’appontage 12 pilotes d’hélicoptères de provenance diverse (armée de Terre, armée de l’Air, Gendarmerie).

 

Ce stage, effectué sur hélicoptère Alouette III, a permis aux stagiaires d’être formé au survol maritime et aux techniques de treuillage, de VERTREP (vertical replenishment – ravitaillement vertical) et d’appontage sur petite plate-forme. Le travail de l’ensemble du personnel de l’escadrille 22S, techniciens et membres d’équipage, a permis de réaliser pendant ces 2 semaines plus de 90 heures de vol et 350 appontages. Avec ce certificat d’aptitude à l’appontage, les stagiaires peuvent désormais participer à des missions héliportées sur des bâtiments croisant sur toutes les mers du monde.

 

L’ESHE est située sur la base aéronautique navale de Lanvéoc-Poulmic, et a pour vocation de former les pilotes de la Marine nationale à l’appontage, avant qu’ils ne rejoignent leurs flottilles. Elle est également un passage obligé pour les pilotes des autres armées qui souhaitent embarquer ponctuellement sur un bâtiment de la Marine.

Britain to increase UAV fleet, modernize Special Forces gear

Britain is to replace and double its fleet of remotely piloted aircraft and modernize equipment of its Special Forces.

The investment, announced by Prime Minister David Cameron, is part of the 2015 Strategic Defense and Security Review.

"In order to equip UK intelligence agencies and British Armed forces with the capabilities they need to keep the streets of Britain safe, the prime minister has announced that the RAF will replace the existing fleet of 10 Reaper aircraft with more than 20 of the latest generation of RPAS, which will be called Protector and will carry the very latest technology," the Ministry of Defensee said.

"With a greater range and endurance, the new Protector aircraft will dramatically increase the UK's ability to identify, track, deter and ultimately counter potential threats. Combined with the increase in the size of the fleet, this will substantially enhance the UK's global intelligence surveillance and reconnaissance capability.

For its Special Force, the Ministry of Defense said, new specialist weapons and clothing will be procured to ensure that the force "remains at the cutting edge of technology, giving them a clear advantage over enemies."

Additional details of the procurement of RPAs and Special Forces equipment was not elaborated upon.

The Reaper currently used by Britain is made by General Atomics Aeronautical Systems Inc. Cameron, who made the announcement in a newspaper interview, gave no information on the Protector RPA, including its manufacturer.

"The duty of the UK Government is to keep our country safe and we must do more as the threats we face evolve," said Defense Secretary Michael Fallon. "We must adapt and stay ahead of our enemies.

"This investment package will enhance our ability to address these sophisticated dangers both at home and abroad, allowing us to intervene with speed and precision to protect the people of the UK and our international partners."

Pirater le système de contrôle d'un avion, c'est possible selon l'Agence européenne de la sécurité aérienne

Le directeur de l’Agence européenne de la sécurité aérienne (AESA) s’inquiète des failles des avions en matière de cybersécurité. Un hacker a fait la preuve concrète de cette menace auprès des experts de l’agence.

 

La confirmation est maintenant indiscutable. Le hacker qui avait prétendu avoir piraté un avion de ligne en mai dernier avait pourtant provoqué le scepticisme chez nombre d’experts. Le directeur de l’Agence européenne de la sécurité aérienne (AESA), Patrick Ky, a levé le doute : "l’aviation est vulnérable à la cybercriminalité". Des propos tenus jeudi 8 octobre, lors d’une rencontre avec l’Association des journalistes de la presse aéronautique et spatiale (AJPAE). Pour soutenir ses dires, Patrick Ky a expliqué en détails comment un hacker en avait fait la preuve formelle… au sein même de l’AESA ! "Nous avons organisé il y a quelques mois une cession sur la cybersécurité au sein de l’agence, raconte Patrick Ky. Un groupe de l’Organisation de l’aviation civile internationale (OACI) nous a alors assuré que le risque cybernétique état faible. Juste après cette présentation, j’ai fait intervenir un hacker, détenant également une licence de pilote d’avion commercial. En moins de cinq minutes, il est arrivé à entrer dans le réseau d’une compagnie aérienne avec un profil d’administrateur. Il s’agissait du réseau ACARS, le réseau de messageries entre l’avion et le sol".

Djibouti: Marines et chasseurs à l'Ecole du désert

L'exercice Ouerka 2015 a pris fin mercredi, au Centre d’entrainement au combat et d’aguerrissement au désert (CECAD). Conçu et conduit par le 5e régiment interarmes d’Outre-mer de Djibouti, il avait débuté le 21 septembre avec la mise en place d'une Base Avancée Temporaire Désert (photo ci-dessus Adj Veron).

Ce type d’exercice, reconduit tous les quatre mois, vise à entrainer les unités au combat interarmes en zone désertique, dans un contexte interarmées et interalliés.

Outre un sous-groupement tactique interarmes français, articulé autour de l’escadron blindé du 4e Régiment de Chasseurs, près de 160 Marines de la 15th Marine Expeditionnary Unit de l'US Marine Corps ont également participé à cet exercice, soit plus de 300 soldats équipés d'AMX10 RCR, de mortiers de 120 mm et de LAV 25.

Petite innovation: l'intégration à l'exercice de l’équivalent d’un SGAM franco-américain (Puma, Gazelle, Huey et Cobra) apportant une capacité aéroterrestre (photo ci-dessous d'un tir de Hot par une Gazelle CC Roux).

Enfin, l’intégration d’un élément des forces spéciales françaises a permis de travailler la coordination avec les forces conventionnelles.

Sukhoi delivers new batch of Su-34 to Russia

Sukhoi has delivered a new batch of Su-34 frontline bombers to the Ministry of Defence of the Russian Federation as part of the 2015 state defence order.

 

According to the company, the new aircraft took off from the V.P.Chkalov Novosibirsk Aircraft Plant's airfield.

 

Sukhoi, the subsidiary of United Aircraft Corporation, has secured contracts to deliver Su-34s for Russia up to the year 2020, guaranteeing a stable work load for the company.

 

Powered by a twin Lyulka AL-31FM1 turbofan engine, the Su-34 aircraft has an increased flight range of up to 4,000km, a maximum speed of up to 1,900km/h and an 8 tonne payload.

 

A two-seat derivative of the swing-wing Su-27 fighter, the Su-34 features a new weapon system and an air refuelling system, the company stated.

 

With a range of airborne munitions, including high-precision types, the aircraft is capable of engaging a range of land-based, sea and airborne targets in all weather conditions and any visibility levels.

 

In addition, it features a long-range aiming system, a modern on-board communication, an information exchange system and a complex survival system.

 

It also has an armoured cockpit and an active safety system, in addition to the new computers to manoeuvre and perform accurate bombing when under enemy attack.

 

The transfer of Su-34 aircraft comes after Sukhoi delivered a batch of Su-34 and Su-35S fighters to the Russian Air Force in July.

The Thai Navy will rework funding pattern for the purchase of three Chinese submarines and resubmit the proposal to the cabinet for approval.

The purchase proposal was on the cabinet agenda last week but withdrawn amid a report the Defence Ministry wanted the navy to spread payments for the submarines over 10 years rather than seven, Thai media reported.

Thai Defence Minister Prawit Wongsuwon on Tuesday denied reports that the navy's submarine procurement project was being suspended or stalled.

Gen Prawit said he had asked the navy, which plans to buy three Chinese submarines valued at 36 billion baht, to rework its funding plan. The proposal would be submitted to the cabinet for consideration "when the time is right".

There were reports last week that Thailand might prefer frigates in place of submarines. Newly appointed Royal Thai Navy Chief, Admiral Na Areenij had said that the navy would propose an ‘alternative’ if the submarine plan was stalled or cancelled. Local media interpreted this to mean that that the navy would propose the purchase of frigates.

Jakarta is interested in bolstering its deterrence capabilities.

 

Indonesian defense official have expressed interest in purchasing French-built Scorpene-class 1000 diesel-electric attack submarines (SSK) IHS Jane’s Navy International reports.

 

Representatives of the French shipbuilder DCNS, the company offering the boats, confirmed Indonesian-French government-to-government talks at this year’s Pacific 2015 International Maritime Exhibition currently taking place in Sydney, Australia.

 

“The talks are going on at the government-to-government level, mostly to discuss the needs of the Indonesian Navy,” according to a DCNS representative interviewed by IHS Jane’s Navy International.

 

“So far, what the Indonesians have identified is the need for a complementary submarine fleet that can fill in the gaps of their new ocean-going submarines, and they are considering the Scorpene 1000.”

Près de 60 militaires belges participent, en Irak et en Jordanie, aux opérations de la coalition dirigée par les Etats-Unis contre le groupe terroriste Etat islamique (EI), soit presque autant de personnes déployées en Afghanistan.

 

Vingt-trois personnes sont ainsi déployées dans les environs de Bagdad pour contribuer à la formation des forces de sécurité irakiennes sous le nom d'"Opération Valiant Phoenix" (OVP), a précisé le capitaine de frégate Guy Schotte lors d'un point de presse à Bruxelles.

 

Cette mission, entamée le 15 mars sur un site "hautement sécurisé" près de Bagdad - en fait sur l'aéroport international de la capitale irakienne - a été prolongée jusqu'à la fin de l'année. Les effectifs belges, liés aux activités de formation, avaient été réduits durant la période du Ramadan.

 

Trente-deux autres militaires sont par ailleurs stationnés en Jordanie voisine, où ils assurent la protection d'un détachement aérien néerlandais engagé dans les opérations de la coalition internationale dirigée par les Etats-Unis contre l'EI (ou Daech en arabe), selon le commandant Schotte, responsable des opérations à l'état-major de la Défense.

 

Six F-16 belges ont participé durant neuf mois à ces opérations - uniquement en Irak -, réalisant 163 attaques au sol contre des objectifs terrestres de l'EI en 796 sorties, au départ d'une base aérienne jordanienne située près de la ville d'al-Azraq.

 

La participation belge aux opérations aériennes, sous le nom d'opération "Desert Falcon" (ODF), a été suspendue fin juin, pour des raisons budgétaires. Mais devrait reprendre à l'été prochain, en alternance avec les Pays-Bas.

 

Dans l'intervalle, un détachement belge assure la protection au sol des Néerlandais.

 

En Afghanistan, 64 Belges participent à l'opération "Resolute Support" de l'Otan, chargée de la formation des forces de sécurité afghanes. Ils sont présents principalement à Mazar-i-Sharif, la grande ville du nord de k'Afghanistan, et dans une moindre mesure à Kaboul, la capitale.

 

"Mais plus à Kunduz", où l'aviation américaine a bombardé samedi un hôpital de l'organisation Médecins sans frontières (MSF) qui a fait 22 morts, a précisé l'officier devant la presse.

 

Des centaines de Belges se sont succédé à Kunduz durant près de dix ans (mars 2004-octobre 2013) aux côtés de troupes allemandes et d'autres pays de l'ex-force internationale d'assistance à la sécurité (Isaf), commandée par l'Otan. Mais tous les contingents étrangers se sont désormais repliés sur Mazar-i-Sharif dans l'attente d'un départ, sans doute d'ici fin 2016.

TCG Bayraktar (L-402) is a Turkish Navy landing ship, which was built in Turkey and launched in October 2015 The contract for the construction of a new LST’s was signed between Ministry of Defence and ADIK_Furtrans shipyard on 11 May 2011. The value of the contract is 370 million Euros. It took almost two years for the shipyard to find the 370 million Euro credit to cover the project as required by the contract. The first steel was cut on 14 May 2014 at ADİK Shipyard. The first ship is called as TCG Bayraktar replacing the old TCG Bayraktar, a LST-511 class landing ship which is out of commission. The new landing ships will have a crew of 129 and will carry 350 soldiers. The ships will have a citadel to protect the crew from effects of nuclear, biological and chemical weapons. The closed parking area is 1100 square meters and the open deck parking area is 690 square meters sufficient for approximately 20 main battle tanks and between 24 – 60 vehicles. The armament consists of 2 single barreled 40mm Oto Melara guns, 2 Mk15 Phalanx CIWS, 2 machine guns on a stabilized remote-controlled chassis. The ships will have a Smart Mk2 3D air/surface search radar (which not common for an amphibious ship) 2 AselFLIR 300D EO director, torpedo counter measures systems, laser warning receiver and Link 16/22 system. All these sensors and weapons will be controlled by a 5 consoles of GENESIS CMS.

USAF expands OIR mission in Turkey

The U.S. Air Force began staging small detachments of airmen and aircraft in Turkey to support personnel recovery missions in Syria and Iraq.

The U.S. Air Force has maintained a working relationship with its counterpart in Turkey, a NATO ally. U.S. Airmen stationed at the Diyarbakir Air Base, home to the Turkish air force's 8th Air Wing, are assigned to assist with the recovery of coalition personnel in the event they need assistance. The Airmen come from the 435th Contingency Response Group, part of the 435th Air Ground Operations Wing. Lt. Col. Ryan Barney, 435th CRG element commander, says the unit's mission is to "get in and out."

"The unique thing about this mission is the 435th CRG were the first troops on the ground; and we really depended on everyone and the defenders deployed with us for security as the building began," Barney said.

The unit arrived in August to begin building operating bases, and brought in some 680 tons of equipment.

"When the 435th CRG first arrived, there was nothing but a grassy field and a lot of boulders," Barney said. "By providing airfield ops, combat support and training, security, construction and mobile aircraft support, that field is now a 'bare base' and ready for the follow-on force to arrive."

The deployment comes as Turkish government officials grow more concerned with Russian operations in Syria, following recent violations of Turkish airspace. Russia continued its support for Syrian President Bashar al-Assad by initiating airstrikes, purportedly against the Islamic State, Sunni militants also identified as Daesh and by the acronyms ISIS and ISIL.

Tanju Bilgiç, spokesperson of the Turkish Ministry of Foreign Affairs, issued a statement on the matter on Wednesday.

"The Ministry of Foreign Affairs of the Republic of Turkey strongly protested the violations of the Turkish airspace by the Russian Federation on 3 and 4 October 2015 to the Embassy of the Russian Federation in Ankara," the statement read.

NATO Secretary-General Jens Stoltenberg condemned the incursions, calling them "deliberate," a view shared by U.S. officials.

"I call on Russia to avoid escalating tensions with the alliance. Russia must de-conflict its military activities in Syria. I'm also concerned that Russia is not targeting [the Islamic State], but instead attacking the Syrian opposition and civilians."

The company BAE Systems will provide the Army of Brazil the first batch of 16 upgraded M109 self-propelled howitzers in 2016. The delivery of the second package is planned for 2018. Armored Troop The Brazilian army has undergone a major modernization in the last decade, especially with the emergence and consolidation of the Armored Training Center (Bld CI) training unit located in Santa Maria (RS). This process has just opened a new stage with the imminent delivery of modernized self-propelled howitzer (VBCOAP) M109. To date innovations in Armored Troop they focused on Movement and Combat Maneuver (MBT) function, with the acquisition of armored combat vehicles Leopard 1A5 KMW. Now the combat role by fires (self-propelled howitzers) gains a new dimension with the acquisition of VBCOAP M109 A5 within the strategic project OCOP (Getting Full Operational Capability) Army.

In September 2015 the U.S. Air Force received its first MQ-9 Reaper ER UAV. This occurred a year after the air force ordered 38 of them. Reaper ER is an upgrade of the original MQ-9 design that allows longer endurance (up to 35 hours) by carrying two fuel tanks (one under each wing) that use a new fuel management system that ensures fuel is taken from the main fuel tank and the two external tanks in such a way that the aircraft does not become unbalanced. The new version also has the engine modified so that it can generate more power on takeoff, enabling the MQ-9 to achieve heavier takeoff weight. The ER version is also getting 20 percent longer wings. Since the wings already carry fuel, this helps increase fuel and endurance to about 42 hours. The air force asked for the Reaper ER to be developed and delivered quickly which in this case was done. That was unusual in the military procurement world. Older MQ-9s can be upgraded to ER partially (by equipping a MQ-9 with the two fuel tanks and fuel management software) or completely (by installing the larger wings and new engine).

 

The original MQ-9 Reaper looked like the earlier 1.2 ton MQ-1 Predator but was larger. The 4.7 ton MQ-9 is an 11.6 meters (36 foot) long aircraft with a 21.3 meters (66 foot) wingspan. It has six hard points and can carry 682 kg (1,500 pounds) of weapons. These include Hellfire missiles (up to eight), two Sidewinder or two AMRAAM air-to-air missiles, two Maverick missiles, or two 227 kg (500 pound) smart bombs (laser or GPS guided). Max speed is 400 kilometers an hour, and max endurance was originally 15 hours. The Reaper is considered a combat aircraft, to replace F-16s or A-10s in many situations. Most of the nearly 150 Reapers built so far have been for the U.S. Air Force and since introduced in 2007 these Reapers have flown over two million hours.

Le 7 octobre, la FREMM Languedoc, troisième frégate de la série destinée à la Marine nationale, a effectué sa première sortie à la mer. Ce jalon industriel marque le démarrage des essais en mer du navire qui se dérouleront au large des côtes bretonnes. Avec trois frégates multimissions FREMM actuellement en cours de construction sur le site de Lorient, DCNS aura livré six FREMM avant mi-2019 à la Marine nationale, conformément à la loi de programmation militaire 2015-2019, ainsi que deux FREMM à l’export.

 

DCNS a réalisé ce jour, sur son site de Lorient, la première sortie à la mer de la FREMM Languedoc, troisième de la série commandée par l’OCCAR* au profit de la Direction générale de l’armement (DGA) pour la Marine nationale. Lors de cette première sortie à la mer, le principal objectif poursuivi est de tester les performances de la propulsion et du système de navigation du navire.

La FREMM Languedoc va bénéficier d’une réduction sensible de la durée de ses essais en mer par rapport aux FREMM précédentes : six semaines contre huit auparavant. Cette durée d’essais optimisée illustre le passage en « mode série » des frégates multimissions.

Les équipes de DCNS et de ses partenaires, fortes de l’expérience acquise sur les FREMM déjà livrées, ont ainsi pu procéder à l’intégration des senseurs et des armements du système de combat avant la première sortie mer de la FREMM Languedoc. Cette rationalisation du planning permet d’optimiser la durée et le nombre de sorties en mer de la frégate et donc in fine de réduire la durée totale des essais du navire.

«L’accélération du planning d’essai sur la FREMM Languedoc témoigne de la capacité de DCNS à assurer une production en série performante », explique Anne Bianchi, Directrice du Programme FREMM chez DCNS.

Huit FREMM réalisées sur le site DCNS de Lorient d’ici 2019

Pour DCNS, le programme FREMM représentera à terme la construction de dix frégates, dont huit pour la Marine nationale. Six d’entre elles seront livrées d’ici 2019 et deux frégates dotées de capacités anti-aériennes renforcées seront livrées avant 2022. Deux autres unités ont été vendues et livrées à des clients internationaux : la Marine Royale du Maroc et la Marine égyptienne.

Norwegian Government Proposes Significant Defence Budget Boost

The Norwegian Government proposes a 9.8% real terms defence budget increase for 2016, including a near doubling of funding for the F-35, a significant strengthening of the Intelligence Service and increased High North patrols.

The Norwegian Intelligence Service, the P-3C Orion Maritime Patrol Aircraft and forward deployed submarine patrols all receive additional funding in the Norwegian Government’s 2016 budget proposal that was presented on the 7th of October.

The majority of the increase comes from a near doubling of the funding related to the Norwegian acquisition of the F-35, which ensures that the Norwegian procurement of the F-35 will proceed as planned.

The overall priorities in the Government’s budget proposal are in line with the recommendations presented by the Chief of Defence on the 1st of October 2015 in his Strategic Military Review, and helps increase the defence budget’s share of Norway’s GNP to a projected 1.54 %.

“The Norwegian Government takes the new security situation very seriously, and in 2016 we intend to follow up on our stated intention of strengthening the Norwegian Armed Forces in areas which allow its operational capabilities to grow in both the short and the long term. A considerable strengthening of the Norwegian Armed Forces is required in order to ensure that we develop capabilities for the future that are both relevant and modern, and which improve our ability to deter the use of force against both Norway and the wider NATO-alliance.

“Both our F-35-procurement and the new base at Ørland are key components to this effort, and of great importance to this Government, and therefore constitute a significant portion of the proposed increases,” says Norwegian Minister of Defence, Ms. Ine Eriksen Søreide.

Increased Funding for the Procurement of New Combat Aircraft with Associated Infrastructure

To support Norway’s continued acquisition of the F-35 along with its associated infrastructure the Government proposes a 2016 budget allocation of NOK 8.6 billion. While this proposal includes NOK 1.1 billion re-allocated from the 2015 budget due to planned payments that have been postponed, this nevertheless constitutes a near doubling of the 2015-level.

Also covered by the funding increase are additional funds for the construction of the new F-35-base at Ørland Main Air Station, where several projects are already underway to prepare for the arrival of the first F-35 in Norway in 2017.

The Norwegian Parliament has already authorized the procurement of 22 of the 52 aircraft Norway plans to procure, which includes deliveries up to and including 2019. In the 2016 budget, the Government requests authorization to begin procurement of an additional six aircraft for delivery in 2020.

On Tuesday the 6th of October the Norwegian acquisition of the F-35 reached another milestone as the second F-35 for Norway, AM-2, completed a successful test flight from Lockheed Martin’s facility in Fort Worth, Texas. This was the first flight for a Norwegian F-35, and comes only two weeks after the formal roll-out ceremony for the first Norwegian F-35.

A Strengthened and Modernized Intelligence Service

The Norwegian Government is proposing a considerable and necessary investment in the Norwegian Intelligence Service, above and beyond the levels indicated in the current Long Term Plan for the Norwegian Armed Forces. By modernizing both the technologies and capabilities of the Intelligence Service, it will become better prepared to address current and future challenges in line with the rapid technological advancement and developments in both Norway’s immediate region and in other areas around the globe.

In its 2016 budget proposal, the Government consequently proposes a funding increase for the Intelligence Service of NOK 370 million, of which NOK 250 million are fresh funds added to the defence budget.

Improved Navy Maintenance and Increased High North Patrols

The Government proposes several measures intended to strengthen the operational readiness of the Norwegian Navy, and to increase the patrol activity of its submarines and the Air Force’s P-3C Orion Maritime Patrol Aircraft in the High North.

By adding NOK 320 million to the Navy maintenance budget, the Government aims to reduce the current maintenance backlog on its vessels, thereby improving its ability to maintain the level of activity described by the current Long Term Plan. This additional funding also creates additional opportunities for the maritime industries on the Norwegian West Coast, and is part the Government’s effort to boost Norwegian employment levels.

Beyond maintenance, the budget proposal also includes funding dedicated to strengthening Norwegian High North Patrols, with an additional NOK 62 million to allow an Ula-class submarine to be forward-deployed to Ramsund Naval Station, where two crews will rotate to enable a total of about 250 sailing days annually in the High North.

The proposal also includes NOK 35 million in additional funds for the P-3C Maritime Patrol Aircraft, enabling both longer and more frequent patrols in the High North, strengthening Norway’s ability to ensure adequate surveillance and enforce Norwegian sovereignty in the region.

Funding for Continued International Engagements

The budget proposal includes additional funding to extend Norway’s participation in two important international missions, including NOK 82 million to support the deployment of one C-130J along with staff officers to support the UN-operation MINUSMA in Mali for an additional ten months, and NOK 7 million to support Norway’s participation in operation Triton in the Mediterranean Sea.

Continued Overall Modernization

Even as funding for the F-35 ramps up, Norway continues the overall modernization of its Armed Forces, funding more than 20 projects in various stages of completion through the proposed defence budget for 2016. These include the ongoing modernisation of the Army’s CV90-fleet, and a new logistics vessel for the Navy. The budget proposal also presents a new project for Parliamentary approval which by 2020 will provide 320 light vehicles along with associated support equipment for the Norwegian Home Guard, at an estimated cost of NOK 527 million.

EFS : Formations en artillerie, infanterie et blindé

Du 7 au 18 septembre 2015, les Détachements d’appui opérationnels (DAO) « feux dans la profondeur », « blindé » et « commando » des Éléments français au Sénégal (EFS), se sont rendus au centre d’entraînement tactique n°7 de Thiès pour former plusieurs éléments des Forces armées sénégalaises (FAS). Ces DAO étaient réalisés en vue de leur projection au Soudan et au Darfour au sein de la Mission des Nations Unies et de l'Union Africaine au Darfour (MINUAD).

 

Le DAO « feux dans la profondeur » des EFS a conduit une action de formation artillerie à la section de mortiers lourds au profit du bataillon sénégalais SENBAT 12. Il s’agissait de remettre à niveau son personnel et de former les chefs de section des trois compagnies d’infanterie aux demandes de tir et aux techniques d’observation de tirs indirects.

Le DAO « blindé » quant à lui, a formé pendant dix jours un peloton blindé des FAS. La première semaine a été consacrée à l’instruction théorique en salle de cours et au drill(exercices répétitifs) sur la zone technique du bataillon blindé. Pendant la deuxième semaine, ils ont poursuivi les exercices pratiques en effectuant une manœuvre de niveau du détachement interarmes. À l’issue de cette instruction, le peloton a participé à un exercice de synthèse avec les compagnies d’infanterie avec lesquelles ils partiront en mission au Darfour.

Du 24 septembre au 4 octobre 2015, un équipage mixte des Escadrons de transport (ET) 1/62 Vercors et 3/62 Ventoux, accompagné de mécaniciens de l’escadron de soutien technique aéronautique 2E.062 stationnés sur la base aérienne 110 de Creil, ont rejoint Djibouti à bord d’un CN235 pour une période d’entraînement logistique et tactique.

 

Cette instruction organisée sur la BA 188 visait à assurer le maintien en condition opérationnelle des équipages et la formation du personnel en menant des missions tactiques, en coopération avec différentes unités françaises stationnées à Djibouti.

 

Le programme d’entraînement prévoyait des exercices variés : atterrissages sur des terrains sommaires de jour comme de nuit, posés d’assaut avec l’escadron de protection 1G.188, aérolargages de petits colis, sauvetages aéroterrestre et aéromaritime dans le cadre des missions SAR (Search and rescue – recherche et sauvetage). Les militaires ont également réalisé des missions tactiques à plusieurs appareils, incluant du vol en formation avec le C160 de l’ET88 et des missions de Slow Mover Protection (protection d’aéronefs) avec les Mirage2000 de l’escadron de chasse 3/11.

 

Les forces françaises stationnées à Djibouti (FFDj) apportent régulièrement un soutien logistique aux escadrons de transport de métropole qui viennent s’entraîner dans un environnement interarmées, exigeant et complexe. Djibouti, avec son climat chaud et ses paysages désertiques, s’apparente à de nombreux théâtres d’opérations actuels et présente un cadre d’entraînement très réaliste.

Leading Aircraft Manufacturer Poised to Export New Fighter Jet

BEIJING --- China's leading aircraft manufacturer is on the verge of exporting its fifth-generation fighter jet, according to industry sources. Aviation Industry Corp of China disclosed the technical specifications of the J-31 Gyrfalcon at an aviation expo even though the plane was still being tested, the sources said.

During the four-day Aviation Expo China 2015, a biennial event held in Beijing in mid-September, AVIC also displayed a large-scale model of the J-31.

Expo visitors were surprised that the State-owned defense contractor was willing to declassify the J-31's specifications, as it had never previously released such information on military air-craft until they entered mass-production and were ready for export.

Analysts said the decision indicates that the corporation wants potential foreign buyers to learn about the plane's capabilities as soon as possible so that it can secure contracts when the jet becomes operational.

A source close to AVIC who declined to be named said publication of the aircraft's specifications was aimed at impressing potential buyers. "The earlier the buyers know about the J-31's capabilities, the higher chance AVIC has of taking up a good share of the fifth-generation aircraft market," he told China Daily.

"Once the company receives buyers' payments, it can use these to sustain the production line and continue to upgrade the aircraft to win more customers."

AVIC executives have never concealed their intentions for the J-31 project. Li Yuhai, deputy general manager of AVIC, told reporters in November, "Since the start of the J-31's development, we have planned to use the plane to end some foreign nations' dominance of the fifth-generation fighter jet. One of its variants will be specifically designed for export."

Li was speaking on the sidelines of the 10th China International Aviation and Aerospace Exhibition held in Zhuhai, Guangdong province.

Chen Hu, a military expert with the People's Liberation Army, said exporting the J-31 would be a milestone for China's aviation industry because the plane would give AVIC a significant boost in competition with Western defense giants.

Xu Bangnian, a professor at the PLA Air Force Command Institute, said he expected international demand for the plane as it appeared to be the only choice for developing countries wanting an affordable fifth-generation stealth aircraft.

The only fifth-generation fighter jet available on the market is the United States' Lockheed Martin F-35 Lightning II, but the US will only sell it to its allies.

The J-31's maiden flight in October 2012 caused a surprise globally, as few people expected China to develop another fifth-generation fighter jet following the J-20 stealth aircraft, which made its first flight in January 2011. During the past three years, the J-31 has undergone several test flights and some changes have been made to its design.

The AVIC specifications show that it has a maximum takeoff weight of 25 metric tons and is designed to be in service for up to 30 years.

Think Tank: ANZACs under armour - the future Australian IFV

There’s been a lengthy and lively debate on The Strategist lately regarding the future of Australia’s surface combatants, specifically the SEA 5000 future frigate. Attracting little attention on the other hand was last months’ closure of the RFT deadline for LAND 400 Phase 2—the LAND 400 phase that will provide the Army with its future Combat Reconnaissance Vehicle (CRV) capability. Given that this programme will completely redefine and reshape the Army’s ground combat capabilities, it needs greater attention.

 

The nature of the LAND 400 project is well known; about six months back The Strategist played host to a debate on this particular topic. But now that the Phase 2 process is well underway, it’s time to re-examine the possibilities for Phase 3. Army’s legacy fleet of M113 APCs, by the time of their complete replacement in 2030, will be almost 70 years old. The M113, which Tom Clancy once called an ‘old aluminium box’, isn’t survivable on a modern battlefield. Army’s ASLAVs wouldn’t fare much better—although acquired from the mid-1990s onwards, their original design (based on the Swiss MOWAG Piranha) dates from the 1970s.

 

With the closing of the RFT for Phase 2, a replacement is in sight. Unfortunately for the Army, there will be a significant wait until its obsolete M113s can be replaced. LAND 400 Phase 3, which will replace the M113s with an infantry fighting vehicle (IFV), will only be confirmed in the 2015 Defence White Paper, due to be released sometime later this year.

 

In the meantime, some serious thought within and outside Defence, as to what shape the Phase 3 vehicle can and should take, needs to take place. Given a tightening fiscal situation and the escalating cost of modern military hardware, Army is most likely to acquire an existing Military Off The Shelf (MOTS) platform to fulfil the requirements of LAND 400 Phase 3.

 

The Australian Army’s most recent combat experience has been in low-intensity warfare environments, but the service needs to be adaptable and agile enough to defeat opponents with both symmetrical and asymmetrical capabilities (such as Daesh/ISIS/ISIL/IS). The future IFV must be readily deployable and mustn’t tax existing logistical capabilities and infrastructure. And, acknowledging the likelihood of future ground combat occurring in urbanised areas and against opponents armed with modern, man portable anti-tank missiles and increasingly sophisticated area-denial weapons, the future IFV must provide the Australian infantryman with a combination of armour, firepower and mobility.

 

The contender which emerges victorious from Phase 2 could have a strong influence on the capability demanded by Phase 3. Most Phase 2 contenders—General Dynamics’ Stryker and Piranha, BAE’s RG-41 and Patria, Rheinmetall’s Boxer and ST/Elbit System’s TERREX2 (Nexter chose to withdraw its combat proven VBCI)—are 8×8 armoured fighting vehicles in the 20-30 tonne range with an autocannon or remotely operated machinegun as main armament and a carrying capacity of 8-10 fully equipped infantrymen. All could readily fulfil, or be adapted to fulfil, the Phase 3 requirement. But are these the only possibilities?

 

Beyond the wheeled platforms, BAE’s CV-90 is a strong tracked option. It’s a relatively newer platform, unlike the 30 year old Bradley, it’s well armed and protected, and can carry eight mounted infantry. What’s more, it’s been combat proven in Afghanistan with the Swedish, Danish and Norwegian armies. Krauss-Maffei Wegmann and Rheinmetall’s joint venture, the Puma, is heavier (topping out at 47 tonnes with bolt-on armour) and remains untested in combat, but is a much newer system and its modular design allows for future-proofing; German staff officers have even hypothesised that fitting the Puma with a larger calibre gun could convert the IFV into medium tanks. The Puma’s cost (estimated by a US think tank to be around US$7 million per vehicle) and its lower carrying capacity (six infantry) however would mitigate against it.

 

Thinking outside the box, what about the Israeli designed Namer (Leopard) armoured personnel carrier? Sure, it’s heavy—60 tonnes heavy to be precise—but its armour protection is comparable to that of an MBT, it has the off-road mobility to keep pace with MBTs on the move, it can carry a full rifle section under armour and an IFV variant s reportedly in development.

 

The downside is that its weight means that it can’t be airlifted in significant numbers (or by a C-130) and its use will be restricted in regions where the infrastructure can’t support it. But, as Bruce Cameron pointed out, ‘AFV survivability is the factor which will win battles and save lives’. And the Namer has proven to be very survivable—the Israel Defense Forces (IDF) consider it to be the best protected armoured fighting vehicle available, especially when equipped with an active protection system like Trophy. However, aside from a report that Israel offered the Namer to Columbia, there’s no confirmed evidence that it’s currently available for export. It is worth considering however.

 

The eagerly awaited 2015 Defence White Paper will shed additional light on LAND 400 Phase 3. Until then the possibilities for Australia’s future infantry fighting vehicle need to be strenuously examined and discussed.

Le gouvernement indien a refusé la demande de l’Air Force India. L’armée de l’air indienne souhaitait rajouter 44 Rafale à la commande initiale, qui comptait 36 avions de combat fabriqués par Dassault.

 

La commande s’arrête à 36. D’après The Indian Express, il n’y aura pas de rallonge du gouvernement indien pour acheter plus de Rafale. L’armée de l’air indienne, l’Air Force India, avait pourtant demandé 44 avions supplémentaire. Selon un responsable, le ministre de la Défense indien, Manohar Parrikar, a affirmé qu’il n’y avait pas assez de fonds.

 

L’Air Force estime qu’il faudrait 45 escadrons d’avions de chasse afin de contrer la menace sur les deux fronts du Pakistan et de la Chine. Les pilotes indiens devront se contenter d’une version améliorée des avions légers de combat maison, le Tejas-Mark 1A. Cette solution convient d’ailleurs parfaitement au premier ministre indien Narendra Modi dont la politique est de favoriser les fabrications "made in India".

Raytheon Awarded $18.6 M to Expand Border Security Work in Kingdom of Jordan

Raytheon Company (NYSE: RTN) has been awarded an additional $18.6 million contract from the Defense Threat Reduction Agency (DTRA) to help the Government of the Hashemite Kingdom of Jordan (GoHKJ) secure its borders with Syria . The award is for increment three of DTRA's Jordan Border Security Project (JBSP). Raytheon previously announced the completion of Phase 2 and 3 ( Jordan / Syria and Jordan / Iraq borders, respectively) as part of the JBSP, delivering key capabilities to help safeguard the Kingdom's borders.

Le ministre de la Défense Han Min-koo pourrait se joindre à la visite d'Etat aux Etats-Unis de la présidente sud-coréenne Park Geun-hye plus tard ce mois-ci, ont déclaré ce jeudi des officiels.

 

L'inclusion envisagée de Han dans la délégation de Park devrait renforcer sa consultation avec le président Barack Obama sur les sujets liés à la défense. Park partira à Washington le 16 octobre pour un sommet avec Obama.

 

«Le plan d’inclure le ministre de la Défense Han parmi les membres qui accompagneront Park lors de sa visite aux Etats-Unis est en cours d’examen», a indiqué un officiel gouvernemental. «Il a été conçu pour couvrir les événements liés à la défense et préparer les éventuelles discussions liées à la sécurité.»

 

Il est rare qu'un ministre de la Défense accompagne le chef d'Etat lors de la visite aux Etats-Unis. Han deviendrait le quatrième ministre de la Défense à prendre part à une visite présidentielle aux Etats-Unis.

 

A l'heure actuelle, il y a plusieurs sujets épineux concernant l'alliance militaire entre les deux pays, dont l'éventuel déploiement du système de défense antimissile à haute altitude (Terminal High Altitude Area Defense, THAAD) sur le territoire sud-coréen.

 

Le sommet bilatéral à venir, cependant, ne traitera pas ce sujet, ont déclaré les officiels militaires, en ajoutant que le ministre des Affaires étrangères Yun Byung-se a également fait une remarque allant dans la même direction.

 

Han devrait s'efforcer de convaincre les Etats-Unis d’envisager à nouveau son refus de fournir des technologies clés de Lockheed Martin dans le cadre du projet de chasseurs de la prochaine génération de la Corée du Sud.
