NEW DELHI, Sept. 5 (UPI)

 

The Indian Air Force officially inducted the first three Boeing C-17 Globemaster III transporters this week.

 

Boeing delivered the three -- the first of 10 C-17 aircraft on order -- during the past three months, a report by NDTV said.

 

Two more are expected by the end of the year and the last five will be delivered by the end of next year.

 

The aircraft is capable of lifting tanks to the border with China and Pakistan and made its debut with a test flight at the Hindon Air Base in Uttar Pradesh state.

 

"The C-17 Globe Master transport aircraft will change the way we deploy forces in the north and northeast," Air Chief Marshal N.A.K. Browne said on Monday during the induction.

 

India's Defense Acquisition Council approved the purchase in October 2009 to replace the air force's aging Russian IL-76 transporters that it bought in the 1990s.

 

The air force has fewer than 20 of Ilyushins which have a 45-ton cargo capacity and needs a crew of six.

 

The force also has the Russian Antonov-32 in its inventory.

 

A report by India Today said the acquisition of the C-17 Aircraft, and the Boeing C-130J Super Hercules transporter, shows the air force is moving away from reliance on Russian-origin aircraft toward American ones.

 

India operates six C-130Js and plans to buy six more for operations on small and unpaved runways alongside routine transport missions.

 

The C-17 carries up to 80 tons and needs a crew of three. One person can operate the heavy-lift hydraulics for cargo handling.

 

The high-wing, 4-engine, T-tailed Globemaster -- powered by four Pratt & Whitney F117-PW-100 turbofan engines -- needs a 7,600-foot airfield to take off. But it can land in less than 3,000 feet on a small unpaved or paved airfield, day or night.

 

It also carries a payload of 160,000 pounds, flies 2,400 nautical miles and can refuel in flight.

 

Boeing recently said that the deal with India includes an Integrated Sustainment Program Performance-Based Logistics contract which, with other customers, has maintained a fleet availability of 85 percent.

 

The C-17 has been in operation since 1991 and has more than 2.6 million flight-hours, Boeing says on its website.

 

Boeing has delivered 256 C-17s, including 222 to the U.S. Air Force. The rest have gone to and Australia, Canada, India, Qatar, the United Arab Emirates, the United Kingdom and the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations.

The Israel Defense Forces' (IDF) ground forces command has taken delivery of the upgraded Hovermast-100 tethered hovering system from Sky Sapience, during a ceremony at the company's experiment facility in Israel.

 

Delivered following several live demonstrations, including from a moving pick-up truck on difficult terrain, the patented system is scheduled to enter operational evaluation shortly.

 

Sky Sapience CEO and founder brigadier general, Gabriel Shachor, said the company is confident that IDF will find HoverMast an invaluable tool for its intelligence gathering and surveillance (ISR) missions, and will place further orders in the future.

 

"With the completion of our in-house production facility due in a few months, Sky Sapience will begin supplying HoverMast products to its international customer base," Shachor said.

 

Hovermast-100 is an advanced, lightweight and tethered hovering platform manufactured by the company to address Israel Ministry of Defence's (IMOD) ISR requirements over the last two years.

The system is especially suited for special forces, border and port protection, and infantry missions due to its ability to mount on an array of vehicles, including small pick-up trucks and unmanned ground or surface vehicles (UGV/USV).

 

Capable of deploying autonomously at the click of a button, the tethered system can also be configured for a broad spectrum of urban missions, such as urban warfare and law enforcement, apart from other industrial, civilian and homeland security operations.

 

Capable of relaying gathered mission critical data through its wide band communication link to selected recipients in real time, the system can carry a payload of up to 6kg, such as electro-optic sensors, laser designators, radars, advanced communications intelligence (COMINT) and electronic intelligence (ELINT) systems.

 

The system was initially launched by the company at the Association for Unmanned Vehicle Systems International (AUVSI)conference and exhibition in Tel-Aviv, Isarel in 2012.

Critical Solutions International (CSI) has received a contract for supply of its two-operator Husky Mark III vehicle mounted mine detectors (VMMDs) to the Turkish Army.

 

Awarded to CSI's distributor IPA Defence and its strategic partner DCD Protected Mobility, the unspecified contract covers the supply of four Husky vehicles to help enhance mine and improvised explosive device (IED) detection, interrogation and clearance capabilities of the Turkish military.

 

Vehicles supplied under the contract will be fitted with several mission equipment packages, such as the Fassi M20AL lightweight composite interrogation arm, QinetiQ-NA-built rocket-propelled grenade net protection system (Q-Net), as well as a 360° situational awareness camera system, jointly manufactured by CSI and Torc Robotics.

 

CSI's CEO, Mike McCormack, said the Husky vehicle selection represents Turkish government's significant investment in saving lives and improving the capability of the national army.

 

''The two-operator Husky vehicle, equipped with the Fassi Interrogation Arm, Q-Net and a 360° camera system provides the essential technology for threat detection and interrogation, and will help protect the lives of service members and civilians,'' McCormack said.

 

''The IED is also not limited to recent US theatres of combat operations and international militaries are increasingly recognising the need to have this life-saving advanced detection capability.''

 

The Husky MK III VMMD is a single occupant mine-resistant landmine and IED detection vehicle, designed to enable rapid and efficient route clearance by creating safe passage for military convoys and civilian vehicles in both rural and urban environments.

 

An upgraded version of Husky VMMD, Husky MK III features a V-shaped hull to deflect any blast away from the operator and is also capable of rolling over a pressure-sensitive explosive device without triggering an explosion.

 

More than 500 Husky MK III vehicles have been used to date for operations in Iraq and Afghanistan.

Lockheed Martin’s [NYSE: LMT] Paveway II Dual Mode Laser Guided Bomb (DMLGB) was successfully employed in recent U.S. Navy Tactics Development exercises at the Naval Strike and Air Warfare Center in Fallon, Nev.

 

During four missions over a two-day period, F/A-18C/D Hornets and F/A-18E/F Super Hornets released 36 GBU-12F/B bombs fitted with recently upgraded paveway II DMLGB guidance kits. The weapons were used in tactically representative engagements against fixed targets and met all mission success criteria, demonstrating the increased operational utility of the enhancements.

 

By adding the GPS/Inertial Navigation System (INS) guidance to standard laser-guided paveway II weapons, the U.S. Navy and Marine Corps can execute precision-strike missions against stationary and relocatable targets in all weather conditions. The kits can operate in laser mode only, INS/GPS mode only or dual mode to provide pilots with the flexibility to engage various types of targets in a single mission. The most recent paveway II DMLGB upgrade to Block II Operational Flight Program software improves overall weapon performance and effectiveness in all three release modes.

 

“We worked closely with our U.S. Navy and Marine Corps customers to develop the Block II Operational Flight Program software upgrade to the paveway II DMLGB guidance kits,” said Joe Serra, precision guided systems manager at Lockheed Martin Missiles and Fire Control. “Delivered to the fleet earlier this year, the enhanced fire-and-forget technology of our DMLGB kits provides naval warfighters with a mature and highly maneuverable all-weather direct-attack capability.”

 

Aircrews from the Naval Strike and Air Warfare Center, along with Air Test and Evaluation Squadron Nine (VX-9) “Vampires” from Naval Air Weapons Station in China Lake, Calif., participated in the exercises.

 

“The same company-wide discipline that provides customers with affordable single-mode LGB targeting capability is applied to our current and future dual-mode weapons to provide U.S. and international customers with the most affordable and reliable precision capability,” said Serra.

 

Lockheed Martin has upgraded more than 7,000 paveway II LGB guidance kits with dual mode, all-weather capability for the U.S. Navy. Additionally, the company has delivered more than 65,000 LGB kits and over 125,000 Enhanced Laser Guided Training Rounds to the U.S. Navy, Marine Corps, Air Force and international customers. Lockheed Martin is the sole-source developer and provider of the paveway II DMLGB kits to the U.S. Navy and U.S. Marine Corps.

The US Air Force's (USAF) KC-46A aerial refuelling tanker development programme has moved ahead with the start of assembly of the second refuelling boom at Boeing's facility in Seattle, US.

 

Once assembled, the refuelling boom is scheduled to be mounted on a test aircraft for further validation of its design.

 

Boeing is currently manufacturing five test booms, of which the first will be utilised for risk-reducing laboratory tests at a System Integration Lab (SIL), also called as SIL 0, in early 2014.

 

Boeing KC-46 vice-president and programme manager Maureen Dougherty said the KC-46 boom is based on the proven KC-10 tanker's boom, which has performed extremely well in 30 years of its operation.

 

"Our team is achieving significant milestones as we prepare for flight tests to begin, and we remain focused on delivering this capability on schedule,'' Dougherty said.

 

Manufactured at KC-46 Boom Assembly Center at Boeing Field in Seattle, the modernised fly-by-wire boom is expected to provide KC-46 tanker with advanced refuelling capabilities, enabling it to refuel any fixed-wing receiver aircraft anytime and on any mission.

 

Developed from Boeing's 767-200ER, KC-46A is a military aerial refuelling and strategic transport aircraft designed to replace the USAF's ageing KC-135 Stratotankers fleet, which has served as its primary refuelling aircraft for more than 50 years.

 

Boeing is currently under contract to deliver 18 KC-46 refuelling aircraft by 2017 to the USAF, which is planning to acquire a total of 179 tankers by 2027.

 

An initial test flight of the fully-equipped KC-46A tanker is planned for early 2015, while delivery will take place in 2016.

The Schiebel CAMCOPTER® S-100 has carried out a series of successful test flights in Grossmittel, Austria, to fully evaluate the combined capability of both systems.

 

The Corona 350 is a four axis gyro-stabilized gimbal containing four different cameras including an ultraviolet camera for corona detection, a thermal imaging camera for detecting hot-spots in power lines, a visual light camera and a digital frame camera.

 

 

What makes the Corona 350 unique is its ability to overlay its ultraviolet and color TV video data to create a combined image that allows operators to detect and identify coronal discharges – areas of ionized air – that are known to damage power line insulators and other electrical components.

 

The powerful combination of the Schiebel S-100 and the FLIR Corona 350 allows.to carry out aerial inspections quickly and efficiently. Additionally it is the perfect method of reducing costs making it an ideal solution for utility companies to perform inspection and maintenance of transmission lines, distribution networks and substations.

 

This application typically requires repetitive surveying of power lines and is usually carried out by manned helicopters or ground patrols. The advantage of using the unmanned CAMCOPTER® S-100 UAS over manned helicopters are that the system is uniquely capable of operating without any need for a prepared operating area, with up to 10 hours of endurance and line of site ranges out to 200kms, making the S-100 far more cost-effective than any manned alternative.

London - The British navy still doesn't have a grip on spiraling costs for an ambitious aircraft carrier expansion program, House of Commons lawmakers asserted this week.

 

A report issued Tuesday by the Commons Public Accounts Committee criticized the Ministry of Defense for continuing cost overruns in the program to build two new aircraft carriers and equip them with U.S.-built F-35B "jump-jet" joint strike fighters.

 

Committee members said the soaring costs have cast doubt on the government's ability to deliver the long-planned upgrades and puts it at serious risk.

 

The cross-party panel said it was "still not convinced that the Ministry of Defense has this program under control," adding the costly effort "remains subject to huge technical and commercial risks, with the potential for further uncontrolled growth in costs."

 

Margaret Hodge, the Labor Party member of Parliament who chairs the committee, pointed to a Defense Ministry decision in February 2012 to scrap plans to use F-35C fighters and instead revert to the original F-35Bs as an example of out-of-control spending.

 

 

"This U-turn, which will cost the taxpayer at least ($115 million), is the latest in an ongoing saga that has seen billions of pounds of taxpayers' money down the drain," she wrote.

 

"When this program got the green light in 2007, we were supposed to get two aircraft carriers, available from 2016 and 2018, at a cost to the taxpayer of ($5.7 billion).

 

"We are now on course to spend ($8.5 billion) and have no aircraft carrier capability for nearly a decade."

 

Because of the situation, the lawmakers declared the 2007 contract signed by the previous Labor government for the carriers was no longer "fit for purpose" because there are not enough incentives for contractors to cut costs.

 

Ministers, meanwhile, said they are trying to juggle the need for state-of the-art technology with controlling costs, the BBC reported.

 

British Defense Secretary Philip Hammond told the broadcaster the Defense Ministry was negotiating with contractors to bring costs under control and praised the recognition the original contract was no longer sufficient to do so.

 

Under the massive program, Britain is constructing two carriers -- the Queen Elizabeth and the Prince of Wales. The biggest bone of contention has been the production costs of the aircraft that are due to fly from them, which could rise much further, the Financial Times reported.

 

Britain's National Audit Office determined this year the cost of the vertical-landing fighters has more than doubled since their development began 2001, with higher costs possible if orders don't reach expectations.

 

The Commons report also renewed fears delays in the development of the Crowsnest early warning radar system for the carriers means the vessels won't be equipped with the radar until two years after the first one is deployed in 2020.

 

But defense officials denied that, telling the newspaper the Crowsnest program will provide "an initial operating capability by the time the first carrier is in operational service."

Alenia Aermacchi has fitted its M-346 Master advanced trainer aircraft with a fully integrated helmet mounted display (HMD) system to make it even more representative of the operational aircraft.

 

Installed into the aircraft's avionics systems and ground-based mission simulators, the HMD is designed to help pilots develop competency in use of advanced weapons systems management in scenarios fully representative of combat aircraft, by serving as a true interface between the pilot and aircraft systems.

 

The easy-to-use and maintain system can particularly prove effective in scenarios where the trainee uses the embedded tactical training system (ETTS) for sensor and weapons systems training by enhancing the pilot's situational awareness both in air-to-air and air-to-ground missions.

 

Besides enabling reconfiguration of navigation and tactical symbology for replication of various operational aircraft systems, the system also displays targeting and tracking information on the helmet visor to help trainees perform tactical manoeuvres and weapon release to achieve mission objectives.

 

Fitted with a click-on night module, the M-346 HMD facilitates easy mechanical integration with most of the common night-vision goggle (NVGs) models, and is also expected to prove useful for the back seat crew training.

 

The system successfully completed flight testing in May 2010.

 

Powered by two Honeywell F124-GA-200 turbofan engines, the M-346 Master is an advanced and lead-in fifth-generation fighter aircraft designed to offer combat pilot training for frontline fighters with high angle-of-attack capability.

 

A derivative of the Russian Yak-130 combat trainer, the aircraft features a full authority quadruplex fly-by-wire control system to remain fully controllable at angles of attack of more than 35°, as well as an integrated digital avionics suite with an ability to simulate sensors and threats in flight.

 

The aircraft has been ordered by the air forces of Italy and Singapore, and more recently by Israel as part of a $1bn government-to-government deal with Italy.

Angolan defence exhibition on hold

South African defence industry companies planning to exhibit products and services at Angola’s first defence exhibition have been given a breather in terms of preparation time.

 

FIDES (International Fair of the Defence and Security Industry) was originally set down for November 10 to 13 but has now been postponed.

 

A spokesman at the Angolan defence attaché’s office in Pretoria today confirmed the exhibition would not take place in November.

 

“Due to unforeseen circumstances the exhibition will not take place in November,” he said adding a new date had not yet been confirmed but it was expected to be staged early next year.

 

The delay will in all probability work to the advantage of the South African defence industry which received its official invitation to attend and exhibit via the SA Aerospace, Maritime and Defence Industries Association (AMD) on Monday. It will also give AMD executive director Simphiwe Hamilton and his staff more time to work on their submissions to the Department of Trade and Industry (dti) for export funding.

 

Announcing the exhibition last month, Angolan Defence Minister Candido Pereira dos Santos van Dunem said about 70 companies from five invited countries – Germany, Israel, Italy, Portugal and Spain – would take part. The theme of the exhibition, when it does happen, is expected to be “Peace, Security and Development”.

Trois navires de guerre russes ont franchi jeudi le détroit turc du Bosphore pour se rendre en Méditerranée orientale, près de la côte syrienne, sur fond de préparation d'une intervention militaire occidentale contre le régime de Damas.

 

Venant de la mer Noire, le navire de guerre électronique SSV-201 "Priazovié" a emprunté le détroit, qui traverse la métropole turque d'Istanbul, en compagnie des grands navires de débarquement "Minsk" et "Novotcherkassk", a constaté un photographe de l'AFP.

 

Le "Priazovié" avait quitté dimanche soir Sébastopol, port ukrainien où est basée la flotte russe de la mer Noire, "pour une mission dans l'Est de la Méditerranée", selon une source militaire citée par l'agence russe Interfax.

 

La Russie maintient une présence constante de plusieurs navires de guerre dans l'est de la Méditerranée où ils effectuent des rotations depuis le début de la crise syrienne il y a deux ans et demi.

 

A la suite d'une attaque à l'arme chimique dans la banlieue de Damas le 21 août, attribuée par les Américains au régime du président Bachar al-Assad, le président américain Barack Obama a demandé au Congrès de voter en faveur de frappes aériennes en Syrie. Moscou s'y oppose vigoureusement.

 

Principal soutien du régime de Damas auquel elle livre des armes, la Russie exploite depuis la période soviétique une base militaire dans le port de Tartous, à 220 km au nord-ouest de Damas.

Les Forces armées canadiennes commenceront à retirer une partie des troupes en Afghanistan à partir du mois d’octobre!

 

 

Dès le mois prochain, une première phase de retrait de troupes en Afghanistan débutera pour laisser environ 650 militaires sur place, a indiqué le major-général Dean Milner, commandant des troupes canadiennes en Afghanistan et commandant adjoint de la mission de formation de l’OTAN.

Elle sera suivie d’une deuxième phase juste avant les fêtes de Noël, qui laissera près de 375 militaires encore sur place. Puis une troisième phase aura lieu en janvier 2014, qui réduira l’effectif à une centaine de militaires et sera suivie d’une quatrième et dernière phase qui consistera à fermer la mission et rapatrier les 100 derniers soldats de l’Opération Attention avant le 31 mars 2014.

Au cours d’un entretien téléphonique, le major-général nous a dit être confiant que l’armée afghane pourra reprendre la suite des troupes de la coalition, même si son supérieur direct en Afghanistan, le général américain Joseph Dunford, a récemment indiqué que les forces afghanes auraient besoin d’au moins cinq autres années de soutien, alors qu’elles subissent en ce moment des pertes «insoutenables».

Selon le major-général Milner, un entraînement plus poussé des militaires afghans sur la détection et la neutralisation des engins explosifs improvisés a été mis en place afin de tenter de réduire les menaces contre les troupes afghanes.

Vietnam et France promeuvent leur coopération dans la défense

Le Vietnam souhaite renforcer sa coopération dans la défense avec la France, a souligné le vice-ministre de la Défense, le général Nguyên Chi Vinh, en recevant le 4 septembre à Hanoi l'ambassadeur français Jean-Noël Poirier.

Le général Nguyên Chi Vinh a demandé aux deux parties de consolider la confiance et la compréhension mutuelles ainsi que de partager des points de vue sur les problèmes régionaux.

 

Selon lui, les deux pays doivent rendre plus efficaces leurs relations bilatérales dans la défense, notamment dans la formation, l'industrie militaire et la coopération entre instituts de recherche et forces armées.

 

Le Vietnam apprécie hautement la prochaine visite du ministre français de la Défense, Jean-Yves Le Drian, a-t-il ajouté.

 

L'ambassadeur français, pour sa part, s'est déclaré satisfait du bon développement des relations entre les deux pays, dont celles dans la défense.

 

Il a également demandé aux deux parties de renforcer la coopération en matière de défense, notamment dans le contexte où les deux pays accélèrent la signature d'une déclaration sur l'établissement de relations de partenariat stratégique.

Official: Pentagon may take charge of arming Syrian rebels

WASHINGTON, D.C. — Washington is weighing expanding support for Syrian rebels by having the Pentagon take charge of arming the opposition instead of a clandestine effort by the CIA, officials said Wednesday.

 

"It's under consideration," said a US official, who spoke on condition of anonymity.

 

"If and how (it would be done) are both questions being discussed," the official told AFP.

 

The Wall Street Journal first reported the possible change on Wednesday.

 

After concluding in June that the Syrian regime used sarin gas in a small-scale attack, President Barack Obama's administration decided to start supplying weapons to the rebels through the Central Intelligence Agency.

 

But after another alleged chemical weapons attack on a larger scale — and as lawmakers debate whether to endorse Obama's call for military action against the regime — the administration is looking at ratcheting up support for the rebels, two US officials said.

 

Lawmakers have complained that promised weapons have yet to arrive, putting the opposition at a disadvantage against President Bashar al-Assad's heavily-armed forces.

 

Obama's deputies at hearings Wednesday and Thursday acknowledged the holdup, while suggesting the administration was open to additional assistance for the rebels.

 

Although the administration was focused on possible strikes to "deter" Assad's regime from employing chemical weapons, it was ready to examine how to provide more help to the opposition, General Martin Dempsey, chairman of the Joint Chiefs of Staff, told senators on Tuesday.

 

"I think that subsequent to that (military action), we would probably return to have a discussion about what we might do with the moderate opposition in a — in a more overt way," he said.

 

Under the CIA, support for the rebels is deemed covert and details of the assistance remain secret. If the Pentagon took over, however, the cost and scope of the aid would no longer be classified.

 

Secretary of State John Kerry, speaking before the Senate Foreign Relations Committee along with Dempsey, acknowledged that the opposition was still waiting for some military help.

 

"There are things that haven't gotten there yet," Kerry said.

 

On Wednesday before the House Foreign Affairs Committee, the top US diplomat called for ramping up support for the "moderate" opposition.

 

"I continue to believe that the moderate opposition is key to Syria's future and that we must redouble our efforts to support them as soon as possible," he said.

 

The administration has been cautious in its approach to the rebels, citing concerns about Islamist extremists in the ranks with links to Al-Qaeda.

 

And delays in delivering weapons have reportedly been due to vetting efforts by the CIA.

 

But the suspected chemical weapons attack two weeks ago that allegedly killed hundreds has led the administration to consider expanding the scope of its support with more weapons and training, possibly with the help of US special forces.

 

If a decision is made, the change would not occur overnight, the US official said.

 

"It's a process that would take some time," the official said.

 

Senator John McCain, who has urged military intervention in Syria, said he had asked the president in a meeting Monday about the CIA's delays in supplying weapons to rebels.

 

According to McCain, Obama confirmed the problem and told him "that that's going to change."

Les dirigeants européens n'ont pas de mots assez durs pour qualifier l'attaque chimique du 21 août en Syrie, un «crime contre l'humanité», selon Herman Van Rompuy, mais ils refusent de donner leur caution à une intervention militaire.

Russian destroyer enters east Mediterranean to head task force – report

A large anti-submarine ship named “Admiral Panteleyev” reportedly arrived in the east Mediterranean Sea to join the Russian standing naval force as flagship. It comes shortly before the scheduled rotation of two Russian landing craft carriers in the area.

 

 

The Russian Navy destroyer left the Far-Eastern port city of Vladivostok on March 19 and arrived in the designated area of the eastern Mediterranean on Wednesday, according to sources cited by Interfax and RIA Novosti.

 

Meanwhile, the Russian Defense Ministry said that large landing craft carriers “Novocherkassk” and “Minsk” of Russia’s Black and Baltic Sea Fleets have been dispatched to the area, and will join the permanent Mediterranean naval force on September 5-6 in accordance with the earlier planned schedule.

 

A General Staff source told Itar-Tass that reconnaissance ship “Priazovye” also headed to the area to aid in monitoring the situation in the region.

 

A senior Russian Navy Main Staff source also told Interfax that guided missile cruiser “Moskva” will be the next vessel arriving in the Mediterranean to replace “Admiral Panteleyev” as flagship.

“Moskva” will arrive “in 10 days’ time,” the source claimed, adding that Russian Baltic Fleet destroyer “Nastoichivy” and escort ship of the Black Sea Fleet “Smetlivy” will also be joining the Russian naval unit “in the short run.” None of these claims have been officially confirmed.

 

The Defense Ministry has repeatedly stressed that the maneuvers are part of the “stage-by-stage rotation of warships and support ships of the standing naval force in the Mediterranean” and that the recent deployments are aimed at monitoring the situation in the region.

 

“This is a normal practice of any fleet in the event of rising tension in any given ocean or sea area,” Itar-Tass’s source said, adding that the Russian Navy will only be increasing its “complex monitoring” of the situation around Syria.

 

According to a ministry spokesman’s Tuesday statement, the key task of the Russian standing naval force in the Mediterranean is “comprehensive monitoring over the air, underwater, and surface situation in the zone of its deployment.”

Prior to the arrival of destroyer “Admiral Panteleyev,” the naval force consisted of landing craft carriers “Aleksandr Shabalin,” “Admiral Nevelskoy,” and “Peresvet,” RIA Novosti reports. It also included escort vessel “Neustrashimy” as well as a tanker and a tugboat.

 

As the Russian Navy’s moves sparked speculations in the media claiming that Russia is boosting its naval presence in the region ahead of a possible Western strike against Syria, defense officials said that one should not draw parallels between relocations of warships and the Syrian crisis.

 

“Our military presence in this region predates the Syrian conflict, and will continue after it, and so it would be wrong to draw any connection between the rotation of our ships in the Mediterranean region and events in Syria,” a senior Russian Navy source told RIA Novosti.

L’Université d’été de la Défense aura lieu lundi et mardi dans la cité paloise.

 

Dix ans après son lancement, l’Université d’été de la Défense revient en Aquitaine après avoir effectué un petit tour de France. Inaugurée en 2003 à Arcachon, elle se déroulera lundi et mardi à Pau.

 

Cette rencontre est organisée à l’initiative des deux présidents des Commissions de la défense de l’Assemblée nationale. Elle rassemble tous les ans, à la fin de l’été, plusieurs centaines d’élus, de fonctionnaires et d’industriels du monde de la Défense.

 

Les nouveaux enjeux

 

À Pau, ce sont environ 400 personnes qui sont attendues pour une série de débats, de visites et de rencontres informelles alors que les questions militaires occupent le devant de la scène. Sur le plan intérieur, le nouveau Livre blanc, le budget de la Défense et l’annonce d’une nouvelle réforme des armées ont suscité de nombreuses interrogations avant l’été et le débat à venir sur la loi de programmation militaire va être l’un des temps forts de cet automne.

 

En ce qui concerne les sujets internationaux, l’opération Serval au Mali et les discussions liées à une intervention en Syrie sont présentes dans tous les esprits.

 

En lien avec l’ensemble de cette actualité, les responsables de l’Université d’été ont voulu que les points essentiels du secteur soient abordés « sous l’angle des nouveaux enjeux économiques et géostratégiques dans un contexte associant la réponse aux urgences opérationnelles et la préparation des outils de défense de demain ». Quatre débats sont ainsi prévus lundi. Ils auront pour thème l’opération Serval, la loi de programmation militaire, la cyberdéfense et les ressources humaines en temps de crise.

 

Mardi, après un petit-déjeuner consacré à la coopération européenne, la séance plénière reviendra sur l’ensemble de ces questions en s’interrogeant sur les conséquences que des ressources comptées peuvent avoir sur la stratégie. Le ministre de la Défense, Jean-Yves Le Drian, devrait prononcer l’allocution de clôture.

 

À l’occasion de ces journées, l’armée de terre organisera une démonstration dynamique sur le site du 5e Régiment d’hélicoptères de combat (RHC). Elle reproduira, en particulier, différentes phases des opérations récentes conduites sur des théâtres extérieurs.

 

Plusieurs visites sont également programmées, notamment au complexe de tir adapté où s’entraînent les forces spéciales et à l’école des troupes aéroportées.

Les embarcations de 6,70 mètres sont destinées aux fusiliers marins et aux commandos basés à Lorient. La première livraison interviendra dès octobre 2013.

Formateur à l’école de l’Alat depuis dix-huit ans, le lieutenant Marc Le Bris est le champion incontesté du vol opérationnel sous jumelles de vision nocturne. À son palmarès : plus de 3 300 heures dans cette spécialité.

 

Marco est au vol de nuit sous jumelles de vision nocturne (JVN) ce que Clint Eastwood est au cinéma américain : une star incontournable. Marco, comme l’appellent ses collègues, c’est le lieutenant Marc Le Bris, moniteur à l’École de l’aviation légère de l’armée de Terre (Ealat). À 48 ans, dont trente ans de service, il forme les pilotes au vol de nuit opérationnel (combat et sauvetage) sous JVN, savoir-faire propre à l’Alat. Marc découvre le plaisir du pilotage à 8 ans : « Mon oncle, qui m'installait à la place du pilote dans son petit avion, me faisait rêver en me parlant de l’Alat et j’ai passé les tests dès que j’ai pu. » Il intègre donc l’école nationale des sous-officiers de Saint-Maixent en 1983 et se spécialise dans le pilotage de l’hélicoptère Puma avant de rejoindre le 1er régiment d’hélicoptères de combat, à Phalsbourg.  « Avec ce régiment, j’ai participé à ma première opération extérieure, au Tchad, en 1986. Nous devions récupérer des soldats tchadiens blessés au combat. Cette expérience m’a marqué. Je me suis senti utile », se souvient Le Bris. Le pilote enchaîne sur des missions en Centrafrique, dans le golfe Persique – il participe notamment à la guerre du Golfe –, en Nouvelle-Calédonie et sur les porte-avions Foch et Clémenceau. En 1992, il vit sa première expérience d’instructeur JVN à l’Ealat, au Luc-en-Provence. Sept ans plus tard, il s’envole pour le détachement de l’Alat de Djibouti comme chef de bord Puma. En 2001, devenu moniteur, il retrouve la brigade JVN. Qualifié au pilotage des hélicoptères Gazelle, Fennec et Puma, le lieutenant Le Bris affiche  6 800 heures de vol à son actif quand la plupart des pilotes terminent leur carrière avec une moyenne de 4 000 heures.

 

Sa particularité ? Avec 3 500 heures de nuit dont 3 300 sous JVN, il détient le record mondial du vol opérationnel sous JVN depuis des années. « Ce vol est particulier : il est plus technique, plus précis. L’attention doit être plus soutenue. L’atmosphère est aussi plus calme que le jour. À travers les JVN, nous voyons le monde en vert, c’est magique  ! » explique-t-il. Pour se détendre, il délaisse parfois les airs pour la mer : « En plongée, je retrouve la technicité, l’attention, l’adrénaline. C’est un monde aussi calme et magique que celui de la nuit. Pour moi, la terre est un trait d’union entre ces deux univers. »

 

Dans une salle de cours de l’Ealat, qui fête ses 50 ans cette année, il décrit à trois pilotes stagiaires les particularités du vol sous JVN : « Avec 2,5 kilos sur la tête, le poids du casque et des jumelles, vous avez mal au dos. Le champ de vision est limité à 40 degrés. L’image n’a aucun relief, l’appréciation des distances est faussée, vos yeux n’arrêtent pas de balayer le paysage. Comme vous ne pouvez pas voir net à moins de 7 mètres, votre camarade à côté de vous est flou. C’est déstabilisant ! Il faut une grande concentration, cela demande beaucoup d’énergie. Pourtant, il faut maintenir une synergie dans l’équipage. C’est une question de sécurité. » Pour le lieutenant Toutain, chef de la brigade JVN, Marco est « très pédagogue et connaît toutes les subtilités des différents vols ». « Malgré sa stature, il reste accessible », commentent les lieutenants Megard et Rastouil, pilotes stagiaires.

 

Le soleil se couche. Il est 21 heures. Sur la piste, face au massif des Maures, trois Gazelle se mettent en route. Le bruit des rotors s’intensifie : des stagiaires vont décoller pour un exercice de vol de nuit en patrouille. Marc Le Bris est à leurs côtés. Alors que l’aéronef quitte le tarmac, le colonel Doutaud, chef de corps de la base école Général Lejay, témoigne : « Il a fallu plusieurs décennies pour que nos équipages sachent manœuvrer et combattre, en formation, de jour comme de nuit. Grâce à des hommes comme le lieutenant Le Bris, qui a formé des générations de pilotes, l’Alat maîtrise les savoir-faire particuliers du combat de nuit. Ce genre de vol est particulièrement éprouvant. En moyenne, les formateurs restent quatre ans dans la brigade JVN. Lui est là depuis dix-huit ans  ! » La majorité des pilotes engagés en Afghanistan, en Libye et au Mali est assurément passée entre les mains du lieutenant Le Bris.

L'A400M goûte à la terre et au gravier

C'est un environnement auquel il sera régulièrement confronté : les pistes non goudronnées, faites de terre et de gravier. Airbus Military vient en effet d'annoncer que l'A400M a terminé une série d'essais sur piste sommaire en Espagne, plus précisément sur un terrain à Ablitas dans le nord de l'Espagne, près de Saragosse.

 

C'est l'avion de développement n°2 (MSN 2) qui a servi à ces essais. Vingt-cinq atterrissages ont été réalisés, qui ont permis de vérifier que les projections de graviers et de pierres n'endommageaient pas l'avion.

 

L'un des objectifs de ces essais était également de montrer que la masse de l'avion au décollage (qui peut atteindre les 141 tonnes) est suffisamment bien repartie pour ne pas endommager irrémédiablement ce genre de piste, souvent meuble.

Le croiseur lance-missiles russe Moskva, vaisseau amiral de la flotte russe de la mer Noire, arrivera dans la partie orientale de la Méditerranée le 17 septembre prochain, a annoncé mercredi à Moscou un représentant de l'Etat-major général des Forces armées russes.

 

"Le croiseur Moskva, qui se trouve actuellement dans l'Atlantique, fait route vers la Méditerranée sans faire d'escale au Cap Vert. Il y arrivera le 17 septembre", a indiqué l'interlocuteur de RIA Novosti.

 

Selon lui, le pétrolier Ivan Boubnov effectuera une visite de travail au Cap Vert à la place du croiseur Moskva.

On the occasion of finalising talks between Czech and Swedish parties on prolongation of a lease agreement of SAAB 39 Gripen supersonic aircraft, Czech PM Jiri Rusnok visited 21st Tactical Air Force Base at Caslav to get more information on operation of these aircraft and conditions of their pilots who guard Czech air space daily for eight years.

 

A squadron of SAAB 39 Gripen (also known as JAS-39 Gripen) aircraft serves not only for the Czech Republic but also within NATO Integrated Air and Missile Defence System. “I am glad that pilots are very satisfied with the equipment they use. I think that this aircraft seems to be optimal choice for our military at all, that is in tactical, combat and operational economic respects,” said Jiri Rusnok, Prime Minister of the Czech Republic at the Caslav Base.

 

PM Rusnok was accompanied by Minister of Defence Vlastimil Picek and Chief of the General Staff of ACR Lieutenant General Petr Pavel. They toured the whole base including infrastructure and support facilities where pilots of SAAB had passed their experience with service. In discussion, Minister Picek, General Pavel and commander of the 21TAFB Colonel Petr Hromek informed PM Rusnok about risky factors that would possibly occure in transition to another type of supersonics.

 

Talks with the Swedish party resulted in mutually advantageous draft agreement on prolongation of the lease of 14 Gripen aircraft for more than ten years. Minister of Defence Vlastimil Picek said that the decision over the prolongation would probably take the next government and added that the present one had created the best for really simple decision in future.
