Russia 'stole' Chinese Zubr contract from Ukraine

An agreement is thought to have been reached between Russia and China under which the former will construct Zubr-class air-cushioned landing craft (LCAC) in China. This much is assumed from a piece entitled "Russia Steals an International Defense Contract from Ukraine" on Russian online news site Vzglyad.

 

The contract was originally signed by China and Ukraine. The ships were to be constructed at Feodosiya Shipyard in Ukraine under an agreement with the state-owned Ukrainian Defense Industry, according to a Russian shipbuilding industry source cited in the article. Now, it seems, Russia's state-run Rosoboronexport will be responsible for the project.

 

Ukraine does not have exclusive rights to build and sell the air-cushioned craft, as the technology belongs to Russia, according to the online paper. In order to prevent protests from Russia, Ukraine made slight adjustments to the landing craft and renamed it the Project 958 Zubr LCAC from its previous designation of Project 1232.2. Under the terms of the contract, last spring Ukraine delivered two of the craft to China.

En patrouille, l’Albatros s’est aventuré très au Sud de son terrain de chasse habituel, soit sur l’Elan bank  et le Banzare bank, susceptibles d’attirer des pêcheurs contrevenants.

 

L’équipage a dû affronter les difficiles conditions météorologiques des fameux « cinquantièmes hurlants » : la température de l’eau et de l’air était de -5°C, la mer très grosse et le vent soufflait en rafales à plus de 50 nœuds. Enfin, dans les dernières latitudes explorées, le patrouilleur a évolué au beau milieu d’un champ d’icebergs tabulaires, véritables morceaux de banquise pouvant dépasser les 100 km de longueur.

 

Après avoir atteint le soixantième parallèle Sud, l’Albatros a remis le cap vers le Nord afin de poursuivre sa mission opérationnelle dans les Terres Australes Antarctiques Françaises (TAAF).

3 Goals of China's Military Diplomacy

China seeks to accomplish three things with its military diplomacy: deterrence, agenda-setting, and reassurance.
 

On Thursday, Chinese President Xi Jinping (who is also the chairman of China’s Central Military Commission) said that China will place a greater emphasis on military diplomacy as a part of its overall foreign policy strategy. Xi made the comments at a meeting of military attaches and other military officials in charge of diplomatic work. Officers in attendance included Fan Changlong, vice chairman of the Central Military Commission; Xu Qiliang, another vice chairman as well as the head of China’s air force; Minister of Defense Chang Wanquan; Chief of PLA General Staff Fang Fenghui; and Wu Shengli, China’s naval chief.

Xi exhorted the military officers in attendance to “start a new phase of military diplomacy.” Xi noted that the CCP has always viewed military diplomacy as an important tool for advancing China’s overall diplomatic goals, safeguarding national security, and promoting the construction of China’s military. Today, military diplomacy is even more prominent in China’s national diplomacy and security strategy, Xi said.

China’s emphasis on military diplomacy was evidenced last year, as China stepped up military exchanges, visits, and joint drills. A spokesman from the Defense Ministry recapped China’s 2014 military diplomacy in the final press conference of the year. According to the spokesman, Yang Yujun, China participated in 31 bilateral or multilateral joint exercises. Notably, Yang said, the focus of the exercises “expanded from non-traditional security to traditional security.” Exercises in 2014 were “more real combat oriented” than in the past, Yang added.

La Chine est prête à jouer les intermédiaires entre les talibans et Kaboul, a annoncé jeudi 12 février le ministre des affaires étrangères chinois, Wang Yi. Pékin est un acteur économique majeur en Afghanistan, notamment dans les mines. Il y est cependant resté jusqu'ici politiquement effacé. L'annonce a été faite non à Kaboul, mais au Pakistan, qui abrite les bases arrière et les principaux dirigeants des talibans afghans.

« Nous soutiendrons le gouvernement afghan dans sa recherche de réconciliation avec plusieurs factions politiques, y compris les talibans », a dit M. Wang, qui s'exprimait à Islamabad au côté du conseiller à la sécurité pakistanais Sartaj Aziz. M. Wang a également annoncé que le président chinois, Xi Jinping, effectuerait sa première visite au Pakistan « bientôt cette année ».

Three weeks of intensive air combat training wraps up today as Exercise RED FLAG 15-1 concludes at Nellis Air Force Base in Nevada.

 

A contingent of 150 Royal Australian Air Force personnel have participated with two C-130J Hercules transports and an AP-3C Orion surveillance aircraft, working alongside counterparts from the United States and United Kingdom.

 

The RAAF also sent an Air Battle Management team from No. 41 Wing, tasked with overseeing missions with more than 60 combat aircraft in the Nevada Test and Training Range (NTTR). The 30,000-square-kilometre tract of exercise area is home to an array of ‘enemy’ radars, ground-borne defences, and Aggressor fighter aircraft.

 

Flying low-level along ridgelines in the NTTR, a pair C-130J Hercules from the RAAF’s No. 37 Squadron hid from prying radars to deliver personnel and cargo to drop zones.

 

37 SQN Commanding Officer Wing Commander Darren Goldie said the Exercise RED FLAG 15-1 training environment rated as the world’s best.

 

“This exercise represents the greatest test for the C-130J’s abilities since it entered RAAF service in 1999,” WGCDR Goldie said.

 

“During each mission, instruments on our aircraft and the monitoring equipment in the range, collect precise information about each engagement for use in debriefings.”

 

The face-to-face interaction between American, British and Australian personnel at Exercise RED FLAG 15-1 is invaluable to the success of future operations.

 

“It’s critical that we’re well prepared to participate in operations and speak the same tactical language as our partners,” WGCDR Goldie said.

 

This year marks the 40th anniversary of Exercise RED FLAG, with Australia having participated since November 1980. Throughout its history, Exercise RED FLAG has recreated an aircrew’s first 10 missions in a war-like environment to increase their chances of survival in combat operations.

 

No. 10 Squadron Commanding Officer Wing Commander Jason Begley said RAAF personnel worked alongside the world’s most advanced combat aircraft, including the B-2A stealth bomber, F-22A Raptor, and E/A-18G Growler.

 

“You only have to look at the flight line to see the regard in which this exercise is held, allowing us to operate at the leading edge of capabilities and tactics,” WGCDR Begley said.

 

“The tactics, techniques and procedures we learn here will be directly transferable to future aircraft and systems we will operate.”

 

The AP-3C Orion, from 10SQN at RAAF Base Edinburgh, conducted overland surveillance missions in a highly-complicated electronic warfare environment.

 

“Because of the extensive investment the United States has made on the NTTR, it’s a level of complexity that you can’t get anywhere else in the world,” WGCDR Begley said.

General Dynamics European Land Systems-Steyr GmbH, and the Czech Republic company Excalibur Army entered into a collaboration that allows Excalibur Army to exclusively market, sell and service the Pandur II 8×8 wheeled armoured vehicle family in Czech Republic and other selected markets in Eastern Europe and Asia.

 

The vehicles will be manufactured under license at Excalibur Army sites in Czech Republic and Slovakia. General Dynamics European Land Systems-Steyr will support Excalibur Army’s activities with design services and delivery of components.

The two companies will bring the benefits of this partnership to compete for the Czech Ministry of Defence program to build and supply 20 Pandur II 8×8 command and communication vehicles.

The Czech Republic currently field 107 Pandur II vehicles, with several of them locally produced by VOP CZ.

Israel Aerospace Industries (IAI) and India’s Alpha Design Technologies have signed a teaming agreement for the production and marketing of mini-Unmanned Aerial Systems (UAS) in India to accommodate the operational needs of Indian customers. Potential customers in India include security agencies and all defense organizations including police forces, coastguard and Border Security Forces (BSF).

 

According to Shaul Shahar, IAI VP and General Manager of the Military Aircraft Group, the agreement with Alpha follows India’s policy for ‘Buy and make India’. “The important vision of ‘Make in India’ is being made fully effective by this joint effort. Alpha will meet the huge market in India and will examine further, later exports by Alpha, through IAI to various countries”. Col. H. S. Shankar, Chairman & Managing Director, Alpha Design Technologies Private Limited, added.

 

The agreement covers local production of IAI’s Bird-Eye 400 and Bird-Eye 650 mini UAS as well as other mini-unmanned aerial systems. Production of the systems will take place in India, while the marketing will be a joint effort of the two companies. Alpha Alpha will also provide integration of the systems in India, with IAI’s support.

China's ability to modify its two decommissioned Soviet era Kiev-class aircraft carriers which now serve as hotel-theme parks in Tianjian and Shenzhen has been discussed in a recent article on Beijing-based website Sina Military Network on Feb. 10.

 

The Kiev and the Minsk were the first two vessels of four Kiev-class aircraft carriers built for the Soviet navy back in the 1970s. Also known as aviation cruisers, the 45,000-ton vessels can be equipped with 80 to 200 surface-to-air missiles, two dual-purpose guns, eight close-in weapons systems and 10 torpedo tubes. The ships have a speed of 32 knots and are capable of carrying between 12 and 13 Yak-38 fighters with vertical take-off and landing capability. The ships can also carry 14 to 17 Ka-25 or Ka-27/29 helicopters.

France will not warranty Indian-built aircraft

After months of seeing Dassault Aviation being browbeaten in the Indian press, French arms procurement agency DGA defended its contractor, asserting that a 2012 agreement to provide India with Rafale fighter jets never committed the company to guarantee aircraft manufactured in India at state-owned Hindustan Aeronautics Ltd. (HAL). However, a recent senior adviser to HAL’s management tells Aviation Week that guaranteeing HAL’s work is not the issue, but that the French are being “rigid” and refusing to stand behind the integrity of the design.

“Dassault will not be responsible for the whole contract. It is a co-management setup,” says French defense procurement chief Laurent Collet-Billon, who was clear that France will not assume full liability for HAL-built Rafales. “It cannot be a problem, because it was not in the request for proposals [RFP].”

Speaking to reporters during an annual media address Feb. 9, France’s arms procurement chief said the €10.2 billion ($12 billion) agreement—which has been under negotiation for more than three years—calls for the first 18 of 126 Rafale jets to be built in France. After that, HAL would take over production of the remaining 108 aircraft.

Les pirates seraient toute une équipe de hackers chinois, équipe baptisée Codoso par Sight Partners,  mais qui est également connue sous le nom de Sunshop Group.

The 7.43pm crash of an Indian Army HAL-built Dhruv advanced light helicopter yesterday in Kashmir happened to be the third accident of the type in less than a month, a streak that has set off alarm bells once again within HAL. Last night's accident, in which two Army pilots Lt Col Rajesh Gulati and Major Tahir Khan were killed, was preceded by two crashes of Dhruv copters from the lot exported to Ecuador -- one on Jan 13 and the other on Jan 28 (Ecuador has lost four Dhruvs of the seven it has operated since 2009). There were no casualties in the two Ecuador accidents involving the Dhruv last month.

 

An HAL team dispatched to Ecuador on Jan 15 is part of accident investigations at a time when the country has restricted use of the Dhruvs to operational flights, and not for training or executive transport flights. HAL sources say preliminary information suggests the causes of the two January accidents are different.

The Sarang Dhruv aerobatics team is scheduled to perform at Aero India this month.

Japan’s new Development Cooperation Charter will allow for non-combat military aid and prioritize Southeast Asia.

 

The Japanese government’s new Development Cooperation Charter will let Japan send aid to foreign militaries for non-combat use under its Official Development Assistance (ODA). The move will increase the tools available for Japan to build close military partnerships with countries around the Asia-Pacific region amid cool ties with China due to a territorial dispute over the Senkaku/Diaoyu Islands in the East China Sea. The Japanese government has been interested in revising and updating the charter since at least last April as part of a broader adjustment of Japan’s defense posture under Prime Minister Shinzo Abe and the Liberal Democratic Party.

When the first prototype of India's LCA Navy (NP1) roared off the ski-jump at the Shore-based Test Facility (SBTF) for the first time on December 20 last year, no one from the team observing the jet from the flightline and from telemetry stations knew that something unseen had happened. Something that would only become known later in the day when performance data was analysed. And it was good, solid news, much needed for a team that has seen little more than questions, derision and barely veiled bemusement. Le gouvernement japonais a décidé mardi de prolonger de six mois la participation de ses forces d'auto-défense aux opérations de maintien de la paix de l'ONU au Soudan du Sud.

 

Cette courte prolongation a été approuvée par le cabinet du Premier ministre Shinzo Abe alors que la mission actuelle devait s'achever fin février.

 

Les Forces d'auto-défense terrestres ont contribué à développer les infrastructures, ont travaillé sur des projets de construction et ont apporté une aide médicale dans le cadre des opérations de maintien de la paix de l'ONU au Soudan du Sud, en particulier près de la capitale Djouba.

 

Les Forces japonaises d'auto-défense ont une base à Djibouti, où des troupes participent à des opérations de lutte contre la piraterie dans le golfe d'Aden.

 

La mission des Forces japonaises d'auto-défense a débuté en 2012 lorsque le Soudan du Sud a accédé à l'indépendance après plus de 20 années de guerre civile.

 

Le ministre de la Défense japonais Gen Nakatani a déclaré aux médias japonais que les efforts des Forces d'auto-défense avaient été bien accueillis au Soudan du Sud et que le Japon prévoyait de prolonger sa participation aux opérations de maintien de la paix de l'ONU dans le pays pour contribuer à maintenir la paix et la stabilité dans la région.

La France décidait en 1986 puis 1994, 2007 et 2011 d'agir mieux que tout le monde en renouvelant à moitié sa composante aéronavale. Sorte de French touch dans l'art de la guerre aéronavale dans le monde, il ne sera pas nécessaire de revenir sur le pourquoi du comment le budget de l'Etat alimente autant un second porte-avions imaginaire sans cesse amélioré au fil des années.

 

Une fois que nous avons dit cela, c'est pour mieux saisir le contraste mondial qui dépasse l'hémispère occidental qui nous englobe. Le couant de pensée dominant nous entraînait lentement mais sûrement vers un reniement de la guerre navale au sens large : puisque la Méditerranée, l'Atlantique et l'océan Indien sont des lacs américano-otaniens, la mer est utilisable par nous pour supporter nos voies de communication et donc servir à déplacer porter le fer à terre.

 

Depuis la fin du conflit Est-Ouest (1991), rien n'est venu entravé cette vue stratégique à court terme. Les engagements des Etats-Unis d'Amérique, des alliés ou de la France en dehors de leur sol ne craignaient pas une menace navale critique ayant la capacité d'entraver une action aéronavale et aéroamphibie. La configuration stratégique est telle qu'il n'y a plus lieu de lutter pour acquérir la maîtrise temporaire et locale de la mer pour agir à terre. Configuration stratégique tellement favorable que les priorités sont à terre où il y a toujours à faire. Les Etats-Unis pouvaient même imaginer descendre leur nombre de navire porte-avions de 15 (tentative d'apogée sous l'ère Reagan) à 8, voire 6 (projets de l'administration Obama avec Robert Gates comme secrétaire d'Etat à la Défense).

 

Pourquoi pas : si la Défense est le premier devoir de l'Etat, alors il nous incombe de nous adapter ?

 

La fin de l'Histoire ne s'est jamais produite. Mieux encore, certains peuples, certaines nations croient toujours au sens de l'Histoire. Tout du moins, les ambitions ne sont pas une denrée rare parmi des puissances émergentes. En tous les cas, l'expansion de leur économie en dehors de leurs frontières nationales se combine avec un volet maritime et naval.

 

Pékin développe des porte-avions. Pour un pays qui tente de récupérer toutes les coques de ces navires qui sont à démolire de par le monde, ce n'est pas une surprise qu'il y ait une ambition autre que de devenir le champion mondial de la déconstruction de porte-avions. La refonte de l'ex-Varyag puis l'apparition sur la toile de clichés montrant de nombreuses infrastructures terrestres liées au fait aéronaval atteste d'une volonté chinoise de s'approprier cet outil. De là à s'étonner que depuis 2006, la Chine communique à chaque grande étape sur la construction de trois porte-avions en plus de son "navire-école", c'est plus un aboutissement de près d'une trentaine d'années d'efforts qu'une surprise.

 

L'Inde ne désarme pas encore le vieux Viraat (1953-?). L'ancien joyau de la couronne britannique acquiert lui aussi un ancien porte-aéronefs soviétique : l'amiral Gorshkov qui devient depuis 2013 le Vikramaditya. Le programme Air Defense Ship puis Indigenous Aicraft Carrier vise, ce jour, à livrer deux unités à la marine indienne. Elles seront de conception locale (avec le concours de l'ingéniérie italienne). La première unité, le Vikrant, est espérée pour 2018. La seconde pour le milieu de la décennie suivante. Reste à savoir comment vont évoluer les ambitions aéronavales indiennes au fur et à mesure des années. Par exemple, l'Inde ne s'oriente actuellement que sur dans la filire STOBAR et non pas CATOBAR. En attendant, New Delhi table sur trois porte-avions d'ici à 2025.

 

L'Angleterre revient elle aussi sur le devant de la scène. Le concept de Sea Control ship incarné par la classe Invincible réduite de 6 à 3 navires n'a pu convaincre lors de la guerre des Malouines. A leur décharge, une seule de ces unités était alors en service : le HMS Invincible. Il devait être vendu à l'Australie quand éclata la guerre... Les deux porte-aéronefs en cours de finition ou de construction, de 65 000 tonnes à pleine charge, illustrent un retour à des ambitions aéronavales plus importantes. Le choix confirmé de la formule STOBAR et les problèmes rencontrés dans la mise au point du F-35 retarderont la montée en puissance du nouvel outil aéronaval de la Royal Navy. Et le rendez-vous de la refonte CATOBAR est toujours une question pendante de l'autre côté de la Manche.

 

Citons, pour terminer ce tour d'horizon, que l'Australie réfléchi à voix haute sur une possible reconstruction de ses deux navires amphibies achetés à l'Espagne en porte-avions, que la Russie maintient ses ambitions de remplacer et compléter le Kuznetsov, tout comme le Brésil qui souhaite au moins remplacer le Foch avec l'intérêt de l'Argentine, que le Japon et la Corée du Sud construisent et mettent en service de lourds porte-aéronefs ou que la France devra se pencher sur le cas du second porte-avions assez rapidement...

 

Le basculement océanique mondial ainsi que le pivotage d'une partie des forces américaines de la façade Atlantique à l'Asie du Sud-Est invite à reconsidérer des espaces qui ne sont ni des lacs américains ni des lacs otaniens. Le porte-avions était contesté du fait de l'existence d'une stratégie d'interdiction, notamment et surtout portée par la Chine, qui devait le condamner. Stratégie d'interdiction qui ne fait qu'imiter ce que développait l'URSS face à l'US Navy dans les années 70 et 80 du XXe siècle, période où le porte-avions n'était pas non plus abandonné.

 

De plus, l'acquisition d'un outil aéronaval hauturier par des puissances navales émergentes déplaçe l'horizon des confrontations navales potentielles de demain. La menace d'une fleet in being, quelles que soit ses capacités, rendra impératif de considérer et la menace d'un groupe aéronaval en pleine croisière avant d'envisager une action à terre, tout du moins, sans consacrer les moyens nécessaires à une maîtrise locale et temporaire de la mer. C'était l'exemple britannique en 1982 où la Royal Navy ne trouvait pas le porte-avions argentin.

 

A partir de 2015 et la rencontre du porte-avions Charles de Gaulle avec un ou deux porte-avions Indien, voire une possible croisière lointaine du porte-aéronefs chinois, nous pourrions assister à une reconsidération de la nécessaire acquisition d'une maîtrise temporaire et locale de la mer afin de projeter une force aéroamphibie contre un littoral ou pour utiliser tout simplement les communications maritimes. Dans pareil cadre, le rôle du porte-avions pour acquérir ou défendre cette maîtrise risque fort d'être reconsidéré.

 

Faudra-t-il invoquer l'effet mimétique ou l'incapacité de trouver un autre outil que la projection de la puissance aérienne depuis la mer pour expliquer la reconsidération de ce navire ? En tous les cas, nous pourrions très bien voir surgir des débats aux Etats-Unis sur un nombre de porte-avions trop bas. Tout comme les croisières des unités indiennes, chinoises et anglaises stimuleront de nouvelles diplomaties navales qui changeront les regards portés sur la maîtrise des espaces maritimes. En 2022, nous serons dans une toute autre configuration stratégique...

La Chine construit des îles artificielles pour revendiquer des zones maritimes

La République populaire entend asseoir son influence sur des ilôts inhabités mais stratégiques de la mer de Chine.

 

Une île artificielle en forme de porte-avion. La Chine est en train d'agglomérer des milliers de tonnes de terre sur un récif corallien afin de le transformer en piste d'atterrissage. L'objectif: asseoir sa domination sur une zone stratégique très disputée, la mer de Chine.

Jusqu'à présent, la majeure partie de l'île de Fiery Cross, ou Yongshu, en Chinois, se trouvait sous l'eau, à l'exception de quelques rochers et d'une surface de béton artificielle, servant à héberger une petite garnison de soldats. Des images satellites, analysées par des experts anglo-saxons de l'IHS, ont montré que depuis quelques mois, des navires chinois draguaient les fonds environnants. Les images ont également montré que ces derniers rassemblent les sédiments sur la barrière de corail, afin de faire émerger des eaux une piste de 3000 mètres de long sur 300 mètres, au plus, de large. Un port, à l'est de l'île, serait également en train d'être créé par les dragues chinoises. Il serait suffisamment grand pour «accueillir des pétroliers ou de grands navires de guerre», selon les experts de l'IHS.

Indian Navy Wants 6 New Indian-built Missile Corvettes

Designated the Next Generation Missile Vessel (NGMV) programme, the Indian Navy has officially announced interest in procuring six new Indian-built missile corvettes primarily as surface warfare vessels.
 

The navy puts down the capabilities it is looking for from the NDMVs as "Surface warfare capabilities, low RADAR, acoustic, magnetic and IR signature, high endurance and credible AMD/AA capability." The navy's RFI, leaves out specifics of displacement, though it appears that it could be looking for 2,000-2,500 ton vessel class -- smaller than the brand new Kamorta-class ASW corvettes that began inductions last year, but significantly larger than the Indian-built Kora and Khukri class of surface warfare corvettes.

 

The requirement comes with an ambitious weapons complement requirement: eight SSMs, a point defence missile system (the Barak is currently the only PDMS in Indian Navy service), an MR Gun system ("with stealth features having range not less than 15 km and capability to carry out Surface to surface, surface to air and Anti Missile Defence (AMD) engagements should be fitted. It should have the facility to be remoted using Fire Control Radars (FCR) as well as EO (Electro-Optical) sight."), and a CIWS.

 

The NGMV competition has exciting implications, drawing out a possible bid that takes private sector builders beyond the patrol vessel capabilities that many have been competing to provide so far and move into the realm of frontline warshipping.

L'information est à recherchée dans les sources ouvertes, ces dernières constituent la plus grande réserve de cette matière première. En tous les cas, c'est l'une des rares manières de procéder quand nous n'avons pas accès à un service de renseignement. Ce serait donc par le fait d'un élu trop heureux et/ou maladroit que nous aurions pu apprendre la construction d'un porte-avions de conception nationale en Chine.

 

Revenons donc à notre point de départ favori : en 2006, Mer et Marine évoque, selon les informations de la rédaction, que la Chine ambitionne de se doter de quatre porte-avions. Le premier est celui qui a été achetée à l'Ukraine en 2000. Les deux suivants seraient de construction nationale. Le dernier serait un porte-avions à propulsion nucléaire. En 2015, les médias chinois fournissent des arguments à un tel format, et c'est loin d'être une première...

EU Council conclusions on counter-terrorism

Summary: 9 February 2015, Brussels – European Union Foreign Affairs Council conclusions on counter-terrorism

 

1.  The Council strongly condemns the recent attacks, which have been carried out by terrorist groups and individuals in Europe, the Middle East, Africa and Asia. Terrorism poses a direct threat to all countries and all people regardless of their ethnic background, religion or belief. In a globalised world, such threats can only be countered through international cooperation and determined national action. In this context, the Council reiterates the EU's strong support to relevant resolutions of the UN Security Council, in particular Resolutions 2170 and 2178, and calls on all countries to take the necessary measures to ensure their swift implementation with full respect for human rights and the Rule of Law.

2.  The Council calls for comprehensive action against terrorism in line with the 2005 EU Counter-Terrorism Strategy and in full compliance with international law, fundamental values and international human rights standards. While Member States have the primary responsibility for addressing terrorism, the EU as such can add value in many ways. The actions taken in the area of justice and home affairs need to be complemented by external engagement and outreach, especially to countries in the Middle East, North Africa, the Sahel and the Gulf. Close coordination between internal and external action on the one hand, and between relevant EU actors and EU Member States on the other hand, will enhance the impact of our common efforts. We need to put more emphasis on the prevention of terrorism, in particular countering radicalisation, on recruitment, equipment and financing of terrorism, and address underlying factors such as conflict, poverty, proliferation of arms and state fragility that provide opportunities for terrorist groups to flourish.

3.  Against this background, the Council decides to step up, as a matter of urgency, its external action on countering terrorism in particular in the Mediterranean, the Middle East, including Yemen, and North Africa, in particular also Libya, and the Sahel. Counter-terrorism (CT) will be mainstreamed fully into EU foreign policy. It calls for accelerated implementation of the EU Syria and Iraq and Counter-Terrorism/Foreign Fighters Strategy (adopted on 20 October 2014) with a particular focus on foreign terrorist fighters and the EU's Maghreb Communication. The Council welcomes the Joint Communication on EU regional strategy for Syria and Iraq as well as the Da'esh threat and looks forward to its implementation as soon as possible.

4.  More specifically, the Council welcomes the following initiatives to be implemented in the course of 2015, building on those actions that are already taking place in the field of Justice and Home Affairs and in Foreign and Security Policy.
 

Strengthening partnerships with key countries
- Mainstreaming counter-terrorism in the EU's political dialogue with third countries to promote international cooperation and implementation of relevant UN Security Council Resolutions.

- Conducting targeted and upgraded security and counter-terrorism dialogues with Algeria, Egypt, Iraq, Israel, Jordan, Morocco, Lebanon, Saudi Arabia, Tunisia and the Gulf Cooperation Council. Cooperation with Turkey should also be enhanced in line with the GAC conclusions of December 2014.
- Strengthening political dialogue with the League of Arab States, the Organisation of Islamic Cooperation, the African Union and other relevant regional coordination structures, such as the G5 Sahel.
- Developing counter-terrorism action plans starting with Morocco, Tunisia, Algeria, Egypt, Jordan and Lebanon, including on measures to dissuade and disrupt foreign terrorist fighters' travel as well as to manage their return. Attention will also be given to targeted CT/CVE cooperation with the Western Balkan countries as well as with other countries affected by foreign terrorist fighters phenomenon. Given the importance of the creation of networks of policy makers and security experts on both sides of the Mediterranean, a Ministerial segment will be added to the Euromed group on foreign terrorist fighters established by the EU Counter-Terrorism Coordinator and the EEAS.
- Deploying security/counter-terrorism experts in a number of key EU Delegations to strengthen their capacity to contribute to European counter-terrorism efforts and to liaise more effectively with relevant local authorities, while further building-up of counter-terrorism capacity within the EEAS.

 

Supporting capacity building
- Launching further capacity-building projects and activities with interested MENA countries addressing law enforcement, criminal justice, security sector reform, including crisis infrastructure, crisis and emergency response, border control and aviation security, strategic communication, radicalisation, dealing with the foreign terrorist fighters threat, recruitment and financing of terrorism, paying due regard to international human rights standards, in close cooperation with Europol, Eurojust, Frontex and CEPOL.
- The EU will respond positively to Iraq's request of CT assistance. Projects will be launched shortly to assist countries in the MENA region to implement UNSCR 2178 on foreign terrorist fighters, to prevent radicalization in Jordan and the Maghreb. Further CT capacity building assistance to countries in the region will be provided in the coming months, in particular related to the threat of foreign terrorist fighters, including fighters returning to their countries of origin and security sector reform. The Radicalization Awareness Network will work with interested countries in the region on prevention of radicalization.
- The EU will work to develop frameworks for information exchange and ways for the EU agencies to engage more strategically with the countries in the region to strengthen law enforcement and judicial cooperation.

 

Countering radicalisation and violent extremism
- Supporting international initiatives on countering radicalisation and terrorism such as the first International Centre of Excellence for Countering Violent Extremism ("Hedayah") in Abu Dhabi, and the Global Community Engagement and Resilience Fund (GCERF) in Geneva, while the successful EU Radicalisation Awareness Network (RAN) offers expertise to engage with local communities as well as with third countries. The High Representative, the Commission and the EU Counter-Terrorism Coordinator will participate in the upcoming Summit on Countering Violent Extremism and related side events in Washington DC on 18-20 February 2015.
- Improving strategic communication, developing an outreach strategy to the Arab World, including developing counter-narratives to terrorist propaganda, promoting fundamental rights, and taking into account the increasingly frequent misuse of the internet in radicalisation, engaging through social media and enhancing communication in Arabic. In this process, we can draw on the expertise of the Syria Strategic Communications Advisory Team.
- Facilitating interfaith dialogue, civil society dialogue, people-to-people contacts, academic and cultural exchanges. Exploring the possibility of creating a Round of Eminent Persons from Europe and the Muslim world, to encourage more intellectual exchanges and promote wider thematic dialogues on the roots and ramifications of terrorism and radicalisation on our societies. In this context, inviting relevant EU Institutions to explore further cooperation opportunities with actors such as the Anna Lindh Foundation for the Dialogue of Cultures in Alexandria, the UN Alliance of Civilisations in New York and the King Abdullah Bin Abdulaziz International Centre for Interreligious and intercultural dialogue in Vienna.
- Addressing the underlying factors of radicalization by supporting initiatives across the region with regard to youth, education, vocational training, job opportunities, civil society, security sector reform, role of women. The EU will work with faith-based organizations, as appropriate.
- Inviting the EU Special Representative for Human Rights to continue his efforts to defend and advocate freedom of expression, freedom of religion or belief and other universal values in particular in the MENA region.

 

Promoting international cooperation
- Continue supporting cooperation with the UN on counter-terrorism capacity building initiatives in the MENA region. The EU will enhance further its engagement in the Global Counter-Terrorism Forum (GCTF), including by actively shaping GCTF inspired initiatives such as Hedayah in Abu Dhabi, the Global Community Engagement Resilience Fund (GCERF) and the International Institute for Justice and the Rule of Law in Malta.
- Enhancing cooperation with key partners and countries on countering financing of terrorism, in particular Da'esh financing. The EU hosted a workshop to counter Da'esh financing together with US, Canada, Australia, Switzerland, Norway, Japan, and UN agencies in Brussels on 4-5 February 2015 with the aim to step up outreach and capacity building efforts in third countries. The EU will engage with countries of the Gulf Cooperation Council in a dialogue on countering financing of terrorism, in particular Da'esh financing, and will closely cooperate with partners, including in the anti-ISIL coalition.
- Reinforcing, within the existing parameters, the role of EU INTCEN as the hub for strategic intelligence assessment at EU level, including on counter-terrorism.
- Regarding the Passenger Name Record data (PNR), we fully endorse the Riga JHA Ministers Joint Statement, and are looking for sound solutions to the exchange of PNR with relevant third countries.
- Combating illicit accumulation and trafficking of Small Arms and Light Weapons and their ammunition in line with the 2005 EU Strategy, in particular in the Western Balkans and Libya, and promotion of the Arms Trade Treaty in our Southern Neighbourhood.

 

Addressing underlying factors and ongoing crises
- Given the role unresolved conflicts play in the context of radicalization and recruitment, the EU will mobilize even more to attempt finding solutions and re-think current policies and approaches. The EU will mitigate terrorist and stability threats through its comprehensive approach combining diplomatic, socio-economic, development, conflict prevention, peacebuilding and crisis management tools.
- Inviting the High Representative and the Commission to continue to ensure sufficient funds and coherent use of instruments to address the threat of terrorism and move effectively from early warning to early action. CT, including prevention of radicalization, will, where appropriate, be mainstreamed into programming of assistance, making full use of the OECD guidelines on terrorism prevention. The EU delegations in the region have been asked to work with their host governments to identify quickly opportunities for twinning and TAIEX projects in the CT context.

5.  These Conclusions will serve as an input of the Foreign Affairs Council for discussion at the informal meeting of EU Heads of State and Government on 12 February 2015. The Council agreed to review progress in implementation at its next meetings, also in view of upcoming European Council meetings.

Le ministre kirghize de la Défense effectuera une visite officielle en Azerbaïdjan

Le ministre de la Défense de la République kirghize, Abibilla Koubayberdiyev, effectuera le 10 févier une visite officielle en République d’Azerbaïdjan.

En marge de sa visite le ministre kirghize aurait une rencontre au Ministère de la Défense de l’Azerbaïdjan.

La délégation conduite par Abibilla Koubayberdiyev se rendrait à l’Académie militaire des Forces armées, la Haute école militaire d’Azerbaïdjan Heydar Aliyev et le Centre de formation et d’enseignement des armées.

La visite en Azerbaïdjan du ministre kirghize de la Défense se terminera le 13 février.

Le ministre de la Défense Moshe Yaalon, se rendra le 17 février en Inde, première visite du genre pour un ministre de la Défense depuis l’établissement des relations diplomatiques entre les deux pays. Jérusalem accorde une importance stratégique à cette visite, qui marque un tournant dans les relations sécuritaires avec New-Delhi et qui pourrait ouvrir la voie vers de nouveaux marchés dans le domaine de la défense.

UIMC to present promising aviation developments in India

The modernization of equipment for the Su-30MKI will be discussed at Aero India-2015

 

During the international exhibition in Bangalore, India, United Instrument Manufacturing Corporation will present promising developments in aviation radio communications, which may be of interest to Asian partners.

 

The Aero India-2015 exhibition will be held from February 18-22. During this time, planned meetings will take place with representatives from the Indian Air Force and aircraft manufactures from the corporation Hindustan Aeronautics Limited (HAL). The sides will discuss the possibility of upgrading the communication equipment of the Su-30MKI Indian fighter jets and also outfitting Russian-Indian aircraft such as the FGFA fighter jet and the MTA transport aircraft with communication equipment.

 

“Our Asian partners immediately expressed interest in several models of Russian technology,” said Sergey Skokov, Deputy CEO of UIMC. “First of all, we have one of our latest developments for export, the S-112 aviation communication system, which provides a new level of data transmission efficiency. In addition, we are presenting in India the NKVS-27 system for multi-voice communication and information exchange between command posts and tactical aircraft.”

 

Since 2006, Polyot Research & Production Company, a subsidiary of UIMC, has manufactured the NKVS-27 system for foreign customers with Russian planes in the inventory. India may also be interested in acquiring the system for communication between aircraft command points and the Su-30MKI fighter jets, the Ka-31 helicopters, and the FGFA and MTA airplanes.

 

During the Aero India-2015 exhibition, the corporation will also present the on-board S-404 communication system developed by Polyot Research & Production Company, which features an integrated antenna system designed for the Ka-62 helicopter and other types of civilian aircraft. In comparison with similar products, the system has improved quality and range of communication. The system adheres to all international standards regarding radio communication equipment, including signal reception for selective calls. Its military modification provides anti-jamming protection and encryption of data and voice information on both the hardware and software levels.

 

The AT-E aviation information exchange terminal, also developed by ,  Polyot Research & Production Company will also be presented at the exhibition. This terminal solves problems related to communication, navigation, identification, and management of various branches of the armed forces, particularly in relation to aviation. The terminal utilizes information exchange network technology, and its characteristics correspond with all similar products (such as JTIDS/MIDS system terminals) utilized by the armies of both the USA and NATO.

 

The international aerospace exhibition Aero India has been held in Bangalore since 1996. Traditionally, it hosts leading representatives of the aerospace industry. In 2013, over 300 companies from 50 countries attended the exhibition.

Défense : le Vietnam participe à une réunion de l'ASEAN

Une haute délégation de l'Armée populaire du Vietnam conduite par son chef d'état major général, le général de corps d'armée Do Ba Ty, participe à la 12e réunion informelle des commandants en chef des forces armées de l'ASEAN (ACDFIM-12) qui a lieu du 9 au 11 février à Kuala Lumpur, en Malaisie.

 

Lors de ce sommet, le Vietnam continue d'affirmer son rôle et son prestige dans la région et dans le monde, d'appliquer la politique extérieure de multilatéralisation et de diversification des relations internationales, ainsi que la préconisation du Parti et de l'Etat en matière d'intégration internationale active et avec responsabilité.

 

La participation de la délégation vietnamienne témoigne du souhait de l'Armée populaire du Vietnam (APV) de promouvoir l'amitié avec les forces armées des autres pays membres de l'ASEAN, pour garantir la paix, la stabilité et le développement de la région, s'orientant vers la création de la Communauté de l'ASEAN en 2015. L'occasion également d'exprimer le soutien de l'APV pour le pays hôte, et de renforcer davantage les relations Vietnam-Malaisie. -VNA

Le ministère du Commerce, de l’Industrie et de l’Energie a donné au groupe Samsung le feu vert pour la vente de Samsung Techwin et Samsung Thales au groupe Hanwha, ouvrant la voie à un rachat avant la fin du premier semestre de cette année.

 

En novembre dernier, Hanwha, un conglomérat spécialisé à l’origine dans l’industrie de la défense, avait annoncé son intention de reprendre quatre filiales appartenant à Samsung, dont les deux fabriquant des moteurs d’avion et des radars.

 

La valeur globale du contrat, comprenant deux autres sociétés chimiques, Samsung General Chemicals et Samsung Total Petrochemicals, est estimée à 1.900 milliards de wons (1,74 milliard de dollars).
