LANGKAWI: Defence Minister Datuk Seri Ahmad Zahid Hamidi has rubbished a report that Malaysia plans to boost air power by getting Gripen fighter jets on lease.
"I want to emphasise that the report is not true as Malaysia is only interested in buying defence assets," he told a press conference at Langkawi International Maritime and Aerospace (LIMA) Exhibition here today.
An international defence magazine published in March reported that Malaysia will get 24 to 32 Swedish-made Gripen aircraft on lease.

Affirming the Indian Navy’s commitment to indigenisation, chief of Naval Staff Admiral D.K. Joshi Tuesday said the country needed a “vibrant and capable” warship construction industry.

 

“Indigenisation has been the cornerstone of the navy’s warship building and development programme. The ship that will be launched today with nearly 90 percent indigenous content is a fine example of the commitment of the navy and industry towards indigenisation,” Admiral Joshi said at the launch of the third anti-submarine warfare corvette (ASW corvette).

 

“So as to continue maintaining a strong and versatile navy capable of undertaking missions, there is a need to have a vibrant and capable warship construction industry,” he said.

 

The third ASW corvette ‘Kiltan’, christened and launched by the admiral’s wife Chitra, is the third constructed by the Garden Reach Shipbuilders and Engineers Ltd. here under the P-28 project.

 

The first ship of the class is likely to be delivered this year and three other ships by 2016.

 

Highlighting warship construction as a “strategic sector in our defence industrial capability”, Admiral Joshi said both private and public shipyards should strive to meet international standards.

 

“However, there is a crucial need of our shipyards, both public and private sectors, to constantly strive to be at the forefront of technology and capability so as to align built timeframes and technologies to global benchmarks and standards. This is very essential for them to prove their capability,” he said.

 

On the changes in the warship building industry, the admiral said: “Globally the warship building industry has undergone significant changes under the impact of the economic slowdown.”

 

“These include shutdowns and consolidations through mergers and acquisitions. This in turn has created surplus capacities in established yards elsewhere.”

 

He said the country should exploit the shift in construction activity to emerging economies following the economic slowdown.

 

“Concurrently the construction activity has shifted to emerging economies. These trends need to be exploited to our advantage. We hope that the recently introduced joint venture policy of our government would help our shipyards to usher in best management practices in ship design and construction to boost productivity and to derive advantage from the down turn in other parts of the world,” the naval chief said.

 

However, according to him, exporting indigenously developed products would be the ultimate test of the prowess of the ship building industry.

SEOUL - La Corée du Nord a annoncé mercredi que son armée coupait la ligne téléphonique d'urgence avec son homologue de la Corée du Sud, plusieurs jours après avoir suspendu le téléphone rouge entre les deux gouvernements et menacé son rival et son allié américain d'une attaque nucléaire.

 

A partir de maintenant, toutes les communications militaires Nord-Sud seront coupées, a déclaré l'agence de presse gouvernementale nord-coréenne KCNA, citant un haut responsable militaire, ajoutant: dans une situation où une guerre peut éclater à tout moment, il n'est plus besoin de maintenir ces communications.

Le Rafale pourrait être assemblé en Malaisie s'il emportait la compétition pour équiper l'armée de l'air malaisienne, a annoncé ce mardi à l'AFP le PDG de Dassault Aviation, Eric Trappier, depuis Langkawi, île du nord de la Malaisie où se tient tous les deux ans un salon aéronautique et de défense. Pour autant, l'appel d'offre (RFP), le programme "MRCA" (Multi-Role Combat Aircraft), n'a pas encore été lancé par Kuala Lumpur même si l'armée de l'air malaisienne procède actuellement à des évaluations techniques des avions de combat. L'appel d'offre devrait être lancé après les élections législatives dans le courant du second semestre 2013. A ce jour, seule une demande d'information (RFI) a été lancée en 2011.

 

La Malaisie souhaite acquérir 18 avions de combat pour remplacer des Mig-29, qui ont déçu les Malaisiens par le manque de fiabilité de la maintenance. Sur ce marché, évalué à 3 milliards d'euros par les industriels, le Rafale est en compétition contre le Typhoon Eurofighter, construit par le consortium Eurofighter (formé du britannique BAE Systems, du groupe européen EADS et de l'italien Finmeccanica), le Boeing F/A-18E/F "Super Hornet" Block 2, le Saab JAS 39E/F "Gripen NG" du suédois Saab et enfin le Sukhoï Su-30MKM. La Malaisie a déjà reçu 18 Su-30MKM entre le 18 juin 2007 et le 17 août 2009. Le programme MRCA correspond au remplacement éventuel des MiG-29N/NUB de l'armée de l'air malaisienne.

 

Une chaîne d'assemblage du Rafale en Malaisie

 

"On envisage une chaîne d'assemblage en Malaisie, c'est une option", a déclaré le PDG Eric Trappier dans un entretien téléphonique avec l'AFP. La Malaisie, qui privilégie les partenariats industriels, attend d'un tel contrat des retombées pour ses plus grandes sociétés, mais veut aussi développer son tissu industriel de sous-traitants et de PME, a-t-il expliqué. "Le gros de notre action depuis une bonne année, c'est de mettre en place ces partenariats" qui entreraient en vigueur si le Rafale était retenu, a précisé le patron de Dassault Aviation. L'avionneur a signé des accords avec CTRM, spécialiste des matériaux composites, la société Zetro Aerospace, et Sapura, partenaire de longue date de l'électronicien de défense Thales, qui équipe le Rafale, a indiqué le PDG. Il a également passé des accords avec des organismes gouvernementaux, notamment celui qui suit les compensations qui font partie intégrante des commandes de matériel militaire étranger.

 

Kuala Lumpur scrute l'appel d'offre indien (M-MRCA), New Delhi et Dassault Aviation étant en négociations exclusives depuis plus d'un an. L'Inde, qui a sélectionné le Rafale l'année dernière pour une commande de 126 appareils, veut en monter 108 sur place. Seuls les 18 premiers seraient assemblés en France si le contrat est finalement signé cette année comme l'espère Dassault Aviation. C'est la troisième visite d'Eric Trappier en Malaisie depuis décembre 2011 mais ses concurrents ne sont pas en reste. "Ca va bagarrer dur, c'est un marché qui va être disputé", a reconnu le PDG.

 

Deux Rafale en démonstration à Langkawi

 

Deux Rafale doivent faire des démonstrations de vols tous les jours du salon de Langkawi, qui se tient de mardi à samedi. La Direction générale de l'armement (DGA), et l'armée de l'air sont représentées par une forte délégation française. La Malaisie a déjà acheté des sous-marins et des corvettes aux chantiers navals français DCNS. "Nous bénéficions d'un soutien politique fort", a souligné Eric Trappier.

The Langkawi International Maritime and Aerospace (LIMA) Exhibition taking place from 26th to 30th March 2013 will feature an additional highlight: Demonstrations of the Schiebel CAMCOPTER® S-100 Unmanned Air System (UAS) will be part of the daily flight display.

 

Schiebel’s second attendance at the LIMA Exhibition in cooperation with Alaf Strategi underlines the strong interest for the CAMCOPTER® S-100 in the region. In June 2012, the S-100 successfully completed a series of demanding trials for Malaysian Armed Forces and Malaysian Maritime Enforcement Agency (MMEA) representatives. Operated by Alaf Strategi personnel, the S-100 flew from a makeshift helipad at the beach various missions out to 30 nm in Teluk Batik, Malaysia. Several maritime ISR missions were performed by day and night, including a mission to identify and track several fast-moving MMEA vessels.

 

Although S-100 is tested on three oceans of the world, on 14 different classes of vessels, each trial is a unique and challenging experience. Hundreds of takeoffs and landings, relative wind speeds up to 40 knots, hovering close above the helicopter deck and automatically following the ship’s movements, with a subsequent smooth touch down and proven automatic decking capabilities, are just a few of the outstanding characteristics of the CAMCOPTER® S-100.

 

“Operating as part of either single ship or task force operations, the S-100 is a true force multiplier.” said Hans Georg Schiebel, Chairman of the Schiebel Group. “It expands the area of influence, providing high-definition observation, allowing commanders increased decision times for counter action and target engagement. Chasseur Su-30MKM, version destinée à l'exportation

Trois pays d'Asie du sud-est (l'Indonésie, le Vietnam et la Malaisie) continueront à se procurer des avions militaires russes produits par le russe Sukhoi, a estimé mardi Konstantine Makienko, directeur adjoint du Centre d'analyse des stratégies et des technologies.

 

"L'Indonésie a déjà annoncé son intention de former une seconde escadrille de chasseurs Su qui comptera 16 appareils", a indiqué l'expert.

 

Selon lui, Jakarta, qui possède un parc d'avions Su-30MK2, devrait commander des chasseurs polyvalents modernisés Su-35.

 

Pékin ayant acheté plus d'une vingtaine de Su-35, le Vietnam commandera sans doute plusieurs avions de chasse Sukhoi.

 

"Pour contrer le potentiel militaire grandissant de la Chine, Hanoï aura besoin d'au moins 24 chasseurs développés par Sukhoï", a-t-il expliqué. 

 

Et d'ajouter que la Malaisie tenait toujours à acquérir 18 chasseurs polyvalents russes. Pour le moment, les capacités financières limitées de ce pays freinent la mise en place de ce projet, mais si la commande est approuvée, la Malaisie aura besoin d'un nouveau lot d'appareils de type Su-30MKM afin d'harmoniser le parc des Forces aériennes royales.

London - EADS defence unit Cassidian is offering its DVF 2000 unmanned air system to the Malaysian armed forces, touting the lightweight design's utility in support of land and maritime operations.

 

Developed by France's Survey Copter, the catapult-launched mini-UAS will be on show at the 26-30 March Langkawi International Maritime & Aerospace exhibition. The fixed-wing type offers a flight endurance of up to 2h, while carrying a 1kg (2.2lb) electro-optical or infrared camera. Operating range is cited as more than 30km (55nm).

 

"DVF 2000 provides real-time video and pictures to a mobile ground control station," says Cassidian in a pre-show statement.

 

"We are actively pursuing opportunities in the field of sensors and UAVs, for both military and security forces' use," says the company's head of Asia-Pacific, Peter Gutsmiedl.

LANGKAWI:  WHEN the curtains go up at this year's edition of the Langkawi International Maritime and Aerospace exhibition (Lima '13) today, Datuk Seri Najib Razak will likely be reflecting on one thing in particular.
 
Events in Lahad Datu must surely underscore the value of having a show such as Lima, as well as the Defence Services Asia exhibition, in the region.

After Tun Dr Mahathir Mohamad, credited as the man whose brainchild was the Lima series of exhibitions, Najib is known as the biggest supporter of the biennial show. The prime minister values exhibitions such as Lima and DSA as a catalyst for dialogue between Malaysian and foreign companies.

On the back of the incursion by armed gunmen in Sabah, interest from the government in force multipliers, such as unmanned aerial vehicles, surveillance and command and control systems, has ramped up. There's a renewed interest in security systems and "eye-in-the-sky" programmes to ensure the safety and security of the East Malaysia Safe Zone.

Companies making such systems are here in force, as are those interested in bidding for Malaysia's multirole combat aircraft (MRCA) replacement programme. This programme, according to industry and ministry insiders, is a little further along the priority list.

Apart from this, the show is all set to dazzle as usual, with a small surprise for media members. At the very last minute, the Russian Knights aerobatic team confirmed participation for the air show segment of Lima '13, something that had not been publicised.

Flying distinctively liveried Sukhoi Su-27 Flankers (the predecessor of the Su-30MKM Flanker the Royal Malaysian Air Force operates), the Knights have not been back in Langkawi since the 1995 edition of Lima.

On Dec 12 that year, while the Flankers were on their way back to Russia from Langkawi, three of the five aircraft crashed into a mountainside while approaching Cam Ranh airfield in Vietnam in adverse weather.

Joining the Knights on aerial display will be the Jupiter aerobatics team from Tentera Nasional Indonesia-Angkatan Udara, flying seven Korean Aerospace Industry KT-1B turboprop planes. This is the team's first appearance at Lima.

Malaysia's own Krisakti aerobatics team, flying the Extra 300L turboprop, will also put on an aerial display, as are the RMAF's Flankers and MiG-29N Fulcrums.

MRCA replacement programme hopefuls -- the Eurofighter Typhoon, Dassault Aviation Rafale, Saab Gripen and Boeing F/A-18 E/F Super Hornet -- will impress again, while the massive C-17 Globemaster jet transport, with its short take-off and landing and reversing abilities, is set to wow the crowds in Langkawi for the second time.

These aircraft will also be on static display, joined by a range of helicopters and aircraft from the RMAF, Royal Malaysian Navy, Army Air Wing, Malaysian Maritime Enforcement Agency, Fire and Rescue Department, Department of Civil Aviation, police air wing, United States Navy Seventh Fleet, Royal Australian Air Force, Republic of Singapore Air Force, Russian Air Force, AgustaWest-land and Bell Helicopters, among others.

On the maritime side, the RMN and MMEA make up the bulk of the 63 boats and ships being exhibited, with the former having 14 such vessels, and the latter showing 29.

Leading the way is the navy's Scorpene submarine, KD Tunku Abdul Rahman.

Other Malaysian companies are also here with their vessels, with the foreign contingent comprising naval vessels from Thailand, Australia, Singapore, Russia, Bangla-desh, Brunei, Myanmar and Indonesia. Russia and Myanmar are appearing for the first time in the maritime segment of the show.

Arguably the most famous of these vessels is the Russian Navy's Marshal Shaposhnikov, a destroyer which was involved in an operation off the coast of Somalia in May 2010 to rescue a Russian tanker hijacked by Somali pirates. In the operation, the crew detained 10 pirates and killed another.

La fabrication des 4 premiers F-35A destinés au Japon vient d’être lancée à Fort Worth (Texas), et devrait être achevée en février 2014. Par la suite, les entreprises japonaises assureront elles-mêmes l’assemblage des futures unités.

 

Le 25 mars, Lockheed Martin a reçu une avance de 40,2 millions de dollars pour fournir des matériaux et des composants nécessaires à la livraison de 4 F-35A au Japon. Cette commande s’inscrit dans un contrat signé en décembre 2011 pour l’acquisition de 42 avions F-35. Les unités suivantes seront assemblées au Japon.

 

Dans cette perspective, Mitsubishi Heavy Industries (MHI) se prépare à investir des milliards de yens pour construire une ligne d’assemblage sous licence du F-35A Lightning II avec Lockheed Martin (source: Janes).

 

MHI n’a ni confirmé ni nié le développement du F-35. Son porte-parole a simplement déclaré le 21 mars que ces informations n’étaient pas fondées sur des annonces de la société, et a refusé de commenter davantage.

 

Citant néanmoins des sources de MHI, les agences de presse japonaises ont déclaré que le groupe commencera la construction du site de production du F-35 cette année à l’usine de Nagoya Aerospace Systems Works Komaki Minami dans la préfecture d’Aichi. Cette usine est également le centre de production de l’avion de combat F-2, développé dans les années 1990, en collaboration avec Lockheed Martin.

 

D’après les agence japonaises, la chaîne d’assemblage du F-35 sera achevée d’ici 2016, environ un an avant que le premier F-35 japonais soit produit afin d’être livré à la Japan Air Self-Defence Force. Il est également possible que le site de Nagoya devienne un centre de réparation pour le F-35 de l’US Air Force dans les années à venir.

 

Autre indice important, le 14 février, le ministère de la Défense du Japon a levé l’interdiction d’appel d’offres sur Mitsubishi Electric Corporation, suite au remboursement final de l’entreprise à la Trésorerie nationale engagés sur les précédents contrats dans la défense et l’espace.

 

La société et trois de ses filiales en propriété exclusive - Mitsubishi Precision, Mitsubishi Electric TOKKI Systems Corporation et Mitsubishi Space Software – ont ainsi remboursé un total de 60,28 milliards de yens (648 millions de dollars) au gouvernement japonais (source: Janes).

 

Cette décision permet à Mitsubishi Electric et à ses filiales de participer au programme industriel japonais du F-35A. IHI Corp pourrait également travailler sur la conception des moteurs.

Rappel

L’acquisition du F-35A est destinée à remplacer la flotte d’anciens chasseurs F-4 McDonnell. Le Japon a choisi le F-35 pour sa furtivité et le partage d’informations dont les constructeurs japonais ont besoin pour développer le projet. Le Japon avait essayé d’acquérir le F-22 Raptor américain, en vain, puisque le chasseur est fermé à l’exportation (et désormais stoppé dans sa production).

 

Bien qu’en compétition face à Eurofighter en 2011, le choix du chasseur américain n’avait rien d’une surprise. Le Japon est stratégiquement lié aux États-Unis qui possèdent des bases militaires sur l’Archipel et offrent une protection contre une éventuelle menace nord-coréenne ou chinoise. Dans ce contexte, il semblait difficile pour le Japon d’opter pour un chasseur européen. Dassault n’avait d’ailleurs pas présenté le Rafale dans la compétition FX, sans doute échaudé par son éviction en Corée du Sud, pays asiatique lui aussi très dépendant du soutien militaire américain, et qui avait choisi le F-15 de Boeing.

WASHINGTON: Singapore is expected to announce sometime in the next 10 days that it plans to buy its first squadron --12 planes -- of some 75 of Lockheed Martin's F-35Bs, further bolstering what had been the flagging fortunes of the world's most expensive conventional weapon system.

The fact that American allies in the Pacific are the ones committing to the controversial and over-budget aircraft is telling. If you want to understand the calculus driving these choices, first look at China, which to countries such as Singapore, Japan, South Korea and Australia is the primary long-term threat.

The Singaporeans are extremely shy about declaring their intentions in public, eager to offer few chances for China and Malaysia to react, but two sources familiar with the program confirmed the likely announcement. Given Singapore's tiny size its choice of which of the three F-35 versions to buy is not surprising. A plane that can take off almost vertically and can land vertically is able to operate from a much smaller footprint than, say the F-35A (the Air Force version) or F-16 Block 60s. And, given Singapore's geography, the F-35B makes great sense for its ability to operate closely with the US Marines -- as well as with F-35Cs operating from our aircraft carriers.

Le commandement de l'armée du peuple coréen déclare que toutes les troupes d'artillerie, y compris les unités stratégiques de missiles et les unités d'artillerie à longue portée doivent être placées en alerte +prête au combat+, selon KCNA.

NEW DELHI (PTI): To enhance Indian Army's firepower, the government has approved a Rs 1,500 crore proposal for production of more than 2,000 rockets for the Pinaka multi- barrel weapons system.

The Army requires more than 2,000 of these rockets to equip its 10-12 regiments comprising the Pinaka launchers.

A meeting of the Cabinet Committee on Security (CCS), headed by Prime Minister Manmohan Singh, has given a nod to the proposal moved by the Defence Ministry for upgrading the capabilities of the Ordnance Factory Board (OFB) for producing these rockets, sources told PTI here.

Focus On Priority Areas: Antony to DRDO

 

The Defence Minister Shri AK Antony today complimented the top brass of Defence Research and Development Organisation (DRDO) for their remarkable achievements in recent years, most notably, for Agni-5 and the BrahMos missile systems.

 

Inaugurating the 37th Directors’ Conference of DRDO here, Shri Antony said, these successes should not, however, make us complacent and the unfinished projects, which are in the pipeline for a very long time, should be concluded at the earliest. In this connection, he drew the attention to the Light Combat Aircraft (LCA) project and said DRDO must not extend further the date beyond 2014, set by the DRDO Chief Dr VK Saraswat, for the Final Operational Clearance of the Tejas for induction into the Indian Air Force.

 

Shri Antony asked the DRDO scientists to focus on priority areas and said the ultimate test of success of the organisation lies in the satisfaction of the users i.e., the Services.

 

Referring to some recent developments which have put the defence acquisition process under the scanner, Shri Antony said, such incidents highlight the need to look within and make us realise that there is absolutely no substitute to self reliance.

 

“If our indigenisation goals are to be realised, DRDO will have to take the lead in this regard. Other stakeholders, for instance, the Services, the Ministry of Defence and private industry in the defence sector too must cooperate to ensure quick, honest and transparent acceptance of the systems”.

 

He said, all the stakeholders must meet at regular intervals to undertake periodic reviews and suggest corrective action. Both DRDO and the Services must place more trust and confidence in each other’s abilities and work with close synergy. “The concept of block acceptance and spiral development that is being followed in most leading countries of the world must be embraced after due deliberations and required changes”, Shri Antony said.

 

Responding to the DRDO’s request for enhanced budget, Shri Antony said, allocation of funds will not be a constraint but at the same time, spending the money most judiciously and with all the transparency at our command must be your watchword. He said, continuous funding would be required for R&D to survive, but with more emphasis on indigenisation and self-reliance, we would save a lot of money in the long run, although, we might have to invest more to begin with.

 

Others who spoke on the occasion included the Minister of State for Defence, Shri Jitendra Singh, the National Security Advisor, Shri Shiv Shankar Menon and the DRDO Chief Dr VK Saraswat.

SEOUL — A new South Korea-U.S. pact providing for a joint military response even to low-level provocation by North Korea offers an added deterrent at a time of elevated tension, the South said Monday.

 

The two allies signed the military agreement Friday in a move likely to fuel fresh outrage in Pyongyang, which has spent the past few weeks denouncing joint South Korea-U.S. military exercises.

 

While existing agreements provide for U.S. engagement in the event of a full-scale conflict, the new protocol addresses the response to low-level action such as a limited cross-border incursion.

 

It guarantees U.S. support for any South Korean retaliation and allows Seoul to request any additional U.S. military force it deems necessary.

 

“This allows both nations to jointly respond to the North’s local provocations, with the South taking the lead and the U.S. in support,” Defense Ministry spokesman Kim Min-Seok said. “It will have the effect of preventing the North from daring to provoke us.”

 

The U.S. has close to 30,000 troops stationed in South Korea with the option to bring in reinforcements from its military bases in Japan.

 

The “provocative” scenarios envisaged by the new pact include maritime border incursions, shelling of border islands, and infiltration by low-flying fighter jets or special forces.

 

The chairman of the South’s Joint Chiefs of Staff, Gen. Jung Seung-Jo, said the accord would allow for “strong retaliation” that would make North Korea “bitterly regret” any provocative move.

 

The protocol was signed just days before the third anniversary of the 2010 sinking of a South Korean warship, the Cheonan, with the loss of 46 lives. South Korea said it was sunk by a North Korean torpedo, although Pyongyang denies any involvement.

 

Later that year, North Korea shelled the South Korean border island of Yeonpyeong, killing four people.

 

Angered by United Nations sanctions imposed after its nuclear test in February, North Korea has issued a wave of threats over the past month — ranging from a surgical military strike to nuclear war.

 

The North’s young leader, Kim Jong-un, recently made a series of visits to front-line military units across the country, during which he threatened to “wipe out” South Korean military units on another border island, Baengnyeong.

 

During a trip Monday to Baengnyeong marking the 2010 sinking, South Korean Defence Minister Kim Kwan-Jin accused the North’s leader of heightening military tensions.

 

“Kim Jong-Un’s frequent front-line inspections are aimed at creating a warlike situation,” the minister said, urging South Korean soldiers to retaliate strongly against North Korean provocation.

 

South Korea on Monday held a naval exercise involving combat corvettes and missile patrol ships close to the disputed maritime border.

 

The de facto maritime boundary, the Northern Limit Line, is not recognized by Pyongyang, which argues it was unilaterally drawn by U.S.-led U.N. forces after the 1950-53 Korean War. It was the scene of deadly naval clashes in 1999, 2002 and 2009.

Military Experts Interpret Main Warships of High-Sea Training Taskforce

 

The debut of the 4 main warships, namely the “Jinggangshan” amphibious dock landing ship, the “Lanzhou” guided missile destroyer, and the “Yulin” and “Hengshui” guided missile frigates, making up the joint mobile taskforce carrying out combat readiness patrol and high-sea training organized by the South China Sea Fleet under the Navy of the Chinese People's Liberation Army (PLA), has recently caught wide attention. Military experts Du Wenlong and Li Li made a detailed analysis of these four main warships.

 

The combat readiness patrol and high-sea training of the joint mobile taskforce organized by the South China Sea Fleet is a routine military training. Among the taskforce, the “Jinggangshan” ship is currently the largest-tonnage amphibious dock landing ship in China with advanced weapon systems. The “Lanzhou” and “Yulin” warships used to perform the escort missions in the Gulf of Aden and the waters off the Somalia coast, possess strong anti-aircraft, anti-missile and anti-submarine capabilities. The “Hengshui” warship is a new-type frigate commissioned to the Navy of the PLA not long ago.

 

The “Jinggangshan” amphibious dock landing ship is the first ship to combine the projection of military force and projection of equipment

 

According to Du Wenlong, the “Jiggangshan” amphibious dock landing ship serves primarily as a starting base for landing operations in the actual combat exercise. Specifically, it is used as the base for attacking operation and landing operation launched against islands and reefs and the landing troops.

 

Compared to the characteristics of previous landing crafts, the feature of the “Jinggangshan” amphibious dock landing ship is balanced loading. The “balance” refers to the balance of equipment and combat personnel. It can simultaneously accommodate infantrymen and such heavy weaponry and equipment as air-cushion boats and amphibious assault vehicles. Meanwhile, it is able to transport an entire organic battalion. The troops and equipment were separately transported in the past. This is the first ship to put troops and equipment together for transportation.

 

The guided missile destroyer and frigates form effective coordination

 

Speaking of the difference between the “Lanzhou” guided missile destroyer, also known as the “Chinese Aegis”, and the “Yulin” and “Hengshui” guided missile frigates, Li Li said that these two types of warships are differently graded in tonnage. About 2,000 tons bigger than “Yulin” and “Hengshui” guided missile frigates in tonnage, the “Lanzhou” guided missile destroyer is mounted with more powerful air-defense guided missiles and radar-detection equipment than those in the frigates.

 

Nevertheless, coordination must be formed between these two types of warships. Although frigates are relatively small, they are very agile and can accomplish different tasks respectively under the unified command of the taskforce. During an air defense operation in an open air, the frigates can perform pre-phase security detection and early warning, and serve as an effective sentinel against the detection of the enemy's air defense areas. Its anti-aircraft guided missiles can also form an effective protection shield.

 

In terms of costs, frigates cost less than destroyers. Therefore, the taskforce composed by guided missile frigates and guided missile destroyers is an effective coordination and bears key importance. (ends)

South China Sea Fleet Conducts Combat Readiness Patrol and High-Sea Training

 

A taskforce under the South China Sea Fleet of the Navy of the Chinese People’s Liberation Army (PLA) left a naval port in Sanya in south China’s Hainan province on March 19, 2013 for the waters of the South China Sea and the Western Pacific Ocean to conduct combat readiness patrol and high-sea training.

 

The taskforce is composed of the “Jinggangshan” amphibious dock landing ship, the “Lanzhou” guided missile destroyer, the “Yulin” and “Hengshui” guided missile frigates as well as helicopters and hovercrafts on the warships. The taskforce will conduct training on such subjects as command post establishment, maritime maneuvering operation, maritime right protection, high-sea escort, rapid response to support operation and political work in the waters of the South China Sea and the Western Pacific Ocean.

 

The high-sea training will fully drive the troop units under the South China Sea Fleet of the PLA Navy to conduct a series of actual-combat confrontation drill according to the criterion of “being able to fight and win battles”, so as to effectively improve the fleet’s capability to complete diversified military tasks, according to Jiang Weilie, commander of the taskforce and commander of the South China Sea Fleet of the PLA Navy.

 

The combat readiness patrol and high-sea training is an annual routine military training of the South China Sea Fleet of the PLA Navy. The “Jinggangshan” ship is China’s largest-tonnage amphibious dock landing ship with an advanced weapon system. Both the “Lanzhou” warship and the “Yulin” warship, which have carried out escort missions in the Gulf of Aden and the waters off the Somali coast, have strong air-defense, anti-missile and anti-submarine capabilities. The “Hengshui” warship is a new-type guided missile frigate recently commissioned to the PLA Navy.

China’s People’s Liberation Army (PLA) has accepted an invitation to participate for the first time in a major US-hosted naval drill, but legal restrictions will limit its role to less sensitive exercises, like disaster relief, US officials say.

 

Beijing’s agreement to join the drills being held next year comes at a moment of heightened tensions between China and US ally Japan over disputed East China Sea islets, and unease in the US about China’s rapid military buildup and its cybercapabilities.

 

The Rim of the Pacific exercise (RIMPAC) is billed as the world’s largest international maritime exercise, with 22 nations and more than 40 ships and submarines participating the last time it was held off Hawaii last year.

 

Not all the participants are treaty allies with the US. Last year’s participants included Russia and India.

 

However, China has never participated in the event, although it did send observers to RIMPAC in 1998, the Pentagon said.

 

US Deputy Defense Secretary Ashton Carter acknowledged China had agreed to participate in RIMPAC during a little-noticed speech on Wednesday in Jakarta. Carter said he was “delighted that they have accepted” the invitation, extended last year by then-US defense secretary Leon Panetta.

 

At the time, Panetta said he asked China to send a ship to the exercises. Beijing said later it would give the offer “positive consideration.”

 

“We seek to strengthen and grow our military-to-military relationship with China, which matches and follows our growing political and economic relationship,” Carter said, according to prepared remarks on the defense department’s Web site.

 

US law prohibits the Pentagon from any military contacts with the PLA if it could “create a national security risk due to an inappropriate exposure” to activities, including joint combat operations.

 

There is an exemption for operations or exercises related to search-and-rescue and humanitarian relief, and China participated with the US last year in a counterpiracy drill.

 

Lieutenant Colonel Catherine Wilkinson, a Pentagon spokeswoman, said China’s participation in RIMPAC would adhere to US law and said that precautions had been taken by the Navy in drills to avoid revealing sensitive information.

 

“The US Navy has operational security safeguards to protect US technology and tactics, techniques and procedures from disclosure,” Wilkinson said.

 

Dean Cheng, an analyst at the Heritage Foundation, a conservative Washington think tank, questioned whether Chinese intelligence operatives would not benefit from their participation in RIMPAC, which also includes live-fire exercises by key US allies.

 

“If they have a frigate, or even a hospital ship, in the middle of that exercise, the hospital ship is going to be staffed by intelligence officers,” Cheng said.

 

He said that if the drills were designed in a way that was unhelpful to the Chinese, they would also be unhelpful to allies.

 

Wilkinson declined to speculate about which drills China might participate in, saying that the agenda had not yet been set for next year’s event.

 

“US-China military-to-military engagements can include a range of activities in areas of mutual interest, including maritime security, military medicine and humanitarian assistance/disaster relief,” she said.

A group of Chinese hackers recently tracked back to the same area where many Chinese Cyber War organizations are based, have apparently been ordered to improve their stealth skills. In the hacking community being able to get in, grab what you came for (or found and decided was worth taking) and leave undetected is the way it’s supposed to be done. Many hackers can get in, but because of sloppiness, haste or a lack of skill they are detected. Even if the intruders got what they came for, being detected, tracked and identified is potentially disastrous. Hackers who are not based in a country that refuses to extradite Internet criminals can be found, arrested and punished. Courts no longer consider hacking a minor offense and those caught are being sent away for longer and longer periods of imprisonment. China is particularly severe at what it considers illegal hacking (as in plundering Chinese companies) and those caught are sometimes executed.

 

The growing pile of evidence against China-based hackers is proving embarrassing for China, which tends to dismiss such accusations. That attitude has made the victims even angrier and there are more threats of retaliation. So the recently revealed Chinese hackers have gone dark, as in they have changed the now well-known IP addresses and servers they normally use. China believes that the way Cyber War currently works, as long as no one is getting killed (at least not openly) there is not much risk of conventional (bombs, blockades, or whatever) retaliation. Yet their growing number of victims in the West are becoming extremely agitated, so China has apparently ordered their hackers to maintain a lower profile, or else.

 

Identifying specific hackers, or teams of hackers, is not all that difficult if you can detect their presence. Just examine the type of attacks along with the tools and techniques used, the specific information being sought and much more. Internet security companies and government intelligence agencies collect information on these “hacker profiles” are able to quickly match patterns of behavior to identify groups, or even individuals.

 

China has been hacking away at U.S. targets for over a decade now and shows no signs of slowing down, despite growing U.S. efforts to erect better defenses. In addition to recent attacks on American media companies, China has also launched well organized and very deliberate attacks on American defense companies and specific Department of Defense computer networks. Even when caught in the act, the hackers often got away with a lot of valuable material.

 

When the U.S. Navy War College got hit seven years ago they had to shut down their computer network so that servers could be scrutinized to see what was taken, changed, or left behind. Why attack the Navy War College? Mainly because that's where the navy does a lot of its’ planning for future wars. The strategy for the Pacific war during World War II was worked out at the Navy War College, and that planning tradition continues. Plus, the Chinese may have also found the War College networks to be more vulnerable. Another well-organized and executed attack was made on the Bureau of Industry and Security (BIS) systems. BIS is a section of the Commerce Department that has been fighting Chinese efforts to illegally obtain U.S. military technology and American trade secrets in general. Some BIS computers were so thoroughly infiltrated that their hard drives had to be wiped clean and reloaded as if they were new machines. It’s not just the United States that is being hit.

 

The Chinese hackers have had similar spectacular success in Europe. Despite spending over a billion dollars a year defending their government networks, Britain complained openly of hackers getting into the communications network of the Foreign Office. The government also warned of increasing attacks on British companies. These attacks on government and corporate networks were all targeting specific people and data. While China was not mentioned in these official announcements, British officials have often discussed how investigations of recent hacking efforts tended to lead back to China. There is also a strong suspicion, backed up by hacker chatter, that some governments were offering large bounties for information stolen from other governments. Not information from China but from everyone else.

 

China manages to muster all this hacker talent by vigorously recruiting patriotic Chinese Internet experts to hack for the motherland. China is one of many nations taking advantage of the Internet to encourage, or even organize, patriotic Internet users to provide hacking services for the government. This enables these thousands of hackers be directed (unofficially) to attack targets (foreign or domestic). These government organizations arrange training and mentoring to improve the skills of group members. China has helped identify and train over a million potential ace hackers so far. Most turn out to be minor league at best, but the few hundred hotshots identified are put to work plundering foreign networks.

 

While many of these Cyber Warriors are rank amateurs, even the least skilled can be given simple tasks. And out of their ranks emerge more skilled hackers, who can do some real damage. These hacker militias have also led to the use of mercenary hacker groups, who will go looking for specific secrets, for a price. Chinese companies are apparently major users of such services, judging from the pattern of recent hacking activity, and the fact that Chinese firms don't have to fear prosecution for using such methods.

 

China pioneered the militia concept in the late 1990s, when their Defense Ministry established the "NET Force." This was initially a research organization, which was to measure China's vulnerability to attacks via the Internet. Soon this led to examining the vulnerability of other countries, especially the United States, Japan, and South Korea (all nations that were heavy Internet users). NET Force has continued to grow. NET Force was soon joined by an irregular civilian militia, the "Red Hackers Union" (RHU). These are over half a million patriotic Chinese programmers, Internet engineers, and users who wished to assist the motherland and put the hurt, via the Internet, on those who threaten or insult China. The RHU began spontaneously in 1999 (after the U.S. accidentally bombed the Chinese embassy in Serbia), but the government soon assumed some control, without turning the voluntary organization into another bureaucracy. The literal name of the group is "Red Honkers Union," with Honker meaning "guest" in Chinese. But these were all Internet nerds out to avenge insults to the motherland.

 

Various ministries have liaison officers who basically keep in touch with what the RHU is up to (mostly the usual geek chatter) and intervene only to "suggest" that certain key RHU members back off from certain subjects or activities. Such "suggestions" carry great weight in China, where people who misbehave on the web are very publicly prosecuted and sent to jail. For those RHU opinion-leaders and ace hackers that cooperate, there are all manner of benefits for their careers, not to mention some leniency if they later get into some trouble with the authorities. Many government officials fear the RHU, believing that it could easily turn into a "counter-revolutionary force." So far, the Defense Ministry and NET Force officials have assured the senior politicians that they have the RHU under control.

 

All nations with a large Internet user population have these informal groups, but not all nations have government guidance and encouragement to make attacks. When there are tensions between nations with large number of Internet users, it almost always results in the "hacker militias" of both nations going after each other. The U.S. has one of the largest such informal militias but there has been little government involvement. That is changing. The U.S. Department of Defense, increasingly under hacker attack, is now organizing to fight back, sort of.

Rolls Royce is hoping the IAF will select it's Trent 700 engine over the GE CF-6 engine for the Airbus A-330 MRTT aircraft and is relying on performance, costs and market leadership to make its case.

 

British aircraft engine manufacturer Rolls Royce is keen on providing the engines for the Airbus A-330 Multi Role Tanker Transport (MRTT) aircraft, selected by the Indian Air Force (IAF) over the Russian IL-78, for its tender for six refueler aircraft.

 

The MRTT is typically powered by either the Rolls Royce Trent 700 engines or the GE CF-6 engines and both have been offered to the IAF as options to power the aircraft. The selection of the engine by the IAF and defense ministry is key to taking forward the process of contract negotiation and nailing down the configuration of the aircraft.

 

“We’ve made our offer to Airbus. (They’ve taken both offers to the air force). And it’s for the Indian Air Force and the MoD to decide on the engine selection. We’re hopeful that that will be Trent 700 and we’re willing and waiting to be called for further discussion with Airbus and the Indian Air Force,” says John Gay, Senior Vice President of Defense Customer Business in South Asia for Rolls Royce.

 

He thinks his company has an edge because of what it claims is better performance over the GE powerplant.

 

 

“From the Rolls Royce side we fundamentally believe the Trent 700 offers fuel consumption advantage and life cycle cost advantage. That’s one of the advantages of the Trent 700. It’s lower fuel burn and better reliability,” he says, explaining, “The design of the Trent 700 is optimized for hot and high performance – and is optimized for the kinds of missions that those aircraft are fulfilling. If you’re operating the aircraft in what we’d call a hot and high environment such as Leh or such as Agra, the kind of missions that the Indian Air Force will use the aircraft for – we know that, fundamentally, the Trent 700 offers significant payload advantage over either of the competitor engines – somewhere between six and nine tons additional payload, which is pretty significant when you’re talking about the missions the aircraft are required to do.”

 

Airbus had deployed a UK-destined, Trent 700-powered MRTT tanker for the trials at Gwalior in 2011-end. He says this could translate into the ability to carry additional fuel or payload, or increase range.

 

“And at the same time it’s with a lower SFC (Specific Fuel Consumption) for those missions than comparative engines. So you’re using less fuel but are able to carry more fuel for the refueling mission which is the mission of the aircraft,” says Gay.

 

He lists hot and high performance, life cycle cost, SFC, and through-life maintenance and the capability to carry extra payload as reasons for the ‘Trent 700 as being the best engine for the A-330′. “Of the three engines, the design of the engine basically makes it a quieter engine because it’s three-shaft technology and fundamentally makes it a quieter engine to operate,” he adds.

 

The engine cowl, he says, reduces the noise as well as infra-red signature, ‘which is not so important in a civil role but is actually quite important in the defense role because that reduces the ability of hostile forces to detect the aircraft’.

 

He also points out that 57 percent global A-330 market share is owned by the Trent 700 engines, followed by GE and Pratt and Whitney, the last of which hasn’t ever powered the A-330 MRTT variant.

 

“Trent 700 is on the A-330 with a 57 percent market share which as I say in a three engine competition is a pretty significant market share. And a key issue for civil airlines that select those engines is life cycle cost, operability and mission performance because they’re looking at the returns they get from the aircraft platform as a whole and the engine is a significant part of that. So it’s a good position to be in,” says Gay, adding, “If you look at the three engine race and say that one engine wins 60 percent of the orders – and over the last three to five years it’s been something like 75 percent of the orders – then I think that its a good indication of the relative competitiveness of those engines.”

 

Gay says if the Trent 700 is selected to power the IAF MRTT aircraft, Rolls Royce will also offer their Mission Care maintenance service, which already looks after the AE 2100 engines on the IAF C-130J Super Hercules aircraft as well as the AE-3007 engines on the Embraer aircraft. “It’s not part of the requirements yet – it’s something that we can talk about with the Indian Air Force if we were successful and once the contract is concluded,” he says, explaining that Rolls Royce’s Mission Care is ‘a full engine management service to the customer guaranteeing availability of the product as and when and where the customer needs it’.

 

“Obviously we know how the engine behaves and performs at different power settings and in different flight conditions. The Indian Air Force will have defined their typical mission requirements for that aircraft and it’s a case of – I have my performance data and I have my mission and if you marry the two together you get a pretty accurate forecast based on a lot of experience. You get a pretty accurate forecast of what the fuel consumption is going to be for that given mission, what the cyclic usage of the engine is going to be for that given mission, what that translates to in terms of an overall overhaul and maintenance burden through the life of the engine,” he elaborates.

 

Rolls Royce has a 50-50 joint venture with the Indian government-owned Hindustan Aeronautics Limited called International Aerospace Manufacturing Limited (IAMPL) for the manufacture of rings for the Trent family of engines. The US$25 million, 7,200 sqm manufacturing facility in Bangalore inaugurated earlier this month will be the sole source of these components, globally, for these engines. “These parts will be fed directly into the Rolls Royce production system,” says Gay.

New Delhi: India is planning to tie up with Russia for enhancing self reliance in capabilities for design and development of all types of warships, including submarines, for the Navy and the Coast Guard.

 

The Defence Ministry is planning to have a tie-up between the Kerala-based National Institute of Research and Development in Defence Shipbuilding (NIRDESH) and Russian Krylov Institute for working in this direction, officials told PTI here.

 

The Russian institute, set up in 1890s, has been working in this field for a very long time and can help NIRDESH to augment its capabilities, they said.

 

NIRDESH was launched on January 4, 2011 by Defence Minister A K Antony to help in developing a robust defence industrial base by providing technology support and promote ancillary industry participation in the defence shipbuilding sector.

 

The issue was also discussed at the meeting of the Board of Governors of NIRDESH headed by the Defence Minister, who is also the chairman of the institute.

 

The meeting decided to appoint the head of the Naval Design Directorate as the nodal officer to support NIRDESH as the Navy would be the biggest beneficiary out of the output of the institute, they said.

 

A sub-committee has also been appointed by the Ministry to prepare a roadmap for growth of NIRDESH while another would examine and select Research and Development projects to be undertaken by it.

 

"One project on indigenisation of rubber items used on Scorpene submarines is already progressing at the Rubber Research Institute of India at Kottayam," they said.

 

NIRDESH will also take up projects related to development of civilian vessels.

La Chine s'est engagée à acheter à la Russie 24 avions de chasse et 4 sous-marins, soit la plus importante vente d'armes de Moscou à Pékin depuis dix ans, a rapporté lundi la presse officielle chinoise.

 

Cet accord a été conclu juste avant la venue à Moscou du nouveau président chinois Xi Jinping, a rapporté le Quotidien du peuple, organe du Parti communiste chinois. M. Xi a quitté Moscou dimanche, après une visite de trois jours au sujet de laquelle il s'est déclaré "très content".

 

La vente prévoit la fourniture de 24 chasseurs Soukhoï Su-35 et de quatre sous-marins de classe Amour, dont deux seront construits en Russie et deux en Chine. Le journal n'a pas mentionné de montant pour ce contrat.

 

Selon le Quotidien du peuple, des négociations portent aussi sur des systèmes de missiles russes S-400, des avions de transport militaires Iliouchine IL-476 (version modernisée de l'IL-76), des avions ravitailleurs IL-78 et des moteurs d'avion Saturn 117S.

 

La Chine, jadis principal client du complexe militaro-industriel russe, s'émancipe peu à peu de la Russie en matière d'armes. Mais selon les experts Pékin reste intéressé par l'acquisition des meilleures technologies russes pour développer sa propre industrie de l'armement, souvent en copiant.

 

La Chine a admis au service actif son premier porte-avions en septembre 2012. Ce navire a été construit à partir d'une coque à l'origine destinée à la Marine soviétique. Et Pékin dépend encore beaucoup de technologies russes pour les moteurs de ses chasseurs-bombardiers.

 

La Chine a annoncé au début du mois un important accroissement en 2013 de son budget militaire. Cela a suscité de l'inquiétude chez ses voisins, notamment au Japon qui a promis d'être sur ses gardes vu les graves tensions territoriales entre les deux pays.

Su-35-en-vol

La Russie et la Chine ont signé un accord-cadre sur la livraison de 24 chasseurs Su-35 et quatre sous-marins de type Lada, annonce lundi la télévision centrale de Chine (CCTV).

 

D'après les médias chinois, l'accord-cadre a été signé avant la visite en Russie du président chinois Xi Jinping, qui s'est déroulée la semaine passée.

 

Pékin estime que si cet accord est réalisé, il s'agira de la plus importante livraison d'armements russes depuis dix ans.

 

Selon Pékin, la Chine et la Russie pourraient à l'avenir élargir leur coopération en matière de livraisons d'armements, la partie chinoise pouvant acquérir notamment des systèmes de missiles sol-air S-400, des moteurs lourds 117C, un avion-cargo Il-76 et un avion ravitailleur Il-78.
