EUFOR RCA: l'ordre de bataille au 8 avril

Treize pays contribuent à la mise en place de la mission EUFOR-RCA. Pour l'heure, une centaine de personnes sont actuellement en Grèce, à Larissa où se trouve le QG (et le général Pontiès, sauf qu'il est actuellement en RCA); par ailleurs, une quinzaine de cadres seraient déjà à Bangui pour la montée en puissance du HQ local.

 

Le détail des contributions nationales respectives:

 

la France (nation-cadre): avec 450 hommes dont une compagnie du 152e RI et les 50 gendarmes qui sont désormais au complet à Bangui.

 

l'Estonie: une section ("a platoon size unit")

 

la Lituanie: une section

 

l'Espagne: fournira un C-130 Hercules et 60 hommes basés à Libbreville, au Gabon; ce détachement est baptisé Mamba. A Bangui, en vertu d'une décision parlementaire du 20 mars, l'Espagne va déployer 50 soldats du Mando de Operaciones Especiales (l'équivalent du COS) et 25 agents de la Guardia Civil.

 

le Portugal: 27 gendarmes, 47 soldats de l'armée de l'air et un C-130 (voir ici).

 

l'Italie: fournira 40 hommes d'une section du Génie

 

la Finlande: enverra une équipe EOD et une équipe civilo-militaire

 

l'Allemagne: a financé les rotations de deux gros porteurs Antonov pour transporter hommes et matériel

 

le Luxembourg: financera des capacités de transport

 

le Royaume-Uni: fournira des capacités de transport

 

la Suède: assurera le transport des Estoniens via le contrat Salis.

 

la Pologne: enverra des gendarmes

 

la Géorgie: déploiera une compagnie d'infanterie.

Sécurité et aéronautique, même combat ou presque pour Safran

Un jour ou l’autre, l’équipementier aéronautique sera amené à donner plus d’indépendance à ses activités de sécurité.

 

Quoi de commun entre le CFM56, le moteur d’avion le plus vendu dans le monde, et un tomographe de ­Morpho, cette machine qui scanne une valise en tranches pour détecter toute trace ­suspecte ? Pas grand-chose, reconnaît Jean-Paul Herteman, exception faite que tous deux sont des concentrés d’innovation. Et qu’« une même passion » anime ceux qui les conçoivent.

Innovation et passion ? « L’ADN de Safran », rappelle son PDG justifiant ainsi sa décision d’investir dans la sécurité. Et pas qu’un peu : 1,5 milliard d’euros, avec trois grosses acquisitions à la clef, pour faire grossir cette activité issue de la fusion avec Sagem en 2005. A l’époque, il s’agissait de doter le groupe d’un relais de croissance et, le cas échéant, d’un amortisseur en cas de crise de l’aéronautique. Depuis, le trafic aérien a défié toutes les prévisions et affiche une santé insolente.

 

Morpho, une pépite qui ne demande qu’à grossir

Avec Morpho, Safran dispose donc d’une pépite qui ne demande qu’à grossir, en tirant profit de l’expansion exponentielle d’Internet dans les usages de la vie courante. Qui plus est, aéronautique et sécurité partagent une autre caractéristique : la forte proportion de revenus tirés des services. Alors mariées pour la vie ? Pas sûr. Car un point fondamental sépare les deux activités : les échelles de temps auxquelles elles obéissent.

Un nouveau moteur d’avion voit le jour tous les trente ans. A l’inverse, dans les technologies de l’information au sens large, tout va très vite. Malheur à celui qui loupe une marche, comme en témoigne le déclin de BlackBerry.

Si tout se passe comme prévu, Morpho va grossir et enrichira Safran encore longtemps. Mais un jour viendra où les forces centrifuges qui régissent l’écosystème Internet obligeront l’équipementier aéronautique à donner à sa filiale tous les attributs d’un « pure player » du numérique.

C’est la condition sine qua non pour qu’elle maintienne son avance technologique. Autrement dit, un jour ou l’autre, Jean-Paul Herteman, ou son successeur, devra probablement couper les amarres qui relient Morpho au groupe. Le partenariat en cours de négociation avec un grand du secteur va dans ce sens.

Nexter Group awarded VBCI Support in Service contract (MSS)

Versailles -- The Nexter Group has today signed the Support in Service contract for the VBCI armored infantry combat vehicle, at a ceremony held in Satory.

 

The Central Director of the SIMMT (The French ministry of Defence maintenance in operational condition department), General Jean-Yves Dominguez, and the CEO of Nexter Systems, Philippe Burtin, are thus continuing the substantial work already carried out between their teams and ensuring the continued availability of the fleet for the next 10 years.

 

On August 1, 2014, this market will take the place of an initial contract (Series Logistics), which has demonstrated its effectiveness by successfully supporting operations such as PAMIR in Afghanistan, DAMAN in Lebanon, SERVAL in Mali, as well as the maintenance of the training fleet in Champagne.

 

With an organization structured around purchase orders, it will enable the Army to regulate financial commitments to meet their needs based on the actual use of the fleet. Technical expertise services will concurrently ensure the continued existence of supply flows.

 

This contract, which comes in addition to the support contracts for LECLERC and CAESAR® fleets, confirms the position of Nexter as a major partner of the French Army.

Invaincu depuis 2005, le record du plus grand nombre d’appontages de nuit de l’Aéronavale vient de tomber. Dans la nuit du 5 au 6 avril 2014, en effectuant son 221ème appontage de nuit sur le porte-avions Charles-de-Gaulle, aux commandes d’un Super Etendard Modernisé, le Lieutenant de Vaisseau Tino est devenu le nouveau "Grand Duc".

 

Dans l’aéronavale, un pilote qualifié aux appontages de nuit est un « Hibou ». Et quand il détient le record historique du nombre d’appontages de nuit, il change de catégorie et devient LE Grand Duc. Samedi dernier, cet honneur est échu au Lieutenant de Vaisseau « Tino », pilote de Super Etendard Modernisé (SEM) de 36 ans au sein de la flottille 17F. Avec style et panache, le LV Tino a accumulé 221 appontages de nuit dans l’ensemble de sa carrière. Le précédent record, 220 appontages, était détenu depuis 2005 par le capitaine de frégate Méjean. Si l’on remonte un peu plus loin dans l’histoire de l’aéronavale, le titre appartenait au capitaine de corvette Philippe Degletagne, légendaire pilote de Crusader. (219 appontages de nuit en 18 ans de flottille).

Officiellement, le record ne peut être battu que si le précédent détenteur donne son accord. A la 17F, on assure que l’autorisation sera demandée rétroactivement au CF Méjean. On ne plaisante pas avec les traditions dans la Royale…

L’appontage de nuit, acte exceptionnel de bravoure et réservé à une certaine élite au temps des ancêtres, s’est banalisé ces 20 dernières années. Il est aujourd’hui totalement entré dans les mœurs, à tel point que sauf exception tous les pilotes des flottilles deviennent Hibou à un moment ou à un autre de leur carrière. Le pré requis est de 60 heures de vol sur la machine, avec un minimum de dix séances d’ASSP (Appontages Simulés sur Piste) de nuit, comprenant chacune au moins six présentations.

« Je suis devenu Hibou dès que j’ai été équipier opérationnel (NDA : le premier stade de la progression du pilote de combat), parce qu’il y avait un besoin » explique Tino. « De nos jours, les opérations de nuit font partie de notre quotidien. J’en suis maintenant à 221 appontages de nuit pour 540 de jour, un ratio un tiers-deux tiers qui n’a rien d’exceptionnel  ». Voyons maintenant comment se passe un appontage de nuit. L’esprit cartésien aurait tendance à penser que c’est comme l’appontage de jour, sauf qu’il fait nuit. La réalité est un peu plus complexe, surtout sur SEM. 

De jour, le pilote arrive au break, entre dans le circuit et effectue son approche finale en utilisant de préférence le miroir d’appontage. De nuit, le break est très peu pratiqué, la préférence étant donnée à une arrivée sur longue finale, un contrôleur guidant l’avion jusqu’à une altitude de 350 ft : c’est le CCA (Carrier Control Approach). Pour un pilote en cours de qualification, la courte finale se gère obligatoirement au viseur avec l’automanette se chargeant de maintenir les 13,8° d’incidence requis. Une fois qualifié, le pilote aura de nouveau le choix entre viseur et miroir pour gérer sa finale. Dans tous les cas, la puissance un peu faiblarde de l’Atar 9K et l’avion qui apponte à 1,1 fois la vitesse de décrochage exige une attention maximale. Précisons aussi que le cockpit du SEM ne présente par une ergonomie optimale pour ce sport : l’éclairage du tableau de bord est difficile à régler, si bien que les pilotes utilisent une petite lampe fixée sur un doigt pour éclairer les instruments et vérifier qu’ils tripotent bien les bons interrupteurs… En bonne logique, les actions les plus simples demandent de nuit trois fois plus de temps que de jour.

Pour le LV Tino, l’appontage qui lui offre son record à un parfum aigre doux. Sauf cataclysme mondial, il devrait en effet s’agir de son dernier appontage de nuit aux commandes d’un chasseur. Entré dans la marine en 1999, il a été breveté pilote de combat et est arrivé en flottille en février 2004. Motivé par le défi de l’appontage, il a depuis été largement récompensé de ses efforts… Il a participé aux opérations en Afghanistan et en Lybie principalement au sein de la 17F, avec une petite infidélité d’un an et demi au profit de la flottille 11F quand celle-ci était également équipée de SEM. Il affiche à ce jour 2.700 heures de vol, dont 1.800 sur SEM et 450 de nuit sur le chasseur-bombardier. Sa carrière va à présent le conduire au sein à la division appontage du Centex GAE (Centre d’expertise du Groupe Aérien Embarqué), repaire des officiers d’appontage (OA) d’où il pourra faire profiter les autres pilotes de son savoir-faire. Les OA continuent de voler de jour comme de nuit. Ils peuvent apponter de jour mais sauf exception perdent leur qualification d’appontage de nuit, trop contraignante à entretenir.

Berlin Powerless to Challenge US Drone Operations At Ramstein Air Base

The US Air Force base at Ramstein is reportedly a hub for coordinating Washington’s global drone war. Although the revelation has stirred controversy in Germany, Berlin has little political leeway to challenge the US.

 

Statements made by Brandon Bryant, a former drone pilot for the US Air Force, reveal that Germany plays a greater role in the US drone war than previously thought.

 

"The entire drone war of the US military wouldn't be possible without Germany," Bryant told German media. During his time in the US Air Force, Bryant flew more than 1,000 operations from the US.

 

The current debate centers around the US Ramstein Air Base in the German state of Rhineland-Palatinate. The pilot controlling the drones is in the US, but with the long distance between the operational area and the US, the data from the remote controlled drones is transmitted via satellite to Germany and then sent via fiber optic cable back to America. What's more, live pictures taken from the drone operations are analyzed in Germany and compared with intelligence.

 

For years the US has been using drones to fight terrorism in Africa, the Middle East and in the Pakistani-Afghan border region. Since 2004, the Investigative Bureau of Journalism estimates there have been 383 US drone strikes in the Pakistani-Afghan border region alone. At least 2,300 people have been killed, among them 416 civilians.

 

Foreign policy spokesperson for the Greens party, Omid Nouripour, called on the government to take action against the potential involvement of US air force bases stationed Germany in drone attacks.

 

"It is shameful that the German government simply closes its eyes to violations of international law on German territory," said Nouripour in an interview with the news agency DPA.

 

Legal grey area

 

But there are differing views on whether drone strikes violate international law. In many cases, the strikes are secret. The border regions, where the drone assaults take place, are often difficult to access even for the country's government.

 

Human rights organizations like Amnesty International accuse the US of violating international law. However, Washington sees itself in a cross-border war against terror – a conflict with al Qaeda and its allies, not particular countries. In such conflicts, persons directly involved in fighting are deemed legitimate targets. Therefore, the US argues, killing such a person would not violate international law.

 

"If the execution of drone attacks does not violate international law, it is not a problem," said Andreas Zimmermann, professor of international law at the University of Potsdam.

 

The deployment of US troops in Germany has been regulated since the 1950s with the NATO Status of Forces Agreement. Therefore "military forces and civilian personnel are allowed to take required measures for the satisfactory fulfillment of its defense obligations on the provided premises." And this applies to drone attacks according to US legal interpretation.

 

But even if Germany believed international law had been violated, it would be difficult for Berlin to take legal action. Jurisdiction lies with the US. The German government could terminate the Status of Forces agreement, said Zimmermann, "but that would be a huge political decision that would question the entire alliance."

 

Little political leeway

 

The German government could use political measures, says Zimmermann. "If there is evidence the US has violated international law on German territory, the German government could demand that the US stops these acts," he said.

 

But for that, the German government needs to know about it. Government spokesman Steffen Seibert outlined what is known at a media conference on Friday (04.04.2014):

 

"The US government has confirmed that such armed and remote aircrafts are not flown or controlled from US bases in Germany," he said.

 

The German government has never specifically asked Washington, giving America the opportunity to avoid the issue, said Marcel Dickow from the German Institute for International and Security Affairs in Berlin.

 

The main question is "whether these operations would be possible without American technology based in Germany. And without the analysis, the risk assessment and the evaluation of whether it is a target person or not, the attacks would not be carried out," he said.

 

Apparently the German government intends to ask the US for more specific information relating to the drone program. Seibert has indicated the government will demand a statement from the US about the new allegations. Nevertheless, it is a politically delicate question.

 

"What do you do against an ally who possibly violates international law from your own territory?" asked Marcel Dickow. "The Americans are the most important strategic partner. You don't easily challenge such a partner, particularly when you use the same tools and values in the common war against international terrorism."

 

Not much more can be expected other than a protest behind closed doors.

Ciel ouvert: des observateurs russes et biélorusses survoleront la Pologne

Des inspecteurs russes et biélorusses survoleront la Pologne dans le cadre du traité Ciel ouvert du 7 au 11 avril, a annoncé lundi à Moscou directeur du Centre national de diminution de menace nucléaire Sergueï Ryjkov.

 

"Un groupe d'inspecteurs biélorusses et russes à bord d'un avion russe Antonov An-30B réalisera un vol d'inspection au-dessus des territoires de la Pologne dans le cadre du Traité international Ciel ouvert", a indiqué M.Ryjkov.

 

Le vol sera effectué depuis l'aérodrome de Varsovie sur une distance de 1.400 km.

 

L'avion An-30B n'est pas destiné pour être équipé d'armements, cet avion a été certifié au niveau international, ce qui garantit l'absence de moyens techniques interdits à son bord.

 

Signé le 24 mars 1992 à Helsinki, le Traité Ciel ouvert est appliqué depuis le 1er janvier 2002. Le document vise à accroître la transparence et la confiance entre les Etats signataires dans le domaine des activités militaires et du contrôle des armements.

 

Le traité a été signé par 34 Etats d'Europe et d'Amérique du Nord, membres de l'Organisation pour la sécurité et la coopération en Europe (OSCE). La Russie y a adhéré le 26 mai 2001.

The UK Royal Navy has signed a memorandum of understanding (MOU) with the National Oceanography Centre (NOC) to develop a framework to enable unmanned underwater vehicles (UUVs) to be deployed from anti-submarine warfare warships.

 

Under the terms of the agreement, the Royal Navy and NOC will work together and share ideas to develop a new working strategy.

 

NOC National Marine Facilities director Geraint West said that the NOC will apply its capabilities and considerable experience in marine autonomous systems.

 

"The Natural Environment Research Council has already invested considerable funding into this area over recent years, principally through the science minister's 'eight great technologies' initiative, and working with the Royal Navy, therefore makes good sense for the UK taxpayer," West said.

 

"The memorandum of understanding is a significant step in the relationship between the NOC and the Royal Navy that takes us into a new phase of mutual cooperation, enabling the two parties to work together in sharing ideas and developing a working strategy."

 

Although the Royal Navy does not have a mature UUV capability, its collaboration with the NOC will provide the basis for trialling and understanding how the UUVs can be best used.

 

Navy Command Headquarters commodore Guy Robinson said: "This is an exciting opportunity as we develop this new area of our capability."

"The memorandum of understanding is a significant step in the relationship between the NOC and the Royal Navy that takes us into a new phase of mutual cooperation."

 

Currently, plans are underway for the launch of two UUVs from the navy's warships; one from a survey ship in the south-west Approaches near Plymouth and the other from a minehunter in the Mediterranean.

 

The Royal Navy environmental information officer Nick Hammond said that the idea is to have the UUVs deployed on board the navy's anti-submarine warfare platforms.

 

"We chose the survey ship and minehunter because they both work with similar equipment," Hammond said. "The information that the UUVs provide would be essential to their operation and the aspiration from these trials is to demonstrate that UUVs would make a difference to anti-submarine warfare."

Warsaw - Poland will modify 12 of its Sukhoi Su-22M4 strike aircraft and six UM3K-model trainers, with their airframe and engine lives to be extended to allow another 10 years of use.

 

The nation's defence ministry confirms that the air force will retain those aircraft which are in the best technical condition, with the remainder to be used for spare parts. The service currently operates 32 of the type.

 

Airframe modification work will be performed by the WZL-2 depot in Bydgoszcz, while engine activities will be conducted by the WZL-4 depot in Warsaw. Each aircraft should take around eight months to complete, with unofficial sources suggesting a unit cost of about Zl6 million ($1.9 million). Details of the upgrade have not been revealed, but are expected to include the addition of a second radio, cockpit instruments with imperial units labelled and a cockpit video recorder.

 

By retaining the Su-22, the Polish air force will be able to prepare new pilots in tasks such as assisting with training joint terminal attack controllers from the nation's special forces units and also supporting exercises involving air-defence units.

The first European Air-to-Air Refuelling Training (EART 2014) is running for one week now; A German Airbus A310 MRTT, a Dutch (RNLAF) KDC-10 and the Italian KC-767A are complement on each other to achieve the best results within the given training.

Aim and objectives
Overall aim of EART14 is to get 100% of participants current in their qualifications in a short amount of time and with their dedicated assets, to consolidate existing qualifications or regain them if necessary.
Added training value and derived objections will be:
• Different RV procedures
• Multiple AAR formations
• Tactical AR/Cell procedures e.g. Link16, EMCON 3
• Bailout procedures, SAR
• Involvement in planning processes
• Achieving further Italian KC-767 certification process
• Implementing successfully Eindhoven AFB as a tanker FOB and to build up an AAR cell.
• Assist Frisian Flag 2014 (FF 2014) in all aspects of AAR

The theoretical approach
But where does the need for a highly professional training comes from ?
The deduction from pure military theory bridged over to actual lessons learned and other mid-term developments with international training could be summarized like this:
In general UN/EU/NATO lead missions from crisis establishment up to a nature catastrophe can make it necessary to move forces to remote areas while one of the most important characteristics in the AT-World is the capability to cover large distances within short time: Range capacity. In view of globalization and in concern of worldwide operations it is necessary for an Air Force being either able to operate on large distances or being able to accomplish several tactical operations in parallel - while being supplied with fuel in the air. But not only the transport of personal and material, also the AAR must assist the forces to build up in any thinkable remote theatre, necessarily being self tailored to the mission.
While most of the transport aircraft as well as fighter aircraft are not able to cover intercontinental distances to remote areas in just one sortie, with AAR they are able to reach the far away mission area in adequate time.

While the fighter community has trained to operate together for years (e.g. Tactical Leadership Program (TLP), Flag exercises, large NATO exercises in European airspace, etc.), the same cannot be stated for AAR, a special kind of Air Transport. But with regard to the lessons learned out of Unified Protector over Libya 2011, the need to supply and train together became bigger every day: not only is Europe lacking on tanker aircraft, also its AAR personnel lacks on international experience: First Objective is therefore to develop and conduct a multinational exercise dedicated to AAR inside Europe.

 

This need was recogniced by the European Defence Agency (EDA) and hence addressed to all EDA Participaing Nations. Convened by all the nations responds, EDA took over the lead to recommend different measures to overcome the EU tanker shortfall.
The running EART 2014 is one important outcome of a cooperation of EDA and EATC: the training will deliver AAR training over a two-week period duration, offering participants a unique opportunity to plan and execute missions within a multinational framework.
EART itself is merged into Frisian Flag. Both training/exercise are tactically organised and conducted by the Host Nation, the Netherlands.
During EART14 training development, FF 2014-bound as well as independent scenarios will be played for each mission according to its specific AAR characteristics and training requirements.
EART14 will be developed on an increasing complexity basis, starting from single ship missions and evolving to being part of COMAO missions within Frisian Flag 2014.

Hungary Buys Mi-8 Helos, Eyes $470M Aircraft Procurement

WARSAW — The Hungarian Ministry of Defense has acquired three Mil Mi-8 transport helicopters produced by Russia’s state-run Rosoboronprom and imported by a Hungarian defense firm.

 

Meanwhile, the country’s armed forces are planning to purchase new helos and transport aircraft under a 105 billion forint (US $470 million) modernization program, of which 100 billion forints are to be spent on helicopters and 5 billion forints on planes.

 

Last year, Defense Minister Csaba Hende said Hungary was planning to significantly strengthen its airlift capability by 2016.

 

The Mi-8 purchase is estimated to be worth about 2 billion forints, reported local daily Magyar Nemzet. The helos were transported to the Kecskemét air base onboard an Antonov An-124 plane.

 

The Hungarian government has postponed the launch of the aircraft acquisition program due to the April 6 parliamentary elections. With the ruling Fidesz Party of Prime Minister Viktor Orban securing a comfortable majority in the vote, the country’s Defense Ministry is expected to go ahead with the much-awaited program.

 

In 2013, Hungary had a defense budget of 241.37 billion forints

Serbie/déminage: les Russes ont sécurisé 12.000 m² cette année

Les démineurs russes ont sécurisé un terrain de plus de 12.000 m² en Serbie depuis le début de l'année, a annoncé lundi à Moscou le porte-parole du ministère russe des Situations d'urgence Alexandre Drobychevski.

 

"Nous avons examiné un terrain de 12.152 m² et neutralisé 5 engins explosifs depuis le début des travaux", a indiqué M.Drobychevski.

 

Les spécialistes russes sont à pied d'œuvre près de la ville serbe de Paracin. Le groupe comprend 37 artificiers du 294e Centre russe des travaux à risque "Leader" et du 179e Centre russe des secouristes.

 

Le ministère russe des Situations d'urgence mène des opérations de déminage humanitaire en Serbie depuis les bombardements de l'OTAN de 1999. Les artificiers russes y trouvent également des munitions de la Seconde Guerre mondiale.

 

En 2008, les sapeurs russes ont déminé un aérodrome non loin de Nis, neutralisant plus de 450 bombes découvertes après les bombardements l'OTAN de 1999, qui ont finalement débouché sur la proclamation unilatérale de l'indépendance de la province serbe du Kosovo.

 

En 1999, les forces de l'Alliance ont procédé à des bombardements de la Yougoslavie sans le feu vert du Conseil de sécurité de l'ONU, prenant la défense des Albanais du Kosovo. L'aviation de l'OTAN a notamment largué des bombes à fragmentation interdites par la Convention de Genève relative à la protection des personnes civiles en temps de guerre. Les frappes aériennes, qui ont duré 78 jours, ont fait de 2.500 à 3.500 morts dont 89 enfants et 12.500 blessés parmi les civils, ainsi que 1.031 morts et plus de 5.000 blessés parmi les militaires et policiers serbes, selon différentes sources.

Ciel ouvert: vol d'inspection canadien et hongrois en Russie

Des inspecteurs canadiens et hongrois survoleront la Russie dans le cadre du traité international Ciel ouvert du 7 au 12 avril, a annoncé lundi à Moscou le directeur du Centre national pour la diminution de la menace nucléaire Sergueï Ryjkov.

 

"Une mission d'inspection conjointe du Canada et de la Hongrie survolera la Russie à bord d'un avion hongrois Antonov An-26 du 7 au 12 avril dans le cadre du Traité international Ciel ouvert", a indiqué M.Ryjkov.

 

Des spécialistes russes participeront au vol d'inspection pour contrôler le respect des paramètres du vol.

 

L'avion An-26 n'est pas destiné pour être équipé d'armements. L'avion et ses équipements de photo aérienne ont été certifiés au niveau international, avec la participation de la Russie, ce qui garantit l'absence de moyens techniques interdits à son bord.

 

Signé le 24 mars 1992 à Helsinki, le Traité Ciel ouvert est appliqué depuis le 1er janvier 2002. Le document vise à accroître la transparence et la confiance entre les Etats signataires dans le domaine des activités militaires et du contrôle des armements. Il instaure un régime de libre survol des territoires des différents Etats parties au Traité.

 

Le traité a été signé par 34 Etats d'Europe et d'Amérique du Nord, membres de l'Organisation pour la sécurité et la coopération en Europe (OSCE). La Russie y a adhéré le 26 mai 2001.

Ukraine: le recours à la force risque d'entraîner une guerre civile

MOSCOU - La Russie a appelé mardi les autorités ukrainiennes à cesser des préparatifs d'intervention dans les régions prorusses de l'Est, mettant en garde contre la perspective d'une guerre civile.

 

Le ministère russe des Affaires étrangères affirme aussi que des membres d'une société privée américaine participent à cette opération.

 

Nous appelons à cesser immédiatement tout préparatif militaire, qui risque de déclencher une guerre civile, a déclaré le ministère des Affaires étrangères dans un communiqué diffusé mardi, alors que la tension s'est brusquement aggravée depuis dimanche quand des manifestants prorusses se sont emparés de bâtiments officiels dans plusieurs villes de l'Est ukrainien.

 

Selon nos informations, des unités des forces de l'Intérieur et de la garde nationale ukrainienne affluent dans les régions du sud-est de l'Ukraine, notamment à Donetsk, avec des combattants du groupe armé illégal Pravy Sektor, un mouvement ultranationaliste ukrainien, déclare le ministère russe.

 

La tâche leur a été confiée d'écraser par la force la contestation des habitants du sud-est du pays contre la politique des autorités de Kiev, ajoute la diplomatie russe.

 

Le fait que participent à cette opération environ 150 spécialistes américains du groupe militaire privé Greystone, qui ont revêtu l'uniforme de l'unité (ukrainienne) Sokol suscite une inquiétude particulière, déclare le ministère des Affaires étrangères.

KUALA LUMPUR: Boustead Heavy Industries Corp Bhd (BHIC) expects to build the first littoral combat ship (LCS) early next year, under a RM9bil contract awarded to its associate company.
 
This, coupled with the group’s growing maintenance, repair and overhaul (MRO) business, will help the company improve its financial performance in the current financial year ending Dec 31, 2014.
 
“We are confident of doing much better this year. BHIC’s order book for shipbuilding and MRO for this year is more than RM500mil,” managing director Tan Sri Ahmad Ramli Mohd Nor told reporters after the company’s AGM yesterday.
 
He said the LCS programme was ahead of schedule and that actual work at the group’s shipyard in Lumut, Perak was expected to commence once the LCS project contract was finalised.

Salon de la défense DSA 2014: plus de 20 sociétés russes répondent présent

22 sociétés russes présenteront environ 500 modèles d'armements au salon de la défense DSA 2014 qui ouvre ses portes le 14 avril en Malaisie, a annoncé lundi à Moscou le Service fédéral russe pour la coopération militaire et technique (FSVTS).

 

"Le holding de hautes technologies Rostec organise l'exposition russe au salon DSA. Les stands de 22 organisations russes seront situés dans les pavillons 4 et 6 sur une superficie de 555 m². Vingt sociétés présenteront des produits à vocation militaire. Au total, la Russie présentera 477 produits à vocation militaire", a indiqué FSVTS dans un communiqué.

 

La Russie sera notamment représentée par l'Agence d'exportation d'armements Rosoboronexport, le holding public Uralvagonzavod, producteur de blindés, le groupe aéronautique Oboronprom et le holding opto-électronique Schvabe.

 

La 14e édition du salon asiatique de la défense DSA se tiendra à Kuala Lumpur du 14 au 17 avril avec le concours du ministère malaisien de la Défense.

 

Parmi les pays participants figurent la Malaisie, qui sera représentée par 94 sociétés, les Etats-Unis (83 sociétés), la Grande-Bretagne (70 sociétés), la France (42 sociétés), l'Allemagne (34 sociétés), l'Australie (28 sociétés), la République tchèque (25 sociétés), Singapour (24 sociétés), l'Italie (23 sociétés) et la Chine (23 sociétés).

Rafael targets Indian Rafale opportunity

Tel Aviv - Israeli guided weapons manufacturer Rafael is offering its Python 5 and Derby air-to-air missiles for integration with some of the Dassault Rafales expected to enter service with the Indian air force.

 

India in January 2012 selected the Rafale for its 126-unit medium multi-role combat aircraft deal, with the first 18 examples to be completed by Dassault with a full complement of integrated weapons. The type is flown by the French air force and navy with air-to-air and air-to-surface weapons produced by MBDA and Sagem.

 

An earlier request for proposals also required airframers to “integrate additional weapons of the Indian air force’s choice, as required”.

 

Joseph Horowitz, director of business development and marketing for Rafael's air superiority directorate, confirms that the Israeli company is in the competition to arm later Indian air force aircraft. Russian industry is also pursuing potential opportunities, with the air force still evaluating its options.

NEW DELHI — Yet another Indian Navy vessel met with an accident, as the tugboat INS Matanga caught fire April 6 while undergoing repairs at the Mumbai naval dockyard. The Indian Navy has been hit by more than a dozen accidents in the past 10 months involving warships and submarines.

 

Navy sources said fire broke out onboard Matanga, which was undergoing repairs at the dockyard, but there were no casualties. An inquiry has been ordered into the fire by the Indian Ministry of Defence.

 

The Navy took a major hit when its front-line, Russian-built submarine INS Sindhurakshak sank after a fire in August at Mumbai’s harbor, killing all 18 personnel on board. In February, another Kilo-class submarine, INS Sindhuratna, caught fire, leading to the resignation of the Navy’s chief, Adm. D.K. Joshi.

 

In March, an employee of domestic private-sector shipyard Larsen & Toubro was killed when the lid of a pressure tank to be installed on a follow-up nuclear submarine of the Arihant class, codenamed S-3, blew off at the nuclear submarine facility at Vishakhapatnam.

 

No Navy official would comment on the cause of the series of accidents, but they ruled out sabotage.

 

In 2013, INS Kolkata, a Kolkata-class destroyer, suffered a malfunction that led to a toxic gas leak, killing a senior commander. Fire broke out near the officer’s mess of the aircraft carrier INS Viraat in September off the Mumbai coast.

 

In December, a minesweeper of the Eastern Naval Command, INS Konkan, caught fire at the naval dockyard at Visakhapatnam while undergoing repairs.

 

In the same month, a fishing trawler sank after colliding with the frigate INS Talwar, injuring four of the 27 people aboard the trawler. The trawler was operating without lights.

Bon d’accord, la bateau qui apportera les véhicules blindés au pays du soleil levant sera moins chargé que ceux qui en ramènent des Toyota et autre Nissan… Thales Australia, qui a la responsabilité de la fabrication du véhicule, annonce la vente de seulement… quatre véhicules qui seront mis en œuvre par l’armée de terre japonaise (Japan Ground Self-Defence Force). Cette vente n’en constitue pas moins un beau succès pour pour la filiale australienne du groupe Thales, le Bushmaster ayant semble-t-il été opposé au M-ATV d’Oshkosh dans cette compétition. Les blindés, qui seront tous en version transporte de troupe, seront livrés fin 2014. Que vont pouvoir faire les Japonais de ces véhicules et s’agit simplement d’un échelon précurseur avant une vente plus large ? Le communiqué de presse de Thales rappelle que le Bushmaster « lors des déploiements sur les théâtres afghans et irakiens (…) a démontré toute son efficacité à la fois en milieu urbain mais aussi dans les régions plus montagneuse. Il est ainsi parfaitement adapté aux différents environnement géographiques du Japon ». Faut il donc croire comme le laisse entendre ces deux phrases que les Bushmaster seront utilisés sur le  territoire national japonais, où le bush est maigre et le niveau de menace

 

sensiblement moins élevé qu’en Irak ou en Afghanistan (sauf à considérer les soubresauts de la Terre). Ou bien ces véhicules seront-ils plutôt associés aux interventions extérieures des JGSDF ? Rappelons que depuis 2004, rompant avec sa traditionnelle politique de non-intervention  depuis la fin de la seconde guerre mondiale, Tokyo a déployé à travers le monde plusieurs contingents dans des opérations de maintien de la paix. Le premier contingent avait d’ailleurs été envoyé en… Irak

Stealth and Resilience: Meet the IDF’s New Submarines

 

Graduates of the IDF’s Submariners course are about to receive a more advance training regimen, in order to keep up with the evolution of IDF submarine capabilities.

 

In 2014, the Israel Navy is expected to put two new advanced Dolphin-class submarines into service: the INS Crocodile, and the INS Rahav. These two submarines were acquired from Germany in 2012. With the introduction of these submarines into the fleet, submariner recruits will now undergo a new training regimen.

 

The current course of submarine recruits will be the first to complete the training for the new submarines. The new training includes two new roles for the control panel and sonar.

 

“These new submarines have new systems, and therefore new capabilities. Among these are greater stealth and the ability to stay longer under water,” said the commander of the school, Maj. Y. These new submarines will use AIP (air-independent propulsion) technology, which enables them to stay underwater longer. These submarines are also stealthier because they produce less noise.

Moreover, the new submarines will be equipped with the most up-to-date naval weapons systems and improved detection capabilities. They are also designed to be easily maneuvered. “These submarines are larger than previous ones. In the event of a clash with strong water currents, the new steering station is designed to allow them to move more easily,” Maj. Y.said.

 

In addition to the regular submariner course, one long retraining course took place for the veterans. “Each submarine team consists of veterans who qualified in Germany, submariners and other veterans who were retrained, and new soldiers who enlisted when their course was adapted to the new submarines,” said Major Y.

 

Inside an IDF Submarine

 

The soldiers’ daily routine consists of morning roll call, courses in a classroom, frequent treks of six to 20 kilometers, the use of digital simulators, and most importantly, tours in a submarine. “Obviously the goal of the training is to be relevant to the reality in the field,” said Major Y. While Israel’s enemies are training and improving all of the time, the Israel Navy will always stay one step ahead of them.

Oman Air Force Continues F-16 Legacy

The Sultanate of Oman accepted the first of its second order of Lockheed Martin [NYSE: LMT] F-16 Fighting Falcons in a ceremony April 3 at Lockheed Martin's Fort Worth facility. The fighter aircraft will ferry to Oman later this year.

 

In 2002, the Sultanate of Oman became the 23rd member of the F-16 family and now joins the 15 other countries which have ordered additional F-16 jets for their air defense. The new F-16s will add to the Oman Air Force's existing fleet of F-16s used to defend Oman's borders.

Washington DC - The US military continues talks with potential foreign buyers of Bell Boeing's V-22 Osprey as the service works to decrease the tiltrotor's costs.

 

US Marine Corps Col Daniel Robinson, manager of the V-22 joint programme office, tells reporters that the service is getting closer to securing a contract to sell V-22s to Israel, and says the military has a team of negotiators in that country working on a deal.

 

He adds that up to one dozen other countries have shown significant interest in the aircraft, but declines to specify those nations or say how close the military and Bell Boeing are to securing an order.

 

"Its definitely growing in demand," he says.

 

Robinson's comments, made during a press briefing at the Navy League's Sea-Air-Space Exposition near Washington, DC, on 7 April, follow an announcement in January that Israel requested permission from the US Defense Department to buy six V-22s.

 

Then, in February, at the Heli-Expo, Bell Helicopter chief executive John Garrison said Israel is now interested in acquiring a total of 12 aircraft, six of which would come from existing orders that are assigned to the Marine Corps.

 

Any order from Israel or another country would help Bell Boeing preserve V-22 sales beyond 2015 and could help keep production alive past 2019.

 

Robinson notes, however, that the production line has enough capacity in the next few years to handle some new aircraft orders.

 

Meanwhile, Robinson says the US military continues a rigorous effort to bring down the expense of V-22s, which currently have a flyaway cost of about $72.1 million, according the US Navy's recently-released fiscal year 2015 budget proposal.

 

Robinson notes that the V-22's cost per flight hour has dropped 25% since 2009 while its readiness has increased 20%.

Tel Aviv - The Israeli air force has unveiled a new strategy intended to increase the operational capabilities of its fighting squadrons at a time of war – operating two different types of aircraft very closely.

 

The decision to train in a joint formation is based on the assumption that during a war the air force would have to deal simultaneously with suppressing rocket and missile attacks being made against Israeli territory, and with any attempt by aerial forces to enter the nation's airspace to strike targets.

 

In late March, two squadrons trained using the new technique, with the target of employing the joint formation to achieve the best operational results. This involved Boeing F-15s from the "Knights of the Double Tail" unit, operating out of Tel Nof air base, and Lockheed Martin F-16C/Ds from the "First Jet" squadron at Ramat David air base.

 

During three days of training, the units employed mixed formations against a simulated enemy in a scenario in which they had to defend Israeli airspace on the nation's northern front. They also flew in larger numbers than usual, in a bid to exploit the advantages of each combat aircraft type. Air crews also gathered for joint briefings and debriefings throughout the process.

 

By merging its assets into one flying formation, the air force can deal with a wide variety of threats. Its F-15s have longer-range capability and carry some unique weapons, while the F-16 has attributes including its defensive electronic warfare equipment.

WASHINGTON - Après la voile et la vapeur, la Marine américaine pense avoir la pierre philosophale pour propulser ses navires: ses chercheurs ont réussi à transformer de l'eau de mer en carburant, espérant à terme s'affranchir de la dépendance au pétrole.

 

L'idée de départ est simple: les hydrocarbures sont composés de carbone et d'hydrogène, présents en grande quantité dans l'eau de mer. En capturant le dioxyde de carbone (CO2) et l'hydrogène contenus dans l'océan, il est possible de produire un kérosène de synthèse utilisable dans les moteurs de navires ou d'avions.

 

Les chercheurs du Naval Research Laboratory (NRL) ont démontré la viabilité du concept en parvenant à faire voler un modèle réduit d'avion avec du carburant produit à partir d'eau de mer.

 

C'est une étape énorme, se félicite le vice-amiral Philip Cullom, chef d'état-major adjoint de l'US Navy, qui cherche à se désengager de sa dépendance au pétrole et des variations de son prix.

 

Et la Marine est gourmande: en 2011, la Navy a consommé près de deux millions de tonnes de carburant. La transformation d'eau de mer en kérosène pourrait coûter à terme entre 3 et 6 dollars par gallon (3,8 litres), espère le NRL.

 

Après neuf ans de travail sur le sujet, Heather Willauer, une chimiste du NRL ne cache pas sa joie: pour la première fois, nous avons été capables de mettre au point une technologie pour capturer de façon simultanée le CO2 et l'hydrogène contenue dans l'eau de mer et d'en faire un carburant liquide, c'est une percée importante.

 

- Directement utilisable -

 

Le CO2 -dont la concentration est 140 fois plus importante dans l'océan que dans l'air- et l'hydrogène sont capturés par un processus d'électrolyse et ensuite liquéfiés et transformés en hydrocarbures.

 

Ce carburant a sensiblement la même apparence et la même odeur qu'un kérosène conventionnel, assure Heather Willauer. Surtout, le grand avantage, selon le vice-amiral Cullom, est qu'il est directement utilisable dans les moteurs de navires et d'avions actuels. Pas besoin donc de mettre au point de nouveaux moteurs.

 

La production de ce carburant ne s'effectue pour l'instant qu'en petites quantités en laboratoire. L'unité de production, dont les divers éléments sont disponibles dans le commerce, est installée sur une palette d'environ 1,5 mètre de côté. Pour passer à une quantité industrielle, il suffira de multiplier les unités de production.

 

Mais avant cela, en partenariat avec plusieurs universités, le laboratoire veut améliorer encore la quantité de CO2 et d'hydrogène capturés. Nous avons démontré la faisabilité, nous voulons améliorer l'efficacité, explique Mme Willauer.

 

Les implications de cette innovation sont prometteuses sur le plan stratégique car elles devraient permettre de raccourcir la chaîne logistique, un maillon faible dans chaque armée car plus facile à attaquer.

 

Dans la Marine, on ne va pas nécessairement à la station-service pour se ravitailler, c'est la station-service qui vient à nous par le biais d'un pétrolier ou d'un navire de ravitaillement, explique le vice-amiral Cullom. Les Etats-Unis disposent d'une flotte de 15 pétroliers-ravitailleurs militaires.

 

Seuls les porte-avions sont dotés d'une propulsion nucléaire. Tous les autres navires doivent fréquemment abandonner leur mission pendant quelques heures pour naviguer en parallèle avec le pétrolier le temps de faire le plein, une opération délicate, surtout par gros temps.

 

Mais les chercheurs préviennent: il faut encore compter dix ans au moins avant que les navires américains soient en mesure de produire à bord leur propre carburant.

The US Navy says it is pleased with results of recent flight tests of a Boeing F/A-18E/F Super Hornet that had been upgraded with conformal fuel tanks and an external weapons pod -- a configuration Boeing calls the "Advanced Super Hornet."

 

Captain Frank Morley, F/A-18 programme manager for the USN, says on 7 April that the tests give lawmakers additional options as they consider whether to add orders for Super Hornets or A/E-18G Growler electronic attack aircraft to the US military's fiscal year 2015 budget.

 

"The measures we were able to get on signature reduction and flying quality were spot on predications," Morley tells reporters during a press briefing at the Navy League's Sea-Air-Space Exposition near Washington, DC. "It helps better inform decisions made through the budget bills and provides options as needed."

 

Conformal fuel tanks added to the upper fuselage of Super Hornets and belly-mounted external weapons pods are two primary upgrades that Boeing is pitching as its Advanced Super Hornet.

 

The Advanced model can also be improved with better engines, avionics and weapons systems, including an upgraded radar and improved infrared search-and-track abilities, Boeing has said.

 

The Advanced Super Hornet designation will be applied to new aircraft and existing aircraft that have been upgraded, Boeing has said.

 

The US government's fiscal year 2015 budget, which is currently working through Congress, does not include money for more Growlers or Super Hornets, but the USN expressed interest in additional aircraft by adding 22 Growlers to an unfunded list of priorities sent to lawmakers in recent weeks.

 

Morley says Growler's electronic jamming and other capabilities are critical to the "blue kill chain", the process by which friendly military forces identify, track, target and fire upon enemy forces. They are equally effective in disrupting the enemys ability to do the same against US forces, he adds.

 

"Given the environment we are [moving] into, that type of airplane plays a major role," Morley says. "You could use a lot of them. You could continue to [identify] places where they could [be of] benefit."

 

The USN intends to operate Super Hornets through the 2030s, Morley says.

 

Boeing has been seeking additional orders for Growlers or Super Hornets so as to keep its production line in St. Louis running.

 

Unless it receives more orders, the line will run out of aircraft to build by the end of 2016, Boeing has said.

 

If Congress adds 22 Growlers into next fiscal years spending bill, the line would continue running until the end of 2017, Mike Gibbons, Boeing's vice president of the F/A-18 programme, says during the press conference.

 

Gibbons adds that Growlers are the only aircraft that provide a broad spectrum of electronic protection, allowing fighters and other aircraft to penetrate enemy airspace that is guarded by multiple layers of electronic defence.
