ACC Training Units Flying, Some Combat Coded Units Still Down

WASHINGTON — The US Air Force’s Air Combat Command (ACC) ended a shutdown-imposed grounding of training aircraft last week , but some combat craft remain grounded.

 

“All formal training units, which spin up pilots who are new to a particular aircraft, were able to resume operations once civilians returned to duty, but we still have combat-coded units that are stood down,” Lt. Col. Tadd Sholtis, ACC spokesman, wrote in an email. “As the shutdown continues, we’re making adjustments as changes in unit readiness levels require us to restart flying to maintain an ability to meet our operational taskings.”

 

Approximately 7,500 civilians were furloughed on Oct. 1. A day later, ACC announced it was grounding aircraft that are not immediately being used to train for deployment, a direct result of the furloughs. Nine combat-coded squadrons, along with 26 training and test units in ACC, were ordered to stop flying.

 

Following a decision by Defense Secretary Chuck Hagel to bring back the vast majority of furloughed Pentagon civilians, all ACC civilians returned to work on Oct. 7.

 

The stand down order came three months after ACC lifted its sequestration-based grounding of 17 combat-coded squadrons.

 

This year, Air Force officials said it would take about 90 days after the previous grounding ended for pilots and crews to regain currency for higher-end missions. And it would take more time after that to be completely combat ready, Lt. Gen. Burton Field, the deputy chief of staff for operations, said in July.

 

ACC is trying to keep all combat-coded units that are scheduled for operations within the next few months training at mission ready levels, but the longer the units remain grounded, the more degradation to readiness.

 

“Over time, if you want to ensure an acceptable level of readiness in support of ongoing or emerging taskings, you need to resume flying those grounded units,” Sholtis said. “We’re managing those adjustments based on a recurring review of where we stand in terms of readiness and missions — more of a week by week approach, rather than … turning everything back on at one time.”

Shutdown Math Suggests Way to Curb Pentagon Overhead

 

The government shutdown that began at 12:01am on Tuesday should be used as an object lesson for those who understand the necessity of reducing unnecessary and excessive costs of the federal government. As part of the shutdown process, non-essential workers are being directed to remain at home. The percentage of the total workforce on (temporary) unpaid leave varies widely among cabinet departments and agencies.

 

For example, in the Department of Veterans Affairs, 95 percent of the workforce has been directed to report for work while at the Housing and Urban Development Department 96 percent of the workforce has been deemed non–essential. Air traffic controllers, customs and border patrol personnel, FBI agents and the like are all considered essential and will remain on the job.

 

It is reported that the Defense Department will furlough approximately half its civilian employees, roughly 400,000, beginning today. This is by far the largest group of federal employees to be put on leave. In addition, an as yet undefined number of defense contractors, many doing jobs that are similar in nature to those performed by government employees, will be temporarily laid off.

 

The fact that nearly half a million civilians in the Pentagon are considered non-essential is one indicator that this is a place to begin cutting defense overhead expenses. Numerous studies of ways of reducing unnecessary defense spending, including most recently one by the Stimson Center, have identified the bloated size of the civilian workforce as a place to start cutting costs. If half the Department of Defense’s (DoD) workforce can safely be put on temporary leave, it stands to reason that a significant fraction of that half could be permanently eliminated.

 

This does not mean that these workers haven’t been performing their jobs well. It does mean that in an austere budget environment any position that is not considered essential to national defense should be considered a candidate for elimination.

 

What say we begin the process of reducing excess DoD overhead by eliminating 25 percent of the 50 percent of the total civilian workforce in the Pentagon that didn’t show up for work today?

 

This may seem like a large number but it is actually a smaller fraction of total civilian employment at the Pentagon than the 20 percent of headquarters staff including military personnel that Secretary of Defense Chuck Hagel proposes to cut from DoD. Reducing civilian manpower by 100,000 is a good first step and will save tens of billions of dollars.

 

Add to that figure some of the tens of thousands of uniform personnel doing jobs that could be performed by civilians (government employees or contractors) and the savings would go a long way to mitigating the impact of sequestration on military operations and procurement.

Depuis 0h01 ce mardi, les États-Unis n'ont pas de budget. Le gouvernement fédéral est paralysé, c'est le «shutdown». Quel impact pour Obama, les Américains, l'économie?



Quelles sont les conséquences pratiques pour les Américains?

 

Barack Obama lui-même sera touché dans son quotidien. Les trois quarts des 1701 fonctionnaires affectés à la Maison-Blanche sont en effet privés de travail, d'après le plan de crise de l'administration présidentielle. Barack Obama disposera de moins de personnel pour lui faire la cuisine, passer l'aspirateur dans le Bureau Ovale mais aussi pour surveiller l'économie ou même le conseiller en matière de sécurité.

 

À Washington DC, la collecte des ordures et le nettoyage de la voirie seront interrompus. Près d'un million de fonctionnaires, essentiellement dans la capitale, peuvent se retrouver, à partir de ce mardi matin, au chômage technique. Et pas question de travailler à la maison: les agents du fisc qui seraient tentés de se connecter chez eux, par conscience professionnelle, seraient repérés par le système informatique et risqueraient leur place pour de bon!

 

La plupart des grandes administrations vont tourner au ralenti. Au Pentagone, 400.000 civils - soit la moitié des effectifs - recevront dès ce mardi un courrier leur signifiant leur mise au chômage technique. Quant aux militaires, ils seront tenus de remplir leur devoir le paiement de leur solde sera différé, a prévenu Barack Obama lundi soir.

 

Quelque 90.000 agents des impôts vont cesser le travail. Au ministère de la Justice, 18.000 des 115.000 fonctionnaires vont devoir cesser le travail. Les procès civils vont être retardés par milliers.

 

Dans le domaine de la santé, l'hôpital de Bethesda, dans la banlieue de Washington, qui dépend des Instituts nationaux de la santé, refusera tout nouveau malade.

 

Comme il y a dix-sept ans, les musées fédéraux, les parcs nationaux, les agents du ministère de l'Environnement seront contraints de cesser leur activité.

 

Barack Obama, tout en dramatisant l'enjeu, dans une intervention télévisée lundi soir, a rassuré les deux astronautes américains actuellement en orbite sur la station spatiale internationale: la Nasa fermera dès mardi matin mais pas le centre de contrôle des missions.
