Vietnam et Israël intensifient leur coopération dans la sécurité et la défense

Le général de corps d'armée Dang Van Hieu, vice-ministre permanent de la Santé publique, a reçu mardi à Hanoi le directeur de la Direction de la sécurité et de la défense et directeur général adjoint du ministère israélien de la Défense, Amir Kain, en visite au Vietnam.

 

Le vice-ministre permanent Dang Van Hieu a estimé que la visite de cette délégation israélienne sera un jalon important du développement et du renforcement de la coopération bilatérale dans la sécurité et la défense, et contribuera donc à approfondir les relations d'amitié et de coopération entre les deux pays.

 

Ces dernières années, les relations d'amitié et de coopération entre les deux pays, et plus particulièrement entre le ministère vietnamien de la Sécurité publique et les services concernés israéliens, ont connu un bel essor et n'ont cessé de se développer en tous domaines avec, notamment, le partage d'expériences, l'échange d'informations et l'amélioration des capacités des cadres, a-t-il souligné, ajoutant que les deux parties devraient renforcer les activités de leur coopération dans les temps à venir.

 

M. Amir Kain a exprimé le souhait que la coopération bilatérale se développe de plus en plus afin d'obtenir des résultats notables dans plusieurs secteurs de deux pays qui contribuent à la garantie de la sécurité nationale et de l'ordre public. -VNA

FANC/FAPF : Fin de mission pour la FS Vendémiaire

Le dimanche 21 décembre, après 2 mois de mission en Asie du Sud Est, la frégate de surveillance Vendémiaire (FS VDR) a rejoint son port d’attache de Nouméa.

 

Cette mission d’une soixantaine de jours, rythmée par des patrouilles dans les mers de Flores, Java, Sulu, Célèbes, Chine méridionale, dans l’archipel des Spratleys et des escales (Australie, Indonésie, Vietnam, Malaisie, Brunei et Palau) a démontré la place de la France, seule nation européenne à disposer d’une présence maritime dans la zone, comme acteur majeur du Pacifique.

 

La mission de l’équipage du Vendémiaire a donc permis d’affirmer l’attachement de la France à la liberté de navigation notamment en Mer de Chine et de réaliser de nombreuses actions de coopération avec les pays visités, à quai comme en mer.

 

A ce titre, il a réalisé différents exercices avec les marines australienne (EVOLEX avec le chasseur de mine HMAS Diamantina et PRERAM avec le patrouilleur HMAS Pirie), indonésienne (EVOLEX avec la corvette KRI Tjiptadi), vietnamienne (c’était une première - EVOLEX avec le patrouilleur HQ275), brunéienne (VISITEX avec le patrouilleur KDB Darulehsan), et américaine de la 7ème flotte (PRERAM et VISITEX avec la frégate USS Michael Murphy).  Dans le cadre du Theatre Security Cooperation, plusieurs exercices ont été conduits, notamment des exercices sécurité réalisés conjointement avec la marine malaisienne puis avec l’équipage du patrouilleur « Remelik » de Palau.

 

La FS  VDR a également activement participé à la protection des ressources halieutiques en prenant part à la mission régionale de police des pêches KURUKURU et en visitant deux navires de pêche philippins au nom de l’organisation régionale des pêches Western and Central Pacific Fishery Commission (WCPFC) dans la poche de haute mer nord Papouasie Nouvelle-Guinée.

 

L’Alouette 3 du détachement 22S, élément indissociable et indispensable à la réussite des missions lointaines, a pleinement participé à toutes les phases de la mission.

 

Ce déploiement de type semestriel, dont les zones de patrouille couvraient les Zones de Responsabilité Permanentes d’ALPACI (2/3 de la mission) et du COMSUP des FANC, avait les objectifs principaux suivants :

- affirmer la présence de la France dans le Sud-Est Asiatique, notamment en mer auprès des armateurs français dans la zone de contrôle naval volontaire ;

- affirmer l’attachement de la France à la liberté de la navigation et de survol ;

- entretenir notre connaissance de la zone Asie-Pacifique ;

- entretenir la coopération régionale avec les pays riverains.

Greece Just Sold Its Giant Zubr-Class Hovercraft To China

 

The Chinese Navy has put their money where their mouth is when it comes to their interest in the world's largest hovercraft. They have already bought two giant Zubr Class hovercraft from Ukraine, and are building two in China. Apparently four of these mammoths are not enough in the short-term, as China has now purchased Greece's entire inventory of Zubr Class hovercraft outright.

The story of the Soviet-era Zubr Class, how Greece, a NATO country, ended up buying them in the first place and how and why China got their hands on the design is a pretty amazing story, one you can read all about here. But what is most eye opening is that Greece is selling China a unique 'access' capability, one that could have a large impact on other NATO friendly countries in the Pacific region.

HAL Looks To Hulk-Smash IAF's Avro Replacement Effort

In case you haven't been following the Indian Air Force's effort to replace 56 Hawker-Siddley 748 Avro transport aircraft, I strongly suggest you lose no more time in doing so. It's playing out as one of the most absurdly contentious, supremely ugly competitions -- and here's the thing: it hasn't even begun yet. After several stops and starts over the last two years, the latest is that the MoD has twice deferred a decision on what to do with the single bid that's landed in response to the Buy-A-Few-Make-The-Rest-In-India tender request. Now the crux, the whole point, of the Avro replacement programme is to give India's so-far hungry but ignored private industry a chance to create aerospace capacity by competing for the lucrative project. HAL therefore was deliberately kept out of the competition. The MoD and IAF felt this made sense since HAL, a single point monopoly in all things military aviation in India, has overflowing order books, limited capacity for more, and a relationship with its prime customer that can at best be described, to borrow from Facebook, as 'complicated'. HAL's extreme irritation and opposition to a tender that explicitly excludes it from the reckoning is well known. But things just went to the next level, with the company now hiring the services of prominent former staff to help lobby against the programme, and if necessary derail the course it's currently on. Journalists , including myself, received copies of an e-mail former HAL board member R. Srinivasan, who served as Managing Director of the Helicopter Complex, has written to Minister of State in the MoD Rao Inderjit Singh and Defence Secretary R.K. Mathur specifically asking, as you'll see in a moment, pretty explicitly that the programme be canned and HAL be allowed to build the planes -- pretty much because the private sector isn't up for it. Or, as the e-mail tantalisingly ends, it points to 'strategic options' available to India ahead of President Obama's upcoming visit. I'm tempted to offer my comments on every line of the stunning letter you're about to read, but I'm going to leave you to it.

Respected Sir,
 
At the outset, I would like to introduce myself as R.Srinivasan, who had worked for four decades in the defence PSU Hindustan Aeronautics Limited in several positions culminating in being appointed as a member of the Board of HAL as Managing Director of Helicopter Complex and subsequently as Director (Human Resources) before superannuating in May 2011. I had thoroughly enjoyed the various challenging assignments I had in the course of my long career in HAL and even after retirement, it is my pleasure to keep myself abreast of all the developments in HAL that have a bearing on its future. Certain recent decisions of the Government of India on an important defence project have left me greatly disturbed and in this context, I would like to draw your kind attention to the ‘Request for Proposal’ (REP) for Avro Aircraft Replacement released by IAF for procurement of 56 aircraft. The RFP was released on 8th May 2013 soliciting responses from OEMs with participation from only Indian private Industry.
 
2. With the laudable intent to develop private sector in the area of aircraft manufacturing, Govt. had cleared the proposal for replacement of 56 Avro transport aircraft of IAF under “Buy and Make” route.  The Avro aircraft were produced during the early 60s to 80s under technology transfer at Kanpur by HAL. A total of 89 aircraft were produced, 67 for IAF and the balance for civil customers. IAF currently holds 56 aircraft, which it wants to replace by an aircraft with “Tactical Airlift” capability.
 
3. The Approval of Necessity (AON) for the subject Avro case was approved for fulfilling the tactical airlift capability gap in the 5-tonne class of aircraft. Avro does not have Tactical Airlift capability, the ground on which Approval of Necessity (AON) was sought and accorded.  Hence, this proposal is not for Avro replacement but a fresh procurement case. IAF, in its inventory, has aircraft like AN-32, C-130J and C-17 which are equipped with functionalities for such applications viz. rear ramp, high altitude operational capability, auxiliary power unit etc.  Multi-role Transport Aircraft (MTA), catering to this specific capability, is also under development jointly between UAC-TA, Russia and HAL. IAF’s Tactical Airlift capability, therefore, has not been dependent on Avros and justifying replacement of Avro on grounds of declining tactical airlift capability does not sound logical.
 
4. The tender issued in May’13, for the subject case had to be extended several times due to requests from foreign OEMs for more time required in identifying an Indian partner. Notable part of the tender was exclusion of entire PSUs of India from participation as approved by Defence Acquisition Council, to avoid any competition from it.  Foreign OEMs were required to identify an Indian partner other than PSU, supply initial 16 aircraft from their original facilities and provide technology transfer for manufacture of balance 40 aircraft by the Indian partner. Foreign OEM would, however be the main contractor as the contract for 56 aircraft is required to be signed between the OEM and IAF, while the, Indian partner would only be a vendor to the foreign OEM.
 
5. The noticeable apathy of Indian private companies in partnering with any OEM, can be easily gauged. Low number of requirement, upper hand of the foreign OEM in deciding the terms and conditions, low margins, high capital investment, high skill requirement, long term engagement over the life of the aircraft for maintenance support, remote possibility of the selected platform for civil use etc. are some of the factors which cannot be easily overlooked by any private entrepreneur.  The result is in front of us for all to see. After more than one and a half years of deliberations, we today have only one offer from Airbus Military with TATA as Indian partner, for the aircraft which can otherwise be competitively selected and economically produced if the requirements are carefully identified and available facilities and expertise in the country are utilised.
 
6. The proposed Airbus C-295 aircraft is almost of double the capacity (9.25 T payload/ 71 seats) as against that required for Avro replacement (5 T payload/50 seats), flew for the first time way back in 1997 and only around 100 numbers have so far been sold over the last 17 years  IAF’s requirement of 56 numbers would definitely be attractive to Airbus with TATAs providing ideal partnership, as they have insider information about HAL, the only integrated aviation company in India.TATA,  being a large business house, can effectively influence the Govt .decision in their favour. The erstwhile Chairman of the Tata Group had served as an Independent Director on HAL Board for two terms for a total of 5 years and had been privy to all important information about the company’s plans and policies. This opportunity provided to TATAs has enabled them to systematically diversify into Aviation.
 
7. Nations, world over, have followed the concept of flagship companies in various business segments. Aviation is a business, in which countries have followed the concept of National Champion and consolidation of aviation industries taking place world over is proof of the same. Boeing and Airbus are classic examples of how these flagship companies have played the role as National Champions in their respective countries. We in India too, have done the same. Aeronautics India Limited formed in 1960 as a private company was consolidated in 1964 with other aviation agencies as HAL, for the same reason. Several companies with the same competencies cannot co-exist and be competitive in aviation sector due to the sector specific and inherent characteristics like low volumes, large capital, high skill set, cutting edge technologies, long term engagement etc. It would never be advisable to create multiple infrastructures/capacities/capabilities for similar type of products with enormous capital, and allow idling of the same at public expense.
 
8. Hon’ble Prime Minister’s call for Make in India aims to create new manufacturing capability within the country as well as optimally utilise the available capability. Setting up of new facility at the cost of non-utilisation of existing public funded infrastructure would never be the objective.  On the contrary, it means loading more work to existing facilities so that they achieve the desired scales of economy for competitive manufacturing.  The global competitiveness, as Hon’ble Prime Minister has rightly pointed out, can only be achieved with  the right combination of skill, scale and speed.  Given the scale, available skill can produce the required speed. This is where Govt’s intervention and support are required in enabling a DPSU like HAL to become globally competitive. ‘Make at any Cost’ is not the underlying mantra that the call for ‘Make in India’ implies. Economic unreasonability is not and can never be the rationale behind the ‘Make in India’ campaign. I strongly believe that the current proposal is heading in the direction of ‘economic unreasonability’,  given the unavoidable duplication of capital infrastructure requirements at a huge cost.
 
9. I invite your kind attention to the above case and sincerely request that the matter be  re-examined from a larger and wider perspective keeping in view the nature and intricacies of aviation business. If IAF is allowed to pursue this case further in the proposed format, it will not be achieving the objectives underlined by Hon’ble Prime Minister but will only be turning the ’Make in India’ drive into ‘Make by TATA’. In fact, the AON itself needs to be revisited and reviewed from the points of view of necessity, specification as well as mode of procurement. Make in India does not mean that production in India is done by only the top 3 or 4 big business houses. Hon’ble Prime Minister wants it to be done with the concept of inclusive growth as the basis. The Govt. may also like to decide this deal keeping in view the various strategic options it has, in view of the forthcoming visit of President of USA to India.

Le président américain promet de riposter contre la Corée du Nord après le piratage géant de Sony et l’annulation du film L’Interview qui tue!. Barack Obama réfléchit à placer Pyongyang sur la liste des Etats soutenant le terrorisme.

 

C'est l'histoire d'une comédie un peu déjantée comme Hollywood en a le secret qui vire au plus terrifiant des scénarios. Pour avoir osé se moquer du dernier régime totalitaire de la planète, en imaginant une fin sanguinolente avec la tête du président Kim Jong-un qui explose, le studio producteur, Sony Pictures, a été mis à genoux en un temps record par l'arme de la cyberguerre. Ce n'est pas la première fois qu'un régime tyrannique est dénigré au cinéma. Le Dictateur de Charlie Chaplin ne ridiculisait-il pas le chancelier Hitler dès 1940? En promettant aux circuits de distribution de L'Interview qui tue! de vivre un événement comparable au 11-Septembre s'ils projetaient le film, les hackers et leurs commanditaires se sont bien livrés à du terrorisme. Pas seulement sur Sony, mais aussi sur les spectateurs potentiels de cette comédie.

 

Très nuisible Corée du Nord

En cautionnant ce hacking géant contre Sony, les autorités de Corée du Nord ne font qu'illustrer leur hallucinante capacité de nuisance. Vladimir Poutine vient d'inviter Kim Jong-un à se rendre à Moscou pour le 70e anniversaire de la victoire sur l'Allemagne nazie. Il offre là au dictateur nord-coréen la première occasion en quatre ans de sortir de son isolement international. 

Cet événement considérable pose deux questions majeures. D'abord, celle de la résistance à une entreprise de terreur. Sony a refusé de sortir le film par peur des représailles sur le grand public, ce qui est légitime. Mais en finissant par admettre que l'œuvre serait diffusée par d'autres moyens, le PDG de Sony a compris la nécessité de ne pas céder au chantage. Ensuite, celle de la riposte d'État. Barack Obama a promis des ­représailles à la Corée du Nord, cet État qui dispose d'une armée de hackers mais dont la population est la moins connectée du monde.

Dans une interview accordée à l'émission State of the Union sur CNN et diffusée dimanche, Barack Obama a dit envisager de remettre la Corée du Nord sur la liste américaine des Etats soutenant le terrorisme. Pyongyang avait été retiré de cette liste en 2008, dans laquelle figurent encore l'Iran, le Soudan, la Syrie et Cuba. "Nos critères pour dire qu'un Etat soutient le terrorisme sont très claires. Nous n'émettons pas ces jugements uniquement sur la base des événements du jour", a expliqué le président des Etats-Unis. La Corée du Nord a été retirée de la liste américaine des Etats soutenant le terrorisme en 2008.

"Nous sommes dans une nouvelle ère de la dissuasion", commente un diplomate face à la réalité de la cyberguerre quotidienne. Sauf qu'il s'agit désormais de ne plus seulement défendre ses intérêts stratégiques mais la liberté tout court.

I've been watching this video on loop for an hour. Don't really care that the actual clip is only a few seconds long. This is awesome because it's the first public video of India's Arihant nuclear-powered ballistic missile submarine, scooped by local journalists for India's Zee News network. Here she is escorted out of the Vizag naval harbour area on Monday. (And yes, that's clearly a P17 class stealth frigate in the foreground).

The first prototype of the naval LCA Tejas, NP1, blasted off the shore-based test facility (SBTF) at the INS Hansa naval air station in Goa today, kicking off the next phase of testing on the country's first naval combat aircraft platform. The National Flight Test Centre's Cmde TA Maolankar flew the jet on today's sortie that involved only a ski-jump take-off but a conventional landing. Arrested landings till take place in the second phase of SBTF test flights.

 

FULL OFFICIAL STATEMENT: It was a defining moment when LCA (Navy) Prototype 1 (NP1), the first indigenously designed and developed 4th plus generation combat aircraft designed to operate  from the decks of air-craft carriers, took-off majestically from Ski-Jump facility of Shore Based Test Facility at INS Hansa in Goa at about 12:34 PM today the 20th December 2014.

 

Piloted by Commodore Jaideep Maolankar, the Chief Test Pilot of National Flight Test Centre, the aircraft had a perfect flight with results matching the predicted ones to the letter. The launch was orchestrated by the Test Director Cdr J D Raturi and Safety Pilot Capt Shivnath Dahiya supported by Gp Capt Anoop Kabadwal, Gp Capt RR Tyagi and Lt Cdr Vivek Pandey. The readiness and availability of aircraft for the event was made possible through the relentless effort of HAL, ARDC under the aegis of Mr P S Roy the Executive Director.

 

Dr Avinash Chander, SA to RM, Secretary DDR&D DG DRDO congratulated the LCA Navy program team and said, "With today's copybook flight of LCA-Navy from the land based ski-jump facility we see our own indigenous combat aircrafts soon flying from the decks of our aircraft carriers.” Congratulating the team Dr Tamilmani, DS & DG Aeronautics, said “A complex task of Ski Jump of NP1 Executed beautifully”.

 

LCA (Navy) is designed with stronger landing gears to absorb forces exerted by the ski jump ramp during take-off, to be airborne within 200 m as against 1000m required for normal runways. It’s special flight control law mode allows hands-free take-off relieving the pilot workload, as the aircraft leaps from the ramp and automatically puts the aircraft in an ascending trajectory. The maiden successful, picture perfect launch of NP1 from ski jump at Shore Based Test Facility at Goa is a testimony to the tremendous efforts put in by scientists and engineers to design the Naval aircraft, its simulator (that helps pilots to know well in advance how the aircraft will behave on ski jump) and the flight test team that timed the whole event to near perfection. It can be stated with conviction “The indigenous Indian Naval Carrier Borne Aviation program has been launched, literally from the Ski-Jump".

 

The LCA Navy program team of ADA (Aeronautical Development Agency) is jubilant on achieving the remarkable feat that is the culmination of several years of design, flight test, simulation and management effort with significant contributions from a number of DRDO laboratories. The teams were ably supported by the certification agency, CEMILAC and the quality assurance agency, CRI (LCA). INS Hansa, the Naval Air Station played the perfect host to achieve this significant milestone. The design teams guided by Program Director ADA Shri P S Subramanyam have ensured that all systems meet the stringent requirements of Carrier borne aircraft. Cmde C D Balaji (Retd) as Project Director LCA (Navy) and it’s Chief Designer has been at the helm of affairs right from the concept phase. The team led by Dr Amitabh Saraf indigenously achieved the flight control laws that take care of the problems encountered by a fly by wire aircraft undertaking a Ski Jump Launch.

 

The Shore Based Test Facility (SBTF) has been created to replicate the aircraft carrier with a Ski Jump for take-off and arresting gear cable for arrested landing; by ADA with the participation of the Indian Navy, Goa shipyard, CCE (R&D) West, Pune, R&D Engg (E) Pune and the Russian agencies providing the design support and specialized equipment.

Le FBI a annoncé vendredi avoir la preuve que la Corée du Nord est responsable du piratage de Sony Pictures, qui n'en finit plus de faire couler de l'encre. Il s'agit vraisemblablement de la plus importante attaque informatique jamais subie par une entreprise à cette échelle. C'est même une "grave affaire de sécurité nationale" pour la Maison-Blanche, qui peine à faire face à ce que les médias commencent à appeler une cyberguerre. L' INS Vikramaditya, vaisseau amiral de la marine indienne

La Marine indienne s’est procuré en 2014 une puissante unité de combat, le porte-avions INS Vikramaditya construit par le chantier naval russe Sevmash.

 

Pendant la cérémonie de mise en service de ce plus grand bâtiment de guerre indien au printemps 2014, l’INS Vikramaditya a été proclamé vaisseau amiral de la Marine indienne.

 

Les experts ont noté que l’INS Vikramaditya était devenu l’un des navires les plus puissants et les plus modernes de la flotte de guerre indienne.

 

Après la remise de l’INS Vikramaditya à l’Inde, la Russie a proposé son aide en matière de maintenance de ce porte-avions moderne. Une représentation du chantier naval russe Sevmash s’est ouverte en novembre dans la base navale indienne de Karwar, a raconté le premier vice-président de l’Académie des problèmes géopolitiques, Konstantin Sivkov.

 

« C’est une nouvelle étape de coopération entre la Russie et l’Inde. Ce n’était pas le cas auparavant. La représentation du chantier naval Sevmash assurera la maintenance du porte-avions INS Vikramaditya. Le groupe électrogène principal du navire, son système de conduite du tir, son système de défense antiaérienne et d’autres types de matériel électronique sont de fabrication russe. C’est un matériel très sophistiqué et coûteux, un matériel qui a besoin d’un entretien permanent, tant pour le maintenir en bon état que pour le moderniser ensuite par étapes ».

 

Dans sa représentation en Inde, Sevmash rendra des services de consultation et mènera des travaux préventifs et si nécessaire des travaux d’entretien. En outre, les spécialistes russes aideront à adapter le matériel de bord aux nouvelles exigences de la Marine indienne, à moderniser le logiciel pour l’armement et le système de conduite du tir, etc. Comme l’a annoncé l’agence de presse russe TASS, Sevmash se chargera de la maintenance pendant toute la durée de service de l’INS Vikramaditya qui se monte à 20 ans mais qui pourrait être prolongée.

 

Les analystes militaires constatent qu’après la mise en service de l’INS Vikramaditya, l’Inde est devenue le seul pays du bassin de l’océan Indien à disposer de deux porte-avions. Le porte-avions INS Viraat est quant à lui opérationnel depuis 55 ans mais il sera finalement remplacé par le porte-avions moderne INS Vikrant, en voie de construction dans un chantier naval indien. Les essais à la mer de ce navire sont prévus pour 2017 et sa mise en service pour la fin de 2018.

Le chef d'état-major général de l'Armée populaire du Vietnam, le général de corps d'armée Do Ba Ty, a reçu jeudi à Hanoi le commandant de l'armée de terre de l'Inde, le général Dalbir Singh, en visite de travail au Vietnam.

 

Il a souligné que les relations dans la défense entre le Vietnam et l'Inde s'étaient bien développées ces derniers temps, notamment depuis la signature d'un mémorandum de coopération en la matière en 2009. Il a estimé que cette visite du général Dalbir Singh contribuerait à renforcer les relations d'amitié, de compréhension et de confiance mutuelles entre les armées de terre des deux pays, et entre les deux armées en général.

 

Le général Dalbir Singh a informé son interlocuteur des résultats de l'entretien avec une délégation vietnamienne conduite par le général de division Nguyen Quoc Khanh, chef d'état-major général adjoint de l'Armée populaire du Vietnam.

 

Il a estimé que les relations de coopération dans la défense ne cesseraient de se développer dans l'avenir, pour être à la hauteur des bonnes relations de partenariat stratégique entre les deux pays.

 

Le général de corps d'armée Do Ba Ty a demandé aux deux parties de matérialiser les conventions déjà conclues pour développer davantage les relations bilatérales dans la défense.

First Experimental Flight of India's Next Generation Launch Vehicle GSLV Mk-III Successful

 

The first experimental flight (GSLV Mk-III X/CARE) of India's next generation launch vehicle GSLV Mk-III was successfully conducted today (December 18, 2014) morning from Satish Dhawan Space Centre SHAR, Sriharikota. Also known as LVM3-X/CARE, this suborbital experimental mission was intended to test the vehicle performance during the critical atmospheric phase of its flight and thus carried a passive (non-functional) cryogenic upper stage.

 

The mission began with the launch of GSLV Mk-III at 9:30 am IST from the Second Launch Pad as scheduled and about five and a half minutes later, carried its payload - the 3775 kg Crew Module Atmospheric Re-entry Experiment (CARE) - to the intended height of 126 km. Following this, CARE separated from the upper stage of GSLV Mk-III and re-entered the atmosphere and safely landed over Bay of Bengal with the help of its parachutes about 20 minutes 43 seconds after lift-off.

 

Two massive S-200 solid strap-on boosters, each carrying 207 tons of solid propellants, ignited at vehicle lift-off and after functioning normally, separated 153.5 seconds later. L110 liquid stage ignited 120 seconds after lift-off, while S200s were still functioning, and carried forward for the next 204.6 seconds.

 

CARE separated from the passive C25 cryogenic upper stage of GSLV Mk-III 330.8 seconds after lift-off and began its guided descent for atmospheric re-entry.

 

After the successful re-entry phase, CARE module's parachutes opened, following which it gently landed over Andaman Sea about 1600 km from Sriharikota, there by successfully concluding the GSLV Mk-III X/CARE mission.

 

With today's successful GSLV Mk-III X / CARE mission, the vehicle has moved a step closer to its first developmental flight with the functional C25 cryogenic upper stage.

MANILA (PNA) -- In a bid to improve its territorial sea interdiction capabilities, the Philippine Navy (PN) announced that it will be acquiring missile-armed MPACs (multi-purpose assault craft) to beef up its patrol force.

This was announced by PN vice commander Rear Admiral Caesar C. Taccad during Tuesday's briefing on modernization.

"It will be armed with stabilized weapon system with fire control complemented with a short to medium range missile system," he added.

The MPACs will be designed for territorial sea interdiction operations with maritime situational awareness and limited credible deterrence in the protection of the country's interest at the West Philippine Sea, Taccad stated

"And it may also be used for internal security operations and humanitarian assistance disaster response operations," he stressed.

The Department of National Defense (DND) earlier announced that it is allocating Php270 million to acquire three missile-armed MPACs.

The money will be sourced from the AFP Modernization Act Trust Fund of 2000.

The contract includes mission essential equipment.

Mission essential equipment includes day/night electronic navigation systems, communication suites, safety-of-life-at-sea, propulsion system and seamanship and ship-handling gears.

The PN currently operates a force of six MPACs.

Three of the PN's MPACs are sourced from Taiwan while the remaining three were ordered from Filipino shipbuilder Propmech Corporation, which is based in Subic Bay, Zambales.

These ships are 16.5 meters long, 4.76 meters wide and has a draft of one meter and a top speed of 45 knots.

Each one costs around Php90 million. It has a range 300 nautical miles. The hull is made of high-quality aluminum and is crewed by one officer and four enlisted personnel. It is capable of carrying 16 fully-equipped troopers or two tons of cargo.

The MPAC is capable of operating in territorial waters up to "Sea State 3" (slight waves) without any system degradation. It is armed with one .50 caliber and two 7.62mm machine guns.

Harris to supply Falcon III wideband tactical radios to Australian military

Harris has received a contract to supply Falcon III tactical radios capable of delivering reliable and secure Type-1 tactical voice and data communications to the Australian Defence Force (ADF).

 

The $38m contract was awarded by the Australian Department of Defence's Defence Materiel Organisation in support of JP2097 project.

 

The project delivers enhancements to networked communications to meet special operations command land mobility and command, control and communications (C3) requirements.

 

Under the contract, the company will supply AN / PRC-152A handheld and AN / PRC-117G manpack radios to provide ADF soldiers with wideband tactical networking capabilities, as well as line-of-sight, ground-to-air and tactical satellite communications.

 

The wideband network allows operators to send and receive tactical voice, video and data, resulting in enhanced situational awareness and real-time intelligence.

 

Harris RF Communications International Business president Brendan O'Connell said: "This order complements the significant capabilities of Australia's JP 2072 program and expands our ongoing collaboration with the Australian Department of Defence.

 

"Harris Falcon radios provide the ADF with wideband capabilities, a broad suite of interoperable waveforms and the ability to easily accommodate future Joint Tactical Radio Systems waveforms."

 

The Falcon III AN / PRC-117G radio is a software-defined, upgradable voice and data platform designed to support network-enabled operations such as convoy tracking, intelligence reporting and analysis, collaborative chat, route planning and medical evacuation missions.

 

Offering continuous coverage in the 30MHz to 2GHz frequency range, the widely fielded wideband networking radio AN / PRC-117G is the first Joint Tactical Radio System software communications architecture-certified, National Security Agency (NSA) Type-1 certified manpack radio system deployed by all branches of US Department of Defense.

 

AN / PRC-152A is designed to provide simultaneous voice and high-speed data services on the move in 225MHz to 450MHz range.

 

The two radios are also expected to provide users with interoperability through legacy narrowband waveforms. Harris supplied more than 35,000 AN / PRC-117G and 20,000 AN / PRC-152A radios to customers worldwide.

La Chine va offrir des équipements militaires à la Guinée-Bissau d'une valeur d'environ quatre millions de dollars, selon un protocole d'entente signé mardi par l'ambassadeur de Chine en Guinée-Bissau Wang Hua et le Secrétaire d'État de l'ordre public Domenico Sanca.

 

La nature et la quantité des équipements seront définies par les deux parties dans un protocole qui sera signé plus tard, précise-t-on de source officielle.

 

"Cette aide vise à réduire les difficultés existant dans les casernes", a expliqué l'ambassadeur de Chine.

Manille va renforcer son équipement militaire

Les Philippines ont l'intention d'acheter deux frégates, deux hélicoptères et trois vedettes pour renforcer leur présence militaire en mer de Chine méridionale, théâtre de tensions territoriales avec Pékin, a annoncé aujourd'hui un responsable de la marine philippine. La Chine revendique la quasi-totalité de cette zone maritime qui recèlerait d'importantes réserves d'hydrocarbures, y compris les îles et ilots qui s'y trouvent, également convoités par les Philippines, Bruneï, la Malaisie, le Viêtnam et Taiwan.

Programme australien Land 400: un appel d'offres en janvier pour des blindés légers

Le ministère australien de la Défense va lancer un appel d'offres dans les premiers jours de janvier prochain pour son programme "Land Combat Vehicle System (LCVS)" qui vise le remplacement des M113 et des Australian Light Armoured Vehicle (LAV 8x8), dans le cadre du Land 400 Phase 2 Project. On pourra lire ici le "Program LAND 400 Land Combat Vehicle System Draft Preliminary Operational Concept Document".

 

Le choix du futur/des futurs blindé(s) ne devrait pas intervenir avant 2017, avec une mise en service en 2020. Ce qui fait qu'alors les M113 (il en resterait 500) auront été en service depuis 55 ans et les LAV (un peu plus de 220 en parc) depuis 33 ans!

Aucun chiffre sur les besoins ne figure dans les documents disponibles mais le chiffre de 700 véhicules circule (celui de 1100 aussi).

BAE Systems et Patria sont sur les rangs (lire ici), ainsi que le groupement formé par Boeing Defence Australia et Iveco-Oto Melara. Nexter devrait aussi être des candidats.

Japan, Australia Selected for Pacific F-35 Sustainment

WASHINGTON — The F-35 Joint Strike Fighter program has selected Japan and Australia to provide heavy airframe and engine maintenance in the Pacific, the Joint Program Office announced Wednesday.

Japan and Australia will be responsible for heavy airframe maintenance for the northern and southern Pacific regions. Australia will be the center of heavy engine maintenance starting in 2018; Japan will follow as an engine maintainer three to five years later.

“Heavy” maintenance covers work involving changes or repair to the body of the aircraft, such as a replacement of a bulkhead or the fixing of a wing.

Australia is the only full Pacific partner in the F-35 program, with a planned buy of 100 F-35 models. Japan and South Korea are foreign military sales customers on the jet, with plans to buy 42 and 40 fighters, respectively.

Japan has also agreed to develop a final assembly and check-out (FACO) facility, which Lt. Gen. Chris Bogdan, the F-35 program head, said is still being stood up.

He also noted that, unlike similar facilities in Italy and Texas, the Japanese FACO is being built vertically rather than spread across a large footprint, a result of Japan’s limited land to build on.

“The fact that Japan is investing their own money in building a FACO, and that FACO, with less investment than standing up something from the very beginning, could be transitioned into a maintenance capability, is a big factor, because for the enterprise that’s a great value,” Bogdan said. “Japan invests its own money in building a facility that with minimal investment on their part could be turned into a regional capability. So it was a factor in looking at what was best value.”

The Pacific announcement came a week after Bogdan made public the European sustainment partners.

Italy’s existing FACO will provide heavy airframe maintenance for Europe, with the UK potentially gaining extra business in the future if Italy cannot handle the workload. Turkey, meanwhile, will be the first of three European heavy engine maintenance facilities to come online, to be followed by Norway and the Netherlands.

While Italy will be the prime airframe maintainer for all of Europe, the Pentagon decided to go with two airframe maintainers in the Pacific due to the massive distances involved. Bogdan said the distance “makes it uneconomical and, from a movement of airplanes standpoint, difficult to take airplanes from the northern Pacific getting ready to go into depot and having to fly them 7,000 miles.”

“So from that perspective, geography played a fairly big role,” he added.

Estimates for how much work each facility will do are still being worked up, but the Joint Program Office believes the Italian facility will see 45-50 inductions of airframes for some form of heavy work between 2018 and 2022. Based on estimates, that would represent 150,000 hours of work, with a dollar value in the in the $30-$35 million range.

Bogdan has stressed that this is only the first wave of sustainment opportunities being offered to international partners and customers. He unveiled the sustainment strategy in an exclusive June interview with Defense News.

Engine manufacturer Pratt & Whitney congratulated Japan and Australia in a statement and said the company looks forward to working with both nations to “establish affordable, world-class F135 [engine] depot capability in the Asia Pacific region.”

Seoul finalises $657 million Global Hawk purchase

Northrop Grumman has been awarded a contract worth more than $657 million to provide South Korea with a surveillance fleet of RQ-4 Global Hawk unmanned air vehicles.

Detailed by the US Department of Defense in a contract notification announcement dated 16 December, the deal will cover the provision of four Block 30-standard RQ-4B Global Hawks, enhanced integrated sensor suite mission payloads “and the applicable ground control environment elements”.

Work under the Foreign Military Sales contract will conclude by June 2019, the DoD says.

Chinese firms are now offering combat versions of some of their commercial trucks. A recent example is the Type 15P, which is an armored (against rifle and light machine-gun fire as well as shell fragments) version of the popular SX2110 4x4 three axle all-terrain truck. This seven ton vehicle has 280 HP engine and can carry up to five tons. The Type 15P is configured as an “assault” vehicle and is armed with a 105mm howitzer that has a max range of 11 kilometers but is meant for direct fire (at targets the Type 15P crew can see) using high explosive or anti-tank (HEAT) shells. There is also a 12.7mm machine-gun and eight smoke grenade launchers.

China has already been producing a lot of armored and heavily armed vehicles based on the American hummer. In the 1990s China tried Russian and European designs in their search for a new tactical truck (similar to the American hummer), they finally settled on a hummer clone of their own. China still uses the Russian and German designs for most of its tactical vehicles but it is also buying a growing number of locally made hummer clones. These have been widely adopted by the military in the last decade, and a civilian version has been popular with commercial firms operating in remote areas, especially outside of China.

China got their hands on an American hummer (M998 HMMWV) in 1988 as a gift from the manufacturer. Initially Chinese military officials felt the hummer was too expensive. But the performance of the hummer in the 1991 Gulf War, plus the growing presence of the American civilian version of the hummer (especially those brought in by oil companies for use in remote areas), changed minds. By 2003, two Chinese companies were producing hummer clones and the Chinese Army adopted one of them as the EQ2050. By 2012 an armored version (the EQ2058) was developed.

Third test of WU-14 confirmed by Chinese defense ministry

A spokesperson of the Chinese defense ministry confirmed the People's Liberation Army's third test of the WU-14 hypersonic sonic strike vehicle on Dec. 10, Bill Gertz, the senior editor of the Washington Free Beacon said in a recent article.

During the press conference, the spokesperson said China routinely conducts scientific experiments inside its borders. He said that the exercise involving the WU-14 was not carried out with any country in mind as a potential target. The confirmation was later reported by Chinese state media. Gertz said it is unusual for China to confirm the test of its hypersonic glide vehicle because it normally keeps the development of its nuclear weapons under wraps.

The WU-14 was designed for the Second Artillery Corps. Chinese state-run news said, the third test of PLA's ultra-high speed vehicle took place on Dec. 2 after two earlier tests on Jan. 9 and Aug. 7. It was a routine exercise according to the Chinese government. Believing that the WU-14 is intended to deliver nuclear weapons, the Pentagon has expressed anxieties over the tests, according to John Tkacik, a China affairs specialist.

In addition to nuclear warheads, the WU-14 can also be used to conduct conventional strikes against important targets such as aircraft carriers according to US officials. The third test of the WU-14 suggests that China is now focusing its resources on the development of hypersonic weapon systems. It has been described by a congressional report of the US-China Economic and Security Review Commission as a core component of China next-generation precision strike, no weapon can be used to intercept it once the vehicle is fired.

Sterett and ships from the Chinese People's Liberation Army (Navy) PLA(N) commenced a bilateral counter-piracy exercise, U.S.-China Counter-Piracy Exercise 15, in the Gulf of Aden and the Horn of Africa. Aiming to promote partnership, strength and presence, the exercise includes combined visit, board, search, and seizure (VBSS) operations, communication exchanges, and various other aspects of naval operations.
