KUALA LUMPUR: DEPUTY Royal Malaysian Air Force chief Lt-Gen Datuk Roslan Saad recently tested the nation's next-generation transport aircraft in France.

Following the test flight, which took place in Toulouse, the country's second highest ranking military pilot gave the thumbs up to the Airbus Military A400M airlifter, which was recently given the codename Atlas.

"It is an enormous pleasure to fly the aircraft that is going to be at the heart of the RMAF's transport capabilities in the future.

"It is a real 'pilot's aircraft' and I look forward to seeing it enter service so that we can apply its capabilities on a wide variety of missions," said Roslan.

The government is expected to take delivery of the first aircraft in January 2015.

The agreement to buy the A400Ms was first highlighted by the New Straits Times in December 2005. A few days later, a memorandum of understanding for the procurement of four aircraft for the RMAF was signed between the government and Airbus Military.

The negotiations also centred on making the Malaysian aerospace industry a partner in the A400M programme.

Along with the deal for the aircraft, Airbus Military also signed a RM907 million agreement in designing and manufacturing composite A400M airframe parts with Composites Technologies Research Sdn Bhd.

Larger than the C-130 Hercules transport plane, which is currently used by the RMAF, the A400M was purchased to boost the RMAF's capabilities to transport cargo and troops. It has a length of 43.8m with a wingspan of 42.4m and a height of 14.6m.

It is a multi-role military tactical airlifter built to compete with other aircraft companies in replacing the ageing fleets of Hercules and C-160 Transall planes in air forces around the world.

With a payload of 37 tonnes, the A400M can carry twice the load of the Hercules. It is capable of conducting strategic operations, tactical missions and delivering fuel.

The aircraft has a high-flotation landing gear which allows take-offs and landings on short, unpaved airfields. This is crucial in battlefield conditions where the aircraft can land on semi-prepared airstrips with less than 1km of runway.
A total of 174 aircraft had been ordered by Belgium, France, Germany, Luxembourg, Malaysia, Spain, Turkey and the United Kingdom.

The aircraft programme, however, had been plagued by problems that caused customers to receive their planes late. The RMAF was supposed to take delivery of its first plane next year.

2012-10-01 — Yang Yujun, spokesman of the Ministry of National Defense (MND) of the People’s Republic of China (PRC), answered reporters’ questions regarding China’s first aircraft carrier “Liaoning Ship” at the regular press conference of the MND held on September 27, 2012 in Beijing.

 

Yang Yujun noted that China always adheres to the principle of independence and independent innovation in the development and construction of its military weaponry and equipment. The weaponry and equipment are developed and produced mainly by relying on China’s own strength. All the systems and equipment of the “Liaoning Ship” of the Navy of the Chinese People’s Liberation Army (PLA) are independently manufactured and refitted by China. Aircraft carrier formation is generally composed of the aircraft carrier itself, surface escort ships, submarines and carrier-borne aircraft. The Chinese military will seriously study and explore the composition of aircraft carrier formation in practice according to actual needs as well as the development and construction of aircraft carriers.

 

When speaking of carrier-borne aircraft, Yang Yujun said that on the basis of home-made aircraft, China’s carrier-borne aircraft is independently developed with complete independent intellectual property rights. Related work is being advanced as scheduled.

 

Yang Yujun said that the successful delivery and commission of the first aircraft carrier marks the great achievements in the development and construction of China’s aircraft carriers, but it is only the first step China has taken in the development and construction of China’s aircraft carriers. The development and construction of China’s aircraft carriers still has a long way to go and great responsibilities to shoulder.

 

When referring to the expenditure on the construction of the “Liaoning Ship”, Yang Yujun said such factors as financial capability as well as needs for national security and development have been given full consideration in the development and manufacturing of China’s weaponry and equipment, and all the expenditure including the manufacture of “Liaoning Ship” is included in the budget for national defense expenditure.

2012-10-01 — Recent years have seen growing attention to China’s fielding of so-called anti-access/area denial systems, including an increasing number of accurate conventional ballistic missiles to strike airbases and other facilities in the Western Pacific and anti-ship ballistic missiles to target mobile power projection forces like carrier strike groups. To date, however, the nuclear dimension of Chinese military modernization has received less attention. Still, in recent months, China’s military has reportedly tested a new intercontinental ballistic missile (ICBM), the DF-41, which is reportedly equipped with multiple, independently-targeted re-entry vehicles, or MIRVs, as well as its new JL-2 submarine-launched ballistic missile (SLBM). China’s nuclear buildup remains unconstrained by strategic arms limitation agreements, such as the Russo-American New START Treaty, as well as arms control affecting ballistic and cruise missiles, such as the Intermediate-Range Nuclear Forces (INF) Treaty.

 

In Lewis’ view, the path to stability is predicated on the United States and China accepting mutual nuclear vulnerability. Indeed, his discussion of the Sino-American nuclear balance takes mutual vulnerability as its starting point. He goes on to argue that “Our refusal to recognize that vulnerability is simply a fact of life essentially blocks a productive dialogue with Chinese leaders.”

 

There is, however, plenty of room to question whether Chinese political or military leaders share our perspective. Indeed, official publications of the People’s Liberation Army such as the Science of Second Artillery Campaigns show that the Chinese military views nuclear weapons much differently than American strategic thinkers. Other books, such as Coercive Deterrence Warfare, portray launching missiles in close proximity to enemy forces as a form of deterrence.  In other words, official literature espouses some very different — and potentially very dangerous — notions.

 

Writing in the latest issue of The Journal of Strategic Studies (which, in the interest of full disclosure, I edit) Tom Christensen of Princeton University argues that Chinese leaders believe that they are only now acquiring a secure second-strike capability. As a result, he raises the possibility that China will become bolder as the quantity and quality of its nuclear force increases. China’s nuclear modernization program may thus have greater consequences for China’s behavior than is commonly believed.

 

On the other side, as Dana Priest recently described in the Washington Post, the United States has an aging nuclear arsenal. The newest weapon in the U.S. nuclear force was designed and deployed in 1991. U.S. nuclear weapons, all of which are at least 20 years old, were designed for an expected operational life of 10-15 years. You can count the number of U.S. weapons laboratory employees who have actually designed a nuclear weapon on one hand — and the number will only get smaller over time.

 

The Obama administration is committed to the elimination of nuclear weapons and has reportedly been conducting internal studies envisioning massive cuts in the U.S. nuclear arsenal. A number of policy makers with whom I’ve spoken in recent weeks tell me that if Obama is re-elected, he will seek to slash unilaterally the size of the U.S. nuclear stockpile. Such a move could grant China nuclear parity with the United States, or at least put it in reach. Such a move would give China greater nuclear leverage not through an expensive buildup on their side, but through disarmament on ours.

 

Although there is much in Jeffrey Lewis’ piece with which I disagree, I do believe that the United States and China should enter into more serious discussions about nuclear weapons. Indeed, I believe that the United States should refuse to enter into future nuclear arms limitation talks without the participation of the Chinese. A failure to do so could jeopardize the nuclear balance that has underpinned American and allied security since the end of World War II.

NEW DELHI: Now, at least on one particular stretch along the unresolved 4,057-km Line of Actual Control (LAC), Indian soldiers can finally cock a snook at Chinese troops after years of being aggressively needled.

Indian soldiers are armed with spanking new high-tech QRT (quick-reaction team) boats to patrol the highly-picturesque but equally-contentious Pangong Tso (Tso means lake in Ladakhi) in eastern Ladakh, which has emerged as a major flashpoint between the world's largest and second-largest armies over the last decade.

Located at an altitude of 13,900-feet across the Changla Pass, Pangong Tso has also become a major tourist destination in recent years after the finale of Aamir Khan blockbuster "3 Idiots'' was shot there.

But the sheer tranquillity of the 134-km-long lake, two-thirds of which is controlled by China as it extends from Tibet to India, cannot hide the strategic game underway there. Equipped with over 20 well-armed boats, People's Liberation Army troops have been virtually running circles around Indian troops handicapped by slow, outdated vessels. In the past, Chinese boats have even disabled Indian boats by ramming into them.

"Now, we have received 11 of the 17 QRT boats, each of which can carry 16 to 18 soldiers, ordered from the US. With these high-speed interceptor boats, fitted with radars, infra-red and GPS systems, we can do robust reconnaissance and area domination patrols,'' said an officer.

"If the Chinese come one km into our territory, we can go three km into theirs. Earlier, apart from some smaller vessels, we had only a couple of large speed boats, mounted with machine guns and capable of carrying 10 soldiers,'' he added.

As earlier reported by TOI, Chinese troops have notched up over 550 "transgressions'' into Indian territory in all the three sectors — western (Ladakh), middle (Uttarakhand and Himachal Pradesh) and eastern (Sikkim and Arunachal Pradesh) — of the LAC just since January, 2010.

Eastern Ladakh has borne the brunt of this "increasingly assertive'' behaviour by China. The strategically-located Pangong Tso, the largest brackish water lake in Asia, itself records close to 100 "transgressions'' of foot, motorised and boat patrols by PLA every year. The region became an even bigger flashpoint when, during the 1999 Kargil conflict with Pakistan, China even constructed a ``track'' right up to the lake's southern bank.

The QRT boats in Pangong Tso are part of India's belated overall efforts to build military assets and infrastructure along the LAC to strategically counter China, which now has five full-fledged airbases, an extensive rail network and over 58,000-km of roads in Tibetan Autonomous Region.

M777A2 howitzer

Back in May 2012, Indian defence officials agreed that the Indian Army could have 145 M777 Howitzer light artillery systems. The deal still then needed clearances from India's Cabinet Committee on Security and its Ministry of Finance.

 

Five months on, India's about to issue the US Government with a formal LoR (Letter of Request) for these M777 Howitzers, paving the way for them to soon enter Indian Army service.

 

According to local sources, the Indian Army's getting these artillery systems so they can be deployed in remote, high-level parts of the country such as Ladakh and Arunachal Pradesh. Once they've been acquired through the Foreign Military Sales programme and been pressed in service, they'll be the first Indian Army artillery guns to have been deployed since the mid-1980s.

 

M777 Howitzer

 

Manufactured by BAE Systems, the M777 155mm lightweight field Howitzer is a rapidly-deployable artillery system that combines strategic mobility with minimal radar and thermal signatures.

 

The M777 Howitzer's been used in Afghanistan since 2006 and, to date, fired more than 40,000 rounds. It's got an unassisted range of over 24 kilometres and an assisted range of over 30 kilometres, while at peak performance levels it's got a five-round-per-minute rate of fire.

 

The M777 can be taken on the road at speeds of up of 88 kilometres per hour, or on rough ground at maximum speeds of 25 kilometres per hour. It can be towed by a variety of vehicle types, or can be airlifted in battle by C-130 Hercules strategic transport aircraft or CH-47D Chinook and MV-22 Osprey transport helicopters.

 

Indian Army Howitzers

 

On Indian ground, the M777 Howitzer's high-deployability will come into its own in the country's mountainous regions, say Indian news sources.

 

Besides the M777 Howitzers, in future months, the Indian Army is also looking to acquire 100 tracked guns, 180 self-propelled wheeled gun systems and 814 mounted gun systems.

India and Russia are expected to sign a new $3.5-billion deal for 40 SU-30MKI fighter aircraft upgraded to the Super Sukhoi configuration later this month when Russian president Vladimir Putin visits the country.

 

Sources told FE on condition of anonymity that this was one of the agenda items to be discussed and finalised when the India Russia inter-governmental commission on military-technical cooperation meets in New Delhi. Co-chaired by the defence ministers of India and Russia, the two-day meet starting October 3 will finalise the draft to be announced in the presence of Russian president Vladmir Putin.

 

“The proposed deal for 126 fighter aircraft is getting delayed and we are still far from signing the contract with France’s Dassault. India’s requirements are immediate; hence the need to procure Super Sukhois. This latest version will have a new cockpit, state-of-the-art radar with stealth features and can carry heavier weapons including the air-launched version of the Brahmos cruise missile,” sources added.

 

The Indian Air Force (IAF) is already flying the Sukhoi. If and when the Super Sukhois arrive, they will be 40 in number, taking the total Sukhoi strength to 270 aircraft. With the first delivery expected in 2014-15, the SU-30MKI will become IAF’s leading fighter aircraft.

 

In recent times, IAF has increased the deployment of Sukhois in forward bases, perceiving growing threat from its neighbourhood. A squadron of SU-30MKIs was located at a forward base near the India-Pakistan border to replace an earlier squadron of MiG-23 fighters.

 

India first procured its first off-the-shelf SU-30s from Russia in 1997 and gradually developed Sukhoi Su-30MKIs at home after Hindustan Aeronautics Limited began production under licence from the Sukhoi Design Bureau. The SU-30MKI has a considerable share of Indian components in it.

 

The Indo-Russian cooperation in the military technical sphere has evolved from a simple buyer-seller framework to one involving joint research and development, joint production and marketing of advanced defence technologies and systems.

 

To win the MMRCA order, Dassault CEO Charles Edelstenne had touted Ra- fale’s 100% made-in-France tag as an advantage, which would keep all its high-end technologies, jobs and value-addition within country. The company is under pressure to deliver as per India’s needs and demands.

TOKYO – It’s probably just a coincidence; no need to worry yet. But the U.S. has quietly assembled a powerful air, land and sea armada not far from where Japan and China are squaring off over disputed islands in the East China Sea.

 

Two Navy aircraft carrier battle groups and a Marine Corps air-ground task force have begun operating in the Western Pacific, within easy reach of the Senkaku Islands. That’s where Japanese and Chinese patrol boats are engaged in an increasingly tense standoff.

 

Chinese vessels have repeatedly entered territorial waters around the small islands in recent weeks and Coast Guard vessels from Japan and Taiwan fired water cannons at each other last week. The islands are controlled and administered by Japan, but claimed by both China and Taiwan.

 

No warships have been directly involved in the confrontations, so far. But China has vowed to continue sending patrol vessels into territorial waters and Japan has assembled scores of Coast Guard vessels to “defend” the islands.

 

The U.S. hasn’t taken sides in the ownership dispute, and Secretary of State Hillary Clinton has called for “cooler heads” to prevail. Nonetheless, U.S. officials have stated clearly that the Senkakus fall under the U.S.-Japan security treaty, which would require the U.S. to come to Japan’s aid in case of attack.

 

Navy officials confirmed Sunday that the USS George Washington carrier strike group has begun operating in the East China Sea, near the disputed islands. The USS John C. Stennis group is only slightly further away in the South China Sea. Each carrier is armed with more than 80 warplanes, and strike groups typically include guided-missile cruisers and destroyers, submarines and supply ships.

 

In the nearby Philippine Sea, some 2,200 Marines are embarked aboard the USS Bonhomme Richard and two escorts. The Marines are equipped with amphibious assault vehicles, light armored vehicles, artillery, helicopters and Harrier fighter jets.

 

Carrier groups and Marine task forces often operate alone, so the convergence of the three groups in a relatively small part of the Pacific represents an unusual concentration of firepower. All three are fresh from training exercises in and around Guam. Those exercises included live-fire with missiles and joint beach landings by U.S. Marines and Japanese ground troops.

 

A spokesman for the U.S. Pacific Command says the training missions and carrier deployments are not necessarily related to the Senkaku tensions.  The islands are called Diaoyu in China, and Tiaoyutai in Taiwan.

 

“These operations are not tied to any specific event,” said Capt. Darryn James, a spokesman for the U.S. Pacific Command in Honolulu.  “As part of the U.S. commitment to regional security, two of the Navy’s 11 global force carrier strike groups are operating in the Western Pacific to help safeguard stability and peace.”

 

In truth, the carrier and Marine deployments may have as much to do with the “re-balancing” of U.S. forces in the Asia-Pacific region, and with an unrelated crisis in the Middle East, as with the squabble in the East China Sea.

 

The George Washington battle group and the Marine task force, both based in Japan, were scheduled to conduct separate but overlapping exercises in the Guam region well before the Senkaku dispute heated up. Guam and nearby Tinian Island have been tabbed as a hub for the “re-balancing” of U.S. forces in the region — a hedge against China’s growing military power and ambitions in the region.

 

The Stennis is being sent from its homeport in Washington state to the Persian Gulf, four months ahead of schedule in response to the escalating crisis over Iran’s nuclear program. The Guam exercises allowed the Stennis to grab a few days of extra training with the George Washington group en route. The Senkakus are situated close to the major sea routes from Pacific to Mideast; it is unclear if the Stennis group is simply passing, by or will remain awhile.

 

The Marines, meanwhile, were expected to move from Guam to the Philippines for previously scheduled training with the Philippines military.

 

Navy spokesman James said he could not comment on future ship movements.

 

Although significant oil and gas deposits may exist within the islands’ territorial waters or exclusive economic zone, the Senkaku dispute has centered largely on old grievances and resurgent nationalism. U.S. officials have privately expressed frustration with the lack of diplomatic progress in resolving the dispute. China placed two-page ads in major U.S. newspapers this weekend, accusing Japan of “stealing” the islands and citing claims that date back hundreds of years.

 

The Senkakus are located about 100 miles (160 km) northeast of Taiwan and about 200 miles (320 km) east of the Chinese mainland.

 

While the big U.S. fleet might have been intended as a warning to China not to escalate the islands dispute, it may have been intended to focus Japan’s attention, as well.

 

Or, it could have been a coincidence.

MOSCOW - The controversial sea trials of the INS Vikramaditya in Russia, initially described as an embarrassing failure, appear to have actually been a success, while propulsion problems developed by the aircraft carrier are not nearly as serious as reported in the media.

 

After the ship returned to the Sevmash shipyard a week ago the Indian Navy’s overseeing team, who closely monitored the sea trials, came to the conclusion that the ship had overall done extremely well and the programme of tests had been largely fulfilled.

 

The results of the trials were analysed and remaining work was detailed in a protocol signed by Vice Admiral Nadella Niranjan Kumar, Controller Warship Production and Acquisition (CWPA).

 

The main conclusion from the trials is that the INS Vikramaditya has stood the test as a full-fledged highly capable aircraft carrier converted from the former hybrid missile-cum-aviation cruiser Admiral Gorshkov. The ship displayed excellent seaworthiness and manoeuvrability and performed flawlessly during aircraft takeoff and landing.  It’s sophisticated radio-electronic, navigation and other systems demonstrated high efficiency and reliability.

 

The malfunctioning of the boilers that occurred during high-speed tests will not require their replacement or removal from the vessel. The problem has been pinned down to insulation lining that is placed between the boiler steel casing and ceramic firebricks. Traditional asbestos lining was not used at the request of Indian specialists and replacement material developed slight deformation when the boilers were run at full power, causing some firebricks to fall out. The Indian side has now agreed to the use of asbestos cardboard. 

 

The boiler problem did not prevent the INS Vikramaditya from completing the trials. Informed sources told The Hindu that Indian Navy officers were particularly impressed by the flight programme. A MiG-29K and a MiG-29KUB 4++ generation fighters performed 41 impeccable take-offs and landings with full arms payload and additional fuel tanks. The combination of Russia and India-made optical and electronic landing systems enabled the Russian pilots in 70 percent of the landings to hook the second out of three arrestor wires, which is considered a perfect result, the sources said.

 

The 44-ton vessel also displayed superior manoeuvrability, performing a 360-degree turn at a minimum radius equal to one-and-a-half hull length at a speed of 18 knots. 

 

Apart from the boilers, defects were also detected in some other equipment, such as refrigerators, nitrogen generators and compressors sourced from German, British, Polish and Indian suppliers who had been picked by the Indian side.

 

Russian shipbuilders have promised to complete all repairs by the beginning of next year, but since pre-delivery trials in the White Sea can resume only in late May, when sea ice melts away, the Vikramaditya will be handed over to the Indian Navy next autumn instead of this December, the sources said.

Quatre navires gouvernementaux chinois sont entrés mardi dans les eaux territoriales d'îles situées en mer de Chine orientale administrées par le Japon mais revendiquées par Pékin, ont annoncé les garde-côtes nippons.

 

Ces quatre bateaux de surveillance maritime chinois ont pénétré dans ces eaux peu après 12H30 locales (03H30 GMT) et en sont ressortis environ six heures plus tard, ont précisé les garde-côtes dans des communiqués.

 

Pendant plusieurs heures, les garde-côtes nippons ont demandé aux navires chinois de quitter la zone, sans obtenir ni réponse, ni résultat, avant que les bateaux chinois ne s'en aillent finalement.

 

Ils ont ajouté que deux autres navires chinois, de l'administration des pêches, ont aussi navigué à proximité des îles, sans entrer dans la limite des eaux territoriales toutefois.

 

Le ministre nippon des Affaires étrangères, Koichiro Gemba, a expliqué à la presse que son gouvernement avait transmis une protestation officielle aux autorités chinoises. "Nous voulons que la partie chinoise fasse preuve de self-contrôle", a-t-il déclaré.

 

La tension est fortement montée entre les deux voisins depuis la nationalisation par le Japon au début septembre de ces îles, appelées Senkaku à Tokyo et Diaoyu à Pékin.

 

Depuis, des navires chinois de surveillance maritime et de l'administration des pêches sont entrés plusieurs fois dans la limite des eaux territoriales, qui s'étend à 22 km au large des îles. Aucun navire chinois n'était toutefois revenu dans ces eaux depuis une semaine.

 

Cet archipel inhabité de cinq îles se situe à 200 km au nord-est des côtes de Taïwan et à 400 km à l'ouest d'Okinawa (sud du Japon).

 

Taipei le revendique également et une flottille d'une cinquantaine de bateaux de pêche escortés d'une dizaine de navires des garde-côtes taïwanais sont entrés dans ces eaux territoriales le mardi 25 septembre, avant d'en ressortir et de retourner sur l'île de Taïwan.

 

Outre leur indéniable valeur stratégique, ces îles pourraient receler des hydrocarbures dans leurs fonds marins.

 

Des manifestations antijaponaises, parfois violentes, de dizaines de milliers de Chinois ont eu lieu à la mi-septembre dans de nombreuses villes de Chine, avant que les autorités de Pékin n'y mette le holà.

 

La tension reste toutefois vive entre les autorités des deux pays.

 

Mercredi 26 septembre, le Premier ministre nippon, Yoshihiko Noda, a souligné que ces îles faisaient "partie intégrante" du territoire japonais et qu'il ne pourrait "y avoir de compromis" avec Pékin à ce propos, en marge de l'Assemblée générale de l'ONU.

 

Le lendemain, le ministre chinois des Affaires étrangères, Yang Jiechi, a accusé à la tribune de l'ONU le Japon d'avoir "volé" ces îles à la Chine, appelant Tokyo à "corriger ses erreurs par des actions concrètes et à revenir sur la voie d'un règlement négocié".

 

La Chine a en outre "repoussé" une cérémonie qui devait marquer le 40e anniversaire de la normalisation des relations entre la Chine et le Japon.

The Armed Forces of the Philippines' modernisation programme budget for 2013 approved by both houses of the Philippine Congress on 22 September includes funding for a wide-ranging list of items, including 50 new aircraft.
Philippine President Benigno Aquino described the procurement plan as "the largest and most comprehensive upgrade programme [in the history of] the AFP and a needed one for its largely mid-20th century Korean and Vietnam War-era systems".
Stressing that it would provide Manila with a "deterrent force with an effective but minimal defence capability", Aquino also cautioned that the procurements would be spread over a five-year period. "It won't come overnight," he said on the sidelines of the APEC Economic Leaders' Meeting in Vladivostok.
Among the major items to be procured are 12 KAI T/A-50 lead-in fighter trainer/light-attack aircraft, 6 Embraer EMB-314 Super Tucanos, 6 light lift transport aircraft, 25 transport and 12 attack helicopters, 4 search-and-rescue and 4 anti-submarine multirole naval helicopters, and 3 special-mission long-range helicopters.
The navy has funding to buy two Maestrale-class frigates from the Italian Navy and upgrade its 2 former US Coast Guard Hamilton-class cutters to bring them up to light frigate status.

The date for the handover of an Indian Navy aircraft carrier refurbished in a Russian shipyard has slipped again and is now due in fall 2013, following recent sea trials which revealed problems in its boilers, Russia's United Shipbuilding Corporation said on Tuesday.

 

The previous official handover date for the carrier Vikramaditya had been December 4, 2012, but sea trials in September revealed the ship's boilers were not fully functional. The delay is the latest in a saga of hold-ups, cost overruns and mismanagement in a procurement program disaster for Russia's shipbuilders, with the original completion date of 2008 now a distant memory.

 

A state commission held last week at the Sevmash shipyard, which carried out the refit, assessed the period necessary to fix the ship's propulsion system.

 

"The commission came to the conclusion it was necessary to extend the handover date to fall 2013 due to the need to fix all the faults found, including the insulation of the ship's boilers," a source told RIA Novosti.

 

The handover date issue has been discussed with the customer, the source added.

 

The source of the problem, which reduced the ship's maximum speed from a design 29 knots to just 27.9 knots, was due to use of low-grade Chinese-made firebricks in the boiler insulation instead of asbestos, he said.

 

Last week, the Chinese Defense Minister Yan Yujun flatly denied any such locally-made firebricks had been exported to Russia.

 

"We checked this, and found that Chinese enterprises which make such firebricks for naval propulsion systems have never exported such products to Russia," Yan said in remarks quoted by local daily Beitsin Chenbao.

 

India and Russia signed the original $947 million dollar deal in 2005 for the purchase of the carrier, formerly the Russian Navy's Admiral Gorshkov, but delivery has already been delayed twice, pushing up the cost of refurbishing the carrier to $2.3 billion.

 

Sevmash shipyard director Vladimir Pastukhov was fired in 2007 over his poor management of the project.

 

The Vikramaditya was originally built as the Soviet Project 1143.4 class aircraft carrier Admiral Gorshkov. The Project 1143.4 carriers and a class of destroyers with the same engines suffered a history of boiler failures during their lives.

 

The ship was laid down in 1978 at the Nikolayev South shipyard in Ukraine, launched in 1982, and commissioned with the Soviet Navy in 1987.

 

It was renamed after the Soviet Union collapsed in 1991. In 1994, the Gorshkov sat in dock for a year for repairs after a boiler room explosion. In 1995, it briefly returned to service but was finally withdrawn and put up for sale in 1996.

 

The ship has a displacement of 45,000 tons, and an endurance of 13,500 nautical miles (25,000 km) at a cruising speed of 18 knots. It will have an air wing consisting of Russian-made MiG-29K jet fighter planes and Kamov Ka-31 early warning radar helicopters.

The US government has awarded Lockheed Martin a contract worth up to $1.85 billion to upgrade the avionics of 145 Taiwanese F-16A/B combat aircraft.

 

"This retrofit program will include the addition of an active electronically scanned array [AESA] radar, embedded global positioning, as well as upgrades to the electronic warfare and other avionics systems of Taiwan's F-16s," says Lockheed. The company, however, did not state the provider of the AESA radar. The contenders for the sensor upgrade are Northrop Grumman's Scalable Agile Beam Radar and the Raytheon Advanced Combat Radar.

 

Lockheed's contract is part of a $3.8 billion deal signed in July 2012 between the US government and Taiwan regarding the latter's ageing F-16s, where the US Air Force would evaluate both the avionics and radar upgrade options that are available to Taipei. Under that agreement, the US government will provide AESA radars, structural upgrades, improved avionics and expanded electronic warfare suites. The avionics and AESA upgrades come under separate contracts.

 

At this year's Farnborough air show, Lockheed and Taiwan's state-owned Aerospace Industrial Development Corporation signed a memorandum of co-operation with regard to the F-16s. This prompted BAE Systems, which also upgrades F-16s, to question the fairness of the competition for Taiwan's F-16 upgrade.

 

In early August, South Korea's Defence Acquisition Procurement Agency announced that it had selected the US unit of BAE Systems to upgrade the avionics of 134 F-16C/Ds, but that it would not decide on an AESA radar supplier until 2013.

En modernisant ses Jaguar, l’Inde prolonge leur durée

de vie jusqu’en 2030

En attendant le Rafale et le T50, l’Inde a décidé de moderniser ses 120 avions de combat Jaguar datant des années 80 aux standards du 21ème siècle. Commandes de vol électriques, écrans multifonctions MFD et d’un nouveau système d’arme pour l’avion franco-britannique. Un pari osé…

 

 

Après avoir modernisé ses MIG 21 Fishbed, MIG29 Fulcrum et entamé la prolongation de ses Mirage 2000, New Delhi s’attaque cette fois à ses avions d’attaque Jaguar. Et le moins que l’on puisse dire est que la firme indienne HAL (Hindustan Aeronautics limited), principal avionneur du pays, ne lésine pas sur les moyens pour redonner une nouvelle jeunesse à ce vétéran. Des modifications fondamentales qui reviennent pratiquement à construire un nouvel avion.

 

La principale modification concerne les commandes de vol. A l’instar des appareils conçus dans les années 70, le Jaguar est doté de commandes de vol hydrauliques conventionnelles. En clair quand le pilote actionne le manche, les ordres sont directement transmis aux gouvernes via un circuit hydraulique. Plus pour longtemps, désormais le Jaguar sera piloté via des commandes de vol électriques redondées. Pour comprendre l’audace d’une telle décision, il faut savoir qu’en règle générale un avion de combat est conçu autour de ses commandes de vol électriques.

 

Les bénéfices attendus portent entre autres sur une plus grande facilité de pilotage, et une sécurité accrue de l’avion. Désormais il sera plus difficile de sortir de l’enveloppe de vol normale du Jaguar tout en exploitant au maximum les possibilités d’évolution de ce vétéran.

 

Mais ce n’est pas tout, le travail du pilote pendant les vols de longue durée sera facilité grâce à l’adoption d’un pilote automatique dernier cri tandis que les instruments classiques cèderont la place à des écrans multifonctions MFD en couleur. Pour couronner le tout, une nouvelle visualisation tête haute affichera les informations relatives au pilotage, à la navigation et aux différents modes de combat.

 

L’ergonomie n’a pas été oubliée puisque les différentes commandes de l’avion sont regroupées sur le manche et la manette des gaz selon le concept HOTAS. Les ingénieurs indiens auraient pu s’arrêter là mais ce n’est pas le cas…

La cellule recevra un nouveau système d’autoprotection dont la chaine de réception et d’analyse comprend des détecteurs radar, laser et optroniques, elle présentera en temps réel au pilote l’environnement électromagnétique du biréacteur afin de mieux éviter les menaces adverses. La partie dédiée au brouillage assurera la protection contre les menaces sol-air et air-air modernes. Elle repose principalement sur une nacelle d’autoprotection emportée sous voilure capable de brouiller plusieurs menaces simultanément. Elle sera utilisée en conjonction avec des leurres remorqués. Ces leurres remorqués ont pour fonction de renforcer les capacités de leurrage de l’avion face à des missiles à guidage radar air-air ou sol-air. En dernier recours, le fameux « end game » en jargon de pilote, le leurre se sacrifie en attirant à lui le missile adverse, préservant ainsi le porteur.

 

Le nouveau système sera compatible avec les nouveaux moyens de communication et la mise en œuvre de pods de brouillage offensifs. Ces nacelles de brouillage à forte puissance et à large bande sont destinées à ouvrir un corridor électronique en neutralisant des menaces adverses, le temps qu’un raid d’attaque « ami » les franchisse. Les câblages et la panoplie d’armements seront également revus de fond en comble puisque les forces armées indiennes évaluent de nouvelles munitions air sol à guidage laser et GPS ainsi que des missiles anti radar. Des armes qui s’ajoutent aux missiles de combat aérien emportés sur l’extrados…

Pour couronner le tout, New Delhi discute avec Rolls Royce de l’installation de moteurs plus récents et plus puissants. La motorisation a, de tout temps, été le seul véritable point faible de cet appareil polyvalent regretté par de nombreux pilotes sur le vieux continent.

 

Ainsi modernisé le vénérable Jaguar se rapprochera des performances d’un F/A 18 dans sa polyvalence et sa modernité, le temps d’attendre l’arrivée d’un autre biréacteur qui sera produit sous licence lui aussi : le Rafale.

 

Reste qu’un tel programme de modernisation, qui revient à peu de choses près à refaire un avion neuf souligne la robustesse de la cellule, mais laisse planer de sérieux doutes sur la viabilité économique d’une telle démarche.

 

Plusieurs facteurs peuvent expliquer cette démarche. La première est sans doute qu’avec le Mirage 2000, le Jaguar est un des piliers de la dissuasion nucléaire indienne puisqu’il est capable d’emporter une arme nucléaire tactique sous son ventre. Il y aussi la farouche volonté indienne de maitriser et d’appliquer les technologies aéronautiques les plus avancées tout en maintenant la crédibilité d’un parc d’avions de combat qui tarde à se renouveler. Enfin à New Delhi comme ailleurs, on l’a bien compris : en matière d’avions de combat militaires la quantité est une qualité en soi.

 

En France, le retrait des Jaguar de la base de Toul, en juillet 2005, a marqué la perte de certaines capacités telles que les missions antiradar et le brouillage d’accompagnement, les missions, d’attaque au sol et de frappe nucléaire tactiques étant confiées à d’autres plateformes.

A fire destroyed the Indonesian Navy's KRI Klewang-625 at the naval port in Banyuwangi, East Java on Friday just weeks after its official launch ceremony. The Fast Missile Patrol Vessel (FMPV) was officialy launched on Friday 31st August, 2012 at PT Lundin’s shipyard facility in Banyuwangi, East Java.

No casualties have been reported but the brand new vessel worth $12 million USD appears to be lost. The incident reportedly happened during maintenance. Indonesian Navy already announced that they would deploy a team to investigate the exact cause of the fire which lead to the loss of the trimaran vessel.

NEW DELHI — Indian Defence Minister A.K. Antony has warned his ministry’s financial planners not to overlook rules in an attempt to make speedier decisions on purchases.

 

Antony’s comments, made Oct. 1 at a function here, are seen as a clear reminder to Indian defense bureaucrats to be transparent in decision-making — even if it means delayed purchase programs, a Defence Ministry official said.

 

Most of India’s weapons-buying programs have been delayed due to bureaucratic red tape and procedures, thereby slowing the purchase of essential weapons and equipment, a senior Indian Army official said.

 

“The task of utilizing the funds allotted optimally, and with all the honesty, transparency and fairness, has to be a collective endeavor. However, effective resource management requires speedier decision-making by authorities vested with financial powers,” Antony said. “At the same time, speedier decision-making must not lead to bypassing of laid-down rules and procedures.”

 

Antony said the ministry has a new system of decision-making, under which decisions on purchases are made at a broader meeting of various departments. The earlier practice involved passing files from one internal department to another.

NEW DELHI (PTI): The indigenous airborne early warning aircraft and the Russian-origin Mi-17 V5 helicopter would be displayed for the first time by Indian Air Force (IAF) at the parade here to mark its 80th anniversary.

 

"The Airborne Early Warning and Control (AWAC) system aircraft and the Mi-17 V5 would be showcased for the first time at the IAF day parade this year on October 8," IAF officials said here.

 

They said the Mi-V5s will be part of the flying display whereas the under-development aircraft will be part of the static display.

 

The aerial display will commence with flag bearing sky divers of 'AKASH GANGA' Team dropping out of AN-32 aircraft, they said.

 

The other aircraft taking part in the aerial drill will include the C-130J Super Hercules transport aircraft, Su-30MKI, Mirage 2000, MiG-series and Jaguar combat aircraft.

 

IAF has also requested people living around the Hindan air base near here to maintain cleanliness to avoid attracting birds towards the aircraft flying area.

 

The annual IAF Day parade was being held at the Palam air base here for more than four decades but it was shifted to Hindan base to avoid inconvenience to the commercial flight operations from the IGI airport.

New Delhi -- Defence Minister A K Antony today indicated that India will first "stabilise" its present missile programmes before thinking of starting any project for having capabilities to strike targets at longer distances than the 5,500 km-range Agni-V.

 

"Don't be impatient. Let the present Agni series stabilise," he said when asked if India was working on any programme such as Agni-6 after the success of 5,500 km-plus range Agni-5 earlier this year.

 

The Defence Minister was talking to reporters after delivering DRDO excellence awards here.

 

So far, the DRDO has conducted only one test of the Agni-V and is planning to carry out more such test-firings in the future for its induction in operational service.

 

The Minister advised stakeholders to adopt a consortium approach involving academic institutions and industries to act as a cohesive team to explore all aspects of nanotechnology for development of missiles, aeronautics, armaments and combat vehicles.

 

Praising the research agency, Antony said production of DRDO-developed systems already inducted in the armed forces is worth Rs 42,000 crore but cautioned it against complacency.

 

"If DRDO lags behind, technology being developed by it will become obsolete and it will not be able to provide state-of-the-art equipment to our forces. It must be the endeavour of all scientists to be innovative and creative in thought and action," he added.

 

The awardees at today's function included 'missile-woman of India' Tessy Thomas for her contributions to the Agni-4 programme.

Les médias francophones tombent sous le charme du premier porte-aéronefs chinois, et ne cessent de gloser sur son impact, fantasmé, sur les crises latentes de l'Asie du Sud-Est. Ce blog se permet de dire que l'entrée en service de ce navire, le 26 septembre 2012, n'est pas synonyme d'une menace actuelle. Alors, est-ce que, comme cela a été prétendu sur ce blog, la Chine aura un groupe aéronaval crédible sur le plan militaire en 2017, 2019 ou 2022 ? Peu importe, à dire vrai, que la date proposée (2022) soit la bonne. Le problème, c'est que tout nos médias se focalisent sur l'entrée en service d'un navire qui ne peut pas, être à l'heure actuelle, être la pièce centrale d'un outil militaire offensif : les chinois ne savent pas (encore) faire. Ce sera pareil pour les anglais quand ils recevront leurs deux porte-aéronefs entre 2018 et 2020 : il leur faudra bien de 7 à 10 ans pour reconstruire un outil aéronaval crédible.

 

Mais ce navire a une signification beaucoup plus précise pour l'Asie : la Chine lance un porte-aéronefs (qui sera assisté par des escorteurs, dont certaienment des sous-marins, en sus des frégates et destroyers, et pourquoi pas une coopération avec l'aviation à long rayon d'action (autant de patrouille que d'attaque anti-navires) pour guider cette escadre) qui n'est qu'un navire d'expérimentations, d'essais et donc, in fine, un navire école ! Ce que peuvent craindre les nations asiatiques, c'est que ce navire permettent sur la période allant de 2020 à 2025 de constituer le noyau dur d'une puissance aéronavale chinoise pouvant permettre aisément l'entrée en service d'un deuxième, voire d'un troisième navire. Oui, c'est bien cette potentielle montée en puissance chinoise qui inquiète dans la région.

 

Ce temps semble long à ceux qui s'attendaient à ce que le vaisseau présente une menace actuelle. Mais dans le temps de la mer, qui est un temps long, Pékin pourrait prendre de vitesse bien des rivaux. Il doit être clair pour tout le monde que l'acquisition d'un porte-avions et sa préparation pour qu'il devienne la pièce centrale d'un outil stratégique relève du temps  long :

  • quelques années sont nécessaires pour concevoir le navire dans un bureau d'études.
  • La durée de construction généralement constatée d'un tel navire et pour l'armer de tout ses systèles est de 5 à 7 ans.
  • Enfin, 5 à 10 ans années sont nécessaires pour le transformer en un outil opérationnel (à force d'entraînements et d'échanges avec les marines alliés) capable d'opérer avec un groupe aéronaval.

Nous sommes en 2012, et autant dire que si, effectivement, la Chine construit une escadre école pour accueillir deux porte-aéronefs de plus, et avec, peut être, le premier porte-avions (à propulsion nucléaire) sur la tranche des années 2020-2025 (Mer et Marine évoque la construction d'un, voire de deux, porte-aéronefs à propulsion classique, et peut être même d'un porte-avions nucléaire -notez que ce serait un porte-avions, et non pas un porte-aéronefs), alors elle prendra toute l'Asie du Sud-Est de court.

 

C'est-à-dire que la région aura très peu de temps pour se positionner face à la puissance chinoise qui va encore monter d'un cran. Pour exemples :

  • les programmes indiens d'acquisition de porte-aéronefs accumulent les retards : les navires (un, voire deux Air Defense Ship/Indigenous Aircrafts Carrier et l'INS Vikramaditya (ex-Gorshkov soviétique) n'arriveraient en flotte que vers 2017-2020).
  • La Russie maintient le Kuznetsov en service, mais elle n'a pas encore retrouvé les capacités nécessaires pour le remplacer, voire augmenter sa flotte de ponts plats. La démonstration la plus flagrante de cet état de fait est que la Chine aura réussi l'exploit de refondre et mettre au service un ancien porte-aéronefs soviétique (classe Kuznetsov) avant que Moscou réussisse à en faire de même pour honorer le contrat d'acquisition passé par l'Inde pour un autre ancien porte-aéronefs soviétique (le Gorshkov, donc, de classe Kiev).

Il demeure donc essentiellement les Etats-Unis dans la région. Ils sont directement impactés par le potentiel défi (Pékin dément construire un ou deux autres navire) et cela ne fait qu'accentuer leur problème naval : avec un navire stationné au Japon, un ou deux patrouillant dans le Golfe Persique et un autre faisant la jonction entre l'océan Indien et l'Asie du Sud-Est, il n'y a pas tellement de navires américains face à un, deux ou trois (à l'orée 2020) navires chinois jouant à domicile -ils passent donc tout leur temps opérationnel sur le théâtre alors que les navires américains passent un bon tiers de leur temps en transit.

 

C'est justement la volonté des Etats-Unis qui est mesurée par Pékin.

Sur le plan naval, il faut bien comprendre que la Chine ne donne pas, par hasard, des noms à ses navires. Par exemple, le navire-école chinois qui sert à former les officiers d'une marine océanique en construction porte un nom bien particulier : le Zheng He. C'était aussi le nom d'un amiral chinois du XIVe siècle. La particularité de ce marin est qu'il est soupçonné d'être l'un des premiers à avoir découvert l'Amérique du Nord dès le XIVe siècle (mais d'autres pistes portent à croire que ce serait une découverte viking qui daterait du Xe siècle -l'Europe est sauvée). Mais plus encore, du temps de cet amiral, la marine chinoise était une force océanique capable de croiser depuis la Chine jusqu'au Golfe Persique et de soumettre ces côtes à l'influence chinoise.

Dans un premier temps, donc, ce premier porte-aéronefs chinois etait baptisé "Shi Lang". C'est le nom d'un amiral chinois qui servit sous les dynasties des Ming et des Qing, soit au XVIIe siècle. Une des réussites militaires de cet amiral a une résonnance toute particulière, encore aujourd'hui : il réussi à soumettre l'archipel de Taiwan. Donc, et alors que Pékin niait toujours, pour la forme, que l'ancien Varyag soviétique allait devenir un navire militaire, il était attribué d'un nom à la symbolique très forte. Il semblait bien trouvé puisqu'il permettait à Pékin de matérialiser une volonté politique très forte de faire entendre raison à cet archipel pour qu'il rejoigne "une seule Chine, deux systèmes" -ou trois systèmes pour l'occasion. C'était une réaffirmation politique qui aurait fait écho à bien des discours. Mais c'était aussi un risque calculé car si la Chine montait progressivement d'un cran dans le cadre de cette crise larvée, elle le faisait très progressivement sans déstabiliser la région. Les Etats-Unis auraient alors reçu très clairement le message puisque l'archipel de la Chine nationaliste est sous leur protection (bien que Washington évite de franchir des lignes jaunes en accordant une trop grande protection aux yeux de Pékin - autre chose à noter, les Etats-Unis se méfient, peut être trop tard, de la réussite chinoise à espionner les matériels américains vendus à Taiwan, ce qui pourrait expliquer quelques lenteurs à la livraison de matériels).

 

Mais ce n'était qu'un nom de baptême officieux : rien de rien n'était officiel.

C'est bien dommage, dans un sens. Il a été dit que bien des esprits se focalisent (trop ?) sur les capacités supposées du navire. Sans paraphraser ce qui a été dit plus haut, ce porte-aéronefs n'est pas la pièce d'un groupe aéronaval opérationnel. C'est la pièce maîtresse de la montée en puissance de la Chine dans le club fermé des marines dotées d'une aéronavale embarquée sur porte-aéronefs ou porte-avions. Ce qui aurait dû retenir l'attention, c'est le nom du navire. Première observation, c'est le nom de la province il a été refondu et mis en service : Liaoning. Et alors ? Il y a bien un porte-avions Charles de Gaulle qui était baptisé Bretagne au début de son programme en France et la première frégate du programme FREMM qui est nommée Aquitaine. Deuxième remarque : la Chine ne semble jamais donner un nom à un navire de premier plan à la légère...

La troisième remarque n'est que le fruit de la supposition de l'auteur de ce blog : Liaoning, ce nom n'est pas inconnu dans nos manuels d'Histoire. Liaoning est donc le nom d'une province chinoise. Cette entité administrative abrite une ville, Dailan, où a été refondu et mis en service le navire. La capitale de cette entité territoriale est Shenyang. Le nom mandchou de cette ville est "assez intéressant" : Moukden. En 1931, l'empire du soleil levant organise un faux attentat sur une ligne de chemin de fer appartenant à une société japonaise. Cet "attentat" (il est avéré aujourd'hui que c'est bien le Japon qui l'avait monté de toutes pièces) a été le prétexte pour Tokyo pour occuper la Mandchourie. La suite de l'Histoire est connue : la Chine côtière fut en grande partie soumise par les armes japonaises, et ce fut un massacre parmi les chinois. Aujourd'hui encore, Pékin exige des excuses du Japon et la fureur populaire chinoise explose à chaque fois que cette période est minimisée au Japon, comme quand un manuel scolaire japonais restait bien "modeste" sur cette période.


Il faudrait donc admettre que le nom du premier porte-aéronefs chinois ait été effectivement choisi en liaison avec cet évènement historique qui inaugurait une période noire pour la Chine. Les gouvernements successifs de Pékin, depuis la proclamation de la République Populaire de Chine, s'acharnent à démonter, les uns après les autres, les traités "inégaux" que la Chine aurait eu à signer au XIXe siècle (essentiellement). Cette fois-ci, la Chine pourrait (ce n'est qu'une supposition) adresser un message très fort au Japon : il y a des contentieux à régler, et cela ne peut plus se faire sur des bases que les gouvernants chinois jugent ou jugeraient inéquitables. Pékin afficherait alors une ligne géopolitique constante, mais renouvelerait également sa volonté par cet acte fort.

Dans le cadre de cette supposition, ce n'est plus seulement l'archipel nationaliste et rebelle qui est visé, mais c'est bien le Japon. Le protecteur stratégique est le même dans les deux cas. Ce ne serait pas du tout la même chose entre la réintégration de Taiwan dans le giron chinois et le lâchage du Japon par les Etats-Unis :

  • d'un côté, il y a un archipel qui est divisé entre indépendantistes et un autre camp plutôt désireux de se rapprocher de la Chine (ce qui ne veut pas dire rattachement pur et simple). Si la pression des armes chinoises se fait sentir, la porte n'est pas non plus fermée à une solution politique.
  • De l'autre côté, il y a le Japon. L'archipel dépositaire de l'empire du soleil levant est sous protectorat américain depuis 1945.

La sécurité nationale japonaise repose sur la volonté des Etats-Unis à rester suffisamment engagé en Asie pour défendre et leurs intérêts, et l'archipel. Si donc le message de la Chine passe par ce navire, dont le nom ferait référence à l'incident de 1931, alors un défi est lancé au Japon et aux Etats-Unis.

 

La Chine fait sentir sa présence navale, via ses agences paramilitaires, le long de ses côtes à travers tout les archipels et îlots qui font l'objet d'une crise larvée depuis plusieurs années, voire plusieurs décennies (Taïwan donc, mais aussi les Senkaku, Paracels et les Spratleys). Ces confrontations navales qui se font via des forces civiles ou paramilitaires font craindre l'engagement des marines de guerre des pays concernés. Par son porte-aéronefs, Pékin pourrait (conditionnel, toujours) faire savoir que, à l'avenir, la volonté de la Chine est suffisamment forte pour engager un ou deux autres porte-aéronefs supplémentaires, voire un porte-avions nucléaire. Il y a donc un défi militaire qui est lancé. Le Japon a d'ores et déjà lancé deux destroyers porte-hélicoptères (16DDH) et devrait percevoir dans les prochaines années deux autres navires porte-hélicoptères (les deux destroyers 22DDH, notoirement plus grands). La question qui est posée aux Etats-Unis est celle de la volonté :

  • est-ce que Washington relève le défi chinois et reste partie prenante dans les différentes crises qui secouent le Sud-Est asiatique, notamment et surtout les crises territoriales ?
  • Ou bien est-ce que la stratégie d'engagement prioritaire en Asie décrétée par les derniers gouvernements américains (dont celui d'Obama) n'est pas subordonnée à une volonté politique suffisamment solide ?

Pékin fait sentir sa détermination, notamment, et pas seulement, par le poids de son engagement naval. Alors soit les Etats-Unis répondent présent et l'US Navy s'engage encore plus en Asie, soit le Japon et les autres nations asiatiques se retrouvent en tête-à-tête avec la Chine. A ce moment là, les modalités d'un équilibre des puissances entre elles seront tout autre avec une présence américaine en reflux.

 

Cette supposition sur le choix du nom du porte-aéronefs chinois demeure une supposition. Il est certain que la Chine ne choisit pas au hasard le nom de ses plus importantes unités navales qui constituent le fondement de sa puissance de demain. Si c'est une manière de tester la volonté politique américaine, alors la réponse façonnera pour beaucoup les équilibres gépolitiques des 20 ou 30 prochaines années. Dans ce cadre, l'Europe ne peut que s'attendre à un seul cas de figure : un désengagement américain encore plus grand du Vieux continent puisque : si les Etats-Unis relèvent le défi asiatique jusqu'au bout en continuant à construire un front d'opposition à Pékin, alors les américains auront besoin de la majorité de leurs forces disponibles dans le Pacifique, et cela se fera certainement au détriment de l'Europe (qui investit beaucoup moins sur le plan militaire que le reste du monde). Mais si les Etats-Unis abdiquaient face à Pékin et abandonnaient la stratégique de containment de la Chine dans le Pacifique, alors pourquoi est-ce que les Etats-Unis s'investiraient-ils en Europe ?!

Les Etats-Unis ont commencé à déployer lundi 1er octobre leurs premiers avions à décollage vertical, malgré les manifestations d'opposition des habitants. Dans le contexte de tensions entre la Chine et le Japon sur les îles Senkaku (Diaoyu pour les Chinois) en mer de Chine, les six premiers Ospreys ont été transférés sur la base militaire américaine de Funtenma, en plein milieu d'une ville. Les habitants s'inquiètent de la fiabilité des appareils après la chute d'un Osprey en avril au Maroc, qui avait tué deux militaires américains. Six autres appareils doivent suivre.

Dans un communiqué publié lundi, le premier ministre japonais Yoshihiko Noda a tenté d'apaiser les craintes des habitants en affirmant que les appareils étaient fiables et a appelé les Etats-Unis à accélérer le transfert de la base vers une zone moins habitée d'Okinawa. Le gouverneur de l'archipel Hirokazu Nakaima a affirmé ne pas "accepter des avions qui peuvent s'écraser sur nous".

Defence Minister AK Antony on Monday announced that the Defence Acquisition Council (DAC) recently gave an approval to the construction of 144 upgraded 155 mm artillery guns by Ordnance Factory Board Jabalpur.

 

The Defence Minister has thrown his weight behind the indigenous artillery programme just like the indigenous Main Battle Tank Arjun. Speaking on the sidelines of a DRDO award function, Antony said: "I hope after 30 years it proves to be a success. After MBT Arjun we are working towards making the artillery a success."

 

The .52 guns will be manufactured on the basis of the design transferred by the Bofors in 1986. The designs have since then been gathering dust owing to the taint on these Swedish gun.

 

The user trials will take place in December.

 

The indigenous artillery programme is crucial for the Indian Army which has not been able to induct a single gun since Bofors scandal. While the artillery wing of the Army is in dire need of modernisation, the repeated blacklisting of foreign gun-makers has only added to force's woes.

While Islamic terrorism and religious and ethnic strife produce most of the headlines about Pakistan, there's a lot more largely unreported misery that is rarely mentioned. Much of Pakistan is medieval in many ways and millions of Pakistanis live, literally, as serfs (a form of slavery that lasted into the 19th century in the West). While India has some of these social/economic problems, the Indians made a major effort to eliminate most of these feudal social and economic practices over half a century ago. Pakistan did not and that is one reason why per-capita economic performance in Pakistan is behind that of India. The feudalism also limits social mobility and economic activity. The wealthy feudal families dominate the economy, politics and the military. The families thought they could use Islamic radicalism as a weapon against India. But in over three decades of that there has been nothing but more misery and defeat for Pakistan. The world considers Pakistan a corrupt and unreliable sanctuary for Islamic terrorism. The people in most danger are Pakistan reformers, who keep trying to defeat the corruption and intolerance at great risk to their lives. So far, the forces of evil are winning.

 

While the U.S. backs the reformers in Pakistan, the American counter-terrorism efforts also help to keep the corrupt rulers in power. The American UAV program over Pakistan has, in the last eight years, found and killed over 500 Islamic terrorists. The CIA run operation seeks out key people (leaders and technicians) in various terrorist organizations. While most of the dead terrorists are internationalist (al Qaeda), many have more local ambitions (the Pakistani Taliban) and are at war with the Pakistani government. These Islamic radicals are all of a piece when it comes to maintaining their terrorist sanctuaries in the tribal territories (North Waziristan) and Baluchistan (Quetta). But the Pakistani Taliban wish to turn Pakistan (and the rest of South Asia) into a religious dictatorship while al Qaeda seeks to conquer the world to Islam. For the Pakistani ruling class, having American UAVs seeking out and killing the Pakistani Taliban leaders is very useful and often, quite literally, a lifesaver for prominent Pakistanis. The Islamic radical groups work hard to portray the UAV campaign as a murderous effort to kill Pakistanis in general. That's a very popular attitude, and Pakistani leaders go along with it, while quietly supporting the Americans. Pakistan could easily order its F-16s to shoot down the slow moving UAVs, but they don't and that's because it would not be in their interest.

 

The death of so many key al Qaeda personnel since 2004 has changed the terrorist organization, especially in Afghanistan and Pakistan. Most of the deaths occurred in the last three years and that means that most of the key al Qaeda people are now Pakistanis. Arabs long dominated al Qaeda in this part of the world (where the group was created in the late 1980s), but UAV attacks caused many survivors to head back home (to prison, death or surrender for many of them) or to other al Qaeda battlefields (Somalia and Western Yemen, both of which turned out to be deadlier than Pakistan). Despite the UAV attacks, al Qaeda still enjoys its best sanctuary in Pakistan and new recruits from Pakistan, and around the world, still join the cause and are trained in remote mountain camps for local and international terrorism. 

 

Islamic political parties in Pakistan organized dozens of demonstrations in the last three weeks, to protest, often violently, an American film accused of being critical of Islam. These demonstrations are part of an effort by the Islamic parties to establish themselves as censors for all Pakistanis. Over twenty people (mostly demonstrators) were killed in these actions and dozens of movie theaters and Western style businesses were destroyed or damaged. The Islamic parties want a much more religiously conservative lifestyle (no alcohol, movies or Western habits in general) for all Pakistanis. Most of their countrymen disagree with this, but you can't argue with a mob.

 

The UN has made itself very unpopular with the Pakistani military by investigating army misbehavior in Baluchistan (southwest Pakistan). The UN has been looking into ISI and military counter-terror operations in Baluchistan. There, Baluchi tribes have been fighting for more autonomy and a larger share of the revenue from natural gas fields in their territory. In response to this the government has allowed the ISI and military to kidnap, and often kill Baluchis believed involved in resistance efforts. The government denies this sort of thing is going on and the UN insisted that it be allowed to send in investigators. These were allowed in, but the ISI and military has not cooperated with them. Military controlled media has denounced the UN investigation, but independent media have called for reforms within the military and ISI and the expulsion of Islamic radicals and corrupt officers. That is not likely to happen any time soon, but you never know.

 

In Indian Kashmir five Islamic terrorists, all Pakistanis were killed by troops near the border. The troops also found a large supply of weapons and ammunition. The dead men appeared to have crossed the border, carrying lots of weapons and ammo, about a month ago and were trying to establish a base. Their presence was noted and troops sent to investigate.

 

The Maoist militants in Nepal have caused Indian trucks, many carrying essential goods, to stay out because of threats to attack Indian vehicles. The militants are seeking to ban Indian movies and other aspects of Indian culture from Nepal. The Nepalese government is led by more moderate Maoists and is trying to control the radicals before the fragile economy suffers further harm.

 

September 30, 2012: In an unusual switch, Pakistani police have accused nine Moslem men of blasphemy for attacking a Hindu temple during recent riots against an American film critical of Islam. The anti-American demonstrations sometimes escalated to attacks on anything considered unIslamic. The Pakistani blasphemy laws are usually only used by Moslems against non-Moslems.

 

September 29, 2012: In Eastern India (Chhattisgarh) Maoists attacked a rural police camp, wounding two policemen before being driven off.

 

September 28, 2012: In the Pakistani tribal territory city of Peshawar an experienced police bomb technician died when a bomb he was defusing went off. The police tech had just disabled one bomb and was working on the second one found that day. Most of the Islamic bombs used in the tribal territories are used in and around Peshawar.

 

September 26, 2012: In Pakistan (North Waziristan) a roadside bomb hit a military convoy, killing one soldier and wounding fifteen. The army has a truce with Islamic terrorists in this area, but there are so many terrorist factions, and some of them refuse to honor any truce deals. 

 

September 25, 2012: In Indian Kashmir a clash between troops and Islamic terrorists left two terrorists and one soldier dead.

 

September 24, 2012: A court in Pakistan announced that an investigation had confirmed that a 14 year old Christian girl had been framed by a Moslem cleric for desecrating a Koran (the Moslem bible) several months ago. Pakistan still has severe blasphemy laws that are mostly used by Moslems against innocent Christians or each other. Efforts to repeal these laws, or at least limit their misuse, are violently resisted by Islamic political parties.

 

 In Pakistan (North Waziristan) an American UAV fired two missiles at a terrorist base and killed five Islamic radicals. There have been 37 of these attacks so far this year, with 16 of them against targets in North Waziristan. This has led to dozens of senior al Qaeda and Taliban leaders being killed and much anger among these groups against the Pakistani government (which quietly supports the UAV campaign while publically denouncing it.)

 

September 22, 2012:  In Pakistan (North Waziristan) an American UAV fired two missiles at a terrorist base and killed four Islamic radicals.

 

September 21, 2012: In Indian Kashmir another village leader was killed by Islamic terrorists, causing many other village leaders to post announcements in local papers that they had resigned their leadership job. The Islamic terrorists go after official village leaders as a way to terrorize people into supporting the terrorists with shelter, food, money and recruits. This is not popular, but death threats do produce some cooperation. The army and police respond by hunting down those who made the threats. This is greatly reduced, but not entirely eliminated the problem.

 

September 20, 2012: India has refused to go along with Pakistani proposals to demilitarize the Siachen glacier. The offer was greeted with skepticism in India. That's because the Pakistani Army has used lies and deceptions for decades in a futile effort to gain an edge over India. This has led to the current situation, where thousands of Islamic terrorists, openly supported by Pakistani troops, continue to plan and carry out attacks on India. It happens every day in places like Kashmir. But Pakistan officially denies it all. Until the denials stop and taking responsibility begins, there will be no real peace with India. The collapse of the talks about withdrawing troops from the Siachen glacier is seen as another example of this.

 

A Pakistani political party denounced one of its senior members (a minister in the current government) for offering a $100,000 reward for whoever would kill the Egyptian-American man who produced a film critical of Islam. The Railways Minister is offering his own money.

 

September 19, 2012: In the Pakistani tribal territory city of Peshawar a car bomb intended for a military target instead killed ten civilians.

 

In Pakistan's northwest tribal territories (Bajaur) troops killed 29 Islamic terrorists. This was part of an operation, lasting several weeks, to destroy or drive into Afghanistan several Islamic radical groups that have tried to maintain bases in this rural area. The current operation has killed, wounded or captured several hundred Islamic terrorists.

Coast Guard’s plan to boost its maritime surveillance capabilities will have to wait as the Defence Ministry has scrapped its tender to procure 16 light helicopters.

 

Only two companies — Indian Hindustan Aeronautics Limited (HAL), offering its ALH Dhruv, and European Eurocopter with its twin-engine Panther MB — were in the race for the deal expected to be worth over Rs 1,000 crore.

 

The tender, issued in July last year, was cancelled by the Defence Ministry after it was found that the helicopter offered by Eurocopter was not compliant with one of the request for proposal requirements, Defence Ministry officials told PTI here

 

With only ALH Dhruv left in the race, the ministry could not go ahead as single-vendor tenders are not allowed by the Defence Procurement Procedure of the ministry, they said.

 

The procurement was part of Coast Guard’s efforts to enhance its capabilities to tackle terrorism and other threats emanating from sea and to prevent any 26/11-type attacks.

 

The Coast Guard is now planning to issue a fresh tender with new and reviewed specifications in the first quarter of 2013.

 

In the aftermath of 26/11 attacks, government had cleared several proposals to enhance Coast Guard’s aerial surveillance capabilities and had sanctioned acquisition of both fixed-wing aircraft and helicopters.

 

However, tenders for procuring six maritime surveillance aircraft and dry-leasing 16 helicopters from foreign companies have been scrapped due to one reason or the other in the last four years.

 

Coast Guard wanted the helicopters to be equipped with surveillance devices to carry out search and rescue roles in coastal areas.

Stung by a latest cyber leak that resulted in information regarding various simulated operational scenarios with Pakistan doing war time going into public domain, the Indian Air Force (IAF) has made it necessary for its officials to declare their personal computers.

 

 

Making the rules for computer usage more stringent, the IAF has now asked its personnel to give an undertaking declaring their personal computers and assuring that it will be used as per laid down rules by the armed forces for cyber security.

 

The latest guideline stems from an incident that happened earlier this month when one of its officers unwittingly connected his personal computer to the internet connection resulting in the Operational Concept Descriptions (OCDs) that involved suggested offensive scenarios and attack plans going public.

 

Alarmed IAF authorities launched a thorough checking of all the official and personnel computers in the IAF and another strict advisory was issued against storing service information on computers. IAF officials, however, said that no service information was “compromised”. “During a routine check one personal computer was found have a concept paper, which got into public domain,” officials added.

 

The laid down cyber security procedures stipulates that any service related information shall be stored on stand-alone computer and the computer shall not be linked with any internet connection or pen drives, as it increases the chances of a cyber attack. Following this latest incident, the IAF has again put out an order that “No matter how trivial the information is, it will not be stored on personal computers.”

 

For the last 2-3 years, the country’s vital and sensitive organizations have been facing constant cyber threats. Waking up to this additional domain of warfare, the Indian armed forces are mulling a joint cyber command that will bulwark the Indian defence establishments against the ‘hacking brigades’ prowling for sensitive and strategic information. The Indian Navy has in fact begun recruitment of its exclusive IT brigade. The trainer cyber experts would be deployed on board warships and various sensitive establishments on shore to manage and secure the network in the organization.

 

Earlier this year the Indian Navy constituted a Board of Inquiry (BoI) against some of its officers in the Eastern Naval Command whose computers were found to be bugged and official information compromised. Various strategically important projects including the construction indigenous nuclear submarine INS Arihant is underway at Visakhapatnam and the Russian-build nuclear submarine INS Chakra is also based here. Chinese hackers were suspected behind the attack.

 

In another BoI, four senior Indian Navy officials from technical branch were alleged of possessing and leaking classified information through social networking sites.

Two very interesting pieces of news have surfaced in the last two days regarding the Australia-Japan relationship. On Wednesday morning in New York Japan and Australia, on the heels of the recent two-plus-two dialogue in Sydney agreed to further deepening of the strategic partnership, and also committed themselves to making a breakthrough on the Economic Partnership Agreement which has been under negotiation for 5 years.

Then today in The Australian it was revealed that there is a high likelihood that Australia and Japan will confirm a defense technology deal at some point in the future which will involve the technology transfer of Japan’s highly regarded diesel-electric AIP Soryu submarine. This deal is an outgrowth of the relaxing of the arms export restrictions that took place late last year.

…there are only a few areas left where the two countries could usefully collaborate in more depth than they do now. One such area is in the maritime domain, particularly in terms of Anti-Submarine Warfare (ASW). When the two countries held their first bilateral defense exercises recently they engaged in ASW exercises, something they have also done so with the US in trilateral exercises.

Furthermore, there has been interesting discussion in the Australian press about the Japanese working with the Australians, perhaps in a joint partnership, to outfit the Royal Australian Navy with 12 submarines similar to the highly regarded Japanese diesel-electric mid-sized Soryuu submarine. There had been numerous maintenance and technical issues with Australia’s Collins-class submarines, hence a desire this time around to acquire a proven platform.

This morning’s news suggests that the likelihood of this going ahead is high. In terms of broader security relations, The Australian in the link above also noted that the possibility of Australia and Japan working together on some aspects of F-35 production, as well as the possibility for the Japanese Self-Defense Forces joining upcoming disaster relief exercises in Australia. M777A2 howitzer

NEW DELHI (PTI): India will issue a request to the US Government next month for procuring 145 M777 ultra light howitzers for the Army at a cost of over Rs 3,000 crore.

 

"The Letter of Request (LoR) for procuring 145 Ultra Light Howitzers for the Indian Army through the Foreign Military Sales route would be issued in October," a Defence Ministry official told PTI on Friday.

 

The clearance for procuring these howitzers was given recently by the Defence Acquisition Council (DAC) headed by Defence Minister A K Antony.

 

The Ultra Light Howitzers of 155 mm (39 calibre) are being acquired for deployment in high altitude areas in Arunachal Pradesh and Ladakh, officials said.

 

The Ultra Light Howitzers are expected to be the first artillery guns to be included into the Army in the last 26 years.

 

The M777 guns, manufactured by the BAE Systems of the US, can be airlifted easily and be used for quick deployment of assets in mountainous regions.

 

The go-ahead for procurement of these guns had been cleared by a high-level committee headed by DRDO chief V K Saraswat after leaked trial reports of the guns suggested that they were not fully meeting the parameters of the Army.

 

The Army is also hoping to induct the Bofors guns manufactured indigenously by the Ordnance Factory Board at its facilities in Jabalpur. The guns will be ready for pre-user trials phase in December.
