Défense antimissile

 

MOSCOW, May 11 (RIA Novosti)

 

The United States and NATO will proceed with its European missile defense program despite Russia’s concerns while continuing to seek Moscow’s cooperation on the issue, U.S. Assistant Secretary of State for European and Eurasian Affairs Philip Gordon said.

 

“NATO continues to seek cooperation with Russia on missile defense in order to enhance our individual capabilities to counter this threat,” Gordon said, addressing members the U.S. Senate Foreign Relations Committee on Thursday.

He added, however, that “while we strive for cooperation, we have also been frank in our discussions with Russia that we will continue to develop and deploy our missile defenses, irrespective of the status of missile defense cooperation with Russia.”

 

The United States and NATO say the shield will come into full operation by around 2020 and is to protect against “rogue” states such as Iran. But Russia insists the system is a threat to its national security and is seeking written guarantees from NATO that it will not be used against Russia’s strategic nuclear deterrent.

 

Russia’s military and political leadership have repeatedly warned their western partners that if talks fail, Moscow may take a series of measures including deployment of Iskander short-range nuclear-capable ballistic missiles in the Kaliningrad exclave.

 

Earlier this month, Russia’s Chief of the General Staff Nikolai Makarov did not rule out delivering preemptive strikes against NATO missile defense systems in Europe if current deployment plans go ahead.

 

Speaking at a missile defense conference in Moscow, he said “taking into account the destabilizing nature of the missile defense system... the decision on the pre-emptive use of available weapons will be made during an aggravation of the situation.”

 

Gordon reiterated on Thursday that the missile shield would not threaten Russia.

 

“Let me be clear: NATO is not a threat to Russia nor is Russia a threat to NATO,” he said.

 

He also added “it's no secret that there are issues on which the allies and Russia differ. Russia has been critical of NATO's operation in Libya; we also disagree fundamentally over the situation in Georgia.

 

Russia recognized two breakaway Georgian republics, Abkhazia and South Ossetia, as independent states, following a brief war with Georgia in August 2008. The United States and the European Union have strongly opposed the move.

Kazakhstan has signed a letter of intent to acquire 20 Eurocopter EC725 helicopters, marking a major new commitment for this medium-lift rotorcraft. These aircraft, which will be assembled in Kazakhstan, will be used by the country’s Ministry of Defense in a full range of mission applications.

 

The agreement, formalized at this month’s KADEX-2012 military exposition in Astana, further expands Kazakhstan’s relationship as a Eurocopter helicopter operator and industrial partner. It also provides a helicopter that is complementary to Eurocopter’s EC145, for which Kazakhstan is purchasing 45 under terms of a framework contract involving in-country assembly by the Eurocopter Kazakhstan Engineering 50/50 joint venture at Astana.

 

“With an ongoing success story based on the EC145 assembled locally in Astana, Eurocopter is proud to strengthen its strategic partnership with the Republic of Kazakhstan and Kazakhstan Engineering. Based on both a long term plan and mutual trust, our joint goal is to create a sustainable helicopter industry in Kazakhstan” said Olivier Lambert, Eurocopter’s Senior Vice President for Sales and Customer Relations. “We are confident that the unequalled versatility and operational performances of the EC725 make it the best choice to fulfill 21st century operational requirements”.

 

The EC725 is a member of Eurocopter’s 11-metric-ton Cougar military helicopter family. The most recent contracts have been signed with several military services including France, Brazil, Mexico, Malaysia, and recently Indonesia. Its capabilities are being clearly demonstrated by the rotorcraft’s current Afghanistan deployment with the French Forces in its Caracal version.

 

Designed for operations from land and ships, the multi-role EC725 is equipped with a de-icing system and is qualified for flight in cold weather conditions. Its avionics includes a four-axis autopilot, and the helicopter’s large cabin is complemented by the ability to carry a range of armament and sensors.

 

Thanks to all of these equipments, the EC725 will allow a large panel of missions that includes tactical transport, Search and Rescue (SAR), special operations (C.SAR), naval operations (from ships and land).

 

The Republic of Kazakhstan has already chosen the civil version of the EC725 (EC225) for governmental VIP transportation.

The Russian-Norwegian Pomor-2012 naval drills will begin in the Arctic on Friday, the Russian Northern Fleet spokesman said.

 

The five-day exercises will be held in the Barents and Norwegian seas, Vadim Serga said.

 

Russia’s Udaloy-class Admiral Chabanenko anti-submarine destroyer, the Sukhoi Su-33 (Flanker-D) carrier-based multi-role fighter jet, the Ilyushin Il-38 (May) anti-submarine warfare aircraft and the Ka-27 (Helix) anti-submarine helicopter will take part in the drills, Serga said.

 

The Norwegian frigate Fritdjof Nansen moored in the Barents Sea port of Severomorsk, the home base for the Russian Northern Fleet, earlier this week. On May 9, its crew took part in Victory Day celebrations in the nearby port of Murmansk and joined a military parade with some 700 Russian soldiers and officers.

 

Russia and Norway have carried out the annual Pomor naval drills since 2010 to practice interoperability in the environmentally fragile Arctic area.

 

The exercises include firing of live artillery rounds at simulated surface and aerial targets, anti-submarine warfare drills, anti-piracy operations, and search-and-rescue missions.

 

Last year, the drills in the Barents and Norwegian seas involved Russian Udaloy class destroyer Vice Admiral Kulakov from the Northern Fleet, Norwegian Fridtjof Nansen class frigate Helge Ingstad, coastal guard vessels and naval aircraft.

 

The Russian-Norwegian agreement on delimiting the sea border and cooperation in the Barents Sea and the Arctic Ocean came into force in July 2011 after 40 years of negotiations.

Le complexe militaro-industriel (CMI) russe nécessite une modernisation en profondeur, a indiqué jeudi le président russe Vladimir Poutine.

 

"Il est évident que notre complexe militaro-industriel a besoin d'une véritable percée technologique et doit réaliser un cycle complet de modernisation", a déclaré le chef de l'Etat lors d'une réunion consacrée à l'industrie de l'armement.

 

Selon M.Poutine, de nombreuses entreprises de défense sont devenues obsolètes, et l'Etat investira massivement dans la construction, la modernisation et le rééquipement des usines et des bureaux d'étude.

 

"Nous devrons résoudre des problèmes généraux, appliquer des critères plus rigoureux concernant l'efficacité économique et financière du CMI. Nous devrons stimuler une concurrence réelle, y compris en engageant s'il le faut des compagnies civiles et des sociétés privées dans les programmes d'armement ", a souligné le président.

Le président russe Dmitri Medvedev a désigné le Héros de la Fédération de Russie Viktor Bondarev au poste de commandant en chef de l'Armée de l'air russe, rapporte dimanche le service de presse du Kremlin.

 

Le poste était vacant depuis la démission la semaine dernière de son ancien titulaire, le général-colonel Alexandre Zeline, qui, à son tour, devrait être nommé conseiller du ministre de la Défense pour le développement des forces aériennes, selon des sources informées au sein du ministère.

Dmitri Medvedev a limogé l'amiral Vladimir Vyssotski du poste de commandant en chef des forces navales russes, rapporte dimanche le service de presse du chef d'Etat russe.

 

Conformément à un décret présidentiel, M.Vyssotski est remplacé par le vice-amiral Viktor Tchirkov, jusqu'à présent commandant de la flotte de la mer Baltique.

 

M.Vyssotski a occupé le poste de commandant en chef de la Marine russe depuis septembre 2007.

Russia will only be able to adopt a new 100-ton liquid-propellant intercontinental ballistic missile (ICBM) intended to penetrate the US missile defense system by 2022, the manufacturer said on Tuesday.

 

Russian military mentioned the possibility of the new ICBMs in 2009 but the official decision to launch development of the new silo-based missile designed to replace the Voyevoda R-36M2 Satan ICBM was only announced late last year.

 

“Statistics says it will take about ten years,” said Andrei Goryaev, deputy director of the Russian missile maker NPO Mashinostroyeniya.

 

He said it was hard to make any forecasts about the timeframe. “If the country has not done it for 30 years then difficulties are inevitable,” he said.

 

Strategic Missile Forces chief Lt. Gen. Sergei Karakayev said in December that Russia’s current solid-propellant ICBMs might be unable to penetrate U.S. missile defenses that the country is deploying in Europe to protect against possible attacks from ‘rogue states’ such as Iran and North Korea.

 

Russia has expressed concerns that the U.S. missile shield might threaten its national security.

 

Presently, Russia's Strategic Missile Forces reportedly have over 400 ICBMs, including 171 Topol (SS-25), 70 Topol-M (SS-27), and three RS-24 Yars missiles.

Effective system of placement and implementation of state defense orders will be established when new Russian government is forged, Prime Minister Dmitry Medvedev said Tuesday.

 

He was confirmed as the country’s new prime minister by a majority of votes in the State Duma on Tuesday. United Russia and Liberal Democrats factions, all in all 299 deputies, voted in favor of his candidacy, 144 lawmakers - Communists and A Just Russia members - voted against.

 

“We should build system of placement and implementation of state defense orders as well as a system that will control the money expenditures; this system should be really efficient. I believe, we should take this into account when forging a new government,” Medvedev said when lawmakers were discussing his candidacy for the post of prime minister.

 

Speaking about state defense orders, Medvedev emphasized that proper disposition of funds is one of the most important issues. “We have quite enough money – 20 trillion rubles ($666.02 billion) that should be invested into the production of new types of weaponry and a program of reformation and reconstruction of our defense complex.”

 

Vladimir Putin, who was sworn in as Russian president on Monday, has instructed the government to draft proposals on creating federal executive agencies, which will be responsible for the placement and implementation of state defense orders.

 

The Defense Ministry’s federal service for the defense order and federal agency for defense supplies are currently handling these issues.

 

Putin also said the number of contract servicemen in the Russian Armed Forces should be annually increased by no less than 50,000 people.

Russian President Vladimir Putin on Thursday urged the Foreign Ministry to stick to the provisions of the new Russia-U.S. Start treaty and push for guaranties that the U.S. missile shield in Europe will not be aimed against national nuclear facilities.

 

“Proceed from the fact that any negotiations on strategic nuclear weapons cuts are possible only with a view to all of the factors that have influence on the global strategic stability,” Putin said in a decree.

 

“Consistently maintain Russia’s position towards the creation of global U.S. missile defense system, push for guaranties that it will not be aimed against Russia’s nuclear facilities,” the decree said.

 

Putin instructed the government to take measures to boost trade and economic cooperation with the United States and support business ties.

 

The cabinet of ministries was instructed to set forward proposals aimed at further liberalization of the visa regime between the two countries.

Moscow – Russian-Chinese war games "Naval Interaction-2012" in the Yellow sea entered their active phase on April 24. 25 warships, 13 aircrafts, 9 helicopters and 2 units of the special forces of the two countries participate in them. Taking into account the number of participating forces and the scenario, these manoeuvres are apparently the most large-scale in the modern history of bilateral relations.

 

According to "Interfax", the Russian party is represented in the war games by large antisubmarine ships "Admiral Tributz", "Marshal Shaposhnikov" and "Admiral Vinogradov", as well as logistics ships. The detachment is headed by the flagship of the Fleet - Guards' guided-missile cruiser "Varyag".

 

China is represented by 18 military ships, including the flagship missile destroyer "Harbin", and 5 missile frigates, including "Chzhoushan" and "Suyzhow", which were performing combat tasks on distant borders escorting ships in the Gulf of Aden.

 

The scenario includes joint crossing of a "dangerous" area, firing various weapons at sea and air targets, and rescue operations at sea. The ships will be covered from the air by deck helicopters Ka-27; and a sea infantry sub-unit of the Pacific Navy is placed under the detachment's command in order to conduct special operations.

 

According to the RF Ministry of Defence message, the goal of the manoeuvres is strengthening and development of the Russian-Chinese relations and strategic partnership, and cooperation between the two countries and their armed forces.

 

At the same time one of the main aspects of any war games is a demonstration. Apparently, the necessity of such a large-scale demonstration of the Russian-Chinese strategic partnership possibilities has arisen after the promulgation of a new US military doctrine concerning the Asia-Pacific region.

 

Last November, during his Asian tour the US President Barack Obama outlined a number of tangible changes in the American geopolitical strategy. After the withdrawal of troops from Iraq and in the near future - from Afghanistan, the United States intends to redirect its security policy from Europe and the Middle East towards the Asia-Pacific region.

 

Russia, which, by the way, hosts an APEC summit in Vladivostok this year, is clearly aiming at the restoration of its role in the region. There's nothing China can do in this situation, all its main industrial areas being located in the coastal zone, and its export-import transportation passing through the Asian main sea communication lines in the South China Sea.

 

The US claim to dominance in the region, to put it mildly, confuses China and Russia, and contributes to their closer relations.

 

"The current maneuvers must demonstrate to the US that Russia and China are committed to military cooperation in the region. And both our countries confirm it to each other," - believes Viktor Litovkin, the chief editor of the "Independent Military Review".

 

In addition, according to the expert, it is important for China to show the level of naval interactions with Russia now, when territorial disputes between China and the Philippines and a number of other countries over the islands in the South China Sea has dramatically deteriorated.

 

Litovkin draws attention to the fact, that naval war games with the participation of the Philippines' and the US ships are under way in this same area in a similar demonstrative manner. The American warships calling at Viet Nam, which also puts in a claim for the debatable archipelago, attracts attention as well.

 

Maneuvers in the Yellow sea are becoming a background for political dialogue between the main powers of the Asia-Pacific region.

 

Another round of the Sino-American Dialogue on strategic and economic issues with the participation of the US Secretary of State Hillary Clinton and Treasury Secretary Timothy Geithner is scheduled in the beginning of May in Beijing.

 

The participants in the dialogue will not be able to bypass the alignment of forces in the Asia-Pacific region. In turn the Russian-American summit with the participation of the newly elected President of Russia Vladimir Putin is planned at the end of May. The reset of the "reset" will hardly manage to avoid the discussion of the situation in Asia.

Russia could offer use of its massive Don-2NP radar system near Moscow as part of an agreement with NATO on a European missile defense plan to counter medium and long-range missiles, Russia's Deputy Defense Minister Anatoly Antonov said on Friday.

 

"If we get an agreement with NATO and the U.S., then the Don-2 could be part of the potential system which could be used against potential medium and long-range missile threats," Antonov said, during a visit to the facility at Sofrino, Moscow Region, by participants in a missile defense conference in Moscow.

 

Antonov stressed that talks were not currently underway on how the radar could be used.

 

"We are talking about demonstrating in practice, in reality, the elements of our aerospace defense, which we have today in Russia and how we are ready for cooperation," Antonov said.

 

"This station is a working part of the air defense chain defending our country," he added.

 

The Don-2 radar, known to U.S.arms control negotiators in the 1980's as the "pyramid" and to NATO as Pill Box, was put into operation around 1989, and was the centerpiece of the USSR's anti-missile defense system. The 100-meter square, 45 meter high phased-arrary radar, with 360 degree coverage, could detect small objects in space, and was linked to interceptor missiles.

 

Russia is pleased with the results of the three-day missile defense conference which has been taking place in Moscow, he said.

 

"We are pleased with the results," he said. "We assembled here quite a lot experts from a broad background, from NATO, OSCE, the CIS, academics. We had interesting and useful discussions."

 

Meanwhile, Russian Deputy Prime Minister Dmitry Rogozin said Russia would not allow creation of a missile defense system which could upset the strategic balance.

 

"Missile defense is an illusion - no matter how much money you invest in it. We will never permit creation of a system which breaks the strategic balance," he said on Friday during a visit to Russian missile maker NPO Mashinostroyenie near Moscow.

Le radar d'alerte précoce russe Don-2N, situé à Sofrino, dans la région de Moscou, pourrait servir à l'OTAN et aux Etats-Unis en cas d'entente sur le bouclier antimissile européen, a déclaré vendredi le vice-ministre russe de la Défense Anatoli Antonov à Sofrino.

 

"Si nous nous mettions d'accord avec les Etats-Unis et l'OTAN, ce radar (Don-2N) ferait partie du potentiel commun de lutte contre les attaques potentielles de missiles de moyenne et longue portée", a indiqué M.Antonov lors d'une visite d'une centaine d'experts militaires étrangers du radar Don-2N organisée dans le cadre de la conférence internationale sur la défense antimissile de Moscou.

 

Pour le moment, il n'est pas question d'utiliser le radar Don-2N conjointement avec les Etats-Unis et l'OTAN, selon lui. "Nous souhaitons montrer les éléments de la défense antimissile dont dispose la Russie, et montrer que nous sommes prêts à une coopération réelle", a-t-il ajouté.

Le radar Don-2N est capable de détecter et de surveiller jusqu'à 100 missiles balistiques à la fois, de déterminer leurs coordonnées et de guider les intercepteurs de missiles. Le radar Don-2N est unique par son caractère polyvalent et universel. Il fait partie du système de défense antimissile russe et du système d'alerte aux missiles et de contrôle de l'espace extra-atmosphérique.

 

Le radar est souvent utilisé pour surveiller les fusées spatiales et les missiles balistiques tirés depuis les cosmodromes russes de Plessetsk (région d'Arkhangelsk) et de Baïkonour (Kazakhstan), ainsi que les missiles balistiques tirés par les sous-marins en mer Blanche, de Barents et d'Okhotsk.

La Russie ne permettrait jamais à la création d'un système de défense antimissile qui détruit l'équilibre stratégique, a déclaré vendredi le vice-Premier ministre Dmitri Rogozine.

 

"En fait, la défense antimissile est une illusion, quelle que soit le somme d'argent investi en elle, juste parce que nous n' allons jamais les laisser construire un tel système et détruire l'équilibre stratégique", a déclaré Rogozine lors d'une visite à la société militaro-industrielle "Mashinostroyeniya NPO".

 

M. Rogozine a également déclaré qu'aucun pays ne serait en mesure de construire un bouclier antimissile pour recevoir un "sentiment d'impunité" unilatéral.

 

La Russie et l'OTAN n'ont pas parvenu à un consensus sur la question anti-missile, car ils ont convenu de coopérer sur un système de bouclier antimissile européen en novembre 2010.

 

Moscou s'oppose depuis longtemps à la mise en place des installations de défense antimissile de l'OTAN sous commandement américain à proximité de ses frontières et veut des garanties juridiquement contraignantes que le système de défense antimissile des États-Unis et l'OTAN ne vise pas la Russie.

Russia and NATO discussed interceptor missile speeds and rocketry proliferation at a high-profile conference in Moscow on Tuesday, struggling to work out whether the upcoming U.S. missile shield in Europe is a threat to global strategic parity.

 

NATO is unlikely to give Russia any concessions on missile defense until the U.S. presidential elections in November, but a compromise can be expected in the long run, with practical military cooperation on missile threats replacing the current diplomatic standoff, analysts said.

 

“Russia has some legitimate concerns,” said Sergei Oznobishchev of the Institute of Strategic Studies and Analysis in Moscow. “But so does NATO, because the global regime of non-proliferation [of missile technologies] is in crisis.”

 

More than 50 countries and global organizations sent emissaries to a conference on missile defense organized by the Russian Defense Ministry, which reiterated its fears that U.S. plans to position elements of its missile defense shield in Eastern Europe are aimed against Russia’s strategic nuclear forces.

 

“There are just no targets for the missile defense shield other than Russia,” said Nikolai Patrushev, the head of Russia’s Security Council.

 

Virtual modeling done by Russian military and presented at the conference indicated that the U.S. missile shield deployed to defend Europe from launches from south of Russia will also be able to intercept Russian intercontinental ballistic missiles (ICBMs).

 

Russia needs binding legal guarantees that the missile shield will not harm the strategic nuclear parity it has with the United States, and reserves the right to retaliate if its concerns are not addressed, said Nikolai Makarov, Chief of the General Staff of the Russian military.

 

Russia does not even rule out delivering preemptive strikes against missile defense objects in Poland and Romania and shooting down U.S. satellites utilized as part of the shield, Makarov said.

 

Unsophisticated Missiles

 

NATO representatives dismissed the allegations and proposed that Russia cooperate on the issue, mainly through pooling data on missile technologies and global risks in jointly run military research and analysis centers.

 

“The NATO missile defense will be capable of intercepting only a small number of relatively unsophisticated ballistic missiles,” said Alexander Vershbow, Deputy Secretary General of the alliance.

 

Russian virtual modeling is flawed because it posited that the U.S. interceptor missiles are capable of launching immediately after a Russian ICBM is fired, said Madelyn Creedon, Assistant Secretary for Global Strategic Affairs at the U.S. Department of Defense.

 

In reality, there is a delay before the missile defense shield is activated, Creedon said.

 

The time lag is enough for a Russian missile to hit Seattle or Washington, though more primitive missiles can still be intercepted, she said.

 

Meanwhile, the global threat is growing because more than 30 countries worldwide, including Iran and North Korea, are working on their own ballistic missile programs, Vershbow said.

 

The work is plodding, but development of missile defense is slower than for offensive technologies, which means that potential threats need to be anticipated, said Rudiger Wolf, State Secretary in Germany’s Federal Ministry of Defense.

 

Message for Chicago

 

Most proposals voiced in Moscow on Tuesday were a reiteration of positions that Russia and NATO have been discussing for years.

 

The missile defense shield in Europe has been in the works since 2001, and, in its current form, envisages four-stage implementation that started in 2011 with deployment of Aegis cruisers in the Mediterranean and interceptors for short-range missiles in Europe and is to reach beyond 2020.

 

The conference in Moscow was a message for the NATO summit in Chicago on May 20, when the alliance is planning to announce that it achieved interim capability to intercept missiles in Europe, analysts said.

 

NATO will not budge in the coming months, said Oznobishchev of the Institute of Strategic Studies.

 

“The West’s capability for compromise is limited by the election campaign of [U.S. President Barack] Obama,” he said. “Any limitations on missile defense will be a big issue in the Congress.”

However, if Obama wins reelection in November, the countries are likely to begin cooperating on missile defense in earnest, especially by developing joint centers on missile threats, said Pavel Zolotaryov, who is deputy head of the Moscow-based Institute for U.S. and Canadian Studies.

 

The standoff over nuclear deterrence is really a non-issue, because a full-scale nuclear war between Russia and the United States is unimaginable, Zolotaryov said.

 

Moreover, in the unlikely case of such conflict, the U.S. missile shield in Europe would remain incapable of staving off a mass missile attack even after receiving final upgrades in 2020, he said.

 

“Meanwhile, missile technologies are proliferating across the globe,” Zolotaryov said. “Something needs to be done about the risks of single launches.”

A European missile defense system may threaten Russian satellites, Space Defense Forces chief Lt. Gen. Oleg Ostapenko said on Thursday.

 

“Ground- and sea-based missile defense systems can be used not only as anti-missile but also anti-satellite weapons,” he said at a missile defense conference in Moscow.

 

The deployment of missile defense components in different parts of the world will make it possible to intercept spacecraft at any point of their orbit.

 

“In this context we regard the creation of effective air and space defense systems as a key element of modern warfare,” the general said.

Ukraine and Kazakhstan are to jointly produce the Ukrainian BTR-4 armored personnel carrier in a $150-million deal signed on Thursday at the Kadex 2012 defense exhibition in Astana, Ukroboronprom General Director Dmitry Peregudov said.

 

Kiev and Astana signed an initial agreement on joint cooperation on armored vehicle overhaul at the end of 2011.

 

"Today we've moved to a new level - production of the most modern Ukrainian designed product, the BTR-4. In all, a hundred machines will be built," he said. "The first ten will be built this year, and the remaining 90 next year. The overall value of the deal is $150 million," he said

 

Ukraine will guarantee delivery of technology and systems for joint production, and also personnel training, said Kazakhstan Engineering's President Bolat Smagulov.

 

"We're interested in the development of joint projects, in particular large caliber guns, navigation systems and other defense items," he said.

 

The eight-wheel BTR-4 was developed in the early 2000s and is quite different in layout to the Soviet-era BTR-80 and BTR-90 designs. The vehicle is designed to carry eight troops into battle and provide fire support to them in extreme hot and cold weather conditions. It can be armed with a 30-mm cannon, anti-tank missiles and machine-guns.

PARIS — Crew training will be a key part of an expected contract for four Mistral-class command and projection warships to Russia, a French Navy officer said May 3.

 

The 21,000-metric-ton multirole ship needs a crew of 177, compared to the 1,200 or so personnel on a U.S. landing helicopter dock (LHD), which is larger than the Mistral vessel, the officer said.

 

Negotiations on the Russian contract have not been “finalized,” the officer said.

 

A huge difference in crewing will require the Russian Navy to rethink its organization, as there is ample manpower to crew the large number of vessels in service, the officer said.

 

The smaller crew is possible due to a high level of automation on the French ships, designed by prime contractor DCNS. The crews require intense training, with a year needed to certify senior officers, the French Navy officer said.

 

Russian Navy planners and deck officers will probably need two or three years to learn how to operate the new ships to their full capabilities. That was how long it took the French Navy to adapt to the Mistral, which serves as an amphibious assault ship housing about 450 troops, deploying helicopters, landing craft, and carrying onboard a field hospital and headquarters command center.

 

A Russian Navy tour of the Mistral provoked a mixture of envy and worry, as senior officers admired the ship’s capabilities but also showed concern that France could design and build such a capable vessel while Russian companies had been unable to match that, the French officer said.

 

Russia is acquiring four Mistral-class warships in a deal reported to be worth more than 1 billion euros ($1.3 billion). The acquisition stirred controversy among central European and Baltic nations in the wake of the 2008 Russian invasion of Georgia.

 

The four-ship package compares to an estimated construction price of 600 million euros per ship. The French government has not disclosed price information on the Russian deal, but has said the sale meant 5 million work hours or jobs for 1,000 workers for four years at the Saint-Nazaire shipyard.

 

The first two ships will be built jointly by DCNS and shipbuilder STX at Saint-Nazaire, northern France. The third and fourth will be built by Russian company OSK at a new yard at Saint Petersburg, with the help of French technology transfer.

 

The French Navy’s Mistral took part in the extensive U.S. Navy Bold Alligator exercise off the coast of Norfolk, Va., earlier this year.

La Russie a proposé aux pays membres de l'OTAN de poursuivre l'organisation d'exercices de défense antimissile de théâtre dans des conditions ressemblant à la situation réelle en Europe, a déclaré mercredi à Bruxelles le chef d'Etat-major général des Forces armées russe Nikolaï Makarov.

 

"La partie russe a proposé que l'Europe soit le théâtre des opérations, après avoir analysé les exercices de défense antimissile de théâtre organisés en Allemagne en mars", a indiqué le général à l'issue d'une réunion du Conseil Russie-OTAN.

 

La Russie a également souhaité que les forces engagées dans les manœuvres soient proches de celle qu'on utiliserait dans la réalité, selon lui.

 

Plusieurs pays ayant participé aux exercices fin mars ont proposé de tenir les prochains manœuvres Russie-OTAN sur leur territoire, a-t-il noté.

 

Fin mars dernier, la Russie et l'OTAN ont tenu des exercices de défense antimissile de théâtre en Allemagne en présence de plus de 60 spécialistes militaires.

 

Le système de défense antimissile de théâtre n'a rien à avoir avec le déploiement du bouclier antimissile de l'OTAN en Europe. Il est appelé à protéger les troupes contre les frappes de missiles tactiques. Ce projet a été élaboré par le Conseil Russie-OTAN bien avant le lancement du projet de bouclier antimissile européen de l'Alliance.

 

La tenue d'exercices conjoints Russie-OTAN en matière de défense antimissile de théâtre a été interrompue suite aux événements d'août 2008 dans le Caucase. L'Occident, OTAN en tête, avait sévèrement reproché à la Russie l'usage disproportionné de la force dans sa riposte à la Géorgie qui avait agressé l'Ossétie du Sud. Cependant, lors du sommet de Lisbonne en novembre 2010, les 28 pays membres de l'Alliance ont invité Moscou à reprendre ces exercices.

MOSCOW | Outgoing President Dmitry Medvedev on Wednesday relieved Dmitry Rogozin of his duties as Russia's representative to NATO over a planned U.S.-led missile shield in Europe, the Kremlin's press service said, according to RIA Novosti.

 

Rogozin was recalled as Moscow's ambassador to the military alliance in December and promoted to deputy prime minister. Deputy Foreign Minister Alexander Grushko is widely tipped to succeed him.

 

The proposed missile shield remains a major source of tension between Russia and the United States, and the Kremlin has threatened to deploy tactical weapons close to Europe if it is not made full partner in the scheme.

 

Rogozin, former leader of the banned nationalist Motherland party, will stay on as head of a Kremlin working group on cooperation with NATO on missile defense issues, the Kremlin said.

La Russie et les Etats-Unis restent loin de tout compromis en matière de défense antimissile, a estimé mardi le chef de l'Etat-major des Forces armées russes, le général Nikolaï Makarov.

 

"On ne voit toujours aucun compromis. Qui plus est, les Américains se soustraient à bien des questions que nous essayons d'aborder avec eux", a déclaré le général dans une interview à la chaîne de télévision Russia Today.

 

Lors du sommet de l'Otan à Lisbonne en 2010, Moscou et Washington ont convenu de coopérer dans le domaine de la défense antimissile européenne. Toutefois, les parties n'arrivent toujours pas à s'entendre sur l'architecture du futur bouclier. Par ailleurs, le partenariat reste lettre morte, les Etats-Unis refusant de garantir que le futur bouclier ne sera pas dirigé contre les forces stratégiques russes.

Le ministre russe de la Défense Anatoli Serdioukov et son homologue kirghiz Taalaïbek Omouraliev ont signé mardi à Pékin un protocole sur le versement du loyer pour les installations militaires russes au Kirghizstan, a annoncé aux journalistes la porte-parole du ministre russe, Irina Kovaltchouk.

 

"Au cours de la rencontre avec le ministre kirghiz de la Défense Taalaïbek Omouraliev, (M.Serdioukov) a signé un protocole sur le versement du loyer pour la location de terrains kirghiz destinés aux sites militaires russes. Le problème de remboursement des dettes pour cette location a ainsi été résolu", a déclaré la responsable.

 

Mme Kovaltchouk a en outre souligné que la signature du protocole conclut formellement le remboursement.

 

Fin février, le président kirghiz Almazbek Atambaïev a déclaré que le ministère russe de la Défense devait près de 15,5 millions de dollars à son pays pour la location de terrains destinés à ses sites militaires.

 

Le 3 mars, le chef du département militaire kirghiz a fait avoir que Moscou avait entièrement remboursé sa dette, mais que ce payement n'avait toutefois pas été formellement validé.

 

A l'heure actuelle, la Russie dispose au Kirghizstan de quatre sites militaires: la base aérienne de Kant, près de Bichkek, la capitale, une station de liaison de la Marine russe près du village de Tchaldovar (à la frontière avec le Kazakhstan), un polygone de tirs de torpilles à Karakol (312 km à l'est de Bichkek) et une station sismologique à Maïluu-Suu, dans la province de Jalalabad (sud).

 

M.Serdioukov est arrivé à Pékin pour prendre part à la conférence ministérielle des pays membres de l'Organisation de coopération de Shanghai, qui aura lieu mardi 24 avril.

La base militaire russe déployée au Tadjikistan est capable, en cas de nécessité, de repousser une menace extérieure, a déclaré le ministre russe des Affaires étrangères Sergueï Lavrov, en visite officielle à Douchanbe (capitale tadjike).

 

"La base relève de l'Organisation du traité de sécurité collective et est prête à repousser les menaces extérieures auxquelles nos Etats sont exposés", a annoncé le chef de la diplomatie russe.

 

Créée en 2004, cette base militaire est la plus grande base hors de la Russie. Avec son contingent de près de 7.000 soldats, elle constitue un élément important du système de sécurité dans la région d'Asie centrale.

 

Depuis 2008, la Russie mène des négociations sur sa présence militaire au Tadjikistan. Les deux parties examinent notamment la possibilité d'utiliser conjointement un aérodrome se trouvant à quelque 20 km de Douchanbe.

 

Selon M.Lavrov, les autorités tadjikes se disent intéressées par la prolongation de la présence militaire russe sur leur territoire.

La Russie pourrait déployer des missiles de théâtre Iskander dans la région de Kaliningrad (ouest) en cas de modernisation des éléments du bouclier antimissile américain sur le territoire polonais, a annoncé mardi le chef d'Etat-major général russe Nikolaï Makarov.

 

"Un bouclier antimissile est en cours de déploiement en Pologne. Aujourd'hui, il ne présente pas de danger pour le potentiel nucléaire russe. Cependant, en cas de modernisation, et nous voyons que cela pourrait être le cas, il pourrait avoir un certain impact sur nos forces nucléaires. Dans ce cas, on pourrait décider au niveau politique de déployer des missiles Iskander dans la région de Kaliningrad", a déclaré le général Makarov, interviewé par la chaîne de télévision Russia Today.

 

"Ce sera une décision politique. Pour le moment, il n'y a pas de nécessité à une telle démarche", a indiqué le responsable, avant de souligner que "les Iskander étaient capables de détruire les sites du bouclier antimissile".

 

Le système de défense antimissile de l'Otan en Europe sera complètement opérationnel en 2018, selon le secrétaire général de l'Alliance Anders Fogh Rasmussen.

Russia will draft a new concept for the development of its defense industry that reflects existing and potential threats to its national security by the end of 2012, Deputy Prime Minister Dmitry Rogozin said on Tuesday.

 

His satement was earlier misinterpreted by reporters as an announcement of plans to draft a new military doctrine.

 

“It will be a document on strategic planning for 30-40 years ahead,” Rogozin clarified in his Twitter blog.

 

The new concept will take into account “the analysis of potential threats, internal and external, and the preparation of a military-technical response to localize and neutralize these threats.”

 

“Work on the new concept will start in mid-May,” Rogozin said.

 

The announcement comes at a time when Moscow is searching for ways to counter the so-called European missile shield, NATO’s expansion toward Russia’s borders, terrorism and drug-trafficking.

 

It has been only two years since Russian President Dmitry Medvedev approved the country's new military doctrine, which allows preventive nuclear strikes against potential aggressors and the use of military force to protect the lives and interests of Russian citizens abroad.

 

The Russian military has insisted on the strengthening of Russia’s nuclear deterrent as the cornerstone of strategic stability, while maintaining highly-efficient, mobile conventional forces.

 

The Russian government has allocated 22 trillion rubles ($730 billion) on the state arms procurement program until 2020.

Moscow reiterated on Tuesday it may deploy Iskander theater ballistic missiles in the Baltic exclave of Kaliningrad that will be capable of effectively engaging elements of the U.S. missile defense system in Poland.

 

The missile defense system in Poland does not jeopardize Russia’s nuclear forces, Army General Nikolai Makarov, chief of the General Staff of the Russian Armed Forces, said.

 

“However, if it is modernized…it could affect our nuclear capability and in that case a political decision may be made to deploy Iskander systems in the Kaliningrad region,” he said in an interview with RT television.

 

“But that will be a political decision,” he stressed. “So far there is no such need.”

 

NATO members agreed to create a missile shield over Europe to protect it against ballistic missiles launched by so-called rogue states, for example Iran and North Korea, at a summit in Lisbon, Portugal, in 2010.

 

Russia has strongly criticized NATO’s reluctance to provide written, legally binding guarantees that its European missile shield will not be directed against Moscow.

 

President Dmitry Medvedev has ordered an array of measures to strengthen the country’s missile defense capabilities to counter NATO’s shield, including the deployment of Iskander missiles on the border with Poland.
