Tirs au canon contre des cibles terrestres, déploiement d'hélicoptères de combat depuis la mer... La Marine nationale continue d'intervenir en Libye, où les combats se poursuivent. Du 22 au 29 septembre, le groupe aéromobile (GAM) embarqué sur le bâtiment de projection et de commandement Tonnerre a réalisé 8 sorties, qui s'ajoutent à 132 autres sorties, dont 88 d'attaque au sol, réalisées sur la même période par l'armée de l'Air (Rafale Air, Mirage 2000-D, Mirage 2000-N et Mirage F1 CT, E-3F, C135) et l'aéronautique navale (Atlantique 2).


Les bâtiments de surface engagés dans l'opération Harmattan au sein de la TF 473 sont également intervenus directement contre les forces fidèles au colonel Kadhafi. Ainsi, les frégates Cassard et La Fayette ont effectué des tirs contre terre en appui d'un raid du GAM.


Du 22 au 29 septembre, les forces françaises oont neutralisé une cinquantaine d'objectifs, soit une trentaine de véhicules militaires (dont 3 lance-roquettes et une pièce d'artillerie dans la région de Syrte) ; ainsi qu'une vingtaine de bâtiments de commandement, dépôts de munitions et de véhicules, de même qu'un site radar dans les régions de Hun et Syrte.

Alors que les ministères de la Défense et de l’Intérieur voient leurs budgets renforcés, le ministère de l’Education voit le sien régresser.

 

Les ministères de l’Intérieur et de la Défense nationale se taillent la part du lion dans la répartition des budgets prévus dans le projet de loi de finances pour 2012. Ce texte, devant être examiné et adopté par l’Assemblée populaire nationale (APN) dans les prochains jours, prévoit, en effet, en plus de l’augmentation du budget de fonctionnement, qui passe de 3434 milliards de dinars en 2011 à 4608 milliards de dinars pour 2012, des enveloppes volumineuses pour ces deux départements ministériels : plus de 723 milliards de dinars pour le ministère de la Défense et 622 milliards de dinars pour celui de l’Intérieur.

 

L’on note aussi dans le tableau concernant la répartition des crédits par départements que le ministère de l’Intérieur remonte en deuxième position en matière de budgets octroyés. Il dépasse, pour la première fois depuis des années, le ministère de l’Education nationale (544 383 508 000 DA) qui vient généralement en deuxième position après le ministère de la Défense.

 

En 2011, le budget accordé au ministère de l’Education nationale (569 317 554 000 DA) était même supérieur à celui du ministère de la Défense (516 638 000 000 DA), tandis que l’enveloppe financière accordée au ministère de l’Intérieur n’était alors que de 419 486 622 000 DA. La différence entre les budgets des trois départements est énorme. Une comparaison des enveloppes qui leur sont allouées en 2011 et celles prévues pour 2012 permet de le constater.

 

Alors que les ministères de l’Intérieur et de la Défense voient leurs financements majorés respectivement de 203 milliards et de 207 milliards de dinars à la faveur de ce nouveau projet, le budget du ministère de l’Education nationale régresse de 25 milliards de dinars.  Cette répartition suscite des interrogations. Comment expliquer cette forte augmentation du budget du ministère de l’Intérieur au détriment d’un secteur aussi important que l’éducation nationale ? Il est vrai que la DGSN, qui dépend du ministère de l’Intérieur, a augmenté, il y a quelques mois, le salaire des agents de police de 50% avec effet rétroactif à partir de 2008. Cela suppose, certes, plus de charges financières pour le département de Daho Ould Kablia. Mais est-ce l’unique explication ?

 

Ce n’est pas certain. Car le ministère de l’Education nationale avait également augmenté les salaires de travailleurs de l’éducation entre 2010 et 2011, mais n’avait pas bénéficié d’une augmentation similaire de son budget.

The Netherlands is to extend its participation in NATO's Operation Unified Protector by 3 months. This was announced by the Minister of Foreign Affairs, Uri Rosenthal, and the Minster of Defence, Hans Hillen, on Wednesday 21 September. The Dutch contribution will continue to consist of a Dutch minehunter, 6 F-16s, two of which are held in reserve, and staff capacity.

 

The North Atlantic Council decided on 21 September to extend Operation Unified Protector in Libya. The mission is aimed at protecting the population, enforcing the no-fly zone over Libya and monitoring compliance with the arms embargo. The security situation is not yet stable enough for the mission to be concluded. Military deployment remains necessary in order to protect the civilian population. Periodic assessments will be made to establish whether the operation can be concluded sooner.

 

F-16s

From Decimomannu air base in Sardinia, the Dutch F-16s are enforcing the no-fly zone over Libya. Besides patrolling Libyan airspace, they monitor the enforcement of the arms embargo and gather intelligence. The sensors on board the F-16s can be used to create a ground and sea picture, making it possible to check specific suspect objects, vehicles and ships.

 

Minehunter

HNLMS Vlaardingen patrols off the coast of Libya to enforce the arms embargo, by identifying and intercepting suspect vessels. The minehunter is also regularly deployed to keep the approach routes to, for instance, Misrata, Tripoli and Brega free from explosives.

 

Staff capacity

In addition to the deployment of fighter aircraft and a minehunter, the Netherlands will also continue to be active in the staffs of various headquarters. Dutch military personnel are also part of the crews of NATO's AWACS aircraft. In total, some 170 Dutch military personnel are involved in Operation Unified Protector.

Le MoD, le ministère de la Défense britannique, s'est fendu ce jeudi d'un communiqué sur les coûts de l'opération Ellamy (Libye). On lira ce texte ci-dessous.

 

Pour résumer, le MoD réfute les chiffres qui circulent depuis quelques jours (1,75 milliard de livres) et précise que le montant total est de l'ordre de 240 millions de livres, soit 275,5 millions d'euros. Hier, lors de la présentation du budget, le chiffre de la facture française a été estimé à 350 millions d'euros.

 

 

"Several news articles claim that the cost of the UK's military mission in Libya could end up being £1.75bn, seven times what the Government predicted.

 

The MOD calculates the cost of operations on the basis of 'net additional costs'. These are the extra costs of deploying assets and personnel over and above the usual ongoing commitments of the MOD which would be paid irrespective of their deployment. Our current estimate remains that the net additional cost of Operation ELLAMY is in the region of £110m from the start of the operations in mid-March to mid-September, with replenishing munitions expended over this period costing up to £130m.The £110m includes the direct costs incurred on operations, such as personnel allowances, catering and accommodation; the movement of equipment to support the operation; and costs associated with elevated levels of military activity, such as fuel. The Italian base at Gioia del Colle is provided to the UK by NATO, with UK costs limited to accommodation and meals.

 

This figure also includes the cost of road transport when we've had reason to use commercial carriers. The estimated total cost of all commercial transportation (including air) is £3.5m.All of these costs represent the net additional cost of operations - that is, they are above and beyond the level of activity that MOD is funded for. These are claimed from the Treasury's Reserve. These figures will be updated in light of the recent 90-day extension of the NATO mandate."

La société Aerosud et le groupe Paramount, deux entreprises sud-africaines, viennent de dévoiler le AHRLAC (Advanced High-Performance Reconnaissance Light Aircraft), un monomoteur de 800kg, capable de voler à 300 noeuds, d'une autonomie de 1 150 nautiques. Il emporte un équipage de deux personnes.

 

paramount2.jpgC'est un avion d'appui, doté de 4 à 6 points d'accrochage externe pour des pods de roquettes, des missiles (du type Mokopa fabriqué par Denel) et un canon de 20 mm. A pleine charge, il n'aura besoin que de 550m pour décoller.

 

La production pourrait commencer dès la fin de l'année 2012, selon Ivor Ichikowitz, le président de Paramount, l'un des principaux équipementiers terrestres sud-africains (Paramount produit une gamme de blindés, à découvrir sur http://www.paramountgroup.biz/ ).

 

La conception de cet appareil léger de reconnaissance et d'appui n'est pas anodine, puisqu'elle s'inscrit dans le contexte d'évolution d'une niche potentiellement prometteuse, celle des light attack armed reconnaissance (LAAR) planes.

 

L'AHRLAC vient s'ajouter à la poignée d'appareils déjà disponibles dont les Super Tucano, les AT-802U, les Pilatus PC-9, les Hawker AT-6B Texan II... Des appareils en compétition pour le contrat que l'USAF pourrait bientôt passer. Un contrat portant sur 55, voire 100 appareils destinés aux missions COIN et CAS.

L'histoire vaut par la photo. La frégate allemande FGS Köln a intercepté, aujourd'hui, un groupe de deux embarcations suspectes qui naviguaient à 70 nautiques au sud-est de Mogadiscio et à 30 nautiques de la côte.

 

L'hélicoptère de la frégate a effectué un survol de reconnaissance et pris des photos (dont celle qui a été transmise par l'Eunavfor). Ayant identifié des pirates potentiels, l'hélicoptère leur a intimé l'ordre de s'arrêter. Le refus d'obtempérer a provoqué un tir de semonce.

 

La douzaine de personnes à bord des deux embarcations a aussitôt jeté à l'eau des équipements et des armes (dont le RPG visible sur la photo). Une équipe d'intervention du FGS Köln a pris le contrôle des deux embarcations qui ont été détruites et relâché les pirates présumés sur la côte.

Flustered PM baffles press with incorrect comment

 

Prime Minister Yingluck Shinawatra apparently forgot which items were on the cabinet agenda yesterday, causing confusion when she confirmed the navy's submarine procurement project had received cabinet approval before retracting her statement hours later.

Emerging from the cabinet meeting at 2pm yesterday, Ms Yingluck appeared confused when asked about the navy's second-hand submarine procurement plan and the army's Black Hawk helicopter procurement plan.

"I don't remember. The cabinet considered 37 items today. The submarine procurement project has already been approved," she said.

Ms Yingluck later assigned the government spokesman team to address the blunder.

Deputy government spokesman Chalitrat Chandru-beksa braved the rain to correct Ms Yingluck's statement.

He told the media that the prime minister misunderstood a reporter's question about the submarines and helicopter projects. The cabinet yesterday approved the army's proposal to buy eight French-made helicopters, not the navy's submarine project, said Mr Chalitrat.

The army's Black Hawk helicopter procurement plan has yet to be considered by the Budget Bureau. The deputy spokesman said the navy's proposal was not on yesterday's cabinet agenda.

A source said government spokeswoman Thitima Chaisaeng immediately called a meeting with members of the spokesman team following Ms Yingluck's confusing remark.

The spokesman team tried to explain to reporters that the prime minister may have been referring to the Marine Department's plan to buy boats for use in the exercise of using their propellers to speed up the flow of water out of flooded areas, the source said.

However, the propeller boats were not on yesterday's meeting agenda.

Mr Chalitrat said the cabinet approved a tied-over-budget for the army's project to procure eight Eurocopter AS 550 helicopters at 1.59 billion baht.

Ms Yingluck had reportedly asked the army to review the 2.8-billion-baht Black Haw procurement plan. She wanted the army to study details and technical issues of the US helicopters.

Un détachement de navires de la Flotte russe du Pacifique atteint mercredi le golfe d'Aden pour participer à la lutte contre la piraterie, a annoncé à RIA Novosti le service de presse du ministère russe de la Défense.

Le détachement comprend le grand destroyer anti-sous-marin Admiral Panteleïev, un ravitailleur et un remorqueur.

Après avoir quitté le port russe de Vladivostok, les navires ont fait escale dans le port de Sihanoukville (Cambodge) du 8 au 13 septembre.

Les bâtiments de guerre russes escortent des convois internationaux au large de la Corne de l'Afrique et dans le golfe d'Aden depuis 2008.

Des pirates somaliens ont tenté d'attaquer le vraquier chypriote Pacific Express à 300 milles des côtes kenyanes devant Mombasa. Selon le modus operandi habituel, ils sont arrivés à bord d'esquifs rapides puis sont montés à bord pour prendre l'équipage en otage. Celui-ci, constitué de 26 marins philippins et ukrainiens, avait réussi à s'enfermer dans la citadelle du navire et a pu appeler au secours la frégate italienne Andrea Doria, qui croisait à proximité. Les pirates ont, alors, mis le feu au navire, en espérant sans doute que l'équipage serait obligé de quitter la citadelle. Ils ont rapidement pris la fuite quand ils ont vu l'Andrea Doria s'approcher. Les marins ont été ensuite rapidement évacués à bord de la frégate et ramenés à Mombasa.

South Africa's newly unveiled advanced high-performance reconnaissance light aircraft (AHRLAC) design has already attracted significant market interest, according to its main industrial backer.

 

Paramount Group executive chairman Ivor Ichikowitz told Flightglobal that negotiations are already underway with several air forces in Africa, eastern Europe, Latin America and the Middle East, with further interest also coming from other European nations. "The real interest is from the developed, first-world markets," he said.

 

Early demand is being placed mostly on the proposed high-end, armed version of the aircraft, but there is also interest in its more civilian-standard surveillance guise, he said.

 

Capable of carrying multiple payload types in a rapidly exchangeable, below-fuselage pod, the AHRLAC is being pitched for a variety of military, parapublic and civilian applications. "Customers like the idea of one aircraft with many missions," Ichikowitz said.

 

A full-scale concept development model was revealed at Aerosud's innovation centre near Pretoria in South Africa on 27 September, with a first prototype due to make its flight debut in the second quarter of 2012. Production work on its twin tail boom has recently been completed, and the cockpit layout has also been almost finalised. This includes hands-on throttle and stick controls and the use of glass cockpit avionics.

 

"We are using an innovative manufacturing model, where we will move straight from design to full production," said Ichikowitz. "This is a market-driven project, and our objective is to get to the market as quickly as possible."

 

Deliveries could start within the next 24 months, with Paramount and its technical partner Aerosud having drawn up a production model capable of completing between two and three aircraft per month. However, according to Ichikowitz, "the market demand is potentially significantly in excess of that".

 

The current design uses a mainly metallic structure, with limited use of composite content. However, this could be increased later in the programme under an already-identified upgrade path.

 

Ichikowitz also revealed that plans to develop a jet-powered version of the AHRLAC could be advanced to the prototype stage within the next two years. The first model to fly will use a Pratt & Whitney Canada PT6A turboprop.

 

Concept images of the AHRLAC show it carrying Denel Dynamics-developed Mokopa air-to-surface missiles, pod-housed unguided rockets and a nose-mounted 20mm cannon, but Ichikowitz said Paramount is also looking to potentially collaborate with other suppliers from around the world for armed applications.

Pretoria - A revolutionary new South African-designed and developed aircraft, destined for a significant role in a wide range of civilian and military tasks around the world, was unveiled in Pretoria today.

 

The Advanced High-Performance Reconnaissance Light Aircraft (AHRLAC) is set to take the aviation market by storm, challenging dominant Western manufacturers with its low acquisition cost, reduced requirement for maintenance support and extensive operational capabilities.

 

AHRLAC is being developed by Africa's largest privately held defence company, Paramount Group, and aeronautical engineering and manufacturing experts Aerosud.

 

The two partners conservatively estimate that AHRLAC has the potential to generate annual revenue of up to R4-billion (US $500 million).

 

Manufacture is expected to take place in and around the Centurion Aerospace Village (CAV) the highly successful industry-clustering initiative that continues to grow next to the Waterkloof Air Force Base, Pretoria.

 

Ivor Ichikowitz, Executive Chairman of the Paramount Group, unveiled AHRLAC at the Aerosud development complex within the CAV. He told guests at the unveiling that AHRLAC stands for significantly more than the aircraft itself.

 

"AHRLAC deserves to be recognised as an amazing African achievement. Throughout our challenging history, Africans have developed a reputation for resilience and innovation. As many challenges as the world has thrown at us, we have overcome."

 

Dr Paul Potgieter, Managing Director of Aerosud and driving force behind the design and technical innovations of AHRLAC, says AHRLAC offers a highly flexible form of "clip-on-clip-off" payload system which enables it to be transformed quickly between operational roles. It can stay in the air for seven to 10 hours, making it the ideal solution for patrolling large land areas, borders and oceans.

 

The two-crew aircraft can carry out a wide range of operations including surveillance, policing, border/coastal patrol and anti-smuggling; armed patrol and counter insurgency operations; disaster relief and emergency supply to remote areas; and intelligence gathering.

 

Potgieter says AHRLAC is special because it offers maximum platform flexibility for multi-role applications, from basic visual reconnaissance to advanced electronic surveillance, and intelligence, to armed patrol.

"The design is modular so as to support maximum basic airframe commonality for the various configurations and rapid role change ability," he says.

 

"AHRLAC is capable of rapid deployment and fast response times with high cruise and dash speed and extended range. Because of the operational simplicity of this aircraft, in times of need, we can get this thing on the road to areas where it is required with limited support assistance."

 

Potgieter says key features of AHRLAC include its "push propeller" design and high wing for crew visibility, high cruise and dash speeds (maximum cruise speed is 300 knots), payload capacity of 800kg with full fuel and two crew, large operating range (1 150 nautical miles on internal fuel) and Short Take-Off and Landing (STOL) capability, including from semi-prepared landing strips, with a take-off distance 550m with full payload.

 

AHRLAC also has an armed patrol capability with 20mmm cannon, rocket pods and beyond visual range air-to-air and air-to-ground missiles across four to six wing hard points.

 

Ichikowitz expects AHRLAC to be a strong challenger to Unmanned Aerial Vehicles (UAVs).

 

"With AHRLAC we provide a new, affordable, flexible and robust alternative to UAVs, opening new operational capabilities to a variety of new users," says Ichikowitz.

 

Potgieter adds: "With AHRLAC we have developed a revolutionary aircraft that will maintain the dominant role of the pilot in civil and military flight.

 

"We believe that the pilot remains core to conducting effective air operations. In AHRLAC we have produced an aircraft that is, unlike most UAVs, both autonomously capable and offers high survivability, with none of the sub-systems costs related to the operation of UAVs.

 

"AHRLAC addresses the limitations of pilotless aircraft in a package which is flexible, reliable and offers excellent value for money. AHRLAC can go places and deliver missions, both civil and military, which a UAV simply cannot."

 

The AHRLAC programme already includes a full scale concept development model, cockpit layout model, and experimental development model for extensive wind tunnel testing and refinement.

 

Ichikowitz argues that knowledge-based industrialisation that a project such as AHRLAC provides is essential to developing higher sustainable rates of economic growth, and therefore jobs.

 

"Global experience proves that high-tech areas can multiply job creation in related sectors by up to eight times the number of people they employ. In addition, continued growth in engineering, design, technical and related trades means that we will be creating jobs at a high level," says Ichikowitz.

 

The entire development of AHRLAC has taken place at the Aerosud premises within the CAV. Development of the CAV has been supported by the Department of Trade and Industry to help develop a node of industrial clustering of aerospace and defence technology, design and manufacturing activities.

 

In addition, the CAV is a hub for industrial growth, skills development and job creation. Clustering of related companies and skills will also stimulate new SMME entrants through mentoring and support by key industry leaders. The CAV also promotes logistic efficiency through co-location, sharing of resources and capital infrastructure.

From teenagers brandishing Kalashnikov rifles on the streets of Tripoli to fighters with shoulder-mounted grenade launchers on Libya's front lines, rarely has a country seen so many weapons in so many hands.

 

And the proliferation of arms -- raided from the vast stores of ex-strongman Moamer Kadhafi -- is raising fears not only for Libya's future stability, but also that the weapons will fall into the hands of radical groups like Al-Qaeda.

 

At an abandoned construction site on the outskirts of Tripoli, discarded boxes once filled with assault and sniper rifles, rocket-propelled grenade launchers and ammunition lie scattered across the ground.

 

For five days here after the fall of Tripoli in late August, thousands of people flocked to the site to seize weapons secretly stored in the basement of an unfinished housing project.

 

"There were hundreds and hundreds of boxes, with everything: Kalashnikovs, sniper rifles, grenades, ammunition," said Imed, a 25-year-old Tripoli resident who helped himself to an assault rifle at the site.

 

"There were thousands of people here. Some people, like me, took just one gun, but others took two, three, five. Some stayed here for days loading up trucks."

 

The site was one of several weapons dumps scattered throughout Tripoli by the Kadhafi regime that were raided following his ouster.

 

Imed, who refused to have his last name published, said the raiding was a free-for-all, with no control over who was helping themselves to the weapons.

 

Tripoli residents said the arms are now obtainable on the black market, with Kalashnikovs selling for about $650 (480 euros), grenades for $80 and bullets for less than a dollar each.

 

"Everyone in Tripoli has at least one rifle now," Imed said. "People will not give them up, that's for sure. We have freedom now."

 

Many of the weapons have made their way into the hands of fighters for Libya's National Transitional Council (NTC) struggling to take the two remaining bastions of Kadhafi support, Sirte and Bani Walid.

 

But the streets of Tripoli are also awash with guns, with young men, some barely into their teens, manning checkpoints into the city with Kalashnikovs, and even rocket launchers, slung over their shoulders.

 

At night, the capital echoes with bursts of automatic gunfire.

 

Western governments, in particular the United States, have raised deep concerns over the proliferation of Libya's weapons.

 

The US State Department has provided $3 million to help destroy weapons and raised particular concern over the spread of shoulder-fired anti-aircraft missiles, also known as Man-Portable Air-Defense Systems (MANPADS), which could be used to target civilian aircraft.

 

"Everyone is concerned. Libyan weapons stocks, by some accounts, exceeded those present in Iraq in 2003. Many thousands of dangerous shoulder-launched missiles have been looted, as have RPGs, small arms and ammunition," said Shashank Joshi, an associate fellow at the London-based Royal United Services Institute, a security think-tank.

 

A key risk, he said, was that "missiles find their way to terrorists in other theatres of war, like Afghanistan, or are used by terrorists against civilian airliners."

 

Analysts said the weapons will also make it very difficult for Libya's new authorities to consolidate their authority in the country, even after they take control of the last redoubts of Kadhafi support.

 

"It will be very difficult for the new authorities to round up all the weapons. It will take a long time before we see a central Libyan authority who can claim to have a monopoly on the legitimate use of force," said Karim Bitar, a fellow at the Paris-based Institute for International and Strategic Relations.

 

"Many rebel groups took up arms and fought rather independently to free their own towns," he said. "They will not relinquish their arms until they know exactly who is in charge at the national level and until they get very solid guarantees."

Libya Operations Remain Fluid, NATO Official Says

WASHINGTON | NATO’s decision to extend the alliance’s mission in Libya shows its work there is not yet done, a NATO spokeswoman said Sept. 27.

 

NATO’s North Atlantic Council extended Operation Unified Protector by 90 days during a meeting in New York last week that coincided with a meeting of the U.N. General Assembly.

 

“In New York, the message was clear: a new day is dawning for Libya, and the international community is rallying around the new Libya,” Oana Lungescu told reporters during a briefing at the alliance’s headquarters in Brussels.

 

Lungescu reiterated NATO’s commitment to the Libyan people.

 

“Our job under the mandate of the United Nations and in support of the Libyan people is not yet done,” she said. “The situation remains fluid. And while threats persist, NATO will continue to protect civilians together with our partners, under the mandate confirmed by the recent United Nations Security Council Resolution 2009.”

 

Lungescu also reiterated NATO’s intention to continue its work while maintaining oversight of when to end its mission. “The mission will continue as long as it is necessary, but end as soon as possible,” she said. “We also decided to keep the situation under regular review, and that means that the North Atlantic Council can terminate the operation at any time and as soon as possible, in coordination with the United Nations and the will and aspirations of the Libyan people.”

 

Col. Roland Lavoie of the Canadian air force, military spokesman for Operation Unified Protector, discussed operations against remaining forces in the country loyal to Moammar Gadhafi.

 

“Recent developments in Surt and Bani Walid have been our main area of attention over the last few days,” he said. “Indeed, it’s clear that remaining Gadhafi forces refuse to recognize their defeat and that the former regime has lost both legitimacy and public support.

 

“As a last resort,” he continued, “they are hiding in urban areas, from where they attempt to control the surrounding population and use civilians as shields against attempts [by forces of Libya’s transitional government] to dislodge them.”

 

Lavoie cited signs of the “worsening situation” in Surt and Bani Walid. “Availability of drinking water, food resupply, electricity, medicine and fuel is severely impeded, which puts an enormous pressure on the civilian population,” he said.

 

“Numerous checkpoints and surrounding sniper positions are being used to prevent families from moving to safer locations,” Lavoie added, “and Gadhafi forces, mercenaries and Gadhafi supporters roam the streets taking hostages and conducting executions.”

 

Lavoie also said Gadhafi forces are turning away neutral humanitarian aid, “which is appalling and senseless, as this gives Gadhafi forces no military advantage at all.”

 

The military spokesman said National Transitional Council forces have seen some success in recent days.

 

“On a more positive note, the NTC forces have opened a line of communication in the northwest coastal area last weekend, which has allowed thousands to escape from that route,” he said. “This life-saving operation resulted in NTC casualties, but allowed many to escape a very tough, if not to say dire, situation.”

 

Lavoie also said transitional government forces have gained control of Libya’s remaining stockpile of chemical and nuclear-related agents.

 

“We are confident that allies in international organizations that are in contact with the NTC are working to ensure that Libya’s governing authorities can take full control of any proliferation sensitive material that is left and that they start planning for their safe disposal,” he said.

 

Lavoie stressed that NATO will continue to monitor ground conditions and safeguard civilians as mandated by the Security Council resolution.

 

“Operation Unified Protector is not over yet,” he said. “We are committed to pursuing it to protect the population of Libya for as long as necessary, but not any longer.”

Selon la presse américaine, les Etats-Unis seraient en train de renforcer la présence de leurs drones aériens pour la surveillance de la zone Somalie-Yémen. Des portes paroles de l'US Army ont confirmé la réouverture d'une base aux Seychelles. Celle-ci a été utilisée jusqu'au printemps dernier pour envoyer des drones de surveillance, principalement dédiée à la lutte contre la piraterie. Elle devrait désormais lancer des drones armés MQ-9 Reapers, pouvant transporter des missiles Hellfire. Une mission pilote, menée le mois dernier, a démontré que la Somalie pouvait être atteinte par des drones lancés depuis les Seychelles. La base seychelloise viendrait donc en complément des moyens similaires déjà opérés depuis la base de Camp Lemonier à Djibouti.

 

Ces nouveaux moyens devraient servir un double objectif : la lutte contre le terrorisme dans la corne de l'Afrique et au Yemen, que les services de renseignement américains ont identifié comme un des foyers de la constellation Al-Quada et la lutte contre la piraterie. Les drones Reapers pourront être utilisés à la fois en mode surveillance et en mode attaque au sol. .

Libyan revolutionary fighters have captured a port in the city of Sirte - a strategic point which will eventually become a launching ground for their final assault on Gaddafi’s hometown stronghold.

 

­"There were clashes in the night and we are now controlling the port," said commander Mustafa bin Dardef of the Zintan brigade, as cited by AFP.

 

Revolutionary fighters are confident and believe they can capture Sirte at any time, and are holding back only to protect the lives of their relatives and other civilians in the city, brigade commander Al-Tohami Abu Zayan said on Tuesday, Associated Press reported.

 

NTC forces reportedly managed to seize a large stock of weapons from Gaddafi loyalists on the outskirts of Sirte on Monday. They are preparing for tough street fighting as they clear a path towards the city center.

 

Meanwhile, an elder from Gaddafi’s tribe has contacted Libyan interim government forces near Sirte seeking a truce, Al Arabiya reported, citing a revolutionary forces' commander.

 

In the past few days NTC fighters have assaulted the city from the east, west and south, with NATO doing its best to support the attack with constant air raids.

 

NTC forces still face resistance from Gaddafi supporters in the towns of Bani Walid, Sirte, and in a part of the country’s desert south.

Les nouvelles autorités libyennes contrôlent les sites regroupant les stocks d'armes chimiques de l'ancien régime de Mouammar Kadhafi, a annoncé aujourd'hui l'Otan. "L'Otan est satisfait de noter que le CNT contrôle désormais les centres contenant les derniers stocks libyens de matériaux chimiques et liés au nucléaire", a déclaré le colonel Lavoie, porte-parole de l'opération Protecteur unifié.

 

L'Alliance atlantique souhaite que "les alliés et les organisations internationales collaborent avec le CNT" afin que les autorités libyennes "commencent à préparer leur destruction", a-t-il ajouté.

 

Les Etats-Unis avaient indiqué à la fin août qu'ils continuaient à surveiller les stocks d'armes chimiques, en particulier la dizaine de tonnes de gaz moutarde, dans les centres situés dans le centre et le sud du pays.

 

Le régime du colonel Mouammar Kadhafi avait rejoint en 2004 l'Organisation pour l'interdiction des armes chimiques (OIAC), mais devait encore éliminer 11,25 tonnes de gaz moutarde lorsque la rébellion s'est déclenchée en février.

 

L'intégralité des 3.563 munitions (bombes, obus, missiles) susceptibles d'être utilisées comme vecteur pour répandre le gaz moutarde a en revanche été détruite, selon l'OIAC. Egalement appelé ypérite, le gaz moutarde provoque de graves brûlures chimiques aux yeux, sur la peau et aux poumons.

Le Conseil a adopté aujourd’hui une série de mesures destinées à favoriser le redressement de l’économie libyenne à l’issue de la guerre civile et à assister la mission d’appui des Nations unies en Libye. Ces décisions mettent en oeuvre la résolution 2009 (2011) du 16 septembre du Conseil de sécurité des Nations unies.

 

Le Conseil a autorisé le déblocage d’avoirs précédemment gelés pour répondre à des besoins humanitaires et civils, encourager la reprise des activités dans les secteurs pétrolier et bancaire libyens et contribuer à la mise en place d’un gouvernement civil. Il s’agit d’avoirs détenus par la Banque centrale de Libye, l’Autorité libyenne d’investissement, la Libyan Foreign Bank et le Libya Africa Investment Portfolio. Enfin, le Conseil a mis fin au gel des avoirs de deux autres entreprises du secteur pétrolier.

 

Le Conseil a aussi levé l’interdiction faite à l’aviation libyenne d’utiliser les aéroports et l’espace aérien européens.

 

Parallèlement, le Conseil a levé en partie l’embargo sur les armes de manière à permettre la livraison d’armes destinées à apporter aux autorités libyennes une assistance dans le domaine de la sécurité ou du désarmement, ainsi que d’armes légères pour l’usage du personnel des Nations unies et du personnel de l’aide au développement.

 

Le Conseil a déjà mis fin le 15 septembre au gel imposé par l’Union européenne sur les avoirs de Afriqiyah Airways. Le 1er septembre, il avait décidé de débloquer les avoirs détenus au sein de l’Union européenne par 28 autres entités libyennes./.

Les combattants du nouveau régime libyen ont annoncé, mardi, avoir pris le port de Syrte et se préparaient à entrer dans Bani Walid, deux des dernières villes encore tenues par les forces fidèles au colonel Kadhafi. Sur le plan politique, les discussions se poursuivaient au sein du Conseil national de transition (CNT) pour tenter de surmonter les dissensions internes et former un gouvernement, dont l'annonce est attendue cette semaine.

 

À Syrte, dans la région natale de Muammar Kadhafi, des combats ont eu lieu lundi soir près du port de cette ville de 70 000 habitants située à 360 kilomètres à l'est de Tripoli, prise en tenailles par des combattants du CNT qui avancent par l'est et par l'ouest. "À présent, nous contrôlons le port", a annoncé, mardi, Moustafa ben Dardef, un commandant pro-CNT, tandis que des combattants nettoyaient et huilaient leurs armes en prévision des affrontements à venir. "Quand nous nous approcherons du centre-ville, il y aura des combats de rue, et nous nous y préparons", a expliqué l'un d'eux, Alaï Saïdi.

 

Bientôt la bataille finale

 

La motivation est d'autant plus forte que les commandants pro-CNT engagés à Syrte assurent que l'un des fils de Muammar Kadhafi, Mouatassim, un médecin et militaire de 36 ans, dirige les opérations à Syrte. Selon un autre combattant, deux pro-Kadhafi se sont rendus lundi soir. "Ils sont venus vers nous et nous ont remis leurs armes et leurs voitures", a expliqué Maatiz Saad. Sur le front de Bani Walid, à 170 kilomètres au sud-est de Tripoli, les échanges d'artillerie ont été intenses lundi, mais les forces pro-CNT n'ont pas avancé. "Nous faisons face à une forte résistance, c'est pourquoi nous utilisons l'artillerie lourde sans envoyer l'infanterie pour l'instant", a expliqué le commandant Mohamed al-Seddiq. "La bataille finale aura lieu dans les deux prochains jours."

 

Ces dernières semaines, les pro-CNT ont perdu plus d'une trentaine de combattants lors d'attaques sur cette vaste oasis au relief accidenté, souvent en raison d'un manque d'organisation. "Mais maintenant, tout est sous contrôle", a affirmé le commandant. Depuis la chute de Tripoli fin août, Syrte et Bani Walid sont deux des objectifs majeurs des combattants pro-CNT, mais les pro-Kadhafi y opposent une résistance farouche. Elles sont aussi désormais les plus visées par les frappes de l'Otan, qui se sont poursuivies lundi sur les deux villes.

 

Selon l'ONU, 24 000 personnes ont fui Bani Walid et près de 2 000 ont quitté Syrte, ville privée d'eau, d'électricité et de nourriture, selon des témoignages d'habitants. Le coordonnateur humanitaire de l'ONU en Libye, Panos Moumtzis, a fait part, lundi, de sa "très grande préoccupation" à leur sujet. Pénuries et déplacements forcés ont en effet un impact sérieux sur la santé des civils, et en particulier sur celle des enfants. La petite clinique de Harawa, à 40 kilomètres à l'est de Syrte, voit ainsi passer tous les jours des dizaines d'enfants souffrant en général de maux liés à l'absence d'eau potable.

 

Une coopération du CNT pour Lockerbie

 

Au Royaume-Uni, le bureau du procureur écossais chargé de l'enquête sur l'attentat de Lockerbie (270 morts en 1988) a annoncé lundi qu'il avait demandé au CNT l'accès à des documents et à des témoins qui pourraient impliquer "d'autres personnes". Jusqu'à présent, seul le Libyen Abdelbaset al-Megrahi a été condamné dans cette affaire. Selon un porte-parole du ministère britannique des Affaires étrangères, le président du CNT, Mustapha Abdel Jalil, a assuré que les nouvelles autorités libyennes coopéreraient avec le Royaume-Uni "sur cette enquête et d'autres en cours". Sans se prononcer précisément sur la requête écossaise, le ministre libyen par intérim de la Justice, Mohammed al-Alagi, a répété que l'affaire était close en ce qui concernait Abdelbaset al-Megrahi, qui a été libéré en 2009 parce qu'il était atteint d'un cancer en phase terminale, mais qui vit toujours à Tripoli.

Un drone américain se serait écrasé au cours du week-end dans le port somalien de Kismayo, tenu par les rebelles islamistes d'Al Chabaab. L'un d'eux, cité par Reuters, a dit avoir vu l'avion sans pilote dans un poste de police, sans dommage apparent, accréditant la thèse d'une panne.

 

AfricaDrone2109.jpgC'était un secret, mais ça n'en est plus un depuis quelques temps déjà: les Américains sont en train de mettre en place "une constellation" de bases d'où vont opérer des drones de reconnaissance et de combat. Les islamistes somaliens en ont déjà fait les frais puisque l'une de leurs bases, toujours près du port de Kismayo, a été bombardée le 15 septembre.

Ces bases US sont disséminées entre l'Arabie, Djibouti, les Seychelles (depuis 2009, d'abord pour lutter contre la piraterie) et l'Ethiopie (voir la carte ci-contre qui est à consulter ici). Au moins un autre raid de ce type avait eu lieu en juin.

 

Lutte antipiraterie, lutte antiterrorisme: les missions ne manquent pas pour ces drones Reaper (principalement) mis en oeuvre par la CIA et l'USAF.

C'est la frégate de surveillance Germinal qui assure actuellement la présence maritime française au large de l'Afrique de l'ouest dans le cadre de la mission Corymbe. Un déploiement inhabituel puisque le bâtiment est désormais basé à Fort-de-France (Martinique) et que les missions Corymbe sont traditionnellement effectuées par les unités basées en métropole, plus particulièrement à Toulon. Cette situation s'explique sans doute par le fait que la Marine nationale est très sollicitée depuis le début de l'année sur de nombreux théâtres d'opération. L'opération Harmattan en Libye, notamment, a mobilisé de très importants moyens. Les deux bâtiments de projection et de commandement (BPC) français, régulièrement déployés en Afrique, ont été occupés sur ce front, de même que de très nombreuses frégates. Du coup, alors que les transports de chalands de débarquement Foudre et Siroco étaient en arrêt technique cet été, la marine a appelé en renfort le Germinal, qui a momentanément quitté les Antilles pour gagner le golfe de Guinée. Quant à l'arc caribéen, il reste sous surveillance de la flotte française, notamment avec la frégate Ventôse, actuellement à la mer.

Les avions F-16 polonais sont restés au sol durant l’intervention en Libye. Pourquoi donc ? Alors que les préparatifs du sommet pour le partenariat oriental battent leur plein, j’ai posé à mon interlocuteur polonais du jour, qui travaille au ministère des Affaires étrangères cette question. Pourquoi les Polonais – pourtant habitués à des opérations robustes au sein de l’OTAN – n’ont pas voulu intervenir militairement en Libye ? La réponse est multiple comme dans toute option politique. La Pologne a « d’autres priorités et préférait intervenir par d’autres moyens » (Nb : diplomatiques) a répondu mon interlocuteur. Passée cette réponse assez officielle, viennent les autres raisons, plus profondes. Dans cette abstention militaire, il y a tout d’abord un fait. « Nous n’avons pas vraiment été consultés, au préalable. (…) Moins que pour l’intervention en Irak ». Ce n’est pas le seul facteur. Mais c’est un facteur important. Et le doigt est alors pointé sur la France surtout. Ensuite, il y a tout aussi incontestablement la « leçon de l’Irak. Nous n’avons pas vraiment eu les retombées espérées pour notre engagement. » La position d’abstention de l’Allemagne a également joué. Et faut-il ajouter, même si mon interlocuteur ne le mentionne pas, il y a le tour de vis budgétaire donné au budget polonais de la défense à l’heure où s’amorce une restructuration importante (la professionnalisation), tout comme l’engagement prenant en Afghanistan. Le décapitage du commandement de l’armée de l’air dans deux crashs successifs – celui du Casa 295 en janvier 2008 en Pologne et du Tupolev à Smolensk – n’a certainement pas aidé à contrecarrer ce positionnement politique.
