Surface Forces: China Perfects A New 30mm Anti-Missile Defense

The Chinese Type 1130 multibarrel autocannon has been confirmed as the final production version of what was previously called the Type 1030. The 1130 has 11 barrels (one more than the 1030) and two magazines carrying over 1280 rounds of ammo. That is enough to engage over 40 targets before needing a reload. Top rate of fire is 10,000 rounds a minute (166 per second). This robotic weapon is radar controlled and, when turned on, automatically fires at incoming targets while under software control. It is similar in function to the U.S. Phalanx. The 1130 has five times more ammo ready-to-fire than the 1030 along with many refinements added during years of development. Because of its size, weight and large power requirements the Type 1130 is only installed on carriers and large destroyers.

 

This new weapon was first spotted in 2011 when the new Chinese aircraft carrier, the Liaoning (formerly Varyag) was seen with at least two of the then-new “Type 1030” automatic cannon systems. The Type 1030 appeared to be an upgraded (to ten barrels) model of the older Type 730 (seven barrel) and Type 630 (six barrel), close-in anti-missile automatic cannon. All fire 30mm shells at incoming anti-ship missiles, aircraft or anything else deemed a danger to the ship. The 1030 turned out to be still in development and the final version was the 1130.

 

Also seen on the Liaoning in 2011 were four 18 cell launcher for FL-3000N anti-missile missiles. The FL-3000N is similar to the American RAM anti-missile missile system, except that they come in 24 missile and 18 missile launchers and are less accurate. FL-3000N was only introduced in 2008, and uses smaller missiles than RAM. The FL-3000N missiles have a max range of nine kilometers (about half that for very fast incoming missiles). The 120mm, two meter long missiles use a similar guidance system to RAM, but are not as agile in flight.

 

Missiles are increasingly preferred over cannon for short range anti-missile defense. Thus over the last decade, the U.S. Navy Phalanx 20mm autocannon anti-missile system has been more frequently replaced by SeaRAM. What's interesting about this is that SeaRAM is basically the Phalanx system, with the 20mm gun replaced with a box of eleven RAM (RIM-116 "Rolling Air Frame") missiles. The Phalanx was developed in the 1970s, and entered service in 1977 (about the same time as the original Russian Type 630).

 

RAM was developed in the 1980s, and didn't enter service until 1993. RAM has a longer range (7.5 kilometers) than the Phalanx (2-3 kilometers, or 3.5 kilometers for the 30mm weapons) and was originally designed to be aimed using the ship's fire control systems. Phalanx, on the other hand, has its own radar and fire control system and, once turned on, will automatically fire at any incoming missiles. The latest Type 630/730/1130 operate the same way. This is necessary, as some anti-ship missiles travel at over a 500 meters a second. With SeaRAM, you've got a little more time, and can knock down the incoming missile farther from the ship. This is important, because it was feared that a large, very fast anti-ship missile (which the Russians prefer, and sell to foreigners), even when shot up by Phalanx, might still end up having parts of it slam into the target ship. Since SeaRAM has eleven missiles ready to fire, it can also engage several targets at once, something the Phalanx could not do.

 

The RAM missiles are 127mm in diameter, three meters (9.3 feet) long and weigh 73.6 kg (162 pounds) each. The terminal guidance system is heat seeking. Basically, it uses the rocket motor and warhead from the Sidewinder air-to-air missile, and the guidance system from the Stinger shoulder fired anti-aircraft missile. SeaRAM missiles cost about $450,000 each, which is probably at least 50 percent more than the FL-3000N missiles. SeaRAM is meant to provide protection for combat support ships that normally have no defenses, or at least no combat radars and fire control system. The new LCS will use the SeaRAM as well.

 

Like most modern carriers, the only weapons carried are anti-missile systems like Type 1130 and FL-3000N, plus some heavy machine-guns (which are often kept inside the ship, and mounted outside only when needed.) However, Russian practice was been to sometimes install long range anti-ship missiles as well. China may also do this with Shi Lang.

At this stage in its procurement process, the Indian air force wants Israeli-made air-to-air missiles to hang under the wings of its new fighter aircraft. The Indian government has yet to make the final selection between the French Dassault Rafale and the Russian Sukhoi Su-30. But all indications are that there is a consensus among professionals about the air-to-air weapon. If the SU-30 is eventually selected to be the backbone of the Indian air force, the intention of New Delhi is to equip it with two Israeli-made, combat-proven air-to-air missiles. Both are manufactured by Rafael: one is the Python 5, a fifth-generation air-to-air missile; and the other is the Derby active radar missile.

HAL to integrate Brahmos missile with IAF Su-30MKI jets by next month

Hindustan Aeronautics Limited (HAL) is reportedly set to equip the Indian Air Force's (IAF) Su-30MKI fighter jets with the air-launched version of the BrahMos supersonic cruise missile by March.

 

HAL chairman RK Tyagi was quoted by Indo-Asian News Service as saying that two of IAF Su-30MKI jets are being integrated with the missile at the company's facility in Nashik, Maharashtra.

 

Tyagi added: "We have also recently conducted the critical ground vibration test (GVT) on a Sukhoi to modify it for carrying the missile under its fuselage for combat role.

 

"The vibration tests were conducted in nine configurations to assess the dynamic behaviour of the modified Sukhoi platform."

 

HAL director S Subrahmanyan said, according to The Times of India: "The initial requirement is for two Su-30MKIs with BrahMos.

 

"The first one will fly in March and we will take up the second one in line."

 

The air-launched variant is called BrahMos-A. It will use air breathing scramjet propulsion technology aboard IAF Su-30MKI fighters to enhance their conventional offensive capabilities.

 

In October 2012, the Indian Cabinet Committee on Security cleared a Rs60bn ($1.1bn) proposal for the acquisition of 200 BrahMos air-launched variants.

 

Forty-two 42 Su-30MKIs have been earmarked by the IAF has earmarked for structural and software modifications to carry 216 missiles.

 

The BrahMos is built by Brahmos Aerospace in a joint venture between India's Defence Research and Development Organisation (DRDO) and Russia's NPO Mashinostroyenia. It is a stealth supersonic cruise missile designed for launch from land, ship, submarines, and air platforms.

 

The solid propellant rocket-powered missile is capable of travelling at a speed of Mach 2.8. It can intercept surface targets by flying as low as 10m above the ground, even in mountainous terrain and hillocks, and has already been inducted by the Indian Army and Navy.

SEOUL --- The South Korean military is seeking to export US$1 billion worth of an indigenous light attack aircraft to Peru, an informed source said Tuesday.

 

"We've been pushing to sell 24 units of the FA-50 to Peru, and are planning to submit a proposal for Lima's fighter purchase project this month," said the source, requesting anonymity. "Factoring in the necessary logistics support, the total amount of the envisioned exports would reach $2 billion."

 

South Korea is likely to vie with Russia, Italy and China, with the selection expected to be made in the second half of this year, he added.

 

As a light attack variant of the T-50 Golden Eagle supersonic trainer, the FA-50 was co-developed by Korea Aerospace Industries (KAI) and U.S. defense firm Lockheed Martin. It is the most advanced variant of the T-50 family operated by the South Korean Air Force.

 

Equipped with a supersonic advanced light attack platform, the aircraft can carry a weapons load of up to 4.5 tons and be armed with such precision-guided weapons as the GBU-38/B Joint Direct Attack Munitions (JDAM) and CBU-105 Sensor Fused Weapon (SFW).

 

"We could be a favorable bidder, as KAI won a $200 million deal for 20 KT-1 basic trainer aircraft from Peru in November 2012," said an officer of the country's arms procurement agency.

 

Indonesia bought 16 units in 2011 and Iraq purchased 24 in 2013. The latest export was to the Philippines, which bought 12 units.

State Of Play: Three Years Since India Chose Rafale

There are few things like defence procurement that make the passage of time seem nothing. So it shouldn't shake anyone up that its been three years today that the Indian government chose the Dassault Aviation Rafale in the final downselect of the medium multirole combat aircraft (M-MRCA) competition. The M-MRCA competition has acquired mythological status now. It has its own folklore, its own (sometimes apocryphal) anecdotes of the twists and turns. The years have almost completely transformed the programme and how it is perceived. The wisdom of years usually provides insight. The galling thing about the M-MRCA is that it has lost none of its capacity to enthral, mystify, perplex. I've already told you what currently stalls negotiations between India and, well, France. So, as we head into air show month and mark three years since the M-MRCA downselect, here's 5 developments that, in their own way, tell you where things are:
 

  1. Three Rafales return to Aero India 2015 this year. Dassault clearly hopes this is the last time they'll need to fly them in and show them off. Thing is: that was the sentiment right before the last show two years ago too.

  2. The public statement from India's new defence minister Manohar Parrikar earlier this month on upgraded (and additional) Su-30 MKIs could be a viable alternative to 126+ Rafales only confirmed what I'd reported here -- that the negotiations stall was bad enough for high-level messages from the political leadership to begin flying. Incidentally, the message was loud and clear.

  3. Delegations outside the contract negotiations committee (CNC) have been formed to meet and hammer out final hurdles. No specific results reported just yet but they're expected given that the French delegation is empowered to make decisions.

  4. Indian PM Narendra Modi travels to France (and Germany) in April this year. Every effort is currently being made by the French government to facilitate at least a preliminary announcement, or at the very least a positive message, on the deal when PM Modi is in Paris. The PM himself hasn't made known his view, if any, on the programme. The French government on its part made it a point to underscore the inherent 'Make in India' component of the M-MRCA, even if it is facets of precisely this that has a deal hanging fire.

  5. The empirical dynamics of the IAF's requirements have shifted per force -- they're shifting even as we speak with a fresh cloud over the IAF's upgraded MiG-27 that populates a handful of squadrons. The bean count of squadron strength (approximately 32 squadrons currently) set off against sanctioned fleet strength (42) has shifted too. On average, the IAF manages to lose a squadron's worth of fighter planes every two years. Force accretion won't, in any combination, make up for the numbers required to meet sanctioned figures. In fact, it could be just the opposite.

Des sapeurs-légionnaires sur les îles du désappointement.

Du 3 au 18 décembre 2014, les légionnaires de la 2e section de la 2e compagnie du DTP/RIMAP-P ont été projetés par CASA sur l’atoll de PUKA-PUKA pour remplir une mission de souveraineté baptisée « TAAMURA 1 ».

 

Les objectifs de la mission

 

La section avait trois objectifs principaux : rénover entièrement le toit du préau de l’école de PUKA PUKA, installer des gouttières et mettre en peinture le local eau de la commune et enfin déboucher les buses sur l’un des ponts. Cette mission parfaitement adaptée pour des sapeurs-légionnaires a permis à l’armée française de remettre les pieds sur PUKA PUKA après plus de 22 années sans être venue.

 

Au service de la commune

 

Pendant 15 jours, les légionnaires ont travaillé sans relâche au profit de la commune. Non seulement les 3 chantiers principaux ont été réalisés bien avant la fin de la mission, mais en plus ils ont participé à de nombreuses missions annexes. Ainsi, les deux légionnaires formés en mécanique ont chaque jour réparé et entretenu les nombreux véhicules et moteurs de l’atoll : baleinier de la commune, scooter de la police, chariot élévateur, benne ou encore bus scolaire.

 

Profitant de la réalisation rapide des 1ers chantiers, la section a ensuite réalisé une dalle de béton pour accueillir 2 mats des couleurs à proximité du quai de PUKA PUKA. Elle a aussi pu installer la nouvelle aire de jeu au profit des enfants et participer à la pose d’éviers dans les locaux de la commune grâce à de solides connaissances en plomberie.

 

Le contact avec la population

 

Les légionnaires ont été ravis de pouvoir entrer en contact avec la population ainsi qu’avec les autorités locales. Le chef de section, l’ADJ MLYNARSKI, a lui-même réalisé une information sur l’armée française auprès des jeunes particulièrement demandeurs.

 

Les nombreuses rencontres sportives comme les matchs de volleyball et de football ont permis à la section de partager des moments forts avec les jeunes de l’atoll. La préparation du Noël des enfants, à laquelle les légionnaires ont aussi participé, a vu un père Noël Légion remettre quelques présents aux enfants les plus sages.

 

En fin de mission, pour clôturer 2 semaines de rencontre et de travail, le président de la Polynésie ainsi que le Haut-Commissaire sont venus inaugurer les différents chantiers.

 

Cette mission a ainsi permis à la section d’aider concrètement l’atoll de PUKA PUKA et de se forger des souvenirs polynésiens que le METANI ne chassera pas.

Shinzo Abe: Working with global community the ‘only way to fight terrorism’

Prime Minister Shinzo Abe said on Monday he wanted to debate the possibility of Japan’s military rescuing Japanese citizens abroad, a day after Islamic State militants said they had beheaded a Japanese journalist.

 

The militants said on Sunday they had beheaded Kenji Goto, a veteran war reporter, after international efforts to secure his release through a prisoner swap failed. They killed another Japanese hostage, Haruna Yukawa, a week before.

 

Abe reiterated his denunciation of the militants and said Japan was firmly committed to fulfilling its responsibility as a member of the global community in fighting terrorism and that it needed to be able to protect its citizens.

 

“Preserving the safety of Japanese nationals is the responsibility of the government, and I am the person who holds the most responsibility,” Abe told a parliamentary committee, adding that he wanted to discuss a framework for rescuing Japanese in danger.

 

In a show of defiance on Sunday, Abe vowed to boost Japan’s humanitarian aid to the Middle East.

 

The hardline Islamist group, which controls large parts of Syria and Iraq, released a video purporting to show the beheading of Goto, 47, who was captured in late October.

 

The video was released a week after footage was issued appearing to show the beheaded body of Yukawa, who the militants seized in August after he went to Syria to launch a security company.

 

The killings are fanning calls for Japan’s long-constrained military to be allowed to conduct overseas rescue missions as part of Abe’s push for a more muscular security posture.

 

Abe told a parliamentary panel that Japan, whose military has long been constrained by the post-second world war institution, could not take part in US-led air strikes on Islamic State, nor would it provide logistical support.

 

Family devastated

 

Scope for the military to mount rescue missions is limited by law but the government already plans to submit revisions to parliament to ease restrictions.

 

Even some advocates of changes to make rescues possible, however, say Japan’s military faces difficulty in acquiring the capacity to conduct such missions. Critics say sending troops overseas would just increase the risk.

 

An internal briefing paper for top government officials, seen by Reuters last week, said cases like Islamic State crisis did not meet proposed conditions for Japan to send troops to join allies in combat.

 

It dodged the question of whether planned legal changes would allow rescue missions in such cases, but a Japanese defence official said it would not.

 

Abe’s government had put high priority on saving Goto, who was captured when he went to Syria to try to seek Yukawa’s release.

 

An Islamic State video was released on January 20 appearing to show both Japanese men and threatening to kill them unless the group received US$200 million in ransom.

 

Chief Cabinet Secretary Yoshihide Suga, speaking to reporters on Monday, shrugged off speculation that Japan was ready to pay a ransom, adding that the government had no intention of negotiating with the militants.

 

Goto’s wife, Rinko, who had appealed for his release, said she and the rest of the family were devastated.

 

“I remain extremely proud of my husband, who reported the plight of people in conflict areas like Iraq, Somalia and Syria,” she said in a statement posted on the Rory Peck Trust, a London-based organisation supporting freelance journalists.

 

“It was his passion to highlight the effects on ordinary people, especially through the eyes of children, and to inform the rest of us of the tragedies of war.”

Japan Successfully Launches New Spy Satellite

TOKYO, – Japan successfully completed the launch of a radar reconnaissance satellite on Sunday morning, the Kyodo news agency reports.

The launch was performed from the Tanegashima Space Center in the Kagoshima Prefecture in the south of Japan at 10:21 local time (01:30 GMT). The satellite was taken into orbit by the H-2A (H-IIA) carrier rocket.

This is the fifth spy satellite that Japan has launched into the Earth's orbit. It will allow to capture objects on the surface of the Earth at high resolution during nighttime and through clouds. The other four Japanese satellites that are orbiting the Earth include two optical imaging spacecraft and two radar imagers.

Pakistan flight tests Air Launched Cruise Missile (ALCM) Ra’ad

Pakistan on Monday conducted a successful flight test of the indigenously developed Air Launched Cruise Missile (ALCM) “Ra’ad”, said an Inter Services Public Relations (ISPR) press release.

 

The Ra’ad missile, with a range of 350 km, enables Pakistan to achieve ‘strategic standoff capability’ on land and at sea.

 

“Cruise Technology” is extremely complex and has been developed by only a few countries in the world. The state of the art Ra’ad Cruise Missile with stealth capabilities is a low altitude, terrain hugging missile with high maneuverability; can deliver nuclear and conventional warheads with pin point accuracy.

 

Director General Strategic Plans Division, Lieutenant General Zubair Mahmood Hayat, while congratulating the scientists and engineers on achieving yet another milestone of historic significance, termed it a major step towards strengthening Pakistan’s full spectrum credible minimum deterrence capability. Pakistan’s strategic pursuits are aimed at achieving strategic stability in the region, he said.

 

He appreciated the technical prowess, dedication and commitment of scientists who contributed whole heartedly to make this launch a success.

 

He showed his full confidence over operational preparedness of strategic forces including employment and deployment concepts, refinement and training of all ranks in operational and technical domains.

 

The successful launch has been commended by President Mamnoon Hussain and Prime Minister Nawaz Sharif, who have congratulated the scientists and engineers on their outstanding achievement.

Chine: le secret du 2e porte-avions de nouveau éventé

L'armée chinoise se garde absolument d'admettre qu'elle construit un second porte-avions, mais ce secret a été de nouveau brièvement éventé par l'annonce qu'une entreprise avait remporté un marché pour équiper le futur navire.

 

Le fabricant de câbles Jiangsu Shangshang a "remporté le contrat pour le deuxième porte-avions chinois", s'est félicité durant le week-end un journal de Changzhou, en reprenant une information également publiée sur le compte officiel de microblogs de cette ville de l'est.

 

Les deux communiqués ont été effacés, mais pas assez vite: la nouvelle a été relayée par les réseaux sociaux chinois, de nombreux internautes la considérant comme une première confirmation sérieuse du chantier entouré de rumeurs.

 

Le premier porte-avions chinois, le "Liaoning", admis au service actif en septembre 2012, est issu d'un bâtiment inachevé vendu en 1998 par l'Ukraine.

 

Pour son deuxième porte-avions, l'Armée populaire de libération (APL) veut relever le défi d'une construction 100% nationale. Un chantier emblématique qu'elle entoure de black-out, selon sa tradition d'opacité concernant ses programmes d'armement.

 

Mais le secret a déjà été entamé à plusieurs reprises, notamment par Wang Min, secrétaire du Parti communiste de la province du Liaoning, qui avait évoqué en janvier 2014 le chantier dans sa province. Ses propos, non destinés à être publiés, avaient été rapportés sur des sites d'information.

 

Des hauts responsables militaires chinois ont aussi fait part de l'intention de Pékin de se doter de plusieurs porte-avions, mais sans fournir de détails.

 

En s'équipant de porte-avions, outil de projection de puissance par excellence, la Chine selon les experts assume le risque d'écorner l'image qu'elle veut donner d'elle-même: celle d'un pays qui s'arme uniquement pour se défendre, sans prétendre à l'hégémonie.

Le 18 novembre 2014, l'Ifremer[1] signait son deuxième contrat d’exploration dans la zone internationale des fonds marins, dite la « Zone ». Peu relayée par les médias, cette signature est pourtant une avancée majeure sur le chemin de l’exploitation sous-marine.

 

Le permis, relatif à l'exploration de sulfures polymétalliques dans la zone dorsale volcanique médio-atlantique, s'ajoute à un premier permis d'exploration de nodules polymétalliques attribué dès 2001 dans la zone de fracture Clarion-Clipperton (Pacifique nord). Octroyées par une structure spécifiquement dédiée à la gestion des ressources de la Zone, l'Autorité internationale des fonds marins (AIFM), ces autorisations confèrent à l'Ifremer un droit exclusif d'exploration des secteurs concernés pour une période de quinze ans. Ce droit conforte ainsi la position de la France en tant qu'acteur central dans l'expertise des grands fonds marins, pionnier dans leur découverte[2], tout en favorisant la possibilité d'une exploitation future de leurs ressources.

 

LE POSITIONNEMENT DANS LES EAUX INTERNATIONALES, UN ENJEU GEOPOLITIQUE MAJEUR.

Les matières premières minérales, vitales dans la production et le développement de nombreuses technologies de pointe, font l'objet d'une consommation toujours aussi forte de la part des Etats développés – 80 % des ressources – et exponentielle des Etats émergents. La consommation annuelle de la Chine en cuivre par habitant a ainsi connu une hausse de plus de 180 % entre 2010 et 2014, après avoir triplé depuis le début des années 2000. Cette dynamique est toutefois confrontée à l'amenuisement des réserves minérales terrestres et pose un véritable problème d'approvisionnement. La situation est identique pour les métaux dits rares ou stratégiques tels que le cobalt, le platine ou le titane. La dépendance croissante des Etats européens à l'importation de ce type de métaux – plus de 90 % –, la raréfaction des sites terrestres, ainsi que la hausse constante du cours de ces ressources appellent de la même façon une diversification des approvisionnements.

En mer, l'ensemble de ces facteurs génère une concurrence internationale de plus en plus visible pour l'accès à ces minéraux. D'autant que l'ensemble des zones sous-marines riches en sulfures polymétalliques pourrait être couvert par quelques dizaines de permis seulement.

Si dans les faits, seuls les Etats disposant d'une technologie avancée en matière sous-marine sont à même de conduire des activités dans les grands fonds marins, les rares Etats initialement en mesure de le faire (Etats-Unis, Russie, Japon, France notamment) doivent désormais affronter la concurrence de nouvelles nations (Chine, Corée, Brésil…). Cette évolution se traduit par une augmentation du nombre de dépôts de demandes de permis d'exploration auprès de l'AIFM (entre 2001 et 2006, 8 permis ont été accordés. depuis 2011, 18 permis supplémentaires ont été concédés).

Reste que le chemin à parcourir pour l'exploitation de grands fonds encore largement méconnus est encore long.

 

UNE MECONNAISSANCE ABYSSALE

D'un point de vue juridique, la Zone est constituée des fonds et sous-sols marins situés au-delà des limites de la juridiction nationale. Cet espace international, consacré patrimoine commun de l'humanité par la Convention des Nations Unies sur le droit de la mer, est riche d'écosystèmes foisonnants et de ressources minérales. Malgré un potentiel d'exploitation important, son exploration reste l'un des grands défis de l'humanité depuis près d'un siècle, les connaissances à son sujet demeurant largement inférieures à celles sur l'espace. En effet, 95 % des grands fonds marins et de la biodiversité qu'ils abritent sont encore à découvrir.

Les permis d'exploration accordés par l'AIFM ont ainsi pour but de permettre aux Etats – ou aux entreprises qu'ils patronnent – d'étudier ces écosystèmes et de mieux comprendre la façon dont certains organismes s'adaptent à des conditions environnementales extrêmes. Il s'agit aussi d'identifier les sites, d'évaluer, localiser et cartographier les gisements présents, tout en approfondissant les connaissances scientifiques relatives aux processus de formation des minéraux afin de faciliter la localisation des dépôts les plus riches. C'est enfin au cours de cette phase que sont examinés les impacts potentiels, directs et indirects des activités sur l'environnement pour permettre de déterminer les méthodes d'exploitation les plus appropriées au milieu et d'en limiter au minimun les perturbations.

L’amélioration des connaissances en géologie et biologie marine a eu un impact décisif sur la compréhension des mécanismes d'apparition de la vie : il semble désormais acquis que certaines zones abyssales ont été le berceau du développement des premières biomolécules. Cette quête a révélé en parallèle de vastes potentiels d'application technologique, pharmaceutique et industrielle de ces zones sous-marines.

Un des enjeux majeurs est en effet de maintenir la place de la France – et plus largement des Etats européens – au premier plan de l'expertise scientifique des grands fonds marins et de l'innovation technologique associée. Cette recherche de compétitivité dans tous les domaines doit être au cœur de leurs ambitions, d'autant que si la France dispose du deuxième espace maritime mondial, les Etats européens dans leur ensemble se placent en première position de ce classement. Et cet indéniable atout géographique et stratégique peut sans nul doute se traduire en termes économiques.

Si le XXème siècle a été celui de la conquête de l'espace, la nouvelle frontière s'inscrit désormais sous les mers.

Océan Indien : le Guépratte en exercice avec la marine indienne au large de Goa

Le 26 janvier 2015, au terme d’une relâche opérationnelle à Goa, le Guépratte a participé à une intense journée d’exercices avec la frégate Talwar de la marine indienne.

 

Ces exercices à la mer (PASSEX) ont été l’occasion pour certains marins indiens et français d’embarquer à bord du bâtiment de leur partenaire pour y découvrir, de l’intérieur les savoir-faire déployés par l’équipage. Ces échanges entre les deux navires ont permis à chacun d’améliorer la connaissance des procédures et de mobiliser conjointement leurs compétences dans le cadre de manœuvres tactiques, comme la présentation pour ravitaillement à la mer, la mise en œuvre de moyens héliportés et des exercices de visite de bâtiment croisés (VISITEX). Au terme d’un exercice d’évolutions tactiques, ce PASSEX a été clôturé par des tirs d’artilleries de 20 mm et 12,7 mm.

 

L’objectif de cet entraînement était multiple. Tout en renforçant l’excellence des liens d’amitié et d’estime réciproque entre nos deux marines, ce PASSEX permettait d’illustrer la capacité des deux marines à conduire ensemble des exercices dans la perspective de l’important exercice bilatéral Varuna qui réunira au printemps des bâtiments indiens de la Force Navale de l’Ouest et le groupe aéronaval français.

 

Cette journée intense est venue conclure une escale durant laquelle les échanges et contacts avec la marine indienne ont été nombreux. Les visites réciproques du Guépratteet celle de la base aéronavale d’Hansa tout comme les activités sportives entre les deux équipages ont été de belles occasions pour renforcer les liens opérationnels et humains entre nos deux marines.

 

L’Inde fait partie de nos principaux partenaires dans la zone maritime océan Indien avec lesquels nous renforçons notre coopération opérationnelle, notamment maritime.

 

Le Guépratte reprend désormais  la mer pour patrouiller de nouveau au sein de la Task Force 150, volet maritime de l’opération Enduring Freedom (OEF).

Le sous-marin Hai Phong (classe Kilo) a jetté l'ancre mercredi dans le port de Cam Ranh, province de Khanh Hoa (Centre), après un mois et demi de traversée depuis le port russe de Saint-Pétersbourg.

 

Il s'agit du 3e des six sous-marins de classe Kilo commandés par le Vietnam à la Russie dans le cadre de son plan de modernisation de la Marine populaire du Vietnam.

 

Ce sous-marin a été transporté par le porteur de colis lourds Rolldock Sea.

 

D'une longueur de 73,8 mètres et d'une largeur de 9,9 mètres, le sous-marin HQ Hai Phong a un déplacement de 3.000 à 3.950 tonnes et une vitesse moyenne de 20 milles nautiques/heure. Il est capable d'opérer à une profondeur maximale de 300 mètres et bénéficie d'une autonomie de 6.000 à 7.500 milles nautiques et de 45 jours. Son équipage comprend 52 membres.

 

En 2014, la Russie a remis au Vietnam deux sous-marins identiques, le HQ-182 Hanoi et le HQ-183 Ho Chi Minh-Ville, à la charge de la brigade 189 de la Marine vietnamienne. -VNA

LCA TEJAS Achieved Yet another Accomplishment

With three consecutive start-ups of its engine after overnight soak in extreme cold (around -15ºC) conditions of Laddakh winter, that too without any external assistance, Tejas, the Indian Light Combat Aircraft has achieved yet another and a rare distinction. Starting the fighter aircraft under such extreme condition without any external assistance or heating is a technology challenge. The requirements become further stringent when the starting is to be done three times consecutively with a partially charged battery. Team LCA led by AERD&C of HAL, and members from ADA, NFTC, IAF, CEMILAC and DGAQA have succeeded in achieving this. “The team LCA has achieved a technological breakthrough”, stated Dr. PS Subramanyam PGD (CA) & Director, ADA. 

 

The engine starter is developed indigenously by HAL Aero Engine Research and Design Centre (AERDC), Bangalore. Prior to aircraft tests, the Jet Fuel Starter (JFS) was extensively tested on test rig to meet starting conditions across the operating altitudes including Leh (10,700 ft.) and Khardungla (18300 ft.). The control software of JFS was fine tuned to work at all operating altitudes with no adjustments from cockpit. GE-F404-IN20 engine start up control schedule was also varied with several control patches to establish reliable start.

Taiwan's air force demonstrates P-3C sub-hunting aircraft

The ROC Air Force on Tuesday showcased the P-3C submarine-hunting aircraft of which the country is taking delivery from the United States, a move designed to highlight the military's high level of alertness and to strengthen its combat readiness ahead of the Lunar New Year break in February.

 

The drill was held at an air base in southern Taiwan's Pingtung county and included the participation of the 439th Combined Wing. Based at the Pingtung base, the wing is responsible for tactical airlifts, maritime search-and-rescue, patrols and anti-submarine missions.

 

During the drill, P-3C pilots demonstrated takeoff and also flew the aircraft at low altitude. Air Force ground crew later demonstrated the process of arming the planes with torpedoes.

 

It was the first time the Air Force had given the media a closer look at the P-3C.

La Russie et l’Inde boostent leur programme FGFA

L’Inde et la Russie ont décidé d’accélérer leur programme militaire conjoint pour le Fifth Generation Fighter Aircraft (FGFA) dérivé du T-50 PAK-FA russe.

 

« Nous avons discuté de toutes les questions, y compris le FGFA dont nous avons décidé d’accélérer le développement en raison des inquiétudes que suscite la lenteur de son excéution, »  a déclaré le ministre indien de la défense Manohar Parrikar à New Delhi.

S’exprimant après avoir présidé conjointement la Commission intergouvernementale sur la coopération militaro-technique (IGC-MTC) avec son homologue russe Sergueï Choïgou, M. Parrikar a déclaré que les deux parties maintiendraient des « interactions » régulières pour respecter les délais du projet.

Le futur avion de combat russo-indien FGFA de 30 tonnes sera dérivé du Sukhoi T-50 PAK-FA qui est alimenté par deux turboréacteur NPO Saturn AL-41F1 développant une poussée de 14,7 tonnes chacun.

L’Inde a également insisté sur le fait que la Russie avait ramené sa participation dans le programme de développement de 25% à 13% soit 10.5 milliards de dollars, sans consulter Delhi. Elle cherche également un plus grand accès à la configuration de conception du chasseur, qui, selon elle, lui est refusé.

L’Indian Air Force (IAF) prévoit l’acquisition d’environ 130 avions de combat, contre une demande initiale d’environ 220 unités.

Polynésie française : les moyens aériens au secours de trois naufragés.

Une opération de secours en mer (SECMAR) nécessitant d’importants moyens des forces armées en Polynésie française (FAPF) a pris fin lundi 19 janvier après deux jours et deux nuits de recherches.

 

L’opération de recherche, déclenchée à la demande du Maritime Rescue Coordination Center (MRCC), a débuté samedi à 19h30. Trois personnes avaient repris la mer à Makemo en fin de matinée pour rentrer sur Taenga mais le mauvais temps et le fort courant, les ont faits dérivées.

 

C’est le Gardian de la flottille 25F qui a débuté les recherches dans des conditions météo particulièrement difficiles. L’hélicoptère Dauphin de la flottille 35F en vol dès 02h00 du matin dimanche a lui aussi subi un très fort grain et des vents de plus de 35 nœuds. A 04h30 le Casaa poursuivi les recherches qui se sont succédé jusqu’au lendemain matin.

 

Les aéronefs mobilisés sur zone ont permis de quadriller un important périmètre. Compte tenu des vents violents qui soufflaient et de l’incertitude concernant la position initiale du bateau, il a fallu beaucoup de persévérance et un grand professionnalisme aux militaires engagés dans cette opération. Les trois naufragés ont finalement été retrouvés par un Gardian et hélitreuillés par un Dauphin lundi 19 janvier en fin de matinée.

 

Il aura fallu 11 vols effectués par trois aéronefs pour retrouver le bateau à la dérive.

 

Grâce à ses capacités de recherche spécifiques, les Forces armées en Polynésie française contribuent efficacement aux opérations de secours d’urgence, qui font partie de leurs principales missions.

Moscou élargira sa présence sur les marchés des armements (Poutine)

La Russie élargira sa présence sur les marchés des armements en Asie, Afrique et Amérique latine, a déclaré mardi à Moscou le président russe Vladimir Poutine lors d'une réunion de la commission pour la coopération militaire et technique avec les pays étrangers.

 

"Les nouveaux défis et menaces obligent de nombreux pays du monde à revoir leurs doctrines militaires, à moderniser les Forces armées nationales (...). La Russie élargira sa présence sur les marchés prometteurs, notamment dans la région Asie-Pacifique, en Afrique, en Amérique latine et dans l'espace caraïbe", a indiqué M.Poutine.

 

"Nous élargissons notre présence sur les nouveaux marchés des armements, surtout en Amérique latine et en Asie du Sud-est. Nous intensifions notre coopération avec nos anciens et nouveaux partenaires", a ajouté le chef de l'Etat russe.

Les Forces armées canadiennes commencent l’Opération CARIBBE 2015 alors que la frégate de classe Halifax NCSM Winnipeg, patrouille actuellement dans le Pacifique de l’Est, annonce ce mardi 27 janvier la Défense nationale.

 

L’Opération CARIBBE 2015 est la contribution canadienne à l’Op MARTILLO – la campagne multinationale de lutte contre les organisations criminelles transnationales dans l’océan Pacifique et dans les Caraïbes. «Le Canada est un partenaire déterminé aux côtés de ses alliés pour ce qui est du traitement des enjeux en matière de sécurité dans la région de l’Amérique centrale. Depuis près d’une décennie, nous demeurons déterminés à travailler avec des nations partenaires dans le cadre de l’opération CARIBBE, afin de préserver la sécurité des Canadiens et de lutter contre le trafic de stupéfiants dans les eaux internationales», a déclaré à ce propos le ministre de la Défense nationale, Rob Nicholson.

Le projet de vente des chantiers navals STX de Saint-Nazaire par son actionnaire coréen est "toujours existant", a affirmé mardi le directeur général de STX France, Laurent Castaing.

 

"STX nous a récemment demandé de remettre à jour le dossier de vente (...). Le processus de vente est toujours existant", a expliqué M. Castaing à la presse, à l'issue d'une visite de l'Oasis 3, le plus gros paquebot du monde, actuellement en construction à Saint-Nazaire et dont la livraison est prévue en avril 2016.

 

Aucun repreneur potentiel n'a à ce jour "visité" les chantiers navals, a-t-il précisé.

 

En mai 2014, la Korea Development Bank (KDB), qui possède la majorité du groupe sud-coréen STX, actionnaire principal des chantiers navals de Saint-Nazaire, avait fait réaliser une plaquette pour démarcher les investisseurs, dans le but de céder ses filiales européennes.

 

Les trois chantiers navals finlandais de STX Europe ont été vendus courant 2014, dans le cadre de ce plan de restructuration.

 

STX France est détenu à 66,6% par STX Europe (filiale du sud-coréen STX) et à 33,3% par l'État français, qui dispose d'un droit de veto.

 

Le ministre des Finances Michel Sapin avait déclaré le 12 décembre que l'Italie avait manifesté de "l'intérêt" pour une entrée au capital de la société STX France, mais il n'y a "pas eu de visite d'Italiens" à Saint-Nazaire, a répété M. Castaing.

 

Le nom du constructeur naval italien Fincantieri a plusieurs fois été mentionné dans la presse transalpine, sans confirmation du groupe italien.

 

Si aucun acquéreur ne se présentait pour le rachat de STX France, il y a toujours "une issue possible, celle du statu quo", a souligné Laurent Castaing.

 

STX France, qui a lourdement investi ces dernières années, notamment en se dotant d'un portique géant qui permet de construire des paquebots de la classe "Oasis" mais aussi plusieurs paquebots plus petits en même temps, a un carnet de commandes rempli jusqu'à 2019-2020 et fait travailler actuellement 6.000 personnes, dont 2.400 salariés.

 

Outre deux paquebots de la classe "Oasis" pour l'américain Royal Caribbean (RCCL), le constructeur naval va commencer courant 2015 la construction du premier des deux paquebots de la dernière commande de l'italo-suisse MSC Croisières.

 

Par ailleurs sous-traitants de DCNS pour la réalisation de deux navires de guerre "Mistral", les chantiers sont en train d'achever la construction du second, le Sébastopol, livrable à l'automne 2015. La livraison à la Russie du premier, le Vladivostok, est toujours suspendue en raison de la crise ukrainienne.

This photograph from January 17, shows Defence Minister Manohar Parrikar scoping out what appears to be a new scale model of India's Advanced Medium Combat Aircraft (AMCA), its fifth generation strike jet concept. Putting aside how this photograph tragically chops off the AMCA's nose, it appears that the design hasn't significantly changed since the concept's last 'outing' two years ago. The four-poster tail and X-15-like low aspect trapezoidal planform appear untouched from the last time anyone got a chance to see the concept design.

DRS Technologies has been awarded a contract to supply joint tactical terminal-receivers (JTT-R) systems to the Australian Defence Force and the US Navy.

 

Under the $12m indefinite-delivery / indefinite-quantity (IDIQ) contract, the Finmeccanica subsidiary will manufacture and supply up to 180 JTT-Rs for installation onboard the Royal Australian Air Force's (RAAF) and the US Navy's EA-18 Growler aircraft.

 

The foreign military sales contract was awarded by the Naval Surface Warfare Center, Crane Division. The agreement combines purchases for the navy and the Australian Government, and covers JTT-R production engineering, test set racks, fixtures, and tooling.

 

DRS Technologies C4ISR business group president Sally Wallace said: "It's critical threat, targeting and mission planning data provides improved communications for delivering a distinct advantage to the US Navy and Australian Growler aviators flying the most advanced naval airborne electronic attack platform in the world."

 

The JTT-R has been developed since 2009. It is an ultra-high-frequency receiver, and is designed to provide near real-time, over the horizon threat data for situational awareness and assessment, as well as threat avoidance, targeting, mission planning and communications.

 

In particular, the receiver presents critical situational awareness information to the user by receiving near real-time threat, survivor and Blue Force Tracking data through integrated broadcast service and common interactive broadcast waveforms over UHF satellite communications links.

 

JTT-R serves as a replacement to the conventional multi-mission advanced tactical terminal (MATT) that is nearing end-of-life with the impending transition to the common interactive broadcast waveform.

 

A derivative of the combat-proven F/A-18F Super Hornet Block II aircraft, the EA-18G Growler is an airborne electronic attack that can disrupt or jam a range of military electronics systems, including radars and communications systems.

 

The aircraft's primary missions are electronic attack and suppression of enemy air defences, particularly at the start and on-going early stages of hostilities.

The Navy will inaugurate its first submarine command early next month in Jinhae, South Gyeongsang Province, the Ministry of National Defense said Sunday.

 

The command's fleet will be composed of under 2,000-ton submarines to begin with, but will be expanded to vessels displacing 3,000 tons.

 

"Feb. 2 is the date for the launch," ministry spokesman Kim Min-seok said, refusing to give other details.

 

The inauguration of the command comes at a time when North Korea maintains a significant numerical superiority with its fleet of 70 subs, about 20 of them being of the 1,800-ton Romeo class. Recent reports have said the North is putting finish touches on an upgraded version of the Soviet-designed Romeo that it has converted into being vertical missile launch capable.

 

The Navy currently operates nine 1,200-ton submarines and four 1,800-ton ones under its Ninth Submarine Flotilla in the port city of Jinhae.

 

The fleet, led by a rear-admiral (lower half), is one of the Navy units. They include three commands that are led by rear-admirals (upper half).

 

According to Navy sources, the submarine command will acquire five additional 1,800-ton submarines by 2018, increasing the military's total number of submarines from the current 13 to 18.

 

"A conventional submarine can remain underwater without recharging for longer if its weight is heavier," a Navy source said. "A 1,200-ton submarine can operate for three consecutive days while a 1,800-ton one can travel for about 15 days."

 

A rear-admiral (upper half) will also lead the newly-established unit, according to the source.

 

The defense military's announcement was made in accordance with the Defense Reform Plan (DRP) initiated in 2005.

 

The DRP seeks to enhance the Armed Forces' war capabilities, while enhancing its security alliance with the U.S. military by 2020 to deter North Korea's provocations.

 

The announcement also came amid growing the importance of strengthening Seoul's anti-submarine capabilities in the wake of North Korea's deadly torpedo attack on the Navy frigate Cheonan in March 2010 that killed 46 South Korean sailors. A multinational investigation concluded the North was the perpetrator, although it has denied it.

 

Under the submarine command, the Navy plans to put six 3,000-ton ballistic missile submarines into operation starting 2020.

 

The total number of the submarines, however, will be kept at 18 because six 1,200-ton ones will be scrapped by then, according to the Navy source.

 

A military expert turned down speculation that the submarine command could add fuel to ongoing controversy over a military arms race in Northeast Asia.

 

"Our neighboring countries, including the U.S., China and Japan, are familiar with DRP and they have not been against it," said Shin In-kyun, the president of the Korea Defense Network. "Moreover, the number of our submarines by 2020 will be still less than those owned by our neighbors."

 

He cited that North Korea and China operate some 70 submarines each, while Japan has 22.

 

Among Pyongyang's submarines, 20 of them displace 1,800 tons; 40 others, 325 tons; and the rest, 130 tons, according to Shin.

 

The Stalinist state is said to be building a 2,500-ton sub, which will be capable of carrying nuclear ballistic missiles, he said.

 

"By setting up a submarine command, we'll be able to lay the groundwork for military deterrence underwater," Shin said.

 

In December last year, North Korean leader Kim Jong-un stressed "maneuvering skills of submarines" to enhance the combat capability of Pyongyang's naval forces.

 

In August 2014, U.S. intelligence agencies speculated that the nuclear-armed regime has developed submarine-launched ballistic missiles (SLBMs). They pointed out that Pyongyang secretly acquired several SS-N-6s, a type of SLBM, from Russia some time ago.
