Le groupe de défense italien Finmeccanica, au centre d'une enquête sur des soupçons de corruption pour remporter un contrat de vente d'hélicoptères en Inde, a déclaré mardi être prêt à coopérer avec les autorités indiennes pour faire la lumière sur l'affaire.

 

Le ministre indien de la Défense a menacé la semaine dernière sa filiale AgustaWestland de dénoncer le contrat de 12 hélicoptères, d'un montant de 750 millions de dollars (560 millions d'euros), sauf s'il pouvait démontrer qu'aucun pot-de-vin n'avait été versé. (voir )

 

Dans un communiqué publié mardi, Finmeccanica a déclaré ne jamais avoir enfreint la loi indienne depuis qu'il a commencé il y a 40 ans à s'intéresser à ce marché stratégique. Il a ajouté avoir confiance dans le fait qu'AgustaWestland pourra montrer qu'il avait agi légalement.

 

"Finmeccanica a confiance dans le fait qu'AgustaWestland pourra montrer qu'il a totalement respecté la loi indienne", a déclaré le groupe.

 

Dans son communiqué, Finmeccanica, dont l'Etat italien détient 32% du capital, s'est dit "prêt à coopérer avec les autorités indiennes pour apporter des éclaircissements sur l'affaire".

 

Le groupe italien précise que la coopération sera conforme aux "procédures internationales applicables à une enquête de ce type".

CAE Australia today announced that it has completed a comprehensive visual system upgrade for the Royal Australian Air Force's (RAAF) C-130J full-flight and mission simulator (FFMS) located at RAAF Base Richmond.

 

The simulator re-entered service ahead of schedule last month following minimal downtime and is now providing the RAAF with an enhanced and more realistic virtual environment to conduct flight and mission training. The simulator is used in conjunction with training on real aircraft, providing a near seamless transition for students throughout their conversion to the C-130J Hercules.

 

"The new visual system offers significantly increased visual fidelity, including better colour, sharper imagery and improved brightness," said Squadron Leader Scott van Ginkel, C-130J Training Flight Commander for the RAAF's No. 285 Squadron. "We conduct as much training as possible in simulation, because it is safe and cost-effective, and the C-130J simulator is our primary training aid for accomplishing this objective. The visual upgrade has delivered the improved realism required for military flying training, particularly low-level tactical operations and night vision goggles, so the RAAF now has a simulator that delivers enhanced operational mission training."

 

RAAF Commander Air Lift Group, Air Commodore Gary Martin, said that it was imperative for the Australian Defence Force to have the best quality of graduates from its six-month C-130J conversion course.

 

"There's a tremendous responsibility placed on our C-130J crews, who must be called upon to respond to short-notice and highly-complex tasks in Australia and abroad," Air Commodore Martin said. "We therefore need the best possible training available to take an ab initio pilot and turn them in to a skilled C-130J operator."

 

The RAAF C-130J FFMS was upgraded with the latest generation CAE Medallion-6000 image generator as well as Liquid Crystal on Silicon (LCoS) high-resolution projectors and displays. In addition, the RAAF C-130J FFMS now incorporates the CAE-developed common database (CDB) technology, which is an open database architecture that is rapidly updateable and enables correlated distributed mission training.

 

"CAE Australia has a long-standing relationship with the Australian Defence Forces and we are committed to the in-service support of the simulators and training devices that play such a key role in training ADF aircrews," said Peter Redman, Managing Director of CAE Australia. Singapore - Singapore has signed a contract for two additional Sikorsky S-70B seaborne helicopters, with the rotocraft due in 2016.

 

The two new helicopters will have a "different weapons kit" to Singapore's existing fleet of six S-70Bs, says an industry source.

 

The source, however, declined to provide exact details about how the two new helicopters will be equipped.

 

Singapore's existing S-70Bs, which were inaugurated into service in January 2011, are optimised for anti-submarine warfare, with an L-3 Long-Range Active Sonar and torpedoes.

 

According to Sikorsky's website, the S-70B can be configured for several other missions including anti-surface warfare (ASuW), search and rescue, medical evacuation and vertical replenishment.

 

In the ASuW role, the S-70B can be equipped with 4-8 Lockheed Martin AGM-114 Hellfire missiles, as well as machine guns and cannons.

 

Although Singapore's S-70Bs operate from the nation's six Formidable-class frigates, they are flown and maintained by air force personnel.

While spending billions of dollars on defense equipment, India's military faces a number of challenges in its quest to enter the 21st century.

 

The old saying that a developing country is at a crossroads, whether it’s India or Indonesia, is especially tempting when it comes to India’s armed forces. Decades of underinvestment, corruption, bureaucratic ineptitude and hazy strategic thinking have left the country with a decidedly mixed bag of military capabilities.

 

On one hand it is strengthening its strategic arsenal, with a triad of nuclear options preparing to come online and well-documented successes in ballistic and cruise missiles (the latter with some serious assistance from Russia). It also has a healthy appetite: despite recent budget cuts across the federal government, my IHS Jane’s colleague Craig Caffrey predicts that defense spending will reach USD 64.5 billion by 2020, with annual spending on equipment alone expected to reach USD 17.4 billion.

 

On the other hand, India has a world of problems: it has obsolete artillery and air defense systems; a rigid attitude to military doctrine and interservice cooperation; a navy whose only aircraft carrier is creaking towards retirement after more than five decades in British and Indian service; and two neighbors – China and Pakistan – which seem to have a much better record of getting a better return on their defense investments.

 

With all this in mind, the recent Aero India 2013 airshow in Bangalore was a great chance to assess whether, from a military standpoint, India was going in the right direction or continued to suffer from the same issues.

 

First up, the good news for India: the Indian Air Force (IAF) is one part of the military that is buying its way into being a capable, 21st century force. While local journalists told me that the big story was whether Russia was losing its edge as India’s preeminent military supplier, the other side of the coin is how New Delhi’s diversifying its supply chain to get the best from an increasingly competitive global defense market.

A case in point is the selection of France’s Dassault Rafale for the Medium Multi-Role Aircraft (MMRCA) contest, a multi-billion dollar deal that France won at the expense of the Eurofighter Typhoon (aircraft from the U.S., Sweden and Russia were also in the running but didn’t make the shortlist). Aviation enthusiasts will continue to disagree which aircraft is better, but what’s undeniable is this: the Rafale has more weapons certified for use and has a latest-generation fire control radar that is actually in production.

 

France has provided fast jets to India before, so this in itself is not a revolutionary change. Russia is also not out of the fast jet game: India recently agreed to take an option on its Sukhoi Su-30MKI that will eventually see the IAF with 272 of the 4.5-gen fighter – ample to defend Indian air space against any threats from noisy neighbors.

 

Delhi is also preparing to sign a full design contract with Russia for Sukhoi’s T-50 PAK-FA fifth-gen fighter – Indian sources reckon that at least 300 will enter service with the IAF. Throw in upgraded Mirage 2000s, SEPECAT Jaguars, MiG-29s (both land and carrier based) and a few hundred of the indigenously developed Tejas Light Combat Aircraft (LCA) and it’s clear that the pointy end of India’s military aviation should be pretty sharp for quite some time.

 

The IAF’s also investing in the support aircraft that keep combat aircraft in the fight: it has two different Airborne early warning and control (AWE&C) programs ongoing – one indigenous and one with Israeli knowhow – and recently selected Airbus’ A330 MRTT for it mid-air refueling tanker/transport program. On the pure transport side, the U.S. has cleaned up at Russia’s expense, selling 12 C-130J Hercules tactical transports and at least 6 C-17 Globemaster III strategic airlifters to the IAF. It’s not all bad news for Moscow, however – the IAF has signed a deal with Russia to co-design and produce a Medium Transport Aircraft and is looking for replacements for its HAL-748 Avro, with Russian, Ukrainian, pan-European and Italian manufacturers ready to take part.

 

Where the scales start to tip away from Russia and toward the U.S. is on the rotary side: Boeing recently received preferred bidder status on two major helicopter contracts. India’s heavy attack helicopter will be an AH-64E Apache, while its heavy lift helicopter will be the CH-47F Chinook. Both wins were over Russian competition.

 

But again, that’s not the full story. Vladimir Putin recently signed a follow-on order for the Mil Mi-17 – the workhorse of the Indian Air Force, and while U.S. and Western suppliers are making inroads into the army’s needs – BAE Systems’ M777 light howitzer is on its way to Delhi – the navy remains a Russian-dominated affair (European design support for the indigenous aircraft carrier being built in Cochin notwithstanding).

 

Of course, all of this horse-trading and point scoring would be moot if India had an indigenous defense industrial base that could provide the military with what it wants. Right now, that’s just not the case. Whether it is the Tejas fighter, the INSAS rifle or the Arjun tank, India’s failure to develop systems that inspire confidence in its soldiers ensures that the subcontinent remains a world of opportunity for foreign defense manufacturers.

 

Unsurprisingly, the massive sums involved mean that the threat of corruption is never far away. Although local journalists complained at Aero India that it was a little short on news, organizers will feel that they dodged a bullet when – only three days after the show ended – Italian police arrested Finmeccanica CEO and Chairman Giuseppe Orsi and AgustaWestland CEO Bruno Spagnolini on bribery charges relating to a USD 751 million deal for 12 helicopters. The AW101 helicopters in question were to be used to transport India’s prime minister, president and other VVIPs. Finmeccanica and its subsidiaries deny any wrongdoing.

 

Military corruption scandals have a long and storied place in Indian politics – the Bofors howitzer case ran for over two decades. Still, it is not clear that corruption has more of a negative effect on India’s military capabilities than its tangle of bureaucratic inefficiency and institutional petrifaction.

Singapore - Taiwan will overhaul 16 Rolls-Royce T56-A-14 turboprops under the auspices of the US Foreign Military Sales mechanism.

 

The FMS deal is worth $10.6 million and the work will be undertaken by StandardAero-San Antonio in Texas, the US Department of Defence said in a brief statement on its website.

 

The contracting agency for the work is the US Naval Air Warfare Center Aircraft Division. The project is expected to be completed in February 2014.

 

Taiwan is obtaining 12 former US Navy Lockheed P-3C Orion aircraft, with deliveries to commence this year.

 

Powered by the T56 engine, the P-3C will replace the Grumman S-2 Tracker aircraft now operated by Taiwan's navy.

Une société privée de protection informatique accuse, dans un rapport, le gouvernement chinois d'avoir mis sur pied une unité militaire de cyber-espionnage. D'après Mandiant, cette unité aurait dérobé plusieurs centaines de térabytes de données à des secteurs industriels jugés stratégiques. La Chine se défend de ces accusations et estime qu'elle est elle-même la cible de cyber-attaques en provenance des Etats-Unis.

 

La Chine est-elle la cible d'une campagne de dénigrement, ou se livre-t-elle réellement à des activités secrètes de cyber-espionnage ? Depuis plusieurs semaines, l'opinion publique américaine s'interroge après les attaques de plusieurs médias qui auraient révélé des informations compromettantes pour Pékin. Un rapport du National Intelligence Estimate a même identifié le territoire chinois comme le premier abri de cyber-espions au monde.

 

L'armée chinoise dans le viseur

 

Cette fois, une société privée américaine, Mandiant, va plus loin et désigne directement le gouvernement chinois comme le principal commanditaire dans un rapport. La société de protection informatique serait remontée jusqu'à lui après avoir démêlé les fils de nombreuses cyber-attaques depuis 2006. Mandiant aurait ainsi identifié une unité de hackers mise sur pied par l'armée chinoise à des fins d'espionnage. Cette unité que Mandiant a baptisé APT1 (advanced persistent threat) serait d'après la société, le second bureau du 3è département de l'état-major de l'armée de libération populaire, ou plus communément appelé par les militaires chinois l'unité 61398.

 

Pour Mandiant, l'activité d'APT1 est la plus "prolifique" de toutes les unités de hackers qu'il a identifiées à travers le monde. Ses motivations reposent sur l'intelligence économique. Ainsi, le rapport estime que les entreprises visées font parties des quatre secteurs industriels classés prioritaires par le 12è plan quinquennal chinois. Le butin estimé par la société privée américaine se compterait par "centaines de terabytes de données auprès d'au-moins 141 organisations". Autrement dit, le préjudice financier serait potentiellement considérable, pour peu que les informations dévoilées soient classées sensibles, voire stratégiques.

 

Des attaques confondues par leurs adresses IP

 

Les investigations menées par Mandiant lui ont permis d'identifier les principales caractéristiques de ce groupe de hackers : de son adresse exacte jusqu'au modus operandi de ses actions. APT1 siègerait en partie à Shanghaï dans un immeuble construit en 2007, dans la zone nouvelle de Pudong. Cet immeuble abriterait des "centaines, peut-être des milliers de personnes". Ensuite, Mandiant a suivi la trace des nombreuses adresses IP identifiées à l'occasion d'une série d'attaques sur deux ans. Elles présentent les mêmes caractéristiques, utilisent les mêmes logiciels Microsoft, et les mêmes types de claviers.

 

La Chine dément fermement

 

Le gouvernement chinois, lui, s'insurge contre ces accusations qu'il estime infondées. Un porte-parole du ministère chinois des Affaires Etrangères a ainsi déclaré au Wall Street Journal : "les cyberattaques sont anonymes et transnationales et il est difficile de retracer l'origine des attaques. Je ne sais donc pas comment les conclusions du rapport peuvent être crédibles". Il a d'ailleurs ajouté que la Chine était elle-même victime d'attaques en provenance des Etats-Unis sans toutefois désigner un quelconque responsable. De son côté, le ministre chinois de la Défense a rappelé que "l'armée chinoise n'avait jamais supporté en aucune sorte des activités de hacking".

After a series of flight trials, the Indian Air Force has asked the Aeronautical Development Establishment (ADE) to make 50 laser-guided bombs (LGBs). These bump bombs called Sudarshan, hitherto part of IAF’s vintage ammunition, are getting a life-extension with an improvised range and strike capabilities.

 

The ADE won the project for developing an LGB seven years ago and successfully demonstrated the capabilities during trials in 2010. “Our mission was to develop an advanced laser guidance kit for 1000 lb class dumb bombs so as to improve the accuracy. We demonstrated the same and now the IAF has asked us to make 50 Sudarshans,” ADE director P S Krishnan told Express on Tuesday.

 

Krishnan said the laser-guidance seeker, fitted on the nose of the LGB, is the most critical desi component on board. “It’s developed jointly by IIT Delhi and ADE, while BEL is the production agency. The guidance kit directs the bomb towards a target, which has been illuminated by laser energy using a laser designator system. The laser energy is reflected from the target and detected by the laser seeker unit on the LGB kit. The seeker provides information on the deviation of the laser sport from the centre line of the detector,” he explained the features of the bomb.

 

Sudarshan has on board a flight control computer with microelectromechanical systems-based rate gyros. It also has high-precision linear ball-lead-screw actuators. A next-generation bomb (NG-LGB) is in the pipeline, but the scientists need to address the problem of rolling of the bomb, after its release.  “The range of Sudrashan now is around 9 km if dropped from a normal altitude, and for the NG-LGB we hope to increase the range to 50 km,” he said.

Washington: On the outskirts of Shanghai, in a run-down neighbourhood, a People’s Liberation Army base has been built for China’s growing corps of cyber warriors.

 

According to the New York Times, a number of digital forensic evidence has been confirmed by American intelligence officials, who said that they have tapped into the activity of the army unit for years.

 

A detailed 60-page study, released by Mandiant, an American computer security firm, for the first time has tracked individual members of the most sophisticated of the Chinese hacking groups, known to many of its victims in the United States as ‘Comment Crew’ or ‘Shanghai Group’, to the doorstep of the military unit’s headquarters.

 

The firm was not able to place the hackers inside the 12-story building, but makes a case there is no other plausible explanation for why so many attacks come out of one comparatively small area.

 

According to the report, some security firms that have tracked “Comment Crew” said that they also believe the group is state-sponsored.

 

A recent classified National Intelligence Estimate, issued as a consensus document for all 16 of the United States intelligence agencies, makes a strong case that many of these hacking groups are either run by army officers or are contractors working for commands like Unit 61398, according to officials with knowledge of its classified content, the report said.

 

While Comment Crew has hacked terabytes of data from companies like Coca-Cola, its focus is increasingly on companies involved in the critical infrastructure of the United States, which includes electrical power grid, gas lines and waterworks.

 

According to the security researchers, one target was a company with remote access to more than 60 percent of oil and gas pipelines in North America.

 

The unit was also among those that attacked the computer security firm RSA, whose computer codes protect confidential corporate and government databases.

 

Contacted on Monday, Chinese officials at its embassy in Washington again insisted that its government does not engage in computer hacking, and that such activity is illegal.

 

They describe China itself as being a victim of computer hacking, and point out, accurately, that there are many hacking groups inside the United States.

 

But in recent years the Chinese attacks have grown significantly, security researchers said.

 

Mandiant has detected more than 140 Comment Crew intrusions since 2006.

 

American intelligence agencies and private security firms that track many of the 20 or so other Chinese groups every day said that those groups appeared to be contractors with links to the unit.

 

According to the report, the White House said it was “aware” of the Mandiant report. The United States government is planning to begin a more aggressive defense against Chinese hacking groups, starting on Tuesday.

 

Under a directive signed by President Barack Obama last week, the government plans to share with American Internet providers information it has gathered about the unique digital signatures of the largest of the groups, including Comment Crew and others emanating from near where Unit 61398 is based.

 

But the government warnings will not explicitly link those groups, or the giant computer servers they use, to the Chinese army.

 

The question of whether to publicly name the unit and accuse it of widespread theft is the subject of ongoing debate, it added.

L'Inde pourrait acheter un lot d'hélicoptères russes Mi-17V-5 au lieu des hélicoptères italiens AgustaWestland AW-101 suite à un scandale de corruption, a rapporté lundi le journal Hindustan Times se référant à des sources au sein de l'armée de l'air indienne.

 

"L'Armée de l'air ne peut pas se permettre d'attendre encore sept ans (le temps d'organiser un autre appel d'offres-ndlr). Nous n'avons pas d'autre choix que de nous adresser aux Russes, si nous souhaitons maintenir en état notre parc d'hélicoptères destinés à transporter des personnes importantes (VIP). Les Mi-17V-5 peuvent être modernisés en Inde à cette fin", a indiqué la source citée par le journal.

 

L'Inde devait acheter douze hélicoptères de la société AgustaWestland, une filiale du groupe italien Finmeccanica, conformément à un contrat de 556 millions d'euros signé en février 2010. Trois hélicoptères sont déjà arrivés en Inde. Le 12 février dernier, le patron de Finmeccanica Giuseppe Orsi a été arrêté en Italie pour corruption dans une affaire de pots-de-vin présumés versés au gouvernement indien pour la vente d'hélicoptères. Vendredi dernier, le ministère indien de la Défense a informé Finmeccanica de son intention d'annuler le contrat.

 

A présent, l'armée de l'air indienne souhaite acheter un lot supplémentaire d'hélicoptères Mi-17V-5 dans le cadre d'un contrat signé en décembre 2012, lors d'une visite du président russe Vladimir Poutine en Inde. Ce contrat de 1,3 milliard de dollars porte sur la livraison de 71 hélicoptères Mi-17V-5.

 

Le Bureau central d'enquête (CBI) d'Inde dépêchera lundi une équipe de juges d'instruction en Italie. Mais les médias rapportent que la justice italienne a refusé de fournir des informations aux Indiens.

MANILA, Philippines --- A Department of National Defense (DND) official revealed that a committee is now studying the possibility of arming the Philippine Navy’s (PN) two Hamilton-class cutters with anti-ship missiles.

However, the official refused to disclose the type of anti-ship missiles currently being evaluated by the committee, but he said that once installed, this will give the BRP Gregorio Del Pilar (PF-15) and soon to arrive BRP Ramon Alcaraz (PF-16) more capability in protecting the country's maritime domain.

He added, having the anti-missiles will also give BRP Del Pilar and BRP Alcaraz more firepower in engaging would-be poachers and intruders.

Earlier, defense officials identified the Harpoon as the ideal missile system for the PN's Hamilton-class cutters noting that the weapon was already deployed aboard the USCGC Mellon, the sister ship of the BRP Gregorio Del Pilar and BRP Ramon Alcaraz, in January 1990.

While the ship's anti-submarine warfare (ASW) suite and Harpoon capability were removed in the latter part of the 1990s, this served as a proof of capability for all USCG cutters.

The Harpoon is an all-weather, over-the-horizon, anti-ship missile system, developed and manufactured by McDonnell Douglas (now Boeing Defense, Space & Security).

The regular Harpoon uses active radar homing, and a low-level, sea-skimming cruise trajectory to improve survivability and lethality. The missile's launch platforms include: Fixed-wing aircraft (the AGM-84, without the solid-fuel rocket booster);  Surface ships (the RGM-84, fitted with a solid-fuel rocket booster that detaches when expended, to allow the missile's main turbojet to maintain flight); Submarines (the UGM-84, fitted with a solid-fuel rocket booster and encapsulated in a container to enable submerged launch through a torpedo tube); and Coastal defense batteries, from which it would be fired with a solid-fuel rocket booster.
  
In 2004, Boeing delivered the 7,000th Harpoon unit since the weapon's introduction in 1977. The missile system has also been further developed into a land-strike weapon, the standoff land attack missile.

The regular Harpoon uses active radar homing, and a low-level, sea-skimming cruise trajectory to improve survivability and lethality. The missile’s launch platforms include:

* Fixed-wing aircraft (the AGM-84, without the solid-fuel rocket booster).

India and France recently agreed to a $6 billion deal to develop a new short range surface-to-air missile system called Maitri. This will actually be a continuation of the failed Trishul system, which was cancelled five years ago. Rather than repeat the same mistakes all over again with Maitri, India decided seek outside help. This decision was opposed by bureaucrats within the DRDO (Defense Research and Development Organization). DRDO was responsible for Trishnul, and many other expensive failures.

 

The Trishul anti-aircraft missile system was beset with problems from the beginning. After a few successful launches, there were still problems with the guidance system (glitches in 3-beam accuracy, and getting millimeter wave radar components from a foreign supplier.) The Trishul system had an impressive list of problems. The project was first cancelled in 2003, after two decades of failure and cost overruns. But developing weapons is politically popular, and worth lots of money to Indian manufacturers, and corrupt Indian politicians. Although cancelled, the project was kept going for research purposes, or on the odd chance that it might eventually prove superior to the Barak system that was being purchased from Israel, to do what Trishul was designed to do. Barak works, but Trishul is made-in-India, and that counts for a lot. India is determined to develop a domestic arms industry that can design and build world class systems. This takes time, and involves a lot of embarrassing situations like this.

 

Trishul had been in development since 1983. First test firing took place in 1991, and the manufacturer declared test firings completed by 1998. The armed forces, however, rejected the missile, as not ready for service. So development continued, until 2003, when the project was cancelled. But the project, which had cost nearly $200 million thus far, had political friends. Development was allowed to continue, even though neither the army nor the navy wanted it. The missile has a range of some nine kilometers, and has suffered mainly from persistent reliability problems, particularly with its guidance system. Trishul was finally put down for good in 2008, but the DRDO bureaucrats and their political allies are already seeking to get around the growing number of anti-corruption measures and make deals with the French firms that are to help (for large fees) make Maitri work.

 

Maitri is, like Trishul meant to be a short range (nine kilometers) system with an AESA radar. If DRDO takes heed of the French advice and does not try to improve the French technology, Maitri should work. But never underestimate DRDO’s ability to mess it up.

Smaller version of BrahMos missile being developed for IAF

New Delhi: A smaller variant of the 290-km range BrahMos supersonic cruise missile is being developed for arming IAF's fighter aircraft.

 

A new version of the missile is to be fitted on the frontline aircraft of Air Force including Su-30MKI, Mirage 2000 and the future inductions such as the 126 multirole combat aircraft, BrahMos officials said on Tuesday.

 

For the first time, the Indo-Russian joint venture showcased the model of the new missile at the 15th anniversary celebrations of the tie-up between the two countries.

 

"Dr AS Pillai (of the venture) has assured us that BrahMos will be developing a miniaturised version of the missile for our other aircraft and the future inductions," IAF chief Air Chief Marshal N A K Browne said.

 

BrahMos officials said the range of the missile would be 290-kms and it would be smaller by around three metres as compared to the present missile.

 

At the moment, IAF and BrahMos are working on a Rs 6,000 crore project for integrating an air-launched BrahMos on the SU-30 MKI aircraft to allow the warplane to carry one missile under its belly.

 

After the new missile is developed, the SU-30MKI would be able to carry three missiles while other combat jets of the IAF would be able to carry one each, they said.

 

BrahMos Aerospace is also planning to carry out the underwater testfiring of the missile in near future which is expected to pave way for its induction into the Indian submarine arm.

There is no reported damage to any civil property or life on ground. A Court of Inquiry has been ordered to investigate into the accident.

NEW DELHI - Le Premier ministre indien, Manmohan Singh, a déclaré mardi avoir communiqué à son homologue britannique, David Cameron, sa sérieuse préoccupation concernant des faits de corruption présumés portant sur la vente à l'Inde de 12 hélicoptères par une firme anglo-italienne en 2010.

 

J'ai aussi exprimé au Premier ministre notre très sérieuse préoccupation concernant les allégations selon lesquelles des moyens malhonnêtes ont été utilisés pour sceller le contrat de 2010 pour AgustaWestland, a déclaré M. Singh lors d'une conférence de presse commune à l'issue d'entretiens bilatéraux.

 

David Cameron m'a assuré de la coopération de son gouvernement dans l'enquête, a ajouté M. Singh.

 

Le gouvernement indien a annoncé vendredi avoir lancé une procédure d'annulation de ce contrat de 748 millions de dollars (560 millions d'euros) avec AgustaWestland, filiale de l'italien Finmeccanica, après des allégations de pots-de-vin versés à des officiels indiens.

 

Les hélicoptères sont fabriqués dans le sud-ouest de l'Angleterre et trois ont déjà été livrés à l'Inde. Le patron de Finmeccanica a été arrêté en Italie pour corruption internationale et il a démissionné dans la foulée.

 

Nous répondrons à toute demande d'information. Je me félicite que les autorités italiennes enquêtent sur cette affaire en détail, a répondu M. Cameron, au deuxième jour de sa visite en Inde.

 

Au Royaume-Uni, nous avons mis en place une législation anticorruption qui est probablement la plus forte au monde. Nous exhumerons tout problème de corruption où et quand ils apparaîtront, a promis le Premier ministre.

 

Selon des informations de presse reposant sur des fuites d'enquêteurs italiens, l'un des intermédiaires présumés ayant agi pour sceller l'accord d'AgustaWestland est basé à Londres.

Pyongyang tested an engine for its modernized long-range missile just a day before its third nuclear test on February 12, Yonhap news agency reported. Both of North Korea's missile launch sites are also being upgraded, Seoul has claimed.

 

­An engine firing test for the KN-08 missile took place at the Dongchang-ri launch site in North Pyongan province last Monday, Yonhap reported. The new engine will extend the range of the KN-08 to 5,000 kilometers.

 

"If the North decides the test successful, it is expected to operationally deploy the new long-range rocket," an anonymous South Korean government source told Yonhap.

 

In March 2012, North Korea deployed six mobile ballistic missile complexes to celebrate the 100th birthday of Kim Il-sung, the founder of North Korea and grandfather of current leader Kim Jong-un, and showcased the arms in a military parade.

 

At the time, the US roundly criticized China for allegedly exporting the missile transporters to Pyongyang. The White House accused Beijing of delivering to North Korea in 2011 the “largest self-propelled overload special off-road transporter in China,” in defiance of a UN ban on such military sales; China denied the allegations.

 

The latest test-fire of the KN-08’s upgraded engine was carried out openly, Yonhap news agency’s source said, as North Koreans are well aware that their moves are being closely monitored by US spy satellites.

 

“The engine test right before its third nuclear test would be intended to intensify its threat to the US and its allies [South Korea and Japan],” Yonhap’s source explained.

 

North Korea's third nuclear test sparked immediate condemnation from the UN and the international community. Pyongyang reportedly responded by informing its primary ally China that it may stage two more nuclear tests before the end of this year.

 

A 100,000-person rally was held in Pyongyang to express support for the country’s leadership over the nuclear test.

 

The US, the first country that discovered that North Korea is modernizing its launch pads, accused Tehran of providing technical aid to North Korea.

 

“A new flame trench covering to protect large rockets from exhaust gases is similar to the covering used at a new launch pad at the Semnan Launch Complex in Iran,” explained the US-Korea Institute at Johns Hopkins School of Advanced International Studies in Baltimore, in a report dedicated to North Korea’s missile program.

 

The US-Korea Institute predicted that by 2016, North Korea may be able to build rockets with three to four times the range of the Unha-3 that Pyongyang tested in December, which successfully delivered the first North Korean satellite, Kwangmyongsong-3, into orbit.

 

“If North Korea continues to waste its budget on developing military weapons, it will become difficult to maintain its regime,” South Korean President Lee Myung-bak warned, according to Yonhap.

IAF Statement: February 22, 2013 would witness the Indian Air Force demonstrate its operational capabilities by day, dusk and night at the sprawling facility of the Pokharan Range, the largest air –to-ground weapons firing range for training in delivery of heavy armament, near Jaisalmer, in the arid Rajasthan Sector in an Exercise named – Iron Fist.
Showcasing more than 30 types of platforms and Weapons Systems amounting to a participation of over 200 aircraft, this Fire Power Display will demonstrate the day and night employability of air power by frontline fighter aircraft of the IAF including  - Su-30 MKI, Mirage-2000, Jaguar, MiG-21,MiG-27, MiG-29 and Hawks. The transport aircraft would include – C130J, AN-32, Embraer and IL-76, while Mi-8, Mi-17 V5, Mi-17 1V and Mi-35 Attack Helicopters will constitute the Rotary Wing ingredients.
Being a display of armament delivery skills by pilots at the end of their training year, the exercise also aids commanders and planners to gain better insight into the potential and deployment capabilities of aerial weapons.
The IAF would also be showcasing, for the first time, its Surface to Air Missile Systems and its latest aircraft Pilatus PC-7 Mk II. The events at - Iron Fist intend to display various aspects of Fire Power like-  Air Defence Operations, Counter Surface Force Operations, Urban Warfare and Combat Search Rescue Operations.
Light Combat Aircraft and Light Combat Helicopter, two of the most prestigious indigenous projects would also form a part of the display. In addition, IAF’s Parajumping Team, Akash Ganga, IAF’s Air Warrior Drill Team and Air Warrior Symphony Orchestra would also perform.
Aimed at providing the nation the reassurance that the IAF will deliver whenever called upon, a demonstration of this magnitude is being carried out for the first time by day, dusk and night. Very few air forces in the world can achieve this feat.

    The Royal Air Force to send a number of its Typhoon multi-role combat aircraft from the UK to support events in Malaysia

 

We welcome the announcement by the Royal Air Force (RAF) that it plans to send a number of its Typhoon multi-role combat aircraft from the UK to support the upcoming ‘Five Powers Defence Agreement Exercise’ hosted by Malaysia in April and also the Langkawi International Maritime & Air (LIMA 2013) Show on March 26.

 

We are one of four European industrial partners in the four-nation Eurofighter programme.  With our regional office based in Kuala Lumpur, we are taking the lead on behalf of the four partners to offer Typhoon to the Royal Malaysia Air Force to meet its requirement for a new multi-role combat aircraft (MRCA) over the coming years.

 

Regional Managing Director, John Brosnan is looking forward to welcoming the team when it arrives in Langkawi ahead of the show.

 

“At LIMA 2011 Typhoon was one of the headlining displays and I know that this year the RAF team has been working hard through the winter to prepare for this year’s display season. LIMA will be their opening event of 2013 and so the crowds can expect to see some exciting and dynamic flying by the display pilot Flt Lt Jamie Norris,” he said.

 

Looking ahead to LIMA, RAF display pilot Flt Lt Jamie Norris said:

 

“It will be an honour to be at LIMA 2013 and to have the opportunity to display some of the capabilities of Typhoon. This will be my first visit to Malaysia and LIMA will give me the opportunity to meet the crowds and engage with fellow pilots.”

 

Following the LIMA Show, the Typhoon detachment team will be based in Butterworth and will take part in bi-lateral training exercises with the Royal Malaysian Air Force front-line squadrons. The joint exercise gives the air forces an opportunity to work together through a series of air exercises designed to explore the capabilities of respective aircraft types in different scenarios.

 

So far, Typhoon has been ordered by seven nations, the most recent being Oman who signed in December 2012. The other six nations: Germany, Spain; Italy: UK; Austria and the Kingdom of Saudi Arabia are already operating the aircraft to meet air-to-air; and air-to ground defence requirements. LIMA 2013 will give the crowds another chance to see why Typhoon is turning into such a successful export story as Brosnan explains:

 

“While Typhoon is weaving its magic in the air the BAE Systems team will be demonstrating the range of industrial, educational and technology partnership opportunities open to Malaysia as part of our campaign to offer the aircraft as a contender in the upcoming competition.”

CAMP PENDLETON, Calif. — Hauling large packs, rifles and 84mm mortar tubes, they stormed ashore from Navy ships Feb. 13 looking a lot like Marine infantrymen. But these grunts belonged instead to a company-size force with Japan’s Western Army Infantry Regiment, having traveled here for the annual three-week exercise Iron Fist.

 

Now in its eighth year, the exercise is designed to enhance the Navy and Marine Corps’ interoperability with Japan. Yet unlike years past, this iteration featured Japanese troops much more willing to publicly display some of their tactical might.

 

Indeed, Japan’s military is classified as a self-defense force, established to maintain peace, protect the homeland and provide disaster relief. Its soldiers don’t tend to execute beach assaults, as Japan’s military has no unit like the Marine Corps, but driven by fears of missile attacks from its unpredictable neighbor North Korea, these skills are becoming a growing interest among leaders there.

 

“They want to be a more viable force,” said Col. Christopher D. Taylor, commander of the 13th Marine Expeditionary Unit. His Marines partnered with the Japanese throughout Iron Fist. “As a [U.S. treaty] partner, they are stepping up.”

 

Despite expanding its missile defense and stepping up talk about remilitarization, Japan remains sensitive to any impression of having offensive capabilities. Dozens of Japanese journalists followed every aspect of Iron Fist — from opening ceremonies at Camp Pendleton to desert training at in Twentynine Palms, Calif., and later operations on San Clemente Island, the Navy’s offshore range — but they didn’t capture any images of soldiers loading their rifles with blank rounds. They did so out of sight from the press.

 

Taylor, a veteran pilot who has interacted with Japan’s military in several overseas assignments, including as commander of Marine Medium Helicopter Squadron 265 in Okinawa, described the Japanese approach to tactical decision-making as having evolved, calling it “much more aggressive.”

 

Speaking at a Feb. 11 press briefing, Maj. Gen. Melvin G. Spiese, deputy commander of I Marine Expeditionary Force, said Japan’s military capabilities have grown significantly during the last decade. He pointed to the North Korea threat and noted Japan’s build-up of its ballistic missile defenses.

 

“We are seeing the Japanese increasing their ability to provide their own security,” he said. “That is a benefit to the United States as we leverage our resources across the world as best we can.”

 

Japan muscles up

 

The U.S. wants to position the majority of its deployed forces in the Asia-Pacific region by 2020, a plan that faces near-term uncertainty if Congress fails to avert mandatory defense cuts set to take effect March 1. A stronger Japan, Spiese said, will increase stability in that region, “and that might allow us to adjust where we have to array our forces and capabilities around the world.”

 

Like other nations in the Asia-Pacific region, including Australia and India, Japan is looking to build its skills and abilities both at sea and in projecting forces from the sea. For them, doing so is a national security issue, the general said. Japan faces a handful of security challenges today beyond the North Korea threat, most notably a dispute with China over the Senkaku islands, an area thought to contain large oil reserves.

 

Col. Matsushi Kunii, a Japanese regimental commander, said the self-defense forces need to build a structure that integrates air, ground and maritime forces. As such, throughout Iron Fist Japanese commanders were carefully watching the Marine Corps, which organizes and often fights as an air-ground task force. But there are several other advantages to training with the Marine Corps and Navy, especially on their turf, Kunii said.

 

“In Japan, our live-fire training areas are somewhat limited,” he said. “So having those areas available to us is important. Also, having sea space … that allows us to train, which is important since we don’t have those kinds of training opportunities in and around Japan.”

 

Experiencing conditions like those off the California coast, where there are large waves and high sea states compared with Japan, “is good training for us,” he added.

 

Another contingent of Japanese troops is scheduled to visit California in June for an appreciably larger exercise, Dawn Blitz. It’s set to include U.S. and Japanese naval ships, with the Japanese landing force operating under its own control, Spiese said.

 

“It’s targeting particular objectives that the Japanese have asked we work with them in achieving,” the general said. “We are getting everything out of Iron Fist — and we will in Dawn Blitz — that they have been designed to achieve.”

Singapore - India's ministry of defence has initiated steps to cancel its acquisition of 12 AgustaWestland AW101 helicopters, as it sends a senior representative to Rome to investigate bribery allegations surrounding the deal.

 

"[The ministry of defence] issued a formal show cause notice to AgustaWestland of the UK seeking cancellation of contract and taking other actions per the terms of the contract and integrity pact," the ministry said in a brief statement.

 

The company has until 22 February to respond, it adds. New Delhi suspended payments to the manufacturer on 13 February.

 

It also announced that a senior joint secretary, Shri Bal, has been dispatched to Rome to investigate the case, in which Finmeccanica chief executive Giuseppe Orsi was detained by Italian police on 12 February, and AgustaWestland chief executive Bruno Spagnolini was placed under house arrest. No charges have been brought and both deny any wrongdoing.

 

Orsi headed AgustaWestland at the time when the €560 million ($746 million) deal was signed in February 2010.

 

So far, three of the AW101s with VIP roles have been delivered to India, with the balance to be handed over by the end of 2013.

A quick back-of-the-envelope calculation suggests that the potential losses of business in the Indian defence market, as a result of a virtual blacklist, for Finmeccanica amount to about $10-billion in the near term. Not that it was on its way to winning, but the Navy's multirole helicopter (MRH) programme, in which AgustaWestland JV NHIndustries participates with the NH90, could be untouchable now. With bids still to be opened in what has been a long and bitter competition against the Sikorsky S-70B, it remains to be seen if the government will proceed with opening bids and hand the deal to Sikorsky -- or simply pull the plug and call for fresh bids and new competitors. The other programme is the newly floated Naval Utility Helicopter (NUH) bid for 56 light copters. AgustaWestland has put forth the AW109 LUH as a contender against the Sikorsky S-76B, Bell 429 and Eurocopter AS 565 MB Panther. It might as well withdraw. No chance. Finally, the big IAF HS-748 Avro replacement programme, that's seen Finmeccanica subsidiary Alenia Aermachhi mount a high-profile campaign on the C-27J Spartan. Not happening. There are others too that could potentially be singed by a blacklist -- Finmeccanica has equity fingers in tens of companies. Cynical? Overreacting? You don't know how Indian politics works.

Les deux premiers des six sous-marins non nucléaires en construction à Saint-Pétersbourg pour le Vietnam seront livrés aux forces navales de ce pays en 2013, a déclaré à RIA Novosti Andreï Baranov, directeur adjoint du bureau d'étude et d'ingénierie maritime Rubin.

 

"Deux sous-marins ont été mis à l'eau en 2012. L'un d'entre eux subit actuellement des essais en mer dans la région de Kaliningrad (Baltique). Les deux bâtiments seront livrés au client en 2013", a indiqué M. Baranov, ajoutant que leur livraison "retiendrait l'attention dans le monde entier".

 

En décembre 2009, le premier ministre vietnamien Nguyen Tang Dung a annoncé la signature d'un contrat prévoyant la construction en Russie de six sous-marins de classe Kilo (projet 636) pour un montant d'environ 2 milliards de dollars. Le contrat doit être exécuté dans sa totalité d'ici 2016.

Minister for Defence Materiel Dr Mike Kelly today congratulated Victorian-based company Lovitt Technologies Australia on the recent award of contracts with Boeing valued at around $4 million for machined parts for the global F/A-18 Super Hornet fleet.

The contract, awarded through the Global Supply Chain Program, is one of a series of successes for Lovitt Technologies.

The company was previously awarded a Super Hornet contract in 2012, along with other contracts to supply machined parts for the V-22 Osprey, CH-47 Chinook and P-8 Poseidon.

“I congratulate Lovitt Technologies on its recent success in this challenging and exacting field and thank Boeing’s Office of Australian Industry Capability for its professional commitment to Australia’s defence industry through the Global Supply Chain Program,” Dr Kelly said.

Lovitt has been involved with the Global Supply Chain Program since its establishment in 2009 and is among a growing number of Australian companies that have been successful in penetrating the export market.

 “The GSC program continues to provide an avenue for competitive Australian companies seeking to win work with international defence primes,” Dr Kelly said.

“Their success enables them to be more competitive at home and is a key component in maintaining a viable local industry in support of the Australian Defence Force.”

Seven multi-national companies now have active Global Supply Chain Deeds with Defence and over 200 contracts have been awarded to 58 companies. Around 90 per cent of the contracts have been awarded to small to medium enterprises (SMEs).
