Why Would Russia Sell China Su-35 Fighter Jets?

Given China’s history of stealing Russian defense technology, Moscow’s thinking is hard to understand.

 

Truthfully, the state of Russia-China ties gives me a headache.

First, I understand the rationale for both sides to develop large agreements for natural resource sales—it’s clearly in both of their national interests. China needs them (having a majority of the imported resource that powers your economy, namely oil, go through narrow straits that could be blockaded is probably not a good plan), Russia wants to sell them (what else does Russia have to sell these days). However, military sales of Moscow’s best equipment, even as a report from the Want China Times suggests is still being negotiated makes little sense, well…at least for Russia that is.

As I have stated on several occasions, Russia has a number of reasons to hold off selling even one of its most capable jets to China. Readers of Flashpoints are familiar with the tale of Russia’s last large jet sale to China, the SU-27. When Russia’s defense industry was on its back in 1992 after the collapse of the Soviet Union, China purchased US$1 billion worth of the then-advanced fighter. Plans were laid for an expansion of the agreement for up to 200 jets to be sold, with large quantities to be assembled in China.  The deal then fell apart after the first 100 or so jets were delivered when Moscow accused Beijing of essentially replicating the jet and prepping it for resale under the renamed J-11 and J-11B. China has allegedly copied at least one other fighter jet of Russian origin, the SU-33, renamed the J-15.

For their part, Chinese officials denied such allegations. According to a piece in the Wall Street Journal back in 2010, Zhang Xinguo, deputy president of AVIC, tried to claim the jets were not a copy.

“You cannot say it’s just a copy,” Zhang declared. “Mobile phones all look similar. But technology is developing very quickly. Even if it looks the same, everything inside cannot be the same.”

In a piece for the People’s Daily, Chinese officials would also defend the J-15, the alleged copy of the SU-33.

Geng Yansheng, a spokesperson for China’s Ministry of National Defense, explained, “The world military affairs have an objective law of development. Many weapons have the same design principle and some command and protection methods are also similar. Therefore, it at least is non-professional to conclude that China copied the aircraft carrier technology of other countries only by simply comparison.”

The deal that is being considered now, at least according to the report mentioned above, sounds similar to the SU-27 sale.  According to WCT, “Beijing sought a promise from Moscow to set up a maintenance center in China as part of the contract” and that “Chinese experts must be able to maintain and repair Su-35 fighters with training provided by Russian advisers.”

Effectively, Russia would be giving up a tremendous amount of technical knowledge and knowhow to China with very little safeguards to stop a repeat of the SU-27 incident. While Russia would gain a large sale for its arms industry, thinking long-term – and recalling the fact that Russia-China relations historically have not exactly been a model of peace and prosperity – Moscow might want to think twice about such an agreement.

For China, there are a number of reasons such a deal would be attractive. China has documented issues producing fighter jet engines, and even the ability to take apart and dissect Russia’s latest military wares would be of use. And for all the talk of 5th generation fighters, America is the only nation so far to deploy such a craft, with various well-documented glitches along the way. A more traditional craft could be of great value to Beijing while it perfects a stealthier fighter for the future. Also, considering the long range of the SU-35, such a plane would be of great value to loiter over disputed territories in the East and South China Sea for extended periods of time. Indeed, if Beijing buys into all the talk about Air-Sea Battle (ASB) being all about deep strikes on the Chinese mainland, an advanced fighter jet to defend the homeland does not seem like a bad investment in the long term.

For Russia, the risks seem obvious. Competing against your own technology in the lucrative arms trade is never a good thing. While a deal today might be profitable, the loss of multiple future deals to cheaper Chinese copies could be a disaster tomorrow.  Also, today’s friendships could give way to tomorrow’s geostrategic challenges. Russia and China’s interests might not always align so closely. It would be a pity if Russia someday were forced to consider squaring off against military technology it sold to Beijing, either directly or against Chinese sales to some future adversary.

There is however one possibility that Russia could be banking on for China to behave this go around: it has the option of cutting off oil supplies if Beijing does not play nice. The question is, considering the fact that a large amount of Russia’s overall budget is backed by oil revenue, even if China decided to make the same choice and again play copycat, would Russia be in a position to make such a move?

L'US Navy a mis Glenn Defense Marine Asia à l'index

L'US Navy ne rigole pas avec les dessous-de-table, les escort girls gratuites et les petits cadeaux. Elle a décidé de dénoncer au moins neuf contrats avec le shipshandler Glenn Defense Marine Asia, des contrats d'une valeur d'environ 205 millions de dollars, selon le blog FCPA.

Du côté de la Navy, les têtes tombent: un officier supérieur chargé de la logistique auprès de la VIIe flotte, qui aurait accepté une enveloppe de 100 00$ pour favoriser Glenn Defense a été mis en examen et deux amiraux ont été mis en congés (le vice-amiral Ted Branch, directeur du Naval Intelligence, et le contre-amiral Bruce Loveless, directeur des opérations de ce service).

"Nous pensons que d'autres officiers et peut-être des civils employés par la Navy risquent d'être impliqués dans le scandale", a admis le porte-parole de l'US Navy, le contre-amiral John Kirby. Côté civils, c'est déjà le cas d'un agent du Naval Criminal Investigative Service, organisme chargé de l'enquête et qui aurait transmis au PDG de Glenn Defense un rapport sur les investigations en cours.

Russia Flies Strategic Bombers Close to Japanese Airspace (Again)

Two Russian Tu-95 strategic bombers flew the length of Japan's airspace this weekend.

 

 

The Japanese Air Self-Defence Force (ASDF) was placed on high alert and scrambled jets after two Russian long-range Tu-95 strategic bombers (comparable to American B-52s) flew the length of the Ryukyu Island chain on Sunday. According to Ria Novosti, the bombers did not violate Japanese airspace.

The Moscow Times, citing Japanese defense officials, further added that the two Tu-95s "flew northward along a group of islands near Okinawa Island in the direction Hokkaido.” The jets headed north toward Sakhalin Island. It further reported that the ASDF scrambled jets to respond to a Tu-142 long-range maritime reconnaissance anti-submarine warfare (ASW) aircraft which also flew close to Japanese airspace.

The Japanese reaction to this sort of Russian activity has been observed for a while now. The ASDF has scrambled jets 105 times between July to September 2013 due to close-proximity Russian fly-bys.

Although the fly-by did not violate Japanese airspace during this particular incident, Russian jets have been known to do so in the past. Su-27 jets allegedly entered Japanese airspace earlier this year, marking the first time since 2008 that Russian jets entered Japanese airspace. A similar incident involving a pair of Tu-95 strategic bombers occurred in August of this year. Japan’s Defense Ministry is conducting an analysis into Russia’s intentions with these fly-bys.

The fly-by incidents cast a shadow over warming relations between Russia and Japan, who held a 2+2 joint consultation between their foreign and defense ministers. The talks, widely seen as successful, resulted in a commitment to comprehensively deepen ties in security matters. The two committed to develop their bilateral cooperation on maritime and cyber-security matters. Russia and Japan have also discussed the possibility of conducting joint military exercises.

Japanese Foreign Minister Fumio Kishida told a press conference after the 2+2 meeting: "To boost cooperation in the field of security, and not just in the field of economic and people exchanges, means that we are improving overall Japan-Russia ties."

Earlier this year, in September, Japanese Prime Minister Shinzo Abe and Russian President Vladimir Putin came to an understanding that the nearly 70-year old territorial dispute over the Kuril Islands should be resolved via a draw. According to Putin’s spokesman  “Both sides expressed an understanding that the solution to the problem of the peace agreement can only be based on the principle that there are no victors or losers.”

Why Fly-Bys? 

Do these fly-bys relate directly to the Kuril Islands dispute? Probably not. Russian and Japanese relations are at all-time highs, and the fact that a very specific rapprochement has occurred between Putin and Abe should indicate that Russia is unlikely to take any military steps to resolve the dispute.

Alexander Golts, a military expert on Russia with Yezhednevny Zhurnal, agrees with that assessment saying that "There is absolutely no reason for anyone to want to make some sort of military demonstration to Japan at this point. They've been holding talks, and quite successful ones, about enhancing mutual security.” Golts adds that the most likely explanation is perhaps that it is a coincidence – a case of "The left hand doesn't know what the right hand is doing.”

The latter explanation is largely unsatisfactory. Vladimir Putin’s handling of security affairs is hardly known to be ad hoc and coincidental. 

The Russian Defense Ministry has repeatedly issued statements after these fly-bys stating that it conducts them under the principles of international law, without violating the airspace of other states.

An often-underdiscussed point in analyses of the increasing Russian fly-bys this year is growing Russian unease over burgeoning U.S. missile defense systems in Japan. Reflecting on the 2+2 meeting earlier this month, Russian Defense Minister Sergei Shoigu said “We made no secret of the fact that the creation by the U.S. of a global missile defense system, including a Japanese element, is causing us grave concern, primarily over the possible destruction of the strategic balance of power in the Asia-Pacific region.”

Moscow is expected to approach Tokyo more directly about the issue in future high-level talks. Japanese FM Kishida was remarkably clear about Japan’s commitment to its alliance with the United States. According to RThe responded to Russian concerns by stating that “there will be no changes” with regard to its U.S. alliance. The fly-bys might communicate to Tokyo the true extent of Moscow’s concerns.

1st Indian Pilot To Land On Vikramaditya

In these pictures seen here on Livefist for the first time, is Commodore Surendra Ahuja, who on September 3 became the first Indian pilot to be 'trapped' on the Vikramaditya in a MiG-29KUB. This wasn't a solo flight, however: Cmde. Ahuja was flying with MiG Test Pilot Sergei Rubnikov, who was captain of the aircraft during this flight. The first solo landing by an Indian pilot on the Vikramaditya is likely to take place in Feb/March next year by a pilot from the INAS 303 squadron.

 

Cmde. Ahuja, currently posted to Naval HQ, was in Russia for 80 days (from early Aug to mid Oct 2013) for Aviation Facilities Complex Delivery Acceptance Trials - most of the flying happened north of Murmansk (north of the Arctic Circle) -- which is why pilots flying at the time had to use immersion suits. Cmde. Ahuja was also, incidentally, the first "new mould" Indian pilot certified in tailhook landings.

Sagem navigation system selected by DSME of South Korea for Indonesian submarines

Sagem (Safran) beat out an international field to win the contract from Daewoo Shipbuilding & Marine Engineering Co. Ltd (DSME) of South Korea as prime contractor for the navigation system to be installed on three 1,400 ton ocean-going submarines to be deployed by the Indonesian navy.

 

Ordered by Indonesia in 2012, this new class of ocean-going submarine is the first South Korean-designed submarine to be sold in international markets.

 

The Sagem navigation system (NAVS) offers outstanding reliability and precision, making it the best system for demanding submarine missions, whether at sea or for operations along coastlines. NAVS comprises two high-performance Sigma 40XP laser gyro inertial reference units, a computer and safety-critical navigation software, all contributing to the submarine’s stealth and safety during dives.

 

The decisive factors in DSME’s choice were Sagem’s proven capabilities as systems integrator, plus its expertise in data fusion and transmission to the ship’s combat system, along with extensive experience in managing major defense programs.

 

This latest contract underscores the quality of the relationship between Korean industry and Sagem on navigation systems, and the predominance of laser technology in submarine navigation systems. South Korea’s Defense Acquisition Program Administration (DAPA) had already chosen Sagem recently to modernize the navigation system on the country’s KSS-1 Chang Bogo submarines class, several modernized submarines are already in full operation at sea.

 

Through this contract, Sagem further consolidates its leadership in navigation systems for today’s submarine forces. Over 60 submarines around the world, in 14 different classes, are now fitted with Sagem navigation systems, including nuclear submarines (SNLE-NG, Barracuda, SNA Améthyste), air-independent propulsion (AIP) types and diesel-electric models (Scorpène family). More than 400 surface vessels are also equipped with Sagem inertial navigation systems.

INS Vikramaditya Commissioned in Indian Navy

Marking a new high in India-Russia strategic cooperation, the Defence Minister Shri AK Antony today commissioned the completely refurbished 44,500 tonne carrier Admiral Gorshkov into the Indian Navy as INS Vikramaditya at an impressive ceremony at sub zero temperature in the wind-swept Sevmash Shipyard in the beautiful city of Severodvinsk in Russia. Snowflakes kept falling as the ceremony was held.

 

Speaking at the event, Shri Antony said INS Vikramaditya would significantly enhance the reach and capability of the Indian Navy. He said, the country has a rich maritime history and the Indian Ocean has guided our fate over the centuries.

 

“India’s economic development is dependent on the seas and safeguarding the nation’s maritime interests is central to our national policy. Aircraft carriers have been part of the Indian Navy’s force structure since our independence and have effectively served the country over the past five decades or so. The induction of ‘Vikramaditya’ with its integral MiG29K fighters and Kamov-31 helicopters, not only reinforces this central policy, but also adds a new dimension to our Navy’s operational capabilities. The meaning of ‘Vikramaditya’, which literally translates into “Strong as the Sun” is complemented by the Ship’s motto –“Strike Far, Strike Sure”,he said.

 

Reflecting the mood at the ceremony, Shri Antony said, ‘the event realizes the vision of capability-based transformation of the Indian Navy that was conceived more than a decade ago’. Calling it a Red Letter Day in the history of India- Russia cooperation, Shri Antony said this relationship remains a matter of the highest priority for both nations for our mutual benefit and as a factor of global peace and stability.

 

“The successful culmination of Project 11430 truly symbolizes the time-tested Special and Privileged Strategic Partnership between our two great nations. The Project has propelled the strategic partnership between our nations to a new level. The relationship between our two countries based on mutual trust and belief has withstood the test of time and the result is for the entire world to see in the form of ‘Vikramaditya’. As the ship sails into its home waters in the Indian Ocean Region, INS ‘Vikramaditya’ will be a befitting tribute to our long-standing relationship”, he said.

 

Describing the Project 11430 as a unique one, Shri Antony said, it was a challenging task for both the Russian and the Indian sides and congratulated the entire team for converting the ‘Dream Project’ into a reality. “The transformation of INS ‘Vikramaditya’ is an engineering marvel, which has tested the professionalism, capability and perseverance of the Indian Navy and the Russian industry, especially the Sevmash Shipyard”, he said and expressed confidence that all possible support would be extended by Russia to ensure that the ship serves India effectively and efficiently for the duration of its expected operational life cycle.

 

Speaking on the occasion, the Chief of Naval Staff Admiral DK Joshi said the INS Vikramaditya will bridge the time-gap that may come up between the INS Viraat and the Indigenously built aircraft carrier Vikrant.It will also help achieving our medium term goal of operating two aircraft carriers.

 

A large number of dignitaries including the Deputy Prime Minister of Russia Mr Dmitry Rogozin and Defence Minister Mr Shoigu, the Chief of Naval Staff Admiral DK Joshi, the Indian Ambassador to Russia Shri Ajay Malhotra, the Defence Secretary Shri RK Mathur, the DG Acquisition Shri SB Agnihotri were present on the occasion.

 

Mr Rogozin said INS Vikramaditya symbolises the close friendship between India and Russia and expressed confidence that it will grow in the coming years.

 

About INS Vikramaditya

 

INS Vikramaditya, the floating airfield has an overall length of about 284 meters and a maximum beam of about 60 meters, stretching as much as three football fields put together. Standing about 20 storeys tall from keel to the highest point, the sheer sight of this 44,500 tonne mega structure of steel is awe inspiring. The ship has a total of 22 decks.

 

With over 1,600 personnel on board, INS Vikramaditya is literally a ‘Floating City’. With a capacity of over 8,000 tonnes of LSHSD, she is capable of operations up to a range of over 7,000 nautical miles or 13000 kms.

 

To enable this 44,500 tonnes floating steel city to cut through the choppy seas with speeds of up to 30 knots, she is powered by 08 new generation steam boilers generating a total output power of 180,000 SHP. These boilers power four enormous propellers, each greater in diameter than twice the height of an average male. Such a four propeller - four shaft configuration is another first in the Indian Navy.

 

The power generation capacity onboard is about 18 megawatts enough to cater to the lighting requirement of a mini city. An extensive revamp of sensors including fitment of Long range Air Surveillance Radars, Advanced Electronic Warfare Suite makes the ship capable of maintaining a surveillance bubble of over 500 kms around the ship.

 

The ship has the ability to carry over 30 aircraft comprising an assortment of MiG 29K/Sea Harrier, Kamov 31, Kamov 28, Sea King, ALH-Dhruv and Chetak helicopters. The MiG 29K swing role fighter is the main offensive platform and provides a quantum jump for the Indian Navy’s maritime strike capability. These fourth generation air superiority fighters provide a significant fillip for the Indian Navy with a range of over 700 nm and an array of weapons including anti-ship missiles, Beyond Visual Range air-to-air missiles, guided bombs and rockets.

 

The ship is equipped with state of the art launch and recovery systems along with aids to enable smooth and efficient operation of ship borne aircraft. Major systems include the LUNA Landing system for MiGs, DAPS Landing system for Sea Harriers and Flight deck lighting systems.

 

The heart of the operational network that infuses life into the combat systems onboard the ship is the Computer aided Action Information Organisation (CAIO) system, LESORUB-E, with the capability to gather data from ship’s sensors and data links and to process, collate and assemble comprehensive tactical pictures. This state of the art system has been specifically designed keeping in mind the essential requirement on the carrier for fighter control and direction.

 

One of the most prominent equipment fitted on the super structure is the Resistor-E radar complex. Resistor-E is the automated system designed for providing air traffic control, approach/landing and short range navigation for ship borne aircraft. This complex along with its various sub-systems provides navigation and flight data to ship borne aircraft operating at extended ranges from the mother ship. The precision approach guidance system aids the fighters on approach to be directed down to a distance of 30 meters short of flight deck.

 

INS Vikramaditya also boasts of a very modern communication complex, CCS MK II, to meet her external communication requirement. Installation of Link II tactical data system allows her to be fully integrated with the Indian Navy’s network centric operations.

Boeing delivers maritime patrol aircraft to India

 

SEATTLE, Nov. 18 (UPI)

 

Boeing reports it has delivered the second of eight P-8I long-range maritime reconnaissance and anti-submarine warfare patrol aircraft ordered by India.

 

The aircraft, the Indian Navy variant of the P-8A Poseidon being developed for the U.S. Navy, will now undergo flight trials in India, the company said.

 

"With two aircraft at Naval Station Rajali now, the Indian Navy will get a good feel for the P-8I's interoperability with other aircraft," said Leland Wight, Boeing P-8I program manager. "Acceptance trials on the first aircraft are progressing well and its availability for testing has been excellent, in large part due to Boeing's worldwide 737 support capabilities."

 

The P-8 platform is based on Boeing's 737 commercial aircraft and is assembled using the 737 in-line production process. It features open system architecture, advanced sensor and display technologies. Boeing partners in its production include CFM International, Northrop Grumman, Raytheon, Spirit AeroSystems, BAE Systems and GE Aviation.

 

Boeing said the first P-8I, delivered to the Indian Navy in May, recently completed testing of its weapons capabilities.

Recently, I’ve talked about future projects for PLAN’s nuclear submarine fleet and surface combatant fleet, because they have been the hot topics that have grabbed the attentions of PLA followers. This blog entry will focus on several other important projects that are under way.

 

The first of which is the next generation of diesel submarines. At the current time, 12 Yuan class submarines have joined service with PLAN. Out of which, the first 8 (including the original + 3 improved 039As) joined the 22nd flotilla replacing the 8 Song class submarines that were there. These boats are 330 to 337. Two of them were visited by the Deputy Chief of US Naval Operations very recently. The next 4 (338 to 341) joined service with NSF. Based on what I can gather from Chinese sources, it looks like we should be seeing the next generation of diesel submarine come out shortly. Although, we will probably see a few more Yuan (probably 4) join NSF to complete that flotilla. Back when Type 032 came out, I thought it might be the next generation of submarine, but it turned to be a replacement for the Gulf class missile test bed. One thought is that the next generation will be collaboration with the Russians based on the Amur class submarine. As I talked about in a previous blog entry, this project would make sense due to access to Russia’s latest generation of noise isolation technology along with single hull design. From all I have heard, the negotiation over this collaboration is continuing, but has not been signed off. China is looking to put its own engine (with AIP technology), sensors, combat system and weaponry on the boat. Due to the normal protracted pace of negotiation on an export deal, this project will not get under way for a couple of years even if it gets signed off. Also, something based on Amur class would be smaller in size than China’s existing fleet of Yuan and kilo submarines. I think PLAN will only be looking for a limited fleet of this type of submarine (maybe 4 boats) for shallow waters rather than as a replacement for the larger and more ocean-going Yuan submarine. From this deal, it will be looking for technology transfers in hull design and noise isolation technology that it can apply to future classes. If China does launch a new submarine class in the near future, the production of this boat must have started while Yuan class submarine is still ongoing, which means the design work would have started a while ago. From this, I would infer that the boat would have minimal input from any possible deal for the Amur class. Since the conventional submarines of SSF need to be replaced and submarines there have much greater room to operate, I think this new class will probably be a large conventional submarine like Yuan. It will be smaller than the Type 032 class, but building larger conventional submarines seems to be the direction that PLAN is going.

The other project that is already bearing fruit is the KJ-500 AEWC&C aircraft project. It is PLA’s second generation of AEW aircraft based on the Y-8/9 airframe. Unlike KJ-200, which sports balance beam radar, KJ-500 will be housing a large AESA disk like KJ-2000 plane. Until more IL-76 or Y-20 airframes become available for china, PLAAF is unlikely going to get any new KJ-2000 aircraft. At this point, we have more identified KJ-200s in service with PLANAF than PLAAF (although PLAAF unit does have more hangars). This could indicate that the radar of KJ-200 may not fully satisfy the requirements of PLAAF. A more powerful AESA radar using newer generation of T/R modules is developed and housed on the Y-8/9 airframe to produce KJ-500. We have already seen pictures of this radar on a Y-8CE test bed a couple of years ago. This year, we are seeing the first two prototype units of KJ-500 in the airfields. It will probably go into service with PLAAF over the next couple of years. By the end of this decade, China should have more IL-76 and Y-20 airframes, which would usher in a replacement for the KJ-2000 aircraft.

And finally, we have recently seen the second generation Soaring Dragon (Xiang Loong) prototypes appearing in the Chengdu air fields. We saw the original back in 2011 doing high speed taxiing runs, but it disappeared after a while. It may have been a technology demonstrator. The second generation prototype appears to be much smaller in length and wingspan. It also uses the canted vertical stabilizers + ventral stabilizing fins vs the single vertical stabilizer in the original. This and other more subtle changes indicate a stealthier profile than the original. It also features fairings in the fuselage that could house different types of sensors. Due to its smaller size and less powerful engine, it's unlikely to have the range and endurance of a predator, but should be more than sufficient for PLAAF at the moment. The partnership of 611 Institute/GAIC has already produced the Wing Loong/Pterodactyl UCAV (similar to MQ-1 Predator). With the Soaring Dragon project, it looks like they have won the competition to develop a HALE UAV for PLAAF. Similarly, the 601 Institute looks to have won the competition for long range UCAV with the appearance of Sharp Sword project. At this point, I think Soaring Dragon will probably join service earlier than Sharp Sword due to the greater complexity in the UCAV project, but it will probably take at least another 3 to 5 years for Soaring Dragon to join service.

Vikramaditya Done, Russia Wants To Help With New Vikrant

SEVERODVINSK: The INS Vikramaditya will sail to India later this month with a 183-member Russian 'guarantee team' on board, that will remain in Karwar for a period of one year to smoothen the induction process and help the ship and crew settle into operating from home base.

 

"The guarantee specialists will be in India for one year. We are currently negotiating contract obligations for the post-guarantee period," Igor Ponomarev, vice president of Russia's United Shipbuilding Corporation said yesterday at a press conference here in Severodvinsk. Ponomarev is the balding man whose hand appears to be touching the green microphone.

 

"Russia is committed to being involved through the 40 year life of the Vikramaditya. We will provide design support as well," says Sergey Vlasov, DG Nevskoye Design Bureau, and personally one of the original designers of the Admiral Gorshkov. He's the man looking down with a smile.

 

Vlasov is a genial sort of guy: smiling and gracious. I had a chance to chat with him about the entire experience. While Sevmash refurbished the ship, it was Vlasov's Nevskoye Bureau that inputted on how the entire refurbishment process was to be carried out. Without Nevskoye (Russia's oldest design bureau for surface ships), Sevmash was dead in the water.

 

"This has been the most complicated and unusual project ever for us. Vikramaditya isn't a repaired ship. Everything except her hull is new," he told me, repeating the one thing everyone in the city tells you about the ship.

 

Asked about challenges working with the Indian government and navy, Vlasov smiles. "When we were preparing documentation, the Indians would approach us every six months with queries. We were not contractually bound to share a lot of data demanded, but we did so because of the open and friendly relations between us."

 

He also points out he hopes the Russian Navy will take cues on crew comfort on what the Indian Navy asked for in the Vikramaditya. "The Indian Navy asked for modifications that paid great attention to crew comfort. I hope the Russian Navy will learn some lessons from this!"

 

I asked Vlasov about the Vikramaditya's conspicuous lack of air defence weapons. He shook his head and said, "The Indian Navy hasn't gotten back to us with a decision on this. It is not standard for a ship of this size and class to have no air defence weapons. But such ships don't travel alone. We have been verbally asked about integration of Israeli weapons with the systems on the Vikramaditya, but we've received no formal request. I anticipate some problems in the integration of Israeli weapons, but nothing we cannot resolve." Vlasov indicates that the integration of Kashtan and AKA 630 missile/gun systems can be integrated quickly if the Indian Navy takes a call.

 

Ponomarev of USC was candid on the Vikramaditya programme: "We underestimated the initial scope of work. There were difficult and serious discussions, in one case, six rounds in a single year. We should have been more careful and specific in identifying the scope of work. But it happens all over the world. It's a normal occurance in shipbuilding."

 

Chief commissioning officer for Sevmash on the Vikramaditya, Igor Leonov, the guy who knows perhaps more about what the ship can do now than anyone else, fends off blame. "After 2004, a huge number of systems were asked for by the Indian side, which had to be accommodated. Many more modifications were demanded over what was contracted."

 

The USC is rendering assistance on the Project 71 indigenous aircraft carrier Vikrant, being built at the Cochin Shipyard. "We are providing some help, and are ready to render any further assistance or technical help necessary, but a decision will need to be taken by India. I doubt the US or EU would share as much technology as we have and would."

 

Ponomarev reveals that Russia has offered India three more improved Talwar-class frigates, an offer currently under study by the Indian Navy. A 10-year life extension of the Kilo-class submarines is also on the table by the Zvezdochka Shipyard here in Severodvinsk.

 

Also had a brief chat with Igor Vilnit, DG of Rubin Design Bureau, the prestigious design house that has created Russia's formidable submarines. A man of few words, he said, "The Amur 1650 is on offer to India (for the Project 75I competition). I hope India will choose it."

Revealed: When A NATO Aircraft Snooped On Vikramaditya

Got my hands on a series of photographs of an incident last year that both the Indian Navy and Russian Navy have kept under wraps until now: a NATO P-3 Orion that flew in to snoop on the Vikramaditya as it conducted trials in the Barents Sea. It wasn't just any reconnaissance mission -- the aircraft dropped sensor buoys to snoop. Russians on board summoned a MiG-29K from shore to chase away the intruding P-3, after which a the incident was raised diplomatically. But all very hush hush.

La Russie remet à l'Inde le porte-avions Vikramaditya

La Russie a remis samedi à l'Inde le porte-avions modernisé INS Vikramaditya (ex-croiseur lourd soviétique Admiral Gorchkov) lors d'une cérémonie organisée aux chantiers navals russes Sevmach de Severodvinsk (nord).

 

Le directeur général adjoint de l'Agence russe d'exportation d'armements (Rosoboronexport) Igor Sevastianov et le commandant du porte-avions INS Vikramaditya Suraj Berry ont signé l'acte de réception du navire en présence du vice-premier ministre russe Dmitri Rogozine et du ministre indien de la Défense Arackaparambil Kurian Antony.

 

Le Vikramaditya est doté d'un pont d'envol adapté aux chasseurs MiG-29K/KUB, de nouveaux radars, systèmes de navigation et autres équipements. Le navire quittera les eaux territoriales russes fin novembre pour arriver en Inde fin janvier ou début février 2014.

 

En 2004, la Russie et l'Inde ont signé un contrat prévoyant la modernisation du porte-avions soviétique Admiral Gorchkov, rebaptisé par la partie indienne Vikramaditya ("fort comme le Soleil"). Au terme de ce contrat, la Russie s'est engagée à effectuer des travaux de modernisation pour 750 millions de dollars et à fournir de l'aviation embarquée pour le même montant. Le navire devait être livré en 2008, mais sa remise à l'Inde a été ajournée à plusieurs reprises en raison de différends financiers. Le coût final du contrat atteint 2,3 milliards de dollars.

 

Aux termes de l'avenant au contrat signé en 2010, la livraison du bâtiment de guerre devait avoir lieu le 4 décembre 2012. Or, lors d'un essai en mer en septembre 2012, des défaillances ont été constatées, y compris dans le groupe propulseur du navire, amenant les chantiers navals russes à reporter la livraison à 2013.

Nucléaire : «Pyongyang prêt à effectuer un 4e essai mais pas dans l’immédiat»

Devant les spéculations sur l’éventualité d’un quatrième essai nucléaire nord-coréen, le ministère de la Défense de Séoul a estimé que la Corée du Nord est prête à l’effectuer à tout moment même si des signes d’imminence n’ont pas été saisis.

 

Lors d’une réunion de la commission spéciale parlementaire sur la sécurité nationale, le ministère a rapporté les mouvements en Corée du Nord en détaillant que «le tunnel du sud de Punggye-ri à Kilju, dans la province du Hamkyong du Nord, est dans une situation où un essai nucléaire peut avoir lieu à tout moment mais des signes d’imminence n’ont pas été retrouvés.»

 

Le vice-ministre Baek Seung-joo a fait ces déclarations devant des députés et a rajouté que le tunnel de l’ouest qui a été utilisé pour le troisième essai nucléaire est en cours de maintenance. Le site Web spécialisé sur la Corée du Nord 38 North a analysé que «les deux entrées de tunnel et la terre entassée suite au creusement de ces deux tunnels à l’ouest et au sud du site d’essai nucléaire de Punggye-ri ont été observés».

 

De plus, Victor Cha, chercheur au Centre d’études stratégiques et internationales (CSIS) aux Etats-Unis, a indiqué qu’«il y a une probabilité de voir un essai nucléaire de la part des Nord-Coréens cet hiver ou au printemps prochain».

 

Le ministère de la Défense a par ailleurs précisé que si le réacteur de Yongbyon continue à être exploité jusqu'à la fin de l’année prochaine, Pyongyang pourrait obtenir 6 kg de plutonium, suffisant pour fabriquer une bombe atomique. En ce qui concerne la technique de miniaturisation de bombe atomique, Séoul a estimé que cela fait sept ans que la Corée du Nord a effectué son premier essai nucléaire, donc il y a sûrement eu des progrès significatifs.

La Chine et la Mauritanie consolideront leurs relations militaires

Le ministre chinois de la Défense nationale, Chang Wanquan, a rencontré vendredi le chef d'état-major de l'Armée nationale de Mauritanie, Mohamed Ould Mohemd Ahmed, s'engageant à cette occasion à renforcer la coopération militaire bilatérale.

 

M. Chang, qui est également conseiller d'Etat, a salué le bon développement de la coopération militaire bilatérale ces dernières années et s'est engagé à déployer des efforts conjoints avec la Mauritanie pour renforcer les relations militaires.

 

Le chef d'état-major mauritanien a indiqué que l'armée de son pays était prête à travailler avec la partie chinoise pour renforcer la coopération dans divers domaines.

Le ministre indien de la Défense A.K. Antony se rendra en Russie du 15 au 19 novembre, afin notamment d’assister à la cérémonie de réception du premier porte-avions indien, le Vikramaditya, qui aura lieu le 16 novembre à Severodvinsk.

 

L’accord final pour l’acquisition de l’ex-Amiral Gorskhov de la marine russe avait été signé en 2004. Il devait initialement être livré en 2008, mais le programme de modernisation du bâtiment et des dysfonctionnements techniques ont repoussé de quasiment 5 ans la date de réception initiale.

 

L’INS Vikramaditya bénéficie de l’architecture STOBAR (Short Take-Off But Arrested Recovery) et va pouvoir embarquer des MiG-29K, ainsi que des hélicoptères Ka-28 et 31, des Sea King, des ALH et des Chetak. Long de 284 mètres et possédant un déplacement de 44 500 tonnes en charge, le porte-avions embarque environ 1 600 personnels.

DARPA Works On New Anti-Ship Missile

The Defense Department’s top research agency has focused on developing a program to make sure that the Navy is not “outsticked” by China as U.S. forces re-balance to the Pacific.

 

“We’re looking at a long-range anti-ship missile” to counter China’s development of its own long-range strike assets, said Dr. Arati Prabhakar, director of the Defense Advanced Research Projects Agency. “We’re concerned about being ‘out-sticked’” in what has been dubbed the “Pacific pivot” of troops and ships following the wars in Iraq and Afghanistan, Prabhakar said.

 

Prabhakar spoke at the opening of an all-day forum on military issues sponsored by the Defense One website.

 

DARPA Works On New Anti-Ship Missile

China’s development of the DF-21D ASBM (Anti-Ship Ballistic Missile), technically a cruise missile dubbed the “carrier killer,” has raised alarms on Capitol Hill. “We are technically ‘out-sticked’ by Chinese anti-ship cruise missiles (ASCM) right now,” Rep. Randy Forbes, R-Va., head of the Readiness Subcommittee of the House Armed Services Committee.

 

Forbes told the RealClearDefense website last week that that the Navy’s main anti-ship missile, the Harpoon, “does not have the range or survivability” to match the threat from the Chinese Navy.

 

However, the non-partisan Congressional Research Service last spring reported that the threat from the Chinese anti-ship missiles was not quite the “game changer” that some defense analysts had feared.

 

The Navy and the Air Force could counter by “employing a combination of active and passive measures” against the Chinese missiles, the CRS said in a report. One of the methods suggested by the CRS to defeat the Chinese system would be to equip Navy ships with electronic warfare systems that could generate radar “smoke clouds” to confuse the terminal guidance systems of the Chinese missiles.

 

In August, DARPA and the Office of Naval Research conducted the first flight of a prototype in the Long Range Anti-Ship Missile (LRASM) program, which is meant to develop a weapon that can hit enemy ships out of the range of a counter-strike.

 

A B-1 bomber from the 337th Test and Evaluation Squadron conducted the mission from Dyess Air Force Base, Tex., to the Point Mugu Sea Test Range off the coast of southern California and successfully hit a moving target, DARPA said. Halfway to the target, the missile switched to its autonomous guidance system, which completed the mission, DARPA said.

 

“This fully functional test is a significant step in providing the U.S. Navy and U.S. Air Force with a next-generation anti-ship missile capability,” Artie Mabbett, the DARPA program manager for the LRASM, said after the test.

 

At the Defense One forum, Prabhakar said the autonomous guidance system for the LRASM was vital vital to counter an enemy’s potential ability to jam Global Positioning Satellite guidance.

 

Prabhakar also noted DARPA’s difficulty in doing work on space systems in an era of cost-cutting and declining budgets.

 

Space “is a place where cost is just an overwhelming issue,” Prabhakar said. “It’s so hard, it takes so long to do anything in space. Even the smallest satellite costs tens of millions of dollars,” she said.

 

The budget cuts also put the future of defense research at risk, Prahhakar said. Unless Congress lifts the sequester cuts that will take about $500 billion out of defense spending over the next 10 years, “we’re going to have a future of power point (presentations) and not real systems,” she said. “We want to do things that really get built.”

La marine indienne va former les sous-mariniers vietnamiens

La coopération entre le Vietnam et l’Inde s’élargit constamment alors que les 2 pays augmentent leurs relations dans le domaine de la défense.

 

En particulier, la marine vietnamienne a demandé à son homologue indienne de former son personnel sur les sous-marins Kilo commandés à la Russie.

 

La Russie a livré le 1er des 6 sous-marins, le Ha Noi, au Vietnam le 7 novembre dernier. Le sous-marin avait été commandé en 2009.

 

De son côté, la marine indienne souhaite vendre au Vietnam son missile supersonique BrahMos.

 

Signe des excellentes relations entre les 2 pays, la marine indienne a reçu le privilège de jeter l’ancre dans le port de Nha Trang lors d’une visite d’amitié. Peu de marines en ont bénéficier.

 

Selon la presse locale, la coopération pourrait aussi d’étendre à la construction navale.

Once again battle has been joined on the shape of Australia’s next Navy. While this may appear as merely differing opinions on our future navy’s role, lurking barely submerged are the omnipresent (sea) battles over budgets and spending. In struggles over funding real ships, there are no shades of gray.

 

Hugh White has re-energised the debate with recent forays (here and here) about the push in Australia of having a small navy of big ships. He holds that the Navy seems to be building a fleet focused on protecting an amphibious force so it can deliver the Army on defended, foreign shores. Hugh bases his criticism on a belief that Australia would be best served by building a sea denial navy able to prevent hostile naval vessels from projecting power themselves. His preferred sea denial force structure comprises smaller less-capable ships, more numerous and better submarines and maritime strike aircraft.

 

Currently Hugh’s main protagonist is James Goldrick, who supports the small navy of big ships concept on sea control grounds (see also here). Much of Australia’s international trade travels by sea, and navies have always protected merchant ships and are therefore built big. James’s argument is interesting, as many earlier sea control advocates have pushed for a naval force structure of large numbers of small ships mostly optimised for anti-submarine warfare. Large numbers of more-affordable ships were seen as needed to protect multiple convoys of merchant ships. Having fewer big ships meant only a smaller number of convoys could be protected.

 
 

On James’s side are the power projection supporters like Jim Molan and the airpower-minded Williams Foundation (PDF) who both argue—albeit from a different angle— that such large ship amphibious power projection is indeed what the ADF should be striving for. Taking a more carefully nuanced view is Thomas Lonergan, who cranks matters down a notch in stressing the two new big amphibious ships are not meant for high-end warfighting but lesser—if more likely—operations, a position with some supporters.

 

In sum, the naval debate in Australia seems to be across the three poles of sea denial, sea control and power projection. Such nautical debates are normally structured on such lines—nothing new here!

 

Across the Pacific however, the Chief of the US Navy is tacking in a different direction. Admiral Jonathan Greenert argues that the mission of the USN is presence, as far forward as possible. He says, provocatively: ‘We have to be where it matters. We need to be there when it matters’. For this, the Admiral advocates a large force of small ships like the Littoral Combat Ship (LCS), the Joint High Speed Vessel (JHSV) and the Mobile Landing Platform (MPL).

 

The USN currently has 24 LCSs, 11 JHSVs and 3 MPL variants under contract, with more sought. The Service has begun deploying LCSs to Singapore. Eight more will be sent to Bahrain possibly beginning next year. These smaller ships are seen to ‘closely resonate with some of the missions of the future’ where numbers matter such as counterpiracy, humanitarian operations and maritime security.

 

The focus on small ships provides more vessels. More importantly, when looking at this in strategic terms, such ships are easier for the host-country navy to work and exercise with and present fewer worries over basing. For an engagement strategy of the kind the Admiral advocates, smaller ships are simply more appropriate than big complex ones like Aegis cruisers or large amphibious ships. Big ships may be good for hosting cocktail parties but are hard to host.

 

Such a concept would present a startling picture if applied to Australia. We could potentially have warships deployed on a long-term basis across Southeast Asia and the Indian Ocean, becoming truly and deeply engaged with neighbours and friends in ways never possible before. Small ships could help build good relationships as part of an engagement strategy and be on hand at all times, not just occasionally. Such a strategy-driven force structure is very different to the traditional sea denial, sea control and power projection operational concepts underpinning our contemporary nautical force structure debates.

 

As interesting as all this may seem, what does the new Minister think? The new Minister seems to be coming down on the sea control side, albeit with a big new twist: collective defence of the sea-lanes. The merchant ships that serve Australia are actually owned by others and so their defence is a shared problem. The Minister also seems to be moving towards a fourth big AWD as the political significance of sustaining the naval shipbuilding workforce increases and the budgetary difficulty of doing so declines.

 

In a curious twist of fate, the new small ships that Admiral Greenert talks of have strong linkages to Australian shipbuilding. WA’s Austal shipyards both designed, and is building, the USN’s new JHSVs and one of the two LCS types. If Australia has gone Spanish in building its small fleet of big ships, the USN has gone Australian in building its big fleet of small ships.

 

Is there room for some new thinking in Australia about naval force structure beyond the old constructs? A regional Indo-Pacific engagement strategy may suggest that some new ideas are worth considering. After all, a fourth AWD will cost some $2bn or about the same as four JHSVs and four LCSs. Maybe a more balanced strategy-driven debate is just what’s needed.

 

Perhaps the last word should be Minister Johnston’s. Speaking of the LCS he noted that ‘They are fast, cost effective and relatively easily built and very flexible and versatile. Our navy needs a suitable mix of high-end war-fighting capabilities, such as the Air Warfare Destroyers and smaller vessels…’

More Ospreys Deploy to Philippines for Typhoon Relief Missions

Four additional MV-22B Ospreys have deployed from Marine Corps Air Station Futenma, Japan, to support Operation Damayan, a humanitarian assistance and disaster relief operation in the Philippines following Typhoon Haiyan.

 

As of yesterday, 129,000 pounds of relief supplies had been distributed, and hundreds of displaced persons had been relocated to the Philippine capital of Manila, officials said.

 

The additional Ospreys, which bring the total to eight for this deployment, will assist the U.S. Marines and sailors from the 3rd Marine Expeditionary Force’s 3rd Marine Expeditionary Brigade who already had deployed to provide a wide range of relief efforts. The Ospreys are assigned to Marine Medium Tiltrotor 262, Marine Aircraft Group 36, 1st Marine Aircraft Wing, 3rd Marine Expeditionary Force.

Indonesia orders tracked armoured vehicles from Rheinmetall

The Indonesian Ministry of Defence has contracted with the Rheinmetall Group of Düsseldorf to supply it with tracked armoured vehicles, logistical support and ammunition worth roughly €216 million. The contract, which was signed in December 2012, now comes into full force following the successful completion of all legal formalities.

 

Along with 103 thoroughly overhauled and modernized Leopard 2 main battle tanks, the order encompasses 42 upgraded Marder 1A3 infantry fighting vehicles and 11 various armoured recovery and engineering vehicles, plus associated documentation, training equipment and additional logistical support. Furthermore, the order includes an initial supply of practice and service ammunition. Indonesia thus becomes the 18th Leopard 2 MBT user nation.

Rheinmetall supplying Indonesia with tanks

 

DUSSELDORF, Germany, Nov. 13 (UPI)

 

Germany's Rheinmetall Group is supplying the Indonesian military with overhauled Leopard tanks, other tracked armored vehicles and ammunition.

 

Delivery of the vehicles will begin next year and be completed by 2016.

 

The order, which includes logistical support, was given to Rheinmetall by the Indonesian Ministry of Defense in late 2012 and is now being implemented following completion of legal formalities. It is worth about $289.6 million.

 

The company said it is providing 103 overhauled and modernized Leopard 2 main battle tanks, 42 upgraded Marder 1A3 infantry fighting vehicles and 11 various armored recovery and engineering vehicles.

 

"With a population of some 240 million, Indonesia is one of the world's largest democracies," Rheinmetall said. "It plays an increasingly important role as a regional superpower and source of stability in Southeast Asia.

 

"The decision to procure these vehicles reflects Indonesia's need to modernize its ability to respond to potential threats to its territorial integrity. Moreover, in order to take part in U.N. peacekeeping and peace enforcement missions, Indonesia requires equipment that corresponds to the military standards of its partner nations."

On November 6th Zhang Jigao, deputy chief designer of the J-10 fighter, spoke about the improved model J-10 publicly for the first time in the AVIC flight test center. Zhang Jigao told People's Daily Online reporters that the overall performance of the J-10 will be comprehensively improved in areas such as aerodynamic layout, mission system, and the approach to maintenance.

 

In March 2009, pictures of our improved model J-10 fighters appeared for the first time on the Internet, and netizens quickly began to call it the "J-10B".

 

Over the last five 5 years, several images of the test J-10B have appeared online, attracting widespread attention from netizens, military enthusiasts, and even foreign media.

 

U.S. military expert Richard Fisher recently pointed out that the J-10B is a so-called "fourth and a half" generation fighter equipped with modern airborne technology and an advanced radar system, which is about to be delivered to the PLA Air Force.

 

Zhang Jigao disputed the term "fourth and a half" generation. In contrast, he suggested that the current international criteria to classify generations are more applicable.

 

He pointed out that single combat is rare in modern warfare, and that the majority of cases now involve system combat and network operations, so that the combat capabilities of a fighter depend on many factors. "This does not mean that the optimization of an aircraft's radar, avionics, and missile detection ranges are bound to improvements in operational performance."

 

Zhang Jigao added that further improvements to the performance of the J10 would focus on the aircraft's aerodynamic layout and mission systems, and the approach to maintenance. "Aircraft development requires constant optimization and improvement," he said, "and our modifications will be comprehensive rather than being confined to a specific area." (ends)

 

 

China Talks Up J-15, J-10B Fighters

Chief Designer Discusses J-15 Shipborne Aircraft's Performance Modifications

On November 6th, the 5th media day of AVIC, Wang Yongqing, chief designer of J-15 revealed that special design features have been applied to the J-15 in accordance with its deployment on aircraft carriers, in order to achieve the special requirements of shipborne aircraft.

 

Wang Yongqing, chief designer of the J-15 shipborne aircraft, explained to the media that the J-15 shipborne aircraft series no. 555 was a very important machine, although it had attracted limited media attention.

 

The J-15 is China's first generation shipborne fighter, developed on the basis of the J-11. Particular attention has been given to the special requirements of shipborne aircraft, in addition to the guarantee of its combat capabilities.

 

"This means addressing issues of how to take off, land, maneuver and conduct maintenance on board the aircraft carrier." Wang Yongqing pointed out that there are tremendous differences in the way that shipborne aircraft take off and land on an aircraft carrier and on the ground. Correspondingly, there are considerable differences in the overall design of the J-15 compared to the J-11 series.

 

As China's first shipborne fighter, the J-15 has excellent sea-air combat capability, and is equipped with a variety of air-to-air, air-to-ground and air-to-sea attack weapons. Its comprehensive combat capability has reached an internationally advanced level which reflects the extraordinary technical achievements of China's aviation industry.

 

We can conclude from the appearance of J-15 that special features have been added to its front wings, aerodynamics, and wing area, and to its airframe equipment used in takeoff and landing.

 

The takeoff and landing equipment of the J-15 are more robust than that of the J-11 series. According to Wang Yongqing, this is because the forces experienced by a shipborne aircraft while landing on an aircraft carrier are 4 times those experienced during a ground landing. In addition, the J-15 shipborne aircraft is also equipped with hook arrestment gear for the purpose of landing on aircraft carriers.

China’s Air-Sea Battle Plan for the South China Sea

Last week a senior PLA officer detailed China’s plans for establishing air and sea control over the South China Sea.

In an interview with state media last week, Senior Colonel Du Wenlong was asked what China’s “trump card” was for establishing sea and air control over the South China Sea. In response, Du highlighted the importance of cooperation between China’s fighter jets and airborne early warning and control (AEW&C) aircraft would play in allowing to establish “sea and air control” in the South China Sea.

Specifically, he said that cooperation between the J-10 series, J-11 series, J-16, KJ 2000, and KJ 200 “gives China control over enemy targets in an extended airspace through strong air-to-air attack capability.” Once China gained command of the skies, Du noted, it would be able to impose control over the waters in the South China Sea by using aircraft with air-to-sea functions, backed by submarines and surface vessels like advanced destroyers and frigates.

Du went on to emphasize the importance of the J-16 fighter jet because it boasts extraordinary air-to-air, air-to-sea, and air-to-ground capabilities, and can therefore perform multiple roles in the PLA’s South China Sea battle plan simultaneously. The J-16 is a multirole fighter/bomber based off of Russia’s Su-30MK2, which China purchased over a decade ago. Want China Times has reported that China wants to make the J-16 the “fulcrum of its naval fighter force.”

Du also stressed the importance of acquiring more advanced AEW&C aircraft with air-to-sea and air-to-ground reconnaissance and early warning technology that had both greater accuracy and a larger scope than China’s current AEW&C aircraft. In such an environment, Du told reporters, China would control the sea and air over the South China Sea largely through cooperation between AEW&C aircraft and the J-16, working in close cooperation with naval assets. 

Notably, the first photos of China’s next generation early warning aircraft, the so-called KJ-500, appeared online just this week.

In the article, Du Wenlong is only identified as a military expert. However, he is a frequent commentator in China’s media and late last month China’s Ministry of Defense identified him as Senior Colonel Du Wenlong, a senior researcher with the PLA Academy of Military Science (AMS). Bates Gill and James Mulvenon have said that the AMS is the “’national center for military studies’ and is the premier military research organization in the PLA. It is directly subordinate to the Central Military Commission (CMC), but also receives direct tasking from the General Staff Department.”

According to the two scholars, it is the PLA’s largest research institution, and its 500 full time researchers “write reports for the military leadership, ghost-write speeches for top military leaders, and serve on temporary and permanent leading small groups as drafters of important documents like the Defense White Paper.”

Du himself often appears to be hawkish, and prone to bombastic rhetoric. When the PLA Navy’s (PLAN) three major fleets conducted a joint exercise last month, he proudly proclaimed that the first island chain had been “dismembered,” which he later characterized as something that had become quite normal for the PLA. Since fall of last year, when the dispute with Japan over the Diaoyu/Senkaku Islands began to escalate, Du has been stressing the importance of China establishing drone bases to use unmanned aerial vehicles (UAVs) to monitor the islands and Japan’s movements along them. His words have apparently been finally taken up by the senior command. Many believe that this has made the standoff over the islands even more unstable.

The fact that Du’s calls for using drones in the East China Sea dispute were eventually heeded raises the possibility that his Air-Sea Battle plan for the South China Sea could become the PLA’s standard operating procedure.

It’s notable that, according to last week’s article, media outlets had asked Du what China’s “trump card” was for establishing sea and air control in the South China Sea. This suggests that the goal of establishing sea and air control was a given, and that the PLA or CCP wanted Du’s views on the subject to be read by ordinary Chinese and the PLA’s foreign military competitors.

NZ Government to Close Defense Funding Gap

Government Remains Committed to Sustainable, Affordable Future Defence Force

 

Defence Minister Jonathan Coleman told the Defence Industry Association annual conference today that the Government remains committed to a sustainable and affordable future Defence Force out to 2030.

 

“The Government inherited a substantial long term funding gap in defence, and the 2010 Defence White Paper signalled that new money would be required over time to maintain and improve NZDF capabilities,” says Dr Coleman.

 

“It is important New Zealand plays our part in international security. The Government is committed to having a future Defence Force which is capable, sustainable, deployable and affordable.”

 

The NZDF has undergone a period of significant change, and has focused on moving resources from non-deployable to deployable areas of the NZDF. Progress made on the Savings and Redistribution Programme has resulted in $193 million reinvested into frontline capabilities.

 

The Defence Mid-Point Rebalancing Review (DMRR) was commissioned by Ministers to develop a robust long term funding plan. It was a thorough analytical process which looked at the costs of various combinations of capabilities that would be able to deliver on the Government’s expectations.

 

DMRR was a combined effort by NZDF, MoD, Treasury and DPMC. It has been identified as a model process for understanding costs across the public service.

 

The DMRR has been completed and the Government has agreed to a sustainable long term funding approach for the NZDF out to 2030. The details of the funding will be announced in the Budget.

 

“This funding approach allows the NZDF to plan strategically for its long term future, and it will ensure the NZDF can maintain and improve its current mix of capabilities,” says Dr Coleman.

 

“It will enable the NZDF to meet the Government’s expectations set out in the 2010 Defence White Paper to protect and advance New Zealand’s interests at home, in the South Pacific and globally.

 

“The NZDF remains committed to making on-going savings and efficiencies as part of its long term future planning. This continued focus is vital for the NZDF to sustain its capability.”

China to Develop Army, National Defense

BEIJING --- The Communist Party of China (CPC) will strive to clear obstacles hindering the developmental trajectory of national defense and the army, said a communique released after a key meeting on reform.

 

The Party's goal is an army that "obeys the Party's command, is capable of winning battles and has a sound work style," said a communique released after the third plenary session of the 18th CPC Central Committee, which closed here Tuesday.

 

"Great effort should be put to solving outstanding conflicts and problems that hinder development of national defense and the army," said the communique.

 

The communique urged innovation and development of military theories; strengthening of strategy guidance; improving military strategies and policies in the new era; and building a modern military with Chinese characteristics.

 

The document urged deepening reform of army establishments, pushing forward army policy adjustments, while pushing forward harmony between the army and civilians.

MOSCOW, November 7 (RIA Novosti)

 

Russia will deliver the two more Varshavyanka class diesel-electric submarines to Vietnam in 2014, a defense industry source said Thursday.

 

The Varshavyanka-class (Project 636) is an improved version of the Kilo-class submarines and features advanced stealth technology, extended combat range and the ability to strike land, surface and underwater targets.

 

Vietnam in 2009 ordered six of the Russian-made submarines -- dubbed “black holes in the ocean” by the US Navy because they are nearly undetectable when submerged -- in a step seen as an effort to counterbalance China’s expanding maritime influence in the region.

 

According to the defense industry source, the first craft in the order is to be loaded on a stevedore barge on November 11 and towed to Vietnam, where it will be officially transferred to the country’s navy.

 

“The second vessel will be delivered in the beginning of next year, possibly in January, while the third will be also transferred in 2014,” the source said.

 

The contract, which also includes provision for the training of Vietnamese submarine crews in Russia, is reportedly worth $2 billion.

 

The submarines are being built at St. Petersburg’s Admiralty Shipyards. All six boats are due for delivery by 2016.

 

The source also said Thursday that three Varshavyanka-class submarines will be delivered by Admiralty Shipyards to Russia’s Black Sea Fleet next year.

 

Work on building the first sub, the Novorossiisk, began in August 2010, followed by Rostov-on-Don in November 2011 and Stary Oskol in August 2012.

 

The Project 636 class boats displace 3,100 tons, reach speeds of 20 knots, can dive to 300 meters and carry crews of 52 people.

 

The submarines, which feature 533-mm torpedo tubes and are armed with torpedoes, mines, and Kalibr 3M54 (NATO SS-N-27 Sizzler) cruise missiles, are mainly intended for anti-shipping and anti-submarine missions in relatively shallow waters.
