WASHINGTON - La Corée du Nord a annoncé son intention de procéder à un troisième essai nucléaire et la communauté internationale est mobilisée pour détecter l'explosion avec une panoplie de moyens scientifiques.

 

Après la détection par l'étranger du premier essai en 2006, Pyongyang avait effectué celui de 2009 très en profondeur dans le sous-sol pour dissimuler davantage la détonation. Les analystes estiment que Pyongyang devrait essayer de rendre la prochaine explosion encore moins détectable.

 

Quelque 270 observatoires et laboratoires dans le monde surveillent l'activité sismique et autre dans le cadre du traité de l'ONU de 1996 sur l'interdiction des essais nucléaires.

 

DETECTION SISMIQUE : Les sismographes sont la technique la plus sûre et la plus rapide pour détecter un essai nucléaire. Les ondes sismiques voyagent à la vitesse d'environ 8 km par seconde et celles d'un essai nord-coréen seraient rapidement détectées par les sismographes en Corée du Sud et au Japon.

 

Dans le monde, le nombre de stations sismographiques certifiées internationalement est passé de trois en 2000 à 264 en 2011, couvrant 90% de la surface du globe, selon l'Académie des sciences américaine. Le seuil de détection a en outre été abaissé, permettant aux centres régionaux de traquer une puissance de 0,02 kilotonne. A titre de comparaison, l'essai nord-coréen de 2009, qui avait déclenché une secousse de magnitude 4,5, avait une puissance estimée de quelques kilotonnes.

 

LES RADIO-ISOTOPES : La détection des atomes radio-isotopes (ou radio nucléides) consiste à sentir les produits fissiles qui se sont échappés du sous-sol ou ont été relâchés à l'air libre lors d'une explosion nucléaire. Les scientifiques peuvent ensuite utiliser un modèle de transport atmosphérique pour déterminer l'origine de ces atomes et prévoir la destination d'un éventuel nuage radioactif. Cette technique est utilisée plusieurs jours après un essai nucléaire et permet de confirmer qu'il s'agit bien d'une explosion atomique.

 

LES DETECTEURS INFRASONS : Indétectables par l'oreille humaine, les infrasons sont des ondes dont les fréquences sont inférieures à 10 hertz, comme celles qui sont produites par des explosions, y compris souterraines. Selon l'Académie des sciences américaine, 80% de la surface du globe est couverte par des détecteurs d'infrasons. Un signal faible avait été repéré lors de l'essai nord-coréen de 2009.

 

La technologie hydro-acoustique permet aussi d'entendre des explosions situées en mer ou près d'une étendue d'eau. Des détecteurs peuvent percevoir une explosion en mer de 0,001 kilotonne sur la plupart des océans du globe.

 

AVIONS ET SATELLITES : L'armée de l'Air américaine dispose d'un avion WC-135 capable de repérer les débris radioactifs provenant d'explosions nucléaires. Les Etats-Unis ont aussi des satellites capables de détecter l'essai d'une arme atomique. D'autres pays disposent de capacités de détection, comme la Russie, le Japon et la Corée du Sud.

Eurocopter is proposing the AS565 MBe Panther to the Indian Navy’s planned acquisition of utility helicopters and the Indian Coast Guard’s anticipated purchase of ship-based light/medium helicopters. The Panther naval helicopter is displayed equipped with full armament complement.

Eurocopter considers India as a key market, and has a long-established presence in the country. Its relationship with Hindustan Aeronautics Limited (HAL) during more than five decades has seen hundreds of Eurocopter helicopters built in India under license, along with the production of composite assemblies for AS550/AS350 helicopters as part of Eurocopter’s global supply chain. In 2010, the company became the first helicopter manufacturer to establish a full-fledged subsidiary with the creation of Eurocopter India.

 

The AS565 MB Panther is a militarized version of Eurocopter’s Dauphin family. According to Eurocopter, it has demonstrated its abilities in India – as one of this helicopter type’s largest civilian operators is the country’s Pawan Hans Helicopters, with a significant AS365 N3 Dauphin fleet. The AS565 MBe is a combat and utility helicopter suitable for both ship-borne and shore-based operations, and also serves as a highly capable search and rescue system for both day and night operations. Accompanying the helicopter’s display at Aero India will be a comprehensive armament suite for use in sea and ground warfare – including an anti-submarine warfare (ASW) torpedo, ASW depth charge, gun and rocket pods, and a 0.5-in. sniper rifle.

 

For naval missions, the Panther comes with a fully-certified 4-axis digital Automatic Flight Control System (AFCS) incorporating search and rescue modes, which enables search patterns to be flown automatically, along with automatic transitions to/from hover and automatic hover, as well as the ability to adjust the helicopter’s position from the hoist operator’s joystick.

 

Available for customer flights at Aero India 2013 will be an AS350 B3e from Davangere Sugar – the enhanced version of the single-engine AS350 B3, with exceptional lifting capability, extended range, fast cruise speed and great endurance in hot climates and high altitudes.

The Indo-Russian BrahMos missile is advancing well and is slated to begin flight testing late in 2013. According to Shivathnu Pillai, CEO and managing director of BrahMos Aerospace, the missile is scheduled to be fully integrated on the Su-30MKI by the time the enhanced Su-30MKI aircraft is handed over the Indian Army next year. The missile is already in service with the surface vessels of the Indian Navy and by the Indian Army strategic forces, while the Indian Air Force will get it next year and expect to induct the new aircraft into service in 2015.

 

The IAF is planning to arm 40 Su-30MKI Flanker-H fighters with BrahMos missiles. To carry the 2.5 ton weapon the belly hardpoints, weapon carrying pylons and entire structure were strengthened, while extra weight was reduced elsewhere. The first test will be done at the end of 2013. Induction in the IAF will be in 2015,” he continued. “The pontoon test will be done this year and then we go into new variants.”

 

The current missile is also undergoing improvements. Earlier this year, the Indian Navy successfully tested a highly maneuverable version of a sea-based BrahMos supersonic cruise missile. Russia and India have recently agreed to continue the development of the BrahMos weapon system. The company now studies a futuristic hypersonic (Mach 5-7) BrahMos 2 missile, which will be able to outperform any defense available today.

India is to equip its Perspective Multirole Fighter (PMF) variant of the Russian T-50 fifth-generation combat aircraft with avionics similar to Russia’s version of the plane, United Aircraft Corporation President Mikhail Pogosyan said on Wednesday.

 

“The future plane (PMF) will have not only the same airframe, but also an integrated system of onboard equipment,” Pogosyan said, stressing this was a requirement of the Indian Air Force.

 

Details of the PMF design will be specified after the relevant contracts with India are signed, he said.

 

The PMF will have such advanced features as stealth, supersonic cruise speed, high maneuverability, an integrated set of avionics, and an advanced threat-warning system, according to Sukhoi.

 

The fighter is being developed on the basis of the Russian perspective aviation complex (PAK FA), of which T-50 is a prototype, to India's stringent technical requirements. Further development of the program envisages design and development of a two-seat variant and integration of an advanced engine with increased thrust. The two sides are supposed to cooperate in joint marketing of the aircraft in other countries.

 

Analysts say India's choice of Russian avionics is a logical step and in line with previous joint programs.

 

“It would be reasonable to assume that the model adopted for India’s Su-30MKI [fighter jet purchase from Russia] would be continued with regard to its purchase of Russia’s fifth-generation fighter, based on the Sukhoi T-50 prototype," said Douglas Barrie, air warfare analyst at the London-based International Institute for Strategic Studies.

 

"The Indian Su-30MKI has some non Russian-standard avionics systems, but the baseline platform, propulsion and sensors are very much Russian, with final assembly of the aircraft in India. The PMF will, I suspect, be to all intents the production standard of the T-50, again perhaps with some non-Russian avionics and systems,” he added.

 

The PMF project began following a Russian-Indian agreement on cooperation in the development and production of perspective multirole fighter, signed on October 18, 2007. In December 2010 Russian arms sales agency Rosoboronexport, India's Hindustan Aeronautics Limited and aircraft maker Sukhoi Company signed a preliminary design development contract for the new aircraft.

 

In mid-January, Russia's prototype Sukhoi T-50 made out its first long-range flight from a manufacturing plant in Russia’s Far East to an airfield near Moscow. The plane flew 7,000 kilometers (4,350 miles), making two landings on the way.

 

The plane joined three other T-50 prototype models at the Zhukovsky flight test center, prior to state flight tests which are scheduled to start in March 2013. A fifth prototype aircraft is being built at the Komsomolsk-on-Amur factory in Siberia.

 

The T-50 first flew in January 2010 and was presented to the public at the Moscow Air Show in 2011. The Russian Defense Ministry is planning to finish the state flight tests of eight prototypes by 2015, with production starting around 2016.

 

The T-50, which will be the core of Russia's future fighter fleet, is a fifth-generation multirole combat aircraft featuring elements of "stealth" technology, super-maneuverability, super-cruise capability (supersonic flight without use of afterburner), and an advanced avionics suite including an X-band active phased-array radar.

La Russie participera à l'appel d'offres d'hélicoptères polyvalents pour la Marine indienne, a annoncé mercredi à Bangalore Viktor Komardine, chef de la délégation de l'Agence russe d'exportation d'armements (Rosoboronexport) au salon aéronautique international Aero India 2013.

 

"Nous allons participer à un appel d'offres d'hélicoptères pour l'aviation de reconnaissance maritime. Nous estimons qu'avec notre série "Ka", basée sur un schéma coaxial, nos perspectives sont très bonnes, et que nous figurons parmi les favoris", a  déclaré M.Komardine.

 

Le directeur général du holding "Hélicoptères de Russie", Dmitri Petrov, a relevé pour sa part que le schéma coaxial utilisé dans la  construction des hélicoptères de type "Ka-226" était optimal pour la mer, qu'il s'agisse de la résistance au vent, de la précision de l'atterrissage ou de la stabilité en l'air.

 

"Nous pouvons présenter les hélicoptères légers Ka-226T ou, si l'appel d'offres est repoussé à plus tard, un appareil léger version navale, le Ka-226TM", a indiqué le PDG.

 

Le "Ka-226T" est un hélicoptère léger polyvalent ultramoderne au schéma coaxial de la disposition des hélices. Cet appareil bimoteur est équipé d'un double rotor contrarotatif. Il s'agit de moteurs Arrius 2G1 de Turbomeca (France) spécialement adaptés.

The ‘Rudra' weapons-carrying version of Indian helicopter manufacturer HAL's Dhruv multirole design has reached IOC (Initial Operational Capability) status.

 

This development paves the way for the Indian Army to soon have its first armed light attack helicopter in service.

 

According to HAL officials, to date, the Rudra helicopter test programme has comprised some 350 flying hours and has included firing trials in India's military weapons testing ranges.

 

The Rudra attack helicopter IOC accreditation was awarded by India's CEMILAC (Centre for Military Airworthiness and Certification) at a ceremony held in early February 2013.

‘The occasion marks the entry of HAL into the elite group of a few industries in the world which design, develop, manufacture and certify a helicopter as weapons system to international standards', the company said in a press release on the Rudra's IOC attainment. "The occasion gives us the confidence and it is a proud moment for the country and boosts our indigenous activities', added HAL's chairman, RK Tyagi.

 

There are two versions of the Rudra: the Mk3 - optimised for electronic warfare - and the Mk4, equipped with four air-to-ground missiles, up to four rocket pods or a pair of air-to-air missiles and fitted with a nose-mounted 20mm turret gun as standard.

Rudra Attack Helicopter

 

The HAL Rudra attack helicopter is based on the earlier Dhruv design, which currently equips all branches of the Indian Armed Forces. First flown in 1992 and introduced into military service a decade later, the Dhruv can accommodate up to 14 military personnel.

 

Two Shakti turboshaft engines, each producing 1,400 shaft horsepower, give it a top speed of 180 miles per hour and it's got a maximum 516 mile range. It's cleared to operate at up to 20,000 feet and can climb at 1,771 feet a minute.

 

The Indian Army's current helicopter fleet is made up of a mixture of indigenous and licence-built designs, with HAL Dhruvs in the attack and utility roles, licence-built HAL Chetaks and Cheetahs involved in utility missions and Russian Mil-17V Hips engaged in transport operations.

Alors que le salon aéronautique militaire de Bangalore ouvre ses portes ce mercredi et à quelques jours d'une visite de François Hollande, que peut espérer la France en Inde en 2013? Avec un bon karma, ce sera peut-être l'année de la France en lnde, qui avait été le premier pays client de l'industrie d'armement français en 2011. De nombreuses campagnes commerciales ou négociations pourraient être favorables cette année aux groupes tricolores.

 

Et si le karma était favorable en 2013 aux industriels de l'armement français en Inde. A commencer par Dassault Aviation, en pole position pour décrocher le contrat du siècle en Inde, MMRCA (Medium Multi-Role Combat Aircraft), baptisé par les Indiens "la mère de toutes les affaires" ("mother of all deals"). Un contrat évalué à 18 milliards d'euros. Depuis janvier 2012, l'avionneur tricolore est en négociations exclusives avec New Delhi pour la vente d'une première tranche de 126 Rafale, dont 108 seront assemblés localement par les industriels indiens.

 

New Delhi a un véritable besoin pressant pour renouveler sa flotte avec des avions modernes pour contrer la montée en puissance dans le domaine aérien de la Chine et du Pakistan. D'autant que l'armée de l'air indienne perd aussi beaucoup d'appareils, notamment des avions russes. L'Indian Air Force a perdu 50 appareils, dont 33 avions de combat entre 2008 et mars 2012. En outre, l'Inde doit faire face à de régulières violations de son espace aérien. Sans compter les infiltrations de Pakistanais par la vallée du Kashmir.  Le gouvernement indien se plaint régulièrement de ces provocations. Récemment encore, début janvier, le ministère de la Défense les dénonçait dans un communiqué : "Le gouvernement indien considère l'incident comme une provocation et nous le condamnons (...). Nous nous attendons à ce qu'Islamabad honore l'accord de cessez-le-feu strictement".

 

Rafale : tout se passe bien

 

"Tout se passe bien", explique une source proche du dossier même s'il y a peu de chance que ce contrat soit signé, en dépit de la volonté de l'armée de l'air et des autorités indiennes, avant la fin de l'année fiscale, qui se termine fin mars. La visite de François Hollande, dont les dates du voyage (14 et 15 février) ont été révélées par Challenges, ne sera pas non plus l'occasion de signer ce mégacontrat. Dassault Aviation attend plutôt un contrat cet été, voire en fin d'année, selon nos informations. Pas plus tard car les élections législatives en Inde sont prévues en mai 2014. Trois mois avant la date des élections, aucun contrat d'une telle envergure ne sera signé. En décembre dernier, le ministère de la Défense indien avait publiquement et sobrement indiqué que "le contrat MMRCA n'a pas été finalisé jusqu'ici parce que les négociations sont en cours".

 

Tout l'enjeu pour Dassault Aviation est d'organiser le vaste transfert de technologies exigé par New Delhi dans de bonnes conditions pour les Indiens et dans des conditions de sécurité raisonnable pour le Team Rafale (Dassault Aviation, Thales et Safran). Ce qui est loin d'être simple. Car trouver des fournisseurs indiens pour un tel contrat relève d'un sacré défi... et prend du temps. Du coup, Dassault Aviation discute pied à pied les garanties financières en cas de défaillance des fournisseurs locaux.

 

EADS vise deux contrats en 2013

 

En Inde, il n'y a pas que le Rafale. EADS compte sur la signature de deux contrats cette année : le missile Maitri et les avions ravitailleurs. Sa filiale MBDA (37,5%) attend depuis des années un très beau contrat de l'ordre de 1,8 milliard d'euros en vue de codévelopper un missile sol-air de nouvelle génération en partenariat avec l'Inde. "Les négociations sont terminées depuis décembre 2011 et le programme est passé devant le conseil de défense en décembre 2012, explique-t-on à La Tribune. Du coup, il n'y plus trop d'étapes à passer". Le programme Maitri s'appuie sur le travail effectué par le DRDO (Défense recherche et développement organisation) et sur un transfert de technologies de MBDA pour combler les lacunes de l'industrie indienne. A terme, il est prévu la production d'environ 2.000 missiles Maitri par Bharat Dynamics Limited. Ce système de défense anti-aérienne répondra aux besoins de l'armée de l'Air, de la Marine et de l'armée de Terre.

Le groupe européen attend également la signature du contrat des avions ravitailleurs, A330 MRTT. L'Inde a sélectionné en janvier Airbus Military pour la fourniture de six avions ravitailleurs A330 MRTT en vue d'équiper son armée de l'air. La filiale d'EADS est entrée en négociations exclusives avec New Delhi... deux ans après avoir vu un premier contrat similaire annulé par le gouvernement indien. Une vente qui pourrait dépasser le milliard de dollars si elle était conclue à l'issue de négociations exclusives.

L'Inde est le paradis des hélicoptéristes. Actuellement, il existe plusieurs campagnes commerciales représentant environ 10 milliards d'euros, dont deux ont été gagnées en décembre par Boeing (15 Chinook Ch-47F et 22 AH-64D Block-III Apache) pour un montant de deux milliards d'euros environ. De son côté, Eurocopter vise trois programmes de renouvellement de la flotte indienne. La filiale d'EADS, qui a répondu en 2008 à un appel d'offre international, attend désespérement depuis 2010... l'ouverture des enveloppes commerciales par New Delhi pour savoir si elle est à nouveau sélectionnée par l'armée de l'air indienne afin de renouveler la flotte d'hélicoptères Cheetah et Chetak. En jeu, 197 Fennec, la version militaire de l'Écureuil. Un contrat de 400 millions d'euros pouvant monter jusqu'à 1,5 milliard avec l'achat au total de 600 appareils. Elle vise également le renouvellement des hélicoptères de la Marine et des Coast Guard. Eurocopter propose respectivement 16 NH-90 et 56 AS565 MB Panther, qui sera d'ailleurs en démonstration en Bangalore.

 

DCNS plonge pour un nouvel appel d'offres pour 6 sous-marins

Enfin, DCNS va participer au nouveau appel d'offres de New Delhi, qui souhaite contruire six nouveaux sous-marins, dont quatre seront fabriqués sur place, dans le cadre du programme Project-75i. New Delhi a lancé un appel d'offres début décembre. Ces sous-marins, équipés d'un système AIP pour des plongées plus longues, seront équipés de missiles de croisière. Enfin, le contractant devra associer des groupes locaux pour la fabrication de ces sous-marins à l'image de ce qu'avait déjà fait DCNS, qui a déjà vendu six sous-marins Scorpène à New Delhi en 2005 en coopérant avec le chantier naval Mazagon Dock, situé dans le port de Bombay.

BANGALORE (Inde) - La commande en cours de négociation de 126 avions de combat français Rafale ne sera pas affectée par les coupes budgétaires en Inde, a déclaré mercredi le ministre indien de la Défense en inaugurant un salon aéronautique à Bangalore (sud).

 

L'Inde est entrée en négociations exclusives voici un an avec Dassault Aviation pour conclure ce contrat évalué à 12 milliards de dollars.

 

Il n'est pas question de report pour des raisons de coupes budgétaires, a déclaré le ministre A.K. Antony, interrogé sur l'acquisition d'avions Rafale lors d'une conférence de presse. C'est un des plus gros contrats d'armements pour le ministère et la force aérienne, a-t-il ajouté.

 

Le ministre a cependant confirmé que le budget de la défense serait affecté comme les autres par les efforts du gouvernement pour réduire ses dettes avant la fin de l'année budgétaire qui s'achève le 31 mars.

 

Tout le gouvernement fait face à des problèmes financiers, nous avons donc besoin de nous serrer la ceinture pour assurer l'avenir.

 

Les commandes qui sont importantes pour l'état de préparation opérationnelle des forces armées, dans l'immédiat et dans un proche avenir, sont prioritaires, a cependant précisé M. Antony.

 

L'offre de Dassault a été retenue en janvier 2012, contre celle du Typhoon construit par le consortium Eurofighter, formé par le Britannique BAE Systems, l'Italien Finmeccanica et l'européen EADS.

With annual sales of over US$3.4 billion, and orders backlog exceeding nine billion US$, IAI is ranked among Israel’s top five industries. As Israel’s largest aerospace and defense exporter, and an important supplier for India’s military services, IAI is involved in major programs that implements most advanced technologies.

 

New opportunities and growing competition are driving IAI to expand its Indian operations over a wider spectrum, entering new fields where it wasn’t present before. Carrying the company into the next decade, IAI’s President and CEO Joseph Weiss defines several pillars for IAI’s activities, including missiles, unmanned systems, special mission aircraft and network centric warfare – all are considered to be IAI’s primary growth engines.

 

Fuelling the anticipated growth IAI has recently raised about US$317 million in public offering of bonds issued in the Tel Aviv Stock Exchange. The amount issued is impressive, since it is the largest offering conducted during 2012 in the Israeli capital markets. It was also IAI’s third and largest bond issuance. According to Weiss, it demonstrated the investor’s confidence in the company and its ability to maintain its competitive advantage over the long term, despite the challenges.

 

In recent years India has become a strategic market for IAI, one that has the volume, requirements and sustainment to maintain long-term growth. Activities currently underway and also in the making are covering the broad areas of activities at IAI. To bring the corporate to focus on this strategic market IAI’s board of director nominated Eli Elfasi as VP for India. Before joining IAI Elfasi served as the Israeli Defense Attaché in New Delhi. He is expected to focus the company’s activities currently running in parallel lines, improving the synergy between the different divisions, plants and activities. The new function is expected to leverage new opportunities and better face growing competition.

 

“IAI is expanding its cooperation with local Indian companies, in the public and private sector alike.” Weiss told Defense Update, “Through this cooperation we seek to establish local production, service, and support for our products, as well as offering the necessary technology transfer and training for successful induction into service”. According to Weiss, through this continuous process local partners have successfully established and sustained domestic operations, a process that has also contributed to increasing IAI’s footprint in this important market.

 

Four Pillars for Growth

 

As for IAI’s pillars of growth, in the missiles domain, IAI sees the air and missile defense as an important growth opportunity. IAI’s leading edge in this area is the comprehensive network-centric integration of such systems, as reflected in the Barak 8 program currently underway for Israeli and international customers. In the UAS area IAI’s Heron family of Medium Altitude Long Endurance (MALE) is already positioned as a world leading UAS in terms of number of operators and operational hours.

 

Operating in Asia, Europe, North and Latin America and the Middle East, Herons are proving themselves on a daily basis as reliable, flexible and efficient combat-proven unmanned platforms, suitable for a wide range of missions. Of a particular value to India is the maritime surveillance version of the Heron UAS; its wide range of sensors has proved highly effective in supporting naval, maritime surveillance as well as homeland security missions.

 

IAI is investing much effort to further develop the Heron system, its ground segment, payloads and performance. Offering higher operating altitude, longer endurance and heavier payload capacity than most drones currently available on the world market, Heron TP is positioned to become a platform of choice for many European and Asian air forces.

 

IAI is optimistic about the prospects of Heron TP in international markets, particularly in Europe, where Heron TP is being considered for a number of strategic procurement programs and endorsed by domestic industrial partners in each market. These include Germany, where Rheinmetall Airborne Systems; France, where France’s largest aerospace company Dassault Aviation promotes the drone, promotes Heron TP. The Heron TP is also considered for a similar program in Poland.

 

In the segment of special mission aircraft IAI’s systems are already operational with a number of customers worldwide with maritime surveillance, intelligence gathering (SIGINT), and Aerial Early Warning (AEW).

 

IAI expects commercial aviation business line to continue and thrive, reflecting an expected recovery in the global economic market and specifically in commercial aviation. The company has recently completed Federal Aviation Administration (FAA) certification of the G280 medium-size business jet built for Gulfstream.

 

Space is another growth area for IAI. The company currently has several satellite programs underway, for communications and surveillance satellites. Of special importance for India is the Amos-4 satellite, built for Spacecom, it is scheduled for launch in June 2013 from Baikonur, Kazakhstan. Once positioned at 65°E It will cover Russia, India and the Middle East with multiple Ku and Ka transponders creating a powerful platform, enabling a wide range of cross-band, cross-beam connectivity options.

 

IAI has also commenced the construction of Amos 6 – the next generation communications satellite, offering new capabilities unavailable before. Other satellite projects currently on the horizon including various reconnaissance satellites based on the latest Opsat 3000 platform.

Elbit Systems is promoting a range of helicopter-related products in a move that would tap the growing opportunities the company identified in the Indian market, both for foreign built, locally made or upgraded platforms. Over the years Elbit Systems has established a number of partnerships and cooperation in India, paving its way into many defense sector’s programs.

 

“Advanced avionic systems, particularly those related to helicopter modernization would fully comply for India’s needs “explains Bezhalel (Butzi) Machlis, until recently the General Manager of Elbit Systems’ Land and C4I Division. Machlis said such systems could also include instrumented landing systems (for operating in brownout conditions), obstacle avoidance, sensor payloads, communications and networking, integrated cockpit and helmet displays, defensive aids and DIRCM, for which the company is actively promoting its new MUSIC system for military and civil applications. “The increase in India’s helicopter and transport aircraft fleets, both of domestic and foreign designs, open significant opportunities for us, both for our partners and for us, as original system manufacturers (OEM). We expect our long-term cooperation with HAL, as well as other partnerships would fit well to this trend.” Machlis added.

 

Local cooperation is part of Elbit Systems DNA, and is also part of its activity in every strategic market, including India “We already have an excellent cooperation with HAL, providing training and simulation systems, other partnerships are underway in other areas.” Machlis told Vayu.

 

“Our portfolio is big and diversified and not necessarily suited for one partner that can cover all. We are evaluating different opportunities and structures of cooperation and partnerships.” Machlis added, saying, “Gaining market position is what we look for. Seated close to your customer, your partner can better understand the requirements, be more flexible and responsive for evaluation and testing, or addressing specific issues.” Machlis explained. Elbit Systems has recently established a partnership with Bharat Forge, addressing the manufacturing, modernization and support of artillery systems.

 

Machlis was recently nominated to become the president of Elbit Systems, beginning in the second quarter of 2013, succeding Joseph (Yossi) Ackerman who served in this position for the past 16 years.

WebIndia has floated a tender for the delivery of more than 100 advanced targeting pods for its strike fighters, Two systems are under consideration – the French Damocles pod, already employed on Mirage 2000 and Rafale, offered by Thales of France, that has teamed with Bharat Electronics Ltd. (BEL) for this program, and the Israeli Litening, the latest version of the targeting pod developed by RAFAEL. According to company officials, the Litening pods being offered are superior in technological terms. RAFAEL and Lockheed Martin are often competing targeting pod procurements worldwide as their products – Litening and Sniper are similar in capabilities and performance. In India, however, the US company remained out of the competition for unexplained reasons.

 

India is already operating previous generations of Litening on its fighter planes and RAFAEL has sourced Indian subcontractor significant contracts for the supply of subsystems and services for these products.

Both companies have passed the technical selection and are expected to demonstrate their pods in upcoming months. Selection of the Lowest Bidder (L1) will follow later this year (2013).

 

While the teaming Thales has struck with BEL positions it as a favorite supplier for MMRCA and Mirage 2000 upgrades, the advantages of commonality with existing and new targeting pods is not ignored by the IAF, even if it is not part of the parameters to be considered for the selection.  Thales recently announced it is embarking on an improvement of its Damocles pod, a step likely to assist its product offering in India as well.

 

According to RAFAEL, the Litening pods deployed with the IAF could be upgraded to the same level as the new pods, bringing the total inventory of targeting pods to more than 200, all would be interchangeable between all strike aircraft configured to carry targeting pods. These aircraft could also carry our recce missions, using the RECCELITE pod that has recently become operational with the IAF.

L'utilisation de ce type de radar est une procédure inhabituelle et peut éventuellement signifier la préparation d'un tir imminent contre une cible.

 

Mardi, le ministre japonais de la Défense avait annoncé qu'une frégate chinoise avait visé le 30 janvier un bateau militaire japonais avec un radar qui sert à verrouiller une cible à atteindre, en mer de Chine orientale.

 

Itsunori Onodera avait ajouté qu'un hélicoptère militaire japonais avait été verrouillé de la même façon quelques jours auparavant.

 

Se servir de ce type de radar est tout à fait anormal (...) et cela pourrait créer une situation très dangereuse à la moindre erreur, avait-il averti.

 

Des actions de ce type font monter la tension et accroissent le risque d'un incident, et elles pourraient saper la paix, la stabilité et la prospérité dans cette région vitale. C'est pourquoi nous sommes préoccupés, avait réagi mardi la porte-parole du Département d'Etat américain Victoria Nuland.

 

Selon un spécialiste japonais des questions de défense, les autorités nippones n'ont pas la possibilité de savoir s'il s'agissait d'un simple essai ou d'un test qui pourrait précéder un tir.

 

C'est à la partie chinoise d'expliquer pourquoi une action d'une telle dangerosité a été menée, a estimé Hisao Iwashima, qui a également travaillé dans le passé pour l'Institut national des études de défense.

 

Cet incident intervient dans un contexte très tendu entre les deux pays depuis septembre dernier, en raison d'un conflit territorial en mer de Chine orientale concernant un petit archipel inhabité.

 

Mardi, l'ambassadeur chinois à Tokyo a une nouvelle fois été convoqué au ministère des Affaires étrangères au lendemain d'une incursion de navires gouvernementaux chinois dans les eaux territoriales des îles Senkaku, un chapelet sous administration nippone que Pékin revendique sous le nom de Diaoyu.

The much-delayed indigenous Light Combat Aircraft (LCA) Tejas aircraft is expected to be ready for induction into operational service by 2015, IAF chief Air Chief Marshal N A K Browne said today.

 

Talking to reporters, the IAF chief said the indigenous aircraft will have to be modified further for operating in high-altitude areas as recently during trials in Leh, its engine "did not work".

 

"By my estimate it (the Initial Operational Clearance II) should be by the end of this year and the Final Operational Clearance (FOC) should take another year-and-half more," he said on the sidelines of a seminar.

 

The FOC is the final nod required before an aircraft is considered to be ready for operational deployment in an air force. While the IOC I of the LCA Tejas was completed two years ago, but the FOC date has been postponed due to certain issues.

 

Browne said delays do take place in a development project such as the LCA. "Recently we went for high-altitude trials. The engine (of LCA) did not work at that altitude because it is a different cup of tea. Even the Su-30, when it was taken to Leh, it had to be modified. So, the LCA will have to be modified. It has to do the retrials," he said.

 

The IAF chief said the aircraft will take part in the exercise 'Ironfist', which will be held at Pokharan in Rajasthan on February 22.

 

"There it will be firing the R-73 missile along with laser guided bombs etc. But a lot more work is still required," he said.

 

Earlier at an international seminar here, DRDO chief V K Saraswat said the LCA had completed 2,000 test flights.

 

At the same seminar, Browne said the IAF is planning to induct around 350-400 aircraft in the 12th Defence Plan period.

 

The air force is planning to procure more than 200 fighter aircraft including the 126 Rafale medium-multirole combat aircraft, over 40 Su-30MKIs, several types of transport aircraft and various choppers, he said.

 

Listing the major modernisation milestones achieved by the air force, he said the IAF signed 325 contract worth Rs 1.52 lakh crore for modernising the force.

 

"Of these, 217 contracts worth around Rs 84,000 crore have been signed with Indian companies," the IAF chief said.

 

In 2013-14, the IAF is planning to sign several deals including one for 126 Rafale aircraft, additional six C-130J Super Hercules and several chopper contracts for attack and heavy-lift category, he said.

 

On the future requirements of the force, he said advanced active electronically scanned array (AESA) radars, electronic warfare suites and unmanned combat aerial vehicles were the need of the force in the future.

 

The IAF chief said testing facilities of DRDO and defence PSUs should be opened up for private sector as they are national assets.

BANGALORE, India — India’s $2 billion light utility helicopter (LUH) program, which has been in the procurement stage since 2009, faces delays due to “technical reasons,” India’s Air Force chief said.

 

Air Chief Marshal Norman Anil Kumar Browne told Defense News that the “project is presently delayed due to some technical reasons.” Browne however added, “We are pursuing the Buy (Global) route to cater for the immediate shortages.”

 

Kamov of Russia and Eurocopter of France are competing to sell 197 LUHs to India.

 

The flight trials of the competing helicopters were completed last year and all sides are waiting on a selection of the final vendor.

 

Browne did not give details on the technical problems, but Indian Air Force sources said there are issues with thrust of the engines of both the competitors.

 

In 2009, bids were sent to Eurocopter, Kamov and Italy’s AgustaWestland. AgustaWestland was eliminated before the flight trials on technical grounds.

 

The 2009 LUH tender was itself a repeat of an earlier tender. The first time around, the program was canceled after Bell Helicopters of the U.S. complained of a lack of transparency in the procurement program.

 

Eurocopter emerged as the winner in the competition in 2007; the competition was canceled in 2008.

 

The Indian Air Force and Indian Army need the LUHs to replace aging Cheetah and Chetak helicopters, which are being used to ferry troops and rations to battlefield locations on higher reaches.

TOKYO: A Chinese military frigate locked its weapon-targeting radar on a Japanese navy vessel on at least one occasion, Japan's defence minister said on Tuesday, in an apparent upping of the stakes in a bitter territorial row.

 

"On January 30, something like fire-control radar was directed at a Japan Self-Defense Maritime escort ship in the East China Sea. The defence ministry today confirmed radar for targeting was used," Itsunori Onodera told reporters in Tokyo.

 

Onodera said a Japanese military helicopter was also locked with a similar radar a few days earlier.

 

"Directing such radar is very abnormal," he said. "We recognise it would create a very dangerous situation if a single misstep occurred.

 

"We will seek the Chinese side's self-restraint from taking such dangerous action."

 

The move is an apparent ramping up of an already tense situation in the East China Sea, where Asia's two largest economies are at loggerheads over the sovereignty of an uninhabited island chain.

 

On Tuesday Tokyo summoned China's envoy in protest at the presence a day earlier of Chinese government ships in the waters around the islands.

 

No mention was made in the earlier announcement of the actions of any Chinese military vessels. It was not believed that the military ships had been in what Japan considers its waters.

 

"The foreign ministry summoned the Chinese ambassador over ships entering the waters near Senkaku islands," said an official, referring to a chain claimed as the Diaoyus by Beijing.

Pyongyang pourrait procéder à son essai nucléaire en faisant exploser plusieurs charges simultanément, a déclaré mardi le président sud-coréen Lee Myung-bak dans une interview accordée au journal Chosun Ilbo.

 

"Il est très possible que la Corée du Nord procède à des essais nucléaires multiples à deux endroits ou plus, simultanément", a indiqué le chef de l'Etat sud-coréen.

 

Le chef de l'Etat s'est dit préoccupé par la possibilité que Pyongyang soit en mesure de miniaturiser la bombe afin de la placer dans des têtes de missiles.

 

"Si le Nord produit des armes miniaturisées susceptibles d'être utilisées comme têtes d'ogive sur des missiles, il poserait une véritable menace", a souligné le président.

 

Fin janvier,  en réponse à l'élargissement des sanctions internationales dû au dernier lancement d'une fusée nord-coréenne, Pyongyang s'est déclaré déterminé à poursuivre le renforcement de son potentiel militaire ainsi qu'à développer son programme nucléaire.

This has to be one of the most perplexing pieces of news in a long time. The Light Combat Aircraft Tejas needs a new radome. A helpful Livefist reader pointed me to a late 2012 expression of interest (EOI) by the Aeronautical Development Agency (ADA) to vendors to "design, develop and manufacture radome for LCA".
The ADA's Directorate of Avionics & Weapon Systems in the EOI of September 2012 notes that it is "looking for alternative radome for LCA as part of their product improvement activity". Let's go over this slowly. A few months short of initial operational clearance, the fighter programme figures the platform needs a new radome? A reading of the document suggests that the ADA is looking for another radome to compare -- if the new one is better, great. If it isn't, tough, they'll stick with the old one. But why are they even looking for a new one? What's wrong with the existing radome design? Have systems trials been impeded by an unsatisfactory/faulty radome? A reading of the ADA document throws some light. But only some.
The EoI puts forth that the programme is looking for a radome "to replace the existing radome with improved EM (electromagnetic) performance) and with no change in existing geometry and pitot attachments." OK, so there's nothing specifically wrong with the radome's aerodynamics or structure. Also note the following points: (a) The new radome needs to have identical geometry, though surface smoothness needs to be "equivalent or better". It also appears that the agencies testing the Tejas are not entirely happy with the lightning protection system of the existing radome and that there is rain water ingress at the radome-fuselage junction in the current structure.
Looking for further details about the Tejas radome online, I occasioned upon this excellent post over at www.aame.in, which reported the Tejas programme's new radome requirement first in December last year, and must therefore have credit for breaking the story. The author of the post is right when he notes, "To my mind it indicates a level of dissatisfaction with the outcome of [ADA's] own design efforts, and a degree of lack of confidence to see it through to the end."

The questions that this EOI throws up are many: Why now? Could this disrupt programme/delivery timelines further? How bad is it really with the current radome? A new radome will involve attendant trials -- will those delay the programme further? This is not a good situation for a programme that is already replete with hurdles, even now.

Defence Minister A.K. Antony today said, "The Tejas is headed towards IOC-2, but I'm waiting for FOC. The programme must be speeded up." Yeah, well.
