Manila, April 1, 2013 -- The USS Tortuga (LSD 46), an amphibious dock landing ship of the U.S. 7th Fleet, will arrive in the Philippines on Tuesday, April 2, to participate in this year’s Philippine-U.S. Balikatan exercises.  Her first port of call will be Manila, followed by a brief stop in Subic.

During Balikatan, which takes place on the island of Luzon from April 5 to 17, the Tortuga will support Philippine and U.S. troops’ joint training for humanitarian assistance and disaster response scenarios. 

The Tortuga is part of the Bonhomme Richard Amphibious Ready Group (ARG) and is currently on deployment in the U.S. 7th Fleet area of responsibility.  The Bonhomme Richard ARG reports to the commander, Amphibious Force 7th Fleet, Rear Adm. Jeffrey A. Harley, headquartered in White Beach, Okinawa, Japan.

SINGAPORE - The John C. Stennis Carrier Strike Group (JCSCSG) arrived in Singapore April 1 for a scheduled port visit.

This is the JCSCSG's first port visit since entering the U.S. 7th Fleet area of responsibility (AOR) March 26, after five months of operating in and around the Arabian Gulf.

  "This port visit to Singapore will be a welcome and wonderful experience for our hard-working Sailors," said Rear Adm. Mike Shoemaker, the strike group's commander. "It's also an opportunity for us to further strengthen the long-standing and excellent relationship between our navies."

SEOUL - La Corée du Nord a annoncé mardi son intention de redémarrer un réacteur nucléaire arrêté en 2007 et laissé entendre qu'elle pourrait reprendre l'enrichissement d'uranium à des fins militaires, dans un contexte extrêmement tendu avec la Corée du Sud et les Etats-Unis.

 

La Corée du Nord a précisé qu'elle réaménageait et redémarrait toutes les installations de son complexe nucléaire de Yongbyon, dont un site d'enrichissement d'uranium et un réacteur de cinq mégawatts.

 

Ce réacteur était la seule source de plutonium pour le programme nucléaire militaire du Nord, qui en disposerait encore suffisamment pour produire entre quatre et huit bombes.

 

Cette décision est conforme à la volonté de Pyongyang de renforcer (son) arsenal nucléaire à la fois en qualité et en quantité et nécessaire à la résolution de graves pénuries d'électricité, selon un porte-parole du programme d'énergie nucléaire nord-coréen cité par l'agence de presse officielle du régime communiste KCNA.

 

Puissance nucléaire militaire depuis son premier essai en 2006, la Corée du Nord avait accepté en 2007 d'interrompre ses activités atomiques en échange d'une aide économique et de garanties de sécurité.

 

Le processus semblait bien engagé depuis la désactivation de Yongbyon en juillet 2007 et la démolition de sa tour de refroidissement en juin 2008.

 

Mais Pyongyang a toujours refusé les inspections de ses installations et s'était retiré en décembre 2008 des négociations à Six sur son programme nucléaire associant la Chine, les Etats-Unis, le Japon, la Russie et les deux Corées.

 

En 2010, le régime avait dévoilé à des scientifiques américains qu'il travaillait sur la construction d'un réacteur nucléaire, officiellement pour une utilisation civile, avec de l'uranium enrichi.

 

La Corée du Nord a testé trois bombes nucléaires depuis 2006, s'attirant à chaque fois les foudres de la communauté internationale. Elle avait laissé entendre en février 2012 qu'elle comptait suspendre ses programmes nucléaire et de tests de missiles après un accord passé avec les Etats-Unis sur des aides alimentaires.

 

Mais cet accord a rapidement pris fin après un tir raté de fusée le 13 avril, qui était selon les experts un tir de missile balistique déguisé.

Soaring tensions on the Korean peninsula have seen dire North Korean threats met with an unusually assertive US response that analysts warn could take a familiar game into dangerous territory.

 

By publicly highlighting its recent deployment of nuclear-capable B-52 and stealth bombers over South Korea, Washington has, at times, almost appeared to be purposefully goading an already apoplectic Pyongyang.

 

“There certainly seems to be an element of ‘let’s show we’re taking the gloves off this time’ about the US stance,” said Paul Carroll, program director at the Ploughshares Fund, a US-based security policy think-tank.

 

And the North has responded in kind, declaring on Saturday that it was now in a “state of war” with South Korea.

 

Security crises on the Korean peninsula have come and gone over the decades and have tended to follow a similar pattern of white-knuckle brinkmanship that threatens but finally pulls back from catastrophic conflict.

 

North Korea’s founding leader Kim Il-Sung and his son and successor Kim Jong-Il were both considered skilled practitioners of this high-stakes game of who-blinks-first diplomacy.

 

And they ensured Pyongyang had enough form to lend its threats credibility, having engineered provocations that ranged from blowing up a South Korean civilian airliner in 1987 to shelling a South Korean island in 2010.

 

The current crisis, with Pyongyang lashing out at a combination of UN sanctions and South Korea-US military exercises, diverges from precedent in terms of the context and the main characters involved.

 

It follows the two landmark events that triggered the UN sanctions and re-drew the strategic balance on the peninsula: The North’s successful long-range rocket launch in December and its third — and largest — nuclear test in February.

 

Both may have emboldened North Korea to overplay its hand, while at the same time prompting Washington to decide there was already too much at stake to consider folding.

 

“Rhetorical salvoes are one thing, while rocket launches and nuclear tests are quite another,” said Carroll.

 

In addition, both North and South Korea have new, untested leaders with a strong domestic motivation to prove their mettle in any showdown.

 

Bruce Klingner, a Korea expert at the conservative Heritage Foundation in Washington, believes the danger of “miscalculation” is especially high from North Korea’s young supremo Kim Jong-Un.

 

Kim was not only emboldened by the successful rocket and nuclear tests, but “also by the knowledge that Seoul and Washington have never struck back in any significant way after previous deadly attacks”.

 

This time around, however, South Korea has signalled it would respond with interest, and the message sent by the B-52 and stealth bomber flights is that it has the US firmly in its corner.

 

Peter Hayes, who heads the Nautilus Institute, an Asia-focused think tank, points out that the B-52 deployment carried a particular — and potentially dangerous — resonance.

 

After a bloody border incident in 1976 left two American soldiers dead, the United States spent weeks sending flights of B-52 bombers up the Korean peninsula, veering off just before they entered the North’s air space.

 

Then US secretary of state Henry Kissinger commented that he had “never seen the North Koreans so scared”.

 

Hayes warned that replaying the B-52 threat could prove to be “strategically stupid” by reviving the North’s historic and deep-rooted fear of a US nuclear strike.

 

“The B-52 deployment also declares loudly and clearly that they have forced the US to play the game of nuclear war with North Korea,” Hayes said.

 

“It tells them it has reached the hallowed status of a nuclear-armed state that matters enough to force a simulated nuclear-military response,” he added.

 

The possible end-game scenarios to the current crisis are numerous, but none point to an obvious path for defusing the situation peacefully.

 

Most analysts rule out the prospect of a full-scale war on the grounds that North Korea knows it would lose, just as it knows that launching any sort of nuclear strike would be suicidal.

 

But after threatening everything from an artillery assault to nuclear armageddon, there is also a sense that Kim Jong-Un has pushed himself into a corner and must do something to avoid a damaging loss of face and credibility.

 

A provocative missile test fired into the sea over Japan is one option with a relatively low risk of further escalation.

 

Several analysts had originally predicted a limited artillery strike similar to the 2010 shelling of Yeonpyeong island, but the US and South Korean vows of a tough response have called into question just how “limited” such a move would prove to be.

 

Scott Snyder, a senior fellow for Korea studies with the Council on Foreign Relations, suggested that the United States, having delivered its message loud and clear, should now provide Kim with a way out.

 

“There is a need for the United States and South Korea to offer some clear diplomatic gestures of reassurance toward the North that can help the North Koreans climb down, calm down, and change course,” Snyder said.

La dernière section du chasseur de mines USS Guardian, découpé sur le récif philippin de Tubbataha où il s’est échoué le 17 janvier, a été évacuée. Le 30 mars, la partie arrière de l’épave, d’un poids de 250 tonnes, a été prise en charge par le Jascon 25, un navire de construction offshore doté de puissants moyens de levage et affrété par l’US Navy pour mener à bien ce chantier. Cette opération marque la fin du travail d’évacuation de la coque, découpée en quatre tronçons, enlevés entre le 26 et le 30 mars (les superstructures avait été découpées auparavant). Les équipes demeurent néanmoins sur zone, afin de collecter les débris dispersés sur le récif, qui fait partie d’une zone abritant un écosystème très riche et classée à l’inventaire de l’UNESCO.  Une évaluation sera d’ailleurs menée en collaboration avec les autorités des Philippines pour déterminer l’état du récif, où vivent 350 espèces de coraux et près de 500 espèces de poissons, ainsi que l’impact de l’échouement de l’USS Guardian. La marine américaine affirme en tous cas qu’il n’y a pas eu de fuite de combustible, les 57.000 litres de carburant contenus dans les soutes ayant été pompées dès le mois de janvier.

Pour mémoire, l’USS Guardian appartenait à 7ème flotte américaine et était basé comme trois autres de ses sisterships à Sasebo, au Japon. Il faisait partie de la série des 14 unités de la classe Avenger, mises en service entre 1987 et 1994 (1989 pour le Guardian). Ces gros chasseurs de mines, longs de 68.7 mètres, présentent un déplacement de 1300 tonnes en charge. Le bâtiment s’est échoué alors qu’il transitait par la mer de Jolo. Selon l’US Navy, une défaillance dans les systèmes de navigation serait à l’origine de l’accident, qui n’a pas fait de blessé au sein de l’équipage.

North Korea rocket

A South Korean source says there’s been a sharp increase in personnel and vehicle movement at the North’s mid- and long-range missile sites as tension on the divided peninsula rises.

 

The revelation, which the Yonhap news agency attributes to an unidentified South Korean military official, came after North Korean leader Kim Jong-Un ordered preparations for strategic rocket strikes on US targets following US stealth bomber training runs over South Korea.

 

US Defence Secretary Chuck Hagel says Washington won’t be cowed by Pyongyang’s bellicose threats and stands ready to respond to any eventuality.

 

Mr Kim directed his rocket units on standby to strike at the United States and its Pacific bases at an overnight emergency meeting with top army commanders.

Mr Kim says the time has come to settle accounts with the United States, but experts doubt that North Korea has the capability to strike at the US mainland.

 

Earlier, the United States warned the danger from North Korea was rising and that Washington was ready for "any eventuality" after flying two nuclear-capable B-2 stealth bombers over ally South Korea.

 

The US defied North Korean threats of retribution and took the rare step of announcing that the state-of-the-art jets flew from the US for the exercises.

 

Mr Hagel, dismissing suggestions that the B-2 mission could aggravate tensions, said the US was committed to "unequivocally defend" South Korea as well as Japan.

 

"We will be prepared – we have to be prepared – to deal with any eventuality," Mr Hagel said at the Pentagon on Thursday. "We must make clear that these provocations by the North are taken by us very seriously and we'll respond to that."

 

The two B-2s flew 20,800 kilometres from Whiteman Air Force Base in Missouri and back without stopping after demonstrating a precision strike by dropping ordnance on a target range in South Korea.

 

In response, North Korean leader Kim Jong-un ordered preparations for rocket strikes on the US mainland and military bases in the Pacific and South Korea.

 

The order was issued at an overnight emergency meeting with top army commanders.

 

In the event of any "reckless" US provocation, North Korean forces should "mercilessly strike the US mainland ... military bases in the Pacific, including Hawaii and Guam, and those in South Korea", he was quoted as saying by the official Korean Central News Agency.

 

The flight came as part of annual drills between the United States and South Korea, which North Korea each year denounces as preparations for war but which have drawn particularly fierce criticism this time.

 

In recent months North Korea, under its young leader, has launched a long-range rocket, tested a third nuclear bomb and threatened destruction of US bases in the region and attacks on the US mainland.

 

Mr Kim argued that the stealth bomber flights went beyond a simple demonstration of force and amounted to a US "ultimatum that they will ignite a nuclear war at any cost".

 

Present at the emergency meeting on Thursday were the head of the Korean People's Army chief of general staff, director of operations and commander of strategic rocket operations.

 

Despite the furious reaction, Pyongyang has been careful not to allow tensions to affect the Kaesong Industrial Complex, a joint South-North venture that provides the regime crucial with hard currency.

 

Pyongyang announced on Wednesday that it was severing its military hotline with South Korea, saying it was no longer needed, given that "war may break out any moment".

 

The severed military hotline had been used on a daily basis to organise movements in and out of the zone, which lies 10 kilometres into North Korea and was set up during a period of reconciliation.

 

North Korea has cut off the hotline before, most recently in March 2009, but the line was reconnected less than two weeks later.

NEW DELHI: The defence ministry has rejected the Army's case for "ownership" of the 22 heavy-duty Apache helicopters, armed with deadly Hellfire and Stinger missiles, which India is all set to acquire from the US in a $1.4 billion contract.

 

The MoD, citing defence minister A K Antony's approval, has held the 22 AH-64D Apache Longbow gunships will "remain" with the IAF because the procurement deal was an "ongoing" one, which did not fall into category of "future" acquisitions, said officials.

 

The Army has been eyeing the Apache helicopters, that earlier defeated Russian Mil Moscow Helicopter Plant's Mi-28 Havoc choppers in the field trials conducted by IAF, for which the final commercial negotiations are now underway between MoD and Boeing.

 

Antony last year was compelled to step into the bitter turf war raging between Army and IAF for years, which publically erupted even during the 1999 Kargil conflict, over the ownership of attack helicopters.

 

The minister had then decided that "future" procurements of attack helicopters would be for the Army since the force contended it desperately needed the gunships to target enemy infantry and tanks on the ground.

 

But IAF argued it should be allowed to retain all the attack and medium-lift helicopters because it would be "very expensive" if the Army duplicated efforts and resources by getting its own "little air force". The "command and control" over IAF's two existing squadrons of Mi-25/35 attack helicopters was in any case in the hands of Army.

 

After MoD said the Army would also get its own attack helicopters to resolve the imbroglio, the force had laid claim to the "ownership" of the 22 Apache helicopters as well. "But the procurement process for the 22 Apache helicopters began much before the decision about giving Army ownership of future such inductions was taken," said a MoD official.

 

An undeterred Army, however, chalked out plans to have its own "mini" air force in the years ahead. Apart from creating a permanent cadre for the Army Aviation Corps, the force is raising "aviation brigades" for each of its three "strike" and 10 "pivot" corps.

 

The Army currently operates 195 Chetak/Chetak light observation helicopters as well as 70 Dhruv advanced light helicopters. Its long-term plans include three helicopter squadrons (10-12 choppers each) — armed or attack, reconnaissance and tactical lift — each for all its 13 corps as well as "a flight" of five fixed-wing aircraft each for its six regional or operational commands.

Suite aux menaces d'attaque formulées par Pyongyang, Séoul travaille sur un plan de "dissuasion active"  impliquant la possibilité d'une frappe préventive, a annoncé le ministre sud-coréen de la Défense Kim Kwan-jin, cité par l'agence Yonhap.  

 

Le plan en question prévoit la mise en place d'un système de "neutralisation rapide des menaces d'une attaque nucléaire ou de missiles de la part de la Corée du Nord", a indiqué le chef du département nucléaire lors d'un entretien avec la présidente sud-coréenne Park Geun-hye. 

 

En outre, Séoul envisage d'accélérer la mise en exploitation du système de défense antimissile Kill chain, de sorte qu'il soit opérationnel avant 2015. 

 

Kim Kwan-jin a par ailleurs fait savoir que la Corée du Sud coopérerait avec les Etats-Unis sur le développement de "systèmes de sécurité dans le cyberespace" et de protection des données par le biais des technologies les plus avancées.  

 

Début mars, Pyongyang a rompu tous ses accords avec Séoul, y compris l'accord de non-agression conclu il y a 50 ans, en représailles aux manœuvres conjointes  effectuées par les Etats-Unis et la Corée du sud. 

 

Dans la nuit du 29 mars, le dirigeant nord-coréen Kim Jong Un a ordonné de placer les missiles en position de combat en vue d'une frappe éventuelle sur la partie continentale des Etats-Unis et sur les bases américaines en Corée du Sud et dans le Pacifique.

La Maison Blanche a déclaré lundi que, malgré la rhétorique belliqueuse de la Corée du Nord, l’administration Obama n’a pas détecté de changements dans les positions des forces militaires du régime, toutefois les États-Unis, ont positionné lundi un contre-torpilleur et un autre navire de surveillance près des côtes nord-coréennes.

 

L’envoi de ces navires pourrait préfigurer un déploiement naval plus important si cela devenait nécessaire.

 

Pendant ce temps, le porte-parole de la Maison-Blanche, Jay Carney, a déclaré lors du point de presse du lundi 1er avril, que les États-Unis n’a pas détecté de mobilisation militaire ou de repositionnement des forces de Pyongyang pour appuyer les menaces du dirigeant nord-coréen Kim Jong Un.

 

Néanmoins les États-Unis ont tenu à faire connaître leurs propres actions militaires dans cette affaire, y compris le déploiement, dans le cadre des exercices annuels conjoints avec la Corée du Sud, des forteresses de l’air B-52, des chasseurs furtifs B-2 et des avions de chasse F-22 Raptors.

 

En outre, les responsables militaires américains ont déclaré lundi qu’un contre-torpilleur lance-missile lance-missiles capables d’abattre des missiles balistiques a été positionné légèrement plus proche de la péninsule coréenne, bien que toujours dans sa zone de d’opération normale.

 

De plus, la nouvelle présidente sud-coréenne a déclaré lundi que son pays répondrait rapidement à toute attaque nord-coréenne.

 

«S’il ya une provocation contre la Corée du Sud et ses habitants, il y aura une réponse militaire, sans aucune considération politique», ont déclaré la présidente sud-coréenne président sud-coréenne Park Geun-hye lors d’une réunion lundi avec le ministre de la Défense et des hauts fonctionnaires.

 

Le mois dernier, le Pentagone avait aussi annoncé l’augmentation du nombre d’intercepteurs de missile conçus pour abattre tout missile nord-coréen qui viserait territoire américain.

 

Pyongyang avait réagi avec colère aux exercices militaires annuels conjoints américano-sud-coréens Key Resolve et Foal Eagle, ainsi qu’à une nouvelle série desanctions de l’ONU et des États-Unis à la suite de son essai nucléaire souterrain du 12 février.

 

Jay Carney a réitéré que la Maison Blanche prend les menaces très au sérieux , mais il a ajouté que la rhétorique belliqueuse de la Corée du Nord «est compatible avec le comportement passé.» et qu’un tel discours musclé de la Corée du Nord fait partie d’un schéma familier.

 

La fermeté avec laquelle Washington et Séoul ont répondu aux menaces nord-coréennes et le refus des États-Unis d’accepter le chantage et les menaces pourraient contraindre le régime de Pyongyang à mettre un terme à cette escalade verbale…à moins qu’il ne soit prêt à passer de la parole aux actes.

 

Le repositionnement lundi d’une plateforme-radar semi-submersible pouvant détecter les missiles balistiques et un contre-torpilleur capable d’envoyer des missiles près des côtes nord-coréennes, serait, selon une source du Pentagone s’exprimant sous le couvert de l’anonymat, une initiative « de prudence » pour que Washington puisse avoir « plus d’options en matière de missiles de défense si cela devenait nécessaire ».

SEOUL - Les Etats-Unis ont positionné près des côtes de la Corée du Sud un destroyer capable d'intercepter des missiles, nouveau déploiement rendu public par Washington, qui veut ainsi souligner son soutien à Séoul face aux menaces de Pyongyang.

 

L'USS Fitzgerald, qui venait de prendre part à des manoeuvres militaires, a été envoyé au sud-ouest de la péninsule au lieu de rentrer vers son port d'attache au Japon, a indiqué un responsable américain lundi, sous couvert de l'anonymat.

 

Ce déploiement, une initiative de prudence, permet d'offrir plus d'options en matière de défense antimissiles si cela devenait nécessaire, a ajouté cette source.

 

Plus tôt lundi, les Etats-Unis avaient annoncé avoir déployé des avions de chasse furtifs F-22 dans le cadre des manoeuvres américano-sud-coréennes qui se déroulent actuellement comme tous les ans, mais sur fond de très vives tensions cette fois.

 

Deux F-22 Raptor sont ainsi arrivés dimanche en Corée du Sud pour participer aux exercices annuels Foal Eagle, qui doivent durer jusqu'au 30 avril.

 

Des forteresses volantes américaines B-52 et des bombardiers furtifs B-2 ont également effectué des vols d'entraînement au-dessus de la Corée du Sud ces derniers jours, déclenchant l'ire du régime de Pyongyang.

 

Le ministre des Affaires étrangères de la Corée du Sud, Yun Byung-se, doit rencontrer le secrétaire d'Etat américain John Kerry à Washington mardi pour s'entretenir des tensions croissantes dans la péninsule.

 

M. Kerry se rendra également en Asie la semaine prochaine, et notamment en Corée du Sud.

 

La Maison Blanche a déclaré lundi que la rhétorique belliqueuse de Pyongyang n'était accompagnée d'aucune action militaire, que ce soit par une mobilisation à grande échelle ou dans le positionnement de ses forces.

 

Des analystes notent que la dernière vague de menaces nord-coréennes, bien que très vives dans la forme, soulignent que Pyongyang ne réagira qu'en cas d'attaque militaire de la part de Séoul ou de Washington.

 

Comme une frappe militaire américaine ou sud-coréenne est peu probable, le dirigeant nord-coréen Kim Jong-Un dispose ainsi d'une porte de sortie honorable, estime Stephen Haggard, expert sur la Corée du Nord à l'Institut Peterson à Washington.

 

Kim peut se targuer du fait que ses menaces et inspections auprès des troupes ont été couronnées de succès puisqu'il n'y a pas eu d'attaque, bien que de toute façon il n'y en aurait pas eu, déclare l'analyste. Le régime peut donc se prévaloir d'un succès et reculer doucement.

WASHINGTON, April 1, 2013 – The U.S. will continue to conduct military exercises such as Foal Eagle 2013 with South Korea as part of its commitment to that nation and its desire to maintain peace and stability on the Korean Peninsula and in the region, Pentagon Press Secretary George Little said here today.

Speaking to reporters, Little emphasized the United States’ commitment to peace and stability in the region, and discussed North Korea’s recent provocations.

“The focus of our military exercises, and what we’ve been saying publicly, is all about alliance assurance,” he said.

“It’s about showing the South Koreans that we are deeply committed to our alliance with them,” Little said. “We’re committed to their defense, committed to the defense of our forces in South Korea and we’re also committed to peace and stability in the region.”
 

Little noted that two F-22 Raptors, as previously planned, have deployed from Kadena Air Base, Japan, to Osan Air Base, South Korea, to participate in the two-month-long Foal Eagle exercise which began March 1.

“This exercise has been planned for some time and is part of the air component of the Foal Eagle exercise,” he said.
And as part of U.S. Pacific Command’s theater security package, Little said, deployments of U.S. Air Force fighters to the Pacific region have occurred since March 2004, allowing for a more “prudent deterrent capability and combat-ready forces.”

And the dispatch of F-22 Raptors to participate in this year’s Foal Eagle exercise in South Korea “strengthens the Pacific Command’s military interoperability with the Republic of Korea,” he said.

“We believe that this exercise has been extremely successful in shoring up our cooperation with our South Korean allies,” Little said, “and we’ll continue to engage with them closely.”

Little said exercises in South Korea “send an important signal, not only to South Korea, but to friends like Japan. So that is the focus of our recent efforts.”

Little said North Korea has a choice of continuing to “engage in provocations with bellicose, over-heated, irresponsible rhetoric,” or choosing a path of peace.

“We think it’s time for them to switch lanes,” he said. “We seek peace and stability on the Korean Peninsula. And we think that’s in the best interests of everyone in the region.”

North Korea has recently engaged in “rhetoric and recent actions that are self-defeating and isolating for the North Koreans,” Little said.

North Korea could decide to play a constructive role in the region, but it has decided to play an unconstructive role, Little said.
“And we believe that should change,” he said.

Little said he could envision “any number of scenarios” where other countries might pursue dialogue with North Korea if they changed course.

“The regrettable fact is, at this point, they have shown a propensity toward provocation, and not toward constructive behavior or words,” he said.

North Korea needs to “come into compliance with their international obligations,” Little said, including their nuclear and missile programs.

“I can envision any number of scenarios under which, if they acted constructively and abided by their obligations, that the United States would consider, at some point, talking to them about a whole range of issues, to include nuclear issues,” he said.

Little reiterated it is the United States’ goal to preserve peace and stability on the Korean Peninsula while engaging in “alliance assurance.”

“The choice is really for North Korea to make,” he said. “They can be a constructive player or they can continue to be [a] … regime that acts and speaks irresponsibly.”.

The United States has sent advanced F-22 stealth fighters to South Korea to participate in military exercises at a time of high tensions on the Korean Peninsula. 

Washington sent the radar-evading F-22 Raptors from a base in Japan to support the ongoing U.S.-South Korean military exercises.

Earlier in the week, the United States flew two stealth B-2 bombers as part of the exercise, a move Pyongyang denounces as provocative.

On April 1, South Korean President Park Geun-hye met with Defense Minister Kim Kwan-jin and other military officials.

Afterward, she indicated that she takes threats from North Korea "very seriously.”

“If there is any provocation against South Korea and its people, there should be a strong response in initial combat without any political considerations," she said.

Meanwhile, North Korean leader Kim Jong Un on March 31 announced a "new strategic line" for the country. Kim was overseeing a plenary meeting of the Central Committee of the ruling Worker's Party. It was the first time such a meeting has been held since 1993.
 

‘State Of War’

Kim said North Korea's nuclear weapons are not bargaining chips and committed to expanding the country's nuclear arsenal while also building its economy despite international sanctions.

Tensions on the Korean Peninsula have been elevated since the North conducted a third nuclear-weapons test in February, drawing additional sanctions from the UN and Washington.

On March 30, Pyongyang announced that a "state of war" existed between the two Koreas and that North Korean military forces were targeting bases in South Korea and the region.

Last week, North Korea’s state-run media announced that long-range missile units were targeting U.S. bases in Guam, Hawaii, and the mainland United States.

South Korean workers crossing the border between the two countries to get to work at the jointly run Kaesong Industrial Park in North Korea told Reuters they were concerned about the situation.

Kim Duk-su, 52, told reporters that he hopes the North will recognize the advantages of keeping the industrial park open:

"I am worried a little bit,” he said. “Why not? I am a little nervous. But what can I do? I have to go there to work. I do not know what they [North Koreans]think about the situation, but how could they close the area easily? They have to make money; the industrial park is their dollar box."

North Korea's rubber-stamp parliament is scheduled to meet on April 1.

Taipei - Taiwan's President Ma Ying-jeou on Saturday unveiled two new ships that will join the patrol in waters off disputed islands in the East China Sea at the centre of a regional territorial row.

 

"We will gradually build up our capabilities in the sea to enforce the law, to conduct rescue missions and protect fishermen," Ma said before boarding a new ship to inspect a drill off the Kaohsiung port in the south.

 

Taiwan will not "concede one step" in upholding its sovereignty claim over the islands, Ma said, while urging all sides involved to seek a peaceful resolution to the dispute.

 

The contested islands, in an area where the seabed is believed to harbour valuable mineral reserves, are claimed as the Senkakus by Japan and the Diaoyus by China. The Japanese-controlled islands are also claimed by Taiwan.

 

In January, coastguard vessels from Taiwan and Japan converged and duelled with water cannons in their latest stand-off as a boat carrying Taiwanese activists was heading to the islands.

 

The incident came at a time of growing regional concern over the intensified friction over the islands between China and Japan, with both Beijing and Tokyo recently scrambling fighter jets to assert their claims to the area.

 

Coastguard vessels from Japan and Taiwan also exchanged water cannon barrages in September after dozens of Taiwanese boats were escorted by patrol ships into the islands' waters.

 

Japan's government nationalised three of them in September by taking them out of private Japanese ownership, triggering strong protests from Taiwan and China.

Ces deux événements servent de préparatifs à la 7e réunion ministérielle de la Défense de l’ASEAN (ADMM), ainsi qu'à celle de l’ASEAN et ses pays partenaires (ADMM+).

L’équipe de présentation Rafale de l’armée de l’air participe actuellement à la douzième édition du salon international de Langkawi (Langkawi international Maritime and Aerospace-LIMA) en Malaisie.

 

Le salon LIMA qui se déroule du 26 au 30 mars 2013 en Malaisie, est un rendez-vous aéronautique comme le salon Aéro India de Bengalore. Il propose à des milliers de visiteurs, à des délégations officielles d’Asie (région Pacifique), ainsi qu’à des militaires et des civils, un large programme de démonstrations statistiques et aériennes.

 

L’équipe de présentation Rafale a quitté Saint-Dizier le 19 mars pour rejoindre le 20 mars, après une escale à Al Dhafra aux Émirats-Arabes-Unis, l’aéroport de Langkawi en Malaisie. Un vol d’entrainement et de certification par les autorités locales a eu lieu le 23 mars.

 

Pour ce salon, le capitaine Brocard, toujours coaché par le capitaine Cédric Ruet, réalise quotidiennement des présentations dynamiques dans le ciel malaisien. La mise en œuvre des aéronefs présents sur le site est assurée par une équipe de mécaniciens de l’escadron de soutien technique aéronautique « Haute-Marne » de la base aérienne 113 de Saint-Dizier. L’aéronef français évolue aux côtés du Typhoon et du Gripen.

 

Au sol, les visiteurs peuvent également découvrir une maquette (échelle 1/5) d’un Rafale C.

 

Le 26 mars, lors de la démonstration Rafale, le commentateur officiel malaisien a qualifié le Rafale de « meilleur avion du monde ! ».

 

Le salon aéronautique LIMA 2013 fermera ses portes samedi prochain le 30 mars.

Nuclear north korea

La péninsule coréenne se trouve au bord d'une guerre nucléaire, prévient le ministère nord-coréen des Affaires étrangères dans une lette envoyée mercredi au Conseil de sécurité de l'Onu.

 

"Le ministère prévient officiellement le Conseil de sécurité des Nations unies qu'en raison des préparatifs militaires menés par les Etats-Unis et la Corée du Sud une situation explosive s'est créée dans la péninsule coréenne, et une guerre nucléaire risque d'éclater à tout moment", lit-on dans le message dont RIA Novosti a obtenu copie.

 

La situation dans la péninsule coréenne reste tendue depuis plusieurs semaines. Début mars, Pyongyang, en signe de protestation contre les exercices conjoints entre la Corée du Sud et les Etats-Unis, a résilié tous les accords de non-agression et de dénucléarisation, conclus avec Séoul et a annoncé l'annulation de l'armistice conclu à l'issue de la guerre de Corée (1950-1953).

 

Le 21 mars dernier, Pyongyang a menacé de frapper les bases militaires américaines de Guam et d'Okinawa dans le Pacifique en cas de "provocation".

Le constructeur russe Soukhoï et le ministère malaisien de la Défense ont signé dans le cadre du salon LIMA-2013 un contrat de maintenance de chasseurs Su-30MKM, a annoncé jeudi le porte-parole du comité organisateur du salon.

 

Le contrat prévoit la livraison de pièces de rechange et la maintenance technique des 18 avions achetés par la Malaisie entre 2007 et 2009. L'accord est destiné à prolonger la durée de vie des chasseurs qui font partie du parc des Forces aériennes royales, ainsi qu'à améliorer leur préparation opérationnelle.

 

Le montant du contrat est estimé à près de 100 millions de dollars.

The four-day workshop, which began on Sunday (24 March), has been jointly organised by RCUK India, the Indraprastha Institute of Information Technology-Delhi (IIIT-D), and the UK’s Science and Innovation Network (SIN), with the RCUK Global Uncertainties programme. This programme brings together the activities of the UK Research Councils in response to global security challenges.
The main topics of discussion at the workshop include: cyber-crime; privacy and security in online social media; human factors and usable security; and risk identification and monitoring systems and networks. (suite)

L'installation d'une chaîne d'assemblage en Malaisie a été confirmée par le PDG de Dassault Aviation, concepteur de l'avion de combat Rafale, si le groupe français remporte l'appel d'offres lancé par Kuala Lumpur pour 18 chasseurs.

 

Le salon aéronautique de Langkawi, en Malaisie, pourrait bien faire les affaires de Dassault Aviation. Présent sur place, son PDG Eric Trappier a fait un appel du pied à ses partenaires malais en confiant à l'AFP envisager la construction d'une chaîne d'assemblage en Malaisie dans le cadre de l'appel d'offres de Kuala Lumpur pour le renouvellement de sa flotte d'avions de chasse par 18 appareils.

 

"C'est une option" envisagée, a ainsi assuré Eric Trappier à l'AFP. Concernant l'appel d'offres évalué à 3 milliards d'euros, il sait que "ça va bagarrer dur, c'est un marché qui va être disputé", mais confie que les négociations exclusives entre Dassault et l'Inde pour l'achat d'une centaine de Rafale vont peser dans la balance. "C"est sûr que ça joue", a-t-il laissé entendre. "Nous bénéficions d'un soutien politique fort", a également souligné le récent successeur de Charles Edelstenne.

 

En Malaisie, l'avion de combat omnirôle français est en compétition avec ces concurrents habituels : le Gripen de Saab, le F-18 Super Hornet de Boeing, et le Typhoon du consortium européen Eurofighter.

 

"Le gros de notre action depuis une bonne année, c'est de mettre en place ces partenariats", a expliqué le PDG de Dassault Aviation à l'AFP. La Malaisie est friande des partenariats industriels, espérant ainsi arroser ses entreprises phares des retombées d'un tel contrat.

 

Eric Trappier a ainsi annoncé avoir signé des accords avec différentes entreprises de la supply chain du Rafale à ce sujet, ainsi qu'avec des organismes gouvernementaux.

Bangalore, March 26 (IANS) British aerospace major BAE Systems is keen on partnering with the Indian defence behemoth Hindustan Aeronautics Ltd (HAL) for new projects across 17 countries where it has presence.

 

"Our business relationship with HAL should go beyond Hawk (advanced jet trainer) to work on new projects in 17 countries the world over where we have presence," BAE chairman Dick Olver said Wednesday here.

 

Olver and BAE chief executive Ian King visited the aerospace facilities of the state-run HAL in this tech hub and interacted with its chairman R.K. Tyagi and senior officials on furthering their partnership.

 

"A new business model such as performance based logistics (PBL) could be an area of cooperation where we can learn a lot from BAE experiences," Tyagi said on the occasion.

 

The induction of the tandem twin-seat Hawk by the Indian Air Force (IAF) in 2008 to train its senior pilots in flying fighter jets and use of weapons at supersonic speed made India the second largest market for BAE for the aircraft after Britain.

 

Under production license from BAE, HAL makes the advanced version of Hawks at its Bangalore complex for the IAF, which has based the fleet at its Bidar station in north Karnataka, about 690km from here.

 

Of the 123 Hawks' deal, 24 were delivered in fly-away condition by BAE, while the remaining 99 are being manufactured by HAL.

 

Both the partners have been associated since 1940s when Tiger Moths were overhauled and strengthened their ties with the production of Jaguars in 1980s and the Hawks since the 1990s.

Evoquée depuis plusieurs mois, le projet d’achat par la Chine de sous-marins russes du type Kilo a été confirmé par Pékin. Un accord cadre portant sur l’acquisition de quatre bâtiments de ce type a été signé, a annoncé lundi la télévision chinoise. Le projet comporte aussi l’achat de 24 avions de combat Su-35.

 

Concernant les sous-marins, l’Amur est la version export des bâtiments du type Lada, commandés à trois exemplaires par la marine russe. Longs de 66.8 mètres et présentant un déplacement de 2650 tonnes en plongées, ces sous-marins sont dotés de six tubes de 533mm et doivent pouvoir embarquer 18 torpilles lourdes et missiles antinavire. Mis sur cale en 1997, le premier bâtiment de ce type, le Sankt Petersburg, a rencontré des problèmes techniques et n’est toujours pas opérationnel, bien qu’ayant été officiellement mis en service en 2010. Quant à ses deux sisterships, les Kronshtadt et Sevastopol, leur construction a été interrompue mais devrait reprendre cette année. Il ne serait d’ailleurs pas impossible que ces sous-marins soient finalement vendus à l’export, par exemple à la Chine. Si l’accord-cadre signé avec la Russie se traduit par une commande, le projet prévoit la livraison de deux Amur par les chantiers russes et la réalisation en Chine des deux autres.

Initialement construites en Grande-Bretagne par BAE Systems pour le compte du sultanat de Brunei, les trois frégates du type F2000, après plusieurs années d’attente, ont finalement trouvé preneur. C’est l’Indonésie qui a décidé d’acheter ces bâtiments début mars.

 

Mises à flot en 2001 et 2002, les trois F2000 mesurent 95 mètres de long et présentent un déplacement de 2000 tonnes en charge. Ces bâtiments peuvent mettre en oeuvre 8 missiles antinavire, un système surface-air à lancement vertical (initialement Sea Wolf qui pourrait être remplacé par des VL Mica), un canon de 76mm et 6 tubes lance-torpilles. Après leur achèvement en 2003 et 2004, le Brunei avait argué que ces frégates ne répondaient pas à ses attentes. Le sultanat a donc refusées en 2005 avant de les accepter provisoirement en 2007 au terme d’une procédure en litige. Puis le petit état pétrolier, situé sur l’île de Bornéo, s’est tourné vers l’Allemagne. Un contrat a été signé avec Lürssen pour la construction de quatre patrouilleurs de 41 mètres et quatre grands patrouilleurs hauturiers de 80 mètres, ces derniers, moins complexes que les F2000, devant les remplacer. En contrepartie de cette commande, le constructeur allemand avait été chargé de trouver un repreneur aux frégates réalisées par BAE Systems.

La frégate Vendémiaire de la marine nationale est récemment arrivée à la base navale de Muara (Sultanat de Brunéi) pour une visite de 4 jours destinée à renforcer les relations et à soutenir les actions du réseau diplomatique entre les armées françaises et les Royal Brunei Armed Forces (RBAF).

 

La frégate a accueilli lundi soir une réception. Parmi les invités reçus à bord, ce se trouvait l’ambassadeur de France au Brunei Darussalam, Jean-Yves Berthault, des officiers de la marine locale ainsi que des invités de la communauté française.

 

Au cours d’un entretien, le commandant des forces maritimes dans le Pacifique, le contre-amiral Anne Cullerre, a indiqué que la France allait inviter la marine royale du Brunei à participer à un exercice bisannuel d’assistance humanitaire. Elle croit en effet que les 2 pays peuvent apprendre et travailler ensemble.

 

« L’objectif de cette visite est de renforcer les liens entre la France et Brunéi. Nous travaillons cote à cote depuis longtemps au Liban, et je pense que ces relations vont s’améliorer, en particulier parce que Brunéi et la France partagent, dans le Pacifique, des problèmes de sécurité similaires, » a-t-elle expliqué.

 

Elle a rappelé que les 2 pays entretiennent des relations entre leurs 2 marines, et cherchent à améliorer leur coopération pour les armées de terre et de l’air.

 

Le commandant du Vendémiaire, le capitaine de frégate Joffrey Guerry, a indiqué que l’escale allait donner à l’équipage de découvrir Brunéi et de prendre du repos après une longue période de navigation. « Nous allons rencontrer les ambassadeurs et des représentants de la marine, pour évoquer plusieurs questions, » a-t-il ajouté.

France dangled Tuesday the possibility of manufacturing its Rafale fighter plane in Malaysia if the nation selected the aircraft as its new combat jet.

 

"We are considering an assembly line in Malaysia," said Eric Trappier, chief executive of the Rafale's builder Dassault Aviation, in a telephone interview from the Langkawi air show in northern Malaysia.

 

Malaysia is looking to buy 18 combat fighters to replace its ageing Russian Mig-29s, with the Eurofighter, Boeing's F-18 and Saab's Gripen also in the running.

 

The multi-role Rafale, which entered service in the French military in 2001, can carry out air-ground or air-sea attacks, reconnaissance, aerial interception or nuclear strike missions.

 

France is keen to make its first foreign sale of the Rafale, which has struggled to find buyers, to support a project that has cost tens of billions of euros.

 

India has selected the Rafale, with most of the 126 fighter jets they plan to buy expected to be built there if the final contract is signed this year as hoped.

 

Malaysia is keen for its local companies to be involved in the manufacturing, and Trappier said that Dassault has spent considerable effort in lining up local suppliers should the Rafale be selected.

 

Dassault has already signed deals with Malaysian companies CTRM, Zetro Aerospace and Sapura, he noted.

 

Two Rafales were at the Langkawi air show to provide demonstration flights.

The newest photo shows that Chinese J-20 stealth fighter has carried a new model of air-to-air missile. Some analysts said such high-performance dog-fight missile may be called the PL-10 or PL-13, which is a technology hybrid of German-led IRIS-T missile and Russian K-74 missile.
