Stockholm is hosting the country’s first ever defence and security trade fair. About 30 exhibitors, including Swedish arms manufacturer Saab, Norwegian arms company Kongsberg and smaller weapons and equipment firms are displaying their goods at the Stockholm International Fairs centre.

 

“The Nordic countries have a sizeable defence and security market. And the region has good entrepreneurs but they often lack resources to market their products internationally,” said Erik Hasselström, who heads up Future Security and Defence Nordic, an organization aimed at expanding the industry.

 

However on the first day of a three day fair the number of visitors barely matched the number of exhibitors. And the equipment on offer was mostly from non-Nordic countries.

 

Svenska Freds, (the Swedish Peace and Arbitration Society) also attended the fair and said the city council should not allow a municipal conference centre to be used for weapons proliferation.

 

“This is the first fair and I hope it’s the last one. The arms industry should not get any more support,” said the group’s chairperson Anna Ek.

 

“It’s seriously hampering Sweden’s work for peace and disarmament in the world.”

Ammunition safety experts from Member States and industry met on 27 and 28 November at EDA headquarters to discuss and detail the implementation of a roadmap for the harmonisation of ammunition qualification in Europe. This roadmap was approved by defence ministers during their steering board meeting on 19 November as part of EDA’s work on Pooling & Sharing enablers.

 

The European ammunition sector is considered key in the consolidation of a globally competitive and capable European Defence Technological and Industrial Base. This sector has a high operational impact and is considered critical to the capabilities of the European armed forces. During recent multinational operations partner nations needed to exchange ammunition. However, the ammunition testing procedures vary between Member States preventing such sharing arrangements. Harmonisation of safety standards would enable pooling and sharing, procuring, stockpiling, exchanging or transporting of ammunition between Member States.

 

At the European Network of National Safety Authorities (ENNSA – an EDA body) meeting this week, government and industry representatives agreed that harmonisation would benefit the demand as well as the supply side, improving interoperability and cooperation, facilitating cost reduction, and increasing the competitiveness of European industry. They prioritised the following short term actions (to be implemented by the end of 2013):

 

Standardised reporting – to facilitate sharing and acceptance of qualification results. This will also enable cooperation, including promoting P&S activities among EU nations while avoiding duplication of tests.  This will inevitably reduce total ammunition procurement costs; and,

 

Minimum Safety Data Package – to be established to ensure better understanding of Member States’ national safety requirements thus enhancing harmonisation.

 

Other actions from the meeting to be initiated in 2013 include:

 

Endorsement of Test & Evaluation Houses:  The aim is to increase trust and provide better insight of the processes, expertise and methodologies used.

 

Creation of European users group on specific standards: To enable nations using similar standards to share experience and views on standard implementation further enhancing harmonisation and common understanding.

The Netherland’s Ministry of Defence and Thales Nederland have signed an agreement for the update of 16 Goalkeeper Close-In Weapon Systems that are operational in the Royal Netherlands Navy.

 

The operational modification will bring the system to the highest operational status again,  capable of dealing with current and future threats. In addition, this contract solves various obsolescence issues. The enhanced surface target mode of Goalkeeper, in combination with a new frangible ammunition, provides Goalkeeper with the capability to act also as a highly effective defence weapon against surface targets including speed boats.

 

Goalkeeper’s prediction capabilities will be substantially increased through the use of new algorithms and state-of-the-art Electro-Optic tracking capabilities. This enables  Goalkeeper to successfully engage the latest generation of missiles. Multi-Goalkeeper deployment capabilities will also be improved. Goalkeeper was developed in the 1980s; these modifications enable its deployment until 2025.

 

The first Goalkeeper will be modified in 2015 and will be performed by Thales. All other Goalkeepers will be modified by the Royal Netherlands Navy at the naval base in Den Helder.

 

The contract includes an option for the two Goalkeeper systems on board of the M-class frigates of the Royal Belgian Navy. This option would ensure identical configurations and facilitate maintenance.

 

About Goalkeeper

Goalkeeper is a close-in defence system against highly manoeuvrable missiles and aircraft. It is an autonomous and fully automatic system which detects and tracks targets, opens fire and performs kill assessment for several targets simultaneously. Continuous search with track-while-scan provides an automatic and fast switch-over to the next-priority target in multiple-target scenarios. Goalkeeper assures timely detection of small and supersonic targets, even in dense clutter and jamming environments. Pin-point tracking of sea-skimming targets is assured by the unique dual-frequency track radar. Last but not least, the high-rate-of-fire Gatling 30-mm gun and special ammunition provide the lethal power necessary to destroy missile warheads. Goalkeeper's excellent performance was clearly demonstrated during various live firing trials. A total of 63 Goalkeepers have been sold to Navies in Europe, the Middle East and the Far East.

Terma has signed a memorandum of understanding (MoU) with Fokker Services to provide an efficient and cost-effective sustainment programme for the Royal Netherlands Air Force's (RNLAF) AS-532U2 (Mk2) Cougar utility helicopter fleet.

 

Signed along with other partners including Airborne International and Verebus during the recently concluded 2012 NIDV symposium in Rotterdam, Netherlands, the MoU is expected to provide an integrated and complete service concept to maintain the Dutch Cougar fleet.

 

Terma Netherlands senior vice president Richard Jones said: "Both Terma and Fokker Services strive for excellence in our solutions, so we look forward to explore the possibilities of cooperating with Fokker Services on the maintenance of Dutch Cougar helicopters."

 

The maintenance solution will be provided based on the knowledge and skills of the Dutch aerospace cluster in maintenance concepts, composite materials, as well as configuration management domains.

 

The Netherlands Ministry of Defence (MoD) is currently examining implications and consequences of outsourcing air force's eight Cougar helicopters fleet sustainment to the industry partners in the wake of budgetary constraints.

 

Powered by two Turbomeca Makila 1A1 turboshaft engines, the Eurocopter AS532 Cougar is an expanded variant of AS 532 UL/AL helicopter, and is used by RNLAF's 300 Squadron for troop transport, resupply, medical transport and firefighting missions.

 

The air force initially had 19 helicopters, nine of which were decommissioned by the Dutch cabinet in May 2011, in an effort to support the government's initiative to reduce defence spending by €1bn over the next four years.

 

In additio to participating in the 2001-2002 Stabilisation Force (SFOR) in Bosnia-Herzegovina, the helicopters were also operated by RNLAF in Afghanistan in support of Task Force Uruzgan (TFU) from April 2006 to the middle of 2010.

In October 2012, the merger between BAE Systems (GB) and EADS (France, Germany and Spain), two of the biggest defence contractors in the world, failed. Despite this setback, further consolidation within the European defence industry is likely to occur in the near future. Because of the eurozone crisis, in recent years EU countries have significantly curtailed their public expenditure, defence included. This has important implications for the structure of the European defence industrial base. Specifically, defence companies are dependent on public defence expenditure.

When defence spending declines, industrial overcapacity results. This, in turn, calls for restructuring and consolidation. Inevitably, EU countries will have to go down this road. However, given their ongoing concerns regarding sovereignty, technology and jobs, there are good reasons to think that they will promote the consolidation of their defence industry through a mix of Europe, NATO, extra-EU and purely national solutions.

Alexandr Vondra, ministre de la Défense de la République tchèque, a présenté sa démission. Il l'a annoncé aujourd'hui lors d'une conférence de presse à Prague.

 

Il a expliqué sa décision par un défaut de confiance de la part de la population lors des élections au Sénat en octobre dernier.

 

« Les élections au Sénat de cette année ont démontré que je ne bénéficiait pas d'une confiance suffisante des électeurs », a-t-il déclaré.

 

Le ministre de la Défense a déjà informé de sa décision le premier ministre Petr Necas. Alexandr Vondra abandonnera son poste vendredi le 30 novembre.

London - With the UK little more than two years away from ending its combat involvement in Afghanistan, the British Army is looking for a decision on a potential capability sustainment programme (CSP) for its Westland/Boeing Apache AH1 attack helicopters.

 

The Army Air Corps (AAC) declared initial operating capability with its originally 67-strong Apache fleet in October 2004, but a modernisation is required due to the US Army's planned withdrawal of support by 2017 for the Block I AH-64D model on which it is based. The US service has an operational fleet of more than 600 Apaches, but is transitioning to using the Block III/E-model version of the rotorcraft.

 

"The AH CSP is designed to address the sustainment issue that this raises, and provide the required capability, training and support out to 2040," says Col Andrew Cash, commander of the army's attack helicopter force and 16 Air Assault Brigade.

 

"The technical options are being evaluated, and I expect a decision on the way ahead for assessment by early next year."

 

Potential courses of action, he says, include: "Do nothing; do the minimum; technology insertion based on the current airframes; update to the US AH-64E standard, or this standard but with UK-specific equipment; or an entirely new replacement attack helicopter."

 

Organisational changes are also planned, with the AAC expecting to reduce its Apache force from five to four operational squadrons, to be divided between two regiments, plus an operational conversion unit. The move forms part of wider spending reductions as a result of the UK government's Strategic Defence and Security Review of late 2010.

 

First flown in combat in Afghanistan as part of the UK's Operation "Herrick" in May 2006, the UK's Apaches have accumulated more than 100,000 flight hours, also including an offensive contribution from the Royal Navy vessel HMS Ocean during the NATO-led operation in Libya in 2011.

 

The UK government has signalled its intention to halt combat activities in Afghanistan by 31 December 2014, which Cash says will place additional demand on the Apache fleet. "I envisage a wide range of roles for AH during that transition, particularly for escort and protection of the UK draw-down activity," he said during a lecture at the Royal Aeronautical Society in London on 20 November.

 

Longer-term, he adds: "We are already looking beyond Herrick. We need to relearn some sills, knowledge and capabilities."

 

This process will include developing the army's find/strike concept of operations for employing the Apache in conjunction with its future AgustaWestland Lynx Wildcat armed reconnaissance helicopters, he says.

During the meeting of the EDA steering board on 19 November, defence ministers from ten European states signed a letter of intent to work together to boost their military air-to-air refuelling capacity.


Air-to-air refuelling (AAR) is a critical enabler for air power projection and it is required to enable anything beyond short range air combat operations. A unique force multiplier, it is a fundamental capability embedded in modern aircraft design, not just in combat aircraft, but across the full spectrum of air platforms – including Unmanned Aerial Vehicles.


In the past, European armed forces have relied substantively on American assets. This was originally demonstrated in the Kosovo campaign, and the increased reliance on the US was a lesson from operations over Libya. Currently, Europe can field 42 aircraft of ten different types, which compares with US resources of over 650 of four types.

 

EDA’s approach

Defence ministers tasked the Agency in March 2012 to work on air-to-air refuelling capabilities as a priority. Consequently, EDA has developed a global approach with three objectives: increasing overall capacity, reducing fragmentation of the fleet, and optimising the use of assets. This work has finally led to four complementary work-strands, on some of which EDA is cooperating closely with OCCAR:

- Facilitating access to commercial AAR services;
- Optimisation of use of existing capabilities which can include the sharing of surplus capacities for example;
- Optimisation of the A400M fleet AAR capability including the option for acquiring additional AAR kits;
- Increasing the strategic tanker capability in Europe by 2020.

 

Letter of intent

With the letter of intent signed by defence ministers on 19 November, defence ministers from Belgium, France, Greece, Spain, Hungary, Luxembourg, the Netherlands, Poland, Portugal and Norway have now agreed to envisage buying or leasing new tanker aircraft together. The initiative is led by the Netherlands. The objective of the initiative is to contribute to reducing the existing shortfalls in the field of strategic air to air refuelling and transport whilst contributing to streamlining the European inventories. The aim is to reach an initial European strategic Multi-Role Tanker Transport (MRTT) capability by 2020. The aircraft will be available for multinational and national use. EDA expects that the pooled acquisition will result in important synergies in terms of initial overall investment, interoperability and life costs.

The Royal Netherlands Air Force has demonstrated its full fleet of four modernised Lockheed Martin C-130H tactical transports together for the first time, following the introduction to service of its last example to have been upgraded by the UK's Marshall Aerospace.

 

Pictured at Eindhoven air base, the quartet comprises two stretched-fuselage C-130H-30s introduced in 1994 and two short-fuselage Hercules acquired from ex-US Navy stocks, and the subject of a major modernisation effort in the UK.

 

Marshall Aerospace earlier this month completed a cockpit upgrade and cabin safety improvement programme for the last of the four-strong fleet, with this having included the installation of digital avionics and communications and navigation equipment at its Cambridge airport site. The modernised aircraft also now have night vision goggle-compatible cockpits to support night-time operations.

 

The Netherlands' C-130s are operated by the air force's 336 Sqn.

On 19 November 2012, defence ministers from Belgium, Bulgaria, Cyprus, Czech Republic, German, Greece, the Netherlands, Romania, Slovakia, Sweden and Norway signed a technical arrangement regarding diplomatic clearances for participants’ military transport aircraft in their respective national airspace or territory.

 

The arrangement describes common provisions and harmonised procedures for overflights and landings and enables Member States to operate without the need to submit diplomatic clearances requests for each flight, including support to on-going operations and transportation of IATA/ICAO compliant dangerous goods. This simplified mechanism can be seen as a significant step forward to more flexible and effective military airlift operations in Europe. Also included in this technical arrangement is a common clearances request and notification form which will further enhance harmonisation of the entire mechanism.

 

Freedom of movement

 

The agreement clearly improves the freedom of movement of EU military registered transport aircraft transiting national boundaries within the EU. The existing disparate requirements to obtain diplomatic clearances to land or overfly an EU member state cause delays and effectively hampers swift airlift operations. This legacy mechanism needs to be tailored to the 21st century’s requirements, especially looking at the future implementation of the Single European Sky (SES) in the coming years, where a route driven system will evolve into a trajectory driven system. The technical arrangement is still open for signature until 1 June 2013.

 

Background and way forward

 

The European Air Transport Fleet partnership signed by 20 Member States in 2011under the auspices of the European Defence Agency is looking at augmenting the availability of military airlift in the EU and developing concrete solutions to increase its efficiency and effectiveness.

 

The EDA ad hoc working group diplomatic clearances that developed this technical arrangement will continue to work on different diplomatic clearance issues, including harmonisation of clearances for EU military transport aircraft outside the EU.

The European Union (EU) is planning to release a roadmap for unmanned aerial vehicle (UAV) air traffic by the end of 2012, which will enable UAVs to fly in the same airspace as general air traffic by 2016.

 

European Defence Agency research and technology director Christian Breant was quoted by Defense News as saying that the officials preparing future technologies and those devising future regulations have been working since early September 2012 to rapidly develop the roadmap.

 

The officials are expected to determine the cost of putting the roadmap into practice in early 2013, Breant added.

 

The project is expected to achieve initial capability with some restrictions in 2016, followed by full operational capability by 2020.

 

Pursued as part of a European Framework Cooperation agreement, which was signed between the European Defence Agency (EDA) and the European Commission, the project is an effort to further improve civil-military cooperation in research and technology domains.

 

Other programme partners include the European Commission (EC), Eurocontrol and the European Aviation Safety Agency.

 

Funding for the project is expected to be provided through the EU's civilian Horizon 2020 programme and the EDA's joint investment programme.

 

The latest move follows a written declaration submitted by the French, German, Italian, Polish and Spanish foreign affairs and defence ministers to EU, urging it to continue further research into dual-use technologies and enhance synergies between member countries' defence-related research and technology activities.

 

EC and EDA are already coordinating research activities in chemical and biological protection, and areas where dual-use technologies could emerge include cyber defence, unmanned maritime systems and development of materials based on carbon fibre and gallium nitride for high performance radar and electronic warfare.

A gigantic plume of water and mud was thrown up by a huge German mine, safely blown up by Royal Navy bomb disposal experts off the Kent coast after a delicate operation to remove it from a dredger.

 

The air-dropped 'GC' mine, containing 1,500lbs (680kg) of high explosives, dated from the Second World War and was brought to the surface by a dredger six miles (10km) north of Sheerness.

 

Before carrying out a controlled explosion a four-man Navy team from Southern Diving Unit 2 in Portsmouth had to carefully remove the device from the vessel's dredge head.

 

Chief Petty Officer Ian 'Scouse' Fleming, who led the team, worked for seven hours through the night in atrocious conditions to safely extract the mine and hoist it onto the dredger's upper deck.

 

He said:

    "I had to crawl along a pipe to reach the mine to attach chains. It was a confined space and waves were splashing all around me. The fuses had been bashed about a bit and were quite dangerous and the explosives were exposed.

    "It was a tiring operation - one of the most testing I have been involved in - but everything went to plan."

Yesterday the Second World War device - which measured two metres long by 50cm in diameter - was towed two miles (3km) further out to sea and dropped to a depth of about ten metres.

 

The controlled explosion caused a 76-metre-high plume, which was clearly visible from the shore.

 

Accompanying CPO Fleming on the task were Leading Diver Lewis Watson and Able Seamen (Divers) Peter Birse and Josh Spibey.

Italian defense electronics manufacturer Selex Galileo has received about $10.4 million in contracts for aircraft simulation systems.

 

The identities of the customers weren't disclosed but the company said some of the units would be for non-Italian clients. The simulation systems would be used to train pilots and mission operators of both fixed-wing aircraft and helicopters.

 

"Selex Galileo has more than 10 years of experience in providing training systems for program such as the Eurofighter Typhoon, Tornado and M-346," said Gianfranco Terrando, senior vice president of the company's Air Systems, UAS and Simulation business unit.

 

"We are confident that this experience will allow us to continue to develop our business relating to Typhoon training and will put us in good stead to play a leading role in new programs and with new platforms.

 

"The simulation business is dominated by big players but we believe that our expertise in sensors and mission systems, high level of technological innovation and closeness with our customers will allow us to compete strongly in the market by delivering highly customized solutions that meet customer requirements in terms of capability, performance and cost."

On connaissait Airscan, PAE Luxembourg et quelques autres SMP/ESOA spécialisées dans la surveillance et le renseignement aéroportés; en voici de nouvelles qui viennent d'apparaître sur mon écran radar. Celles-ci mettent en oeuvre des mini-drones. 

 

Je les ai découvertes en me renseignant sur le UK Centre for Homeland Security de Salisbury. Cette structure s'est installée en 2005 sur un ancien site de la RAF; elle a d'abord accueilli l'ISSEE (International School for Security & Explosives Education), un centre de formation au déminage. En enquêtant sur ce Centre, j'ai découvert que le site accueille désormais d'autres structures. Dont deux sociétés spécialisés dans les drones: Skydroid et Conquiro, des sociétés parentes que je classe parmi les prestataires de services militaires, donc des ESOA (entreprises de soutien opérationnel aux armées).

 

skydroid.jpgSkydroid est une entreprise de services spécialisée dans la fourniture et le soutien de mini-drones d'observation. Elle travaille au profit de clients civils (entreprises), militaires (missions de surveillance, reconnaissance, sécurisation) et sécuritaires (voir la page applications du site web).

 

conquiro.jpgConquiro a été fondée cette année et elle est dirigée par trois anciens cadres des services de renseignement britanniques. Elle opère des drones d'observation fournis par Skydroid, propose des équipages pour les mettre en oeuvre et dispose d'analystes pour la lecture des données reçues (voir la page careers de son site web). C'est le prestataire de services opérationnels et sécuritaires du duo Skydroid/Conquiro.

Ces deux firmes travaillent avec une société canadienne qui fabrique des drones: Aeryon Labs. Cette société de l'Ontario leur fournit des Aeryon Scout UAV. Ce mini-drone est adapté aux missions militaires (il aurait été utilisé par les rebelles libyens lors de l'offensive vers Tripoli).

Le major général autrichien Dieter Heidecker a été nommé mardi à la tête des troupes de l'Union européenne (UE) en Bosnie-Herzégovine et en prendra le commandement le 3 décembre prochain, rapporte le service de presse de la chef de la diplomatie européenne Catherine Ashton.

 

M.Heidecker succède à son compatriote, le général de brigade Robert Briege, qui avait pris le commandement des troupes de l'UE en Bosnie-Herzégovine en décembre 2011.

 

Le Conseil de sécurité de l'Onu a autorisé le 15 novembre dernier la reconduction de 12 mois du mandat de la Force multinationale de stabilisation de l'Union européenne en Bosnie-Herzégovine (EUFOR Althea).

 

Forte de 600 hommes, la force EUFOR Althea veille à la mise en œuvre du volet militaire de l'Accord de paix de Dayton (1995). Cette force européenne fonctionne en coopération avec le quartier général de l'Otan à Sarajevo, conformément aux arrangements conclus entre l'Alliance et l'UE. EUFOR Althea a succédé à la Force de stabilisation (SFOR) de l'OTAN le 2 décembre 2004.

La semaine passée, les ministres des Affaires étrangères et de la Défense des pays appartenant au format dit Weimar + (France, Allemagne, Pologne, Italie et Espagne), ont convenu de “promouvoir une politique européenne ambitieuse dans le domaine de la sécurité et de la défense” et appelé les Européens à se “donner” les moyens de leurs ambitions en la matière.

 

Seulement, de déclarations d’intention en promesses non tenues, cela fait maintenant près de 20 ans que l’on parle de défense européenne, notion apparue pour la première fois dans un texte communautaire en 1992. En effet, le traité de Maastricht prévoyait de faire de l’Union de l’Europe occidentale (UEO) le bras armé de l’UE. Mais il n’en aura rien été, cette organisation ayant été finalement dissoute en 2011, une partie de ses prérogatives étant reprises par la Politique commune de sécurité et de défense (PCSD).

 

Avec des budgets militaires plombés par la crise économique, le contexte actuel favoriserait ainsi cette défense européenne que la France appelle de ses voeux depuis longtemps. Mais cet argument a été avancé il y a 10 ans, les dépenses militaires des pays membres de l’UE ayant déjà décroché par rapport à celles des Etats-Unis. Une étude de l’observatoire économique de la défense remise en 2003 à Michèle Alliot-Marie, alors ministre de la Défense, avait même évoqué “un véritable désarmement technologique” de l’Europe.

 

“L’ensemble des pays européens de l’Otan dépense pour se défendre moins des deux cinquièmes des sommes qu’y consacrent les Etats-Unis”, notait, à la même époque (soit bien avant les hausses sensibles du budget alloué au Pentagone), le néo-conservateur américain Robert Kagan.

 

Le fait est, si les progrès de la défense européenne sont lents, c’est que les pays membres de l’UE, du moins une grande majorité, voient dans l’Otan – et donc dans le parapluie américain – le meilleur moyen d’assurer leur sécurité. Cela leur permet de diminuer leur effort militaire et d’engranger ainsi les “dividendes de la paix” promis au lendemain de l’effondrement du bloc soviétique.

 

D’où leur réserve, voire même leur refus, devant l’idée de mettre en place des structures de défense européenne susceptibles de concurrencer celles de l’Alliance atlantique et qui feraient double emploi. Et le retour de la France au sein du commandement militaire intégré de l’Otan, voulu par le président Sarkozy, n’y a pas changé grand chose.

 

Cette décision a notamment été saluée par l’Allemagne, pays dont on pourrait croire qu’il serait l’un des plus favorables à l’idée de faire progresser la défense européenne, dans la mesure où la France partage avec lui des unités communes. Mais, selon un télégramme diplomatique français daté du 2 octobre dernier et dont le contenu a été diffusé par L’Express, il n’en est absolument rien.

 

“Le gouvernement actuel donne la priorité à l’Otan”, qui “reste l’enceinte privilégiée pour des opérations extérieures limitées de stabilisation ou d’évacuation, pour obtenir à chaque fois que possible l’implication des Etats-Unis” a ainsi affirmé, selon le document, un conseiller diplomatique d’Angela Merkel, la chancelière allemande. Pour Berlin, il est nécessaire de trouver des complémentarités entre l’Otan et l’UE au lieu de chercher à les opposer.

 

Seulement, les Etats-Unis ont rééquilibré leurs priorités stratégiques vers la région Asie-Pacifique. D’où les multiples appels de Washington lancés à ses partenaires européens pour qu’ils prennent leur sécurité en main, et cela d’autant plus que le Pentagone doit lui aussi subir une cure d’austérité dans les 10 ans qui viennent. Sans doute cela va-t-il contraindre l’Allemagne, par exemple, à reconsidérer son point de vue à l’égard de la défense européenne. Rien n’est moins sûr.

 

Dans son rapport portant sur les conséquences du retour de la France dans les structures militaires intégrées de l’Otan, l’ancien ministre des Affaires étrangères, Hubert Védrine, n’a pas caché ses doutes sur les intentions allemandes.

 

“Le souhait de la France de ‘revivifier’ la relation franco-allemande dans le domaine de la défense, dans le cadre plus général de la commémoration du Traité de 1963 (…) risque de se heurter à un contexte peu favorable” a ainsi estimé Hubert Védrine. Et d’ajouter : ” Cependant, même si les ministres français et allemand de la Défense avaient signé le 4 juin 2012 une lettre d’intention pour promouvoir une coopération capacitaire, la question demeure : Y a-t-il à Berlin une vraie volonté d’agir, en matière de défense, en européen, et en franco-allemand?”

Under the programme known as Retrofit 2, 43 Royal Air Force Typhoon aircraft have been upgraded to the Tranche 1 Block 5 standard.

 

This includes installation of the forward looking infra-red (FLIR) system, enhancement of air-to-air capability, the introduction of an air-to-surface capability and the ability to use the laser designator pod for precision weapon delivery.

 

Martin Taylor, BAE Systems’ Combat Air Support Director said: “This upgrade programme gives the Royal Air Force Typhoon fleet an improved baseline capability, making it better than it has ever been before.  This improved capability will also allow the Royal Air Force greater scope for how they manage the Typhoon fleet.”

 

Air Commodore Keith Bethell, Head of the Fast Air Support Team, Defence Equipment and Support said: “The Retrofit 2 programme was one of the first steps on our ongoing journey to deliver Typhoon availability and capability through a partnered approach with BAE Systems.  This early step helped lead us onto the highly successful Typhoon Availability Service into which Retrofit 2 was then subsumed. The conclusion of the Retrofit 2 programme is a significant milestone on the Typhoon journey and one we will build from as we continue to grow the Typhoon Force.”

 

Over the last six years, a mixture of twin and single seat aircraft have been processed through the programme which has been managed by a team of around 160 employees working in close co-operation with the Royal Air Force/Ministry of Defence fleet management team.

 

Under the programme, the last aircraft to be handed back to the Royal Air Force is British single seat Typhoon number BS23 (tail number ZJ932).  The aircraft originally entered service with 3 Squadron on 10th November 2006, delivering Quick Reaction Alert duties from RAF Coningsby.  The aircraft will return to service with XI Squadron to provide a major contribution to the deployable Typhoon Force.

 

In the early days of the contract it was recognised that synergies could be gained by contracting BAE Systems to also perform primary servicing on the aircraft at the same time as the upgrade programme was being undertaken. This combination of work minimised downtime of the aircraft from the Typhoon fleet and offered significant savings to the customer.

 

Previously under standalone national contracts, the activity was subsequently subsumed into the wider Typhoon Availability Service (TAS) contract.

 

All future upgrade and maintenance programmes will be carried out at the RAF Coningsby Typhoon Maintenance Facility.

L’opération militaire de l’UE déployée en Bosnie-Herzégovine (Eufor Althea) va changer de commandant au 3 décembre. Le Comité politique et de sécurité (COPS) vient de l’approuver aujourd’hui (27 novembre). Le général autrichien Dieter Heidecker va ainsi succéder à son compatriote le général Robert Brieger qui était en poste depuis un an, en décembre 2011.

Initiée dès le milieu des années 1950 avec le projet de Communauté européenne de défense, l’idée d’une défense européenne revient à l’ordre du jour à la fin de la Guerre froide. Dans le cadre du traité de Maastricht en 1992, une politique étrangère et de sécurité commune (PESC) est lancée. Cette dernière est suivie, en 1998, d’une politique européenne de sécurité et de défense (PESD) et devient, en 2009, suite au traité de Lisbonne, une politique de sécurité et de défense commune (PSDC). Elle définit le cadre d’action de l’Union européenne en ciblant les missions humanitaires, d’évacuation, de maintien, de rétablissement de la paix et de force de combat. Plus largement, et la baisse continue des budgets de défense des pays européens renforce cette démarche, l’objectif est aussi de réfléchir à une mutualisation des capacités de défense des armées européennes. En outre, le recentrage stratégique actuel des forces américaines vers la zone Pacifique laisse à penser que le rôle des États-Unis, comme gage de sécurité en Europe, va se réduire. La position américaine « leadind from behind » durant l’opération Harmattan en Libye illustre ce glissement de position. Cette évolution poussera les Européens à s’investir beaucoup plus dans leur sécurité collective . Quelques pistes sont envisagées pour dynamiser la défense commune : spécialisation des missions par pays, renforcement des capacités communes et/ou programmation d’équipements futurs en commun . Dans le domaine aéronautique, des synergies entre les armées européennes existent déjà et les bases aériennes constituent l’un des espaces de cette coopération.

The third Helicopter Tactics Symposium was held from 19 - 21 November in Luxembourg. 43 participants from 16 Member States (AT, BE, BG, CZ, DE, ES, EE,  FI, FR, HU, IT, LU, NL, PT, SE, UK) and additional guests from New Zeeland and the Joint Air Power Competence Centre exchanged views on the status of ongoing EDA helicopter projects, reviewed the 2012 training exercises and discussed numerous other topics such as maritime deployment, training for helicopter contingency operations ISAF, risk management for helicopter missions etc.

 

Feedback from participants was positive, and many valuable proposals have been forwarded to the EDA Helicopter Team. The Symposium, as an integral part of the Helicopter Exercise Programme  (HEP), is a flexible platform owned by the twelve contributing member states that signed the HEP programme arrangement on 19 Nov 2012.

Ce test sera le premier du genre et vise à "s'assurer du bon fonctionnement des flux de communication", a expliqué l'Unesco.

 

L'Unesco organise, mardi et mercredi, une grande simulation d'alerte au tsunami en mer Méditerranée et dans l'océan Atlantique, à laquelle participera notamment le Centre national d'alerte aux tsunamis (Cenalt) pour la France. Ce test sera le premier du genre depuis la création du Système d'alerte aux tsunamis dans l'Atlantique du Nord-Est, la Néditerranée et les mers adjacentes (NEAMTWS), supervisé par la Commission océanographique intergouvernementale (COI) de l'Unesco et mis en place en novembre 2005. Il vise à "s'assurer du bon fonctionnement des flux de communication entre les différents organismes impliqués dans ce type de catastrophe naturelle", explique l'Unesco dans un communiqué.

 

Voici le scénario de la simulation à laquelle participera la France : mardi matin, un séisme de magnitude 7,5 se déclenche au large des côtes algériennes et provoque la naissance d'un tsunami de faible amplitude ; en à peine une heure, une vague d'environ un mètre de haut atteint la Côte d'Azur. "C'est un scénario plausible étant donné l'activité sismique dans cette zone", a expliqué à Sipa François Schindele, expert en tsunamis au Commissariat à l'énergie atomique (CEA) et coordonnateur de ce projet.

 

Concrètement, un message d'alerte sera transmis au Cenalt environ 15 minutes après le séisme fictif, contenant de nombreuses données sur l'événement : latitude, longitude, profondeur, heures d'arrivée théoriques sur les côtes, niveau d'alerte. Ensuite, le Cenalt devra traiter ces informations le plus rapidement possible et transmettre un rapport au Cogic, la division du ministère de l'Intérieur qui gère les crises touchant à la sécurité civile.

 

Un risque pas inexistant

 

Après le test, la réactivité des centres nationaux engagés sera analysée, ainsi que la rapidité dans la transmission de l'information. Le système d'alerte, qui existe depuis longtemps dans l'océan Pacifique, en est à ses balbutiements en Méditerranée, où le risque n'est pourtant pas inexistant.

 

"Il y a un vrai risque de tsunami dans la partie ouest de la méditerranée, et les gens ne sont pas suffisamment informés", a confirmé à Sipa Francesca Santoro, membre de l'unité "tsunami" de l'Unesco. "Sur la Côte d'Azur, par exemple, les plages sont occupées pendant de longues périodes et une montée des eaux, même faible, peut provoquer des emportements. Il faut donc informer les gens et réagir très vite si une vague arrive vers le littoral. Cette simulation nous permet d'aller vers plus d'efficacité." "Même si le risque en mer Méditerranée est très éloigné de ce que l'on observe dans le Pacifique, par exemple, avec des vagues géantes, il peut tout de même y avoir des dégâts et il faut s'y préparer", ajoute François Schindele, du CEA.

 

Un deuxième test doit avoir lieu simultanément dans l'Atlantique du Nord-Est, avec un séisme fictif au large du Portugal. Ce scénario correspond à un fait historique réel : en 1755, la ville de Lisbonne a été presque entièrement détruite par une vague provoquée par un tremblement de terre au niveau de la faille Açores-Gibraltar.

The German Air Force (Luftwaffe) has taken delivery of the modular, automatic and network-capable targeting and interception system (MANTIS) air defence system from Rheinmetall Defence.

 

The weapon system is scheduled to be deployed with the 1st air defence squadron (Flugabwehrraketengeschwader 1), based at Husum, Germany, after the air force assumed responsibility for all national air defence and anti-aircraft missions from the German Army in August 2010.

 

Rheinmetall Defence executive board member Bodo Garbe said: ''It is a highly effective system, capable of countering a wide array of threats in future operational scenarios. Moreover, its open architecture design makes it a future-proof investment.''

 

Derived from Oerlikon Skyshield air defence technology, the Mantis is a short-range counter-rocket, artillery and mortar (C-RAM) system designed to safeguard military sites and critical civilian infrastructure from aerial threats, such as low-flying manned and unmanned aircraft.

 

The system was specifically developed to protect the army's forward-operating bases in Masar-I-Sharif and Kunduz, Afghanistan, from rocket, artillery and mortar attacks.

 

Equipped with six 35mm automatic guns, two sensor units and a central command ground-control unit, the system is capable of recognising missiles fired onto a base from approximately 3km, enabling the gun to instantly destroy threats in a calculated flight path.

 

The gun's firing is based on Rheinmetall Weapons and Munitions- developed mission-specific programmable and air burst advanced hit efficiency and destruction (AHEAD) ammunition, which has a payload of 152 tungsten projectiles.

 

Mantis can also be used to protect national territory and allied nations during conflict and post-conflict situations and also in military operations other than war (MOOTW).

Centre for Defence Enterprise themed call under the Weapons Domain on the 'Non-Destructive Evaluation of Munitions'.

The Centre for Defence Enterprise (CDE) proves the value of novel, high-risk, high-potential-benefit research sourced from the broadest possible range of science and technology providers, including academia and small companies, to enable development of cost-effective capability advantage for UK Armed Forces and national security.


The Weapons Domain in the Defence Science and Technology Programme Office is responsible for planning and delivery of research and technology to support the future UK weapons needs. The Domain achieves this primarily through placing research with industry and academia. Key goals include the fast and effective delivery of technical capability to the front line and encouraging innovation to exploit emerging and potentially disruptive technologies. This CDE themed call is looking for innovative research proposals in any area of weapons systems that help to reduce cost, weight and volume and to increase life, performance and modularity; however this call focuses on the following specific area:


Non-Destructive Evaluation (NDE) of Munitions


NDE is used to determine the chemical and physical state of an energetic formulation(s) (explosive, propellant or pyrotechnic) within munitions. NDE is used by manufacturers to develop processes and verify the quality of their products, and by MOD to assess to determine the remaining safe life of munitions’ in-service use. However, the techniques currently available are limited in applicability and resolution. Many physical and chemical properties of interest can only be measured by destructive testing, or are inferred from initial development testing and the munitions’ service history. These properties include stress, strain, temperature, modulus, porosity, bond strength, hardness, chemical stabiliser content, degree of decomposition, polymer chain length, and degree of polymer cross linking.
Therefore, proof-of-concept research proposals are sought in this CDE themed call for novel techniques to determine properties such as, strain, stress, density, porosity, etc. throughout the energetic formulation(s) as well as evidence of cracking and wall separation without the need to destroy the munition. The energetic formulation may be housed in munitions with metal or composite cases from 1mm to 10mm. 

 

A call document and presentations from the launch event will be provided on this webpage after the launch event.

This call will launch on Tuesday 8 January 2013 at an event at Harwell Oxford. The event is expected to run in the afternoon from approximately 1300-1600 but details are still to be confirmed. The launch event will consist of presentations and networking opportunities.

The call will close on 19 February 2013 at 1700 hrs.


All proposals must be submitted via the CDE Portal.
