General Dynamics (GD) UK has selected the Green Hills Software-developed Integrity real-time operating system (RTOS) as the primary operating system software for all mission-critical computers of the British Army's Scout Specialist Vehicles (SV) programme.

 

The company has also chosen Green Hills Software's Multi integrated development environment (IDE) to build the application code for the Integrity system on all computer subsystems present inside the vehicle.

 

The Scout vehicle's four main electronic subsystems, each having its own display, will feature Integrity RTOS based Core i5 and Core i7 multicore architectures.

 

The subsystems will be used by the driver, commander and gunner and will support all critical services including driving controls, defensive aids, navigation tools, 'friend or foe' recognition and visual displays, which will receive real-time feeds from up to seven surveillance cameras.

 

Built on the velOSity microkernel, the Integrity RTOS is a secure, royalty-free operating system designed for use in embedded systems that require maximum reliability.

 

The system uses hardware memory protection to isolate and protect itself and user tasks from incorrect operation caused by accidental errors or malicious tampering and has been used in several military jets including the US F-16, F-22 and F-35 fighter jets.

 

Featuring a powerful debugger, editor, code browser, configuration manager, and other tools into one integrated package, the Multi IDE uses C, C++ and EC++ compilers to generate codes for 32- and 64-bit processors.

 

The £500m Scout SV project aims to provide the British Army with a powerful combat vehicle which will provide enhanced protection, greater firepower and improved situational awareness against a wide range of threats.

 

Under the project, GD's ASCOD SV tracked vehicle was selected for the demonstration phase of the programme that will eventually replace the Army's ageing fleet of Combat Vehicle Reconnaissance Tracked (CVR (T)) vehicles.

 

GD is the prime contractor for the Scout SV project, while Lockheed Martin UK INSYS is the SV turret sub contractor.

D'un montant de 129 millions de dollars (soit plus de 96 M€), ce premier contrat porte sur la fabrication de tenues de protection NBC (Nucléaire, Biologique, Chimique) qui devront être fournies d'ici janvier 2017.

General Atomics Aeronautical Systems, Inc., Poway, Calif., is being awarded a $16,870,978 cost-plus-fixed-fee contract for contractor logistics support for the Italian Air Force MQ-9 Reaper.

 

The locations of the performances are Poway, Calif., and Amendola, Italy.

 

Work is expected to be completed by May 31, 2013.

 

ASC/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-10-G-3038 0036).

BAE Systems has received a contract modification from the US Army for the supply of additional lightweight handheld Laser Target Locator Modules (LTLM) to help soldiers determine target coordinates quickly and accurately in the battlefield.

 

The $23m contract extension awarded by the US Army Program Executive Office Soldier (PEO-S) follows the original $72m contract secured by the company for initial production of the LTLM systems in 2009.

 

LTLM programme manager Bill Ashe said the system provides mission-critical capability in a single, lightweight package, combining the functions of several pieces of equipment that are carried by the soldiers.

 

"Removing weight from soldiers' packs makes their jobs easier, enabling them to complete missions faster and with greater precision," Ashe added.

 

Utilising the latest targeting technology, BAE Systems' TRIGR target location system enables soldiers on foot to identify a target location during day and night operations even in poor visibility conditions caused due to smoke or dust.

 

Weighing less than 5.5lbs, the LTLM encompasses a direct-view optic system, night-vision camera derived from BAE Systems' advanced thermal weapon sights, laser range finder, digital magnetic compass, and a Global Positioning System (GPS) receiver to accurately detect far target coordinates.

 

The lightweight, 17 micron un-cooled infrared module enables soldiers to geo-locate targets of interest at distances in excess of 4.2km in daylight and 900m in darkness, and can also help in rapid, accurate target data transfer to military networks to aid in target engagement.

 

Manufacturing work under the contract will be carried out at the company's facilities in Lexington, Massachusetts; Nashua, New Hampshire; and Austin, Texas, US and initial fielding of units is scheduled to take place by the end of February 2012.

From February 27 to March 2 in the Adolfas Ramanauskas Warfare training center in Nemencine international exercise's BALTOPS 2012 main planning conference is ongoing. It involves more than 120 personnel from 13 countries who will coordinate the final scenario and operations of the exercises.

 

The exercise will be held on June 1-16 in Lithuania, Latvia, Estonia and Germany's territorial waters, the event is organized and led by the United States (U.S.) Naval forces in European Command (U.S. Naval Forces Europe).

 

"It is essential that the main “BALTOPS 2012" planning conference is held in Lithuania because Marines debarkation will be conducted there for the first time, "- said the lead exercise planner U.S. Navy Lieutenant Commander Justin Hsu.

 

"During the main planning conference it will take some effort to clarify and resolve issues related to the host nation support. For the first time this type of exercise will be held with debarkation of troops ashore, and I have no doubt that "BALTOPS 2012" will attain interest", - said Joint Chief of Staff of Lithuanian Armed Forces Colonel Vilmantas Tamosaitis at the opening of the conference.

 

It is planned that the BALTOPS 2012 exercise will involve about 30 warships from various countries, as well as air and land forces' components.

 

Several objectives of the exercise are: to develop a common understanding, trust, cooperation and interaction between military forces and personnel participating in the exercise.

 

During this exercise, the military will carry out joint maritime operations and maneuvering in the patrol and joint operations with other forces - air and land.

 

Naval exercises BALTOPS has been taking place since 1972 and was organized by the U.S. and since 1993 the exercise has been conducted under the Partnership for Peace program. Lithuanian ships are involved in that military exercise since 1994.

Kongsberg has announced that it has received an order from the Protector weapon control system from General Dynamics Land Systems. The company made the announcement in a 29 February 2012 statement.

 

The Protector system is for the US Army’s Stryker armoured personnel carriers. The Protector weapon control system protects military troops by allowing the vehicle's weapons to be operated from a protected position inside the vehicle.

 

According to the company the order is valued at MNOK 108. No other details on the sale were announced.

Les ventes de matériels et services militaires ont progressé de 1% pour atteindre le chiffre record de 411 milliards de dollars en 2010, selon le dernier rapport de l'institut indépendant suédois Sipri.

 

La hausse n'est que de 1%, mais le chiffre est impressionnant. 411 milliards de dollars, soit 306 milliards d'euros:c'est le montant cumulé des ventes de matériels et services militaires réalisés par les cent premières entreprises de défense mondiales en 2010, selon le dernier rapport publié sur son site par l'Institut international de la recherche pour la paix de Stockholm (Sipri).

 

La progression de l'activité a certes ralenti par rapport à 2009, qui affichait un vigoureux taux de croissance de 8%. Mais «les données de 2010 démontrent, une fois encore, la capacité des principaux acteurs à continuer à vendre des armes et des services militaires en dépit des crises financières qui affectent actuellement d'autres pans de l'industrie», souligne Susan Jackson, experte de l'industrie de défense au sein du Sipri. Le ralentissement est avant tout dû aux coupes dans les budgets défense des pays occidentaux dont les finances publiques sont sous tension. Mais aussi à l'impact du retrait des troupes américaines d'Afghanistan, selon l'analyste de cet institut indépendant.

Les Américains, une majorité écrasante

La politique active d'équipement en matériels modernes en Inde, en Russie ou encore au Brésil et au Canada, mais aussi dans de nombreux pays d'Asie du Sud-Est a plus que contrebalancé cette situation. Du coup, le bilan publié au titre de 2010 marque un record pour les ventes d'armement mondiales. Et, entre 2002, année au cours de laquelle le Sipri a commencé à collecter des données, et 2010, elles ont progressé de 60%.

 

Sur le podium des spécialistes de la défense figurent deux américains - Lockheed Martin, numéro un, et Boeing, numéro trois - et une seule entreprise européenne, le britannique BAE Systems. Il faut attendre le septième rang pour recenser une autre entreprise européenne, EADS, et le onzième, pour voir pointer la première société française, Thales. Le marché reste concentré entre une poignée d'acteurs et de nationalités. Les Américains y détiennent une majorité écrasante, avec 60% des ventes d'armes mondiales, tandis que les 30 entreprises européennes présentes dans le classement du Sipri en contrôlent 29%. À noter, le classement ne recense pas d'acteurs chinois, sans doute faute de données fiables.

Les armées externalisent

Autre enseignement de l'étude, la montée en puissance dans les services au sens large. La part de l'activité des fabricants d'armement dans la maintenance, la vente de pièces détachées, la logistique… ne cesse d'augmenter. Et 20 sociétés spécialisées dans les services ont fait leur entrée dans le top 100 du Sipri. Au total, les ventes réalisées dans les seuls services ont explosé, passant de 22,3 milliards de dollars en 2002 à 55 milliards en 2010. Ce qui valide le virage stratégique dans les services pris par de nombreux acteurs, soucieux de s'assurer des revenus récurrents.

La vente de package «matériels et services» conjuguée à la décision de nombreuses armées d'externaliser les métiers et activités ne relevant pas stricto sensu des compétences militaires expliquent la vigueur de ce segment de marché.

Well, the Office of Naval Research has begun test firing BAE’s new 32-megajoule railgun and we’ve got the video to prove it. Remember, the Navy wants a 20 to 32 megajoule railgun that can fire a projectile at speeds of up to 5,600 miles per hour over distances of 50 to 100 nautical miles. The Navy’s standard five-inch gun has a range of about 13 miles and can fire 20-rounds per minute, according to ONR officials.

 

Railguns use a ton of electromagnetic energy to push a projectile out of a barrel made of two long rails at hypersonic speeds. The energy contained in one megajoule is equivalent to a 1-ton car traveling at more than 100 miles per hour, the Navy likes to remind us.

 

The guns will eventually fire sleek projectiles (that may be guided) using pure kinetic energy to destroy targets. For now, the service is firing 40-pound bricks designed to test out the guns’ barrel strength and their ability to stay cool while firing up to ten rounds per minute. These tests are set to run through 2017, ONR’s Roger Ellis told a group of reporters during a phone call today.

 

As we’ve said before, their speed and range give these guns enormous potential for use in everything from shooting down enemy planes and missiles to blasting enemy ships and even targets well inland.

 

The Navy hopes to move this from a science project to an actual acquisition program in time to field the weapons by the early to mid 2020s at the latest.

Alenia Warns U.S. Over C-27J Sales

SINGAPORE — In what analysts see as an unprecedented move, Alenia Aermacchi, the Italian maker of the C-27J, is warning the U.S. government that it will refuse to support the aircraft it sold to the United States if the U.S. resells them to other nations.

 

 

The move caught some U.S. officials by surprise and threatens to undermine American efforts to resell the planes on the international market, most likely to Australia, Canada or Taiwan.

 

Giuseppi Giordo, CEO of Alenia Aermacchi, explained his position in an interview at the Singapore Air Show here, before continuing on for meetings in Australia.

 

“Obviously, we don’t like the [U.S.] decision,” he said. “However, we respect it and we will try to mitigate any negative impacts from the cancellation of the C-27J.”

 

Giordo explained that the company would continue to support efforts to sell new C-27Js through the U.S. Foreign Military Sales program, but would exercise its contractual rights not to support the aircraft originally sold to the U.S. if those planes were resold on the international market, essentially competing with Giordo’s company.

 

“If they want to sell additional airplanes as FMS, we will support them, but not those 21 airplanes,” Giordo said. “In fact, we will do our best — not only us, but the Italian government — not to support those planes. In that case the U.S. government will be competing against our international campaigns in a market where 21 airplanes is a big deal.”

 

The U.S. Air Force announced it would end the program earlier this month after spending $1.6 billion for 21 aircraft, 12 of which have been delivered, four in final assembly and testing, and five in production. Officials have not specified plans for the C-27Js, and options include parking them in the desert for future use, transferring the planes to the Air Guard, Special Operations Command or another agency, such as Homeland Security, or reselling the aircraft internationally.

 

Air Force spokesmen said the decision was driven by a change in U.S. strategy and budget pressures, and is not a reflection on the aircraft or its performance. Officials simply concluded they could meet mission requirements with their fleet of C-130 and C-17 transports.

 

“We’re working through those issues for the C-27, also the Global Hawk, which in both cases represent new airframes,” Air Force Secretary Michael Donley told an audience at the Air Force Association’s winter conference in Orlando, Fla. “So we will probably set rules for Type-1,000 recoverable storage and lesser numbers for availability for us. Our international affairs staff ... are communicating to potential countries interested and partners asking for them to identify their interest.

 

“I think there are a number of avenues available to us. We have not selected a particular course of action. We will be putting that together and it does include potentially making these airframes available for sale to [partners].”

 

Heidi Grant, deputy undersecretary of the Air Force for international affairs, said foreign interest is high in C-27Js, C-130H transports and Global Hawk reconnaissance aircraft.

 

In Singapore, Grant met with nearly two dozen of her international counterparts during her visit to the Asian city-state. The aircraft to be divested by the U.S. since 2001, she said, would constitute the world’s seventh largest air force.

 

Grant added the Air Force is working to determine the future of the planes and waiting to see whether Congress approves the service’s budget. Selling excess aircraft is of interest, she said, because her mission is to improve “the capability and capacity of our partners.”

 

A Rare Stand

 

For the U.S. Air Force, ending the purchase of C-27J transport planes was just one of thousands of decisions needed to help cut Pentagon spending by nearly a half-trillion dollars over the coming decade.

 

But for Alenia, a Finmeccanica company, the decision is a threat to the future of the twin-engine plane and 1,000 workers at two factories that build it.

 

Once a nearly $6 billion Army program for 145 aircraft, the Air Force took over the effort in 2009 and capped the purchase of C-27Js at 38 planes. But in its recent 2013 budget request, it decided to end the program at 21 aircraft, 17 fewer than expected, and retire the fleet next year.

 

It remains unclear how much the Air Force will save by deferring the option for 17 additional aircraft, or if the service will even be required to pay Alenia a termination fee, sources said.

 

Analysts called Giordo’s stance unprecedented, but understandable in light of market dynamics and the Italian company’s bitter experience with Pentagon contracting over the past decade.

 

Alenia’s sister company, AgustaWestland, beat longtime incumbent Sikorsky to win the U.S. presidential helicopter contract, only to have the $6 billion program for 28 aircraft canceled in the early days of the Obama administration after constant design changes by the government sent costs soaring. Nine helicopters were delivered when the program was canceled; they were later sold to Canada for $164 million.

 

Defense trade has emerged as the source of uncharacteristic discord between Washington and Rome, which have long been close allies. Italy hosts thousands of U.S. troops on its soil and remains a major buyer of American military gear, most notably the Joint Strike Fighter that will cost Rome about $15 billion for 100 aircraft. But the fact that America won’t buy Italian products infuriates some executives and officials.

 

Giordo maintains his tough line on the C-27J won’t hurt his company’s prospects in the U.S. Alenia remains a key partner on the multinational Joint Strike Fighter program and will pursue the Air Force’s trainer replacement contract when that competition gets underway formally in a few years. And Finmeccanica’s DRS Technologies continues to serve as the cornerstone of the Italian giant’s U.S. operation and a key DoD supplier, now under the leadership of former Deputy Defense Secretary Bill Lynn.

 

L-3 Communications is the prime contractor for the U.S. C-27J program, performing final integration of the aircraft in Waco, Texas. The company declined to comment on Giordo’s stance, noting it’s a matter between Alenia and the Air Force.

 

With the U.S. order capped and the aftermath of U.S. and European budget cuts, the C-27J’s prospects have dimmed. A derivative of Alenia’s G222 with new engines and avionics, 62 C-27Js have been sold worldwide: 21 to America, 12 to Italy, eight to Greece, seven to Romania, four to Mexico, four to Morocco, three to Bulgaria and three to Lithuania.

 

Alenia has identified South Africa, Nigeria, Ghana, Taiwan, Egypt, Oman, Canada, Saudi Arabia, Indonesia, Qatar and “potentially UAE” as future customers.

 

Richard Aboulafia, an analyst with the Teal Group in Virginia, said the 21 planes the U.S. might want to sell constitutes the bulk of the world market for such small transports — and is equivalent to two years’ output from Alenia’s factories.

 

That explains why the stakes are high enough for Giordo to take such a hard stance.

 

“I am pragmatic,” Giordo said. “I prefer they put the airplanes in the desert.”

 

Message to Potential Buyers

 

Giordo said he will take his message that his company won’t support U.S. aircraft to all his potential C-27J customers such as Australia, which has expressed interest in the planes. He visited Australia Feb. 15-17.

 

The message to the Australians is that “you can buy on FMS and we will support the FMS case for 10 additional airplanes,” Giordo said. “But if they consider selling the 21 [U.S. planes], no way. They can sell, but as the original equipment manufacturer, I will not give spares, not guarantee configuration control, and so on.”

 

Alenia has fought an uphill battle to crack the U.S. market. Lockheed Martin first partnered with Alenia on the C-27J, only to abandon the program when it concluded it would compete with Lockheed’s four-engine C-130J. Then Boeing signed on as a partner, but it too withdrew its support. Eventually, Alenia partnered with L-3 and won a deal for up to 145 light battlefield transports valued at $6 billion, beating EADS’ C-295.

 

“We have two problems,” Giordo said. “First of all, the price that we have with the U.S. government is a very, very, low, low price because to win the competition we had to reduce the price. Second, the volume at the beginning was 145, then 78, then 38, now 21 with firm, fixed price. We are losing money.

 

“So, how can I allow the U.S. government to sell 21 airplanes they have in their inventory where I lose money and they also kill my international marketing?”

 

Sympathy for Alenia

 

But that stance does have its risks for Alenia Aermacchi, which stands to compete when the U.S. Air Force launches a new jet trainer competition in three years.

 

That competition was to have gotten underway later this year, with Alenia to bid a U.S. version of its M-346 trainer against the T-50 by Korea Aerospace Industries and Lockheed Martin and a new version of BAE Systems’ Hawk trainer sold by Northrop Grumman. Boeing is also considering developing an all new aircraft for the competition.

 

Asked whether his C-27J stance could damage relations with the U.S. Air Force, Giordo said, “I do not see what consequences our decision should have. Our decision is based on a product of a specific program and not meant to jeopardize the relationship with such an important customer and partner. I am sure that we will continue our collaboration with the United States, on, for example the [Joint Strike Fighter] program.”

 

He added that he is confident the M-346, which was selected by Singapore and most recently Israel, is a strong product that would satisfy U.S. requirements.

 

Senior U.S. aerospace executives expressed sympathy for Giordo, saying Alenia has been dealt a particularly tough hand.

 

“They fought like hell to win that contract and priced the plane to win but didn’t leave a lot of profit margin,” said one senior executive. “That’s why he can’t afford to have the U.S. government sell the planes they have. But we’ve all been through that. We bid for programs that we think will be for hundreds of planes that over time dwindle to a handful; it’s just that Alenia’s smaller than we are, so this kind of thing hurts even more.”

 

“No doubt about it, it’s a tough message, but you can’t blame them because by any objective measure, this company has faced a series of setbacks not of its making,” said Loren Thompson of the Lexington Institute think tank, who also has served as a strategic adviser to Alenia’s parent, Finmeccanica. “It invested heavily to break into the U.S. market, winning the presidential helicopter and the Joint Cargo Aircraft. Both were terminated, and two Air Force helicopter programs they were eager to compete for, search and rescue and supporting ICBM fields, were canceled.”

 

Teal analyst Aboulafia agreed, noting that the only recent parallel to Alenia’s position was between Boeing and Airbus two decades ago.

 

“Back in the ‘90s, Airbus said it wouldn’t support A340s Boeing took from Singapore in exchange for 777s,” he said. “It was ultimately resolved after Airbus realized that not supporting the planes would hurt residual values for all A340s. What Alenia wants to do is effectively embargo its own product. It’s an aggressive stance, but my question is how this plays out in reality. It’s extremely difficult to enforce on any sophisticated product with a whole lot of subcontractors and third-party suppliers.”

 

Aboulafia suggested the move is more a negotiating tactic than a final position, noting it’s never good for business to squeeze a customer.

 

“Customers have a tendency of noticing how you treat other customers,” he said. “On the other hand, it’s a great little airplane that’s living hand to mouth at a run rate of just under one per month, not a lot in the pipeline and with few prospects like Taiwan and Australia.

 

“You can say one thing in Finmeccanica’s favor, they’ve worked hard. Given all that’s happened, whether cancellation of the 27, the presidential helicopter, competitions going away or being delayed like the trainer, the degree of fatigue and annoyance with U.S. procurement of foreign systems is quite understandable, so what do they really have to lose? It’s very understandable, but it might not be tenable.”

KINGSTOWNE, VA --- Cubic Corporation has been awarded a new five-year contract to continue its support of force modernization in Lithuania.

 

This U.S. funded Foreign Military Sales effort is a continuation of Cubic's constructive simulation and force modernization programs in Lithuania, with a primary task being the development of a modern Combat Training Center.

 

The contract, from the U.S. Army's Robert Morris Acquisition Center, is with the Kingstowne, Virginia-based Defense Modernization Division of Cubic Applications, Inc. CAI is a wholly-owned subsidiary of Cubic Corporation and operates as the lead business entity of Mission Support Services (MSS), Cubic's military services segment.

 

The contract, for about $600,000 a year, extends through April 2016. Under the agreement, Cubic will assist with the design and an equipping plan for an integrated Combat Training Center (CTC) and help stand up the center after its completion.

 

Cubic has been involved with force modernization in Lithuania since 2001, initially assisting its defense staff in the development of a national security strategy analysis.

 

In December 2002, Cubic was awarded a $5 million contract sponsored by the U.S. Army Security Assistance Command to provide professional analysis, technical and staff assistance necessary to support the government of Lithuania in national goals and its efforts to become part of the North Atlantic Treaty Organization. This task was successful and Lithuania was invited to join the Alliance at the 2002 NATO Summit, and has been a contributive member since then. Cubic personnel also have assisted with the implementation and operation of a highly realistic constructive simulation training system -- the Joint Conflict and Tactical Simulation (JCATS) program -- interactive simulation software used by U.S. and NATO forces for training, analysis, mission planning and rehearsal.

 

In addition, Cubic has assisted with defense logistics and contracting, including making major strides toward creating an "acquisition corps" in the Lithuanian Ministry of Defense. Cubic supported Lithuania's deployment of troops to Afghanistan through mission rehearsal programs and by assisting with logistics support contracting.

 

"We at Cubic are really proud to have had a partnership with the U.S. and Lithuanian governments these past years, and assisting with significant force development and political-military programs," said Larry Smith, Vice President and General Manager of the Defense Modernization Division.

 

Cubic also has assisted the U.S. and host governments by supporting force modernization or operational efforts in 13 developing countries, mostly in the formerly communist states.

WASHINGTON | U.S. Defense Secretary Leon E. Panetta met with Portuguese Defense Minister Jose Pedro Aguiar-Branco here Feb. 27 to discuss a range of common challenges, Pentagon Press Secretary George Little said.

 

“Secretary Panetta thanked Minister Aguiar-Branco for Portugal's steadfast support in Afghanistan and other NATO missions,” Little added. “He also stressed Portugal's indispensible role as a strategic ally.”

 

The military leaders discussed enhancing and deepening the U.S.-Portuguese defense relationship, and Panetta confirmed that the United States will remain at Lajes Field in the Azores. The secretary said the United States will consult with Portugal on the modalities of the continued U.S. force posture at Lajes, the Little said.

 

“Secretary Panetta thanked Minister Aguiar-Branco for the warm hospitality U.S. troops have enjoyed and will continue to enjoy on Portuguese soil,” he added.

 

Looking forward, he said, Panetta and Aguiar-Branco will work together with other alliance defense leaders to prepare for the NATO Chicago summit in May, building on what was accomplished at the 2010 summit in the Portuguese capital of Lisbon.

 

Panetta and Aguiar-Branco directed their staffs to develop options for enhancing the U.S.-Portuguese defense relationship, Little said, and will follow up in April at a NATO meeting in Brussels. The defense leaders also agreed to have their staffs meet at bilateral political-military talks scheduled here for June, he said.

Los Angeles - The distinctive sight and sound of Eurocopter’s X3 hybrid helicopter turned heads at last year’s Paris air show, and now the manufacturer plans to make an impact on prospective civil and military users with the demonstrator in the U.S.

 

Eurocopter’s planned midyear X3 exhibition comes amid a flurry of activity among competing unconventional rotorcraft developments as Sikorsky advances its S-97 Raider high-speed semi-compound design and AgustaWestland accelerates certification plans for the re-branded AW609 tiltrotor.

 

All are aimed at bringing higher speed and more efficient operations to the rotorcraft market, which Eurocopter believes still needs plenty of convincing about the merits of these unusual configurations. “It’s not a small toy, it’s a real helicopter,” says President and CEO Lutz Bertling.

 

The demonstration is being organized mainly because “the major operators are here in the U.S. in the emergency medical and offshore oil and gas markets, and we need to convince them that it’s a high-productivity concept. We need to convince them of its simplicity,” he adds. “Of course we’d also like to show the U.S. Army that they should take it into account for the JMR,” Bertling says, referring to the Joint Multi-Role technology demonstration program.

 

Although no further awards are anticipated for the JMR, which is aimed at a medium-utility replacement for the Sikorsky UH-60 Black Hawk in the 2025-30 period, Bertling believes the demonstrator may spark potential interest for this and other roles. The JMR is already a tightly contested program with AVX Aircraft, Bell Boeing, Boeing and Sikorsky conducting trade studies aimed at producing two competing rotorcraft demonstrators in 2017.

 

Based on a modified EC155, the X3 is configured with a five-blade main rotor and two tractor propellers on short-span fixed wings. Power is provided by twin Rolls-Royce/Turbomeca RTM322 turboshaft engines driving the main rotor and propellers through a modified transmission system. “Normally there’s one outlet of the main gearbox and one tail rotor, and the increase in complexity (with the X3) is that there is one more outlet for the gearbox and one more propeller,” says Bertling.

 

Flight tests of the aircraft, which reached a top speed of 232 kt. in May 2011, are about to resume following a detailed inspection period. Although Eurocopter would like to see the X3 flown to higher speeds than the 250 kt. achieved by Sikorsky’s semi-compound design, “to be honest, speed is not the most important thing,” says Bertling. The key objective is to “gain experience with the concept.”

 

With a wing designed to offload the rotor and provide up to 80% of the total lift, the hybrid concept is aimed at flying both faster and 50% higher than current helicopters. According to Bertling, this brings it into the operating realm of the tilt­rotor without the additional cost, with a target price around 20% higher than comparable helicopters. As well as versions for long-distance search-and-rescue, coast guard and other missions, Bertling envisions a potential 19-seat commuter. “I strongly believe you could go to 40 to 50 passengers, but then we’re talking about the 2030s,” he says, adding that all production versions “will be significantly different from the demonstrator.”

 

In parallel with the X3, Eurocopter is also developing the conventionally configured, next-generation X4 aimed at the AS365 Dauphin/EC155 replacement market in the medium-twin category. An initial version will enter service in 2017, powered by a Pratt & Whitney Canada (PWC) engine, with a more advanced variant following in 2020 offered with the choice of Turbomeca’s upcoming TM800.

 

“As with the EC135, we will offer two engines,” says Bertling. “We prefer not to combine helicopter development and engine development. If you try to combine two things it’s a moving target. So the first version of X4 initially will fly with a PWC engine, though clearly Turbomeca will be on board.”

Le business de la défense se porte bien apparemment. Si on en croit le dernier rapport du SIPRI (le Stockholm International Peace Research Institute) les ventes d’armes et de services militaires ont continué d’augmenter en 2010 pour atteindre 411,1 milliards de dollars, bien que la croissance – 1% en termes réels – ait été beaucoup plus lente qu’en 2009. Selon l’organisation suédoises, 60% des ventes le sont par les 44 sociétés américaines du Top 100 ; 29 % par les 30 entreprises basées en Europe de l’ouest.

 

Concentration, diversification, acquisition


Parmi les données intéressantes de ce rapport, on note trois phénomènes. 1. La concentration : les ventes des dix plus grosses firmes d’armement représentent 56% – soit 230 milliards de dollars – du total des ventes d’armes du Top 100. 2.La recherche de diversification des entreprises civiles : un grand nombre d’autres entreprises du Top 100, qui ne sont pas des entreprises spécialisées dans la prestation de services militaires, réalisent également des ventes significatives de services militaires. En 2010, par exemple, BAE Systems a réalisé 48% de ses ventes totales – soit 15,8 milliards de dollars – dans le marché des services militaires. 3. Les acquisitions d’entreprises : elles permettent d’élargir le volume de certaines entreprises. Exemple : Triumph est entré dans le Top 100 suite à l’acquisition de Vought Aircraft ; Babcock International a augmenté ses ventes de services militaires de 40 % après l’acquisition du Groupe VT et des contrats dont il a  bénéficié.

Le 17 février 2012, au large du Nigeria, les équipages du transport de chalands de débarquement (TCD) Siroco et de la frégate américaine USS Simpson se sont rencontrés dans le cadre d’un exercice de coopération bilatérale au large de Lagos.

 

Le Siroco jouait le rôle d’un vraquier panaméen alors que la frégate américaine était suspectée de se livrer à une activité d'immigration illégale.

L’action de l’équipe américaine s’est déroulée sous la surveillance permanente d’un drone Fire Scout retransmettant en temps réel vers le Simpson des images grâce à un terminal ROVER (Remote Operations Video Enhanced Recever ).

Les actions de l’équipage français étaient appuyées par un hélicoptère Puma embarqué du détachement de l’aviation légère de l’armée de Terre (ALAT).

Lors de cet exercice, les équipages français et américains ont confronté leurs savoir-faire, leurs matériels et leurs expériences.

 

Cette coopération fait suite à l’assistance du Siroco auprès d’un cargo vraquier, le FourSeas SW , battant pavillon panaméen, attaqué dans le golfe de Guinée le 13 février 2012.

A plane carrying Russian military observers will make a series of inspection flights over Italy under the Open Skies Treaty on February 27-March 2, the Russian Defense Ministry said on Monday.

The mission will be carried out by an Antonov An-30B aircraft from Italy’s Ciampino airport along a designated route totaling 2,015 kilometers.

 

“Russian and Italian experts on board the plane will monitor the implementation of agreements on the use of technical equipment for the observation,” the ministry said in a statement.

 

During the same period, U.S. inspectors on board a Boeing OS-135B observation aircraft will carry out a monitoring mission over the Russian territory.

 

The Open Skies Treaty, signed in 1992 at the initiative of U.S. President George H. W. Bush, established a regime of unarmed aerial observation flights over the territories of its 34 member states to promote openness and the transparency of military forces and activities.

 

The treaty entered force on January 1, 2002 and its regime covers the national territories (land, islands, and internal and territorial waters) of all the treaty signatory states. It is an important element of the European security structure.

Siemens et Boeing ont annoncé lundi avoir décroché la réalisation auprès du Département américain de la Défense (DoD) dans le cadre de leur partenariat stratégique.

 

Le contrat, le premier officiellement remporté par le groupement, prévoit la mise en place de technologies cyber-sécurisées devant aboutir à des économies d'énergie de l'ordre de 40%.

 

Le partenariat, qui comprend également l'Université de Californie Berkeley ainsi que le spécialiste de la certification Kema Services, doit se concentrer sur l'installation de contrôles intégrés pour le chauffage et la climatisation, l'éclairage, la ventilation et les installations électriques.

 

Siemens et Boeing avaient annoncé la création de leur partenariat stratégique dans le domaine des énergies nouvelles en août 2011.

Stockholm (awp/afp) - Les ventes d'armes et de services militaires des cent plus grands fabricants mondiaux, Chine exclue, ont progressé de 1% en 2010 atteignant 411,1 milliards de dollars (310 milliards d'euros), selon une étude du Sipri publiée lundi.

 

L'Institut international de recherche pour la paix de Stockholm (Sipri) relève que "les ventes d'armes et de services militaires ont maintenu leur tendance à la hausse en 2010, avec une croissance plus lente qu'en 2009, soit à peine 1%".

 

En 2009, les ventes avaient progressé de 7% et elles atteignaient 406 milliards de dollars.

 

"Les données de l'année 2010 montrent la capacité des grands industriels à continuer à vendre des biens et des services militaires, malgré les crises financières qui frappent les autres secteurs de l'économie", estime Susan Jackson, experte de l'industrie de l'armement au Sipri.

 

Toujours dominantes dans ce classement des "Top 100", les firmes américaines sont au nombre de 44 et représentent près de 60% du marché (246,6 milliards de dollars). Sept d'entre elles se classent dans les 10 premières, complétées par le britannique BAE Systems, deuxième avec 32,9 milliards, le groupe européen EADS, septième avec 16,4 milliards et l'italien Finmeccanica, huitième avec 14,4 milliards. Le premier vendeur mondial reste le groupe américain de défense Lockheed Martin, avec un chiffre d'affaires de 35,7 milliards de dollars.

 

Le nombre de sociétés européennes dans ce classement a diminué, de 33 compagnies en 2009 à 30 en 2010, pour un total cumulé de 29% des ventes (119 milliards de dollars).

 

Le marché des services militaires, qui comprend le support des systèmes, la formation, la logistique, ou encore la maintenance, est en croissance continue avec pas moins de vingt entreprises du "Top 100" qui en font leur activité principale.

 

Plusieurs compagnies ont également procédé à des acquisitions d'autres sociétés, permettant une augmentation de leurs ventes en 2010 par rapport à 2009.

 

Les guerres d'Irak et d'Afghanistan n'ont eu qu'"un impact mitigé", malgré le début du retrait des troupes d'Irak, débuté en 2010, précise le Sipri.

 

Le Sipri définit les ventes d'armes comme étant les ventes de biens et services militaires à une clientèle militaire, aussi bien sur le marché intérieur qu'à l'exportation.

 

Etabli à Stockholm depuis 1966, le Sipri est un institut international indépendant et spécialisé dans les conflits, les armements, le contrôle des armes et le désarmement. Il publie chaque année depuis 1990 le top 100 mondial des fabricants d'armement, exceptée la Chine, à cause d'un manque de données précises.

The UK Ministry of Defence's (MoD) carrier variant of the F-35 Lightning II joint strike fighter (JSF) purchase bill may rise due to the US Department of Defense's (DoD) military budget cuts.

 

The recently revealed US defence budget for fiscal 2013, starting October 2012, has estimated the price of the aircraft for the US military at about $153m.

 

The rise in the price will leave the MoD with funds for fewer aircraft, which are intended to replace the Harrier on the Royal Navy's new aircraft carrier by 2020.

 

The White House's former National Security Council senior director for Defence Policy Barry Pavel was quoted by The Daily Telegraph as saying that if the costs go up it is likely that the UK won't be able to afford as many planes.

 

"It's going to be really tough for Britain as economic projections remain negative. The government is going to have to cut public spending again and that will cause them to reassess not only the JSF but their broader defence programme," Pavel added.

 

A MoD spokeswoman, however, said that the first JSF will be delivered by this year for test and evaluation purposes and the ministry remained committed to purchasing the carrier variant.

 

The F-35 is being developed in three variants by Lockheed Martin, including a conventional takeoff and landing (CTOL) variant for the USAF, a carrier variant (CV) for the US Navy and a short take-off and vertical landing (STOVL) aircraft for the US Marine Corps and UK Royal Navy.

 

The JSF programme is principally financed by the US, with additional funding from the UK and seven international partners, namely Australia, Canada, Denmark, Italy, Netherlands, Norway and Turkey.

Washington -  Britain’s Armed Forces may be unable to afford all the new fighter jets they want as American defence cuts and European austerity measures push up the aircraft’s price.

 

With the US military delaying purchase of the Joint Strike Fighter (JSF) and Italy slashing its order by more than a third, the Ministry of Defence’s bill for each of the aircraft is set to rise sharply.

 

Experts warned that the higher prices are likely to mean Britain can afford fewer of the multi-role warplanes, which are due to replace the Harrier on the Navy’s new aircraft carrier by 2020.

 

The rising cost of the JSF will add to the controversy around Britain’s aircraft carrier capabilities. The 2010 Strategic Defence and Security Review retired the Navy’s existing carriers, leaving the UK without a working carrier for a decade.

 

The JSF, also known as the F-35, is being built by American weapons giant Lockheed Martin as part of an international programme led by the US but partly funded by Britain and seven other ’partner nations’.

 

The arrangement shares the enormous cost of developing the world’s most advanced aircraft but also leaves Britain dependent on large orders from other countries to keep price down.

 

Britain is due to place orders for one squadron, around 20 aircraft, next year but will settle on the final number of planes to be bought until in 2015.

 

Lockheed has admitted that the government is likely to pay even more than the $90 million (£57 million) currently projected as the cost of a single aircraft but could not give an exact figure.

 

As part of a drive to reduce America’s annual military budget, the Pentagon announced earlier this month that it was delaying purchasing 179 aircraft until after 2017, saving the US $15 billion (£10 billion) over the next five years.

 

The US was followed almost immediately by Italy, which said that under new austerity measures it could no longer afford the 131 jets it agreed to buy and was reducing its order to just 90. Both Australia and Canada have also signalled they may delay or cut their purchases.

 

Speaking before Italy announced its reduced order, Lockheed’s executive vice-president Tom Burbage said that the American delay would push up prices for all nations. “It will raise the overall average cost of the total procurement of all the aeroplanes bought,” he said.

 

Barry Pavel, a former Senior Director for Defence Policy at the White House’s National Security Council, told the Daily Telegraph that the rising costs would likely reduce the number of aircraft Britain eventually buys.

 

"Britain, along with some other European nations, has a constrained defence budget and as costs go up it seems likely it won’t be able to afford as many planes,” he said.

 

"It’s going to be really tough for Britain as economic projections remain negative. The government is going to have to cut public spending again and that will cause them to reassess not only the JSF but their broader defence programme.”

 

Next month the Canadian embassy in Washington will host a meeting of the eight partner nations, where defence attachés are expected to voice their respective governments’ growing alarm over the programme’s cost. A formal summit of all the countries involved will take place in Australia in mid-March.

 

A spokeswoman said the MoD would not comment on prices until it had confirmed its first order next year.

 

*"The MoD is taking delivery of our first Joint Strike Fighters for test and evaluation purposes this year and is committed to purchasing the carrier variant of the JSF. Our plans remain on track to have a new carrier strike capability from around 2020,” she said.

 

Philip Hammond, the defence secretary, met with his American counterpart Leon Panetta in Washington last month, where he raised concerns that the jets would be ready in time for a 2020 deployment on HMS Prince of Wales, Britain’s new aircraft carrier.

 

The Navy’s first order will be made next year and the aircraft are expected to be operational by 2016. British pilots will train jointly with the US Navy before being posted aboard the carrier.

BAE Systems says it will produce and deliver a lightweight, handheld laser targeting system to the U.S. Army under a $23 million contract award.

 

The Laser Target Locator Modules aids soldiers on foot to identify a target location in day/night operations and in poor visibility conditions caused by smoke or dust.

 

"Our laser target locator modules helps soldiers determine target coordinates quickly and accurately," said LTLM Program Manager Bill Ashe.

 

"The system provides mission-critical capability in a single, lightweight package, combining the functions of several pieces of equipment that today's soldier carries in his or her pack."

 

The TRIGR target location system uses direct-view optics, a night-vision camera, compass, Global Positioning System receiver and a laser range finder. Its daylight range is more than 2.6 miles, while in night conditions it is 900 yards.

 

It weighs less than 5.5 pounds.

 

BAE Systems was awarded an initial production contract LTLMs in 2009.

BAE Systems et General Dynamics Ordnance & Tactical Systems (une filiale du géant américain General Dynamics) ont procédé aux premiers essais de leur munition guidée pour mortier de 81mm. L’obus RGCM (Roll Controlled Guided Mortar) marie l’obus britannique L41, la fusée américaine M734A1, un boitier de guidage GPS et le système de contrôle en roulis développé et breveté par General Dynamics pour in fine donner une munition de précision à la portée des sections d’infanterie.

 

Une campagne d’essais menée en début d’année sur le polygone de Yuma (Etats-Unis) a permis de tirer 16 obus à des distances de 900 à 1400m de la cible, avec une précision moyenne de 7 mètres à l’impact. Les deux partenaires indiquent à présent que des expérimentations tactiques se tiendront dans les semaines à venir.

Boeing has selected DRS Defense Intelligence, Communications and Avionics Solutions (ICAS) to supply the Joint Tactical Terminal - Receiver (JTT-R) for installation onboard US Navy's airborne electronic attack platform, EA-18G Growler aircraft.

 

Initial JTT-R integration efforts for the Boeing-built EA-18G Growler have been in process since July 2009 and the latest $7.9m contract will continue extending its support for the capability.

 

Under the contract, DRS ICAS will further its efforts to design, develop and integrate JTTR-R to provide increased, critical situational awareness capability to the aircraft.

 

The tactical terminal provides eight receive channels that enable the aircraft to access near real-time threat, survivor and Blue Force Tracking data that will be transmitted to the pilot, thereby increasing the users' critical situational awareness.

 

The JTT-R receives the critical data through Integrated Broadcast Service and Common Interactive Broadcast waveforms (CIBS) over UHF Satellite Communications links and can be expanded to 12 receive channel configuration with additional CIBS-M hardware modules.

 

The system will replace the existing Multi-mission Advanced Tactical Terminal (MATT), which will reach end-of-life with the transition to common interactive broadcast (CIB) waveform.

 

The terminals can be mounted in fixed and rotary wing aircraft, surface, and stationary or mobile ground platforms and vehicles to supply the tactical data link to battle managers, intelligence centres, air defence, fire support and aviation nodes.

 

The EA-18G Growler is an airborne electronic attack (AEA) aircraft which operates from either an aircraft carrier or from land-bases and is a derivative of the combat-proven two-seat F/A-18 Hornet, the US Navy's maritime strike aircraft.

 

The aircraft missions are mainly electronic attack (EA) and suppression of enemy air defences (SEAD), particularly at the start and on-going early stages of hostilities.

People on this side of the Atlantic Ocean tend to look twice when they see the “c” replacing the “s” in the British version of the word “defense.”

 

Now, those on the other side of the Atlantic might look twice when they see the “c” entered into the Royal Air Force’s flight log.

 

On Feb. 21, Royal Air Force (RAF) Squadron Leader Jim Schofield became the United Kingdom’s first military test pilot to fly the F-35C, the carrier variant of the Lightning II Joint Strike Fighter (JSF) aircraft.

 

“The F-35 has the best handling of any jet I’ve flown, which means it’s going to be easier to land on a ship than current aircraft, and pilots can devote all of their attention to the mission,” Schofield said. “Combined with the world’s best sensors which allow the pilot to find and target anything that’s out there, and a stealthy signature, which means the enemy can’t do the same to you, this is exactly the aircraft the UK needs to provide the best protection for our soldiers, sailors and airmen for the next 35 years.”

 

Schofield’s flight is the latest in a series of milestones for the UK’s Joint Combat Aircraft program, which included the first F-35C launch on the test electromagnetic aircraft launch system (EMALS) on Nov. 18, 2011, and the rollout of the first UK F-35 from the production line four days later. EMALS is the current launching system of record for the future HMS Queen Elizabeth aircraft carrier, currently under construction.

 

“This is another major step forward for the UK’s Joint Combat Aircraft programme,” said Group Captain Harv Smyth, the UK’s JSF national deputy. “Squadron Leader Schofield is now test-flying both the [short takeoff and vertical landing] and carrier variants of the F-35, which affords the UK unprecedented early learning regarding this 5th-generation air system. This is a very exciting period for JCA, as not only are we now testing both the B and the C variants, but we look forward to taking delivery of our first production F-35 aircraft later this year.”

 

As an international program, the F-35 has eight cooperative partners working with the United States; the United Kingdom was the first country to join the program in January 2001.

 

According to the RAF’s website, the F-35 employed as the Joint Combat Aircraft in UK forces will offer many advantages over legacy platforms: low observability, supersonic flight, improved survivability, internal and external weapons carriage, increased range and easier supply and maintenance.

 

The F-35C carrier variant of JSF is distinct from the F-35A and F-35B variants, with its larger wing surfaces and reinforced landing gear to withstand catapult launches and deck landing impacts associated with the demanding aircraft carrier environment. The F-35C is undergoing test and evaluation at Naval Air Station Patuxent River prior to delivery to the fleet and international partners.
