The Philippines is buying another 21 refurbished UH-1 (“Huey”) helicopters, for $1.34 million each. Most of the existing Filipino helicopters are refurbished American UH-1s. The Philippines has received over 150 UH-1s since 1969 and is frequently seeking more. Many of these UH-1s have been lost to accidents and hostile fire or have just worn out. About 45 are still in service. Only about half of these are operational. The Filipinos have been pleased with the performance of these aircraft.

 

 

The UH-1s are expensive to operate, costing over a thousand dollars per hour in the air. While the Philippines pays its crews and maintenance people less, fuel and spare parts cost the same as they do in the United States. There, the U.S. Army retired all its UH-1s during the first decade of the 21st century and gave many away. While the army has phased out this Vietnam era design completely, many police, fire, and other governmental organizations were glad to get their hands on these retired helicopters. Even with the refurb cost, of about $1-2 million each, the UH-1s are still effective and a bargain at the price (free from the government, plus refurb expense).

 

Over 16,000 UH-1s (and variants like the gunship and Bell 204 civilian model) were manufactured between 1956 and 1991. Despite over 5,000 being destroyed in Vietnam, several thousand are still in use. Many firms specialize in refurbishing and maintaining them. For the recent Philippines sale an American and Canadian firm supplied the UH-1s and refurbishment services. A refurbished UH-1 is good for about ten years of service.

 

The Philippines has used its UH-1s to fight Communist and Islamic rebels, as well as for disaster relief. The Philippines would like to shift to a fleet of new helicopters and that may happen. But new helicopters cost 5-10 times as much as refurbs.

 

The latest refurb version is the UH-1H and is also called the "Huey II" by the manufacturer. It’s a 4.7 ton aircraft, with a max range of 469 kilometers, max endurance of 2.8 hours, and the ability to carry over two tons of cargo. The UH-1 design is half a century old and is considered the first "modern" (gas-turbine engine) helicopter design. The basic UH-1 is a 4.3 ton aircraft with a max speed of 217 kilometers an hour and range of 500 kilometers. Max sortie length is 2.5 hours. One can carry 14 troops, six stretchers or 1.7 tons of cargo.

An Indian deal to buy two South Korean mine hunters (MCMV, or mine countermeasures vessels) for $233 million each, and allow India to build six more in India under license (for about 25 percent less) has been stalled for three years by the anti-corruption measures India created to reduce misconduct in the procurement bureaucracy. But in many cases these measures are used to delay procurement decisions until those complaining (often a member of parliament) gets something in return. Not cash, of course, as that would be corruption, but something technically legal (like a future favor). To get needed purchases made the government has to give into these forms of legal corruption. As a result the quite lengthy delays continue.

 

The new South Korea mine hunters are 885 ton ships have a non-metallic hull and modifications to their engines and electrical gear to reduce noise and magnetic emissions. This reduces vulnerability to multi-sensor naval mines. Each of these MCMVs has a crew of 77 and is armed with two twin 30mm autocannon for defense. Top speed is 28 kilometers an hour, but the ship tends to operate at much slower speeds.

 

The most dangerous mines are bottom mines, which lie on the bottom of shallow coastal waters. These mines are effective in waters up to 26 meters (80 feet) deep. To deal with these mines a high-definition sonar seeks out the mine sitting on the ocean floor and then sends down a USVs (unmanned seagoing vehicle, a miniature submarine) down to place an explosive charge then back off as the explosion destroys the bottom mine. The USVs are connected to the mine hunter via a fiber optic cable so the crew can see what is down there and operate the USV.  Some USVs are built to be destroyed in the explosion, because they are simpler and cheaper to build that way and are simply considered am underwater “guided missile.”

 

The Indian Navy currently has only eight elderly and poorly equipped mine hunters. Two have to be retired this year because they are worn out. The navy believes it needs 24 modern mine hunters (16 on the west coast and sight on the east coast) to keep major Indian ports open in war time. The navy began a formal search for a new mine hunter in 2005. The notoriously sluggish Indian military procurement system was slowed even more by the recent anti-corruption measures. It may be this year, or a few more years before the South Korean MCMV deal is finally implemented.

La Russie présentera pour la première fois un module autonome du système sol-air Tor-M2KM au salon international des technologies et produits de l'industrie de la défense Defexpo India 2014, a annoncé mercredi à Moscou le consortium russe Almaz-Anteï.

 

"Le consortium Almaz-Anteï présentera un module autonome du système de moyenne portée Tor-M2KM installé sur un véhicule produit par la société indienne TATA lors du Salon international terrestre, naval et sécurité Defexpo India 2014", a indiqué le groupe dans un communiqué.

 

"La présentation d'un système de missiles sol-air moderne au salon indien montre que le consortium est prêt à promouvoir la coopération et la coproduction avec les sociétés étrangères", selon le communiqué.

 

Outre le système Tor-M2KM, les visiteurs du stand d'Almaz-Anteï pourront voir plus de 40 autres produits militaires et civils dont les missiles S-300 VM (Anteï-2500), S-400 Triumph, Bouk-M2E, Tor-M2E, les missiles multirôles Club et le radar Demonstrator.

 

La 8e édition du salon international Defexpo India se tiendra du 6 au 9 février à New Delhi.

India Will Buy 15 Amphibious Aircraft From Japan: So What?

It is likely that Japan will sell India its indigenously developed US-2 amphibious aircraft in 2014.

 

Japanese Prime Minister Shinzo Abe’s visit to India as chief guest at its Republic Day celebrations yielded some important advances in India-Japan relations. Notably on the security front, the two resolved to consult on national security matters between their two national security apparatuses (Japan’s national security council having been formed recently). Additionally, the two will conduct a bilateral naval exercise in the Pacific Ocean in a move that is sure to draw China’s attention. The pending sale of the ShinMaywa US-2 amphibious patrol aircraft–a topic of interest for India since 2011–also inched forward. Abe and Prime Minister Manmohan Singh agreed that India and Japan would follow up on the sale in March with a joint working group meeting. Indian Defense Minister A.K. Antony is set to visit Japan at some point this year (presumably before May, due to the general elections in India) to finalize the deal.

The deal is significant for a variety of reasons. On the surface, it’s another indicator of burgeoning cooperation between India and Japan on security matters. The deal is doubly significant in the context of India’s relations with Japan because once India clinches the deal, it will become the first country to purchase defense equipment from Japan since the latter’s self-imposed ban on defense exports began in 1967. The deal is important for Abe as it would open up Japan’s defense industry for additional contracts with foreign partners and stimulate Japan’s defense industry. It should be noted that negotiations on the US-2 deal began in 2011 under the Democratic Party of Japan, first under Prime Minister Naoto Kan and then under Yoshihiko Noda.

According to Reuters, the US-2 deal could result in a $1.65 billion tab for India, which is looking at purchasing 15 of the amphibious patrol aircraft. The deal is essentially a fait accompli (cleared politically at the highest levels in both countries) and the joint working group will iron out certain details including important modifications that would allow Japan to export the aircraft to India without violating its self-imposed defense export restrictions. A Reuters report notes that the modifications will include the removal of a friend or foe identification system. Another point of discussion for the two sides is whether India will be permitted to assemble the aircraft indigenously, giving it access to Japanese military technology.

Strategically, the US-2 is important for India beyond its relationship with Japan. The US-2 has a more than modest range of 4,500 km and India’s 15 aircraft will be stationed in the Andaman and Nicobar Islands, in the Bay of Bengal. The US-2 is a versatile aircraft for search and rescue operations as well, partly owing to its short take-off ability. According to an anonymous Indian military source interviewed by Reuters, the US-2 will allow India to support military and civilian ships deep in Southeast Asian waters. The military source notes: ”You are sailing further and further away, and ships break down at sea. You can either wait for reinforcements to arrive by sea or bring in an amphibian right next to the stricken ship.” Procurement of the US-2 additionally directly counters Indian fears of China’s burgeoning “string of pearls” strategy in Southeast Asia.

Overall, expect a India-Japan US-2 deal in the near future–possibly before India’s general elections. The US-2 deal will serve as a gateway for India and Japan to explore additional cooperation on defense technology. The joint statement coming out of Abe’s visit to New Delhi last weekend noted that India and Japan are seeking to cooperate on advanced technologies more generally. Prospects for increased defense cooperation remain positive as long as Shinzo Abe remains at the helm in Tokyo; revising Japan’s guidelines on defense technology exports is a strategic priority for Abe and man happens to be quite the Indophile.

A looming consequence of the US-2 deal will be increased Chinese skepticism that the strategic convergence between India and Japan is anything other than a bulwark against China’s ambitions along the Asia-Pacific rimland. Additionally, the deal would in essence move Japan more in the direction of military normalization; allowing Japan to export its defense know-how and technology freely across Asia could prove deleterious to China’s interests.

For the moment, Indian and Japanese diplomats and leaders remain careful to omit any mention of China during their bilateral meetings. So far, all bilateral military exercises between India and Japan have occurred under the premise of promoting freedom of navigation in Asia’s crowded sea lanes and combating piracy. A day may come when New Delhi begins to back Tokyo in its disputes with Beijing and Tokyo returns the favor, but a variety of political factors still inhibit that sort of openness in this important bilateral relationship between Asia’s largest and richest democracy. A US-2 deal won’t supercharge the positive momentum in the India-Japan relationship, but it won’t hurt either.

Strategic Weapons: India Builds A Mobile Missile Aimed At China

On January 20th India successfully tested its new Agni IV IRBM (Intermediate Range Ballistic Missile). This test was in combat configuration with the missile launched from its 8x8 transporter/launcher vehicle. The Agni IV is a 17 ton, two-stage, solid fuel missile that was first tested in 2011. It has a maximum range of 4,000 kilometers and a payload of one ton. During tests it has landed with a hundred meters of its aiming point, which is satisfactory for the nuclear weapon the missile is designed to deliver. Because of the success of this test the Agni IV is expected to enter mass production later in 2014.

 

Agni IV is, as its name implies, part of family of missiles. India began work on the Agni series in the 1990s and this effort was accelerated after India and Pakistan tested nuclear weapons in 1998. All the Agni missiles use solid fuel.

 

The Agni I is a 12 ton missile that was first tested in 2002. It has a maximum range of 1,200 kilometers and a payload of one ton.

 

The Agni II is a 16 ton missile that was first tested in 1999. It has a maximum range of 2,000 kilometers and a payload of one ton.

 

The Agni III is a 48 ton missile that was first tested in 2006. It has a maximum range of 3,500 kilometers and a payload of 1.5 tons.

 

Agni IV was originally called Agni II Prime as it is basically a replacement for the Agni II.

 

The Agni V is a solid fuel missile that is still under development. It is supposed to have a maximum range of 5,000 kilometers and a payload of one ton.

 

There is said to be an Agni version in the works that would have a range of 10,000 kilometers, which would make it an ICBM (Intercontinental Ballistic Missile).

 

While the initial target for Agni missiles was Pakistan, in the last decade China has become the primary destination. It took a while for India to accept this shift. This wasn't easy. For example, in 2008 India halted development work on the Agni III because it was really only useful against China. Since India had been working hard to develop better economic and diplomatic ties with China, putting the Agni III on ice seemed a good idea at the time. It was also believed that shutting down the Agni III project would save a lot of money, as each Agni III built would have cost $20 million. Not a good investment for a weapon that will only antagonize a nation you are trying to develop better relationships with. This halt did not last long and now the Agni III is in service. It can hit targets throughout most of China. The Agni IV missiles will also be aimed at China.

USA: 7th Fleet Ballistic Missile Team Supports JMSDF in Exercise Keen Edge

YOKOSUKA, Japan - U.S. 7th Fleet, U.S. Forces Japan and Japan Self Defense Force (JMSDF) operators will hone their Ballistic Missile Defense (BMD) skills in exercise Keen Edge 2014 which runs through Jan. 31.

 

Throughout the exercise, Japanese and U.S. headquarter staffs will simulate the tactical defensive steps that would be taken in the event of a crisis or contingency.

 

"The successful defense of Japanese and U.S. interests from unanticipated ballistic missile threats requires detailed planning, precision ship stationing and lightning quick reactions," said Lt. Cmdr. Matthew Klobukowski, 7th Fleet integrated air and missile defense officer. "BMD is one of the many missions the U.S. and Japan train for together."

 

Since 1986, the United States military and JMSDF have collaborated and planned a biennial joint-bilateral exercise referred to as Keen Edge.

 

"Keen Edge 14 helps the U.S. military and JMSDF build relationships ensuring we can work effectively together to defend Japan and U.S. forces based here. Our goal is to provide credible and tangible defensive combat power to ensure security and stability in the region." explained Klobukowski.

 

This year, Keen Edge will focus on the importance of bilateral coordination, force protection, host nation support, ballistic missile defense and non-combatant evacuation operations. More than 500 U.S. military personnel will participate in the exercise.

 

The exercise builds on recent Aegis Ballistic Missile Defense achievements such as the October 2013 intercept of a medium-range ballistic missile target over the Pacific Ocean by the Aegis BMD 4.0 Weapon System and a Standard Missile-3 (SM-3) Block IB guided missile, the 28th successful intercept in 34 flight test attempts for the Aegis BMD program since flight testing began in 2002.

 

Aegis BMD is the naval component of the MDA's Ballistic Missile Defense System. The Aegis BMD engagement capability defeats short- to intermediate-range, unitary and separating, midcourse-phase ballistic missile threats with the SM-3, as well as short-range ballistic missiles in the terminal phase with the Standard Missile-2 (SM-2) Block IV missile.

India to conduct new trials of indigenous 155mm Bofors howitzer

The Indian Ordnance Factory Board (OFB) is planning to conduct new trials of the domestically manufactured 155mm Bofors howitzer in February or March 2014.

 

The electronically upgraded indigenous variant of the Swedish 155mm Bofors howitzer had burst during trials at the Pokhran range in Rajasthan, in August 2013, The Times of India reports.

 

An undisclosed source was quoted by the news agency as saying that the faults have been rectified following the barrel burst.

 

''The fourth and the fifth prototypes have undergone `internal firing tests' in Balasore over the last couple of months. Now, the guns are being readied for the trials,'' the source said.

"The faults have been rectified following the barrel burst."

 

Around 114 Bofors howitzers are being manufactured by Jabalpur-based OFB as part of a INR12.6bn ($200m) contract using the designs obtained under transfer of technology (ToT) provisions in the controversial INR14.7bn ($227m) contract awarded to Bofors in March 1986 for supply of 410 howitzers.

 

The OFB has electronically upgraded the guns to 45 calibre from the original 39 calibre, giving the new howitzer a 38km range compared to the 30km of the original Bofors 155mm Howitzer field gun, according to the news agency.

 

The Indian Army, which has a requirement for 414 howitzers, has not inducted a single 155mm gun in the past three decades since the infamous Bofors scandal.

 

Also called as Haubits 77, the Field Howitzer 77 (FH77) is a Swedish 155 mm howitzer, and is available in two versions, namely Haubits 77 A with a sliding block mechanism and the FH77 B export version with an interrupted screw breech.

BAE orders Raytheon advanced combat radar for South Korean KF-16 modernisation

Raytheon has been awarded a contract to support the upgrade of the Republic of Korea Air Force's (ROKAF) KF-16C/D Block 52 Fighting Falcon fighter aircraft fleet.

 

Awarded by BAE Systems, the contract covers supply of an integrated solution comprising Raytheon advanced combat radar (RACR), ALR-69A all-digital radar warning receiver, and advanced mission computing technology and weapon systems integration for the 130 KF-16C/D Block 52 fleet.

 

Raytheon Space and Airborne Systems International Strategy and Business Development vice-president Jim Hvizd said the competitive selection of RACR by South Korea last year gave the company an important foothold in the international F-16 upgrade market.

 

"The addition of our EW and mission computing expertise and our weapon systems integration will provide the Republic of Korea with an operationally superior solution that will keep their KF-16s relevant for years to come," Hvizd said.

 

Apart from making South Korea the first international customer for F-16 RACR radar, the contract also adds the aircraft to an inventory of fighters retrofitted with Raytheon active electronically scanned array (AESA) radars, such as F-15C, F-15E, F/A-18E/F and the EA-18G Growler.

 

Already built and test-flown on the F-16, the RACR is a compact, lightweight and scalable radar designed to enable pilots to simultaneously detect, identify and track multiple air and surface targets in the battlefield.

 

The contract's value and additional details, including delivery schedule, remain undisclosed.

 

Powered by F100-PW-229 engines, the KF-16 is a Korean version of the combat proven F-16 fighter, and was built by Korean Aerospace Industries (KAI) under license from its manufacturer, Lockheed Martin, in the 1990s.

The number of Russian infantry fighting vehicles in the Indonesian army is growing

During today’s ceremony an official representative of Rosoboronexport transferred to the Indonesian Ministry of Defense 37 BMP-3F vehicles, which will join 17 of the same model that are already used by Indonesian forces, RIA Novosti reported.

 

The first batch of Russian infantry fighting vehicles was given to Jakarta as part of a billion-dollar loan to Indonesia by the Russian state, signed September 6, 2007, during a visit of Russian President Vladimir Putin to the Indonesian capital. The infantry fighting vehicles ordered by Indonesia arrived at its main naval base in the Javanese city of Surabaya in November 2010.

 

A new contract to buy 37 more Russian BMP-3 vehicles, worth $114 million, was signed in early May 2013.

 

After delivery of this second batch of vehicles to Indonesia, Russia hopes to sign a contract with the country for the delivery of additional, larger orders. Creating a regional center in Indonesia to service the Russian armored personnel carriers was also discussed.

 

In the meantime, the BMP-3F training center, which opened in June 2013 in Russia, has already accepted troops from Indonesia. The contract with the Indonesian government includes the training of mechanics, weapons specialists, and electricians.

 

Vladimir Korkin, head of the training center, noted that the idea for the center has been more than ten years in the making, but only the contract with Indonesia turned the idea into reality.

 

THE FLOATING BMP-3F, also known the “naval option”, is designed for marine units, as well as border and coastal defense troops, that would use the vehicle for fighting in the coastal zone, on the coast, and in amphibious assaults. Its arsenal has a unique set of weapons, including a 100-mm gun, 30 mm gun, guided missiles, and a machine gun.

 

The combat vehicle has a three-person crew and can transport seven people.

 

The vehicle’s design allows it to act like a boat in waves at least three points at a speed of ten kilometers per hour for seven hours while firing in waves of up to two points. It can begin driving again in waves of less than three points, climbing out of the water onto land on its own.

 

In addition, the BMP-3F can tow supplies for use in a sea raid.

 

Rosoboronexport has the exclusive right to act as the state’s intermediary in supplying the world market with the entire spectrum of arms and military equipment produced by Russia’s military-industrial complex. The state corporation Rostec owns 100% of Rosoboronexport.

La pensée stratégique coréenne s’est dédoublée depuis la division de la péninsule. La dimension nucléaire est aujourd’hui au cœur de la pensée nord-coréenne, comme élément principal de dissuasion et de survie du régime. La Corée du Sud a fait évoluer sa pensée stratégique en partie en réponse aux deux attaques nord-coréennes de 2010 (Cheonan et Yeonpyeong). Une dissuasion active et sur mesure, mettant l’accent sur la défense de l’espace maritime et un renforcement de l’alliance militaire avec les États-Unis, demeure au cœur de cette pensée stratégique, faisant de la nucléarisation du pays un faux-débat. L’impuissance des grandes puissances, leur incapacité à coopérer du fait d’intérêts divergents fait de la dénucléarisation de la Corée du Nord ou de l’effondrement du régime, un scénario peu probable. Alors que les acteurs régionaux traitent ce problème de façon régionale et non globale, la France et l’Union européenne sont marginalisées.

Du 7 au 11 janvier 2014, le contre-amiral Anne Cullerre, commandant la zone de responsabilité permanente Asie-Pacifique (ZRP ALPACI) et commandant supérieur des forces armées en Polynésie française (COMSUP FAPF), s’est rendue à Hawaï, aux Etats-Unis, dans le cadre d’une série d’entretiens de haut niveau et de réunions avec les principaux dirigeants militaires américains de la zone « Asie-Pacifique » .

 

A cette occasion, elle s’est entretenue avec l’amiral Locklear, commandant interarmées de la zone Pacifique (PACOM), l’amiral Harris, commandant la flotte du Pacifique (PACFLEET), le contre-amiral Thomas, commandant le 14e district des garde-côtes américains et le contre-amiral Rendon, commandant de la Task Force inter-agences chargée de la lutte contre les stupéfiants dans le Pacifique ( JIATF/W). 

 

Cette rencontre désormais annuelle s’inscrit dans le cadre de la coopération accrue entre les commandements français et américains pour le maintien de la sécurité en zone Asie-Pacifique. Ces entretiens ont confirmé l’importance d’un dialogue régulier avec les deux commandements régionaux américains, à l’occasion de rencontres entre autorités militaires, mais également lors des escales de bâtiments de l’US Navy en Polynésie française.

 

En temps qu’ALPACI et COMSUP FAPF, l’amiral Cullerre a pour mission de garantir la souveraineté nationale dans les zones maritimes de  la Polynésie française et du Pacifique. Sa zone de compétence s’étend sur tout l’océan Pacifique, les détroits indonésiens et du méridien du cap sud de la Tasmanie à l’ouest, à la côte américaine à l’est, à l’exception de la zone entourant la Nouvelle-Calédonie sous la responsabilité du COMSUP Nouméa. ALPACI, au nom du CEMA, participe aux activités de coopération régionale et entretient des relations privilégiées avec l’ensemble des nations présentes sur cette zone.

The New Zealand Defence Force (NZDF) is to buy 11 Beechcraft T-6Cs to meet its requirement for an advanced pilot training capability. The NZ$154 million ($127 million) deal will also include simulators and classroom- and computer-based training packages.

 

New Zealand requires an intermediate trainer with a glass cockpit that will be able to take students from the Pacific Aerospace CT-4E Airtrainer to the Lockheed Martin P-3K2 Orion maritime patrol aircraft, Boeing 757 and upgraded Lockheed C-130H transports, plus the AgustaWestland AW109, NH Industries NH90 and future Kaman SH-2G(I) Seasprite helicopters.

 

The Pilot Training Capability project was announced in the Defence White Paper 2010. A request for information (RFI) was issued to industry in October 2011, and Beechcraft’s T-6C demonstrator made a tour to New Zealand in 2012, and was used to fly a number of Royal New Zealand Air Force officers. The extent to which other competing aircraft were evaluated is unknown.

 

At the time of the RFI, the government said that it was open to a purchase or lease, or to contracting a complete pilot training package from a commercial provider.

 

Under the deal, CAE simulators will be installed at the air force's Ohakea base and supported by CAE Australia. Also included in a 30-year contract is maintenance support by New Zealand company Safe Air, which will create around 21 new jobs at Ohakea.

 

The T-6Cs will be operated by 14 Sqn, which previously flew the Aermacchi MB-339CB in the advanced training and light attack roles, until the disbandment of the New Zealand’s air combat force in 2001.

 

A first aircraft will be delivered from Wichita, Kansas in mid-2015, but will be owned by Beechcraft and used to train maintenance personnel. Training facilities and simulators should also be in place by the same time, enabling the first qualified flying instructor course to begin.

 

The deal was signed by defence secretary Helene Quilter and Beechcraft Defense president Russ Bartlett on 24 January, and formally announced by defence minister Jonathan Coleman on 27 January.

 

“The new system is expected to be operational for the first trainee intake in early 2016," Coleman says. "It is estimated it will produce up to 15 graduate pilots and 12 qualifying flying instructors per year over the next 30 years.”

 

Basic pilot training is currently carried out on the CT-4E, but structural problems with the leased fleet have reportedly caused backlogs in the output of qualified pilots. The type is scheduled to reach the end of its service life in 2018. Advanced and twin-engined training is conducted with the Beechcraft King Air 200, which are leased under a contract that will expire in 2018.

L’Inde doute des capacités opérationnelles du T-50 de Sukhoi

Des hauts responsables de l’Indian air force émettent des doutes sur les performances du futur avion de combat de cinquième génération, dérivé du T-50 PAK FA de Sukhoi. Cette prise de position pose d’autant plus un problème que le programme est développé en commun par l’Inde et la Russie.

Le torchon brulerait t il entre New Delhi et Moscou ? Sans en arriver jusqu’à cette conclusion extrême, il apparaît néanmoins que la coopération militaire entre l’Inde et la Russie semble avoir un peu de plomb dans l’aile. C’est en effet la première fois depuis 2008, date de lancement du programme d’avion de combat de russo-indien de cinquième génération FGFA, que des divergences apparaissent ouvertement entre les deux partenaires.

Les mises en doute du chef d’état major adjoint des forces aériennes indiennes, également en charge des acquisitions, portent sur les performances de l’appareil et la volonté réelle de la Russie de transférer tout son savoir-faire en matière d’avion de combat moderne. Au niveau technique, les critiques ne manquent pas, notamment au niveau des moteurs « 117 », également désignés AL-41F1, de Saturn Lyulka de 147 kN de poussée ; cette évolution des AL-31F du Sukhoi 30 ne tiennent pas leurs promesses en termes de fiabilité.

La qualité de construction et la furtivité de la cellule ne seraient pas au niveau des attentes des militaires indiens. Le radar à antenne active N036, développé par l’institut russe NIIP Tikhomirov s’avère décevant également. Enfin l’Indian Air force estime que le partage industriel actuel est défavorable à l’Inde en termes de transfert de technologie. En un mot, ce programme ne vaut pas les 6 milliards de dollars réclamés par Moscou pour participer à ce programme risqué.

D’aucuns à New Delhi se demandent si ces critiques acerbes sur un programme prometteur ne sont pas en réalité une tentative de sécuriser un budget de 18 milliards de dollars pour l’achat au plus tôt de 126 Rafale. Un avion moins avancé technologiquement sur le papier mais qui tient déjà toutes ses promesses et dont le transfert de technologie intégral est assuré.

Moscou de son côté poursuit le développement du T-50. A ce jour les cinq prototypes ont effectué plus de 300 vols. Un sixième prototype est en cours de finition dans les ateliers de Sukhoi à Komsomolsk sur Amour. Et la société russe Rostec, abréviation de « Technologies russes » ne tarit pas d’éloges sur les promesses d’un avion dont la furtivité serait largement supérieure à celle du F-22 Raptor américain.

Sa signature équivalente radar serait comprise entre de 0,1 et 0,3 M2 contre 0,4 M2 pour le Raptor. Pour faire simple, l’avion de combat russe, dans des conditions optimales, ne serait pas plus visible pour un radar de conduite de tir qu’une balle de tennis !
Par comparaison la signature d’un SU-27 est plus proche de celle d’un autobus.
Des progrès qui s’expliquent par des formes planes soigneusement étudiées, ou les bords d’attaque et les bords de fuite sont alignés.

La qualité d’assemblage évite au maximum les interstices, entre les différents organes, tandis que les compresseurs des moteurs sont « masqués » par des dispositifs incorporés dans les entrées d’air. Enfin, la cellule qui fait largement appel à des matériaux composites, est dotée de revêtements absorbant les ondes radar. On peut dans le détail voir des surimpressions en forme de zigzag sur des points clés de la structure du T-50. Ces zébrures dissipent l’énergie radar reçue autour de zones clés de l’appareil tels que les bords d’attaque de voilure.

Les protubérances, et autres arrêtes sont évitées au maximum. Ainsi les antennes radio sont intégrées dans la peau de l’avion. C’est le cas des aériens V/UHF et HF placés dans les dérives. Le capteur optronique OSF se rétracte dans le nez de l’avion pour masquer son optique à des senseurs adverses. Les armements sont logés dans une large soute ventrale afin d’éviter les points brillants que sont les points d’emport sous voilure.

Il n’empêche, la Russie reconnaît que, à l’instar du F22 Raptor ou du Rafale, il faudra encore de nombreuses années avant que le T-50 ne soit définitivement au point. L’avion sera produit en deux versions. Une première version avec des moteurs provisoires AL-41F améliorés (117S) et une version de base du système d’arme, dérivée de celle du SU-35 présentée au Bourget, dotée d’un radar à antenne active N036 munie de 1526 modules émetteurs récepteurs et fonctionnant en bande X. Son ensemble d’autoprotection L402, signé KNIRTI utilise entre autres, l’antenne radar principale ainsi que des antennes actives secondaires déployées entre les deux moteurs et sur les côtés de l’avion.

Moscou prévoit de mettre en service 60 T-50 de première génération d’ici à 2016.
Il sera suivi d’une version plus évoluée avec de nouveaux moteurs désignés Izdelye 30 (article 30) plus puissants produisant 177 Kn de poussée en cours d’étude, des tuyères à poussée dirigée améliorées et un radar NO36 complété par des antennes latérales fonctionnant en bande L intégrées dans les bords d’attaque de voilure. Ainsi équipé le T-50 pourra traquer à plusieurs centaines de kilomètres des cibles à 360 degrés autour de lui. C’est précisément cet avion là que souhaitent acquérir l’Inde, à hauteur de 144 unités, et la Russie, dans dix ans au mieux. Un pari qualifié de très ambitieux par de nombreux experts.

India: India Successfully Test Fires Agni-IV

AGNI-IV, the 4000 kms range Nuclear Capable Ballistic Missile was successfully launched today at 1052 hrs from the Wheeler island off the coast of Odisha. This was the third consecutively successful trial and the last one in the series of development launches. The missile took off majestically, rose to a height of over 850 km, covered the intended range in about 20 minutes, hit the target with two digit accuracy; meeting all mission objectives and proving the capabilities of the missile. The AGNI-IV missile propelled by composite solid fuel rocket motor technology was launched from its road mobile launcher indigenously developed by DRDO. The long range Radars and Electro-Optical Tracking Systems (EOTS) located all along the coast have tracked and monitored all the parameters throughout the flight. Two ships located near the target point tracked the vehicle and witnessed the final event. The Defence Minister, Shri AK Antony congratulated the DG, DRDO and Scientific Advisor to Defence Minister, Shri Avinash Chander and his team on the success. 

 

 

“The event is of greater significance since the system was tested in its deliverable configuration with the active participation of Strategic Forces Command (SFC) personnel. The missile is now ready for induction and its serial production will now begin” said Shri Avinash Chander, who commanded the launch sequence. He congratulated all the team members from DRDO and SFC. ‘Today’s launch takes India’s level of deterrence and its preparedness and effectiveness to newer heights. Seen together with recent momentous events: the second launch of Agni 5, operational clearance of Tejas – Light Combat Aircraft, achieving the criticality of nuclear reactor of India’s first nuclear powered submarine ‘Arihant’, completion of development phase of underwater launched missile BO5 and development of mark II version of ‘Arjun – Main battle tank’, Shri Chander said. He further stated that it also reflects the high maturity level of India’s capabilities in design development and leading to production, contemporary weapons and platforms for strengthening its deterrence and defence capabilities. 

 

Agni-IV is equipped with state-of-the-art Avionics, 5th generation On Board Computer and distributed architecture. It has the latest features to correct and guide itself for inflight disturbances. The most accurate Ring Laser Gyro based Inertial Navigation System (RINS) and supported by highly reliable redundant Micro Navigation System (MINGS), ensured the vehicle reach the target within two digit accuracy. The re-entry heat shield withstood temperatures in the range of 4000 degree centigrade and made sure the avionics function normally with inside temperature remaining less than 50 degree centigrade. Agni-I, II, III and Prithvi are already in the arsenal of armed forces, giving them reach of over 3000 km, giving India an effective deterrence capability. 

 

Dr V.G. Sekaran, DS & DG (MSS) reviewed the launch activities and guided the team. Smt. Tessy Thomas, Project Director AGNI-IV led the team of scientists during the operation.

La Russie livre au Vietnam son deuxième sous-marin

Le Ho Chi Minh, le 2è des 6 sous-marins de la classe Kilo achetés par le Vietnam, a terminé ses essais opérationnels et devrait arriver au Vietnam d’ici le mois d’avril.

 

Jeudi, la marine vietnamienne et les chantiers de l’Amirauté, le constructeur des sous-marins, ont signé le document marquant la fin des essais du sous-marin.

 

Le chantier a ensuite remis le sous-marin au Vietnam, selon des sources industrielles russes.

 

Il devrait arriver au Vietnam en mars ou avril.

Abe lifts India-Japan ties to new highs

Japanese Prime Minister Shinzo Abe has moved swiftly to convince New Delhi into an entente which is obviously directed at the containment of China.



Tokyo and New Delhi are currently in a cinch, a strategic embrace encouraged by Japanese Prime Minister Shinzo Abe. Abe has, within a year of his election as the Prime Minister of Japan, infused a pace into India-Japan ties that South Block is unlikely to have envisaged.

The Abe government’s new security doctrine has identified India as one of Japan’s most strategic of partners in the next decade. Abe’s government pushed for Japanese Emperor Akihito and Empress Michiko to visit India when an invitation from New Delhi to host the Japanese royal couple had been awaiting a response from Tokyo for nearly a decade. Emperor Akihito and Empress Michiko visited India in November-end and early December, reprising their visit to India over five decades back. The two had visited India as the Japanese Crown Prince and Princess in 1960.

In early January, Japanese Defense Minister Itsunori Onodera came calling to explain to the Indian leadership Japan’s new security doctrines adopted at the end of last year. Later this month, Abe will be the chief guest at this year’s Republic Day Parade, the first ever Japanese dignitary to grace the occasion.

These string of visits, the recent India-Japan maritime cooperation and the Japanese proposal to sell the Indian Navy the Japanese ShinMaywa US-2i amphibious aircraft are evidence of how important India is in the Abe-led Liberal Democratic Party’s geo-strategic matrix.

Significantly, Abe-led Japan has moved swiftly in its efforts to convince New Delhi into an entente which is obviously directed at the containment of China. Although India had, so far, pursued a policy of engaging with China, New Delhi has in the past few months shown an inclination to shed its characteristic reticence and has readily grasped the Japanese offer of a deeper strategic partnership. But some in South Block are not entirely convinced of this strategy and are wary of Tokyo’s ‘China threat theory’.

China and Japan have engaged in angry rhetoric and symbolic posturing since 2010 over the Senkaku islands, over which both countries claim sovereignty, although Japan occupies the islands. The squabble became more curious recently, in the context of Abe’s recent visit to the controversial Yasukuni shrine, with the envoys of both countries to the United Kingdom describing the actions of the other country with reference to Voldemort, the villain in the best-selling Harry Potter series. The two diplomats also, apparently had to be separated in a BBC studio last week.

India and China, too, have had strained relations over the last few years, with repeated intrusions by the Chinese People’s Liberation Army (PLA) troops into Indian territory across the Line of Actual Control (LAC).

Abe had initiated the process of closer India-Japan ties during his earlier stint as the Prime Minister of his country in 2006-07. Although Abe had little time as he was the PM for barely a year in that tenure, the Abe and Manmohan Singh governments inked the India-Japan Strategic Partnership Agreement, institutionalizing annual summits between the two countries.

This time Abe seems more determined to forge an India-Japan strategic entente during his stewardship. Abe during his years as an opposition leader campaigned for closer India-Japan ties. At a speech delivered at the Indian Council of World Affairs (ICWA) in September 2011, ‘Two Democracies Meet at Sea: For a Better and Safer Asia‘, Abe minced few words to tell New Delhi why democratic India and Japan were natural partners against China.

At that speech, Abe pointedly omitted China to say that India and Japan, the former Asia’s largest and the latter its oldest democracies, were natural partners. He said India and Japan should “work even more closely together with the US, Australia and other maritime democracies” like Indonesia and Vietnam to build a safer, liberal, robust Asia.

He had then appealed to his government as well as New Delhi that the two navies should have naval exercises more frequently, something that is increasingly becoming a reality. The two Coast Guards held an exercise in January. He had said the Indian naval ships should be welcome at the Japanese base at Djibouti while India should host Japanese ships in the Andaman & Nicobar islands. He said the Americans were getting weaker and India and Japan should work together to fill that void in Asia, claiming the the Indonesians would also join in, if that were to happen.

Abe, a grandson of Japanese PM in the 1950s, Nobusuke Kishi, who was a good friend of Jawaharlal Nehru, has implemented some of this strategic thinking ever since his re-election in December 2012, the first Japanese PM since 1948 to be re-elected.

The new strategic doctrine of the Abe government has identified India as one of the “primary drivers” of change in the global balance of power. The Abe government has adopted the ‘National Security Strategy’ and ‘National Defense Guidelines 2014′ which specify areas of deeper India-Japan strategic engagement. This is for the first time that a Japanese government has so aggressively sought India as a strategic partner.

Sources say Abe’s visit to India would focus on deepening strategic ties, instituting defence exercises and maritime security in the region, as well as sale of defense equipment to India. Japan’s new strategic doctrine states that India was “important for Japan” for maritime security as well as overall security because of its geographic location. Abe’s party, along with its ally, has a two-thirds majority in the Japanese Diet’s lower house, giving the government stability and the power to ensure passage of contentious laws.

The India-Japan entente has not been received well in Beijing. China has criticized Abe government’s security doctrine as hyping the China threat theory and believes Japan is trying to encircle China.

AUS: Australian Government strengthening ties with the Myanmar Government

The Australian Government has re-established a resident Defence Attaché office in Burma with the arrival in Rangoon today of Royal Australian Navy (RAN) Captain Jon Dudley who will fill the post left vacant since 1979.

 

Captain Dudley has previously served as Australian Defence Attaché to Thailand and Naval Attaché to Indonesia.

 

The appointment coincides with the arrival at the Port of Rangoon of a RAN Armidale Class patrol boat, HMAS Childers, the first such visit by an Australian warship to Burma since HMAS Quiberon, in 1959.

 

Acting Minister for Defence, Senator George Brandis welcomed the visit by HMAS Childers and her 21 crew, who will stay for four days as part of a good will visit.

 

 

“This is the first RAN ship to visit Burma in a very long time. It and Captain Dudley’s arrival signify our modest but growing defence engagement following political and economic reforms initiated by the Government of Myanmar in 2011,” Senator Brandis said.

 

Minister for Foreign Affairs, Julie Bishop also welcomed the closer defence cooperation with the Myanmar Government as it seeks to open its economy and transition to a democracy.

 

“The ship visit and the appointment of the Defence Attaché are important steps in strengthening and broadening our bilateral relationship,” the Foreign Minister said.

 

“Australia strongly supports the reform process initiated by the Myanmar Government in 2011. The Myanmar military plays an important role in ensuring the success of the reform process.”

 

This visit by HMAS Childers forms part of Australia’s growing engagement with the Myanmar military.

 

“Australia’s engagement with the Myanmar military, including this visit, allows the Australian Defence Force to reinforce the role of a professional defence force in a modern democracy,” Senator Brandis said.

 

After departing Rangoon, HMAS Childers will make a second port call at Chittagong in Bangladesh before joining Exercise Milan 2014 off the Andaman Islands, a major biennial exercise involving navies of the Indian Ocean region and hosted by the Indian Navy.

La torpille légère MU90 plébiscitée par la Marine australienne

Le 14 août dernier, la Royal Australian Navy (RAN) a réalisé le premier tir de combat d’une torpille légère MU90, torpille  développée par le groupement européen d’intérêt économique EUROTORP formé par DCNS, Thales et l’entreprise italienne WASS.  Tirée à  partir de la frégate  « HMAS STUART » de la classe ANZAC, la torpille a détecté, classifié  puis engagé avec sa charge creuse* la cible immergée, représentative d’un sous-marin de petite dimension.

 

Ultime jalon d’un vaste et long processus d’évaluation

Ce tir de combat est venu conclure une campagne d’évaluation intensive qui s’est déroulée ces dernières années. En effet, de nombreux tirs d’exercice ont été réalisés pour tester la torpille dans différentes situations complexes : en eau tropicale, par très petits fonds (< 40m), à grande distance (stand off distance) et contre des sous-marins protégés par des systèmes de contre-mesures.

Avec un taux de succès de plus de 90% au cours de la campagne d’évaluation, la MU90 a démontré sa capacité à remplir ses missions quels que soient l’environnement et le scénario. Une réussite qui a permis de valider son acceptation en service opérationnel au sein de la flotte australienne.

 

La MU90 EUROTORP en « pole position »

Ces résultats ouvrent la porte à de nouvelles opportunités pour la torpille MU90 qui pourrait aussi équiper les avions de patrouille et les hélicoptères de la Marine australienne. Cette dernière reconnait en effet les performances de cette torpille légère : « La torpille MU90 améliore considérablement les performances en lutte anti sous-marine de tous les navires de combat de surface de la Royal Australian Navy (RAN). Cette arme dote la RAN d’une capacité d’engagement des sous-marins à grande distance, inégalée parmi toutes les autres torpilles légères ».**

Deux nouvelles marines viennent aussi d’acquérir la MU90 en 2013, ce qui porte maintenant à 8 le nombre de marines équipées dans le monde.

Pékin pousse ses porte-avions en mer de Chine

Pékin, dont les visées sur des îles en mer de Chine inquiètent ses voisins, se lance dans la construction d'un deuxième porte-avions. Et des indiscrétions, retirées promptement de l'Internet chinois, ont annoncé la mise en chantier de deux autres porte-avions.



La République populaire choisit de doper sa marine alors que la tension est à son comble avec ses voisins en mer de Chine. Pékin a entamé la construction d'un deuxième porte-avions, qui devrait être achevé en 2016, et a l'intention d'en mettre au moins deux autres en chantier, rapporte la presse, citant un responsable local du Parti communiste. La nouvelle a aussitôt été effacée de l'Internet chinois, en raison de son caractère sensible.

Baptisé le Liaoning, le premier porte-avions est entré en service en septembre 2012. Racheté à l'Ukraine en 1998, il a été restauré et modifié dans les chantiers navals de Dalian. Basé dans le port de Qingdao, le bâtiment croise actuellement dans les eaux disputées de la mer de Chine méridionale, où plusieurs conflits territoriaux opposent Pékin au Japon, au Vietnam à la Corée du Sud et aux Philippines.

La construction du second porte-avions aurait débuté dans le même port de Dalian, a annoncé Wang Min, numéro un du PCC dans la province de Liaoning qui a donné son nom au premier porte-avions, selon plusieurs sites d'information chinois. À court terme, la marine chinoise chercherait à s'équiper de quatre porte-avions, selon Wang Min. La Chine a besoin de mettre en place trois à quatre groupes de combat par porte-avions, si elle veut bâtir une capacité de défense crédible. La flotte de l'US Navy, grande rivale de la marine chinoise, possède une dizaine de porte-avions en activité.

 

Une seconde base navale

Les liens permettant d'accéder à certains de ces articles sont par la suite devenus inactifs. Selon le South China Morning Post de Hongkong, les autorités les auraient fait retirer, parce qu'elles veulent rester discrètes sur le sujet, ou parce que Wang Min ne serait pas habilité à en parler. Selon des informations reprises, en novembre 2013 par le quotidien officiel Global Times, la Chine serait aussi en train de construire une seconde base de porte-avions à Yulin, dans le sud-ouest de l'île de Hainan.

La construction d'une seconde base en plus de celle de Qingdao, sur l'île de Hainan, en position stratégique face au Vietnam, aux Philippines et à Taïwan, est une nouvelle indication des ambitions territoriales chinoises. L'Armée populaire de libération (APL) se montre de plus en plus sûre d'elle-même dans les eaux troubles de la mer de Chine.

En décembre dernier, une frégate escortant le porte-avions chinois Liaoning avait ainsi frôlé la collision avec le croiseur américain USS Cowpens , auquel elle avait barré la route. En manifestant sa présence dans la zone, la République populaire espère démontrer qu'elle est la puissance dominante dans la région, alors que les États-Unis cherchent à rassurer leurs alliés en y maintenant leur présence.

NEW DELHI — India’s flight test of its indigenous nuclear-capable Agni IV missile today could pave the way for user trials, according to the Ministry of Defence.

 

The surface-to-surface ballistic missile, with a range of 4,000 kilometers, can carry a warhead of up to 1 ton and is equipped with a re-entry heat shield, said a scientist at the Defence Research and Development Organization (DRDO), which is developing the missile. The two-stage, solid-propelled missile is 20 meters tall.

 

“The Agni IV missile propelled by composite solid fuel rocket motor technology was launched from its road mobile launcher indigenously developed by DRDO. The long range radars and Electro-Optical Tracking Systems located all along the coast have tracked and monitored all the parameters throughout the flight. Two ships located near the target point tracked the vehicle and witnessed the final event,” according to a Defence Ministry statement.

 

The missile is equipped with state-of-the-art avionics, a fifth-generation onboard computer and distributed architecture, and has features to correct and guide itself for inflight disturbances, according to the Defence Ministry statement.

 

The missile is equipped with a ring laser gyro-based inertial navigation system and supported by a redundant micronavigation system, according to the statement.

 

The re-entry heat shield withstood temperatures in the range of 4,000 degrees centigrade, protecting the avionics within, said the statement.

For Dubai Firm, Logistics Doesn't End With Afghanistan Withdrawal

Moving On: Move One sees opportunities in East Africa and Central Asia as the US withdraws from Afghanistan.

DUBAI — Over the past year, NATO forces have begun withdrawing from Afghanistan and Iraq while both countries are still battling al-Qaida and the Taliban.

 

The withdrawal efforts have created a steady business for logistics firms. But it would be a mistake to assume that business is drying up.

 

United Arab Emirates-based Move One Logistics said opportunities exist beyond the Afghanistan withdrawal.

 

“We are looking potentially in mining and natural resources where there is a lot of new cargo and mining equipment being imported by foreign companies,” said Gregory Forgrave, produce manager for government services at Move One. “We have been there [in Afghanistan] since 2001, and we are not looking at leaving any time soon. Also in Central Asia, it is somewhere we have been established even longer than Afghanistan, and we will be helping out in the US demobilization out of Uzbekistan and Kyrgyzstan.”

 

CEO Curt Clements said Move One sees its business now going from one or two markets to 40.

 

“The French now are getting involved and they could uplift their troops into Mali, for example, and would need a US uplift,” he said. “So to support that, the US may need intelligence bases, logistics bases. I don’t think the US military ever significantly gets smaller, they just shift around.”

 

Move One, which describes itself as the “final mile guys,” recently became the first international logistics company to register in East Africa.

 

“We see a lot of potential there, and we have a local partner in Ethiopia who will help us provide the service to our customers,” Clements said.

 

The company operates in hostile areasby partnering with the locals.

 

“We focus on what we do best and let the local guys handle their business because it’s their market,” Clements said. “We are going to rent your warehouse, we are going to hire your security, because we don’t get into their business and this makes it easier for us and them to operate more efficiently.”

 

However, the job comes with risks.

 

“We have had upset local authorities who in the same country beat our truck drivers because they thought they were smuggling uniforms while they were personal effects,” Clements said.

 

Forgrave said another troubling situation involved an urgent shipment of meals, ready-to-eat (MREs) from the US to Afghanistan to be distributed to US forces heading to southern Afghanistan to cut the poppy plants.

 

“The shipment arrived at Bagram air base and the MREs were distributed and the customer was very happy. But three days later, we received a notification that the supplier had made a mistake and not added cookies ... and we had to arrange a whole new charter of a planeload of cookies to be flown in and redistributed with the meals,” he said. “Stranger things have happened.”

 

Clements started supporting the US military and NATO when he delivered minesweepers to Sarajevo airport following the peace accord in Bosnia-Herzegovina.

 

The company initially started operations in Russia as the customs broker and the heavyweight agent for logistics firm DHL, he said.

 

“In 1995, we set up in Hungary with the US military, and we supported their operations all over the Balkans.”

 

After 9/11, operations moved to Central Asia ahead of the Afghan invasion.

 

“We became the first international logistics company to operate in liberated Afghanistan and had the first trucks across the newly opened Peace Bridge between Afghanistan and Uzbekistan,” he said.

 

The company, now 22 years old, moved its headquarters from Hungary to Dubai in 2008. “Dubai is at the crossroads of our markets, and it gives us an opportunity to be able to regularly meet our clients,” he said.

 

Because of its operations and locations, the firm has been dubbed by the local press as the “kings of chaos.”

 

“Just before the new millennium when the Y2K scare was going around, we used to get 100-page faxes from our customers asking what our Y2K preparedness is. And one of our managers finally just told them, ‘every day is Y2K for Move One,’ ” Clements said.

 

“Every day we don’t have fuel, we don’t have electricity, our communications don’t work, and the banking doesn’t work in the areas that we’re operating in; there is no predictability.”

Le nouveau dispositif chinois va-t-il enterrer le système de défense antimissile américain ?

Le nouveau système pour les missiles balistiques intercontinentaux vient d’être testé en RPC. Les tests qui ont été menés démontrent que le déploiement des missiles chinois intercontinentaux équipés de ce nouveau système, est possible dans un avenir proche.

 

Les essais de l’ogive pour le missile balistique intercontinental, qui viennent de se dérouler en Chine sont le premier résultat pratique du programme ambitieux de l’armement balistique, élaboré par ce pays. Cela fait plusieurs années que l’Empire du Milieu développe les armes balistiques. En juillet 2012, les médias chinois ont parlé de la mise en service d'un tunnel aérodynamique, qui assure la ventilation des modèles d’avions à une vitesse allant jusqu'à 9M. Et récemment, c’est le premier test d’un appareil hypersonique qui vient d’être réalisé. Se posent alors les questions d’influence de cette nouvelle technologie sur la stratégie nucléaire chinoise et de la direction du développement des projets d’armes hypersoniques en Chine.

 

La Russie a terminé les tests des ogives hypersoniques en 2005, dans le cadre du projet d'amélioration de la stabilité des forces nucléaires stratégiques russes face au bouclier antimissile américain. Apparemment, la Russie était le premier pays à se doter d’une ogive prête à être déployée. La Chine suit les traces du complexe militaro-industriel russe, mais avec un retard de plusieurs années.

 

Néanmoins, les tests démontrent que le déploiement des missiles balistiques intercontinentaux chinois avec des ogives de ce type est possible déjà dans un avenir prévisible. Une ogive hypersonique en vol ne peut être interceptée par aucun système de défense antimissile existant ou en projet. En commençant le déploiement des missiles, la Chine pourrait augmenter la fiabilité de ses forces nucléaires.

 

Les travaux de construction de l’ogive supersonique sont liés avec un projet du nouveau missile balistique intercontinental, crée l’année dernière. Ces systèmes sont plus lourds que leurs prédécesseurs, nécessitant la construction d’un nouveau type de missiles, plus puissants.

 

On peut supposer que dans les conditions actuelles, la Chine, à l'instar de la Russie et des Etats-Unis, ne se limite pas au développement des technologies hypersoniques pour sa triade nucléaire stratégique. Les Etats-Unis considèrent la possibilité d’utilisation de ses armes non-nucléaires dans ses systèmes de frappe conventionnelle rapide (Prompt Global Strike, PGS). La Russie mène aussi des travaux de développement de ses armes non nucléaires hypersoniques.

 

La création des armes hypersoniques non nucléaires permettra de porter le programme de lutte chinois contre les groupes aéronavals américains à un autre niveau. La Chine se déplace déjà dans cette direction pour la création des moyens de frappe puissants des porte-avions de l’ennemi, grâce à la création des missiles antinavires DF- 21D. Ce missile complique la protection d’une escadre de porte-avions d’une frappe éventuelle. Si un missile de croisière hypersonique maniable sera utilisé comme un moyen d’attaque, la défense antimissile du porte-avions sera inutile et il va falloir changer les moyens de défense des missions militaires de toutes les flottes du monde.

 

La présence d’une arme hypersonique est un attribut nécessaire d’une superpuissance au 21e siècle. Et la Chine est en passe d’en devenir une. Toutefois il faudra un certain temps avant que ces armes puissent êtres déployés et mis en service. Nous verrons donc les résultats de ce projet seulement d’ici une dizaine d’années.

China starts building second aircraft carrier: Media

BEIJING - China has started constructing the second of four planned aircraft carriers, a top government official said according to media reports on Saturday.

 

The ship is under construction in the north-eastern port of Dalian and will take six years to build, the reports said quoting Wang Min, Communist Party chief for Dalian's Liaoning province.

 

The country's first aircraft carrier, the Liaoning, was completed in September 2012 in a symbolic milestone for the country's increasingly muscular military.

 

Another two are in the pipeline, said Wang.

Japan’s new approach to national security

December 2013 marked an important turning point in Japan’s evolving security and defence policies. While the debate about Japan’s so-called security ‘normalisation’ has been going on now for more than a decade, by releasing three national security-related documents the conservative government led by Shinzo Abe since 2012 has dissipated any doubts that may still linger regarding the ‘why, what and how’ of Japan’s national security.

In December 2013 the Abe administration adopted the first ever National Security Strategy (NSS) of Japan – together with the country’s new national security doctrine, namely the National Defence Programme Guidelines (NDPG), as well as the Mid-Term Defence Programme for 2014-2019. The last two documents replace the 2010 NDPG and the Mid-Term Defence Programme adopted by the previous, centre-left government of the Democratic Party of Japan (DPJ). Centred on a policy of ‘proactive contribution to peace’, the NSS sets out the main guidelines for Japan’s national security for the next decade, including for the areas of sea, outer space and energy. It also seeks to promote, both domestically and internationally, a better understanding of the country’s strategic objectives and responses.

Parlementaire : une meilleure défense antimissile est nécessaire contre le Nord

La Corée du Sud devrait se doter d’un système de défense antimissile multiniveaux en complément du système actuel, qui serait insuffisant pour contrer les menaces balistiques de la Corée du Nord, selon le parlementaire Yoo Seong-min du parti Saenuri.

 

Yoo, chef du comité de défense parlementaire, a déclaré que le système de défense antimissile actuel n’est pas suffisant pour détruire les missiles à longue portée de la Corée du Nord.

 

Le pays possède 48 missiles PAC-2 importés d’Allemagne, ayant un taux d’interception inférieur à 40%. Le gouvernement a alloué un budget pour actualiser ce système à celui de PAC-3, ayant une meilleure précision. Séoul compte par ailleurs développer ses propres missiles sol-air de moyenne et longue portées dans le cadre de son projet de défense à moyen terme.

 

«Je me demande si le système de défense antimissile actuel est suffisant pour protéger les vies. S’il n’est pas suffisant et que les gens sont en danger, nous devrions établir une nouvelle stratégie de sécurité», a dit Yoo lors d’une réunion-débat à laquelle assistaient le ministre de la Défense Kim Kwan-jin, des responsables militaires et des experts sur la sécurité.

 

Selon Yoo, le pays devrait se munir du Terminal High Altitude Area Defense (THAAD) et du Standard Missile 3 (SM-3). Le THAAD est un système de défense antimissile développé par Lockheed Martin ayant une portée de 40 à 150km et capable d’intercepter les missiles en haute altitude et de longue portée. Le SM-3 est un missile lancé depuis les navires, utilisé par la marine américaine pour intercepter les missiles de courte et moyenne portées dans le cadre du système de défense antimissile Aegis. Les premières versions de ce missile ont une portée maximale de 500km.

 

Yoo a appelé le gouvernement à faire des efforts diplomatiques pour résoudre l’impasse nord-coréenne à travers un dialogue multilatéral, tout en enjoignant l’armée à se préparer contre les menaces d’agression. «Bien que le bouclier nucléaire américain contribuerait à la victoire en cas de guerre, il ne peut pas protéger les vies», a dit Yoo. «Les questions diplomatiques avec la Chine doivent être résolues diplomatiquement mais le gouvernement ne doit pas abandonner son système de défense antimissile à cause de l’opposition de la Chine.»
