The British Royal Marines are to get a mortar-carrying variant of the BAE Systems BvS10 Viking all-terrain vehicle as part of a 37.8 million pound ($61 million) regeneration package deal signed with the Ministry of Defence.

 

Nine of the 99 twin-cab Vikings being reset by the Swedish arm of BAE at Ornskoldsvik will be configured with a new rear unit carrying the standard British issue 81 mm mortar.

 

BAE will supply a flatbed rear unit with sides that drop down, although the weapon can also be fired with the armored sides in place.

 

An additional 19 rear cabs will be converted to carry a new crew-served general purpose machine gun in a similar configuration to the weapon already carried on the forward cab.

 

More than 120 Vikings of various standards are thought to be in the Royal Marine inventory, but budgetary resources and the condition of some of the vehicles have seen the number of machines earmarked for regeneration limited to 99.

 

BAE said in a statement that all the vehicles will be brought up to a common Mk2 mine-protected amphibious standard.

 

“All but the existing Mk2 Vikings will be rebuilt around completely new front and rear car hulls featuring the latest mine-protected v-shaped underbodies of the Mk2,” said BAE.

 

The entire fleet is to be given a major overhaul, brought to a common standard and certified for a 14-ton gross weight with suspension, braking and other modifications carried out as required, said the company.

 

The vehicles are being returned to their original amphibious standard after having been up armored and adapted for deployment in Afghanistan for use by the Royal Marines and later the British Army.

 

The regeneration is expected to be complete by the end of 2014 and will help keep the vehicles in service into the 2030s.

 

The Vikings were eventually replaced in Afghanistan by the Warthog, a heavier armored all-terrain machine built by Singapore Technologies Kinetics.

 

An announcement is still awaited from the British Army on whether Warthog and various other bespoke vehicle fleets acquired for action against the Taliban will be taken into the core equipment, sold off, gifted or scrapped.

Bern, - This morning the Gripen F Demonstrator aircraft landed at Emmen Airbase after a direct flight from Linköping/Sweden. Next week the fighter aircraft will be presented to the Defence Committees and to the public during the Axalp Flight Demonstration of the Swiss Air Force.

 

This morning the Gripen F Demonstrator landed at Emmen Airbase after a two-hour transfer flight from Linköping. On its flight it was accompanied by a Gripen D two-seater.

 

Program

 

The Gripen F Demonstrator will be in Switzerland from 3 to 12 October 2012. On 9 October the aircraft will be presented to the Defence Committees (SIK) in flight and on the ground, and on  10/11 October to the public during the Axalp Flight Demonstration of the Swiss Air Force.

The two-seater Gripen F Demonstrator will be flown alternately by an armasuisse pilot and by a pilot of the Swiss Air Force on the front seat. A Saab test pilot will sit on the back seat.

 

Prior to the arrival the Swiss pilots refreshed their knowledge of the aircraft with a simulator training in Sweden. Within the next few days the Swedish pilots will be introduced to the airspace above the challenging environment of the Swiss Alps and to the special features of the Axalp aircraft firing range.

 

All flights of the Gripen F Demonstrator will start from Emmen Airbase, usually in the afternoon.

Paris - Talks over a planned merger of European aerospace giant EADS and British defence group BAE Systems are progressing but Germany's intentions in the resulting super-firm remains unclear, sources said Tuesday.

 

The merger of EADS, which controls aircraft maker Airbus, with BAE, Europe's number one defence firm, is "still feasible", an industry source tracking the negotiations told AFP.

 

In Germany, where the government has expressed reservations on the merger, a "majority of people from all parties want it to succeed," he added.

 

German media have been speculating that Berlin planned to take a stake equal to one held by France in the merged company, a move which could have jeopardised tie-up plans.

 

But French newspaper Le Figaro, citing "a good source" Tuesday, said Germany would not seek a stake in the new company.

 

"The German state is not asking for a stake" as part of demands that it has put forward to EADS in merger negotiations, Le Figaro said. EADS would not comment on the report.

 

Another source close to the negotiations told AFP that the idea of the German government investing at the same amount as France "is still on the table".

 

Beyond guarantees on jobs, the industrial sites, research and development, Berlin is rather seeking greater representation in the new firm, such as "for example the number of German administrators", according to someone close to EADS quoted by Le Figaro.

 

Moves by France and Germany to seek a stake in the new firm could torpedo the merger plan, as it is aimed partly as loosening sovereign control in order to facilitate winning defence contracts in the United States.

 

The US is highly sceptical of handing out defence contracts to semi-public foreign companies.

 

Berlin, Paris and London -- which has a "golden share" in BAE Systems -- each have a veto right on the merger negotiations.

 

"The United States, a major BAE Systems client ... would not accept a significant increase of national participation at a Pentagon supplier," the source close to negotiations added.

 

Despite unknowns surrounding to what extent, if any, each nation wants to retain a share of the new firm, sources said negotiations were proceeding well.

 

EADS and British arms manufacturer BAE Systems announced plans on September 12 to create a $45-billion (35-billion-euro) giant to rival Boeing of the United States.

 

The companies have until October 10 to make a formal statement to the authorities to say that the deal is going ahead, being abandoned, or to request a delay.

 

Under the proposal, Germany, France and Britain would each have a so-called golden share with the power to prevent any shareholder from acquiring more than 15 percent of the new entity.

At the occasion of Green Blade’s Distinguished Visitors Day (DVD), the Ministers of Defence of Belgium and Luxembourg, Pieter de Crem and Jean-Marie Halsdorf as well as Claude-France Arnould, Chief Executive of the European Defence Agency, visited Kleine Brogel Airbase. Together with more than hundred additional representatives from Member States they followed a comprehensive dynamic demonstration of the missions trained during the EDA's latest helicopter exercise.

 

The Belgian Air Component is currently hosting Green Blade 2012. Running together with Exercise Pegasus, a Special Operations training exercise, the two groups work closely together on numerous missions. Interoperability, deployability and cost-efficiency of joint missions are at the centre of the three weeks exercise which draws together 550 participants from Belgium, Italy, Germany and Spain. Green Blade is also supported by Luxembourg.

 

“Green Blade is an excellent example of pooling and sharing of military capabilities. Today is an unique opportunity to see how various teams from different countries can become one unit in not even three weeks.” said Claude-France Arnould at the opening of the DVD.

 


In total, 15 helicopters of different types are currently involved in the combined Green Blade/Pegasus exercise. Italy operates transport (CH-47) and attack (A-129) helicopters, Germany and Belgium two types of utility helicopters (UH-1D and A-109). Other aircraft used by Belgium are two C-130s, two B-Hunters and up to four F-16s.

 

During the entire exercise, helicopters execute around 65 missions of steadily increasing complexity, from typical Special Operations-related missions, such as insertion/ extraction, Direct Action, Personnel Recovery, and Intelligence Surveillance & Reconnaissance, by day and by night, in single or multiship configurations. The exercise will also include more conventional types of missions, such as Airmobile Operations, Recce & Surveillance and Medical Evacuation, as well as non-tactical training missions, such as Night Vision Goggle-flying, Nap of Earth flight and Gun Firing. These missions will add up to around 650 crucial Flying Hours.

The potential merger between British defence company BAE Systems and EADS has been hit by further criticism, this time from chairman Arnaud Lagardere.

 

Media tycoon Lagardere, whose company owns a 7.5% stake in EADS, is demanding better terms for controlling shareholders while urging management to complete 'the indispensable re-examination of the project to combine EADS and BAE, to better take into account the interest of all the French controlling shareholders of EADS'.

"EADS also has a significant cash balance of €11bn on its balance sheet, which will now be shared with BAE, which itself has in comparison £1bn of net debt. EADS shareholders are understandably angry."

 

EADS's chief executive is thought to have held talks with Lagardere in an attempt to ease tensions, but Lagardere's views are understood be echoed by German company Daimler, which owns a 22.5% stake in the EADS.

 

Lagardere's concerns follow widespread criticism of the potential merger, with some questioning the purpose of the deal. Writing for Reuters, Argonaut CIO Barry Norris raised doubts over the cost synergies of combining the two companies' defence assets, citing the deal to be 'without logic and without winners'.

 

"EADS also has a significant cash balance of €11bn on its balance sheet, which will now be shared with BAE, which itself has in comparison £1bn of net debt," he said. "EADS shareholders are understandably angry."

 

Any possible merger would also have to overcome a string of hurdles. Not only would the deal require approval of the UK, French and German governments, but the British Government is expected to block the deal should foreign powers take a stake above 9% in the new business. The US Department of Defense has also expressed an interest in examining the merger, given BAE's involvement in secretive US defence projects.

 

Unions in the UK have also made their objection to the merger known, citing its potential to cause huge job cuts at a time when unemployment rates are rising.

 

The creation of the world's largest aerospace company could bring a number of significant benefits to European industry, particularly in the face of increasing competition from growth markets. But the matter is far from resolved.

Le projet T26 change de tête ! Le design des futures frégates destinées à remplacer les 13 unités du type 23 de la Royal Navy a profondément évolué par rapport au dessin initial, présenté en 2010. Nettement plus racé, le nouveau modèle, récemment dévoilé par BAE Systems, est bien plus en ligne avec l’évolution de l’architecturale navale.

 

Long de 148 mètres pour une largeur de 19 mètres, le bâtiment affichera un déplacement d’environ 5400 tonnes. Capable de dépasser la vitesse de 28 nœuds et de franchir 7000 milles à 15 nœuds, la future frégate britannique est conçue pour disposer d’une autonomie très importante, soit 60 jours sans ravitaillement. Armée par 118 marins, elle pourra accueillir 72 passagers. Son armement comprendra un système surface-air Sea Ceptor, une pièce d’artillerie à l’avant, deux canons multitubes de type Phalanx et deux canons télé-opérés, ainsi que des torpilles et, probablement, des missiles antinavire. Le radar principal devrait être un ARTISAN 3D.

 

Les futures T26, qui seront commandées dans le cadre du programme Global Combat Ship (GCS), devraient entrer en service à la fin de la décennie. Ce modèle est également proposé par BAE Systems à l’export, notamment au Brésil. Pour les clients internationaux, diverses configurations sont possibles, y compris semble-t-il l’intégration de missiles Aster 30 pour la défense aérienne de zone.

En cette période de cinquantenaire du traité de l’Élysée, le dernier conseil franco-allemand de la défense s’est tenu hier à l’état-major de la brigade franco-allemande (BFA), à Müllheim. Mais on n’a pas seulement parlé de ces deux pays…

 

L’idée semble évidente : hier matin, c’était pourtant la première fois qu’un conseil franco-allemand de défense et de sécurité (CFADS) se tenait à l’état-major de la brigade franco-allemande (BFA), à Müllheim, à quelques kilomètres du Rhin. Le prétexte a été donné par le cinquantenaire du traité de l’Élysée, dont la BFA est l’un des plus beaux rejetons.

 

Pour ce 2 e CFADS de l’année, les ministres des Affaires étrangères et de la Défense des deux pays, respectivement Laurent Fabius et Jean-Yves Le Drian côté français, et Guido Westerwelle et Thomas de Maizière côté allemand, se sont retrouvés avec leurs chefs d’état-major et ambassadeurs respectifs pour deux heures et demie de réunion.

 

« Nous avons fait un tour d’horizon d’un certain nombre de grands problèmes et on a constaté une convergence de vue, qui n’a rien de surprenant mais est très étroite, entre l’Allemagne et la France », a débuté Laurent Fabius, dans un style forcément diplomatique. Cette unité de vue concerne notamment « une relance de l’Europe de la Défense de manière concrète, pragmatique », a précisé Jean-Yves Le Drian, en annonçant une « initiative » à venir dans ce domaine.

 

Pas de « mission de combat » au Mali

 

Les ministres ont signé des protocoles techniques concernant la BFA (des questions très matérielles liées par exemple au partage des charges en matière d’infrastructure) et discuté du cinquantenaire. Mais, très vite, ils ont abordé des sujets plus graves. La fusion EADS-BAE d’abord, pour laquelle les discussions se poursuivent : « Ce rapprochement est séduisant, mais les conséquences sont très complexes », a lâché Le Drian. Les grandes affaires du monde ensuite. Concernant la Syrie, Laurent Fabius a expliqué que les deux pays souhaitent mener des actions en direction des zones libérées « qui profiteraient directement aux populations » et appellent à « l’unité de l’opposition syrienne, pour montrer l’alternative indispensable à Bachar El Assad. […] On assiste dans ce pays à une catastrophe effrayante due à la volonté d’un homme et d’un clan de se maintenir au pouvoir. » Guido Westerwelle a plaidé pour un renforcement de l’aide humanitaire.

 

Concernant le Mali, les deux pays ont exclu d’y déployer des troupes de combat. « Aucun d’entre nous ne pense à une mission de combat, purement militaire », a assuré Thomas de Maizière, pour qui « il faut que le commandement d’une telle opération soit assuré par les Africains et que l’ONU donne son accord ». « Nous allons expertiser la manière dont nous pourrions accompagner une initiative qui serait prise par les Africains », a ajouté Jean-Yves Le Drian, tandis que Guido Westerwelle insistait sur l’importance pour l’Europe de ce qui se passe là-bas : « Il ne faut pas que cette région devienne un havre de paix pour les terroristes. »

 

Avant la conférence de presse, l’adjoint au commandant de la BFA, le colonel de Madre, avait laissé entendre que sa brigade était « disponible pour une mission de projection commune » franco-allemande, par exemple au Kosovo. « On souhaite une mission commune, a confié de Maizière, mais ça soulève beaucoup de questions juridiques. » L’Europe progresse toujours au même rythme : à petits pas…

 

Les 50 ans du traité de l’Élysée, signé le 22 janvier 1963 entre le chancelier Adenauer et le président de Gaulle pour sceller la réconciliation franco-allemande par la coopération, donneront lieu à une série de manifestations organisées dans les deux pays jusqu’au mois de juillet 2013.

 

En Alsace, un événement d’envergure aura lieu le 4 mai : une cérémonie sera organisée sur les deux rives du Rhin, à Neuf-Brisach côté français et Breisach côté allemand ; le grand public sera invité à assister au déploiement d’un millier de militaires issus de toutes les unités de la BFA, avec du matériel, dont des engins blindés.

 

Créée en 1989, la BFA compte aujourd’hui environ 6 000 hommes et femmes, dont environ 60 % sont Allemands et 40 % Français.

(À FRANCFORT) Parmi les points restant à régler pour parvenir à un accord, la question de la localisation du futur siège d'EADS et BAE pourrait bien être l'une des plus épineuses. Alors que le projet initial prévoit d'installer la direction du futur ensemble à Toulouse, en lieu et place de ce qui devait être le nouveau quartier général d'EADS, le gouvernement allemand réclame qu'elle soit basée à Ottobrunn, près de Munich, où sont installés une partie des services centraux d'EADS.

 

Selon l'agence Reuters, qui a révélé l'information, Berlin en aurait même fait l'une des conditions sine qua non de son accord, estimant que cela garantirait l'équilibre avec la France, qui héberge déjà le siège d'Airbus et avec le Royaume-Uni, qui devrait conserver au siège de BAE, à Londres, la direction des activités défense et sécurité.

 

Après la fusion avec McDonnell Douglas, Boeing avait ainsi décidé de transférer son siège à Chicago, pour ne pas privilégier Seattle sur Long Beach. Mais pour l'heure, cette exigence allemande se heurterait à l'opposition de la partie française et de Tom Enders, le patron d'EADS, qui avait eu beaucoup de peine à faire admettre à ses compatriotes le transfert du siège d'EADS à Toulouse. Le président exécutif d'EADS s'était vu reprocher cet été par un membre du gouvernement allemand de brader les intérêts nationaux. Ce qui ne l'avait pas empêché de continuer sur sa lancée, en nommant des dirigeants d'Airbus basés à Toulouse à certaines fonctions centrales d'EADS, pour finalement confirmer, début septembre, l'installation du siège d'EADS à Toulouse à compter du 1 er janvier 2013. Aux dernières nouvelles, plusieurs projets architecturaux étaient même déjà à l'étude pour ce futur siège, qui serait édifié à quelques centaines de mètres du siège d'Airbus, à proximité des pistes de l'aéroport de Toulouse-Blagnac.

 

La question du siège ne serait toutefois pas le seul point de blocage. Le rachat d'une partie des actions EADS de Daimler par la banque publique KfW ne serait pas tranchée non plus. Si l'Allemagne a fait part à plusieurs reprises de sa volonté d'être à parité avec la France, la perspective de devoir débourser plusieurs milliards pour racheter 15 % d'EADS semble avoir du mal à passer. D'où peut-être la volonté allemande d'obtenir une concession au moins symbolique sur le futur siège.

Pour la vingtième édition du salon polonais MSPO, la nation invitée est l’Italie. L’Italie a fait le déplacement avec le fleuron de l’industrie italienne (Finmeccanica, Beretta Defence, Technologies, Iveco, Agusta, Fiocchi, Selex Galileo, etc.) Le salon MSPO 2012 s’est  tenu sur Kielce Trade Affairs de Kielce (Pologne). 350 sociétés y participaient, représentant plus de 20 nationalités, dont la Pologne, l’Italie, les Etats Unis, la France, la Belgique, Israël, l’Allemagne, etc.…et de très nombreux matériels nouveaux y étaient exposés. Cette édition particulière fait la part belle aux nouveaux produits de l’industrie polonaise.

Un cocktail fait d'hélicoptères et de forces spéciales: plusieurs armées européennes ont uni leurs efforts pour entraîner en commun ces deux spécialités lors d'un exercice qui se déroule en Belgique, combinant deux facettes des opérations militaires modernes.

 

Baptisés "Green Blade 2012" et "Pegasus", ces deux exercices combinés rassemblent depuis le 18 septembre et jusque vendredi quelque 550 militaires belges et étrangers et quinze hélicoptères venus de Belgique, d'Allemagne et d'Italie.

 

En ce qui concerne les hélicoptères, il s'agit du cinquième du genre organisé par l'Agence européenne de Défense (AED), a expliqué le wing commander (colonel) britannique Andy Gray, le responsable du programme Helicopter Training Programme (HTP) de l'AED.

Les appareils sont déployés sur la base aérienne de Kleine-Brogel (Limbourg), mais effectuent leurs missions dans l'ensemble de la partie nord-est de la Belgique, avec comme objectif principal d'améliorer l'interopérabilité entre les unités d'hélicoptères des armées européennes.

Les exercices de ce type s'inscrivent dans le cadre du programme d'entraînement pour hélicoptère (HTP) de l'Agence européenne de Défense, qui a déjà permis de former 227 équipages d'hélicoptères, dont une partie ont été déployés en Afghanistan dans le cadre d'une opération dirigée par l'Otan.

 

"Ce type d'exercice illustre le mandat que nous avons" reçu des Etats membres de l'UE, a en favorisant les coopérations par des "initiatives concrètes", a souligné mardi la la directrice de l'AED, Claude-France Arnould.

France wants the main base of a combined company to be in Toulouse, where EADS’s subsidiary Airbus is based, but Germany wants the headquarters to be located outside Munich according to reports.

 

It is the latest twist in the £30bn mega merger, which is hinged on a complex set of negotiations as European governments make a list of demands.

 

BAE-EADS must gain backing for the deal from the French, German, British and US governments before it can go ahead to create a European defence and aerospace giant.

 

All countries are demanding assurances that national security interests will be protected, as well as jobs.

The deal received backing yesterday from Qatar Airways, which said the two companies together would make better products.

 

Akbar Al Baker, chief executive, said: "It will make them strong. They're coming back together because staying apart was not in their best interest. They can provide better products and customer service together."

 

It is understood Tom Enders, the chief executive of EADS, would lead the combined company, while BAE Systems chief executive Ian King would continue to head the defence business headquartered in Britain.

 

The companies have a deadline of October 10 to formally outline or a proposal or walk away, although they may seek an extension.

 

Mr Enders said earlier in the week that negotiations with all parties concerned were “very fluid and very advanced” and said a swift conclusion was necessary.

Ancien chef d'état major des armées françaises de 1991 à 1995, l'amiral Jacques Lanxade préside aujourd'hui la Fondation méditerranéenne d'études stratégiques. Alors que la fusion BAE-EADS tarde à se concrétiser, il appelle les gouvernements à ne pas rater cette opportunité. Interview.

 

Que pensez-vous du projet de fusion EADS-BAE?


Si les Européens veulent continuer de jouer un rôle dans le monde, ils doivent s'en donner les moyens, à la fois au niveau de leurs capacités militaires et de leur industrie d'armement. Or il n'y a pas de capacités militaires satisfaisantes sur le long terme sans un groupe industriel puissant pour les développer. Un groupe qui puisse s'appuyer sur un marché domestique fort et rivaliser à l'international avec les principaux concurrents américains, un groupe capable de fournir un effort de R&D important et de réaliser des grands programmes. Aujourd'hui, les budgets de défense européens diminuent, notre industrie souffre, elle risque de disparaître. Si le rapprochement se fait, ce serait un signal extrêmement fort : il témoignerait de la volonté de l'Europe de restructurer son industrie de défense et de ne pas se laisser marginaliser dans sa politique extérieure.

 

Comment analysez-vous la frilosité des Etats concernés?


Le débat est beaucoup trop focalisé sur les aspects financiers. Je comprends que les politiques prennent des précautions, que les actionnaires s'inquiètent de la valorisation de leurs actifs. Mais il faut replacer le débat à la hauteur des enjeux, et ceux-ci sont d'ordre stratégique : il s'agit de l'avenir de l'Europe et de sa place dans le monde futur. Comme le projet a été engagé par les industriels, comme nous sommes en période de crise, chaque Etat s'inquiète de garantir son influence dans la gouvernance et de préserver ses sites industriels et ses emplois. Mais chacun doit faire un effort: l'Europe doit montrer qu'elle existe, qu'elle est capable de mener une politique extérieure commune et d'autonomiser sa politique de défense. Si on pouvait reproduire le succès d'Airbus dans la défense, ce serait formidable!

 

Peut-on faire confiance à l'engagement des Britanniques, d'ordinaire plus atlantistes qu'européens?


La Grande-Bretagne est le seul pays européen avec la France à tenter de maintenir un effort de défense. La relation spéciale de Londres avec Washington a beaucoup évolué ces dernières années. Les Etats-Unis concentrent désormais leurs moyens sur le Pacifique et le Moyen-Orient, ils attendent des Européens qu'ils prennent leurs responsabilités. La guerre d'Irak a montré aux Britanniques qu'ils pesaient difficilement face aux Américains. A l'inverse, l'intervention commune avec les Français en Libye a été un succès. De leur côté, les Français ont cessé d'être les mauvais élèves de l'Alliance. Donc nous devrions être capables de travailler davantage avec les Britanniques. Le moment est propice. Quant aux Allemands, ils doivent comprendre qu'il faut élargir le spectre des coopérations ; leurs forces dont d'ailleurs l'habitude de travailler avec les forces britanniques au sein de l'OTAN.

Tel Aviv - Poland's defence ministry has cancelled a contract to purchase Aerostar unmanned air systems from Israeli company Aeronautics, and will also ask for compensation.

 

Signed in 2010 and covering two systems, the $35 million purchase was made in order to deploy the UAS in Afghanistan, where Polish army units are part of the NATO-led International Security Assistance Force.

 

Warsaw's deal included the development of an automatic take-off and landing (ATOL) capability, with this to have enabled the unmanned aircraft to approach and land safely in windy conditions and other ground effects encountered in the operational area.

 

Aeronautics encountered problems with the ATOL capability, which led to it failing to meet the delivery schedule agreed in the contract. The company, which has yet to comment on the Polish decision, has also faced other problems during recent months, with sources saying that a disagreement between its shareholders has delayed some projects.

 

Originally due to have entered use with the Polish military in Afghanistan in late 2010, the Aerostar is 4.5m (14.8ft) long, has a wingspan of 7.5m and a maximum take-off weight of 210kg (463lb). It has a 12h endurance and a loitering speed of 60kt (111km/h).

Polish prime minister Donald Tusk has announced that a previously planned order for 26 new military helicopters will be expanded to a roughly 70-aircraft deal.


Defence minister Tomasz Siemoniak should launch the new process early this month, clearing the way for technical consultations to start with bidding manufacturers. Contenders are AgustaWestland, Eurocopter with the EC725, PZL Swidnik with the AgustaWestland AW149, and Sikorsky, which is offering the S-70i.


Worth an estimated zlotych (Zl) 10 billion ($3.1 billion), the expanded contest will seek to acquire 48 tactical transports for the land forces, 10 search and rescue (SAR) helicopters for the air force, and six anti-submarine warfare and six maritime SAR aircraft for the navy.


"We expect that the tender will be launched at the turn of 2012 and 2013," says Waldemar Skrzypczak, the defence ministry’s undersecretary of state responsible for modernisation of the armed forces. "By May 2013 we should sign final agreements with manufacturers."


Deliveries should start in 2014-2015, and conclude during 2022.


 

Skrzypczak says the selected helicopters should be produced in Poland, with the maximum amount of local content. "We will not buy helicopters from manufacturers who will not share technology and source codes, and will not establish service and repair centres in Poland," he adds. The sole provider of maintenance, repair and overhaul services will be the Military Aviation Works (WZL-1) in Lodz.


Poland’s earlier requirement had been based on the use of a common platform type, but the expanded requirement will allow manufacturers to offer other models for some tasks.


Warsaw also plans to launch a tender in 2018 to replace its Mil Mi-24 attack helicopters, and also intends to acquire a new rotorcraft for VIP transport tasks.

His Royal Highness Prince Michael of Kent visited the Royal Naval Reserve (RNR) Air Branch on Thursday 27 September to see the role of the reserves in the Royal Navy's Fleet Air Arm at Royal Naval Air Station Yeovilton in Somerset.

 

Visiting in his capacity as Honorary Rear Admiral Royal Naval Reserve and Commodore-in-Chief of the Maritime Reserve, His Royal Highness saw how the reservists, all of whom have completed a full career in the Royal Navy, continue to be involved in all aspects of naval flying operations both in the UK and abroad. Many are veterans of recent operations in the Middle East, and, further back, the Adriatic, Northern Ireland and the Falklands.

 

Prince Michael was met by Commander Justin Wood RNR, Head of the Air Branch, who briefed him on the changes in the Air Branch since his last visit in 2004 and on the plans for the Air Branch to develop within the overall expansion of the RNR.

 

Commander Wood commented:

    "We were delighted that Prince Michael should visit us again to see the Reserve effect over all areas of the Fleet Air Arm and in particular in Commando Helicopter operations.

    "The Air Branch is proud of its ethos of 'Experience in Reserve' and was able to show how that experience is a highly cost-effective multiplier of the Fleet Air Arm's capability."

Calling in on the Commando Helicopter Force, Prince Michael was introduced to the part-time reservists who are embedded with the regulars on a daily basis, enabling the Fleet Air Arm to achieve its outputs, including flying training and all aviation supporting roles.

 

He also flew a sortie in a Sea King Mk4 helicopter from 848 Naval Air Squadron - the Prince is a qualified military pilot and had a chance to act as a 'P2' - crewed by two reservists: Lieutenant Commander Ric Fox and Chief Petty Officer Aircrewman Andy Vanes, both of whom are current part-time flying instructors on the squadron.

 

As well as operating at Royal Naval Air Station (RNAS) Yeovilton, where 220 reservists are based, the Air Branch also has another 100 people, mostly at RNAS Culdrose in Cornwall.

Le conseil franco-allemand de défense et de sécurité s’est tenu lundi 1er octobre à l’état-major de la brigade franco-allemande à Müllheim, en Allemagne, en présence des ministres des Affaires étrangères et de la Défense des deux pays. Au menu des discussions : le projet de fusion EADS-BAE, les crises internationales et la célébration du cinquantenaire du traité de l’Elysée.


Le 1er octobre, à l’occasion de la deuxième édition 2012 du conseil franco-allemand de défense et de sécurité CFADS(1), les ministres français des Affaires étrangères et de la Défense, Laurent Fabius et Jean-Yves Le Drian, ont rencontré leurs homologues allemands, Guido Westerwelle et Thomas de Maizière, à l’état-major de la brigade franco-allemande, à Müllheim, en Allemagne.


A cette occasion, l’initiative de rapprochement entre EADS et BAE a été abordée. La Syrie et le Mali ont aussi été évoqués, la France et l’Allemagne s’accordant sur un renforcement de l’aide humanitaire dans le cas du premier, et sur une initiative européenne en appui dans les organisations africaines dans le second. Enfin, les 50 ans du traité de l’Élysée, signé le 22 janvier 1963 entre le chancelier Adenauer et le président de Gaulle pour sceller la réconciliation franco-allemande par la coopération, ont été évoqués. Cet anniversaire donnera lieu à une série de manifestations organisées dans les deux pays jusqu’au mois de juillet 2013.

Pocasset, MA | After extensive trials by the German Bundeswehr Technical Center for Ships and Naval Weapons (WTD 71) in Eckernfoerde, the Federal Office of Defence Technology & Procurement (BWB) in Koblenz has placed a contract for six REMUS 100 Autonomous Underwater Vehicles (AUV) manufactured by Hydroid, Inc. (a Kongsberg Company) to enhance the capabilities of the German Navy’s mine divers. Delivery of the REMUS 100 systems and operational training of military personnel will occur during the next 12 months.

 

The easy to handle REMUS 100 AUV is equipped with side-scan sonar and various other oceanographic sensors. It navigates by transponder interrogation and DVL-aided inertial dead reckoning in pre-programmed missions. The recorded data will be used to search for mines, lost objects, debris and wrecks or simply to collect topographic ocean floor mapping for hydrographic and scientific applications.

 

“We are pleased to be able to collaborate with BWB and Bornhöft Industriegeraete GmbH to introduce REMUS technology into the German Navy to enhance Mine Countermeasure (MCM) operations in Very Shallow Water operations” said Graham Lester, director, Hydroid Europe.

 

The REMUS 100 is a compact, lightweight AUV designed for operation in underwater environments up to 100 meters deep. The vehicle can be configured with a wide variety of standard and/or customer-specified sensors and system options in order to meet specialized mission requirements.

 

All of Hydroid's REMUS AUVs are modular: They can be fitted with varying sensors for use in hydrographic surveys, harbor security operations, debris field mapping, scientific sampling and mapping, as well as many basic and applied research programs. With more than 300 vehicles in the field, Kongsberg Maritime is currently the AUV market leader.

PARIS — Germany will not seek a stake in the company born from a planned merger of European aerospace giant EADS and British defense group BAE Systems, French newspaper Le Figaro reported Oct. 2.

 

The German media have been speculating that Berlin planned to take an equal stake in the merged company as France, a move that could have jeopardized tie-up plans.

 

But Le Figaro, which quoted “a good source,” reported that “the German state is not asking for a stake” as part of demands that it has put forward to EADS in merger negotiations.

 

Beyond guarantees on jobs, the industrial sites, research and development, Berlin is rather seeking greater representation in the new firm, such as “for example the number of German administrators,” according to someone close to EADS quoted by Le Figaro.

 

EADS would not comment on the report.

 

Moves by France and Germany to seek a stake in the new firm could torpedo the merger plan, as it is aimed partly at loosening sovereign control in order to facilitate it winning defense contracts in the United States.

 

The United States is highly skeptical of handing out defense contracts to semi-public foreign companies.

 

Berlin, Paris and London each has a veto right on the merger negotiations.

 

The British government prefers the three states each receive a “special share,” which would allow each to block any entity from holding more than 15 percent of the merged firm.

 

EADS, which controls aircraft maker Airbus, and British arms manufacturer BAE Systems announced plans on Sept. 12 to create a $45-billion (35-billion-euro) giant to rival Boeing of the United States.

 

The companies have until Oct. 10 to make a formal statement to the authorities to say that the deal is going ahead, is being abandoned, or to request a delay.

The Federal Department of Defence, Civil Protection and Sport of Switzerland has published the Framework Agreement between Sweden and Switzerland for purchase of Gripen aircraft as well as the detailed opinion of the Federal Council.

 

Switzerland intends to procure 22 Gripen E aircraft based on a proposal and data received from Saab and FMV/FXM during the evaluation from 2008 through 2011 and from FXM during 2012.

 

This Framework Agreement has been established with reference to the Declaration of lntent on Enhanced Cooperation, signed June 29, 2012, between the Ministry of Defence of the Kingdom of Sweden and the Federal Department of Defence, Civil Protection and Sports of Switzerland, acting for the Swiss Federal Council in the fields of security policy and defence.

 

The objective of the Agreement is to establish and agree on the most important elements that are the basis for their cooperation towards a government-to-government procurement of the Gripen E weapon system. These elements will be incorporated in, expanded on and finalized in a future government-to-government contract to be entered into by the Parties after approval by each Party’ s political authorities.

"Un retournement du vent dans le processus de 'délocalisations' est de plus en plus probable", selon une mise à jour de la vision industrielle de la Commission européenne que dévoile mardi le quotidien L'Echo à dix jours de sa publication.

 

Selon ce document, le temps des avantages compétitifs basés uniquement sur des bas salaires semble révolu comme en témoignent les augmentations de salaires en cours en Chine. L'exécutif européen souligne que les économies émergentes sont en cours d'intégration dans l'économie mondiale.

 

"Une nouvelle vague de matériaux intelligents et de technologies industrielles avancées" offre à l'Europe l'opportunité attendue pour "renverser les avantages comparatifs des nations", croient savoir les services du commissaire à l'Industrie Antonio Tajani alors que le vieux continent reste très compétitif dans certains domaines tels que l'aéronautique, la pharmacie et l'ingénierie.

 

La stratégie européenne doit être recentrée sur le court terme, selon le projet de communication de la vision industrielle mise à jour. L'action de la Commission et ses octrois de fonds se focaliseront sur les secteurs qu'elle détermine comme étant ceux de la nouvelle société industrielle: la construction durable, les véhicules propres, les bio-industries, les micro- et nanotechnologies, les smart girds (réseaux intégrés d'électricité renouvelable), ou encore la production propre (comme l'impression 3D). La Commission insiste également sur le développement d'une industrie européenne de la défense plus intégrée.

 

La Belgique et singulièrement la Wallonie, à travers son redéploiement économique, sont au coeur des priorités européennes, notamment la pharmacie, la défense et l'industrie spatiale, fait observer le journal L'Echo. En revanche, cette stratégie ne pipe mot des industries vieillissantes dont la métallurgie qui engendre quelque espoir de survie avec les aciers innovants.

La France et l'Allemagne ne parviennent pas à s'entendre sur la future localisation du siège de la nouvelle entité qui serait formée par la fusion entre EADS et le britannique BAE Systems, a fait savoir mardi une source proche du dossier.

 

La France penche pour Toulouse, où se trouve déjà la filiale d'EADS Airbus, tandis que l'Allemagne veut privilégier la banlieue de Munich.

 

Cette question fait partie des points à résoudre lors des âpres négociations actuellement en cours, à quelques jours de la date-limite fixée par EADS et BAE pour ficeler leur projet.

On 26 and 27 September, EU Ministers of Defence had a two-day informal meeting hosted by the Cypriot Presidency.

 

The meeting was chaired by Cyprus’ Minister of Defence, Mr. Demetris Eliades, on behalf of the High Representative Baroness Catherine Ashton, who was represented by the Deputy Secretary-General of the European External Action Service (EEAS), Ambassador Maciej Popowski. Ms. Claude France-Arnould, EDA’s Chief Executive, also attended the meeting.

Mr. Eliades described the meeting as a “positive step forward in our common efforts to enhance the Common Security and Defence Policy”, which aims to enhance peace, security, stability and growth.

In addition to the discussions on EU’s southern neighborhood and on Common Security and Defence Policy (CSDP) missions, EU Defence Ministers also discussed the issue of pooling and sharing in support of developing military capabilities. Ministers welcomed the European Defence Agency’s proposal to develop a voluntary code of conduct on pooling and sharing, and emphasized the need to make this process more systematic and sustainable in the long run.

 

EDA will continue to drive Pooling & Sharing forward as a pragmatic, flexible and cost-effective model, and avoiding bureaucratisation. The Code of Conduct will facilitate cooperation, and make Pooling & Sharing sustainable now and in the future", said Ms. Arnould, after the meeting.

 

EDA’s proposal and results were acknowledged by Ministers; the EEAS representative said: “reactions to EDA's proposal on pooling and sharing and on the specific proposal to establish a code of conduct were encouraging as ministers were positive,” said Ambassador Popowski. The EEAS Deputy Secretary General also pointed out that the main challenge is to link pooling and sharing as a European initiative with the national defence planning processes.

Rien à faire, le NH90 a beau accomplir des miracles aux mains des pilotes italiens, français et finlandais, les militaires allemands continuent de faire la sourde oreille. La marine allemande affichait clairement au salon ILA de Berlin sa préférence pour le S92 américain pourtant surdimensionné et dont le développement est loin d’être achevé. Quant aux militaires de l’armée de terre, peu désireux d’aller s’exposer en Afghanistan, ils préfèrent poursuivre leur entrainement… le temps de voir venir. L’armée de terre allemande affiche déjà plus de 5…000 heures de vol sur NH90.

L'actionnaire français de référence du groupe aéronautique, qui dispose d'un droit de veto sur le projet de fusion avec BAE, demande aux dirigeants d'EADS de revoir leur copie.

 

Si le projet de fusion d'EADS et BAE n'est pas mort, la date butoir du 10 octobre pour finaliser le projet semble très compromise après la décision de Lagardère de ne pas l'entériner en l'état. Dans un communiqué laconique diffusé ce lundi matin, l'actionnaire français de référence du groupe aéronautique, qui préside le conseil d'administration et dispose d'un droit de veto avec 7,5% du capital, demande en effet à la direction exécutive de revoir sa copie, estimant « insatisfaisantes les conditions de rapprochement entre EADS et BAE ».« Ce projet, en dépit du potentiel industriel et stratégique qui lui est prêté, n'a pas démontré à ce jour qu'il était créateur de valeur pour EADS », affirme le communiqué.

 

Cette prise de position d'Arnaud Lagardère, que l'on n'avait guère entendu jusqu'à présent, est un véritable camouflet pour Tom Enders et son homologue de BAE, Ian King, qui vantaient dimanche encore, dans une tribune sur le site Internet du « Monde », les « bénéfices considérables qui découleraient de ce rapprochement ». Mais plus que les déclarations des deux présidents exécutifs, c'est probablement la chute de 15% du cours de bourse d'EADS depuis l'annonce inopinée du projet, le 12 septembre dernier, qui peut expliquer la défiance d'Arnaud Lagardère. Une dégringolade qui a fait perdre plus de 300 millions d'euros au groupe Lagardère, les investisseurs ayant recalé leurs évaluations de la valeur d'EADS sur la parité de 60/40 retenue pour le projet de fusion. Une parité négociée depuis plusieurs mois pour tenir compte de l'écart de rentabilité entre EADS et BAE, mais qui avait déjà fait grincer des dents, en Allemagne, où Daimler, l'autre actionnaire privé de référence d'EADS, s'était également inquiété publiquement pour la valeur de sa participation. Mais sans aller jusqu'à remettre en cause le projet.

Monnayer son accord au prix fort

 

Derrière ces déclarations se profilent en fait les difficiles négociations en cours entre les deux actionnaires privés de référence, d'une part, et EADS et les gouvernements allemands et français d'autre part, afin de préparer leur désengagement dans les meilleures conditions. Dans le cas de Daimler, il s'agit de vendre au meilleur prix à l'Etat allemand une nouvelle tranche de 7,5 % du capital, qui, ajoutée aux 7,5 % déjà placés dans le consortium néo-public Dedalus, permettrait à Berlin de disposer d'une participation équivalente à celle de la France dans le futur ensemble.

 

De son côté, Lagardère, qui détient encore 7,5 % d'EADS, n'a pas annoncé son intention de vendre dans l'immédiat. Jusqu'à présent, Arnaud Lagardère a toujours affirmé qu'il resterait actionnaire jusqu'à ce que le programme A350 soit tiré d'affaires. Soit, au mieux, jusqu'à la première livraison prévue fin 2013, début 2014. Mais il a tout intérêt à négocier dès maintenant les conditions futures de son retrait, et donc à maintenir la pression sur EADS et BAE. La fusion d'EADS et BAE entraînerait en effet la fin du pacte d'actionnaires d'EADS qui confère à Daimler et Lagardère un droit de veto sur toutes les décisions stratégiques et donc sur le projet de mariage avec BAE. Or, ces derniers temps, les préoccupations des dirigeants d'EADS, semblaient davantage tournées sur la nécessité de convaincre les Etats français et allemand d'appuyer le projet de fusion plutôt que vers les intérêts de leurs actionnaires. D'où l'intérêt pour les deux groupes de monnayer leur renoncement au prix fort.

 

D'autant que si le projet fait sens du point de vue industriel, il est très probable qu'il n'offrira pas immédiatement aux actionnaires d'EADS un potentiel de progression des cours de bourse aussi important que si EADS restait seul. Contrairement à BAE, dont l'activité de défense arrive en fin de cycle, les perspectives de la maison-mère d'Airbus restent en effet orientées à la hausse, après plusieurs années de crise. The planned tie-up between BAE Systems and EADS, designed to create a defence and aerospace giant to rival Boeing of the US, has run into trouble.

 

The deal is supposed to marry BAE's expertise in military and defence with EADS' aerospace juggernaut, Airbus, and is not simply aimed at cutting costs and employee numbers, according to the two companies' bosses.

 

It would also mark the final consummation of a union of the French, German and British defence industries that was originally mooted way back in the 1990s.

 

But since being leaked to the press on 12 September, various obstacles have been thrown in the planned merger's path.

 

The French and German governments have weighed in, the UK parliament has announced a review, an EADS shareholder has called foul, and Downing Street has threatened to veto.

 

Meanwhile, speculation continues that the button-lipped US is not altogether happy - something that could also depend on the outcome of next month's presidential elections.

 

Here is a guide to the two companies, what they do, and why they are beholden to so much politics:

Background

British Aerospace was created by the UK government in 1977. Between 1981 and 1985 if was fully privatised, although the government retained a golden share giving it veto rights over the firm. The company was renamed BAE Systems after its takeover of another UK firm, Marconi, in 1999 - a deal it pursued at the expense of a planned merger with the founders of EADS. BAE was the joint founder of Airbus with EADS in 2001, but sold its 20% share to the majority owner in 2006.

EADS was created in 1999 from the merger of Germany's DASA (the aerospace wing of the Daimler industrial group), France's Aerospatiale and Spain's Construcciones Aeronauticas. British Aerospace was also intending to participate in the merger, but belatedly dropped out. The four firms were already co-operating on various projects, the biggest being the Airbus line of planes. Airbus was incorporated into a separate subsidiary in 2001, initially owned 80% by EADS, and then 100% from 2006.

89,000 worldwide. BAE claims to be Britain's biggest manufacturing employer, with 18,000 engineers on its UK payroll. Its main sites are the shipyards in Barrow-in-Furnace and Portsmouth, and its aircraft production line in Lancashire's Ribble Valley.

136,000 worldwide. EADS employs 17,000 in the UK, notably in wing design and production at its facilities in Filton, near Bristol, and Broughton, North Wales. The firm also employs 50,000 people in each of France and Germany, and 25,000 people work for its suppliers across the two countries.

Shareholders

BAE is listed on the London Stock Exchange. Its largest shareholder is currently the US asset manager Invesco, with 13%. The UK government retains a "golden share" in BAE, giving it certain veto powers, including the power to block a change of control of the company, and blocking any non-UK nationals from the top jobs at the company, or any foreign investor owning more than 15% of the company.

Just under half of EADS is floated on the stock exchange.

However, the company is jointly controlled by three national groups under the terms of a shareholders agreement, the details of which are not fully public:

  • German industrial group Daimler: 22%
  • the French state and Lagardere together: 22%
  • the Spanish state: 5.5%.

Lagardere started out as an aerospace business, but under the leadership of its founder's son, Arnaud Lagardere, it has shifted its focus to the media industry. The company directly owns 7.5% of EADS (which it has reduced over time), but it has an agreement to manage the French state's 15% stake.

Spain exercises minimal influence through its stake.

Main business lines

A major defence contractor, delivering and servicing military aircraft, ships, armaments and equipment, BAE ranks second in the global defence industry, some way behind Lockheed Martin of the US. BAE is also active in electronic warfare and cyber-intelligence.

EADS' biggest earner by far is Airbus, accounting for 62% of revenues in 2011. Airbus effectively operates within a global duopoly of the manufacture of civil aircraft along with Boeing of the US, and (like Boeing) also builds military aircraft. Other subsidiaries include a small defence business (Cassidian), helicopters (Eurocopter) and satellites (Astrium).

Geographical focus

The US is its main client. Some 45% of revenues came from the US market in 2011, including 27% from its platform business with the US military. The UK is also a staple market. However, the US and UK markets are shrinking due to defence spending cuts. In contrast, sales to Saudi Arabia (BEA's number three customer) are still growing.

About half of EADS' sales come from Europe, while a large (29%) and growing share also comes from Asia Pacific, due to the rapid development of civilian air transport in that region. The Middle East, although accounting for only 10% of sales, has also been growing very fast.

Political considerations

US: BAE is a privileged contractor of the US Pentagon, working on classified projects such as the new F-35 Joint Strike Fighter. The US is likely to be concerned about any deal that gives political control over BAE to the French and German governments. The business with the US is already carried out by an independent subsidiary to protect US national security interests from any possible UK influence. As part of the deal, the US business is expected to be further "ring-fenced" by limiting the number of non-US nationals on its supervisory board to just one Briton - in other words, to the exclusion of any French or Germans.

France: The French government is concerned about potential job losses in France, as well as protecting a European "champion" firm from any possible future takeover by non-Europeans. The government also wants the merged group headquarters to remain in EADS' home of Toulouse.

Meanwhile, Lagardere has complained that the merger does not represent a good deal for EADS shareholders, and has called for a review.

UK: BAE is closely intertwined with UK defence policy. For example, it will build the UK's new generation of Vanguard submarines. It is also a major UK employer. Employment and national security concerns have prompted the parliamentary defence committee to launch a review of the merger. The UK government retains a veto over the merger by virtue of its "golden share" in BAE, and has reportedly threatened to use it if the merger is not deemed to be a good deal for the UK. It is unclear whether and how the UK would surrender its golden share as part of the deal.

Germany: Although not a direct shareholder, the German government exercises considerable influence through the shareholding of the privately-owned Daimler, and may have a formal veto under the terms of the EADS shareholders' agreement. The German government has similar concerns to the French. The two governments have suggested that their respective "stakes" in the merged firm be at least 9%, with the German government taking over some or all of Daimler's stake. Daimler's chief executive Dieter Zetsche would rather focus on Daimler's automotive business. Moreover, a memo from the German economy ministry obtained by Reuters complained (like Lagardere) that the merger did not represent a good deal, and did not contain safeguards against a possible future foreign takeover of the merged firm.
