Dans le cadre des cérémonies commémoratives du 11 novembre, le ministre de la Défense, Jean-Yves Le Drian s'est rendu à Londres lundi 10 novembre 2014.

 

Le ministre de la Défense, Jean-Yves Le Drian, a rendu visite lundi 10 novembre 2014 à Londres à son homologue britannique M. Michael Fallon, pour un déjeuner de travail consacré aux cérémonies commémoratives du 11 novembre et à la préparation de la réunion des ministres de la défense de l'Union européenne le 18 novembre prochain. M. Fallon l'a amené à cette occasion à la Tour de Londres où il a été reçu par le Connétable de la Tour, le Général Lord Dannatt, pour aller planter ensemble les "poppies" (coquelicots) en souvenir des morts de la grande Guerre. Les honneurs ont été rendus par la compagnie F des Scots Guards.

Irak : des soldats britanniques entraînent les combattants kurdes

Des militaires britanniques se trouvent en Irak pour entraîner les forces kurdes qui combattent le groupe extrémiste Etat islamique, a annoncé ce samedi le ministère britannique de la Défense.

 

Une "petite équipe de spécialistes" est présente dans la région d'Erbil, capitale du Kurdistan, la région autonome kurde du nord de l'Irak, et entraîne les peshmergas, les combattants kurdes, à utiliser les mitrailleuses lourdes que la Grande-Bretagne leur a données en septembre. Ce déploiement a été approuvé par le secrétaire à la Défense, Michael Fallon, a déclaré une porte-parole du ministère britannique.

First steel cut on new patrol ships

Steel was cut today for the first of 3 new Royal Navy offshore patrol vessels (OPVs) at a ceremony in Glasgow.


 

The vessels, which will be used by the Royal Navy to undertake various tasks in support of UK interests both at home and abroad, will be built at BAE Systems’ shipyards under a £348 million contract that has protected more than 800 Scottish jobs.

 

Defence Secretary Michael Fallon said:

This multi-million-pound contract will benefit the dedicated workers of the Clyde, their families and the local economy in Glasgow.

This investment by the UK government is vital for the sustainment of naval shipbuilding in this country and the hundreds of specialist manufacturing and engineering roles that play an important role in providing war-fighting capability for the Royal Navy.

 

Bernard Gray, MOD’s Chief of Defence Materiel, started the computer-guided laser to cut the first piece of steel and after the ceremony Mr Gray met members of the workforce during a tour of the facility.

He said:

I am proud to be able to start production work on this new class of ships, which will maintain the vital UK expertise needed to build the warships of the future.

This contract, which will benefit the local economy in Glasgow, continues a 200-year tradition of building the nation’s leading ships on the Clyde and will sustain hundreds of jobs across the region.

Featuring a redesigned flight deck to operate the latest Merlin helicopters as well as increased storage and accommodation facilities, the OPVs build on the proven capability of the Royal Navy’s current River Class vessels.

Having played an important role in the construction of HMS Queen Elizabeth, which was named by the Her Majesty The Queen in a ceremony this summer, workers on the Clyde are now manufacturing blocks for the second aircraft carrier, the Prince of Wales, which is being assembled at Rosyth dockyard near Edinburgh.

The first of the new OPVs will be named HMS Forth and is expected to be handed over to the Royal Navy in 2017. The second will be named HMS Medway and the third HMS Trent.

Londres - La Grande-Bretagne a mené ses premières frappes aériennes en Irak contre les positions du groupe Etat Islamique (EI), a annoncé mardi le ministre de la Défense Michael Fallon.

 

Deux chasseurs-bombardiers Tornado ont détruit un poste d'artillerie et un véhicule équipé d'une mitrailleuse lourde, a indiqué le ministère de la Défense.

 

Ces deux frappes ciblées ont été un succès, a ajouté le ministère, qui n'a pas précisé quand les raids ont eu lieu, ni leur localisation exacte.

 

Les deux avions de combat étaient en mission de reconnaissance lorsqu'on leur a demandé de venir appuyer des troupes kurdes prises pour cible par les jihadistes de l'EI dans le nord-ouest de l'Irak.

 

Ces frappes sont les premières depuis que le Royaume-Uni s'est rallié vendredi à la coalition militaire internationale après l'adoption par le Parlement d'une motion du gouvernement autorisant le recours aux raids aériens en Irak.

 

Six Tornado de la Royal Air Force, basés à Chypre, étaient engagés depuis plusieurs semaines déjà en Irak pour des missions de surveillance.

 

Depuis vendredi, ils ont effectué plusieurs sorties, équipés de bombes à guidage laser et de missiles, mais sans ouvrir le feu.

Michael Fallon meets Middle East partners to discuss international response to ISIL.

 

Mr Fallon met with allies in Saudi Arabia yesterday and Bahrain today to discuss regional security and international co-ordination to counter ISIL ahead of this week’s United Nations General Assembly.

He said:

At the Jeddah and Paris conferences there was strong agreement on the need for a co-ordinated response to the ISIL threat. In taking action to degrade and destroy ISIL terrorists it is important that key regional partners continue to play a leading role.

The UK supports the air strikes launched by the US and regional allies last night which run alongside the action the UK has already taken in the form of reconnaissance flights, military equipment and humanitarian aid.

The UK government continues to discuss what further contribution the UK may make to international efforts to tackle the threat we all face from ISIL.

The UK has a long-standing defence relationship with both Saudi Arabia and Bahrain. In Saudi Arabia the UK assists with the delivery and support of Typhoon and Tornado aircraft. Bahrain is also a key location for the UK, with onshore basing and ships located at Mina Salman Port.

While meeting serving Royal Navy personnel in Bahrain Mr Fallon witnessed the structural work being carried out to improve the navy’s facilities.

He added:

The UK already has a long-established presence in the region and in my discussions I have re-emphasised the UK’s continuing commitment and opportunities to strengthen co-operation.

Michael Fallon has visited British troops due to deploy on a major training exercise with NATO partner Poland.

 

Exercise Black Eagle is a significant demonstration of the UK’s support to the region, as the UK continues to play a leading role in delivering NATO’s measures to reassure eastern allies.

Troops from the UK have engaged in a series of exercises on eastern allied territory, the largest of which is Exercise Black Eagle, where around 1,300 troops will train with their Polish counterparts from 10th Armoured Brigade.

Speaking at the visit the Defence Secretary said:

I think it’s important for NATO forces to be seen to exercise together. We are stepping up the scale of these exercises, so there are more of them, they are more continuous, they are of a larger scale and they involve more and more forces from across NATO.

That’s what’s important. To show that NATO members are working together to carry out their responsibilities to defend each other from any kind of aggression.

Members of the King’s Royal Hussars and 1st Battalion The Royal Welsh met the Defence Secretary to demonstrate the vehicles and equipment they will operate on Exercise Black Eagle.

The Defence Secretary said:

There is huge enthusiasm here for the task that they are being sent on. This is one of the most important allied exercises for years which will help reassure and demonstrate our commitment to our eastern allies. That’s what they train for, and that is what they are ready for.

Lieutenant Colonel Justin Kingsford, commanding officer of the King’s Royal Hussars, said:

This was a great opportunity to show the capabilities and readiness of this battle group. Most soldiers in my battle group returned from Afghanistan about 2 years ago, so in many ways our very intense training in Canada was the culmination of 2 years’ worth of getting back onto these complex armoured vehicles.

Although we are still committed in Afghanistan, there are significant parts of the Army concentrating on contingency operations, like training for conventional war in armoured vehicles, and we are looking forward to getting out to Poland to train alongside the Polish 10th Armoured Brigade.

The King’s Royal Hussars make up a large part of the deploying battle group alongside 1st Battalion The Royal Welsh. Over 100 armoured vehicles and 250 other vehicles will make up the deployment, including vehicles such as the Challenger 2 main battle tank and the Warrior armoured fighting vehicle.

Alongside these exercises, the UK is currently providing Sentry E3-D aircraft to NATO’s Baltic air policing mission and between May and August deployed 4 Typhoons to support the mission. The UK also participated in BALTOPS, a major allied maritime exercise in the Baltic.

EU ministers discuss security and defence

The Defence Secretary has called on the EU to maintain momentum on investment and rapid reaction capability.

 

During a visit to Milan, Michael Fallon joined EU defence ministers for discussions about security, defence and the situations in Iraq and Ukraine.

At the informal meeting, the ministers focused on:

  • the development of a policy framework for long term defence co-operation
  • the financing of EU missions and operations
  • rapid response options available to members of the EU, beyond the EU battle groups

These latest discussions will support the development of European Council initiatives to strengthen the EU’s common security and defence policy during formal council talks taking place in November.

The ministers also focused their talks on the EU response to the crisis in Ukraine, building on the progress made at the NATO Summit in Wales last week.

During the summit, the UK announced a double commitment of headquarters staff and a battle group to a NATO spearhead rapid reaction force, and a commitment of up to 3,000 troops to a new Joint Expeditionary Force.

The Defence Secretary said:

We need to maintain the momentum that the 22 EU member states who are also NATO members established in committing to defence investment and a rapid reaction force.

With huge security challenges across the Middle East and eastern Europe, building structures that allow us to respond to threats quickly and effectively is integral to our collective security.

The informal meeting also saw the EU defence ministers exchange views on the security situation in Iraq, Syria and Libya, with an aim to strengthen the EU member states’ response.

Today, 10 September, there will be discussions around EU counter-piracy operations in the Indian Ocean and EU training and capacity-building missions in Mali and Somalia.

New Defence Secretary's first trip to Afghanistan

Defence Secretary Michael Fallon has visited Afghanistan as UK troops work towards the end of combat operations.

 

During his visit to Helmand and Kandahar provinces, Mr Fallon met UK military personnel from all 3 services as well as civilians providing support and witnessed the progress being made by the Afghan security forces.

He spoke with troops who are working on the major task of returning personnel and equipment to the UK and discussed how International Security Assistance Force (ISAF) personnel will conclude their combat role by the end of the year.

Mr Fallon also met with senior UK and ISAF commanders including Brigadier General Daniel Yoo, the US Marine Corps Commandant General of Regional Command (Southwest), and his deputy, Brigadier Rob Thomson, the most senior UK officer in Helmand.

He also met Brigadier General Zamen Hasan, Chief of Staff of 215 Corps of the Afghan National Army, for an update on the increased capability of the Afghan army that has been tackling the insurgency in Helmand province since last summer.

Afghan forces, equipped with their own helicopter evacuation capability, now lead 99% of security operations and receive only limited support from ISAF.

Mr Fallon said:

Meeting British troops at Camp Bastion and Kandahar ahead of UK combat operations drawing to a close later this year, I have been struck by how much they have achieved in drawing down their own people and equipment and crucially in helping to build a capable and strong Afghan force now numbering almost 350,000.

Security in the main towns and villages across Helmand province has markedly improved, but in those areas where insurgents remain active it is the Afghan forces who are now doing the job and dealing with them.

This is something that UK personnel can be very proud of and although we do not know for certain what lies ahead we can be very sure that going forward the Afghans have the very best chance possible of maintaining and building on the security gains made.

Brigadier Thomson said:

This is a vital stage of the operation in Afghanistan as we continue to develop the Afghan National Security Forces (ANSF) while drawing down securely and responsibly. We were delighted to host the Defence Secretary and highlight our efforts alongside the US Marine Corps and the ANSF, with whom we have tremendous working relationships.

At Kandahar Airfield Mr Fallon also met with UK personnel from the UK’s Tornado GR4 detachment which is under the command of 904 Expeditionary Air Wing (EAW).

Group Captain Andy Martin, commanding officer of 904 EAW, said:

It was fantastic to be able to show Mr Fallon what we do out here as well as demonstrating the key role Kandahar Airfield will play in redeployment.

We are playing a vital part in the delivery of air power across Afghanistan, protecting and supporting troops on the ground while conducting operations to take the fight to the insurgents. I am very proud of my people and what we are achieving.

CEMA : Visite conjointe des ministres de la Défense français et britannique au CPCO

Le 31 juillet 2014, le général d’armée Pierre de Villiers, chef d’état-major des armées (CEMA), a accueilli au centre de planification et de conduite des opérations (CPCO) le ministre de la Défense, monsieur Jean-Yves Le Drian, accompagné de son homologue britannique, Sir Michael Fallon. Cette rencontre était organisée à l’occasion de la première visite officielle de monsieur Fallon à Paris, successeur de Sir Philip Hammond au poste de secrétaire d’Etat à la Défense britannique depuis le 15 juillet.

 

Dans le cadre de cette journée d’entretien, messieurs Le Drian et Fallon ont été reçus par le CEMA pour un point sur la coopération opérationnelle au CPCO. En ouvrant les portes du cœur opérationnel des armées françaises à Sir Fallon, le général de Villers a souhaité témoigner de la relation de confiance et de l’intensité du partenariat qui unit nos deux pays depuis la signature du Traité de Lancaster house en septembre 2010.

 

A cette occasion, le CEMA est revenu sur les principales avancées de notre coopération, plus particulièrement la mise en œuvre d’une force expéditionnaire commune interarmées (Combined Joint Expeditionary Force – CJEF), dont la montée en puissance s’achèvera en 2015 et 2016 avec deux exercices interarmées majeurs, Griffin Rise puis Griffin Strike.  Le CEMA et Sir Fallon ont également évoqué les projets de mutualisation capacitaire avant d’aborder plus longuement la situation stratégique en Afrique. A ce titre, le général de Villiers a présenté l’opération Barkhanequi a pris le relais à l’opération Servalle 1er août, et a fait le point sur l’ action militaire conduite dans la bande sahélo-saharienne (BSS).

 

En 2010, la France et le Royaume-Uni ont signé le Traité de Lancaster House avec la volonté ferme de renforcer leur coopération bilatérale. Cette dynamique s’appuie sur une vision partagée des grands enjeux stratégique, énoncés dans la Strategic Defense and Security Review (SDSR) et le Livre Blanc de 2013. Dans la pratique, cela se traduit pour les armées par un objectif commun : améliorer notre interopérabilité et notre capacité d’action conjointe.

Michael Fallon welcomes Japanese announcement on collective self-defence.

 

Following the recent decision by the Japanese government to adopt a right of collective self-defence, Defence Secretary Michael Fallon says he looks forward to the more active role Japan will play in supporting international peace and security.

In a statement he said:

The proposed reforms would allow Japan to make a greater contribution to international peace and security, including through the UN Charter right to collective self-defence. We welcome this.

The personnel of the Japanese Self-Defence Forces are among the most professional in the world. They have a strong track record of commitment to peacekeeping and disaster relief operations, often performed in challenging circumstances, and will be able now to contribute even more in these areas.

These reforms are a natural progression in Japan’s efforts to take on more responsibility for maintaining international peace and security, and for helping to ensure the global commons remain open and accessible.

Co-operation between the UK Ministry of Defence and armed forces and the Japanese Self-Defence Forces is good and continues to strengthen. We look forward to co-operating in a wider range of areas in the future, and to Japan’s participation at the upcoming NATO Summit as a valued partner of the alliance.

As these reforms progress, it is important that Japan communicates these changes clearly to its neighbours to avoid misunderstandings.

Today, 15 July, the Prime Minister has announced the appointment of the Right Honourable Michael Fallon MP as Defence Secretary.

 

Previously Mr Fallon was Minister for Business and Enterprise, Minister of State for Energy and Minister for Portsmouth.
