La multiplication des menaces nord coréennes, qui fait monter l'inquiétude à Séoul, incite Washington à déployer des bombardiers B52 dans le ciel coréen.


La guerre psychologique fait rage sur la péninsule coréenne. Face à l'avalanche de menaces proférées par le régime de Kim Jong-un, le Pentagone bande ostensiblement ses muscles. Pour la première fois, Washington a révélé avoir déployé des bombardiers stratégiques B52 dans le ciel coréen en réponse aux menaces de frappes «thermonucléaire» agitées par le jeune maître de Pyongyang.

 

Plusieurs de ces «camions à bombes» devenus tristement célèbres durant la guerre du Vietnam ont récemment décollé de leur base de Guam pour effectuer des vols au-dessus de la péninsule sous tension, a reconnu le Secrétaire d'État adjoint à la Défense, Ashton Carter. Une confidence au timing calculé pour prévenir une provocation durant l'exercice militaire américano-sud-coréen Key Resolve déclenché le 11 mars et donner quelques frissons à un régime dynastique habité par le spectre d'une invasion américaine.

 

Ce déploiement de B52 vise surtout à rassurer l'allié sud-coréen à l'heure où certains milieux conservateurs à Séoul réclament le retour d'armes nucléaire tactiques sur la péninsule après le troisième test atomique conduit par Pyongyang, le 12 février dernier.

Renforcement du système de défense antimissile en Alaska

Les militaires américains ne croient pas que la récente rhétorique belliqueuse de Kim débouchera sur un conflit à court terme. Néanmoins en coulisses, les stratèges du Pentagone réévaluent à la hausse la menace posée à moyen terme par la Corée du Nord, à la lumière des derniers progrès de ses programmes balistiques et atomiques. Aussi, les États-Unis viennent de décider de renforcer leur système de défense antimissile visant à protéger leur façade Pacifique contre des missiles longue portée en provenance du continent Asiatique.

 

Quatorze nouveaux intercepteurs antimissiles supplémentaires seront installés sur la base de Fort Greely, en Alaska d'ici 2017, a annoncé samedi Chuck Hagel, le nouveau Secrétaire d'État à la Défense. En pleine période de coupe budgétaire, cet investissement massif d' 1 milliard de dollars montre que Washington prend au sérieux les récents progrès de Pyongyang, en particulier le succès de sa fusée Unha 3 qui a parcouru plus de 10.000 km le 12 décembre dernier, mettant en orbite un satellite.

 

«Les États-Unis ont un système de défense capable de nous protéger contre une attaque limitée d'ICBM (Missile balistique Intercontinentaux), mais la Corée du Nord en particulier a récemment renforcé ses capacités et elle est engagée dans une série de provocations irresponsables et périlleuses», a déclaré Hagel.

La menace chinoise

Le renforcement de la muraille antimissile américaine vise également à contenir une autre menace jugée bien plus périlleuse à long terme par certains, mais que le chef du Pentagone s'est bien gardé de nommer: la Chine. La montée en puissance militaire chinoise est perçue comme le défi principal pour les États-Unis dans les prochaines décennies dans cette région du monde, et Pékin a régulièrement fait part de son irritation face au renforcement du système antimissile américains.

 

Chuck Hagel affirme avoir informé son homologue chinois du renforcement du nombre d'intercepteur en Alaska, mais ne s'est pas étendu sur la teneur, sans doute glaciale de la réponse des autorités de Pékin.

 

La menace nord-coréenne offre un prétexte en or au Pentagone pour renforcer sa ligne de défense en Asie, sans pointer ouvertement du doigt Pékin. Certes, les stratèges américains admettent publiquement avoir été «un peu pris de vitesse» par les progrès du royaume ermite engrangés en dépit des sanctions internationales à répétition. Mais ils doutent que le Nord soit déjà en mesure de miniaturiser une bombe atomique pour la monter sur un missile comme s'en vante la propagande. «Ils doivent encore faire des progrès en matière de rentrée dans l'atmosphère de leur engin» précise une source militaire occidentale.

Pour autant, les dernières prouesses technologiques du Nord alliés à l'incertitude sur les intentions du jeune dirigeant Kim Jong-un interpellent certains experts américain qui jugent que la Maison-Blanche doit réévaluer sa stratégie diplomatique d'isolement vis à vis du Nord.

 

« Le troisième test atomique change la donne. Ils ont malheureusement de fortes capacités et nous ne pouvons nous permettre de poursuivre la politique suivie jusqu'ici» estime Robert Carlin de l'Université de Stanford. Cet ancien négociateur américain du dossier nord-coréen plaide pour une ouverture diplomatique vers Pyongyang. Reste à savoir si l'Administration Obama 2 juge la menace de Kim Jong Un suffisamment sérieuse pour remettre en cause sa stratégie méthodique d'isolement.

Des responsables militaires chinois auraient reconnu pour la première fois qu'une frégate chinoise avait verrouillé son radar de tir sur un destroyer japonais au large d'îles revendiquées par les deux pays, a rapporté lundi 18 mars l'agence japonaise Kyodo. Pékin a jusque là toujours nié les accusations japonaises, reprochant à Tokyo d'exagérer "la prétendue 'menace chinoise'" et de vouloir "salir l'image de la Chine" dans l'opinion internationale.

 

Cités par Kyodo, les officiers chinois non identifiés, dont de très hauts gradés, ont expliqué qu'il s'agissait d'"une décision prise dans l'urgence" et non d'une action planifiée, et qu'elle était le fait du commandant de la frégate.

 

Les responsables auraient déclaré à l'agence japonaise que le 30 janvier la frégate et le destroyer étaient à trois kilomètres l'un de l'autre, dans les eaux internationales, à une distance comprise entre 110 et 130 kilomètres du nord des Senkaku / Diaoyu. Le commandant de la frégate a fait actionner le radar de tir, conformément aux règles d'engagement militaires chinoises, sans avoir demandé d'instructions au commandement de la flotte ou à l'état-major de la marine.

 NOUVEAU DÉMENTI CHINOIS


L'utilisation de ce type de radar est une procédure inhabituelle et peut éventuellement signifier la préparation d'un tir imminent contre une cible. On ignore si le commandant a été réprimandé, selon l'agence. Tokyo a également accusé une frégate chinoise d'avoir verrouillé son radar sur un hélicoptère japonais à la mi-janvier.

 

La Chine a une nouvelle fois démenti officiellement lundi les accusations japonaises. Ces allégations "ne correspondent pas aux faits", a déclaré lundi le ministère de la défense chinois dans un communiqué. Les informations de presse étrangères sur cette affaire avaient été "concoctées dans une intention malveillante" et "fabriquées à partir de rien" pour tromper l'opinion internationale, a ajouté la marine chinoise.

Ce lundi 18 mars, le gouvernement japonais a fait part à la France de sa préoccupation après la vente à la marine chinoise de matériel militaire français. Une vente qui a eu lieu ces derniers mois et qui concerne du matériel destiné à apporter une assistance à l'appontage d'hélicoptères sur les navires chinois. On doit ce regain de tension à un groupe d'îles administrées par le Japon, mais revendiquées par la Chine.

 

Le Japon vient d'apprendre que la Chine va utiliser ses systèmes d’appontage d’hélicoptères sans assistance, très utiles par mauvais temps, sur ses navires de surveillance, et s'en inquiète. En effet, ces mêmes bateaux de surveillance violent à intervalles réguliers les eaux territoriales japonaises autour des îles Senkaku, ou Diaoyu en chinois, revendiquées par Pékin.

 

Pour le Japon, ce matériel français d’appontage, qui permet à la Chine de moderniser ses propres systèmes, représente une menace supplémentaire pour les garde-côtes japonais.

 

Dernièrement, autour des îles contestées, des bâtiments de guerre chinois ont ciblé des patrouilleurs et des hélicoptères japonais avec le radar de tir.

 

Selon le journal français Le Marin, la France a vendu à la Chine onze grilles d’appontage pour hélicoptères. Le Japon assure que ses relations avec la France sont bonnes et ne souffriront pas de la vente de ce matériel à la Chine.

 

Et pour cause, ce type de matériel n'est pas couvert par l’embargo sur les armes de l’Union européenne contre la Chine. Cet embargo avait été mis en place en 1989 à la suite de la répression des manifestations de la place Tiananmen à Pékin.

Embraer is flight-testing the last of three EMB-145 aircraft modified to be fitted with an airborne surveillance radar for India. Once the activity has been completed in Brazil, the aircraft will be delivered to the Indian Defence Research and Development Organisation's (DRDO) Centre for Airborne Systems to have an indigenous active electronically scanned array radar installed.

 

"They have two aircraft with the mission systems already installed," says Embraer, which adds that it provides technical assistance to India with regard to integrating the platform's mission systems. "It's a joint programme," Embraer says. "We have our technicians going there and some Indian technicians coming here."

 

The system, referred to in India as the Airborne Early Warning and Control System, is not operational yet, Embraer says. Two aircraft are still undergoing tests at the DRDO, but if the project proves to be successful it could be inducted into service with the Indian air force. Sources suggest that the type's radar is likely to have been designed with Israeli assistance.

 

One unique feature of the Indian aircraft is that they are fitted with an in-flight refuelling probe, which should boost their range and endurance considerably. "It's the first time one of our [intelligence, surveillance and reconnaissance] platforms based on the -145 has the air refuelling system," Embraer says.

 

Embraer says that while India has options to buy more of the aircraft, it cannot disclose that information.

The visit of the President of India Shri Pranab Mukherjee to Mauritius provided a good backdrop for a review of defence and security relations between India and Mauritius who occupy most significant geographic positions in the Indian Ocean Region. In the Press Statement after meeting with the Prime Minister of Mauritius, Dr. Navinchandra Ramgoolam, Shri Pranab Mukherjee outline the continued commitment of Indian support to Mauritius on security issues. Mr Mukherjee thanked the country for consistent support in the UN and also India’s claim to the Security Council. Mr Mukherjee said, “I am also grateful to Mauritius for extending whole-hearted support to the process of revitalising the Indian Ocean Rim-Association for Regional Cooperation (IOR-ARC)”.  Highlighting the importance of security cooperation in the light of threats in the region  he outlined, “Piracy in the Indian Ocean region adversely impacts us all. We are committed to the safety and security of Mauritius and will continue to work towards enhancing our cooperation in the security arena. Indian Naval ships will continue to undertake joint anti-piracy and EEZ surveillance exercises with their Mauritian counterparts to ensure maritime security in these waters. We are ready to assist the Government and the people of Mauritius, on security-related issues, in accordance with the requirements and priorities of the Government of Mauritius”. 

 

India and Mauritius have an extensive defence cooperation programme in place. As per the Indian High Commission in Mauritius under the ITEC-II programme, about 45-50 personnel from the Mauritian Police Force are trained annually in Indian Defence Training Establishments. India has been deputing a Diving and a Marine Commando (MARCOS) training team to Mauritius for two-three weeks since 2008 including for three weeks in June-July 2011. The training has benefitted 62 divers and 87 commandos of the Mauritius Police Force so far.
At the request of the Government of Mauritius, Indian Naval Ships regularly undertake surveillance and joint patrolling of the vast Exclusive Economic Zone (EEZ) of Mauritius with a view to provide deterrence to ongoing piracy and illegal fishing activities in the region. INS Savitri (December 2009); INS Trishul (May-June 2010); INS Mysore and INS Tabar (goodwill visit and for surveillance and joint patrolling in October 2010); INS Suvarna (December 2010); and INS Sukanya (March-April 2011) and INS Shardul (June-July 2011) have visited Mauritius for joint patrolling and surveillance operations in the Mauritian EEZ.
Advanced Light Helicopter Dhruv which was delivered to the Government of Mauritius in November 2009 was financed by US$ 10.42 million grant. A Coastal Radar Surveillance System (CSRS) which was delivered and subsequently commissioned in April 2011 was financed by a Euro 2.46 million grant. A bilateral Agreement for the Supply of an Offshore Patrol Vessel (OPV) to the Government of Mauritius is currently being implemented with the OPV being designed and constructed by GRSE Ltd. at a cost of US$ 58.5 million. The OPV is funded partly by an EXIM Bank line of credit (US$ 48.5 million) and partly by a grant (US$ 10 million).
Given the importance of Mauritius as a source of FDI in India as well as its strategic location in the Indian Ocean, sustained political, economic and defence relations with the country are anticipated.

The Indian Army has ordered another twenty Cheetal helicopters for $2.77 million each. Four years ago the Indian Air Force received the first four of ten Cheetals. These were the first Cheetals to enter service. The Indian Air Force now has 24 Cheetahs and 10 Cheetals. The Indian Army has 48 Cheetahs in service and 42 Cheetals on order. The main problem with this is that both of these models are obsolete by modern standards of what a military helicopter should be.

 

The Cheetal is actually a Cheetah helicopter with a more efficient engine. This increases altitude (to over 7,500 meters), range and payload. The Cheetah is a license built (by Hindustan Aeronautics) version of the French SA 315B. It's a 2.3 ton helicopter that seats four, has a max speed of 190 kilometers an hour and range of 640 kilometers. Endurance is three hours.  So far, India has produced 250 Cheetahs, mostly for internal use military and commercial use. The Indian Army is also buying Cheetals (named after the Indian spotted deer).

 

Earlier (1950s and 60s) versions of this design were called the Alouette II. While the Alouette II was originally designed in the early 1950s, it has been continuously upgraded and improved ever since. During the 1970s the SA 313 Alouette II evolved into the SA 315 Lama. But the basic design is quite old. India has been trying to buy some more modern helicopters but the military procurement bureaucracy is very slow and efforts to halt corruption in military purchasing have slowed the process still further.

The country’s indigenous Light Combat Aircraft (LCA) ‘Tejas’ programme is now expected to be completed only by March 2015 and is one of the major projects undertaken by the Defence Research Development Organisation(DRDO) which is running behind schedule by several years, the Rajya Sabha was informed on Wednesday.

 

Union Defence Minister A K Antony said in a written reply that the deadline for the ‘Tejas’ project, which was originally scheduled for completion by December 2008, was likely to be extended till March 2015 as it had already breached the December 2012 revised deadline.

 

The IAF is eagerly waiting for the DRDO to complete the LCA project so that it could replace the ageing Soviet-era MiG-21s,which had earned the sobriquet’flying coffins’ following the numerous air crashes involving them.

 

The Upper House was also informed that as many as 34 MiG fighter planes had crashed in the last five years and six pilots were killed in the accidents along with five civilians. As for the DRDO’s delayed projects, the minister noted that the Naval LCA was now scheduled for completion by December 2014 as opposed to its original schedule of March 2010.

 

The Naval LCAs are likely to be the combat air element of the country’s first Indigenous Aircraft Carrier (IAC) that is now under construction at the Cochin Shipyard (CSL) and which in all likelihood may join the Navy by December 2015.

 

Similarly, the indigenous aeroengine ‘Kaveri’, which the DRDO had been developing for the LCA too was badly delayed, resulting in the Hindustan Aeronautics Limited (HAL) going in for the American GE F414 engines for the Mark-II versions of the combat plane.

 

The Airborne Early Warning and Control System (AEW&CS), a transport aircraft-mounted radar known as a major force multiplier capable of being an ‘eye-in-the-sky’ for the Indian armed forces, too has been delayed and will now be ready only by March 2014.

 

Also running behind schedule is the Long Range Surface-to-Air Missile (LR-SAM), which is now scheduled for completion only in December 2015.

 

Antony said the reasons for the delay in these projects included ab initio development of the state-of-the-art technologies, non-availability of trained and skilled manpower to work on the projects and lack of infrastructure and test facilities in the country.

 

Regarding the delay in the ongoing Scorpene submarines’ project at the Mumbai-based Mazagon Docks Limited (MDL), the minister blamed it on the slow procurement of the raw materials. “The project is being closely monitored by the Union Ministry of Defence (MoD) and the Navy to ensure its completion without any further delay,” he said.

SYDNEY -- Boeing [NYSE: BA] has selected Brisbane, Australia-based Ferra Engineering to build wing kits that triple the effective range of the Joint Direct Attack Munition Extended Range (JDAM ER) and allow aircrews to deploy the weapon from beyond the range of an enemy’s air defense system.

The Royal Australian Air Force became Boeing’s first JDAM ER customer in 2011. Boeing builds JDAM weapons in its St. Charles, Mo., facility, about 25 miles west of St. Louis.

"Boeing has been in Australia for 86 years and we have many great local industrial partners doing work across our commercial and defense product lines," said Dennis Muilenburg, president and CEO of Boeing Defense, Space & Security. "Ferra, an innovative, high-technology company, is a leader in that group."
Ferra was Boeing's 2011 International Supplier of the Year. It also does work for the Boeing P-8A Poseidon maritime patrol aircraft, F/A-18E/F Super Hornet fighter and Commercial Aviation Services group.

"This announcement is another example of how Boeing's investment in technology and innovation in Australia is paying off for industry and our customers," Muilenburg said.

Ian Thomas, president of Boeing Australia & South Pacific, added that the contract "is an all-around win for Australia, for Boeing, and for one of Australia's leading aerospace companies as we combine our expertise to provide the best solutions and products."

Le quotidien indien DNA a révélé hier « ce qui pourrait être le plus grave incident de sécurité en Inde avec la compromission de centaines de systèmes d’officiels clés de la sécurité et du DRDO » – l’organisme de recherche et développement de la Défense indienne. Des fichiers « sensibles » liés « à l’organe le plus important du gouvernement indien pour les questions de sécurité » auraient été dérobés, aux côtés d’autres « issus de gouvernements des Etats-Unis, de Russie et de Corée du Sud » mais également de documents liés à des négociations avec le missilier français MBDA.

 

La fuite aurait été initialement détectée début mars, avec la découverte d’un fichier contenant des codes d’accès aux messageries électroniques d’officiels du DRDO. Tous les documents dérobés auraient été transférés « sur un serveur situé dans la province du Guangdong en Chine. » Un serveur dans lequel les équipes de cybersécurité indiennes seraient parvenues à s’infiltrer, après avoir « remonté la piste du cheval de Troie et enregistreur de frappes clavier NetTraveler ».

Le ministre indien de la Défense, AK Antony, a déclaré à nos confrères que « les agences du renseignement enquêtent sur le sujet », sans vouloir formuler d’autre commentaire.

PEKIN - Le nouveau président chinois Xi Jinping et le président américain Barack Obama se sont entretenus jeudi au téléphone de la Corée du Nord, de la cybersécurité et du développement des relations bilatérales, a rapporté l'agence Xinhua (Chine nouvelle).

 

M. Obama a félicité M. Xi, chef du parti communiste chinois, pour son élection jeudi par le Parlement comme président de la République populaire de Chine, et il a déclaré que les relations entre la Chine et les Etats-Unis se trouvaient devant une chance historique de coopération, a indiqué l'agence de presse officielle.

 

Pour sa part, Xi a déclaré que la Chine et les Etats-Unis ont de vastes intérêts communs, mais aussi des divergences, a rapporté l'agence.

 

Selon Xinhua, le nouveau président chinois a souligné que tant que les deux parties maintiennent un esprit de respect mutuel, d'ouverture et de tolérance, la Chine et les Etats-Unis seront en mesure de réaliser davantage dans la région Asie-Pacifique et de faire du Pacifique un océan de paix et de coopération.

 

Les deux présidents ont également discuté de la crise suscitée par le programme nucléaire nord-coréen et de la cybersécurité. Xi a exprimé les principes et les positions de la Chine sur ces questions, a rapporté l'agence, sans fournir plus de détails.

 

M. Obama avait directement mis en garde mercredi les autorités chinoises contre le phénomène croissant des attaques informatiques venant de Chine et visant les Etats-Unis, déclarant que certaines de ces attaques étaient soutenues par l'Etat.

 

La Chine avait affirmé qu'elle était prête à coopérer avec les Etats-Unis pour combattre la cybercriminalité.

THE Department of National Defense (DND) is now drawing up the necessary papers as it chose the public bidding option for the purchase of brand-new frigates.

This was confirmed by DND Spokesman Peter Paul Ruben G. Galvez. “I believe the office handling the acquisition is finalizing the papers for public bidding.”

Galvez, acting chief of staff of Defense Secretary Voltaire T. Gazmin, spoke to the BusinessMirror after Philippine Navy (PN) spokesman Lt. Cmdr. Gregory Fabic confirmed news reports that the Philippine Navy is seeking to acquire two brand-new frigates.

“It makes sense for the Philippine Navy, for us, for the government to settle for something new,” Galvez said, adding that the first option of buying second-hand frigates on a government-to-government method would be costly in the long run.

“It’s like buying a car that you would need to spend an additional more to overhaul.”

Galvez said while the government-to-government method is also effective, “it’s different this time.”

“We believe that if we invest that amount to be spent for an upgrade, rather than spend it for an overhaul, it would even be beneficial to the country,” he said.

Initially, the bid amount was pegged at P11.7 billion (288 mio USD)

Dispute Between Army and Air Force Regarding Fighter Helicopters

 

There is no dispute between Army and Air Force for control of fighter helicopters.

 

Keeping in view operational requirements, Government has decided that ownership of future inductions of attack helicopters will vest with the Army.

 

This information was given by Defence Minister Shri AK Antony in a written reply to Shri Mansukh L. Mandaviya and Shri Parshottam Khodabhai Rupala in Rajya Sabha today.

The Australian Government has made a multimillion dollar investment to develop future defence technology, under the Capability and Technology Demonstrator Program.

 

Minister for Defence Science and Personnel Warren Snowdon said the program will receive up to $13 million to be managed by the Defence Science and Technology Organisation.

 

“The program supports Australian industry to develop and demonstrate new technologies that could contribute to Defence capability. Eight technology proposals have been selected this year to demonstrate possible defence applications,” Mr Snowdon said.

 

“By supporting these proposals, we create the potential to advance Defence capability, produce innovative products for Defence and civilian use, and stimulate Australian industry growth.”

 

Mr Snowdon made the announcement at the University of Sydney’s School of Electrical and Information Engineering where technology related to one of the proposals to be funded was demonstrated.

 

“That proposal will leverage the latest developments in photonic signal processing to enable very small and fast-moving targets to be quickly discerned even in unpredictable battlefield scenarios when there is a significant amount of signal clutter,” Mr Snowdon said.

 

“It aims to increase the electronic warfare capability of our Anzac-class frigates, and might also be applicable to the Air Warfare Destroyer and the Future Frigate.

 

“The Capability and Technology Demonstrator Program has produced very good results for high-risk research and development projects that benefit Defence and Australian industry.

 

“This year’s successful proposals for Round 17 include a project to develop a lightweight combat helmet with greater protection from high-powered rifles and fragments, a system that will help helicopter crews see in bad weather, and technology that will protect electronic warfare systems from electronic interference,” he said.

 

“I congratulate all of the companies, in particular the four small-to-medium enterprises and an academic institution that have succeeded in getting through the highly competitive selection process for Round 17.”

 

Since the Capability and Technology Demonstrator Program began, Defence has invested $250 million in 104 projects, half of them proposed by small-to-medium enterprises. Ninety-four projects have been completed, 86 of them have had successful demonstrations and 15 of these have entered service. Ten projects are still in progress under contract.

 

“A number of current and recently completed projects look promising for future transition into service,” Mr Snowdon said.

Challenged by the ever growing scale and capabilities of China’s People’s Liberation Army (PLA), Taiwan must develop its air defense capabilities fielding more capable fighter planes in greater numbers, a requirement aired in a recently published released quadrennial defense review. Taiwan’s Ministry of National Defense (MND) claims that China is deploying many of its newest weapons its Nanjing and Guangzhou military regions, both of which are adjacent to Taiwan, in recent years. Moreover, Many of the training programs and live-fire exercises played by the PLA have focused on seeking a speedy end to island conflicts in an apparent effort to prevent foreign intervention in the event of such a standoff.

 

According to the MND’s quadrennial defense review, the military is also planning to develop unmanned aerial vehicle (UAV) capable of carrying out combat and reconnaissance missions to beef up the country’s air defense muscle.

 

Given the reluctance to deliver advanced fighter aircraft as expressed by Taiwan’s main ally – the US – Taipei is determined to develop its own advanced air power, based on new generation, stealth-capable fighters capable to meet the modern Chinese fighter planes in battle. Other capabilities recommended for such fighters include long-range flight and aerial refueling abilities, as well as the capability to launch ground and anti-ship weapons.

 

In the 1980s Taiwan has embarked on an indigenous defense fighter (IDF) aircraft project also known as F-CK-1A/B Ching-kuo, developed and built by Taiwan’s Aerospace Industrial Development Corporation (AIDC). It was designed to replace US built F-5 and F-104 jet fighters, after the US refused to supply Taiwan newer generation fighters (Taiwan was interested in the Northrop F-20 Tigershark or F-16 at the time). The aircraft entered service in 1994 and production of 130 aircraft has continued until the year 2000. Since 2010 these aircraft are undergoing enhancement into the F-CK-2C/D.

 

The need for an advanced manned fighter receives a special emphasis due to Taipei’s reiterated commitment to Missile Technology Control Regime (MTCR) which is now part of Taiwan’s trade law, preventing the proliferation of missile and unmanned aerial vehicle technology.

 

The ministry expects the development and construction of indigenous submarines and warplane will cost an estimated NT$500 billion.

 

MND spokesman Luo Shou-he said Tuesday March 12, 2013 that the decision to build indigenous warplanes does not mean that the military has ruled out the option of procuring F-16 C/Ds or even more advanced types of jet fighters. “We have struck a deal with the United States on upgrading our F-16 A/B fighters and will continue evaluate our need for advanced warplanes,” Luo added. According to the MND’s budget plan, there are still nearly NT$500 billion (US$16.89 billion) worth U.S. weapon procurement projects to be executed over the next five to 10 years.

"La hausse des dépenses en Asie a été si rapide et l'austérité conduite par les pays européens en matière de défense si rigoureuse, que les dépenses en volume de l'Asie en 2012 (287,4 milliards de dollars) ont excédé les dépenses totales officielles de défense non seulement des membres européens de l'Otan mais aussi de l'ensemble de l'Europe, y compris en tenant compte des pays européens non membres de l'Otan", écrit l'International Institute for Strategic Studies (IISS), dans son étude annuel sur les dépenses militaires dans le monde (The military balance 2013 est en vente pour £290)

 

D'après l'IISS, les dépenses de la Chine en matière de défense ont augmenté en volume de 8,3% en 2012. Pour l'ensemble de l'Asie, la hausse a été de 4,94%. En revanche, les dépenses militaires des pays européens de l'Otan sont retombées en valeur à peu près à leur niveau de 2006. En volume, l'IISS constate même une baisse de 11% sur cette période sous l'effet des politiques d'austérité conduites dans ce domaine notamment en France, en Grande-Bretagne, en Allemagne, en Italie et en Espagne.

Singapore - India's Central Bureau of Investigation has opened cases against 13 individuals and six companies related to alleged bribery in a 2010 deal for 12 VIP-roled AgustaWestland AW101 helicopters.

 

The agency also conducted raids at 14 locations in the Indian cities of New Delhi, Gurgaon, Chandigarh and Mohali, the CBI said in a statement. The cases were filed under the country's 1988 Prevention of Corruption Act.

 

Although it does not mention individuals or companies by name, the CBI says that a case has been filed against "then Chief of Air Staff" at the time of the deal, a reference to former air force chief SP Tyagi. Cases have also been filed against an "Italy-based private company and its then CEO", and a "UK-based company and its then CEO".

 

The European companies are Finmeccanica and AgustaWestland. The chief executives of both companies were arrested in Italy during mid-February amid allegations of corruption related to the AW101 deal.

 

The CBI has also brought cases against three "foreign nationals" and a "Mauritius-based private company, a Tunisia-based company and other unknown persons".

 

"It is further alleged that in the procurement process of the helicopters, some persons acted as middlemen and have allegedly influenced the deal in favour of UK-based company," says the CBI. "It is also alleged that [the] Italy-based company paid commission in terms of several millions of euros to the middlemen. The middlemen from their share of commission allegedly paid huge sums of money to some Indian nationals in the garb of engineering contracts with two India-based companies."

 

The CBI statement comes just days after Indian media reported that the CBI was interviewing Tyagi and relatives in regard to the allegations.

 

Finmeccanica and AgustaWestland have steadfastly denied any wrongdoing related to the 2010 deal. Tyagi, for his part, also denies the allegations.

Le premier-ministre du Bangladesh, Sheikh Hasina, a indiqué que le pays voulait toujours acheter 2 sous-marins, mais sans préciser d’où ils viendraient.

 

« Les activités se poursuivent pour l’achat de 2 sous-marins auprès d’un pays ami, » a-t-elle répondu au Parlement, interrogée sur les efforts de son gouvernement pour moderniser les armées.

 

Hasina n’a pas indiqué le pays, ni donné la date de livraison des sous-marins. Le gouvernement a déjà acheté des missiles, des torpilles, des lance-roquettes, des canons, des radars et d’autres équipements pour la marine.

 

Hasina a aussi ajouté qu’un bâtiment des gardes-côtes serait acheté aux Etats-Unis.

 

L’achat des sous-marins est prévu depuis un important rapport sur la défense, en 2009.

La 4e conférence au niveau ministériel de la Défense ASEAN-Japon a eu lieu mercredi à Tokyo (Japon) avec la participation d'une délégation vietnamienne conduite par le général Nguyên Chi Vinh, vice-ministre de la Défense.

 

Cet événement est intervenu dans le contexte de célébration du 40e anniversaire de l'établissement des relations d'amitié et de coopération entre l’Association des nations de l'Asie du Sud-Est et le Japon.

 

Lors de cette conférence, le secrétariat de l'ASEAN, les représentants des pays aséaniens et du Japon ont évalué la situation sécuritaire dans la région ASEAN, les effets pour les relations entre l'ASEAN et le Japon, et discuté des mesures de renforcement de la coopération dans la défense et la sécurité entre les deux parties ces prochaines années.

 

S'exprimant lors de cet événement, le vice-ministre vietnamien de la Défense Nguyên Chi Vinh a souligné les défis sécuritaires dans la région et les orientations de coopération entre l'ASEAN et le Japon en la matière.

 

Le responsable a émis le souhait de voir les pays aséaniens et le Japon renforcer leur coopération afin de garantir la sécurité de navigation et le respect du droit international.

 

Selon Nguyên Chi Vinh, il doit avoir un consensus entre les pays concernant la situation sécuritaire dans la région, et notamment sur l'application de la Convention des Nations unies sur le droit de la mer de 1982 (UNCLOS) afin d'assurer la sureté et la sécurité maritimes ainsi que la paix dans la région. - AVI

TOKYO — Japan on Wednesday called for stronger security ties with Southeast Asia as Tokyo looks to boost alliances at a time of growing territorial tensions with China.

 

Vice-minister level representatives from Japan and the 10-memberAssociation of Southeast Asian Nations (ASEAN) began a two-day gathering at a Tokyo hotel, with several participating nations embroiled in sovereignty rows with Beijing.

 

“The Asia-Pacific region has various issues concerning security and defense ... including territorial conflicts in the South China Sea,” Japanese Vice Defence Minister Akinori Eto told the opening session of the closed-door meeting. “On top of the growing maturity of our economic cooperation, Japan and ASEAN need to further strengthen ties in the field of security and defense,” Eto said.

 

The meeting is the first high-ranking defense dialogue of its kind since hawkish Japanese Prime Minister Shinzo Abe took office in late December following a landslide victory in general elections.

 

“Our country changed governments late last year,” Eto said. “Under the new regime, we want to reinforce cooperation in security and defense with ASEAN countries and contribute to peace in the region,” he added.

 

Ahead of the meeting, the ASEAN participants met Abe late Tuesday and voiced their high expectations from Japan “in dealing with various security issues of the Asia-Pacific region,” the defense ministry said in a statement.

 

Japan, along with several members of ASEAN, has locked horns with China over separate territorial disputes. Relations between Beijing and Tokyo have deteriorated badly over the last year as the two sides argued about the sovereignty of Tokyo-controlled islands in the East China Sea.

 

On Tuesday, three Chinese government ships spent several hours in the12-nautical-mile territorial zone off one of the Senkaku islands, claimed by Beijing under the name Diaoyus. Taiwan also claims them.

 

ASEAN members Vietnam, the Philippines, Malaysia and Brunei, as well as China and Taiwan, have claims to parts of the South China Sea, which contains some of the world’s most important shipping lanes and is believed to be rich in fossil fuels.

 

Simmering tensions over the issue have risen in the past two years, with the Philippines and Vietnam accusing China of becoming increasingly aggressive. China claims most of the sea, including waters close to the shores of its neighbors. Relations between the Philippines and China have become particularly tense since patrol vessels from both countries engaged in a stand-off over the Scarborough Shoal in April.

 

Analysts said China’s recent prickliness meant regional alliances made sense.

 

“Japan and ASEAN can regard security cooperation as a realistic option because China is their common adversary,” said Hideshi Takesada, a Japanese defense expert and former professor at South Korea’s Yonsei University. “Practically, Japan can provide defense technologies or equipment to ASEAN so that Japan can win their trust,” said Takesada, who is also a former professor at Japan’s National Institute for Defense Studies.

 

Japan reportedly plans to donate patrol boats worth more than $10 million each to the Philippines, ramping up regional efforts to monitor China’s maritime activity in disputed waters. The Japanese government plans to finance the deal in its fiscal 2013 budget starting in April and hopes to officially sign it early next year, the Nikkei business daily reported last month.

La Corée du Nord a déclaré nul et non avenu l'armistice signé en 1953, qui a mis fin à trois années de guerre avec la Corée du Sud, rapporte mercredi l'agence sud-coréenne Yonhap, se référant à une déclaration du ministère nord-coréen des Forces armées.

 

Le ministère a confirmé les informations précédentes sur le retrait de Pyongyang de l'accord de non-agression avec Séoul et a recommandé aux "fauteurs de guerre" sud-coréens et américains de tenir compte du fait qu'après avoir dénoncé l'armistice conclu à l'issue de la guerre de Corée (1950-1953), la Corée du Nord "n'avait plus aucun engagement". 

 

Pyongyang souligne qu'il se propose de développer ses armements nucléaires, qui lui permettront de résister à la pression de la part des Etats-Unis et d'autres puissances mondiales.

 

Lundi 11 mars, le dirigeant nord-coréen Kim Jong-un a visité les positions de l'artillerie nationale à la frontière et déclaré que son pays était prêt à frapper la petite île sud-coréenne de Baengnyeong, en la transformant en "mer de flammes". 

Le 8 mars, Pyongyang a renoncé à l'accord de non-agression et au projet conjoint de dénucléarisation de la péninsule coréenne. Plus tôt, le 6 mars, Séoul a déclaré qu'il riposterait en cas d'agression nord-coréenne.

 

Techniquement, Corée du Nord et Corée du Sud sont toujours en guerre, le conflit qui les a opposées entre 1950 et 1953 s'étant conclu par un armistice et non par un traité de paix.

Concerns About Joint Strike Fighter Ignored (excerpt)

 

The former Howard government and Air Force chiefs ignored advice from defence officials in 2002 against rushing into the Joint Strike Fighter project amid concerns that too little was known about the aircraft's cost and capabilities.

Documents released under Freedom of Information reveal that officials explicitly advised against signing up to the ''system development and demonstration'' phase of the JSF, which has since been beset by delays, technical problems and cost blowouts.

The officials, from the department's Investment Analysis Branch, also recommended that the Howard government keep its options open in choosing Australia's future combat air craft under the ''Air 6000'' program, rather than lock itself into the JSF, otherwise known as the Lockheed Martin F-35.

''An accurate assessment of the F-35's abilities, and thus the cost-effectiveness of the aircraft in meeting Air 6000 requirements, cannot be determined from the limited information provided by the (United States),'' the officials said in written advice dated March 2002. (end of excerpt)

Bhubaneswar, India - The maiden flight of India's first domestically developed long-range cruise missile was aborted midway on Tuesday after it veered off course, defence scientists said.

 

The two-stage Nirbhay missile blasted off from the eastern state of Orissa but the test flight was halted prematurely to "ensure coastal safety", the state-run Defence Research and Development Organisation (DRDO) said.

 

"After travelling approximately midway, deviations were observed from its intended course," spokesman Ravi Gupta said in a statement, which claimed the basic mission objectives from the test firing had been met.

 

With a range of 1,000 kilometres (620 miles), the subsonic Nirbhay missile is intended to cruise like an aircraft and can be launched from land, sea and air, defence officials said.

 

The surface-to-surface missile is fitted with a turbojet engine and is capable of flying at low altitudes to avoid detection.

 

India already has in its arsenal the supersonic BrahMos missile which it developed jointly with Russia.

 

Tuesday's test comes less than a year after India successfully launched its nuclear-capable Agni V ballistic missile with a range of more than 5,000 kilometres.

 

The Indian military views the Agni V missile as a key boost to its regional power aspirations and one that narrows -- albeit slightly -- its huge gap with China's technologically advanced missile systems.

 

While the shorter-range Agni I and II were mainly developed with India's traditional rival Pakistan in mind, later versions with longer range reflect the shift in India's focus towards China.

Le début d'une nouvelle session de l'Assemblée nationale populaire en Chine a été marqué par la publication du montant du budget militaire pour le prochain exercice. En 2013 la tendance à sa croissance sera maintenue : il augmentera de 10,2 % pour atteindre 114,7 milliards de dollars. Le budget militaire de Chine est depuis longtemps le deuxième au monde et, selon des analystes occidentaux, il ne reflète pas complètement ses dépenses militaires réelles.

 

Le gouvernement chinois le reconnaît en partie, lui aussi. Ce n'est un secret pour personne que le budget militaire de Chine ne comprend pas les dépenses occasionnées par le développement et les essais d'armes et du matériel de guerre nouveaux (à part les essais réalisés par l'armée). Les dépenses pour l'entretien de la réserve de l'armée populaire et les importations des armements n'en font non plus partie. D'autres volets existent évidemment en Chine qui ne sont pas couvert par son budget militaire.

 

De cette façon de nombreux programmes militaro-techniques de grande ampleur se trouvant au centre de l'attention du monde entier ne sont pas reflétés au budget. Cependant il s'agit des projets aussi considérables que les avions de cinquième génération J-20 et J-31, l'avion embarqué J-15, l'avion de transport Y-20 et un missile balistique intercontinental lourd. Selon toute évidence, cela concerne également le déploiement de nouveaux missiles balistiques intercontinentaux mer-sol JL-2 bien que les sous-marins nucléaires qui en seront armés soient déjà mis en service. Il est vrai que les dépenses pour les essais du porte-avions Liaoning, en exploitation depuis l'année dernière, figurent déjà au budget. Ainsi les dépenses miliaires réelles dépassent évidemment de plusieurs dizaines de pour cent les dépenses officielles.

 

La dynamique de croissance du budget militaire chinois montre qu'il est en partie lié à l'indice des prix à la consommation de l'année précédente, mais cette corrélation n'est pas rigide. Compte tenu de l'inflation, la croissance du budget militaire chinois depuis le milieu des années 1990 est rapide, mais relativement stable. On peut la considérer comme naturel et durable.

 

Au premier chef, l'armée chinoise est confrontée à la nécessité de surmonter un retard technique résultant de l'époque précédente. Il ne s'agit pas seulement d'une importante quantité d'armes produites dans les années 1980 et même avant. Le problème tient plutôt à un faible équipement des forces armées chinoises en hélicoptères, véhicules blindés, canons automoteurs et moyens de transmission. En outre, la croissance économique et la hausse du niveau de vie imposent une augmentation des soldes des militaires. Des mesures sont prises en vue de renforcer la protection sociale des militaires et de leurs membres de famille. Des compensations ont été augmentées en cas de mort ou d'invalidité des militaires, tout comme le montant des retraites.

 

Enfin, la croissance du budget militaire en Chine doit être envisagée dans le contexte des processus en cours en Asie. L'Inde prévoit une augmentation du budget militaire de 21 % (jusqu'à 42,7 milliards de dollars) pour le prochain exercice. Les Etats-Unis ont annoncé depuis longtemps leur intention de déplacer le centre de construction militaire dans la région d'Asie-Pacifique. Le Japon et le Vietnam ont engagé un réarmement intense. Si les voisins de la Chine expliquent l'accroissement de leurs dépenses militaires par le renforcement de la puissance militaire et par une opacité des intentions chinoises, pour la Chine les projets et intentions d'autres pays, les Etats-Unis compris, demeurent aussi opaques.
