BAE Systems has been selected by Raytheon to help develop the U.S. Air Force’s Dismount Detection Radar (DDR). The company will lead the development of the system’s radar command, control, processing, exploitation, dissemination, and mission planning modules.

 

“Our Ground Moving Target Indicator’s exploitation capability and integrated radar control technology enables the DDR to robustly find and track potential threats to warfighters, vehicles, and individuals in near real-time, day and night,” said David Logan, vice president and general manager of Technology Solutions at BAE Systems. “We look forward to working closely with our teammate Raytheon and the U.S. Air Force to quickly deliver this mission-enabling capability. “

 

Serving as the operator’s control interface to the radar, this deployable, mission-ready software leverages years of investment in advanced radar exploitation and automation, and eliminates the burden on the operators who find themselves overloaded in sensor input data.

 

“The dismount detection radar will help soldiers, intelligence analysts and commanders in the field make critical decisions,” said Lt. Col. Ed Byrne, DDR project manager for the U.S. Air Force. “This innovative radar represents a true team effort between government and industry.”

 

It is anticipated that the BAE Systems designed modules will be in operation in DDR Ground Stations when the system is fielded in late 2014.

QUANTICO, Va. | FAUN TRACKWAY USA, Inc. will launch an innovative new system allowing deployment of its ground mobility systems by a wider range of vehicles at the Modern Day Marine Expo in Quantico, Virginia on September 25-27, 2012.

 

The product, AGMS (Adjustable Ground Mobility System), can be attached in minutes to a wide range of front-end-loader vehicles, commonly owned by forces around the world.

 

This will allow operators to deploy FAUN TRACKWAY's portable roadway systems without the need for a dedicated vehicle.

 

As well as significantly increasing deployment flexibility, it could also considerably reduce the cost of equipping a force with portable roadway capability.

 

The product is compatible with both MLC 70 TRACKWAY – the multi-terrain system for tracked and wheeled vehicles up to and exceeding 70T – and MLC 30 TRACKWAY – widely used in beach-landing operations by wheeled vehicles up to and exceeding 30T – another important innovation giving greater flexibility.

 

This technology has been developed after extensive consultation with a number of expeditionary forces who are all looking to improve the efficiency of their operations.

 

Michael Holdcraft, vice president of business development at FAUN TRACKWAY USA, said: "We believe this product to be a huge milestone in terms of the efficient deployment of portable roadway systems.

KONGSBERG has received a purchase order to the CROWS II program valued NOK 195 million ($ 34.16 million).

 

The CROWS II order with the US Army is for spare parts and is part of the increased CROWS II frame contract disclosed on 4 July 2012. The initial CROWS II framework agreement was disclosed on 22 August 2007.

 

CROWS is a joint acquisition program for weapon stations for the US Army`s vehicle programs. A common solution will result in substantial efficiency gains in respect of protection, training, support and further development.

 

The Protector Weapon Control System protects military troops by allowing the vehicle's weapons to be operated from a protected position inside the vehicle.

UK defence and aerospace firm BAE Systems has been contracted by the US Marine Corps to design, construct and put through trials a variety of new and upgraded amphibious troop transport platforms.

 

These include the in-service AAV (Assault Amphibious Vehicle), the current MPC (Marine Personnel Carrier) development programme and the future ACV (Amphibious Combat Vehicle) project, with two contracts awarded for the latter out of a total of four.

 

Specifically, BAE Systems is now tasked with undertaking an AAV trade study, constructing and trialling a single MPC demonstrator and taking the ACV vision to the next level.

 

The AA7-VA1 Assault Amphibious Vehicle design has been in service for four decades and remains the US Marine Corps' key amphibious troop transport. Originally designed and built by FMC Corporation and sold to nine nations besides the US, its combat history includes the 1982 Falklands Conflict, the 1991 Gulf War and the more recent Conflict in Iraq.

 

Amphibious Vehicle Upgrade

 

Now, BAE Systems is charged with leading the Assault Amphibious Vehicle upgrade programme, to extend the type's in-service life.

 

The Marine Personnel Carrier is due to enter US Marine Corps service in 2015 and will be built in three variants - a generic version (the MPC-Personnel) and two sub-versions (the MPC-Command and MPC-Recovery).

 

BAE Systems is a lead MPC contractor alongside IVECO Defence Vehicles and, according to a company press release, the new MPC contract will give it the opportunity to ‘showcase its optimized 8x8 wheeled vehicle to the US Marine Corps and demonstrate its superior balance of sea-keeping capability and force protection.'

 

Amphibious Troop Vehicles

 

The Amphibious Combat Vehicle programme was instigated in place of the now-cancelled Expeditionary Fighting Vehicle programme, dropped last year. Again, there'll be three versions of this amphibious troop vehicle produced, giving the US Marine Corps a Fighting Vehicle, a Command and Control Vehicle and a Recovery and Maintenance Vehicle.

 

"Our team has worked very hard on each RFP, and we're beyond thrilled that all of our proposals resulted in awards to BAE Systems", explained BAE Systems' Vehicle Systems Vice President, Ann Hoholick. "These awards are truly a grand slam for our team. We're proud to have supported the US Marines for over 70 years, and these programs will continue to build upon this relationship."

Defence and security company Saab has signed a new contract with the U.S. Army for the company’s Carl-Gustaf man-portable weapon system. This marks the second time the U.S. Army has bought the 84mm recoilless rifle system to equip its forces. The total order value is $31 million (approximately MSEK 205).

 

Long in service with U.S. Special Operations Forces, the system has only recently been taken into service by the U.S. Army for its regular infantry units as well.

 

“This is another great milestone for Saab and the Carl-Gustaf system. This new order demonstrates the continued belief by the customer in the capabilities and versatility of our product”, says Tomas Samuelsson, Senior Vice President and Head of Saab’s business area Dynamics.

 

“The fact that the U.S. Army continues its plans to deploy this game-changing weapon system to its main-line units speaks for itself. The Carl-Gustaf has repeatedly proven itself in the most demanding environments and it is a versatile, powerful tool for the soldier”, said Saab North America President, Dan-Åke Enstedt.

 

The Carl-Gustaf system has a successful history, and has successively been modernized and adapted to meet new requirements. A true multi-role, man-portable shoulder-fired weapon, the system is in use in more than 40 countries worldwide. Currently produced as the Carl-Gustaf M3 version, Saab continues to develop this reliable system with the aim to provide a more advanced lighter weight version in the future.

Le contentieux opposant Boeing et Airbus, filiale d'EADS, auprès de l'Organisation mondiale du commerce (OMC) risque de ne pas faciliter l'autorisation aux Etats-Unis du projet de fusion d'EADS avec BAE Systems.

 

BAE, très présent aux USA et notamment sur des contrats militaires sensibles, doit pouvoir prouver que la sécurité des Etats-Unis ne sera pas remise en cause s'il s'allie avec EADS, consortium impliquant deux pays, la France et l'Allemagne, dont les relations avec Washington ne sont pas aussi souples que celles de Londres.

 

Le projet de fusion, s'il va de l'avant, doit être examiné par le Committee on Foreign Investment in the United States (CFIUS), organe créé à partir de divers organismes gouvernementaux et la procédure pourrait bien remettre sur le devant de la scène sept années de bataille juridique entre Boeing et Airbus, autour d'une question de subventions.

 

"La dynamique du dossier de l'OMC est pertinente au regard de celui concernant EADS-BAE dans la mesure où l'Europe n'a pas respecté les décisions de l'OMC, aux yeux des USA", a dit une source américaine au fait de la procédure en cours à l'OMC ainsi que des procédures d'autorisation fédérales.

 

"Si le dossier de l'OMC traitait d'hormones ou de jeux de hasard, ça n'aurait rien à voir. Mais il s'agit de subventions à l'aéronautique, qui peuvent être exploitées pour nuire aux intérêts américains et peuvent être exploitées jusque dans les marchés de la défense".

 

Le différend a connu une nouvelle péripétie lundi lorsque les Etats-Unis ont dit qu'ils s'étaient pliés à un jugement de l'organisation leur ordonnant de supprimer des subventions à Boeing jugées illicites. La Commission européenne ne s'en est pas laissée compter, affirmant qu'elle devait s'assurer elle-même que tel était bien le cas.

 

L'UE affirme elle aussi avoir obéi à l'OMC mais, pareillement, Washington a de forts doutes à ce sujet, au point de brandir la menace de sanctions commerciales de 10 milliards de dollars.

 

Un responsable de Boeing avait dit la semaine dernière que l'opération BAE-EADS soulevait des questions de sécurité à la fois industrielle et nationale et devait donc être examinée avec le plus grand soin. Boeing lui-même reste pour l'instant discret quant à ce qu'il compte faire face à cette éventuelle et nouvelle concurrence imprévue.

 

RETOMBÉES POLITIQUES ET ÉCONOMIQUES

 

Pour ce qui concerne de la procédure suivie par le CFIUS, elle est "très rigoureuse et exhaustive", de l'avis d'un ex-responsable américain, au fait de ce type de procédure.

 

C'est pourquoi, ceux qui voudraient exploiter l'actuel affrontement à l'OMC pour faire dévier ses travaux de leur strict mandat de sécurité nationale risquent d'avoir du mal à le faire, estiment des analystes.

 

"Je suis persuadé qu'il y a des questions de sécurité qui doivent être légitimement examinées mais on voit mal comment les subventions à de l'aéronautique civile pourraient se retrouver à l'ordre du jour de l'examen d'une fusion dont la priorité est la sécurité", explique John Magnus, président du consultant TradeWins.

 

"S'il conclut effectivement qu'une alliance entre BAE et EADS représente une menace pour des motifs de sécurité nationale, je suis bien certain que cela se fonderait sur des opérations militaires et non pas sur des subventions reçues par Airbus".

 

Washington devra aussi pondérer avec soin les questions de sécurité avec celles purement diplomatiques car Londres, Berlin et Paris ne manqueraient certainement pas de réagir si les USA tentaient de bloquer l'opération, estiment deux responsables de l'industrie de la défense.

 

Il y a enfin le volet économique de la chose et, de l'avis d'un responsable industriel, il est rare que le CFIUS bloque une opération.

 

"L'investissement étranger est un appui important de la croissance économique américaine, par lequel transitent cinq millions d'emplois; il est donc d'une importance primordiale que le CFIUS reste concentré sur la sécurité nationale", observe Nancy McLernon, du groupe de lobbying Organization for International Investment.

Une visite à Washington devrait permettre d'avancer sur le dossier des Male.

 

Selon nos informations, le délégue général de l'armement Laurent Collet-Billon devrait se rendre dans les prochains jours aux Etats-Unis pour y rencontrer ses homologues américains. Objectif : mettre un peu de concret dans ce feuilleton des drones Male (moyenne altitude longue endurance) qui n'en finit pas de durer, et poser les bases d'une future acquisition de drones MQ-9 Reaper/Predator B.

 

Pour l'heure, il est impossible de savoir quel niveau d'engagement sera formalisé à Washington. La signature d'un contrat en bonne et due forme reste, à ce stade, peu probable. Mais la rencontre prévue ce samedi entre Angela Merkel et François Hollande pourrait permettre de valider un protocole d'accord franco-allemand qui officialiserait auprès de Washington le projet d'acquisition en commun d'une dizaine de drones Reaper. Des drones qu'il faudrait livrer à l'horizon 2014-2015, date à laquelle l'Allemagne et la France envisagent de remplacer leurs Heron 1/Harfang.

 

Les rencontres de haut niveau à venir devront également aborder l'épineux problème de la "francisation" du futur Reaper. Les détracteurs de la solution Reaper continuent d'affirmer que l'accès aux codes sources et aux équipements du drone sera insuffisant pour permettre de certifier son utilisation dans l'espace aérien civil -- un problème auquel les Britanniques se sont déjà heurtés.

 

La nouvelle dimension franco-allemande devra prendre en compte les impératifs nationaux des deux pays, en particulier en matière de sécurisation de la chaîne de communication. Ces travaux d'"européanisation" seront certainement conduits par Cassidian, branche défense d'EADS, mais peut-être aussi par Rheinmetall. Les deux industriels sont déjà réunis au sein de la société conjointe Rheinmetall Airborne Systems GmbH, qui met en oeuvre les Heron 1 allemands au profit de la Luftwaffe.

BAE Systems Hits Grand Slam with Four Marine Corps Contract Wins

 

The U.S. Marine Corps has awarded BAE Systems four different contracts to design, build and test various amphibious vehicles, solidifying the company’s position as a leader in marine vehicle engineering.

Over the next year and a half, the company will complete a trade study around the current Assault Amphibious Vehicle (AAV); build and test a prototype of its Marine Personnel Carrier (MPC); and work on two different contracts related to the design of the Corps’ proposed Amphibious Combat Vehicle (ACV).

“Our team has worked very hard on each RFP, and we’re beyond thrilled that all of our proposals resulted in awards to BAE Systems,” said Ann Hoholick, vice president and deputy general manager for Vehicle Systems. “These awards are truly a grand slam for our team. We’re proud to have supported the U.S. Marines for over 70 years, and these programs will continue to build upon this relationship.”

The first contract is an AAV upgrade trade study, which will help the Corps’ AAV Program Office determine an optimal design for the AAV RAM/RS vehicle upgrade. This ship-to-shore vehicle has been in service since 1972, but BAE Systems continues to upgrade the vehicle and extend its life. This work will also support a validation that the capability upgrades can be produced at the targeted average procurement unit cost.

The MPC demonstration and study effort allows BAE Systems, partnered with teammate IVECO, to showcase its optimized 8x8 wheeled vehicle to the U.S. Marine Corps and demonstrate its superior balance of sea-keeping capability and force protection. The vehicle provides a new hallmark to expeditionary combat vehicle relevance.

The final two contracts, focused on design work for the ACV, will provide a leap forward in amphibious vehicle survivability by delivering the U.S. Marine Corps a blast test demonstrator based on the ACV requirements. Included trade studies will confirm the vehicle’s land and water mobility can still be achieved at higher survivability levels.

One contract is related to a new, ACV-specific design concept; the second is for a design that is based off of the existing AAV. The purpose for both awards is to allow the U.S. Marine Corps the opportunity to evaluate design concepts based on a new design or an upgrade to current vehicles.

Taken as a whole, BAE Systems’ overall goal under these four contracts is to help the U.S. Marine Corps design a “Family of Systems” that incorporates low risk, mature technologies that are scalable to pace the threat and align to emerging requirements and funding. Leveraging shared designs and systems within the vehicles will decrease infrastructure, training, maintenance and support costs.

Pour EADS, l'un des enjeux de la fusion sera de pouvoir conserver le contrôle des 10 milliards de dollars de contrats de BAE auprès du Pentagone.

 

Parmi les principales questions qui perturbent les investisseurs d'EADS et de BAE Systems depuis que le projet de fusion a été dévoilé, celle de l'avenir des activités américaines du groupe de défense britannique occupe une place prépondérante. Les interrogations portent sur le niveau d'intervention du futur groupe dans ce domaine qui, rappelons le, représentent plus de 10 milliards de dollars ou encore 43 % des revenus de BAE. Que Washington impose des règles de contrôle trop strictes, et c'est une grande partie de l'intérêt de l'opération qui s'envolera en fumée.

 

Actuellement, les contrats signés par le Pentagone avec des sociétés étrangères sont soumis à ce que les américains appelle un « special security arrangement » ou SSA. Dans le cas de BAE, ce SSA est relativement favorable puisqu'il laisse au groupe de défense britannique la liberté de nommer les membres du conseil d'administration de sa filiale américaine et à des citoyens de sa « gracieuse Majesté » de participer aux décisions, voire de travailler sur des projets très sensibles, comme le développement de l'avion de combat de future génération F-35 . Après tout, on est entre anglo-saxons.

 

Dans le cas d'EADS, qui souffre de son image franco-allemande, le SSA est nettement plus restrictif puisqu'il impose que les contrats militaires soient logés dans des structures suffisamment étanches pour que le groupe européen ne puisse pas en assurer le contrôle quotidien, rappelait ce lundi le « Financial Times ». Dans le jargon juridique, ces structures s'appellent des « proxys ».

 

Conserver le SSA actuel de BAE

 

Pour Tom Enders, qui joue une partie de sa carrière dans cette affaire, tout l'enjeu est de conserver le SSA actuel de BAE en cas de réussite du projet de fusion. « Si l'on doit aboutir à un schéma dans lequel les activités américaines de BAE échappent au contrôle du nouvel ensemble, alors l'opération perdra de son intérêt », confirme-t-on de source proche du projet.

 

Pour satisfaire le comité des investissements étrangers aux Etats-Unis (« Cfius »), l'instance intergouvernementale américaine qui sera chargée d'instruire le dossier (si elle est saisie), EADS doit donc démontrer qu'aucun citoyen non anglo-saxon n'aura accès aux contrats américains de BAE. Au risque sinon de se voir imposer d'en passer par un « proxy ». Safran en a fait l'amère expérience il y a a un an lors du rachat de L-1 Identity Solution, un spécialiste de la biométrie.

 

Pour Tom Enders, l'effort de conviction sera d'autant plus difficile à mener si à l'arrivée, la France et l'Allemagne sont actionnaires du futur EADS à hauteur de 18 %, laissant planer, à tort ou à raison, un soupçon d'interventionnisme européen.

L'association entre l'un des principaux partenaires industriels de Boeing et l'un de ses plus féroces compétiteurs pourrait bouleverser la donne dans le secteur de l'aéronautique et la défense.

 

Lors d'une remise de prix organisée en avril, Boeing a mis à l'honneur 14 "fournisseurs de l'année", parmi lequel figurait en bonne place BAE Systems, le groupe de défense britannique actuellement en discussions en vue d'une fusion avec EADS, maison mère d'Airbus, concurrent frontal du géant américain dans l'aéronautique civile.

 

"Nous sommes heureux qu'ils (les 14 fournisseurs) fassent partie de notre équipe", avait dit à l'époque Jim McNerney, PDG de Boeing.

 

L'association entre l'un des principaux partenaires industriels de Boeing et l'un de ses plus féroces compétiteurs pourrait bouleverser la donne dans le secteur de l'aéronautique et la défense, qui représente des centaines de milliards de dollars par an.

 

Un groupe issu d'une fusion entre EADS et BAE Systems afficherait plus de 72 milliards d'euros de chiffre d'affaires sur la base des résultats 2011, dépassant ainsi Boeing, tout en affichant une répartition plus équilibrée entre activités civiles et militaires.

 

Le jour même de l'annonce des discussions en vue d'une fusion, le 12 septembre, Jim McNerney, a dit qu'il ne considérait pas que la nouvelle entité qui naîtrait de la fusion représente une réelle menace, ajoutant que c'était l'illustration de début d'une phase de consolidation mondiale.

 

Le 19 septembre, le dirigeant des activités défense de Boeing a cependant estimé qu'une fusion entre BAE et EADS soulèverait des questions de sécurité nationale mais aussi industrielles et devrait de ce fait être examinée de près par les régulateurs.

 

CRAINTES DES PARTENAIRES DE BAE SYSTEMS

 

Des dirigeants d'entreprises qui travaillent en collaboration avec BAE redoutent de perdre l'accès à des documents du Pentagone jugés sensibles si le département d'Etat de la Défense décidait de ne plus communiquer certaines données au groupe britannique.

 

Washington pourrait prendre une telle décision en raison de la présence de l'Etat français au capital d'EADS, qui pourrait d'ailleurs également bientôt voir l'Etat allemand prendre une partie de ses actions.

 

BAE et le Pentagone sont actuellement liés par un accord spécial de sécurité (special security agreement -SSA), qui autorise le groupe britannique à être sous-traitant dans le cadre de contrats classés secret-défense.

 

Selon la presse britannique, pour ne pas mettre en péril ce SSA, EADS et BAE Systems ont dit au Pentagone qu'ils donneraient naissance à un groupe de défense aux Etats-Unis isolée du reste de leurs activités, avec quasiment uniquement des Américains au conseil d'administration.

 

"BAE est un acteur important dans la défense aux Etats-Unis (...) Si l'entreprise fait partie d'une entité différente, est-ce que cela la condamne comme fournisseur?", s'interroge un responsable industriel du secteur, redoutant que la chaîne d'approvisionnement du secteur soit perturbée en cas de remise en cause du SSA.

 

A titre d'exemple, les systèmes électroniques de BAE sont présents dans 6 343 Boeing volant actuellement dans le monde. Le groupe est également l'un des principaux fournisseurs de Lockheed-Martin dans le F-35 Joint Strike Fighter, le futur avion de combat commandé par l'armée de l'air américaine.

London -  The Royal Air Force's first RC-135W Airseeker electronic intelligence aircraft is on track for delivery in December 2013, with conversion work running on schedule, says the UK's Defence Equipment & Support (DE&S) organisation.

 

Updating the status of a programme to convert three ex-US Air Force KC-135 tankers to the service's Rivet Joint surveillance configuration, the Ministry of Defence's procurement and support body says: "The glass cockpit that features in the RC-135 is well on its way to being embodied. The aircraft will be rolling out for painting next January in preparation for an extensive ground and flight-test acceptance programme."

 

Conversion activities on the first aircraft were launched in January 2011 in Greenville, Texas, with the work being led by prime contractor L-3 Communications and supported by the USAF's Big Safari programme office.

 

"A number of aircraft skins have been replaced to deal with corrosion and prepare the aircraft for its service life as an RC-135," DE&S says in its monthly publication Desider. Additional work has included removing the tanker's refuelling boom system, installing an air-to-air refuelling receiver system above the cockpit, and replacing every wire in the aircraft. Mission equipment racks have also been fitted in the rear cabin.

 

"Progress on the aircraft build is in on schedule, with delivery on track for December next year," DE&S says.

 

The RAF's future Airseeker fleet will assume the tasks previously conducted using its British Aerospace Nimrod R1s, the last of which was retired from duty with its 51 Sqn in 2011

Harris has been awarded a contract for the delivery of its Falcon III and Falcon II range of tactical communication systems to the Polish Ministry of National Defence (MND).

 

Under the $10m deal, the company will supply unspecified units of Falcon III AN/PRC-117G and Falcon II AN/PRC-150(C) portable radios to help Polish Armed Forces achieve communications interoperability with the US, NATO and coalition troops.

 

Harris RF Communications international business unit president Brendan O'Connell said the MND was ordering additional AN/PRC-117G radios to further expand its interoperable network to deployed soldiers.

"The AN/PRC-117G is the first and only widely deployed tactical wideband networking solution that offers secure interoperability with the US and NATO forces."

Offering continuous coverage from 30MHz to 2GHz frequency range, the portable radio also improves soldiers' battlefield awareness by enabling simultaneous transmission of voice and data feeds, combat net radio capabilities and connectivity to secure networks.

 

AN/PRC-117G is the first joint tactical radio system (JTRS) software communications architecture and NSA Type-1 certified platform deployed by all branches of the US Department of Defense (DoD).

 

The Falcon II AN/PRC-150(C) is an advanced military Type-1 HF radio designed to provide long-range, beyond-line-of-sight (BLOS) communications to troops in the 1.6MHz to 60MHz frequency range, even in challenging conditions.

 

Featuring an automatic link establishment (ALE) and third generation ALE (3G), the radio delivers enhanced linking and error-free data performance, and can also be reconfigured according to mission requirements through software upgrades.

Northrop Grumman has signed a teaming agreement with AgustaWestland to bid for the US Air Force's (USAF) combat search and rescue (CSAR) helicopter contract.

 

The team will offer a US-built rotorcraft based on the AgustaWestland AW101 medium-lift helicopter for the contract. The aircraft is intended to replace the USAF's ageing fleet of Sikorsky-built HH-60G Pave Hawk helicopters.

 

AgustaWestland chief executive officer, Bruno Spagnolini, said: "We strongly believe that the AW101 is the right aircraft for both missions and that this team can succeed."

 

The highly-survivable helicopters will be equipped with advanced mission suites, integrated onboard sensors and communications systems.

 

A draft request for proposals (RFP) was released by the USAF last week to formally start competition in for the acquisition of a total of 148 helicopters, reports Reuters.

 

The $10-15bn CSAR-X competition was previously called off by the USAF in 2010 due to budget concerns.

 

The team is also planning to offer the helicopter for the US Navy-Marine Corps' long-delayed Marine One presidential helicopter (VXX) programme contract, which aims to replace the VIP fleet that ferries the US president.

 

Currently, Sikorsky's VH-3 Sea King helicopter is used for VIP transportation missions in US.

 

Paul Meyer, Northrop Grumman Aerospace Systems sector advanced programs and technology vice president and general manager, said: "We believe that this industry partnership will bring together the best experience, expertise and resources, ensuring that the customer receives the best solution."

 

Powered either by three Rolls-Royce/Turbomeca RTM322 or General Electric CT7 engines, the AW101 is a medium-lift helicopter designed to conduct medium-sized transport and anti-submarine warfare (ASW) missions in extreme weather conditions.

 

The helicopter is currently operational with the UK, Danish, Canadian and Portuguese air forces, as well as Royal and Italian Navies.

America's Boeing has cranked up the political pressure over the planned £30bn merger between EADS and BAE Systems, saying it poses US security issues and must be scrutinised.

 

“There are national security questions, industrial questions, and those will have to be dealt with,” said Dennis Muilenburg, head of Boeing’s defence arm, adding that it was “a serious matter that needs to be scrutinised”.

 

His comments harden up previous remarks from Boeing chief executive Jim McNerney – who had said the tie-up would not “threaten us fundamentally” – and highlights the role US rivals could play in lobbying against the deal.

 

Boeing, which has one of the biggest lobbying budgets in Washington, outmanoeuvred EADS last year over a $25bn (£15.4bn) military tanker contract.

 

Mr Muilenburg’s comments came after EADS chief executive Tom Enders promised further details on the tie-up “soon”, saying the merger talks were in “good shape”. In a letter to EADS 133,000 staff, marking his first comments on the deal, he said EADS and BAE represented a “perfect fit” but warned that there is “serious work to do” to convince shareholders and governments to back the tie-up.

 

Mr Enders said talks with governments, including the US, UK, France and Germany, were “constructive and advanced”, adding there were concerns over national security and jobs. He also identified potential synergies for the first time – picking out military aircraft, defence electronics, missiles and cyber security as sectors where there could be cost-cutting.

All governments must back the deal or it will face collapse. Britain’s “golden share” in BAE means it can veto any merger or takeover. BAE is also understood to be demanding that Germany and France loosen their grip on EADS by giving up their right to nominate board members and vote as a block.

 

Leading French and German ministers will hold talks on Thursday, before Angela Merkel and Francois Hollande discuss the potential tie-up at a meeting on Saturday.

 

It is understood France and Germany intend to establish a common position on the merger. However, a spokesman for Ms Merkel’s CDU party warned that a merger must not see “a Franco-British company created out of a Franco-German company”.

 

Speaking in Berlin, Mrs Merkel said: “We know that progress in Europe depends in a major way on our co-operation. So we have the task of finding solutions that are good for Europe.”

 

In his letter, Mr Enders wrote: “If we succeed and if the EADS shareholder pact can be dissolved, our governance will be significantly simplified and ‘normalised’.” He said he was trying to accommodate government “concerns and national security interests... within the framework of our envisioned transaction”, adding: “Good governance is a key prerequisite for both companies, it’s the ‘go’ or ‘no go’ for this project!”

 

Mr Enders admitted: “Combining BAE Systems and EADS is a bold proposal, yes, but it is absolutely in line with Vision 2020, our long-pursued strategy.

 

“No doubt, we have some serious work to do – and that goes particularly for our investor-relations teams – to convince shareholders and investors that we are on track to build a stronger growth platform with more resilient financials and better shareholder returns. But I’m convinced we have a very good... story to tell.”

Bertin Technologies, un société du groupe CNIM, va livrer au commandement américain des opérations spéciales  (US SOCOM) des équipements de détection de gaz de type Second-Sight.

 

Second-Sight est un système de détection à distance des fuites de gaz qui permet, en temps réel, de visualiser l’évolution du nuage de gaz et d'aider à la mise en place des mesures de sécurité. "Son procédé infrarouge offre un vaste champ de vision en continu (de jour comme de nuit) avec une grande probabilité de détection", explique le constructeur.

 

Ses applications militaires sont évidentes. Second Sight permet de détecter, jusqu'à 5 km, des émanations gazeuses suspectes et de les identifier. Idéal pour des missions de reconnaissance dans des zones où la présence d'armes chimiques est suspectée.

 

Second-Sight, qui a été vendu à l'armée française ainsi qu'aux pompiers polonais, sera bientôt évalué par les forces spéciales US. Plusieurs exemplaires ont été commandés dans le cadre du Foreign Comparative Testing Program, qui permet un achat sur étagère à l'étranger. "Quelques exemplaires vont être livrés d'ici à la fin de l'année", précise-t-on chez Bertin Technlogies.

 

C'est le Laboratoire de Physique Appliquée de la Johns Hopkins University qui est chargé de tester Second-Sight pour le compte des forces spéciales.

Boeing met la pression sur Washington qui aura un rôle crucial à jouer dans la fusion EADS-BAE Systems. Dans un entretien à l'agence Reuters, Dennis Muilenberg, patron des activités défense de Boeing a estimé que cette fusion soulèverait des questions de sécurité nationale mais aussi industrielles et qu'elle devrait de ce fait être examinée de près par les régulateurs. 

 

"C'est un dossier grave qui doit être examiné", a-t-il dit 

 

La semaine dernière, le directeur général de Boeing Jim McNerney a dit que son entreprise ne sentait pas menacée par les discussions entre ses deux concurrents.

La dernière étude du cabinet PricewaterhouseCoopers (PwC) sur le marché de l’aéronautique fait état d’un clivage économique de plus en plus profond entre les activités civiles et militaires. Les Français continuent de bien se positionner au niveau mondial.

 

La guerre est déclarée entre l’aéronautique civile et l’aéronautique militaire. Selon l’étude PwC sur les données financières des groupes du secteur en 2011 transformée en top 100 par le site spécialisé Flightglobal.com, le marché ne cesse de se scinder en deux pôles bien distincts.

 

Et c’est le militaire qui pâtit de la crise, plombé par une baisse généralisée des budgets défense et armement dans la plupart des pays. L’enquête de PwC anticipe quelque peu l’impact financier sur les entreprises focalisées sur l’activité militaire, dont il prévoit plutôt les difficultés économiques pour 2013.

 

Mais déjà, le cabinet prévient que la crise du militaire n’est pas cyclique, et que les gouvernements ne reviendront jamais les poches pleines pour renflouer les caisses des industriels de l’armement. "Il n’y aura jamais plus de vague sur laquelle surfer", assure Anna Sargeant, directrice de la stratégie chez PwC.

 

Et d’évoquer une piste intéressante pour les industriels de la défense : se positionner sur le marché de la cyber-sécurité, en pleine croissance et relativement proche des technologies mises en place dans l’industrie de  la défense.

 

EADS au top, Thales et Safran remontent


De cette étude de PwC sur 2011, Flight Global a tiré un top 100 de l’aéronautique. Si Boeing, en dédoublant son activité dans le militaire et le civil, fait toujours la course en tête 5,84 milliards de dollars de bénéfice net en 2011, les Européens et Français offrent de belles performances.

 

Le consortium EADS, porté par les bons résultats d’Airbus et son hégémonie sur Boeing, se place 2e avec un bénéfice net de 2,14 mrds de dollars. Lockheed Martin, General Dynamics, United Technologies, Northrop Grumman, Raytheon, Finmeccanica et General Electric complètent le top 10.

 

Du côté des Français, Safran et Thales grappillent des places au classement. Respectivement 13e et 12e dans le top 2011 sur les données de 2010, les deux mastodontes font une belle remontée.

 

Safran se place à la 10e place, avec 1,57 mrd de dollars de bénéfice net, porté par son activité moteurs et son partenariat avec GE dans la coentreprise CFM International. Juste derrière, Thales, le spécialiste de l’électronique, se bat pour devenir un leader dans les technologies embarquées après avoir bâti son succès sur les systèmes d’information critiques.

On Tuesday, 18 September the United States Department of Defense issued a news release regarding Hungarian Defense Minister Csaba Hende’s visit to Washington DC. The news release praises Hungary’s role in Afghanistan and the bilateral defense cooperation, with special regard to the upcoming 20th anniversary of the State Partnership Program between the Hungarian Defense Forces and the Ohio National Guard.

 

The press release states that at the discussion conducted in the Pentagon, United States Secretary of Defense Leon Panetta “expressed his deep appreciation for Hungary’s long-standing commitment and support to the International Security Assistance Force in Afghanistan, including Hungarian troops currently deployed to Regional Command North, and Hungarian plans to lead the force protection mission at Kabul International Airport this fall.”

 

The Department of Defense also notes that Csaba Hende offered condolences to Leon Panetta for the recent attack against the US Consulate in Benghazi in which four Americans – including Ambassador Chris Stevens – lost their lives. In connection with the State Partnership Program between the Ohio National Guard and the Hungarian Defense Forces, Secretary of Defense Panetta “praised the partnership’s successes, including multiple joint deployments.”

 

Minister Hende expressed in his statement earlier this week, that his American counterpart agreed with the Hungarian standpoint that the strengthening of transatlantic relations in transition continues to be an important task, and the conduct of joint trainings and exercises can be a good means of achieving this goal.

BAE APKWS on Unmanned Aircraft

BAE Systems has been awarded a contract by the US Navy to integrate the advanced precision kill weapon system (APKWS) on Northrop Grumman's MQ-8B Fire Scout unmanned aerial vehicle (UAV).

 

Integration of the weapon system on the UAV will enhance the navy's ability to conduct various missions aboard surface ship platforms and in hostile environments.

 

Under the urgent operational requirement contract, BAE will conduct system analyses and modelling based on its high fidelity, integrated flight simulator for the navy, prior to accelerating integration of APKWS onto the UAV.

 

BAE Systems APKWS programme manager Roy Rumbaugh said that the rapid integration of APKWS would enable the Fire Scout to engage targets on land or at sea with laser-guided accuracy, while safeguarding troops from threats.

 

"This expansion onto unmanned aircraft is the next exciting step after demonstrating performance on both rotary and fixed-wing manned aircraft," Rumbaugh added.

APKWS is a semi-active laser guided 2.75in version of the existing Hydra 70 unguided rocket system and consists of BAE-built mid-body guidance unit (WGU-59/B).

 

The weapon system has validated its ability to strike against stationary and moving targets from Bell AH-1W Super Cobra and UH-1Y Helos helicopters during the recent initial operational test and evaluation phase.

 

BAE has developed and delivered the APKWS rocket in partnership with the Direct and Time Sensitive Strike Program Office at the US Naval Air Systems Command.

 

Deployed onboard Bell-built AH-1W Super Cobra and UH-1Y Helos, as well as OH-58D Kiowa Warrior and light fixed-wing attack aircraft, the APKWS has been fired more than 100 times, with a 94% success rate since 2007.

 

Capable of providing the lowest collateral damage for precision engagement, the system will enable the military engage with enemy targets with improved flexibility.

The American GBU-44 Viper Strike smart bomb has been modified to hit fast moving vehicles and was recently successful in eight out of eight tests. The manufacturer hopes that this new capability will lead to more sales. There have not been many sales so far. Viper Strike began development during the 1980s but never entered service because the Cold War ended along with the need for many weapons designed to deal with thousands of Russian tanks advancing into Western Europe. A decade ago Viper Strike showed up, as a compact, lightweight precision glide bomb. Still not a lot of sales.

 

Five years ago a U.S. Army UAV first used a Viper Strike in combat. Three years ago a GPS guided version of the Viper Strike was introduced. SOCOM spent over $20 million on making Viper Strike work on their AC-130 gunships, in place of the 105mm cannon. But this didn’t work out, yet, even though the use of Viper Strike would allow the AC-130 to fly higher (than required for the 105mm weapon to be used) and be safer from ground fire. Technically, Viper Strike is still "under consideration" for the AC-130.

 

Meanwhile, because the MQ-5A is the only aircraft using the Viper Strike, there is not enough demand to put the Viper Strike into mass production. Worse, the MQ-5A Hunter will soon be replaced by a larger Warrior UAV that can carry heavier Hellfire missiles. But the GPS version of Viper Strike is supposed to make this weapon even more useful, and popular, and maybe that will lead to wider adoption.

 

Viper Strike is a 92 cm (36 inch) long unpowered glider. The 130mm diameter (with the wings folded) weapon weighs 20 kg (44 pounds). Because the Viper Strike can come straight down, it is better suited for urban warfare. Its warhead weighs only 1.8 kg (four pounds), and less than half of that is explosives. This means less damage to nearby civilians, but still powerful and accurate enough to destroy its target. A laser designator makes the Viper Strike accurate enough to hit an automobile, or a foxhole. However, people on the ground tend to prefer the faster (rocket propelled), larger (48 kg, with a 9 kg warhead) Hellfire missile. And then there are even lighter competitors coming along, like the 11.4 kg, 70mm laser guided rocket with a 2.1 kg warhead.

 

The first test of Viper Strike, launched from a UAV, took place eight years ago. The delays, in getting this weapon in the hands of the troops, were caused largely by disagreements over technical and organizational issues. Not an uncommon event, although in wartime it's often possible to cut through the crap. Part of that dispute is with the U.S. Air Force. For over half a century, the army and air force have abided by the "Treaty of Key West," an agreement president Eisenhower forced them to hammer out. The terms gave the air force a monopoly on fixed wing warplanes, and allows the army to only operate small, two engine, fixed wing transports. However, the army can have all the helicopters it can get. UAVs were not covered in the Key West agreement, although UAVs existed in the 1950s. But armed UAVs were still only a distant possibility back then. Now the air force wants to extend its fixed wing monopoly to include armed UAVs. The army did not agree, and the Pentagon agreed to revise the Key West treaty, and allow the army to continue rebuilding the new Army Air Force with larger (20 kg) UAVs.

ANPRC-154 Rifleman Radio

Thales Communications, Inc. announces that the U.S. Army has awarded the second Low Rate Initial Production (LRIP) contract for AN/PRC-154 Rifleman Radios, part of the Joint Tactical Radio System Handheld, Manpack, and Small Form Fit (JTRS HMS) program.

 

General Dynamics C4 Systems is the prime contractor for the JTRS HMS program, and Thales is responsible for producing 50 percent of all LRIP Rifleman Radios. With this latest award for 13,000 radios and associated ancillaries, the Army has procured more than 19,000 AN/PRC-154 Rifleman Radios.

 

Jointly developed and manufactured by Thales and General Dynamics, the Rifleman Radio is a lightweight, body worn radio that transmits voice and data simultaneously utilizing the Soldier Radio Waveform. It brings secure (Type 2) squad-level communications to the soldier at the tactical edge of the battlefield network.

 

The radio allows self-forming, ad hoc, voice and data networks and enables any leader at the tactical level to track individual soldier position location information, giving dismounted soldiers a much-needed situational awareness capability. The Rifleman Radio is a core component of the Army’s Capability Set 13, which provides network components, associated equipment, and software that will, for the first time, deliver integrated voice and data capabilities to soldiers at the tactical edge.

 

In January, an operational assessment of the Rifleman Radio was completed by the U.S. Army’s 75th Ranger Regiment in Afghanistan. In its first combat use, the radio improved mission effectiveness through enhanced networked communications and situational awareness. During March through May, the Army’s 2nd Brigade 1st Armored Division used the Rifleman Radio in Network Integration Evaluation (NIE) 12.21. The radio performed extremely well in an operational environment, delivering a robust voice and data network to the tactical edge of the battlefield.

 

“The Rifleman Radio has received a tremendously positive response from the soldiers,” said Michael Sheehan, President and CEO of Thales Communications, Inc. “Thales is proud to play a role in the Army’s brigade modernization program by arming our nation’s warfighters with the smallest, lightest, and most power-efficient equipment possible.”

 

As with previous orders, Thales and General Dynamics will manufacture and deliver equal quantities of Rifleman Radios, ensuring that there are two qualified sources and that the radio remains cost competitive prior to transition to competitive Full Rate Production. Thales’s Rifleman Radios are manufactured at the company’s Clarksburg, Md., facilities.

MELBOURNE, FL/ROCHESTER, NY | Harris Corporation, an international communications and information technology company, has received a $10 million order to supply the Polish Ministry of National Defense with Falcon III AN/PRC-117G multiband manpack radios and Falcon II AN/PRC-150(C) high-frequency manpack radios.

 

The Ministry of National Defense is acquiring the AN/PRC-117G multiband radio to provide communications interoperability with United States, NATO and coalition forces.
