CGI to provide a National Security Vetting Solution enabling UK government departments and agencies to manage more than 200,000 security clearance applications each year

CGI (TSX: GIB.A) (NYSE: GIB) has been selected to develop the National Security Vetting Solution (NSVS) to help improve the efficiency of the security vetting process across the UK government. The contract is for four years, with options to extend.

CGI has delivered a vetting solution to the Ministry of Defence via the Cerberus application since 2008. CGI will now expand its vetting services into a national solution supporting the majority of UK government departments and major contractors that need to vet employees for security clearance.

NSVS is based on the Cerberus application which is built on an Oracle platform. During the bid, CGI and Oracle worked closely together to develop a robust and efficient solution that uses modern technology and will not only streamline the vetting process, but also improve the user experience significantly. 

NSVS will handle in excess of 200,000 vetting requests a year, performing a range of detailed checks on applicants, including financial status, address verification and criminal record checks. 

NSVS replaces a range of disparate systems and manual processes with an intuitive user interface that enables applicants and vetting caseworkers to securely access the system from different locations, using many different devices. NSVS is a pan-governmental system, which will be flexible and scalable, able to meet the future demand for security vetting, currently rising by approximately 10% a year. In addition it will be able to handle surges in demand for security clearance, often linked to major events. 

NSVS will utilise CGI’s new UK Security Operations Centre (SOC) to monitor and protect NSVS against potential cyber security threats in real-time. To ensure NSVS’s resilience and 24/7 availability, CGI will deliver secure hosting from its ISO/IES 27001 certified facilities in the UK. The service will be managed from CGI’s award-winning 5-star service desk in Wales.

The Netherlands and aerospace services company Strat Aero have signed a letter of intent for the establishment of an unmanned air vehicle training facility focused on the General Atomics Aeronautical Systems MQ-1 Predator and MQ-9 Reaper.

The non-binding LoI was agreed between the company and Innovation Quarter – the economic development agency for the Dutch region of West Holland – Strat Aero announced on 12 January.

The parties involved hope to establish what they tout as northern Europe’s first UAV pilot training base; a location for which would be provided by the government.

Officials reported details of the latest strikes, which took place between 8 a.m. yesterday and 8 a.m. today, local time, noting that assessments of results are based on initial reports.

Airstrikes in Syria

Attack, fighter and bomber aircraft conducted 11 airstrikes in Syria:

-- Near Kobani, nine airstrikes struck two large ISIL units and an ISIL tactical unit and destroyed 10 ISIL fighting positions, five ISIL buildings and two ISIL staging positions.

-- Near Abu Kamal, an airstrike destroyed an ISIL excavator.

-- Near Dawr az Zawr, an airstrike struck an ISIL oil refinery.

Airstrikes in Iraq

Attack, fighter and remotely piloted aircraft conducted 16 airstrikes in Iraq:

-- Near Beiji, four airstrikes struck four ISIL tactical units and destroyed two ISIL fighting positions.

-- Near Qaim, two airstrikes destroyed two ISIL armored vehicles and 10 ISIL fighting positions.

The strikes were conducted as part of Operation Inherent Resolve, the operation to eliminate the ISIL terrorist group and the threat they pose to Iraq, Syria, the region, and the wider international community. The destruction of ISIL targets in Syria and Iraq further limits the terrorist group's ability to project terror and conduct operations, officials said.

Le Pentagone a annoncé jeudi des plans pour consolider l’infrastructure militaire américaine en Europe et ainsi sauver plus de 500 millions $ par an «tout en maintenant la capacité et les engagements».

Toute activité devrait notamment cesser sur la base aérienne de Mildenhall au Royaume-Uni, tandis que le pays accueillera en revanche le premier déploiement du chasseur F-35 en Europe, sur la base voisine de Lakenheath.

«La réorganisation du réseau d’infrastructures militaires se traduira par une diminution légère du niveau de nos forces en Europe», a indiqué le département de la Défense dans un communiqué.

Selon John Conger, secrétaire adjoint intérimaire à la défense pour l’énergie, les installations et l’environnement, «approximativement 1.200 positions de soutien civiles et militaires américaines seront éliminées, et 6.000 personnels américains de plus seront relocalisés en Europe.»

Les responsables américains ont souligné qu’en aucun cas ces mouvements n’affaiblissaient le dispositif américain face à la Russie.

Les orientations budgétaires votées par le Congrès américain prévoient un renforcement de la présence des Américains et de leurs alliés en Europe de l’Est, et d’aider l’Ukraine, la Géorgie et la Moldavie à renforcer leurs capacités, rappelle le communiqué du département de la Défense.

Au total, 15 sites militaires américains vont être rendus aux pays hôtes.

Selon des responsables militaires, la plupart des forces retirées du Royaume-Uni, du Portugal et d’autres sites en Europe seront redéployées en Allemagne et en Italie.

La présence militaire américaine au Royaume-Uni diminuera d’environ 2.000 personnes à l’issue de ces mouvements.

Les mesures annoncées jeudi prévoient également le départ de 500 militaires américains de la base de Lajes, sur l’archipel portugais des Açores.

Des sites seront aussi fermés en Belgique, aux Pays-Bas et en Allemagne.

Sur les 67.000 soldats américains stationnés en Europe, 40.800 sont actuellement en Allemagne, 10.700 en Italie et 8.700 au Royaume-Uni.

Inherent Resolve,

La coalition a lâché près de 5.000 bombes depuis le début des frappes aériennes contre le groupe État islamique (EI), visant plus de 3.000 cibles différentes dont 58 chars, a indiqué le Pentagone mercredi.

Au total, la coalition a mené 1.676 frappes, selon ce bilan arrêté au 31 décembre 2014 et réalisé par le Centcom, le commandement militaire américain de la région.

Le bilan ne donne pas d’information sur le nombre de djihadistes tués ou blessés. Le Pentagone avait indiqué mardi que des investigations étaient en cours pour établir si les frappes avaient provoqué des victimes civiles, mais que rien n’avait encore été établi.

Outre les 58 chars, la coalition a visé plus de 900 véhicules, dont 184 véhicules tout-terrain Humvees et 26 véhicules blindés.

Les frappes ont également visé environ 52 bunkers, 673 postes de combat et près d’un millier de bâtiments divers.

Au total, les avions de la coalition ont mené près de 15.465 sorties.

Les frappes ont commencé le 8 août en Irak, et se sont étendues à la Syrie le 23 septembre.

Le Pentagone a indiqué qu’il ne pouvait pas préciser combien de cibles visées avaient été effectivement détruites.

« Je pense que le niveau de destruction est élevé », s’est borné à dire le colonel Steven Warren, porte-parole au Pentagone.

Les militaires américains n’ont pas non plus voulu préciser combien de chars par exemple restaient encore aux mains de l’EI, malgré ces frappes.

« Nous ne voulons pas que nos ennemis sachent tout ce que nous savons d’eux », a indiqué le colonel Warren.

L’entretien du chasseur F-35, en lice en Belgique pour succéder aux F-16 vieillissants, est excessivement coûteux. La maintenance d’une quarantaine d’entre eux coûterait plus de 283 millions d’euros par an. C’est la moitié du budget de la Défense, rapporte lundi De Morgen.

La Défense espère obtenir, en 2018, du gouvernement l’autorisation d’acquérir 40 nouveaux avions de combat entre 2023 et 2028. Le F-35 est en lice face au F/A-18E/F Super Hornet de Boeing, au Rafale F3R de l’avionneur français Dassault, au JAS-39E Gripen de Saab et à l’Eurofighter d’Airbus Group. Mais il est notoire que l’armée de l’air a une préférence pour les F-35, du groupe américain Lockheed Martin.

Le coût de l’entretien de ces appareils est cependant très élevé, selon De Morgen, qui cite des chiffres néerlandais. Les Pays-Bas, qui doivent également remplacer leurs avions de combat, ont opté pour l’achat de 37 F-35. Dans une lettre adressée au Parlement, la ministre néerlandaise de la Défense, Jeanine Hennis-Plasschaert, avance un montant de 283 millions d’euros pour la maintenance du chasseur américain.

Cela peut-il également avoir des conséquences diplomatiques et géopolitiques? Lesquelles?

Oui, et c'est peut-être le plus grave. Les Etats-Unis sont nos alliés, mais il peut arriver dans l'histoire que des alliés soient en désaccord ou n'aient pas la même approche des problèmes, notamment dans la diplomatie et les relations entre États. Est-on sûrs qu'en cas de fortes tensions entre nos deux pays, comme ce fut le cas sous le Général de Gaulle, la maintenance de nos centrales nucléaires, la fourniture des pièces détachées seront assurées avec célérité par la filiale de GE?

En outre, on a également oublié de dire qu'il donne à GE le monopole de la fourniture de turbines de l'ensemble de notre flotte de guerre. D'ores et déjà, le groupe américain fournit près de la moitié des turbines à vapeur de notre marine, à travers sa filiale Thermodyn du Creusot. Alstom produit le reste, notamment les turbines du Charles de Gaulle et de nos quatre sous-marins lanceurs d'engins. Demain, GE va donc avoir le monopole des livraisons pour la marine française. Que va dire la Commission de la concurrence? Monsieur Macron a-t-il étudié cet aspect du dossier?

Enfin, il est un autre secteur qu'apparemment on a oublié. Il s'agit d'une petite filiale d'Alstom, Alstom Satellite Tracking Systems, spécialisée dans les systèmes de repérage par satellite. Ces systèmes, installés dans plus de 70 pays, équipent, bien évidemment, nos armées, et des entreprises du secteur de la défense et de l'espace. C'est un domaine éminemment stratégique, car il concerne tous les échanges de données par satellite. General Electric récupère cette pépite. Quand on sait les liens qui existent entre la NSA, les grands groupes américains pour écouter, lire, accéder aux données des ennemis, mais aussi des concurrents, fussent-ils alliés, on voit l'erreur stratégique à long terme que le gouvernement vient de commettre. Le ministère de la Défense a t il donné son avis?

BAE Systems was awarded a contract worth up to $1.2 billion from the U.S. Army for the Engineering, Manufacturing, and Development (EMD) and Low-Rate Initial Production (LRIP) of the Armored Multi-Purpose Vehicle (AMPV).

The program aims to provide the U.S. Army with a highly survivable and mobile fleet of vehicles that addresses a critical need to replace the Vietnam-era M113s.

“This award represents a significant milestone for the U.S. Army and BAE Systems,” said Mark Signorelli, vice president and general manager of Combat Vehicles at BAE Systems. “The AMPV will provide a substantial upgrade over the Army’s current personnel carrier fleet, increasing the service’s survivability, force protection, and mobility while providing for future growth potential. It also confirms BAE Systems’ role as a leading provider of combat vehicles.”

The initial award is for a 52-month base term, valued at approximately $383 million, during which BAE Systems will produce 29 vehicles across each of the variants. The award also provides an option to begin the LRIP phase immediately following the current EMD phase, at which time the company would produce an additional 289 vehicles for a total contract value of $1.2 billion.

The AMPV capitalizes on proven Bradley and M109A7 designs, meeting the Army’s force protection and all-terrain mobility requirements while enabling the AMPV to maneuver with the rest of the Armored Brigade Combat Team (ABCT). The maximized commonality within the AMPV family of vehicles and the ABCT will reduce risk and provide significant cost savings to the Army.

The BAE Systems AMPV team includes DRS Technologies, Northrop Grumman Corporation, Air Methods Corporation, and Red River Army Depot. Work on the contract is expected to begin immediately and will take place primarily at the company’s York, Pennsylvania, and Sterling Heights, Michigan, facilities.

Rheinmetall Munitions has won three framework contracts from the US Navy and the US Marine Corps (USMC) for the delivery of advanced infantry and screening smoke munitions.

The three IDIQ framework contracts, worth $127.8m and running through 2019, comprise one for the delivery of M1110 40 x 46mm day/night training cartridge and two for 66mm vehicle-launched screening smoke grenades.

To be built at the company's Camden facility in Arkansas, initial deliveries of 40mm ammunition are scheduled to commence in mid-2015.

However, the 66mm grenades ordered by both the USMC and the US Navy will be built at the Rheinmetall's Neuenburg plant in Germany.

Already eligible for deployment by the Marine Corps, the M1110 40 x 46mm low-velocity (LV) cartridge is mainly aimed at allowing infantry forces to conduct live fire training at night, as well as in all weather and range conditions.

Currently deployed by global militaries, including the US, the UK and several other Nato countries, Rheinmetall's family of 66mm smoke grenades are claimed to be the world's most advanced screening and obscuration munitions for vehicle protection.

Rheinmetall's 66mm smoke grenades use a composition of red phosphorus (RP) that offers effective and durable screening effects in both the visual and infrared bands and secures combat vehicles from observation and laser illuminators, targeting devices and rangefinders.

Le Pentagone a confirmé l'intensification des vols de l'aviation de l'Otan à proximité des frontières russes, constatée mardi par le ministère russe de la Défense.

"Les Etats-Unis ont pris des mesures pour manifester leur solidarité avec leurs alliés de l'Otan, y compris en augmentant leur présence militaire aérienne, terrestre et navale dans la région et en élargissant les exercices déjà programmés", a indiqué un représentant du Pentagone.

"Nos efforts sont transparents et nous appelons la Russie à arrêter ses actions déstabilisatrices dans l'est de l'Ukraine, l'occupation et l'annexion de la Crimée et à respecter les ententes de Minsk", a ajouté le responsable américain.

Le chef du Centre national de commandement de la défense russe Mikhaïl Mizintsev a antérieurement annoncé que le nombre des vols de reconnaissance organisés par les Etats-Unis et l'Otan près des frontières russes avait été multiplié par sept en 2014 et celui des vols de l'aviation tactique de l'Otan par deux, pour atteindre 3.000 sorties.

Suite au coup d'Etat opéré en Ukraine en février dernier, la Crimée - peuplée principalement de russophones - a organisé un référendum sur son autodétermination. Près de 97% des électeurs criméens ont voté pour l'indépendance de la péninsule et son adhésion à la Russie. Les Etats-Unis et l'Union européenne n'ont pas reconnu les résultats de cette consultation populaire, accusant la Russie "d'annexion".

Pour le président du Tchad Idriss Déby Itno, « toutes les difficultés » sécuritaires de la région saharo-sahélienne, victime du djihadisme et des mouvements criminels, « sont nées en 2011 » de l’intervention militaire occidentale, et il faut désormais intervenir en Libye.

« Nos amis européens et occidentaux ne nous ont pas demandé quand ils ont attaqué la Libye. Non plus quand ils ont divisé le Soudan en deux », a lancé le chef de l’Etat tchadien à Dakar, mardi 16 décembre, en clôture du premier Forum international pour la paix et la sécurité en Afrique. Cette rencontre, lancée à l’initiative de la France et du Sénégal, a réuni experts, militaires, diplomates et chefs d’Etat pendant deux jours.

Répondant au président sénégalais Macky Sall, qui avait jugé quelques minutes plus tôt qu’en Libye « le travail [était] inachevé », M. Déby a rétorqué : « Le travail a été achevé ! La destruction de la Libye ! L’assassinat de Kadhafi. Ce qui n’a pas eu lieu, c’est le service après-vente. »

« La solution est entre les mains de l’OTAN »

Dans la grande salle de l’hôtel King Fahd de Dakar, bondée, le discours est allé droit aux oreilles d’un homme assis au premier rang : Gérard Longuet, ancien ministre de la défense français, qui a exécuté la décision du président Nicolas Sarkozy en lançant les Rafale contre les rebelles en Libye en 2011.

Mais le président tchadien, précieux allié de la France dans ses opérations militaires antiterroristes au Mali depuis deux ans, s’est gardé de charger directement Paris. Il en appelle à l’OTAN : « La solution est entre les mains de l’OTAN, qui a créé le désordre. Les Nations unies, qui ont donné le quitus, sont responsables aussi », a-t-il ajouté. M. Déby a exclu tout dialogue avec des « intégristes » – les groupes armés islamistes libyens –, et répété : « Il n’y a que l’OTAN qui ait les moyens nécessaires. Si on veut résoudre les problèmes du Sahara, il faut intervenir en Libye. »

La France a été plus directement critiquée par son homologue, le président mauritanien, Mohamed Ould Abdel Aziz. Lui a condamné le versement de rançons dans les affaires d’otages : « Il faut éviter le laxisme envers les preneurs d’otages. Il faut éviter de payer des rançons qui leur donnent encore plus de moyens d’exister. C’est encourager le terrorisme », a-t-il déclaré.

Les participants au Forum de Dakar ont déclaré à l’issue de deux jours d’échange vouloir unir leurs moyens pour attaquer le problème du terrorisme en Afrique.
