The United States sold US$14.304 billion worth of military equipment to the top six African defence spenders between 2003 and 2010, according to a new report released by the Congressional Research Service. Egypt alone accounted for US$14.1 billion in weapons sales during this period.

Deliveries during the period under review amounted to US$11.255 billion. Egypt, which receives US$1.3 billion of military aid from the United States every year, accounted for US$11.13 billion worth of deliveries.

Worldwide, the United States concluded US$107.96 billion worth of military sales between 2003 and 2010.

For the last fiscal year ending September 30, the US concluded US$34.8 billion worth of foreign weapons sales. The Pentagon predicts such sales will hover around US$30 billion this fiscal year.

Strong export prospects are good news for U.S. weapons manufacturers like Lockheed Martin, Boeing and Raytheon, which hope to offset declining US defence spending with bigger sales overseas.

Afghanistan, Taiwan, India, Australia and Saudi Arabia were top buyers of U.S. arms last year, the Defense Department said. Iraq, the United Arab Emirates, Israel, Japan and Sweden were the next largest buyers.

L'opération européenne de lutte contre la piraterie au large de la Corne d'Afrique repassera sous commandement français au printemps. Le 6 avril, et pour une période quatre mois, la Marine nationale prendra la tête d'Atalante, actuellement commandée par l'Espagne. A cet effet, un bâtiment de commandement et ravitaillement (BCR) sera intégré à la Task Force 465, aussi appelée EU-NAVFOR, avec à son bord un amiral français et son état-major. Le BCR sera au centre d'une flotte regroupant une douzaine de bâtiments militaires européens, ainsi que des avions de surveillance et de patrouille maritime.

Lancée en décembre 2008, l'opération Atalante vise à protéger des actions de piraterie les convois humanitaires à destination de la Somalie, ainsi que le trafic commercial dans le golfe d'Aden et au nord de l'océan Indien.

JOHANNESBURG - South Africa and Cuba signed a memorandum Jan. 10 to put a stamp on the cooperation between the two country's armies, a spokesman said.

Defence Minister Lindiwe Sisulu signed the memorandum of understanding with Ulises Rosales del Toro, the vice-president of Cuba's council of ministers, according to defense ministry spokesman Siphiwe Dlamini.

"We're cementing that South Africa-Cuban defense cooperation," Dlamini told AFP.

The two countries have already worked together in the past, but the agreement formalizes exchanges in the air force, veterans, military health and education, training and development.

"They're bringing their instructors. The main target is military health," said Dlamini. "The memorandum gives a framework on operations, but the details are left to the officials."

"We are looking to introduce Cuba to our defense industry," he said, adding that South Africa could also share its experiences in peace-keeping with Cuba.

The island state supported South Africa's ruling African National Congress during its struggle against apartheid. It opposed the apartheid regime and sent some 50,000 troops to Angola who fought South African apartheid forces until their withdrawal in the late 1980s.

The two countries established diplomatic relations at the fall of white-minority rule in 1994. They set up a joint bilateral commission in February 2001 and have since cooperated in a number of projects including sending South African medical students to study in Cuba. Cuban doctors and teachers have also come to work in South Africa.

A 2004-agreement between South Africa and Cuba resulted in the deployment of 101 Cuban doctors to Mali, with financial backing from South Africa. In 2008 South Africa forgave Cuba's debt of 926.8-million-rand ($117million, 73 million euro).

La première des trois frégates marocaines du type SIGMA a été mise en service le 23 décembre. Une cérémonie marquant cet évènement s'est déroulée à la base navale de Casablanca, en présence du roi du Maroc, Mohammad VI. Construit aux Pays-Bas par Damen Schelde Naval Shipbuilding et transféré à la marine marocaine le 11 septembre dernier, le Tarik ben Ziyad mesure 105 mètres de long pour une largeur de 13 mètres. Affichant un déplacement de 2335 tonnes en charge, ce bâtiment peut embarquer 110 personnes, dont une vingtaine de passagers. La propulsion, assurée par deux moteurs diesels d'une puissance unitaire de 8910 kW, permet d'atteindre une vitesse de 26 noeuds et de franchir 4000 nautiques à 18 noeuds. L'électronique comprend notamment un système de combat Tacticos, un radar tridimensionnel Smart-S Mk2, un sonar de coque Kingklip et une conduite de tir Lirod Mk2, ainsi qu'un ensemble de contre-mesures comprenant des systèmes Vigile 100 (ESM) et Scorpion (ECM), plus deux lance-leurres SKWS. L'armement sera constitué de quatre missiles antinavire Exocet MM40, un système surface-air à courte portée VL Mica, un canon de 76mm, deux canons de 20mm et deux tubes pour torpilles MU90. Un hangar permet d'embarquer un hélicoptère de 5 tonnes, la plateforme pouvant quant à elle accueillir une machine de plus de 9 tonnes.


Deux autres unités légèrement seront livrées à la marine marocaine par DSNS. Dotées des mêmes équipements, elles ne mesurent que 97.9 mètres pour un déplacement de 2075 tonnes en charge. Les logements se limitent à l'équipage, soit 91 hommes. La première de ces deux frégates doit réaliser ses essais d'acceptation au printemps.

A Libyan Air Cargo Antonov 26 arrived in Malta this afternoon carrying pilots,  technicians and equipment to restore the two Libyan Air Force Mirage F1 fighters to airworthiness, almost a year after they were brought to Malta.

The jets have been on the tarmac since February 21, when they arrived unexpectedly when their pilots refused to bomb fellow Libyans in Benghazi.

The pilots were granted protection in Malta until they were able to return to Tripoli when the Gaddafi regime was defeated. They returned today to inspect the aircraft, which need an overhaul before they can be flown back.

The Mirages were disarmed by British RAF technicians soon after they landed in Malta and they were then disabled by technicians from French plane-maker Mirage as Malta resisted pressure by the former Libyan government for the planes to be returned.

A ceremony was held in September last year when roundels bearing the colours of the new Libyan government were stuck to the aircraft.

The United Nations has cleared Malta to return the aircraft after having imposed sanctions on the sale or transfer of weapons to Libya during the uprising.

Le bâtiment de projection Absalon, de la marine danoise, engagé dans l'opération OTAN de lutte contre la piraterie Ocean Shield, a intercepté dimanche un bateau de pêche devant les côtes somaliennes. Ce boutre avait à son bord 25 pirates et 14 otages d'origines pakistanaise et iranienne. Ceux-ci ont été immédiatement libérés, alors que les pirates ont été interrogés à bord du bâtiment danois. L'opération, qui était planifiée après que le navire suspect ait été repéré et identifié, s'est dérouléd sans faire de victime.

Coup sur coup, les forces anti-piraterie de l’OTAN ont libéré deux dhows utilisés comme bateau-mère par les pirates somaliens. La première intervention a eu lieu vendredi (6 janvier) au sud-ouest de la cote d’Oman, dans le corridor international, sur le Al Qashmi. C’est le navire américain USS Carney qui était à la manoeuvre.

 

Un dhow indien …


Disposant d’informations que ce dhow battant pavillon indien avait été piraté, l’Uss Carney l’a suivi jusqu’au moment où il était possible de l’intercepter sans dégâts. Les marins américains ont brandi un texte pour persuader les pirates de stopper et de permettre la visite à bord. Une fois à bord, l’équipe de recherche et de visite a trouvé les preuves matérielles de piraterie. Après interrogatoire de l’équipage du dhow, celui-ci a révélé qu’ils avaient été capturé par 9 pirates qui opéraient à partir d’un aurre dhow. Les suspects ont été libérés remis à bord d’un de leurs skiffs avec suffisamment d’essence, de nourriture et d’eau pour retourner en Somalie. Tandis que l’équipage du Al Qashmi a été assisté pour reprendre la route.

 

… puis un autre dhow, iranien cette fois


L’autre opération s’est déroulée à quelques encablures de la côte somalienne, au large de Bossasso. Cette fois-ci c’était la frégate danoise HDMS Absalon qui était à la manoeuvre, avec comme objectif un dhow iranien. Lors d’une manoeuvre de reconnaissance l’hélicoptère danois repère des skiffs dotés de moteurs hors bord rapides, sur le dhow. « Ce qui est plutôt inhabituel pour un dhow (de pêcheurs) » note un militaire de l’OTAN « mais caractéristique des méthodes utilisées par les pirates ». Après tirs de sommation, les équipes de visite de l’Absalon partent à l’assaut du dhow, sous protection de l’hélicoptère. L’équipage de 14 membres (5 Iraniens et 9 Pakistanais) sont libérés. Et 25 suspects sont arrêtés, ainsi que tout l’attirail classique du pirate. Ils sont « actuellement détenus sur l’Absalon, en attendant de plus amples investigations et qu’une décision soit prise sur leur poursuite en justice. Ce qui devrait être fait dans les jours prochains », précise au QG de l’opération anti-piraterie de l’OTAN, à Northwood (Royaume-Uni).

« Nous avons infligé aux organisateurs de la piraterie une sévère perte de leur potentiel d’action, en neutralisant deux dhows,  avec un total de 34 suspects » s’est réjoui le commandant de la CTF 508 (la force de l’OTAN), le contre-amiral turc, Sinan Azmi Tosun. A noter que c’est le second dhow iranien libéré en quelques heures ; le précédent l’avait par l’USS Kidd (lire également : 13 pêcheurs iraniens libérés par la marine US. Un geste diplomatique aussi).

 

NB : La CTF 508 actuellement commandé par les Turcs se compose de 5 navires — TCG Giresun (Turquie) qui est le navire amiral, la frégate HDMS Absalon (Danemark), le ravitailleur RFA Fort Victoria (Royaume-Uni), USS Dewert et USS Carney (Usa) — et d’1 avion de patrouille et de reconnaissance danois.

Du 17 décembre 2011 au 5 janvier 2012, l’opération « Khamsin » (du nom d’un vent de sable brûlant de saison) s’est déroulée dans le nord du Tchad, avec comme base avancée la palmeraie de Faya-Largeau.

Cette opération de déploiement et d’aguerrissement consistait à projeter à 800 km de N’Djamena, base principale de la force Epervier , une grande partie des capacités des Eléments français au Tchad (EFT).

Composé d’éléments du 1er  régiment étranger de cavalerie (1er  REC) et du 2ème régiment étranger d’infanterie (2ème  REI), le groupement Terre a lancé des missions de reconnaissance depuis Faya-Largeau vers l’est du pays, parcourant plus de 1500 km dans des conditions parfois particulièrement rustiques.

Les objectifs de ces missions de reconnaissance sont multiples : reconnaissance d’axes, contact avec les populations et les autorités civiles et militaires, coopération interarmées et aguerrissement. Des exercices tactiques ont également été réalisés au cours des trajets.

La quasi-totalité du groupement Air de la force Epervier  s’est également déployée durant quelques jours sur la piste de Faya-Largeau. Trois Mirage  F1, trois avions de transport Transall  et Casa  et un hélicoptère Puma  ont réalisé, en liaison avec les détachements terrestres, des missions de reconnaissance aérienne, de CAS (close air support , appui aérien rapproché) et de ravitaillement par air (largage de colis).

Jusqu’à 200 militaires ont été déployées simultanément lors de cette opération qui a permis de confirmer la capacité de la force Epervier  à se projeter à longue distance et dans la durée.

Les opérations militaires du Kenya et de l’Ethopie avancent en Somalie. Les militaires kenyans combattant les milices shebabs dans le sud du pays depuis trois mois maintenant. Samedi, un raid aérien aurait causé d’importantes pertes aux islamistes. Problème : faute d’observateurs indépendants sur place, il reste difficile d’évaluer la situation réelle. L’armée kenyane pourrait simplement chercher à verrouiller une région stratégique pour ses intérêts sécuritaires et économiques.

Sacré succès militaire. Samedi, l’armée de l’air kenyanne aurait neutralisé plus d’une centaine de miliciens shebab et détruit une dizaine de véhicules. Plusieurs raids aériens auraient permis de tuer au moins 60 combattants et d’en blesser au moins 50 autres. Les militaires kenyans auraient mis hors de combat neuf pick-up armés de mitrailleuses, les fameux technicals somaliens, libérant deux villages du contrôle des combattants islamistes.

Une victoire qui pourrait s’avérer cruciale. L’armée kenyane revendique régulièrement de telles avancées dans ses opérations en Somalie. Depuis 3 mois, de réguliers retours font état de pertes importantes et de destructions de matériels des islamistes. Les militaires semblent avancer régulièrement et ne pas faire face à des difficultés exceptionnelles. C’est du moins ce que racontent les Etats-mjors kenyans.

La presse n’a pour l’instant accès qu’aux points presse du ministère de la Défense kenyan. Sur le terrain, avec les troupes, pas de reporters. Ces chiffres sont-ils optimistes ? C’est en tout cas ce qu’affirment les combattants shebabs qui dénoncent systématiquement des bilans fantasmés de la part de leurs ennemis. Depuis trois mois qu’ils interviennent, les Kenyans ne semblent pas avoir beaucoup progressé. Dénonçant des difficultés climatiques qui ralentiraient les opérations, ils stationneraient surtout dans le sud du pays.

Nairobi ne devrait pas monter beaucoup plus au nord. S’ils ont lancé leur intervention au prétexte d’empêcher les milices shebab d’enlever des étrangers au Kenya, l’objectif devrait en réalité se limiter à une sécurisation du sud de la Somalie. En créant une zone tampon suffisamment large, d’une centaine de kilomètres, le Kenya pourrait ainsi mieux anticiper les mouvements rebelles et surtout déplacer les camps de réfugiés de leur territoire vers une zone neutre, au sud de la Somalie. Ces camps sont actuellement une véritable porte d’entrée pour les terroristes qui souhaitent viser Nairobi et sont très mal perçus par la population kenyane.

Faute d’observateurs neutres le long de la ligne de front, il est difficile d’évaluer les résultats réels de l’armée kenyane. Nairobi ne devrait pourtant pas pousser ses troupes trop près de Mogadiscio. Chacun son problème : si pour le Kenya, la frontière somalienne est une question stratégique, le centre et la côte sont des défis qui ne devraient concerner que l’Amisom et les marines occidentales déployées dans le Golfe. La sécurisation du sud somalien, indispensable pour sécuriser et développer des axes logistiques et économiques, est par contre une priorité de pouvoir kenyan qui n’oublie pas les intéressantes ouvertures pétrolières de la région, qu’il s’agisse des réserves soudanaises ou somaliennes.

Le Kenya a envoyé des troupes en Somalie pour combattre les miliciens islamistes soupçonnées d'une série d'attaques et d'enlèvements d'Occidentaux sur son sol.

"Les pertes sont très élevées après les raids aériens de vendredi. Selon un bilan provisoire, les (milices) Shebab ont perdu 60 combattants ou plus et 50 ont été blessés", a indiqué à la presse le porte-parole de l'armée.

U.S. President Barack Obama has given his approval for the sale of weapons and defense services to South Sudan, possibly paving the way for purchases of air defense systems, equipment the South has been asking for since before its independence.

 

In a Jan. 6 memo sent to Secretary of State Hillary Clinton, Obama said that the "furnishing of defense articles and defense services to the Republic of South Sudan will strengthen the security of the United States and promote world peace."

 

The Republic of South Sudan, which officially declared its independence from Sudan in July, faces a number of internal and external security challenges.

 

Inside the country, violent tribal clashes in the state of Jonglei have resulted in the death and displacement of thousands of people. In response, the United Nations has launched major emergency and food distribution operations.

 

Meanwhile, tensions continue to rise between South Sudan and Sudan, which is accused of attacking the southern country using aerial bombardments.

 

Sudan ended a decades-long civil war in 2005, at which point the southern region was granted autonomy but not independence.

 

Last January, South Sudan overwhelmingly voted for its independence from Sudan, news welcomed by the Obama Administration, which, along with the U.S. Congress, has been a strong supporter of the independent state.

 

However, over the last year, attacks and border incursions by the north have continued and some believe the two countries are lurching toward war.

 

"It is becoming more likely almost by the day," Eric Reeves, a professor at Smith College and a Sudan researcher and analyst, said.

 

Reeves said he hoped Obama's executive order would allow South Sudan to buy the defensive military capabilities it needs to protect itself.

 

E.J. Hogendoorn, Horn of Africa project director at the International Crisis Group, called the order "quite significant given the fact that there has been a very significant ramp of tensions between Sudan and the Republic of South Sudan."

 

"I have to imagine that part of the discussion within the administration was: 'What kind of signal does this send?'" Hogendoorn said.

 

Sudan's military capabilities far surpass those of South Sudan.

 

Sudan's air force includes MiG-29 Russian fighter jets, Soviet-built Hind helicopter gunships and troop transport aircraft.

 

The approval from the White House could open the door for South Sudan to acquire air defense systems, which some advocates of South Sudan have argued are long overdue.

 

"This determination is not a surprise, and indeed many feel as I do that it has been much too long in coming, especially given the enormous security challenges facing South Sudan," Reeves said.

 

In addition to air defense, South Sudan needs transport helicopters, communications gear and training to convert the Sudan People's Liberation Army (SPLA) from a guerilla force into a modern army, Reeves said. "One of the reasons that violence in Jonglei got out of hand was that both the U.N. and the SPLA had a tremendous amount of difficulty getting people into Pibor," the town under attack.

 

However, whether the White House's decision on weapons exports changes things on the ground, Reeves said it is too early to tell.

 

"Let's see what this thing actually translates into," he said. "It's an enabling action, but it does nothing on its own."

Du 19 au 21 décembre 2011, une délégation de 34 militaires malgaches a suivi un entrainement aéroporté au sein du 2ème régiment de parachutistes d’infanterie de marine (2ème RPIMa) de Pierrefonds.

 

Les militaires malgaches appartenaient au 1er régiment des forces d’intervention (1er RFI) basé à Ivato sur l’emprise aéroportuaire d’Antananarivo et étaient tous titulaires du brevet parachutiste français. Ce stage était l’occasion de renouveler leur qualification TAP (troupes aéroportées).

Les militaires malgaches ont d’abord suivi une formation théorique au sol avant de suivre l’instruction pratique avec la réalisation de deux sauts d’entraînement réalisés à 400 mètres d’altitude au-dessus de l’Etang Salé, à partir d’un C160 Transall de l’ETOM (escadron de transport outre-mer).

 

Après avoir formé début octobre 2011, 40 élèves officiers de la 33ème promotion de l’Académie militaire d’Antsirabe, le 2ème RPIMa a repris contact avec le régiment de parachutistes malgache. Ce détachement d’instruction opérationnelle (DIO) sera suivi prochainement d’autres actions de coopération entre les deux régiments aéroportés.

L'Afrique a été notablement absente des discours prononcés jeudi au Pentagone (cliquer ici pour lire celui du président Obama, par exemple). Elle n'apparaît qu'à une seule reprise dans le "guide stratégique" diffusé à cette occasion et qui s'intitule Sustaining US Global Leadership: Priorities for 21st Century Defense.

 

Faut-il en déduire que le continent ne constitue pas une priorité? Certes, l'Afrique ne représente pas, à la différence de la zone Asie-Pacifique, une zone dans laquelle les Américains veulent faire porter leurs efforts majeurs.

 

Pourtant, c'est pour des opérations en Afrique que les Etats-Unis vont créer, au cours de l'année fiscale 2013, la première de leurs "Regionally Aligned Brigades" (cliquer ici pour accéder à un document de l'Army Magazine de novembre 2011).

 

Sept de ces brigades devraient voir le jour au sein de l'armée de terre US et être le socle pour des missions de formation des armées étrangères ou pour d'éventuelles contingency missions régionales, des interventions ponctuelles et localisées pour défendre les intérêts US dans le monde.

 

La première Regionally Aligned Brigades (ou RAB) sera affectée à l'Africom, le commandement Afrique, toujours localisé à Stuggart. Mais elle devrait rester basée sur le territoire US. Sa mission première: contribuer à l'entraînement des soldats africains. Une mission que les Américains mènent déjà, avec plus ou moins de succès, depuis deux ou trois ans.

TRIPOLI, Libya - An umbrella group of former rebels who fought against toppled dictator Moammar Gadhafi have rejected the appointment of Yussef al-Mangush as chief of staff of the new Libyan army.

 

"We reject anybody who is not among the list of six candidates proposed by us to the NTC [National Transitional Council]," Behlool Assid, a founder of the Coalition of Libyan Thwars (Revolutionaries), said on the sidelines of a Jan. 4 news conference.

 

He said Mangush was not among the candidates proposed by his group, which represents factions of former rebels from major Libyan cities such as Benghazi, Misrata and Zintan.

 

Assid told reporters that his group was disappointed as NTC chief Mustafa Abdil-Jalil himself on Dec. 21 had urged the rebels to put forward names for the chief of the national army.

 

"The thwars had agreed to support the candidate who is selected from the list we proposed ... we feel that the procedure with which Mangush has been appointed is illegal," Assid said, adding that "selecting the army chief is not so easy."

 

NTC members Abdelrazzak al-Aradi and Fathi Baaja said Jan. 3 that Mangush, a former colonel in Gadhafi's military, had been chosen to head the army.

 

The post of chief of staff has been vacant since the July murder Gen. Abdel Fatah Yunis, who commanded the rebels in eastern Libya against Kadhafi's diehards. Yunis had been expected to head the new Libyan army when it was formed.

 

Mangush is currently the deputy defense minister in the interim government of Prime Minister Abdel Rahim al-Kib.

 

During the conflict, Mangush was arrested in the oil town of Brega in April by Gadhafi's forces and freed in late August following the fall of Tripoli.

 

Several officers in the former army have criticized the NTC for moving slowly on appointing a new chief of staff, saying the delay had also held back the formation of a new army and the integration of former rebels.

 

Forming a new army is seen as a key step towards disarming militias in Libya, especially in the capital Tripoli where a firefight between ex-rebels on Jan. 3 killed four people.

Les Etats-Unis ont fait part, mardi 3 janvier, de leur inquiétude à propos des affrontements survenus en Libye entre groupes d'anciens rebelles au régime de Mouammar Kadhafi et ont renouvelé leur offre pour aider le pays à intégrer ces milices aux forces armées. "Certains affrontements se sont poursuivis. Cela nous inquiète", a indiqué Victoria Nuland, porte-parole du département d'Etat, à la presse.

 

Des combats ont opposé des groupes d'anciens rebelles dans le centre de Tripoli mardi, faisant quatre morts et au moins cinq blessés, selon le chef du conseil militaire de la ville, Abdelhakim Belhaj. Les nouvelles autorités libyennes peinent à dissoudre les milices armées des anciens révolutionnaires qui font la loi dans le pays depuis la chute du régime de Mouammar Kadhafi.

 

"UNE FORCE CENTRALE"

 

"Depuis longtemps, nous soutenons les plans des autorités centrales à Tripoli pour mettre en place une force centrale", a assuré Mme Nuland. "Et depuis le début, nous avons dit que s'il y avait des demandes spécifiques venant du gouvernement libyen pour les Etats-Unis, l'OTAN, etc., sur la manière de faire avancer ce processus, nous étions disposés à les soutenir", a ajouté la porte-parole de la diplomatie américaine.

 

"Nous lui fournissons déjà certains conseils", a-t-elle souligné, confirmant uniquement que les Etats-Unis n'avaient pas en ce moment de conseiller militaire dans le pays. Le Conseil national de transition (CNT) table sur l'intégration des milices aux forces armées pour désarmer le pays, où les milices assurent actuellement une grande partie des tâches de maintien de l'ordre.

Tripoli - A former colonel in Moamer Kadhafi's military has been appointed as the new chief of staff of the Libyan army, two members of the country's ruling National Transitional Council told AFP on Tuesday.

 

Yussef al-Mangush, who took voluntary retirement from Kadhafi's military and even participated in the rebellion against the former leader, was promoted to the rank of general and appointed as chief of staff, said NTC member Abdelrazzak al-Aradi.

 

His appointment was confirmed by Fathi Baaja, another member of the NTC from the eastern city of Benghazi, the cradle of the uprising that toppled Kadhafi.

 

The post has been vacant since the murder in July of General Abdel Fatah Yunis, who commanded the former rebels in eastern Libya against Kadhafi's diehards.

 

Mangush is currently a deputy defence minister in the interim government of Prime Minister Abdel Rahim al-Kib.

 

"His appointment as the head of the army has been backed by NTC chief Mustafa Abdel Jalil and Prime Minister Kib," said Baaja.

 

During the conflict, Mangush was arrested in the oil town of Brega in April by Kadhafi's forces and freed in late August following the fall of Tripoli.

 

Several officers of the former army had criticised the NTC for moving slowly on the appointment of the new chief of staff, saying the delay had also held back the formation of a new army and the integration of former rebels who fought Kadhafi.

 

Formation of a new army is seen as a key step toward disarm militias in the country, especially in Tripoli.

 

In November about 150 officers from the former military gathered in the town of Baida to appoint Major General Khalifa Haftar as the new chief of staff in an attempt to pressure the NTC, but his appointment was never made official.

Forecast International expects African defence budgets will grow at an average of less than 3% per year for 2011 through 2015. This figure is substantially lower than the 2006-2010 compound annual growth rate of 12.96% per year.

 

While the expected trend is not entirely negative, as it still projects growth, the decrease does reflect a shift in priorities for the foreseeable future, according to FI's "The Military Market for Africa" report.

 

The past year has been particularly eventful for Africa, with the Arab Spring revolutionary wave to the north, an increase in Islamic fundamentalism activity, and several elections that led to political crises. Though a number of those conflicts are expected to carry into 2012, the majority were short term and are now in the recovery stages. "Conflicts within several African countries at the end of 2010 and throughout 2011 have had a negative impact on those nations' political, economic, social, and military institutions," said Forecast International Africa Military Markets Analyst Nicole Loeser, author of the report. "This suggests that national budgets will be using funds to restore countries to pre-conflict conditions, leaving less funding for defence spending."

 

Although Africa may not offer the scope of opportunities presented by other, larger markets, the true value of the African arms market is drawn from those issues that mirror the global security climate. However, major military procurement purchases are not a priority at this time because several countries are in the midst of recovering from recent conflicts.

 

The drop in defence spending can also be accredited to African countries with energy-based economies. These nations have been key players in Africa's overall market growth in the past five years, with exportation profits driving defence spending. Algeria, Angola, Libya, Nigeria, and Sudan (which had a combine average compound annual growth rate (CAGR) of 20.52% in the 2006-2010 period) will only grow 0.23% per year between 2011 and 2015.

 

Most notably Libya, which had one of the highest CAGRs in defence spending from 2006 through 2010 at 33.27% – now at -1.7% – has the lowest projected CAGR for 2011 through 2015. This plunge stems from Libya's recent civil war battle that successfully ended Col. Muammar al-Qadhafi's regime. The complete halt of oil exportation during that time has experts predicting it will take Libya years until it is able to produce substantial amounts again. Furthermore, if Libya's Transitional National Council decides not to follow through with billions in arms agreements Qadhafi had with Russian and European firms, the African defence spending market as a whole may actually face a more significant contraction than predicted.

 

"In recent years, some of the large defence budgets have increased to the point of being unsustainable. Trends show that Algeria, Morocco, and South Africa are shying away from large defence budgets and opting to position themselves to support major military acquisition efforts through the forecast period." Loeser said. These big spenders have made major weapons purchases in the last few years, and new equipment is unlikely in the near term. By keeping their defence budgets modest in upcoming years, they are setting themselves up for a new wave of weapon acquirement.

 

Some smaller defence spending markets, such as Gabon, Ghana, and Kenya, have expressed the desire to allocate their defence expenditures more toward enhancing military proficiency and professionalism within the service, and are overlooking major arms purchases for the time being. A handful of countries, such as Ethiopia and Nigeria, are becoming more interested in peacekeeping operations, and in response, training for such deployment has moved up in priority.

 

The majority of funds for professionalism training, including promoting good governance, combating corruption within African armed forces, and peacekeeping deployment training, will be derived from international funding rather than the country's own defence budget. Not surprisingly, the United States continues to provide military assistance in these areas, an estimated $113.7 million between FY10 and FY12.

Le mandat d’Atalante, l’opération de l’Union européenne contre la piraterie dans la Corne de l’Afrique, pourrait "évoluer" dans les prochaines semaines. Depuis le 20 décembre, la question est sur l’agenda du Comité politique et de sécurité (Cops), la plus haute instance de l’UE sur les affaires de défense. L’idée est de pouvoir intervenir "sur le rivage" et non plus seulement en mer ; en clair de pouvoir frapper les bases logistiques des pirates sur les cotes somaliennes.

Fin octobre, au début de l'offensive lancée dans le sud de la Somalie par les forces armées du Kenya, la France avait déjà donné un coup de main en acheminant du fret (cliquer ici pour voir mon post du 24 octobre). Plusieurs rotations avaient été effectuées.

 

L'offensive militaire se poursuit dans le sud de la Somalie mais les miliciens islamistes tiennent toujours des villes clé comme le port de Kismayo (cliquer ici pour lire le post que j'ai consacré aux AML kenyanes).

L'offensive des forces kenyanes dans le sud de la Somalie est un peu oubliée. Les combats contre les miliciens islamistes se poursuivent pourtant et se concentrent dans la province du Lower Juba. Mais les conditions météo actuelles ne favorisent guère la progression des soldats kenyans et interdisent l'appui aérien dont ils souhaitent bénéficier au cours de leur avancée vers le port de Kismayo.

 

kenya-aml-90.jpgLes Kenyans ont déployé plusieurs types de véhicules adaptés aux zones de brousse du sud de la Somalie. Parmi ces véhicules, des MRAP sud-africains de type Puma M26 de OTT Technologies (cliquer ici pour voir la fiche technique en français).

 

Et des AML 90 dont ils ont acheté 72 exemplaires il y a près d'un quart de siècle. Les bonnes vieilles AML dans le mauvais temps (photo ci-dessus. Pour un temps plus clément, cliquer sur la photo ci-contre d'AML sous le soleil d'octobre dernier) ouvrent la voie à l'infanterie qui se fait régulièrement accrocher par les Shebab.

Les ambassadeurs du Comité politique et de sécurité de l’Union européenne ont discuté, lors de leur dernière réunion avant noël, de la modification du plan d’opération (OpPlan) de Atalanta pour permettre une action plus offensive. Cette option – dite option IV – avait été préparée par le commandant de l’opération, le général Duncan Potts, pour doter l’opération européenne anti-piraterie de méthodes plus robustes.

 

Certaines avaient déjà été mises en place pour les navires sous commandement européen d’intervenir de manière offensive en cas de prises d’otages (avec l’accord de l’Etat du pavillon), au besoin en tirant contre les navires pirates. Cette méthode a été expérimentée pour la première fois lors de la libération de Me Colombo ainsi que l’a expliqué sur B2 le contre-amiral Canova.

 

Parmi ce renforcement des méthodes, il était aussi prévu de pouvoir détruire les bases pirates, logistiques ou autres. Il ne s’agit pas systématiquement « d’aller à terre » nous a expliqué un officier ; on peut « viser certains dépôts de la mer. Il faut voir qu’il s’agit souvent de quelques tentes avec des véhicules, des dépôts de carburants. »

 

Cette modification du plan d’opération aurait dû être approuvée lors du dernier conseil des ministres de la Défense. Mais un Etat s’y est opposé, apparemment davantage pour des questions de politique interne que de réelle opposition. Selon nos informations, il s’agit de l’Espagne qui était représentée à ce conseil par Carme Chacon, qui devait quitter son poste après la défaite aux élections du parti socialiste (PSOE). Et la passation de ces dossiers n’avait pu être assurée avec la nouvelle équipe du parti populaire. La ministre n’avait donc pu s’engager fermement pour son successeur que ce soit pour ce plan d’opération ou d’autres projets de l’Agence européenne de Défense.

The Tanzania armed forces was equipped with 24 Type 59 MBT, it can be assumed that modernization of these tanks was made by the Chinese defence industry. This new tank would be named as the Type 59G.

 

The Type 59G is equipped with arrow-shaped spaced add-on armour modules which are mounted on the front of the hull and the turret. Wheels and tracks are now protected by rubber hull skirts.

 

The turret used by the Type 59G looks very similar to Type 96G. The main armament of Type 96G is composed with a smoothbore 125 mm gun with autoloader of Russian 2A46M design. Auxiliary weapons include one 7.62 mm coaxial machine gun, with a maximum fire-range of 1,800 m and a fire rate of 250 rounds/min. A 12.7-mm calibre anti-aircraft machine gun is mounted on the commander cupola, with a maximum fire-range of 2,000 m.

Le ministre de la Défense libyen a appelé l’Iran à aider son pays dans le domaine de démantèlement des mines. Dans une interview à l’agence de presse iranienne Irna, Oussama alJouweyli a déclaré : étant donné les capacités de l’Iran dans la neutralisation des mines, nous appelons Téhéran à proposer son aide à la Libye dans ce domaine". Il a indiqué que "de nombreux blessés libyens ont été transportés à deux reprises dans des hôpitaux de Téhéran pour être soignés", remerciant les responsables iraniens pour leurs efforts. Sur un autre plan, le ministre libyen de la Défense a mis l’accent sur les développements scientifiques de l’Iran, soulignant que "l’Iran s’est beaucoup développé dans le domaine de la défense".

December 26 marks the 3rd anniversary of escort missions by the Chinese navy along the Gulf of Aden and Somalia seas. On Sunday, the tenth escort team has carried out anti-pirate exercises, while on their 404th mission.

 

These 8 cargo ships from countries including China, Malaysia and Liberia, set sail from the the Gulf of Aden’s western seas. They are escorted by the Chinese Navy.

 

Meanwhile, a helicopter caring another group and camera man, hovered 15 meters above, allowing the fighters to slide onto the decks to carry out a comprehensive search and ambush the “hijackers”.

 

Zhuo Li, deputy director of Office of China Maritime Search and Rescue Center, said, “The escort campaign guarantees safety of ships, their property and crew. They can feel secure with the navy convoy around. ”

 

Over the past three years, the navy has successfully escorted nearly 4,380 ships, and rescued 55 ships from emergency situations. They have ensured full safety of the escorted ships and personnel.
