1st Equipment Design Contracts for Type 26 Global Combat Ship Awarded

We are awarding four key design contracts for the Type 26 Global Combat Ship, demonstrating the momentum building behind the programme to deliver the UK Royal Navy's next generation complex warships

 

The Design Development Agreements with Rolls-Royce, MTU, David Brown Gear Systems and Rohde & Schwarz cover propulsion and communications equipment for the ship design.

 

Geoff Searle, Type 26 Global Combat Ship Programme Director at BAE Systems, said: “Confirming our first major equipment design partners is a huge step forward and reflects the maturity we have achieved in the ship's design. We are working closely with the Ministry of Defence and our suppliers, bringing expertise together from across industry and we are now at the stage of developing detailed design of systems and equipment that will go into the ships.

 

“Using proven products and technology, ensures we are delivering the highest level of service and capability, giving confidence to the Royal Navy and prospective customers in the global market.”

 

The UK's Type 26 Global Combat Ship will employ a Combined Diesel Electric or Gas Turbine propulsion system. This will enable the ships to achieve high speeds, whilst also providing an economic power to the onboard systems and will allow the ships to operate quietly in cruising mode. Rolls-Royce has been selected as the design partner for Gas Turbines, while David Brown Gear Systems Ltd will develop the Gear box and MTU the Diesel Generator Sets. Rohde & Schwarz has been selected to design the Integrated Communications System for the ships.

 

The Assessment Phase for the Type 26 programme began in March 2010, with a joint team of 550 engineers from BAE Systems, Ministry of Defence and wider industry working across Bristol, Portsmouth and Glasgow to develop the detailed specification for the ships. The Ministry of Defence is expected to make its Main Investment decision around the middle of the decade, with manufacturing planned to start in 2016 and the first Type 26 set to enter service as soon as possible after 2020. The planning assumption is for a Class of 13 anti-submarine warfare and general purpose ships to replace the capability of the UK Royal Navy's Type 23 frigates with enhanced, flexible modern warships.

 

The Global Combat Ship will be a multi-mission warship capable of undertaking a wide range of roles from high intensity warfare to humanitarian assistance, either operating independently or as part of a task group. Designed with an acoustically quiet hull, it will support anti-submarine warfare, air defence and general purpose variants. The Global Combat Ship will take full advantage of modular design and open systems architecture, ensuring it can be easily upgraded as new technology develops and can accommodate sub-systems and equipment to individual customer needs.

EADS vise plus de cessions que d'acquisitions dans la défense

EADS mettra davantage l'accent sur les cessions d'actifs que sur les acquisitions dans le cadre de la fusion annoncée de ses activités militaires et spatiales, a déclaré mercredi le directeur commercial de Cassidian, la branche défense du groupe européen.

 

EADS a annoncé fin juillet son intention de regrouper ses différentes filiales de défense et spatiales dans le cadre de la réorganisation de ses activités en trois divisions: Airbus (avions civils), Airbus Defence & Space et Airbus Helicopters (Eurocopter). (Voir )

 

Les filiales font l'objet d'une revue de portefeuille et le groupe pourrait céder des activités "petites et facilement séparées du reste", a dit mercredi Christian Scherer, directeur commercial de Cassidian.

 

"Cela doit se traduire par une simplification de ce que nous faisons et non par une complexité accrue par l'ajout d'activités supplémentaires. Nous ne sommes pas à l'affût d'acquisitions", a-t-il ajouté en marge d'une conférence sur la défense à Londres.

 

Mardi, Marwan Lahoud, le responsable de la stratégie d'EADS, a déclaré que des cessions et des acquisitions étaient possibles à l'issue de la fusion des activités militaires et spatiales du groupe au sein d'une même division.

 

Christian Scherer s'est refusé à préciser quelles activités pourraient être vendues mais il a dit que la défense et l'aérospatiale constituaient le coeur de métier de Cassidian et que des activités telles que la cybersécurité, qui offrent un potentiel de croissance, étaient considérées comme capitales.

 

"Cassidian fait tout, des petits modules radars jusqu'aux avions de chasse et aux grands projets de contrôle aux frontières, nous avons des milliers de produits", a-t-il dit.

BAE Systems New Global Combat Ship Draws Export Buyer Interest

Eight countries are considering the purchase of BAE Systems Plc Type 26 Global Combat Ships, including an air-defense variant the U.K. isn’t currently planning to acquire.

While export campaigns total more than 30 ships, not all are expected to result in sales, Commodore Steve Braham, who leads U.K. export efforts for the vessel, said today. He wouldn’t name potential buyers.

The U.K. government made an effort to lure customers for the ship by opting for a modular, lower-cost design after exports of other programs faltered because of price.

Mercredi 11 septembre, le National décidera ou non d'acheter le Gripen. Mais pourquoi ne pas miser sur des drones armés? Nous avons posé la question au président de la Confédération, Ueli Maurer.

 

Demain, c'est le grand jour au Conseil national. Après des années de discussion, l'achat du nouvel avion de combat Gripen passera devant le Conseil national. On devrait assister à un débat traditionnel gauche-droite sur cette acquisition de 3,1 milliards. Selon toute vraisemblance, le choix du Gripen sera avalisé par le Parlement et c'est le peuple qui tranchera en dernier ressort.

 

Parallèlement, la Suisse est en train de tester des drones israéliens de surveillance pour son territoire. Mais l'armée exclut d'acquérir des drones armés. Pourquoi? Nous avons posé la question au président de la Confédération et chef du Département militaire Ueli Maurer.

 

24 heures - La Suisse n'a-t-elle pas une guerre de retard? On voit que les drones armés sont de plus en plus utilisés , comme par exemple en Afghanistan. Pourquoi s'interdire d'acheter des drones armés?

 

Ueli Maurer - Si on regarde la menace, il n'y a pour l'instant pas de priorité à combattre des avions avec des drones armés. Les 22 Gripen sont le moyen le plus performant pour assurer la surveillance et la défense du ciel suisse.

 

Est-ce qu'un jour nous aurons un drone armé?

 

Je n'en suis pas vraiment sûr. Si vous avez suivi la discussion qui a eu lieu en Allemagne, cela pose un problème. Pour voler dans le ciel, les drones doivent bénéficier d'une base légale dans l'aviation civile. Et en Allemagne, cette absence de base légale a presque failli provoquer la démission du ministre de la Défense, Thomas de Maizière. Ce dernier a été mis sous pression. Maintenant, quand on parle de drones armés dans notre petit espace aérien européen, il faut aussi au préalable élaborer une base légale pour que nous puissions les utiliser. Cela devrait représenter un processus très long.

 

La Suisse n'a donc pas besoin de drones armés?

 

Je ne sais pas si nous en aurons besoin un jour. En tout cas, pour les prochaines années, ce n'est pas une priorité.

Les enjeux du contrôle du courtage en armements

Alors que s’ouvre aujourd’hui à Londres le plus grand salon intégré de la défense et de la sécurité, le Defence & Security Equipment International (DSEI), il semble important de revenir sur les enjeux qui entourent le trafic d’armes ainsi que sa régulation au niveau international et plus particulièrement européen. A cet égard, le GRIP a publié le 30 août dernier un rapport relatif à la mise en œuvre de l’action commune 2003/468/PESC sur le contrôle du courtage en armements.

 

La semaine dernière la Chambre des communes du Royaume-Uni a voté contre une intervention militaire en Syrie. Certains n’ont d’ailleurs pas manqué de souligner l’ironie alors que se tient à partir d’aujourd’hui à Londres le plus grand marché d’armes au monde. Véritable vitrine de l’industrie de l’armement, il réunit fabriquant d’armes, sociétés militaires privées ou encore délégations officielles, certaines représentant d’ailleurs des Etats réputés pour leur utilisation controversée de leurs matériels militaires. Pour répondre aux critiques soulevées par le soutien politique, financier et logistique des autorités britanniques à l’organisation de l’évènement, le gouvernement a rappelé l’existence de contrôles rigoureux en matière d’exportation. Toutefois, lorsqu’il s’agit de transactions comportant des intérêts financiers majeurs, comme ce fut le cas dernièrement avec l’Arabie saoudite, les régimes de contrôle paraissent peu pertinents. Les courtiers en armes peuvent alors jouer un rôle privilégié dans le développement des trafics illégaux.
 

C’est d’ailleurs ce que tend à révéler Kloé Tricot O’Farrell, chercheur associé au GRIP, dans un rapport intitulé « Arms brokering controls : How are they implemented in the EU ? ». En effet, elle révèle que le code de conduite européen adoptée en 2003, bien que sa mise en œuvre présente des aspects satisfaisants puisque ayant permis une certaine harmonisation des législations nationales, présente des failles majeures. Profitant des faiblesses et des disparités entre les législations nationales en matière d’exportation d’armes, les courtiers peuvent donc agir hors du cadre légal, et ce, en toute impunité. Ainsi, certains pays sont pointés du doigt, notamment le Luxembourg qui demeure le seul membre de l’Union à n’avoir pas encore adopté de loi sur le contrôle des courtiers en armement, ou encore la Belgique, la France et l’Italie dont les réglementations nationales ne répondent pas encore à toutes les exigences du code de conduite européen. De ce fait, certains trafiquants d’armes ont pu échapper à toutes poursuites pour des actions illégales sur le sol européen comme l’Israélien Leonid Minin ou l’Anglais Gary Hyde.
 

Outre la nature même des opérations de courtage en armements, qui, par leur caractère transnational complexifie manifestement leur contrôle, les faiblesses inhérentes à la législation européenne sont engendrées par deux dynamiques concomitantes. D’une part, l’action commune de 2003 contient à la fois des dispositions obligatoires et des mesures optionnelles. Il existe donc des différences significatives entre les législations nationales qui les rendent plus ou moins permissives. D’autre part, et parce que la circonscription même de l’activité de courtier en armements est laissée à la libre interprétation des Etats, la plupart d’entre eux sont réticents à contrôler également les opérations liées au transfert d’armes. Ces brèches dans le code de conduite européen ont alors pour conséquences de favoriser la prolifération incontrôlable des marchés noirs en matière d’armement.
 

Kloé Tricot O’Farrell appelle ainsi à une plus grande cohérence entre les politiques nationales entre les membres de l’Union afin de consolider la lutte contre les transferts illégaux d’armes. D’autant plus que l’adoption récente du Traité sur le Commerce des Armes conventionnelles (avril 2013) et sa portée internationale devrait venir renforcer les régimes de contrôle de l’exportation et du courtage en armements.

Saab receive order for multispectral camouflage systems

Suisse-Le Conseil national avalise l'achat de chasseurs Gripen

Le Conseil national, soit la chambre basse de l'Assemblée fédérale suisse, a validé mercredi le projet d'achat de 22 chasseurs Gripen au groupe suédois Saab pour l'équivalent de 2,6 milliards dd'euros.

 

Le marché, qui sera débattu le 18 septembre par le Conseil des Etats, la chambre haute du parlement, peut encore capoter par le biais d'un référendum même si le législateur l'approuve.

 

Ce référendum peut s'organiser si 50.000 électeurs d'au moins de huit cantons le réclament dans un temps limité.

 

La Suisse a choisi le Gripen car cet avion de combat est moins cher que le Typhoon, conçu par le consortium Eurofighter (BAE, Finmeccanica et EADS ), et le Rafale de Dassault Aviation.

 

Les Gripen doivent remplacer des F-5 Tiger fort âgés, une décision que certains désapprouvent car elle nécessitera des coupes budgétaires ailleurs, comme l'éducation.

Europe’s Era of Austerity, Defense Continues to Fade Into the Background

Confronted by sclerotic economies and sovereign debt concerns, defense spending remains largely a tertiary concern across much of Europe, according to Forecast International’s latest Europe Military Markets analysis. Countries throughout the region are simultaneously seeking to achieve savings while protecting their social welfare nets, thus creating pressures on military budgets that are placing defense investment on a steady downward trajectory.

 

Over the four years since the peak in 2008, Europe’s combined military expenditures have slipped by a total of EUR94 billion, thus representing a 34 percent contraction in overall defense spending.

 

In its latest report, Forecast International anticipates a largely flat defense environment over the five-year period between 2013 and 2017, with military expenditures shrinking at a slower rate of less than 2 percent overall.

 

Declining and/or stagnant defense budgets are the byproduct of state deficit-reduction concerns that are forcing governments to identify areas for expenditure cuts. As public anger mounts over prolonged austerity implementation, governments are wary of exposing social safety nets to harsh cutbacks, instead turning to the more politically acceptable trimming of military investment as a means of deriving savings.

 

“No matter where you look in Europe, the budgetary push-pull between butter and guns inevitably falls in favor of butter,” says Forecast International’s Europe Military Markets Analyst, Dan Darling. “It is politically more expedient to be seen protecting social welfare than bolstering defense. The lack of a major strategic threat aimed at Europe weakens the argument for increasing defense spending in the public square.”

 

The diverging trend-lines for overall state spending and defense expenditures bear this out.

 

During 2008, the European Union’s 27 members (EU27) had a combined total expenditure of EUR5.875 trillion ($8.61 trillion). At this time the combined defense budget for this bloc – excluding Cyprus and Malta – was EUR172.3 billion ($252.38 billion), thus representing 2.9 percent of total EU27 spending.

 

By 2012, combined EU27 government expenditures had reached EUR6.377 trillion ($8.194 trillion), while their shared defense allocations totaled EUR173.1 billion ($222.39 billion), or just 2.7 percent of overall state spending.

 

Put into greater perspective, over this five-year period overall government expenditure grew nominally on a year-by-year basis by 22 percent in euro-value, while euro-denominated defense expenditures across the EU dropped by 3 percent in real terms. Thus the trajectories of government expenditure as opposed to strictly military expenditure have trended in opposite directions.

 

With government debt across the EU27 growing from 62.5 percent of GDP in 2008 to 92.2 percent by the end of the first quarter of 2013, it stands to reason that reversing the decline in both defense investment and manpower strength across Europe’s armies is far from a leading priority. Debt issues represent an acute problem as, for instance, Germany is spending equally on its defense budget and debt obligations over the course of 2013.

 

In the meantime, austerity measures in countries like the Czech Republic and Slovakia have served to strip allocations from budgets already straining to support skeletal militaries. Personnel cuts have been applied while military modernization projects have been halted, leading to smaller, less-capable forces. Flight hours are cut back, existing equipment suffers from lack of use and maintenance, training falls off, and exhausted munitions stocks are inadequately replenished.

 

What is left is a Europe with a shrinking, less-capable military component. Although the 26 European members of NATO are generally replete with reservists, only nine field active forces totaling over 40,000 personnel. Two of these countries – Greece and Turkey – wield armies whose principal concern is war with each other, while traditional military powers such as Britain, France, Germany and Italy are undertaking force reductions in light of financial pressures and an altered global security environment. Spain, meanwhile, is struggling under the weight of a massive EUR32-EUR37 billion military modernization effort (the so-called Special Armaments Program) initiated back in the late 1990s.

 

Further, where in the past countries like Poland were willing contributors to out-of-theater missions in order to prove their worth to their NATO and EU allies, going forward such instances will become less the case as renewed attention and investment is paid to replenishing and modernizing military inventories. In short, a retrenchment is being undertaken by Alliance members no longer eager to showcase value to allies by engaging in overseas operations.

 

“With governments reducing the manpower strength and equipment orders of their respective militaries, the best – and perhaps only – way to preserve capabilities is through cooperative arrangements,” Darling states. “While individual nations are naturally inclined to protect the sovereignty of their defense capability and the immediate availability of resources, small steps taken under the European Defense Agency Pooling & Sharing and NATO ‘Smart Defense’ initiatives may lead to greater trust and confidence between allies at the micro level. This may help to stave off the deterioration of mission capability.”

 

“Eventually, the financial pressures pushing down on defense investment will reach the tipping point,” adds Darling. “To avoid this, Europe’s defense establishments must maximize their existing allocations in order to ensure core competencies and military readiness are spared further erosion. Besides France, and to a lesser degree Britain, European nations are at risk of losing both ends to their ‘tooth-to-tail’ ratios, meaning they will no longer be capable of partaking in sustained combat operations abroad of any intensity. If this should happen, Europe as a whole will struggle to achieve and underwrite its geopolitical strategic aims.”

BAE Systems Proposes Air-To-Air Refuelling Variant of BAe 146/Avro RJ

 

Building on the success of the BAe 146/Avro RJ regional jetliner in a variety of military and special role applications, BAE Systems today unveiled its proposal for a cost-effective air-to-air refuelling (A2R) variant of the aircraft

 

Speaking at the Defence Services Equipment International (DSEI) exhibition in London, Mark Taylor, Business Director Engineering for BAE Systems Regional Aircraft stated: “We believe that the A2R version of the BAe 146/Avro RJ is a sound business proposition for military planners and air forces that need this capability but who are having to face the financial realities of defence budget cutbacks.

 

“Whether to provide A2R tactical tanker capability or, in particular, to provide realistic A2R training instead of using expensive existing assets, the acquisition of a fleet of these aircraft can be accomplished at a fraction of the cost of current refuelling aircraft, whilst delivering excellent performance.”

 

The design of the aircraft with its high wing and T-tail configuration is ideal for A2R operations. BAE Systems Regional Aircraft has already carried out proximity flight trials using a BAe 146-200, Avro RJ85 and Hawk jet trainer. This was successfully completed and confirmed that the aerodynamic environment behind the quad jet is benign and the aircraft therefore has considerable potential as an A2R aircraft for refuelling a range of aircraft types and sizes.

 

It is considered the BAe 146/Avro RJ might be particularly suitable as a tanker for tilt-rotor aircraft which can experience additional challenges when in the slipstream of some other tanker aircraft.

 

The business has carried out design concepts for a hose and drogue unit (HDU)-based system and these included the option for additional fuel tanks within the cabin.

 

The standard tankage on the BAe 146/Avro RJ gives up to approximately 7000 kg of fuel available for transfer – sufficient for A2R training at the lowest capital cost. Additional auxiliary fuel tanks in the cabin would provide up to about 18,000kg of fuel available for transfer, making the aircraft a useful tactical refuelling airtanker.

 

The wide airspeed range of the aircraft gives flexibility in refuelling the variety of fixed and rotary wing aircraft currently in service. In this role the aircraft can fly up to 300 knots indicated air speed/M.072 at 31,000 ft (BAe 146) or 35,000 ft (Avro RJ).

 

BAE Systems Regional Aircraft is well equipped to undertake mission system development and provide operational support. The business has most recently designed and delivered two converted BAe 146 C Mk.3 passenger/freighter transports to the RAF. It also is working with QinetiQ for the conversion of an Avro RJ70 for the Empire Test Pilots School, is responsible for the BAe 146 Atmospheric Research Aircraft which involves two/three major scientific role changes each year, and is working with a number of Airtanker (aerial firefighter) operators in North America on multiple aircraft conversions.

 

There is a plentiful supply of pre-owned BAe 146 and Avro RJs on the market at very low prices of between US$ 1 – 6 million depending on age, configuration and condition with a fleet average flight cycle time of around 30,000 cycles. In addition, there is a Life Extension Programme available for both aircraft types that can increase this to 60,000 cycles, giving the aircraft many years of useful service, especially at the lower utilisation levels typically flown by military and special role operators.

 

Lead times are short so service availability can be relatively quick and BAE Systems Regional Aircraft estimates that from go ahead it will take some 18 months to produce a basic specification centreline HDU equipped aircraft available for flight trials.

 

The standard fit on an Avro RJ85 would include auxiliary fuel tanks, a centreline HDU, lights, cameras and control systems on the flight deck and military communications.

 

Pricing for a completed aircraft will be very competitive. As an example, a late model RJ85 will be around US$ 5 million for a basic aircraft with perhaps £5-10 million of conversion costs depending on final specification. Optional fits on the aircraft could include a dual HDU installation, defensive aids (missile protection, flight deck armour and fuel tank inerting) and unpaved runway operations.

Selex ES Sells Falco UAV to Middle Eastern Country

ROME — -- Finmeccanica unit Selex ES has announced a deal worth over €40 million (US $52 million) to sell its Falco UAV to an unnamed Middle Eastern country.

 

The deal covers operational and maintenance support to the customer for 12 months, Selex said in a statement on Tuesday.

 

Last year, Finmeccanica said it was seeking to sell a second batch of Falcos to Saudi Arabia. Saudi Arabia has already reportedly purchased the tactical medium-altitude, medium-endurance UAV.

 

At the time the firm said it had sold the UAV to four customers, with Pakistan known to be on the client list alongside Saudi Arabia.

 

Last month, the UN said it was acquiring a Falco system to support peacekeeping operations in the Democratic Republic of Congo, the first time the UN has used UAVs.

 

On Tuesday, after the latest Middle East contract announcement, a Selex spokeswoman said the firm now has five customers for the Falco.

 

Last year, Finmeccanica said it saw opportunities to sell UAVs in Algeria, the UAE and Malaysia, countries that may be reluctant to do business with the Israeli UAV industry.

 

Fabrizio Giulianini, CEO of Selex ES, said the firm has also launched a flight campaign for its larger, Falco Evo UAV and won a launch customer for its platform-agnostic SkyISTAR mission system

DCNS vient de signer un contrat avec BAE Systems pour la fourniture de 4 échangeurs, équipements destinés aux sous-marins nucléaires n°6 et 7, derniers de série de la classe Astute pour la Royal Navy.

 

Partenaire privilégié de BAE sur la gamme Astute depuis 2001, DCNS se voit confier avec cette commande, la totalité des échangeurs qui équiperont la dernière génération des sous-marins nucléaires de la Grande Bretagne.  La Royal Navy a réceptionné en début d’année son second sous-marin nucléaire d’attaque du type Astute.

 

La conception et la réalisation des échangeurs font appel à un savoir-faire technologique très particulier. DCNS a acquis ces compétences au travers de la réalisation de différents programmes de sous-marins conventionnels ou nucléaires. Avec plus de 500 échangeurs, dont 170 équipant des sous-marins conventionnels et nucléaires de 10 marines dans le monde, DCNS a en effet développé une expertise en conception thermique et mécanique.

 

Les équipes du site DCNS de Nantes-Indret finalisent actuellement la fabrication des 2 échangeurs du 5è sous-marin Astute et poursuivront avec les 4 derniers échangeurs dont les clés de réception s’échelonneront jusqu’à mi 2016.

 

Un équipement sur mesure

 

DCNS apporte son expérience des équipements haute pression en proposant un système sur mesure répondant aux performances d’endurance, de rendement avec un haut degré de discrétion acoustique. Ce système, équipement stratégique assurant le refroidissement de l’ensemble du sous-marin,  a été dimensionné pour une plus grande compacité et une intégration facilitée.

A new naval air defence system that can intercept and destroy enemy missiles is to be manufactured in the UK under a £250 million contract.

 

Sea Ceptor, which will be fitted to the Royal Navy’s Type 23 frigates and, in future, the Type 26 Global Combat Ship, is a cutting-edge missile designed and built by MBDA.

Capable of travelling at speeds of more than 2,000 miles per hour, it will be able to intercept multiple targets and protect an area out to a range of 25 kilometres.

It will complement the longer range Sea Viper system on the Type 45 destroyers, providing the Royal Navy with a full range of missile systems to defeat current and future threats.

Speaking at the Defence and Security Equipment International exhibition at London’s ExCeL Centre, Defence Secretary Philip Hammond said the contract to manufacture Sea Ceptor will sustain around 250 jobs at MBDA sites in Stevenage, Filton and Lostock.

It is also estimated that a further 250 jobs will be secured in companies in the supply chain.

MOD has also extended an agreement made with MBDA in 2010 to manage the UK’s complex weapons portfolio. Under this agreement, MOD and MBDA are working together to deliver savings of around £1 billion over the next decade.

Mr Hammond said:

The production of Sea Ceptor will be a huge boost to the UK’s world-leading missile industry, providing hundreds of jobs, and once again proves our commitment to providing battle-winning technology to our Armed Forces. Having balanced the defence budget we continue to order new equipment for our forces with confidence.

First Sea Lord Admiral Sir George Zambellas said:

I am delighted by this announcement which marks an important milestone in the Sea Ceptor project. This state-of-the-art missile system is part of an exciting renaissance in our naval equipment programme – and when fitted to Royal Navy frigates it will further enhance our global authority as a leading maritime power.

Although Sea Ceptor will initially be used by the Royal Navy, its flexible design means that in future it could also be adapted for use by the Army and RAF.

LONDON — Britain’s Defence Secretary Philip Hammond opened this year’s DSEi defense and security exhibition in London with a £250 million (US $391 million) deal for missile maker MBDA and a broadside for European Union plans to reform the defense sector.

 

Hammond announced the production deal for the Sea Ceptor missile, which will provide air defense for the Royal Navy’s Type 23 and later Type 26 frigate fleet.

 

The contract follows a £483 million development deal, signed in December 2011, to get the missile into service in 2016.

 

The Sea Ceptor, the naval variant of the Common Anti-air Modular Missile, is the first of several contracts or selection announcements due this week at DSEi.

 

BAE Systems is likely to roll out several suppliers selected for the Royal Navy’s upcoming Type 26 frigate program. Rolls-Royce, with the MT30 gas turbine, is likely to top the list of suppliers announced on Wednesday.

 

An order for a fourth F-35B joint strike fighter to join three jets already delivered to the British for operational evaluation is possible by the end of the week.

 

While the missile industry here will have welcomed the defense secretary’s speech, the same can’t be said of the European Union.

 

Hammond said Britain will resist EU attempts to interfere in the defense market as outlined in a policy paper published by the commission in July.

 

The British are invariably opposed to further regulations and oversight by Brussels and are expected to hold a referendum in the next few years on whether to stay in the European Union.

 

Hammond told this DSEi audience of industry executives and military personnel that on this issue, his German counterpart has also been expressing reservations about the ideas scheduled to be considered at a EU defense ministers summit in December.

 

The British defense secretary said that some of the proposals, such as improving competition in the internal defense market and support for small- and medium-sized enterprises, were welcome

 

Other proposals were not. “Interference in defense exports and government-to-government defense sales represent a significant extension of the commission’s role and is not necessarily in the best interests of the UK defense industry and will be resisted,” Hammond said. “We will carefully eye potential interference from Brussels,” he said

 

“We don’t believe, and we are not alone — my German counterpart speaks with vigor in this area as well — that increased competitiveness in the defense industry means actually more competition, not less. We cannot embrace a solution that feels like somebody in Brussels is directing some kind of latter-day command policy,” Hammond said.

 

“For Europe to stand a chance in the global defense industry of the future we have to have products that are exportable. It’s no longer going to be enough for three or four European countries to get together. Typically that will not create enough demand. We want to to see an approach supportive of the industry which doesn’t try and deliver that support by imposing a solution which is actually anti-competitive. The UK would be very resistant to that,” he said.

 

The Brussels policy paper recommends a series of reforms aimed at what the EU reckons is required to create a more competitive and efficient defense and security in the face of falling defense budgets across the region.

 

Howard Wheeldon, of Wheeldon Strategic Advisory, said Hammond’s attack on Brussels was “absolutely justified and the words he used were the [ones] industry would support. However, actions speak louder than words.”

Summary: 10 September 2013, Brussels - Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy, made today the following statement on the proposal to place Syria's chemical weapons under international control:

 

"I welcome the proposal for the Syrian regime to hand over its chemical weapons and to place them under international control. This now needs to be fully worked up as quickly as possible including the details of its implications in terms of safe storage, verification and destruction. The EU stands ready to fully support any proposal and its implementation.

 

The EU is working closely with our international partners on this issue and I welcome the statement by UN Secretary General Ban Ki-moon and the intention of France to introduce a Resolution in the UN Security Council to give effect to the proposal.

 

The EU calls on Syria to accede to the Chemical Weapons Convention and to ratify the Biological Weapons Convention as a matter of urgency. We look to the Syrian authorities to take full responsibility for ensuring that their chemical weapons are stored securely pending independently verified destruction and are not permitted to fall into the hands of any other State or non-state actor.

 

I hope that these developments will facilitate the resumption of efforts towards a political solution to the Syrian conflict. I urge all partners in the international community to seize this momentum to reinvigorate the process leading to the swift holding of a peace conference on Syria as proposed in the US-Russia initiative."

Le sous-marin portugais NRP "Tridente" rejoint la force SNMG 2 de l’OTAN

Le sous-marin classique portugais NRP "Tridente" a rejoint une des forces permanentes de l’OTAN, la SNMG 2 (Standing NATO Maritime Group 2) au sein de laquelle il participera à l’opération "Active Endeavour".

 

Le sous-marin sera de retour à Lisbonne au début du mois d’octobre. L’opération "Active Endeavour" a pour objectif de lutter contre les activités liées au terrorisme en Méditerranée.

 

Outre le Tridente, la SNMG 2 est composée de la frégate espagnole Blas de Lezo, le navire-amiral, la frégate turque Salihreis et la frégate allemande Saschen.

La SIMMAD a attribué trois contrats d'entretien des "113 hélicoptères Puma de l'Etat". L'avis est consultable au BOAMP en cliquant ici.

 

Selon le lot attribué, le titulaire interviendra (lot 1) en métropole pour des visites périodiques et/ou des grandes visites ; et/ou (lot 2) en Guyane française pour des visites périodiques ; et/ou (lot 3) à Djibouti pour des visites périodiques. Le marché ne prend en compte ni les prestations de maintenance Nti3 sur les OAE, ni les prestations de maintenance Nti3 des moteurs.

 

Péripéties. Le lot 1 d'une valeur de 21,6 millions d'euros a été attribué le 1er août à Sabena Technics (installé à Dinard), au terme d'un parcours chaotique (demande d'annulation de la procédure par Aéromecanic, avis du Conseil d'Etat en mars... puis avis de juillet).

Les deux autres, d'une valeur respective de 3,8 et 5,6 millions d'euros, à OGMA Industria Aeronautica de Portugal (cliquer ici pour accéder au site web de cette société). The Supacat LRV 400 unveiled today at DSEI 2013 is a militarized variant of Qt Services’ successful `Wildcat` off-road motorsport vehicle, which has a proven record on the Rally Raid circuit and has earned a reputation for rugged reliability and high speeds over rough terrain.

 

Supacat is launching the Light Reconnaissance Vehicle 400 (LRV 400) at the DSEi 2013 exhibition opened in London today. The vehicle is designed as a low cost, high performance capability for special forces, border patrol, reconnaissance, rapid intervention and light strike roles. Offering light forces supreme levels of all-terrain mobility, the LRV 400 is able to be tactically loaded within a CH-47 Chinook with its full operational payload on board.

 

The LRV 400 is a militarized variant of Qt Services’ successful `Wildcat` off-road motorsport vehicle, which has a proven record on the Rally Raid circuit and has earned a reputation for rugged reliability and high speeds over rough terrain.

 

Using a fresh approach, Supacat have teamed with Qt to modify and integrate the COTS vehicle to military standards, thus providing an affordable capability using proven technology. The LRV 400 fills the gap in Supacat’s product portfolio between the heavier `Jackal` surveillance, reconnaissance and patrol vehicle and the smaller All-Terrain Mobility Platform (ATMP).

 

“The LRV 400 meets the gap in the military market for a light reconnaissance vehicle with an overall capability as close to that of Jackal as possible, but smaller and at less cost by adopting a COTS approach. We’ve taken motorsports’ best of breed in Qt’s Wildcat and modified it to military specification using Supacat’s proven expertise in developing Jackal,” said Jamie Clarke, Head of Marketing & Communications, Supacat. “Supreme performance and tactical CH-47 internal loading have been key targets on this project. The users will be able to drive in and drive out without the need to offload their payload or to conduct any lengthy preparation for flight. When they get there, they will be afforded the very best terrain access and operational capability. Applying motorsport technology to Defence applications is an exciting approach and one that will deliver unrivalled performance”.

 

The LRV 400 has evolved out of customer feedback on a proof-of-concept closed cab demonstrator developed by Supacat and Qt in 2011. Wildcat’s tubular space-frame chassis and state of the art suspension are critical to the LRV’s performance and rugged reliability. The display vehicle at DSEi is shown in a three crew configuration of commander, driver and gunner but the flexibility of the space-frame design allows the LRV 400 to be easily re-configured to meet different operational roles.

 

With a Gross Vehicle Weight of 3500kg, a width of 1.8m and a height of 1.8m (weapon removed or lowered) the LRV 400 is easily air portable in a CH-47 Chinook helicopter. It boasts a maximum speed of 106 mph (170km/h) and a range of 1000km. Payload is up to 1400 kg, depending on customer specification and configuration. It can be fitted with a range of powertrain options – the display vehicle has a Ford 3.2-litre, 5-cylinder diesel engine developing 236 hp and 550 Nm torque coupled to a Ford-supplied 6-speed automatic gearbox and two-speed transfer box however, other engine and transmission options are available.

On le sait peu, mais le groupe français est, désormais, un fournisseur régulier de l’industrie navale britannique dans le cadre des grands programmes de la Royal Navy. DCNS a, ainsi, travaillé pour les six nouveaux destroyers lance-missiles du type 45, dont la tête de série (HMS Daring) est en service depuis juillet 2009 et le dernier exemplaire (HMS Duncan) sera prochainement livré par BAE Systems. Agissant pour le compte du groupe britannique, DCNS a réalisé sur son site de Nantes-Indret les groupes turbo-alternateurs des T45, ainsi que les lanceurs verticaux Sylver (destinés à accueillir les missiles surface-air Aster), fournis par son établissement charentais de Ruelle.

 

Dans le même temps, le groupe français a discrètement remporté, en 2001, un contrat pour la livraison d’équipements destinés aux nouveaux sous-marins nucléaires d’attaque du type Astute. Il s’agit, dans ce cas, de la conception et de la réalisation des échangeurs embarqués sur ces bâtiments. Ces échangeurs, chargés d’assurer les fonctions de refroidissement à bord des sous-marins, sont réalisés à raison de deux exemplaires par SNA. Les quatre derniers équipements, destinés aux sixième et septième Astute, dernières unités de la série, viennent d’être commandés par BAE Systems.  Livrables d’ici la mi-2016, ils sont produits par Indret. Le centre ligérien de DCNS, spécialisé dans les systèmes propulsifs, s’appuie sur un long savoir-faire, ayant conçu et réalisé plus de 500 échangeurs, dont 170 équipant des sous-marins conventionnels et nucléaires de 10 marines dans le monde. « La conception et la réalisation des échangeurs font appel à un savoir-faire technologique très particulier. DCNS a acquis ces compétences au travers de la réalisation de différents programmes de sous-marins conventionnels ou nucléaires, (et) apporte son expérience des équipements haute pression en proposant un système sur mesure répondant aux performances d’endurance, de rendement avec un haut degré de discrétion acoustique », précise le groupe naval.

Terma Announces Two Mid-life Upgrade Contracts With the Danish Navy

The Danish Defence Acquisition and Logistics Organization (DALO) has chosen Terma’s solutions for its Mid-Life Upgrade of the Danish Navy’s Offshore Patrol Vessels (OPVs). During the next four years, the THETIS-class OPVs will be updated with the SCANTER 4100 radar and the C-Flex command & Control System.

 

Terma will deliver four SCANTER 4100 radar systems, with an option for an additional four systems. The additional systems are aimed at training at the Danish Navy’s schools, as well as extra systems for the KNUD RASMUSSEN-class OPVs, which the Danish government in 2012 decided to expand with an additional ship. Furthermore, Terma is to support the deliveries with spare parts and technical preparedness.

 

Thomas Blom, Vice President, Naval, is very pleased with contract: “We are proud that the Royal Danish Navy once again has selected Terma as their supplier of solutions for the Danish vessels. This is an invaluable sign of trust, and a stamp of quality for our products”.

 

The first radar must be operational in mid-2014, and the remaining radars towards the end of 2014. Among others, Terma has already supplied the SCANTER 4100 radar to Royal Navy’s HMS Clyde and the Brazilian Navy’s Amazonas-class.

 

The C-Flex Command & Control system will replace the ship’s existing C3 solution. C-Flex will support the full mission cycle in maritime domain security and surveillance by integrating the shipboard sensor and weapon systems to generate a real-time confident situational awareness display that can be shared in full over datalink.

 

Today, the Terma C-Flex is the preferred solution across the Royal Danish Navy’s platforms and supplied in customized versions to a number of navies throughout the world, including the Romanian Navy, the Royal Thai Navy, and other ASEAN countries.

 

The Danish Navy’s four THETIS-class OPVs have been operating successfully in the Northern Atlantic seas surrounding Greenland and The Faroe Islands for 20 years. With the Mid-Life Upgrades, the ships will continue to patrol the Arctic waters for years to come.

At this year’s DSEI exhibition in London, Cassidian Optronics GmbH, previously known as Carl Zeiss Optronics, presents its new OMS 200 low-profile optronic mast. Using newly developed passive sensors the system improves reconnaissance capabilities, especially when visibility is bad. At the same time, the optronic mast features optimized stealth characteristics resulting from its highly integrated, compact design. Thus the OMS 200 is able, as a single system, to carry out the attack and reconnaissance tasks previously assigned to separate systems. The OMS 200 can be installed into all types of submarines, not just in newly built units, but also into existing submarines, as part of upgrade programmes.

 

The optronic mast system comprises the latest generation of high-resolution sensors, which can be combined in a modular way. All of the sensors are bundled behind a single viewing window. A camera operating in the short-wave infrared range (SWIR), a high-resolution daylight camera and an eye-safe laser rangefinder are combined here in an extremely small space. The resulting compactness offers the smallest possible radar signature, making detection more difficult, especially in offensive roles.

 

Moreover, the combination with a mid-wave infrared system (MWIR) allows additional data to be gathered, which adds to the high image quality and resolution achieved by the integrated SWIR camera. This optional solution allows the optronic mast system to be used for intelligence and reconnaissance missions, evenunder difficult visual conditions. Particularly in mist and haze which frequently occurs during twilight at sea, the system can still meet the high requirements for submarines.

 

The universal aerial interface enables the sensor equipment to interact with a variety of aerials, such as ESM-EW/GPS aerials (ESM = electronic support measures; EW = electronic warfare; GPS = global positioning system). The digital data supplied can be exchanged directly with naval and ground forces. The role of submarines is thus strengthened in an all-encompassing defence strategy.

 

The compact design of the OMS 200 also means that it can be installed and integrated into all types of submarines, whether for new builds or for a modernization programme. In addition, its modular design permits new sensors to be quickly installed over the entire life cycle of the product, without having to change the configuration of the mast. This results in a sustained reduction of maintenance and logistics costs.

 

Since 1903, both as Carl Zeiss and as Cassidian, the company has manufactured and delivered more than 3,000 periscopes. The current systems are in use by 19 leading naval forces around the world.
