Le Département d'Etat américain vient d'approuver la vente possible à la France de quatre avions C-130 Hercules de Lockheed-Martin, deux cargos et deux ravitailleurs, et leurs équipements et supports logistiques associés. Le coût de la transaction est estimé à 650 millions de dollars par l'Agence américaine de coopération de défense et de sécurité...

Voici un achat en urgence qui rappelle que l'A400M connaît des sérieux problèmes dans ses standards plus évolués, notamment en ravitaillement des hélicoptères et en largage (par la porte latérale). La prochaine commande française concerne deux C-130J et deux ravitailleurs KC-130J (355 millions de dollars, 331 millions d'euros pour les quatre avions). Parmi les équipements associés, on relève notamment six appareils de contre-mesures électroniques, six d'alerte missiles, six radars d'alerte et des terminaux de communication vocale sécurisée.

The State Department has made a determination approving a possible Foreign Military Sale to France for C-130J aircraft and associated equipment, parts and logistical support for an estimated cost of $650 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

 

The Government of France has requested a possible sale of:

 

Major Defense Equipment (MDE):

    Two (2) C-130J aircraft with Rolls Royce AE-2100D Turboprop Engines

    Two (2) KC-130J aircraft with Rolls Royce AE-2100D Turboprop Engines

    Four (4) Rolls Royce AE-2100D Turboprop Engines (spares)

 

Non-Major Defense Equipment (Non-MDE):

    Six (6) AN/ALE 47 Electronic Countermeasure Dispensers (1 per aircraft, plus 2 spares)

    Six (6) AN/AAR-47A(V)2 Missile Warning Systems (1 per aircraft, plus 2 spares)

    Six (6) AN/ALR-56M Radar Warning Receivers (1 per aircraft, plus 2 spares)

    Ten (10) Embedded Global Positioning/Inertial Navigation Systems (2 per aircraft, plus 2 spares)

    Ten (10) AN/ARC-210 Radios (2 per aircraft, plus 2 spares)

    Ten (10) AN/ARC-164 UHF/VF Radios (2 per aircraft, plus 2 spares)

    Two (2) HF Voice Radios

    Ten (10) KY-100 Secure Voice Terminals (2 per aircraft, plus 2 spares)

    Ten (10) KYV-5 Secure Voice Equipment Units (2 per aircraft, plus 2 spares)

 

Also provided are support and test equipment; publications and technical documentation; personnel training and training equipment; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistical and program support. The estimated MDE value is $355 million. The total overall estimated value is $650 million.

 

This proposed sale will contribute to the foreign policy and national security of the United States by improving the capability of a NATO ally. It is vital to U.S. national interests to assist the French Air Force to increase its airlift, air refueling, and air drop capabilities. These aircraft will provide these capabilities and will be used to support national, NATO, United Nations, and other coalition operations. Providing these aircraft to the French Air Force will greatly increase interoperability between the U.S. Air Force and the French Air Force, as well as other NATO allies.

 

The C-130Js will provide critical transport, airdrop, and resupply to thousands of French troops in support of current and future operations. The KC-130Js will provide crucial air refueling capability to France's fighter aircraft, light transport aircraft, and helicopters. France will have no difficulty absorbing these aircraft into its armed forces.

 

The proposed sale of this equipment and support will not alter the basic military balance in the region.

 

France requests that Lockheed Martin be the sole source provider for the C-130J aircraft. There are no known offset agreements proposed in connection with this potential sale.

 

Implementation of this proposed sale may require multiple trips for U.S. contractor representatives to France and potentially to deployed locations to provide initial launch, recovery, and maintenance support.

 

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Rome pourrait bien devenir le second pays export à armer ses drones Reaper, après le Royaume-Unis. Ce 3 novembre, la Defense Security Co-operation Agency (DSCA) américaine a accepté d'exporter à l'Italie les kits d'intégration d'armements pour 6 de ses drones MQ-9 Reaper. Cette acceptation fait suite à une demande italienne pour l'achat de 156 missiles AGM-114R2 Hellfire II de Lockheed Martin, 30 bombes guidées laser GBU-12, 30 GBU-38 Joint Direct Attack Munitions (JDAMs), 30 GBU-49 guidées laser, 30 GBU-54 laser JDAM. Le contrat pourrait s'élever à 130 millions de dollars.

The State Department has made a determination approving a possible Foreign Military Sale to the Government of Lithuania for Stryker Infantry Carrier Vehicles and associated equipment, parts and logistical support for an estimated cost of $599 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on November 4, 2015.

The Government of Lithuania has requested a sale of eighty-four (84) M 1126 Stryker Infantry Carrier Vehicles (ICV) with the ATK 30mm cannon, the XM813 30mm cannon or a European variant with the Remote Weapon Station and eighty-four (84) M2 Flex Machine Guns. Additionally, they have requested the ICV-30 package, including contractor logistics support, support equipment, spare parts, armaments, two (2) AN/PRC-152 Radios per vehicle, one (l) AN/PSN-13 DAGR per vehicle, one (l) VIC-3 per vehicle, training aids/devices/simulators & simulations (TADSS), translated technical manuals with laptop computers, training, Foreign Service Representatives (FSRs), OCONUS Contractor vehicle deprocessing services and technical assistance. The total estimated value of MDE is $462 million. The overall total estimated value is $599 million.

Saudi Arabia has asked the United States for UH-60M Black Hawk helicopters.

 

Saudi Arabia is seeking UH-60M Black Hawk helicopters and associated equipment from the United States through the U.S. Foreign Military Sales program. Notification of the proposed $495 million deal, which has already won State Department approval, was transmitted to Congress by the U.S. Defense Security Cooperation Agency. "The proposed sale will make a positive contribution to the foreign policy and national security objectives of the United States by helping to improve the security of an important regional partner that has been, and continues to be, a significant U.S. partner for political stability and economic progress in the Middle East," DSCA said.

Le Département d’Etat américain a approuvé la vente à Israël de plus de 20.000 kits de bombes guidées et de 8.650 ogives associées, incluant 5000 livres de bombes « anti-bunker » (source : DSCA).

 

Le coût des ventes, qui comprend également 250 missiles air-air AIM-120C AMRAAM et 3.000 missiles AGM-114K/R Hellfire, est de 1,9 milliard de dollars.

Cette acquisition comprend également 10.000 kits de guidage JDAM GPS (Joint Direct Attack Munitions ) pour 2000 livres de bombes MK84, 500 kits de JDAM pour 1.000 livres de bombes MK83, et 4.000 kits de JDAM pour 500 livres de bombes MK82.

Israël a également demandé 500 kits DSU-38A/B qui peuvent être utilisés pour moderniser les JDAM afin qu’ils puissent être guidés vers leur cible en utilisant un pod laser ou un GPS.

On compte aussi 1500 kits de guidage laser Paveway pour des bombes MK83 et 500 ogives BLU-109 « anti-bunker ».

En termes d’ogives, Israël avait demandé 4500 bombes MK83 et 82 MK3500, mais pas de MK84 supplémentaire 84 ou BLU-109.

Israël a notamment réclamé 50 ogives BLU-113 qui est utilisée avec la bombe GBU-28 à guidage laser pour détruire des cibles profondément enfouies.

La DSCA avait déjà recommandé à Israël l’achat de 150 GBU-28 qui est une arme très efficace pour détruire les installations nucléaires de l’Iran.

Enfin, 4.100 bombes GBU-39 de petit diamètre (SDB) pesant 250 livres à guidage GPS complètent la liste. Cette bombe de petite taille dispose de deux ailes en forme de losange qui se déploient après largage lui offrant une meilleure précision et réduisant le risque de dommages collatéraux. La GBU-39 SDB peut être opérée par de nombreux avions de combat. Elle dispose également de meilleures capacités de pénétration que les bombes classiques

WASHINGTON --- The State Department has made a determination approving a possible Foreign Military Sale to Jordan for 35-meter Coastal Patrol Boats and associated equipment, parts, training and logistical support for an estimated cost of $80 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on March 16, 2015.

 

The Government of Jordan has requested a possible sale of two 35-meter Coastal Patrol Boats with two MSI Defence Systems LTD SEAHAWK A2 DS30M-30mm Gun Weapon Systems with MK44 Bushmaster Cannons, 1,140 rounds of 30mm Target-Practice-Tracer (TP-T) ammunition, 4,020 rounds of 30mm High Explosive Incendiary with Tracer (HEI-T) ammunition, 60 rounds of 30mm inert dummy ammunition and two chaff systems, spare and repair parts, support equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $80 million.

 

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a partner which has been, and continues to be, an important force for political stability and economic progress in the Middle East. It is vital to the U.S. national interest that Jordan develops and maintains a strong and ready self-defense capability and enhances its ability to protect its territorial waters.

 

Jordan will have no difficulty absorbing these boats into its armed forces.

 

The proposed sale of this equipment and support will not alter the basic military balance in the region.

 

The principal contractor is undetermined at this time and will be determined during negotiations. There are no known offset agreements proposed in connection with this potential sale.

 

Implementation of this proposed sale will require the temporary assignment of approximately two U.S. Government or contractor representatives in Jordan on an intermittent basis over the life of the case.

 

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

 

This notice of a potential sale is required by law and does not mean the sale has been concluded.

WASHINGTON --- The State Department has made a determination approving a possible Foreign Military Sale to Mexico for UH-60M Black Hawk Helicopters and associated equipment, parts, training and logistical support for an estimated cost of $110 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on March 16, 2015.

The Government of Mexico has requested a possible sale of three UH-60M Black Hawk helicopters in standard U.S. Government configuration, with designated unique equipment, Government Furnished Equipment (GFE), six T700-GE-701D engines, six H-764G Embedded Global Positioning System/Inertial Navigation Systems (EGIs), six M134 7.62mm Machine Guns, three Star Safire III Forward Looking Infrared Radar Systems, three Aviation Mission Planning Systems, twelve AN/AVS-9 Night Vision Goggles, and one Aviation Ground Power Unit.

Also included are spare and repair parts, support equipment, communication equipment, facility construction, air worthiness support, publications and technical documentation, personnel training and training equipment, warranties, U.S. Government and contractor technical, engineering, and logistics support services, and other related element of logistics and program support. The estimated cost is $110 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a strategic partner. Mexico has been a strong partner in combating organized crime and drug trafficking organizations. The sale of these UH-60M helicopters to Mexico will significantly increase and strengthen its capability to provide in-country airlift support for its forces engaged in counter-drug operations.

Mexico intends to use these defense articles and services to modernize its armed forces and expand its existing naval/maritime support in its efforts to combat drug trafficking organizations.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be the Sikorsky Aircraft Company in Stratford, Connecticut; and General Electric Aircraft Company (GEAC) in Lynn, Massachusetts. There are no known offset agreements in connection with this potential sale.

Implementation of this proposed sale may require the assignment of one additional U.S. Government representative and one contractor representative in country full-time to support the delivery and training for approximately two years.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.


(EDITOR’S NOTE: Even with add-ons, training, spares and support, the cost of the above contract works out to about $37 million per helicopter.
This is a nice mark-up, given that the latest, March 2 contract for UH-60 production is worth $241.7 million for 22 aircraft, or $11.9 million each.
This is also roughly the same price also being paid by Tunisia; a contract awarded Mar 17, for eight “Green-configured” UH-60Ms, is worth $93 million (or about $11.6 million each.)
Mexico is probably not getting the best deal available, especially as FMS sales are supposed to use the same price as that paid by US users.)

WASHINGTON, -- The US Department of Defense has offered to the Argentine government one hundred armored tracked series M113 at a discounted prices. The total amount bid is $2,495,368, $2,277,049.20 of which correspond to the M113A2 , $24.412 for one M548A1 and 193,906.80 for six M577A2 .

The offer, issued by the DSCA (Defense Security Cooperation Agency), includs 93 armored personnel carriers M113A2, a single load armored M548A1 and M577A2 six armored command post.

The new order for the Indian Navy's four HDW Type-209 submarines is expected to cost an estimated USD 200 million and the planned purchase is currently waiting on the US government's Letter of Acceptance (LoA).

 

The Indian government has sent a Letter of Request (LoR) to the US government for the purchase of 22 Harpoon missiles for the Indian Navy’s Shishumar-class of submarines.

 

India has already ordered 26 Harpoon missiles for the eight Indian Navy P-8I Long Range Maritime Reconnaissance (LRMR) aircraft for an estimated USD 200 million and 24 Harpoon missiles for the Indian Air Force (IAF) Jaguar aircraft in an order worth USD 170 million.

 

Dennis Swanson, the head of India operations for Boeing Defense Space and Security, the prime contractor for Harpoon missiles, told StratPost, “We see significant potential for the Harpoon’s capabilities to be applied on other platforms by the Indian armed forces.”

 

While India’s Hindustan Aeronautics Limited (HAL) is to integrate the missiles on to the Jaguar, Boeing will integrate them on to the P-8I aircraft, itself.

 

The new order for the Indian Navy’s four Shishumar-class (HDW Type-209) submarines is expected to cost an estimated USD 200 million and the planned purchase is currently waiting on the US government’s Letter of Acceptance (LoA).

La Defense Security Cooperation Agency a annoncé vendredi que le Département d'Etat a donné son feu vert à une FMS (foreign military sale) au profit des Pays-Bas. Cette vente porte sur 4 MQ-9 Block 5, 4 stations de contrôle etc. Pour voir la liste complète, cliquer ici.

Le package comporte aussi 3400 heures (sur 3 ans) de formation et soutien technique qui seront fournies par des employés fédéraux et des contractors (comme ceux de General Atomics et L3C qui sont déployés à Niamey auprès des militaires français de l'escadron Belfort).

Montant du contrat: 339 millions de dollars.

Deux pilotes et deux opérateurs vont être envoyés sous peu aux USA (à Holloman AFB) pour y être formés.

The US Defense Security Cooperation Agency (DSCA) has notified Congress of a potential foreign military sale (FMS) of UH-72A Lakota helicopters and associated equipment to Thailand.

 

Under the estimated $89m sale, Thailand has requested nine UH-72A Lakota helicopters, along with spare and repair parts, support equipment, communication equipment, and aviation mission planning stations.

 

Approved by the US State Department, the package also includes personnel training and training equipment, as well as other related elements of logistics support.

 

The sale is expected to contribute to Thailand's goal of upgrading and modernising its military forces with a new light-utility helicopter that can address requirements for rotary-wing transportation, while further enhancing interoperability between Thailand, the US, and other allies.

 

In addition, the sale contributes to the foreign policy and national security of the US by helping to improve the security of a major non-Nato ally.

 

EADS North America has been selected to serve as the prime contractor for the FMS programme.

 

The UH-72A Lakota, which is an unarmed utility militarised version of the EC-145 helicopter, is primarily used for search and rescue, medical evacuations, homeland security, VIP transport and disaster response and relief, as well as combat flight and pilot sustainment training missions.

 

Powered by two Turbomeca Arriel 1E2 turboshaft engines, the helicopter can also be used for general support and counter-narcotics operations.

 

It is currently operated by the US Army, Navy and the Army National Guard.

 

In June 2013, Thailand also requested six UH-72A Lakota helicopters and related equipment from the US at an estimated cost of $77m.

The Government of Mexico has requested a possible sale of 5 UH-60M Black Hawk Helicopters in standard USG configuration with designated unique equipment and Government Furnished Equipment (GFE), 13 T700-GE-701D Engines (10 installed and 3 spares), 12 Embedded Global Positioning Systems/Inertial Navigation Systems (10 installed and 2 spares), 10 M134 7.62mm Machine Guns, 5 Star Safire III Forward Looking Infrared Radar Systems, 1 Aviation Mission Planning System, and 1 Aviation Ground Power Unit. Also included are communication equipment including AN/ARC-210 RT-8100 series radios, Identification Friend or Foe (IFF) systems, aircraft warranty, air worthiness support, facility construction, spare and repair parts, support equipment, publications and technical documentation, personnel training and training equipment, site surveys, tool and test equipment, U.S. Government and contractor technical and logistics support services, and other related elements of program, technical and logistics support. The estimated cost is $225 million.

US outlines possible $98 million South Korean Sidewinder deal

Singapore - The US State Department has notified congress of a possible sale of 76 Raytheon AIM-9X-2 Sidewinder Block II infrared (IR) homing missiles.

 

The proposed $98 million Foreign Military Sales deal also includes captive air training missiles, other equipment, and training associated with the weapons, said the US Defense Security Agency in a statement.

 

“The ROK intends to use these AIM-9X missiles to supplement its existing missile capability and current weapon inventory,” says the DSCA.

 

“This sale will contribute to the Republic of Korea’s force modernization goals and enhance interoperability with U.S. forces. The ROK will use this enhanced capability to strengthen its homeland defense and deter regional threats.”

The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to Pakistan for a C-130 Fleet Upgrade Program and associated equipment, parts, training and logistical support for an estimated cost of $100 million.

 

The Government of Pakistan has requested a possible sale of C-130B/E avionics upgrades, engine management and mechanical upgrades, cargo delivery system installation, and replacement of outer wing sets on six aircraft.  Also included are spare and repair parts, support equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor technical and logistics support services, and other related elements of logistics support.  The estimated cost is $100 million.

 

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a Major Non-NATO ally which has been, and continues to be, an important force for regional stability and U.S. national security goals in the region.

Le Pentagone a notifié lundi le Congrès américain d’un projet de vente à l’Irak de 24 hélicoptères d’attaque Apache pour 4,8 milliards de dollars, a annoncé l’agence chargée des ventes d’armes à l’étranger.

 

Bagdad réclamait depuis des mois que Washington lui fournisse ces équipements mais de nombreux élus américains s’y opposaient, craignant que le Premier ministre irakien Nouri al-Maliki ne s’en serve contre des groupes autres que ceux liés à Al-Qaïda. Le Congrès dispose de 15 jours pour soulever d’éventuelles objections, faute de quoi le contrat sera conclu.

Le projet de contrat porte sur 24 hélicoptères avec leurs équipements et pièces détachées. Il comporte également la vente de 480 missiles Hellfire, une arme antichar qui peut être tirée depuis des hélicoptères ou des avions.

 

 

«Cette proposition de vente soutient les intérêts stratégiques des États-Unis en fournissant à l’Irak des moyens essentiels pour se protéger contre les menaces terroristes et conventionnelles et améliorer la protection des infrastructures pétrolières clés», justifie dans un communiqué l’agence de coopération de défense et de sécurité (DSCA), chargée des ventes d’armes à l’étranger.

Nouri al-Maliki, un chiite critiqué pour son manque d’ouverture vers les autres composantes de la société irakienne, est confronté à la perte de contrôle d’une partie de la province à majorité sunnite d’al-Anbar, frontalière de la Syrie. Des combattants de l‘État islamique en Irak et au Levant (EIIL, lié à Al-Qaïda) se sont notamment emparés fin décembre de la ville de Fallouja, à 60 km à l’ouest de Bagdad.

UAE requests US for equipment in support of a direct commercial sale of F-16 aircraft

The US Defense Security Cooperation Agency (DSCA) has notified Congress of a potential foreign military sale (FMS) of equipment in support of a direct commercial sale of F-16 Block 61 Fighting Falcon aircraft and associated equipment to UAE.

 

Under the estimated $270m sale, the UAE has requested for the supply of equipment in support of its commercial purchase of 30 F-16 Block 61 aircraft and also the upgrade of its existing F-16 Block 60 fleet.

 

Major defence equipment includes 40 20mm M61A guns, 40 embedded GPS inertial navigation systems, alongside identification friend-or-foe (IFF) equipment, joint mission planning system, night vision devices, cartridge activated device/propellant activated devices and weapons integration.

 

The package also includes spare and repair parts, tools and test equipment, personnel training and training equipment, international engine management programme-component improvement programme, repair and return, aerial refuelling support, technical and logistics support services, as well as other related elements of logistics and programme support.

 

Expected to improve the UAE's capability to meet existing and future regional threats, the potential sale also contributes to the foreign policy and national security of the US by improving the security of a friendly country that continues to serve as an important force for political stability and economic progress in the Middle East.

 

The UAE continues host-nation support of vital US forces stationed at Al Dhafra Air Base, and has proven to be a valued partner and an active participant in overseas contingency missions.

 

The sale of additional F-16 fighters to the UAE is consistent with US foreign policy and national security objectives.

 

Lockheed Martin Aeronautics will serve as prime contractor for the FMS programme.

 

Powered by a single Pratt & Whitney F-100-GE-129 turbofan engine, the F-16 was initially designed as an air superiority day fighter, but later evolved into a successful all-weather multirole aircraft for accurate delivery of ordnance during non-visual bombing conditions.

United Arab Emirates (UAE) - Blanket Order Training

The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to the United Arab Emirates (UAE) for blanket order training and associated training and logistical support for an estimated cost of $150 million.

 

The Government of the United Arab Emirates has requested a possible sale for follow on United States Marine Corps blanket order training, training support, and other related elements of program support for the United Arab Emirates Presidential Guard Command. The estimated cost is $150 million.

 

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be an important force for political stability and economic progress in the Middle East. The UAE continues host-nation support of vital U.S. forces stationed at Al Dhafra Air Base and plays a vital role in supporting U.S. regional interests.

 

The proposed sale will provide the continuation of U.S. Marine Corps training of the UAE’s Presidential Guard for counterterrorism, counter-piracy, critical infrastructure protection, and national defense. The training also provides engagement opportunities through military exercises, training, and common equipment. The Presidential Guard currently uses these skills alongside U.S. forces, particularly in Afghanistan.

 

The proposed sale of this training will not alter the basic military balance in the region.

 

There will be no principal contractors associated with this proposed sale. There are no known offset agreements proposed in connection with this potential sale.

 

Implementation of this proposed sale will not require the permanent assignment of any U.S. Government or contractor representatives to the UAE. Training teams will travel to the country on a temporary basis.

 

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

 

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Six mois après la décision du ministre de la Défense Jean-Yves Le Drian d’acquérir en urgence deux drones Reaper, la direction générale de l’armement (DGA) a procédé dans la nuit du 18 au 19 décembre 2013 à la réception du système français. C’est un jalon fondamental avant son déploiement opérationnel au Sahel.

 

Le système sera mis dans les prochains jours à disposition du transporteur mandaté pour le livrer à l’armée de l’air au Sahel. Ce système est composé de deux vecteurs aériens, d’un segment sol et des équipements nécessaires à sa maintenance et à sa mise en œuvre. Il offrira aux forces françaises déployées en Afrique une capacité tout temps de renseignement, de surveillance.

 

La réception a été conduite par la DGA aux Etats-Unis, avec l’US Air Force et les équipes de l’industriel General Atomics. Des essais en vol et au sol des drones et de la station sol ont été réalisés pendant deux semaines à Grey Butte en Californie et dans les locaux de Raytheon à Mc Kinney, Texas, pour la boule optronique. L’équipe de programme, le service armement de l’ambassade de France, le service qualité et une équipe de spécialistes dans le domaine des drones, des essais en vol, de l’optronique et des moteurs, ont ainsi été mis à contribution.

 

Ce travail est l’aboutissement d’un processus d’acquisition FMS (ForeignMilitary Sales) conduit par les services du ministère en moins de 6 mois, ce qui a été rendu possible par une très grande réactivité du côté des autorités américaines. Il aura permis de préparer au mieux la mise en œuvre technique du système avant sa livraison aux forces (préparation de l’autorisation de vol, connexion aux systèmes d’analyse du renseignement et aux satellites, analyse de la compatibilité électromagnétique avec les autres systèmes d’armes français, conformité réglementaire, etc.). En parallèle de ces opérations, l’armée de l’air a pu former ses opérateurs Reaper aux Etats-Unis, et ce depuis cet été.

 

Au cours des prochains mois, l’armée de l’air et la DGA assureront la montée en puissance de la capacité, le soutien du système dans les meilleures conditions et l’amélioration de la chaîne technique d’exploitation du renseignement recueilli.

Saudi Arabia requests TOW missiles sale from US

The US Defense Security Cooperation Agency (DSCA) has notified Congress of two potential foreign military sales (FMS) of tube-launched, optically tracked wire-guided (TOW) missiles to Saudi Arabia.

 

Under the first $170m FMS, Saudi Arabia has requested for supply of 750 BGM-71 2B TOW missiles, seven fly-to-buy TOW2B missiles, 1,000 BGM-71 2A TOW missiles, seven fly-to-buy TOW2A missiles, spare and repair parts, support equipment, and other related elements of logistics and programme support.

 

Besides supporting the Royal Saudi Land Forces' (RSLF) defence and counter-terrorism missions, the package will also contribute to stability in the Kingdom and the region, increase the country's overall deterrence capability, while enhancing the RSLF's compatibility with US forces.

 

The second estimated $900m sale covers supply of 9,650 BGM-71 2A TOW radio-frequency (RF) missiles, along with 4,145 BGM-71 2B tube-launched, optically-tracked wire-guided aero RF missiles, 91 TOW-2A fly-to-buy missiles, and 49 TOW-2B fly-to-buy missiles.

 

In addition, the sale is expected to enhance Saudi Arabia's capability to address and defeat threats from enemy armoured vehicles.

 

Both sales contribute to the foreign policy and national security of the US by improving the security of Saudi Arabia, which provide an important force for political stability and economic progress in the Middle East.

 

Raytheon Missile Systems and Raytheon will serve as prime contractors for the first and second sales, respectively.

The US Defense Security Cooperation Agency (DSCA) has notified Congress of two potential foreign military sales (FMS) of F/A-18 Hornet aircraft follow-on support and associated equipment to Switzerland and Kuwait.

 

Under the first estimated $200m sale, Switzerland has requested a possible sale of follow-on support for F/A-18 Hornet upgrade programme, including participation in the aircraft's engine component improvement program (CIP), spare and repair parts, system integration and testing, flight testing, support and test equipment, transportation, personnel training and training equipment, in addition to other related elements of logistics support.

 

The second estimated $150m FMS involves the continuation of contractor engineering technical services, contractor maintenance services, hush house support services, and liaison office support for the Kuwait Air Force's F/A-18 C/D programme.

 

Specific services include supply of spare and repair parts, US Government and contractor technical support services and other related elements of logistics support, to help the Kuwait Air Force ensure the reliability and performance of its F/A-18 C/D fleet.

 

Expected to support the current Switzerland F/A-18 Hornet Upgrade 25 and future upgrade programmes, the defence articles and services will enable the national air force to extend the aircraft's useful life and enhance their survivability, and also keep pace with technology advances in sensors, weaponry and communications.

 

Both sales contribute to the foreign policy and national security of the US by improving the security of Switzerland and Kuwait, which serve as an important force for political stability and economic progress in Europe and in the Middle East.

 

The prime contractors for the first sale include Excelis, Northrop Grumman Electronic Systems, Boeing, General Electric Aircraft Engines, General Dynamics Information Technology, Wyle Laboratories, MacKee and Zenetex.

 

Kay and Associates Incorporated, Boeing, Industrial Acoustics and General Electric will serve as prime contractors for the second FMS programme.
