The U.S. Department of Defense and Pratt & Whitney have reached an agreement in principle for a production contract for F135 propulsion systems to power the F-35 Lightning II.

 

The low rate initial production (LRIP) contract would cover the fifth lot of engines, including program management, engineering support, production non-recurring effort, sustainment and spare parts. Financial details will be announced when the formal contract is complete.

 

“Reaching this agreement is fair and beneficial to the Government and Pratt & Whitney,” said Lt. Gen. Chris Bogdan, F-35 Program Executive Officer. “Engine prices have decreased and I appreciate everyone’s commitment to drive cost out of the program. This will help us to deliver on the promise of the F-35 to three U.S. Services and all the nations partnered with us.”

 

The fifth lot contract would call for 32 install engines, including 29 common configuration engines to power 22 conventional take-off and landing (CTOL) aircraft for the U.S. Air Force and seven aircraft-carrier variant (CV) aircraft for the U.S. Navy; three short take-off and vertical landing (STOVL) aircraft for the U.S. Marine Corps; as well as three spare engines.

 

“We are focused on ensuring the long-term success of the F-35 program by delivering on our production commitments, and we will continue to keep the momentum in driving down F135 engine costs,” said Chris Flynn, vice president, Pratt & Whitney F135/F119 Engine Programs. “We share in our government customer’s commitment to work together to accelerate the cadence of the contracting process for the next production lots.”

 

To date, Pratt & Whitney has delivered 87 production engines. The F135 engine has powered more than 2,700 flights and 4,300 flight hours, with nearly 25,000 development and flight test hours completed. The F-35B STOVL aircraft have accomplished more than 380 vertical landings.

 

The F-35 will replace aging fourth-generation aircraft for the United States and partner countries with an affordable, sustainable, and highly capable fifth-generation aircraft. The F-35 program includes partners from nine countries – United States, United Kingdom, Italy, Netherlands, Turkey, Canada, Australia, Denmark, and Norway – as well as two foreign military sales – Israel and Japan.

Two armored vehicle manufacturers, Renault Trucks Defense and Streit, have selected the deFNder® Remote Weapon Station designed, developed and manufactured by Belgian small arms manufacturer FN Herstal to equip their vehicles at the international IDEX 2013 trade show to be held in Abu Dhabi from 17 to 21 February 2013.

 

Renault Trucks Defense will display the deFNder® Light equipped with a 7.62x51mm cal FN MAG® machine gun on its Sherpa SW vehicle whilst Streit will show the deFNder® Medium featuring the .50 cal FN M3R™ machine gun on its Scorpion 4x4 vehicle.

 

The deFNder® Remote Weapon Stations, available in Light or Medium version, were designed and developed around a same philosophy. They feature unique elevation and depression angles, which is particularly critical in urban and irregular warfare. They both offer an open architecture, accepting any types of sight modules and a wide choice of FN weapons – from 5.56 to 7.62 cal machine gun for the Light model and from 5.56 to .50 cal machine gun, plus 40mm AGL, for the Medium model. The deFNder® Medium Remote Weapon Station can integrate the exclusive .50 cal FN M3R™ machine gun, with outstanding high firing rate (1,100 RPM).

 

The deFNder® Remote Weapon Stations can easily be integrated onto any new or existing vehicles or static platforms, and are available with various options, e.g. add-on modular ballistic protection, gyroscopic stabilization, sniper shot detectors, tracking systems, smoke grenade launchers, to name just a few.

 

In addition, FN Herstal is taking part in the Battlenet concept developed by Renault Trucks Defense. This new concept allows quick interconnection of various devices using the same communication protocol. This, combined with the specific features of the deFNder®, makes the vehicles very easy to upgrade throughout their life cycle.

 

Both the deFNder® Light and Medium will be on display also on FN Herstal booth at IDEX 2013 (Belgian Pavilion, hall 12, booth no. C20).

 

FN Herstal product inventory includes handguns, submachine guns, assault and precision rifles, light, medium and heavy machine guns, fire control systems, shot counters, less lethal launchers, and integrated weapon systems for airborne, land and sea applications. Most of the inventory will be on show at IDEX 2013.

Alenia Aermacchi and ATK will complete the first phase of testing for an armed, multi-mission version of the C-27J battlefield airlifter by the end of February.

 

"The MC-27J version is not just a gunship", according to an Alenia Aermacchi source, "but an adaptable, agile and affordable platform solution to be equipped with a sensor, communication and weapon suite able to execute a wide range of customer-driven missions."

 

Unveiled as a product at the Farnborough air show in July 2012, the MC-27J is being developed and marketed by an Alenia and ATK team, with the companies acting as platform system integrator and modular mission and weapon system supplier, respectively.

 

"We are introducing roll-on and secure pallets, quick connect interface with avionics and aircraft systems, and working on an external antenna and sensor configuration to reduce operational limitations for transport missions," Alenia Aermacchi says.

 

The companies are offering a mission suite based on a roll-on/roll-off module, with two mission control operator stations, a cockpit display and command units capable of accomplishing a wide range of missions. The aircraft also boasts two electro-optical/infrared sensor (EO/IR) turrets for surveillance and weapon targeting, a new synthetic aperture radar, fire control system, secure radios and a datalink.

 

The armed configuration is based on a pallet-mounted ATK GAU-23 Bushmaster 30mm automatic cannon, also selected for the US Air Force's Lockheed Martin MC-130W Combat Spear special mission/gunship.

 

Weighing less than 900kg (1,980lb), with 500 rounds of ammunition, the weapon is fitted at the rear left door with the gun barrel protruding.

 

Flight International understands the gun has a slant range of 2.2nm (4km) from a 5,000ft (1,520m) altitude, and will be fired in unpressured conditions to enhance accuracy. The MC-27J also can carry precision-guided munitions, including those released from launchers incorporated with the aircraft's rear ramp.

 

An Alenia Aermacchi source says the first firing test phase will be performed at a US range, using a company-owned C-27J with a fixed gun with manual adjustment and cameras installed. The process will include five or six flights involving single and multiple rounds being fired, and will be completed during February.

 

The companies have, meanwhile, already started a second phase of work with an ATK-provided GAU-23 gun trainable mount, fire control software, installed EO/IR turrets and a mission system. These activities are scheduled to be completed, with additional testing, before the end of 2013.

 

Alenia Aermacchi says the C-27J has so far been ordered by 10 customers, with the latest being Australia and an undisclosed nation from central Africa. The company has so far delivered 54 of the 91 aircraft ordered, with more than 60,000 flight hours amassed and the type delivering an average availability rate of over 70%.

Zodiac MILPRO (Military and Professional) Group has been acquired by Oaktree Capital in a move announced yesterday (4 February) that promises to give the company a significant advantage in the competitive market for professional and military inflatable and rigid inflatable boats (RIBs).

 

Oaktree Capital has taken 100 per cent ownership of the company which joins its diverse portfolio of over 30 key companies. Oaktree now manages some $77 billion worth of capital assets and is the name behind other leading marine companies such as the Ferretti Group, Bavaria Yachts and HANSA Heavy Lift.

 

The new future means a new logo and corporate image for Zodiac MILPRO which is now completely separate from the recreational activities that were divested by parent company Zodiac Marine and Pool in December 2012.

 

The new corporate identity means that the Avon brand will no longer be used by Zodiac MILPRO  Group which will offer its products under the two strong and well established brands Zodiac MILPRO and Zodiac HURRICANE.

 

As a consequence, the Llanelli, South Wales based Avon Inflatables Ltd will now operate as Zodiac MILPRO UK Ltd and will continue manufacturing its current military and professional product range and providing its full range of servicing activities to its customers under the brand Zodiac MILPRO. The declared policy of Oaktree is to endorse the management independence of its companies while remaining available to provide support and guidance when it is needed. This approach will also benefit the market as it is expected to create a new surge of innovation and product development from Zodiac MILPRO.

London - The UK's roughly 18-month dalliance with acquiring the C-model carrier variant of Lockheed Martin's F-35 Joint Strike Fighter "was rushed and based upon incomplete and inaccurate policy development", and ultimately wasted £100 million ($157 million), according to a new report.

 

"The decision in 2010 to change to the carrier variant of the Joint Strike Fighter was the largest single procurement decision in the Strategic Defence and Security Review," the House of Commons defence committee says in its 5 February Defence Acquisition document.

 

However, the choice to move away from the short take-off and vertical landing (STOVL) F-35B was "rushed and based upon incomplete and inaccurate policy development [and] taken without the MoD understanding how the change could be implemented," it states.

 

Partly swayed by the intervention of the UK's National Security Council, the surprise shift to the F-35C announced in September 2010 was intended to boost military interoperability with the French armed forces, enabling the UK to save money by bringing only one of its two future aircraft carriers into operational use.

 

Speaking to the committee on 15 May 2012, less than one week after the controversial plan had been reversed by defence secretary Philip Hammond, then-minister for defence equipment and support Peter Luff said: "I think the fundamental misunderstanding that many of us had was that these carriers would be relatively easy to convert and had been designed for conversion and for adaptability. That is what we were told. It was not true. They were not."

 

In all, about £100 million was spent in addressing design and contractual matters associated with the proposed switch and also in making physical changes to the Queen Elizabeth-class carriers to accommodate the F-35C.

 

Also speaking to the committee, Chief of Defence Materiel Bernard Gray noted that the UK's three F-35s acquired to support US-led initial operational test and evaluation of the Joint Strike Fighter remained in the STOVL configuration. "We did not change any of them, and our ability to fit UK requirements into the Block 5 upgrades has been maintained, so our position in the programme is unaffected."

 

Two of the aircraft have already been delivered to Eglin AFB in Florida, with the third due to be handed over later this year.

L-3 Link Simulation and Training is building an F-16 Mission Training Center system for the U.S. Air Force in Germany.

 

The F-16 Mission Training Center, for Spangdahlem Air Base, is the seventh MTC the company has delivered or is in the process of integrating for the service.

 

"Fast jet training requires a high-definition simulation solution, and L-3 Link is proud to deliver this advanced training capability to the U.S. Air Force and its F-16 pilots," said Dan Kelly, L-3 Link's vice president of Air Force programs.

 

"Military flight simulation realism being exhibited on the F-16 MTC program today is maximizing pilot operational readiness while reducing overall training costs."

 

L-3 Link said each MTC system includes four high-definition simulators, four instructor/operator stations, two brief/debrief systems and a mission observation center. High-definition displays, image generators, databases and physics processing technology are combined to create its realistic relevant fighter training environments.

    Option Aircraft Is 18th of 36 Ocean Sentries Coast Guard Plans to Acquire

 

The U.S. Coast Guard has exercised a contract option to purchase the service's 18th HC-144A Ocean Sentry Maritime Patrol Aircraft from prime contractor EADS North America. The HC-144A is based on the Airbus Military CN235 tactical airlifter. More than 230 CN235 aircraft are currently being operated by 29 countries.

 

"Every HC-144A that enters the fleet expands the service's ability to meet its increasingly demanding and diverse mission," said Sean O'Keefe, EADS North America Chairman and CEO. "We're proud to continue to provide such a vital capability."

 

The option is part of a contract awarded to EADS North America in July 2010 for three aircraft, plus options for up to six additional aircraft. Under this contract, EADS North America has already delivered three HC-144As -- the 12th, 13th and 14th for the service -- all on budget and ahead of schedule. The 15th aircraft is due for delivery the first half of 2013, while the 16th and 17th will be delivered in early 2014. The 18th aircraft is planned for delivery by the end of 2014.

 

The remaining options left on the contract, for up to two additional aircraft, can be exercised during 2014. Coast Guard plans call for acquiring a total of 36 HC-144As.

 

With the ability to remain airborne for more than ten hours, the Ocean Sentry is performing a wide range of missions for the Coast Guard, including maritime patrol, drug and migrant interdiction, disaster response, and search and rescue. The HC-144A achieved initial operational capability with the Coast Guard in 2008, and today is operational from Coast Guard air stations in Mobile, Ala., Cape Cod, Mass., and Miami.

 

EADS North America delivers the HC-144A equipped with a search radar, electro-optical and infrared cameras, an Automatic Identification System for data collection from vessels at sea, and a communications suite.

 

The Ocean Sentry's rear cargo ramp enables easy loading and unloading of the Coast Guard's palletized mission system. The mission system can be removed for airlift, cargo, and MEDEVAC missions, freeing up the large cabin for additional transport capacity. The rear ramp can be opened in flight to deploy search-and-rescue equipment.

Boeing today announced the appointment of Matt Ganz as president, Boeing Germany and Northern Europe, and vice president, European Technology Strategy, effective April 1. He will be based in the Boeing office in Berlin, and succeeds Marlin Dailey, who has retired from Boeing. Brian Moran, director of Boeing Northern Europe, will lead the Berlin office during the transition.

 

As the company’s senior leader in the region, Ganz will be responsible for leading the development and implementation of the Boeing strategy in Germany and Northern Europe. He will also be responsible for ensuring the company’s European technology strategies and activities are integrated into the global Boeing technology strategy.

 

“Matt brings extensive leadership experience, business acumen and a keen focus on technology and innovation to his new assignment,” said Shep Hill, president, Boeing International and senior vice president, Business Development and Strategy. “Matt will build on Boeing’s presence in the region, strengthen and expand our technology partnerships and continue to grow our business.”

 

Ganz is currently vice president and general manager of Boeing Research & Technology (BR&T). He joined Boeing in 2008 to lead a BR&T team that provides innovative system solutions and technologies in support of Boeing's existing programs and products, as well as breakthrough technologies for the creation of new products and business opportunities. His replacement at BR&T will be named shortly.

 

Before joining Boeing, Ganz was president, CEO and general manager of HRL Laboratories in California. Prior career milestones include positions as sector vice president for strategy and technology for Northrop Grumman Integrated Systems, senior positions with the Defense Advanced Research Projects Agency, and leadership positions with the Massachusetts Institute of Technology and Johns Hopkins University. An electrical engineering major, Ganz holds Ph.D., Master of Science and Bachelor of Science degrees from Ohio State University.

 

Dailey retires after a distinguished career of more than 32 years. He joined the company in 1979 as an aerodynamics engineer and moved to the commercial marketing and sales organization in 1987. From 2002 through 2008 Dailey led Boeing Commercial Airplanes Sales (BCA) organization for Europe, Russia and Central Asia. In late 2008 he was appointed vice president of Sales for BCA, responsible for global sales of commercial airplanes and related services to airlines and leasing customers. “We thank Marlin for his dedicated and distinguished service to Boeing, for his leadership in the commercial aircraft business and for his successful contributions to Boeing’s business strategy across the region,” said Hill.

The U.S. Army has granted BAE Systems a $27 million contract to complete construction of a state-of-the-art and energy-saving chemical processing facility at the Holston Army Ammunition Plant in Tennessee. The new facility, when finished later this year, will transform and modernize the way acetic acid and acetic anhydride are produced, stored and handled at the plant for manufacturing military explosives.

 

“This is one of the most important projects at Holston since it opened in 1942,” said Jerry Hammonds, vice president and general manager of BAE Systems Ordnance Systems, which manages and operates the plant. “The facility will significantly reduce energy usage and cut other costs, saving money for the Army and for taxpayers.”

 

The Holston plant is an Army-owned, contractor-operated site that produces a range of explosive fills, such as RDX and HMX, for artillery and other munitions. Since World War II, chemicals like acetic acid and acetic anhydride have been processed at a 110-acre site located 7 miles from the main plant. A rail corridor and a series of pipelines currently carry the chemicals back and forth during manufacturing. The new processing facility, in comparison, will occupy just 10 acres on the main site. It will improve operating efficiency at the plant, decrease production and maintenance costs, and reduce safety and environmental risks associated with transporting and pumping chemicals.

 

The facility, designed by BAE Systems for the Army, will also utilize combined-heat-and-power technology — also called cogeneration — to produce steam from natural gas to process the chemicals. The resulting electricity will be able to power at least 90 percent of the entire plant, a major step forward in meeting Holston’s goal of energy independence.

 

The $27 million contract initiates the final phase of construction, which began in 2011. The total cost of the Army project will be approximately $143 million, the largest single investment at Holston.

WASHINGTON --- Europe remains the cornerstone and catalyst for America’s engagement with the world, Vice President Joe Biden said in Munich today.

 

The vice president spoke at the annual Munich Security Conference, where he also addressed the situation with Iran and what the nations of the world can do together to confront the terrorist threat.

 

The Munich Conference is one of the preeminent gatherings of security leaders in the world, and Biden is not stranger to the group. As a senator on the Foreign Relations Committee he often journeyed to Munich and he last addressed the body in 2009, as the newly elected vice president.

 

The sanctions the world has placed on Iran are working, the vice president said. He stated that the U.S. position on Iran is not containing the rogue nation from gaining nuclear arms, but preventing it. “We’ve also made clear that Iran’s leaders need not sentence their people to economic deprivation and international isolation,” he said. “There is still time, there is still space for diplomacy, backed by pressure, to succeed. The ball is in the government of Iran’s court, and it’s well past time for Tehran to adopt a serious, good-faith approach.”

 

Biden contrasted what the world was like when he last addressed the conference in 2009. “Four years ago, the world was mired in the deepest economic downturn since the Great Depression,” he said. “Today, times remain tough for too many American and European families -- but conditions are improving.”

 

The United States and European nations must work to put their economies on a sound footing, he said. That, after all, is the key to national power and influence, Biden added.

 

In 2009, al-Qaida was on the ascendancy, the vice president said. “Osama bin Laden was alive and well and plotting against our countries, inspiring followers,” he said. “Now, as a result of the joint efforts of all of our countries and renewed and relentless focus on counterterrorism, the cooperation of our law enforcement agencies, and President [Barack] Obama’s unflinching determination to bring Osama bin Laden to justice, … we’ve made progress. We’ve dealt that organization, al-Qaida, a crippling blow, [and] made all our homelands more secure.”

 

Now it is the affiliates of al-Qaida that pose the danger, he said. Affiliates in Yemen, Somalia, North Africa, Iraq and Syria, while not posing the same threat as the original group, still are dangerous. “Increasingly they are targeting Western interests overseas,” he said. “That’s why we have been just as relentless in taking them on.”

 

These extremists are exploiting porous borders, broad swaths of ungoverned territory, readily available weapons and “a swelling generation of disaffected young people whose futures are stifled by stagnant economies,” he said.

 

The solution is not to spend billions on defense, but to reach out and engage these nations and peoples, Biden said. “It will take a comprehensive approach -- employing the full range of the tools at our disposal -- including our militaries,” he said. “That’s why the United States applauds and stands with France and other partners in Mali, and why we are providing intelligence support, transportation for the French and African troops and refueling capability for French aircraft. The fight against (al-Qaida in the Islamic Maghreb) may be far from America’s borders, but it is fundamentally in America’s interest.”

 

Biden noted there has been progress over the past four years in many areas, but much remains to be done. The issues confronting the United States and Europe are solvable, he said, but the nations must work together closely to address those issues.

 

Over the next four years, he said, the United States wants to advance a comprehensive nuclear agenda to strengthen nonproliferation; combat climate change; enhance initiatives to promote global health and food security and end extreme poverty; and strengthen alliances.

 

“As I hope we’ll all agree, although our mutual agenda has shifted over the past four years, one important thing remains unchanged: We need to work together; we need to stick together,” Biden said. “We need you as much as you need us. Neither the United States nor any other country can alone address the challenges we face.”

Il y a plus de deux siècles, les Français se sont tenus à nos côtés lorsque notre jeune nation aspirait à l'indépendance. L'histoire de nos deux Républiques est inextricablement liée. La France est notre plus vieil allié et je m'y rends aujourd'hui parce que nos destins et nos intérêts restent profondément entremêlés. De l'Afghanistan à la Libye, de l'Iran au Mali, de l'économie mondialisée au changement climatique, les États-Unis abordent les défis de notre époque ensemble avec la France.

 


Alors que la France est en guerre au Mali, Washington a consenti son aide après quelque hésitation. Est-ce parce qu'au sortir d'une décennie de guerres, les États-Unis préfèrent «diriger de l'arrière» ou parce que vous ne voyez pas cette région du monde comme une priorité stratégique?


Il n'y a pas d'hésitation de notre part. Nous partageons les objectifs de la communauté internationale de priver les terroristes de tout sanctuaire et de restaurer une gouvernance démocratique au Mali. En ce qui concerne l'opération militaire menée par la France, les États-Unis ont fourni un appui significatif - incluant échanges de renseignements, transport aérien et ravitaillement en vol - que le président Hollande et d'autres ont chaleureusement accueilli. Il est également important que nous collaborions pour aider les pays participants à mettre sur pied rapidement la Mission de soutien africaine (Misma). Les États-Unis contribuent aussi à cet effort de manière importante, grâce au transport aérien et au soutien logistique apporté aux forces arrivant à Bamako.

 

Le volet politique n'est pas moins essentiel. Les États-Unis et la France ont appelé à la mise en œuvre rapide de la résolution 2085 du Conseil de sécurité de l'ONU afin de restaurer la stabilité dans l'ensemble du Mali. Au côté de la communauté internationale, nos pays ont aussi encouragé le gouvernement intérimaire à établir une feuille de route en vue d'organiser des élections dès que ce sera techniquement faisable. Assurer la stabilité à long terme du Mali et la mise en place d'un gouvernement représentatif ne requerra pas seulement les efforts des États-Unis et de la France, mais l'implication des pays de la région et au-delà, ainsi que des institutions internationales. Nous continuerons à les assister dans ces efforts.

 

L'Administration Obama assure qu'elle fera «ce qu'il faut» pour empêcher l'Iran d'obtenir l'arme atomique. Qu'est-ce qui n'a pas déjà été tenté et pourrait permettre d'éviter une intervention armée contre l'Iran cette année?


La balle est dans le camp des Iraniens. En ce qui nous concerne, nous avons fait et continuons à faire de réels efforts en vue d'atteindre une résolution diplomatique des préoccupations de la communauté internationale sur le programme nucléaire iranien. Mais la fenêtre diplomatique se referme.

 

Le gouvernement iranien doit aborder avec sérieux et bonne foi les négociations à 5 + 1 (les cinq membres permanents du Conseil de sécurité de l'ONU, plus l'Allemagne, NDLR). Les 5 + 1 ont proposé des dates et des lieux de rendez-vous concrets depuis décembre, mais l'Iran a continuellement posé de nouvelles conditions pour gagner du temps. À ce stade, il n'y a toujours pas d'accord sur le prochain round de discussions, et les contacts se poursuivent. L'Iran n'ayant pas accepté de se rendre à Istanbul les 28 et 29 janvier, le groupe des 5 + 1 a proposé de nouvelles dates en février. Le groupe reste solide et uni, et nous remercions la France de son leadership indispensable.

 

Nous allons continuer à travailler pour programmer sans tarder de nouvelles discussions afin de se focaliser sur la substance des inquiétudes de la communauté internationale à propos du programme nucléaire iranien. Mais c'est aux dirigeants iraniens que revient la responsabilité de respecter leurs obligations internationales. À défaut, ils continueront à subir des sanctions paralysantes et une pression croissante.

 

Le président Obama a été clair: il empêchera l'Iran d'acquérir l'arme nucléaire. Et nous ferons ce qu'il faut pour s'assurer que cela n'arrive pas. Mais il reste encore du temps et de l'espace pour que la diplomatie, soutenue par les pressions, réussisse.

 


Du «précipice budgétaire» à la réforme de l'immigration, le second mandat de Barack Obama peut-il changer l'Amérique? En quoi sera-t-il différent du premier?


Nous allons continuer à nous concentrer sur les créations d'emplois et la croissance de notre économie, de sorte que la classe moyenne américaine ait à nouveau une chance de se battre à armes égales. Premièrement, dans le cadre de notre plan d'ensemble pour consolider notre économie, nous nous sommes engagés à réduire le déficit d'un total de 4000 milliards de dollars sur les dix prochaines années, en incluant la réduction déjà réalisée. Deuxièmement, nous sommes absolument décidés à réduire la violence par les armes à feu dans notre pays, à travers une politique globale de sûreté des armes. Troisièmement, nous allons protéger la Terre pour les générations futures. Cela signifie que nous allons continuer à soutenir les énergies propres et renouvelables. Et cela veut dire s'attaquer de front à la réalité du changement climatique. Enfin, nous devons redresser notre système d'immigration, qui ne fonctionne plus. Nous sommes impatients de travailler avec les élus des deux grands partis au Congrès pour consolider nos frontières, sanctionner les entreprises qui font appel à de la main-d'œuvre sans papier, demander des comptes aux immigrants clandestins afin qu'ils méritent leur naturalisation et actualiser notre système d'immigration légale pour les familles, les travailleurs et les employeurs.

 

Le président Obama vous a chargé de mener le combat pour le contrôle des armes à feu aux États-Unis. Quelle sera la mesure de votre succès dans cette bataille?


Ce qu'il s'est passé à l'école élémentaire de Sandy Hook dans le Connecticut fut tragique, et nous continuons à porter le deuil de ces enfants et enseignants que nous avons perdus ce jour-là. Nous savons aussi que le temps de l'action est venu. C'est pourquoi le président et moi-même avons proposé un plan spécifique et global pour réduire la violence par armes à feu aux États-Unis. C'est un plan qui tient compte du droit constitutionnel de tout citoyen américain qui respecte la loi de posséder des armes, tout en reconnaissant que nous avons une obligation d'empêcher celles-ci d'arriver dans de mauvaises mains.

 

Quelques éléments de notre plan ont pris effet immédiatement, d'autres demanderont du temps. Certains pourraient être mis en vigueur sur décision du président seul, d'autres exigeront l'action du Congrès. Nous allons pousser le Congrès à faire du trafic d'armes un crime fédéral sévèrement sanctionné. Nous allons aussi l'encourager à renforcer notre système de vérification de l'identité des acheteurs - afin de s'assurer que des individus dangereux n'acquièrent pas d'armes à feu -, à interdire la vente de fusils d'assaut et à limiter la capacité des chargeurs de munitions.

 

Mais, comme le président et moi l'avons déjà souligné, ce combat ne concernera pas que nous. Il faudra que le peuple américain se dresse et exige que ses élus agissent en son nom. Nous croyons que c'est maintenant le moment d'agir et les Américains le pensent aussi. C'est pourquoi j'ai grand espoir que nous parvenions à une réforme significative, qui sauvera de nombreuses vies. Comme le président l'a dit, si nous sauvons une vie, cela vaudra déjà la peine. Je crois que nous pouvons en sauver beaucoup plus et, au bout du compte, c'est à cette aune que nous mesurerons notre succès.

ROME - Le corps du pilote du chasseur américain F16, qui s'était abîmé lundi soir au large des côtes italiennes de l'Adriatique, a été retrouvé jeudi, a indiqué l'agence italienne ANSA.

 

Il a été retrouvé aux alentours de 13H00 GMT, à quatre milles nautiques au large de Pesaro. Il a été identifié grâce à son uniforme, et le corps a déjà été acheminé par les garde-côtes italiens dans le port de Pesaro.

 

Le chasseur était parti de la base militaire et aérienne américaine d'Aviano, située au nord de Venise. Il effectuait une mission d'entraînement au-dessus de la mer Adriatique.

 

Il volait en formation avec trois autres appareils, quand le pilote avait signalé un problème.

 

Le pilote de l'avion qui volait en couple avec lui aurait entendu le SOS lancé par son collègue mais n'avait pas vu où l'avion a chuté car les quatre appareils qui effectuaient un vol d'entraînement ne se trouvaient pas à proximité les uns des autres.

 

Aviano, situé au nord de Venise, abrite une importante base militaire et aérienne américaine.

 

Les recherches se sont concentrées dans une zone au large de la côte adriatique de l'Emilie-Romagne.

 

Mercredi soir, un casque avait été repêché en mer par un chalutier, et auparavant un parachute dans la même zone.

L'armée américaine a une nouvelle fois utilisé le port d'Anvers pour acheminer du Texas vers l'Allemagne près d'une cinquantaine d'hélicoptères de combat et de transport, a-t-elle annoncé.

 

D'Anvers, plusieurs barges doivent transporter les appareils - quelque 40 AH-64 Apache et huit CH-47 Chinook de la dernière version - via le Rhin, en passant par les Pays-Bas et l'Allemagne, à destination de la base de Coleman Barracks à Mannheim (sud-ouest de l'Allemagne), comme en attestent des photos postées sur des sites aéronautiques spécialisés au cours des derniers jours.

 

Ces hélicoptères ont d'abord été transportés - démontés - par le cargo "Green Cove" du port de Beaumont (Texas) vers Anvers, où ils ont été stockés à partir du 17 janvier, selon un communiqué de l'US Army.

 

D'Anvers, ils prennent en plusieurs voyages la route de l'Allemagne à bord de la barge "Dynamica".

 

Ils sont destinés à la 12e brigade d'aviation de combat (12 CAB) de l'armée américaine, basée à Coleman Barracks, qui les remettra ensuite en état de vol et les répartira entre ses unités subordonnées pour remplacer des appareils plus anciens.

The French-led intervention in Mali appears to be accomplishing some of its short-term objectives.  However, just as with Libya, the inability of France to conduct a medium-sized operation in a nearby country without U.S. assistance is raising eyebrows . France is experiencing shortfalls in several areas, but most notably in air logistics, including in-flight refueling and air transport.  The Obama administration has thus far lent measured assistance, recently backing away from a requirement that the French pay the Pentagon for services rendered. As Michael O’Hanlon has argued, the key to U.S. military supremacy lies in its system of global logistics, rather than in its most sophisticated weaponry .

To be sure, France’s problems may be temporary.  The long awaited arrival of the A400M should resolve many of these logistical difficulties, and the aerial refueling situation may also improve. Nevertheless, the French experience has some important lessons for Asia-Pacific players. Military capabilities mean little without the ability to transport forces across distance, and a major logistical commitment requires sealift, airlift, and aerial refueling.

The development of the Y-20, assuming it goes into full production, demonstrates that the PLA is beginning to take airlift seriously. The Y-20 is expected to replace older Russian aircraft, and give the PLAAF a capability similar to that of the C-17 Globemaster. Indeed, the Y-20 may someday capture some of the emerging ASEAN market for large, advanced transport aircraft.

 

The transport fleets of most ASEAN states are dominated by C-130s and a variety of lighter aircraft, such as the An-26 and the C-212 Aviocar.  Japan and South Korea have similar, if somewhat more modern, transport squadrons. With increasingly dense littoral populations living in a disaster-prone region, the ability of ASEAN militaries to conduct airlift may become their critical operational capability. Of all Indo-Pac states, India has made the most serious investment with an order of 10 C-17s.

 

Air diplomacy” may have a role to play. The pre-eminence of the United States in air transport continues to give it an advantage in crisis situations, as the U.S. military can deliver people and material faster and in greater quantities than any regional player. A Y-20 equipped PLAAF may someday be able to cut into this advantage. In the medium term, we could perhaps imagine an Asian alternative to the Heavy Airlift Wing, a organization serving the airlift needs of a consortium of European states.  The HAW owns 3 C-17 Globemasters (operating with Hungarian markings), giving member states a limited heavy airlift capacity.  Of course, any kind of multilateral military organization requires substantial agreement across parties, a requirement that does not necessarily hold even in ASEAN, much less across the panoply of East Asia states. Nevertheless, some sort of shared airlift capacity might make sense in context of the operations-other-than-war that so often occupy Asian military organizations.

Paris - Eurocopter believes the US Army's requirement to replace or upgrade its fleet of ageing Bell OH-58 Kiowa Warriors is the "largest military opportunity in the coming years", amid a global defence market that will remain "slow" for the foreseeable future.

 

The company is pitching its AAS72X+, a military version of its EC145 T2, for the prospective Armed Aerial Scout (AAS) contest, but will face rival proposals from incumbent Bell, along with others from Sikorsky, Boeing and MD Helicopters.

 

However, Lutz Bertling, Eurocopter chief executive, says its fiercest competition will come from a proposed upgrade of the existing fleet - the US Army's default position.

 

Speaking at a Paris media briefing on 24 January 2013, Bertling said: "We are ready to provide a solution now which can replace an aircraft which has been in service with the US Army since the Vietnam era.

 

"It would not be significantly more expensive than upgrading the Kiowa. It will offer the best balance of capability, affordability and growth potential."

 

Eurocopter is teaming with Lockheed Martin, which will provide the mission system for the type. Bertling anticipates the US Army will issue a request for proposals in late 2013 or early 2014.

 

The company is banking on the success of its UH-72A Lakota programme for the US Army and Navy helping swing the contest in its favour. It has so far delivered more than 250 aircraft from an order for 309 of the type from its Columbus, Mississippi facility to the services. It would use same site to produce the AAS72X+ if selected, says Bertling.

 

The AAS contest would represent a rare bright spot in an otherwise flat market for military rotorcraft. Bertling says: "There are some competitions here and there, but compared to what we saw before the financial crisis bookings are relatively slow."

 

Only 31% of the 469 net orders Eurocopter booked in 2012 were for military types, and several existing contracts - such as for NH Industries NH90s and Tiger attack helicopters - are threatened with cancellation or reduction by customers.

 

Nevertheless, progress on improvements to the Tiger continue. Eurocopter will shortly deliver the first enhanced HAD variant to the French army, and plans to hand over a further four Tigers to the German army in the uprated Afghanistan Stabilisation German Army Rapid Deployment configuration in February and March.

Spain placed a multimillion-dollar order for wheeled mine detection systems from Critical Solutions International of Texas for use in Afghanistan.

 

CSI said it has delivered six Husky Mounted Detection Systems, spare parts and training support under the contract -- worth more than $20 million -- for fielding by the Spanish army this year.

 

The Husky features ground-penetrating radar and sensors for the detection of mines and improvised explosive devices. It is an essential element of route-clearance missions by combat engineers.

 

Critical Solutions International supplied the dual-operator variant to Spain and provisioning involved its supply chain partners, DCD Protected Mobility Pty. and NIITEK.

 

"By choosing the Husky Mounted Detection System, the Spanish government has made a significant investment in saving lives and enhancing the capability of the Spanish army," said CSI Chief Executive Officer Mike McCormack.

 

"With two operators, increased mission capability and the most advanced sensors available today, the Husky platform equipped with NIITEK's ground penetrating radar provides the essential technology for route clearance and helps protect the lives of service members and civilians who live in combat environments.

 

"We are honored to have been awarded this contract and are looking forward to working with the government of Spain and the Spanish army."

The Swedish government has decided to replace the 1970s era RBS-70 short-range SAM (surface to air missile) system with one based on the new IRIS-T heat seeking air-to-air missile. This is much to the dismay of Swedish manufacturer of the RBS-70. Despite pointing out that the RBS-70 has been improved over the decades, the government believes that the new system, because of the IRIS-T, will provide longer range and better accuracy. This is part of a trend, using easily adapted (to SAM use) air-to-air missiles.

 

The IRIS-T is relatively new but has performed well. The German Air Force was the first to receive the IRIS-T air-to-air missile, back in late 2005. The IRIS-T is very similar to the U.S. Sidewinder heat seeking missile but is built from European design specs and components in Europe. The IRIS-T can be used by any aircraft that can use Sidewinder. The IRIS has been in development since the 1980s, with the U.S. as one of the original partners. But that arrangement fell apart when the Cold War ended in 1991, and it wasn't until 1995 that the project was revived.

 

The first test launch of IRIS-T took place in 2000, with mass production starting five years later. The IRIS-T is 3.2 meters (9.8 feet) long, weighs 87.3 kg (192 pounds), has a 12 kilometer range, and is very maneuverable. Its rocket motor generates very little smoke. Most European nations are expected to use the IRIS-T from now on, instead of the Sidewinder. The Swedish Air Force already uses IRIS-T on its fighters.

 

From 1969-1998 the U.S. Army used the Sidewinder in a mobile SAM system (Chaparral). Several nations use the American AMRAAM (radar guided air-to-air missile) for SAM systems.

Leftists and environmentalists are trying to block the construction of a ground station in Italy for the new MUOS (Mobile User Objective System) military communications system. The large satellite dishes in Sicily are criticized for ruining the view in a rural area and threatening world peace. The other three ground stations (one for each satellite) are in North America, Hawaii and Australia.

 

Although the U.S. is paying for nearly all of MUOS, allies like NATO and Australia will be able to use it.  MUOS will give military users cell-phone-like capabilities anywhere in the world. Four communications satellites operating in 36,000 kilometer stationary (geosynchronous) orbits provide superior satellite phone service that is also encrypted and capable to working despite being in forests or most buildings. In effect, MUOS can replace cell phone towers in any area on the planet once the signals from one of the four satellites are aimed at the area of operations. The complete system is supposed to be active by 2016. The first satellite went up last February.

The Air Force has touted the ARGUS-IS as the next generation for sensor technology. This sensor so advanced it has Air Force leaders worried that their intelligence analysts don’t have the tools to consume and utilize all the data it consumes.

 

Air Force officials have reached out to sports broadcast companies and reality television producers to figure out how to work with so many data feeds.

 

The ARGUS-IS can stream up to a million terabytes of data and record 5,000 hours of HD footage per day. It can do this by the 1.8 gigapixel camera and 368 different sensors all housed in the ARGUS-IS.

 

Air Force intelligence aircraft, drones and manned planes, carry the sensor up to 20,000 feet up and can spot specific features of individuals down to the color of their clothes.

Le gouvernement fédéral allemand se prépare à doter son armée de drones armés pour les utiliser dans des conflits à l’étranger, selon un document obtenu par le Spiegel Online. Dans le texte, qui est une réponse à une question officielle du parti d'extrême gauche Die Linke, il est précisé que ces appareils peuvent attaquer des cibles d’une manière «rapide, précise et évolutive», et qu’ils améliorent la sécurité à travers une «dissuasion crédible» à l’image des drones «Predator» américains.

 

Contrairement aux Etats-Unis, l’Allemagne n’utilise que des drones de reconnaissance et de surveillance, en Afghanistan par exemple. La nouvelle risque de relancer le débat passionné autour des drones d’attaque au sein du gouvernement allemand, rapporte le Spiegel Online. Le ministre de la Défense Thomas de Maizière, membre du parti conservateur CDU d’Angela Merkel, a toujours été favorable à cette solution. «Les avions ont le droit d'avoir des armes, pourquoi les avions sans pilote n’auraient-ils pas ce droit?», a-t-il demandé dans une interview à Die Welt.

 

Mais le sujet est sensible en Allemagne. Même les drones de surveillance actuellement en activité ont de nombreux détracteurs outre-Rhin, où une partie de la population craint qu’ils soient utilisés pour espionner les Allemands eux-mêmes. Certains experts estiment aussi que l’utilisation intensive d’attaques de drones, comme le font les Etats-Unis, n’est pas conforme au droit international.  

 

Côté politique, la CDU et le SPD (socialistes) voient les drones comme un mal nécessaire à la sécurité, tandis que Die Linke, les Verts et de nombreux membres du parti libéral-démocrate FDP, partenaire de la CDU, y sont opposés.

 

Le site de la Deutsche Welle précise qu’aucune décision finale n’a encore été prise, mais qu’elle devrait intervenir dans la première moitié de 2013 selon le ministère de la Défense. Angela Merkel estime quant à elle qu’il est «important que la Bundeswehr reçoive l’équipement dont elle a besoin pour accomplir sa mission», selon un de ses porte-parole.

 

En France, l’armée ne dispose pas de drones armés, mais cherche à s’en doter depuis plusieurs années.

Critical Solutions International (CSI) has been awarded a contract for delivery of two-operator Husky-mounted detection systems (HMDS) with ground-penetrating radar (GPR) to help enhance the Spanish Army's mine clearance capabilities.

 

Awarded jointly with supply chain partners, including DCD Protected Mobility, NIITEK and Eleycon 21, the $20m contract covers supply of six Husky units as the vehicle-mounted mine detection (VMMD) solution, along with spare parts and training support to the army.

 

CSI CEO Mike McCormack said: "With two operators, increased mission capability, and the most advanced sensors available today, the Husky platform equipped with NIITEK's ground-penetrating radar provides the essential technology for route clearance and helps protect the lives of service members and civilians who live in combat environments."

 

Representing the first HMDS acquisition by Spain, the contract is designed to support the Spanish Army's combat engineers and soldiers deployed in Afghanistan.

 

Equipped with advanced sensors, the two operator HMDS retains the same protection, survivability, and mobility features of the single-operator Husky system, and has been designed to provide enhanced vehicle control and situational awareness to the user.

 

NIITEK president Juan Navarro stated: "The HMDS system has proven to be a useful technology against the threat of buried explosive hazards and IEDs that Spanish soldiers and Nato Coalition partners face in the current theatre of operations."

 

HMDS is a multi-panel high-performance system for detecting surface laid and buried explosive threats, including improvised explosive devices (IED), unexploded ordnance (UXO) and weapons caches on main supply routes (MSR) and open areas in the battlefield.

 

Originally delivered to the US Army, the system has helped military personnel in detecting numerous pressure-plate IEDs prior to detonation in numerous road surfaces and soil conditions in Afghanistan since early 2008.

 

Deliveries under the contract are scheduled for completion in 2013.

ROME - Les recherches se poursuivaient mardi pour tenter de retrouver le chasseur américain F16 basé à Aviano (nord) porté disparu lundi soir au large des côtes italiennes de l'Adriatique.

 

Un bateau de pêche a récupéré à l'aube dans ses filets des morceaux d'un avion identifiés comme étant probablement l'appareil par les autorités américaines, ont indiqué plusieurs médias italiens. Les investigations se concentrent sur cette zone située devant les côtes de Lido di Savio, selon le Messaggero.

 

Les recherches se poursuivent, avait auparavant fait savoir à l'AFP une porte-parole de la base militaire et aérienne américaine d'Aviano, située au nord de Venise.

 

Des officiers américains coordonnent les recherches avec l'armée italienne (...) L'appareil effectuait une mission d'entraînement au-dessus de la mer Adriatique, lorsque la base a perdu le contact avec le pilote aux environs de 20H00 (19H00 GMT), a indiqué la base d'Aviano dans un communiqué.

 

Les équipes de recherche travaillent sur la base d'une hypothèse d'un crash de l'avion (...) Nous voulons assurer la famille du pilote disparu que nous faisons tout notre possible, souligne le communiqué.

 

Des traces de carburant ont été retrouvées dans la nuit par des navires de la capitainerie du port de Ravenne dans la zone maritime située entre Lido di Savio et Cervia (côte adriatique de lEmilie-Romagne), où se concentrent désormais les recherches, selon le site internet du quotidien Il Corriere della Sera.

 

L'avion, qui effectuait un vol d'entraînement avec trois autres appareils, a disparu des écrans radar peu après que le pilote, seul à bord, eut signalé un problème lors de son dernier contact radio, vers 19H00 GMT.

 

Selon des experts cités par l'agence Ansa, le problème a été tellement soudain et grave que le pilote n'a sans doute pas eu le temps de s'éjecter.

 

Le pilote de l'avion qui volait en couple avec celui disparu aurait entendu le SOS lancé par son collègue, mais n'a pas vu où l'avion a chuté car les appareils ne se trouvaient pas à proximité l'un de l'autre.
