Russia recently delivered more of its Yakhont (officially 3M55E, NATO ID is SSN-26) anti-ship missiles to Syria. This is a new version with a much improved guidance system. Israel fears that some of these missiles will be sent to Hezbollah who might use them against Israeli ships or offshore natural gas field platform facilities. Israel is trying to persuade Russia to stop delivering the missiles but Russia is reluctant to halt these shipments. Iran appears to be paying for this, so the loss of income would be felt in Russia.

This sort of thing has been going on for a while. Two years ago Russia delivered 72 Yakhonts and 18 of the mobile ground launchers (each carrying two missiles) to Syria. Also included were five battery command vehicles. Typically a Yakhont battery consists of one of these vehicles, four launchers and several more trucks carrying security and maintenance personnel and equipment. The 2011 shipment cost $300 million dollars. The missiles can be stored in their launch containers for seven years before they require major components replacements and refurbishment to stay operational. Yakhonts have a range of 300 kilometers and are very hard to stop. Syria accounted for seven percent of Russian arms exports in 2011, and Russia wanted to show that they always deliver. Russia was also building a naval base at the Syrian port of Tartus.  At this point Russia says it is simply delivering weapons ordered before the civil war began two years ago.

 

The shipment of Yakhont missiles to Syria two years ago came after four years of haggling and efforts by Israel and the United States to block the sale. Apparently the missiles were already paid for before delivery. Russia was happy for any sale and seemed particularly anxious for Yakhont to get some combat experience.

 

Yakhont was under development throughout the 1990s, but was delayed by lack of funds. By 2011 it was in production, and the Russia was energetically seeking export sales. The Yakhont uses a liquid-fuel ramjet and travels at speeds of over 2,000 kilometers an hour (using a high altitude cruise and a low-altitude approach; if it travels entirely at low altitude the range is cut to 120km). When the missile arrives in the area where the target is supposed to be, it turns on its radar and goes for the kill. Israel is the only one in the region the Yakhonts would be used against. However, because Iran is supplying (unofficially) the cash for the missiles, there is also the risk that some of the Yakhonts would end up in Iran for use against numerous targets in the Persian Gulf.

 

Syria is getting the ground based Yakhont which can use truck mounted or fixed launchers, with up to 36 missiles supported by a land based search radar and helicopter mounted radars (to locate targets over the horizon). Once a target has been identified and located, one or two missiles are programmed with that location and launched. The Yakhont is a 8.9 meter (27.6 foot) long, three ton missile with a 300 kg (660 pound) warhead.

 

An improved version of the Yakhont, the PJ-10 BrahMos missile, was developed for India. This is a 9.4 meter (29 foot) long and 670mm diameter missile. Lacking money to finish Yakhont development and begin production, the Russian manufacturer eventually made a deal with India to get it done. India put up most of the $240 million needed to finally complete two decades of development, an effort which produced the long delayed Yakhont, and more capable BrahMos.

 

The PJ-10 is being built in Russia and India, with the Russians assisting India in setting up manufacturing facilities for cruise missile components. Efforts are being made to export up to 2,000, but no one has placed an order yet. Russia and India are encouraged enough to invest in BrahMos 2, which will use a scramjet, instead of a ramjet, in the second stage. This would double speed, and make the missile much more difficult to defend against.

The 3.2 ton BrahMos has a range of 300 kilometers and a 300 kg warhead. Perhaps the most striking characteristic is its high speed, literally faster (at up to a kilometer per second) than a rifle bullet. The high price of each missile, about $2.3 million, restricts the number of countries that can afford it. The weapon entered service with the Indian navy in 2005. The maximum speed of 3,000 kilometers an hour makes it harder to intercept, and means it takes five minutes or less to reach its target. The air launched version weighs 2.5 tons, the others, three tons or more.

TOKYO: Japan is close to signing an agreement to supply amphibious planes to India, a report said on Monday, in what would be the first sale of hardware used by the military since a weapons export ban was imposed.

 

During a four-day visit to Tokyo by Indian Prime Minister Manmohan Singh, starting later Monday, the two sides are set firm up plans for Delhi to purchase the US-2, a domestically-developed aircraft used by Japan's armed forces.

 

The sale, reported by the Nikkei business daily, would be the first of a finished product made by Japan's homegrown defence industry since rules were imposed restricting the export of weapons systems and other equipment.

 

It would also mark a strengthening of the alliance between Japan and India, which both see rising China as a threat to regional stability.

 

Experts say the aircraft must be classed as for civilian use if it is to comply with Japan's 1967 self-imposed ban on arms exports, part of the post-World War II anti-militarist drive.

 

The US-2, which was developed by ShinMaywa Industries and has been sold to the Japanese navy at a price of roughly 10 billion yen ($99 million), has a range of 4,700 kilometres (2,900 miles) and can land in seas with waves of up to three metres (nine feet).

 

"If the US-2 is exported to India for civilian use, that would be the first case of exports of Japanese-developed weaponry used by the defence ministry for civilian use," a trade ministry official in charge of arms sales told AFP.

 

ShinMaywa opened a sales office in New Delhi last year and has been promoting the plane there, a spokesman for the company said.

 

"We hear there is some demand from the Indian government but decline to comment further as we have yet to reach a contract," he added. The Nikkei said India is looking to acquire at least 15 of the aircraft.

 

Japan has sought to expand the market for its defence industry. It has previously exported technology or parts of military hardware but not finished products.

 

The plane could be deemed to have a non-military — for example, search and rescue — purpose if "friend-or-foe" identification systems were disabled, officials said, making it eligible for export.

 

In 2011 Tokyo eased the ban on arms exports, paving the way for Japanese firms to take part in multinational weapons projects.

 

The reported talks on sales "are based on policy decisions made a few years ago that Japan has to support its defence industry by diverting military technology to civilian use for export", said Takehiko Yamamoto, professor of international relations at Waseda University.

 

Otherwise, major Japanese firms such as Mitsubishi Heavy Industries and Kawasaki Heavy Industries "will not able to maintain their pool of engineers to develop military technology that is essential for the defence of Japan", he said.

 

Boosting exports from Japan's manufacturing behemoths is a key part of Prime Minister Shinzo Abe's plan to revive the economy.

 

In a separate report, the Nikkei said in its evening edition that Abe and Singh would agree on drafting a master plan for new infrastructure in southern India.

 

The paper said Japan would supply expertise on the plan to build a power grid, roads, railways and ports, mainly in the area that includes Bangalore and Chennai. Both cities are business hubs for Japanese firms such as Toyota Motor, Nissan Motor and Toshiba.

 

Japan last year said it would provide up to 132.6 billion yen of cheap loans to India, including a 60.7 billion yen loan for a power grid system for Chennai and the surrounding area.

 

On Wednesday Japan will pledge a fresh 71 billion yen loan for building a subway in Mumbai, the Nikkei said.

 

Abe and Singh are scheduled to meet on Wednesday for a summit expected to concentrate on trade and investment.

After several years of negotiations Indonesia has agreed to purchase a large quantity of Cold War surplus armored vehicles from Germany. These include 104 Leopard 2A6 tanks, 50 Marder 1A2 infantry fighting vehicles and ten Leopards modified for support functions (4 Armored Recovery Vehicles, 3 mobile bridge-layers, and 3 AEVs for engineering work under fire.) The deal is worth about $250 million. This German armor is based on 1970s and 80s designs and is replacing even older British and French stuff from the 1950s and 60s. Indonesia has no real enemies nearby, and a hundred modern tanks should be able to handle any local emergency.

 

Until 2010 the 55 ton Leopard 2A6 was the current version, and is a contemporary of the American M-1. The 2A6 model has a stabilizer (for firing on the move) and a thermal imager (for seeing through night, mist and sand storms.) Germany has been selling less capable refurbed 2A4s since the 1990s (after the Cold War ended and the German army was much reduced in size.) This enabled many nations to inexpensively upgrade their aging armored forces. In the last decade, many nations have upgraded their Leopards to the A6 standard. Many nations prefer to continue upgrading their Leopards, mainly because there are no new tank designs to buy. The late-Cold War models, especially the American M-1 and the German Leopard 2 are still the best available.

 

Germany now offers a 2A7+ upgrade for the Leopard 2. This provides improvements to mobility (engine, track laying system, wheels and related gear), better soundproofing for the crew, more (and better) thermal sights, and more effective ammunition for the 120mm gun (fragmentation shells that detonate above or behind a target). Other improvements include more armor on the sides and rear (especially to protect against RPGs), more external cameras (so the crew inside could see anything in any direction, day or night), a remote control machine-gun station on top of the turret, better fire control and combat control computers and displays, more powerful auxiliary power unit and better air conditioning, and numerous other minor improvements. This would increase the weight of the tank to nearly 70 tons.

Si les États-Unis et Israël dominent encore largement le marché des drones militaires, d’autres pays comme la Chine et l’Inde investissent sur ces plateformes sans pilote qui comptent déjà 4000 modèles dans le monde (source: National Defense).

 

Les États-Unis restent les principaux clients de drones avec 45% de la demande mondiale. Néanmoins, la croissance dans le secteur manufacturier et l’acquisition de drones n’est pas limitée à l’Occident. Les investissements chinois dans les drones seront bientôt équivalents à ceux des États-Unis.

L’armée américaine reste de loin le plus grand opérateur de drones militaires, mais elle n’est pas seule. Les drones utilisés en Irak et en Afghanistan ont prouvé leur efficacité sur les théâtres d’opération. Cette médiatisation a incité tous les continents de la planète à investir dans la fabrication de drones comme la Russie ou la Turquie, ou certains pays à en acheter sur étagères quand la demande est urgente. La France a récemment renoncé à développer ses propres drones armés et a prévu d’acheter des MQ-9 Reaper d’occasion à l’US Air Force.

« Le marché américain des systèmes sans pilote va diminuer au cours des cinq prochaines années, mais il finira par se régénérer, peut-être même au-delà de sa situation actuelle », déclare Derrick Maple, analyste à l’Industry Research and Analysis (IHS). Pourtant, les États-Unis resteront le principal client de drones avec 45% de part de marché. Les besoins de l’USAF pour les plateformes de haute et moyenne altitude compteront pour la moitié de la demande américaine, selon Derrick Maple.

Les dépenses mondiales de défense consacrées à la robotique pourraient dépasser 13,4 milliards de dollars à la fin de l’année 2013. Le Pentagone dépense actuellement 6,5 milliards de dollars pour les systèmes aériens sans pilote. L’Amérique du Nord, l’Europe et l’Asie sont les principaux marchés pour les systèmes sans pilote, en particulier d’avions.

La dépense globale en 2013 pour les drones atteindra 11 milliards de dollars, comprenant les systèmes au sol terre.

La demande de drones a été aussi remarquable au dernier salon du Bourget. Les entreprises américaines et israéliennes étaient présentes, et ont intensifié leur commercialisation d’UAV (Unmanned Aerial Vehicle) à des clients internationaux au cours des dernières années.

Mais la croissance dans le secteur manufacturier des UAV ne se limite pas à l’Occident. L’investissement de la Chine dans les systèmes sans pilote en termes de volume est plus grande encore que les États-Unis. La demande pour les robots industriels est estimée 32.000 unités en 2014, ce qui en fait le plus grand consommateur au monde de technologie robotique, selon Derrick Maple. Les autorités chinoises ont l’intention de lancer des avions sans pilote dans 11 provinces pour surveiller et patrouiller les frontières côtières du pays. L’armée chinoise est en train de développer 100 drones à décollage et atterrissage vertical.

« La Chine a intensifié le développement de systèmes sans pilote plus rapidement que n’importe quel autre pays et elle menace de surpasser l’Occident en matière de technologie et de capacité », commente Derrick Maple. « La Chine opère des drones pour des missions de sécurité et de renseignement depuis quelques années maintenant », ajoute t-il.

Les alliés des États-Unis comme le Japon et la Corée du Sud ont manifesté leurs besoins pour plusieurs modèles de drones, dans un contexte très tendu avec la Corée du Nord. Les deux pays sont intéressés par des plates-formes de moyenne et haute altitude.

Bien qu’il soit peu probable qu’une nation isolée puisse développer ou se procurer ces avions, même la Corée du Nord a exprimé le souhait d’acquérir des drones tactiques moyenne altitude capable de transporter des munitions.

Pour la première fois de son histoire, le Salon International de la Défense à Abu Dhabi, aux Émirats Arabes Unis, a consacré un hall d’exposition entier aux systèmes sans pilote en février 2013.

Entre 2012 et 2021, le marché des véhicules aériens sans pilote pour le Moyen-Orient est évalué à 1 milliard de dollars, selon les informations fournies à l’International Defense Exhibition (IDEX).

Israël a longtemps dominé la production de drones au Moyen-Orient, alors que la demande est en pleine expansion dans la région. L’Arabie Saoudite, l’Égypte, l’Irak et les Émirats Arabes Unis sont les moteurs de la croissance, selon des responsables de l’IDEX.

General Atomics a exhibé son Predator XP, une version non armée du MQ-1 Predator, destinée à l’exportation. L’avion a une capacité de décollage et d’atterrissage automatique et est équipé d’un radar multimode Lynx pour une utilisation maritime.

Le premier jour de l’IDEX 2013, General Atomics a annoncé un accord de 197 millions de dollars pour fournir le Predator XP aux Émirats Arabes Unis.

Boeing-Insitu a annoncé un accord de partenariat similaire avec Abu Dhabi pour fournir la formation, le soutien et le marketing pour le ScanEagle et le drone Integrator. L’affaire pourrait se développer dans le Moyen-Orient et en Afrique du Nord.

Alors qu’Israël est un leader mondial dans la production, l’utilisation et l’exportation de drones, l’Iran a un engagement tout aussi fort pour développer une capacité d’avions sans pilotes. L’Iran possède au moins deux modèles de drones tactiques en service: une capacité moyenne altitude et le drone multi-rôles Hassem.

Pendant ce temps les États-Unis continuent de vendre des avions de surveillance sans pilote non armés à la marine irakienne pour la protection des exportations de pétrole.

En Asie du Sud, l’Inde et le Pakistan se font face dans une course aux drones de toutes sortes. L’Inde s’appuie traditionnellement sur Israël pour son approvisionnement en drones, mais New-Delhi a récemment intensifié le développement de sa fabrication indigène. L’Inde développe maintenant une plateforme de moyenne altitude, une plateforme longue endurance, avec plusieurs autres programmes dans le pipeline.

Au nord-ouest, le Pakistan – dont le territoire est souvent le théâtre d’opérations des drones américains contre les extrémistes islamistes – est à la recherche de drones à moyenne altitude et travaille peut-être en partenariat avec la Chine pour développer ses capacités.

Aux États-Unis, General Atomics – fabricant des célèbres drones Gray Eagle, Predator et Reaper – et Northrop Grumman, qui fabrique le Global Hawk et Fire Scout, dominent la moitié du marché des drones.

La sécurité des frontières et la prolifération de la criminalité organisée et le trafic de drogue constituent la principale demande de drones en Amérique du Nord et en Amérique du Sud.

Le Brésil et plusieurs autres pays sud-américains ont exprimé des besoins similaires. Le Brésil a acheté plusieurs drones Hermes 450 (Elbit Systems) pour son armée et sa marine.

Le Canada opère également des drones qui patrouillent dans l’Arctique dont la frontière naturelle de la banquise recule chaque année. Le Canada développe le Polar Hawk, une version du Global Hawk capable de voler dans les environnements glaciales.

L’Argentine et la Bolivie souhaitent utiliser des drones pour lutter contre les trafiquants de drogue, de même que l’US Air Force et des responsables de la Navy luttent pour interdire ces drogues sur leur route vers le nord. L’armée mexicaine veut des mini-drones tactiques pour sa marine et pour des missions de sécurité intérieure. Le Venezuela a l’intention d’acheter des avions sans pilote pour patrouiller sur ses frontières et surveiller l’environnement de sa forêt.

Outre-Atlantique, la demande est également forte en Europe et en Afrique. Les analystes prédisent que dans l’Union européenne, les efforts de développement et de production de drones pourraient éventuellement composer avec les États-Unis et Israël.

L’OTAN a déjà des plans pour acheter quatre drones Global Hawk Block 40. La Russie est également en pourparlers avec Israël en matière de coopération technique et de développement des UAV dans tous les environnements d’exploitation. Le géant russe Sukhoi développe actuellement des drones de bombardement et de reconnaissance.

À proximité, la Pologne et la Turquie ont aussi des désirs d’expansion de la technologie des drones, en particulier les modèles de moyenne altitude et de haute endurance.

Le seul pays en Afrique avec des capacités de fabrication de drones est l’Afrique du Sud, qui construit et exploite à la fois les drones tactiques et de poche. Le Kenya a reçu son premier drone Raven en 2012.

Mais l’ensemble du continent est un foyer d’opportunité pour les drones utilisés dans les missions de patrouille et de surveillance aux frontières ainsi que des activités anti-terroriste dans les pays comme le Mali.

Dans dix ans, au moins un quart de la demande mondiale en UAV viendra de l’extérieur des États-Unis ce qui devrait ouvrir de nouveaux débouchés aux fabricants américains et à leurs sous-traitants.

« Le marché [international] des drones est susceptible de croître », prédit Derrick Maple. « Malgré les réductions de la défense, il y a une croissance en vue pour les fournisseurs. Tous les marchés de systèmes sans pilote sont encore aux premiers stades… Il y a donc beaucoup d’investissement à faire ».

Lors d'une inspection de la Marine nationale, le dirigeant nord-coréen Kim Jong-un a donné l'ordre de soustraire les bâtiments de guerre du champ de vision de l'ennemi, a annoncé  l'agence Yonhap, citant les médias locaux.

L'Agence centrale de presse nord-coréenne (KCNA) précise que Kim Jong-un a donné cet ordre au moment où il visitait le poste naval 291. C'est là qu'il a aperçu des navires déployés dans des endroits visibles. Dans sa dépêche diffusée lundi, la KNCA ne spécifie ni la date de la visite, ni l'emplacement du poste 291.

Kim Jong-un, qui exerce les fonctions de commandant en chef des forces armées du pays, a souligné que l'ennemi surveillait le déplacement des troupes nord-coréennes et qu'il était donc très important de dissimuler le matériel de guerre.

Les relations entre Pyongyang et Séoul se sont dégradées suite à la réaction violente des autorités nord-coréennes aux manœuvres d'envergure organisées conjointement par les Etats-Unis et la Corée du sud. Pyongyang a promis de réagir à toute nouvelle provocation militaire "selon les lois du temps de guerre".

Le 19 mai, le secrétaire général de l'ONU Ban Ki-moon a invité Pyongyang à reprendre les négociations à six (Russie, Chine, Etats-Unis, Japon et les deux Corées) sur la dénucléarisation de la péninsule coréenne. Jeudi dernier, le chef du bureau politique de l'armée nord-coréenne Choe Ryong-hae a annoncé lors d'une visite à Pékin que la Corée du Nord était prête à relancer ces pourparlers.

Singapore - L-3 Mission Integration has entered a contract with Korean Air to upgrade eight Lockheed Martin P-3C Orion aircraft operated by the South Korean navy.

 

The contract will see the US company and flag carrier Korean Air, which operates a major MRO operation, upgrade the eight Lot 1 aircraft to match the navy's eight Lot 2 P-3Cs.

 

"The mission system that we're putting on these aircraft will be completely compatible and interoperable with South Korea's existing P-3 fleet and will add significant capability," says Brent Billingslea, senior director of surveillance systems at L-3 Mission Integration.

 

Under the deal, L-3 Mission Integration will design and develop the upgrades, which will be furnished to Korean Air for installation in South Korea.

A CN295 military transport aircraft of the Indonesian Ministry of Defense will be making a tour around six ASEAN countries to promote the capabilities and efficiency of the transport aircraft that PT Dirgantara Indonesia (PTDI) and Airbus Military are producing jointly. The aircraft will make visits to Philippines, Brunei Darussalam, Vietnam, Thailand, Myanmar and Malaysia between 22nd and 31st of May.

The C295, denominated CN295 in the Indonesian Ministry of Defense, is a medium-sized multirole airlifter for both civic and military use. The tour, organized by the Indonesian Ministry of Defense, PTDI and Airbus Military, and led by Vice Minister Sjafrie Sjamsuddien, will showcase the benefits of the aircraft which is optimally suited for the wide range of humanitarian and defence tasks that ASEAN Governments need to cover. These missions include military transport, emergency response and medical evacuation, search and rescue, maritime patrol, or even more complex missions such as anti-submarine warfare or electronic surveillance missions.

The visits will also allow explanations on the specific capabilities of the CN235 and the NC212i, an upgraded version of the C212 launched in November 2012 between PTDI and Airbus Military with new avionics and autopilot systems as well as an increased passenger seating, increasing its cost efficiency significantly.

The Indonesia Air Force currently has  two CN295s in operation out of the nine units ordered from PTDI. By 2015, all of the nine units will be in service in Indonesia, with deliveries to the Indonesian Ministry of Defense taking place from the delivery centre and a final assembly line that Airbus Military and PTDI are setting up in Bandung, Indonesia, as a direct result of PTDI’s and Airbus Military’s Strategic Partnership signed in 2011.

In total, over 120 C295s have been ordered world-wide from Airbus Military and currently almost 100 are in operation with countries such as Algeria, Brazil, Chile, Colombia, Czech Republic, Egypt, Finland, Ghana, Jordan, Kazakhstan, Mexico, Poland, Portugal and Spain.

Meanwhile, the CN235 and NC212, with sales of over 270 and 470 respectively, are operating successfully in over 30 countries in the world. The operators of CN295, CN235 and NC212 are extremely satisfied with the reliability, capability, and robustness of the aircraft, which are extremely easy to operate even in hostile and difficult environments. As a result, the aircraft currently have the clear leadership in this segment.

Recently, Secretary Hagel underscored the centrality of the US-Japanese security treaty and the need to reinforce Japanese defense against the twin challenges from North Korea and China.  In so doing, he became the first Secretary of Defense to move the USMC’s Osprey onto the strategic chessboard.

As Hagel underscored at his press conference with the Japanese Minister of Defense:

Earlier this month, the United States and Japan jointly announced a base consolidation plan on Okinawa. Its implementation, in concert with moving ahead on the Futenma Replacement Facility (FRF) will ensure that we maintain the right mix of capabilities on Okinawa, Guam and elsewhere in the region, as we reduce our footprint on Okinawa and strengthen this alliance for the future. 

In addition, we confirmed the deployment of a second squadron of MV-22 Ospreys to Japan, which will take place this summer and increase our capabilities in the region.

Hagel is re-enforcing the importance of the Ospreys at a key time in the roll out of the capability by the U.S. Marine Corps (USMC) in the Pacific. The Ospreys are being deployed first to the USMC First Air Wing on Okinawa and then with the 31st Marine Expeditionary Unit, the only permanently forward deployed Marine expeditionary unit (MEU) in the Corps.

The USMC is really at the center of the pivot to the Pacific. The USMC is not only redeploying in the region but enhancing its role as a rotational force as well. As Col. John Merna, the Commanding Officer of the 31st MEU put it in a recent interview with Second Line of Defense (SLD):

In one sense, the Marines are going back to the force levels we had in the region prior to 9/11.  So it is simply a restoration rather than a build up or buildout.

But the way the force is being configured is very different. We are emphasizing building out a rotational force, notably in Australia, but elsewhere as well.

The USMC is itself “pivoting” in the Pivot to the Pacific.  USMC forces in Okinawa are moving partly to Guam and the Marines are shaping a new working relationship with the Australians in Western Australia.  In fact, they are the lead force in re-shaping the U.S. presence in the Pacific over the next few years.

The Marine Corps in the Pacific faces a myriad of challenges.  They have been directed through International Agreements, spanning two different U.S. administrations, to execute force-positioning moves.  This is political, but it’s not partisan.

The U.S. Secretary of Defense has mandated that at least 22,000 Marines in PACOM remain west of the international dateline in the distributed Marine Air Ground Task Force (MAGTF) Laydown and he, Congress, and the American people are not interested in a non-functional concept for a USMC force.

Beyond what is directed, the Marines need to maintain a ready-force in the face of existing training area encroachments, plus they require training areas near the new force laydown locations.

Within the distributed laydown, the Marines must retain the ability to rapidly respond to crises across the range of contingencies, from major combat operations in Northeast Asia to low-end humanitarian assistance and disaster relief (HA/DR) wherever it occurs. 

Each location for the Marines is in transition as well.

From Okinawa and Iwakuni, the Marines can locally train in Japan, Korea and the Philippines, as well as respond with “Fight Tonight” capabilities if necessary.

From Guam, the Marines can train locally in the Commonwealth of the Northern Mariana Islands (CNMI) to the north, the Federated States of Micronesia to the south, and Palau and the Philippines to the west. 

Guam and CNMI provide the Marines something they do not have anywhere else in the Pacific:  A location on U.S. soil where they can train unilaterally or with partner nations.

In late 2011, President Obama visited Australia and launched with the Australians a new training relationship between the Aussie forces and the USMC. Australian Prime Minister Julia Gillard and President Obama highlighted the coming of the USMC to a training facility in the Northern territories. The visit provided a strategic opening for Darwin and the Northern Territories in the 21st century approach of Australia and its allies to develop realistic training opportunities and thus establish war-deterring con-ops.

Darwin’s strategic location could make it a hub of Pacific operations for Australia and for its core allies to visit.

For the Marines, Darwin Australia allows them the opportunity to gain access to the large nearby training areas for portions of the year where they can conduct high-end, combined arms, live fire-and–maneuver training with a high-end ally.  By prepositioning appropriate equipment in Australia, the Marines could avoid the costly repetitive expense of moving equipment into and out of Australia while complying with Australia’s biosecurity measures

And if another training facility located outside of Australia could be co-located with mobility assets, the Marines could move people more easily to train with Southeast Asian partners. In fact, such an exercise is planned between the U.S. Marine Corps and the Australians this summer.

In the interview with Col. Merna, he described the forthcoming exercise, which will involve Ospreys as well. 

They will be part of our training with the Australians when we participate in Talisman Saber this summer.  We will be training with them as well at Bradshaw Field, which is a training area, and part of the rotational involvement of the Marines with the Australians.  The training will contribute to the Australian effort to get ready to use their own forthcoming amphibious capability as well.

(Note: The Australians are building two of their own 27,000 amphibious ships and are working towards their coming deployments.)

In other words, several moves are in play for the USMC in the Pacific. The Marines are moving forces from Okinawa to Guam, building rotational forces to operate with the Australians in Australia, consolidating remaining forces in Okinawa, and moving some Marine forces forward from Hawaii into the Western Pacific.

 The overall objective of the USMC-USN team in the Pacific is “persistent presence.”  As Lt. General Terry Robling, the highest ranking Marine in the Pacific (MARFORPAC) put it in an interview with Second Line of Defense:

The United States has been a significant presence in the region throughout the post-war period.  And that presence has been significant glue in the region facilitating both security and economic growth.  Our allies and partners certainly recognize this and are a looking at new ways to work with us to get that persistent presence.

A key driver of demand is from partner nations, as well as the more obvious allies.  South Korea, Japan, Australia and Thailand are certainly core allies, but we have growing demand from and opportunities with Cambodia, Vietnam, India, Malaysia and Indonesia for expanded working relationships.

The “tyranny of geography” is a core challenge for any effort to have such “persistent presence.  Lt. General Robling underscored that:

Distance means that I need to have assets forward deployed and operational. This means for the USMC, an ability to train with partners and allies in the strategic quadrangle of Hawaii, Japan and Guam.

This means an ability to have enough capable amphibious ships forward deployed to operate with those partners and allies. Sea-basing is a key element of providing persistent presence. And amphibious ships are [a] real part of a whole sea-basing capability and engagement capability….

Many of our partners in the region do not want us to be the Uncle that visited and never returned home.  They want us engaged and present but not permanently based in their countries. 

In short, the Marines are a centerpiece element in the U.S. approach to a Pivot to the Pacific.  The USMC itself is moving within the Pacific and enhancing its rotational requirements as well.  The goal is “persistent presence” but this is challenged by the limitations on resources as well.

A key path for the USMC is the transformation of its forces as it engages in the Pacific Pivot. As Col. Merna put it:

Because we are building out a rotational force, the new capabilities we are adding are crucial to success.   Rotational forces require greater capability for reach and speed, key aspects of the Osprey-F-35B combination coming to the Pacific.

South Korea has ordered another 40 of the locally made FA-50 fighter-bombers for $25.5 million each. Two years ago the South Korean Air Force ordered the first twenty (for $30 million each), and the first of these is to arrive in three months with the last of that first order arriving within three years.

 

The FA-50 will be equipped with South Korean, American, and Israeli electronics. The single engine, single seat aircraft is intended to eventually replace South Korea's aging fleet of 150 F-5 fighters. But first, the initial FA-50s will have to show what they can do in active service. That process will begin later this year.

 

The FA-50 is the combat version of the South Korean designed and manufactured T-50 jet trainer. This aircraft was developed over the last decade, at a cost of over two billion dollars. The first test flight of the T-50 took place in 2002. The 18 ton aircraft is actually a light fighter and can fly at supersonic speeds. The T-50 is an “advanced trainer” meant to prepare trainee pilots with the skills needed to handle jet fighters. With some added equipment (radars and fire control), the T-50 becomes the FA-50, a combat aircraft. This version carries a 20mm auto-cannon and up to 4.5 tons of smart bombs and missiles. The T-50 can stay in the air about four hours per sortie and has a service life of 8,000 hours in the air.

 

At $20 million each, the T-50 is one of the more competitive jet trainers on the market. About 100-150 trainers are bought each year by the world's air forces. But it is a tough market, and so far the only export customer for the T-50 has been 16 sold to Indonesia. Nearly a hundred T-50 type aircraft have been produced or are on order. In addition to the FA-50 variant, there is a light bomber variant (the TA-50) that costs $25 million each.

Northrop adds Australian suppliers

CANBERRA, Australia, May 24 (UPI)

 

Three Australian companies have joined Northrop Grumman's global supply chain network, gaining $7.4 million in contracts.

 

The U.S. company said the companies selected under the Australian Defense and Materiel Organization's Global Supply Chain Program are Electro Optic Systems, CEA Technologies and Insitec.

 

Those companies, with expertise in aerospace hardware and software, will supply a variety of products and services for Northrop programs.

 

"Northrop Grumman's commitment to Australia is underscored by genuine and direct investment in the Australian economy," said David Perry, vice president and chief global business development officer, Northrop Grumman.

 

"EOS, CEA Technologies and Insitec represent Australia's vibrant defense industry and are key additions to our Australian industry team.

 

"Each of these relationships strengthens our ability to deliver products and services critical to maintaining the national security of the United States, Australia and our allies.

 

"We look forward to further expanding our global supply chain and to future investment in Australia's defense, aerospace and space sector," he said.

 

Northrop Grumman and the Australian Department of Defense in 2011 agreed to cooperate to identify opportunities in which Australian industry could work with the company.

Time Running Out for Taiwan if Russia Releases S-400 SAM

TAIPEI — Taiwan faces tough choices over future defense decisions as China’s air defense network continues to grow beyond its shores.

 

At present, China’s land-based mobile air defense missile systems, HQ-9 and S-300, can reach only a small sliver of northwestern Taiwan. Though a clear advantage during a war over control of the middle line of the Taiwan Strait, it is not complete air dominance of the island itself.

 

However, with the planned purchase of the 400-kilometer-range Russian S-400 surface-to-air missile (SAM) system, China will for the first time have complete air defense coverage of Taiwan.

 

Ongoing negotiations with the Chinese on S-400 were confirmed by Russian officials last year, said Vasily Kashin, a researcher with Moscow’s Centre for Analysis of Strategies and Technologies.

 

“This may be one reason that Taiwan is no longer pushing hard for fourth-generation F-16 replacements,” said Ian Easton, China military specialist at the Project 2049 Institute. Taiwan knows that by 2023, it will need F-35 Joint Strike Fighters. If the US refuses to sell them to Taiwan, as it did with the F-16C/Ds, Taiwan’s “only other option is to engage in a sharp ramp-up of cruise missile production and deploy ballistic missiles as well.”

 

Taiwan does have other options that include improving its electronic warfare capabilities, he said. “Also, it’s important to remember that Taiwan’s territory extends right up to the Chinese coast. Taiwan has missile, rocket and other weapons systems capable of engaging SAM networks from the Dongyin, Matzu and Kinmen island groups right off the coast of Fujian province.”

 

Taiwan’s military could use these islands as staging grounds for the insertion of special operations forces, Easton said. These forces include the 101 Amphibious Reconnaissance Battalion (“Army Frogmen”), Airborne Special Service Company and Special Forces Command, which consists of the 862 and 871 Airborne Groups. The Taiwan Marine Corps has the Amphibious Reconnaissance Patrol.

 

“As such, if the Chinese move the S-400s too close to the coast, they are going to be in peril,” he said.

 

“Militarily, the deployment of S-300 PMU2 at the opposite side of the strait already puts considerable stress on Taiwan fighter pilots, and now with introduction of the more modernized S-400 SAM, which sooner or later would follow the S-300 PMU2 pattern of deployment in Fujian province,” will make the situation even worse for Taiwan fighter pilots, said York Chen, a former member of Taiwan’s National Security Council.

 

“When S-400s work together with Chinese land- and sea-based fighters, the Chinese will have more confidence in sustaining airspace dominance over the Taiwan theater, thus depriving any organized resistance by the Taiwan Air Force and deterring the American intervention,” Chen said. It is time the US seriously rethinks Taiwan’s export request for the AGM-88 high-speed anti-radiation missile for its F-16s, he said.

 

A sale of the S-400 could go forward in 2017 at the earliest, but so far, there has been no news on any results, or about a memorandum of understanding signing, Kashin said. It is also unclear how many systems the Chinese want to buy.

 

“The key issue is that S-400 producer Almaz-Antey is overloaded with orders from the Russian military and some foreign customers,” Kashin said. “In the past, Russian officials have said that the SAMs’ delivery can take place only after Almaz-Antey fulfills the main contracts with the Russian Ministry of Defense, sometime after 2017. Even if there is fast progress in negotiations, and the Russians agree to revise the 2017 deadline, the delivery will take some time because of production capacity shortages at Almaz-Antey.”

 

The S-400 has implications not just for Taiwan, but also for India, Japan and the US.

 

Recognizing that future wars will be missile-centric, China’s potential acquisition of S-400 SAMs would represent an important move because these systems allow for ballistic-missile defense capabilities that it lacks, Easton said. “For this reason, it could lead to an arms race with India, which relies upon ballistic missiles to deter China.”

 

The S-400 also will cover the Japanese-controlled Senkaku Islands, which China also claims as the Diaoyu Islands.

 

For the US, the implications are less serious, Easton said. “We designed F-22s and F-35s with these types of air defense challengers in mind.”

 

Nonetheless, air superiority is eroding in the western Pacific due to a lack of hardened air bases on Okinawa, he said. “When you combine soft US air bases with hard Chinese air defense systems, the picture doesn’t look good.”

 

More broadly, assuming trends continue, the future air defense environment is going to be highly conducive to drone warfare, Easton said, noting the recent test flight of the X-47B unmanned combat aerial system concept demonstrator May 14 off the US aircraft carrier George H.W. Bush.

 

“Why send manned aircraft into threat environments so high that even elite pilots refer to their missions as one-way trips? And why spend the extra money and reduce endurance and payloads when you can pilot aerial vehicles remotely or allow them to run semi-autonomously for far greater effect?” Easton said.

Séoul refuse une apparente offre de dialogue de Pyongyang sur le nucléaire

SEOUL - La Corée du Sud a rejeté lundi une apparente offre de dialogue de la Corée du Nord sur le désarmement nucléaire transmise la semaine dernière à Pékin.

 

Le ministre sud-coréen des Affaires étrangères Yun Byung-Se a minimisé la portée d'une lettre remise vendredi par un envoyé du dirigeant nord-coréen Kim Jong-Un au président chinois Xi Jinping.

 

Notre position est qu'il n'y a pas de dialogue pour le simple fait de dialoguer, a-t-il dit lors d'un point-presse.

 

Le plus important désormais est que la Corée du Nord démontre sa sincérité à la communauté internationale en tenant ses engagements de dénucléarisation passés, a-t-il insisté.

 

Selon les médias officiels chinois, Kim Jong-Un exprime dans la lettre remise au président Jinping sa volonté de reprendre les discussions à Six (les deux Corées, Etats-Unis, Russie, Japon et Chine) sur le programme nucléaire nord-coréen.

 

Mais la Corée du Sud y voit un effort pour apaiser Pékin, irrité de n'être plus entendu comme il le souhaiterait par Pyongyang, plutôt qu'un signe sincère de modération.

 

La Corée du Nord, rappelle Séoul, considère que le développement de sa force de dissuasion nucléaire n'est pas négociable ou, à tout le moins, qu'elle pourrait envisager une négociation mais sans préalable.

 

Washington et Séoul exigent au contraire un geste de bonne volonté de Pyongyang avant toute reprise des pourparlers.

 

Les médias officiels nord-coréens couvrant la visite en Chine de Choe Ryong-Hae, directeur du politburo de l'Armée populaire du Corée, n'ont fait aucun état d'une proposition de dialogue par Pyongyang.

 

La télévision nationale chinoise CCTV a de son côté rapporté que Choe avait dit à ses interlocuteurs chinois l'ambition de la Corée du Nord de créer un environnement international pacifique pour pouvoir concentrer son énergie sur l'amélioration de son économie et des conditions de vie de la population.

 

La Chine est le principal allié de la Corée du Nord, mais les relations bilatérales se sont récemment tendues, Pékin ayant voté à l'ONU le renforcement des sanctions contre Pyongyang à la suite de ses tirs de satellite - des missiles balistiques déguisés, selon les Occidentaux - et d'un nouvel essai de bombe atomique en février.

 

Selon certains observateurs, Choe pourrait être chargé de préparer un sommet entre Kim Jong-Un et son homologue chinois Xi Jinping, qui doit rencontrer le président américain Barack Obama les 7 et 8 juin en Californie.

 

Pour le ministère sud-coréen de l'Unification, si le Nord désire sincèrement renouer le dialogue, il doit répondre à nos demandes répétées de discussions (...) sur le complexe industriel de Kaesong.

 

Depuis le 3 avril, le Nord interdit aux Sud-Coréens l'accès à ce complexe commun situé à l'intérieur de ses frontières, pourtant source essentielle de devises pour le régime.

 

Le 8 avril, il en a retiré ses 53.000 employés à un moment où les tensions étaient très vives sur la péninsule et où Pyongyang multipliait les menaces d'attaques nucléaires contre la Corée du Sud et son allié clé, les Etats-Unis.

 

Le site est né dans le sillage de la diplomatie du rayon de soleil, menée par la Corée du Sud de 1998 à 2008 aux fins d'encourager les contacts entre les deux frères ennemis qui restent techniquement en guerre puisque la Guerre de Corée (1950-53) s'est terminée par un armistice et non par un traité de paix.

The BRP Ramon Alcaraz (PF-16), the country’s second Hamilton-class cutter due to arrive this August, is a far more potent weapon platform than her sister ship, the BRP Gregorio del Pilar (PF-15), a Department of National Defense (DND) official who asked not to be named bared yesterday.

“Her weapons system is heavier and sophisticated than those of the BRP Gregorio del Pilar,” he said.


 


However, the DND officer declined to specify these weapon systems and stressed that such items cannot be divulged due to matters of national security.

He made this announcement when asked if there is truth to reports that a Harpoon anti-ship missile system was installed as part of BRP Ramon Alcaraz’s armament fit.

At present, the Filipino warship is believed to be carrying a 76mm Oto Melara automatic cannon, two 25 Bushmaster guns and assorted machine guns.

 


In contrast, the BRP Gregorio del Pilar, which arrived in the country in December 2011, is only armed with the 76mm Oto Melara automatic cannon, making it prudent to install additional 20mm automatic cannons as her secondary weapons.

BRP Ramon Alcaraz is presently carrying out sea trials off the waters of South Carolina in the United States.

She is expected to depart for the Philippines by first week of June.

 


The ship is “fully mission capable” on her arrival.

Maritime observers said this development speaks well of the PN efforts to modernize and boost its power projection capabilities.

“With the arrival of our Hamilton-class cutters, which are being converted to frigates, the PN has started its first step in developing its blue-water capability or the ability to detect or engage intruders in the high seas,” they said.

New Delhi: Army chief General Bikram Singh on Sunday proceeded to France on a four-day visit there to strengthen the defence ties between the two countries.

 

The visit by Gen Singh will add the necessary impetus to the existing defence relationship and broad-base it into a mutually beneficial partnership, an Army press release said here.

 

India shares good bilateral and strategic relations with France that are multifaceted and have been strengthened over the years with regular exchange of visits at political, diplomatic and military levels, it said.

 

During the period, Gen Singh will hold discussions with French Defence Minister Jean Yves Le Drian, Chief of General Staff Admiral Edouard Guillaud and his French counterpart Gen Bertrand Ract-Madoux on various defence-related issues.

 

The Indian Army chief will visit the Land Forces Command in Lille and the Military School at Draguignan also.

 

He will also lay wreath at Neuve Chapelle Memorial, dedicated to the Indian soldiers who laid down their lives in France and Belgium from 1914 - 1918 in the First World War.

Defence technology transfer to India would continue: Russian envoy

PANAJI (PTI): Russian ambassador to India, Alexander M Kadakin, has said there was no question of his country discontinuing the transfer of military technology to India, and blamed the speculation on "vested interests".

 

"We don't like when some quarters outside India or vested interest inside India implant the idea that something is wrong (with defence ties between Russia and India). If something is wrong then our military portfolio with India would not have exceeded USD 20 billion," Kadakin said on Friday.

 

Calling the media reports that Russia might stop technology transfer and instead sell military equipment to India as "wrong", he said, "We gave you first MiGs. In future also we will continue doing it. We will together produce the fifth generation fighters along with India."

 

"Other countries have been promising technology for decades to India but never delivered it. Our cooperation with India even in the nuclear field is flourishing and continuing," he said.

 

"We share with India those technologies which we don't share with anybody....We have supplied most sensitive technology to India. We are the country which has shared with India a nuclear submarine. We have shared BRAHMOS missile technology which is best in the world."

 

The two countries signed defence contracts worth USD 5-6 billion last year, the Ambassador added.

 

He also said that Russia did not like it when it was bracketed with other countries vis a vis nuclear cooperation with India. "Even while expanding the nuclear programme (with India) we are against being put on same shelf as other countries," he said.

 

Reminding of sanctions on India (following Pokhran nuclear tests), he said, without naming USA or any other country, "Sanctions don't do any good. But those who did it and have not done anything in nuclear field in India cannot have same position (as) that of friendly country like Russia."

 

Kadakin was here on the occasion of appointment of Victor Albuquerque as the Honorary Consul General of Russia in Goa.

Another DMO MH-60R milestone

A milestone has been achieved by the AIR 9000 Phase 8 Project Office, with members of the Integrated Test Team (ITT) being the first Australians to complete their initial MH-60R (Romeo) qualifications.

LCDR Simon Lam (Aerosystems Qualified AvWO and MH-60R T&E Manager), LCDR Joshua Carey (USNTPS Qualified Test Pilot and MH-60R Test Pilot) and LEUT Timothy Clerke (Flight Test Engineer) form the MH-60R test team embedded into the DMO to support the introduction of the MH-60R. LCDR Lam and LCDR Carey recently completed their MH-60R NATOPS Evaluations with HSM 40 at Naval Air Station (NAS) Mayport, Florida.

The pair commenced their training with other aircrew from NUSQN 725 in early March. After a significantly compressed 9 weeks of accelerated study, computer based learning, simulators and flights they completed their final NATOPS Evaluation on 15 May 2013. The NATOPS check consisted of an open and closed book examination, oral examination, a simulator evaluation and a flight evaluation. The examinations and evaluations focused on ensuring LCDR Lam and LCDR Carey had a comprehensive understanding of the aircraft systems, HSM-40 SOP’s, United States (US) Airways and all Emergency actions in event of an aircraft malfunction. The process was designed to ensure they met the standards required to safely operate the MH-60R and also operate within US airspace. This now means they are the first Australians qualified on MH-60R as part of AIR 9000 Phase 8.

 


Both LCDR Lam and LCDR Carey have a S-70B-2, (Bravo), flight test background and agree that whilst a derivative of Seahawk family, the MH-60R is a far cry from the Bravo they have previously flown.

For LCDR Lam, the highlight of training has been exposure to the MH-60R modern digital cockpit and the new advanced mission systems focused on the Battle space.

“New systems such as data fusion, ISAR radar and Link 16 will enhance aircrew and ultimately the ship’s Operations Room’s situational awareness. Significantly, the re-introduction of the dipping sonar to Anti-Submarine Warfare (ASW) operations will provide a new and improved capability to the RAN."

For LCDR Carey, the highlight of training has been the interaction with the United States Navy (USN) flying instructors and the opportunity to participate in USN flying training again.

“Every single US instructor has been 100% invested in achieving our aim of being qualified. As always, I have been impressed with the professionalism, dedication and pure aviation skill that I have witnessed throughout my training.”

Both Lam and Carey were impressed with the rate in which their training progressed. The pair had up to four simulator or flight events scheduled per week, with their simulator events scheduled anywhere from 0700 until midnight. This was as a result of the Squadron’s training program of seven days per week, from 7am through until midnight which resulted in up to 20 training flights being available per day.

With NATOPS behind them, the steep learning curve does not stop. The team have a few more weeks to absorb the aircraft’s mission and weapon systems before relocating to Patuxent River in Maryland, south of Washington DC, the heartland of the US Navy’s Test community. They will join USN Test Squadron HX 21 to support testing of the Australian configured MH-60R, with the unified aim to deliver the first Australian aircraft in December this year.

Their achievement of a NATOPs qualification is a significant milestone in the ultimate delivery of the MH-60R back to Australia and will go a long way to ensuring there is an integral systems and airframe knowledge at a Flight Test level embedded in the RAN.

Thanjavur: Defence Minister AK Antony on Monday will inaugurate an airbase here to house squadron of IAFs lethal Su-30 MKI combat aircraft, making it the first fighter squadron in south India that will help maintain vigil over the Indian Ocean region.

 

The Indian Air Force (IAF) will base a squadron of agile Sukhoi Su-30 fighter aircraft in Thajavur, making it the first fighter squadron in southern India, with a view to keep strategic vigil over the Indian Ocean and cover up country's southern flank up to the Andaman and Nicobar Islands, IAF officials said here.

 

The IAF will keep deploying its regular fighter and transport aircraft detachments here since the runway and other facilities are in place here now. This would also be the first of fighter squadrons under the Southern Air Command of the IAF at any place in southern India.

 

The IAF has upgraded the two runways at the airbase, which has been existing for several decades and used extensively for relief operations during the tsunami and flood situations in Tamil Nadu in the recent past.

 

The inauguration of the base will see the landing and take off of the SU-30s but the full squadron of these aircraft including 16 to 18 jets will be completed by 2017-18 only.

 

The Sukhois were inducted into the IAF at Lohegaon airbase in 2002. Thereafter, they were deployed at Bareilly, followed by Tezpur, Chhabua, Jodhpur, Bhatinda and Halwara. Pune and Bareilly already have housed two Sukhoi squadrons each, while Tezpur, Chabua, Halwara and Jodhpur have a squadron each. So far India has inducted over 170 of the 272 Sukhoi-30 MKIs contracted from Russia.

People's Daily, Beijing, May 23 (Reporter Yang Mu) - Chinese Premier Li Keqiang came to his official visit to Pakistan on May 22nd. He arrived at Islamabad, at the Nur Khan air field. Earlier, when Li Keqiang's plane entered Pakistani airspace, the Pakistan Air Force sent six JF-17 fighters to escort the Premier. On stepping out of the door of the airplane, an additional overpass was made over the airport. When the news of this came out, it immediately aroused worldwide attention.


JF-17 is made by the China Aviation Industry Group CATIC, Chengdu Aircraft Industry Corporation and Chengdu Aircraft Design Institute, among other organizations, in joint development with the Pakistan Air Force. The JF-17 is a new generation of single engined, single-seat, multi-role light fighters and is an important cooperation between the two countries. It is known as a successful example of cooperation between China and Pakistan. Pakistan Air Force named it the JF-17 Thunder.


On the afternoon of May 23rd, a People's Daily reporter Yang interviewed the "Fierce Dragon" fighter's Chief Architect.


Reporter: As the designer of the JF-17, how did you feel when Premier Li Keqiang's plane was escorted by the JF-17 when visiting Pakistan?


Yang: Prime Minister's visit being escorted by Pakistani JF-17 fighter jets reflects on the political importance of the visit and also the close relationship between China and Pakistan. As the developer we are very proud. A full escort is pretty spectacular and we read the news and saw the pictures. Pakistan sent 6 JF-17s, reflecting the importance of the JF-17 in the Pakistan Air Force.

Reporter: What improvements are to be made on the JF-17 in the future?

Yang: As a fighter, sensor suite and strike capability is the force multiplier. We will focus on improving the JF-17 in terms of information perception, system integration capabilities and weaponry, making it a better third generation aircraft. [Chinese 3rd Generation = Western 4th Generation]

Reporter: Are there plans to develop a two-seater JF-17?

Yang: We have plans to develop two-seater, and there are plans to develop series models.

Reporter: Will the stealth performance further improve?

Yang: The JF-17 itself is not a full stealth aircraft, but the design is considered low observable because of such factors as a front edge of the wing sweep angle, S bend inlet, etc., which are better for stealth. In addition, the JF-17 among third generation aircraft, in the head is relatively small, whose stealth is good. The future will take low-cost stealth measures to further improve the stealth ability.

Reporter: What is the status of the JF-17's engine development?

Yang: The engine of the JF-17 fighter and other major national engine developments is going according to plan and has made considerable achievements.

Reporter: Are there any plans for improving air refueling capability in the "Fierce Dragon" jets?

Yang: Within a year or two, we will see the air refueling capability of the "Fierce Dragon" aircraft in Pakistan.

Deux responsables militaires chinois rencontrent le ministre polonais de la Défense

Fan Changlong, vice-président de la Commission militaire centrale, et Chang Wanquan, conseiller d'Etat et ministre de la Défense nationale, ont successivement rencontré vendredi à Beijing le ministre polonais de la Défense Tomasz Siemoniak.

 

Durant son entretien avec M. Siemoniak, M. Chang a déclaré que la Chine travaillerait avec la Pologne pour renforcer la coopération militaire concernant des visites de haut niveau, la formation du personnel et des échanges médicaux.

 

M. Siemoniak a indiqué pour sa part que la Pologne espérait élargir sa collaboration et approfondir ses relations militaires avec la Chine.

Défense : l'Inde veut faire le ménage dans les contrats d'armement

Le Premier ministre indien, Manmohan Singh, a promis jeudi de lutter contre la corruption dans le secteur de la défense. Le ministère de la Défense indien a déjà exclu pendant une période de dix ans six entreprises, dont quatre étrangères, à participer à des procédures d'acquisitions.

 

Le Premier ministre indien, Manmohan Singh, a promis jeudi de lutter contre la corruption dans le secteur de la défense après un récent scandale dans l'attribution d'un contrat portant sur l'acquisition d'hélicoptères, en affirmant vouloir rendre les processus d'acquisitions militaires "plus transparents". Manmohan Singh s'est engagé à ce que les achats d'armement et d'équipement militaires soient "plus transparents, lisses, efficaces et moins vulnérables aux pratiques contraires à l'éthique", lors de la pose de la pierre inaugurale de la première université de la Défense, dans une ville périphérique de New Delhi. "Nous continuerons à rechercher les plus hauts critères de probité dans les acquisitions en matière de défense", a assuré le Premier ministre. L'Inde est actuellement en négociations pour plusieurs contrats avec des groupes français en vue d'acquérir des matériels tricolores, notamment l'achat de 126 Rafale à Dassault Aviation.

 

L'étau se resserre sur Finmeccanica

 

En février, New Delhi a suspendu ses paiements à la firme italienne Finmeccanica et à sa filiale hélicoptériste AgustaWestland et prévenu qu'il annulerait un contrat de 556 millions d'euros pour l'achat de 12 hélicoptères VVIP-VIP (EH-101), si les accusations de corruption contre le patron de Finmeccanica étaient avérées. Selon nos informations, le contrat n'a pas été encore annulé mais l'étau se resserre sur le groupe italien. Selon son enquête préliminaire, le Bureau d'enquêtes Central (CBI) a identifié 19 personnes, y compris 6 sociétés, soupçonnées de conspiration criminelle et d'abus de position officielle. En Italie, l'ex-patron de Finmeccanica Giuseppe Orsi est visé depuis avril 2012 par une enquête dans le cadre de ce contrat portant sur la livraison de 12 hélicoptères au gouvernement indien par sa filiale britannique AgustaWestland. Il a été arrêté et a démissionné mais il dément toute malversation. Les enquêteurs italiens soupçonnent que des pots-de-vin de l'ordre de 10 % du montant du contrat ont été versés à des responsables indiens pour sceller le contrat, selon la presse italienne.

 

Des sociétés blacklistées en Inde

 

A la suite d'irrégularités, le ministère de la Défense indien a exclu des procédures d'acquisition six sociétés, dont quatre étrangères, pour une période de dix ans. Parmi elles, on retrouve une société israélienne IMI (Israel Military Industries), une singapourienne Singapore Technologies Kinetics, une suisse (Rheinmetall Air Defence) et enfin une russe Corporation Defence. IMI a commis certaines irrégularités dans la construction d'une usine de production de systèmes de charge bi-modulaires (BMCS) pour des canons de 155 mm, à Nalanda au Bihar. La société israélienne avait signé un contrat en mars 2009, qui a été annulé trois ans plus tard en mars 2012.

 

Récemment le CBI a enquêté sur un contrat signé en octobre 2005 par DCNS et Mazagon Docks Limited pour la vente de six sous-marins à la marine indienne.Le CBI a informé le ministère de la Défense que selon les informations disponibles, il n'y avait pas de traces d'irrégularités dans le cadre de ce contrat. "Il n'y a actuellement aucune proposition de placer ces sociétés sur la liste noire", a souligné en décembre dernier le ministère de la Défense indien.

 

L'image de Singh écornée

 

Ces dernières années, l'image de "Monsieur Propre" dont bénéficiait Singh a été sérieusement écornée par divers scandales au sein de son administration. En 2010 le gouvernement avait été éclaboussé par un gigantesque scandale dans les télécommunications: une vente aux enchères de licences de téléphonie mobile présumée frauduleuse, orchestrée par un ancien ministre des Télécommunications, aurait fait perdre au Trésor public 31 milliards de dollars (24 milliards d'euros). Selon une enquête d'opinion réalisée cette semaine par la chaîne CNN-IBN, 67% des personnes interrogées estiment que le parti du Congrès a perdu toute crédibilité et 61% pensent que Manmohan Singh devrait démissionner.

With South Korea edging closer to deciding on a contractor for its $7.3 billion KF-X fighter program, a European competitor is dangling a new carrot to its bid.

 

EADS, based in the Netherlands and part of the consortium that builds the Eurofighter Typhoon, says if the aircraft is chosen to replace South Korea's antiquated F-4 and F-5 fleets, it will invest $2 billion "and its technology in the KF-X to help Korea to become a fighter jet producer."

 

The announcement follows that of Eurofighter, which promised to assemble 53 of 60 aircraft to be produced in South Korea. It's estimated the local assembly would lead to creation of 50,000 jobs.

 

EADS has also said it would build a maintenance repair and overhaul facility for the aircraft in South Korea and an aerospace software center.

 

"If Korea chooses Eurofighter as its next generation fighter jet and EADS invests more than 2 trillion KRW [$2 billion] in the KF-X program, it will bring bigger economic effect than the SURION and Korea will be the fifth country [that] produces Eurofighter, high-level fighter jets," EADS said.

 

"It will also create strong political and military ties with Europe."

 

SURION is a Korean utility helicopter developed by Korea Aerospace Industries with technology obtained from Eurocopter, an EADS subsidiary headquartered in France.

 

"The SURION raised Korea to the 11th helicopter manufacturer in the world," EADS said, and created 25,000 jobs.

 

In its news release, EADS emphasized its business ties to the country. KAI, it noted, has supplied parts for Airbus aircraft since 1998.

 

Airbus, located in France, is another EADS subsidiary.

 

Other competitors for the KF-X contract are U.S. companies Lockheed Martin and Boeing. Lockheed is offering its F-35 Lightning II fighter while Boeing is offering its F-15 Silent Eagle.

 

A news report from Seoul says the country's Defense Acquisition Program Administration expects to make a final decision on a contractor next June.

 

"The price negotiations have been completed and we don't plan to have another round of negotiations," DAPA spokesman Baek Yoon-hyeong told a news briefing. "We plan to conduct the auction within June."

 

Meanwhile, the U.S. Defense Security Cooperation Agency reports the South Korean government has requested possible procurement of weapons in support of a "potential Direct Commercial Sale" of F-15 SE aircraft.

 

The package, if approved by Congress and if it goes through, would include associated equipment, parts, training and logistical support.

 

The deal would be worth $823 million.

 

Among items requested: Advanced Medium Range Air-to-Air Missiles, Joint Directed Attack Munition Tail Kits, small diameter bombs, general purpose bombs, AIM-9X-2 (Blk II) tactical missiles, containers, missile support and test equipment, provisioning, spare and repair parts.

 

"The proposed sale will provide the ROK with aircraft weapons for the F-15SE," the agency said. "These aircraft and weapons will provide the ROK with a credible defense capability to deter aggression in the region and ensure interoperability with U.S. forces."

Inde: test réussi pour un missile naval BrahMos

L'Inde a testé mercredi avec succès son missile de croisière naval BrahMos lancé pour la première fois depuis la frégate Tarkash, construite en Russie, a annoncé à RIA Novosti une source au sein du ministère indien de la Défense.

 

"Le missile a effectué une manœuvre suivant la trajectoire fixée et a détruit sa cible", a déclaré l'interlocuteur de l'agence.

 

Selon lui, des missiles BrahMos équiperont les trois frégates construites en Russie en vertu du contrat de 2006: le Tarkash, le Teg et le Trikand. Les deux premiers navires sont déjà en service, le Trikand doit bientôt arriver en Inde de Kaliningrad (enclave russe sur la Baltique).

 

Les premiers missiles de cette classe ont été livrés aux forces armées indiennes en 2005.

 

Ils sont fabriqués par la coentreprise russo-indienne BrahMos fondée en 1998. La société tient son nom des premières syllabes du fleuve indien Brahmapoutre et de la rivière russe Moskova.

 

Il s'agit d'un missile supersonique à propergol solide pesant 2,55 tonnes. Long de 8,3 mètres, il a un diamètre de 0,67 mètre. Doté d'une ogive de 200 à 300 kg, le BrahMos est capable de neutraliser les cibles à une distance de 290 km.

La Chine va accorder une aide militaire gratuite à l'Azerbaïdjan

Bakou.-  La Chine va fournir une aide militaire gratuite pour les forces armées de l'Azerbaïdjan.

 

APA rapporte que l'aide sera mise en œuvre sur la base de l'accord signé le 21 Janvier de cette année entre les ministères de la défense de l'Azerbaïdjan et de la Chine.

 

Selon l'accord, la Chine va fournir aux forces armées azerbaïdjanaises, une assistance gratuite de la propriété militaire d’un montant de 3 millions de yuans (490.000 USD). Les types et montants des aides seront confirmés selon le protocole additionnel signé entre les parties.

 

L'accord a été signé par l'attaché militaire des forces armées azerbaïdjanaises, capitaine 1er rang Nurulla Aliyev, et le porte-parole du ministre chinois de la Défense, général Chi Guoveem.

 

Notons que dans le cadre du protocole​ signé en 2011, le ministère chinois de la Défense avait fourni une assistance gratuite de la propriété militaire d’un montant de 6 millions de yuans (951.067 USD) aux forces armées azerbaïdjanaises.

Le ministre indien de la défense reconnait les limitations opérationnelles pour le déploiement des sous-marins

Alors que le nombre de sous-marins indiens devrait atteindre son minimum en 2015, le ministre de la défense, AK Antony, a reconnu les limitations dans la capacité de la marine à déployer la totalité de sa flotte sous-marine.

 

La marine indienne dispose actuellement de 14 sous-marins, dont un à propulsion nucléaire loué à la Russie. Cependant, la force réelle de la flotte sous-marine est bien moins importante, en raison de la disponibilité opérationnelle des sous-marins.

 

« Il y a des contraintes opérationnelles en ce qui concerne les sous-marins classiques, » a expliqué le ministre Antony dans un discours.

 

Un rapport confidentiel du ministère avait averti en avril dernier que l’Inde n’avait jamais été dans une situation aussi vulnérable et que sa flotte sous-marine était dans « un état très précaire ».

 

Au contraire de la flotte réduite de l’Inde, la Chine dispose d’environ 45 sous-marins, dont 2 SNLE. Elle prévoit aussi de construire 15 sous-marins classiques de la classe Yuan supplémentaires, grâce à l’achat de moteurs diesel allemands.

 

La taille de la flotte sous-marine indienne est environ la même que celle dont disposera dans 2 ans la marine pakistanaise.

 

En 2015, la marine ne disposera plus que de 6 à 7 sous-marins, dont le seul et unique SNLE, l’INS Arihant, puisqu’elle va commencer à désarmer l’an prochain les sous-marins des classes Kilo et U-209.

 

Antony a souligné que « les finances ne seront jamais une contrainte pour des acquisitions importantes, mais doivent être utilisés judicieusement. »

 

La marine a demandé au gouvernement de lancer immédiatement un appel d’offres pour acheter 6 sous-marins, un programme appelé P-75I.

 

DCNS, HDW, Rosoboronexport et Navantia devraient faire des propositions en réponse à cet appel d’offres.
