IAI and Thales have integrated a new datalink capability on Heron

Israel Aerospace Industries (IAI) and Thales have conducted, in Israel, risk reduction flight tests for the integration of Thales and Elisra's NATO STANAG 7085 data link on board the Heron Medium-Altitude Long-Endurance unmanned aerial vehicle (MALE UAV).

 

Through a joint effort between IAI and Thales, Thales's data link terminal, the TMA 6000, together with Elisra Radio Frequency Modules and antennas, have been integrated on board the Heron system and successfully demonstrated in flight. During the flight test, both infrared and daylight videos were transmitted in real time to the ground control station, and the sensors were controlled in real time from the ground.

 

The TMA 6000 complies with NATO STANdard Agreement (STANAG) 7085: the waveform standard for real time transmission of videos, images and other Intelligence Surveillance Reconnaissance (ISR) data from on-board sensors to dedicated ISR stations. This compliance ensures NATO interoperability and guaranties radio frequency authorisation in full alignment with the International Telecommunications Union (ITU) regulation, as well as high resistance to jamming and interception. The TMA 6000 offers exceptional radio performances with a throughput capability up to 137 Mb/s.

 

The Heron is a MALE UAV developed by Israel Aerospace Industries. It is capable of operations of up to 45 hours in duration at up to 30,000 ft. The different variants of Heron are operated by more than 15 nations worldwide including: Israel, Australia, Canada, France, Germany, and more.

 An Israeli armor brigade recently discovered that the U.S. hummer (Hmmwv) was superior to tracked armored personnel carriers (APCs) when it came to performing reconnaissance outside of urban areas. The hummers were faster and more maneuverable, and also required less maintenance and fuel. Normally Israel builds its own military wheeled vehicles, but in 2012 Israel bought 2,500 slightly used hummer (HMMWV or Humvee) vehicles from the United States. Most were placed in reserve, to be used in wartime, or a major military emergency. But commanders were told they could have some for experimenting and thus the recon company of one armor brigade got to try some out.

 

Aside from getting these hummers cheap, Israel also has need for these larger (than Israel's standard motor vehicle of the same type) vehicles. For one thing, a hummer can carry more and be used as a mobile command post, or carrier of heavy weapons or bulky electronics. The hummer can also be equipped with armor. An Israeli firm developed and makes some of the most popular hummer armor kits, and sold a lot of them to the United States for use in Iraq and Afghanistan.

 

Normally, the Israeli ground forces uses the Sufa (Storm) all-terrain vehicles. These are two ton, militarized versions of the Chrysler Jeep Wrangler. Sufa 1 appeared in 1990, with Sufa 2 showing up in 2005, and Sufa 3 in 2011. There are several versions (command, recon, armored) and the design has been optimized to deal with all the unique types of off road terrain encountered in Israel.

 

While smaller than the American Hummer, the Sufa is more suitable to Israeli needs (which largely consist of policing hostile Palestinians). The Sufa 3 is 4.5 meters (14.7 feet) long and 1.68 meters (5.5 feet) wide. In contrast the heavier hummer is 4.6 meters (15 feet) long and 2.1 meters (7.1 feet) wide.

 

The withdrawal of American forces from Iraq, and the wide use of larger MRAP armored vehicles in Afghanistan left the U.S. with a lot of relatively new and little used hummers, even after many had been used to equip Iraqi and Afghan forces.

The U.S. Army intelligence bureaucracy is again in trouble with SOCOM (Special Operations Command) over a long-term dispute about computer software. Troops in combat zones and especially SOCOM prefer to use an intelligence database management system called Palantir. But many senior people in the army intelligence and computer tech insist on using another system (DCGS). To further complicate matters it wasn’t even the army who initially created the mess. It all began when the U.S. Air Force developed a data mining and analysis system that, when adapted for army use (as DCGS), turned out to be more expensive and less effective than commercial products (like Palantir). A 2012 government investigation reported the problems in great detail. But senior army commanders and Department of Defense procurement bureaucrats continued to block the use of commercial products the troops preferred. For nearly a year now SOCOM (Special Operations Command) troops have been complaining that a superior system (Palantir) they have been using since 2009 is becoming more difficult to obtain because of more aggressive interference from the procurement bureaucracy and contractor lobbyists. SOCOM was ordered back into Iraq during 2014 and one of their assignments was to collect intelligence on what was going on there. SOCOM preferred Palantir but many procurement officials interfered with doing that.

 

The basic problem was that the army system (DCGS or Distributed Common Ground System) was cobbled together on the fly, in the midst of a war and has not aged well. Several investigations, in response to growing complaints from the troops, found that the army refused to recognize the problems with DCGS or get them fixed, or allow cheaper and more capable commercial software (like Palantir) to be used instead of DCGS. After 2010 complaints from users and maintainers of DCGS got louder (as in more politicians receiving emails about it). Some of the troops asked for specific commercial systems that were more robust, powerful, and easier to use commercial data mining and predictive analysis software. The army complained that these commercial systems were expensive and required a lot of effort and money to integrate into DCGS. The troops insisted that this was not so and that commercial products like Palantir would save lives. Army bean counters insisted that it was probably only a few dozen lives at most and the additional money needed has to be taken from somewhere else, which might also cost lives in combat. But SOCOM and other organizations point out that they have been able to sneak Palantir into service in some areas and have lots of proof that Palantir outperformed DCGS in combat conditions. But now even SOCOM is being blocked from getting Palantir even though Palantir is officially approved for army use and SOCOM is supposed to be able to buy whatever they need, even if it is not on the “approved” list.

 

The DCGS controversy also involves professional pride, as the army techs and managers have spent years building DCGS and are confident they can match any commercial products and do it cheaper. But that is rarely the case, as the army simply can't hire the best software engineers and project managers. When it comes to complex software systems, things go better if you keep an eye on the commercial side. If there is something there that does what you need done and does it faster, better, and more reliably it's worth paying the commercial price.

Le prix d'économie de la défense, lancé en 2004, s'adresse aux chercheurs des universités, grandes écoles et centres de recherches.

Ce prix récompense une thèse, un travail scientifique ou un mémoire universitaire de deuxième ou de troisième cycle dédié à ce domaine. Les critères d'appréciation des manuscrits sont leur qualité, leur originalité et leur intérêt au regard du domaine de l'économie de défense.

Doté d'un montant de 5 000 €, ce prix est décemé par un jury présidé par le Directeur des affaires fjlnancières du ministère de la défense et composé de deux professeurs d'université ainsi que de trois représentants du ministère de la défense.

L'arrêté du 9 juin 2015 portant création et règlement du prix d'économie de la défense détaille les conditions d'éligibilité et de sélection Les candidats doivent avoir présenté et soutenu leur thèse, travail scientifique ou mémoire universitaire de deuxième ou de troisième cycle entre le 1" janvier 2011 et le 30 juin 2015 La phase de candidatures est ouverte du 21 juin 2015 au 1" septembre 2015.

Israël refuse de commenter ses ventes d'armes au Soudan du Sud

Une députée de l'opposition appelle le ministère de la Défense à faire preuve de "transparence publique"

 

Le ministère israélien de la Défense a refusé de s’exprimer sur les éventuelles ventes d’armes au Soudan du Sud après qu’une députée de l’opposition l’a exhorté à cesser les exportations de munitions vers le pays frappé par la guerre civile.

"Il doit y avoir transparence publique concernant les exportations de Défense, en particulier au cours d’une guerre civile", a écrit la députée Tamar Zandberg au ministre de la Défense Moshe Ya’alon le mois dernier, selon Haaretz.

Zandberg a également joint à sa lettre l’avis juridique d’un avocat qui dit avoir été informé de la présence de marchands d'armes israéliens sur des vols à destination de Juba, la capitale du Sud-Soudan.

Dans sa réponse, le ministère a entre autres indiqué que "l’existence d’une guerre civile a évidemment un impact sur la politique d’exportation de Défense vers le pays en question", sans toutefois nommer le Soudan du Sud.

Début juin, des militants des droits de l’homme ont protesté contre la présence d’une délégation du Soudan du Sud au salon de l'industrie de la défense internationale organisé à Tel Aviv.

Les activistes affirmaient que des munitions et navires militaires israéliens sont utilisés dans la guerre qui se déroule dans le pays d'Afrique orientale.

Israël entretient une politique d’ambiguïté concernant les pays vers lesquels des armes sont exportées.

Selon Haaretz, les exportations vers des pays africains sont en hausse constante ces dernières années: de 107 millions de dollars en 2010 à 318 millions en 2014.

The U.S. Air Force recently ordered another few hundred Griffin missiles for use in its AC-130 gunships and UAVs. Entering service in 2010 the AGM-176 Griffin, which weighs 15 KG (33 pounds, or 20.5 kg/45 pounds with the launch tube) and has a 5.9 kg (13 pound) warhead, was first used in Afghanistan. Griffin has a greater range (20 kilometers from aircraft for the B and C versions) than Hellfire because of pop-out wings that allow it to glide after launch. The latest version (Griffin C) uses laser, GPS, inertial guidance and two way communications. The Hellfire II missile has been around a lot longer, weigh 48.2 kg (106 pounds), carries a 9 kg (20 pound) warhead, and have a range of 8,000 meters. But for precision work, as gunships and UAVs are often called on to do, smaller warheads and cheaper missiles are preferred.

 

The U.S. Army also tested the Griffin B missile as a replacement for the more expensive Javelin ATGM (Anti-Tank Guided Missile). In Afghanistan troops at remote outposts use the Javelin as their own artillery, which is especially useful if they are out of range of American 155mm guns and so far from air bases that bombers or helicopter gunships would take a while to arrive. Javelin gets the job done but it is expensive ($75,000 per missile). Griffin is smaller, simpler, and dispenses with the expensive armor-piercing warhead. This is a much cheaper alternative to Javelin. The Griffin B is being tested in a six missile launcher that can be swiveled towards the target and missiles can be quickly fired at nearby threats. Budget reductions put this project on hold although the U.S. Navy also considered using a similar system on ships to take care of Iranian suicide boats.

 

The air force and marines find Griffin excellent for use from gunships, enabling (in addition to the larger Hellfire) gunships to operate in daytime. Previous to the introduction of these precision missiles the gunships had to be low enough to use 20mm and 40mm autocannon. But that brought them within range of similar weapons on the ground plus heavy machine-guns and portable missiles. With Griffin and Hellfire the gunships can fly high enough to be safe from ground fire.

Les forces aériennes australiennes vont se doter de deux ravitailleurs multirôles A330 MRTT supplémentaires. Elles en exploitent déjà cinq. Les deux nouveaux appareils sont en fait des A330-200 de Qantas qui vont être transformés en Espagne (Getafe) par Airbus Defence and Space. Ils devraient être opérationnels en 2018.

Les actuels A330 MRTT australiens dénommés KC-30A sont équipés de deux perches de ravitaillement (ARBS) utilisables par les F/A-18 des FAAF et d’autres chasseurs. Ils possèdent également un système pour se ravitailler en vol (UARRSI). Les KC-30A ont été engagés dans le Golfe.

BUENOS AIRES – L’armée argentine a signé un contrat de 111 000 000 dollars avec Israël pour rénover 74 tanks en Argentine.

 

L’accord visant à améliorer les tanks argentins moyens ou TAM, a été signé à Buenos Aires par le ministre de la Défense de l’Argentine Agustin Rossi et Ben-Baruch Mishel, le directeur de la Division de la coopération internationale de la défense du ministère israélien de la Défense.

 

« Ceci est une étape extrêmement importante, non seulement pour le projet mais aussi pour les excellentes relations entre les deux pays. C’est aussi le début d’une grande amitié entre les deux ministères », a déclaré Ben Baruch, qui a également fait l’éloge du travail accompli par les équipes techniques israéliennes et argentines pour conclure l’accord.

 

L’accord inclut différents outils visant à assurer que l’Argentine puisse développer sa propre technologie et ses capacités par le biais des projets de communs avec Israël, ainsi que les ressources humaines pour la formation et l’assistance technique pour rénover les tanks en Argentine.

 

Rossi a déclaré dans un communiqué publié par le ministère de la Défense après la signature de l’accord la semaine dernière, que l’accord « est un sérieux coup de pouce » pour l’industrie de la défense locale et l’a décrit comme « un investissement de 111 millions de dollars ».

 

« La modernisation des TAM est emblématique parce que c’est un tank conçu et fabriqué en Argentine », a déclaré Santiago Rodríguez, le secrétaire du ministère de la Production scientifique et technologique de la Défense.

 

« La chaine de production sera installée dans notre pays, où les composants fabriqués localement seront intégrés », a-t-il ajouté.

Big development in the goldmine that is India's military helicopter requirement landscape. Airbus Helicopters and India's Mahindra Defence have announced a joint venture that will fight for the many big Indian helicopter competitions. As with most such things these days, it looks to align itself with PM Narendra Modi's 'Make in India' campaign.

 

"Both companies will now get into discussions to finalize the formation of the joint venture which will act as the prime contractor for India’s military helicopter tenders including the Reconnaissance and Surveillance Helicopter, the Naval Utility Helicopter and the Naval Multirole Helicopter procurement programs. The resulting joint venture aims to become the first private Indian helicopter manufacturer under the ‘Make in India’ initiative. This will create hundreds of high-tech jobs locally and lead to a flow of cutting edge technologies to India should it be selected in the governmental helicopter tenders," a joint statement said.

Le nouveau chasseur américain F-35 est-il vraiment mauvais?

L'avion de combat de Lockheed Martin n’a pas réussi à battre un vieux F-16 lors d’un exercice de l’US Air Force. Un nouveau coup dur après ses énormes retards et surcoûts de développement.

 

Le chasseur F-35, programme d’armement le plus cher du monde avec 400 milliards de dollars investis, sera-t-il aussi le plus catastrophique? Une fuite sur le site spécialisé War is Boring vient en tout cas jeter le doute sur les performances du futur appareil de l’US Air Force, de l’US Navy, des Marines et d’une dizaine d’autres pays clients (Royaume-Uni, Pays-Bas, Italie, Australie, Japon, Israël…). Selon le compte-rendu d’un pilote de F-35 après un exercice de combat rapproché contre un F-16 en janvier en Californie, dévoilé par le site,  l’appareil s’est montré incapable de dominer son adversaire, manquant constamment "d'énergie" pour réaliser les manœuvres nécessaires.

 

Manque d'"énergie"

Le combat s’annonçait pourtant inégal. Le F-35 en question, un F-35A monoplace, était opposé à un F-16D Block 40 biplace, soit une version datant de la fin des années 80. Mieux, le F-35 volait sans armement ni réservoirs de carburant, à l’inverse du F-16, chargé de deux réservoirs, et non handicapé du point de vue aérodynamique. Pourtant, le F-16 a fait mieux que résister, raconte le pilote. "Même avec la configuration limitée du F-16, le F-35A a gardé un désavantage d’énergie sur tous les engagements", écrit-il selon War is Boring.

En gros, le F-35 a fait montre d’inquiétantes faiblesses aérodynamiques. Il s’est avéré trop lent pour toucher le F-16 au canon de 25 mm. Il s’est même montré incapable de manœuvrer assez rapidement pour éviter les tirs de son adversaire. Pire, selon le pilote, le casque de vision à 360 degrés de l’appareil ne permet pas de voir tout ce qu'il se passe autour de soi. "Le casque était trop grand par rapport à l'espace disponible pour voir derrière l'avion", écrit le pilote. Fâcheux quand l’avion est en situation de "dogfight", même si ces duels aériens façon Top Gun sont devenus rarissimes.

 

"Moins bon que le F-15"

Le pilote affirme même que le F-35 est "substantiellement inférieur" au vieux F-15 qu’il pilotait il y a quelques années. Conclusion impitoyable de l’auteur de l’article, David Axe : "Pendant quelques décennies, les Américains et les aviateurs alliés vont combattre dans un chasseur inférieur, qui pourrait les envoyer à la mort… et coûter aux Etats-Unis le contrôle de l’espace aérien."

Chez Lockheed Martin et au Pentagone, on sort les parapluies. Un communiqué du constructeur américain assurait le 1er juillet que "l’article ne raconte pas toute l’histoire", soulignant que le F-35 impliqué (l’AF-2) est destiné aux "tests scientifiques" et aux tests de "qualités en vol" de l’avion. "Il n’est pas équipé de nombre de fonctions intégrées aux F-35 produits actuellement, appareils de 5ème génération", indique Lockheed Martin.  

 

159 millions de dollars pièce

Même l’US Air Force s’est fendue d’un communiqué, jurant qu’"il y a eu de nombreuses occasions ou des groupes de F-35 ont engagé des groupes de F-16 en simulation de combat, et les F-35 ont gagné chacune de ces rencontres, grâce à leurs capteurs, leurs armements et leur technologie furtive". Mais l’industriel et les militaires américains se sont bien gardés de démentir les conclusions du pilote cité par War is Boring.

Pour eux, l’appareil n’est clairement pas destiné au dogfight : le F-35 "est destiné à engager, viser et abattre l'ennemi depuis de longues distances, pas nécessairement en situation de combat visuel", souligne l'US Air Force. Une faiblesse quand même fâcheuse pour un avion à 159 millions de dollars pièce, selon les derniers chiffres du GAO, l’équivalent américain de la Cour des comptes

The Netherlands' Ministry of Defense has ordered a dozen Bushmaster armored vehicles for delivery next year from Thales Australia.

 

The Bushmasters will be in the troop carrier variant and fitted with additional composite armor, Remote Weapon Stations, and Thales' SOTAS intercom system.

 

"The Bushmaster has proven itself on operations with the Dutch military in Afghanistan, and is a vital component of their Light Brigade," said Thales Australia Chief Executive Officer Chris Jenkins. "This export order shows their continuing confidence in the Bushmaster, its ability to protect troops in theater and save lives.

 

"It's also a tribute to the unique skills and in-depth expertise we have at our Bushmaster production facility in Bendigo, Victoria. Generating exports like this is good for us, good for our many local suppliers, and good for the economy as well."

 

The Bushmaster is a wheeled armored vehicle with a curb weight of more than 27,000 pounds. It has an operational range of 497 miles and has a speed of about 61 miles per hour.

 

The Netherlands previously procured 86 Bushmasters.

NEW DELHI — The Indian Army's plan to develop and build a medium-weight main battle tank to replace more than 2,500 Russian T-72s has raised questions about the future of the homemade Arjun tank and likely would kill a decade-old proposal by the Defence Research and Development Organisation (DRDO) to build a tank, according to analysts and officials.

 

The Indian Army this month floated a global request for information to seek partners to design the new tank under a program called Future Ready Combat Vehicle (FRCV). As a medium-weight platform it would weigh 40-plus tons, compared with the Arjun, which weighs 60 tons.

 

"The proposed FRCV is in the medium category and is more likely to be around the T-90 platform than the Arjun Mark-II platform, which is getting close to the medium-heavy/heavy category," said Anil Chait, retired Indian Army lieutenant general. "Designing and developing the product around proposed qualitative requirements afresh would suggest that we may be looking toward the end of the Arjun saga," he said.

 

However, Rahul Bhonsle, a retired Army brigadier general and defense analyst, said the Arjun will progress from the current Mark-1 level to Mark-3.

 

"The lead time for the FRCV to be manufactured, if all goes well, is likely to be approximately 15 years or so. This provides adequate scope for the Arjun series to be progressed to at least Mark-3. Moreover, there is a need in the Indian Army for an Arjun class of tank."

 

While no Ministry of Defence official would comment on the fate of the decade-old Futuristic Main Battle Tank (FMBT) project to be developed by DRDO, an Army official said FRCV has "surely killed" the FMBT.

 

The FMBT, intended to be in the 50-plus ton category, was also meant to replace the T-72s.

 

"The FRCV seems to be a completely new project which possibly junks the FMBT, which was being worked upon by the DRDO or may be a lead to the developing agency to add on to the existing work that has already been done on the same," Bhonsle said.

 

"I surely see Americans, Russians, French, Germans, Koreans and British participating along with Indian companies in stand-alone or joint venture mode. We could see leading companies from there which are involved with tank design, participating in it," Chait said.

 

Unlike the earlier tank effort, the FRCV does not restrict production to the DRDO. Domestic defense companies in tie-ups with overseas defense companies can serve as the production agencies.

 

"As this is an open competition, private agencies could also be roped in to develop the tank. The best option would be for DRDO designing and developing the same with a foreign partner as it is best placed technically to do so. For an Indian private company in collaboration with a foreign partner it would be a Greenfield venture," where the foreign company would construct new facilities for the project, Bhonsle said.

 

The Army plans to begin induction of the basic FRCV by 2025-27, which would be the platform on which numerous variants would be developed to serve different functions. These variants will include a tracked light tank, a wheeled version, a bridge layer tank, a trawl tank and mine plows, armored recovery vehicle, self-propelled gun, anti-aircraft tank, artillery observation vehicle, engineer reconnaissance vehicle, and armored ambulance.

 

According to the request for information, FRCV will be executed in three stages: design, prototype developmental and production.

 

The request says the design agency and developing agency can be separate entities. The best design will be chosen and given to the nominated development agency for prototype production. The selected prototype will be given to the production agency or agencies for bulk production.

 

Shankar Roy Chowdhury, retired Army general and former service chief, said the paramount requirement for the tank is survivability.

 

"Russian designers sought to achieve this [survivability] by smaller size [three-man crew and lighter armor], lower profile and speed. The West preferred larger turrets, hence thicker armor, heavier tanks. The test for both designs has been the Arab-Israeli wars and the gulf war. The Russian designs did not do too well. Blame that on the crews if you like," Roy Chowdhury said.

 

The most important requirement, however, is that the future FRCV must be indigenously designed, Roy Chowdhury said.

China recently offered (for export) another new variant in its line of ZBL 09 8x8 wheeled armored vehicle; the VN1 vehicle launched bridge. This is an old concept that goes back to World War II. What it amounts to is a 15-20 meter (46-66 foot) bridge than can quickly be deployed from the vehicle over obstacles allowing similar (in size and weight) vehicles to quickly cross.

 

China introduced the ZBL line of armored vehicles in 2006 after more than a decade of development. The first model was a personnel carrier but other variants quickly followed. For example the ZBL 09 ST1 is equipped as a tank-destroyer with a high velocity 105mm gun. This appears to be a variant on the 2007 version that had a lower velocity 105mm gun that was intended to give infantry front line artillery support. The Germans called this an “assault gun” when they invented the concept (as the “Sturmgeschütz” during World War II. These vehicles are particularly useful for infantry attacking as an assault gun could quickly take out enemy opposition with one or two shells.

 

The assault gun version of its ZBL 09 had a smaller turret than the ST1. The larger turret of the ST1 is apparently to hold the additional recoil and fire control equipment for the more powerful and longer range 105mm gun. In 2009 there was already an artillery version of the ZBL 09, carrying a 122mm howitzer in a larger turret similar to the one used by the ST1.

 

Since 2012 the Chinese Army has been using the ZBL 09 with the turret and 105mm gun as a wheeled light tank. That appeared to indicate that an anti-tank version was already in the works. The ZBL 09/105mm assault gun could, with some extra training, be capable of shooting up other armored vehicles. The 105mm gun carried is not powerful enough to destroy most modern tanks, but could knock out most other armored vehicles.

 

The basic ZBL 09 is a 21 ton vehicle that has a crew of three and carries seven passengers. The ST1 apparently has a crew of four and weighs over 25 tons. All ZBL 09s are 8 meters (25 feet) long, three meters (9.2 feet) wide, and 2.1 meters (6.5 feet, to the hull roof) high. It's amphibious and has a top water speed of 8 kilometers an hour. On roads, top speed is 100 kilometers an hour, and max road range on internal fuel is 800 kilometers. The infantry carrier version has a turret with a 30mm autocannon.

 

The infantry version of the ZBL 09 entered service in 2009, and a growing number of combat brigades are being equipped with it, to operate somewhat like the American Stryker brigades. China has been developing new wheeled armored vehicles for over a decade. Until recently, these were all based on Russian designs. The ZBL 09, however, borrows more ideas from the West. Still, some of the more recent (since 2009) Russian type designs were interesting and instructive.

 

The Chinese have observed NATO success in Iraq with the Stryker and LAV wheeled combat vehicles. Chinese designers eventually concluded that the roomier internal layout of Western vehicles did serve a useful purpose, and the ZBL 09, and all the electronics installed in it, are an example of what the Chinese learned.

Israel's RADA Electronic Industries has announced it is to produce a tactical air surveillance radar system for an unidentified European defense contractor.

 

The value of the contract and the number of Multi-mission Hemispheric Radars to be supplied were not disclosed but RADA said the order would be fulfilled by the end of this year.

 

RADA's Multi-mission Hemispheric Radar, or MHR, is an S-band, software-defined, pulse-Doppler, active electronically scanned array radar with advanced signal processing. It detects and tracks multiple aerial targets -- fighters and transports to small unmanned aerial vehicles.

 

"We are very pleased with this order. While the order is not large, it comes from a new customer and we believe it confirms our global presence in this growing market," sais RADA Chief Executive Officer Zvi Alon. "The European market is demonstrating increased interest in our radars and inertial navigation systems and is gradually becoming one of our major markets."

According to a source in the joint technical-military venture responsible for the warships' construction, Paris and Moscow have made a preliminary agreement on compensation for France’s non-delivery of the Mistral-class helicopter carriers.

 

MOSCOW (Sputnik) – Paris and Moscow have preliminarily agreed on compensation for France’s non-delivery of the Mistral-class helicopter carriers and will continue consultations in July, a source in the military technical cooperation said Thursday.

 

“Russia and France were unable to agree on a preliminary compensation for the non-delivery of the Mistrals in June. ‘Preliminary’ because the decision needs to be approved now by the governments of both countries,” the source told RIA Novosti.

 

He said that the next stage in consultations would be held in July.

 

Earlier, the press reported that France was apparently prepared to return approximately 800 million euros to Moscow, however, Moscow has insisted on 1.1 billion euros in compensation.

 

In 2011, Russia and France signed a $1.5-billion contract on the delivery of two Mistral-class helicopter carriers. Paris did not fulfill its side of the deal, accusing Moscow of involvement in the Ukrainian crisis, a claim that Russia has repeatedly denied.

 

In April, French President Francois Hollande said Paris would return Moscow's payment for the warships if the contract was terminated.

Le gouvernement espagnol veut pousser son industrie de défense, fragmentée, vers la consolidation afin qu'elle pèse plus lourd en Europe, annonce lundi le ministre de la Défense Pedro Morenes.

 

"Nous allons réorganiser le secteur, comme l'ont fait les Britanniques, les Français et les Italiens, avec nos spécificités, déclare le ministre dans une interview au journal El Pais. Nous ne pouvons pas obliger les entreprises prisées à fusionner, mais nous pouvons encourager les associations à travers les programmes que nous lançons".

 

"Le but est de pouvoir mettre sur la table, quand on parle de politique européenne commune (de défense), une industrie de poids, afin de pouvoir siéger au conseil d'administration et ne pas rester de simples sous-traitants", ajoute M. Morenes.

 

D'après El Pais, le ministre veut s'appuyer sur deux programmes de recherche et développement pour encourager les coopérations.

 

L'un de ces programmes, de 174 millions d'euros, porte sur le développement d'une nouvelle frégate F-110, avec une co-entreprise du groupe d'électronique et de communications Indra et de l'armateur public Navantia pour l'électronique et les systèmes de combat.

 

L'autre, de 89,3 millions, porte sur le développement d'un nouveau véhicule blindé sur roues par Santa Barbara General Dynamics, filiale de l'américain General Dynamics, à partir d'une plateforme italienne (Iveco-Oto Melara), française (Nexter), finlandaise (Patria) ou allemande.

 

L'Espagne a fortement réduit ses dépenses militaires en raison de la crise économique de 2008.

 

L'industrie espagnole de défense a facturé 4,8 milliards d'euros en 2014, d'après l'association espagnole des industries de défense, de l'aéronautique et de l'espace (TEDAE).

 

A titre de comparaison, l'industrie française de défense, la seconde en Europe derrière la Britannique, a réalisé 15 milliards d'euros de chiffre d'affaires la même année, d'après le ministère de la Défense.

Vehicle maintenance of particularly the SA Army’s older Samil trucks has been in the hands of Cuban diesel mechanics for at least three months and if Armscor tenders are anything to go by they are making inroads into the backlog.

 

No less than four tenders issued by Armscor this month are for parts to be used on Samils. They are driveline sub-assemblies (ESPV/2015/68), air brake components (ESPV/2015/65), electrical components (ESPV/2015/66) and clutch and pressure plates (ESPV/2015/67). The tenders close on July 14 with the exception of the one for sub-assemblies which closes a day later.

 

Samil trucks were locally manufactured during the arms embargo using Magirus Deutz chassis and engines with the final units built in 1998. They are set to be replaced by new vehicles to be acquired in terms of projects Sepula and Vistula, both of which have been “deferred” according to SA Army Chief, Lieutenant General Vusi Masondo.

 

There are currently just on a hundred Cuban technicians working on the Samil vehicles at bases including Potchefstroom, Pretoria and Bloemfontein. They are in South Africa on a 12 month contract to refurbish vehicles and assist the SANDF in building capacity in this particular skill, Department of Defence head of communications Siphiwe Dlamini, said in March.

 

“The SANDF has had numerous problems with vehicles. They get fixed but two to three weeks down the line they are stuck on the road.

 

“The Cubans are here to assist us fix the vehicles and create capacity in the defence force so we can do the fixing and maintenance ourselves,” he said during a media visit to Potchefstroom in March.

Les relations entre les ministères de la Défense et des Affaires étrangères se sont nettement refroidies, voire altérées au fil des négociations sur certains dossiers concernant l'armement à l'exportation, notamment en Arabie Saoudite. Une discordance au niveau de l'Etat qui inquiète les industriels de l'armement.

 

Jusqu'ici, la France avait réalisé un sans-faute à l'exportation dans la défense. Tous les rouages de l'Etat - du haut jusqu'en bas - jouaient plutôt bien leur partition tout en restant chacun dans leurs prérogatives respectives depuis l'arrivée de François Hollande à l'Elysée. Mais, ces derniers mois, plus précisément ces dernières semaines, les relations entre les ministères de la Défense et des Affaires étrangères se sont nettement refroidies, voire altérées au fil des négociations sur certains dossiers armement à l'exportation, notamment en Arabie Saoudite. "C'est devenu un foutoir", déplore un industriel furax.

L'Arabie Saoudite reste un pays où la France a de très grandes ambitions commerciales dans les domaines civil et militaire. Le ministre des Affaires étrangères Laurent Fabius l'a d'ailleurs rappelé à de très nombreuses reprises. Il avait notamment précisé début mai lors d'une visite à Ryad que les discussions entre les deux pays portaient sur "20 projets représentant plusieurs dizaines de milliards d'euros s'ils sont menés intégralement à bien". Des projets qui tombent dans son escarcelle puisque Laurent Fabius a récupéré dans son portefeuille le développement international depuis l'arrivée de Manuel Valls à Matignon en avril 2014. Ce qui lui permet de marquer à la culotte Jean-Yves Le Drian, dont l'image positive aux yeux des Français est très étroitement associée à ses nombreux succès à l'exportation. "Il n'y a pas de sujet", indique-t-on toutefois au sein du ministère de la Défense.

 

Inquiétudes des industriels de l'armement

Toutefois, le cabinet de l'Hôtel de Brienne supporte de plus en plus mal les incursions du Quai d'Orsay dans le domaine de l'armement, essentiellement en Arabie Saoudite, voire au Liban. Au ministère de la Défense, on est très critique vis-à-vis de ces annonces trop hâtives. Bref, les deux ministères se livrent en coulisse un match, qui jusqu'ici est resté à fleurets mouchetés, pour gagner de grands contrats de défense afin de bénéficier des retombées médiatiques qui vont avec au moment de la signature. Dans ce contexte de compétition entre les deux cabinets, Laurent Fabius a fait des pieds et des mains pour conserver Anne-Claire Legendre, sa précieuse conseillère Afrique du Nord et Moyen-Orient au ministère, pourtant pressentie pour partir à l'Elysée. Elle est considérée par beaucoup comme une excellente diplomate.

Les couteaux ne sont pas encore véritablement sortis, mais cette compétition inquiète déjà beaucoup les industriels du secteur de l'armement, selon plusieurs sources concordantes interrogées. Ces derniers précisent que "de nombreux contrats d'armement ont été initiés en Arabie Saoudite par Jean-Yves Le Drian". Notamment Donas, le contrat d'aide à l'armée libanaise de 3 milliards de dollars qui a été signé entre l'Arabie Saoudite, qui finance ce projet, et la France, ainsi que le contrat LEX (ou Life Extension Sawari 1), premier grand contrat signé en août 2013 par Jean-Yves Le Drian (1,1 milliard d'euros). Des succès qui ont notamment reposé sur la relation bilatérale entre Jean-Yves Le Drian et ses interlocuteurs saoudiens. Les industriels ont beau jeu de rappeler dans ces conditions que le ministère de la Défense "connait mieux les dossier" défense que le Quai d'Orsay.

 

Le Drian sur la touche en Arabie Saoudite?

Surtout la désunion au sein de l'Etat français pourrait faire le jeu des Etats-Unis, qui mettent actuellement une "grosse pression" sur l'Arabie Saoudite, estime-t-on parmi les industriels de l'armement tricolores. D'autant qu'une visite de Jean-Yves Le Drian à Ryad vient d'être annulée par l'un des hommes forts du royaume, le ministre de la Défense saoudien, le prince Mohamed Bin Salman Bin Abdul Aziz Al Saoud, également vice-prince héritier, selon plusieurs sources concordantes. "Si Jean-Yves Le Drian avait été son interlocuteur privilégié, le ministre de la Défense saoudien n'aurait peut-être pas annulé cette rencontre", estime un industriel.

Jean-Yves Le Drian devait notamment évoquer en Arabie Saoudite la modernisation des frégates Sawari 1 (contrat LEX), un programme qui ne se déroule pas aussi bien que souhaité par Ryad, avec son homologue saoudien, en charge de ce dossier. Ce programme important pourrait influer sur les négociations sur Sawari 3, qui porte sur l'achat de frégates multimissions (FREMM) et/ou des frégates de taille intermédiaire (FTI). Cette annulation a beaucoup irrité l'Hôtel de Brienne et n'est pas de nature non plus à rassurer les groupes de défense très à l'affût de tous les petits et grands signes de leurs clients. A fortiori quand le pays en question est l'Arabie saoudite, premier client des industriels de l'armement français. Entre 2010 et 2014, le royaume wahhabite a commandé pour près de 8 milliards d'euros de matériels militaires, dont 3,6 milliards en 2014...

 

Fabius a repris la main

Le vice-prince héritier, qui était à Paris la semaine dernière où il a co-présidé le 24 juin la première réunion de la commission conjointe de suivi franco-saoudienne au Quai d'Orsay avec Laurent Fabius, en a toutefois profité pour rencontrer également Jean-Yves Le Drian. Mais, comme le note un industriel, le ministère de la Défense a été, à cette occasion, "spectateur" de cette initiative franco-saoudienne. Ainsi, le prince Mohamed Bin Salman Bin Abdul Aziz Al Saoud et Laurent Fabius, ont annoncé un contrat de 500 millions d'euros pour l'achat à Airbus Helicopters de 23 appareils H145 pour le ministère de l'Intérieur saoudien.

Laurent Fabius avait également rappelé la vente, annoncée le 15 juin lors du salon du Bourget, de 30 Airbus A 320 et de 20 Airbus A330 à la compagnie aérienne Saudi Airlines, pour un montant total de 8 milliards de dollars (7,1 milliards d'euros). En outre, il a précisé qu'un accord avait été signé "pour lancer l'étude de faisabilité sur deux réacteurs EPR, qui s'inscrit dans le cadre de l'ambitieux programme énergétique de l'Arabie saoudite". Une reprise en main qui n'en est pas une, juge enfin un industriel qui travaille aussi bien dans la défense que dans le civil. Le ministère des Affaires étrangères a toujours eu la main sur les dossiers, estimant que ce n'est "pas illogique" compte tenu de la nature des dossiers civils (transport, énergie).

Le rapprochement franco-saoudien, initié avec l'arrivée au pouvoir en 2012 de François Hollande, qui a effectué une visite à Ryad début mai, a été favorisé par les tensions entre Ryad et son grand allié américain au sujet du régime syrien de Bachar al-Assad, que Washington a renoncé à frapper en 2013, et surtout à propos de l'Iran, avec qui les Etats-Unis veulent conclure un accord sur le nucléaire.

Le ministère de l'Intérieur vient de lancer un appel d'offres pour la "fournitures de micro-drones au profit de la Gendarmerie Nationale, maintien en condition opérationnelle des micro-drones acquis et formation pour la fonction de télé-pilote". Cet appel d'offres est à consulter ici.

L'avis précise que "chaque micro-drone est un système d'aéronef sans pilote de type quadri-rotor à décollage vertical, de taille réduite et compacte, facilement transportable et très discret. Chaque système est équipé d'un vecteur aérien, d'une station de réception et de visualisation sol et d'un moyen de transport et de stockage. Les spécificités techniques propre à chaque lot sont précisées au cahier des charges techniques particulières (Cctp)."

- 4 (max: 6) micro-drones haut de gamme (vitesse, autonomie) ou durci de type VTOL, avec zoom d'au moins X10, pour le lot 1

Jorge Domecq, Chief Executive of the European Defence Agency (EDA), and Massimo Garbini, Managing Director of the SESAR Deployment Manager (SDM) signed a Memorandum of Understanding (MoU). Its purpose is to establish efficient cooperation and support between the two organisations with regard to SESAR deployment.

 

“Europe’s military fleets include some 9,500 diverse aircraft accounting for more than 150,000 flights each year. In other words, they form the single biggest ‘airline’ operating in Europe today. The challenges of the Single European Sky programme and the modernisation of European air traffic management are manifold. However, it is the role of the EDA to ensure that the European air forces will continue to have free and safe access to European airspace for training purposes, air-policing, as well as air defence missions. The financial and technological impacts of the programme need to be mitigated to ensure that they do not adversely affect European defence capabilities. Only through constructive cooperation between military and civil stakeholders, our shared vision of an efficient, safe and flexible European airspace can be realised. It is in this spirit that we sign the Memorandum of Understanding today”, said Jorge Domecq at the signature ceremony. 

Massimo Garbini, “This MoU reflects the kind of relationship we aim for with all stakeholders. Only through efficient cooperation and mutual support between both civil and military stakeholders, we can deliver the modernisation of European Air Traffic Management technology together.”

 

Memorandum of Understanding

The scope of the MoU covers the SESAR deployment of sets of functionalities in accordance with the relevant regulations1. The EDA and SDM will work together to support the Member States in translating the regulation into projects to be deployed nationally with financial support from the EU. The EDA will ensure that military viewpoints and needs are captured in the SESAR Deployment Programme and support the bidding and execution processes of the projects. At the same time, the Deployment Manager will coordinate with the military through the EDA to avoid any adverse impact on national and collective defence capabilities. This involves inter alia enabling and exploiting military contributions as well as optimising the use of expertise and avoiding duplications. The EDA and SDM also agree to put in place effective coordination procedures to ensure efficient synchronisation and the timely exchange of relevant information. A Steering Committee will be set up to ensure the effective functioning of the Memorandum.

 

Single European Sky ATM Research

The Single European Sky (SES) aims at realising the optimisation of the airspace organisation and management in Europe through a combination of technological, economic, and regulatory efforts. SESAR (Single European Sky ATM Research) is the technical pillar of this. SESAR involves developing a new ATM system to handle more traffic with greater safety and at a lower cost. Its new technologies and procedures will also seek to reduce the environmental impact of flying. The resulting efforts will be deployed in a synchronised manner involving all stakeholders, civil and military.

 

About SESAR Deployment Manager

SESAR Deployment Manager (SDM) is the industrial partnership that synchronises and coordinates the modernisation of Europe’s air traffic management system under the political oversight of the European Commission. The main task of the SESAR Deployment Manager is to develop, submit to the European Commission for its approval and execute the Deployment Programme, a project view strictly drawn from the Pilot Common Project (PCP) set by Commission Implementing Regulation (EU) No 716/2014, as well as any subsequent Common Projects in future regulations. Through the Deployment Programme, the SESAR Deployment Manager will ensure efficient synchronisation and coordination of implementation projects required to implement the PCP, as well as the related investments. The tasks of the Deployment Manager are described in Article 9 of Commission Implementing Regulation (EU) No 409/2013.

 

Role of the EDA

In order to ensure that the effects on military aviation are understood and taken into account, Member States entrusted EDA with the task of facilitating the coordination of military views from and in support of Member States and relevant military organisations and to inform military planning mechanisms of the requirements stemming from SESAR deployment. In 2014, EDA established a dedicated SESAR Cell to ensure that the military views and requirements are taken into account in the implementation of SESAR.

The European Defence Agency has just launched a €1 million, 18-month feasibility study to prepare a future cooperative governmental satellite communications (Govsatcom) programme.

The study will be delivered by a consortium led by Euroconsult with Airbus Defence & Space, CGI, Istituto Affari Internazionali, Hisdesat and SpaceTec Partners working as subcontractors. This work is expected to be complemented by other studies funded by the European Space Agency (ESA). Some synergies are also expected with the work currently performed by the European Commission.

“This study will help us to find new ways to cooperate in a complex institutional setting”, EDA Chief Executive Jorge Domecq stated upon signing the study contract. “Considering that Govsatcom capabilities are inherently dual-use, one of the main objectives will be to identify an efficient, innovative and sustainable cooperation model in particular by implementing synergies with the Commission. This will certainly be reflected by a genuine governance of the system”, he added. 

“Government satellite communications are evolving, due to changes in operational requirements and to the availability of innovative and cost effective solutions serving these,” stated Euroconsult CEO Pacome Revillon. ”The international consortium combines expertise across the full satellite communications value chain, while the project governance will guarantee the independence and neutrality of the results. All partners are fully committed to delivering a study that lays the groundwork for future European capability,” he added. 

Govsatcom was identified in December 2013 by EU Heads of State and Government as one of four priorities for capability development, along with air-to-air refuelling, remotely piloted aircraft systems and cyber defence. 

Under the lead of Spain, a common staff target harmonising the needs of military users was adopted by all EDA Member States in 2014. Based on this commonly-agreed document, a preparation phase started ahead of the launch of a full-scale cooperative project. By the end of 2016, a business case including more detailed technical requirements as well as a through-life management plan should allow Member States to assess various options in terms of cooperation models and system architectures. These findings will be to a large extent supported by the outcome of the feasibility study.

Sferion – Pioneering Flight Demonstration in Bueckeburg July 2015

Search and Rescue (SAR) teams and Special Operation Forces flying helicopters face a number of safety challenges because they have to fly at low altitudes and also in Degraded Visual Environments (DVE), such as brown-out, white-out, and zero-light conditions. This makes normal flight impossible.

The usage of Airbus Defence and Space developed Sferion system shows how today’s technologies can improve the helicopter pilots’ safety and help solve their problem of DVE. Where human eyesight alone is not enough, powerful software can process and combine information from sensors, databases and data links and present it in visual format.

 Philippine Air Force to operate ultra-modern MRFs

The Philippine Air Force (PAF) will be joining the ranks of nations operating ultra-modern multi-role fighters (MRFs) by 2021.

This was highlighted by "Flight Plan 2028," a document released by the PAF early this June.

This is the Air Force's strategic acquisition and tactical plan.

Under Flight Plan 2028, the PAF intends to acquire and commission 12 MRFs by 2021 to augment the then existing fleet of South Koren-made F/A-50 jet fighters.

An MRF is a combat aircraft which is capable of conducting strike, surveillance and air-to-air superiority missions.

An example of an MRF is the McDonnell Douglas F-18 "Hornet" strike fighter which is being operated by the US and its allies.

By 2028, as stated in "Flight Plans 2028," the PAF will be able to build up its capability to detect, identify, intercept and neutralize incursions from "Area Readiness 3 to Area Readiness 1."

"Area Readiness 3" refers to 51 to 74 percent of Philippine territory while "Area Readiness 1" means 100 percent of the country's territory which is estimated to be 40,000 square nautical miles.

The PAF will do it once its modern radar systems, long-range patrol aircraft (LRPAs), airborne early warning and control system (AEWCS), surface-attack aircraft (SAA) , light interim fighter trainers (LIFTs), multi-role fighters (MRFs) and missile defense systems (MDS) get online by 2028.

Detection capability will be provided by modern radar systems, and the LRPAs, identification of the threat will be done by the AEWCS, while interception capabilities will given by the SAA, LIFTs, and MRFs.

While neutralization will be done by the MDS should intruding aircraft intrude over land.

PAF spokesperson Col. Enrico Canaya said that this is the breakthrough goal of the Air Force.

The decision to made public "Flight Plan is aimed at informing the public of efforts to modernize the PAF and make it more relevant.

"And by 2022, (the PAF) will (have) already build up its capability to detect, identify, intercept and neutralize incursions in the PADIZ and the West Philippine Sea from 'Area Readiness 4' to 'Area Readiness 3'," Flight Plan 2028 stressed.

PADIZ is short for the "Philippine Air Defense Identification Zone and Area Readiness" which was established in 1953.

It covers the entire Luzon region, parts of Visayas, and locations north of Palawan.

"Area Readiness 4" refers to 50 percent of known Philippine territory while "Area Readiness 3" means 51 to 74 percent of Philippine territories (including PADIZ and the West Philippine Sea).

 

And by 2022, the PAF hopes to have in service 24 SAA and LIFTs, four LRPAs, six ADSRS (air-defense system radar systems) platforms, six ground based air defense systems, two AEWCS units, 12 MRFs, one C2C center, four electronic countermeasure aircraft, one AA (airborne aircraft) refueler, and four medium-to-heavy lift helicopters.
