Saab Receives Order from FMV for Technical System Support

Defence and security company Saab has received an order from the Swedish Defence Materiel Administration (FMV) to provide technical system support to the Swedish Armed Forces during 2014. The order amounts to SEK 107 million.

 

The order is a further option under an earlier agreement signed in June 2012 with FMV for performance-based support and maintenance of the Gripen fighter (i.e. Performance-Based Logistics, PBL).

Saab receives German, Swedish contracts

 

LINKOPING, Sweden, Nov. 20 (UPI)

 

Sweden's Defense Materiel Administration has contracted Saab for upgrades and maintenance of its mobile airbase communications systems for remote deployments.

 

The contract is for three years with options for an additional four years. It carries an expected value of more than $22.6 million. The first task order under the award will be issued next year.

 

Saab said under the contract it will provide maintenance, change management and upgrades of communications platforms.

 

"By this order, [the] Swedish Defense Materiel Administration re-affirms their faith in our relationship and it is a testimony to our capability and performance in providing communication solutions in a competitive market," said Richard Price, head of Saab Security and Defense Solution's Critical System and Communication Solution business unit.

 

Additional details were not disclosed.

 

In other company news, Saab said it has received orders from Germany to supply defensive systems for the German Air Force's Tornado aircraft.

 

The equipment to be supplied, worth about $15 million, includes the BOZ-101 EC podded self-protection system, with the MAW-300 missile approach warning system.

 

Saab will also develop a new cockpit control unit for the defensive system's pod.

 

"These orders mark the first contract with Germany for Saab's MAW-300 missile approach warning system," said Micael Johansson, head of Saab's Electronic Defense System unit. "It is a breakthrough and a strong vote of confidence in Saab as an electronic warfare supplier.

Defence and security company Saab has received three orders for self-protection equipment for the German Air Force’s Tornado fleet. In total, the orders amount to approximately 100 MSEK.

 

The contracts entail certification and limited production of the BOZ-101 EC podded self-protection system, including the MAW-300 missile approach warning system, as well as development and qualification of a new cockpit control unit for the pod.

Sweden hopes to avoid Swiss referendum on Gripen E

London - Sweden expects to know by no later than the fourth quarter of 2014 whether the Swiss government will be able to move ahead with its planned acquisition of 22 Saab Gripen E fighters, with its timetable to be driven by a potential public referendum.

 

Opponents to the proposed deal have until January to secure the 50,000 signatures needed to call a referendum that would question the need to replace the Swiss air force’s Northrop F-5 interceptors. “We would expect a referendum in either May or September 2014” should they succeed, says Lt Col Klas Petersson, head of international relations for the Swedish air force’s Air Component Command.

 

“We are planning for a positive outcome, but fully respect their decision process,” Petersson told IQPC’s International Fighter conference in London on 14 November. “At the moment there is no ‘Plan B’,” he adds, noting: “we are inter-dependent on each other.”

 

Sweden’s parliament has approved its own national purchase of 60 new-generation Gripen Es, on the condition that the development is advanced in cooperation with an export customer.

 

Switzerland selected the developmental Gripen E to replace its aged F-5s following a competition with the Dassault Rafale and Eurofighter Typhoon, with Boeing’s F/A-18E/F Super Hornet also having previously been on offer. If approved, the purchase will lead to the introduction of a new fleet of the Swedish-built type from 2018, following the interim use of surplus Gripen C/Ds starting in 2016.

 

Saab is on schedule to fly its first of three Gripen E test aircraft during 2015, with current development activities being supported using an adapted B-model demonstrator (above). To enter use in 2018 in the MS21 operating standard, the new version boasts increased range and supercruise performance, plus the ability to carry a wider range and volume of air-launched weapons

Saab receives training order from US Army

Saab Defense and Security USA LLC, the US entity of global defence and security company Saab, has received an additional order from the U.S. Army for radio systems which are used in data communications for live training. The order has a total value of 20 million USD (approximately 135 MSEK).

 

The order comprises additional options of the Live Training Transformation Interim Range System (LT2-IRS). A contract awarded to Saab in April 2011 by the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI). The new options are valued at 20 million USD. Development and production will take place in Sweden and the US.

Le drone Skeldar de Saab déployé pour le compte de la marine espagnole

Le constructeur suédois Saab a annoncé ce 15 novembre que la marine espagnole avait déployé le drone Skeldar V-200 en opérations. Le drone VTOL se trouve à présent à bord du patrouilleur BAM Meteoro et y effectue des missions de surveillance et de renseignement en « binôme » avec un hélicoptère, dans le cadre de l’opération anti-piraterie européenne Atalante, au large du Golfe d’Aden.

 

Le communiqué diffusé confirme une rumeur des médias espagnols de juillet dernier, alors que Saab avait annoncé la vente à l’export du Skeldar, sans toutefois avoir dévoilé le nom du client.

 

Selon Saab, le drone Skeldar V-200 peut voler jusqu’à 130km/h et possède une autonomie de cinq heures.

L’avenir du constructeur suédois de sous-marins, Kockums, est incertain. D’importants contrats à l’exportation sont en danger grâce à une campagne de lutte interne lancée par la maison-mère allemande, destinée à couler la compagnie suédoise.

 

« Le rachat de Kockums n’était pas destiné à consolider l’industrie de construction navale et à créer des synergies, mais bien à se débarrasser d’un concurrent, » a expliqué une source allemande ayant une connaissance directe de la situation.

 

Kockums et ses prédécesseurs construisent des navires pour la marine suédoise depuis des siècles au chantier de Karlskrona.

 

En 2005, Kockums est racheté par le conglomérat allemand ThyssenKrupp, qui est désormais rebaptisé ThyssenKrupp Marine Systems (TKMS), une compagnie qui possède aussi le constructeur allemand de sous-marins HDW, un concurrent direct de Kockums.

 

Selon un consultant allemand ayant des liens avec TKMS, ThyssenKrupp essaie effectivement de saboter les tentatives d’exportation de Kockums pour avantager HDW, une stratégie qu’il appelle « TKMS über alles ».

 

Les tentatives allemandes de couler l’industrie suédoise sont apparues au grand jour en 2011, lorsque le PDG de TKMS, Hans Christoph Atzpodien, a refusé que Kockums puisse participer à un appel d’offres lancé par Singapour pour construire 2 nouveaux sous-marins, malgré les relations très anciennes de la compagnie avec ce pays.

 

Au début de cette année, la firme allemande a décidé que sa filiale suédoise changerait de nom pour ThyssenKrupp Marine Systems, abandonnant la marque Kockums, utilisée depuis le début du 19è siècle.

 

Puis en aout, lors d’une réunion avec l’agence de défense de Singapour, Atzpodien a annoncé que Kockums « ne pouvait plus concevoir et construire des sous-marins », selon la source.

 

« Une guerre sanglante a lieu entre Kockums et TKMS, » explique-t-il, ajoutant que le contrat avec Singapour a exacerbé la situation.

 

Parmi d’autres choses, Atzpodien a rejeté les projets de Kockums pour concevoir une nouvelle classe de sous-marins, le A26, prétendant que la compagnie suédoise n’avait pas assez d’ingénieurs pour terminer le projet, et qu’il était certain que le projet serait touché par des retards et des dépassements de budget.

 

« Atzpodien a systématiquement éjecté Kockums des discutions et a empêché Kockums d’obtenir le contrat avec Singapour, » a expliqué la source.

 

TKMS a aussi fortement réduit les chances de Kockums de remporter de nouveaux contrats en Australie, un autre pays où le constructeur suédois est fortement présent, avec la construction des 6 sous-marins de la classe Collins dans les années 90.

 

Mais Kockums a été laissé de côté dans un appel à proposition lancé par l’Australie pour remplacer les Collins par une solution sur étagère, pendant que HDW était l’une des 3 compagnies européennes interrogées.

 

Au début de cette année, l’Australie et la Suède ont bien signé un accord autorisant Kockums à participer au projet SEA 1000, qui prévoit la construction de 12 nouveaux sous-marins.

 

Mais dans le même temps, TKMS a racheté une compagnie australienne, Australian Marine Technologies, qui « peut réaliser le même travail que Kockums ».

 

« TKMS a une nouvelle fois torpillé tous les efforts de Kockums de participer à la future compétition parce qu’il a déjà créé sa propre empreinte, » indique la source.

 

De leurs côtés, le gouvernement suédois et l’agence suédoise d’achat de matériel, le Defence Materiel Administration (FMV), sont conscients de la situation et en sont très mécontents. A tel point qu’ils ont demandé à Saab d’examiner la possibilité de racheter Kockums, indique une source suédoise.

 

« Des discussions se déroulent en ce moment même, » selon la source qui confirme que TKMS essaie d’étrangler l’industrie suédoise de construction de sous-marins.

 

« La seule raison pour laquelle TKMS a racheté Kockums est de les empêcher d’exporter, » explique la source suédoise, ajoutant que la compagnie suédoise « ne pourrait exister » sans contrats à l’exportation.

Sweden Plans Defense Spending Boost

But Military Says Funding Crisis Would Force Units to Disband

 

HELSINKI — The Swedish government’s promise to bolster defense spending and inject more capital into equipment procurement programs has failed to impress the country’s military establishment.

 

The Defense Ministry said in September that expenditures on defense would increase by US $220 million in 2014-17, yielding an annual increase of $60 million a year. The armed forces budget for 2013 amounts to $6.2 billion.

 

Still, the Armed Forces Command (AFC) warns in a new government-commissioned report that examines the probable state of health of national defense in future years, that a funding crisis with the potential to force the disbanding of core units is imminent unless the government backs a “significant” increase in annual spending.

 

“Over the long term, if the government fails to change our mandate and the resources that are allocated to us, we will be forced to disband certain units,” said Gen. Sverker Göranson, AFC chief, during an Oct. 1 news conference.

 

Göranson created a political storm last spring when he informed the government, based on a tactical assessment of the military’s standing capability, that the armed forces would be able to only “defend Sweden for less than a week,” in the event of an attack.

 

The AFC’s Budget Perspective 2013 report further warns of the danger that the military may have to decrease the Air Force’s front-line fighter fleet from around 100 JAS combat aircraft to 60 planes if future budgets fail to match the AFC’s ambition to maintain full capability in all core branches.

 

According to Göranson, the government must decide whether it wants Sweden to have a modern, high-tech and capable armed force equipped to defend the country.

 

The alternative to a high level of ambition for Swedish defense, Göranson said, is for Prime Minister Fredrik Reinfeldt’s center-right coalition to develop a long-term budget plan for national defense that will determine which parts of defense are affordable and which are not.

 

“The armed forces need to be able to invest in quality before quantity. If the current budget levels are maintained going forward, there would have to be cutbacks in what we can afford to provide. Conceivably, we could be looking at fewer tactical transport aircraft and helicopters. Cuts to the Navy could mean fewer surface ships and submarines,” Göranson said.

 

The AFC report is based on government spending objectives for the military set down in 2009. In that year, Swedish spending on defense represented 1.35 percent of the country’s gross domestic product (GDP).

 

The AFC estimates that by 2016, if the existing low-investment framework continues, defense expenditures could fall to below 1.1 percent of GDP. Sweden’s defense spending was 1.2 percent of GDP in 2012, the lowest of any Nordic or Baltic state.

 

The report conceded that although the cost savings and military reorganization programs directed by the government could deliver a functional readiness capacity, it said that this would be at the expense of a lower fighting capability. Moreover, the report suggested that the military’s overall defense role and capability could also be boosted through cross-border defense pacts with neighboring Nordic states.

 

The conclusion reached by the report is that the military’s capacity to defend Sweden against all land, sea and air threats will continue to weaken unless defense funding is scaled up to a level that ensures adequate manpower, trained forces and modern equipment exist to repel possible attacks against the country’s territorial sovereignty.

 

The Budget Perspective 2013 report reflects the widening gap between what the Swedish government is proposing in terms of future spending on defense, and what the military needs to provide a credible national defense capacity, said Peter Hultqvist, the Social Democratic chairman of the Swedish parliament’s Committee on Defense.

 

“The government needs to listen more carefully to what the military are saying, and have been saying for quite some time. Quality defense is not cheap. It comes at a price, and it needs political support to be effective,” Hultqvist said in an interview. “As a nonaligned regional state, we need to have a level of spending on defense that reflects our ambitions and intentions. The government can’t simply keep on asking the military to do more for less and expect it to cope with the more technologically advanced threats that could materialize in 10 to 20 years.”

 

The Budget Perspective 2013 report contributes to the ongoing political debate around defense capability, budgeting and the ongoing issue over whether Sweden’s military capacity could be strengthened through NATO membership or closer operational cooperation with neighboring Nordic countries, said Allan Widman, Folkpartiet’s (Liberal People’s Party) spokesman on defense.

 

“Essentially, the report asks the pertinent question about what kind of defense Sweden wants and can afford. With a shift to increased expenditure, we can have the full range of capability, from modern fighters to submarines, and the latest fighting technologies. On the other hand, a lower level of spending could mean a more limited fighting force that would be used to defend certain localized areas,” Widman said.

 

Peter Sandwall, the director general of the Swedish Armed Forces, described the government’s recent defense budget increase as “welcome but not enough.”

 

“There is still a long way to go before Sweden’s military is properly funded. The extra funding is basically a positive decision. With that said, there are still a number of long-term issues regarding the role of the armed forces and the budget — not least in terms of equipment,” Sandwall said.

 

On the materiel procurement side, the MoD says it is committed to funding acquisition programs that will significantly improve the country’s fighting capability.

 

To this end, there will be continued funding for the Archer mobile artillery project being jointly run with Norway. The first four Archer systems were delivered to the Swedish Army on Sept. 23. The total order calls for the delivery of 24 systems to Sweden.

 

The MoD has also provisionally approved $162 million in new funding to acquire 100 BvS10 armored all-terrain vehicles from BAE Systems Hägglunds. The proposed BvS10s are to be purchased in multiple variants, including troop carriers, command vehicles, ambulance and logistic carriers for the Swedish Army.

Car bomb at Swedish consulate in Libya's Benghazi, no casualties

A car bomb exploded outside the Swedish consulate in the eastern Libyan city of Benghazi on Friday, damaging the front of the building and nearby houses, but no casualties were immediately reported.

 

The bomb exploded a day after Libya's Prime Minister Ali Zeidan was briefly abducted by a group of former rebels.

 

Nobody claimed responsibility for attack, which took place days after a U.S. special forces' raid captured a Libyan al Qaeda suspect in Tripoli, outraging Islamist militants, who called for revenge attacks.

 

The Swedish Foreign Ministry said none of its staff had been injured. "The facade and windows were damaged but no staff was injured. The consulate is closed on Fridays," Foreign Ministry spokeswoman Ursula Ahlen said.

 

Libya is deep in turmoil two years after the fall of Muammar Gaddafi, with its central government and nascent army struggling to control rival militias and Islamist militants who have turned the vast North African country into a safe haven.

 

On Thursday, former rebels now on government payroll kidnapped Zeidan from the hotel where he stays in the capital Tripoli, saying the government has been informed in advance of the U.S. raid.

 

They later released him unharmed after a few hours. Zeidan, who is under pressure from Islamists and ordinary Libyans for failing to deliver on public services since Gaddafi's overthrow, avoided any criticism of his captors.

 

To help maintain security, Libya's government relies on militias made up of thousands of Libyans who took up arms against Gaddafi. But these rival groups have often involved into security threats themselves.

 

This is especially true for Benghazi, where the 2011 revolt began and where the U.S. ambassador was killed during an Islamist assault on a U.S. diplomatic mission a year ago.

 

The city, where many demand autonomy from Tripoli, has seen a string of attacks on foreign missions and companies as well as assassinations of army and police officers. Several countries have closed their consulates there since the killing of the U.S. ambassador.

Saab Receives Order for Carl-gustaf Components

Defence and security company Saab has signed a contract on deliveries of components for the Carl-Gustaf man-portable weapon system.

 

The order has a total value of SEK 434 million and comprises components for ammunition to the latest version of the Carl-Gustaf system, a modern ground support weapon system. The contract also includes an option for additional orders with a total value of SEK 114 million.

 

“Carl-Gustaf is a world leading system and a key component of armed forces throughout the world. With each new model the demand for the system increases in many strategic markets. The Carl-Gustaf system has been sold to over 40 countries,” says Görgen Johansson, Head of Saab’s business area Dynamics.

Austria, Belgium, Germany, Ireland, Italy and Sweden signed today a Letter of Intent expressing their interest in pooling resources and expertise for the setting up of a shared C-IED Manual Neutralisation Techniques courses and exercises capacity. Improvised Explosive Devices continue to pose significant threat to military and civilian personnel. In some cases complex explosive devices have to be neutralised manually.

 
Member States (MS) earlier this year expressed their wish to increase efforts on Manual Neutralisation Techniques (MNT) due to an urgent but limited requirement which does not justify separate, national training programmes in this cost-intensive area. Austria as lead nation proposed and developed a four year MNT project under the umbrella of the Pooling & Sharing Countering IED Training initiative with the intention to conduct one MNT course and exercise a year. The training of Manual Neutralisers is highly cost-intensive due to equipment and specialist’s advisory role. The role of Manual Neutralisers is life saving and is a priority for participating Member States.

 

With today’s letter of intent, the signatory countries express their interest to cooperate in the development of a project arrangement and to participate in the project.

Défense : le projet d'achat de Gripen dans le viseur des citoyens suisses

Ce mardi débute en Suisse la collecte pour recueillir en 100 jours les 50.000 signatures nécessaires à l'organisation d'un référendum sur le projet d'achat d'avions de combat suédois.


 

L'avenir du Gripen en Suisse est désormais dans les mains des citoyens suisses. C'est ce mardi que débute la collecte en vue de recueillir 50.000 signatures pour l'organisation d'une votation (référendum) pour l'achat des avions de combat suédois par le gouvernement fédéral suisse. Les opposants à ce projet ont donc 100 jours pour recueillir les 50.000 signatures nécessaires à l'organisation de la votation.

À l'occasion des votations, les citoyens suisses sont appelés à se prononcer sur un ou plusieurs sujets relatifs à la politique fédérale, cantonale ou communale. Le résultat d'une votation est contraignant, les autorités étant dans l'obligation d'appliquer le résultat du vote quelles que soient les recommandations qu'elles auraient pu communiquer.

Selon un sondage conduit auprès de 1.000 personnes par l'institut Isopublic et publié début septembre par le "SonntagsBlick", 63 % des personnes interrogées estiment qu'il ne faut pas acheter de Gripen. Seuls 31 % approuvent cette acquisition. Et 6 % n'ont pas d'opinion.

 

Un fonds spécial pour s'offrir le Gripen

La Loi fédérale sur le fonds d'acquisition du Gripen est sujette au référendum. En vue de  l'achat de l'avion de combat, un fonds spécial (fonds Gripen), juridiquement dépendant de la Confédération, a été constitué. Ce fonds est dissous une fois la phase d'acquisition de l'avion de combat achevée.

Le fonds est alimenté par les crédits budgétaires. Le Conseil fédéral peut être habilité, dans le cadre des décisions portant sur le budget et ses suppléments, à augmenter les crédits pour ce fonds en puisant dans les crédits de défense et d'Armasuisse Immobilier.

Armasuisse est notamment le centre de compétences de la Confédération pour l'acquisition de systèmes et de matériels technologiquement complexes, les technologies importantes en matière de sécurité.

 

Le Gripen, un choix contesté par les militaires suisses

Selon deux rapports d'évaluation de l'armée de l'air suisse, l'avion de combat suédois n'avait pas atteint "le seuil minimal de capacités attendues" pour mener à bien sa mission de police aérienne. Ce pourquoi le ministre de la Défense suisse, Ueli Maurer, l'a pourtant déclaré vainqueur de l'appel d'offre suisse portant sur l'achat de 22 avions de combat.

L'avion de combat suédois "a été évalué comme insatisfaisant pour ce type de mission de police aérienne. Les principaux points faibles du Gripen ont été son endurance et ses performances" lors des essais en vol de 2008. Il obtient une note médiocre de 4,20 points tandis que le Rafale décroche un 6,71 points (6,2 points pour l'Eurofighter). L'avion de combat suédois est même devancé par les performances des F-18 suisses.

Et d'enfoncer le clou : "le Gripen a été le seul candidat à ne pas atteindre le seuil minimal (6 points, ndlr) des capacités attendues".

First ARCHER systems delivered in Sweden

BAE Systems delivered the first four ARCHER artillery systems to the Swedish Defence Materiel Administration, FMV, during a handover ceremony at the company’s Karlskoga, Sweden facility Sept. 23.

 

BAE Systems employees and representatives from FMV and the Norwegian Defence Logistics Organisation, FLO, attended the ceremony where FMV’s Director General Lena Erixon received the four systems from Lena Gillström managing director at BAE Systems’ Weapon Systems business in Sweden.

 

“ARCHER is an important program, for both the Swedish and Norwegian Armed Forces. Today is an important milestone in our partnership and it is very encouraging for us deliver the first systems to our Swedish customer,” said Gillström.  It’s an immensely proud moment for everyone at BAE Systems and we now look forward to continuing our partnership with the Swedish and Norwegian customer in working on the delivery of all systems,” added Gillström.

 

In total, 48 systems will be delivered to the Swedish and Norwegian Armed Forces.

 

The ARCHER system is one of the world’s most advanced artillery systems with high mobility and precision.  It’s based on proven subsystems and has an extensive ammunition portfolio.

Le Parlement suisse, composé du Conseil des États et du Conseil national, a validé ce 27 septembre l’achat des 22 Gripen de Saab, débloquant ainsi les 3,1 milliards de francs suisses (2,5 milliards d’euros) nécessaires à leur acquisition. Le Gripen a ainsi été approuvé à 144 voix pour, 88 contre et 4 absentions.

 

Le PS, les Verts et les Vert’libéraux ont en revanche annoncé leur intention de bloquer cet achat, en proposant un referendum populaire sur le processus de financement - constitution d’un fonds spécial alimenté par le budget de l’armée, qui versera 300 millions de francs par an pendant 10 ans. Ils doivent pour cela récolter 50 000 signatures en 100 jours, pour un vote prévu à l’été ou à l’automne 2014.

FMV receives delivery of the first Archer pieces

BAE Systems Bofors delivered the first pieces of the Archer artillery system to FMV Monday, September 23. The acquisition of Archer is a joint Nordic project in collaboration with Norway and a total of 24 pieces was commissioned for the Swedish Armed Forces from BAE Systems Bofors.

 

    This is a project that delivers one of the best artillery systems. We have had both successes and setbacks in the project, but now the first four pieces of the Archer artillery system could finally be delivered, says Lena Erixon, FMV Director General.

 

    The fact that we could receive the first pieces now is a result of our Norwegian partners at FLO, the supplier BAE Systems Bofors – and of course FMV who in the situation acted flexible and powerfully. All have helped to get the pieces to the Artillery regiment. They will now be transported to Boden where FMV, FLO and the artillery regiment will continue with both tests and training, says Lena Erixon.

 

Delivery of the first Archer pieces from Lena Gillström BAE Systems Bofors to FMV's Director General Lena Erixon took place in Karlskoga, Monday, 23 September at 16.00 pm. Thereafter delivery inspection and transportation to the artillery regiment occurred.

Sweden To Purchase 100 Armored Vehicles From BAE

LONDON — The Swedish government will buy 100 BvS10 armored all terrain vehicles from BAE Systems Hägglunds, according to Defense Minister Karin Enström.

 

The deal is part of the options for up to 127 vehicles agreed upon when BAE secured a US $100 million contract with the Swedish Defence Materiel Administration in 2012 for 48 of the go-anywhere tracked machines.

 

Enström announced the deal in a local newspaper that covers the town where the BvS10 is built.

 

Deliveries of the first 48 vehicles from BAE’s Örnsköldsvik factory are coming to a close and a contract is expected to be in place by the end of the year to enable the company to tack the new batch of BvS10s on the end of the original order without a break in production.

 

Production of the latest batch of vehicles for Sweden is scheduled to run on until 2016. Like the original order, the upcoming contract will be produced in troop carrier, command vehicle, logistic carrier and ambulance variants.

 

No price for the options has been revealed but it will likely be in excess of $160 million, given the cost of the first 48 machines.

 

British, French and Dutch militaries also operate the vehicle.

Saab cutting workforce

LINKOPING, Sweden, Sept. 23 (UPI)

 

Saab has announced plans to cut 150-175 workers from its Electronic Defense Systems business area because of decreased business volume and technology changes.

 

The cuts will occur at its facility in the city of Gothenburg, Sweden, and will be achieved through what it called a competence shift program, based on voluntary participation. Staff will be encouraged to take up other positions within Saab. Those who leave the company will be provided with various support services.

 

"We are a world leader within radar systems and are continuing to invest in the product portfolio in order to be even more competitive in the present technological shift," said Micael Johansson, head of Saab's Electronic Defense Systems business area. "Reduced business volumes have resulted in under-utilization of resources and staff [and] ... we must constantly adapt our business to ensure that we stay competitive on the global market.

 

"Competence shift following staff redundancy has been successfully implemented previously at our operations in Gothenburg and at other major Swedish companies. I am optimistic that this situation will present good opportunities for our employees."

FMV Takes Delivery of the First Archer SP Gun

 

BAE Systems Bofors will deliver the first example of the Archer artillery system to FMV on Monday, September 23. The acquisition of Archer is a joint Nordic project together with Norway, and a total of 24 guns have been ordered for the Swedish Armed Forces from BAE Systems Bofors.

 

“This is a project that delivers one of the best artillery systems. We have met with both successes and setbacks in the project, but now finally delivered the first four vehicles,” says Lena Erixon, Director General FMV.

 

“The fact that we can now take delivery of the first units is the result of the efforts of our Norwegian partners at FLO, of supplier BAE Systems Bofors - and for that matter also of FMV -- all have helped to get the pieces delivered to the Artillery. They will now be transported to Boden where FMV, FLO and the artillery will continue with trials and training,” says Lena Erixon.

 

Formal delivery of the first units by BAE Systems Bofors’ Lena Gillström to FMV's Director General Lena Erixon will take place in Karlskoga on Monday, 23 September at 16.00. It will be followed by a delivery inspection and transportation to the artillery base.

Nouvelle étape validée pour le Gripen suisse

Le Conseil des États - organe de représentation des cantons, chambre haute du Parlement - a approuvé ce matin le déblocage des 3,126 milliards de francs suisses (2,5 milliards d’euros) nécessaires à l’acquisition des 22 Gripen E commandés à Saab. Le vote final des sénateurs donnait 27 voix pour et 17 contre.

 

Mercredi dernier, le 11 septembre, c’est le Conseil national qui avait approuvé le projet d’achat.

 

La prochaine étape aura lieu le 27 septembre prochain, lors du vote final, qui lancera le processus d’acquisition des chasseurs du constructeur suédois.

 

Seule ombre au tableau, la probable tenue d’un référendum populaire en mai 2014, qui ne portera pas sur l’acquisition des avions, mais plutôt sur le mécanisme de financement.

 

Les 22 Gripen de Saab remplaceront à terme la flotte de F-5 Tiger. Les premières livraisons devraient avoir lieu à partir de 2018.

Des Casques bleus au compte-goutte pour la MINUSMA

La contribution de la Suède à la mission des Nations unies au Mali va être réduite à cinq soldats contre 70 initialement prévus.

 

Selon la ministre de la Défense Karin Enström, "il est apparu après coup que les pistes d’atterrissage et de décollage dans plusieurs endroits du Nord-Mali sont en trop mauvais état".

 

Le contingent suédois devait comprendre un avion C-130 Hercules, son équipage, une unité chargée de la sécurité de l'avion et une unité de soutien. Ce contingent pouvait être temporairement renforcé de sorte que la contribution suédoise aurait pu atteindre le nombre de 160 personnes.

 

Voilà que n'arrangera pas la comptabilité (humaine) de la MINUSMA dont les effectifs sont loin d'atteindre les 12 640 militaires et policiers prévus.

 

La MINUSMA sur son site reste d'ailleurs très discrète sur ses effectifs; elle se contente, depuis plusieurs mois d'un laconique "la liste des pays contributeurs en effectifs militaires et personnel de police sera postée ici prochainement."

Market Opportunities for Gripen E

During recent months the security and defence company Saab has met an increased interest in Gripen E, the next generation of its multirole fighter.

 

This is concurrent to the fact that Saab in February 2013 received an order from the Swedish Defence Material Administration (FMV) for the development of Gripen E and has started the assembly of the system.

 

Approximately 6000 fighter jets will need to be replaced on the world market during the coming 15-20 years (Source: IHS Jane´s 360). Due to Swedish export restrictions and other prerequisites, Saab has access to approximately half of this market. Previously Saab estimated that Gripen potentially could capture about 10 per cent of this market over the coming 15-20 years.

Thailand Commissions Gripen-based Air Defense

Thailand Declares Its Gripen Integrated Air Defense System Commissioned

 

Just five and a half years after the signing ceremony in Stockholm February 2008, the undertaking by Sweden to provide the Royal Thai Air Force with 12 Gripen C/D aircraft, two SAAB 340 AEWs, radar and other systems, training and on-site support in a project called Peace Suvarnabhumi nears completion.

 

Despite the technological and logistic complexity, geographical distance and time difference, this project has run on time thanks to dedicated stakeholders and skilled staff in both countries. It is the first large defense project by Sweden in Asia.

 

The latest stamp of approval of this bilateral success came 11 September as the Royal Thai Air Force declared the Gripen Integrated Air Defense System commissioned as a fully operational part of the air force at its home base, Wing 7 in Surat Thani.

 

General Thanasak Patimaprakorn, Supreme Commander of the Royal Thai Armed Forces, officiated over the ceremony along with RTAF Commander ACM Prajin Juntong and high ranking representatives from the Royal Thai Army and the Royal Thai Navy, watched by Thai and Swedish guests.

Saab Multispectral Camouflage Nets For Canada

Canada's Department of National Defence has placed an £8.2 million order for Saab Barracuda's MCS (Multispectral Camouflage System) nets.

 

Details of this contract emerged at the DSEI (Defence Security and Equipment International) event in London, which opened on 10 September and runs until tomorrow. Further options give the Department of National Defence the chance to order more nets, if required, between now and 2018.

 

The Saab Multispectral Camouflage System is designed to protect military vehicles on the move against optical and infrared target acquisition systems. It blends actual camouflage material with thermal protection, radar protection and near-infrared protection technologies.

 

Multispectral Camouflage System

 

Armoured vehicles tend to have a sizable cross section which, especially when operating in hot conditions, makes them more visible to enemy forces. Saab's Multispectral Camouflage System counters this effect by incorporating a non-glossy surface into its netting. As a result, vehicles wearing it are much harder to pick out.

 

‘Colours, near-infrared values and patterns can be adapted to the environmental conditions of the intended region', Saab explains. 'Conspicuous parts of the vehicle can be furnished with additional contour disrupters.'

 

Saab Camouflage

 

Saab Barracuda LLC is based in North Carolina and specialises in manufacturing and supplying low-observability military products, headed by its ULCANS (Ultra Lightweight Camouflage Net System).

 

Some 50 nations have now been supplied with Saab camouflage products. Combined, these systems serve to protect vehicles, camps and armed forces personnel against enemy sensors and target acquisition technologies.

The Canadian Department of National Defence was established in 1923, so celebrates its 90th anniversary this year. The Canadian's Government's highest-staffed department, equipped with the largest budget, it is tasked with defending the nation, both nationally and internationally.

National Council in Swiss Parliament Votes ''Yes'' to Gripen E Procurement

Earlier today the National Council (Nationalrat), which is one of the two chambers in the Swiss Parliament, reached a majority “yes” vote regarding the procurement of Gripen E.

 

There were several motions and votations made in the Parliament, all positive for the Gripen procurement. The main votation was the endorsement of the procurement with 113 votes for and 68 against. The financing and Gripen fund law were also passed with strong majorities.

 

The procurement now moves to the other chamber in the Swiss Parliament, the Council of States (Ständerat), where a vote on financing is scheduled for the 18 September, and where a positive vote for Gripen E had been made earlier this year.

 

“Naturally we are pleased by the vote in the Nationalrat, which is another positive endorsement of Gripen E,” says Lennart Sindahl, Senior Vice President and Head of Saab’s Aeronautics business area.

 

“Whilst we respect and are following the political process closely, we continue to progress our Swiss industrial participation programme, which is generating business throughout all regions of Switzerland. Even before a Gripen order has been signed, contracts have been signed between our suppliers and 117 Swiss companies valued at 315 MCHF. Saab continues to increase these values whilst ensuring the regional distribution of the business,” adds Mr. Sindahl
