Defence procurement is in transformation in Europe. The Member States must transpose the provisions contained in the Defence Procurement Directive (2009/81/EC) into national law by 21 August 2011. Because there is not much time left to accomplish this, it is clear that things are now starting to happen. In Germany, the first draft of a transposition, which will surely be hotly debated, is expected soon. defpro.com spoke with Dr Christian Scherer-Leydecker,* procurement and infrastructure law partner in the law firm CMS Hasche Sigle, about the impacts of this new legal situation on procurement procedures within the European armament landscape.
