En janvier, Hawker Beechcraft a réalisé avec succès le premier tir de roquettes Hydra-70 guidées par laser APKWS depuis un aéronef à voilure fixe (source: Hawker Beechcraft).

 

Ce module d’arme qui est habituellement installé sur des aéronefs à voilure tournante comme le Apache AH-64 ou le UH-1 a été testé sur un avion d’attaque léger AT-6C à la base aérienne d’Eglin (Floride, USA).

 

Les roquettes du AT-6C ont frappé à quelques centimètres du centre de la cible depuis une distance d’environ trois miles nautiques (5 km) et guidés vers leurs cibles en utilisant soit un laser installé sur l’AT-6 soit un laser au sol sur la base aérienne d’Eglin. Dans les deux cas les roquettes ont parfaitement fonctionné.

L’intégration du module APKWS sur un AT-6C permet à BAE Systems et Hawker Beechcraft d’enrichir leur offre dans la compétition américaine LAS (Light Air Support) portant sur l’acquisition de 20 avions d’attaque légers (mais qui est désormais compromis).

 

Sur le marché international, de nombreux pays cherchent à s’équiper d’avions légers d’attaque et d’entraînement pour le combat au sol avec des roquettes de précision (Syrie, Irak, Israël, Mexique).

 

En septembre 2011, des hélicoptères UH-1Y avaient déjà tiré avec succès 6 roquettes APKWS-II sur des cibles situés de 1,5 km à 5 km (3 miles au maximum) sur le China Lake, en Californie. Ces essais ont démontré que le système APKWS doté d’une ogive Mk152 pouvait être tiré à partir de n’importe quelle plateforme aérienne.

 

Initié en 2002 par l’US Army, l’APKWS (Advanced Precision Kill Weapon System) est un programme, consistant à moderniser les roquettes de 70mm Hydra emportées par les hélicoptères de combat américains Apache et Cobra. L’US Army interrompit temporairement le programme en 2005, en raison du manque de précision des systèmes de guidage proposés. Il fut relancé par un nouvel appel d’offre (APKWS II) remporté par une joint-venture menée par BAE Systems avec le concours de Northrop Grumman et General Dynamics, concepteur du premier prototype.

 

L’APKWS est un module de guidage laser semi-actif, équipé du système de guidage DASALS (Distributed Aperture Semi-Active Laser Seeker) de BAE Systems, qui intègre des capteurs laser dans les ailettes (canards) plutôt que dans le nez du module. Fin 2008, le programme a été transféré à l’US Navy et au corps des Marines.

Orlando FL - Lockheed Martin has begun integration testing on the third completed Medium Extended Air Defense System (MEADS) battle manager at its facility in Huntsville, Ala.

 

Integration testing on the third battle manager will continue throughout 2012 in support of a ballistic missile intercept test planned at White Sands Missile Range in 2013. Two other battle managers are already supporting system testing at Pratica di Mare Air Force Base in Italy and Orlando, Fla.

 

The MEADS battle manager controls an advanced network-centric open architecture that allows any combination of sensors and launchers to be organized into a single air and missile defense battle element.

 

Through a capability called plug-and-fight, sensors, shooters or other battle managers act as nodes on the network. From the MEADS battle manager, a commander can add or subtract nodes as the situation dictates without shutting down the system.

 

MEADS International President David Berganini said, "Following the successful first MEADS flight test in November, the team continues to evolve MEADS' battle management software and the plug-and-fight network, demonstrating coverage and flexibility that other systems cannot provide, including a 360-degree defense that protects our warfighters against next-generation threats."

 

Using its 360-degree defensive capability, the advanced MEADS radars and PAC-3 MSE Missile, MEADS defends up to eight times the coverage area with far fewer system assets and significantly reduces demand for deployed personnel and equipment, which reduces demand for airlift.

 

MEADS International, a multinational joint venture headquartered in Orlando, Fla., is the prime contractor for the MEADS system. Major subcontractors and joint venture partners are MBDA in Italy and Germany, and Lockheed Martin in the United States.

Du 2 au 4 février 2012, le général de brigade Parlanti, commandant supérieur des forces armées en Nouvelle-Calédonie (FANC) a reçu le vice-amiral d’escadre (VAE) Swift, commandant la 7ème flotte américaine, basée à Yokosuka (Japon).

 

A cette occasion, le VAE Swift a assisté à des démonstrations dynamiques réalisées par les FANC (notamment parachutages en mer et entraînement commando en milieu aquatique) illustrant les capacités et les missions des FANC.

 

Les deux chefs militaires se sont entretenus sur les futures actions de coopération et exercices conjoints, notamment la participation américaine à l’exercice multinational bi-annuel organisé par les FANC, appelé Croix du Sud , en octobre prochain.

 

Cette visite s’inscrit dans le cadre de la coopération bilatérale franco-américaine. Les États-Unis représentent un partenaire stratégique pour la France sur la scène internationale. De plus, les deux pays participent à la coopération régionale dans le cadre des accords QUAD (France, Etats-Unis, Australie, Nouvelle-Zélande) pour les questions sécuritaires.

Northrop Grumman Corporation has successfully completed repairs to a wing spar on a U.K. E-3D Sentry Airborne Warning and Control System (UK AWACS) aircraft and delivered it to the Royal Air Force ahead of schedule. The aircraft's cracked wing spar was repaired at the company's Lake Charles Maintenance and Modification Center, marking the first time a Sentry aircraft, a 707-variant aircraft, has been repaired in the United States.

 

The work was carried out as part of the existing Sentry Whole Life Support Program (WLSP), which was originally awarded to Northrop Grumman in 2005.

 

"We look at the entire WLSP program not as a customer-contractor relationship but more as a partnership to ensure 24/7 mission availability of Sentry aircraft," said John Parker, director, global logistics and modernization, Northrop Grumman Technical Services. "The capabilities at the Lake Charles facility and the dedication of the entire workforce enabled the team to complete the repairs ahead of schedule."

 

"The aircraft's wing spar incurred a stress crack," said Mark Cannon, U.K. AWACS program director, Northrop Grumman Technical Services. "The Lake Charles Maintenance and Modification Center was chosen for the wing spar replacement because of its extensive experience and expertise in this type of repair on nearly identical airframes making it the quickest, lowest-risk solution, as demonstrated by the early delivery."

Kortrijk, Belgium | Visualization pioneer Barco is proud to announce that General Dynamics UK, the prime contractor for the British Army's Scout Specialist Vehicle (Scout SV), has selected Barco's 8” rugged extreme displays in triple head configuration and Video Processing Unit for the program.

 

Scout SV is one of the British Army's most important vehicle programs. In addition to a previous statement, where General Dynamics UK selected Barco's 13” extreme rugged displays, Barco now announces that it has also been selected to provide both the video processing unit (VPU) and triple head driver display for the program.

 

For the driver display, General Dynamics UK chose the TX-321S, an 8” triple head display based on Barco's existing offer of TX rugged extreme displays. The Video Processing Unit, VPU-101S, provides each SV vehicle with networked video and graphics. The combination of the displays with Barco's networked video processing results in improved situational awareness, more efficient collaboration and faster decision making.

The Advanced Precision Kill Weapon System (APKWS) recently achieved a first shot success from a fixed-wing aircraft, BAE Systems announced today.

 

The semi-active laser guided version of the U.S. military’s Hydra rocket successfully hit within inches of the center of its laser spot target after it was fired off a Hawker Beechcraft  AT-6C from a range of three miles. This successful test, which BAE Systems accomplished in record time, highlights the potential of APKWS as a low-cost weapon system for reconnaissance and attack aircraft throughout the world.

 

“APKWS has proved itself to be precise, affordable, versatile, and lethal,” said Roy Rumbaugh, program manager for Missiles & Munitions Solutions at BAE Systems in Nashua, N.H., where the laser guidance section is built. “The user can plug and play with the existing components, and point and shoot this weapon system like a regular Hydra rocket.”

 

This APKWS flight test, which was held in late January at the Eglin AFB test range in Florida, demonstrated the “unpack and shoot” flexibility of the weapon system. During the testing,

 

BAE Systems personnel were able to quickly convert unguided Hydras supplied by the U.S. Air Force into APKWS guided munitions and load them onto the aircraft. It took just three hours to assemble two test rounds, load them into the aircraft launchers, fly the mission, and complete the successful shot.

 

Immediately prior to the guided rocket shot, an unguided round in the same launcher was fired to demonstrate the robust APKWS advantage of  its sealed, mid-body design to withstand the harsh, real-world environment of adjacent rocket firings.

 

“APKWS had never been integrated on this aircraft before. This independent test on the AT-6C was the first demonstration of the APKWS capability on a fixed-wing aircraft for the fixed-wing community,” Rumbaugh added.

 

In addition, BAE Systems is upgrading the APKWS design to operate in the expanded flight envelopes of high-performance Navy and Air Force aircraft under contract for the Fixed-Wing APKWS Joint Capability Technology Demonstration (JCTD) program.

 

The APKWS, the government’s only program of record for the semi-active laser-guided 2.75-inch rocket, has previously been concentrated in rotary-wing aircraft, including the AH-1W Cobra and the UH-1Y Huey. BAE Systems, which has been the APKWS prime contractor since 2006, also has demonstrated the APKWS capability on the OH-58D Kiowa Warrior, with positive results in both integration and demonstration tests.

General Dynamics Ordnance and Tactical Systems and BAE Systems have successfully demonstrated a tactical version of their 81mm Roll Control Guided Mortar (RCGM). A total of sixteen rounds were tested, all of which guided to within an average miss distance of approximately seven meters from the target at ranges from 980 metres to 4,000 metres.

 

The testing was conducted under a Cooperative Research and Development Agreement (CRADA) with the US Army Armament Research Development and Engineering Center (ARDEC). The tactical configuration of the RCGM used the current UK L41 high explosive mortar round and a six-increment propulsion charge system produced by BAE Systems.

 

The guidance package developed by General Dynamics consists of a GPS receiver, standard M734A1 multi-option fuze components, and the company's patented Roll-Controlled Fixed Canard (RCFC) control system.

Rise in Cost of F35 Fighters 'Unknown'

 

The Government "doesn't know" how much the price of new aircraft carrier fighter jets will rise because of cancellations abroad.

 

Defence Equipment Minister Peter Luff told the Commons order changes from other countries would have "implications" for the price of the F35 Joint Strike Fighters (JSF).

 

The Lockheed Martin-built jets are due to be purchased to fly from the UK's Queen Elizabeth Class aircraft carriers which are currently under construction.

 

Speaking during Defence Questions in the Commons, shadow defence minister Alison Seabeck said: "What is the intention around the F35 programme, in particular given rumoured reductions in orders from the USA, Australia and Canada?

 

"Do you expect the price of each F35 to rise and have you taken a view on exactly the point at which they become unaffordable?"

 

Mr Luff replied: "The honest answer is we don't know. The Americans are not reducing the total numbers of JSF but changing the profile of those purchases. Other partner nations are indicating they are going to reduce their actual off take.

 

"This is likely to have implications for JSF prices particularly in the early stages which is when this country intends to procure its (fighters).

 

"There are implications, we are watching them very carefully and I'm happy to talk to you separately about the implications for the UK."

The first Joint Strike Fighter designated for the Netherlands has had its jet engine installed. The Netherlands has thus far ordered two of these F-35 fighter aircraft as test aircraft.

 

Personnel of Lockheed Martin installed the Pratt & Whitney engine, which measures 5.5 by almost 1.5 metres. Production is running according to schedule.

 

Testing

 

The aircraft, to which the air force will give tail number F-001, was transferred to the last assembly line in the factory in October 2011. Lockheed Martin has scheduled ground tests for late March 2012. That will include testing of the fuel system and the radar equipment. That phase will be followed by the first test flights.

Lockheed Martin Maritime Systems & Sensors, Syracuse, N.Y., is being awarded a not-to-exceed $45,566,659 cost-plus-fixed-fee, firm-fixed-price contract for Shipboard Mine Neutralization System-SeaFox (SMNS-SF) integration, testing and production; operational AN/SQQ-32 Airborne Mine Neutralization System-SeaFox (AMNS-SF) refurbishment and overhaul; and Atlas SeaFox neutralizer rounds delivery.

 

Work will be performed in Bremen, Germany (43 percent); Syracuse, N.Y. (24 percent); Virginia Beach, Va. (15 percent); Corpus Christi, Texas (14 percent); and Cincinnati, Ohio (4 percent). Work is expected to completed by March 2013.

 

Contract was not competitively procured as Lockheed Martin is the sole designer, developer, and producer of the SMNS-SF and AMNS-SF systems, and is only source capable of upgrading and integrating systems with the Atlas SeaFox neutralizer onto the host platforms in the time required to meet urgent operational need.

 

Contract funds in the amount of $15,125,355 will expire at the end of the current fiscal year.

 

Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-12-C-6306).

Dans le cadre notamment de la constitution, en Europe, d'un bouclier anti-missile balistique, les destroyers USS Ross, USS Donald Cook, USS Porter et USS Carney seront basés à La Rota, en Espagne. Les deux premiers devraient arriver en 2014 et les deux suivants en 2015. C'est ce qu'a annoncé le secrétaire américain à la marine. Du type Arleigh Burke, ces quatre destroyers vont permettre de renforcer les moyens de l'US Navy en Europe. « Ces bâtiments polyvalents rempliront une multitude de missions, incluant le spectre complet des opérations de sécurité maritime, des exercices multinationaux, l'intégration à des missions et déploiements de l'OTAN, ainsi que la défense antimissile de l'Alliance », explique Leon Panetta.


Les destroyers pourront notamment mettre en oeuvre le missile SM-3 qui, conjugué au système de défense aérienne Aegis, contribuera à l'édification d'un bouclier anti-missile balistique en Méditerranée.


Pour l'heure, les USS Ross, USS Donald Cook, USS Porter sont basés à Norfolk (Virginie) et l'USS Carney à Mayport (Floride).

WASHINGTON | U.S. Defense Secretary Leon E. Panetta met with German Defense Minister Thomas De Maizière at the Pentagon Feb. 16, as Defense Department officials announced details of planned changes in the U.S. military presence in Europe.

 

The Army will inactivate its Germany-based 170th and 172nd infantry brigades this year and in fiscal 2014, respectively, officials announced, as part of a change that will cut U.S. service members in Europe from about 80,000 now to about 70,000 in 2017.

 

“The minister understands the necessity of the shifts we are making as we work to implement our new defense strategy while meeting our fiscal responsibilities,” Panetta said during a press briefing with his German counterpart.

 

The secretary said he and De Maizière had a productive meeting today, as they had earlier this month in both Brussels and Munich where both attended NATO defense meetings and the annual Munich Security Conference.

 

Panetta thanked De Maizière for his leadership both in NATO deliberations and in his nation’s “very steadfast” support to the alliance-led International Security Assistance Force in Afghanistan.

 

“Germany has been with us from the very beginning,” the secretary said. “The German military plays a very important role as the lead for ISAF Regional Command North.”

 

Germany is both a top troop contributor for ISAF and a top funding contributor for Afghan security force sustainment, he noted.

 

The German people have shown great commitment through a decade of war in Afghanistan, Panetta said. He offered his condolences to the families of the 50 German service members killed in combat there.

 

“Thousands of German troops are fighting courageously alongside U.S., coalition and Afghan forces,” he said. “They’ve worked to establish security in Mazar-e Sharif and Herat, and they continue to keep the pressure on the enemy.”

 

De Maizière took a lead role in bringing together fellow NATO defense ministers in reaffirming support for the Afghanistan commitments the nations’ leaders made at a summit in Lisbon, Portugal, in 2010, Panetta said.

 

“We have joined in the commitment of ‘in together, out together’ … and I’m grateful for that, and I’m particularly grateful for his leadership in helping us achieve that common path,” he said.

 

Turning to adjustments in European basing, the secretary noted some 40,000 U.S. troops will remain in Germany after the two heavy brigades depart. He added those forces will continue to train with partner nations’ forces and maintain a high state of readiness for future international operations.

 

“I am very grateful, as are all American people, for the very warm hospitality U.S. troops and their families enjoy in Germany,” he said. “Germany has been an incredible host.”

 

Panetta noted along with forces stationed in Europe, the Defense Department is planning rotational troop training deployments to augment multinational training opportunities.

 

De Maizière, speaking through an interpreter, said he cannot object to the United States modernizing and reshaping its forces, as his own nation is making the same effort with its military.

 

Panetta has been “transparent from the very beginning” about the planned changes to U.S. forces in Europe, De Maizière noted, and added American troops, family members and civilians in remaining U.S. military organizations will “always be welcome in Germany.”

 

The two heavy brigades the Army will inactivate in Germany have not been modernized, and disbanding them will save the Army money as it prepares to reduce its ranks by 70,000 soldiers, a senior defense official speaking on background told reporters today.

 

 

Other U.S. troop adjustments in Europe include the inactivation of V Corps Headquarters in Wiesbaden, Germany; the move of U.S. Army Europe Headquarters from Heidelberg, Germany, to Wiesbaden; the inactivation of the Air Force’s 81st Fighter Squadron at Spangdahlem Air Base, Germany; and inactivation of the 603rd Air Control Squadron at Aviano Air Base, Italy. The Army will also relocate elements of the 173rd Airborne Brigade Combat Team from locations in Germany to the brigade’s long-planned consolidated location in Vicenza, Italy.

 

Forces that will remain in Europe include the 2nd Stryker Cavalry Regiment at Vilseck, Germany, and the 173rd at Vicenza. A senior defense official today called those modernized units two of the Army’s “cutting-edge” troop formations.

 

De Maizière noted “high-value” U.S. units are remaining in Germany.

 

“I believe the impact [of the units leaving] will be moderate,” he said. “Germany will remain the country where the bulk of U.S. troops will remain stationed, and this underscores that Germany is a strategically valuable ... location for our American friends.”

 

Joseph Garvey, a senior U.S. Army Europe official, told American Forces Press Service USAREUR's commander, Lt. Gen. Mark P. Hertling, has visited communities across Germany in recent weeks to address troop and family concerns about the pending moves.

 

Hertling assured Army families their leaders in Europe will do everything possible to limit upheaval for soldiers, family members and civilians, Garvey said.

 

The general also told troops and families leaders will work to ensure those affected by the moves are treated with dignity and respect as the Army in Europe works through this transition, Garvey added.

Washington - The United States vowed Thursday to retain close military ties to its European allies after unveiling plans to withdraw more than 11,000 troops from Germany and Italy as part of a strategic shift to Asia.

 

"No one should equate lower numbers of US troops permanently stationed in Europe with declining engagement with our European partners," Pentagon press secretary George Little told reporters.

 

The details of the troop reduction, which include two Army brigades and two air squadrons, were announced as Defense Secretary Leon Panetta hosted his German counterpart, Thomas de Maiziere, for talks at the Pentagon.

 

Both men endorsed the drawdown at a joint press conference, with Panetta promising the move would not alter Washington's commitment to the NATO alliance.

 

The Pentagon chief said over 40,000 American troops would remain in Germany and that "the new US defense strategy reaffirms the lasting strategic importance of the trans-Atlantic partnership with NATO allies such as Germany."

 

He added that de Maiziere "understands the necessity of the shifts we are making as we work to implement our new defense strategy while meeting our fiscal responsibilities."

 

De Maiziere said Germany would still serve a crucial role for US forces and said he could not complain about the Pentagon's downsizing as his own government was carrying out a similar approach for German forces.

 

"I cannot criticize the United States of America for doing something that we ourselves do," he said.

 

He added that the withdrawal of the American unit would have a "moderate" effect on the local economy.

 

Starting later this year, the US military will start pulling out two US Army brigades, two Air Force squadrons as well as about 2,500 support troops, officials said.

 

The two Army heavy infantry brigades and one of the Air Force squadrons, which flies A-10 "tank killer" aircraft, are currently based in Germany while the second air unit is located in Aviano, Italy.

 

The move will reduce the total number of American forces in Europe to roughly 70,000 from the current level of about 81,000, officials said.

 

Despite the drawdown, the Pentagon insisted the US military's close partnership with NATO allies would continue and that units in the United States would rotate to European bases to pursue joint training and exercises.

 

The Army chose to cut the two heavy brigades while leaving in place two other brigades, one airborne and one employing Stryker vehicles, which represent a more agile formation in keeping with a new US strategy that sees large, tank-heavy ground wars as unlikely.

 

The downsizing also will include closing down the Army's 5th Corps headquarters in Wiesbaden, officials said.

 

The US military footprint in Europe has drastically declined since the Cold War, when more than 270,000 troops were stationed on the continent at one point.

 

The two Army brigades due to leave, the 170th heavy brigade in Baumholder and the 172nd heavy brigade in Grafenwoehr, have 3,850 soldiers each and both have been on tours in Afghanistan, with troops from the 172nd still on the ground in Paktika province.

 

Soldiers and families from the 170th brigade will begin moving out this summer while troops from the 172nd will start departing Germany in mid-2013, according to a fact sheet from the Pentagon.

 

The two aviation units due to depart are the 81st Fighter Squadron in Spangdahlem, with 525 personnel, and the 603rd Air Control squadron, with 336 airmen.

Pocasset, MA | The Belgian Navy has added to its fleet of Autonomous Underwater Vehicles (AUVs) from Hydroid, Inc., a subsidiary of Kongsberg Maritime and the leading manufacturer of AUVs. Two new REMUS 100 AUVs will enable the Belgian Navy to detect underwater mines, improvised explosive devices and other undetonated ordnances at Very Shallow Water (VSW) areas.

 

“Belgium’s Navy is one of 13 navies around the world using Hydroid AUVs to keep people safe,” said Christopher von Alt, President and co-founder of Hydroid. “Employing a REMUS 100 allows the Navy to survey areas where boats cannot travel, contributing to the protection of the entire Belgian coast from explosives, regardless of topography.”

 

In 2005 the US-based Belgian Military Supply Office purchased a single REMUS 100 system as an evaluation unit. A series of successful trials with the REMUS led to this most recent purchase of two additional AUVs, bringing Belgium’s REMUS 100 fleet to three. Evaluations proved out the versatility of the REMUS 100 in a variety of oceanographic conditions, making it clear that the AUV was ideally suited for the Navy’s VSW needs.

 

Hydroid's REMUS AUVs are modular: They can be fitted with a variety of sensors and used to aid in hydrographic surveys, harbor security operations, debris field mapping, scientific sampling and mapping, as well as many basic and applied research programs funded by ONR, DARPA and the United Kingdom Ministry of Defense. With over 300 vehicles in the field, Kongsberg Maritime is currently the AUV market leader.

Le budget militaire de la Chine, si souvent critiqué par l’Occident, stimule aussi les dépenses militaires de l’Asie et profitent indirectement aux fournisseurs d’armes américains et européens.

 

Les avions de combat de Lockheed Martin (F-35, F-22, F-16) et de Boeing (F/A-18) sont actuellement exposés au salon aéronautique de Singapour. Les deux plus grands entrepreneurs de la défense des États-Unis se préparent à rivaliser avec l’Eurofighter (EADS) et Saab sur un appel d’offres de 7 milliards de dollars lancé par la Corée du sud. D’autres compétitions similaires sont ouvertes au Japon et en Inde.

 

Les dépenses militaires de l’Asie-Pacifique pour les avions de combat, les missiles et d’autres équipements est appelé à croître en moyenne de 4,2% par an, atteignant 114 milliards de dollars en 2016, selon le cabinet Frost & Sullivan, en raison de la forte croissance économique et des tensions géopolitiques, notamment dans la mer de Chine du Sud, la péninsule coréenne et le détroit de Taiwan. Le budget de la défense chinois augmentera à lui-seul de 14% chaque année jusqu’en 2015, selon Goldman Sachs Group Inc.

 

Taïwan va moderniser sa flotte de F-16 pour contrer la menace chinoise. Budget : 3,7 milliards de dollars (Lockheed Martin).

 

« L’augmentation des recettes publiques signifie que plus d’argent est disponible pour les dépenses de la défense », a déclaré Tim Huxley, directeur exécutif de l’Institut international d’études stratégiques en Asie à Singapour. « De nombreuses parties de l’Asie sont également précaires ce qui crée un sentiment d’insécurité chez les gouvernements. »

 

Les bombardements par la Corée du Nord et l’attaque d’un navire de guerre qui a tué 50 marins sud-coréens en 2010 ont clairement tendu la situation. La Corée communiste dispose d’une armée de 1,2 million d’hommes, de missiles balistiques et d’assez de plutonium pour une demi-douzaine d’armes nucléaires, selon les estimations de l’armée américaine.

 

La Chine travaille sur son premier porte-avions et son nouvel avion furtif J-20. En 2011, le pays a prévu d’augmenter ses dépenses militaires de 13% à 601,1 milliards de yuans (95 milliards de dollars), a déclaré Li Zhaoxing, porte-parole du Congrès national de la Chine populaire. La Chine stimule son budget pour remplacer son matériel de combat vieillissant et met davantage l’accent sur sa sécurité nationale au milieu de la montée des tensions territoriales, analyse Ronald Keung et Tom Kim de l’institut Goldman Sachs.

 

Taïwan, qui est considérée par la Chine comme une province renégate*, va mettre à niveau 146 chasseurs F-16 par Lockheed Martin dans un programme estimé à 3,7 milliards de dollars selon le ministère de la Défense taiwanais. La modernisation des F-16 pourrait aussi inclure l’installation de nouveaux radars et systèmes de navigation.

 

De son côté, la Corée du Sud envisage d’acheter 60 avions de combat. Les candidats à l’appel d’offres sont le F-35 de Lockheed Martin, le F-15 de Boeing, le Typhoon du groupement Eurofighter et le Gripen de Saab. La Corée compte aussi acquérir des hélicoptères d’attaque pour son armée de terre et sa marine, et envisage même l’achat de véhicules aériens sans pilote.

 

Le Japon n’est pas en reste. En décembre 2011, Lockheed Martin a signé une commande pour livrer 42 avions F-35 au pays du soleil levant. Cette acquisition pourrait coûter jusqu’à 1,6 milliards de yens (21 milliards de dollars) pour acheter, exploiter et entretenir durant plus de 20 ans les F-35, selon le ministère de la défense japonais. Singapour a également signé en tant que partenaire de développement pour l’avion de combat F-35. Il s’agit du programme d’armement le plus cher de l’histoire américaine (382 milliards de dollars).

 

L'Inde a choisi le Rafale pour rivaliser avec la Chine et le Pakistan. Budget : 11 milliards de dollars (Dassault).

 

L’Inde, autre grand géant d’Asie (et adversaire potentiel de la Chine), a récemment sélectionné le Rafale de Dassault Aviation pour son appel d’offres MMRCA portant sur 126 avions de combat. Des négociations exclusives sont en cours.

« L’Eurofighter qui est déjà en lice sur l’appel d’offres sud-coréen, est aussi candidat en Malaisie et dans le Golfe persique », a déclaré Enzo Casolini, le dirigeant d’Eurofighter, une joint-venture entre BAE Systems, Finmeccanica et Airbus. « L’Asie est « un marché important, » a t-il ajouté, « Exporter le Typhoon est également très important pour l’industrie européenne et pour l’économie européenne. »

 

L’Eurofighter a ralenti sa production à cause des réductions des budgets militaires européens effectués dans le cadre des plans d’austérité. Les dépenses militaires de l’Europe de l’Ouest ont baissé d’environ 5% l’an dernier et vont encore diminuer cette année selon l’agence de notation Fitch Ratings.

 

Pendant ce temps, les dépenses militaires de l’Asie-Pacifique ont augmenté de 14% en 2011, soit la plus forte croissance du monde selon Frost & Sullivan. Le Japon est le plus dépensier en matière de défense (derrière la Chine), avec une dépense de 54,5 milliards de dollars en 2010, selon le Stockholm International Peace Research Institute.

 

L’Inde est au troisième rang avec 41,3 milliards de dollars dépensés en 2011. Quant aux États-Unis, leurs dépenses mondiales ont atteint 698 milliards de dollars.

 

La Chine cherche également à profiter de la croissance des budgets de défense en vendant l’équipement intérieur développé à l’étranger. Lors du salon de Singapour, le groupe AVIC fera la promotion de l’avion de chasse JF-17 Thunder, qui a été développé avec le Pakistan. AVIC exhibera aussi son avion d’entraînement L-15, le Yilong, et le drone Ptérodactyle.

 

« Ce meeting permet à la Chine de montrer le pouvoir grandissant des entreprises de son industrie aérospatiale », a déclaré Ken Zhang, un analyste de la défense à Pékin. « AVIC a également besoin de stimuler ses exportations pour financer ses frais de recherche et développement car les marges sur les ventes à l’armée chinoise sont insuffisantes », ajoute t-il.

 

Lockheed Martin voit aussi l’Asie-Pacifique comme un gros client pour les technologies de défense antimissile, comme c’est le cas au Moyen-Orient depuis une décennie.

La Corée du sud a acheté 40 F-15 pour renforcer sa flotte. Budget : 4,4 milliards de dollars (Boeing).

 

« Nous observons les mêmes tendances en Asie pour la sécurité globale de la région », a déclaré Robert Stevens, dirigeant de Lockheed Martin, lors d’une conférence le 26 janvier avec des analystes. « La prolifération des technologies, le désir d’obtenir des missiles de plus grande performance, plus autonomes, plus précis, incitent les gouvernements asiatiques à obtenir une certaine protection contre les menaces de missiles balistiques. »

 

L-3 Communications, basée à New York, s’intéresse de près aux systèmes habités aéroportés de renseignement, de surveillance et de reconnaissance, ainsi que les drones de surveillance pour l’Asie, a déclaré son directeur, Michael Strianese, lors d’une conférence le 31 janvier.

 

Raytheon, le plus grand fabricant mondial de missiles, prévoit que 30% de ses commandes et 26% de son chiffre d’affaires en 2012 viendraient de l’extérieur des États-Unis, notamment l’Asie et le Moyen-Orient.

 

« La forte croissance dans les pays émergents et la demande en équipements de défense est un bol d’air pour les fabricants d’armes occidentaux, » a déclaré l’agence Fitch, le 1er février. « À moyen terme, la dépendance sur les marchés émergents pour le secteur de la défense va continuer de croître. »

Le groupe britannique de défense BAE Systems dit attendre cette année une stagnation de ses ventes après une baisse de 7% de son bénéfice en 2011, imputée aux baisses des dépenses militaires américaines et britanniques.

 

Son chiffre d'affaires a reculé de 14% à 19,15 milliards, principalement en raison d'une baisse des livraisons à l'armée américaine liée à son retrait d'Irak. Les analystes attendaient en moyenne des ventes de 22,27 milliards. L'excédent brut d'exploitation (Ebita) de BAE s'est élevé à 2,02 milliards de livres (2,43 milliards d'euros), contre 1,9 milliard attendu.

 

Le premier groupe de défense européen, qui tire 47% de son chiffre d'affaires des Etats-Unis et 29% de la Grande-Bretagne, a pâti des réductions de dépenses militaires décidées par Washington et Londres dans le cadre de l'assainissement de leurs finances publiques. BAE a également subi le contrecoup du report par l'Arabie saoudite d'une commande de 72 avions de chasse Typhoon construits par Eurofighter, un consortium auquel le groupe appartient.

 

En début d'après-midi, l'action BAE perdait 2,94% à 323, 20 euros. Le groupe britannique et le français Dassault Aviation devraient cependant se voir confier le développement de la prochaine génération d'avion de combat européen, selon une information du quotidien Les Echos. "Tout le monde fait comme si le marché mondial de la défense était en train de flancher; ce n'est pas le cas", commente Edward Hunt, consultant pour IHS Jane's Consulting. Malgré des perspectives incertaines, BAE a accru son dividende annuel de 7,4% à 18,8 pence par action.

BAE Systems revenues fell 14pc to £19.15bn last year, hit by the squeeze on defence spending in its two largest markets, the UK and the US.

 

Pretax profit rose 4pc to £1.47bn as BAE benefited from lower finance costs. However earnings before interest, taxes and amortization (EBITA) slipped 7pc to £2.03bn.

 

The EBITA figure was slightly better than analysts' forecasts of £1.9bn.

 

BAE said it expects earnings to recover in 2012 despite defence markets remaining tough.

 

"Whilst little sales growth can be expected for the group in 2012 in the current market conditions, modest growth in underlying earnings per share is anticipated," the defence company said.

 

The fall in sales in 2011 was mainly down to lower vehicle orders from the US Army as it pulled out of Iraq and the loss of some contracts, and delays in changes to the contract to supply Typhoon fighter planes to Saudi Arabia.

 

The US has capped its military budget at last year's levels for 2012, while Britain wants to cut defence spending by 8pc over the next four years - a move expected to disrupt equipment-buying plans.

 

BAE raised its final dividend to 11.3p from 10.5p last year, taking the total payout for the year to 18.8p.

The Norwegian Ministry of Defence is now in the final stages of preparing an updated analysis of the F35 investment. We can already state that the total investment will be within the limits we have agreed with the Storting [Parliament—Ed.], said State Secretary Ingebrigtsen.

 

A meeting between the Secretary of State and Lockheed Martin vice president Tom Burbage on Tuesday, February 14, confirmed this picture. Despite changes in the American order, the Norwegian cost framework remains in force.

 

The Government will provide a comprehensive account of this when the long-term plan is submitted to Parliament.

 

“Parliament will recognize the cost figures when the government releases the fighter procurement portion of the new, long-term defense plan in the spring,” says State Secretary Roger Ingebrigtsen.

 

Combat aircraft acquisition is the greatest single acquisition planned by the MoD. The aircraft is a very significant capacity in the Norwegian military. They will replace the F16 fleet which is approaching the end of its service life.

 

State Secretary Roger Ingebrigtsen is satisfied by the development of the program, which was reviewed in the meeting with Vice President Tom Burbage of Lockheed Martin and submits the following points:

 

• Testing and production of the aircraft is on schedule.

• Lockheed Martin to deliver the aircraft in combat ready condition in 2018 and the price will be within the calculations that Norway has assumed.

• As the program has progressed, the uncertainty has been reduced, so that it is now safer to set the investment framework and life cycle cost.

• The Defence Minister will present detailed calculations for these in conjunction with the presentation of new long-term plan for the military to Parliament in March 2012.

 

Since 2008, the MoD has been working continuously to improve the basis for the procurement decision. An important part of this work has concentrated on how to find the best and most effective organization of the combat aircraft weapon system, set against the mission and additional requirements.

 

This work has resulted in a number of improved solutions and new assumptions.

Feb. 15 (Bloomberg) -- Italy will reduce its planned order for Lockheed Martin Corp. F-35 fighter jets by about 40 and trim the size of the military as part of a program to reduce defense spending, Defense Minister Giampaolo Di Paola said today.

 

Italy will purchase 90 F-35s rather than the planned 131, Di Paola said in Rome before a joint defense committee of both houses of parliament. The nation will also slash military manpower by about 30,000 soldiers and 10,000 civilians, he said.

 

The cuts come amid a drive by Prime Minister Mario Monti to tame Italy’s public finances after contagion from the sovereign debt crisis drove borrowing costs to record highs, and are a blow for the F-35, the world’s costliest defense project. The Pentagon will cut $1.6 billion from the program, canceling 13 jets next year, under proposals sent to Congress Feb. 13, while customers including Australia are reviewing their requirements.

 

“Italy’s decision won’t have a huge impact on the program, but it’s probably symptomatic of lower F-35 sales overall,” said Paul Brant, a defense analyst at Collins Stewart in London, who predicts that production may drop by 15 percent. “I imagine most nations will bring down their numbers. The U.S. will probably cut the total it orders by about 500 from the original 2,400.”

 

Delays

 

The Pentagon is the largest customer for the F-35, which is five years late and will cost an estimated $382 billion for development and purchases. Three variants are being built: a conventional fighter, one to operate from aircraft carriers, and another capable of short takeoffs and vertical landings.

 

Before today, Lockheed also had about 700 orders from eight partner nations, the U.K., Australia, Italy, the Netherlands, Turkey, Norway, Denmark and Canada. Israel and Singapore also have a lower-level involvement in the plane. The plane won its first competitive tender, from Japan, in December, overcoming the Boeing Co. F-18 Super Hornet and Eurofighter GmbH Typhoon.

 

Australia is reviewing deliveries following the U.S. review, the Associated Press reported Jan. 30, citing Defense Minister Stephen Smith, while Canada has convened a meeting to discuss the program, Ottawa’s Globe and Mail said Feb. 13. Even orders from the U.K., the biggest partner with an investment of $2 billion, are in flux, with no final total yet stipulated.

 

‘Key Role’

 

Di Paola said today that Italy had spent 2.5 billion euros ($3.3 billion) on the F-35, and that a review had indicated one- third fewer planes would suffice. Lockheed, the world’s biggest defense contractor, said it understood the financial challenges facing global defense budgets and appreciated Italy’s continued commitment to the jet, also known as the Joint Strike Fighter.

 

“Italy plays a key role as a partner in the program,” Lockheed said in e-mailed comments. George Standridge, the Bethesda, Maryland-based company vice president of business development, said separately at the Singapore Airshow that government spending cuts will have a minor impact on costs and that there are “budget pressures everywhere, not just on F35.”

 

The reduction in Italy’s military headcount can be achieved over the next decade by curbing recruitment and transferring personnel, the minister said, with a 30 percent cut in “defense structures” planned over the next five years. He said yesterday that 70 percent of the Italian defense budget goes on staff.

 

Finmeccanica Impact

 

Prime Minister Monti pushed through 20 billion euros in austerity cuts in December and the European Central Bank loaned banks unlimited funds for three years. That’s prompted a fall in Italian bond yields that suggests improved confidence in the country’s ability to repay its debts.

 

The cut in orders is “not good news” for Finmeccanica SpA, Italy’s top defense contractor, which, though a Eurofighter partner, contributes F-35 parts and is expected to undertake final assembly in Cameri, near Milan, according to Christophe Menard, an analyst at Kepler Capital Markets in Paris.

 

Still, the “rebalancing of spending toward equipment is a positive for Finmeccanica,” though will take time to impact orders at the Rome-based company, Menard said in a note.

 

Finmeccanica traded 1.2 percent higher at 3.45 euros as of 11:26 a.m. in Milan, taking gains this year to 21 percent.

PHOENIX, Arizona -- BAE Systems has received a $10.8 million award from SSI Technology, Inc. to provide Advanced Survivability Seats for Bradley Fighting Vehicles used by the U.S. Army.

 

The specially designed seats – called Survivor Post Mount 1000 and Survivor Modular Troop 3000 – include an energy-absorbing technology to protect soldiers and other warfighters.

 

“This technology helps decrease the potential for spinal injuries that may result from the shock of a blast,” said Frank Crispino, director of vehicle protection programs at BAE Systems Support Solutions. “The seat and restraint system are integral components of the overall vehicle survivability capability to protect occupants from blasts and other threats.”

 

The order builds upon BAE Systems’ strong history of performance, as the company has provided more than 1,900 Bradley seats since 2009. The latest upgrades are in association with the Bradley Advanced Survivability Seats – Driver program and will be applied to a portion of the Army’s Bradley Urban Survivability Kit program.

 

The work will be performed at BAE Systems’ facility in Phoenix, Ariz., with deliveries beginning this May and concluding in June 2013. There are approximately 450 employees in Phoenix, where the company has been providing occupant safety products for more than 30 years.

AUSTIN, Texas —The U.S. Army will receive hundreds more BAE Systems’ thermal imagers that allow soldiers to detect and identify enemy targets while remaining protected inside their vehicles, the company announced today.

 

For nearly a decade, BAE Systems’ TIM 1500™ has provided thermal imaging technology for U.S. troops during operations in Iraq and Afghanistan. This latest $13 million order from the U.S. Army supports the Common Remotely Operated Weapon Station and Stryker programs.

 

“For the warfighter, the TIM 1500 system provides a critical tool for mission success in less-than-ideal conditions, either day or night,” said George Bartlett, program manager. “For the government, we are providing a proven and affordable solution for our military in a time of shrinking budgets.”

 

The battle-proven TIM 1500 provides warfighters an extended range capability for target acquisition, long-range surveillance, and situational awareness. The uncooled thermal imager is remotely controlled and designed for vehicle-mounted platforms for light- and medium-caliber weapons.

L'Italie réduira de plus de 30% sa commande de chasseurs Joint Strike Fighter F-35 passée à l'américain Lockheed Martin dans le cadre du plan de réduction des dépenses lié à la crise, a annoncé aujourd'hui le ministre de la Défense. L'Italie prévoit désormais d'acheter seulement 90 avions de combat au lieu des 131 sur lesquels elle s'était engagée il y a dix ans, a précisé Giampaolo Di Paola qui s'exprimait devant les commissions de la défense de la Chambre des députés et du Sénat réunies pour l'occasion. "C'est une diminution importante qui est cohérente avec la nécessité de baisser les dépenses", a commenté le ministre.

 

L'économie pour l'Etat italien se montera à cinq milliards d'euros sur une estimation originale de 15 milliards. Pour assainir les comptes publics face à la crise de la dette dans la zone euro, le président du Conseil Mario Monti a mis en place en fin d'année un plan de 33 milliards d'euros à base de relèvement de la fiscalité et de réduction des dépenses. Mardi, il a refusé de financer la candidature de Rome aux Jeux olympiques de 2020, rappelant que la Grèce continuait de payer le coût de ceux qu'elle a organisés à Athènes en 2004. En outre, l'Italie prévoit de réduire de 20% ses effectifs liés à la défense. Le pays emploie pour sa défense 183.000 militaires et 30.000 civils dont la rémunération représente 70% des dépenses budget de la défense.

 

L'Italie va fermer ou vendre 30% de ses bases logistiques et des sièges de ses centres régionaux sur cinq ans. Dans la marine, le nombre de patrouilleurs sera ramené de 18 à 10 et le nombre de sous-marins de 6 à 4, a précisé le ministre de la Défense. Le Pentagone a annulé des commandes de 179 F-35 sur cinq ans pour économiser 15,1 milliards de dollars.

Il est assez rare de voir dans la liste des contrats attribués par le Pentagone des noms d'entreprises française. Dans la livraison de mardi matin, le Pentagone annonce l'attribution d'un contrat de 129 millions de dollars que vont se partager trois sociétés qui fabriquent des tenues de protection NBC. Parmi elles, l'entreprise Paul Boyé qui dispose d'une filiale aux USA: Paul Boyé Incorporated. Cette attribution ne constitue pas une première puisque la firme française est très présente aux USA depuis 2008.

(W911QY-12-D-0004); Creative Apparel Associates, L.L.C., Belmont, Maine (W911QY-12-D-0005); and Paul Boye Technologies, Le Vernet, France (W911QY-12-D-0008), were awarded a $129,000,000 firm-fixed-price contract between three contractors. The award will provide for the procurement of uniform integrated protection ensemble chemical and biological protective garments. Work will be performed in Tullahoma, Tenn.; Belmont, Maine; and Belfast, Maine, with an estimated completion date of Jan. 31, 2017. The bid was solicited through the Internet, with eight bids received. The U.S. Army Contracting Command, Natick, Mass., is the contracting activity.

Italy has confirmed it will cut the number of F-35 jets it is buying.

 

Defence Minister Giampaolo Di Paola confirmed the cuts on Tuesday but declined to give specifics.

 

Italian media are now reporting the F-35 order will drop from 131 to below 100 but there is no confirmation of that.

 

“The F-35 was revised like all the other weapons programmes,” Di Paola told journalists after a Cabinet meeting that approved the military spending plan. He will give further details on Wednesday.

 

The F-35 “is still an important commitment” for the country’s defence system, he added.

ROME - Italy will cut investment in Lockheed Martin’s F-35 stealth fighter as part of an overall reduction in military spending, Defense Minister Giampaolo Di Paola said Feb. 14.

 

“The F-35 was revised like all the other weapons programs,” Di Paola said after a Cabinet meeting that approved the military spending plan.

 

Di Paolo said he would give further details of cuts to the supersonic jet program during testimony before the joint Senate and Chamber defense committees Feb. 15.

 

The fighter “is still an important commitment” for the country’s defense system, he added.

 

In 2002 Italy said it would order 131 supersonic warplanes by 2018, but since the start of 2012 Di Paola has repeatedly said he was reviewing the program as part of Prime Minister Mario Monti’s austerity plan to shore up public accounts.

 

The defense cuts were announced the same day as Italy refused to guarantee funding for Rome’s bid to host the 2020 Olympic Games.

 

“The turbulence of the financial markets doesn’t allow us to ignore the difficult financial situation” of the country, Monti said in reference to the decision not to back the Olympic bid.

 

Italy will ask for about 40 fewer planes, Il Sole 24 Ore daily reported Feb. 14, without citing its source.

 

Italy’s planned spending cuts follow those confirmed by the U.S. on Feb. 13.

 

The Pentagon postponed orders for 179 F-35 Joint Strike Fighters over the next five years to save $15.1 billion. It is the third restructuring by the U.S. in recent years of the F-35 project, which is its biggest current weapons program.

 

The slowdown in production will lead to an overall higher average cost for the fighters, Tom Burbage, head of Lockheed’s F-35 program, said in Norway on Feb. 14.

 

Italy’s state-owned defense company, Finmeccanica, is one of the subcontractors on the project. Finmeccanica’s Alenia unit will assemble the planes purchased by Italy, the Netherlands and Norway.

 

Finmeccanica shares fell more than 2.3% after Di Paola announced the cuts.

 

Northrop Grumman is responsible for about 25% of the F-35 program, and Britain’s BAE Systems has about 17%.

 

Di Paola said the country remained committed to the program both because the F-35 will replace Italy’s increasingly obsolete fighter force, and because of its industrial importance.

 

“More than 20 companies have won contracts and there are about 10,000 potential jobs” linked to Italy’s portion of the aircraft’s production, he said.
