Sikorsky Aircraft is reportedly set to install Battlehawk kits on the UAE Armed Force's UH-60M Black Hawk multi-mission helicopters.

 

The company received a $270.5m contract in February 2011 to upgrade 23 of 70 UH-60M helicopters with Battlehawk kits, DefenseNews reported.

 

Sikorsky Aircraft Sales vice-president Robert Kokorda said the UAE-funded programme for the kit production to weaponise Black Hawks is currently in the final stages of development.

 

Kokorda said: "We have been underway now for a couple of years and it's going along well, where we are working to finalise the different configurations that the UAE want on the aircraft and are in the testing phase."

 

Certification of the UAE-mandated weapons kit will be completed after the test-firing programme is finalised.

 

Comprising guided weapons and optical and laser-guided anti-armour missiles such as Hellfire and laser-guided rockets, the Battlehawk kits are claimed to provide the most advanced weaponised Black Hawk helicopter on the market.

 

International Institute for Strategic Studies military aerospace senior fellow Douglas Barrie said: "[The kit] would make it a weaponised utility helicopter, which goes some of the way of being an attack helicopter, but not all the way."

 

While the development has been funded by the UAE, the kit is also being marketed to other countries.

 

Kokorda added: "Right now, [this product] is for them and until we have finished creating the product for them, we are actively marketing it, telling everybody that we are going to have this weapons kit available, but we are not necessarily developing other things beyond what the UAE is looking to put in."

 

In addition to armed reconnaissance and attack missions, Battlehawk-equipped UH-60Ms are expected to perform troop transport, search and rescue, and disaster relief operations, Deagel reported.

Imagine being in the heat of battle, you are exhausted, fatigued and running on adrenaline. A few seconds before a terrorist opens fire, you are told over the radio to take cover and prepare. This is the development of military-like “Google Glasses”, which will provide real-time information from combat soldiers in battle to their commanders.

 

The IDF continues to ambitiously develop and harness technology of the twenty first century with the goal of preventing harm to combat soldiers. The IDF’s Development Branch, which is in charge of the development of forthcoming technology in the military, has been at the forefront of technology like the IDF’s “Google Glass” and the use of applications. Recently, this branch has been inspired from previous operations to advance technology that provides real-time information on the battlefield in order to prevent harm to the soldiers.

 “After Operation Protective Edge, there became a greater understanding that mobility is a significant factor in combat,” said Capt. Rotem, Head of Development Branch. “One of the things we’re working on is a change in the perception of mobility within the development branch of the IDF. In the coming year we will learn how to develop and utilize Android apps, and enter the realm of multi-faceted technology”.

 

Soldier ready for battle

One of the more dynamic projects that the communications branch is developing a “Google Glass” for combat soldiers to wear. Soldiers will be able to provide real time information that will connect to command and control screens, where people manning the stand will able to assess a soldier’s situation on the battlefield. “Of course the goal is not to confuse, but to add information that can help fighters make correct decisions – to prevent firing at our forces for example,” said Capt. Rotem.

The “Google Glass” is being transformed into military technology that will eventually take a step further and be repurposed for many other vital uses such as transport, navigation and identification. These concepts will be introduced through the development of applications, that will connect commanders in the field with the general staff.

 “We have completed our first application that works on a mobile platform – mobile logistics transportation,” explained Capt. Rotem. “It displays a map on the screen, displaying the route they are taking to deliver logistics, trucks with weapons, etc. This enables the commanders to gather updates on the delivery during the fighting, when it will reach the area – and be able to control the means of transport.”

 

Real time combat

Applications developed, such as the logistics application, will form the basis for many others to be developed for use by the end of 2015. There is a wide range of ideas, both in combat and operational support; applications that can help fighters navigate the battlefield and identify goals, possibly identify and confirm dead soldiers under a biometric element.

The realization of greater mobility and real time interaction between combat soldiers and commanders has become the recent objective through development of technology. The progression of “Google Glass” like technology is the first step to bringing combat and operational units together, while also preventing harm to soldiers on the battlefield with last minute absolute decision making.

Lors de sa visite des forces du groupe aéronaval déployées dans le Golfe arabo-persique, le général Pierre de Villiers s’est rendu au Royaume de Bahreïn d’où il a décollé pour rejoindre le porte-avions Charles de Gaulle. A l’occasion de se déplacement, il été reçu en audience par le souverain Hamed Ben Issa Al Khalifa et a rencontré le Field Marshall Al Khalifa, commandant en chef des Bahrein Defense Forces.

 

Cette rencontre s’inscrit dans la continuité des déplacements du CEMA dans la région, aussi bien au contact des forces engagées dans l’opération Chammal que des plus hautes autorités des pays partenaires de la coalition. Elle témoigne de la volonté de partager une analyse de la situation  dans la zone avec les pays en lutte contre le groupe terroriste Daech. C’est le cas du Royaume de Bahreïn qui offre un soutien à la coalition en accueillant l’état-major américain qui conduit actuellement les opérations maritimes (US NAVCENT) et en fournissant un appui logistique au groupe aéronaval (GAN) français engagé aux côtés du GAN américain.

Lancée le 19 septembre 2014, l’opération Chammal mobilise actuellement 3 200 militaires. Elle vise, à la demande du gouvernement irakien et en coordination avec les alliés de la coalition à assurer un soutien aérien aux forces irakiennes dans la lutte contre le groupe terroriste autoproclamé Daech. Le dispositif complet est actuellement structuré autour de douze avions de chasse de l’armée de l’Air (six Rafale et six Mirage 2000D), d’un avion de patrouille maritime Atlantique 2, et du groupe aéronaval composé notamment du porte-avions Charles de Gaulle avec à bord 12 Rafale Marine et 9 Super Etendard Modernisés et de sa frégate de défense Aérienne Chevalier Paul.

La démarche a pris quelques jours de plus qu’attendu , mais elle vient d’avoir lieu : Le Caire a versé lundi les acomptes prévus par les contrats de vente des 24 Rafale, de la frégate multimissions Fremm, des torpilles et des missiles associés, qui sont donc entrés en vigueur, a-t-on appris de sources concordantes.

 

Trois semaines après la cérémonie de signatures en grande pompe , le lundi 16 février en présence du président Al Sissi et du ministre de la Défense Jean-Yves Le Drian, l’avion de combat tricolore tient donc officiellement sa première référence à l’exportation !

 

Interrogé mercredi dernier en marge de la visite de François Hollande dans l’usine de Dassault à Mérignac, Eric Trappier, le PDG de l’avionneur s’était montré très confiant sur l’imminence du paiement de l’acompte. L’Egypte devait payer de sa poche la moitié des sommes en question, l’autre passant via un crédit bancaire.

 

Un demi milliard

 

L’ensemble des emplettes du maréchal Al Sissi coûte 5,2 milliards d’euros, une somme très élevée étant donné l’état des finances du pays. En matière d’armement, il est usuel que le client doive verser de 15 % à 30 % du montant du contrat lors de l’acompte, en fonction de l’état d’avancement des matériels achetés.

 

La Fremm étant en grande partie construite puisqu’elle est prélevée sur le quota de la Marine nationale, DCNS doit toucher de l’ordre d’un demi-milliard d’euros tout de suite et le solde cet été, à la livraison du navire. Le contrat inclut les modifications nécessaires pour le « localiser ».

 

Pour Dassault, c’est plus compliqué. Le contrat prévoit un acompte de 30 %, toujours selon nos informations, mais payable en plusieurs fois. Si l’on retient un ordre de grandeur de 3 milliards d’euros (sur les 5,2 milliards) pour les 24 Rafale – pièces détachées et support compris –, on peut estimer que l’avionneur attend un premier paiement de quelques centaines de millions, sans doute autour des 500 millions.

 

Contactés, ni Dassault, ni DCNS, ni MBDA n’ont souhaité commenter.

Air strikes in Iraq (Last updated: 11 March 2015)

British forces have continued to conduct air operations to assist the Iraqi government in its fight against ISIL.


 

Royal Air Force (RAF) aircraft have again struck a series of ISIL terrorist targets in Iraq.

 

RAF Tornado and Reaper aircraft have continued to fly missions over Iraq as part of the international coalition’s campaign to support the Iraqi government in their fight against ISIL. On Wednesday 4 March, a Reaper, which was providing air support to Iraqi army units, spotted the muzzle flash of a heavy calibre weapon. Close investigation allowed the Reaper’s crew to locate an ISIL towed artillery piece, which was then destroyed with a Hellfire missile. The following day, other Reapers continued to provide close air support to Iraqi ground forces in the west of the country. An ISIL vehicle was destroyed during Thursday morning, and then in the evening a series of Hellfire engagements took place. An ISIL vehicle check-point was neutralised, an attempt by terrorists to launch an attack on Iraqi troops was disrupted by three successful missile strikes, and finally an armed pick-up truck was destroyed late that night. The Reapers also provided surveillance support to two further air strikes by coalition fast jets.

 

On Sunday 8 March, a Reaper armed reconnaissance patrol provided surveillance for a coalition attack on an armed terrorist truck, then conducted an Hellfire attack on a second vehicle. Monday afternoon saw a pair of Tornado GR4s conduct close air support for Kudish peshmerga on the offensive south of Kirkuk. When the peshmerga came under fire from ISIL terrorists the GR4s were able to conduct successful strikes with Paveway IV guided bombs. In the early hours of Wednesday 11 March, a Tornado patrol located a camouflaged 130mm heavy artillery piece near Al Qaim in western Iraq, and destroyed it with Brimstone missiles.

 

An RAF Voyager air-to-air refuelling tanker continues to provide essential support both to our Tornados and other coalition aircraft, and RAF Sentry aircraft make a significant contribution to the coalition’s surveillance effort. In northern Iraq, the British military team has completed delivering a programme of infantry training for the Kurdish peshmerga, and is now refocusing on training assistance to help the Iraqi ground forces deal with the threat from improvised explosive devices, on which ISIL are increasingly reliant when they are forced to retreat.

Previous air strikes

 

1 March: A Reaper tracked an ISIL truck loaded with weapons and ammunition, and scored a direct Hellfire hit.

In the north of Iraq, meanwhile, British and coalition military instructors continue to provide infantry training for the peshmerga as they prepare for further offensives to extend the areas they have already liberated from terrorist control. HMS Dauntless and HMS Kent remain in the Gulf, supporting air strike operations by US and French aircraft carriers.

 

2 March: A pair of RAF Tornado GR4s led other coalition aircraft in an attack on a series of ISIL fortified positions south of Kirkuk. These bunkers posed a potential threat to offensive operations by the Kurdish peshmerga, who have also benefitted from equipment and extensive training provided by British and coalition military instructors.

 

Meanwhile, in western Iraq, RAF Reapers provided close air support to an Iraqi Army offensive in Anbar province. The retreating ISIL terrorists sought to hold up the Iraqi advance with numerous improvised explosive devices. One vehicle-borne bomb posed a particular obstacle to the Iraqi ground forces, so a Reaper destroyed the vehicle with a Hellfire missile. Later that night, another Reaper assisted Iraqi troops who had come under fire from the terrorists, carrying out an attack with a Hellfire missile on the ISIL position.

 

Military support is just one part of the UK government’s contribution to the global coalition strategy to defeat ISIL – we are also taking action to counter the terrorist network’s finances, are restricting the flow of foreign fighters and have provided vital humanitarian relief to help those affected by ISIL’s brutality. The RAF contribution includes Reaper remotely piloted aircraft, which, like the Tornados, provide reconnaissance and close air support to the Iraqi ground forces; a Voyager air-to-air refuelling tanker; a Sentry airborne surveillance and command aircraft; and air transport aircraft as necessary.

 

British military training teams continue to teach infantry and first aid skills to the Kurdish peshmerga, and liaison teams are embedded within Iraqi and coalition headquarters. Having previously provided military equipment to the Iraqi forces, Britain plans to gift improvised explosive device (IED) detectors to help the Iraqi and Kurdish soldiers protect themselves against the numerous improvised explosive devices on which ISIL are increasingly relying as they are forced back by successful offensives. In the Gulf, the Royal Navy’s Type 45 destroyer HMS Dauntless is operating in direct support of the US Navy’s aircraft carrier, USS Carl Vinson, which provides a significant part of the coalition’s air effort.

Defence Secretary Michael Fallon has become the first defence minister to be hosted by his US opposite number since Defense Secretary Ash Carter was sworn in.

 

Mr Fallon today re-affirmed the UK’s resolve to provide help to Ukraine and reassurance to NATO Allies in the face of Russian aggression and to support the international coalition in combating ISIL. Mr Fallon also emphasised the UK’s commitment to investing in Defence during his visit, announcing over a quarter of a billion pounds of funding to the UK’s submarine industry.

Defence Secretary Michael Fallon said:

The US-UK defence partnership is the broadest, deepest and most advanced in the world. As close allies in NATO, permanent members of the United Nations Security Council, and leading nuclear powers, our partnership has repeatedly proved vital to international peace and security, and will continue to do so far into the future.

For the UK’s part, the close co-operation between our two countries makes clear our commitment to facing up to present-day challenges, including the threat to Ukraine’s sovereignty and independence from Russia’s aggression.

Our deployment of training teams, gifting of non-lethal equipment and our regular participation in reassurance exercises in Eastern Europe demonstrates the strength of that commitment.

Mr Fallon also took the opportunity to reaffirm the UK’s resolve to support the international effort in combating ISIL; having conducted 176 airstrikes in Iraq to date, the UK is the second biggest contributor to the coalition airstrikes after the USA.

In Iraq the UK has provided over 50 tonnes of non lethal support, 40 heavy machine guns and nearly half a million rounds of ammunition to the Iraqi ground forces. British forces have trained 144 Peshmerga fighters on the gifted heavy machine guns and have successfully implemented a training course for Peshmerga fighters on combat infantry skills, including sharp-shooting and first aid.

More recently, the UK has gifted 1,000 surplus counter-IED VALLON detectors to Iraqi Security Forces (incl Kurdish Fighters); and delivered over 300 tonnes of weapons and ammunition on behalf of other coalition nations. The UK also announced it will be sending additional trainers to support Iraqi Security Forces to take on ISIL. 20 trainers will depart later this month to help tackle the growing threat of improvised explosive devices being used by ISIL.

The UK, like the US, has been committed to continuous at-sea deterrence for more than 45 years in order to protect its citizens, and Mr Fallon also spoke about the £285 million pound investment to continue design work for the Royal Navy’s next generation of nuclear deterrent submarines.

Orbital ATK has been awarded a contract to supply additional precision guidance kits (PGKs) to the US Army for 155mm artillery systems.

 

Under the terms of the $120m agreement, the company will be responsible for the production, lot acceptance testing and delivery of guidance fuses for the US and select allied forces.

 

PGK is a guidance fuse designed to fit within the fuse well of 155mm high-explosive artillery projectiles and can transform existing, conventional artillery projectiles into precision weapons that significantly reduce dispersion to 30m or less, enabling accurate targeting.

 

Orbital ATK Defense Systems Group Armament Systems division vice-president and general manager Dan Olson said: "This contract signing marks another significant milestone for the PGK programme.

 

"Fielding PGK for use with existing artillery projectiles provides soldiers with a distinct battlefield advantage, by greatly reducing the inherent dispersion associated with conventional artillery.

 

"As a proven and qualified technology, the next step is growing PGK into future precision applications for either existing or new direct and indirect-fire weapons systems."

 

The kit features a fixed-canard guidance and control approach with gun-hardened electronics and a self-generated power supply, and also incorporates a fail safe option, which prevents PGK-equipped artillery from detonating if it fails to get close enough to the target.

 

The kit was supplied to the US military for training and tactical operations in Afghanistan through an urgent release in March 2013.

 

PGK programme management, systems integration and production is overseen by Orbital ATK Defense Systems Group's Armament Systems division in Plymouth, Minnesota, US.

 

Deliveries are scheduled to start next year, without a production break from low-rate initial production, which started in January.

Inflexion de la LPM: Jean-Yves Le Drian veut ouvrir cinq travaux

La Loi de programmation militaire, on le sait, va être actualisée en juin, "pour adapter l’organisation des armées […] et leur permettre d’apporter une protection adaptée à l’évolution des menaces et aux besoins de protection des Français", comme l'a dit François Hollande ce matin.

Le Parlement débattra, doctement mais fermement certainement, puis votera sans aucun doute le lancement du chantier, certes annoncé dès 2013 mais accéléré par l’évolution de la situation intérieure/extérieure (Ops Barkhane où les effectifs vont être légèrement renforcés, Sangaris, Chammal et Sentinelle) et les besoins accrus de la Défense.

Il ne s’agit pas de détricoter la LPM mais de retricoter les armées, et en particulier l’armée de terre. Jean-Yves Le Drian, qui assure avoir "le nez dans le guidon sur les affaires de défense", le rappelle: "Les fondamentaux restent là".

 

Pour autant, il est bien décidé à initier "cinq inflexions".

 

1- Les effectifs. 10 200 militaires sont actuellement déployés en opex et 7 000 en métropole dans le cadre de Sentinelle (avec ceux de "Vigipirate historique" et du soutien, on arrive à 10 000 hommes, pour surveiller 682 sites. Le niveau actuel devrait rester stable jusqu’au 1er juillet au moins).
Eh oui, le contrat opérationnel est largement dépassé ; d’où l’urgence d’une inflexion dans ce domaine-là. "Il faut revoir la trajectoire des effectifs pour tenir compte du très haut niveau d’engagement des armées", martèle JYLD.
Cette première inflexion ira au-delà le moratoire sur la réduction des réductions d'effectifs (7500 postes sauvegardés) annoncé par François Hollande lors de ses vœux (voir mon post ici). Mais JYLD se refuse à avancer un chiffre.
Seule certitude : c’est l’armée de terre qui va en profiter. D’ailleurs, le modèle "Armée de terre" est en cours de redéfinition dans le cadre du chantier "au contact".

 

2- Adapter les priorités. Même si le ministre refuse de détailler les mesures, l’orientation est clairement au renforcement. Et il interviendra dans les domaines suivants: forces spéciales, drones, cyber et renseignement( moyen ISR en particulier).

 

3- Equiper. Le ministre entend "lever les hypothèques  sur certains équipements (Rafale par exemple). Il veut aussi s’assurer que les bons engagements seront tenus (sur les drones par exemple dont trois nouveaux exemplaires seront commandés "à l’été").
Parmi les urgences qui tiennent à cœur à JYLD: les hélicoptères. D’où "un plan spécifique pour des hélicoptères de manœuvres" (de quoi ravir Airbus D&S).

 

4- Des ressources financières. L’urgence est toujours de crédibiliser les ressources financières nécessaires à la LPM. Il s’agit d’être "au rendez-vous des 31,4 milliards" et pour cela, les sociétés de projet sont vitales (deux SdP, sans partenaires privés ou étrangers, sont envisagées, l’une pour trois Fremm, l’autre pour quatre Atlas). Reste que les inflexions anticipées auront un coût, surtout (et JYLD le reconnaît) si le périmètre des effectifs s’élargit. Le futur débat au Parlement risque donc de porter, non pas sur l'opportunité du renforcement, mais sur les fameuses REX qui permettraient de boucler le budget de la Défense mais dont l'incertitude le plombe plus que tout.

 

5- Association. Suite à l’arrêt de la CEDH, le ministère veut combler "le vide juridique" en reconnaissant des associations au niveau national. 
Sera précisée aussi dans la LPM infléchie la question de l’éligibilité des militaires (aux élections municipales en particulier).

Le chef de l'Etat a annoncé le maintien des 10.000 militaires déployés dans le cadre du dispositif Sentinelle «au minimum jusqu'au début de l'été». Il a également déclaré qu'il y aurait encore moins de postes supprimés dans l'armée.

 

Les mesures exceptionnelles prises dans le cadre du plan Vigipirate deployé après les attentats de janvier vont êtres conservées. François Hollande a décidé de «maintenir l'engagement des armées sur le territoire national à hauteur de 10.000 militaires» en «soutien» des forces du ministère de l'Intérieur, a déclaré mercredi l'Élysée, à l'issue d'un Conseil de défense. Lors d'une conférence de presse, le ministre de la Défense Jean-Yves Le Drian a précisé que le dispositif Sentinelle sera maintenu «au minimum jusqu'au début de l'été, date à laquelle il sera réévalué».

«7000 d'entre eux sont déployés dans la durée, principalement pour la surveillance et la protection de sites à caractère confessionnel particulièrement menacés», a précisé la présidence, deux mois après les attaques djihadistes de début janvier qui ont fait 17 morts à Paris et dans la région parisienne. Près de la moitié des 682 sites protégés par l'armée se trouvent en Ile-de-France (330), a relevé M. Le Drian, le niveau «alerte attentats» étant décrété dans la région parisienne et les Alpes-Maritimes, le reste de l'Hexagone relevant de la «vigilance renforcée».

Le maintien du dispositif, dont le coût est estimé à un million d'euros par jour, s'accompagnera d'une diminution supplémentaire des suppressions de postes dans l'armée. Le chef de l'Etat a demandé «d'en tirer toutes les conséquences en termes d'adaptation des effectifs du ministère de la Défense, au-delà des 7500 postes dont il avait déjà décidé le maintien le 21 janvier dernier». Un «travail (qui) sera réalisé dans le cadre de l'actualisation de la loi de programmation militaire».

 

Moins d'emplois supprimés dans l'armée

François Hollande souhaite, poursuit le communiqué de l'Élysée, que «les mesures nécessaires» soient prises «pour adapter l'organisation des armées à cette évolution de leur mission et leur permettre d'apporter une protection adaptée à l'évolution des menaces et aux besoins de protection des Français».

Le 21 janvier, à l'issue d'un précédent Conseil de défense réuni à l'Elysée, le chef de l'État avait annoncé que 7500 emplois de moins que prévu seraient supprimés sur la période 2015-2019 au sein des armées, leur donnant un peu de répit après une série de restructurations massives.

Les réductions d'effectifs devaient être ainsi inférieures de 30% au projet initial, qui prévoyait un total de 26.000 suppressions de postes, dont 7500 par an en 2015, 2016 et 2017 et 3500 en 2018. Dès cette année, le nombre de suppressions de postes doit être ramené à environ 6000.

Une première rencontre entre la promotion 2013 de l’École navale et la promotion Capitaine Hervouert de l’École spéciale militaire de Saint-Cyr s’est déroulée le week-end dernier sur le site de l’école ainsi qu’en presqu’île de Crozon. Il s’agissait de renforcer les liens interarmées entre les élèves-officiers des deux écoles, en vue notamment du Tournoi Sportif des Grandes Écoles de la Défense et du Séminaire Inter-armées des Grandes Écoles Militaires. Ainsi, plus de 200 élèves-officiers ont mené ensemble des activités de cohésion, à commencer par la cérémonie des couleurs samedi matin sur le parvis de l’École navale.

Paris - Les exportations françaises d'armement ont atteint un nouveau record en 2014, avec un montant supérieur à 8 milliards d'euros, a annoncé mercredi le ministre de la Défense, Jean-Yves Le Drian.

 

Depuis mon arrivée (en 2012), le montant des prises de commandes a doublé, a-t-il ajouté, lors d'une conférence de presse.

 

Celles-ci se sont élevées à 4,8 milliards d'euros en 2012 et 6,87 milliards d'euros en 2013 (+43% par rapport à l'année précédente). En 2014, la hausse est donc d'au moins 16% par rapport à 2013.

 

J'ai toutes les raisons de penser que nous allons poursuivre sur cette lancée en 2015, a poursuivi le ministre, en prenant l'engagement de redoubler d'efforts pour remporter d'autres contrats.

 

A ces conditions, nous pourrons effectuer les investissements prévus par la Loi de programmation militaire (LPM) pour la modernisation de nos forces, a-t-il estimé.

 

La France va notamment livrer trois milliards de dollars d'armements au Liban à partir d'avril, ainsi que 24 avions de chasse Rafale et une frégate multimissions à l'Égypte, un contrat d'un montant de 5,2 milliards d'euros.

 

Au titre des matériels nécessaires aux forces armées, M. Le Drian a indiqué avoir demandé la préparation de plans spécifiques afin de doter les forces françaises d'hélicoptères, spécialement d'hélicoptères de manoeuvre, et de moyens de transports aériens tactiques.

 

Ce sont des lacunes qui sont clairement apparues réelles au cours des derniers mois et nous devons y remédier, a-t-il dit.

 

Trois drones de moyenne altitude longue endurance (MALE) Reaper seront commandés à l'été, et une livraison aux armées interviendra au début du mois d'avril, a-t-il par ailleurs indiqué.

 

L'industrie de défense française génère un chiffre d'affaires de plus de 17 milliards d'euros pour 165.000 emplois directs ou indirects, selon un rapport publié en 2014 par le ministère de la Défense.

 

Avec 29% du total des exportations recensées en 2013, les États-Unis dominent le marché mondial de l'armement, devant la Russie (27%), l'Allemagne, la Chine et la France.

Le général d’armée Jean-Pierre BOSSER, chef d’état-major de l’armée de Terre (CEMAT) s’est rendu à la direction centrale du service d’infrastructure de la défense (DCSID), afin d’y rencontrer le directeur et ses collaborateurs.

 

Lors de sa prise de fonction à l’été 2014, le chef d’état-major de l’armée de Terre avait rencontré les directeurs des grands services du ministère qui assurent le soutien des armées. Il s’était alors engagé auprès du directeur du service d’infrastructure de la défense (SID) à venir le rencontrer à l’occasion d’une visite. Son objectif étant de mieux comprendre comment le SID répond aux besoins de l’armée de Terre dans le domaine de l’infrastructure. Le directeur central du SID a donc pu présenter les grands axes de son projet de service « SID 2020 » et échanger sur les principaux sujets d’actualités concernant l’armée de Terre et le SID.

 

Le domaine de l’infrastructure revêt pour l’armée de Terre une importance toute particulière parce qu’il détermine les conditions de vie et de travail des soldats dans leurs régiment : infrastructures d’hébergement, d’instruction et de préparation opérationnelle.

 

L’armée de Terre représente par ailleurs plus de 50% du bâti du ministère, et constitue donc pour le SID l’un de ses principaux partenaires.

Après des années d'incertitudes, l'horizon semble se dégager pour Dassault Aviation. Le groupe se prépare un avenir prometteur.

 

Chez Dassault Aviation, dirigeants et salariés ont "la banane" actuellement. Il faut dire aussi que tous les clignotants de l'avionneur sont au vert : le Rafale a obtenu son premier contrat export en février, le renouvellement de la gamme Falcon dans l'aviation d'affaire (5X et 8X) se poursuit sans anicroche majeure, avec notamment le premier vol 8X le 6 février dernier et, enfin, les commandes de Falcon (90 appareils) sont supérieures aux livraisons (66) pour la première fois depuis 2008. Bref, la maison Dassault voit la vie en rose... d'autant plus qu'elle a même réussi à gagner la confiance du  Chef de l'Etat François Hollande. Ce qui était loin d'être acquis en 2012.

Dassault Aviation a annoncé mercredi viser environ 65 livraisons d'avions d'affaires Falcon en 2015 mais anticiper une hausse de son chiffre d'affaires cette année. Il compte en outre livrer cette année huit avions de combat Rafale (5 à la France, 3 à l'Égypte), contre 11 habituellement. "La chaine de fabrication Rafale sera maintenue à la cadence de 1 avion par mois, mais en raison de l'adaptat ion des livraisons Rafale Égypte, nous devrions livrer 8 Rafale en 2015", a expliqué Dassault Aviation dans un communiqué publié ce mercredi.

 

Des commandes en hausse en 2014

Cerise sur le gâteau, Dassault Aviation, après une année de transition en 2014 avec des résultats financiers plus que mitigés, se prépare à de nouvelles belles années. Ainsi, les prises de commandes, dont 89% ont été gagnées à l'export, se sont élevées à 4,6 milliards d'euros (contre 4,1 milliards en 2013). Les commandes de Falcon ont beaucoup progressé à 90 appareils l'an dernier (contre 64 en 2013). "Le marché d'avions civils repart", a d'ailleurs confirmé le PDG de Dassault, Eric Trappier.

En revanche, celles dans la défense ont diminué de près de moitié, à 693 millions d'euros (contre 1,25 milliard en 2013). Une baisse qui s'explique par d'importantes prises de commandes de la part du client France en 2013 : nouveau standard du Rafale F3-R, qui sera livré en 2018 avec le missile air-air longue portée Meteor, le Pod de désignation laser nouvelle génération et la version à guidage terminal laser de l'AASM et, d'autre part, rénovation des avions de patrouille maritime Atlantique 2. En 2014, les commandes ont plutôt porté sur de l'après-vente et du développement.

Du coup, le carnet de commandes est en hausse et s'est élevé au 31 décembre 2014 à 8,2 milliards d'euros (contre 7,37 milliards au 31 décembre 2013). Le fameux "book t o bill" (ratio prise de commandes et chiffre d'affaires) est positif et ressort à 1,26 en 2014. Il profite, en particulier, des commandes des Falcon 5X et 8X, les nouveaux programmes hauts de gamme de Dassault Aviation. En outre, le contrat Rafale en Egypte est entré en vigueur et sera dans les prises de commandes 2015. "Nous avons reçu le premier acompte lundi. Le contrat est effectif depuis lundi", a indiqué le PDG de Dassault Aviation, Eric Trappier.

 

Des résultats économiques et financiers en baisse

Dassault Aviation a finalement été rattrapé par la morosité du marché de l'aviation d'affaires ces dernières années. Ainsi le chiffre d'affaires 2014 est en forte baisse, à 3,6 milliards (contre 4,6 milliards en 2013). Les livraisons de Falcon ont diminué en 2014 (66 avions livrés contre 77 en 2013). Soit un chiffre d'affaires de 2,6 milliards (contre 3,1 milliards en 2013). En outre, celui dans la défense est également en baisse (995 millions contre 1,4 milliard en 2013) même si Dassault Aviation a livré comme prévu 11 Rafale aux armées au cours de l'exercice 2014 à l'image de l'année précédente. L'avionneur avait enregistré en 2013 la facturation du programme du démonstrateur du drone de combat, Neuron.

Le bénéfice opérationnel a atteint 353 millions d'euros (contre 498 millions d'euros en 2013). Du coup, la marge opérationnelle s'est aussi érodée en s'établissant à 9,6% du chiffre d'affaires (contre 10,9% en 2013). Pourquoi? Le niveau de Recherche et Développement autofinancés de 488 millions d'euros (contre 482 millions en 2013) a représenté 13,3% du chiffre d'affaires (contre 10,5% en 2013). "Cela explique, pour l'essentiel, la diminution de la marge opérationnelle, a expliqué Dassault Aviation dans son communiqué. L'amélioration de la parité dollar/euro à la clôture (1,21 dollar/euro contre 1,38 dollar/euro) et du taux de couverture (1,25 dollar/euro, contre 1,26 dollar/euro) vient atténuer cette diminution".

 

Une trésorerie fortement mise à contribution

La trésorerie disponible consolidée s'est élevée à 2,4 milliards d'euros fin décembre (contre 3,7 milliards au 31 décembre 2013). "Cette diminution s'explique principalement par l'achat d'actions propres pour un montant de 934 millions d'euros, l'augmentation de 608 millions d'euros du besoin en fonds de roulement liée à la croissance des stocks et en-cours, le versement de 90 millions d'euros de dividendes, partiellement compensés par la capacité d'auto-financement générée par l'activité au cours de l'exercice (+ 331 millions d'euros)", a expliqué l'avionneur.

Le conseil d'administration de Dassault Aviation, réuni le 28 janvier 2015, a décidé de mettre en œuvre un nouveau programme de rachat d'actions. La part maximale du capital dont le rachat a été autorisé par l'assemblée générale des actionnaires du 28 janvier 2015 est de 10 % du nombre total des actions composant le capital de la Société. Ce qui devrait affecter une nouvelle fois la trésorerie de l'avionneur, qui voit toutefois à long terme. Notamment il compte annuler ces actions rachetées afin d'accroître la rentabilité des fonds propres et le résultat par actions. En outre, il souhaite augmenter la part du flottant pour mieux refléter les fondamentaux de la société.

BAE Systems Hägglunds and the Netherlands MoD have signed a contract for a mid-life upgrade (MLU) of the Dutch fleet of 95 Bv206 vehicles.

 

The upgrade includes replacement of the engine, transmission, tracks, electrical systems and the renovation of other sub-systems.

 

The contract with the Netherlands includes the delivery of one prototype, as well as six pre-series vehicles, with an option for a further 88 vehicles. The first seven vehicles will be upgraded at the BAE Systems Hägglunds facility in Örnsköldsvik, Sweden. The following 88 vehicles will be upgraded in the Netherlands in close cooperation with the customer.

 

“We believe we will provide our Dutch customer with critical capabilities through the upgrade work which will ensure their Bv206s continue to serve as some of the most capable and reliable all terrain vehicles in the world.” said Peter Nygren, Director Business Development at BAE Systems Hägglunds. “This contract is key for us, as it will serve as a valuable basis and reference in our ambitions to provide further Bv206 upgrades to other customers around the world.”

 

BAE Systems Hägglunds has delivered more than 11 000 Bv206 to 40 different countries around the world.

The Polish Air Force finally selected a new jet trainer, the Italian M-346 Master. The other competitors were the British Hawk 128, U.S. T-50, and Czech L-159. The $311 million deal buys eight aircraft (with an option to buy four more), a full logistical package, technical support and documentation, advanced flight simulators, ejection simulator, and computer training aids.

 

The 9.5 ton M-346 was the cheapest offer in the bid as well as the second most modern one. The M-346 is a transonic jet trainer aircraft that began development in 2000 as an Italian (Aermacchi) Russian (Yak) joint venture. That didn’t last long because of different design priorities. The Russian line of development became the Yak-130, while the M-346, heavily modified from the original design and produced in Italy, had its first flight in 2004. The Polish Air Force is not the first export customer, the M-346 is also used by Israel, Italy and Singapore, and might be bought by even more countries in the future.

 

The Polish Air Force has long needed a new jet trainer. The M-346 is going to replace the Cold War era TS-11. This aircraft was made in Poland, but entered service in 1964. The 3.8 ton TS-11 is a subsonic jet that is badly outdated, especially when it came to training pilots for Polish air force's recently acquired F-16 fighters, with their far different and more advanced avionics.

 

Poland has been trying to obtain a more modern advanced jet trainer since the late 70's. By the 1990s the best candidate was the Polish 7.5 ton twin-engine I-22. However, long delays caused by political chaos and then the collapse of East European communist government in 1989 delayed things. But two I-22s crashing brought to light serious design flaws. That plus unusually high per hour flight cost led to the Polish Air Force losing interest in the I-22 and by 2000 and those still in use were retired. That led to a frantic search that took longer than expected and finally led to the M-346.

 

The M-346 can be modified to carry weapons, like the Italian T-346A variant does. The variant ordered by Poland is not a combat capable one. The aircraft is qualified as a transonic trainer, but it has been demonstrated as capable of reaching Mach 1.15 in producer's test flights.

 

A Light Combat Aircraft (LCA) variant of the M-346 is currently in late stage of development, which is something that Poland might possibly consider and have its’ own M-346s modernized to in the future. The LCA will possess a better radar, defensive systems and 9 pylons capable of carrying 3 tons of various ordnance, including AIM-9, IRIS-T, Maverick and Brimstone missiles, bombs, recon and ECM pods. Three of the pylons can also support additional fuel tanks.

 

There is also another, recently developed modification kit for the M-346 - an easily installable low radar observability kit, based around differently constructed engine air intakes that grant the aircraft limited stealth capabilities, at least in frontal aspect.  --Adam Szczepanik

UK MoD Denies Spending Cuts, European Army

Discussion around the level of defence spending over the next Parliament continued to attract media coverage over the weekend and into the start of this week. A report in The Financial Times suggested that senior military figures were not expecting the next government to maintain spending at 2% of GDP.

 

According to independent defence analysts quoted in the report, the UK economy is expected to grow 12% in the next Parliament which would mean MOD spending £20bn more on defence than it currently plans to if the 2% of GDP rate was continued.

 

Today’s coverage focuses on a report by Professor Malcolm Chalmers of RUSI which speculates that the Army could be cut further with budgets potentially cut by up to 10% in the next parliament. The report suggests that because of commitments to programmes such as the new aircraft carriers and Joint Strike Fighter, the Army could face the brunt of the budgetary pressure.

 

However, the Prime Minister has previously said that he does not want to see our regular armed services reduced below the level that they are now and remains committed to growing the Reserves to 35,000.

 

The Government has said the UK continues to deliver the second largest defence budget in NATO and the largest in the EU and is committed to spending 2% of GDP on defence with decisions on spending after the financial year 2015/16 to be determined in the next spending review.

 

“Over the next decade, the Government has committed to spending £163 billion on equipment and equipment support to keep Britain safe. That includes new strike fighters; more surveillance aircraft; hunter killer submarines; two aircraft carriers; and the most advanced armoured vehicles.

 

EU Army

 

Various outlets covered comments made by the EU Commission President, Jean-Claude Juncker, calling for the creation of an EU army. Mr Juncker said such an army would restore the European Union’s foreign policy standing and show it is serious about defending its values, suggesting destabilising Russian military action in the east of Ukraine had made the case for a European combined force more compelling.

 

In response, a UK Government spokesman said:

 

“Our position is crystal clear that defence is a national, not an EU responsibility and that there is no prospect of that position changing and no prospect of a European army.”

Polish and Latvian officials on Tuesday voiced scepticism over calls for a European Union army to counter a militarily resurgent Russia.

 

“It’s a very risky idea,” Polish Foreign Minister Grzegorz Schetyna told Poland’s private Radio Zet in reaction to Sunday’s proposal by European Commission head Jean-Claude Juncker.

 

Juncker, a former Luxembourg prime minister, called for the creation of an EU army following rising tensions with Russia, saying the force could help counter new threats beyond the bloc’s borders and defend European values.

 

“First of all we have to ask where to raise money to finance such an army, how the combat units will work, who will be in charge of training them,” Schetyna said.

 

His sentiments were echoed by Latvian Prime Minister Laimdota Straujuma on Monday.

 

“There is a possibility it could be discussed in July at the European Council, but it’s important to check whether this might be duplicating NATO,” she told Latvian public broadcaster LTV.

 

Ex-communist Poland joined NATO in 1999 ahead of the three former Soviet-ruled Baltic states of Estonia, Latvia and Lithuania which joined in 2004.

 

They have all urged the alliance to boost its presence in the region since Russia annexed Ukraine’s Crimean peninsula last year.

 

NATO is countering Moscow’s moves by boosting defences on Europe’s eastern flank with a spearhead force of 5,000 troops and command centres in six formerly communist members, including the three Baltic states and Bulgaria, Poland and Romania.

 

General Stanislaw Koziej, a security adviser to Polish President Bronislaw Komorowski, said Juncker’s idea was an impractical “dream”.

 

“These days, nobody in Europe, no single country is contemplating giving up its sovereignty,” said Koziej.

 

“To have an army, you need first of all a political decision-maker who would deploy such an army,” added the general, urging further political integration of Europe first.

Industrie militaire : Sortie d’usine du Mercedes Zetros 6X6 (Algérie)

Après avoir réussi la fabrication de son premier modèle de camion militaire Mercedes Benz en avril 2014, la SAPPL-MB a lancé, hier, un autre camion de type Mercedes Zetros 6X6, dans sa version transport de troupes. Le produit, dont les modèles algériens vont être livrés essentiellement au ministère de la Défense nationale (MDN), est le fruit d’un investissement algéro-germano-émirati.

 

Créée en 2012 avec un capital de 103 millions d’euros, la SAPPL-MB, implantée au siège de la SNVI, est détenue à 51% par la partie algérienne à travers la SNVI (34%) et le ministère de la Défense nationale (17%), et à 49% par l’émirati Aabar, tandis que l’allemand Daimler/Mercedes Benz en est le partenaire technologique. «La sortie de ce camion militaire est le couronnement d’un processus devant aboutir à la satisfaction de l’essentiel des besoins nationaux en moyens de transport routier, selon un assortiment et une qualité strictement identique à celle prévalant au niveau du groupe Daimler», a-t-on fait savoir.  Une première commande de 35 véhicules de ce type a été passée, a indiqué à l’APS le président du conseil d’administration de cette société mixte, Hamoud Tazrouti.

 

L’usine de Rouiba, dont la production sera destinée au marché national, notamment les institutions militaires, les entreprises publiques ainsi que le secteur privé, atteindra en 2018 et 2019 quelque 15 000 camions, cars et bus par an. Deux autres sociétés à capitaux mixtes ont été créées dans le cadre de la mise en œuvre de protocoles d’accord algéro-émirati-allemands pour le développement de l’industrie mécanique nationale.

 

Il s’agit de la Société de fabrication de véhicules de marque Mercedes Benz/SPA/Tiaret et de celle de fabrication de moteurs de marque allemande (Mercedes Benz, Deutz et MTU) SPA/Oued Hmimine (Constantine). Inaugurée en octobre 2014, la capacité productive annuelle de l’usine de Aïn Bouchekif (Tiaret) est de 6000 véhicules de type Sprinter, destinés à différents usages, et de 2000 4X4 «classe C» tout-terrain de la catégorie G, destinés à des fins militaires et paramilitaires. Quant à l’usine de Constantine (Oued Hmimine), elle devrait atteindre une capacité annuelle de production de 25 000 moteurs de car.

Du 6 au 7 mars 2015, dans le cadre du déploiement des Forces Françaises en Côte d’Ivoire (FFCI), le détachement d’intervention lagunaire (DIL) a appuyé la flottille amphibie du transport de chalands de débarquement (TCD) Siroco dans le cadre d’une mission de reconnaissance de « plageage » à Abidjan.

 

L’objectif de cette mission était la validation des sites propices à un débarquement, c’est-à-dire une reconnaissance des plages et de leur cartographie. Cette opération permettra à la flottille amphibie de produire un document de synthèse sur la modélisation des plages et leur variabilité en vue d’éventuelles évacuations de ressortissant (REVAC).

 

Armé par le 3èmerégiment de génie de Charleville-Mézières, le DIL réalise des patrouilles quotidiennes sur la lagune d’Ebrié, au cœur d’Abidjan, et en connait toutes les menaces : hauts fonds, bancs de sable, jacinthes flottantes et îlots de déchets. Le DIL a guidé le chaland de transport de matériel (CTM) du Siroco pour cette mission, ce qui a permis à l’échelon naval de plage de reconnaitre les accès de la zone, ainsi que de baliser et conduire une reconnaissance nautique et cartographique de la zone de débarquement. Les sapeurs du DIL ont sécurisé la zone de plongée où la flottille amphibie réalisait ses relevés.

 

Effectuée avec le soutien des marins du Siroco et de la flottille amphibie, actuellement en mission Corymbe, cette opération de reconnaissance a permis d’actualiser les données des plans d’évacuation qui seraient mis en œuvre en cas de catastrophe naturelle ou de de dégradation sensible de la situation sécuritaire.

 

Les FFCI, créées le 1erjanvier 2015, assurent la protection des ressortissants français et aident à entretenir la coopération militaire régionale, notamment bilatérale avec les Forces de la République de Côte d’Ivoire. Elles sont en mesure d’appuyer les partenaires de la région, notamment l’ONUCI. ISIL is having problems with its foreign recruits. Many of them arrive with the intention of simply living in an “Islamic state” not fighting to expand that state. ISIL tried to accommodate the foreigners, lest they return home and report unfavorably about life in ISIL controlled territory. This led to foreign recruits getting better treatment (housing, food, access to “wives” and all manner of creature comforts. This, naturally, led to resentment by local (Syria and Iraq) recruits. That led to more locals deserting, joining the growing number of foreigners who simply walked away. Or tried to walk away as in late 20134 ISIL began accusing those who left of desertion and jailing or executing them. This inspired more (but better planned) desertions and growing dissent within both the ranks and among commanders. ISIL does want skilled foreigners in their caliphate but most of the foreign volunteers have no useful skills and ISIL seeks to use them as fighters or suicide bombers. Few people with useful skills are eager to join ISIL.

 

Internal criticism is not the only problem ISIL is facing in 2015. ISIL has recently suffered prominent defeats in Iraq and Syria as well as continued rebellions in both countries. Even the Syrian Army is retaking ground from ISIL. The Kurds are defeating ISIL forces outside Kobane in Syria and near the Iraq border. In Iraq Kurds, Iraqi soldiers and Sunni and Shia militias are both stopping ISIL attacks and pushing back ISIL forces outside of Mosul, Kirkuk and Tikrit. An offensive to retake Mosul is expected before June. Meanwhile air attacks not only continue but are more frequent and more damaging. This makes it more difficult to stockpile supplies or move large numbers of gunmen quickly. More leaders are being found and killed by these air attacks. Important economic targets like oil refineries are being destroyed. Inside the ISIL run “caliphate” (eastern Syria and western Iraq) there are growing shortages of everything and ISIL is finding that conquest is easier than running an economy. The economic problems fuel the rebellions and desertions and it’s a vicious circle that is destroying ISIL from within. The problem with ISIL is that so far it has solved its supply (logistical) problems via looting. But there has been no new conquests to loot for over six months and the stockpiles of plunder taken in 2014 is nearly exhausted. It’s another example of the old military maxim, “amateurs study tactics while professionals study logistics.” The accountants always win in the end.

 

The forces arrayed against ISIL have a better grasp of the logistical problems and have done something with that awareness. Thus Kurdish and Iraqi forces operating along the border with Syria have cut the best supply routes between Syria and Iraq. ISIL can still move between these two areas but with greater difficulty (using more fuel and time to do so). Taking longer to travel puts ISIL more at greater risk of attack by coalition warplanes. Worse, it becomes impractical to move essential supplies (especially food and fuel) between Iraq and Syria. The increasingly effective air attacks have also made ISIL more paranoid. This has led to greater scrutiny of foreign recruits. That resulted in a recent video showing a 10 year old ISIL “cub” shooting a kneeling foreigner in the head with a pistol. The executed man was a 19 year old Israeli Arab accused of spying for Israel. That is not completely unlikely but the Israelis don’t usually recruits men this young or unreliable. The executed man was reported by his family to have joined ISIL in October 2014. His family opposed the move and stayed in touch via sell phone and the Internet. In early 2015 the family discovered that their son had been imprisoned by ISIL for trying to leave. Apparently someone at ISIL thought they could make something of this by accusing the teenager of espionage and executing him on video. ISIL is all about grabbing media attention but in this case they are not doing much to increase recruitment among Israeli Arabs or Palestinians. Other ISIL deserters have even worse situations. Many locals serving with ISIL who desert are already deserters from the Syrian security forces and those with families living in Syrian government controlled areas have nowhere to go and are subject to arrest and execution by both ISIL and the Syrian government. Most of these men join the growing number of Syrians leaving the country and heading for refugee camps in Turkey, Lebanon or Jordan.

 

The coalition air offensive has carried out over 2,600 air strikes since August 2014 and used over 3,000 smart bombs and missiles in those attacks. Even more worrisome is the increasingly aggressive anti-ISIL actions of neighboring nations. Lebanon, Turkey and Jordan have increased border security and in Lebanon the army has forced ISIL and other rebel groups out of bases they set up in Lebanon and back into Syria. Worse the Lebanese followed up this with more troops on the border in fortified camps. In other words the Lebanese are preparing to confront any attempts by Syrian rebels to move back into Syria. While the Jordanians are enraged and more active because ISIL murdered one of their F-16 pilots in January by burning him to death the Turks are more concerned with Kurdish separatism than any threat from ISIL or any other Islamic terrorists. The Turks have been dealing (often using great brutality) with murderous Arabs for centuries and the Arabs remember all that. As a result ISIL does not make any effort to expand into Turkey. For the Turks, their ugly treatment of Arabs in the past is still useful because many Arabs fear that the Turks would go all old school on them if sufficiently provoked.

 

Meanwhile the coalition assembled by the United States in mid-2014 continues to have problems because the Arab members cannot agree with each other on how to deal with ISIL. Some countries, like Qatar, have many citizens and leaders who approve of Islamic terrorism (although not ISIL, which even al Qaeda condemns). Arab oil states in the Persian Gulf are more concerned with Iran than with ISIL and criticize the United States for not sending ground troops back to Iraq to take care of ISIL. Many Arabs blame the United States for al Qaeda and ISIL despite the fact that such violent, xenophobic Islamic terror groups have been around for centuries, and the less violence majority of Moslems has never mustered the will to deal with this recurring problem once and for all.

 

ISIL also has to worry about some of its allies. In the last year ISIL has persuaded many Syrian Islamic terrorist rebels to switch sides. These Islamic terrorists joined the fight against ISIL in early 2014 but eventually agreed to put aside their differences and join ISIL in destroying the Assad government. These new allies still hate and wish to destroy ISIL, and now find that the Assad government has not been weakened much by this alliance and the Syrian Army is again on the offensive. The coalition air strikes, which should be directed at the Assads were instead concentrating on ISIL and those groups associated with ISIL. Thus a major ally of ISIL, al Qaeda affiliate al Nusra, recently lost its leader to a recent coalition air strike. There have been more air strikes this year, after ISIL released a video of a captured Jordanian pilot being burned to death. Groups like al Nusra, which used to get a lot of cash and other aid from wealthy Arab fans in Gulf oil states saw that disappear because of the grisly execution video. ISIL now has to plan for the growing possibility that al Nusra will change sides again, because ISIL is beginning to look like a loser and that is a death sentence for Islamic terrorists. As the popular Islamic saying goes; “God wills it.” This describes fortune as well as failure, the blessed as well as the cursed.

 

ISIL savagery has led many of the minorities (especially Christians) that it loves to torment to stand and fight rather than flee. Thus in the northeast Christian militias have gotten stronger and joined forces with their sometimes (in the past) Kurdish allies to fight the common enemy. This is in response to a sharp increase in ISIL anti-Christian violence in late 2014. Many Christians are sticking around and fighting in part because ISIL has kidnapped over 200 local Christians (and some Kurds as well) in the last few months and is offering to return them for ransoms (cash or captive ISIL men or weapons). The cash ransoms demanded are not large (under $2,000 per person) but ISIL would rather get captives and weapons back. ISIL has growing shortages of cash, recruits and weapons. But many Christians and Kurds who have already lost kin do not want to make any deals with ISIL and would rather just kill the Islamic terrorists. Since the Kurds have air support, they are very good at that and ISIL is increasingly reluctant to get tied down in battles with Kurds. In addition to being skilled and disciplined fighters, the Kurds can eventually depend on help from above if a battle with ISIL drags on too long. But even the Syrian troops are betting better, apparently because of training, weapons and advice they are getting from Iran. The Lebanese Hezbollah are similarly unlikely to run away when they run into ISIL. The good old days of simply terrifying your opponent into fleeing appear to be over. In this case the good old days really were better, at least for ISIL.

 

On the Syrian border Israel is working more with Syrian rebels (except ISIL) to help stop Iran from establishing a presence in the area so they can launch attacks into Israel. Iranians have been bragging about doing this and Iran has sent more senior officers to work with Hezbollah and the Syrian Army efforts to clear all the rebels away from the Israeli border. Iran is also bringing in thousands of additional Iranian volunteers to join rebel militias in the fight against the rebels. Naturally the rebels oppose this Iranian effort and now see Israel as an ally. Israel has provided support for some rebels with the understanding that the rebels would not attack Israel and would help prevent anyone else from doing so. Thus Israel stays in contact with some Syrian rebels across its border, provides medical treatment (for over 2,000 rebels and civilians so far) and attacks Hezbollah and Syrian Army targets when there is any fire into Israel from the Syrian side. The rebels often provide Israel with data on where hidden Syrian Army or Hezbollah units are, providing Israeli warplanes and artillery with precise and conformed targets. While some of these “cooperative rebels” are Islamic radicals and will eventually turn on Israel if given a chance, for the moment the policy is “the enemy of my enemy is my friend.”

 

March 5, 2015:  ISIL ally al Nusra admitted that their supreme leader died of wounds he suffered in a recent coalition air strike on a meeting of al Nusra leaders near the Turkish border. Some lower ranking leaders were also killed.

 

March 4, 2015: The Hazm Movement, one of the few Islamic rebel groups that were not allied with ISIL or al Qaeda, officially dissolved. Hazm has been at war with al Nusra since late 2014, after years of growing tensions. In the end there were only a few hundred Hazm members left. At its peak in 2012-13 Hazm had ten times that. Al Nusra and ISIL continued to fight Hazm outside Aleppo and near the Turkish border (Idib province). Hazm had long received American weapons although many of these were seized by al Nusra when Hazm was forced to retreat in 2014.  Despite the loss of Hazm the Syrian Army is still holding onto recent gains around Aleppo.

 

UN efforts to get the army and rebels to agree to cease fires to allow humanitarian aid to get in continue to be rejected, even though the fighting is stalled. The Syrian government was so annoyed at UN efforts to make deals with the Islamic terrorist rebels (without informing the Assads) that they recently expelled three UN officials, just the make the point that the Syrian government is still around. Yet the UN remains quite hostile to the Assads who are seen as little better than ISIL when it comes to mistreatment of civilians. The UN believes that Syrian air and artillery attacks have been the major cause of civilian deaths. The UN estimates that over 7,000 civilians have died in Syria in the last year and over 80 percent of those deaths were caused by the Syrian government (which has lots of artillery and a functioning air force).

 

March 2, 2015: Israel claims that Syria has transferred some long range (700 kilometers) SCUD ballistic missiles to Hezbollah. These missiles carry a half ton high-explosive warhead. These SCUDs are actually North Korean variants on the original Russian SCUD that have a smaller warhead to enable longer range. Syria is giving them to Hezbollah to free up troops who have been guarding them and to avoid the risk of them getting captured. Israel has an anti-missile defense system that can stop these Scuds, as well as the other long range (about 200 kilometers) rockets Hezbollah has received from Iran and Syria.

 

March 1, 2015: In February about 1,100 Iraqis died from terrorist related violence. That’s about 20 percent less than January, when nearly 1,400 died. The Iraq death toll for all of 2014 was about 15,600. That’s a big jump from 2013 when the death toll was 8,900 for all of Iraq and only ten percent of those were terrorists while the majority were Shia civilians. Previously the worst year was 2007, when nearly 18,000 died. Then as now the main cause of the mayhem and murder was Sunni fanatics who want to run the country as a Sunni dictatorship. Still Iraq was a lot less violent than neighboring Syria where the 2014 death toll was 76,000. That’s over 91,000 dead in the two countries where ISIL is most active. The death toll in Syria continues to rise, even as it is declining in Iraq.

 

February 21, 2015:  Hundreds of Turkish troops advanced into Syria to evacuate 38 Turkish soldiers guarding the grave of one of the founders of the Ottoman Empire. The grave site was increasingly threatened by nearby ISIL gunmen. Rather than send more troops to defend the grave site (27 kilometers from the Turkish border) the honored corpse was moved to a site 200 meters inside Syria. The previous site was established in 1973 when the nearby original site was covered by a lake created by a newly built dam. Syria agreed to this arrangement, which is protected by international treaty. This latest move was very unpopular inside Turkey, where disdain for Arabs is not hidden.

 

February 20, 2015: Russian intelligence officials believe that about 1,700 Russian citizens (mainly Moslems from the Caucasus and Central Asia) are fighting for ISIL in Syria and Iraq. Russia believes this is about ten percent of ISIL strength.

 

February 19, 2015: Turkey and the United States formally agreed to (and finally signed) a deal that has Turkey hosting and assisting in the training of Syrian rebels. The U.S. has so far screened nearly 2,000 Syrian rebels to be sent to training at camps in Turkey, Saudi Arabia and Qatar. Those selected are believed much less likely to be radicalized and the United States hopes to have 3,000 trained and in action by the end of 2015. Such screening is difficult but the Americans had help from Saudi Arabia, which has had more success in that respect. The American effort is criticized for being too slow and producing too few armed and trained fighters to make a difference. At the moment American government policy limits what U.S. counter-terrorism efforts can do. Under these conditions the Americans plan to use their reliable rebels to call in air strikes and provide accurate information of what is going on inside Syria. This decision is based on the success the U.S. has had with the Kurds. Thus the Americans are trying to find equally reliable Arab rebels in Syria to call in air strikes. Using contacts the Kurds have developed over the years the U.S. is seeking small teams of Arab rebels who can be taught how to call in airstrikes. These teams will be equipped with armed (with a machine-gun) pickup trucks and the special radios and sent them back to Syria. This is risky, as all it takes is one rogue air strike team to get the wrong people killed and cause a diplomatic and media mess. This is considered a worthwhile risk because, as the experience with the Kurds has shown, the ISIL fighters are often sloppy during combat (because so many ISIL fighters have little training or combat experience) and that provides excellent opportunities for a single smart bomb to cause enormous (and demoralizing and often decisive) casualties. This is what happened at Kobane, where even ISIL had to admit they got beat, big time because of all those air strikes.

17-Nation Exercise Kicks Off in Kuwait

Eagle Resolve 2015 Multilateral Exercise Kicks Off in Kuwait

 

MACDILL AFB, Fla. --- U.S. forces, Gulf Cooperation Council nations and international partners are participating in the multilateral Eagle Resolve exercise held in Kuwait, according to U.S. Central Command officials.

 

Eagle Resolve 2015 kicked off March 8 and the exercise concludes March 31, officials said. Exercise events are being held in Kuwait and its territorial waters, officials added.

 

Eagle Resolve will consist of a weeklong series of "injects," simulated events designed to exercise participants' ability to respond as a multinational headquarters staff, followed by a series of tactical demonstrations of land, maritime and air forces from several nations, officials said.

 

The exercise ends with a senior leader seminar to foster an environment for commanders to discuss issues of regional interest, officials said.

 

About 3,000 U.S. military personnel representing U.S. Central Command headquarters and its components along with military representatives from more than a dozen other nations will support the exercise, officials said.

 

This is the Kuwaiti government's first time hosting this exercise, officials said.

 

Qatar hosted Eagle Resolve 2013, officials said. The first iteration of the exercise was held at Centcom’s headquarters in Tampa, Florida, in 1999.
