Romania begins work on NATO missile shield base

Deveselu, Romania - Romania on Monday began constructing a facility that will host missile interceptors as part of a planned NATO missile shield, a project that has irked Russia.

 

"This is an historic occasion", NATO deputy secretary-general Alexander Vershbow said during the groundbreaking ceremony at the Deveselu military base in southern Romania.

 

The event was attended by US Under Secretary of Defence for Policy James N. Miller, as well as Romanian President Traian Basescu and James Syring, director of the US Missile Defence Agency.

 

"The facility here in Deveselu will be a crucial component in building up NATO's overall ballistic missile defence system," Vershbow said. "By the end of 2015 this base will be operational and integrated into the overall NATO system."

 

Launched in 2010, NATO's missile shield project, based essentially on US technology, will see the progressive deployment of missile interceptors and powerful radars in Eastern Europe and in Turkey.

 

The project -- said to be aimed at countering a potential Iran threat -- has drawn opposition from Russia, which fears it could compromise its security.

 

Washington will invest $134 million (97 million euros) in the Deveselu base, built some 60 years ago with the Soviet Union's help.

 

The airbase, which will remain under Romanian command, will host an average of 200 US troops, up to a maximum of 500.

 

"What we are initiating here today is a powerful and tangible manifestation of our solemn commitment to mutual security in Europe", said Miller.

 

Scheduled to become fully operational in 2018, the missile defence system will be deployed over several years.

Poland and Romania have agreed to host 24 US land-based SM-3 missiles interceptors each in the coming years. US ships equipped with missile interceptors are to be based in a Spanish port.

 

President Basescu on Monday said the shield was aimed at "protecting European and American citizens".

Israel says missile tested in joint exercise with US

Israel on Tuesday announced the successful launch of a missile in a joint exercise with the United States, which came as Washington mulls military intervention in Syria.

 

"The Israeli defence ministry and the American MDA (Missile Defence Agency) Tuesday morning at 9:15 (0615 GMT) successfully launched an Ankor-type radar missile," the defence ministry said in a statement.

 

"The test was launched from the Mediterranean and directed from an army base in the centre of Israel," it said.

 

Moscow's defence ministry, as cited by Russian news agencies, earlier said its early warning system had detected the launch of two ballistic missiles from the central part of the Mediterranean fired towards the Sea's eastern coastline on Tuesday morning.

 

The defence ministry statement mentioned only one missile.

 

The test involved a new version of the Ankor (Sparrow) missile "and was concluded at ... a test range over the Mediterranean Sea," a separate Israeli defence ministry statement said.

 

The missile was to test missile tracking capabilities, according to local media.

 

The Russian news agencies said Defence Minister Sergei Shoigu had reported to President Vladimir Putin about the event, which comes amid growing expectations of Western military action in Syria.

 

"The trajectory of the targets in question was from the central part of the Mediterranean Sea towards the eastern part of the Mediterranean coastline," the Interfax news agency quoted the defence ministry as saying.

 

Putin, a vocal critic of the West's policies on Syria, has expressed strong doubt that Syrian President Bashar al-Assad was behind an alleged chemical attack on August 21 that has prompted calls for military action.

 

US President Barack Obama's decision on Saturday to ask Congress to authorise military action against Syria lifted the threat last week of immediate strikes on Assad's government.

 

Israeli Prime Minister Benjamin Netanyahu said Sunday that the Jewish state was prepared for "every possible scenario" in neighbouring Syria, but President Shimon Peres ruled out Israeli involvement in any intervention.

 

"It is not for Israel to decide on Syria, we are in a unique position, for varying reasons there is consensus against Israeli involvement. We did not create the Syrian situation," he said.

Echec d’interception de missile lors d’un essai aux États-Unis

Le département américain de la Défense a révélé qu’un essai d’interception de missile balistique mené entre autres par la Missile Defence Agency avait échoué le 5 juillet dernier, pour une raison encore inconnue. Le but de la manœuvre était d’intercepter à partir de la base de Vandenberg, en Californie, un missile balistique de longue portée lancé par l’US Army d’une base des Îles Marshall dans le Pacifique. Une enquête a été lancée pour déterminer les causes de cet échec.

 

Selon le Los Angeles Times, l’essai aurait coûté 214 millions de dollars et le dernier succès serait daté de 2008. Les essais d’interception auraient été stoppés au début de l’année 2011, suite à deux échecs répétés en 2010 avec deux nouveaux intercepteurs. Le Los Angeles Times précise que le système de défense sol-air est fabriqué par Boeing et que le « kill vehicle » provient de Raytheon.

Polish Defence Official Attends Missile Defence Conference

Berlin | On 10 September Under-Secretary of State in the Ministry of Defence (MOD) for Defence Policy Robert Kupiecki participated in annual international conference Multinational Ballistic Missile Defence Conference on missile defence organised by the US - Missile Defence Agency and Institute of Aeronautics and Astronautics.

 

This year's - 25th edition of the conference took place in Berlin. Over 400 delegates from several states and representatives of armament industry participated in it.

 

In his address Minister Robert Kupiecki emphasised Poland's engagement in the development of missile defence systems both in national dimension - in the context of planned modernisation of the air defence system including gaining missile defence capabilities and in NATO dimension - building the allied common system as well as in the context of cooperation with the US - deploying the US installation on the territory of Poland.

 

Participation of representatives of Polish Ministry of Defence every year at the conference and inviting Minister Robert Kupiecki to give a speech during this year's edition underscores Poland's presence in the group of states noticing the rising significance of air and missile defence systems for international security.

MDA test-fires THAAD missile system with STSS

The US Missile Defence Agency (MDA) has completed an integrated flight test of the terminal high-altitude area defence (THAAD) radar weapon system at the Pacific Missile Range Facility at Kauai, Hawaii, US.

 

A THAAD interceptor missile successfully intercepted a medium-range target (MRT) launched from a C-17 cargo aircraft and a short-range target (SRT) launched from a mobile platform.

 

During the flight test, the space tracking and surveillance system (STSS) demonstration satellites' sensors tracked two different missile targets, displaying the system's precision, real-time missile-tracking capability.

 

Northrop Grumman's Aerospace Systems missile defence and warning vice-president Doug Young said that the STSS satellitesdemonstrated hard-body detection and post-boost-phase tracking capabilities.

 

The STSS sensors tracked and delivered missile target data to the US MDA's command, control, battle management and communications system.
