Japan has deployed Patriot missiles in its capital as it readies to defend the 30 million people who live in greater Tokyo from any North Korean attack, officials said Tuesday.

 

Two Patriot Advanced Capability-3 surface-to-air missile launchers had been stationed at the defence ministry in Tokyo before dawn, a ministry spokesman said, while Defence Minister Itsunori Onodera said "we are proceeding with measures including deployment of PAC-3 as we are on alert".

 

Local reports said PAC-3 will be deployed in another two locations in the greater Tokyo area.

 

Tokyo's response thus far to the threats emanating from Pyongyang has been low key and Tuesday's moves are the most visible yet that it is rattled.

 

"The government is making utmost efforts to protect our people's lives and ensure their safety," Prime Minister Shinzo Abe told reporters Tuesday morning.

 

"As North Korea keeps making provocative comments, Japan, cooperating with relevant countries, will do what we have to do.

 

"For the moment, the most important thing is to implement sanctions under the UN Security Council resolutions," Abe said.

 

PAC-3 batteries will also be installed in the semi-tropical island chain of Okinawa, Onodera told a television programme broadcast Monday.

 

He said Okinawa was "the place that is most effective in responding to emergencies... so we should deploy the unit in Okinawa on a permanent basis".

 

Japan's armed forces are authorised to shoot down any North Korean missile headed towards its territory, a defence ministry spokesman said Monday.

 

In addition to the PAC-3s, Aegis destroyers equipped with sea-based interceptor missiles have been deployed in the Sea of Japan (East Sea), the defence official said.

 

Tokyo's moves came as North Korea said Monday it was withdrawing all workers and suspending operations at a lucrative joint industrial zone with South Korea, with reports of heightened activity at the North's nuclear test site and at a missile battery.

 

North Korea's bellicose rhetoric has reached fever pitch in recent weeks, with near-daily threats of attacks on US military bases including in Japan and South Korea in response to ongoing South Korea-US military exercises.

 

Intelligence reports suggest Pyongyang has readied two mid-range missiles on mobile launchers on its east coast and plans a test-firing before the April 15 birthday of late founding leader Kim Il-Sung.

La Corée du Nord a renouvelé mardi 9 avril la menace d'une guerre "thermo-nucléaire" sur la péninsule Coréenne et appelé les étrangers présents sur le territoire sud-coréen à considérer leur départ du pays. "Nous ne souhaitons aucun mal aux étrangers qui se trouvent en Corée du Sud si la guerre éclate", a déclaré un porte-parole du Comité coréen pour la paix dans la région Asie-Pacifique, relayé par l'agence de presse officielle KCNA.

 

Plus tôt dans la matinée, deux lanceurs de missiles Patriot ont été installés au ministère de la défense japonais au cœur de Tokyo, afin d'intercepter un éventuel missile nord-coréen, a-t-on appris auprès du ministère. D'après la presse japonaise, des missiles similaires vont être déployés sur deux autres sites aux alentours de la capitale nippone.

Des batteries d'intercepteurs seront aussi installées sur l'île d'Okinawa, dans le sud du Japon, a annoncé lundi le ministre de la défense, Itsunori Onodera. Lors d'une émission de télévision, il a précisé qu'Okinawa était "l'endroit le plus approprié pour répondre à toute urgence", ajoutant que des Patriot pourraient désormais être déployés sur cette île "de façon permanente".

 

Les forces d'autodéfense – nom de l'armée japonaise – ont été autorisées à détruire tout missile nord-coréen qui menacerait le territoire nippon, a indiqué lundi un porte-parole du ministère. Outre les batteries de Patriot, Tokyo a déployé des destroyers équipés du système d'interception Aegis en mer du Japon (appelée mer de l'Est par les Coréens), a précisé ce responsable.

 

La Corée du Nord a transporté en train, en début de semaine dernière, deux missiles Musudan et les a installés sur des véhicules équipés d'un dispositif de tir, selon Séoul, qui redoute que Pyongyang ne procède à un essai dans les jours à venir. Le Musudan aurait une portée théorique de 3 000 kilomètres, une capacité suffisante pour atteindre la Corée du Sud ou le Japon.

On March 19 a Chinese task force (a destroyer, two frigates and a Type 071 amphibious ship) left a southern Chinese port for a South China Sea training exercise. This included landing marines and combat vehicles on small islands using hovercraft. This is just the sort of thing China threatens to do if anyone opposes their claims (to all the uninhabited islets and reefs in the South China Sea) and establishes more manned outposts. China is making it clear how they will deal with such “intrusions.” One of these landing exercises took place 80 kilometers off the coast of Malaysia, and 1,800 kilometers from mainland China.

Chinese designed Jingsah II class LCACs (Landing Craft Air Cushion, or hovercraft) are being used on Chinas Type 071 amphibious ships. These 70 ton hovercraft can carry 15 tons of cargo, personnel, or vehicles. The first Jingsah IIs entered service in the 1980s, but it was two decades before a lot of them appeared. That was done in order to equip the Type 071 ships.

 

China's third Type 071 class amphibious ship entered service late last year with the South China Sea Fleet. The first one entered service five years ago. The 071s are LPD (landing ship dock) type vessels. Type 071 armament consists of a 76mm gun, four 30mm anti-missile autocannon, and four 18 tube decoy/chaff dispensers (for anti-missile work). Each 071 is believed to cost about $300 million. A fourth 071 is under construction.

 

These LPDs are 210 meters (689 foot) long, 20,000 ton amphibious ships with a flight deck for up to four helicopters and a well deck in the rear for landing craft. It normally carries four hovercraft in the well and two smaller landing craft suspended on davits. The ship can carry up to 800 troops (500 are more common) and up to 20 armored vehicles. The 071 class ships are similar to the American 25,000 ton San Antonio class or the French 21,500 ton Mistral class. The 071s have the smallest crew (120) compared to 180 in the Mistral and 396 for the San Antonio.

Harris Corporation (NYSE:HRS), an international communications and information technology company, has received a $29 million order to provide a nation in Asia with Falcon III(r) wideband tactical radios. The radios will provide the country's armed forces with critical country-wide data communications and improved mission capabilities as part of an overall modernization effort.

 

The nation is acquiring the company's new RF-7800H high-frequency wideband manpack and RF-7800W High-Capacity Line-of-Sight radios. The new RF-7800H is the world's first HF radio with high-speed wideband data capabilities. These advanced capabilities allow users to efficiently transmit large data files such as video images over very long range beyond-line-of-sight links. The radio is 20 percent smaller and lighter and offers data rates that are 10 times greater than other HF radios.

 

"Our RF-7800H and RF-7800W radios will enable these armed forces to operate with more detailed situational awareness than previous generations of radios," said Brendan O’Connell president, international business unit, Harris RF Communications.

EVENDALE, Ohio, April 8 (UPI)

 

GE Marine of Ohio reports that it has been contracted for gas turbines for use on a new destroyer for the Japanese Maritime Self Defense Force.

 

The contract for two engine modules was issued by Japanese ship-builder IHI Corp. The value of the contract, however, was not disclosed.

 

"GE gas turbines already are part of the JMSDF's 22DDH (destroyer) program," said Brien Bolsinger, GE Marine's vice president of marine operations. "We are delighted to continue our longstanding partnership with IHI and the JMSDF for the 24DDH follow-on program.

 

"In fact, as with the 22DDH program, IHI will design and package the LM2500 propulsion modules and LM500 electrical generator sets."

 

The LM2500 gas turbine is used by 33 navies. Japan's Maritime Self Defense Force already has 66 of the engines for its its Kongou, Murasame, Atago and Hyuga class destroyers.

 

GE Marine said its LM500 is derived from the TF34 turbofan aircraft engine and Japan uses it to power its Hayabusa and Ichi-gou class boats.

 

IHI Corp. will manufacture the LM2500 -- with integrated electronic controls – and the LM500 for the destroyer program under license.

 

The units will be delivered to the JMSDF next year and in 2015.

Selon l'ambassadeur de la République populaire de Chine en Algérie, Liu Yuhe, s'exprimant le 2 avril dernier à l'occasion de la visite à Alger de la 13e flottille d'escorte de la marine chinoise, "la coopération sino-algérienne dans le domaine maritime est appelée à se développer dans les mois à venir et ce, à la demande des deux parties".

 

« Cette visite de la marine chinoise à Alger, la première du genre, a-t-il ajouté, qui coïncide avec la célébration du cinquantenaire de l'indépendance de l'Algérie, permettra de redoubler les efforts de partenariat entre les deux pays et de les élargir à d'autres domaines, conformément à la volonté affichée par les deux chefs d'Etat ». Liu Yuhe a confirmé que la Chine, sous la direction de son nouveau Président, poursuivrait son processus de développement de même que sa stratégie d'ouverture sur le monde. Il a rappelé la participation de la marine de guerre chinoise à 30 missions humanitaires sous l'égide de l'ONU. Soulignant la politique de modernisation de la marine entamée depuis quelques années, M. Liu Yhue a précisé que celle-ci ne présentait aucune menace contre les autres pays et avait simplement pour mission de "veiller à l'intégrité territoriale de la Chine". Le contre-amiral Li Xiaoyan, adjoint du chef d'état-major de la flotte chinoise de la mer du Sud, a rappelé que les interventions de la marine de guerre chinoise consistaient dans des opérations de secours et de lutte contre la piraterie, notamment au large des côtes somaliennes. Selon lui, environ 5 000 navires marchands auraient été escortés par des batiments de guerre chinois depuis le lancement des opérations anti-piraterie, en 2008. L'escale, début avril, à Alger, des deux frégates chinoises accompagnées d'un navire de ravitaillement s'inscrivait dans le cadre d'une campagne de visite dans plusieurs pays entamée au mois de novembre 2012.

China has ordered four Russian Lada class diesel-electric submarines. This came a month after Russia revived development of the Lada, and that came a year after cancelling its Lada class boats. Russia will now develop Lada as part of a joint effort with an Italian firm (Fincantieri) to create the S-1000 submarine, as well as other export versions of Lada. The S-1000 actually began as the Russian Amur 950 design. This was to be one of the export versions of the Lada but the collaboration with the Italians will transform the Amur 950 into the cheaper (less than $200 million each) S-1000 class submarine. While Fincantieri has never built subs (just destroyers, aircraft carriers, and patrol craft), it is one of the largest ship builders in Europe and has access to a lot of Western military technology. This is what has attracted the Russians, and apparently the Chinese as well.

 

The S-1000 will have a crew of only 16. Top submerged speed is 26 kilometers an hour. There are six torpedo tubes and an AIP (air independent propulsion) system to extend underwater endurance to 15 days or more. In place of eight torpedo reloads, the S-1000 can carry a dozen commandoes instead. Construction on the first Lada began in 1997, but money shortages delayed work for years. The first Lada boat was finally completed in 2005. A less complex version, called the Amur, was offered for export. There were no takers, until the recent Chinese order. The Ladas have six 533mm torpedo tubes, with 18 torpedoes and/or missiles carried.

 

Lada was developed in the 1990s, as the successor to the Kilo class, but it was decided over the last few years that there was not enough difference between the Lada and the improved Kilos being built. So Lada/Amur was canceled last year. One Lada was built and another is partially completed and will probably be finished. The Russians are hoping that the S-1000 will spark interest in the various Amur designs. The largest of these is the Amur 1650, which is basically the Lada with some top-secret Russian equipment deleted. This is apparently what the Chinese are buying.

 

The Lada has a surface displacement of 1,750 tons, are 71 meters (220 feet) long, and carries a crew of 38. Each crew member has their own cabin (very small for the junior crew, but still, a big morale boost). When submerged the submarine can cruise at a top speed of about 39 kilometers an hour (half that on the surface) and can dive to about 250 meters (800 feet). The Lada can stay at sea for as long as 50 days and can travel as much as 10,000 kilometers using its diesel engine (underwater, via the snorkel). Submerged, using battery power alone, the Lada can travel about 450 kilometers. There is also an electronic periscope (which goes to the surface via a cable) that includes a night vision capability and a laser range finder. The Lada was designed to accept an AIP (air independent propulsion) system.

 

The Ladas are designed to be fast attack and scouting boats. They are intended for anti-surface and anti-submarine operations as well as naval reconnaissance. These boats are said to be eight times quieter than the Kilos. This was accomplished by using anechoic (sound absorbing) tile coatings on the exterior and a very quiet (skewed) propeller. All interior machinery was designed with silence in mind. The sensors include active and passive sonars, including towed passive sonar. Russian submarine designers apparently believe they can install most of these quieting features into improved Kilos, along with many other Lada features.

 

The Kilo class boats entered service in the early 1980s. Russia only bought 24 of them but exported over 30. It was considered a successful design, especially with export customers. But just before the Cold War ended in 1991, the Soviet Navy began work on the Lada. This project was stalled during most of the 1990s by a lack of money but was revived in the last decade. Russia has 17 Kilos in service (and six in reserve) and six Improved Kilos on order. More than that is on order from foreign customers.

 

Meanwhile, the Chinese Navy has been designing and building a rapidly evolving collection of "Song" (Type 39) class diesel-electric submarines that emphasize quietness. The changes have been so great that the latest four Songs have been called Yuan class (Type 39A or Type 41). The original design (Type 39) first appeared in 2001, and 13 have been built. But in 2008, a noticeably different Type 39 appeared. This has been called Type 39A or Type 41. Two of these Type 39As appeared before two of another variant, sometimes called Type 39B, showed up. The evolution continues, and there are now six or seven "Type 41 Yuan Class" subs (of at least three distinct models). These latest models appear to have AIP (air independent propulsion system) along with new electronics and other internal improvements.

 

This rapid evolution of the Type 39 appears to be another example of China adapting Russian submarine technology to Chinese design ideas and new technology. China has been doing this for as long as it has been building subs (since the 1960s). But this latest version of what appears to be the Type 41 design shows Chinese naval engineers getting more creative. Two or more Yuans are believed to have an AIP that would allow them to cruise underwater longer. Western AIP systems allow subs to stay under water for two weeks or more. The Chinese AIP has less power and reliability and does not appear to be nearly as capable as Russian or Western models. The Chinese will keep improving on their AIP, just as they have done with so much other military technology.

 

The Songs look a lot like the Russian Kilo class and that was apparently no accident. The 39s and 41s are both 1,800 ton boats with crews of 60 sailors and six torpedo tubes. This is very similar to the Kilos (which are a bit larger). China began ordering Russian Kilo class subs, then one of the latest diesel-electric designs available, in the late 1990s. The first two Type 41s appeared to be a copy of the early model Kilo (the model 877), while the second pair of Type 41s appeared to copy the late Kilos (model 636). The latest Yuans still appear like Kilos but may be part of an evolution into a sub that is similar to the Russian successor to the Kilo, the Lada. The Type 39s were the first Chinese subs to have the teardrop shaped hull. The Type 41 was thought to be just an improved Song but on closer examination, especially by the Russians, it looked like a clone of the Kilos. The Russians now believe that the entire Song/Yuan project is part of a long-range plan to successfully copy the Kilo. If that is the case, it appears to be succeeding.

 

China currently has 13 Song class, 12 Kilo class, 7 Yuan class, and 18 Ming (improved Russian Romeo) class boats. There are only 3 Han class SSNs, as the Chinese are still having a lot of problems with nuclear power in subs. Despite that, the Hans are going to sea, even though they are noisy and easily detected by Western sensors. Five Hans were built (between 1974 and 1991) but 2 have already been retired. There are 4 newer Shang class SSNs in service, but these are still pretty noisy. The Song/Yuan class subs are meant to replace the elderly Mings. The four Ladas will give Chinese submarine builders some ideas and goals for future subs of this type.

NEW DELHI (PTI): Amid allegations of bribery attempt in the 197 chopper deal, India has asked the two vendors in the race to extend the validity of their commercial bids till the end of this year, making it clear that the procurement is in for further delay.

 

The validity of the commercial bids of the two firms -- European Eurocopter and Russian Kamov -- is expiring by the end of this month.

 

The Director General (Acquisition) in the Defence Ministry has asked the Eurocopter and Kamov to extend the validity of their bids up to December, defence sources told PTI here.

 

The development makes it clear that the procurement of the light helicopters for the Army and Air Force, which has already been in pipeline for over three years, is in for further delay.

 

The move comes against the backdrop of the Army asking the Defence Ministry to conduct a probe into allegations that a Brigadier, who was in-charge of the trial team for 197 light choppers, demanded a Rs 25 crore bribe from AgustaWestland to swing the deal in its favour.

 

AgustaWestland, an Anglo-Italian company, was one of the contenders in the deal for 197 helicopters but lost out in the race during trials.

 

The allegations against the Brigadier surfaced during investigations into the 12 VVIP chopper deal with AgustaWestland, which is shrouded in a controversy over charges of kickbacks to the tune of Rs 360 crore.

 

"The Army Headquarters has asked us to investigate the matter before taking any decision on the future of the deal, in which only two firms European Eurocopter and Russian Kamov are left in the race as AgustaWestland was eliminated before trials itself," a Defence Ministry source had said.

 

The allegations have led to delay in the finalisation of the deal for 197 helicopters for the Army and the IAF to replace its fleet of vintage Cheetah and Chetak choppers.

 

Recently, in a Defence Acquisition Council (DAC) meeting, the Ministry had asked the Army to take 'responsibility' that there was no wrongdoing in the charges against the officer.

 

However, the Army asked the Government to conduct a probe before taking any further decision, the sources said.

 

The DAC also has to take a call on whether to allow the deviations from the tendering process by the two companies and a Special Technical Oversight Committee (STOC) has submitted its report in this regard.

 

After the charges came up, the Ministry had asked the Italian government to provide the name and relevant documents relating to the alleged involvement of the Brigadier in the ongoing process for acquisition of 197 helicopters for the Army.

 

The allegations have been levelled against the officer in a letter allegedly sent by an AgustaWestland official in India to his superiors in Italy saying the Brigadier was seeking USD 5 million for facilitating the deal in their favour.

 

The deal for procuring 197 light choppers has already been cancelled once in the last stages even after the selection of Eurocopter.

 

The officer has denied the charges against him in a letter written by him.

The UN General Assembly on Tuesday adopted the first-ever treaty to regulate the $80-billion-a-year conventional arms trade. The assembly voted 154-3 for a resolution that will open the treaty for signature from June. India abstained from voting.

 

NEW DELHI: Stung by the UK's reluctance to accommodate its concerns in the negotiations for the global Arms Trade Treaty (ATT) approved by the UN general assembly last Tuesday, the government has decided to send a strong message of its displeasure to the UK.

 

A high level defence delegation's visit to the UK slated for April 9-11 could either be cancelled or significantly scaled down as a mark of protest, TOI has learnt. Defence secretary Shashi Kant Sharma was to lead the delegation comprising representatives of all three services.

 

The UK has been one of the champions of ATT and New Delhi holds it responsible for the fact that hardly any of India's concerns were accommodated in the agreement. India had abstained from voting on the treaty saying the draft was weak on terrorism and non-state actors and compromised security and defence interests of major arms importing countries.

 

Intense consultations are underway in the government on the future course of action since Tuesday's vote, in which the treaty was passed with 154 votes in favour, three against and 23 abstentions. India, China and Russia were among the countries that abstained.

 

In fact, TOI has learnt that the external affairs ministry has conveyed to the UK that its unhelpful attitude will have serious consequences for defence purchases by India from that country. Even during the negotiations for the treaty, India seems to have warned the UK that defence cooperation between the two countries was going to suffer.

 

Top sources confirmed to TOI that the MEA was not in favour of cancellation of the visit and had told the defence ministry in writing to communicate India's unhappiness but wanted the engagement to continue.

 

Sources said the defence ministry had sought the MEA's opinion before deciding on the trip. The foreign ministry, which had warned UK of adverse consequences, wanted the defence ministry to make a strong statement but not by cancelling the trip as this could lead to avoidable rancour in relations. While France too was among the 154 nations which voted in favour of ATT at the UNGA, it was very supportive of India's concerns during the negotiations.

 

Over the last week, consultations were underway between the PMO, MEA and the MoD over the steps to be taken to convey India's extreme displeasure over UK's lead role in pushing through the treaty. It is not yet clear if the government is contemplating any further steps to convey its disappointment.

 

British PM David Cameron welcomed the ATT saying Britain should be proud of its role in the negotiations. Britain was also the leading country behind the move to put the draft treaty to vote in the UNGA.

 

India's lead negotiator Sujata Mehta had argued that the treaty was weak on terrorism and non-state actors and those concerns found no mention in the specific provisions of the treaty. "India cannot accept that the treaty be used as an instrument in the hands of exporting states to take unilateral force majeure measures against importing states without consequences. The relevant provisions in the final text do not meet our requirements," she had said.

 

India believes that the treaty should make a real impact on illicit trafficking in conventional arms and their illegal use, especially by terrorists. While New Delhi's concern was about terrorists targeting the Indian state, the US and the UK ensured a flexible language in this context so that they could continue to arm rebels in states such as Syria.

 

India also feels strongly that the treaty is heavily weighed in favour of arms exporters, who can invoke unforeseen circumstances to cancel a contract.

Australia's Department of Defense says it has given BAE Systems Australia a contract for aviation technical training services.

 

The contract is for five years and worth nearly $111 million.

 

"This contract means that BAE Systems Australia will train about 900 students annually at the RAAF School of Technical Training at RAAF Base Wagga, NSW (state of New South Wales)," said Minister for Defense Materiel Dr. Mike Kelly. "The contract is for initial training for technicians and maintainers for all aviation-related trades, and a range of postgraduate courses, for aircraft and helicopters operated by Army, Navy and Air Force."

 

Kelly said the new contract gives BAE with a high level of autonomy and responsibility for the delivery of the training that will be introduced in a "contemporary" training environment supported by modern training systems.

 

BAE Systems Australia has sub-contracted the Royal Melbourne Institute of Technology and Pennant Pty Ltd in support of the work, the Defense Department said, but no additional details were given.

It takes a crisis to concentrate the mind. Faced with unusually bellicose rhetoric from the regime in Pyongyang, the Obama Administration reversed course on National Missile Defense (NMD) and is rapidly bolstering its theater air and missile defenses in the region. The Department of Defense will add 14 ground based interceptor missiles to 30 currently in place at Fort Greeley, Alaska. Two Aegis missile defense capable destroyers have been sent to waters off the Korean peninsula.

 

Equipped with the Standard Missile 3 IA, these ships can provide defense against short to medium range ballistic missiles as well as advanced cueing for the NMD system. In addition, the Army is deploying a THAAD battery to Guam, an obvious potential target for a North Korean missile. In addition, the U.S. has deployed B-2 bombers and F-22 fighters to South Korea as shows of force.

 

Without appearing bellicose, there are additional capabilities that the U.S. could and should send to the region that would provide important intelligence collection and defensive capabilities. One of these is the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS). This is a long-range surveillance system based on two large aerostats that carry radars, one for surveillance and the second to provide very precise intercept data. The aerostats can stay airborne for weeks at a time. Because it operates at a relatively high altitude and carries long-range sensors, JLENS can look out to about 550 km and track hundreds of targets at one time. We are not just talking about ballistic missiles or aircraft.

 

JLENS can track low flying cruise missiles, small boats and even ground vehicles all at the same time. In recent tests, JLENS demonstrated its ability to detect and track simultaneously-launched multiple ballistic missiles during their boost phase and also accurately locate their launch points. This last capability may be particularly important in finding North Korean mobile missile launchers. As a joint program, JLENS was designed from the start to support the missile and air defense operations of all the services. It carries a full array of communications capabilities allowing it to feed data to Army, Navy and Air Force units and platforms.

 

The on again/off again threat from North Korea is not the only danger U.S. and allied forces in the region face. On February 26, a Russian TU-22M Backfire bomber conducted a simulated cruise missile attack on a U.S. destroyer. The next day another practice attack was conducted against a missile defense site on Japanese soil. This is but one of dozens of such “exercises” in which Russian bombers simulate attacks on targets in Japan, NATO and even the continental U.S., on occasion penetrating into national airspace and having to be escorted out by armed fighters. It is beginning to look a lot like the bad old days of the Cold War.

 

Then there is the growing Chinese air and offensive missile threat. This includes hundreds of dual capable medium and intermediate range and ballistic and cruise missiles as well as the new DF-21 anti-ship ballistic missile intended to attack U.S. aircraft carriers. In addition, the PLA Air Force has deployed or has on order around 500 modern fourth-generation fighters and at least two fifth-generation fighters (approximately the equivalent of the F-22 and F-35) under development.

 

It is ironic that the Army is searching so intensely for a role in an Asian-centric U.S. national security strategy. As demonstrated by the decision to accelerate the planned deployment of a THAAD battery to Guam, the Army could have a major role in regional air and missile defense. Deploying JLENS to Guam would be a good first step and purely defensive. If deployed on the Korean Peninsula, JLENS could provide real-time warning and targeting information on the whole array of North Korean offensive threats from small boats to shorter-range ballistic missiles and very early cueing for the U.S. NMD. Also, JLENs is rapidly deployable and very mobile, which should be highly prized by an Army increasingly concerned about executing strategic maneuvers. The Army needs to invest in JLENS as part of a suite of advanced air and missile defense capabilities.

Responding to a report The Pioneer today that it had lined up a purchase of additional Su-30MKIs in the event that negotiations for 126 Rafales failed to result in a contract, the Indian Air Force has issued a statement to say:

 

"Apropos a report in a certain section of the media  indicating IAF  will opt for Sukhoi-30 if Rafale deal falls flat as on 08 Apr 2013. The IAF strongly denies such report. The CNC (Contract negotiations committee)  process for acquisition of 126 MMRCA is underway and there is no thought process for any procurement  as a ‘back up’ as reported."

 

And so, it begins ;-)

Missile lifts off from Wheeler Island and travels its entire range of 2,000 km

 

The Strategic Forces Command (SFC) of the Army successfully test-fired Agni-II ballistic missile at 10.25 a.m. on Sunday. It lifted off from a mobile launcher on Wheeler Island, off the Odisha coast, and travelled its entire range of 2,000 km before splashing into the targeted area in the Bay of Bengal, with an accuracy of a few metres. It was a perfect mission which saw no “holds” and the entire flight lasted more than 10 minutes.

 

Agni-II, which is capable of carrying nuclear warheads, is 20 meters long and weighs 17 tonnes. Its two stages are propelled by solid fuel. It can carry a payload weighing one tonne. The missile has been developed by the Defence Research and Development Organisation (DRDO).

 

“Everything went off well. Radars on the coast tracked the missile’s trajectory,” said informed DRDO officials. Electro-optical systems monitored the flight. “Two ships located down range saw everything, including the final event of the missile’s splashdown,” they added. Its fully indigenous, highly accurate navigation systems took it to a few meters of the targeted location.

SEOUL: North Korea appears to be preparing for a fourth nuclear test, South Korea on Monday said, following intelligence reports of heightened activity at its main atomic test site.

 

"There are such signs," Unification Minister Ryoo Kihl-Jae told a parliamentary committee hearing when lawmakers asked him to confirm the reports.

 

It was the North's third nuclear test in February and subsequent UN sanctions that kickstarted the cycle of ongoing escalating military tensions that the international community is desperate to break.

 

The JoongAng Ilbo daily said South Korean intelligence had detected unusually busy personnel and vehicle movements at the North's Punggye-ri nuclear test site since last week.

 

"We are trying to figure out whether it is a genuine preparation for a nuclear test or just a ploy to heap more pressure on us and the US," it cited an unnamed South Korean government official as saying.

 

Intelligence reports also suggest Pyongyang has readied two mid-range missiles on mobile launchers on its east coast, and is aiming at a test firing before the April 15 birthday of late founding leader Kim Il-Sung.

 

A missile launch would be highly provocative, especially given the strong rebuke the North's sole ally China handed it on the weekend and a US concession to delay its own planned missile test.

 

Kim Jang-Soo, chief national security adviser to President Park Geun-Hye, said a test-launch could come before or after Wednesday, the date by which the North has suggested foreign diplomats consider leaving Pyongyang.

 

Japan has ordered its armed forces to shoot down any North Korean missile headed towards its territory, a defence ministry spokesman in Tokyo said Monday.

 

The New York Times reported that the US and South Korea have drawn up plans for a measured tit-for-tat response to North Korean actions, which will be limited in order to prevent an escalation to broader war.

 

Citing unnamed US officials, the newspaper said the new "counter-provocation" strategy calls for an immediate but proportional "response in kind" if the North decides to launch a missile or ground attack.

 

North Korea's bellicose rhetoric has reached fever pitch in recent weeks, with near-daily threats of attacks on US military bases and South Korea in response to ongoing South Korea-US military exercises.

 

There has been growing global concern that the crisis could spiral out of control, and China appeared to respond at the weekend to repeated calls for it to take a harder line with Pyongyang.

La Corée du Nord semble faire des préparatifs pour un quatrième essai souterrain d’armes nucléaires sur le site de Punggye-ri, là même où elle avait effectué son troisième essai, rapporte l’un des trois plus importants quotidiens sud-coréens, le JoongAng Ilbo, dans son édition du lundi 8 avril, citant une source gouvernementale sud-coréenne.

 

En plus d’un quatrième essai nucléaire, le responsable de sud-coréen de la sécurité nationale, Kim Jang-soo, affirme que le Nord pourrait également lancer un missile à moyenne portée autour de mercredi de cette semaine, le 10 avril, date à laquelle le régime communiste a indiqué ne plus pouvoir garantir la sécurité des missions diplomatiques étrangères sur son territoire.

«Nous avons détecté une activité accrue de la main-d’œuvre et des véhicules dans le tunnel sud du site de test dans Punggye-ri, où le régime a travaillé sur l’entretien des installations depuis son essai nucléaire de troisième génération en février», aurait déclaré au quotidien sud-coréen le haut fonctionnaire du gouvernement de Séoul. «Les activités semblent être similaires à ceux d’avant le troisième essai, alors, nous suivons de près le site.»

 

«Nous avons également été avertis que Pyongyang allait bientôt procéder à un test nucléaire supplémentaire», a indiqué le responsable, ajoutant: «Mais nous sommes à analyser l’information pour savoir s’il s’agit véritablement de la préparation d’un essai supplémentaire ou c’est juste pour faire pression sur Séoul et Washington» et précisant que cette activité sur le site de Punggye-ri était suivie depuis la semaine dernière.

 

Le JoongAng Ilbo rapporte aussi, s’appuyant cette fois sur une source militaire sud-coréenne, que Pyongyang semble également se préparer à lancer un missile d’une portée d’au moins 3 000 kilomètres (1 864 miles).

 

«Ils [les Nord-Coréens] ont déplacés et caché un missile à moyenne portée en utilisant une rampe de lancement mobile, à Wonsan, une ville à proximité de la mer de l’Est», aurait révélé ce responsable militaire sud-coréen au quotidien.

 

Le missile pourrait atteindre la Corée du Sud ou le Japon et même, en cas de charge légère, des cibles à 4 000 km, comme l’île de Guam dans le Pacifique, à 3 380 km de la Corée du Nord et où se trouvent 6 000 soldats américains.

 

Par ailleurs, le chef de la sécurité nationale sud-coréenne, Kim Jang-soo, reconnaît qu’il y a une part de guerre psychologique dans les provocations de la Corée du Nord : «La Corée du Nord lance des messages qui font les manchettes tous les jours. Nous estimons que c’est pour influencer l’opinion publique de notre peuple et faire grimper inquiétude au sujet de la sécurité nationale, pour inciter l’administration [sud-coréenne]actuelle à adopter des politiques favorables à Pyongyang.»

 

Mais, guerre psychologique ou menaces réelles, Séoul se tient prêt.

Japan’s Navy operates four Kongo class destroyers equipped with AEGIS-BMD type anti-air and missile systems, and SM-3 Block IA interceptors, capable of defeating ballistic missiles.

New Delhi - This amount will be spent during the 12th Plan on upgrading, modernising and supplementing the OFB's production facilities

 

The defence ministry (MoD) will spend an unprecedented Rs 15,000 crore on the Ordnance Factory Board (OFB), its fully owned conglomerate of 41 factories that manufactures arms, ammunition, vehicles and equipment mainly for the military.

This amount will be spent during the 12th Plan (2012-13 to 2016-17) on upgrading, modernising and supplementing the OFB's production facilities.

During the last decade, the OFB has spent an average of about Rs 400 crore per year on modernisation. Now, during the 12th Plan, OFB modernisation will consume more than Rs 3,000 crore annually.

For private sector companies that are foraying into defence manufacture, this is worrying news. Bharat Forge, for example, has invested about Rs 100 crore on importing an entire factory to build artillery guns; it has set up a production unit in Pune. Now the private sector fears that that heavy expenditure on upgrading the OFB will result in military orders being placed on the OFB rather than on the private sector.

Dismissing such apprehension, a top MoD official tells Business Standard that the OFB's modernisation plan will not create additional production capacity. Instead, the new infrastructure is intended to improve production quality and to reduce the OFB's manpower levels by increasing automation.

For example, some OFB facilities still fill explosive into ammunition by pouring it manually, a laborious and inaccurate process that causes variations in the ammunition. The new machines being installed will fill explosive using a screw-driven mechanism that is faster and more precise.

A key benefit of modernisation will be a reduction in the OFB's bloated workforce. While the OFB is authorised more than 1,50,000 workers, it functions with just 90,000 on Sunday. Modernisation could bring this down to below 50,000.

This modernisation plan comes as a major relief for the OFB, which has been tarred by scandal since the Central Bureau of Investigation arrested the OFB's just-retired chairman Sudipta Ghosh on May 19, 2009, for allegedly accepting bribes from foreign companies.

Now dust from that scandal appears to be settling. While Ghosh has not yet been convicted, the MoD banned six arms vendors on March 5, 2012, from doing business with the Ordnance Factory Board for 10 years. Last month the army placed a Rs 1,260-crore order for 114 artillery guns, which the Ordnance Factory Board has developed from plans obtained from Bofors in the 1980s.

While Bofors provided 155 millimetre/39 calibre guns in the 1980s, the OFB has upgraded these with in-house R&D to 45 calibre.

Of the sanctioned Rs 15,000 crore, the Ordnance Factory Board says that Rs 7,600 crore will be spent from the Replacement Fund on replacing old machinery with new, automated and efficient machines that require fewer operators. The Replacement Fund is built up from the depreciation amount that OFB writes off each year, creating a corpus for replacing production machines after about 20 years of operation. Another Rs 7,400 crore will be spent from the New Capital head on civil works and modern production gear that is badly needed in the OFB's more decrepit factories.

One of the OFB's facilities, the Gun and Shell Factory, Cossipore, has produced equipment at the same location since 1802.

The New Capital expenditure also caters for new projects, such as the Rs 1,500-crore plan that was approved last month for manufacturing the DRDO-designed Pinaka multi-barrel rocket launcher, and advanced variants of its ammunition in several OFB facilities.

In addition, the Ordnance Factory Board will now build 51 mm and 81 mm mortar casings and will enhance its capacities for producing and overhauling infantry combat vehicles (ICVs).

"The modernisation plan, which was drawn up in 2010, has been approved by the government. Now the MoD will allocate funds to the OFB based on an annual expenditure plan," says L Mohanty, the OFB's Deputy Director (Engineering).

OFB officials admit that it will be a challenge to transparently absorb such a large modernisation budget. Mohanty explains that the OFB has overhauled and simplified its procurement procedures, especially eprocurement, which is now mandatory for most transactions.

Three key procurement manuals have been completely revamped. These include the Plant and Machinery Procurement Manual, with new procedures for overhauling machinery; the Civil Works Procedure Manual which has a simplified procedure for civil works construction; and the OFB Procurement Manual, which lays down the procedure for procuring raw materials.

The Ordnance Factory Board was the world's 46th largest arms manufacturer in 2010, according to the Stockholm International Peace Research Institute.

Its total sales that year were Rs 11,214 crore ($2.04 billion), with arms sales bringing in about 80 per cent of its revenue. However, worker productivity has been abysmally low, at just Rs 12.5 lakh per annum.

Pour la première fois, la marine indienne dispose de fortes indications que des sous-marins nucléaires chinois effectuent des séjours fréquents en océan Indien.

 

A ce jour, 22 détections de sous-marins chinois ont été rapportées, dont l’une en février dernier. Un sous-marin a été repéré près des îles Andaman et Nicobar.

 

La marine indienne a indiqué au ministère de la défense que 22 contacts de sous-marins inconnus ont été détectés par des sonars indiens et américains en océan Indien.

 

L’évaluation est que la Chine est la seule autre marine capable d’opérer dans la région. Cette évaluation a été confirmée par des renseignements indiens et américains.

 

L’étendue de la présence de sous-marins chinois en océan Indien est très troublante pour la marine indienne.

 

Selon certaines sources, un contact avec un présumé sous-marin chinois a eu lieu à seulement 90 km de la côte, au large des îles Andaman et Nicobar.

 

Six contacts ont eu lieu au nord-ouest du détroit de Malacca, 13 au sud du Sri Lanka et 2 jusqu’en mer d’Arabie.

 

Le premier contact sonar avec un sous-marin chinois remonte à aout 2012, pendant une patrouille de navires américains et indiens, pensant qu’ils étaient les 2 seules marines naviguant dans le sud de l’océan Indien.

 

Selon le rapport, la marine chinoise déploie ses sous-marins nucléaires les plus modernes pour des patrouilles de 10.000 nautiques en plongée. Ils appareillent de Sanya en mer de Chine du Sud.

 

Des sources officielles estiment que les sous-mariniers chinois pourraient se préparer à passer en douce dans l’arrière-cour de l’Inde, tester la conviction de la marine indienne qu’elle peut les garder à distance et peut-être commencer à maintenir une présence permanente en océan Indien.

"La République populaire démocratique de Corée ne peut pas continuer comme cela, elle ne peut pas continuer à confronter et défier l'autorité du Conseil de sécurité et de la communauté internationale", a-t-il ajouté.

 

La Corée du Nord, qui a récemment installé deux missiles de moyenne portée sur sa côte est, pourrait également effectuer un tir d'essai cette semaine dans une surenchère destinée à obtenir des concessions de Washington, par exemple sur une reprise sans condition des négociations sur le nucléaire civil.

Furieuse du nouveau train de sanctions adopté par l'ONU après son nouvel essai nucléaire début février et des manoeuvres militaires conjointes en cours entre les Etats-Unis et la Corée du Sud, la Corée du Nord a multiplié ces dernières semaines les déclarations belliqueuses.

Indonesian Navy (TNI AL) chief of staff Adm. Marsetio opened on Friday the Palu Naval Base in Palu, Central Sulawesi, as part of an effort to secure Indonesian waters, especially in the eastern part of the country.

The naval base is located on a 13-hectare plot in Palu’s Watusampu subdistrict, Ulujadi district, of which only 2.8 hectares have been built on. 

The building, which faces Palu Bay, has been built over the past two years and cost around Rp 7 billion (US$717,000).

“The naval base location is ideal and strategic, and there is no such dock in Indonesia like the one in Palu,” Marsetio told the media after the opening ceremony.

He said the naval base was precisely located in Palu Bay and at an ideal depth. It is the third-deepest sea in the world.

It will also serve as the Navy’s submarine base, where three submarines purchased from South Korea, will be stationed. “The KRI Cakra 401 and KRI Nanggala 402 submarines have often docked here, as the sea is very deep and suitable for submarines,” said Marsetio.

Palu Bay was picked as one of TNI AL’s submarine bases because the bay is quite strategic in Indonesia. It is 10 kilometers wide and its coastline stretches for 68 kilometers while its depth reaches 400 meters. Natural protection against extreme ocean currents is also considered to be adequate and advantageous for a submarine base.

“At such a depth, large vessels, such as aircraft carriers from the United States could easily navigate through the bay,” said Marsetio.

The Palu Naval Base will in the future not only serve as a forward base, but a main naval base. Therefore, the navy will equip it with various facilities given the base’s close proximity with the Malaysian border.

“The Ambalat waters remains vulnerable, so the submarine base in Palu is most strategic to secure the region,” he added.

Meanwhile, Central Sulawesi Governor Longki Djanggola said that based on documents belonging to the Palu city administration, in terms of defense strategy, Palu Bay is centrally situated between the Indonesian border in the north and the Java Sea in the south, so submarines stationed there could cover the region effectively.

The area is also part of the second Sea Lane of Communications (ALKI) II, where large merchant ships could traverse under the UNCLOS international maritime law.

“Malaysia, the Philippines, Japan and China, which are very strategic for Indonesia from the geopolitical and geoeconomic aspects, are located north of the ALKI II. So, Palu Bay is very suitable as TNI AL’s submarine base,” said Longki.

Indonesia’s current submarines, the U-206 type KRI Cakra and KRI Nanggala, were made by German shipyard Howaldtswerke in Kiel, Germany, and were commissioned in 1981.

The three U-209 type submarines, worth some $1.07 billion, will be delivered in 2015 and 2016. Two of the submarines will be build at Daewoo Shipbuilding and Marine Engineering (DSME) facilities in Busan, South Korea. The third would be completed at the state-owned shipyard PT PAL Indonesia facilities in Surabaya, East Java.

Initial reports said the submarines would weigh 1,400 tons and be 61.3 meters long. Each submarine will carry up to 40 crew members and have eight weapons tubes for torpedoes and other weapons.

After a long delivery flight from Sweden, FMV has now delivered the seventh, eighth and ninth JAS 39 Gripen aircrafts to the Royal Thai Air Force. The entire order consists of twelve planes.

On behalf of the Defence Export Agency FMV has coordinated the delivery and Gunnar Lindberg, who is project manager at FMV Test and Evaluation site, summarizes some intense months.

- I have a long list of measures that we have checked off. Among others - test flights, technical issues and diplomatic contacts. And thanks to experienced staff and good cooperation with everyone involved, we were able to resolve all issues.

On 2 april three Gripen aircrafts started from FMV's facility outside Linköping. The last main point on Gunnar Lindberg's action list was underway. Gunnar himself sat in a Hercules aircraft along with technicians and aeronautical equipment.

FMV's test pilots Joakim Wengelin and Fredrik Süsskind had planned the delivery flight in eight stages. This required permission to fly over eight countries. It also required permission to both fly over and land temporarily in Hungary, Greece, Jordan, Saudi Arabia, United Arab Emirates, Oman and India and Thailand.

Thailand has ordered two rounds of an integrated air defense system from the Swedish government through the Swedish Defence Materiel Administration, FMV. The first agreement was signed in 2008 included six JAS 39 C/D a Saab 340 AEW and a Saab 340 for transport and training. It contained, in addition to the equipment, a comprehensive logistic support, training for Thai pilots and technicians as well as simulators. Sweden also contributed with a support group in place in Thailand.

These first six JAS 39 Gripen C/D of twelve ordered fighters FMV delivered in February 2011.

The second agreement that FMV signed with Thailand in november 2010 include further six Gripen fighter aircraft of the C version, along with a Saab 340 with Erieye radar and the Swedish RB 15F missile system. Saab 340 plane and the missile system are already delivered. And today, FMV delivered three more Gripen aircraft. The remaining three fighter planes will be delivered after the summer of 2013.

North Korea rocket

Le ministre nippon de la Défense Itsunori Onodera a ordonné aux forces armées du pays de se préparer à l'interception d'un missile nord-coréen et de ses débris, s'ils présentent un danger pour la sécurité du Japon, a annoncé l'agence Kyodo se référant à des sources gouvernementales. 

 

Pour surveiller l'éventuel tir d'un missile nord-coréen, le Japon envisage de déployer des bâtiments dotés du système de défense antimissile Aegis.

 

Se référant aux services de renseignement, les médias sud-coréens ont rapporté au cours de cette semaine que Pyongyang avait déployé deux missiles balistiques de type Musudan sur sa côte orientale. Le rayon d'action de ce missile est évalué à entre 3.000 et 4.000 kilomètres.

 

La péninsule coréenne connaît un net regain de tension ces dernières semaines. Début mars, Pyongyang, en signe de protestation contre les exercices conjoints entre la Corée du Sud et les Etats-Unis, a résilié tous les accords de non-agression et de dénucléarisation conclus avec Séoul et a annoncé l'annulation de l'armistice conclu à l'issue de la guerre de Corée (1950-1953).

 

Pyongyang a également promis qu'il se comporterait "selon les lois du temps de guerre" en cas de démarches hostiles pouvant dégénérer en une "guerre d'envergure", voire en une "guerre nucléaire".
