Le Mali et la Communauté économique des Etats de l'Afrique de l'Ouest (Cédéao) ont trouvé un "accord" sur les conditions de déploiement d'une force africaine au Mali, avec un QG à Bamako, ont déclaré les ministres malien et ivoirien de la Défense à l'AFP et RFI dans la capitale malienne dimanche.

"Il faut saluer l'accord que nous venons d'obtenir avec nos frères maliens. Aujourd'hui, on peut dire que le Mali et la Cédéao sont en phase pour des opérations de troupes sur le territoire malien", a déclaré le ministre ivoirien de la Défense, Paul Koffi Koffi au côté de son homologue malien, Yamoussa Camara, qui l'a confirmé.

Paul Koffi Koffi venait d'être reçu par le président malien Dioncounda Traoré, en compagnie du ministre ivoirien de l'Intégration africaine, Ally Coulibaly.

"Quand on parle de troupes, ce sont des troupes de la Cédéao, et non étrangères. Et là, le Mali est d'accord", a ajouté le ministre ivoirien de la Défense.

A la question de savoir si cet accord autorisait le déploiement de troupes sur tout le territoire "y compris Bamako", il a répondu: "tout force qui se déploie a besoin d'avoir une base. Et tout le monde est d'accord".

Le ministre malien de la Défense, Yamoussa Camara, a ensuite confirmé que "le Mali est actuellement en phase avec la Cédéao, après quelques clarifications". Il a ensuite précisé que "bien entendu, le quartier général (des forces de la Cédéao) sera à Bamako".

Début septembre, Dioncounda Traoré avait officiellement demandé son aide à la Cédéao, alors que le Nord du pays est contrôlé depuis près de six mois par des groupes islamistes armes proches d'Al-Qaïda au Maghreb islamique (Aqmi), qui y ont imposé la charia (loi islamique).

Mais le président malien s'était notamment montré opposé au déploiement de "forces militaires combattantes" à Bamako même, et la Cédéao avait demandé au Mali de revoir sa position.

"Il fallait harmoniser les positions. Cette visite rapide a été utile", a déclaré de son côté à l'AFP une source proche de la présidence malienne, selon laquelle une mission de la Cédeao est très rapidement attendue à Bamako, "pour mettre au propre" ce qui a été accepté par toutes les parties.

La Cédéao, qui prépare depuis plusieurs mois le déploiement de 3.300 soldats au Mali, attend de se mettre d'accord avec le Mali pour transmettre à l'Union africaine (UA) un projet de résolution qui devrait, ensuite, être examiné par le Conseil de sécurité des Nations unies.

Samedi soir, Yamoussa Camara avait rencontré à Abidjan le président Alassane Ouattara, président en exercice de la Cédéao, à qui il avait remis un message du président malien.

M. Camara avait alors assuré que le déploiement de forces ouest-africaines à Bamako était possible à condition qu'il se déroule avec "discrétion" pour ne pas choquer la population.

Dans un message à la Nation, vendredi soir, le président malien avait souhaité une libération du Nord par "la négociation ou par la force".

Il avait appelé les groupes armés à entamer des "négociations sincères", tout en disant: "Puisque nous la préparons, nous ferons la guerre s'il ne nous reste plus d'autre choix".

Dans la foulée du coup d'Etat militaire du 22 mars qui avait renversé le président Amadou Toumani Touré, tout le Nord du Mali était passé, en avril, sous le contrôle des islamistes armés de la branche maghrébine d'Al-Qaïda et des groupes Ansar Dine et Mujao.

L'Agence russe d'exportation d'armements (Rosoboronexport) mène des négociations avec l'Ouganda sur la livraison d'un lot de six chasseurs polyvalents Sukhoï S-30, a annoncé vendredi à RIA Novosti Alexandre Mikheïev, directeur général adjoint de l'agence.

"A l'heure actuelle, nous sommes en négociations, les Ougandais ont envisagé d'acheter un nouveau lot de six avions de ce type", a indiqué M.Mikheïev lors de l'exposition d'armements Africa Aerospace Defence (AAD) 2012 à Pretoria.

Et de rappeler que le premier contrat de livraison de Su-30MK2 en Ouganda avait été réalisé cette année.

Selon le directeur général adjoint de Rosoboronexport, l'Ouganda souhaite poursuivre la coopération avec le holding Sukhoï, qu'il s'agisse de créer un centre de maintenance pour ses appareils ou de conclure un nouveau contrat d'achat.

En avril 2010, les médias russes ont rapporté que Rosoboronexport avait conclu un contrat de livraison de six Su-30MK2 à l'Ouganda. Les deux premiers avions devaient être livrés en juin 2011, deux autres vers novembre 2011 et les deux derniers en 2012.

L'Ouganda a reçu un premier lot de Su-30 dans le cadre de ce contrat en juillet 2011, a annoncé à l'époque le Centre d'analyse du commerce mondial d'armes de Moscou. D'après le centre, le montant total du contrat est évalué à 744 millions de dollars.

La réunion de cabinet qui s’est tenue à la Primature le mardi dernier a pris des décisions très importantes quant à la répartition budgétaire de l’année 2013 entre les structures de l’Etat. Une grande partie sera allouée au ministère de la Défense et des Anciens combattants. Cela s’explique par l’immensité du sentier à entreprendre pour la réforme de l’armée, mais, aussi de la reconquête des régions du Nord sous occupation.

Au cours de cette réunion de cabinet à la Primature et qui a réuni le mardi dernier l’ensemble du gouvernement. Le ministre de l’Economie et Budget a révélé l’information comme quoi qu’une part importante du budget de l’exercice 2013 sera allouée au ministère de la Défense et des Anciens combattants. Et cela par l’immensité des sentiers à entreprendre, à savoir, les réformes à entamer ainsi que la reconquête des régions du Nord sous occupation des islamistes barbares et armés. Cette décision va diminuer la part budgétaire de plusieurs départements ministériels, synonymes de réduction des dépenses dans les structures publiques, a expliqué le ministre Tiéna Coulibaly.

Conséquences de la suspension des aides

Il faut savoir que ces mesures prises par le gouvernement indiquent la suite logique de la réduction des aides budgétaires et cela depuis le coup d’Etat du 22 mars dernier, qui a plongé notre pays dans une impasse totale. La réduction de l’aide budgétaire serait due au retrait de plusieurs bailleurs de fonds, mais, aussi des partenaires techniques de notre pays. Ces derniers, il faut le dire, portent une part importante de l’aide budgétaire. Le retour de certains serait lié à la stabilité et à l’instauration d’une démocratie juste et équitable. Et cela passe par la reconquête du Nord d’abord en vue d’organiser des élections démocratiques.

Un pas franchi pour la redynamisation de l’armée

On peut croire qu’avec cette augmentation budgétaire au niveau de la Défense, que le gouvernement vient de franchir un pas très important pour la reconquête du Nord et la redynamisation de notre armée.

Le ministre de la défense, Jean-Yves Le Drian, a réaffirmé jeudi que la France apporterait "un soutien logistique" à une éventuelle intervention militaire dans le nord du Mali, alors que Paris est sous le coup d'une menace d'Al-Qaida au Maghreb islamique (AQMI ) de tuer les otages français.

Comme on lui demandait sur I-Télé s'il jugeait "sérieuse" la menace lancée mercredi par AQMI, le ministre a estimé que la situation dans cette zone du Sahel n'était "pas acceptable" et "nous ne pouvons pas laisser faire ça". "Nous ne laisserons pas faire l'évolution [...] qui aboutit à la constitution d'une espèce de sanctuaire terroriste par des bandes organisées se réclamant d'Al-Qaida au Mali, a-t-il déclaré. C'est notre sécurité qui est en jeu à moyen terme."

A propos d'une possible intervention armée, "il y a un processus qui a déjà été initié puisque le président du Mali a fait appel à ses voisins regroupés dans la Cédéao [Communauté des Etats d'Afrique de l'Ouest] pour qu'ils l'aident à reconquérir le Nord", a ajouté M. Le Drian. Désormais "il y a une résolution de l'ONU, nous sommes légalement couverts pour qu'une initiative soit prise".

 PAS D'INTERVENTION DIRECTE

Cette initiative, a-t-il poursuivi, "revient d'abord aux Africains mais manifestement c'est en cours de gestation et ça va être évoqué par le président de la République [François Hollande] à New York la semaine prochaine lors de l'Assemblée générale de l'ONU". "La France a dit qu'elle apportera son concours et son soutien et j'espère que d'autres pays européens agiront de même mais en soutien logistique, pas en intervention directe", a-t-il encore dit alors qu'on lui rappelait des propos similaires formulés cet été par François Hollande.

"Il y a une légalité, a insisté le ministre de la défense, il faut maintenant que les forces africaines s'organisent, déterminent une feuille de route, le fassent en collaboration avec les autorités françaises et nous appuierons logistiquement cette démarche." Il s'agira d'envoyer "du matériel mais pas des hommes, du soutien indirect à l'opération". Même si AQMI menace nos otages ? "Nous disons très clairement que nous voulons sauver nos otages, et que les moyens sont mis en œuvre pour le faire", a-t-il répondu.

Johannesburg - South Africa's Denel is developing a new unmanned aircraft for the African market called the Hungwe.

"We're developing this for all the markets out there, obviously with the emphasis on the African market," a senior Denel official says. "It's used for surveillance, border patrol, Rhino poaching [prevention] and also intelligence collection."

The key to the aircraft's appeal to less developed nations is the type's low acquisition and operating costs and minimal logistical footprint. Even the ground station is barely more than a commercial laptop computer and ancillary communications hardware. "All you need is a laptop and other relevant equipment," the official says.

Recently flown for the first time, the Hungwe has an endurance of about 6h and a range of at least 54nm (100km). The aircraft, which is similarly sized to the Boeing/Insitu ScanEagle, can also hit altitudes of 12,000ft (3,660m). Testing continues and is going very well, the official adds.

Development activities should be complete by the end of the year and Denel has already secured a first customer for the design. Discussions are ongoing with other potential customers.

Un centre régional de maintenance d'hélicoptères russes militaires et civils sera créé au cours de l'année à Johannesburg, en Afrique du Sud, a annoncé mercredi à RIA Novosti le directeur général du holding "Hélicoptères de Russie", Dmitri Petrov.

"Nous venons de signer un contrat de cinq ans qui prévoit la création dans cette région d'un centre de maintenance d'hélicoptères russes. Il s'agit tant d'hélicoptères des années 1960 que d'appareils modernes. On en compte en tout plus de 500 dans la région", a déclaré M.Petrov juste après la signature du document avec une grosse compagnie sud-africaine de logistique militaire lors de l'exposition d'armements Africa Aerospace Defence (AAD) 2012 à Pretoria.

PRETORIA, South Africa --- Denel Aviation, South Africa’s largest defence equipment manufacturer, and UIC Oboronprom, the parent company of Russian Helicopters, announce that they have signed a Teaming agreement to create a servicing hub for Russian-made military and commercial helicopters in Sub-Saharan Africa.

The Teaming agreement was signed today at the 7th Africa Aerospace and Defence Exhibition (AAD) at the Air Force Base Waterkloof in Tshwane. Denel Aviation is accredited to perform maintenance and in the future repair and overhaul (MRO) services for military and commercial models produced by Russian Helicopters, in Sub-Saharan Africa.

Mike Kgobe, the Chief Executive of Denel Aviation, said that the agreement will significantly expand the company’s business in Africa and strengthen its position as the premier provider of MRO services in the Sub-Saharan region.

“Our objective is to become the maintenance hub for most of the modern commercial and military aircraft operating in Sub-Saharan Africa,” said Mr. Kgobe. “The agreement represents the culmination of a long-standing partnership between the two companies.”

Helicopter aviation is a high-growth market in Africa, and Russian Helicopters is well positioned to be a market leader on the continent for years to come, said Russian Helicopters CEO Dmitry Petrov.

“We see great potential for our helicopters in countries across Africa, and are delighted to be working with Denel Aviation to provide a complete customer care programme for our clients on the continent,” Mr Petrov said.

MRO accreditation includes a lengthy process of training and auditing of skills, equipment and facilities. From October, Denel Aviation technical staff will attend an intensive training programme on the latest Russian Helicopters technology and procedures in the eastern Siberian city of Novosibirsk.

“Our knowledge of the African geography and climatic conditions and the track record of our products that have been extensively deployed in operational conditions, make us a logical partner of choice to the military and civilian markets on the continent,” Mr. Kgobe said.

Russian Helicopters manufactures an extensive line-up of versatile and resilient helicopters that can be used for purposes from cargo and passenger transport to medevac and search-and-rescue missions, fire-fighting, corporate transporation and offshore in the oil and gas sector.

Un "nouvel Afghanistan" risque de voir le jour au Mali, a mis en garde mercredi 19 septembre le ministre de la coopération internationale italien, Andrea Riccardi, si des pays comme l'Italie ne s'engagent pas davantage dans cette région d'Afrique pour consolider la démocratie.

"Au Mali, on risque un nouvel Afghanistan. [...] Si le nord de ce pays, occupé militairement par les islamistes, se lie à l'action de [la secte islamiste] Boko Haram au Nigeria et à la situation dans le Sud algérien troublé, un mélange explosif se crée", a considéré dans une interview le ministre, qui est aussi le fondateur de la communauté catholique Sant'Egidio, très engagée dans les médiations discrètes dans l'Afrique sahélienne.

"PLUS DANGEREUX QUE LE DJIHADISME ARABE"

Le nord du Mali est, depuis mars-avril, sous le contrôle de groupes islamistes armés liés à Al-Qaida au Maghreb islamique (AQMI). Des contacts ont été déjà relevés entre certains rebelles et Boko Haram. "Nous devons renouveler notre présence dans certains pays charnières, à majorité musulmane mais laïcs : le Burkina Faso, le Niger, le Sénégal et la Guinée Conakry : ils peuvent représenter une ceinture de stabilité et de démocratie", a dit le ministre au quotidien italien Corriere della Sera.

"Je crois que la nouvelle frontière de l'Italie aujourd'hui est plus au sud de la Méditerranée, elle arrive au cœur du Sahel et du Sahara, où passent les routes des trafiquants d'hommes et d'armes. Et la coopération veut dire consolidation des institutions et de la société civile", a-t-il estimé, regrettant la réduction de l'aide au développement et "le désengagement de la présence" italienne ces dernières années en Afrique.

"Le fait que l'auteur musulman [Mohamed Merah] de l'attentat contre l'école juive de Toulouse [en mars dernier] soit considéré comme un héros par des groupes fondamentalistes en Afrique m'a frappé : le djihadisme de ce continent est plus dangereux que le djihadisme arabe parce qu'il n'est pas circonscrit à une seule culture, mais adressé à tous", ajoute encore M. Riccardi.

Some 19 Russian defense companies led by state-owned hi-tech conglomerate Rostechnologii will showcase their products at an arms show in South Africa this week.

The Africa Aerospace & Defense arms show is held on September 19-23 at the Waterkloof airbase near Pretoria.

About 300 companies from 30 countries are taking part in the show. Russia is the fourth largest exhibitor after South Africa (87 firms), the United States (37) and China (25).

The modernized T-72 main battle tank with new thermal-imaging sight and the BMPT combat tank support vehicle will be in a spotlight at the Russian exhibit.

Russia’s state-arms exporter Rosoboronexport will promote short-range Pantsir-S1 air defense missile/gun system and some 200 other defense-related products, including Mi-35M and Mi-171A2 helicopters.

“We hope that this show will be very productive for us,” Deputy General Director of Rosoboronexport, Alexander Mikheyev, said on the eve of the event.

Denel and Airbus Military have signed a new agreement with revised terms for manufacturing aircraft components on the A400M, in a development that will contribute significantly to the financial turnaround of the South African company.

The renegotiated agreement was signed on Monday at a function held in Kempton Park attended by the Public Enterprises Minister Malusi Gigaba, senior Vice-President of Airbus Military Antonio Rodriguez-Barber n and the Chairman of the Board of Denel SOC, N R Zoli Kunene.

Gigaba said the new agreement demonstrated the confidence of major global aerospace companies in the abilities of the local manufacturing sector. “The relationship between Airbus and Denel takes us to another step further towards the growth of a fully-fledged South African aerospace industry,” he said.

Group Chief Executive of Denel SOC Riaz Saloojee said the relationship with Airbus positions Denel Aerostructures (DAe) as an established supplier of high-tech aircraft parts and strengthens South Africa’s position in the global aerospace industry.

Airbus Military Senior Vice President Commercial, Antonio Rodriguez-Barberan said the agreement “re-affirmed Airbus Military’s commitment to South Africa and its industrial partners and suppliers in the country”.

“With production of the A400M ramping up ahead of the first deliveries next year, it is comforting to know that we have a dependable partner in DAe which can be relied upon to provide top quality work, on time and within budget,” he said.

DAe manufactures two major work packages on the A400M, the Wing-to-Fuselage Fairing and the Top Shells which form part of the aircraft’s mainframe.

Saloojee said the new agreement, together with the restructuring of the company and a strong order pipeline, will enable DAe to return to profitability within the next three to four years in line with a turnaround strategy introduced in 2010.

Government has also demonstrated its confidence in the future of the company through a capital injection of R700 million earlier this year.

“This agreement has vindicated this confidence and confirmed the viability and inherent potential of Denel Aerostructures in the years ahead,” he said.

Chief Executive Officer of Denel Aerostructures Ismail Dockrat said the company had already ramped up its production of vital parts for the A400M that will be delivered to customers in the coming months.

Denel’s participation in the programme has already brought significant benefits to the local aerospace industry. The new agreement will stabilise local supply chains and give experience to smaller sub-contractors to perform work on a global programme.

Saloojee said the contract with Airbus confirmed South Africa’s status as a reliable supplier to multinational projects and an innovative design partner. “It provides DAe with the know-how and capacity to participate in future multinational ventures and to grow the local industry, as envisaged in the recent Defence Review 2012,” he said.

“It will strengthen DAe’s position in South Africa’s aerospace industry and confirms its position as a strategic public asset, its contribution to skills development and advanced manufacturing and its potential to generate export revenue for the country,” he said.

BAE Systems today launched the latest 6x6 variant of the RG35 family of vehicles – the RG35 multi-purpose blast protected fighting vehicle – at the 2012 Africa Aerospace and Defence exhibition (AAD).

“The RG35 family of vehicles incorporates 30 years of experience in tactical mobility and protection,” said Johan Steyn, managing director, Land Systems South Africa.

The RG35 6x6 has an 8.5 ton payload, a 12 cubic meters volume under armor, can seat up to 14 crew members, and carry light and medium remote controlled weapon stations. Like the 4x4 variant, the latest 6x6 variant includes independent suspension and a side mounted powerpack that can be replaced in less than one hour.

The RG35 family of vehicles can be deployed in many different roles and offers a choice of variants and configurations while maintaining 80 percent vehicle commonality. RG35 combines the high levels of survivability of the RG31 Mine Protected Vehicle with the tactical capability of an infantry fighting vehicle.

Integrated onto the vehicle at AAD will be the TRT-B25 (Tactical Remote Turret) also from Land Systems South Africa.
