The Republic of Singapore Navy (RSN) is conducting a joint annual bilateral maritime exercise, Malapura 2013, with the Royal Malaysian Navy (RMN) at Changi Naval Base (CNB) in Singapore.

 

During the 12-day exercise, around 540 personnel from both navies will participate in joint planning and training at CNB, as well as perform manoeuvres in conventional naval warfare and maritime security, in the Malacca Strait.

 

The RSN will deploy its first DCNS-developed Formidable-class multi-mission frigate RSS Supreme (73), second Victory-class missile corvette RSS Valour and the second Singapore Technologies-built Fearless-class patrol vessel RSS Independence (87) for the exercise.

 

Yarrow Shipbuilders-built Lekiu-class frigate KD Lekiu (F30), in addition to Boustead Naval Shipyard-designed two Kedah-class offshore patrol vessels KD Kelantan (F175) and KD Selangor (F176), will represent the Malaysian Navy.

 

The 23rd in the series of exercises held since 1984, Malapura 2013 has been designed to boost mutual understanding and interoperability, as well as enhance professional ties among participating navy personnel.

 

In addition to bilateral exercises, the two nations collaborate through a number of professional exchanges and courses, as well as multilateral activities under the Five Power defence arrangements.

 

During Malapura 2012, RSN and RMN personnel participated in combined tactical and fire-fighting damage control exercises, while the ships and helicopters took part in conventional warfare and maritime interdiction trials that involved gunnery shoots, as well as air defence and boarding exercises.

 

The two navies are also working closely to boost maritime security through the Malacca Strait patrols arrangement.

 

Malapura 2013 started on 25 February and is scheduled to run until 8 March.

A330 MRTT

The Australian Department of Defence has declared Initial Operational Capability (IOC) of the Airbus Military KC-30A - its designation for the A330 MRTT.

 

The announcement was made on the opening day of the Australian International Airshow, Avalon, by Minister for Defence Stephen Smith (pictured above) and Minister for Defence Materiel Mike Kelly.

 

The Royal Australian Air Force (RAAF) accepted the fifth and final MRTT from Airbus Military on 30 November last year. The aircraft was delivered to RAAF Base Amberley in early December 2012. As well, the RAAF completed the first Australian pilot and Air Refuelling Operator courses at the MRTT training centre (RAAF Base Amberley) in December 2012.

 

Airbus Military Vice President Derivative Programmes, Antonio Caramazana said: “We very much welcome the announcement of the Initial Operating Capability of the KC-30A. This reinforces the fact that the A330 MRTT is the world´s only certified and flying new generation tanker/transport and the RAAF is to be commended for its dedication and commitment to bringing the aircraft to operational status.”

 

In RAAF service the A330 MRTT is equipped with two underwing refuelling pods, the fly-by-wire Airbus Military Aerial Refuelling Boom System (ARBS), and a Universal Aerial Refuelling Receptacle Slipway Installation (UARRSI) enabling it to be refuelled from another tanker. Powered by two General Electric CF6-80E engines, the aircraft equipped with a comprehensive defensive aids suite (DAS) and fitted with 270 passenger seats.

Indian and Russian military scientists are evolving the potent BrahMos supersonic cruise missile into a smaller, sleeker air-launched weapon, it's been announced.

 

The new BrahMos design is for the Indian Air Force's present day frontline fighters, namely the Sukhoi Su-30MKI, Mirage 2000 and other types. It's also set to be the primary weapon fitted to the Indian Air Force's next-generation multirole combat aircraft, of which it's getting 126 examples.

 

With a top speed of around Mach 3.0, the BrahMos is the world's fastest in-service cruise missile. It's produced in a number of versions including ground and ship-launched variants, which serve with the Indian Army and Navy respectively.

 

Equipped with an up-to 300kg warhead, the BrahMos cruises at low altitude and it's 8.4 metres long.

 

Air-Launched BrahMos

 

The air-launched BrahMos variant now in development is expected to be around five metres long, weigh 1.5 tons and have a 290 kilometre range. A relatively quick 18-24 month development programme is scheduled, leading to a first test-flight in late 2014 or early 2015.

 

Induction into the Indian Air Force will then follow and, according to one official, modifications to at least one aircraft type - the Sukhoi Su-30MKI - will be needed.

 

"The [current] BrahMos is 2.5 tons...we need to strengthen the structure of the aircraft and bring the weight down", BrahMos Aerospace CEO Shivathnu Pillai stated in comments recently quoted by Aviation International News. "We also need to strengthen the rocket launcher, for which tests have already been carried out". He added: "Induction into the IAF will be in 2015."

 

BrahMos Cruise Missile

 

It's been reported that Indian Air Force Su-30MKIs will be equipped with three air-launched BrahMos cruise missiles as a standard fit, while other combat aircraft will carry just a single example.

 

In related Indian missile news, it was announced earlier this month that a new addition to the Agni series is now being worked-on. Named the Agni-VI, it's a multiple-warhead intercontinental cruise missile with a range of up to 10,000 kilometres.

The Chinese Navy has received its first brand new Type 056 class stealth frigate.

 

Supplied to the PLA Navy (People's Liberation Army Navy) during a ceremony held in Shanghai on 25 February 2013, the new naval technology represents a huge advance over its Type 053 predecessor.

 

According to defence officials, the supply of this vessel marks the start of a wide-sweeping PLA equipment upgrade. These officials say that the Type 056 class frigate fleet will boost the PLA Navy's ability to defend its territory and look after national security interests.

 

New Chinese Stealth Frigates

 

These new Chinese stealth frigates will be tasked with various missions but, principally, work in the anti-submarine and escort roles. Named ‘Jiangdao', the lead ship was launched on 23 May 2012. Since then, nine more Type 056 frigates have also been launched, out of 20 ultimately expected to equip the PLA.

 

The Type 056's stealth characteristics are produced by its hull shape, which is sharply-sloped and as clean as possible.

 

A pair of twin-cell weapons launchers house YJ-83 anti-ship missiles but the Type 056's primary armament is an FL-3000N surface-to-air weapons system. This frigate cruises at an estimated 28 knots and has about a 2,000 nautical mile range.

 

Chinese Navy Stealth Frigate

 

Significantly, compared to the preceding Type 053 frigate, the new Chinese Navy stealth frigate needs barely 30 per cent of the crew compliment previously required.

 

Currently, only one nation - the US - spends more than China on new defence technologies each year. Right now, the PLA Navy possesses some 80 warships, including its sole aircraft carrier. These are complemented by over 50 submarines and around 50 landing ships.

 

China's Type 053 frigates were introduced in 1974. A total of 53 were built, equipping not only the PLA Navy but also the navies of Burma, Pakistan, Bangladesh, Thailand and Egypt.

 

The first Type 056 stealth frigate's PLA Navy delivery occurs as China and Japan remain at odds over the Senkaku/Diaoyu Islands. Earlier this month, Japan was outraged when one of its navy's ships was radar-locked by a Chinese Navy frigate.

PLA Navy s New Type 056 warship

La première frégate furtive chinoise de type 056 a été livrée lundi après-midi à la Marine de l'Armée populaire de Libération (APL) de Chine à Shanghai.

 

Cette nouvelle génération de frégate sera bientôt mise en service à grande échelle et sa navigation nécessite seulement un tiers des membres d'équipage du modèle précédent de type 053, selon un rapport publié mardi dans le journal de l'APL.

 

La nouvelle frégate devrait être essentiellement déployée pour des missions d'escorte et des opérations anti-sous-marins, indique le rapport.

 

Selon le journal, la livraison de la frégate marque le début de la modernisation systématique des équipements de la Marine chinoise.

 

La nouvelle frégate permettra de renforcer la capacité des Forces navales à sauvegarder la sécurité nationale, l'intégrité territoriale, la souveraineté et les intérêts maritimes. F

TOKYO - Plusieurs navires gouvernementaux chinois sont entrés dimanche dans les eaux territoriales d'îles administrées par le Japon en mer de Chine orientale mais revendiquées avec force par la Chine, ont annoncé les garde-côtes nippons.

 

Trois bateaux de surveillance maritime chinois sont entrés dans les eaux bordant les îles Senkaku, appelées Diaoyu par les Chinois, peu après 13H00 locale (04H00 GMT), selon un communiqué.

 

Quelques heures plus tôt, un patrouilleur avait fait une brève incursion dans ces mêmes eaux. Il avait déjà été repéré samedi.

 

Pékin envoie régulièrement des navires, mais aussi des avions, autour des Senkaku, depuis que l'Etat nippon a nationalisé en septembre trois de ces cinq îles en mer de Chine orientale en les achetant à leur propriétaire privé japonais.

 

Le différend territorial s'était alors brusquement aggravé, avec notamment une semaine de manifestations antijaponaises, parfois violentes, à travers la Chine.

 

Les relations se sont encore tendues début février lorsque Tokyo a affirmé qu'une frégate chinoise avait visé le 30 janvier un bateau militaire japonais avec un radar qui sert à verrouiller une cible à atteindre.

 

Le Japon a demandé des excuses pour cet incident que Pékin a démenti, y voyant une tentative de Tokyo pour salir la Chine.

 

L'archipel inhabité des Senkaku/Diaoyu est situé à 200 km au nord-est des côtes de Taïwan et 400 km à l'ouest de l'île d'Okinawa (sud du Japon). Outre sa position hautement stratégique, l'archipel recèlerait des hydrocarbures dans ses fonds marins.

 

Le Premier ministre japonais Shinzo Abe a prévenu vendredi que son pays ne pouvait pas tolérer les incursions chinoises tout en précisant n'avoir aucunement l'intention de (se) lancer dans une escalade avec Pékin.

SEOUL - La nouvelle présidente de la Corée du Sud a estimé lundi que l'essai nucléaire conduit par la Corée du Nord mi-février menaçait la survie du peuple coréen, mais elle a promis une politique d'engagement avec Pyongyang au pas par pas.

 

Le récent essai nucléaire de la Corée du Nord est un défi pour la survie et l'avenir du peuple coréen, a déclaré Park Geun-Hye, lors de son discours d'investiture à la tête de la Corée du Sud. Qu'il n'y ait pas d'erreur, la principe victime sera la Corée du Nord elle-même.

 

Je ne tolèrerai pas une quelconque action qui menace les vies de notre peuple et la sécurité de notre nation, a ajouté la présidente devant 70.000 personnes rassemblées au sein du Parlement à Séoul.

 

Conformément à sa ligne adoptée pendant la campagne électorable, elle a toutefois souligné qu'elle conduirait une politique basée sur la confiance avec Pyongyang, à l'opposé de son prédécesseur Lee Myung-Bak, adepte d'une ligne dure. Tous deux appartiennent au parti conservateur.

 

Je bougerai au pas par pas, sur la base d'une force de dissuasion crédible, a-t-elle déclaré.

 

Mais les observateurs soulignent que le test nucléaire effectué par le Nord le 12 février, qui a enflammé les faucons de la classe politique sud-coréenne et inquiété la population, risque fort de rendre sa tâche plus difficile.

 

Park Geun-Hye, 61 ans, est devenue lundi la première femme à accéder à la présidence de la Corée du Sud, quatrième économie d'Asie.

 

Elle est la fille de Park Chung-Hee, resté à la tête du pays pendant 18 ans après s'être emparé du pouvoir en 1961 lors d'un coup d'Etat militaire.

 

Il a dirigé le pays d'une main de fer jusqu'à son assassinat en 1979 et son héritage divise encore la nation: artisan du miracle économique sud-coréen après la guerre de Corée (1950-1953) pour les uns, censeur sans pitié des libertés publiques pour les autres.

Le Vietnam préconise toujours d'élargir ses relations multilatérales et diversifiées, et se veut ami et partenaire digne de confiance des pays de la communauté internationale.

 

C'est ce qu'a déclaré le général Nguyen Chi Vinh, vice-ministre de la Défense, en recevant mercredi à Hanoi une délégation d'attachés militaires des pays étrangers au Vietnam.

 

Le général Nguyen Chi Vinh a remercié à cette occasion les dirigeants des armées des pays pour leurs soutiens accordés à l'Armée populaire du Vietnam, ainsi que la coopération étroite des attachés militaires avec le ministère vietnamien de la Défense.

 

Il a souhaité aussi voir les attachés militaires étrangers continuer de jouer le rôle de passerelle entre l'Armée populaire du Vietnam et celle des pays dans comme en dehors de la région, contribuant à l'édification d'une région pacifique, stable, d'amitié, de coopération et de prospérité. -AVI

Australia’s ABC News Breakfast program interviewed the country’s Minister of Defence Stephen Smith on various topics including the F-35 program. From the excerpt below it looks like Australia is looking at the Super Hornet, not just as a stop-gap measure because of delays in the F-35 program, but as part of a mixed fleet. Here is the transcript:

 

News Host: I want to ask you about the F-35 Strike Joint Fighter program. That purchase has been the subject of much criticism. Now the man heading the US F-35 program, he’s told Four Corners (an Australian TV news show) it’s been put into production before proper testing has been done. Is the government still confident with the purchases it’s made?

 

STEPHEN SMITH: We have committed ourselves contractually to two Joint Strike Fighters. We’ll receive those in 2014 in the United States for training purposes. We’ve announced that we will take another 12, effectively our first squadron, but we have not made a judgment as to when we will place the orders for those. I’ve made it clear since the time I’ve become Defence Minister that we won’t allow delays in the Joint Strike Fighter project to leave us with a gap in capability and at the end of last year, we placed a letter of request with the United States authorities to enable us to investigate the potential purchase of up to 24 more Super Hornets.

 

We’ve now got a fleet of 24 Super Hornets, 12 of those can be wired up for the electronic warfare capability Growler, and we’ve got about 70 Classic Hornets. But the delays in the Joint Strike Fighter project do raise a risk of gap in capability and I’ve made it clear we won’t allow that to occur. We’ve always been confident that in the end the plane and the project would get up but it has been subject to very serious scheduling delays and that’s what’s causing us to risk a gap in capability.

 

News host: Because the former Defence Minister Joel Fitzgibbon, he says that Defence officials were running interference to protect the program. Have you ever felt pressured by Defence officials to continue with this program?

 

STEPHEN SMITH: The only pressure I feel is the pressure to make sure that we make judgements which are in our national and national security interests, and it’s not in our national security interests to allow a gap in our air combat capability to occur. To his great credit, Brendan Nelson made sure that we purchased 24 Super Hornets. Joel Fitzgibbon, as one of my predecessors, made sure that that purchase was fully effected.

 

I’ve made sure that we’ve been able to acquire the electronic warfare capability Growler, which is linked to Super Hornets, and I’ll also made sure that we don’t leave any risk that delays in the Joint Strike Fighter project will see a gap in our capability and that conjures up, which we’re investigating, the potential for purchase of more Super Hornets.

 

Now, I’ve also made it clear at the end of last year that we’re now looking not just to the Super Hornets being a gap in capability, but whether into the longer term it makes sense for Australia to have a mixed fleet, a mixed fleet of Super Hornets, Growler and Joint Strike Fighters, which is what you essentially see the United States Navy and Air Force now embarking upon.

The Indian Army has concluded a $76-million deal with HAL for 20 Cheetal helicopters and associated equipment to be supplied over four years. This is the first contract for supply of Cheetal helicopters to the Indian Army. HAL is in the process of supplying an earlier order of 10 Cheetal copters to the IAF.

The Army appears to have overcome doubts about the platform. In 2006, I visited Leh where Army aviation pilots had told me the Cheetal platform didn't appeal to them since HAL had replaced the copter's engine, but not the transmission.

The Cheetal is a re-engined variant (developed as an HAL-funded programme) of the proven Alouette II/Cheetah helicopter that HAL has license-built for over four decades. The Cheetal is powered by a Turbomeca TM 333-2M2 free turbine turboshaft engine which, according to HAL, is more fuel efficient and provides higher payload capability of 90-kg at an altitude of 6-km. "The Cheetal helicopter can operate up to 7-km altitude and has a range of 640-km with an endurance of 3.5 hours. The Cheetal is fitted with a full authority digital engine control (FADEC) system for engine control and an Electronic Backup Control Box (EBCB) system which automatically takes over engine control in the event of FADEC failure," says HAL in a statement.

FULLERTON, Calif. – ThalesRaytheonSystems today announced full system acceptance has been finalized with the Royal Malaysian Air Force for the Malaysian Air Defense Ground Environment Sector Operations Center III (MADGE) Program. The MADGE system operates in real-time and features multi-radar tracking and a flexible human-machine interface. The GM 400 radar will provide additional long-range surveillance capabilities for the Royal Malaysian Air Force.

Hsiung Feng III (HF-3) supersonic anti-ship missile

Taiwan is equipping 16 of its frigates with its supersonic Hsiung Feng 3 anti-ship missile. Taiwan has already armed four destroyers, 12 corvettes and 31 patrol boats with this missile. The Hsiung Feng 3 will now replace subsonic missiles on eight Perry class and six Lafayette class frigates as well as two more Perrys coming from the United States.

 

The 6.1 meter (19 foot) long Hsiung-feng 3 weighs 1.5 tons, has a 181 kg (400 pound) warhead and a top speed of 2,300 kilometers an hour. Max range is 300 kilometers. It uses inertial and GPS guidance to get to the general vicinity of the target, then several other sensors to lock on to a specific ship and hit it. The smaller Hsiung-feng 2 has a range of 160 kilometers and less extensive electronics.

 

Taiwan tends to develop its new weapons quietly and then suddenly reveal them. The Hsiung Feng 3, for example, suddenly began showing up in military parades, with little official comment, several years ago. One reason for keeping quiet about new weapons is that it keeps the press away from embarrassing development problems. There were some additional difficulties with the Hsiung-feng 3, after it went into production. The worst of these had to do with the very high speeds and damage that this caused to some components. It's also believed that the max range was reduced to only 150 kilometers for a period of time because of teething problems.

 

The Hsiung-feng 3 is also being installed on a new 500 ton class of stealth corvettes. For these ships the designers are being asked to get as many of the large (for a 500 ton ship) Hsiung-feng 3s on it as possible (up to eight). In addition there will be eight of the smaller Hsiung-feng 2. These new corvettes are the continuation of a trend in the Taiwanese Navy, which sees small ships carrying a lot of anti-ship missiles as the key to success against the Chinese navy.

 

Taiwan already has a number of sub-sonic cruise missiles. The Hsiung Feng 2E is a 6.1 meter (19 foot long) cruise missile that weighs a ton, has a204 kg (450 pound) warhead and a top speed of 800 kilometers an hour. Max range is 600 kilometers. It uses inertial and GPS guidance. The Hsiung Feng 2E was developed from the Hsiung Feng 2 anti-ship missile. This was a smaller weapon (.685 ton), with a range of 160 kilometers. It entered service in the early 1990s, and by the late 1990s, developers were working on turning it into a cruise missile. The Hsiung Feng 2E can be launched from ships or from land and can threaten Chinese targets several hundred kilometers inland.

 

Two years ago Taiwan admitted that some of their warships were already equipped with the Hsiung Feng 3. This weapon was in development for over a decade, and it was rumored that production began four years ago. Some 300 of these missiles are believed to be in service (aboard ships or in land based launchers).

NEW DELHI: A smaller variant of the 290-km range BrahMos supersonic cruise missile is being developed for arming IAF's fighter aircraft. 

A new version of the missile is to be fitted on the frontline aircraft of Air Force including Su-30MKI, Mirage 2000 and the future inductions such as the 126 multirole combat aircraft, BrahMos officials said today. 

For the first time, the Indo-Russian joint venture showcased the model of the new missile at the 15th anniversary celebrations of the tie-up between the two countries. 

"Dr A S Pillai (of the venture) has assured us that BrahMos will be developing a miniaturised version of the missile for our other aircraft and the future inductions," IAF chief Air Chief Marshal N A K Browne said. 

BrahMos officials said the range of the missile would be 290-kms and it would be smaller by around three metres as compared to the present missile. 

At the moment, IAF and BrahMos are working on a Rs 6,000 crore project for integrating an air-launched BrahMos on the SU-30 MKI aircraft to allow the warplane to carry one missile under its belly. 

After the new missile is developed, the SU-30MKI would be able to carry three missiles while other combat jets of the IAF would be able to carry one each, they said. 

BrahMos Aerospace is also planning to carry out the underwater testfiring of the missile in near future which is expected to pave way for its induction into the Indian submarine arm.

Without elaborating on how the policies will be reframed, Antony said, “the government is going to have a second look at both the defense procurement procedure and the defense production policy and amend it in a manner so that the industry can take more interest in defense production.”

 

An MoD official said emphasis will have be laid on domestic weapon production over imports.

 

Defense analysts here, however, said the government has been saying this (to boost homemade production) for a decade, and yet it still imports a majority of its weapons because the domestic industry is not ready to produce high-tech equipment.

 

“Low levels of foreign direct investment at only 26 percent in joint ventures and uncertainty about the potential of defense markets for the private companies compared to the state-owned defense companies is the main reason for the slow growth of the Indian defense industry,” said defense analyst Nitin Mehta.

 

Antony called on the senior functionaries of the defense forces to give extra importance to using homemade products when planning weapon procurement.

 

“While drawing up the list of products for their operational requirements, the services should look at the availability of the same in the country first. Imports should be the last resort,” said Antony.

 

The Indian Defence Research and Development Organisation (DRDO) has teamed up with Russia and Israel to develop high-tech weapons, including the BrahMos supersonic cruise missile, which is operational, and the Indo-Israeli medium-range surface-to-air missile, which is under development.

 

However, several of the homemade projects by DRDO have been delayed by years or even decades, incurring huge cost overruns.

 

“The Indian defense forces have to meet their weapon needs from overseas purchases and will continue to do so as the Indian defense industry cannot mature unless the government loosens controls over investments and encourages the private sector defense companies compared to the state-owned companies,” added Mehta.

BEIJING — China considered using a drone strike in a mountainous region of Southeast Asia to kill a Myanmar drug lord wanted in the murders of 13 Chinese sailors, but decided instead to capture him alive, according to an influential state-run newspaper.

 

The plan to use a drone, described to the Global Times newspaper by a senior public security official, highlights China’s increasing advances in unmanned aerial warfare, a technology dominated by the United States and used widely by the Obama administration for the targeted killing of terrorists.

 

Liu Yuejin, the director of the Ministry of Public Security’s antidrug bureau, told the newspaper in an article published online on Tuesday that the plan called for using a drone carrying explosives to bomb the outlaw’s hide-out in the opium-growing area of Myanmar, in the Golden Triangle at the intersection of Laos, Thailand and Vietnam.

 

China’s law enforcement officials were under pressure from an outraged public to take action after 13 Chinese sailors on two cargo ships laden with narcotics were killed in October 2011 on the Mekong River. Photos of the dead sailors, their bodies gagged and blindfolded and some with head wounds suggesting execution-style killings, circulated on China’s Internet.

 

It was one of the most brutal assaults on Chinese citizens abroad in recent years. Naw Kham, a member of Myanmar’s ethnic Shan minority and a major drug trafficker, was suspected in the murders.

 

A manhunt by the Chinese police in the jungles of the Golden Triangle produced no results, and security officials turned to a drone strike as a possible solution.

 

Dennis M. Gormley, an expert on unmanned aircraft at the University of Pittsburgh, said of the reported Chinese deliberations, “Separating fact from fiction here is difficult.” But he added, “Given the gruesome nature of the 2011 killings and the Chinese public’s outcry for action, it’s not at all surprising to imagine China employing an armed drone over Myanmar’s territory.”

 

Mr. Gormley said the decision not to carry out a drone strike might reflect a lack of confidence in untested Chinese craft, control systems or drone pilots. “I think China’s still not ready for prime time using armed drones, but they surely will be with a few more years of determined practice,” he said. “And they surely will have America’s armed drone practice as a convenient cover for legitimating their own practice.”

 

China’s global navigation system, Beidou, would have been used to guide the drones to the target, Mr. Liu said. China’s goal is for the Beidou system to compete with the United States’ Global Positioning System, Russia’s Glonass and the European Union’s Galileo, Chinese experts say.

 

Mr. Liu’s comments on the use of the Beidou system with the drones reflects the rapid advancement in that navigation system from its humble beginnings more than a decade ago.

 

The experimental navigation system was started in 2000 and has since expanded to 16 navigation satellites over Asia and the Pacific Ocean, according to an article in Wednesday’s China Daily, an English-language state-run newspaper. The Chinese military, particularly the navy, is now conducting patrols and training exercises using Beidou, the paper said.

 

As an example, China Daily quoted the information chief at the headquarters of the North Sea Fleet, Lei Xiwei, as saying a fleet with the missile destroyer Qingdao, along with the missile frigates Yantai and Yancheng, entered the South China Sea on Feb. 1 using the Beidou navigation system to provide positioning, security and protection for the fleet.

 

As China has been vastly improving its navigation system, it is also making fast progress with drones, and many manufacturers for the military have research centers devoted to unmanned aerial vehicles, according to a report last year by the Defense Science Board of the Pentagon.

 

Two Chinese drones, apparently modeled on the American Reaper and Predator unmanned aerial vehicles, were unveiled at the Zhuhai air show in November. A larger drone Western experts say is akin to the American RQ-4 Global Hawk is also known to be in the Chinese arsenal.

 

One of the Chinese drones, the CH-4, had a range of about 2,200 miles and was ideal for surveillance missions over islands in the East China Sea that are the subject of a dispute between China and Japan, an official with the China Aerospace Science and Technology Corporation said at the Zhuhai air show.

 

China has acknowledged a pilot program that uses drones as part of its stepped-up surveillance of its coastal areas, as well as in the South China Sea and the East China Sea.

 

The State Oceanic Administration has said that by 2015, it plans to use drones along China’s coastline on a permanent basis and will establish monitoring bases in provinces along the coastline for drones.

 

As for Naw Kham, the fugitive, he was captured by Laotian authorities at the Mekong River port of Mong Mo after a six-month hunt in the jungles of the Golden Triangle by the combined police forces of China, Myanmar, Thailand and Laos. After his extradition to China, Naw Kham received a death sentence from a Chinese court in Yunnan Province and awaits execution.

 

“We didn’t use China’s military, and we didn’t harm a single foreign citizen,” Mr. Liu bragged after the arrest in April 2012.

China will buy Russia’s state-of-the-art jetfighters Su-35.

An intergovernmental agreement to that end was signed in January, with the parties due to start consultations on drawing up a contract to that end at an early date, Deputy Director of the Federal Service for Military Technological Cooperation Vyacheslav Dzirkaln has told reporters.

He failed to specify the number of aircraft to be supplied to China, but said that Beijing will get the aircraft that will be ready for operational service.

Su-35 has been designed by the Sukhoi Design Office. It is an updated air-superiority multipurpose jetfighter that makes use of the fifth-generation technologies.

The new Chinese jet transport, the Y-20 flew for the first time on January 26th.  For the first time, China has developed a large jet military transport. The Y-20 aircraft is similar to the American C-17 and appears to have a max weight of 220 tons and a max payload of 80 tons. The Y-20 will likely include many characteristics of the 195 ton Il-76, a Russian heavy transport that can carry up to 50 tons and that the Chinese have been using for decades.

 

The two existing Y-20 prototypes had been undergoing ground taxi tests two weeks before the first flight. China has since revealed that it had developed composite materials for many components of the Y-20. These strong and lightweight materials were formerly only available from Western suppliers. China expects most of the Y-20 components to come from China. While the engines are Russian made, these will eventually be replaced by Chinese made ones.

 

The American C-17 entered service 17 years ago, two years after its first flight and each one has a useful life of 30,000 flight hours. China has yet to reveal similar performance data for the Y-20. The 290 ton C-17 can carry up to 100 tons (including one M-1 tank) anywhere in the world because of in-air refueling. The C-17 costs about $250 million each. Britain, with eight, is the largest foreign user of the C-17. Australia and the UAE each have six, while Canada and Qatar each have four. India has ordered ten. The U.S. Air Force operates 203. China does not need that many Y-20s but it does want to get away from depending on Russia for heavy transports. Dealing with Russia can be difficult.

 

For example, last year China revived, in part, a 2005 deal to buy Il-76 transports from Russia. The new arrangement only involved China buying ten refurbished Il-76s. Back in 2005, China placed a $1.5 billion order for 38 Il-76 transport planes and Il-78s (tanker versions of the Il-76). A year later China cancelled the deal when Russia tried to up the price 27 percent. China went looking elsewhere, including urging its domestic aircraft manufacturers to come up with something. That process eventually led to the Y-20, but in the meantime China needs some more jet powered military transports. At this point, it appears China will not be buying a lot of Il-76s and by the end of the decade will be using Y-20s and competing with the Il-76 and C-17 for export sales.

China has developed an ACMI (Air combat maneuvering instrumentation) system for training pilots. Development began in 2000 and two generations of ACMI pods have been developed for the aircraft undergoing this training. The current Chinese ACMI system can track a hundred aircraft at once and record all their activities. The ACMI pods record information of individual aircraft and that provides a very complete record of who did what and when. This was essential to get the most out of using your own aircraft for "aggressor (or dissimilar) training". This involved trainees flying against Chinese pilots trained in the tactics used by potential foes, flying aircraft similar in capabilities of enemy warplanes. The ACMI system allowed for trainee pilots to get detailed descriptions what they did right and wrong and how to fix their mistakes. This sort of thing not only creates better combat pilots but identifies who the “naturals” (potential aces) are.

 

These dissimilar training innovations began in the 1969, when the U.S. Navy established the original "Top Gun" fighter pilot school. This was done in response to the poor performance of its pilots against North Vietnamese flying Russian made fighters and using Russian tactics, with some Vietnamese innovations added. What made the Top Gun operation different was that the training emphasized how the enemy aircraft and pilots operated, thus the term "dissimilar training".

 

Before the 1969 innovations American pilots practiced against American pilots, with everyone flying American aircraft and using American tactics. It worked in World War II, because the enemy pilots were not getting a lot of practice and were using similar aircraft and tactics anyway. Most importantly, there was a lot of aerial combat going on, providing ample opportunity for on- the- job training. Not so in Vietnam, where the quite different Russian trained North Vietnamese were giving U.S. aviators an awful time. The four week Top Gun program solved the problem. The U.S. Air Force followed shortly with its Red Flag school. In the early 1980s, the Russians established a dissimilar air combat school, and the Chinese followed in 1987.

 

The U.S. developed the ACMI pods in the 1970s and they have undergone continuous improvement ever since. The pods collect and transmit to the ground ACMI station aircraft information which includes speed, altitude, attitude, current G-forces, ascent/descent rate, turn rate, yaw rate, roll rate, engine power, missile cue, rocket cue, gun cue, bomb cue, weapons release points. This last item allows the ACMI to calculate the range, trail, heading of each weapon. In air combat this would mean simulated gunfire or use of air-air missiles. About the time the Chinese began developing their ACMI the U.S. began developing methods to do away with the ACMI pod and use the internal data systems on the aircraft to do what the pods had been doing.

The United States Air Force (USAF) F-16 jets returned to RAAF Base Williamtown on Sunday the 17th of February to participate in the Royal Australian Air Force (RAAF) Fighter Combat Instructors course (FCI).

The Commander of Air Combat Group, Air Commodore (AIRCDRE) Tony Grady, explained that the five-month FCI course takes RAAF’s best fast jet pilots, Air Combat Officers and Weapon Systems Officers and develops their skills in air combat tactics.

“To be a Fighter Combat Instructor, you need to have attained the highest level of leadership as a fighter pilot to even qualify for this course, so the training is very highly regarded,” AIRCDRE Grady said.

The USAF F-16 Viper Squadron, are some of the best pilots in the world and assisted with the last FCI Course in 2011. Their participation in this course offers the opportunity for our aircrew to train with the world’s best.
 
“The culmination of the course will be conducted from RAAF Base Darwin and RAAF Base Tindal for Exercise Aces North,” AIRCDRE Grady said.

RAAF F/A-18A/B Hornets and F/A-18F Super Hornets will also be supported by the E-7A Wedgetail and the KC-30 Multi-Role Tanker Transport.

USAF F-16 visits will follow RAAF Base Williamtown procedures to reduce noise impacts for the Port Stephens community, and the majority of fast jet flying will be conducted in over water areas east of RAAF Base Williamtown.

The Defence Minister Shri A K Antony reviewed the progress on various steps taken to enhance the Coastal Security of the country here today. He acknowledged the action taken for installation of 46 Coastal Static Radars (36 in Mainland and 10 in Island territories) which would help in identification and monitoring of maritime traffic. Shri Antony asked the officers to expedite on Phase-II of Coastal Security Initiatives which would translate into a robust and gap free Maritime Domain Awareness. 

He stated that a seamless and integrated approach by all the stakeholders- various union Ministries, Coastal State Governments and Coastal communities is essential for a fool proof Coastal security. The Minister emphasized that fishermen in the Coastal States are the eyes and ears for overall Coastal security and they should be made an integral part of all our security planning. 

Shri Antony called for urgent and immediate action possible from all stakeholders in matters of coastal security and wanted all concerned to work in a coordinated manner so as to ensure a seamless and robust coastal security mechanism. 

The Defence Minister was appreciative of the conjoined exercises undertaken by Coast Guard and directed that the next such conjoined exercise should be with the states of Maharashtra and Gujarat. The meeting was attended by the Chief of Naval Staff Admiral DK Joshi, Defence Secretary Shri Shashi Kant Sharma and other senior officials from Ministry of Defence, Indian Navy and Coast Guard.

Bangalore. The Indian Air Force (IAF) is looking at 10 AWACS (Airborne Warning and Control Systems Aircraft) on western platforms.

 

Chief of Air Staff Air Chief Marshal NAK Browne told India Strategic that right now, IAF is negotiating for two IL 76-based AWACS with Israel, in addition to the three already acquired. But the future platforms would be western, either the Boeing 767 or Airbus A330. The Air Chief also released the Aero India editions of India Strategic and the Show Daily.

 

Significantly, he said, the radar systems would be provided by DRDO, either indigenously or through collaboration. The idea is to develop indigenous capability, something the IAF and the other Services, Army and Navy also support.

 

DRDO is already working on smaller airborne intelligence systems on Brazilian Embraer 145 aircraft. But to fix a radome on a big aircraft would pose two challenges: One, the development of the system and two, its integration on big aircraft like the Boeing 767 or Airbus A 330.

 

In fact, aircraft technologies are easier to manage than the AWACS systems, which demand futuristic sophistication.

 

Israelis are among the best in EW and AWACS technologies though, given the fact that they learn a lot from the research done in the United States and some other western countries. But how much they share with India, or other countries, is a matter of both good relations and money.

 

Air Chief Marshal Browne pointed out that the Air Headquarters was working on the AWACS requirement in consultations with DRDO, and that an RfP (Request for Proposals) for the new platforms should be issued in 2014.

 

It may be noted that the IL 76 aircraft were made by the Soviet Union with factories in its constituent states. Russia is likely to unveil its own version of IL 76 in 2014 but by the time it comes to the market for exports, it would be a while.

 

On the acquisition of Rafale MRCA, the Air Chief said that several aspects of the deal had been finalized, and that he expected the discussions between the French Dassault-led Rafale International and the Ministry of Defence to be over by May or so. The file would then go to the Finance Ministry, and once okayed there, then to the Cabinet Committee on Security for approval and sanction.

 

He was hopeful that this entire process should be over by July

 

Air Chief Marshal Browne said that IAF was happy with the acquisition of Pilatus trainer as the younger pilots were really in need for an ab initio machine to begin their flying careers. IAF has just got the first lot of the aircraft, 75 of which have been ordered from its Swiss maker.

Defence Minister Shri A K Antony has called for aggressive Indigenisation in Defence Production. Addressing the Defence Ministry Consultative Committee Meeting on Defence Shipyards in Delhi today, he said this will not only include Defence PSUs but also the private sector. Shri Antony said to achieve this both public and private sector must invest more on research and development. The Minister said the stress on Indigenisation is required because of delay in supplies from foreign vendors which sometimes happens due to change in policy. He said sometimes we find the quality of imported equipment is also not upto the mark. While advocating more and more cooperation between public and private sector Defence industry, the Minister cautioned that this will not be done at the cost of Defence PSUs.

 

The Defence Minister also directed the Defence Ministry officials to explore the possibility of setting up an institution to cater to the design needs of the Armed Forces related to ships, submarines, aircraft and other equipment. He said “I must also state that the design capabilities of Indian Defence Shipyards leave much to be desired. One of the major challenges, facing the shipyards is the lack of design capabilities.” Shri Antony said, shipyards and Navy should take immediate measures to upgrade their design house or tie up with well known global majors.

 

The Defence Minister said the Defence shipyards constitute an important element of India’s indigenous Defence production capabilities. The Minister informed the members that the total value of production of the three Defence shipyards during the year 2005-06 was Rs. 1430.33 crore, which rose to Rs 2557.51 in 2006-07. He said unlike other DPSUs, the Defence shipyard share a very close relationship with their customer i.e. Indian Navy. The Defence Minister said, the Navy has prepared a maritime perspective plan that outlines the total requirement of ships, submarines, etc. upto the year 2022. Shri Antony also informed the members that the three shipyards i.e. Mazagon Dock Limited, Garden Reach Shipbuilders and Engineers Ltd and Goa Shipyard Ltd are Miniratna category I and have shown consistent profits during the last three years. He said today the ‘order-book’ position of the three shipyards is comfortable. “The shipyards have embarked on major modernization projects and their focus is on reducing build times and keeping abreast of various technological developments in shipbuilding. Thus, in future a holistic approach on shipbuilding is proposed to be followed by the shipyards”, the Minister added.

 

The members while appreciating the performance of the three shipyards made various suggestions to further improve their working. Many members were of the view that the shipyards should seriously look into the problem of time and cost overrun. A member suggested that instead of going for outsourcing the shipyard should try to develop required capabilities, indigenously.  A suggestion was also made to send the engineers and technicians from these shipyards to abroad for higher training instead of going for outsourcing. A member suggested the need for benchmarking the products for shipyards so that it could be compared with the best in the world. Another member suggested that salary structure of technicians in the shipyards to prevent them from quitting the job in large numbers. Another member suggested that Government should explore the possibility for securing order for these shipyards from abroad.

 

Earlier, Shri PK Rastogi Addl Secretary Defence Production gave a detailed power point presentation about the three shipyards.

India is interested in continuing the licensed production of Russian T-90C tanks. This came in a statement by Chief Executive of the Russian-Indian tank contract, General Director of "Uralvagonzavod" scientific industrial corporation Oleg Siyenko at the IDEX-2013 arms fair. On Monday, a Russian T-90C tank participated in a dynamic demonstration of technical equipment at the exhibition in Abu-Dhabi, and earned a lot of praise from experts.

 

On the basis of total characteristics, today the T-90C tank is the best tank on the international market. According to Siyenko, "there are hundreds of already manufactured tanks". This tank is produced on the base of the Russian license at a tank factory in the city of Avadi, in the state of Tamil Nadu. Today, the T-90C tank is the main striking force of the Indian army. India is interested in transition from the currently existing large-unit assembly to complete localization of production and subsequent modernization of the previously jointly manufactured machines. According to estimations of experts, in 2014-2019, India can additionally purchase about 600 new, modernized T-90C tanks and start their complete licensed production on the spot.

 

Today, India sticks to the same pattern at other enterprises producing various military equipment under Russian licenses. Indian Corporation "Hindustan Aeronautics Ltd" produces one of the world's best fighters Su-30 MKI under the Russian license. Today, together with India we manufacture a prospective fifth generation fighter - FGFA (Fifth Generation Fighter Aircraft). It is for several years now that the Russian-Indian BrahMos joint venture, named in honor of the Russian Moscow River and the Indian Brahmaputra, produces the fastest BrahMos cruise missiles.

 

Meanwhile, Russian designers are working at a new tank of the fifth generation. It requires radically different engineering and technical solutions, editor-in-chief of the National Defense magazine Igor Korotchenko says.

 

“This tank will be controlled remotely. This project will be the first step on the way to a fully «unmanned» weapon, to so-called combat robots, about which science fiction authors wrote last century”.

 

And who knows, maybe, this tank can also be created by a joint effort of Russian and Indian gunsmiths.
