Rolls Royce-HAL Dealings Under Probe

NEW DELHI — India’s anti-fraud agency, the Central Bureau of Investigation (CBI), has begun a probe into alleged corruption charges against UK-based Rolls Royce in the supply of engines to state-owned Hindustan Aeronautics Ltd. (HAL) to power the Hawk advanced jet trainer aircraft.

 

The overhaul and license production of Hawk trainers at HAL facilities is unlikely to be affected, said a HAL source.

 

India contracted the purchase of 66 Hawk trainers from BAE Systems in 2003 for US $1.2 billion and 57 Hawk trainers in 2010 for $780 million.

 

The probe was ordered by the Ministry of Defense March 2 on the recommendations of the Chief Vigilance Officer of HAL, who had received an anonymous letter in December indicating payment of bribes by Rolls Royce to unknown HAL personnel to win the order to supply Adour engines for the Hawk trainer aircraft, a HAL source said.

 

While no MoD official would publicly comment on the CBI probe, an MoD source said the investigations are only preliminary and that no decision against Rolls Royce nor HAL’s license production of Hawk is currently contemplated.

 

Rolls Royce executives in New Delhi were unavailable for comment; neither would an official of HAL comment on the matter.

 

An Indian Air Force official said they are satisfied with the Hawk trainer and would not comment on the CBI probe.

 

MoD has blacklisted seven foreign defense companies on charges of alleged corruption related to other procurements. Most recently, CBI has investigated the sale of 12 VVIP helicopters by Anglo-Italian company AgustaWestland.

 

Senior officers of the Indian Defense Services have expressed concerns that such blacklisting of overseas companies delays purchase of essential weapons.

 

“The ruling United Progressive Alliance [UPA] government has been calling in CBI detectives on even an anonymous complaint, the purpose of which is only to tell the public that the UPA government is against corruption,” said Nitin Mehta, defense analyst here.

BAE Systems has equipped its Hawk advanced jet trainer (AJT) aircraft with new tablet computers to enable trainees to readily view technical publications, landing trajectories, conversion applications and weather forecasts.

 

The training pilots would earlier view the information on reference cards and maps kept in their flight suit pockets.

 

Four tablets have been already delivered to the South African Air Force (SAAF) for testing last month, after completion of a comprehensive evaluation programme, which included trials against rapid decompression and analysed system interference from an electromagnetic compatibility perspective.

 

Hawk Product Development Engineering head Lee Franks said the tablet integration represents the latest in a long line of developments for Hawk that are focused on making the aircraft the best for the customers.

"They are an additional resource available to the pilot, they do not replace anything, only add to a truly world-class aircraft."

 

''Now we have handed over the first of these tablets, we want the South African Air Force to try them out; part of the beauty of them is they can be tailored to carry whatever information is needed by each customer,'' Franks said.

Additionally, the tablets' compass effects were validated prior to hand-over to SAAF.

 

In addition to tablets, the company also manufactured six sets of gloves to help the pilots use the computers.

 

Franks added, ''Their traditional flying gloves were not suitable, so we immediately looked in to what was available on the market and then tailored the gloves to what would be needed by pilots.''

 

BAE is now manufacturing more tablets for trial by the UK Royal Air Force (RAF), the Indian Air Force (IAF) and the Royal Australian Air Force (RAAF), which are among the 18 countries to have acquired the aircraft.

These aircraft are part of a batch of 57 Hawks ordered jointly by the Indian Navy and Indian Air Force (IAF) for around 700 million pounds, the first 17 of which will go to the navy.

 

The Indian Navy is set to receive the first four of its order of 17 Hawk Advanced Jet Trainer (AJT) aircraft next month.

 

The aircraft, manufactured under license by Hindustan Aeronautics Limited (HAL) will be delivered to INS Dega at Visakhapatnam and will eventually take over the role of the eight Kiran Mk II training aircraft operated by the Indian Navy at INS Hansa at Goa.

 

These aircraft are part of a batch of 57 Hawks ordered jointly by the Indian Navy and Indian Air Force (IAF) for around 700 million pounds, the first 17 of which will go to the navy.

 

The second of eight Boeing P-8I Long Range Maritime Reconnaissance (LRMR) aircraft will also be delivered to the Indian Navy’s base INS Rajali next month. The first aircraft was delivered last month.

 

The IAF also plans to acquire an additional 20 aircraft for their Surya Kiran aerobatic team.

 

The delivery of a 2004 IAF order of 66 Hawk aircraft to the IAF was completed last year, with 42 being license-produced by HAL.

 

A Kiran Mk II of the Indian Navy’s Sagar Pawan aerobatic team crashed at Hyderabad during the Indian Aviation 2010 air show on in March, 2010, killing both crew members.

 

The first ten of the IAF order for 75 Pilatus PC-7 Mk II aircraft in an order worth around USD 600 million, were delivered last month, which will replace the indigenous HAL HPT-32 basic trainer aircraft, grounded last year following a number of crashes.
