Pékin a appelé vendredi au "calme et à la retenue" après que Pyongyang a menacé de dénoncer l'accord d'armistice mettant fin à la guerre de Corée en 1953 et brandi le spectre d'une "guerre thermonucléaire".

 

"La Chine appelle toutes les parties concernées à conserver leur calme, à faire preuve de retenue et à s'abstenir de toute action susceptible d'aggraver les tensions", a déclaré Mme Hua Chunying, porte-parole de la diplomatie chinoise.

 

Confiant l'"inquiétude" de Pékin face à la détérioration du climat dans la péninsule, Mme Hua a assuré que la résolution 2094 du Conseil de sécurité de l'ONU, adoptée jeudi à l'unanimité de ses 15 membres (dont la Chine) et prévoyant de nouvelles sanctions contre Pyongyang, était "équilibrée".

 

La Chine, principal pays allié de la Corée du Nord dont elle ne souhaite pas l'effondrement du régime, appelle à la reprise des pourparlers à Six (les deux Corée, Russie, Chine, Etats-Unis, Japon) sur le programme nucléaire de Pyongyang, des négociations qui sont au point mort, a également dit Hua Chunying, en reprenant la phraséologie habituelle de Pékin sur la question.

 

Menaces

 

Les tensions sont montées d'un cran vendredi dans la péninsule coréenne, Pyongyang rompant les accords de non-agression avec le Sud.

Le Conseil de sécurité a adopté jeudi de nouvelles sanctions contre la Corée du Nord, après le troisième essai nucléaire mené par ce pays le 12 février. Pyongyang a annoncé la rupture des accords de non-agression avec le sud.


Jusqu'où iront les provocations nord-coréennes? Pyongyang a franchi un pas supplémentaire dans sa rhétorique hostile, en menaçant jeudi de lancer une attaque nucléaire contre l'Amérique. «Étant donné que les États-Unis sont sur le point de déclencher une guerre nucléaire, nous exercerons notre droit à une attaque nucléaire préventive contre le quartier général de l'agresseur, afin de protéger nos intérêts suprêmes», a ainsi déclaré le porte-parole du ministère des Affaires étrangères dans un communiqué, cité par l'agence de presse officielle KCNA. «La guerre ne serait pas confinée à la péninsule coréenne», a rencheri le Rodong Sinmun, journal officiel du parti unique, insinuant ainsi que les missiles de Pyongyang sont capables d'attendre le territoire américain. Comme pour prouver que ses paroles ne sont pas creuses, le régime a même organisé un rassemblement militaire ce jeudi. Devant des dizaines de milliers de personnes, le général Kang Pyo Yong annoncé qu'avec une telle attaque, «Washington, qui est le bastion des diables… sera engloutie dans une mer de feu».

 

Au Sud, les voisins s'inquiètent. Pyongyang a annoncé la rupture des accords de non-agression avec Séoul. Le principal pacte de non-agression, signé en 1991, engageait les deux pays à régler pacifiquement leurs différends et à éviter les confrontations militaires accidentelles. La Corée du Nord, ajoute le communiqué, «notifie également le Sud qu'il va couper immédiatement le téléphone rouge entre le Nord et le Sud» mis en place en 1971.

Le ministère sud-coréen de la Défense avait annoncé plus tôt jeudi que le Nord préparait des manoeuvres militaires d'ampleur «sur terre, sur mer et dans les airs».«Il n'est pas fréquent que le Nord conduise des exercices militaires au niveau national», a déclaré le porte-parole du ministère. Un peu plus tôt cette semaine, le régime autoritaire de Kim Jong-un avait déjà montré ses muscles et menacé de remettre en cause l'armistice signé en 1953 avec le Sud. Les deux pays, techniquement, sont toujours en guerre, aucun traité de paix n'ayant été signé à l'issue de la guerre des Corées (1950 - 1953).

Nouvelles sanctions de l'ONU

La colère du Nord ne vient pas de nulle part. Pyongyang, d'une part, ne cesse de critiquer les manoeuvres militaires annuelles menées conjointement par la Corée du Sud et les États-Unis depuis le 1er mars. Le régime a par ailleurs voulu réagir par anticipation à l'adoption ce jeudi, par le Conseil de sécurité de l'ONU, de nouvelles sanctions contre lui, en représailles de l'essai nucléaire réalisé le 12 février dernier (le troisième depuis 2006).

 

Mise sous surveillance des diplomates, élargissement de la liste noire de particuliers et entreprises soumis à des gels d'avoirs ou à des interdictions de voyager, inspections obligatoires des cargaisons suspectes en provenance ou à destination de la Corée du Nord... La résolution 2094 du Conseil, adoptée à l'unanimité, a pour ambition d'empêcher Pyongyang de financer ses ambitions militaires et balistiques. Elle a été assortie d'une mise en garde du secrétaire général de l'ONU, Ban Ki-moon, qui demande «instamment à la Corée du Nord de s'abstenir de toute nouvelle action déstabilisatrice et d'éviter la rhétorique belliqueuse».

Washington montre les dents

L'ambassadrice américaine à l'ONU, Susan Rice, a salué l'adoption de ces nouvelles sanctions, visant, selon elle, à «frapper durement» le régime communiste. De son côté, la Maison-Blanche a assuré que les États-Unis étaient «tout à fait capables» de se défendre contre toute attaque nord-coréenne. «Je ne pense pas que le régime de Pyongyang veuille se suicider mais, comme il le sait certainement, c'est pourtant ce qui arriverait en cas d'attaque contre les États-Unis», a lancé le démocrate Bob Menendez, devant la commission des Affaires étrangères du Sénat dont il est le président.

 

Peu d'analystes croient à une attaque nord-coréenne contre Washington. Le quotidien américain indique cependant que certains responsables à Séoul craignent que le Nord «tente une escarmouche armée afin de tester la détermination militaire de Park Geun-hye», la toute nouvelle présidente de Corée du Sud.

Positionnée bien au-delà de la 10e place dans le classement des marines mondiales il y a encore 20 ans, la marine chinoise, forte de plus de 400 bâtiments (plus de 515.000 tonnes) et 255.000 hommes, est en bonne voie pour parvenir à la 2e place, juste derrière l’US Navy, et détrôner la marine russe dans les années à venir si elle maintient son rythme de constructions neuves actuel. Ce dernier avait un peu ralenti entre 2006 et 2008 mais il est reparti de plus belle depuis 2009. Entre fin 2011 et fin 2012, la Chine aura ainsi lancé ou mis en service un porte-avions, 3 sous-marins, 5 destroyers lance-missiles, 5 frégates, 7 corvettes, une vingtaine de patrouilleurs lance-missiles, 4 dragueurs océaniques, 2 transports de chalands de débarquement, 2 pétroliers-ravitailleurs, 2 bâtiments-bases de sous-marins et 2 bâtiments d’expérimentation.

Cela démontre s’il en était encore besoin la volonté impérieuse des dirigeants chinois de faire de leur pays une grande puissance navale. Ils ont bien pris conscience d’une part de l’importance de la sécurisation des voies de communication maritimes pour la bonne marche de leur économie, d’autre part de la raréfaction à venir des ressources énergétiques terrestres et donc de la nécessité d’aller les chercher dorénavant au fond des mers où elles se trouvent en quantité. On assiste ainsi à un regain de nationalisme et de tension pour la possession des îlots situés à proximité de la mer Jaune et en mer de Chine méridionale. Si ces îlots ne représentent pas intrinsèquement un intérêt majeur, ils génèrent en revanche chacun, pour l’Etat propriétaire, une zone économique exclusive de 200 nautiques : dans ces eaux se trouvent des ressources halieutiques importantes et le fond de la mer et le sous-sol marin y recèlent des ressources minérales, pétrolières et gazières abondantes. Cela explique les escarmouches toutes récentes, pour le moment limitées aux seules forces de garde-côtes, à proximité de la mer Jaune dans les eaux jouxtant les îles japonaises Senkaku, dont la propriété est contestée par la Chine et Taïwan qui les appellent les Dyaoyu. La problématique est identique en mer de Chine méridionale pour les îles Spratley et Paracel dont la possession est revendiquée à la fois par la Chine, Taïwan, le Viêtnam, la Malaisie, Brunei et les Philippines.

Officiellement acheté à l’Ukraine en 2000 par un homme d’affaires de Macao pour être transformé en casino flottant, l’ex-porte-avions russe Varyag a bel et bien été achevé à Dalian comme porte-avions, ce qui était une évidence dès le départ. Baptisé Liaoning et mis en service le 24 septembre 2012 avec faste en présence du président Hu Jintao, ce bâtiment permet à la Chine de conforter son statut de grande puissance, la possession d’un porte-avions étant l’apanage des nations importantes, et notamment celles qui sont membres permanents du Conseil de Sécurité de l’ONU. Ce bâtiment va mettre en œuvre des intercepteurs Shenyang J-15, copie chinoise du Flanker Su-33 russe, ce qui a fortement mécontenté la Russie qui en représailles a refusé de livrer les Su-33 que la Chine comptait acquérir pour armer le Liaoning. Toutefois, si la marine chinoise dispose effectivement d’un porte-avions en état de servir, il faudra bien des années encore avant qu’il soit pleinement opérationnel, car elle va devoir acquérir la « culture de l’aviation embarquée » et donc maîtriser les techniques des opérations aéronavales.

Un 3e sous-marin nucléaire lanceur d’engins (SNLE) du type Jin pourrait être mis en service en 2013, mais cela doit être confirmé car ces unités (de même que les sous-marins nucléaires d’attaque - SNA) sont toujours en Chine construites dans le plus grand secret, à l’opposé de ce qui se fait en occident et même en Russie. Il en est de même pour le 3e SNA du type Shang. La construction des sous-marins classiques du type Yuan se poursuit à un rythme rapide : au moins 9 sont en service et la série continue. Un nouveau type de sous-marin appelé Qing, doté d’un long massif, est apparu en 2010 ; un seul exemplaire existe pour le moment ; il pourrait s’agir d’un bâtiment conçu pour l’expérimentation des nouveaux missiles balistiques ou de croisière.

Après avoir testé pendant 5 ans ses 2 premiers destroyers lance-missiles du type Lujang II de conception nationale, la marine chinoise en a commencé la construction en série : 4 autres ont ainsi été mis en service ou lancés depuis 2008, ainsi que les 2 premières unité du type Lujang III (2 autres étant en construction) qui se différencient des 6 premiers par des lanceurs verticaux pouvant également mettre en oeuvre des missiles antinavires, une tourelle d’artillerie de calibre plus élevé et un radar à faces planes plus puissant.

Les frégates du type Jiangkai II ont été construites en grande série ces 5 dernières années puisque 13 sont désormais en service et 5 autres en construction ou achèvement ; c’est le cas également des toutes nouvelles corvettes lance-missiles du type 056 : pas moins de 10 ont été lancées depuis début 2012, la première (Bengbu) étant en service depuis le 24 février 2013. Quatre  chantiers différents réalisent ces corvettes, dont 32 au moins seraient prévues au total. Il en est de même pour les patrouilleurs lance-missiles à coque catamaran du type Hubei que l’on estime à 68 exemplaires en service mais ce chiffre pourrait en fait atteindre 83.

Ces adjonctions n’entraînent pas pour autant une disparition des unités très anciennes car si le nombre de destroyers du type Luda (5 Luda I et 4 Luda III) et de frégates du type Jianghu I (10 encore en service) a baissé, les unités désarmées sont parfois transférées aux différentes administrations paramilitaires chargées de la surveillance des côtes, qui sont elles aussi en pleine expansion. Par ailleurs les navires de combat plus récents ont été modernisés, comme par exemple les destroyers du type Luhu (2) et les frégates des types Jiangwei I (4) et Jianghu V (6).

Les forces anti-mines constituent pour le moment le seul point faible de la Marine chinoise, les nouveaux bâtiments mis en service récemment, types Wozang (2) et Wochi (8) ne semblant pas être très évolués par rapport aux dragueurs océaniques du type T 43 qu’ils remplacent progressivement.

En revanche les forces amphibies connaissent toujours une progression importante. Après la mise en service d’une trentaine de bâtiments de débarquement de chars ces 15 dernières années, ce sont maintenant des transports de chalands de débarquement qui font leur apparition : 2 Yuzhao sont en service et un 3e est attendu incessamment. En revanche, l’existence du 4e, annoncée en janvier 2012, n’est pas confirmée.

Enfin le lancement de 2 nouveaux pétroliers-ravitailleurs du type Fuchi en 2012 confirme la volonté chinoise de se déployer longtemps et loin de ses bases ; elle le fait notamment en océan Indien où la lutte contre la piraterie lui donne maintenant l’occasion d’être présente en permanence avec 2 bâtiments de combat de surface et un bâtiment de soutien.

Les forces maritimes paramilitaires

 

 

En plus de sa marine, la Chine dispose de cinq corps paramilitaires de garde-côtes qui arment de très nombreux bâtiments de petit ou moyen tonnage : la China Custom dépendant du ministère de l’économie et chargée de la lutte contre les trafics illicites dans les eaux territoriales, la China Coast Guard dépendant du ministère de la sécurité publique et chargée de la police dans les eaux territoriales, la China Maritime Safety Administration dépendant du ministère des transports et chargée de l’application de la réglementation maritime dans les eaux territoriales et la zone économique exclusive, le China Fisheries Law Enforcement Command dépendant du ministère de l’agriculture et chargé de la police des pêches dans les eaux territoriales et la ZEE et enfin la China Marine Surveillance dépendant du ministère des ressources naturelles et chargée de la protection de l’environnement maritime dans les eaux territoriales et la ZEE. Ce dernier corps est en pleine expansion puisqu’il va passer de 10 000 à 15 000 hommes d’ici 2020.

La marine chinoise lui a transféré plusieurs de ses bâtiments le 30 novembre 2012 : ont ainsi été cédés les destroyers 131 Nanjing et 162 Nanning du type Luda, le mouilleur de mines 814 Liaoyang du type Wolei (rebaptisé Zhong Guo Hai Jian 112), le bâtiment collecteur de renseignements 723 du type Yanbing (rebaptisé Zhong Guo Hai Jian 111), le navire hydrographique 852 Qimingxing du type 813 (rebaptisé Zhong Guo Hai Jian 169), le navire hydrographique 411 Nan Diao du type 652C (rebaptisé Zhong Guo Hai Jian 168), le navire hydrographique 226 du type Yanlai, le transport de troupes 830 du type Qiongsha et les trois remorqueurs de haute mer 154, 710 et 830 du type Tuzhong (rebaptisés respectivement Zhong Guo Hai Jian 167, Zhong Guo Hai Jian 110 et Zhong Guo Hai Jian 137). En outre la construction de 36 nouveaux bâtiments de moyen tonnage est prévue d’ici 2016.

Il faut donc s’attendre a un accroissement sensible des tensions dans les eaux jouxtant les îlots Senkaku/Diaoyu situés en bordure de la mer Jaune dont la Chine conteste au Japon la propriété et plus au sud, en mer de Chine Méridionale, avec les îles Paracel et Spratley revendiquées par la Chine, Taiwan, le Vietnam, la Malaisie, Brunei et les Philippines. Ce sont en effet les navires de la CMS qui sont chargés d’assurer la présence du pavillon chinois dans ces zones maritimes litigieuses.

B Squadron of 1st The Queen's Dragoon Guards, 'The Welsh Cavalry', swapped their Scimitar vehicles for jungle boots to take part in warfare training in Brunei.

 

 

It’s 50 years since the Indonesian-Malaysian Confrontation when 1st The Queen’s Dragoon Guards operated in the jungles of Borneo. B Squadron were therefore keen to get to grips with the challenging environment in Brunei on Exercise Rukh Eagle.

 

Under a joint defence agreement between Brunei and the United Kingdom, MOD has a small garrison of just over 2,000 people centred around 2nd Battalion The Royal Gurkha Rifles (2 RGR).

 

B Squadron’s training for the exercise took place in slightly different conditions to those associated with the jungle.

Using Sennelager training area in Germany, in mid-winter, with accompanying snow and ice, was a world away from the 30-degree heat and 90% humidity that they would encounter in Brunei itself.

Major Simon Farebrother explained:

The aim of Rukh Eagle was to develop the soldiers’ core dismounted skills in the most challenging of environments, but also to provide a retention-positive experience.

The training started with the basics such as navigation and general survival before progressing to conducting close target reconnaissance (CTR), ambushes and a troop attack in what is arguably the toughest type of terrain to fight and survive in.

 

The jungle environment provided a new challenge for both senior soldiers and those who had just arrived from training establishments; it was not long before the officers and soldiers of ‘The Welsh Cavalry’ really understood the importance of self-administration and basic skills to survive in the jungle.

Trooper Thomas Warner, from Port Talbot, joined the regiment in 2010 and served on Operation Herrick 15. He said:

The physically-demanding terrain and the excessive heat were the most challenging part of Exercise Rukh Eagle.

 

Without doubt the best part was the feeling of accomplishment after completing a tough dismounted exercise alongside Recce Platoon from 2 RGR.

Trooper Rhys Jones, from Whitchurch in south Wales, said:

Nothing could have prepared me for the jungle; working hand-in-hand with the Gurkhas completing tasks such as ambushes, CTRs and section attacks was extremely rewarding and has no doubt made me a better all-round soldier.

 

The stories from the jungle will be with me for life, and I look forward to telling a few in my local.

Both troopers agree that their new-found jungle skills have made them the focus for those who have not benefited from training in such tough conditions.

 

Trooper Jones concluded:

I have senior troopers come up and ask for advice about where it is best to put kit in their Bergen (backpack) and other such questions.

 

Those who did not go to the jungle can see that the tough jungle environment has helped sharpen my basic skills to the next level.

The Queen’s Dragoon Guards are a brigade reconnaissance regiment based in Sennelager, Germany, and are part of 20th Armoured Brigade.

 

They are due to rerole to ‘Light Cavalry’ and move to Swanton Morley in Norfolk as part of the Army 2020 restructuring exercise.

Le Conseil de sécurité devait se réunir jeudi matin à New York afin de voter un texte imposant de nouvelles sanctions à Pyongyang.

 

La Corée du Nord a accusé jeudi les États-Unis de vouloir déclencher une guerre atomique et menacé Washington d'une frappe nucléaire "préventive", quelques heures avant un vote du Conseil de sécurité à l'ONU renforçant les sanctions contre Pyongyang après un nouvel essai atomique. Après avoir fait monter la tension en menaçant de dénoncer l'accord d'armistice mettant fin à la guerre de Corée en 1953, le régime nord-coréen a une nouvelle fois musclé sa rhétorique belliqueuse. "Puisque les États-Unis s'apprêtent à déclencher une guerre nucléaire, (nos) forces armées révolutionnaires (...) se réservent le droit de lancer une attaque nucléaire préventive pour détruire les bastions des agresseurs", a déclaré un porte-parole du ministère nord-coréen des Affaires étrangères, cité par l'agence officielle KCNA.

 

Il a également averti qu'une seconde guerre de Corée était "inévitable" après que Washington et Séoul eurent refusé d'annuler de grandes manoeuvres militaires conjointes prévues la semaine prochaine. Le Rodong Sinmun, le journal officiel du parti unique, a quant à lui brandi la menace d'une "guerre thermonucléaire". "La guerre ne serait pas confinée à la péninsule coréenne", a-t-il averti, dans une allusion à l'arsenal balistique du pays, capable selon lui de frapper le territoire américain, en particulier les îles du Pacifique.

 

Tarir les sources de financement

 

Le Conseil de sécurité devait se réunir jeudi matin à New York afin de voter un texte proposé par Washington et Pékin imposant de nouvelles sanctions à la Corée du Nord pour l'empêcher de se procurer la technologie nécessaire au développement de ses programmes nucléaire et balistique. Il s'agit notamment de geler toute relation financière, y compris les transferts de fonds en liquide, si ces transactions risquent de servir les efforts de Pyongyang pour se doter d'armes atomiques et de missiles à longue portée. Dès l'annonce du 3e essai nucléaire nord-coréen après ceux de 2006 et 2009, le Conseil de sécurité avait annoncé son intention de prendre des "mesures appropriées" dans une nouvelle résolution.

 

Selon l'ambassadeur russe à l'ONU Vitali Tchourkine, le vote de la résolution instaurant ces sanctions devait se tenir vers 10 heures locales (16 heures à Paris). Aucun des 15 pays du Conseil n'a demandé de modification majeure au projet de texte proposé par Washington et Pékin, a-t-il précisé. Après plusieurs séries de sanctions depuis 2006 - répondant à des essais nucléaires ou à des tirs balistiques nord-coréens - sans effet probant sur le régime stalinien, l'ambition de cette résolution est de tarir les sources de financement des programmes nucléaires et balistiques de Pyongyang, selon des diplomates. Elle amplifiera également des sanctions existantes, allongeant notamment la liste noire des entreprises et des responsables nord-coréens frappés de gel de leurs avoirs ou d'interdiction de voyager. Les diplomates nord-coréens seront aussi mis sous surveillance.

 

La Corée du Nord a procédé avec succès en décembre au lancement d'une fusée, à vocation spatiale, selon Pyongyang, en réalité au tir d'essai d'un missile de longue portée, selon les Occidentaux, et, deux mois plus tard, réalisé un 3e essai nucléaire, suscitant la colère de la communauté internationale.

Washington - As Chuck Hagel took over as Barack Obama's new defence secretary amid a controversy over his comments on India's role in Afghanistan, Pentagon - the US defence department headquarters - said that Hagel will work to strengthen ties to India.

 

Hagel's strong commitment to fostering a close defence relationship was reported Wednesday by Washington Free Beacon, the rightwing online newspaper that had disclosed a video-recording of a speech Hagel made in 2011 about Indian aid to Afghanistan.

 

"Secretary Hagel is strongly committed to the US strategic partnership with India and to fostering an even closer defense relationship with India that builds upon the work of Secretary (Leon) Panetta, Deputy Secretary (Ashton) Carter, and their Indian counterparts," Free Beacon quoted Pentagon spokesperson George Little as saying.

 

"Secretary Hagel looks forward to working closely with Indian national security and defence officials," Little told the newspaper that had dug out the controversial comments during Hagel's contentious confirmation hearings with his former Republicans attacking him for his positions on Israel and Iran.

 

In his previously unreleased 2011speech, Hagel had said: "India for some time has always used Afghanistan as a second front, and India has over the years financed problems for Pakistan on that side of the border.

 

"And you can carry that into many dimensions, the point being (that) the tense, fragmented relationship between Pakistan and Afghanistan has been there for many, many years."

 

The remarks raised a furore in New Delhi. However, in a calibrated response to the Free Beacon, the India Embassy said that Hagel's 2011 remarks were not grounded in "reality."

 

"Such comments attributed to Sen. Hagel, who has been a long-standing friend of India and a prominent votary of close India-US relations, are contrary to the reality of India's unbounded dedication to the welfare of the Afghan people," the embassy spokesperson said in an email to the newspaper.

 

"India's commitment to a peaceful, stable, and prosperous Afghanistan is unwavering, and this is reflected in our significant assistance to Afghanistan in developing its economy, infrastructure, and institutional capacities," the spokesperson said. "Our opposition to terrorism and its safe havens in our neighborhood is firm and unshakeable."

 

The existence of the video of Hagel's speech at Cameron University in Oklahoma was disclosed by the online newspaper hours before the decorated Vietnam veteran was confirmed by the Senate after weeks of severe criticism from former Republican colleagues.

 

The former Republican senator from Nebraska, who won two Purple Hearts for his bravery as a soldier during the Vietnam War, was accused of being critical of Israel and weak on Iran's alleged nuclear weapon ambitions.

There is a lot of action on the UAV front in Australia these days. The News (an Australian media outlet) is reporting that t he country is set to sign up for $2 billion worth of UAVs. One of the key jobs of the aircraft would be to detect people smuggling ships.

 

The government will send a letter of request for possible access to the United States Navy’s development program for a high-flying, long-range pilotless aircraft called the Triton, according to the report.

 

In addition, Australian media outlets are also reporting that Defence Minister Stephen Smith confirmed that unmanned combat aerial vehicles were under active consideration for eventual purchase by the government.

NEW DELHI — India will establish two more missile testing sites to complement the existing missile testing range in the eastern state of Orissa.

 

The Defence Research and Development Organization (DRDO) proposes to set up the sites at Rutland Island in the Andaman and Nicobar Islands, and another one at Nagayalanka in Krishna District in the state of Andhra Pradesh.

 

“A proposal for diversion of forest land in Andaman and Nicobar Islands has been initiated by DRDO. A request has also been made to the government of Andhra Pradesh to [use] unassigned revenue and reserve forest land at Nagayalanka,” Defence Minister A.K. Antony said in a written reply to the Indian Parliament.

 

“Both the projects for setting up of Missile Test Ranges are at the initial planning stages and land acquisition process is on,” Antony wrote.

 

An official of DRDO said the missile testing range in the state of Orissa is overloaded.

 

The new test sites will be used for both short-range and long-range missions, the DRDO official said. India is already bulking its Tri-Command based at the Andaman and Nicobar islands. The Tri-Command has been upgraded with infrastructure and additional facilities.

 

The Indian Navy is proposing to station a nuclear submarine and a landing deck platform at the islands in the future, a Defence Ministry source said.

 

The Air Force has decided to place its Russian-made Su-30MKI fighter jets in the Andaman and Nicobar islands and is increasing the number of operable airfields there.

 

The Andaman and Nicobar islands comprise a chain of 572 islands less than 100 kilometers from the Indonesian coast. A joint command was established there in 2001 to boost India’s ability to rapidly deploy troops in the region.

The U.S. Pacific Fleet announced today that the Navy's first littoral combat ship USS Freedom (LCS 1) will depart her homeport of San Diego on March 1 and deploy to the Asia-Pacific region.

 

Making good on a pledge made initially by former Secretary of Defense Robert Gates at the 2011 Shangri-La Dialogue in Singapore, Freedom will deploy to Southeast Asia and Singapore for approximately eight months. Marking the first of many planned rotational deployments to the Western Pacific for the new LCS platform, Freedom will conduct maritime security operations with regional partners and allies.

 

"Freedom's maiden deployment is another clear signal of the Navy's enduring commitment to maintain security and stability in the vital Asia-Pacific region," said Adm. Cecil Haney, commander of the U.S. Pacific Fleet. "Rotationally deploying our new littoral combat ships improves our warfighting capability and directly supports the Navy's rebalance strategy to the Asia-Pacific.

 

"Even in the face of potential budget cuts, there should be no doubt that the U.S. Pacific Fleet remains on watch and that we will continue to deploy our most capable units forward to operate with our allies and partners."

 

After making initial port visits in Hawaii and Guam, Freedom is expected to participate in the International Maritime Defence Exhibition and Conference (IMDEX) in Singapore and in select phases of the Cooperation Afloat Readiness and Training (CARAT) exercise series in Southeast Asia.

 

During the first-ever LCS deployment, Freedom will demonstrate her operational capabilities and allow the Navy to evaluate crew rotation and maintenance plans. Fast, agile, and mission-focused, LCS platforms are designed to employ modular mission packages that can be configured for three separate purposes: surface warfare, mine countermeasures, or anti-submarine warfare. Freedom will be initially manned by her "Gold" crew of 91 Sailors to include mission package personnel and an aviation detachment to operate an embarked MH-60 helicopter.

 

"We are genuinely excited about our deployment," said Cmdr. Timothy Wilke, Freedom's Gold Crew commanding officer. "The men and women of Freedom have worked extremely hard to get us to where we are today, and I couldn't be prouder. We're ready to get out there, work with regional navies and show the world what this ship can do."

 

Freedom will remain homeported in San Diego throughout this rotational deployment to Southeast Asia. Midway through Freedom's deployment, a crew-swap will be conducted with her "Blue" crew, commanded by Cmdr. Patrick C. Thien.

Wellington, New Zealand — New Zealand’s Ministry of Defence has issued a request for information (RfI) for an “Underwater Intelligence, Surveillance, and Reconnaissance (UWISR)” system.

 

It may seem axiomatic that such an obviously maritime nation as New Zealand would maintain a credible anti-submarine warfare (ASW) capability, yet in recent years the focus of the Royal New Zealand Air Force’s six Orion aircraft has been on overland intelligence, surveillance and reconnaissance.

 

The missions system upgrade that marked the Orions’ transition from P-3K to P-3K2 status (in 2011) was accompanied by renaming the Maritime Patrol Force the Airborne Surveillance and Response Force.

 

In August 2008, Air Commodore Gavin Howse, then Air Component commander at Headquarters Joint Forces New Zealand, told Defense News, “we will still be able to do maritime surveillance, but the capabilities on board will make [the P-3K2] an excellent overland surveillance aircraft.”

 

However, it appears the ASW role was neglected, for in December 2011 Air Vice Marshal Peter Stockwell, chief of the Air Force, told Defense News, “We are only maintaining a fairly rudimentary capability in the ASW world at the moment.”

 

However, he added, “There is certainly discussion around the need to modernize the airborne ASW role.”

 

Yet, in November 2012, when asked about ASW capability, Lt. Gen. Rhys Jones, chief of the Defence Force, said, “It is impossible for us to counter every threat, every issue, and that’s where we need to balance things up.”

 

“Submarine proliferation in the area is growing. Is it going to be an issue for us? Yes, it will in the future … but is it a greater priority than overland surveillance or other surveillance that we might need to have in our region?”

 

The UWISR RfI seeks information, by April 4, on a replacement for the P-3K2 Orion’s existing acoustics system, a magnetic anomaly detection (MAD) system and an improved airdropped stores ejection system.

 

Ground training equipment, including a postmission acoustic analysis system and a MAD simulator are included in the RfI.

 

This suggests the Air Force’s ASW capabilities may not remain “rudimentary” as Asia-Pacific submarine fleets expand and modernize.

China's first aircraft carrier, the Liaoning, has relocated to its new home port of Qingdao in eastern China's Shandong province, reports our Chinese-language sister paper Want Daily.

 

As part of its first deployment of the year, the Liaoning reportedly left the port city of Dalian on Feb. 26 and headed down the east coast of China to Qingdao, where it will begin conducting training missions over the Yellow Sea and East China Sea.

 

Qingdao is the headquarters of the People's Liberation Army Navy's North Sea Fleet. It is located only 570 kilometers from the west coast of South Korea and 970km from the Japanese island of Kyushu, according to Kanwa Defense Review magazine, meaning that the Liaoning's relocation to Qingdao is likely related to China's ongoing territorial dispute with Japan over the Diaoyutai (Diaoyu or Senkaku) islands in the East China Sea, which are also claimed by Taiwan.

 

Even though Qingdao has become the new home port for the Liaoning, the aircraft carrier is unlikely to be commanded by the PLA's North Sea Fleet, as it is under the direct control of the Central Military Committee of the Communist Party of China. Carrier-based fighter jets will reportedly continue to conduct landing and take-off exercises aboard the carrier in its new location.

 

Experts believe the experience gained from creating the Liaoning, which took 11 years of refittings before it was transformed from the Soviet ship Varyag into China's first aircraft carrier, could form a foundation for the PLA Navy to construct the country's first domestic carrier in the future.

Finance Minister P Chidambaram will present the Union Budget on Thursday. Given the likelihood of no major increase in defence spending, here is a look at what the priorities of the armed forces are.

 

After the Rs 14,000 crore cut in defence spending in the last financial year, the buzz is that no major increase is likely in the defence budget for the coming year given that the armed forces have pruned their procurement lists focusing on priority equipment to be acquired.

 

The Army’s priority list includes:

 

- Replacement of the Bofors artillery with the OFB upgraded 155 mm gun of longer range

 

- Modern artillery ammunition (bi-modular charges, fuzes etc)

 

- Assault rifles for Infantry (trials underway)

 

- Also bullet proof jackets/helmets for CI operations

 

- Tank ammunition (INVARS missile for T-90 tanks)

 

The Army also wants to replace its 1960s vintage Cheetah and Chetak helicopters, 60 per cent of which are nearly at the end of their service life.

 

The Air Force is going the whole hog putting its weight behind every procurement, big or small, insisting that everything is driven by operational necessity. Fighter, transport and helicopter procurement appears to be on track, the gap in air defence and the Avro replacement is probably the focus could be.

NEW DELHI — India on Wednesday rejected denials by Italy’s Finmeccanica that the company paid bribes to clinch a $748-million contract for 12 British-built helicopters.

 

India in mid-February put payments to the company on hold and asked the Italian firm to reply if any terms of the contract and an “integrity pact” it signed in 2010 had been violated in securing the deal. Finmeccanica, whose chief executive was arrested Feb. 12 in Milan as part of a probe by Italian prosecutors, insisted in its response last week to the Indian government that it acted “correctly” in securing the deal.

 

“We do not believe the company’s reply to the government’s show-cause notice,” Defence Minister A.K. Antony told parliament Wednesday during a debate on the contract. Antony’s statements came as the government agreed to set up a joint parliamentary commission including opposition MPs to probe charges that bribes were paid to swing the deal in favor of Finmeccanica’s British unit, AgustaWestland.

 

“We will go to the root of the issue ... I want to give the maximum punishment to the guilty,” Antony told the upper house of parliament.

 

He also threatened punitive action against Finmeccanica if police establish that the Italian firm violated terms of the contract and used middlemen to influence the deal in favor of its helicopters.

 

Indian police this week filed a “preliminary enquiry” report linking four companies, four Westerners, six Indians and a former Indian air chief marshal to the bribery allegations.

 

India’s defense ministry announced earlier it had “initiated action for cancellation” of the helicopter contract. The purchase came under scrutiny from Italian investigators looking into allegations the group had broken the law by paying bribes to foreign officials, leading to the arrest of Finmeccanica’s boss Giuseppe Orsi.

 

The chopper deal was cleared by Indian Prime Minister Manmohan Singh, whose Congress-led government has been buffeted by a series of corruption scandals that analysts say could affect the party’s electoral chances in 2014 polls.

A 30-member joint committee comprising members of India's two houses of Parliament will now inquire into the AgustaWestland AW101 VVIP helicopter deal that the Indian government signed in February 2010. India suspended payment on the €556-million recently following allegations of illegal pay-offs to middlemen both in India and in Europe.

 

The Indian MoD, incidentally, has also rejected the official response by AgustaWestland on Feb 20 which claimed that the company had complied with all rules. The MoD is expected to send AgustaWestland a follow-up questionaire with a list of specific questions on its relationship with middlemen named in the Italian investigations so far.

 

AgustaWestland delivered three AW101 helicopters to the Indian Air Force in December, and has said in its letter that it expects to be paid "in a timely manner" for the remaining deliveries -- a statement the Indian MoD appears to have scoffed at for now. Updates soon.

TSAMTO - The Myanmar Government has allocated for defense in fiscal year 2013-2014 20.8% of the national budget, or about $ 2 billion, according to "Jane's Defence Weekly," referring to the local sources.

The draft defense budget proposed by the government on February 19, will come into force on April 1. According to experts, the share devoted to the military, reduced compared with appropriations for FY 2012-2013

However, military expenditure for the state budget does not include funds received by the enterprises of the military, which is distributed in accordance with the Law on Special Funds.

Law on Special Funds was adopted in March 2011 and allows the armed forces to use the additional funds without parliamentary oversight.

Due to the growth of foreign investment in the gas sector, the International Monetary Fund expects the gross domestic product of Myanmar from 59 billion dollars in 2013 to 77 billion in 2017, with an annual growth rate of about 7% (Myanmar has developed several large gas fields) .

It should be noted that the sanctions imposed on Myanmar by Western countries, led to the fact that the main suppliers of arms to the market are China and Russia. In 2009, Myanmar ordered 20 MiG-29 in Russia and 60 SS K-8 "Karakorum" in China.

Lors d'un débat parlementaire, A.K. Antony a noté que la justice italienne exigeait d'AgustaWestland des explications sur le versement présumé de millions d'euros de commissions avant l'attribution du contrat indien.

 

"Ils ont répondu. Ils nient tout. Nous ne les croyons pas", a dit le ministre.

Cet événement signifie qu'après quatre ans de travaux, l'espace destiné à accueillir les porte-avions à Qingdao possède désormais les capacités logistiques de le faire, selon un communiqué de l'armée.

 

Le porte-avions Liaoning a quitté mardi le quai d'un chantier naval de Dalian pour se diriger vers Qingdao. Durant le trajet, le bâtiment a mené des essais de son système d'armement.

 

Après avoir été livré à la Marine de l'Armée populaire de libération (APL) le 25 septembre, le Liaoning a subi une série de tests technologiques et de navigation.

Navantia systems FABA Control systems has carried out the first official test of the software for the integrated Control of platform (IPMS, in English), which will equip three ships AWD for Australia. The tests were performed in face-to-face collaboration with the team of inspectors from the shipyard that built the ships in Australia, ASC, as well as with the Royal Australian Navy (RAN). The second test before installation of the software on vessels be held in December.

Tests have been developed throughout the month of February, beginning with meetings beginning of tests (RRT) and ending with results analysis meetings. They have taken place in the facilities of control systems in the shipyard of Navantia Cartagena, on an exhaustive test environment (LBTS), in which each set element of the IPMS is present, reflecting the final configuration of the boat.

The resulting software will serve as reference to parallel simulation program for training of endowments (IPMS TS) for the three destroyers of the Hobart class, ACS shipyard is building at its facilities in Adelaide.

China releases details of a new stealth missile frigate. It’s part of a military modernization process amid ongoing tensions over Beijing's maritime claims in the region.
The first ship of the Type 056 Jiangdao class frigates was handed over to China’s People’s Liberation Army Navy (PLAN) in Shanghai, home to one of the country's largest naval shipyards.
The stealth frigate Number 586 is a new design with sloped surfaces made as clean as possible, it also has  reduced superstructure clutter. It features advanced technologies that will make it harder to detect by radar, visual, sonar, and infrared methods, the Chinese navy said at their website.
China's brand new vessel is armed with a 76-mm main gun based on the Russian AK-176 and 30-mm remote weapon systems. The main anti-ship armament consists of YJ-83 sea-skimming anti-ship cruise missiles in two twin-cell launchers. The primary anti-aircraft armament is one FL-3000N short range missile system with eight rounds. The ship is fitted with a helicopter deck at the stern but has no organic helicopter support facilities.
At 1,440 tons fully loaded, this frigate cruises at an estimated 28 knots and has about a 2,000 nautical mile range.

 

It is considerably smaller than US Navy frigates, about 95.5 meters in length, and is categorized as smaller class of ships known as corvettes.
The ship requires a crew of just 60, one-third the number needed for it its predecessor the Type 053H3 frigate. This brings advantages in efficiency, easier training and recruitment.
Nineteen more frigates of the class are planned to be built for the PLA Navy.
The Type 056 class frigate fleet will boost the PLAN’s ability to defend its territory by patrolling and guarding the waters. It will have the ability to conduct anti-submarine operations and operations against all marine targets.
PLAN forces entered “the new era of mass-production and upgrade in an orderly manner” officials say on the PLAN's website.
The naval renovation comes as Chinese and Japanese vessels have stalked each other for months around the disputed Senkaku Islands in the East China Sea. Last flare-up was at the end of January when a Chinese frigate allegedly locked its weapon-targeting radar on a Japanese vessel, according to the Japan’s Defense Ministry. In the past six months, Chinese frigates have been constantly spotted in the waters of the disputed islands.
China has the second-largest defense spending program in the world after the US and followed by Russia according to the Stockholm International Peace Research Institute.
China has also been working on a new generation stealth aircraft. Flight tests of the twin-engine Falcon Eagle were carried out in northeastern China last October.
The Chinese navy now has about 80 major surface warships including its first aircraft carrier, the Liaoning, which was based on the Soviet ship the ‘Varyag’. After the Soviet Union collapsed the ‘Varyag’ ended up in Ukraine. In 1998 China bought it without an engine or weapons and spent years refurbishing it for research and training purposes.
The Pentagon estimates China also deploys more than 50 submarines, about 50 landing ships and more than 80 missile attack boats, Reuters reports.

Eurofighter Typhoon was never given in writing that its bid for 126 MMRCA was being rejected.

 

NEW DELHI | The European Aeronautic Space and Defence (EADS), which manufactures the Eurofighter Typhoon, medium multi-role combat aircraft, is still hopeful of getting the $18 billion contract to supply 126 MMRCA to the Indian Air Force. It lost out to the French Rafale, manufactured by Dassault Aviation on 31 January 2012, but pins its hope on the fact that the rejection never came in writing.

 

A source in EADS told this newspaper, "In November 2011, when the shortlisting took place, four out of the six contenders were given in writing that they were out of the race. When the name of the L-1 (lowest bidder 1) was declared in January 2012, Eurofighter Typhoon, which was L-2, was not given anything in writing. This is why Typhoon believes that the deal is not yet closed." The source said that Eurofighter Typhoon is gearing up to address the issues on which it faced rejection.

 

David Cameron's recent India visit raised Typhoon's hopes after the British Prime Minister discussed the deal with Prime Minister Manmohan Singh. UK is one of the four partnering countries in the Typhoon programme, along with Germany, Spain and Italy.

 

While negotiations are on between the Ministry of Defence (MoD) and Dassault Aviation, it must be noted that the French aircraft company's commercial bid comes to an end on 31 March 2013. If a decision is not made by this time, the old bid will not be considered and a fresh revised bid will be called for.

 

The British aircraft company, BAE Systems, which is a partner in the Typhoon programme, has said that it is still in India, and if Indian MoD seeks any clarifications, it would provide all answers.

Following a competitive tender, CAE Australia was selected to provide the on-site maintenance and support services for the AP-3C AFS, which is located at RAAF Base Edinburgh in Adelaide, South Australia and used to train RAAF aircrews. In addition, CAE expects to provide a range of simulator upgrades, including a comprehensive upgrade of the visual environment.

Indonesian air forces recently received two of the six Sukhoi Su-30 MKII fighter jets it ordered from Russia, lifting its Sukhoi family aircrafts in operation to 12. The delivery of the two Su-30 MKIIs was conducted late last week, and the fighters arrived in Indonesia's Hasanuddin air force base in Makassar, South Sulawesi province on Friday, February 22, 2013, evening.

Those planes, delivered in unassembled form and transported by Russian strategic transport plane Antonov 124 Ruslan, arrived in Makassar along with 17 crews from Sukhoi plant Komsomolsk-na Amure Aircraft Production Association (KNAPO) tasked to assemble the fighter jets in the Indonesian air force base.

Indonesian army would purchase Black Hawk helicopters from the United States this year, in a bid to strengthen its weaponry, a military officer said here on Monday, February 25, 2013. The plan is part of the Indonesian government's effort to modernize its weaponry.

"Black Hawk is a good choice," said General Pramono Eddie Wibowo, Indonesian army chief of staff after signing an agreement between the army, oil and gas firm PT. Pertamina Persero and BRI bank here at the army headquarters.

Companies like defense giant EADS or steelmaker ThyssenKrupp have become the targets of hacker attacks from China. The digitial espionage is creating a problem for relations between Berlin and Beijing, but Chancellor Angela Merkel has shied away from taking firm action.

 

Very few companies in Europe are as strategically important as the European Aeronautic Defense and Space Company (EADS). It makes the Eurofighter jet, drones, spy satellites, and even the carrier rockets for French nuclear weapons.

 

Not surprisingly, the German government reacted with alarm last year when EADS managers reported that their company, which has its German administrative headquarters near Munich, was attacked by hackers. The EADS computer network contains secret design plans, aerodynamic calculations and cost estimates, as well as correspondence with the governments in Paris and Berlin. Gaining access to the documents would be like hitting the jackpot for a competitor or a foreign intelligence agency.

 

The company's digital firewalls have been exposed to attacks by hackers for years. But now company officials say there was "a more conspicuous" attack a few months ago, one that seemed so important to EADS managers that they chose to report it to the German government. Officially, EADS is only confirming there was a "standard attack," and insists that no harm was done.

 

The attack isn't just embarrassing for the company, which operates in an industry in which trust is very important. It also affects German foreign policy, because the attackers were apparently from a country that has reported spectacular growth rates for years: China.

 

During a visit to Guangzhou during February 2012, German Chancellor Angela Merkel praised China's success, saying it is something "that can be described as a classic win-win situation."

 

But the chancellor could be wrong.

 

For some time now, the relationship between China and the West seems to have been producing one winner and many losers. China is routinely the winner, while the losers are from Germany, France and the United States. They are global companies that are eviscerated by Chinese hackers and learn the painful lesson of how quickly sensitive information can end up in the Far East.

 

Berlin 's Dilemma

 

The relentless digital attack plunges the German government into a political dilemma. No government can stand back while another country unscrupulously tries to steal its national secrets. It has to protect the core of the government and the know-how of the national economy, sometimes with severe methods, if the diplomatic approach proves ineffective. Berlin should threaten Beijing with serious consequences, like the ones the US government announced last week.

 

On the other hand, the German government doesn't want to mar relations with one of its most important international partners. China has become Germany's third-largest trading partner and, from Merkel's perspective, is now much more than a large market for German goods and supplier of inexpensive products. Berlin now views the leadership in Beijing as its most important non-Western political partner.

 

That may explain why Merkel is addressing the Chinese problem abstractly rather than directly. During the high-level government meetings last August, she reminded the Chinese of the importance of "abiding by international rules." When she sent a representative to Beijing in November to tell senior government officials that Germany condemned the cyber espionage, it was done informally and off the record. In the end, Merkel will accept the ongoing espionage attempts as a troublesome plague that Germany simply has to put up with.

 

When SPIEGEL first exposed the scope of the Chinese attacks five-and-a-half years ago, then-Prime Minister Wen Jiabao asserted that his government would "take decisive steps to prevent hacker attacks."

 

But the problem has only gotten worse since then.

 

1,100 Attacks in 2012

 

Last year, Germany's domestic intelligence agency, the Federal Office for the Protection of the Constitution, reported close to 1,100 digital attacks on the German government by foreign intelligence agencies. Most were directed against the Chancellery, the Foreign Ministry and the Economics Ministry. In most cases, the attacks consist of emails with attachments containing a Trojan horse. Security officials noticed that the attacks were especially severe in the run-up to the G-20 summit, targeting members of the German delegation and focusing on fiscal and energy policy. The Green Party has also been targeted before.

 

In mid-2012, hackers attacked ThyssenKrupp with previously unheard of vehemence. The attempts to infiltrate the steel and defense group's corporate network were "massive" and of "a special quality," say company officials. Internally, the subject was treated as a top-secret issue. The hackers had apparently penetrated so deeply into the company's systems that executives felt it was necessary to notify authorities. ThyssenKrupp told SPIEGEL that the attack had occurred "locally in the United States," and that the company did not know whether and what the intruders may have copied. It did know, however, that the attacks were linked to Internet addresses in China.

 

Hackers have also apparently targeted pharmaceutical giant Bayer and IBM, although IBM isn't commenting on the alleged attacks. In late 2011, a German high-tech company, the global market leader in its industry, received a call from security officials, who said that they had received information from a friendly intelligence service indicating that large volumes of data had been transferred abroad.

 

The investigations showed that two packets of data were in fact transmitted in quick succession. The first was apparently a trial run, while the second one was a large packet containing a virtually complete set of company data: development and R&D files, as well as information about suppliers and customers. An external technology service provider had copied the data and apparently sold it to Chinese nationals.

 

Seventy Percent of German Companies Under Threat

 

"Seventy percent of all major German companies are threatened or affected" by cyber attacks, Stefan Kaller, the head of the department in charge of cyber security at the German Interior Ministry, said at the European Police Congress last week. The attacks have become so intense that the otherwise reserved German government is now openly discussing the culprits. "The overwhelming number of attacks on government agencies that are detected in Germany stem from Chinese sources," Kaller said at the meeting. But the Germans still lack definitive proof of who is behind the cyber attacks.

 

The hackers' tracks lead to three major Chinese cities: Beijing, Shanghai and Guangzhou. And from Germany's perspective, they point to a Unit 61398, which was identified in a report by the US cyber security company Mandiant last week.

 

In the dossier, which is apparently based on intelligence information, the Washington-based IT firm describes in detail how a unit of the Chinese People's Liberation Army has hacked into 141 companies worldwide since 2006. The trail, according to Mandiant, leads to an inconspicuous 12-story building in Beijing's Pudong district, home to the army's Unit 61398.

 

Mandiant claims that the elite unit operates at least 937 servers in 13 countries. One of the key Chinese nationals involved has worked under the code name "UglyGorilla" since 2004, while two other hackers use the names "SuperHard" and "Dota." According to Mandiant, the scope of the evidence leaves little doubt that soldiers with Unit 61398 are behind the hacker attacks. The White House, which was notified in advance, privately confirmed the report's conclusions, while the Chinese denied them. "The Chinese military has never supported any hacking activities," said spokesmen for China's Foreign and Defense Ministries, adding that China is in fact "one of the main victims of cyber attacks."

 

The dossier publicly emphasizes, for the first time, what has long been claimed in intelligence circles: that the power apparatus of the Chinese government is behind at least some of the attacks. Following the report's publication, European ambassadors in Beijing moved the accusations to the top of their agenda. The diplomats agreed that China has become too large and powerful for a single European Union country to tangle with it.

 

The US government has now defined the attacks as a key issue, and cyber security is now on the agenda of the Strategic Security Dialogue between Beijing and Washington. China's IT espionage is the biggest "transfer of wealth in history," says General Keith Alexander, head of the US military's Cyber Command. The companies that Mandiant claims were the targets of attacks include one with access to more than 60 percent of the oil and natural gas pipelines in North America. "A hacker in China can acquire source code from a software company in Virginia without leaving his or her desk," says US Attorney General Eric Holder.

 

Last summer, Holder launched a training program for 400 district attorneys to specifically investigate cyber attacks by foreign countries. And last week, Holder presented the government's plan to prevent the theft of intellectual property. Following the Mandiant report, there have been growing calls in the United States for tougher action, including such steps as entry bans for convicted hackers and laws to enhance the options available to companies to fight data theft under civil law. Referring to Beijing, James Lewis of the Center for Strategic and International Studies told the Wall Street Journal: "You've got to keep pushing on them."

 

Germany Like a Developing Country

 

Germany is a long way from increasing pressure on the Chinese. In fact, when it comes to cyberspace, Germany sometimes feels like a developing country. When companies like EADS are attacked, it is a question of coincidence as to whether the German government learns of the incidents. The draft of the country's new IT Security Law, which Interior Minister Hans-Peter Friedrich, a member of the conservative Christian Social Union (CSU) unveiled in early February, at least envisions a reporting requirement for companies that are attacked. But there is a strong chance that the ministries involved in the proposed legislation will destroy the draft before the German national election in September.

 

The government approved a national cyber security strategy two years ago, and Germany's new Cyber Defense Center has been staffed with a dozen officials since then, but it's little more than a government virus scanner. The center lacks authority and clear policies on how the government intends to handle threats originating from the Internet. The federal agencies are "not even capable of appreciably defending themselves against an attack," scoffs a senior executive in the defense industry.

 

The country's foreign intelligence agency, the BND, has the most experience with cyber attacks. The agency, based near Munich, is also involved in digital espionage and has used Trojans and so-called keyloggers in more than 3,000 cases. BND President Gerhard Schindler wants to combine previously scattered personnel into a single subsection, and the necessary new positions have already been approved. An official from the Chancellery will likely head the new group.

 

The BND wants its future capabilities to not only include infiltrating an outside computer system. It also intends to develop a sort of digital second-strike capability to shut down the server of a particularly aggressive attacker.

 

That would be the worst-case scenario.
