NEW DELHI, October 25 (RIA Novosti)

 

Russian Mi-28N Night Hunter has lost a tender on the delivery of 22 attack helicopters to the Indian military in strong competition with the American AH-64D Apache, an Indian Defense Ministry source said on Tuesday.

 

“We decided not to choose the Mi-28 for technical reasons. Our experts believe that the Mi-28N did not meet the requirements of the tender on 20 positions, while the Apache showed better performance,” the source said.

 

The future contract, worth at least $600 million, envisions an optional delivery of additional 22 helicopters.

Russia is still taking part in two other Indian helicopter tenders: on the delivery of 12 heavy transport helicopters and 197 light general-purpose helicopters.

 

The first tender includes the Russian Mi-26T2 and the American CH-47F Chinook helicopters, while the second involves the Russian Ka-226T and the AS550 Fennec helicopter, developed by Eurocopter.

 

Meanwhile, Russia continues the deliveries of Mi-17-B5 transport helicopters to India under a 2008 contract for the supply of 80 helicopters worth $1.4 billion.

 

The Indian military helicopter market, with its potential demand for 700 helicopters in the next decade, fuels fierce competition among foreign manufacturers.

NEW DELHI --- The Defence Ministry has invited Eurofighter and Dassault Rafale - the two shortlisted vendors in the multi-billion dollar combat aircraft deal - on November 4 to open their commercial bids after which a final decision on giving the contract will be taken.

 

The two short-listed vendors have received a letter from the Ministry and have been informed that commercial bids for procuring 126 Multi-role Combat Aircraft (M-MRCA) tender will be opened on November 4, industry sources told PTI here.

 

After the bids are opened, the Defence Ministry will be able to determine the lowest bidder in the deal and decide who will ultimately get the contract, described as the "mother of all deals", they said.

 

As per Indian rules, the lowest bidder in a deal meeting all the specified requirements is considered to be the winner.

 

The Defence Ministry had earlier this month cleared the way for opening commercial bids of Rafale and Eurofighter Typhoon by approving their offset proposals. Defence Ministry officials said all the spade work for the opening of bids was over and the bids will be opened in the presence of the two vendors.

 

Eurofighter and Rafale were shortlisted for tender after four companies including American Lockheed Martin and Boeing, Russian MiG-35 and Swedish Saab Gripen were ousted from the race in April.

Nammo has received a contract from the Japanese MoD (MoDJ) for the demilitarisation of its self-defence forces stock of cluster munitions.

 

The contract follows the Oslo Convention and the Ban on Cluster Munitions, signed by Japan along with 94 other nations in Oslo in December 2008 to stop the usage development, production, acquisition and stockpiling, as well as the export and import, of cluster munitions.

 

Under the contract, Nammo will demilitarise the multiple launch rocket system (MLRS) M26 system, CBU-87/B cluster bombs and 155mm artillery cargo rounds.

 

The disposal of the munitions will be conducted at the company's demil facility in Norway and Germany, and is scheduled to be completed by February 2015.

DRB-Hicom Defence Technologies has awarded a contract to Rheinmetall Nordic for the supply of the Vingtaqs II long-range surveillance and reconnaissance system to the Malaysian Army.

 

The €36m ($49.6m) contract involves the supply of the Vingtaqs II, systems integration, training and documentation.

 

The surveillance system will be installed into the AV8 armoured vehicles that the army is procuring from Turkish company FNSS.

 

The VINGTAQS II system is used to accurately determine target coordinates at long range from the vehicle forward observer position.

 

The system is equipped with ground surveillance radar to laser-designate targets to support the forward air controller (FAC).

 

FNSS will start deliveries of the vehicles from 2014.

Press Release (By PRO Kolkata / Gp Capt Tarun Singha): The Indian Navy's modernization quest under 'Project-28', to stealthily hunt and destroy lurking enemy submarines, got further bolstered with the launch of the second indigenous 'Anti Submarine Warfare' (ASW) corvette 'Kadmatt' - named after an island in the Lakshwadeep archipelago of India - built by Garden Reach Shipbuilders & Engineers (GRSE), at Kolkata, today.

 

Conforming to the centuries-old maritime tradition of ship launches by a lady, Smt Mamatha M, launched 'Kadmatt' from the GRSE main yard in the presence of her husband, Raksha Rajya Mantri, Dr. M.M. Pallam Raju, Controller of Warship Production and Acquisition (CWP&A) of the Indian Navy, Vice Admiral N.N. Kumar, GRSE Chairman and Managing Director (CMD), Rear Admiral K.C. Sekhar and other GRSE workers and office bearers.

 

GRSE is slated to launch four ASW corvettes for the Indian Navy each costing nearly Rs. 1,700 crores apiece. Kamorta, the first in the series was also earlier launched by Smt Mamatha on April 19, last year. Kamorta after fitments is expected to be delivered to the Indian Navy in June 2012 and Kadmatt in March 2013. The keel of the third ASW corvette meanwhile was laid in August 2010. The remaining two ASW corvettes scheduled to float out next from GRSE yards are Kiltan and Kavaratti.

 

Dr. Pallam Raju in his address expressed delight that 50 percent of the total work on the frontline warship Kadmatt was completed prior to the launch as against 40 percent for the first ASW ship Kamorta launched in April, last year. "This is a record of sorts in the warship-building scenario," he said. The on-schedule 'build programme' would ensure timely contractual deliveries adding to the might of the country in its projection as a blue water navy of our region, he also said.

 

Stating that Indian Navy and Coast Guard have huge requirement of ships to be met without any time and cost overruns, Dr. Raju emphasized that timely delivery of 'quality ships' was the need of the hour. "Modern shipbuilding technology and tools must be adopted to achieve this objective," he stated.

 

Urging GRSE to put into practice effective mechanisms to meet challenges posed by the Indian private sector, Dr. Raju said shipyards (defence) have to concentrate on implementation of time-tested quality practices, effective corporate strategy, establishment of reliable and stabilized vendors and most importantly, training and up-gradation of its human resources to the lowest level.

 

The ASW corvettes -- deemed Kamorta Class Ships – with more than 80 percent indigenous content, capable of fighting under NBC (nuclear, biological and chemical) environment are designated as super-sophisticated frontline warships with stealth features. The 109 metres long, 12.8 metres wide ship with an approximate displacement capacity of 3,000 Tons can achieve a maximum speed of 25 knots. The ship powered by four 3888 KW diesel engines at 1,050 rpm has an endurance to cover nearly 3,450 nautical miles at 18 knots and can carry a helicopter on board. Each ship can accommodate 17 officers and 106 sailors.

 

The anti-submarine warfare capability is largely achieved due to the low signature of radiated underwater noise. The ship having indigenous weapon and sensor suites is equipped with super-rapid gun mounting, anti-aircraft guns, torpedo launcher, rocket and chaff launchers. The ship fittings include early warning, navigation, fire control radars and under-water sensors with integrated communication and electronic warfare systems.

Yves-Heng Lim analyse, pour le Centre Asie de l'Ifri, la modernisation des forces aériennes chinoises. Selon l'auteur, la Chine est en quête d'une parité technologique et d'une capacité aéronavale

 

Alors que la dernière série des F-22 avant abandon de la production sortaient des usines Lockheed et Boeing, Hu Jintao confirmait, en janvier 2011, les premiers tests du nouveau chasseur furtif, le J-XX, par les forces aériennes de l'Armée Populaire de Libération. Produit localement, bien qu'avec une probable aide russe - certains observateurs ayant noté une proximité avec le prototype MiG 1.42 - la rapide maturation du programme J-XX met en lumière les progrès considérables réalisés par la Chine en matière de production aéronautique au cours des deux dernières décennies.

 

Dans un article publié peu avant le tournant du millénaire, Avery Goldstein considérait que la branche aérienne de l'Armée Populaire de Libération restait essentiellement composée de « poches d'excellences » entourées par une vaste flotte de plateformes obsolètes. En 1999, la cinquantaine de Su-27 acquis auprès de la Russie - vingt-huit appareils supplémentaires devant être commandés l'année suivante - et les deux J-11 - avatars chinois du Su-27 produit sous licence - constituent encore la mince colonne vertébrale de la modernisation des forces aériennes chinoises. Dans leur immense majorité, c'est-à-dire à plus de 98 %, ces forces - hors bombardiers - demeurent en effet composées d'appareils dont les premiers exemplaires ont vu le jour dans les années 1950 ou 1960 (J-6, J-7, J-8, Q-5).

 

Une décennie plus tard, si une majorité des appareils déployés par l'Armée Populaire de Libération reste obsolète, l'évolution et le saut qualitatif des forces aériennes chinoises est patent. Un processus de modernisation fondé sur d'importantes importations depuis la Russie et sur le développement de capacités locales a permis une progression accélérée. D'une part, outre la présence élargie de Su-27/J-11 - 78 appareils importés et une centaine produite localement - on compte 73 chasseurs multi-rôles Su-30MK, dont les premières versions ont pu être comparées au F-15 américain par Jane's Defence Weekly. D'autre part, après une longue période de développement, Beijing possède, en 2009, près d'une centaine de J-10 - dont les performances ont été comparées à celle des F-16 construits à la fin des années 1980 - ainsi que 72 chasseur-bombardiers JH-7 aux performances certes plus limitées mais capables d'embarquer un vaste éventail de missiles anti-surface. Au total, l'Armée Populaire de Libération possède donc, en 2009, quelques 450 appareils - soit plus d'un quart de la totalité de sa flotte hors bombardiers - susceptibles d'être considérés comme répondant aux critères d'une force aérienne moderne. L'écart qualitatif entre les forces déployées en 1999 et en 2009 s'apparente donc à un saut de génération dépassant la simple évolution des équipements.

 

La quête d'une parité technologique

 

Alors que ce premier cycle de modernisation des forces aériennes chinoises apparaît encore inachevé, un second mouvement paraît s'esquisser plus clairement, devant réduire à nouveau de façon significative le fossé aérien séparant l'Armée Populaire de Libération de son probable adversaire.

 

Beijing développe actuellement un appareil au niveau des meilleurs chasseurs présents sur le marché. En 2002, Jane's Defence Weekly rapportait le lancement par la Shenyang Aircraft Company d'un programme de recherche et développement consacré à un nouveau chasseur furtif. Selon le Global Times, citant le vice-commandant des forces aériennes chinoises, le nouvel appareil pourrait entrer en service avant 2020 et avoir des performances comparables ou supérieures aux chasseurs de même classe déployés actuellement - ceci pouvant mettre en péril, pour certaines sources chinoises, la supériorité à venir du F-35. En 2008, Xinhua soulignait que le J-XX pourrait être déployé au sein des forces chinoises sur une échelle quantitative dépassant celle envisagée pour le F-22 au sein des forces américaines.

 

Il est hors de doute qu'un tel déploiement du J-XX - même disposant de performances inférieures à son homologue américain - impacterait de façon significative l'équilibre est-asiatique, en déstabilisant de façon profonde la situation dans le détroit de Taiwan, alors que Taipei n'a obtenu de Washington que la modernisation de sa flotte de 146 F-16, bien loin de sa demande initiale d'achat de 16 nouveaux chasseurs. Bénéficiant de la garantie d'une supériorité aérienne certaine il y a encore une décennie, Taiwan apparaît aujourd'hui extrêmement vulnérable dans un avenir de plus en plus proche. Compte tenu des réitérations multiples par Beijing de son droit à utiliser la force pour une « réunification », le développement accéléré du J-XX ne peut que susciter une inquiétude que ne viennent apaiser ni la timidité américaine, ni le désintérêt européen pour la question. Un déploiement élargi de J-XX pourrait en effet avoir pour conséquence de priver Washington de la suprématie aérienne au sein de la région, mettant ainsi en péril l'architecture de sécurité centrée sur la présence américaine.

 

La quête d'une capacité aéronavale

 

Un second développement majeur des forces chinoises concerne la création d'une capacité aéronavale. Après plusieurs années d'incertitudes, la Chine semble en voie d'acquérir un avion de chasse (le J-15) pouvant être embarqué sur son futur porte-avion - l'ex-Varyag intégralement rénové. En 2006, Defense Industry Daily faisait état de l'ouverture de négociations entre Beijing et l'agence russe Rosoboronexport concernant l'achat possible de quarante-huit Su-33 - avatar du Su-27 embarqué sur le Kuznetsov - pour un montant estimé à 2,5 milliards de dollars. Après trois ans de discussions, Moscou refusait finalement la vente du Su-33 par crainte que la Chine copie l'appareil sur une vaste échelle et offre cette version à l'exportation. Dans une large mesure, ces précautions ne paraissent pas avoir eu le résultat escompté. Ayant acquis un Su-33 auprès de l'Ukraine en 2001, la Chine ne semble avoir eu qu'à procéder à une opération de retro-ingénierie pour pouvoir produire le chasseur dont elle avait besoin.

 

Malgré les certitudes russes affichées quant à l'infériorité de la copie chinoise sur l'original, le développement et le déploiement - prochain - du J-15 marquent un progrès indéniable pour les forces chinoises. Si un porte-avion ne semble pas décisif pour la construction d'une supériorité aérienne chinoise dans le détroit de Taiwan, cette plateforme constitue toutefois un élément important pour assurer une supériorité aérienne à l'intérieur de la région est-asiatique - hors intervention américaine - mais surtout pour protéger les lignes de communication chinoises traversant l'Océan Indien.

 

L'immensité du chemin parcouru par les forces aériennes chinoises ne laisse que peu de doute quant au degré de priorité accordé par Beijing à cette branche. Alors que l'appareil le plus moderne des forces aériennes chinoises est, en 1989, le J-8 - dérivé du MiG-21 produit dès la fin des années 1950 - Beijing semble aujourd'hui ne se tenir qu'à une génération derrière les appareils américains. Les efforts mis en œuvre par la Chine pourraient, avant le milieu de la prochaine décennie, réduire rapidement cet écart.

GENEVA - Beijing and Washington attempted Monday to revive long-stalled nuclear negotiations to disarm North Korea, with the two sides holding direct talks in Geneva and China's vice-premier visiting Pyongyang.

 

The US team led by outgoing special representative Stephen Bosworth, and his replacement Glyn Davies sat down at the US mission with North Korea's delegation led by first vice minister Kim Kye-Gwan, for their second round of talks in three months.

 

After a day of "very intensive discussions", Bosworth said: "I think we are moving in a positive direction. We have narrowed some differences but we still have differences that we have to resolve."

 

He added there has been "some progress" and that the talks would resume Tuesday.

 

Separately, China's vice premier Li Keqiang travelled to Pyongyang, where he met North Korean leader Kim Jong-Il, state media said.

 

Kim told Li that Pyongyang "hopes the six-party talks about the nuclear issue on the Korean peninsula should be restarted as soon as possible", China's official Xinhua news agency reported early Tuesday.

 

The "principle of simultaneous action" should apply, it quoted Kim as saying -- a reiteration of the North's stance that the negotiations should begin again without preconditions.

 

The North formally quit the six-party forum in April 2009, a month before staging its second atomic weapons test. It has since repeatedly said it wants to come back, but Washington is demanding a physical sign of sincerity first.

 

Li, widely expected to be China's next premier, said Beijing was "working for positive achievements, creating conditions for reopening the six-party talks at an early date", Xinhua said.

 

China, which is Pyongyang's closest ally and a major economic partner, has hosted the six-party forum since 2003, which includes the two Koreas, Russia, the United States and Japan.

 

However, analysts see no breakthrough for the six-party talks coming during the Geneva meeting. Rather, they see engagement between the two parties as a way to stop Pyongyang from making rash moves.

 

"The view is that while they are talking, they are not provoking -- it's jaw-jaw rather than war-war," Mark Fitzpatrick, who heads the non-proliferation programme at the International Institute for Strategic Studies, told AFP.

 

"I don't think that people will say this is a disaster because there is nothing concrete in terms of results," he added.

 

Ahead of the meeting, a senior State Department official said "our concern is that if we don't engage, that could result in miscalculations by the North Koreans, as we have seen in the past."

 

However, the US stressed it would not return to long-stalled six-party talks unless the North made a "clear commitment ... on the denuclearization side."

 

Bosworth said the goal of the Geneva talks was "to find a solid foundation on which to launch a resumption of discussions both bilateral and multilateral, and we will continue to work hard to bring that about."

 

Analysts believe that the North, which has insisted on the resumption of the six-way talks without pre-conditions, would not make a concession at the Geneva meeting.

 

In September 2005, the North agreed to abandon all nuclear weapons and programmes in return for security guarantees, energy aid and a peace pact formally ending the 1950-53 war and diplomatic ties with the United States.

 

In 2007 it shut its plutonium-producing Yongbyon reactor. But during the following year the process began to melt down amid mutual accusations of bad faith.

 

In April 2009 Pyongyang walked out of the six-party forum, a month before staging its second atomic weapons test.

 

The North's deadly artillery attack last November on a South Korean island further complicated efforts to restart nuclear dialogue.

 

But a surprise meeting between nuclear envoys of South and North Korea on the sidelines of an Asian security conference in Bali, Indonesia led to the first round of direct US-North Korea talks in New York in July.

 

The second set of discussions is coming just as the two parties agreed to resume searches for the remains of Americans killed in the 1950-53 Korean War after a six-year hiatus, in a further sign of easing tensions between the two sides.

The Indian Air Force recently published a request for companies to bid on a job that involved providing helicopter transport to remote army and air force bases. The document contained the exact location of 2,056 army helicopter pads, bases and outposts, and air force air strips along the Chinese and Pakistani borders. The problem was that the location of many of these bases was classified. This stuff was supposed to be secret.

 

The air force does not have enough helicopters to service all these bases, especially the ones at higher altitudes. Moreover, helicopter transport is crucial this time of year, as some of the more remote mountain bases must be supplied sufficiently to allow the troops to survive weeks of isolation because of storms and heavy snow.  The air force was in a hurry to get some civilian helicopter transport, before the snow and wind became too fierce.

 

The air force downplayed the security angle by pointing out that just using Google Earth, anyone can find most of these bases. Moreover, China has photo satellites that can scour the Indian side of the border for any signs of military activity. But the recently published list does enable Chinese and Pakistani intelligence analysts to see how accurate their earlier efforts were, and that does have value.

Acceptance certificates of two Project 10412 patrol ships (serial numbers 044 and 045) built for Vietnamese Navy were signed on Oct 20 at Almaz Shipbuilding Firm. These are third and fourth hulls of Project 10410 Svetlyak export version. First two ships were delivered to Vietnam in 2002.

 

Both ships were laid down on one day – June 26, 2009. The first hull was launched on Nov 12, 2010, and the second one on Apr 22, 2011. Trials were delayed a bit because of protractions with arms and equipment supplies. In particular, Arsenal Machinery Plant delivered gun mounts AK-176M for both ships several months behind schedule.

 

Having completed trial program by mid-Oct, both patrol ships were docked in the shipyard's floating dock PD-423 and prepared for marine freight. In the nearest days, the ships will be moved to St. Petersburg's sea port and embarked on a transport ship for further shipping to Vietnam.

Other two similar ships are being completed at JSC Vostochnaya Verf (Vladivostok). Both hulls (serial numbers 420 and 421) were also keel-laid on one day – July 22, 2009. According to plan, they were to be delivered till the end of 2011. Delivery dates were repeatedly postponed due to same reasons, i.e. supplies protraction of equipment including gun mounts made by Arsenal plant. Finally, the delivery deadline is set in 2012.

 

Project 10412 was designed on the basis of Project 10410 Svetlyak patrol ship developed by Almaz Design Bureau in late 80's for Soviet KGB Coast Guard. Since the beginning of the Svetlyak program, Almaz Shipbuilding Firm has built 16 ships for domestic and foreign customers including hulls No. 044 and 045. In total, 36 such ships have been built. Comparing to basic project, Vietnamese ships are not armed with antisubmarine weapons so can be classified as patrol crafts or gun boats.

 

The ships built in Russia under Vietnamese government's order will substantially enhance its national navy in potential conflicts with China and other neighbors regarding disputable areas in the South China Sea, particularly, near Spratly Archipelago and Paracel Islands. For Vietnam, those regions are of great importance from the viewpoint of oil and gas reserves and bioresources.

Finally, we have a date! Headlines Today (the station I work for) reports that the final commercial bids in India's $12-billion Indian medium multirole combat aircraft (MMRCA) competition are to be opened on Friday, November 4. The two finalists, Dassault and Eurofighter, were contacted this week seeking their presence at the Ministry of Defence on November 4 for the authentication and opening of commercial bids. According to procedure, the contents of both bids will be read out to all present and then signed by all members of the Contract Negotiation Committee.

India's second indigenous Project 28 anti-submarine warfare corvette will be launched today by the Garden Reach Shipbuilders and Engineers (GRSE) in Kolkata. The ship is to be commissioned next year.

Malaysia may finalise Boeing's F/A-18E/F Super Hornet contract within the next two years, Boeing Military Aircraft F/A18 & EA-18 Programs vice-president Michael Gibbons said.

 

Negotiations on the contract have been taking place since 2002.

 

Boeing has not disclosed the details of the proposed model to the Royal Malaysian Air Force (RMAF) but did reveal that the contract involves 18 aircraft, as reported by Bernama.

 

The Super Hornet is equipped with a suite of integrated and networked systems that provide enhanced interoperability and support for ground forces.

 

Currently, the RMAF operates eight earlier generation two-seater F/A-18Ds.

Northrop Grumman Corporation has been competitively selected to supply the AQS-24A airborne mine-hunting system to the Japan Maritime Self-Defense Force.

 

Under the initial contract, Northrop Grumman's Undersea Systems business unit will deliver the airborne mine-hunting system to Kawasaki Heavy Industries for integration into Japan's new Airborne Mine Countermeasures MCH-101 helicopter.

 

"The combination of our proven high performance, low cost and ease of integration in the MCH-101 airframe makes the AQS-24A the ideal choice for Japan's helicopter-based mine-hunting needs," said Tom Jones, vice president of Northrop Grumman's Undersea Systems business unit. "As the only operational airborne mine-hunting search system in the U.S. Navy, the AQS-24A has demonstrated very high reliability in the field with the Navy's Helicopter Mine Countermeasures squadrons."

 

The AQS-24A and its predecessors, the AQS-24 and the AQS-14, have been the only operational airborne mine hunting search systems used by the U.S. Navy for the past 27 years. The AQS-24A is a high speed mine-hunting system that is primarily towed from the MH-53E helicopter, but has been easily adapted to the smaller Japanese MCH-101 aircraft. With a track record of proven reliability and performance across the globe, the system's high-resolution side-scan sonar detects, localizes and classifies both bottom and moored mines in real time at high area coverage rates.

 

The AQS-24A contains a laser line scanner that provides precision optical identification of underwater mines and other objects of interest. The AQS-24A allows for simultaneous operation of the sonar and laser, which significantly improves area coverage rate, shortens the mine clearance timeline and alleviates unnecessary maintenance cycles. Advanced navigation controls and processing provide highly accurate target positioning.

Le général Phung Quang Thanh, ministre de la Défense, et le ministre japonais de la Défense, Yasuo Ichikawa, sont tombés d'accord lundi à Tokyo pour renforcer la coopération et augmenter les échanges en terme de défense entre les deux pays.

 

Un entretien a eu lieu après la cérémonie d'accueil de la délégation militaire vietnamienne dirigée par Phung Quang Thanh, en visite au Japon.

 

Lors de l'entretien, le ministre japonais de la Défense a souligné que la visite de son homologue vietnamien revêtait une grande signification car elle contribuait non seulement au développement des relations de partenariat stratégique Japon-Vietnam mais encore au renforcement de la coopération et aux échanges de défense entre les deux pays.

 

Le renforcement de la coopération dans la sécurité avec les pays membres de l'ASEAN dont le Vietnam est mentionnée dans le programme d'autodéfense du Japon et, pour cette raison, le ministère de la Défense du Japon saisira toutes les occasions afin de promouvoir la coopération avec le Vietnam, a-t-il poursuivi.

 

Yasuo Ichikawa a exprimé à cette occasion la reconnaissance du ministère japonais de la Défense pour l'aide accordée par le ministère vietnamien de la Défense au peuple japonais après le tsunami du 11 mars 2011.

 

Pour sa part, le ministre de la Défense, Phung Quang Thanh, a affirmé que le Japon était un partenariat stratégique du Vietnam.

 

Les deux interlocuteurs ont échangé des points de vue sur les mesures de renforcement de la coopération bilatérale en défense et les problèmes régionaux et mondiaux d'intérêt commun.

 

En fin de l'entretien, les deux ministres de la Défense ont signé un mémorandum de coopération et d'échanges dans la défense entre les deux pays.

 

La délégation militaire vietnamienne de haut rang est ensuite allée saluer, le même jour, le Premier ministre japonais Yoshihiko Noda.

 

Celui-ci a souligné que le Japon prenait en haute estime le développement de ses relations avec le Vietnam tout en souhaitant voir celles-ci se développer étroitement et durablement au fil des jours et sur tous les plans, notamment dans la défense.

La visite au Japon de cette délégation militaire vietnamienne se terminera le 28 octobre. -AVI

Une délégation vietnamienne a participé à la conférence restreinte des hauts officiels de la Défense des pays membres de l'ASEAN (ADSOM Retreat) qui s'est tenue le 22 octobre à Bali, Indonésie.

 

Elle était conduite par le général Nguyen Chi Vinh, vice-ministre de la Défense.

 

Les officiels de haut rang de la Défense de l'ASEAN (Association des Nations de l'Asie du Sud-Est) ont annoncé les résultats de la conférence des groupes de travail de l'ASEAN et des groupes d'experts dans le cadre de l'ADMM+ (Conférence élargie des ministres de la Défense de l'ASEAN) en 2011. Ils ont également préparé les contenus pour la Conférence restreinte des ministres de la Défense de l'ASEAN qui se tient aujourd'hui, le 24 octobre.

 

En marge de l'ADSOM restreinte, le général Nguyen Chi Vinh a eu des rencontres bilatérales avec le ministre cambodgien de la Défense, le général Tea Banh, et son homologue philippin, Pio Lorenzon F. Batino.

 

Le ministre cambodgien de la Défense a particulièrement apprécié le rôle du Vietnam en tant que président de l'ASEAN en 2010, le considérant comme une expérience précieuse pour ce pays qui assumera cette fonction en 2012, la présidence tournant chaque année entre les différents pays membres.

 

Le Cambodge a souhaité que le Vietnam partage ses expériences sur l'organisation des conférences de la Défense et de l'Armée multilatérales, et aide ce pays à organiser des conférences en 2012.

 

Lors de la rencontre avec le vice-ministre philippin de la Défense, les deux parties se sont déclarées satisfaites du développement de la coopération bilatérale dans la défense ces dernières années. Elles ont espéré que les conventions de coopération entre les marines et les polices maritimes des deux pays seraient signées dans un avenir proche.- AVI

TOKYO (Reuters) - Des données sur des équipements militaires et des informations sur des centrales nucléaires pourraient avoir été volées lors de l'attaque informatique mise au jour en août contre Mitsubishi Heavy Industries, rapporte lundi le journal Asahi.

 

On ignore si ces données militaires, notamment sur des équipements commandés par le ministère japonais de la Défense, sont considérées comme sensibles, ajoute le journal, qui s'appuie sur une source proche du dossier.

 

Mitsubishi Heavy Industries est le principal fournisseur d'équipements militaires du Japon. Il a fait savoir en septembre que des informations telles que des adresses IP pourraient lui avoir été dérobées mais il n'a pas évoqué de divulgation éventuelle d'informations relatives à ses produits ou technologies.

President Benigno Aquino III has ordered the release of P10 billion for the military’s modernization program, including P1.6 billion for new Air Force planes which will all be purchased by the end of the year.

But deputy presidential spokesperson Abigail Valte made it clear Sunday that the release of the P10 billion for the Armed Forces of the Philippines modernization fund had nothing to do with the government’s ongoing skirmish with the Moro Islamic Liberation Front (MILF).

“This (release of the P10 billion) was already in the works. It just so happened that we are releasing this money just now,” Valte told state radio dzRB when asked whether the release was connected to last week’s bloody clash between government and MILF troops in Al Barka town in Basilan that left 19 soldiers dead.

Valte said the new military equipment to be purchased was essentially for the modernization of the AFP. “It will help them do their work wherever that is.”

She said Budget Secretary Florencio Abad was now preparing the special allotment release orders for the P10 billion, adding that the money will be sourced from the appropriations of the 2010 and 2011 national budget at P5 billion each.

In a phone interview, Abad said the military had just recently finalized its shopping list because officials had to reassess it “because of recent tension in the region and concerns for territorial integrity.”

“They had to balance internal security concerns with regional territorial concerns,” Abad told the Inquirer.

Abad said he expected the military to complete the new purchase by the end of the year.

The P10 billion will now bring to P15.3 billion the total amount released for the AFP modernization program since President Aquino took office last year.

In a statement, Abad said the amount would not only fund the purchase of new equipment but also provide training to soldiers.

From the P5-billion fund for the 2010 appropriations, Abad said the military planned to equip the Philippine Army with 14 armored personnel carriers, 272 20-man pack radios and 3,480 force protection, all amounting to P1.4 billion. The Philippine Navy will procure a P2-billion strategic sealift vessel while the Philippine Air Force will acquire one special mission aircraft and two light lift aircraft amounting to P1.6 billion.

Abad said the 2011 budget would be used by the military to purchase vehicles for civil military operations, health service and disaster response activities.

These include 32 five-ton dump trucks and 55 special purpose vehicles for the Army; two search and rescue helicopters, 30 special purpose vehicles and 15 amphibian vehicles for the Navy.

Also included on the shopping list using the 2011 budget were weapons and communication equipment, according to Abad.

The Army will get 1,376 handheld radios, 210 AV configuration radios and 100 base radios as well as 150 mortars while the Air Force will get 78 units of audio-video equipment, 160 portable radio receivers, 100 sniper rifle systems and 2,000 standard weapon systems.

The Royal Thai Police and Airbus Military have used a C295 aircraft for the transport of 12 people and 4.3 tonnes of humanitarian provisions, such as water and tents, to the province of Nakhorn Sawan, affected by the recent flood.

 

The mission with the C295 was initially planned just as a demonstration flight, but after these terrible events, it was changed to aid the local population. The C295 put to good use its capabilities to operate in rough environments and short and unprepared airstrips, with limited or no ground aids.

 

Thailand has been suffering floods and heavy rain since the end of July. The Government already indicated that over 270 people have died and more than three million people have been affected by the floods.

The Dutch Schelde shipyard in Vlissingen, Netherlands will build four Sigma corvettes for the Vietnamese Navy. The first two ships will be built in Vlissingen, and the last two will be built in Vietnam, under Dutch supervision.

 

Sigma class corvettes are built to sizes ranging from 50 to 150m in length and 9 to 15m width, addressing the whole spectrum from Offshore Patrol Vessel (OPV), via corvette to frigate size vessels meeting a wide range of customer demands. In fact, the class name Sigma stands for Ship Integrated Geometrical Modularity Approach. The lead ship of the SIGMA class was KRI Diponegoro, launched in 2004 for the Indonesian Navy.

 

Indonesia was the first customer for the new design, ordering four 9113 class 91 meter corvettes. In 2010 Indonesia has ordered four larger vessels, the 105m’ Type 10514. The Moroccan Navy became the second customer for this class, ordering three frigate sized multi-mission vessels in two classes – SIGMA Type 9813 (98m’) and the 105m’ SIGMA 10145. The first Moroccan Sigma frigate, Tarik ben Ziyad was transferred to the Royal Moroccan Navy on 10 September 2011. With the conclusion of the Vietnam, Schelde will win its third international customer for this class.

Japan Self Defense Air Force future replacement of F-4J fighters (F-X) is becoming a head-to-head competition between the two American aerospace giants, Boeing and Lockheed martin, offering the F-35 Joint Strike Fighter and an advanced variant F/A-18 Super Hornet. Tokyo is expected to make a decision next month. Besides the two fighters’ operational capabilities Japan is likely to give high marks for involvement of domestic companies.

 

According to Mike Denton, President, Boeing Japan, Boeing has committed to transfer between 70 to 80 percent of the Super Hornet’s production to Japan, including some advanced stealth and agile antennae technologies if its offer is selected. On the other side, Lockheed Martin is also offering Tokyo substantial domestic work share, including license production of the Pratt & Whitney F-135 engine.

 

Japanese industry has lobbied the government to insist on maximizing localized manufacturing of component, final assembly, maintenance and support. As in past procurement, the selected plane will be built in Japan and procured trough a major local contractor. Previous acquisitions of F-4J, and F-15J were provided by Boeing, while the more recent F-2 is a derivative of the Lockheed Martin F-16 all three were produced in Japan by Mitsubishi Heavy Industries.

 

Tokyo originally considered buying the F-22 but given the U.S. administration’s restriction limiting the export of this type Tokyo embarked in May 2011 on the less ambitious $4 billion worth F-X program buying 40-60 planes, for which Tokyo was evaluating the export available F-35 Lightning II, a stealthy Super Hornet and the Eurofighter Typhoon. The decision to continue with the program was made despite the huge costs of the March 2011 Tsunami disaster.

Des avions de l'armée de l'air pakistanaise ont obligé dimanche un hélicoptère militaire indien qui avait pénétré dans l'espace aérien national à se poser au Pakistan. Les quatre membres d'équipage - un lieutenant-colonel, deux commandant et un officier subalterne - ont été arrêtés.

 

L'intrusion s'est produite dans le secteur d'Olding, dans la région septentrionale du Skardu, non loin de la frontière avec la partie indienne du Cachemire. "L'hélicoptère a pénétré profondément dans notre espace aérien. Nous l'avons forcé à atterrir. Quatre officiers de l'armée indienne ont été emmenés en détention. Ils sont sains et saufs", a dit à Reuters le général Athar Abbas, porte-parole de l'armée pakistanaise.

 

L'Inde a été informée de l'incident, qui fait l'objet d'une enquête, a-t-il précisé. Selon des télévisions indiennes citant des sources militaires, cette intrusion est purement accidentelle, l'aéronef de type "Cheetah" ayant pénétré dans l'espace en raison de conditions neigeuses. "C'est en raison de mauvaises conditions atmosphériques que le 'Cheetah' a franchi la ligne de démarcation (LoC). Il n'y avait aucune volonté délibérée d'intrusion", a déclaré l'armée indienne dans un communiqué diffusé par la chaîne de télévision Times Now.

 

Les analystes pensent que les deux anciens "frères ennemis" du sous-continent indien chercheront à régler à l'amiable cet épisode. Les deux puissances nucléaires de l'Asie du Sud, qui se sont livré trois guerres depuis la chute du Raj britannique et la partition de 1947, ont repris cette année le processus de paix qui avait été suspendu après les attaques contre Bombay menées en 2008 par un commando venu du Pakistan.

The photo shows a formation of an IAF MiG-29 and a mix of IAF and Royal Oman Air Force Jaguars at the close of Exercise Eastern Bridge II. The four day joint exercise between the Indian Air Force (IAF) and the Royal Air Force of Oman (RAFO) concluded on October 21 at Air Force Station Jamnagar (Gujarat).

 

The exercise was the second in the series, the first held in Oct 2009 at RAFO base Thumrait, Oman, where six IAF Jaguars had operated alongside RAFO Jaguars and F-16s. It is for the first time that RAFO Jaguars have participated in a joint exercise in India. The RAFO contingent comprised six Jaguars and 115 personnel while the IAF's fielded Jaguars and MiG-29s based at Jamnagar. RAFO Jaguars had ferried in directly from Thumrait and landed at Jamnagar.

 

Two years ago when the IAF contingent visited Oman, their Omani counterparts had said they wanted to fly over Indian terrain which has vast variety quite unlike flatbed desert typical of much of Oman. They would encounter deserts to the North and dense vegetation and hills towards South Gujrat. After the familiarization of RAFO contingent with local flying operational procedures at the base, the exercise commenced on 17 Oct 2011. The four day long exercise involved a variety of flying missions from each other's best practices in terms of operational, maintenance and administrative procedures.

 

The exercise gave vast exposure to the aircrew of RAFO and IAF, towards missions involving long duration sorties with in-flight refuelling, large force strike packages, air-to-ground bombing and maritime strike roles routinely performed by the IAF both independently and in mixed operations.

Check out these pictures that Steve Trimble snapped of the latest stealth fighter design to hit the international market. They pics show Korean Aircraft Industries’ proposed stealthy next-gen fighter that was unveiled at the Seoul Air Show this week. South Korea plans to field the plane, dubbed KF-X, in the next nine years as a replacement for it’s Vietnam War-era F-4 Phantom IIs and F-5E Tiger IIs. Going from fighters that first flew in the late 1950s and 1960s to a stealthy design resembling a twin-engine F-35 Joint Strike Fighter, as Trimble puts it, is quite the leap. In addition to KAI, Eurofighter is also bidding a design for KF-X. In an example of how stealth fighters will be all over the place by the 2020s, Indonesia is already a partner in the program and F-35-buyer Turkey may join the KF-X effort soon.  Seoul wants the KF-X to carry locally developed air-to-air missiles, guided bombs and anti-ship missiles. That’s right, a new fleet of stealth jets with new weapons in just nine years.

 

Keep in mind that South Korea is also looking at buying 40 to 60 Sukhoi PAK FAs, F-35s or F-15SE Silent Eagles under its F-X program which is supposed to kick off next year.

BRISBANE, (Bernama) - Malaysia may decide on the multi-role strike fighter, Boeing's F/A-18E/F Super Hornet within the next two years, vice president F/A18 & EA-18 Programs Boeing Military Aircraft, Michael K.Gibbons said.

 

"Absolutely, we still have our offering to Malaysia," he said when asked if Boeing was still pursuing the deal with Malaysia for the Super Hornets, which have the capability, flexibility and performance necessary to modernise the air or naval aviation forces of any country.

 

The Super Hornet's suite of integrated and networked systems provides enhanced interoperability and support for ground forces as well as the overall force commander.

 

Although Malaysia would make its own selection on the timeline, "we suspect they probably would make a decision within the next two years," he said.

 

Boeing, the U.S aircraft manufacturer, has been negotiating since 2002 on the Super Hornet deal with the Royal Malaysian Air Force (RMAF), which currently operates eight earlier generation two-seater F/A-18Ds.

 

However, it is common for countries to take time to make a decision and therefore it is perfectly fine for Malaysia to take its time, he told Bernama during a media briefing on the delivery of last four of 24 F/A-18F Super Hornets to the Royal Australian Air Force (RAAF) Base at Amberley here.

 

"It is a decision (that involves) a lot of money (and) to create defence structure that you are looking for, and defence is a serious decision, obviously countries want to make sure they get it right (as to) what they are looking for," Gibbons said.

 

Gibbons declined to reveal whether Boeing had proposed the single-seater Super Hornet E model or the two-seater F model to RMAF, but noted that 18 units was what had been communicated so far.

 

Both models are true multi-role aircraft, able to perform virtually every mission in the tactical spectrum, including air superiority, day/night strike with precision-guided weapons, fighter escort, close air support, suppression of enemy air defenses, maritime strike, reconnaissance, forward air control and tanker missions.

 

The F/A-18E/F has exceptional combat maneuverability, unlimited angle of attack, high resistance to spins and departures, and ease of handling and training. Its reconfigurable digital flight control system can detect damage to or full loss of a flight control and still allow safe recovery.

 

These and other enhancements ensure the Super Hornet remains combat relevant through the coming decades.

 

With a total of 11 weapons stations, the Super Hornet gives war-fighters extraordinary payload flexibility by carrying a mixed load of air-to-air and air-to-ground ordnance.

 

"Malaysia has all the information that it needs on the Super Hornet, including the International Super Hornet roadmap (programme)," he said.

 

Labelled as the next evolution of the Super Hornet to be ready by 2015, it would come with the next generation cockpit, internal infrared search & track, enclosed weapon pod, adding missile warning system and conformal fuel tank.

 

"We are working with General Electric on enhancing the performance of engines, speed acceleration and range durability," he said.
