Le jeudi 31 janvier s’est tenue à Strasbourg une cérémonie militaire multinationale revêtant un triple objectif pour l’Eurocorps : la fin de leur engagement en Afghanistan, la célébration du 20e anniversaire de ce corps et la commémoration du 50e anniversaire du Traité de l’Elysée. Plus de 600 militaires et leurs familles étaient présents.

Cette cérémonie marque solennellement la fin de l'engagement opérationnel de l'Eurocorps en Afghanistan, après une mission d'un an au sein des principaux états-majors de la Force Internationale d’Assistance à la Sécurité (FIAS) installés à Kaboul. Moins d’une dizaine de jours après le 50e anniversaire du Traité de l’Elysée, cette commémoration sera également l’occasion de célébrer les 20 ans de l'Eurocorps, né lui-même en 1993 d’une initiative franco-allemande.

Continuing to build on the excellent progress already made, on 23 January 2013 the Military Airworthiness Authorities (MAWA) Forum approved two more airworthiness documents for publication (EMAR 21 Section A & B (combined) and EMAD R). This brings the total number of airworthiness documents now published on the EDA website to seven.

 

In November 2008, the EDA Steering Board entrusted the EDA with the establishment of a Military Airworthiness Authorities (MAWA) Forum and approved the associated military airworthiness roadmap for achieving common harmonisation and certification processes. The harmonisation of military airworthiness regulations is a strategic decision for improving European armaments co-operation, enhancing the competitiveness of the European Defence Technological and Industrial Base and improving cohesion between joint military-military and civil-military airworthiness regulations.

 

Participating Member States all have their own national-specific systems to manage the airworthiness of their military aircraft. However, until the formation of the EDA MAWA Forum, there has been very little coordination between European States. The implementation of the harmonised European Military Airworthiness Requirements (EMARs) into national regulations will address this lack of cohesion.

 

Jan Plevka, Chairman of the EDA MAWA Forum, said “I am absolutely delighted with the approval of these latest airworthiness documents. A huge amount of effort and commitment is required to harmonise often diverse views and opinions. However, the success that the MAWA Forum has achieved clearly shows the significant cooperation that nations have provided to this activity.”

 

The goal of the EDA MAWA Forum is to have the full suite of EMARs available by the end of 2015.

    EUR37 Million Order Includes State-of-the-art Manipulator Technology

 

The German Bundeswehr has contracted with Rheinmetall to supply it with seven Fuchs/Fox armoured vehicles specially configured for detecting and identifying roadside bombs, mines, etc. This new Fuchs/Fox variant is called the KAI, short for its official Germany designation, “Kampfmittelaufklärung und –identifizierung”. The order is worth around €37 million.

 

The vehicles reinforce the Bundeswehr’s “Route Clearance System” for reconnoitring and neutralizing improvised explosive devices, or IEDs, from the safety of an armoured fighting compartment. A total of seven vehicles are to be delivered between November 2013 and November 2014.

 

In current and future peace enforcement and peacekeeping missions, IEDs will continue to pose a major threat to troops deployed in harm’s way. Today, the Bundeswehr still relies on troops equipped with manual devices for keeping routes of march and lines of advance free from roadside bombs, etc. As a result, current EOD detection and clearing procedures are not only labour- and time-intensive but potentially dangerous.

 

Besides excellent crew protection, the Fuchs/Fox KAI features a multiple-joint, high-precision manipulator arm with a 10-metre reach and heavy lifting capacity. The manipulator arm makes it possible for EOD personnel to examine and identify unexploded ordnance and IEDs with extreme precision from a safe standoff without leaving the safety of the fighting compartment. Moreover, a special rescue platform can be used for evacuating personnel and equipment from the danger zone.

 

The Fuchs/Fox vehicle used for the KAI platform is the latest version of this tried and tested 6x6 wheeled vehicle, which occupies a prominent place in the Bundeswehr inventory. First fielded some thirty years ago, Rheinmetall has steadily upgraded the protection level and operational capabilities of this robust, reliable three-axle vehicle, adding modular protection features, a reinforced chassis and fragment-reducing spall liner in the interior of the fighting compartment.

 

In addition, the Fuchs/Fox 1A8 is equipped with highly effective anti-landmine and IED protection elements, special suspended seating that keeps the crew’s feet off the floor of the hull, textile rifle holders and nets for securing all wall-mounted equipment. As an option, the vehicles can also be outfitted with the Group’s Active Defence System (ADS), which neutralizes incoming projectiles just before impact.

 

The Bundeswehr plans to deploy the Fuchs/Fox KAI in Afghanistan starting in the 4th quarter of 2014: even in a drawdown scenario there are numerous vehicle movements, and countering the threat from booby traps and roadside bombs will be as important as ever.

 

A high-tech system of systems

 

The Fuchs/Fox KAI adds a new dimension to the Bundeswehr’s heavy mine-clearing capability, and is intended to reconnoitre danger zones that the Route Clearance System cannot reach. In addition, KAI will also be able to serve as a standalone EOD detection system for reconnoitring hotspots during convoy escort operations.

 

The Route Clearance System (RCP) consists of four vehicles: one for reconnaissance; one for clearing IEDs, mines, etc.; a control vehicle; and another used for transport.

 

Rheinmetall’s remote control Wiesel detection vehicle, equipped with a newly developed dual sensor with integrated ground penetration radar and a metal detector, has the task in the GRCP of detecting landmines and IEDs on roads. The Fuchs/Fox 1A8 armoured transport vehicle serves as a mobile, highly protected control centre, equipped with operator interfaces as well as systems for evaluating the signals from the dual sensor.

 

Forming part of a separate order, the “Mini MineWolf” manipulator vehicle is used for the disposal of dangerous unexploded ordnance by remote control.

 

Depending on the specific mission, this approx. 10-tonne manipulator vehicle can be equipped with tools such as a robotic arm, tiller system or bulldozer blade. An integrated video system instantly transmits imagery back to the EOD specialists in the Fuchs/Fox operator vehicle, keeping them in the picture at all times.

 

Finally, a Multi FSA logistics vehicle made by Rheinmetall MAN Military Vehicles (RMMV) has the task of transporting the vehicles of the Route Clearance System.

La Marine nationale belge a commandé deux patrouilleurs au chantier naval Socarenam, dont le siège est à Boulogne-sur-Mer (Pas-de-Calais), a annoncé lundi l'entreprise française.

 

Ces navires de 52 mètres, qui seront affectés à des missions de patrouilles, surveillance, maintien de l'ordre, recherche et sauvetage, devront être livrés dans les deux ans, a précisé la Socarenam dans un communiqué.

 

Pouvant embarquer jusqu'à 32 personnes à leur bord, chacun des patrouilleurs sera équipé de deux embarcations rapides et d'un système d'armes et de détection du type Sewaco "lui permettant d'assurer l'ensemble de ses missions", a souligné le chantier naval.

 

La Socarenam ne donne pas le montant du contrat, mais, selon l'agence de presse Belga, le gouvernement belge avait accordé le marché au chantier français pour 26,6 millions d'euros en décembre dernier. Un recours devant le conseil d'Etat belge par l'un des cinq autres soumissionnaires en avait cependant retardé l'officialisation.

 

Le bureau d'études français Mauric est le partenaire de la Socarenam dans la conception de ces deux unités, qui seront construites sur le site boulonnais de l'entreprise navale.

A consortium led by Sagem, with Hidalgo and the Institut de Recherche Biomédicale des Armées, recently handed over the Bio Sensor Information Demonstrator to the European Defence Agency (EDA) after a twelve-month elaboration and development.

 

The aims of this project were to generate operational requirements for soldiers’ health status, to investigate possible sensor solutions and to assess the integration into the soldiers’ C4I systems through a thorough analysis and a validation during a representative demonstration.

 

The realistic operational requirements for a soldier’s Health Monitoring System (HMS) were identified with the involvement of participating Member States (pMS), European Union Military Staff (EUMS) and EDA experts in March 2012. The Demonstration Phase was performed in September 2012 at Sagem’s Development Centre of Massy in France and included laboratory and operational tests.

 

This study has allowed identifying the operational requirements for a HMS integrated in a Soldier’s Combat system. The analysis also assessed data and information needed for both medical and command chains in operational situations. With limited improvements and integration efforts, current technologies and systems could be effectively used in training missions in the shorter term.

 

The pMS will now assess the study results, if applicable compare them with their national results and discuss the way forward in the respective R&T and Capability panels within EDA.

Le comité des nominations d'EADS s'oppose à la volonté de l'Etat français d'imposer Anne Lauvergeon à la tête du groupe aéronautique. Il privilégierait un choix entre Denis Ranque, ex-président de Thales, et Michel Pébereau, ex-PDG de BNP Paribas, selon Le Figaro paru ce lundi 4 février.

 

"Le comité a confirmé le choix d'Anne Lauvergeon, ancienne patronne d'Areva, et de Jean-Claude Trichet, ancien président de la BCE, comme administrateurs agréés par l'Etat", précise le quotidien, qui dit tenir son information de "bonnes sources", mais "ne souhaite pas, comme le demandait l'Etat, qu'Anne Lauvergeon soit propulsée à la tête du conseil d'EADS".

 

"Denis Ranque apparaît comme le favori, mais ce sera aux administrateurs élus en AGE de désigner le futur président du conseil d’EADS", ajoute Le Figaro.

 

Le renouvellement partiel du conseil d'administration d'EADS est nécessaire en raison des récents changements au sein du capital du groupe, avec la réduction des parts des industriels fondateurs, le français Lagardère et l'allemand Daimler, et la montée à 12% de l'Allemagne au capital, à égalité avec l'Etat français.

 

Les changements au sein du conseil d'administration doivent être soumis au vote lors de l'assemblée générale extraordinaire d'EADS prévue en mars.

Lundi 28 janvier 2013, seize mécaniciens « vecteur » de la MEST (Multinational Entry into Service Team - équipe multinationale de mise en service), unité du CEAM (centre d’expériences aériennes militaires) chargée de la mise en service opérationnelle de l’A 400M "Atlas", ont débuté leur session théorique au centre de formation A 400M de Séville en Espagne.

 

Cette première phase d’apprentissage sur l’Atlas sera réalisée jusqu’au 20 mars. Pour la partie pratique, d’une durée de 4 semaines, les mécaniciens seront séparés en deux groupes. Neuf d’entre eux enchaîneront directement à l’issue du stage théorique et les sept autres la commenceront à partir du 1eravril.

 

 Cette formation terminée, les mécaniciens seront détenteurs d’un certificat individuel de formation à la maintenance de type A 400M pour la catégorie B1 (« vecteur ») qui doit répondre aux normes européennes de navigabilité. Ils seront pleinement opérationnels après une phase de transfert de compétences de quatre mois dispensé par du personnel de l’assistance technique Airbus sur la base aérienne 123 d’Orléans.

 

 « Nous avons défini cette durée de « parrainage » à quatre mois car les mécaniciens sélectionnés pour suivre cette formation ont pour la majorité une solide expérience de la maintenance sur avion de transport tactique », souligne le commandant Hervé Chevalier, en charge du suivi de la formation des mécaniciens à la MEST de la base aérienne 123 d’Orléans.

 

 La formation des pilotes débutera quant à elle le 4 février à Toulouse, avant de se poursuivre également sur le site de Séville.

 

 En ce qui concerne le chantier sur la base orléanaise, le bâtiment du centre de formation A 400M a été livré au début de cette année. En parallèle, le nouveau centre de maintenance «HM19» est en cours de construction et doit être livré en septembre prochain. D’autres travaux sont également réalisés. Suivront les importants travaux d’extension du parking avion, puis un élargissement des parkings existants pour les mettre aux normes de l’Atlas. Ces travaux de génie civil devraient se prolonger jusqu’à 2015 au moins.

Munich/Berne (awp/ats) - Le président de la Confédération et ministre de la Défense Ueli Maurer a profité de la Conférence de Munich sur la sécurité pour multiplier les contacts avec ces homologues européens. La question de la sécurité dans les Balkans a notamment été évoqué. Avec son homologue suédoise, M. Maurer a parlé de l'avion de combat Gripen.

 

Sur ce dernier point, les deux ministres ont surtout discuté de l'avancement du dossier s'agissant du processus parlementaire dans les deux pays, selon une porte-parole du Département fédéral de la défense, de la protection de la population et des sports (DDPS), Marlene Odermatt, interrogée samedi par l'ats. Elle n'a pas donné plus de détails sur l'entretien entre M. Maurer et la ministre suédoise de la défense Karin Enström.

 

Depuis vendredi, le conseiller fédéral a aussi eu des entretiens bilatéraux avec ses homologues allemand, slovène et norvégien. M. Maurer a également rencontré la présidente du Kosovo, Atifete Jahjaga, a dit sa porte-parole.

 

Mme Jahjaga et le chef allemand de la Défense Thomas de Mazière ont loué la participation de la Suisse aux efforts de stabilisation de la sécurité en Bosnie et au Kosovo, selon Mme Odermatt.

 

La 49e Conférence de Munich sur la sécurité a débuté vendredi et se termine dimanche. L'accent était mis cette année sur les conflits en Afrique du Nord et au Proche-Orient.

Depuis sa fondation en 1963, la Conférence de Munich sur la sécurité, en Allemagne, est devenue une tribune de premier plan pour échanger sur les politiques en matière de sécurité internationale. Chaque année, des leaders, ministres, parlementaires, représentants de gouvernements, hauts gradés militaires, universitaires, journalistes et autres acteurs de la scène mondiale se rencontrent pour échanger leurs points de vue sur les préoccupations et enjeux actuels et émergents en matière de sécurité internationale.

 

La Conférence de Munich sur la sécurité se veut une occasion de réfléchir aux principaux enjeux mondiaux en matière de sécurité. L’événement donne lieu à des discussions et des analyses portant sur les enjeux actuels en matière de sécurité et sur leur impact réel dans le monde et contribue à dégager des solutions pour l’avenir en ce qui concerne les politiques de sécurité internationale.

 

L’honorable Peter MacKay, ministre de la Défense nationale, a conclu aujourd’hui sa participation à la 49e édition de la Conférence de Munich sur la sécurité, qui s’est déroulée du 1er au 3 février 2013.

 

En marge de la conférence, le ministre MacKay a participé à une série de réunions bilatérales avec ses principaux homologues de partout dans le monde pour discuter des défis actuels en matière de sécurité et de défense internationales en vue de faire avancer les intérêts canadiens.

 

Tout comme le Forum d’Halifax sur la sécurité internationale, la Conférence de Munich sur la sécurité donne au Canada l’occasion de démontrer son leadership en matière de sécurité internationale, grâce à nos relations transatlantiques de longue date avec les pays de l’Alliance ou à notre engagement grandissant en Amérique et dans la région Asie-Pacifique.

 

Un éventail de sujets ont été abordés dans le cadre de la Conférence de cette année, notamment la crise financière mondiale et ses répercussions sur la sécurité internationale, la sécurité euro-atlantique et l’avenir de l’OTAN, le Moyen-Orient, la cybersécurité, de même que l’Amérique, l’Europe, et l’essor de l’Asie.

 

Outre le ministre MacKay, parmi les éminents participants en provenance de partout dans le monde, citons notamment M. Wolfgang Ischinger, ambassadeur, président de la Conférence de Munich sur la sécurité; M. Thomas de Maizière, ministre fédéral de la Défense de l’Allemagne; M. John McCain, sénateur et membre de haut rang du comité du Sénat sur les forces armées et membre du comité du Sénat sur la sécurité intérieure et les affaires gouvernementales des États-Unis; M. Philip Hammond, secrétaire d’État à la Défense du Royaume-Uni; ainsi que M. Ng Eng Hen, ministre de la Défense de Singapour.

Les divergences au sein de l'Organisation pour la sécurité et la coopération en Europe s'aggravent à cause des tentatives de certains pays d'imposer leurs propres standards aux autres, ce qui approfondit la crise de l'OSCE, a estimé samedi le chef de la diplomatie russe Sergueï Lavrov.

 

"C'est l'avenir de l'OSCE qui est en jeu. Les divergences au sein de l'Organisation s'approfondissent en raison des tentatives de certains  pays d'imposer leurs propres standards aux autres, ce qui aggrave la crise générale de l'organisation paneuropéenne", a déclaré le ministre lors de la Conférence de Munich sur la sécurité.

 

Et d'ajouter qu'il fallait des projets qui unissent, qui cimentent l'espace européen, qui aident à dégager le consensus sur des questions fondamentales de la sécurité.

 

"Il faudrait élaborer d'ici 2015 une feuille de route commune qui ne renferme pas un échange de griefs, mais exprime notre détermination commune à nous concentrer sur la résolution des problèmes communs sur la base du principe de l'indivisibilité de la sécurité", a indiqué M.Lavrov, en saluant l'initiative "Helsinki + 40".

 

L'initiative "Helsinki + 40" a été avancée par la présidence irlandaise de l'OSCE en décembre dernier. Elle vise notamment à fixer une feuille de route pour les deux années qui nous séparent du 40ème anniversaire de l'Acte final d'Helsinki, en 2015. A ce titre, l'initiative prévoit une étroite coordination entre les présidences à venir de l'Organisation (Ukraine en 2013, Suisse en 2014 et Serbie en 2015). Elle appelle les différentes parties prenantes à redoubler d'efforts dans la voie du dialogue, la prévention des conflits étant et devant rester au cœur de l'activité de l'OSCE.

Britain's nuclear deterrent is effective and affordable says the Defence Secretary, Philip Hammond

 

For almost 45 years, Royal Navy submariners have provided round-the-clock at-sea deterrence, delivering the ultimate guarantee of our national security. Carrying first Polaris and now Trident ballistic missiles, the undetected patrolling of our nuclear-armed submarines provides an essential protection against nuclear blackmail or attack.

 

Although no state currently has both the intent and the capability to threaten the integrity of the UK, there are countries in unstable regions that possess, or are on the verge of possessing, nuclear weapons. North Korea has tested nuclear devices and ballistic missiles. Iran appears bent on the production of highly enriched uranium and continues to develop a ballistic missile capability. And no one can predict the nature of the threats we will face in the future. In the face of this uncertainty, it would be deeply irresponsible for any British government to dismiss the possibility of a nuclear threat to our country.

 

That is why, in May 2010, Conservatives and Liberal Democrats confirmed in the Coalition’s Programme for Government that “we will maintain Britain’s nuclear deterrent”. Of course, there are differences between the two parties about how deterrence should be delivered. So, while the 2010 Strategic Defence and Security Review announced that we would proceed with replacing the Vanguard submarines as they come to the end of their life in the late 2020s, the Programme for Government specified that the “Liberal Democrats will continue to make the case for alternatives”. The current Trident Alternatives Review was designed to help them do that.

 

Yet despite our differences on the means, we were clear on the nature of the deterrent we require: to be credible, it must provide effective deterrence against the full range of current and future threats. With the Vanguard Successor submarines costing some £11-14 billion at 2006/07 prices and delivering security to 2060 and beyond, the deterrent must be carefully scrutinised for savings. If there is a more cost-effective way of delivering the required deterrence, of course we should investigate it, and we have already identified more than £1 billion of cost reductions. But we must be under no illusion that we can pick and choose the threats we face. A deterrent only deters if it is credible and available. All the evidence points to a continuous at-sea presence, based on Trident, as the most cost-effective route to deliver the deterrent effect.

 

Some have argued that we should sacrifice our continuous at-sea deterrence. But not having a submarine permanently at sea would make us vulnerable to a pre-emptive strike. What is more, having to take the decision to arm and deploy our deterrent at sea in a period of tension would risk escalation at the critical moment. And although it may seem counter-intuitive, the evidence points to a replacement for Vanguard being a lower-cost solution than the proposal for a less capable option based on Astute submarines with nuclear-tipped cruise missiles. The Vanguard replacement would use existing warheads and missiles and elements of the submarine would be designed in collaboration with the US. The cruise alternative would mean designing new warheads and missiles, without American partnership, as well as making major modifications to the launch submarines – and the greater vulnerability of cruise missiles means we would need many more of them to deliver any meaningful effect. A cruise-based deterrent would carry significant risk of miscalculation and unintended escalation. At the point of firing, other states could have no way of knowing whether we had launched a conventional cruise missile or one with a nuclear warhead. Such uncertainty could risk triggering a nuclear war at a time of tension. So, the cruise option would carry enormous financial, technical and strategic risk.

 

Trident remains the best option for Britain. By keeping our deterrent at sea, we maximise our freedom of manoeuvre, while the Trident missile offers range, endurance and invulnerability with the cost savings of operating a common system with the US. At around 5 to 6 per cent of the annual defence budget, the deterrent is affordable and reinforces our special relationship with the US and our status as a force for good in the world.

Babcock has been awarded a contract to supply its state of the art weapon handling and launch system (WHLS) for the sixth and seventh Astute class submarines, representing optimum value to the MOD by bringing the two boat systems together under one contract.

 

This full system contract follows one awarded last year for long-lead items, amounting to a total value of circa £55m.

 

The Astute class WHLS is the first on a UK Royal Navy submarine to use Babcock’s advanced air turbine pump (ATP) and programmable firing valve (PFV) technology, which offers a number of valuable advantages.  The ATP is an air driven rotary pump that displaces a volume of water to launch a weapon from a torpedo tube.  The programmable firing valve (PFV) is used to control the ATP firing air profile, allowing the system to match the launch requirements precisely to a range of variables including weapon type, boat speed and depth.

 

The system is more compact than previous systems (with space saving benefits), more efficient (using substantially less firing air), and quieter with a lower noise signature, as well as having lower maintenance requirements and reduced through-life costs.  Two ATP/PFV systems are installed per boat, giving independent port and starboard operation providing operational and reliability benefits.

 

Further, the Astute class WHLS from Babcock is capable of carrying more torpedoes and tube-launched missiles than any previous class of RN submarine, and comprises equipment to embark, store, reposition and load weapons into the torpedo tubes.  Configuration of the weapons within the Weapon Stowage Compartment (WSC) has been developed to provide the highest weapon packing density, and the weapons are protected in the WSC using a unique method of shock mounting, providing adaptable protection according to the number of weapons stored on each stowage tier.  This improves crew safety and maximises potential for the system to continue to function following a shock event.

 

Responding to the MoD challenge, Babcock has generated significant savings as a result of the combined two boat contract and the efficiencies and economies of scale this allows the project team to realise, both internally and with the ability to place two-boat orders with subcontractors.

 

Babcock has designed and supplied the WHLS for the first five Astute class boats (Astute, Ambush, Artful, Audacious and Anson) under previous contracts.  The first of the equipment for boat 6 under this latest contract is scheduled for delivery in spring 2014.

Le ministre allemand de la Défense, Thomas de Maizière, s’est prononcé vendredi pour l’acquisition de drones armés pour la Bundeswehr, développés à terme avec la France, sujet qui suscite en Allemagne un débat éthique passionné. Dans un entretien filmé, diffusé sur le canal YouTube du gouvernement allemand, M. de Maizière plaide pour l’emploi des drones de combats : « Nous avons une lacune dans nos capacités et nous voulons la combler », a-t-il dit. Il cite notamment le cas de situation de combat où un soutien aérien est nécessaire. « Un drone armé est supérieur dans beaucoup de domaines à un avion piloté par un homme », a-t-il dit. Questionné s’il était immoral d’utiliser une telle arme, il a répondu par la négative. « Un drone est juridiquement, éthiquement et techniquement à traiter de la même manière qu’un avion piloté par un homme », a-t-il affirmé, tout en assurant que la Loi fondamentale --qui fait office de constitution en Allemagne-- serait respectée. « Nous voulons être présents dans cette nouvelle technologie » et « pas être dépendants des Américains et des Israéliens », les fabricants actuels, a-t-il ajouté. « Nous voulons développer des drones de la prochaine génération avec la France », a-t-il dit, précisant que cela durerait encore un peu, au moins jusqu’en 2020. Il a ajouté que d’ici là l’Allemagne voulait acquérir des drones que l’on peut armer et qui sont déjà disponibles sur le marché. « Nous préparons la décision de cet achat et sommes prêts à en débattre », a-t-il ajouté. Contrairement aux Etats-Unis, l’Allemagne n’utilise que des drones de reconnaissance et de surveillance, en Afghanistan par exemple. Mais le sujet est très sensible en Allemagne. Même les drones de surveillance actuellement en activité ont de nombreux détracteurs, une partie de la population redoutant qu’ils soient utilisés pour espionner les Allemands eux-mêmes.

La coopération franco-britannique poursuit sa route. Récemment, deux événements significatifs ont illustré les liens forts qui unissent l’armée de l’air et la Royal Air Force (RAF).

 

Le 1er février 2013, le général Denis Mercier, chef d’état-major de l’armée de l’air (CEMAA), et son homologue, l’AirChief Marshal Sir Stephen Dalton, ont cosigné la DOO (Directive Of Objectives - directive d’objectifs annuelle) sur la cité de l’air et base aérienne 117, à Paris. Ce document, mis à jour tous les ans, compte près de 80 projets communs entre les deux armées de l’air.

 

En application de ces accords franco-britanniques, deux pilotes, le capitaine Marc-Antoine Gérard et le Flight Lieutenant Matt Johnstone, sont en échange sur les avions de chasse de dernière génération Typhoon et Rafale depuis septembre 2012.

 

Le 17 janvier 2013, sur le Rafale C104, le Flight Lieutenant Johnstone a réalisé son "lâcher" au sein de l’escadron de transformation Rafale 2/92 « Aquitaine » de la base aérienne 113 de Saint-Dizier. À la descente de l’avion, le pilote de chasse s’est ainsi exprimé : « J’ai été très bien accueilli au sein de l’armée de l’air et je suis impatient de relever les défis des prochaines années. J’espère pouvoir jouer un rôle important dans les relations franco-britanniques. J’ai eu la chance de réaliser ce premier solo le jour de mon anniversaire et j’ai hâte de repartir en vol. »

Le ministre de la Défense d'Allemagne Thomas de Maizière a déclaré vendredi soutenir l'idée de développement conjoint avec la France de drones de combat ne cédant en rien à un avion ayant un équipage à son bord. « La décision d'utiliser et de ne pas utiliser un drone armée est toujours prise par l'homme », a-t-il ajouté.

 

A l'heure actuelle la Bundeswehr ne possède que deux drones utilisés à des fins de reconnaissance.

Soldiers from the British Army 2nd Battalion the Royal Welsh (2 R WELSH) have conducted a virtual simulation exercise, code-named Urban Warrior 5, at the Land Warfare Centre in Warminster, UK.

 

A total of 190 soldiers practised multiple scenarios under supervision of a sophisticated system of computers and advanced simulation software during the exercise, which represented the army's largest ever virtual simulation drill.

 

The resulting data will now be analysed by the UK Ministry of Defence's (MoD) Defence Science and Technology Laboratory (Dstl) and simulation programme developer, Niteworks Partnership, to create a simulation model for determination of the army's future requirements.

 

Army Force Development director brigadier Simon Deakin said the exercise provided forces with the opportunity to view the requirements for successful implementation of future missions.

"The exercise is an excellent way to develop our mindset from what we have learnt in Afghanistan to future conflicts."

 

"By testing our soldiers in a number of demanding scenarios we can determine the optimum tactics, equipment and training that are required for us to shape the Army of the future,"' Deakin added.

 

Commenting on the simulation trials, 2 R WELSH section commander corporal Jeremy Appiah said: "The exercise is an excellent way to develop our mindset from what we have learnt in Afghanistan to future conflicts."

 

UK Defence Equipment, Support and Technology Minister Philip Dunne added: "Evidence gathered from this experiment will be used to guide decisions on the type of equipment we need to fight conflicts in all terrains."

 

Designed by Dstl scientists and Niteworks Partnership, Exercise Urban Warrior 5 aims to offer evidence-based advice to army on critical capabilities that are needed for future operations in the urban battlefield, as well as helping in cost-effective development of the future force.

 

The army also staged a real-life simulation exercise in December 2012, when soldiers practised with Warrior armoured vehicles and Challenger 2 tanks in a computer-generated realistic battlefield scenarios at the Urban Warfare Training Centre (CENZUB) in France.

Rheinmetall Defence has been awarded a contract to supply high-performance electro-optical (EO) sensors, gun mount-adaptable aiming system (LAZ) for integration with German Army vehicles.

 

Under the terms of €55m contract, the company will deliver 418 LAZ 200 and 275 LAZ 400L sensors for installation on around 700 remote control weapon stations (RCWS) on different vehicle types.

 

The contract has been awarded as part of a Bundeswehr procurement programme, which aims to significantly improve self-defence capabilities of numerous vehicle types, in addition to enhancing their night fighting capabilities.

 

Serving as the central element of the RCWS's electronic fire control unit, the sensor is capable of helping vehicle crew in target recognition, tracking and engagement in the battlefield.

 

Operating with RCWS enables crew members to safely respond to threats without leaving the armoured vehicle fighting compartment, which potentially eliminates exposure to enemy fire.

 

The legacy weapon systems can be operated only with the hatch open in unprotected mode.

 

Manufactured at the company's Ismaning plant, the LAZ 200 is a compact and lightweight sensor unit that features a thermal imager with three fields of view in non-cooled or cooled modes and a high resolution CCD daylight camera.

 

The advanced LAZ 400L model is equipped with a cooled thermal imaging device with enhanced night-vision capabilities, an eye-safe laser rangefinder, as well as operator interface and display devices that comprises an integral part of the overall weapon station system.

 

The sensors have already proven to be highly effective while operating from Bundeswehr's M93A1/M93A1P1 Fox NBC reconnaissance vehicle, Boxer, Yak and Dingo heavy armoured vehicles.

 

Deliveries under the contract are scheduled to continue for the next four years.

Au cours des dix-huit derniers mois, l’armée a vérifié les désarmements entrepris entre 2006 et 2011 et elle est intervenue de manière conséquente lorsque des détenteurs d’armes en prêt n’ont pas respecté les prescriptions. Il en a résulté 11 700 retraits d’armes. En mars 2012, quelque 27 000 anciens militaires libérés ordinairement ont été invités à envoyer leur livret de service à la suite de lacunes constatées dans les données concernant l’équipement personnel. En tout, 33 armes militaires ont été retirées jusqu’à la fin janvier 2013 grâce à ces efforts.

 

L'armée fait tout pour mettre de l'ordre et empêcher les éventuels usages abusifs des armes personnelles et des armes en prêt. Ainsi, deux des principales mesures prises en ce sens sont le contrôle des dossiers personnels des années 2006 à 2011 et le retrait systématique des armes en prêt lorsque les prescriptions ne sont pas respectées.

 

Depuis la mi-2011, l'armée a vérifié quelque 309 000 dossiers concernant des désarmements effectués entre 2006 et 2011. Les armes en prêt détenues par des personnes n'ayant pas respecté les prescriptions ont également été retirées. Ces opérations se soldent par le retrait de quelque 11 700 armes, dont une grande majorité d'armes en prêt.

 

En mars 2012, quelque 27 000 anciens militaires libérés ordinairement entre 2006 et 2011 ont été invités à envoyer leur livret de service à la suite de lacunes constatées dans les données concernant l'équipement personnel. A l'échéance du délai fixé à fin mai 2012, 6000 personnes n'avaient pas réagi et 4000 lettres n'ont pas trouvé leur destinataire.

 

La vérification des adresses a été poursuivie sans relâche durant plusieurs mois par quatre collaborateurs à plein temps à Berne et par les organes spécialisés des centres logistiques de l'armée. Les recherches ont aussi englobé les offices de la population et les bureaux de poste. Plus de 3000 adresses inconnues auparavant ont ainsi pu être trouvées.

 

A ce jour, les données de 22 592 anciens militaires au total ont pu être mises au propre. En tout, 33 armes militaires ont été retirées jusqu'à la fin janvier 2013 grâce à ces efforts. Il reste à trouver 865 adresses. Il s'agit d'adresses de personnes qui ne sont plus enregistrées auprès d'une commune, qui sont sous tutelle ou qui sont décédées. Malgré plusieurs rappels écrits, 4197 personnes n'ont toujours pas répondu. Le traitement des données incomplètes concernant ces dernières continue.

 

Soutien des cantons


La coopération éprouvée avec les cantons et les commandants d'arrondissement cantonaux se poursuit également dans ce cadre. Les autorités cantonales apportent aussi leur soutien pour retirer des armes. L'échange de données entre le DFJP/fedpol et le DDPS a également pu être optimisé. Les prescriptions ont été renforcées dans le domaine du tir et les fonctionnaires de tir affectés à l'armée doivent désormais subir un contrôle de sécurité relatif aux personnes.

On 8 January 2013, the Programme Arrangement of the Second Joint Investment Project on Innovative Concepts and Emerging Technologies was signed by eight Nations (Austria, Germany, France, Italy, Luxembourg, the Netherlands, Poland and Sweden).

 

The selected Research Topics are expected to offer high potential for technological breakthroughs that will contribute to the achievement of future military capability requirements and improve the competitiveness of European defence industry.

 

The eight R&T Goals defined in the Programme Arrangement are:

 

    Artifical Intelligence (AI) driven systems for data & information fusion

    New human & systems concepts for cooperative working

    Energy storage technologies

    Criminology – bioterrorism threat applications – forensic microbiology

    Energy harvesting for soldier systems & sensor networks

    Active controls for flow and mixture of gases

    Space environment

    Verification and validation of mixed analogue/digital distributed systems

 

Defence companies and SMEs, research centres and academia from the abovementioned Nations are invited to express their interest in the JIP ICET2 to their respective MoDs, for which contact details are given here.

Mali: "Je regrette que les groupes tactiques de l'UE ne soient pas déployés" A. Danjean président de la SEDE

L'appel de la France au soutien pour sa campagne contre les militants islamistes au Mali a reçu une réponse inégale des autres Etats membres. Bien que l'UE ait proposé de former l'armée malienne, la sous-commission parlementaire de la sécurité et de la défense souhaiterait un recours aux groupements tactiques, unités militaires rapidement mobilisables par l'UE pour une intervention internationale. Arnaud Danjean, député démocrate chrétien français, nous a donné son avis sur la situation.

 

Pourquoi la sous-commission de la sécurité et de la défense prône-t-elle le déploiement des groupements tactiques de l'UE au Mali? L'UE ne devrait-elle pas également offrir un autre type de soutien?

 

On peut envisager beaucoup de types de soutiens. Mais ces groupes tactiques avec leur flexibilité constituaient, quand ils ont été instaurés, l'outil le plus adapté pour répondre rapidement à une crise. Le Parlement européen, comme tous les observateurs, a pu constater que ces groupes n'ont jamais été utilisés: ils sont restés un instrument virtuel. Cet instrument aurait été particulièrement adapté pour répondre à une crise comme celle du Mali.

 

J'ajoute que le groupe tactique actuellement en alerte est constitué des 3 pays de Weimar: France, Pologne et Allemagne. Ces trois pays prônent une relance de l'Europe de la défense et veulent se montrer assez ambitieux en la matière. Je regrette que l'un des instruments de l'Europe de la défense qu'ils avaient la possibilité de mettre en œuvre n'ait pas été sollicité.

 

Avons-nous besoin d'une réponse militaire commune de la part de l'Union européenne face aux menaces communes?

 

Oui, je pense que c'est la raison d'être principale de la politique européenne de sécurité et de défense: offrir une réponse commune, à chacun selon ses possibilités. Les 27 Etats membres ont des capacités militaires très hétérogènes, il n'empêche que chacun doit pouvoir contribuer à la hauteur de ses moyens. Je regrette d'ailleurs que, de plus en plus, les missions effectuées dans le cadre de cette politique de sécurité et de défense commune impliquent un nombre de plus en plus restreint de pays contributeurs.

 

La crise constitue-t-elle un frein ou un incitant à la création d'une véritable politique européenne de la défense?

 

Les deux: nous aimerions qu'elle constitue une stimulation pour les pays qui sont tous confrontés à la crise budgétaire, qui voient diminuer les moyens alloués à la défense. Malheureusement je constate surtout pour l'instant que c'est un frein ; je dois dire de façon assez pessimiste que je ne vois pas quelles sont les initiatives en cours qui pourraient nous permettre de sortir de cette situation.

Main results of the Council


The Council reiterated the EU's strong and continued commitment to the sovereignty, unity and territorial integrity of Mali. It welcomed the progress of the Mali armed forces, supported by France and states of the region, in the North of Mali against the terrorist groups. It stressed the importance of continuing international commitment in support of Mali, in particular the efforts deployed by the African states. It also welcomed the adoption of a roadmap, a vital step towards fully re-establishing constitutional order.

 

The Council also welcomed the end of the transition in Somalia as a historic opportunity to leave behind two decades of conflict and undertook to sustain EU's collective efforts to support Somalia's transformation. The Council had an exchange of views with the President of Somalia, Hassan Sheikh Mohamud.

 

The Council took stock of the situation in Syria and Egypt as well as of the EU response to the Arab Spring, in view of a debate at the European Council of 7/8 February.  

 

The Council approved the crisis management concept for a possible civilian Common Security and Defence Policy mission to support border management in Libya

The Ministry of Defence has today published details of how it will equip the Army, Royal Navy and Royal Air Force over the next 10 years and how this will be funded.

 

For the first time, the government has set out a fully-funded Defence Equipment Plan totalling almost £160 billion.

The affordability of this plan has been scrutinised by the National Audit Office (NAO) and their independent analysis is also published today. The NAO makes clear that the MOD has:

 

• substantially revised the way it compiles and manages the equipment plan and is now approaching the task on a more prudent basis;

 

• taken difficult decisions to address what was estimated to be a £74 billion gap between its forecast funding and costs;

 

• taken significant positive steps designed to deal with the accumulated affordability gap and lay the foundations for stability going forward.

 

And concludes that if it continues along this path:

 

• the department will be able to demonstrate it has really turned a corner.

The publication of the equipment plan follows the Defence Secretary’s announcement last year that the Defence Budget has been balanced for the first time in more than a decade and that the MOD is taking a new approach to financial planning.

 

Within the equipment and equipment support budget of around £160 billion over the next ten years, Philip Hammond has introduced for the first time a contingency of £4.8 billion to manage cost variation and protect existing projects.

 

In addition, within the £160 billion, £8 billion is currently unallocated. This will be allocated as new equipment priorities emerge over the decade and only once the MOD is confident that they are affordable and therefore deliverable.

 

Priorities will be decided by the Armed Forces Committee, chaired by the Chief of the Defence Staff.

 

Structuring the Defence Equipment Plan and the budget that supports it in this way will enable the MOD to deliver Future Force 2020.

The equipment plan includes the following major investments in state-of-the-art military capabilities and their support over the next ten years:

 

• £35.8 billion on submarines and the nuclear deterrent, including a total of 7 Astute Class attack submarines, and developing a replacement for Vanguard Class ballistic missile submarines;

 

• £18.5 billion on combat air power, including Lightning II and Typhoon fast jets and unmanned aerial vehicles;

 

• £17.4 billion on ships, including Queen Elizabeth Class aircraft carriers, 6 new Type 45 destroyers and the development of the Type 26 Global Combat Ship;

 

• £13.9 billion on aircraft for air-to-air refuelling, passengers and heavy lift, such as Voyager and A400M;

 

• £12.3 billion on armoured fighting vehicles, including Warrior, Scout and other land equipment;

 

• £12.1 billion on helicopters, including Chinook, Apache, Puma and Wildcat;

 

• £11.4 billion on weapons, including, for example, missiles, torpedoes and precision guided bombs.

The Defence Equipment Plan gives the defence industry more information than ever before about the MOD’s priorities to enable companies to invest in the capabilities the military will require.

 

Defence Secretary Philip Hammond said:

It is essential that our forces are fully equipped to respond to the range of threats we face in this uncertain world. Step by step, we are clearing up the culture of over-promising and under-delivering that created a multi-billion pound black hole in the Defence Budget. Today’s NAO report confirms that we were right to take the difficult decisions to cut unaffordable expenditure and balance the books.

Chief of the Defence Staff, General Sir David Richards, said:

Successful operations rely on a proper equipment programme based on sustained funding into the future. Through the Armed Forces Committee to the Defence Board, all 3 Services now have greater input and more certainty than ever before about what equipment they will have and when.

 

The clarity provided by the equipment plan builds on the confidence in the budget and shows that Future Force 2020 is affordable and achievable. Our Armed Forces will have the capabilities to respond to global threats and provide the nation’s defence.

The British army has carried out its biggest virtual battle simulation, with 220 participating soldiers.

 

The test was executed in Warminster in Wiltshire, at the Army's Land Warfare Centre.

 

Soldiers on computers carried out virtual missions in an imaginary French town, during a 120-minute scenario. The simulation will aid decisions on what resources need investment, according to the Army, after they take over budget management from April 2013.

 

Assistant head of army force of development, Col Tim Law said "The aim is to understand how various changes have an impact on the speed at which command can respond," adding that they need to know what needs to be fought in order to win future wars.

 

Largest Virtual Battle Simulation

 

Col Law said changing variable, such as ground troop numbers and surveillance coverage and available communication, the simulation generated essential data about what resources were most significant in a battle situation.

 

The project, dubbed Urban Warrior 5, cost around to £1 million to develop and was created with VBS2 software, which the games industry uses commercially to build virtual worlds.

 

He said clutter can be added to the virtual scenario, such as civilians and trees.

 

Though comparions were made with the Call of Duty series from Activision, Urban Warrior 5 is not a game, asserted Dr Nigel Paling, science advisor with the UK government's Defence Science and Technology Laboratory.

 

He explained to the BBC that they have used commercial software to tailor scale and realism, and recreated life-like weapon consequences.

 

He added that the simulation was about winning the battle, and not about killing people.

 

Chief of staff at Urban Warrior 5C, Lt Col Charlie Baker said Call of Duty would not have been a feasible option, even if it was more cost-efficient. He compared it to being like attempting to ride 120 mph on a bicycle.

 

Col Law acknowledged that the virtual reality had its limitations. With only a screen to go by, awareness of the situation would be narrow, because it is not entirely visual.

 

Trials will continue until June this year, when the data will be collected and analyzed.

 

He said defining and modernizing the Army's future direction would be a challenging task.

The UK Ministry of Defence (MoD) has placed an order with Cox Powertrain and Ricardo for prototype stage development of an advanced engine concept.

 

Under the contract, the team will develop a high-performance, lightweight diesel engine prototype to support the UK Royal Navy's marine outboard power applications on fast, rigid inflatable boats.

"The lightweight engine will meet the demanding military needs in operating conditions."

 

The prototype development phase of the programme will start with the first fire of the engine, scheduled to be performed at Ricardo facility in February.

 

Based on a supercharged, two-stroke, diesel opposed piston architecture with Scotch Yoke crankshaft and a central injector position, the lightweight engine will meet the demanding military needs in operating conditions.

 

Critical to mission performance, the small package size prototype engine will provide robustness and high reliability of operation with extreme diesel performance to meet Royal Navy's aim to reduce the use of gasoline engines at sea.

 

Ricardo UK managing director Martin Fausset said the company would assist development of the Cox Powertrain engine in terms of engineering processes and design and development capabilities for the UK MoD.

 

Cox Powertrain and Ricardo have already completed the detailed design phase of the programme, with the MoD awarding a contract for the Cox Powertrain engine concept prototype development phase.

 

During the detail design phase, the team used Ricardo software tools to optimise and validate the engine design to an high level and also involved an intensive computer aided engineering (CAE) programme.
